1651. Preparing for Sudden Change in North Korea

Abstract:
For most of the 1990s, North Korea was under what can only be called a prolonged deathwatch, so common and confident were predictions of its demise. Despite suffering acute economic stress from the loss of its principal economic patron—the Soviet Union—in 1991, the sudden death of its founding father––Kim Il-Sung––in 1994, and then soon after a devastating famine that may have claimed as many as a million lives, North Korea managed to survive. By decade's end, North Korea's extraordinary resilience, combined with its defiant and at times belligerent attitude to the rest of the world, had convinced most experts that this was not a country about to pass either quickly or quietly into the history books. Since then, the conventional wisdom among most if not all North Korea watchers is that it will muddle through indefinitely even if its long-term future remains doubtful.

During his inaugural address on 20 January 2009, Barack Obama declared to 'all other peoples and governments, who are watching today, know that we are ready to lead once more'. In the following four weeks to the publication of this report, President Obama has set the United States on a course that is meeting widespread approval around the world. He has ordered the closure as soon as possible of the Guantánamo Bay detention facilities and of other secret facilities outside the United States that had so undermined America's international credibility with its allies and confirmed the anti-US narrative of its opponents. He has appointed special envoys for Middle East Peace and to implement an integrated strategy for both Afghanistan and Pakistan. He has offered to 'seek a new way forward' with the Muslim world as well as to 'extend a hand' to authoritarian governments if they are willing 'to unclench [their] fist'. His Secretary of State, Hillary Clinton, has said that America will be more effective if it can 'build a world with more partners and fewer adversaries'. Both have recognized the virtues of pragmatism over ideology and the reality of interdependence.

Abstract:
This DIIS Report provides an overview of the political and military issues that are likely to shape the coming discussions about NATO's new Strategic Concept. NATO's current Strategic Concept dates back to 1999 and over the last couple years an increasing number of policy-makers have suggested that it is time to take stock of the transatlantic Alliance. The exercise is significant because the Strategic Concept represents the operational view of the Washington Treaty - the basic text of NATO - and because it will bequeath a new strategic direction to the Alliance. The Report presents three arguments. One is that the Strategic Concept serves several functions: it codifies past decision and existing practices; it provides strategic direction; and it serves as an instrument of public diplomacy. The second argument is that the new Strategic Concept must balance the push and pull of two competing visions of NATO, one being 'Come home, NATO;' the other being 'Globalize, stupid.' The contest between these diverging visions has consequences for a number of issues that the Strategic Concept must address. Lastly, it is argued that although the agenda of globalization is being questioned, NATO will continue down the path of global engagement.

Abstract:
On 7 August 2008, Georgia attacked Tskhinvali, the capital city of South Ossetia, with heavy artillery, rocket launchers, and ground troops in an attempt to take control of the breakaway republic, which contained bases of both Russian and OSCE peacekeepers. Russia, claiming to be acting under the mandate of peace enforcement, pushed Georgia out of both South Ossetia and another breakaway Georgian republic, Abkhazia, and deep into Georgian territory. This created the potential for regime change, as the Russian Army appeared to be moving on Tbilisi with the intent of overthrowing Georgia's democratically elected government. On 8 August 2008, Russian military forces crossed the Georgian border into South Ossetia and Abkhazia in a successful effort to repulse Georgian troops. The immediate casus belli for Russia was genocide, with claims that “over two thousand” South Ossetians had been killed by Georgian troops, along with the shooting of ten Russian peacekeepers in South Ossetia, which necessitated a humanitarian and peace enforcement operation. The Russian advance included ground troops, tanks and armored personnel carriers, and air and sea operations, combined with coordinated kinetic and cyber attacks. Russian forces also crossed into Abkhazia in defense of their compatriots – 70 percent of the Abkhaz population of 220,000 are Russian passport holders, and 90 percent of the South Ossetian population of 70,000 are also Russian citizens.

This policy paper encapsulates the key findings of a research project undertaken by the Centre on Human Rights in Conflict (CHRC) of the University of East London School of Law on rule of law in African countries emerging from violent conflict, funded by the British Academy. The CHRC commissioned a range of experts and practitioners from around the world to examine and assess contemporary international efforts at promoting rule of law reform in peacebuilding operations and development assistance. Country studies examined in depth the experiences of a number of African countries— the Democratic Republic of Congo (DRC), Liberia, Rwanda, Sierra Leone, and Sudan—while thematic studies examined rule of law as part of peacebuilding in comparative perspective, the role of traditional justice, and specific aspects of rule of law in the African context. These studies will be published as a book entitled Just Peace? Peacebuilding and rule of law in Africa.

