Abstract:
The present document has three goals: first, present an overview of the main legal and regulatory developments regarding the digital platforms; second, reflect the diversity of view that these technologies have generated among the social actors (unions, workers, government and enterprises) and third, offer a comparative framework to make sense of this diversity and the challenges it presents for labor relations and social dialogue. The institutional response has been so far mainly reactive, giving rise to ambiguities that may generate conflicts in need of resolution. But the structure of the different industries where these platforms have been introduced is such that the workers' experiences, their opportunities and their incentives to organize are all markedly heterogeneous. Given the way in which digital platforms redefines the labor relationship between workers and companies, any possible regulation will entail a serious rethinking of key aspects of the welfare state.

Every two years, the Sexual Violence Research Initiative (SVRI) hosts the leading global event in the world on sexual and intimate partner violence – the SVRI Forum. The SVRI has noted an increase in the number of presentations on sexual violence in childhood since the Forum began in 2009. This increase is reflected in the number of initiatives underway globally looking at the connections between violence in childhood and later victimisation and perpetration.3 Whilst SVRI Forums and global programmes are helping to promote joint programming between the violence against children and violence against women fields, child and youth participation in research on sensitive topics remains a challenging issue for many academic researchers. 6. Potential Beneficiaries of the Obama Administration’s Executive Action Programs Deeply Embedded in US Society

The Obama administration has developed two broad programs to defer immigration enforcement actions against undocumented persons living in the United States: (1) Deferred Action for Parents of Americans and Lawful Permanent Residents (DAPA); and (2) Deferred Action for Childhood Arrivals (DACA). The DACA program, which began in August 2012, was expanded on November 20, 2014. DAPA and the DACA expansion (hereinafter referred to as “DACA-plus”) are currently under review by the US Supreme Court and subject to an active injunction. This paper offers a statistical portrait of the intended direct beneficiaries of DAPA, DACA, and DACA-plus. It finds that potential DAPA, DACA, and DACA-plus recipients are deeply embedded in US society, with high employment rates, extensive US family ties, long tenure, and substantial rates of English-language proficiency. The paper also notes various groups that would benefit indirectly from the full implementation of DAPA and DACA or, conversely, would suffer from the removal of potential beneficiaries of these programs. For example, all those who would rely on the retirement programs of the US government will benefit from the high employment rates and relative youth of the DACA population, while many US citizens who rely on the income of a DAPA-eligible parent would fall into poverty or extreme poverty should that parent be removed from the United States.

7. Bengal’s Beleaguered Borders: Is there a fix for the Indian Subcontinent’s Transboundary Problems?

Abstract:
This paper assesses five major transboundary-related problems currently troubling the Bengal region and bedeviling, in particular, the relationship between Bangladesh and India. These problems relate to settlement of the land boundary (enclaves and adverse possessions), facilitation of transboundary transit (road, rail, and waterway), curbing of transboundary illicit activity (smuggling, human trafficking, and covert support for radical Islamist groups and separatist militants), sharing of transboundary river resources, and control of transboundary migration. The paper’s focus is on the potential and capacity of the political entities sharing the Bengal region to identify, agree upon, and implement effective and sustainable solutions to these problems. It argues that such solutions, to be sustainable, would have to prioritize cross-border cooperation and mutual benefit—objectives that have thus far neither been aggressively nor consistently pursued in this region. The authors observe that the transboundary problems troubling the Bengal region vary substantially in the extent of their intractability and that some of them will persist far into the future. Nevertheless, they conclude that the present scale as well as the severity of the consequences of these problems are not permanent fixtures and will vary enormously with the political will, perseverance, and skill of those charged with determining the political destiny of this hugely important region.

On November 18, 2015, the Obama Administration's Department of Labor (DOL) published two important legal opinions that propose to give states new options for expanding retirement coverage for private-sector workers. These opinions open the door for states to move forward along one of two distinct paths: a payroll deduction plan that avoids ERISA, or a more traditional model that would fall under ERISA. This issue brief summarizes these rules and highlights the tradeoffs state policymakers will face when deciding which of these new avenues to pursue. The brief will be updated once the proposals are finalized.

Abstract:
The number of people in need as a result of the conflict in Syria continues to rise, but the international aid response has failed to keep up. The donor conference in London on 4 February 2016 is another opportunity to reverse that trend and put Syrian civilians first. Oxfam is calling for rich states to commit to fully funding this year’s Syria crisis response appeal and to resettle 10 percent of all registered Syrian refugees by the end of 2016. Oxfam has developed indicators to determine the fair level of commitment that each wealthy country should make to the appeals in 2016 to alleviate the suffering of those affected by the Syria crisis.

