1. Navigating the Dynamics of Policy Politics: An Analysis of Contemporary Public Policy Formulation Trends in Bangladesh

Abstract:
Public policy formulation is an integral part of the government's role in providing essential services to citizens. Nevertheless, available studies on the policy process in Bangladesh have not thoroughly explored the detailed procedures and tendencies of the policy formulation process. The principal objective of this paper was to investigate the recent trends in the public policy-making process in Bangladesh. Based on secondary data sources, this paper argues that no analogous model can effectively analyze all policies implemented in Bangladesh over the last decade. However, the group interest and political process model is more feasible than other models in the policy formulation process. The implications of this study are to understand the nature of the policies and the role of actors who decide which policies will be developed and whose interests will be served. Moreover, this article will help policymakers and policy theorists make informed decisions, avoiding the weaknesses and drawbacks of previous policies.

This study examines the central government’s response to the paradiplomacy of sub-state actors through an analysis of the Turkish case, using a qualitative approach. As part of this research, a total of twelve face-to-face or virtual interviews were conducted with the representatives from the Turkish Ministry of Foreign Affairs, the Marmara Municipalities Union, and academics between June 2023 and November 2023. It views paradiplomacy as an outcome of the ongoing trend to localize diplomacy and aims to identify varying central government responses to paradiplomacy. These responses are analyzed using a three-fold categorization: positive, negative and mixed. The characteristics of each category explored in the context of the Turkish case. The study suggests that, despite the central government’s opportunistic approach to paradiplomacy, its response has shown a cyclical tendency. The central government’s stance on paradiplomacy is therefore complex and politically driven. It fluctuates along a broad spectrum, ranging from direct support to outright exclusion. This reflects the shifting political dynamics in Turkey.

The decline of domestic fossil fuel production in the United States poses serious economic risks for communities that rely on fossil fuel industries for jobs and public revenues. Many of these communities lack the resources and capacity to manage those risks on their own. The absence of viable economic strategies for affected regions is a barrier to building the broad, durable coalitions needed for an equitable national transition to cleaner energy sources. President Joe Biden touted investments into fossil fuel–reliant communities as part of his administration’s broader place-based economic and climate change strategies. This study assesses those federal efforts, examining the rationale, design, and implementation status of the major programs involved.

Support for democracy rests on a range of foundations. Citizens may value democracy intrinsically, as the most legitimate form of rule regardless of outcomes, or instrumentally, as a system judged by its capacity to deliver material well-being, security, and effective governance. Understanding which of these logics predominates is central to assessing the resilience of democratic regimes. In the early years after the end of White-minority rule, South Africans were more likely than their continental peers to evaluate democracy in material terms, valuing it for what it could deliver rather than for its inherent virtues. Attitudes were closely tied to assessments of government performance and expectations of improvements in quality of life (Bratton & Mattes, 2001). As the regime matured, delivery of political goods entered the equation (Mattes, 2012). A generation after apartheid’s end, it is worth returning to this question: Is demand for democracy in South Africa still performance-driven?

Abstract:
This article introduces the concept of transnational government as a potential solution for underdeveloped states to develop themselves and overcome issues such as systemic corruption, maladministration, and dysfunctionality. The introduction defines the central problem and discusses the main idea. Subsequently, theories of development and the problems of accommodating them into the underdeveloped states will be reviewed. The article then presents a non-political inspirational model as a foundation for the discussion. This is followed by an examination of the proposed model’s theoretical underpinnings and its implementation. Finally, the article addresses the significant challenges and obstacles associated with the proposed model.

7. UN Peace Operations and Unconstitutional Changes of Government

There has been a significant increase in the number of unconstitutional changes of government (UCGs) since 2020. This presents a challenge for the United Nations, which has a presence in all countries that have recently experienced UCGs. In places like Afghanistan, Mali, and Sudan, it has also presented particular challenges to UN peace operations, which face the task of continuing to carry out their work amid a political crisis and using their good offices to facilitate a peaceful return to constitutional order. The report examines lessons from the experiences of the UN missions in Afghanistan (UNAMA), Mali (MINUSMA), and Sudan (UNITAMS) following recent UCGs. It provides a brief overview of recent trends in UCGs and how the responses of member states and international and regional organizations have impacted the responses of UN peace operations. It then analyzes how these UN peace operations approached political engagement with the de facto authorities. It concludes with several lessons: A principled approach at the highest levels of the UN: While some UCGs may bring to power leaders with greater political will to engage with the UN, they are almost always an indicator of growing political instability. The UN secretary-general, along with the African Union (AU) and other regional organizations, should thus continue adopting a principled approach to condemning UCGs. A pragmatic approach for UN peace operations: While the UN should take a principled approach to UCGs at the headquarters level, UN peace operations are well-positioned to take a more pragmatic approach to engaging with de facto authorities. They should take advantage of any openness displayed by the authorities to engage despite fears that doing so might legitimize them. Planning for UCGs and reviewing political strategies: Even if the UN is unable to prevent UCGs, it can better prepare for managing relationships with transitional authorities. It is therefore important to consider such scenarios in mission planning for potential and current operations and to conduct strategic assessments as soon as possible following UCGs to consider how to adapt and potentially identify a new direction for engagement. The challenge of remaining impartial: Fears of “legitimizing” de facto authorities stem from the assumption that those authorities are inherently illegitimate. Yet not all elected authorities have popular legitimacy, and not all authorities who come to power unconstitutionally lack it. UN missions thus need to factor public opinion into how they respond on the ground. The need for a “One UN” response: While there is unlikely to be a “one-size-fits-all” approach to engagement with de facto authorities across the entire UN presence in a country, coordination is needed to ensure UN personnel have a common understanding of core principles of engagement and a coherent approach to communication. The limits of UN engagement: Ultimately, the ability of UN missions to shape political transitions following UCGs tends to be constrained by factors outside their control. Regional organizations like the AU and the Economic Community of West African States (ECOWAS) tend to adopt a more principled response, raising questions about the extent to which UN missions should seek to link their engagement to that of these organizations. Missions also face competing pressures from member states supporting different political factions.