The final quarter of 2007 was eventful and left observers in both Japan and South Korea cautiously optimistic about bilateral relations. Both Japan and South Korea chose new chief executives this fall, and both of them promised to search for more collaboration and to begin repairing relations between the two countries. Halting progress on North Korean denuclearization through the Six-Party Talks led to hope that momentum could be sustained, although Japan for the time being has chosen to be supportive but skeptical of North Korea's promise to denuclearize, and continued its sanctions against the DPRK. Indeed, North Korea's missed deadline for declaring its nuclear programs was a reminder that progress in relations with North Korea is never straightforward or easy. Although no country has decided to forego the process, it is unclear how relations between North Korea and other states in the region will evolve in 2008.

Few countries have seen such rapid economic and educational change in so short a time period as China. Since 1978, when Deng Xiaoping began to send students and scholars to study abroad in large numbers as part of his broad modernization efforts, some 800,000 Chinese students and scholars have studied outside their home country. These numbers make China the overall largest supplier of international students to countries around the world over the past decade. The liberalization of the education sector, which accompanied China's entry into the World Trade Organization in 2001, has also permitted more students from outside China to enter the Chinese educational system. The number of Americans studying abroad in China increased by over 500% in the past ten years, making China one of the top 10 study abroad destination countries for U.S. students, and one of the top 10 host countries for all internationally mobile students.

Documentation centers dedicated to researching, recording, archiving and protecting information related to mass crimes and human rights abuse conflict have been organized in countries as diverse as Cambodia, the Democratic Republic of Congo, Guatemala and Iraq. Their work is an integral part of a transition from an authoritarian regime or war to sustainable peace. Victims want to tell what happened to them, be acknowledged, and know how and why atrocities occurred. Moreover, an accurate accounting of past crimes applies pressure to remove perpetrators from power and raises awareness toward preventing future abuse.

As major consumers of the world's energy resources, the United States and China are in dire need of secure energy solutions that can keep pace with their large appetites for energy. Enter coal. Both countries possess abundant coal reserves measured in the hundreds of billions of tons. But the approach to coal policy has been one of favoring cheap extraction rather than taking into serious consideration the societal costs of coal. For the United States, coal represents a major source of electrical power—and a major source of pollution. In China, the accessibility of coal has overtaken the environmental and health arguments against its widespread use. China uses more coal than the United States and European Union combined. The damaging side effects of coal mining and consumption have been overlooked in the face of easy availability and undeveloped or less accessible alternatives. In the current context of global energy uncertainty, coal has been forgiven much.

Rapid economic growth in the large developing countries collectively known as BRICSAM (Brazil, Russia, India, China, South Africa and Mexico) has the potential to change the balance of economic power in the world. This paper analyzes this potential building on developments in these economies over the past four decades in the context of the evolution of the world economy. This evolution has two significant features: increasing economic integration and a hiatus in growth. Increasing integration can be observed in the almost universal rise in the share of the exports of goods and services in GDP, and the increase in private capital flows. There has been a hiatus in growth since the 1973-1974 increase in the price of oil.

China's spectacular economic progress has led some security analysts and policy makers in the North and the South to question Beijing's intentions in other parts of the world. This paper examines the extent to which China's engagement with Africa has produced mutual benefits for both and whether Africa is reaping the necessary benefits required for poverty alleviation and economic development. Chinese state-owned enterprises have invested billions of dollars in foreign reserves, construction, and engineering resources assisting African oil-producing exporters. While many in the west have started to question China's extraordinary level of interest in Africa – in particular, its economic engagement with perceived repressive regimes – African leaders view China's entry as a means of pulling Africa onto the path of globalization. It is thus important that African leaders and policy makers ensure that Chinese trade and investment bring reciprocal and tangible benefits for Africans, and contribute to economic stability and good governance.

International Relations (IR) needs democratising. Currently, IR theorising remains under the hegemony of a singular worldview ('warre of all against all') with a singular logic ('conversion or discipline') for all actors and activities. This top-down, state-centric, and exclusivist approach is fundamentally anti-democratic for a field of inquiry and practice crowded with multiple worlds. The Humanities, we propose, will help to mitigate these totalitarian tendencies by expressing and examining what hegemonic IR cannot but must: that is, a richness of being in global life. We present Ang Lee's 'Lust/Caution' (2007) as an example. If seen as an allegory for Taiwan-China relations, this film shifts attention from the national security state, a defining concern for hegemonic IR, to the trans-national solidarities that bind peoples and societies despite inter-state conflicts, thereby offering a way out of the statist impasse that incarcerates the region. This approach extends beyond recent calls for a 'linguistic' or 'artistic' turn in IR. Culture, we argue, can serve as a method.