Power and privilege is being used to skew the economic system to increase the gap between the richest and the rest. 11. Voter Characteristics and Leader Effects in a Post-Communist Context: The Case of the 2012 Legislative Elections in Romania

In the contemporary political environment, the added value brought by leaders to the electoral performance of the parties appears to be significant and growing. However, the impact of leader evaluations on the vote choice is likely to vary from one voter to another. This article explores the influence of voter characteristics on the magnitude of leader effects in the context of the 2012 legislative elections in Romania. Five such characteristics are considered: objective political knowledge, subjective political information, party identification, political engagement, and time of voting decision. For this purpose, the paper employs data from the 2012 Romanian Election Studies (RES) three-wave panel survey. The analyses prove a significant influence of political knowledge and party identification and negligible effects of the other three voter characteristics considered. Thus, political knowledge appears to stimulate the manifestation of leader effects. Similarly, voters holding partisan ties appear to experience higher levels of personalization. The implications of these findings are discussed extensively.

12. Have Macroeconomic Rules of the Game Changed? Some Clues from the Phillips Curve

Abstract:
Students of macroeconomics will have heard about the central role played by the so-called Phillips curve in both theoretical and empirical analyses for almost 70 years. In 1958, A. W. Phillips reported an inverse relationship between changes in wages and the unemployment rate (Phillips 1958). The progeny of his thinking led to a revolution both in policy making and in the development of theoretical links between the real and nominal macroeconomic variables. Names such as Samuelson, Solow, Phelps, Friedman, Lucas and Sargent became associated with refinements and enhancements of the core finding reported by Phillips. Indeed, all of these economists went on to become Nobel laureates in economics, although not exclusively because of their contributions to the analysis of what has since been called the Phillips curve. Indeed, the concept is so influential that it spawned several different versions of the trade-off used to guide policy makers as a menu for the choices they face when deciding whether the gains from lower inflation are offset by the economic costs of higher unemployment. Initially, expectations of individuals or firms were ignored. This briefly gave policy makers the impression that they could simply select an inflation-unemployment combination and implement the necessary policy mix to achieve the desired outcome. Once a role for expectations was incorporated, debate centred on how forward-looking individuals are. The more forward-looking, the less likely it was that policy makers would be able to “exploit” the trade-off because, unless wages rose in purchasing-power terms, the gains from lower unemployment would, at best, be temporary once workers realized that the higher inflation, at unchanged wages, actually drives real wages down. Indeed, the pendulum swung all the way to the conclusion — reached by the 1970s and early 1980s — that the Phillips curve was illusory and there was no trade-off policy makers could exploit.

13. The Privatization of Human Rights: Illusions of Consent, Automation and Neutrality

The Internet enables the free flow of information on an unprecedented scale but to an increasing extent the management of individuals’ fundamental rights, such as privacy and the mediation of free expression, is being left in the hands of private actors. The popularity of a few web platforms across the globe confers on the providers both great power and heavy responsibilities. Free-to-use web platforms are founded on the sale of user data, and the standard terms give providers rights to intrude on every aspect of a user’s online life, while giving users the Hobson’s choice of either agreeing to those terms or not using the platform (the illusion of consent). Meanwhile, the same companies are steadily assuming responsibility for monitoring and censoring harmful content, either as a self-regulatory response to prevent conflicts with national regulatory environments, or to address inaction by states, which bear primary duty for upholding human rights. There is an underlying tension for those companies between self-regulation, on the one hand, and being held accountable for rights violations by states, on the other hand. The incongruity of this position might explain the secrecy surrounding the human systems that companies have developed to monitor content (the illusion of automation). Psychological experiments and opaque algorithms for defining what search results or friends’ updates users see highlight the power of today’s providers over their publics (the illusion of neutrality). Solutions could include provision of paid alternatives, more sophisticated definition and handling of different types of data — public, private, ephemeral, lasting — and the cooperation of all stakeholders in arriving at realistic and robust processes for content moderation that comply with the rule of law.