Abstract:
After years of conflict and instability, Somalia is entering a period where transitional justice is possible. Three decades of experience in Africa shows that transitional justice processes are more likely to be effective if they are rooted in popular participation, particularly of victims/survivors and communities affected by violence. While the Somali government has not yet launched a truth commission, prosecutions, reparations or other formal mechanisms usually associated with dealing with the past, different types of measures have emerged in the country that are precursors to – or even themselves forms of – transitional justice. Drawing lessons from formal, state-led measures like the National Reconciliation Framework and non-formal, civil society-led measures like the Peace and Development Forum, this policy brief provides actionable guidance for the Ministry of Interior, Federal Affairs and Reconciliation and the Interior Ministries of federal member states on how to enable popular participation for a locally relevant and sustainable national transitional justice process.

9. How to Replace 'First Past the Post'

Abstract:
In 1918, Parliament came within hours of abolishing First Past the Post. The system only survived because the two Houses disagreed on the system that should replace it. With the Bill on the brink of collapse, the question was postponed – a reprieve that has lasted for 107 years. In a recent YouGov poll, only 23% of respondents backed First Past the Post. But what might replace it? Different countries use a dizzying array of different systems, which are designed to do different things. Some are ‘proportional’, others ‘preferential’. Some would expand the range of parties, while others might shrink them. Do we want our electoral system to give us strong governments or strong parliaments? Do we want more or fewer regional parties, independent candidates, extremist parties or coalitions? In this event, co-hosted with Unlock Democracy, the Electoral Reform Society and Make Votes Matter, the Mile End Institute presented different electoral systems as used in France, New Zealand, Scotland, Ireland and the Netherlands. Dr Jess Garland (ERS), Professor Rainbow Murray (QMUL), Stephen Gethins MP and Professor Stijn van Kessel (QMUL) debated their strengths and weaknesses; what they can and can’t achieve; and how they work in practice.

10. Australians Vote for the Steady Center

Abstract:
On May 3, the Australian Labor Party, led by Prime Minister Anthony Albanese, returned to power. It was a remarkable result. First-term governments in Australia usually get a second term, but typically with a reduced majority. Not only did Labor increase its majority, but the size of its victory has probably consigned their main political rivals — a Coalition of the Liberal Party and the rural-based National Party — to Opposition for at least the next two terms of government. The result has been so politically traumatic that the two Opposition parties have torn up their Coalition agreement for the first time since 1987. Foreign and defense policy did not really feature in the election campaign. The result suggests there will not be too much change in Australia’s approach to the world. But the election also hints at the challenge the government will face balancing domestic and international priorities. By highlighting U.S. President Donald Trump’s unpopularity in Australia, it also points to how managing the alliance may become a little trickier in Albanese’s new term.

Abstract:
“Yes, our country is vulnerable”, said Belgian Major-General Phaleg Bernard during a hearing in the Defence Commission from the Chamber of Representatives in October 2024. The remarks by him and other senior officers stressed the urgent necessity of accelerating the modernisation of Belgium’s military forces at a moment when the government negotiations were ongoing. By the end of January 2025, these negotiations proved to be successful. The new De Wever Government released its coalition agreement and was sworn in on 3 February 2025. As is often the case in Belgium, the coalition is made up of different ideological parties, namely the N-VA (conservative Flemish nationalist); MR (Francophone liberals); cd&v (Flemish Christian democrats); Les Engagés (Francophone centrists); and Vooruit (Flemish social democrats). The national security sections of the new coalition agreement are spread throughout the document and can be found in the parts on foreign affairs, defence, and elsewhere. In comparison with former governments, the new coalition agreement showcases an increased ambition and formulates some of the minimum necessary adjustments. The previous 2020 coalition agreement was 97 pages long in total and contained 2 pages on defence, 5 pages on foreign affairs, and 2 on development. The new 2025 agreement is 199 pages long and contains 8 pages on defence and 11 pages on foreign affairs and development.

12. Finding a Way Out of Festering Conflict in India’s Manipur

What’s new? After close to two years of violence, the Indian government has imposed President’s Rule in Manipur, putting it directly in charge of the troubled north-eastern state’s affairs. New Delhi should seize the opportunity to quell an ethnic conflict that has killed more than 260 people and displaced some 60,000. Why does it matter? Insurgent groups have resurfaced in Manipur over the past year. Failure to resolve the conflict could not just lead to more bloodshed and displacement, but also derail dialogue with the militants. It also risks destabilising other parts of north-eastern India, upsetting the hard-earned peace in neighbouring states. What should be done? Now that it has imposed President’s Rule, the central government should disarm the two sides and re-establish law and order. Finding a sustainable way out of the crisis will be difficult, but New Delhi should initiate negotiations by urgently creating a peace committee acceptable to both communities.

13. The dangerous watchdog: How corruption shapes support for media scrutiny in Africa

“Sunlight is said to be the best of disinfectants,” U.S. Supreme Court Justice Louis Brandeis famously said, referring to the belief that vigorous reporting on corruption helps citizens hold their leaders accountable and punish wrongdoers. Yet the politics of exposure is rarely so simple, especially where corruption is entrenched, and rulers have incentives and/or power to manage what the public sees. South Africa offers a textbook example supporting the view that the press should act as a watchdog: Years of media investigations and independent ombud reporting helped publicise state-capture abuses and contributed to President Jacob Zuma’s eventual resignation in 2018 (United Nations Office on Drugs and Crime, n.d.). However, when sunlight burns, exposure can feel perilous rather than purifying. Across the continent, many citizens view the negative reporting of government wrongdoing as harmful rather than beneficial to their country. One possible explanation for this is that when corruption is high, governments may take more stringent measures to suppress reporting that might be embarrassing to them, such as framing critical journalism as divisive, unpatriotic, and a threat to the public good (Teplyashina & Golubev, 2019). Citizens may internalise these cues, expressing concern about the harm of reporting on corruption or political failure. This possibility motivates this paper’s central hypothesis that where corruption is high, citizens are more likely to view reporting on government mistakes and corruption as harmful to the country. Put differently, corruption may shape not only the supply of news (through censorship or self-censorship) but also the demand for scrutiny – public support for watchdog journalism itself. Accordingly, the paper addresses two core questions: (1) What do Africans think about media involvement in investigating and reporting government wrongdoing? (2) How is corruption related to citizens’ views on media reporting of government wrongdoing? I test the hypothesis and address the questions by conducting a multilevel logistic regression analysis based on Afrobarometer Round 9 (2021/2023) data from 39 African countries. The aim is to bring citizens’ attitudes into a discussion that often focuses on institutions, newsroom practices, and content framing (Stapenhurst, 2000; Solis & Antenangeli, 2017; Fadairo, Fadairo, & Aminu, 2014; Quayle & West, 2025). The results show that most Africans want the press to investigate and report on government mistakes and corruption. However, the relationship between corruption and support for media scrutiny is nuanced. At the country level, citizens in countries with weaker corruption control are more likely to say that reporting on government wrongdoing harms the country. If corruption can erode support for investigative reporting, it weakens an important accountability mechanism precisely where it is most needed. However, a very different outcome emerges when we examine perceptions of corruption at the individual level: Those who perceive corruption as widespread are more likely to support media reporting on the issue, indicating that they are less likely to share concerns about potential detrimental effects of media exposure of corruption on the country’s image.

