1. Inequality and agricultural structural change: Evidence from macro and microdata, 1950–present

Since 1950, agricultural productivity has been increasing even as labourers leave agriculture. However, while average productivity of the sector has been converging, within-sector inequality has been increasing. Agricultural income inequality is still less than overall income inequality, but it measures significantly higher when we use higher-quality and more comprehensive survey data. This means not only to observe the entirety of household farm income, but also to measure the magnitude of capital income and corporate profits in the sector. Given the likely increase in agricultural inequality during the process of structural change, I show also the extent to which social protection programmes are both insufficient and poorly targeted for rural populations.

2. Economic development and inequality of opportunity: Kuznets meets the Great Gatsby?

Abstract:
According to the Kuznets hypothesis, inequality first tends to increase and then decrease as a country develops. Whether borne out empirically, this inverted-U Kuznets curve, as a stylized ‘fact’, has shaped the discourse on economic development and income inequality for decades. In this paper we investigate whether a similar relationship holds between national income per capita and inequality of opportunity: the inequality associated with inherited individual circumstances such as gender, ethnicity, and family background. As, empirically, inequality of opportunity is positively correlated with income inequality (a relationship known as the ‘Great Gatsby’ curve), the relationship between inequality of opportunity and ‘development’ is expected to display the same inverted-U shape. We suggest that the existence of a Kuznets inequality of opportunity curve can be the result of a ‘triangular’ relationship between development, income inequality, and inequality of opportunity. We propose a simple theoretical model that links the three concepts and describes two possible mechanisms. A numerical simulation based on the model illustrates the process. We then draw on the newly published Global Estimates of Opportunity and Mobility database to shed new light on this ‘triangular’ relationship, primarily in a cross-sectional context.

Abstract:
Billionaire wealth has risen three times faster in 2024 than in 2023. Five trillionaires are now expected within a decade. Meanwhile, crises of economy, climate and conflict mean the number of people living in poverty has barely changed since 1990. Most billionaire wealth is taken, not earned- 60% comes from either inheritance, cronyism, corruption or monopoly power. Our deeply unequal world has a long history of colonial domination which has largely benefited the richest people. The poorest, racialized people, women and marginalized groups have been and continue to be systematically exploited at huge human costs. Today’s world remains colonial in many ways. This must be reversed. Reparations must be made to those who were brutally enslaved and colonised. Our modern-day colonial economic system must be made radically more equal to end poverty. The cost should be borne by the richest people who benefit the most.

Aid can make a huge contribution to significantly reducing inequality. Given the widespread agreement that bringing down inequality is necessary to underpin efforts to end poverty, achieve gender justice and successfully fight climate change, there is an urgent need for donors to make this a priority in their aid policies. For this virtuous cycle to be effective, there is also an imperative to rebalance decision-making on aid, ensuring it is done in an inclusive way that centres Global South governments and civil society. Building on the findings of the 2019 Oxfam report 'Hitting the Target: An agenda for aid in times of extreme inequality', this paper presents a new and updated agenda to put aid back on track given recent changes in the development landscape and the multiple crises facing our world. It makes 10 concrete recommendations on how to ensure development finance effectively contributes to building a more equal and sustainable world.

More than four in five people in Asia and the Pacific reportedly face multi‑hazard risks associated with slow or sudden onset climate events, according to the latest Asia‑Pacific Disaster Report published by the United Nations Economic and Social Commission for Asia and the Pacific (ESCAP). Many existing hotspots of climate‑related multi‑hazards are forecast to intensify. Individuals residing in these hotspots, often already low‑income and with limited access to basic services and infrastructure, will likely be exposed to more frequent and intense sudden‑ and slow‑onset natural disasters. Noteworthy is the assessment that migrants, refugees, internally displaced persons (IDPs), and stateless persons residing in many parts of these vast geographic areas reportedly face even more daunting challenges in this category, due to their vulnerable legal status, limited coping capacity, and access to basic services and opportunities.

Most macroeconomic and growth accounting models assume that male and female workers are perfectly substitutable in the aggregate production function. Whether this assumption is valid is an empirical question that this paper aims to answer by estimating the elasticity of substitution between female and male labour. We apply linear and non-linear techniques to firm-level data, cross-country sectoral data and cross-country aggregate data. We find that women and men are far from being perfect substitutes in production, a result that is consistent with much microeconomic evidence, but has not permeated to macroeconomics. The failure to account for imperfect gender substitutability has far-reaching implications. In particular, standard growth accounting exercises are likely to attribute to technological progress gains that are more properly attributable to the impact of greater gender inclusiveness in the labour force over time. Put differently, the gains from gender inclusiveness are likely to be much larger than standard economic models estimate.