14. Central Asia: Not in Our Backyard, Not a Hot Spot, Strategically Important

Abstract:
Central Asia is strategically important to the West because of its neighbors, but not immediately, because it is not a “hot spot” on the world stage. Western governments are ambivalent about the region because of its poor record on human rights and governance. It presents the classic choice: ideology or realpolitik. But Western policy in Central Asia does not have to be one or the other — it can be both. Western nations can engage strongly to support humanist values in Central Asia through quiet and appropriate behind-the-scenes work with government officials who understand and have similar concerns — and they most certainly do exist and can produce results. Western governments need to engage in Central Asia precisely to ensure that it does not become a hot spot and instead becomes, over time, ever more firmly embedded in the community of responsible nations. Strategic engagement by the West is essential, and it will pay off.

This paper reviews Indonesia’s economic prospects and what these imply for a closer relationship with Canada. By posing the question “Is Indonesia the next China?,” the author suggests that Indonesia has the considerable economic potential envisaged by foreign investors, but conveys uncertainty as to whether Southeast Asia’s most populous country can make the changes necessary to realize that potential. A review of the economic record and comparison of China’s and Indonesia’s economic structures, endowments and institutions show major differences between the two countries. The paper further questions what it will take to realize Indonesia’s potential, finding the answers to be: human capital development; increased participation in the region’s global value chains; meeting the growing middle-class demand for modern services; raising productivity in agriculture and fishing; and increasing use of the Internet. Failure to make these changes will increase the chances of Indonesia’s growth in per capita incomes slowing and falling into the middle-income trap. Canada’s role will be to monitor closely how Indonesia tackles its five priorities at the same time as it responds to the opportunities to exploit Indonesia’s abundant natural resources, urbanization and its expanding consumer demand for modern services and educational opportunities.

Since the EU-Turkey deal on refugees on 29 November, there has not been a significant reduction in the numbers of migrants crossing into the EU from Turkey. One of the main reasons is probably lack of trust between Turkey and European Commission in their readiness to keep promises. EU can break the impasse by offering Schengen visa liberalisation but at the same time should use the accession negotiations to exert greater pressure on Ankara.

Abstract:
What is the impact of business interest groups on the formulation of public social policies? This paper reviews the literature in political science, history, and sociology on this question. It identifies two strands: one analyzes the political power and influence of business, the other the preferences and interests of business. Since the 1990s, researchers have shifted their attention from questions of power to questions of preferences. While this shift has produced important insights into the sources of the policy preferences of business, it came with a neglect of issues of power. This paper takes a first step towards re-integrating a power-analytical perspective into the study of the role of business in welfare state politics. It shows how a focus on variation in business power can help to explain both why business interest groups accepted social protection during some periods in the past and why they have become increasingly assertive and averse to social policies since the 1970s.

The Millennium Development Goals (MDGs) were a game-changer because they channelled aid and developing countries’ revenues into a discrete package of priorities for eradicating extreme poverty. Undeniably, significant progress was made across peaceful developing countries against the eight MDGs (see box). According to the World Bank, absolute poverty has been halved (although not evenly in each country and region). In 1990, 43.1 per cent of the population in developing countries lived on less than 1.25 US dollars (USD) a day; by 2010, this rate dropped to 20.6 per cent. The world is close to attaining universal primary education too – 90 per cent of children in developing countries are completing primary education (although sub-Saharan Africa is behind at 70 %) (World Bank, 2014).

Abstract:
Successful implementation of any broad-scale immigrant legalization program requires an adequately funded infrastructure of immigrant serving organizations. In 2014, President Obama announced an expanded Deferred Action for Childhood Arrivals (DACA) program, as well as the Deferred Action for Parents of Citizens and Lawful Permanent Residents (DAPA) program, which would make it possible for approximately five million people to attain lawful, albeit temporary, status and employment authorization. As the initial DACA program instituted in 2012 has already stretched the capacity of immigrant-serving organizations to their limits or even beyond them, the possibility of full implementation of DAPA and the expanded DACA programs presents a formidable challenge for these organizations.

Abstract:
This paper studies the effects of information about malaria and of bednet distribution strategies on the demand for anti-malaria bednets, using a randomized experiment in the city of Thiès in Senegal. We offer two orthogonal treatments to a random sample of households. The first is a sale treatment and consists of 1) an offer to purchase on the spot a bednet at a subsidized price or 2) an offer to purchase a bednet at the same subsidized price with a voucher valid for seven days. The second is an information treatment that consists of a ten-minute information session on malaria-related issues. We find that information has no significant effect on the demand for bednets and that receiving a voucher increases purchasing by 20%. Our results suggest that selling bednets at a subsidized price and allowing for some flexibility with a short period of seven days increases purchase compared to the on-the-spot sale approach.