Open Government Data (OGD) can play a pivotal role in advancing data-driven policymaking and fostering innovation, particularly in addressing complex challenges such as climate change, inequality, and urbanisation. Despite progress in several ASEAN Member States, however, OGD development across the region remains fragmented and constrained by regulatory, cultural, technical, and institutional gaps. The absence of regional standardisation and a clear sectoral lead continues to limit cross-border co-operation and the realisation of shared economic and social benefits. Integrating OGD frameworks and provisions into trade and digital economy agreements – most notably the forthcoming ASEAN Digital Economy Framework Agreement (DEFA) – offers a strategic opportunity to establish a common foundation for data accessibility, usability, and protection. Drawing on lessons from international agreements and global open data initiatives, this policy brief provides practical recommendations to strengthen OGD ecosystems in ASEAN, including targeted capacity building, sector-specific applications, and collaborative mechanisms to align national initiatives with regional priorities.

15. Mainstreaming Transitional Justice in Syria: A Proposal for Ministerial Integration

The establishment of Syria's National Commission for Transitional Justice (NCTJ) on 17 May 2025 marks a crucial step in the country’s pursuit of transitional justice. However, given the immense scope of past violations, the widespread destruction and damage across the country, and the large number of affected individuals, a singular, centralized commission is insufficient. To better address the legacy of systemic abuses, it is imperative to integrate transitional justice operations directly into the fabric of governance. This paper argues for a whole-of-government approach by establishing a dedicated transitional justice (TJ) office or focal point within every relevant ministry. This approach transcends traditional, centralized mechanisms, aiming to embed accountability, reconciliation, and victim-centered processes directly into policy-making and service delivery. This paper outlines the potential functions of these ministerial units, details the necessary conditions for their success, and argues that this transformative stride is essential for effective transitional justice implementation. The rationale for a whole-of-government approach is multifaceted. Firstly, abuses during the conflict were not confined to specific security forces but permeated various state apparatuses, including those responsible for healthcare, education, and property. Addressing these, therefore, requires a sector-specific understanding and response. Secondly, it fosters a culture of accountability and human rights within the bureaucracy itself, thereby preventing future abuses. Thirdly, it ensures that policy-making and service delivery are inherently informed by the imperative of non-repetition of violations and victim redress. It also makes a case for why this integrated approach is essential to rebuilding citizen trust in the state apparatus and preventing the recurrence of abuses. Nearly every ministry, irrespective of its primary function, has a role to play in transitional justice. Consequently, a Transitional Justice Integration Unit (TJIU), or a designated focal point, should be established within each ministry, reporting directly to and coordinating with the Minister or Deputy Minister, as well as the NCTJ. These units would ideally be staffed by individuals possessing expertise in human rights, law, social sciences, and crucially, a nuanced understanding of the specific ministry's operations and its historical context within the conflict. The establishment of these units should be mandated by a legal framework from the government in consultation with the NCTJ and other experts, which would also lead the training and capacity building for the TJIU staff to ensure a consistent approach across all ministries.

16. The 2023 Nevada Budget: Record Surpluses, Cautious Optimism, and Bipartisan Support for K-12 Education and State Employees

In June of 2023, the Nevada Legislature passed the state’s 2023-2025 budget. Buoyed by continued increases in the state’s share of the sales taxes and revenue tied to gaming, entertainment, and tourism as well as business activity, the $10.9 billion general fund budget was the largest in Nevada’s history. After four years of unified Democratic control of state government, the 2023 session was the first budget passed under divided government since 2017. While partisan and interbranch tensions were ever present as evidenced by a record 75 vetoed bills, Nevada’s Republican governor and Democratic-controlled legislature supported substantial investments in K-12 education and state employees. Enthusiasm for long-term spending obligations, however, was tempered by the fact that the general fund budget’s two largest revenue drivers—sales and gaming taxes—fluctuate with macroeconomic conditions. The continued reliance on these revenue sources perpetuates Nevada’s history of booms and busts and undermines the state’s ability to make long-term investments in its human capital and physical infrastructure. Consequently, the budget choices adopted by the governor and legislature reflected broad compromises and investments, while other areas, including costly but much needed reforms to state government, went unaddressed.

Abstract:
In this paper, we discuss the political and budgetary landscape of Washington State. With consistent Democratic leadership—in the governor’s mansion and with respect to legislative priorities—the state has been able to advance a more liberal policy agenda than states without Democratic majorities. In this session, the legislature voted to invest in the development of affordable housing, behavioral health initiatives, and policies designed to curb climate change. However, ballot initiatives in November might serve as a significant impediment to these policy pursuits. Voters will decide whether to keep the cap-and-trade climate policy, the capital gains tax, and the long-term care program for the state. The cap-and-trade policy, as well as the capital gains tax, serves as a means of revenue generation and the elimination of these resources would upend the budget in important ways moving forward.

The FY 2024-25 budgeting cycle in California was far less chaotic than the previous year, when a record $100 billion budget surplus morphed into a widening deficit. This time, Democratic Gavin Newsom and the Democratic controlled legislature had to tackle that mounting deficit as the state’s economy stalled, specifically among the wealthiest Californians, who fund a large portion of the state’s government. Neither Newsom nor the two new Democratic legislative leaders had experienced a budget deficit in office, which made coordination additionally tricky. The state is in much better shape than previous deficits, however, with a large reserve and strong budget resilience among its leaders. One problem- the governor increasingly reports different budget numbers than the state’s nonpartisan Legislative Analyst Office (LAO), which assesses the administration’s budget for the legislature.