Corruption and bribery are complex transactions that involve both someone who offers a benefit, often a bribe, and someone who accepts, as well as a variety of specialists or intermediaries to facilitate the transaction. By perpetuating the 'abuse of entrusted power for private gain' – Transparency International's (TI) definition of corruption – both the bribe payer and bribe taker cause damage in a number of ways. Ultimately, their corrupt dealings create extreme inequity – both in markets and in societies.

In this report, Transparency International (TI) evaluates 42 leading oil and gas companies on their current policies, management systems and performance in areas relevant to revenue transparency in their upstream operations. Revenue transparency in this report includes three areas of corporate action where disclosure can contribute to improved accountability in the management of extractive revenues: payments to host governments, operations and corporate anti-corruption programmes. The companies are evaluated in a total of 21 countries of operation. This report is a featured product of TI's Promoting Revenue Transparency Project and attempts to characterise current levels of company revenue transparency, to point to best practices, and to suggest areas for improvement.

Together with developments in international criminal justice and humanitarian law, the human rights revolution in international law has had a profound structural effect on the international legal order as a whole; we are today only beginning to discern and to digest this effect, to say nothing of the broader consequences for global politics. New actors have been empowered in the international legal system (not only individuals but various kinds of non-state collectivities as well); conceptions of responsibility have been altered; classic notions, such as territorial sovereignty and recognition of statehood, have sometimes subtly and sometimes radically been reshaped or adapted; and the balance of institutional actors charged with interpreting and applying inter-national law has shifted towards courts and tribunals (a major theme of Petersmann) and away from diplomats and their ministers.

The world financial crisis, the Iranian crisis and the Georgian crisis illuminate through different prisms the complex relations between Israel and Russia.The seeming contradictions of this odd couple are a constant source of serious concern and perplexity to theWestern world, and to NATO in particular, all the more so since Russia sent its army into Georgia and is back on the world stage as an essential player.Why is it that only six weeks after the verbal clash over the Georgian crisis in August 2008 (when Russia accused Israel of having armed and trained the Georgian army), Russia and Israel abolished their visa regulations, thus facilitating reciprocal trade? How do we explain the acceleration of capital flows between the two countries, at a time when world trade is clearly slowing down? And why is it that Moscow, after Washington, is still a destination of choice of Israeli prime ministers, while the Israeli authorities continue to insist that Israel has a special relationship with the United States? Are we to infer from this, then, that Israel and Russia are upgrading their strategic ties, as a popular Turkish magazine suggests ? Lastly, why was Israel one of the very few states in the Middle East to maintain regular relations with Russia after the ColdWar, unlike the many Arab states who coldshouldered their former arms supplier just as it was preparing to deliver sophisticated missile systems to Syria and a nuclear power station to Iran? For many observers, trapped in Cold War thinking, it was impossible to imagine Israel and Russia, the USSR's successor, as anything other than irreconcilable adversaries. This perception of Israel as the West's champion against Sovietsupported Arab countries overlooked the fact that the Arab-Israeli conflict arose from a regional conflict that went way beyond the confines of East-West confrontation. It also failed to take into account the deep and longstanding bonds between Israel and Russia, particularly in the area of immigration.

Whether the UK succeeds in achieving its emissions reduction targets and in becoming a leader in international climate negotiations depends on whether good or bad policies prevail. At stake are the lives and livelihoods of millions of poor people around the world, who will suffer first and worst from climate change despite being the least responsible for it.

An examination of international economic relations in the six decades since World War II reveals many ways in which political factors have shaped economic outcomes. The postwar security system significantly affected the postwar economic system. The creation of a bipolar security system following the outbreak of the Cold War led to the separation of the Eastern and Western economic systems and provided a basis for the dominant role of the United States in the Western system and of the Soviet Union in the Eastern system. The end of the Cold War led in turn to the end of the East-West economic divide and to the integration of the formerly Communist countries and China into the global capitalist economy.

1682. Ending Dependence: Hard Choices for Oil-Exporting States

Since 2003, countries whose economies depend on the export of oil and gas have enjoyed a surge of revenue driven by rising oil prices and, in some countries, rising export volumes. The press has captured petroleum-fuelled prosperity in images of futuristic construction plans and the rocketing assets of sovereign wealth funds. However, this obscures important differences among oil and gas exporters in terms of reserves size and social development challenges. Based on a major study of twelve hydrocarbon-exporting countries, this report shows that the boom does not guarantee economic sustainability for these countries, most of which face hard policy choices over domestic consumption, development spending and rates of economic growth. The report estimates the timeframes these countries have in which to make the necessary changes and examine their prospects for success given the existing human, institutional and technical capacity, competitive advantages, infrastructure and access to capital.