Elites in Tunisia and Jordan stress their need to invest in their human resources, because people are the only resources they have. An array of programs has arisen in both countries to help young people learn life and job skills, find appropriate careers, and launch new businesses. Yet a look at recent and ongoing workforce development efforts in each country reveals that these schemes are intended to produce something fundamentally different in each country. Tunisians are working to overcome the legacies of dictatorship and build a new, more democratic system while simultaneously carrying out economic reforms that aim to alter the state’s role in the economy. Jordanians are trying to alter society and economic incentives within a political status quo where too much change too quickly could threaten the political order, and the government therefore faces compelling reasons both to reform and to keep things as they are. This report examines how similar efforts have evolved in these contrasting contexts

Approximately 40 percent of school-age Syrian refugees in Jordan are not getting an education. As the Syrian war has entered its fifth year and humanitarian actors seek to bridge short-term humanitarian assistance with longer-term development goals, about 80,000 Syrian refugees in Jordan are still falling through the cracks when it comes to education. This new report assesses the state of education for Syrian refugees in Jordan. It finds that despite generous efforts by the Jordanian government, the UN, and nongovernmental organizations to provide quality education for Syrian refugees, five significant impediments remain: - economic barriers in the education system and in Syrian refugee households - legal and regulatory obstacles to school enrollment, - educational divides between Syrian and Jordanian students, - social tensions in schools, and competing priorities for refugee households.

Indeed, much of the reduction in the world’s extreme poverty rates during that time can be explained by the millions of people in China who exited poverty. GDP per capita and household consumption increased fourfold between the years 1990 and 2005.1 China jumped 10 places forward on the Human Development Index from 2008 until 2013, moving up to 93 of 187 countries, and life expectancy climbed to 75.3 years, compared to 67 years in 1980.

This paper evaluates the welfare properties of nominal GDP targeting in the context of a New Keynesian model with both price and wage rigidity. In particular, we compare nominal GDP targeting to inflation and output gap targeting as well as to a conventional Taylor rule. These comparisons are made on the basis of welfare losses relative to a hypothetical equilibrium with flexible prices and wages. Output gap targeting is the most desirable of the rules under consideration, but nominal GDP targeting performs almost as well. Nominal GDP targeting is associated with smaller welfare losses than a Taylor rule and significantly outperforms inflation targeting. Relative to inflation targeting and a Taylor rule, nominal GDP targeting performs best conditional on supply shocks and when wages are sticky relative to prices. Nominal GDP targeting may outperform output gap targeting if the gap is observed with noise, and has more desirable properties related to equilibrium determinacy than does gap targeting.

The case for patents rests crucially on three conditions: that innovation is undersupplied in the absence of patents; that patents promote increased innovation; and that the welfare benefits of any additional innovation outweigh the welfare costs associated with the temporary monopoly that patents generate. While it is probably true that innovation is undersupplied, the empirical evidence is mixed on whether patents foster innovation. This may be due to patents stifling cumulative innovation because of holdup and ex ante uncertainty over patent rights. This policy brief recommends that to reduce the potential for holdup, uncertainty around patent rights should be reduced. Patents should be easily searchable and more easily understood by non-legal experts. In addition, patents should be narrower and more clearly demarcated. To the extent that the welfare costs of patents appear to outweigh their benefits, the requirements for obtaining a patent should be tightened. Further, patents should be made less broad and, concomitant with the reduction in the length of the product cycle, the length of patents should also be reduced.

In Myanmar, the garment industry is booming thanks to an upsurge in investment by international brands, but garment workers are facing tough conditions. According to new research from Oxfam and labour rights groups in Myanmar, garment workers are working up to 11 hours a day, six days a week, but remain trapped in poverty. Following decades of economic isolation, political reforms have seen global retail heavyweights like GAP, H&M, Primark and Adidas starting to source from Myanmar factories. With the garment industry growing quickly, companies need to act now to ensure that workers making their products can access their fundamental rights and provide a decent living for themselves and their families. This briefing paper presents the research findings and makes recommendations for international sourcing companies and factories to help them protect garment workers’ rights.

