Abstract:
The present document has three goals: first, present an overview of the main legal and regulatory developments regarding the digital platforms; second, reflect the diversity of view that these technologies have generated among the social actors (unions, workers, government and enterprises) and third, offer a comparative framework to make sense of this diversity and the challenges it presents for labor relations and social dialogue. The institutional response has been so far mainly reactive, giving rise to ambiguities that may generate conflicts in need of resolution. But the structure of the different industries where these platforms have been introduced is such that the workers' experiences, their opportunities and their incentives to organize are all markedly heterogeneous. Given the way in which digital platforms redefines the labor relationship between workers and companies, any possible regulation will entail a serious rethinking of key aspects of the welfare state.

Every two years, the Sexual Violence Research Initiative (SVRI) hosts the leading global event in the world on sexual and intimate partner violence – the SVRI Forum. The SVRI has noted an increase in the number of presentations on sexual violence in childhood since the Forum began in 2009. This increase is reflected in the number of initiatives underway globally looking at the connections between violence in childhood and later victimisation and perpetration.3 Whilst SVRI Forums and global programmes are helping to promote joint programming between the violence against children and violence against women fields, child and youth participation in research on sensitive topics remains a challenging issue for many academic researchers. On November 18, 2015, the Obama Administration's Department of Labor (DOL) published two important legal opinions that propose to give states new options for expanding retirement coverage for private-sector workers. These opinions open the door for states to move forward along one of two distinct paths: a payroll deduction plan that avoids ERISA, or a more traditional model that would fall under ERISA. This issue brief summarizes these rules and highlights the tradeoffs state policymakers will face when deciding which of these new avenues to pursue. The brief will be updated once the proposals are finalized.

4. Syria Crisis Fair Share Analysis 2016

Abstract:
The number of people in need as a result of the conflict in Syria continues to rise, but the international aid response has failed to keep up. The donor conference in London on 4 February 2016 is another opportunity to reverse that trend and put Syrian civilians first. Oxfam is calling for rich states to commit to fully funding this year’s Syria crisis response appeal and to resettle 10 percent of all registered Syrian refugees by the end of 2016. Oxfam has developed indicators to determine the fair level of commitment that each wealthy country should make to the appeals in 2016 to alleviate the suffering of those affected by the Syria crisis.

Power and privilege is being used to skew the economic system to increase the gap between the richest and the rest. A global network of tax havens further enables the richest individuals to hide $7.6 trillion. The fight against poverty will not be won until the inequality crisis is tackled.

6. Voter Characteristics and Leader Effects in a Post-Communist Context: The Case of the 2012 Legislative Elections in Romania

In the contemporary political environment, the added value brought by leaders to the electoral performance of the parties appears to be significant and growing. However, the impact of leader evaluations on the vote choice is likely to vary from one voter to another. This article explores the influence of voter characteristics on the magnitude of leader effects in the context of the 2012 legislative elections in Romania. Five such characteristics are considered: objective political knowledge, subjective political information, party identification, political engagement, and time of voting decision. For this purpose, the paper employs data from the 2012 Romanian Election Studies (RES) three-wave panel survey. The analyses prove a significant influence of political knowledge and party identification and negligible effects of the other three voter characteristics considered. Thus, political knowledge appears to stimulate the manifestation of leader effects. Similarly, voters holding partisan ties appear to experience higher levels of personalization. The implications of these findings are discussed extensively.

7. Have Macroeconomic Rules of the Game Changed? Some Clues from the Phillips Curve

Abstract:
Students of macroeconomics will have heard about the central role played by the so-called Phillips curve in both theoretical and empirical analyses for almost 70 years. In 1958, A. W. Phillips reported an inverse relationship between changes in wages and the unemployment rate (Phillips 1958). The progeny of his thinking led to a revolution both in policy making and in the development of theoretical links between the real and nominal macroeconomic variables. Names such as Samuelson, Solow, Phelps, Friedman, Lucas and Sargent became associated with refinements and enhancements of the core finding reported by Phillips. Indeed, all of these economists went on to become Nobel laureates in economics, although not exclusively because of their contributions to the analysis of what has since been called the Phillips curve. Indeed, the concept is so influential that it spawned several different versions of the trade-off used to guide policy makers as a menu for the choices they face when deciding whether the gains from lower inflation are offset by the economic costs of higher unemployment. Initially, expectations of individuals or firms were ignored. This briefly gave policy makers the impression that they could simply select an inflation-unemployment combination and implement the necessary policy mix to achieve the desired outcome. Once a role for expectations was incorporated, debate centred on how forward-looking individuals are. The more forward-looking, the less likely it was that policy makers would be able to “exploit” the trade-off because, unless wages rose in purchasing-power terms, the gains from lower unemployment would, at best, be temporary once workers realized that the higher inflation, at unchanged wages, actually drives real wages down. Indeed, the pendulum swung all the way to the conclusion — reached by the 1970s and early 1980s — that the Phillips curve was illusory and there was no trade-off policy makers could exploit.