The 67th Wyoming Legislature’s 20-day budget session was convened Thursday, February 8, 2024, for the beginning of its work in Cheyenne. This year, outside of its typical budget work, over 360 bills were brought forward by both legislative committees and individual legislators. These bills ranged from property tax relief to health care. In the end, on Friday March 8th, the final biennial General Fund budget was close to $3.8 billion – up approximately $100 million from the previous biennium. Deep ideological divides within the state’s dominant Republican Party drove much debate and show no signs of abating before next year’s general session.

Legislative staffers are among legislators’ most valuable assets and their appointment by legislators is strategic. Past research has focused on how legislative staffer appointments help legislators meet policy or constituency service goals. In this article I advance the literature by theorizing how minority staffers are utilized. I hypothesize, and show using novel data from the California State Assembly, that state legislators disproportionally place Hispanic and Asian American Pacific Islander staffers in constituency service positions. This may be done as an effort to provide a form of surrogate descriptive representation. Concerningly, because minority staffers are more likely to be placed in constituency service positions, minority staffers are less likely to be placed in policy orientated positions where they might have the most influence over substantive policymaking. This leads to a situation where minority staffers are placed in visible constituency service appointments but continue to be underrepresented in key policy appointments.

The global democratic recession of the past twenty years has been marked by numerous cases of elected leaders incrementally dismantling democracy through a steady centralization of power and undercutting of checks and balances—what political scientists label as executive aggrandizement. Under the second Donald Trump presidency, the United States is showing clear signs of following such a path, leading many commenters to draw arresting but often relatively glancing comparisons with other prominent recent cases of democratic erosion, like Hungary, India, Poland, and Türkiye. This paper examines U.S. political developments since the return of Trump to power in an in-depth, comparative light, seeking to illuminate the similarities and differences between the unfolding U.S. context and the experience of other troubled democracies. The paper establishes that the Trump administration’s overall political project conforms to the general model of executive aggrandizement, and is best understood as taking place at three interrelated levels: Establishing the president as supreme within the executive branch: Trump’s team seeks an extreme form of presidential concentration of power within the executive branch. It has weakened accountability institutions and regulations, tightened presidential control over independent agencies and the executive bureaucracy, decreased the political independence of the civil service, and purged perceived opponents from the branch. Making the executive branch dominant over other parts of government: The administration is forcefully seeking dominance over the judiciary, Congress, and states. It has defied court orders, criticized judicial rulings, and constrained individual judges. It has circumvented congressional policies and undermined its powers. And it has attacked and constrained state governments that do not align with administration policies. Weakening societal constraints on executive power: Trump has stymied civil society opposition by attacking independent media, punishing lawyers and law firms perceived to be oppositional, and constraining civic and educational organizations. His team has undermined vertical checks on the executive by weakening voting rights and the independence of election administration. Broadly, Trump is pursuing widespread retribution against perceived opponents and critics. The paper then compares the path of U.S. politics under Trump to seven other recent or ongoing cases of democratic backsliding—Brazil, Ecuador, El Salvador, Hungary, India, Poland, and Türkiye—highlighting distinctive features along three comparative dimensions: Focus: The Trump team’s agenda has several priorities that set it apart from other backsliding cases. These include its unique emphasis on intra-executive dominance, delegitimization rather than institutionalized attacks on horizontal checks, and coercive use of the robust federal funding ecosystem to pressure U.S. civil society. Rapidity: The administration has carried out its political program with striking speed. Compared to other backsliding cases, it has sought to centralize power with greater momentum and rapidity. And while other leaders often eroded democratic checks piece by piece, Trump’s team is working to weaken such checks across multiple levels all at once. Severity: The degree of democratic erosion in the United States is not yet as severe as that of most of its backsliding peers. The country has not yet seen the deep-rooted institutional changes that have characterized many of the comparative cases. And repressive measures like coercive force or criminalization have been limited by U.S. democratic norms and institutions. While some comfort can be taken from the fact that the relatively deeply rooted U.S. democratic norms and institutions compared to those in the other cases have resulted in a less institutionalized process of backsliding thus far, the distinctive speed and aggressiveness of Trump’s aggrandizement agenda is cause for serious concern. Numerous avenues and sources of resistance to democratic erosion continue to exist, but U.S. democracy is being put to the test as never before in the country’s modern history.

The article analyzes the influence of internal factors in the Central American integration crisis, based on Guatemalan politics and from a liberal intergovernmental approach. The results confirm the relationship between national preferences, some alignment with the preferences of partner states, and the results and effects of the process. For Guatemala, integration is an ideational commitment conditioned by the absence of negative externalities for the interests of governments and other key actors. National preferences limited the scope and determined the institutional design. The identity commitment and the creation of regional institutions seem to be insufficient for integration.

In partnership with Africa Development Solutions (ADS) Group, the Africa Center released a report on “Digital services for e-government: Opportunities for a future 2.5 billion African demographic market” by Atlantic Council, GeoTech Nonresident Senior Fellow, Nii Simmonds. This report argues that e-government solutions have the potential to revolutionize service delivery across the African continent. E-government services refers to the process of providing technology-enabled public services. With Africa’s population projected to reach 2.5 billion people by 2050, nearly one-quarter of the world’s population, countries like Egypt, Ethiopia, Nigeria, Kenya, and the Democratic Republic of Congo will need to strengthen their government and infrastructure to manage the administration of critical services. As the middle class continues to expand, so will the demand for access to everyday services such as healthcare, renewing a driver’s license, and filing tax returns. This report highlights the potential for growth in African markets through e-governance and the importance having strong policies and frameworks in place to secure data. Additionally, the report offers case studies on Estonia, Canada, and India, three countries that have made tremendous commitment to bridging the gap between citizens and government through digital service delivery. With key recommendations for institutions ranging from African governments and regional bodies to DFIs and private sector companies, it is clear that each have an important role to play in the digitization of public services in Africa.

Yang's research reveals that China's health decision-makers and experts had an excellent head start when they implemented a health emergency action program to respond to the outbreak at the end of December 2019. With granular detail and compelling immediacy, Yang investigates the political and bureaucratic processes that hindered information flows and sharing, as well as the cognitive framework that limited understanding of the virus's contagiousness and hampered effective decisions and enabled the outbreak to spiral out of control.