This paper documents the results of the process of developing and selecting national standard climate change indicators for integration into two national monitoring and evaluation frameworks in Uganda: the Output Budgeting Tool (OBT) and the Local Government Assessment tool (LGAT). The OBT is used by the Ministry of Finance, Planning and Economic Development (MoFPED) to determine national development standard indicators that are monitored and reported across all sectors in the country. The LGAT determines and annually assesses the minimum performance measures for all local governments in Uganda. Before the intervention of the Africa Climate Change Resilience Allicance (ACCRA) and the International Institute for Environment and Development (IIED) as part of the Tracking Adaptation and Measuring Development (TAMD), both frameworks lacked standard performance indicators on climate change. This meant that local governments were not required to plan, budget or report on climate change. The briefing draws out lessons learned from using a highly participatory and bottom-up process, as well as policy implications at national, sub-national and sectoral levels. Historically, usage of and access to forest resources by India’s Adivasi community and other forest dwellers have been considered encroachment and their efforts to acquire forest land have been used as evidence of their anti-development attitude. Government policy has continued to deny them legal rights to use, manage and conserve forest resources and to hold forest lands that they have been residing on and cultivating. In 2006, the passage of the Scheduled Tribes and Other Traditional Forest Dweller’s (Recognition of Forest Rights) Act (hereafter FRA) tried to make amends by recognizing the customary rights of forest dwellers, including the right over common areas and the right to manage and sell forest produce. However, the overall implementation of FRA still suffers from inadequate community awareness; conflicting legislation; the lack of a dedicated structure for implementation and devoted staff; administrative roadblocks to smooth processing of claims; and a governance deficit.

Millions of poor and vulnerable people face hunger and poverty this year and next because of record global temperatures, droughts and erratic rains in 2014 and 2015, followed by the development of possibly the most powerful El Niño on record. This briefing makes the case to urgently scale up humanitarian response in countries already in crisis. It also draws on the experience of the super El Nino in 1997–98, and the inadequate response to the Horn of Africa drought of 2011, to push for early action to save livelihoods elsewhere. Long-term approaches to reduce food insecurity must be found, and climate change, which is super-charging the effects of El Niño, must be tackled at the UN climate conference in Paris and beyond.

In August 2014, I attended a ceremony at the Willard Hotel in Washington, DC that celebrated the tenth anniversary of the Bioko Island Malaria Control Project. Those speaking at the event included senior executives from Marathon Oil Corporation, Noble Energy Inc., and Atlantic Methanol Production Company, which are all US petroleum companies that operate in Equatorial Guinea. Teodoro Obiang Nguema Mbasogo, President of Equatorial Guinea, also delivered remarks. All of the speakers were enthusiastic about a dynamic project that has had a trans­formative effect on the health of generations of Equatoguineans by reducing the morbidity and mortality of malaria infection. What follows is an overview of the project’s history as well as the commitment to US innovation and a shared audacity to tackle one of human­kind’s most endemic and fatal diseases.

In my second week on the job as the second United States Ambassador to the Association of Southeast Asian Nations (ASEAN), I headed to Naypyidaw, Burma to meet President Obama at the East Asia Summit. There I witnessed one of the many reasons the United States has increased its engagement with ASEAN: ASEAN convenes Asia. In 1967, leaders of five nations formed ASEAN, renouncing the violence that had characterized their relationships and dedicating themselves to furthering the prosperity of the region. Five more countries joined in the intervening decades and now ASEAN’s Member States, with a total population of some 625 million, are Brunei, Cambodia, Indonesia, Laos, Malaysia, Myanmar, Philippines, Singapore, Thailand, and Vietnam. ASEAN has delivered well on its primary mission: to keep the peace among a group of member states with huge diversity in levels of economic development, political systems, cultures, religions, and size. This foundation of geopolitical stability has allowed the economies in Southeast Asia to take off and lift tens of millions out of poverty. As a whole, ASEAN has enjoyed the third highest growth rate in the world over the past decade.

A drought is moving through the Pacific Islands, brought by one of the strongest El Niño events since record keeping began 60 years ago. It started in the southwest Pacific, where it has brought famine to Papua New Guinea and Vanuatu. It is expected to reach the South Pacific, tropical West Pacific, and Hawaiian Islands between December 2015 and May 2016, potentially affecting 4.7 million people. While the effect of El Niño in the Pacific Islands receives little global attention, it has already proved severe, particularly among vulnerable island populations. Prolonged drought can compromise not only freshwater supplies and food security, but can also have cascading impacts on public health, economies, food distribution, and even trigger civil unrest. Past experiences with regional drought, current actions being taken, and the most current predictions for El Niño’s anticipated effects on the Pacific Islands, suggest strategies that governments and aid groups can take to prepare for this powerful climate event.