8. The Privatization of Human Rights: Illusions of Consent, Automation and Neutrality

Abstract:
The Internet enables the free flow of information on an unprecedented scale but to an increasing extent the management of individuals’ fundamental rights, such as privacy and the mediation of free expression, is being left in the hands of private actors. The popularity of a few web platforms across the globe confers on the providers both great power and heavy responsibilities. Free-to-use web platforms are founded on the sale of user data, and the standard terms give providers rights to intrude on every aspect of a user’s online life, while giving users the Hobson’s choice of either agreeing to those terms or not using the platform (the illusion of consent). Meanwhile, the same companies are steadily assuming responsibility for monitoring and censoring harmful content, either as a self-regulatory response to prevent conflicts with national regulatory environments, or to address inaction by states, which bear primary duty for upholding human rights. There is an underlying tension for those companies between self-regulation, on the one hand, and being held accountable for rights violations by states, on the other hand. The incongruity of this position might explain the secrecy surrounding the human systems that companies have developed to monitor content (the illusion of automation). Psychological experiments and opaque algorithms for defining what search results or friends’ updates users see highlight the power of today’s providers over their publics (the illusion of neutrality). Solutions could include provision of paid alternatives, more sophisticated definition and handling of different types of data — public, private, ephemeral, lasting — and the cooperation of all stakeholders in arriving at realistic and robust processes for content moderation that comply with the rule of law.

9. Central Asia: Not in Our Backyard, Not a Hot Spot, Strategically Important

Abstract:
Central Asia is strategically important to the West because of its neighbors, but not immediately, because it is not a “hot spot” on the world stage. Western governments are ambivalent about the region because of its poor record on human rights and governance. It presents the classic choice: ideology or realpolitik. But Western policy in Central Asia does not have to be one or the other — it can be both. Western nations can engage strongly to support humanist values in Central Asia through quiet and appropriate behind-the-scenes work with government officials who understand and have similar concerns — and they most certainly do exist and can produce results. Western governments need to engage in Central Asia precisely to ensure that it does not become a hot spot and instead becomes, over time, ever more firmly embedded in the community of responsible nations. Strategic engagement by the West is essential, and it will pay off.

10. Is Indonesia the Next China?

Abstract:
This paper reviews Indonesia’s economic prospects and what these imply for a closer relationship with Canada. By posing the question “Is Indonesia the next China?,” the author suggests that Indonesia has the considerable economic potential envisaged by foreign investors, but conveys uncertainty as to whether Southeast Asia’s most populous country can make the changes necessary to realize that potential. A review of the economic record and comparison of China’s and Indonesia’s economic structures, endowments and institutions show major differences between the two countries. The paper further questions what it will take to realize Indonesia’s potential, finding the answers to be: human capital development; increased participation in the region’s global value chains; meeting the growing middle-class demand for modern services; raising productivity in agriculture and fishing; and increasing use of the Internet. Failure to make these changes will increase the chances of Indonesia’s growth in per capita incomes slowing and falling into the middle-income trap. Canada’s role will be to monitor closely how Indonesia tackles its five priorities at the same time as it responds to the opportunities to exploit Indonesia’s abundant natural resources, urbanization and its expanding consumer demand for modern services and educational opportunities.

Nevertheless, the solutions implemented by Australia should be part of the EU’s efforts to find ones useful for dealing with its current migration crisis.

Since the EU-Turkey deal on refugees on 29 November, there has not been a significant reduction in the numbers of migrants crossing into the EU from Turkey. One of the main reasons is probably lack of trust between Turkey and European Commission in their readiness to keep promises. EU can break the impasse by offering Schengen visa liberalisation but at the same time should use the accession negotiations to exert greater pressure on Ankara.

But even adding up all existing national commitments to curtail greenhouse gas emissions, and assuming perfect execution, the world falls far short of the cuts needed to avoid catastrophic climate change. The expanded use of nuclear energy can make a major contribution to closing that gap and meeting our climate goals. But inherent in the use of atomic fission is the risk that the technology and materials can be diverted to terrorists or hostile nations.