To what extent were internal wars in African countries after World War II conditioned by their limited levels of governmental entrenchment and statehood? This is the central issue guiding the following research, which focuses on African countries in the post-World War II period, a period in which the system of sovereign States — with its origins in modernity and formally in Europe with the Peace of Westphalia treaties of 1648 — reached the vast majority of the international system. To achieve this objective, the following article is structured as follows.The first section aims to present, in the first instance, empirical information about the relative weight that internal national wars had on the international system in general and in Africa in particular, followed by a presentation of the different propositions about the conditioning factors of this type of war in the international system and African States, and, finally, establish guiding hypotheses for the empirical research of the study. The second section describes the methodological project followed to test the hypo-theses defined in the first section. The third section presents the empirical results of the research and the data analysis. Finally, the article develops a conclusion that systematizes the main aspects of the study.

Tax evasion, trade misinvoicing and multinational companies’ efforts to avoid tax are important risks in the extractive sector, especially in developing countries, including Senegal. Senegal’s extractive governance arrangements are strong in many areas, including in preventing multinational tax avoidance. However, there is cause for concern in two areas: misinvoicing of international trade (imports and exports), and cost inflation by subcontractors in the extractive industries. Quantitative estimates of trade misinvoicing suggest the former is a significant problem for Senegal (including for its mining sector), which could lead to the loss of 1–3 percent of the country’s tax revenues. Authorities in Senegal should address such risks, especially before the country begins large-scale oil and gas production. Unless they do so, revenues from the country’s hydrocarbon resources will be at risk. Measures that Senegal can take include strengthening the tax authorities—especially customs and auditing accounts of extractive industry suppliers.

India, Bangladesh, and Pakistan have dominated the global ship recycling market in the 21st century. A recycled ship provides steel and other metals for industrial reuse. In addition to economic gains, ship recycling affects the environment and workers’ health. The article compares the changes in the policies of the governments of India, Bangladesh, and Pakistan regarding recycling shipyard operations from 2009-2022 in the context of international and EU law standards. It also shows the impact of international organizations, shipbuilding trade unions, Shipbreaking Platform non-governmental, Maersk shipping company, and Norway on the decisions of South Asian countries to make them ratify the Hong Kong International Convention for the Safe and Environmentally Sound Recycling of Ships. Analysis of the collected research material allows us to conclude that the governments of India, Bangladesh, and Pakistan have shown varying degrees of understanding of introducing legal regulations for safe ship recycling.

The West has been arguing for decades that the Developing World and Post-Soviet World should be democratic. It argues that democracy is the best form of government and that countries around the world should embrace democracy or face certain kinds of punishment such as a reduction in development aid. It is not the purpose of this paper to argue the benefits of democracy over other forms of government but instead to argue that, with democratic norms under attack in much of the West, that the West is no longer in a moral position to claim to be the promoters of democracy internationally. This paper will discuss events, laws, and actions by Western Countries that are inimical to democracy and argue that if the West wants to regain what it sees as the democratic moral high ground it must alter its policies to being more democratic itself.

Despite the increasing imperative for cross-provider collaboration, the quest for a truly “global” development paradigm remains elusive, marked by persistent divides between different types of development providers’ normative frameworks, models, experiences, capacities, and institutional allegiances. This paper explores the potential role of countries to act as bridges across these varying institutional, normative, or technical “distances” between providers. We begin by examining why, when, and under what conditions countries choose to act as bridges, given their differing capacities, credibility, knowledge, and willingness to act in the role. We then identify some common types and illustrative examples of bridging countries, including “dual donors,” “development experience” bridges, “political” bridges, and “geographic or cultural” bridges, and explore some of the most common types of actions that they can undertake. While all of these actions—whether joint project implementation, hosting forums, brokering agreements, or contributing to the creation of more inclusive norms and multilateral spaces— require some level of both political and technical commitment, they vary in terms of the level of ambition and mutual trust required to undertake action and therefore provide a broad range of options suited to a variety of contexts, agendas, and actors wishing to play a bridging role. Following a brief examination of the benefits and risks associated with bridging, the paper concludes with some policy recommendations for bridging countries that wish to approach this ambitious challenge more strategically.

From the very beginning of human civilization, the ones in power were impacted by the others, who tried to gain from a more favorable decision. In order to achieve that, one could have used the correct arguments based on rationality, which, for instance, could have had an economic background. That demands much effort, meaning we should know the person we are trying to convince, learn about the situation, and gather opinions, evidence, and all sorts of data that could be useful. Others could try something risky and illegal – all sorts of corruption, including bribes, embezzlement, nepotism, extortion, kickbacks, etc. The distinction between the two seems straightforward, but only on the surface. If we get deeper into the issue, things get way more complex, and we might find it difficult to draw a clear line since the gray zone keeps growing. The paper concentrates then on the joint history of corruption and lobbying to give us a broad picture of the issue. Secondly, various concepts of the definition are analyzed to understand where we are in terms of the search between the two phenomena. The article ends with conclusions and further research suggestions.

Although the phenomenon of corruption is sometimes viewed through the prism of legal or economic issues, at its core it is a social phenomenon. Contemporary studies on corruption draw attention to its relationship with the issue of trust. The typological model of the relationship between trust and corruption provided the analytical framework for the described studies. Relating the types of corruption to objects of trust creates a perspective in which the perception of corruption by officials is an area of particular interest. The described research presents the perception of various dimensions of political corruption by local government officials. The juxtaposition of the assessed corruption phenomena indicates their interconnectedness in the perception of the respondents, thereby emphasizing the importance of accountability of political authorities.