8. The demographic divide: inequalities in ageing across the European Union

Abstract:
The European Union is projected to enter a period of population decline after 2026, with implications for economic development and labour markets, though these will vary because of different trends in different EU countries. Between 2023 and 2050, Eastern and Southern EU countries will face the sharpest declines because of both natural population decrease and limited net inward migration. In contrast, Northern and Western countries could see population growth driven by higher migration. By 2050, working-age populations are projected to decline in 22 out of 27 EU countries, while the share of those aged 85+ in the EU as whole will more than double. This shift will strain healthcare, pension and long-term care systems across the continent. Eastern and Southern EU countries will face more severe ageing and workforce shrinkages, undermining their competitiveness and potentially contributing to increasing inequality. Western and Northern countries will also age, but slower natural population decline and larger migration inflows will give them more time to adjust. However, regional disparities within countries will likely widen as migrants concentrate in urban areas, leaving rural regions even more vulnerable to depopulation. Policies must be adapted to these different demographic trends. Eastern EU countries should focus on retaining talent, attracting migrants in sectors with labour shortages and increasing labour-force participation by women and older workers. Southern countries should strengthen family-friendly and youth-employment policies, while improving migrant integration and regional infrastructure. Western and Northern countries must prioritise migrant integration, rural development and gradual labour-market reforms for ageing populations. A coordinated EU plan for these different trends would support EU countries in addressing the challenges they will face. Integration of migrants into labour markets and societies will be especially important, though relying on sustained high migration may not be a viable long-term solution and will not be a substitute for maximising the participation of residents in labour markets.

Abstract:
There have been widespread public expressions of discontent throughout Latin America since the early 2010s. We exploit harmonized microdata from national household surveys covering nearly all Latin American countries to explore potential sources of discontent driven by income changes along the income distribution. We also estimate fixed-effects models that link discontent measures to changes in household incomes. Our results suggest that discontent may stem less from absolute economic performance during the 2010s than from the significant deceleration relative to the previous decade.

Abstract:
This paper analyzes the effect of the minimum wage on skill premiums in Latin America over the period 1997–2019. The canonical labor market model is extended to include the role of the minimum wage, following the approach proposed by Vogel (2023). Skill premiums are estimated through Two-Way Fixed Effects (TWFE) regressions using harmonized household survey microdata from 14 Latin American countries. Results suggest that increases in the minimum wage are associated with reductions in the skill premium between workers with and without higher education, but do not appear to have a significant effect on the gap between workers with medium and low levels of education. The largest effect of the minimum wage is observed for workers with higher levels of labor market experience. These findings contribute to recent evidence highlighting the role of labor institutions as one of the main drivers of the reduction in inequality in Latin America since the early 2000s.

A look at how rising inequality has been reframed by anti-rights movements—and why reclaiming the narrative is essential to building a just future The past four decades have witnessed an unprecedented surge in wealth inequality and left us buffeted by one financial crisis after another. As we stand on the brink of yet another recession, a historic realignment in the global order, unfolding in real time, has made the world more unpredictable and transactional than ever. One consequence of this larger trend of instability has been the emergence of a ‘new’ wave of anti-rights leaders and movements in the aftermath of the 2007–2009 global financial crash. These movements defy easy categorization—often labeled as ‘populist right-wing,’ ‘autocratic,’ ‘fascist,’ ‘illiberal democracy,’ or ‘far-right’— but what they share is a common playbook; a willingness to offer answers to the widespread fear, anxiety, and grievances people are experiencing. Yes, they wield significant economic, social, and cultural capital, and despite often inconsistent messaging, they’re often the loudest (and often the only) voices addressing these concerns, albeit through distorted narratives of inequality, class struggle, and identity politics. They frame society as a struggle against a corrupt elite that is more invested in “woke” agendas than ordinary families. As a result, division and polarization have become the dominant response to rising precarity and distrust, and indeed, inequality. As the international community prepares for the upcoming Fourth Financing for Development (FfD4) conference in Sevilla, Spain, the issue of inequality continues to stand out. Since 2020, the global economic landscape has undergone profound shifts, marked by the growth of extreme wealth concentration, heightened geopolitical competition, and a crisis of multilateralism. In this context, inequality has not merely become a social concern but a structural impediment to sustainable development and global economic stability. Extreme wealth inequality is accelerating at an unprecedented rate. In just the past year, billionaires’ wealth grew by USD 1 trillion—three times faster than in previous years. That did not happen by accident; it is the outcome of policy choices that have systematically favored capital accumulation over equitable growth. The colonial legacy has continued as USD 30 million is extracted per hour from the Global South to the Global North, further entrenching economic disparities between countries. As a multifaceted issue that ranges from material inequalities at the domestic level to the unequal distribution of decision-making power in multilateral organizations, inequality shapes the very foundations of the global economy. Addressing these disparities is therefore not just a matter of fairness but a prerequisite for effective and inclusive solutions in any framework for Financing for Development.

Gender equality has gone corporate. Empowerment is trending, and institutions are fluent in the language of inclusion—but when feminism becomes a marketing strategy, what happens to real power, policy, and progress? Behind the glossy branding lies a troubling truth: institutional inaction, stalled reforms, and a persistent refusal to confront structural inequality. Despite gender equality marketing and feel-good narratives being louder than ever, the situation for women has not seen significant improvement in the past 15 years. This is not genuine progress; this disconnect between visibility and substance is a form of genderwashing —a superficial promotion of women’s rights through marketing and virtue signaling without meaningful, long-term material changes in policies, workforce structures, or decision-making representation. Genderwashing follows the same rhetorical pattern as “greenwashing” or “whitewashing:” it describes the practice of promoting an image of support for gender equality—for instance through public relations (PR) campaigns, social media posts, or branding—without enacting meaningful structural change. Genderwashing is about optics over action; it occurs when companies, organizations, institutions or public figures express support for women’s rights or gender equality, particularly on high-profile occasions such as International Women’s Day, without implementing real, substantive changes to correct gender imbalances, not even within their own structures.