1683. Piracy in Somalia: Threatening Global Trade, Feeding Local Wars

Piracy off the coast of Somalia has more than doubled in 2008; so far over 60 ships have been attacked. Pirates are regularly demanding and receiving million-dollar ransom payments and are becoming more aggressive and assertive. The international community must be aware of the danger that Somali pirates could become agents of international terrorist networks. Already money from ransoms is helping to pay for the war in Somalia, including funds to the US terror-listed Al-Shabaab. The high level of piracy is making aid deliveries to drought-stricken Somalia ever more difficult and costly. The World Food Programme has already been forced to temporarily suspend food deliveries. Canada is now escorting WFP deliveries but there are no plans in place to replace their escort when it finishes later this year. The danger and cost of piracy (insurance premiums for the Gulf of Aden have increased tenfold) mean that shipping could be forced to avoid the Gulf of Aden/Suez Canal and divert around the Cape of Good Hope. This would add considerably to the costs of manufactured goods and oil from Asia and the Middle East. At a time of high inflationary pressures, this should be of grave concern. Piracy could cause a major environmental disaster in the Gulf of Aden if a tanker is sunk or run aground or set on fire. The use of ever more powerful weaponry makes this increasingly likely. There are a number of options for the international community but ignoring the problem is not one of them. It must ensure that WFP deliveries are protected and that gaps in supply do not occur.

Today's methods of dissent-sometimes peaceful, often violent, and usually controversial-take many forms in the age-old quest for social and political change. Globalization has become an ever-present force of transformation, affecting how opposition to the status quo arises and how people express their opposition. Technology and trade liberalization provide citizens with immediate access to information that shapes how they voice their dissent. At the same time, traditional factors-ethnic, economic, religious-continue to be a source of tension, provoking dissent in numerous ways. This Forum examines the evolving dynamics of contemporary dissent. While keeping an eye on dissent's consistent themes, such as the exclusion of minorities and debates over non-violent tactics, this Forum also explores the effects of new forces, from the internet to the WTO, on how people experience and confront marginalization. In the first decade of the twenty-first century, the idea of mass mobilization in order to redirect government is axiomatic. If the environment is degraded, then the solution is to educate and organize concerned citizens. The same can be said of gender inequality, racial prejudice, or, in the form of labor movements, class disparity. Yet of all the challenges a society may launch at its state, the most serious are not those that challenge a particular policy or seek redress of a single social issue, but those that challenge the legitimacy of the state itself. This begs the question: what makes a state legitimate or illegitimate? The short answer is whether or not the state represents the will of the people. But the long answer demands an answer to another question: who are the people? In the global arena, it is implicit that different peoples are different nations, and that different nations have different states. If there is disagreement over the composition of a particular nation, there is by extension disagreement over the composition of the state. If the raison d'etre of the state itself is contentious, this can upset the stability of said state, and, by extension, may threaten the equilibrium of international relations.

1686. Airpower: The Flip Side of COIN

Despite the success of the U.S. military in conventional warfare, recent experiences in Iraq and Afghanistan have illustrated the challenges of pursuing a counter-insurgent strategy against “asymmetric threats” such as improvised explosive devices or suicide bombers. The “asymmetric” strategy often adopted by insurgents allows a relatively weak for ce to incapacitate a stronger one by exploiting the stronger force's vulnera-bilities rather than meeting it head-on in conventional com-bat. Our current wars have focused national attention on the ability of the Army and Marine Corps to cope with this “asymmetric” environment, yet the influence of airpower has been conspicuously missing from the debate. Even the core military doctrine for counterinsurgency, or COIN, fails to acknowledge the benefits that airpower can play against these asymmetric threats. The Army and Marine Corps recently released Field Manual (FM) 3-24, Counterinsurgency (designated by the Marine Corps as Warfighting Publication 3-33.5), an impressive and influential 282-page document that skillfully addresses many difficult COIN issues. This doctrine is viewed as the overall plan for COIN operations in Iraq, and will likely become the centerpiece of new joint COIN doctrine that will guide all the armed services. Regrettably, this impressive document fails to inform the COIN strategist, and policymakers, on the influence of highly integrated joint COIN strategy. Rather, it treats the influence of airpower as an adjunct capability confined to a short, five-page annex of “supplemental information.” By failing to integrate the full potential of today's airpower capabilities and by focusing almost exclusively on only the ground dimension, FM 3-24 falls short of offering U.S. decisionmakers a pragmatic, joint solution for the challenge of COIN. The current doctrine fails to integrate all aspects of military power that may be implemented for the most effective counterinsurgency campaign. By failing to integrate airpower (or seapower) into this cornerstone doctrine document, U.S. and coalition forces risk planning operations in a dis-jointed fashion where planners do not understand the strengths and weaknesses of service capabilities. This paper examines the influence of airpower on COIN strategy and articulates the benefits of an integrated joint COIN doctrine to combat effectively the insurgents in Iraq and Afghanistan.