16. Potential Beneficiaries of the Obama Administration’s Executive Action Programs Deeply Embedded in US Society

The Obama administration has developed two broad programs to defer immigration enforcement actions against undocumented persons living in the United States: (1) Deferred Action for Parents of Americans and Lawful Permanent Residents (DAPA); and (2) Deferred Action for Childhood Arrivals (DACA). The DACA program, which began in August 2012, was expanded on November 20, 2014. DAPA and the DACA expansion (hereinafter referred to as “DACA-plus”) are currently under review by the US Supreme Court and subject to an active injunction. This paper offers a statistical portrait of the intended direct beneficiaries of DAPA, DACA, and DACA-plus. It finds that potential DAPA, DACA, and DACA-plus recipients are deeply embedded in US society, with high employment rates, extensive US family ties, long tenure, and substantial rates of English-language proficiency. The paper also notes various groups that would benefit indirectly from the full implementation of DAPA and DACA or, conversely, would suffer from the removal of potential beneficiaries of these programs. For example, all those who would rely on the retirement programs of the US government will benefit from the high employment rates and relative youth of the DACA population, while many US citizens who rely on the income of a DAPA-eligible parent would fall into poverty or extreme poverty should that parent be removed from the United States.

17. Bengal’s Beleaguered Borders: Is there a fix for the Indian Subcontinent’s Transboundary Problems?

Abstract:
This paper assesses five major transboundary-related problems currently troubling the Bengal region and bedeviling, in particular, the relationship between Bangladesh and India. These problems relate to settlement of the land boundary (enclaves and adverse possessions), facilitation of transboundary transit (road, rail, and waterway), curbing of transboundary illicit activity (smuggling, human trafficking, and covert support for radical Islamist groups and separatist militants), sharing of transboundary river resources, and control of transboundary migration. The paper’s focus is on the potential and capacity of the political entities sharing the Bengal region to identify, agree upon, and implement effective and sustainable solutions to these problems. It argues that such solutions, to be sustainable, would have to prioritize cross-border cooperation and mutual benefit—objectives that have thus far neither been aggressively nor consistently pursued in this region. The authors observe that the transboundary problems troubling the Bengal region vary substantially in the extent of their intractability and that some of them will persist far into the future. Nevertheless, they conclude that the present scale as well as the severity of the consequences of these problems are not permanent fixtures and will vary enormously with the political will, perseverance, and skill of those charged with determining the political destiny of this hugely important region.

18. Increasing Anti-Malaria Bednets Uptake Using Information and Distribution Strategies: Evidence from a Randomized Experiment in Senegal

Abstract:
This paper studies the effects of information about malaria and of bednet distribution strategies on the demand for anti-malaria bednets, using a randomized experiment in the city of Thiès in Senegal. We offer two orthogonal treatments to a random sample of households. The first is a sale treatment and consists of 1) an offer to purchase on the spot a bednet at a subsidized price or 2) an offer to purchase a bednet at the same subsidized price with a voucher valid for seven days. The second is an information treatment that consists of a ten-minute information session on malaria-related issues. We find that information has no significant effect on the demand for bednets and that receiving a voucher increases purchasing by 20%. Our results suggest that selling bednets at a subsidized price and allowing for some flexibility with a short period of seven days increases purchase compared to the on-the-spot sale approach.

Elites in Tunisia and Jordan stress their need to invest in their human resources, because people are the only resources they have. An array of programs has arisen in both countries to help young people learn life and job skills, find appropriate careers, and launch new businesses. Yet a look at recent and ongoing workforce development efforts in each country reveals that these schemes are intended to produce something fundamentally different in each country. Tunisians are working to overcome the legacies of dictatorship and build a new, more democratic system while simultaneously carrying out economic reforms that aim to alter the state’s role in the economy. Jordanians are trying to alter society and economic incentives within a political status quo where too much change too quickly could threaten the political order, and the government therefore faces compelling reasons both to reform and to keep things as they are. This report examines how similar efforts have evolved in these contrasting contexts

20. Securing Education for Syrian Refugees in Jordan

Abstract:
Approximately 40 percent of school-age Syrian refugees in Jordan are not getting an education. As the Syrian war has entered its fifth year and humanitarian actors seek to bridge short-term humanitarian assistance with longer-term development goals, about 80,000 Syrian refugees in Jordan are still falling through the cracks when it comes to education. This new report assesses the state of education for Syrian refugees in Jordan. It finds that despite generous efforts by the Jordanian government, the UN, and nongovernmental organizations to provide quality education for Syrian refugees, five significant impediments remain: - economic barriers in the education system and in Syrian refugee households - legal and regulatory obstacles to school enrollment, - educational divides between Syrian and Jordanian students, - social tensions in schools, and competing priorities for refugee households.