As the end of the first quarter of the 21st century approaches, the United States’ unique federalist system of government is increasingly relevant as it relates to national security and foreign affairs. The activities of federal, state, and local governments are increasingly intertwined with national security issues, which in modern history have been reserved for federal government leadership and responsibility. This trend is observable through the assertion of existing legal authorities by governors, legislative action taken by state legislators, and litigation driven by state attorneys general. There are two main ways that states are increasingly engaging in issues touching national security or foreign affairs. The first is by taking action that does or could potentially impact U.S. national security. This includes actions such as litigating against federal government border security and immigration policy implementation, more assertively exercising National Guard authorities to effectuate homeland security policies or conduct law enforcement activities, or engaging in international trade directly with foreign countries, for example during a global pandemic.1 A second method is by taking action in response to an actual or perceived national security threat. This includes actions such as banning state government employees’ access to TikTok, strengthening election security based on threats as reported by the intelligence community (IC), or limiting foreign investment in a state based on national security concerns.2 In short, the interplay between states and the federal government as it relates to national security is undergoing a shift. As Columbia law professor Matthew Waxman has observed, “The federalist macrostructure of our national security system has changed dramatically during the course of our history, and it will continue to evolve.”3 This trend of increasing federalism contrasts with developments during the second half of the 20th century through the early 21st century, a period characterized by tremendous growth in the federal government’s national security enterprise. Milestones from that era include the 1947 National Security Act, which established the Central Intelligence Agency (CIA), and the accompanying growth of the military and intelligence community enterprise. The post-9/11 era saw additional development, growth, and maturation of federal institutions engaged in national security. This era ushered in a new body of federal law and associated institutions created by those laws. These include the creation of the Department of Homeland Security (DHS), which concentrated the operations and activities of 22 agencies into one. It also led to the creation of the Office of the Director of National Intelligence (ODNI), which provides strategic direction, policy development, and management oversight to the other 17 elements of the intelligence community. Meanwhile, throughout this period, the courts afforded substantial deference to the federal government on national security issues and legal authorities.4 The activities of federal, state, and local governments are increasingly intertwined with national security issues, which in modern history have been reserved for federal government leadership and responsibility. This year, the Securing U.S. Democracy Initiative at the Center for a New American Security (CNAS) began analyzing the impact of increasing federalism on national security with the aim of developing recommendations that address certain practical aspects of this trend. Although there are a variety of areas where potential tensions lie at the intersection of state action and national security policymaking, this initial research report from the first year of work focuses on two specific aspects: (1) the assertion of National Guard authorities in a domestic protest scenario, and (2) the potential impact of a social media ban related to foreign malign influence on elections. A common thread through both subject areas includes a current and evolving national security threat of malign foreign influence. To examine these issues, the CNAS Securing U.S. Democracy Initiative developed and ran two scenario exercises in May 2024 to explore how a clash of legal authorities between the federal government and state governments might play out.5 Participants in the scenario exercises included former senior government officials who previously held roles such as agency heads and general counsels, a former member of Congress, former congressional chief counsels, former senior National Guard leadership and operational-level Guard personnel, a state-level former deputy secretary of state, and national and homeland security experts and practitioners. Many of the participants have held more than one professional position relevant to the issues explored in the exercises. The participants were charged with examining fictional scenarios set in October 2024, one month before the U.S. presidential election. The scenarios roughly assumed the real-world American political landscape as it existed in May 2024, which at that time included a president who was also the presumptive Democratic nominee seeking reelection in November. The governors represented in each exercise matched the political party governing that state in the real world. Accordingly, the Texas governor in Scenario 1 is a Republican; the California governor in Scenario 2 is a Democrat. This report provides background and analysis on potential tensions that can emerge between state action and national security decision-making in the context of two separate scenario exercises. The goal of the exercises was to better understand the dynamics and decision-making that might occur when state and federal officials disagree about a matter of national security.6 Participants were advised to consider constitutional, legal, and policy factors relevant to each scenario, and to make decisions based on the role to which they were assigned. This report summarizes these tailored exercises and provides insights that emerged from them. The report then provides policy recommendations intended to mitigate the tensions that the exercises suggest can arise when federal and state authorities diverge on issues of national security that were the subject of the scenarios.

This paper explores the prospect of saving the country much-needed revenue by reducing the number of ministries and ministers in government and exactly how this may be achieved. It is an uncomfortable fact that the current sovereign debt crisis in Ghana, the worst in the country since the year 2000, has visited severe economic hardship on the cizens. For 18 months beginning June, 2021, year-on-year rates of inflaon in the country have risen consistently, going from 40.4% in October, 2022, to 50.3% in November, 2022, and finally to 54.1% for December, 2022, according to the Ghana Stascal Service. This has highlighted the urgency of prudent management and fiscal discipline by the country's economic managers. In a situaon where the country's access to capital markets are closed, expenditure cuts are inevitable and the government must lead by example.

In 2019 Boris Johnson won an election promising to ‘get Brexit done’. Yet while the broad outlines of the UK’s long-term relationship with the EU may have been settled, ministers and officials are still grappling with the new demands Brexit has placed on the British state. This report assesses how, and how far, the UK state has adapted to Brexit. It examines how Brexit has changed the size and shape of the state, the new tasks, functions and policies it has to manage, and the impact on its relationships with key stakeholders. The report considers the degree to which policies and practice are now settled, with the right resources in place, and with the policy direction clear and roles and responsibilities well understood. It is based in part on interviews with people inside and outside government. The report finds a lack of strategic vision of what post-Brexit policymaking should look like, and that creating the post-Brexit state is still very much a work in progress.

Anticipation is growing for one of the most important events in Chinese politics this year. On June 27, General Secretary Xi Jinping chaired a meeting of the 24-man Politburo that announced the 20th Central Committee of the Chinese Communist Party (CCP) will hold its Third Plenum in Beijing on July 15–18. A plenum is a plenary meeting of the committee’s 205 members and 171 non-voting alternate members. The meeting is important because the Central Committee will issue an authoritative “decision” (jueding) that will guide policymaking for years to come. The document will center on “further comprehensively deepening reform and advancing Chinese-style modernization” amid concerns both at home and abroad about the Party’s ability to steward China’s economic, geopolitical, and social development. However, expectations should be modest. Historically, third plenums are often overrated as catalysts for transformational change and instead introduce plans that expand on existing policy themes. Xi’s first third plenum in 2013 appeared unusually ambitious, raising hopes for economic and political liberalization, but its true significance was in enabling Xi’s centralization of power. The policy signals for this month’s plenum suggest a strong emphasis on Xi’s goals of achieving technological self-reliance, addressing financial risks, streamlining central-local relations, and improving social welfare. There are also hints that Beijing may try to ease conditions for private firms and foreign investors in high-tech sectors, as well as efforts to enhance internal Party governance. Additionally, several previously sacked officials are expected to lose their seats on the Central Committee. This article analyzes the historical context, policy signals, personnel movements, and key documents related to the upcoming Third Plenum.