Abstract:
Rapid progress in new technologies such as AI has led to widespread anxiety about adverse labor market impacts. This paper asks how to guide innovative efforts so as to increase labor demand and create betterpaying jobs while also evaluating the limitations of such an approach. We develop a theoretical framework to identify the properties that make an innovation desirable from the perspective of workers, including its technological complementarity to labor, the factor share of labor in producing the goods involved, and the relative income of the affected workers. Applications include robot taxation, factor-augmenting progress, and task automation. We find that steering technology becomes more desirable the less efficient social safety nets are. If technological progress devalues labor, the desirability of steering is at first increased, but beyond a critical threshold, it becomes less effective, and policy should shift toward greater redistribution. If labor's economic value diminishes in the future, progress should increasingly focus on enhancing human well-being rather than labor productivity.

We examine how rising energy costs affect rental housing markets and inequality. Using listing data for the 30 largest German cities from 2015–2024, we find that higher energy prices are passed through to net rents in high-rent segments, where inefficient properties see significant rent reductions, but not in lower-priced segments. This asymmetry reflects tighter markets and lower demand elasticity in the affordable segment. Consequently, low-income households face much larger increases in total housing costs. Our results show how segmented housing markets can amplify inequality when energy prices rise, highlighting important distributional implications for climate policy.

Abstract:
The present study analyzes the limits of regionalism in achieving SDG 8, with a focus on the Mexican reality. It is based on the hypothesis that the role of the national government is decisive for incorporation of the Agenda 2030 in cases of regionalism based on an intergovernmental dynamic. We argue that NAFTA had a limited impact on improving working conditions in Mexico, as it only affected export-oriented regions and sectors. Since 2019 there has been an increase in the minimum wage, which can be explained not only by enforcing the USMCA, but also by a compatibility between internal and external agendas. Therefore, the case of Mexico allows us to affirm that the national government was decisive for the incorporation of the Agenda 2030 in the context of intergovernmental agreements.

18. Labour market inequality in two Asian giants Indonesia and India compared

We examine the nature of labour market inequality in Indonesia and India, using a common conceptual approach drawing from the job ladder framework. In the framework, we differentiate between self-employment and wage-informal and between formal, upper tier informal, and lower tier informal jobs. We find that both countries have a large proportion of workers in lower tier jobs, though the importance of wage-employment is larger in Indonesia. There are more workers in formal wage-employment in Indonesia than India. There are also sharp disparities in the earnings of workers in different tiers of the labour market in Indonesia and India, and there is limited evidence of convergence of the earnings of the lower tier informal workers to that of formal workers, at least for Indonesia. We also find that gender and educational level are important correlates of work status in both countries. Females and less educated workers occupy the lower tiers of the labour markets in the two countries.

The Caribbean is one of the most vulnerable regions globally. It harbors economies that are open-faced and import-dependent, making it susceptible to the ravages of climate change, fluctuating commodity prices, and inflationary pressures. While governments and financial institutions grapple with these perpetual stresses, it is the Caribbean citizens, particularly women and girls, who bear the heaviest burden. Nestled in this uniquely vulnerable region, women and girls face a multitude of challenges, demanding comprehensive support from both governments and financial institutions to enhance their resilience and opportunities throughout society. Their integration across various sectors, including government, business, and local organizations, emphasizes that addressing gender challenges cannot occur in isolation. The global issues looming over the Caribbean magnify the specific hurdles confronting women and girls. From gender-based violence (GBV) and economic barriers to limited political influence and the disproportionate impacts of climate change, the challenges intertwine, creating a crisis of gender inequality and inequity across the Caribbean. This publication compiles findings from a yearlong consultative effort, revealing that the challenges faced by women and girls are rooted in societal perceptions of their roles and restricted access to tools and resources. To overcome these barriers, a fundamental reshaping of social norms, alongside political and financial institutions, is imperative. Moreover, integrating women and girls into the development model aligns with the region’s broader ambitions of achieving UN Sustainable Development Goals (SDGs), unlocking untapped human capital and fostering long-term prosperity. In collaboration with the UN Women Caribbean Multi-Country Office, the Atlantic Council’s Adrienne Arsht Latin America Center and its Caribbean Initiative embarked on a year-long partnership. This initiative aimed to address GBV, economic empowerment challenges, limited political influence, and the disproportionate effects of climate change facing women and girls in the Caribbean. The extensive consultative process involved roundtable discussions, capacity-building sessions, and one-on-one consultations, shedding light on the preconceptions held by both men and women toward women and girls in Jamaica and Guyana during 2023. The partnership has honed in on social norms as a focal point, recognizing their impact on perceptions and discussions about the challenges faced by women and girls.