Armed unmanned aerial vehicles—combat drones—have fundamentally altered the ways the United States conducts military operations aimed at countering insurgent and terrorist organizations. Drone technology is on track to become an increasingly important part of the country’s arsenal, as numerous unmanned systems are in development and will likely enter service in the future. Concerned citizens, academics, journalists, nongovernmental organizations, and policymakers have raised questions about the ethical consequences of drones and issued calls for their military use to be strictly regulated. This level of concern is evidence that the future of drone warfare not only hinges on technical innovations, but also on careful analysis of the moral and political dimensions of war. Regardless of whether drones are effective weapons, it would be difficult to sanction their use if they undermine the legitimacy of U.S. military forces or compromise the foundations of democratic government.

The 2013-14 Army War College Key Strategic Issues List stated: “If Hurricane Sandy is seen as an archetype of a complex catastrophe, then a careful analysis of the effectiveness of the DoD response within the context of dual status commanders [DSCs], lead federal agencies, and state response capabilities needs to be conducted.” This monograph does exactly that as it carefully and comprehensively analyzes the DSC-led military response to Hurricane Sandy in New York. Through this lens, it illustrates and discusses the perspectives of the DSC construct and offers recommendations for leveraging existing capabilities and improving those deemed insufficient. Using a case study approach, this analysis addresses notable issues of constitutionality, legality, policy, financial considerations, and even politics, all uniquely situated between individual states’ interests and those of the federal government. To provide military and defense officials with a greater understanding of the benefits and limitations of the DSC arrangement during a no-notice/limited-notice incident, this monograph offers objective and systematic documentation of the Sandy response. It concludes by offering a series of actionable recommendations aimed at improving operational decision-making, policy, and legislation specifically related to DSCs during no-notice/limited-notice incidents.

48. Creative Success and Network Embeddedness: Explaining Critical Recognition of Film Directors in Hollywood, 1900–2010

This article analyzes how social network structures affect career success in a project based labor market. The literature on team success has shown that teams perform well if they integrate both weak and strong ties simultaneously. Applying the literature to careers in the creative industries, the study suggests that creative artists are more likely to receive critical recognition if they build their careers in both familiar project networks and heterogeneous sets of creative conventions. It is argued that familiarity and diversity operate as complementary elements in the development of innovative ideas. While diversity is important to maximize the flow of new ideas, it needs to be embedded within trustworthy and familiar network structures in order to fully develop its creative potential. The suggested mechanism is tested by means of full career data of 55,097 film directors, covering 478,859 directing jobs in 330,142 film productions during the years 1900–2010. It is shown that familiarity and diversity explain a considerable part of a director’s critical success. Results from interaction effects show that diversity has greater effects on critical success if it is socially embedded within familiar social structures. The article contributes to the emerging understanding of the role of group processes and network structures in explaining individual career success.

49. The Return of Religion? The Paradox of Faith-Based Welfare Provision in a Secular Age

Abstract:
For centuries, churches were the main institutional providers of welfare in Europe before the state took over this role in the late 19th century. The influence of modernization theory meant that modern welfare state theorists increasingly regarded religion and its impact on welfare as a relic from the distant past. It was anticipated that modern, differentiated, and industrialized societies would see the decline and inevitable disappearance of religious welfare provision along with religiosity. Surprisingly, however, at the beginning of the 21st century in many modern industrialized societies, religious institutions are increasingly becoming involved in welfare provision again. The religion blind classic welfare state literature offers no explanation for this phenomenon. This present paper argues that the resurgence of faith-based welfare providers is the reversal of a phenomenon that occurred in the late 19th century when modern states started to strip religious providers of their prerogatives in welfare provision. The result was the ascendance of the modern state and the demise of religion in the late 19th century. The return of welfare to religious providers can therefore be interpreted as the beginning of the demise of the modern state.

Abstract:
The Syrian refugee crisis represents one of the greatest humanitarian challenges the international community has faced over the recent years, prompting record-high levels of international aid. In view of the complexity of the political and social environment in which these challenges arise and the historical scale of the population affected, innovative and creative programmatic responses are essential to address the short and middle-term needs of refugees and reducing instability in the Middle East region. Over 20 students from Harvard Kennedy School and Harvard School of Public Health participated in "Assessment of the Syrian Refugee Crisis in Jordan and Critical Review of the National and International Responses," a winter field study course in Jordan supported by the Middle East Initiative and led by Professor Claude Bruderlein.