Inter-Korean relations, already bad, got worse in 2024. North Korea launched a bizarre new campaign, sending balloons bearing trash. South Korea reacted by fully suspending the already defunct North-South military pact and resuming propaganda broadcasts at the DMZ. In August, ROK President Yoon Suk Yeol announced a new policy of unification under liberal democracy, which despite offering dialogue left no place for the DPRK or Kim Jong Un. The latter took umbrage at Seoul for exaggerating flood casualties in the North, but offered no figure of his own. It is unclear whether North Korea has revised its constitution to declare South Korea irredeemably hostile, as no text has been published. In October the North blew up inter-Korean road and rail links. In December. Yoon blew up his own presidency by briefly declaring martial law, plunging South Korea into political chaos. As of now the North has not taken advantage of this.

Contestability -- the ability to effectively challenge a decision -- is critical to the implementation of fairness. In the context of governmental decision making about individuals, contestability is often constitutionally required as an element of due process; specific procedures may be required by state or federal law relevant to a particular program. In addition, contestability can be a valuable way to discover systemic errors, contributing to ongoing assessments and system improvement. On January 24-25, 2024, with support from the National Science Foundation and the William and Flora Hewlett Foundation, we convened a diverse group of government officials, representatives of leading technology companies, technology and policy experts from academia and the non-profit sector, advocates, and stakeholders for a workshop on advanced automated decision making, contestability, and the law. To what extent were internal wars in African countries after World War II conditioned by their limited levels of governmental entrenchment and statehood? This is the central issue guiding the following research, which focuses on African countries in the post-World War II period, a period in which the system of sovereign States — with its origins in modernity and formally in Europe with the Peace of Westphalia treaties of 1648 — reached the vast majority of the international system. To achieve this objective, the following article is structured as follows.The first section aims to present, in the first instance, empirical information about the relative weight that internal national wars had on the international system in general and in Africa in particular, followed by a presentation of the different propositions about the conditioning factors of this type of war in the international system and African States, and, finally, establish guiding hypotheses for the empirical research of the study. The second section describes the methodological project followed to test the hypo-theses defined in the first section. The third section presents the empirical results of the research and the data analysis. Finally, the article develops a conclusion that systematizes the main aspects of the study.

Last week, CIC released a major new joint report with Chatham House on aid to “politically-estranged” settings – countries where donor relations with national authorities are frayed or broken because of unconstitutional changes in government, internationally contested elections, and major sanctions. Development aid to these countries has been suspended or severely curtailed, often because of domestic pressures to disengage, leaving the problem to traditional humanitarian approaches. In this report, CIC and Chatham House argue that development engagement is needed, and outline the ways to do so without legitimizing unconstitutional regimes, in concertation with regional actors. 50. Equitable Sharing of Mining Profits: The Best Deal for Tanzania?

Tanzania’s unique approach to mining taxation, described as an equitable sharing of economic benefits between government and mining company according to a negotiated split, could leave the country shortchanged. Tanzanian citizens have access to the terms of only one profit-sharing deal, a 50-50 framework agreement for Barrick’s gold mines. The rest remain unpublished, despite laws that require the government to disclose deal terms. The Barrick deal predicates government revenues more heavily on mine profitability than a more typical regime, making these revenues more uncertain. This structure also increases the risk that companies may seek to avoid tax payments. Negotiating the split on a project-by-project basis, without any legal guardrails on the approach, increases the risks of corruption and unfavorable deal terms. The Tanzanian government could eliminate these risks by borrowing provisions from other countries that also require a specific government share of mine profits but take a different approach. However, unless the government has identified benefits from its current sharing mechanism that a more typical regime does not offer, it should not pursue a sharing mechanism and instead focus on improving the underlying regime, such as increasing its flexibility with regards to profits and reducing tax avoidance risks. To gain more trust from citizens, Tanzania’s government should explain how the mechanism works in existing deals.

Long-simmering tensions between Sudan’s two most powerful generals broke into open warfare on April 15. A series of ceasefires have failed, and fighting continues in the capital city, Khartoum, and in other areas throughout the country. Street protests in April 2019 prompted Sudan’s security services to oust the former dictator, Omar al-Bashir, and forced them to include civilians in the subsequent transitional government. Ever since, the United States has tried to help those civilians consolidate power.1 In October 2021, however, the two most senior generals in the transitional government—Lieutenant General Mohamed Hamdan Dagalo (usually known as “Hemeti”), leader of the Rapid Support Forces (RSF), and General Abdel Fattah al-Burhan, leader of the Sudanese Armed Forces (SAF)—forced the civilians out. Still, the United States supported negotiations between the junta and elements of the civilian protest movement until both generals’ desire for supreme power forced the confrontation that now threatens to dismember the country.

This article compares the foreign policy of the governments of Mauricio Macri in Argentina and Jair Bolsonaro in Brazil, based on the positions of the presidents and their representatives on three issues: 1) relations with the United States, 2) with China and 3) regional integration. We suggest that the Macri government has had to adapt its positions and discursive practices throughout its administration to national and international pressures. We understand that Jair Bolsonaro has adopted a similar stance in his foreign agenda and that his discourses, although strongly ideological, are opposed to more pragmatic actions, especially in the Brazilian economic and trade agendas, as in Argentina. The methodology used in this study is content analysis of speeches and reports from the Brazilian and Argentine foreign ministries, and the theoretical contributions of foreign policy analysis.

This working paper reviews the current housing crisis in China and explores the roles of supply-demand imbalances and local governments in the real estate sector. To prevent the housing downturn from further dragging down economic growth, Beijing suspended the financing restrictions on developers imposed in August 2020. These restrictions, known as the "three red lines" that limited new borrowing by developers, led Chinese property developers to default on a record number of debt obligations and triggered the most serious housing slump China has seen since 1998. The property sector saw its value added decline by more than 5 percent in 2022, even as the overall economy grew at 3 percent. But the current dynamics in the housing market reflect a repeated pattern: Loosening financing restrictions on developers and using housing as a macroeconomic stabilization tool risk reinforcing the boom-bust housing cycle. China's real estate sector is a systemic problem. Without serious reforms to address concerns such as supply-demand imbalances and local governments' deep connections with real estate, housing slumps like the one in 2022 may recur.