The social inclusion of formerly incarcerated individuals is a global challenge that requires reforms in the justice system, strengthening of the rule of law, and the implementation of specific public policies. This guide presents a synthesis of strategies adopted by programs on the topic in different countries, including Brazil, which can serve as a model for implementing and improving initiatives nationwide. Brazil ranks third in the world in the absolute number of incarcerated individuals, reflecting social, racial, and educational inequalities present in its prison population and highlighting the selectivity of the justice system, which tends to predominantly imprison young, low-educated Black individuals. Upon release, former prisoners face numerous challenges, such as difficulty accessing support and assistance programs due to limited availability, which is generally concentrated in capital cities. It is necessary to invest in overcoming this scenario by implementing and improving programs and strategies, considering regional specificities and significant variations in incarceration rates among states. Without preparation and material, financial, psychological, and social support, the challenges for social reintegration become often insurmountable obstacles. This not only makes communities more insecure but also contributes to criminal recidivism, establishing a vicious cycle of crime and social rejection. This guide was developed to support the reversal of this scenario by adopting a rights-guarantee perspective. Its objective is to assist in the implementation and improvement of initiatives directed at the social inclusion of formerly incarcerated individuals across the country. Based on the analysis of 123 national and international programs for the attention of former prisoners, this document presents the purposes of these programs and details the strategies adopted.

Abstract:
The social reintegration process for former inmates presents challenges that extend beyond the confines of the justice system alone. In the Brazilian context, marked by regional disparities and social, racial, and educational inequalities, the lack of material, financial, and psychosocial support places ex-inmates in a cycle of social rejection and criminality. The deficiency of adequate investments, exacerbated by an emphasis on punishment over post-release reintegration, intensifies these challenges. Thus, it underscores the importance of networked collaboration among public, private, and civil society sectors to optimize resource use, promote integrated solutions, and overcome obstacles in assisting former inmtes, providing multidimensional support for social reintegration. This report outlines the strategies of five network-based initiatives aimed at former inmates, implemented both in Brazil and globally. The document details how these initiatives contribute to strengthening the social reintegration of former inmates and illustrates how they can serve as models to inspire other coordinated actions in the same field. Social reintegration of former inmates and its related concepts used here synonymously – such as (re)insertion, (re)inclusion, (res)socialization, (re)education, (re)adaptation, and (re)habilitation – should be seen as a priority not only by the criminal justice system but by all stakeholders who may have a direct or indirect influence on this process. It is a global challenge that requires reforms in the justice system, strengthening the rule of law, and implementing specific public policies focused on the various challenges these individuals face in their resocialization process, including aspects such as social interaction, employment opportunities, and access to housing, health, and education. This study acknowledges that the pursuit of social reintegration should be approached from the perspective of ensuring rights and not limited to the view of security and reducing criminal recidivism. This principle was adopted based on the recognition that the criminal justice system is an environment that creates and perpetuates inequalities for the individuals within it. Therefore, ensuring the rights that were denied before, during, and after incarceration is essential for effective social reintegration. Interventions and programs with multiple approaches for this group are rarely accessible, limited to sporadic opportunities to access essential services. In Brazil, which ranks as the third country worldwide in terms of the absolute number of incarcerated individuals, there is a significant variation in incarceration rates across states, which highlights the regional disparities. The composition of Brazil’s prison population also reflects social, racial, and educational inequalities, emphasizing the selective nature of a justice system which imprisons a disproportionate number of black, young, and uneducated people.

Women in the Peruvian Amazon face multiple pressures – environmental, economic, and social. Against a backdrop of profound social inequality in Peruvian society, exacerbated by the historical marginalization of indigenous communities, the defenders interviewed for this study conducted by the Igarapé Institute highlight the pressing need for inclusive policies that ensure territorial rights, land demarcation, and access to essential services. This report aims to analyze the intricate relationship between indigenous women and their territories in Peru, exploring their experiences, challenges, and achievements in protecting territories and mitigating climate change. It employs a participatory methodology that encompasses social and territorial mapping, classification of challenges and solutions, discussion groups, and in-depth interviews with key informants across four focus regions: Ucayali, San Martín, Madre de Dios, and Loreto. The study is divided into four sections and begins by framing the current state of the Peruvian Amazon, proceeds to outline the research methodology, then delves into the key challenges unearthed through interviews, and concludes with a compilation of recommendations aimed at strengthening the protection of territories and enhancing the living standards of indigenous women in Peru.

Abstract:
The shock of the COVID-19 pandemic affected the human capital formation of children and youths. As a consequence of this disruption, the pandemic is likely to imply permanent lower levels of human capital. This paper provides new evidence on the impact of COVID-19 and school closures on education in Latin America by exploiting harmonized microdata from a large set of national household surveys carried out in 2020, during the pandemic. In addition, the paper uses microsimulations to assess the potential effect of changes in human capital due to the COVID-19 crisis on future income distributions. The findings show that the pandemic is likely to have significant long-run consequences in terms of incomes and poverty if strong compensatory measures are not taken soon.