One of the greatest challenges of the twenty-first century will be to address the growing mutual suspicion, fear, and misunderstanding between Western and Muslim societies. Within the United States, in particular, there is an increase in Islamophobia, which seeks to dominate the discussion surrounding Islam and Muslims by linking it to the actions and views of an extremist minority. Within this tense environment, a number of organizations and initiatives have taken steps to urge greater dialogue between the West and the Muslim world on an international level. Oftentimes, this is done with the underlying understanding that there is a bifurcation between “the West” and the “Muslim” and/or “Islamic world.” As such, the primary focus is not placed on changing negative perceptions of Islam in the West, but rather, to improve the image of the West in the Muslim world. The fact that Islam exists within the West, and, for the purposes of this article, in America, is often overlooked. Nonetheless, there are an estimated three to seven million Muslims living in America and a greater number of them are second or third generation Americans. The American Muslim community, especially its youth, is at a unique position in history because they actively engage in the process of reconciling its Muslim as well as American identities in the public sphere. Young American Muslims have the capacity to decrease the negative views that some Americans may have towards Islam. This article explores the specific role that the younger generation of American Muslims plays in using cultural expression to bridge the gap between Western and Muslim societies.

Local banks in Gaza, under pressure from Israeli sanctions, are running out of cash and desperate Palestinians lined up at branches Monday hoping to pull money out of frozen accounts. But most banks have sharply curtailed withdrawals over the past two weeks and some have posted signs telling customers they cannot take out any more money. The U.N. stopped distributing cash handouts to Gaza’s poorest last week. Economists and bank officials are warning that tens of thousands of civil servants will not be able to cash paychecks next month. “No society can operate without money, but that’s the situation we are reaching in Gaza,” said economist Omar Shaban. The Israeli shekel is a widely used currency in the Gaza Strip, and the territory needs at least 400 million shekels, or about $100 million, each month in new currency to replace aging notes and to pay salaries

In the second half of 2007 we decided to take the Starlink programme further east and got in touch with the Netherlands Embassy in Astana to investigate possibilities in Kazakhstan. During a fact-finding mission in November 2007 we found that there was a clear need to develop capacity for democratic governance in the security sector of Kazakhstan. The country is engaged in a process of reform that, if successful, will improve oversight of the security agencies, enable the country to fulfil the commitments it undertook in its NATO Individual Partnership Action Plan of 2006, and enhance Kazakhstan’s standing at the OSCE. Kazakhstan will hold the presidency of the OSCE in 2010. It is obvious that Kazakhstan has put in place several of the laws and institutions required for democratic oversight of the security sector, and others are likely to follow. However, Kazakhstan still has some way to go to foster a culture of accountability. Here Starlink training courses will be helpful. The Starlink programme has been included in Kazakhstan’s Individual Partnership Action Plan.

In this issue, we will report on our Starlink programme for training development, which has completed its activities in Armenia, Azerbaijan, Georgia, Moldova and Ukraine. Starlink is now being introduced in Kazakhstan, and plans are underway to take it to the Western Balkans. Starlink is supported by the Netherlands Ministry of Foreign Affairs and the OSCE. We will also discuss the work CESS has been doing to teach the OECD DAC approach to SSR. The office of the UN secretary-general has been described as a needed voice in an international arena where moral principles are often seen as subservient to concerns over power and interest. In fact, because the secretary-generalship is a relatively constrained position lacking in traditional forms of power, those who analyze the position tend to see the moral authority of an officeholder as vital to the operation of the office. Such moral authority is often viewed as dependent on the personal qualities of individual officeholders. As one observer notes, “If it is a moral authority, one may ask, whence does this moral authority derive? It derives from the personality of the Secretary-General himself and not just from the office he holds.” It is therefore appropriate to inquire into the religious and moral values of those who hold the office. If a secretary-general's “own morality . . . must forbid him certain policies,” and presumably encourage other policies, then one should be able to trace the decision-making implications of these values across the activities of the officeholders.