Abstract:
Horizontal inequalities are defined as inequalities in economic, social or political dimensions or cultural status between culturally defined groups. Relationships between horizontal inequalities and conflict were first discussed by Frances Stewart in the Framework of Collaborative Project Series on socio-economic causes and the impact of humanitarian emergencies and internal conflicts.1 It is instructive to note that if horizontal inequalities endure over generations, it is likely to generate resentment and, subsequently, conflicts. Therefore, the duration, nature, and potency of horizontal inequalities are vital in comprehending conflict dynamics manifesting in societies. Contemporary conflict studies posit that horizontal inequalities result in conflict situations where they intersect with significant group identities.2 In addition, in circumstances where inequalities between various groups are large, the likelihood of conflict is high.3 In this regard, Stewart observes that horizontal inequalities lie at the centre of most violent conflicts in developing nations.4 Arguably, Kenya falls under the category of countries ranked as unequal globally. The distinguishing characteristic of Kenyan society lies in its regional and ethnic disparity in wealth spread among citizens.5 The degree of horizontal inequalities in Kenya typifies the interplay of ethnicity and politics as well as polarised loyalties among key institutional players. 6Existing horizontal inequalities in Kenya have culminated in violent conflicts. These conflicts lower economic productivity, weaken the capacity of institutions to provide essential services, deplete existing resources, and lead to loss of food production as well as capital flight. Ending these conflicts remains a major challenge for relevant stakeholders. This is partly due to the failure of existing leadership structures and institutions to address development challenges, equitably share resources, and promote peaceful coexistence of all communities in Kenya. Most individuals elected and/or appointed to serve Kenyans in leadership positions have failed to entrench the principles of fairness and inclusiveness in the distribution of the country’s resources since independence. While various Kenyan administrative regimes have instituted measures to minimise conflicts, such as the establishment of peace-building and conflict management policies, conflicts of varied forms have persisted. It is against this backdrop that this study seeks to explore the nexus between horizontal inequalities and conflict in the context of Kenya.

The existing literature on finance, debt and inequality depicts economic elites as a creditor class. According to a popular thesis, over the past four decades, the rich and ultra-rich households in the top 1 percent have experienced a saving glut (excess income), which they have invested in the debts of the poor and their governments. While it is undeniable that the rich have expanded their income share at the expenses of the poor, to refer to them as ‘creditors’ or ‘lenders’ is a misrepresentation of how they actually expand their wealth and income shares by financial means. For it conceals the fact that a great deal of their investments is leveraged, that is, carried out with borrowed money. This article shows that the debts generated by individuals and households in the top 1 percent easily surpass those of all other households and even exceed those of the most indebted states in the world. However, these debts are hard to estimate, and indeed they are not accounted for in statistics on household debt. This is because households in the top 1 percent do not borrow from banks, like normal households do, but they are instead absentee debtors who borrow through the hedge funds, private equity firms, personal investment trusts, and big banks of which they are dominant shareholders and ultimate beneficiaries. To gain an insight into their invisible leverage, the article looks at how much hedge funds borrow, and why their leverage matters.

Abstract:
In this paper we investigate the response of two inequality metrics to different IMF programs. To this end, we use a relatively large annual (unbalanced) cross-country panel dataset that includes the Gini index and the Estimated Household Income Inequality as the two relevant inequality metrics and covers the period from 1950 to 2016 in an annual basis for 159 countries. Our empirical analysis indicates that in countries where the informal sector size (as percentage of GDP) is relatively larger, the extent of income inequality increases after different IMF programs, but particularly so after standby arrangements. However, we also show that the opposite is true, when informal sector size is small, i.e., inequality declines after different IMF programs.

This report aims to present the findings of Oh et al. (2023), which analyzes the post-pandemic inequality levels in developing countries and derives policy implications for Korea's international development cooperation (IDC) to help reduce inequality, especially in the education sector. The impact of COVID-19 on education is multidimensional, with varying levels of heterogeneity across countries, regions, households, and individual stakeholders, including students, parents, and teachers. To comprehensively understand this multidimensionality, the study compares situations in two countries to explore inter- and intra-country educational disparities. After identifying such multidimensionality, the study derives policy implications on how Korea’s IDC can better target post-pandemic inequality in education.

Abstract:
This paper examines the socio-demographic disparities evident in the early labour market response to the COVID-19 pandemic in Austria, relying on the register-based labour market career dataset from the Austrian Micro Data Center (AMDC) for the 2018-2021 period. The analysis focuses on the divergences in out-of-unemployment transitions and medium-term employment stability among those who lost their jobs early in the pandemic in contrast to the group of the longer-term unemployed. We document that individuals affected by job loss during the initial phases of the pandemic did not exhibit enduring scarring effects. Unlike their longer-term unemployed counterparts, they did not demonstrate persistent labour market detachment, prolonged periods of unemployment or a diminished success rate in re-employment. However, certain socio-demographic cohorts – notably, women, parents with two or more young children, and individuals with lower levels of education – faced disproportionate challenges during the pandemic. They were more inclined to transition into precarious employment arrangements and experienced lower levels of employment stability in the months following re-employment.

Abstract:
This paper analyses (age-adjusted) employment rates by gender and education. We find that male female gender gaps and high-low education gaps in employment vary markedly across European Union (EU) countries and regions, with larger gaps existing in Eastern and Southern Europe than in Nordic and Continental EU countries. We estimate that closing existing education gaps in employment between high and lower education levels would raise the employment rate in the EU for the year 2022 by 10.6 percentage points, whereas closing the gender gaps between men and women would lead to an increase of 2.5 percentage points. At the same time, closing both the gender and education gaps would raise the EU employment rate from 76% to 89% of the population. Furthermore, we provide new evidence on the cyclical behaviour of employment gaps, finding that gender gaps are procyclical. While female employment rates tend to be more resilient than male employment rates during economic downturns, male employment rates tend to grow at a faster pace than female employment rates during upswings. In contrast, education gaps are more countercyclical, as employment risks are more strongly concentrated where education is low.

32. Beyond Borders: Do Gender Norms and Institutions Affect Female Businesses?

Abstract:
In this paper, we investigate whether gender norms and institutions act as a constraint to the performance of female businesses. We exploit novel and unique micro data on start-ups in Denmark, which we combine with information on individual-level characteristics of the entrepreneur as main decision maker of the firm. We overcome the challenge of disentangling norms and institutional biases against women from other constraints and hurdles that female businesses might face by exploiting detailed trade data. In this trade context, we study the relative performance of firms across markets with varying institutions, while controlling for other factors that affect female businesses uniformly across all markets. We provide evidence that gender inequality and institutional biases against women in trade partner countries play an important role in explaining gender differences in export and import behaviour. We also perform an event study of a concrete policy change in a destination market – the introduction of quotas for the share of females on the boards of directors in Norway – and how it has affected the gender gap in trade participation.

As urban areas absorb most of the population growth in the upcoming decades, urbanization presents unique opportunities to transform a society’s economic, social, and political landscape. How cities perform in these dimensions will determine whether societies can become more peaceful, just, and inclusive, and be effectively prepared to respond to future crises. In an urban age shaped by inequalities, policies on housing can either be a catalyzer of equitable and sustainable development or contribute to a vicious cycle of exclusion that hinders governments’ ability to address today’s global challenges. Approaching the issue of housing from a purely technical lens overlooks its political nature, wherein the tension between ensuring residents’ right to housing and promoting real estate financialization for economic gain encapsulates broader questions such as who belongs in a city, or a society’s vision of its own future. Housing is therefore not just a technical or financial issue, but also one of governance. Two-thirds of African cities that will exist in 2050 have yet to be built. Making space to house these new urban residents by building new homes presents an opportunity to do it with a people-centered approach. Effective housing governance requires dismantling past structures that perpetuate exclusionary practices; challenging simplistic narratives of urban glory that end up promoting the financialization of housing; and building coalitions that work for a renewed social contract through access to housing.

Amid the economic, climate, and health crises, in addition to deteriorating socio-economic conditions and escalating conflicts in many contexts around the world, societies are facing a new major threat: fragmentation. That is, many societies are experiencing a mixture of increased divisions at various levels of society characterized by worsening polarization, not merely along partisan lines, but across various groups. In addition, the prevalence of hate speech and violence, intermixed with a heightened sense of discord, the resurgence of marginalization for some communities, and widespread insecurity, distrust, and hardship, has resulted in a fracturing both at the political and community level. In a time when we need to work together more than ever, the era of soundbites, disinformation, and reactionary rhetoric makes thoughtful debate and dialogue, consensus-building, and coalition formation increasingly difficult. This paper aims to disentangle the threads of escalating global fragmentation, the dynamics fueling it, and emerging solutions to counteract its adverse effects. This work stems from listening to the recurring concerns and challenges from policymakers and civil society about navigating the emerging backlash, division, and disinformation when pursuing inclusive policy agendas. Whether it is to recognize Indigenous communities in legal documents, plans to implement a transformative climate agenda, policies to advance gender equality, increase public investments, or provide safe passage and resources to people on the move—divisive narratives are derailing these efforts. This report attempts to understand why and how different communities, actors, and policy agendas are being undermined in similar ways. Although these are difficult times, numerous solutions, actionable strategies, and dedicated communities are addressing these challenges—if we know where to look. We aim to highlight successful examples of tackling disinformation, bridging divides, and driving the desperately needed change. Abstract:
Which households are more exposed to financial risk and to what extent is their debt systemically relevant? To provide an answer, we advance a new classification of the population, adapted from Fessler and Schürz (2017), based on the type of wealth families own and their sources of income. Then, we investigate data from eleven waves of the Survey of Consumer Finances (SCF), a triennial survey run by the U.S. Federal Reserve, to explore the association of different debt configurations and motives to get into debt with our class distinctions. Our new approach allows us to assess competing hypotheses about debt and financial vulnerability that have so far been analyzed separately in disconnected strands of literature. The results of our study reinforce and qualify the controversial hypothesis that relative poverty and inequality of income and access to services have been important factors explaining household indebtedness and its relationship with economic growth over time.

One emerging but underexplored factor that is likely to contribute to group racial earnings disparity is unstable work schedules. This is often detrimental for hourly workers when volatility is frequent, involuntary, or unanticipated. Using data from 2005-2022 monthly Current Population Survey and its panel design, this study follows a group of hourly workers across a four-month period to assess whether labor market volatility relates to their financial well-being, focusing on low-wage care and service occupations as well as female workers and workers of color. The findings are threefold: In general, during economic expansion periods, nonwhite workers often benefit more in terms of wage growth compared to their white counterparts. Second, net of other characteristics, on average, greater volatility is associated with lower earnings, and this is mostly driven by those holding jobs in low-wage service sectors and healthcare support roles. Last, the earnings consequences of volatility vary significantly by the type of low-wage jobs a worker holds and their gender and race, but this is only true when volatility happens in a job. Specifically, when working within the same employment spell, female workers, particularly those of color and those working in low-wage service and care jobs, earn significantly less when facing greater volatility than their male counterparts or those working in non-service, non-care occupations.

In recent years, an increasing number of nations have developed and institutionalized immigration programs aimed at attracting high-net-worth individuals, promising expedited residency and, in many cases, a streamlined path to citizenship. These initiatives target individuals expected to contribute economically, whether through immediate financial investments, capital transfers, or desirable professional skills deemed essential for national economic competitiveness. This article critically examines the rise of talent programs against the backdrop of scholarship studying investment-based citizenship schemes. While there is a developed literature studying investment-based citizenship programs and criticizing the imposition of neoliberal rationalities on state-induced meanings and practices of citizenship, there is less attention paid to the implications of these so-called merit-based citizenship programs. We argue that both sets of schemes follow a neoliberal market logic, prioritizing immigrants based on their perceived economic value. We explore how these programs disembed potential immigrants from their social contexts and perpetuate market-based inequalities. Thus, we propose that despite the distinctions often made between talent programs and investment schemes, both contribute to the reinforcement of a global citizenship hierarchy. Drawing on examples from Organization for Economic Co-operation and Development (OECD) countries’ skilled migration initiatives, we demonstrate how these programs shape discourses of selectivity and “deservingness” for future citizenship. Through a comprehensive analysis of legal frameworks and policy databases, the study highlights the complex interplay between migration policies, commodification of citizenship, and global hierarchies. Ultimately, it calls for a deeper understanding of the continuities and transformations in citizenship logics enabled by the infusion of market dynamics into migration policies.

El sexto Informe sobre la Desigualdad en España (2024) de la Fundación Alternativas centra su atención sobre el análisis de los efectos sobre la desigualdad y la pobreza de las transiciones demográfica, climática y digital, con un énfasis en su dimensión territorial. La valoración más compartida es que los cambios producidos por estos tres movimientos simultáneos, envejecimiento de la población, transición climática y transformación digital, van a afectar de manera notable a las desigualdades interterritoriales e interpersonales de nuestro país. En consecuencia, se propone una reflexión que aborde un análisis conjunto y desde la perspectiva de las políticas públicas de estos retos que permita avanzar en el conocimiento de los efectos de las transformaciones en marcha y de las que habrán de producirse en el futuro, ofreciendo adicionalmente una serie de recomendaciones de políticas. Estas recomen- daciones incluyen algunas medidas para abordar la transición demográfica y reducir sus efectos sobre la desigualdad territorial, las necesarias propuestas de reforma fiscal, las políticas de cuidados, la distribución territorial de los fon- dos para la digitalización y la prevención de riesgos climáticos por territorios, entre otras cuestiones de creciente importancia en el ámbito público. 42. Asset Ownership, Rates of Return, and the U.S. Working Class

Abstract:
In this paper, we analyze the intersection of asset market participation and inter-class wealth inequality in the United States by showing that working-class households earn lower rates of return on their assets than non-working-class households. We, first, operationalize an empirical definition of working-class status using the Survey of Consumer Finances for 1989-2022. Using this classification, we, second, document that inter-class income and wealth inequality have risen since 1989. Third, we show that, with the exception of business assets, working-class households hold similar asset classes as non-working-class households and receive financial income. However, working-class households receive a 2.5 percentage point lower average rate of return than non-working-class households, conditional on observable demographic and economic differences across classes. This gap reflects differential returns on businesses and real estate. These results suggest that expanded asset market access in the U.S. has conferred unequal benefits by class status and widened inequalities along class lines.

Abstract:
Indian cities have always been marked by stark class disparities and these have only become more pronounced in recent decades. Although academic literature has explored class relations (broadly) in Indian cities, there is a dearth of studies that rigorously explore class-space interactions. Given this, we use a socio-spatial methodology, a rigorous class scheme, and data from a spatially representative survey from Hyderabad and Mumbai that we specially designed to explore city spaces. We use three different notions of space: residence, work, and commuting, and present patterns that are not well-known for Indian cities. Along these three spatial dimensions, we show that class and space mutually determine each other. We show that in both cities, the class distribution varies across residential zones, and how a class fares depends upon its zone of residence. Class location also determines whether the work location of an individual is far from the residential location and the extent of commuting. We demonstrate considerable residential coexistence of classes in city neighborhoods. Apart from being an interesting feature of Indian cities, does this coexistence have any implications? We use an instrumental variable regression to show that class-based spatial integration results in higher economic development. Residents of mixed-class neighborhoods, particularly lower-classes, are less likely to be poor and more likely to be better educated, compared to their counterparts living in segregated neighborhoods. Based on this finding, we make a case for a more integrated and egalitarian restructuring of Indian city spaces.

This lecture, delivered at the ceremony for the inaugural Global Inequality Research Award at Sciences Po in Paris, provides a trajectory of the author’s work on inequality and the environment that was recognized by the award. Thirty years ago, many economists and environmentalists saw inequality as a non-issue. Today there is widespread recognition of its importance. The lecture reviews how inequalities in the distribution of wealth and power affect both the magnitude and incidence of environmental harms and discusses some of the synergies between policies to reduce inequality and to improve environmental quality.

45. The Incidence, Costs, and Correlates of High-Cost, High-Risk Consumer Credit Among Black and Latino Households

Abstract:
Black and Latino households regularly have a lot less wealth than white households. Many people of color, mainly Black and Latino households, also often have to resort to more costly and risky debt than is the case for white households. We present data from FINRA’s nationally representative 2021 Financial Capability Survey on the distribution of various forms of household credit by race and ethnicity. The data show that incidences of high-cost, high-risk consumer credit is higher among Black and Latino households than among white households. Loan denials, credit market discrimination and credit steering all factors likely contributing to this greater incidence. Further, the costs associated with those forms of credit are also higher for Black and Latino households than they are for white households, even within the same types of credit. Finally, these forms of credit correlate with lower savings, especially among Black and Latino households. The results indicate that the more widespread incidence of consumer credit among Black and Latino households likely contributes to the persistence of the racial wealth gap.

Gender-based violence (GBV) in Haiti is a widespread and escalating problem, exacerbated by the country’s deep-rooted gender inequalities, systemic impunity, and political instability. As the political and security crisis in Haiti has deepened in recent years, the use of GBV, particularly sexual violence, has increased as a systematic tool of intimidation and punishment, and ultimately of control. Local civil society organizations are continuing their efforts to support survivors of GBV, but they require additional external assistance. With the formation of a new interim government and the arrival of the Kenyan-led, UN-backed Multinational Security Support (MSS) Mission earlier in 2024, it becomes imperative to understand GBV’s deeply entrenched roots and recent expansion and escalation in order to begin to effectively address this crisis.

Abstract:
The United States continues to have the highest rate of maternal deaths of any high-income nation, despite a decline since the COVID-19 pandemic. And within the U.S., the rate is by far the highest for Black women. Most of these deaths — over 80 percent — are likely preventable.1 With policies and systems in place to support women during the perinatal period, several high-income countries report virtually no maternal deaths. As policymakers and health care delivery system leaders in the U.S. seek ways to end the nation’s maternal mortality crisis, these countries may offer viable solutions. This brief updates an earlier Commonwealth Fund study of differences in maternal mortality, maternal care workforce composition, and access to postpartum care and social protections between the U.S. and other high-income countries: Australia, Canada, France, Germany, the Netherlands, New Zealand, Norway, Sweden, Switzerland, and the United Kingdom.2 In this edition, we have also included data on Chile, Japan, and Korea — all high-income countries with universal health care systems. For our analysis, we used the most recently available data from the U.S. Centers for Disease Control and Prevention (CDC) and from the Organisation for Economic Co-operation and Development (OECD), of which the U.S. is a member. Where country-specific data are more than five years old, we note whether more recent published data from other sources are available for that country. Readers should be aware that because the methods we used to derive updated numbers from other sources may be different from methods the OECD uses, data points may not be comparable to the U.S. rates. 48. Supporting Safer Digital Spaces: MENA Region Highlights

Abstract:
Digital technologies are being used to inflict significant harm online, known as technology-facilitated violence. In particular, harm affects certain groups based on their gender, which is known as technology-facilitated gender-based violence. This modern form of violence perpetuates inequality and has significant impacts on its targets, including silencing the voices of women and other gender minorities online. Supporting a Safer Internet is a multi-year project led by the Centre for International Governance Innovation, with support from the International Development Research Centre (IDRC) and Ipsos. As part of the project, an international survey collected data from 18,149 people of all genders in 18 countries. Participants in the Middle East and North Africa (MENA) region were not asked to report their sexual orientation or gender identity due to safety and legal limitations in those countries. For this reason, this version of the Highlights report has been developed with a specific focus on the data gathered from participants in those countries. Qualitative and contextual data from the SecDev Foundation has been utilized in this report to complement and provide a deeper understanding of the statistical data derived from this project. Recommendations from the MENA region agree with the Ipsos global survey recommendations for governments, technology companies, civil society organizations and researchers.

49. An Integrative Framework to Assess Trade-Offs and Implications of Choosing Measurements

Abstract:
Deciding how to measure critical social science concepts like inequality and democracy is one of the most consequential decisions researchers and policymakers make. Yet we lack concrete guidelines to recognize and weigh the tradeoffs that make going from concept to measurement such a challenging task. This paper builds on existing work on measurement validity and develops a framework that allows scholars to identify the trade-offs between three desirable properties of measurement: completeness, interpretability, and normative alignment. The first challenge results from the inherent trade-off between completeness and interpretability. The second challenge results from the lack of empirical tools to assess the normative implications of choosing one indicator over another one. To exemplify how to navigate these challenges, the paper engages with debates on how to measure democracy and inequality. The paper aims to guide scholars in the consequential task of choosing one indicator that matches their research goals as well as their normative orientations.

In this paper, we use a static fiscal incidence analysis model to evaluate the poverty and inequality impacts of using fiscal policy to finance expanded social spending in South Africa. We assess three methods to enhance the social protection system’s equity objectives: increasing the size and/or coverage of the existing Social Relief of Distress grant and introducing a universal or working-age basic income grant. The implications of financing these reforms are examined using four tax instruments: increasing the value-added tax rate, increasing personal income tax rates, reducing the personal income tax primary annual rebate, and introducing a surcharge on incomes. While we discuss behavioural effects, they are not included in the model. Our analysis indicates that an expansion of the social security system financed through increased taxation could substantially reduce poverty and inequality to varying degrees depending on the taxes and transfers used.