59. Frontline Functionaries in India: The Absent Policy

Abstract:
In the context of a high level of dissatisfaction with the delivery of government services in India, this paper traces the evolution of policy regarding key actors in this process— frontline functionaries or street-level bureaucrats. Frontline functionaries form a special subset of the bureaucracy as they come in close contact with citizens, and negotiate government policy with specific citizen needs. The paper provides a historical background illustrating the continuity of colonial era ideas with the current policy regarding frontline functionaries, and also examines it against broader developments in policy and the administrative structure. The policy regarding frontline functionaries is scrutinised against their three roles: as government employees, as professionals or skilled workers in specific fields, and as workers serving the community. The paper shows that frontline functionaries, only loosely connected to the government before colonization, subsequently became government employees, as the government sought to increase the efficiency of revenue collection from land and forests, and to maintain order. Because the colonial government minimized administrative costs, it paid frontline functionaries very poorly, placed them near the bottom of an extremely hierarchical bureaucratic structure and provided them with minimal promotion avenues. Frontline functionaries were not considered worthy of serious responsibility, expected to follow orders, had little education and training and were treated harshly by senior officials. Consequently, their performance was unsatisfactory. They were often corrupt and exploited the community.

This is a major problem that is stunting the development of these countries. Politics must be kept stable if society remains united and the government retains its legitimacy. It is necessary for a country's economy to thrive, society to come together, and rule of law to be upheld. The political system's stability has a direct impact on the nation and state-building processes. Political stability is essential for both of them to develop successfully. Political stability is crucial to the efficient running of government. Foreign diplomacy and international trade are both hampered by political instability because investors are reluctant to risk their money in countries with uncertain leadership. As a result of breakdown in law and order and rise in illicit activity, the public becomes increasingly worried and insecure when there is political insecurity in a country. Only political maturity and stability will be able to handle these challenges in the nation's best interests.

61. Farmer Movement Oversight of Mexican Government Agricultural Programs

In Mexico’s state of Guerrero, a broad-based, collaborative social accountability campaign led by a network of agrarian community leaders contributed to improving a large-scale free fertilizer program, targeted at smallholders. In 2019, the newly-elected federal government took over a state government subsidy program that had been synonymous with clientelism and corruption, promising to clean it up and include access to organic fertilizer. When the program’s historic deficiencies persisted during its first year of transition to federal management, farmers responded with widespread, confrontational protest. To address this chaotic situation, veteran activists and community leaders from across the state transformed protest into proposals, launching a participatory, statewide monitoring and advocacy campaign with the Guerrero Network of Ejido and Communal Commissioners. The campaign advocated for the validation of program beneficiary rosters in community assemblies, based on federal agrarian law, also using the official public information request system. It helped to ensure the distribution of fertilizer to smallholder farmers, reduced diversion of fertilizer for corrupt or electoral purposes, and promoted more inclusion of women and indigenous smallholders. Despite these achievements, the Network’s proposals for transparency, peasant participation, accountability, and agroecological transition were rejected by the government officials responsible for the fertilizer program. In response, the campaign coordinators shifted their focus to other government agricultural programs and coordinated with agrarian leaders in other states to launch their own advocacy platforms. This organizing process led to the second Agrarian Convention of Guerrero, which included participation of agrarian leaders from a dozen other states, followed by regional meetings and state conventions in half of the country’s states. On April 10, 2023, five thousand agrarian leaders gathered in Mexico City for the First National Agrarista Convention. Reflections on this experience include: The focus of the farmer oversight campaign on immediately felt needs generated social energy and inspired a new organizing strategy. The state-wide mobilization to promote better fertilizer delivery was grounded in revitalized civic life in historic local participatory governance institutions that were created following the Mexican Revolution. Elected leaders of these ejidos and agrarian communities gave the campaign both scale and legitimacy. Though mainly driven by grassroots organizing, the farmer oversight campaign also used technical open government tools. The campaign combined the monitoring of agricultural programs and local problem-solving with social mobilization, scaling up advocacy for greater recognition of peasant movement oversight to the national level.

62. The Horizontal Merger Efficiency Fallacy

The Department of Justice and Federal Trade Commission Merger Guidelines (the “Merger Guidelines”), including the much improved latest revision in 2023 (the “New Merger Guidelines”), have continued to perpetrate what we call in this paper the horizontal merger efficiency fallacy. The fallacy arises because in the Guidelines the term “efficiencies” has become unmoored from its foundations in economic theory and has been reduced to the business school construct of cost savings. We show that cost savings can only be considered universally socially beneficial by acceptance of what is termed “the Consumer Welfare Standard” (antitrust) or “the surplus theory of welfare” (economics), a theory that has been discredited and abandoned by welfare economists. In economic theory, efficiency means Pareto Efficiency. We explore the various attempts to tether the cost savings definition of efficiency to Pareto Efficiency and explain why these attempts have failed. We conclude that there is no sound way to theoretically reconcile cost savings with the economic meaning of efficiencies. We then move beyond the efficiency fallacy and show how modern welfare economics can be used to integrate Congressional antitrust goals into the New Merger Guidelines. This requires abandoning the unsupported “standard deduction” for efficiencies and replacing it with an evidence-based assessment of how a specific merger under review potentially impacts Congressional antitrust goals. This change renders the present efficiency rebuttal section of the New Merger Guidelines superfluous, and we provide specific reasons why this section as currently drafted is flawed and should be jettisoned.

Abstract:
The Seventh Dalai Lama’s residence at Gartar Monastery (Mgar thar dgon, མགར་ཐར་དགོན། ), beginning in 1730, greatly affected the relationship between the Kham region and the Tibetan government as well as the Qing court’s control over Kham. The Dalai Lama’s interactions with various indigenous leaders, local monasteries, monks and lay people increased the influence of the Geluk school in Kham, and also inspired their support for the Dalai Lama. Measures adopted by the Qing court to protect the Dalai Lama, such as stationing troops and inspecting check-points, also strengthened Qing control of Kham. After the Dalai Lama left for Tibet in 1735, Gartar Monastery continued to serve as a religious and cultural center of northern Kham, having the function of “civilizing” and “enlightening” the neighboring regions that were far away from the political center. Successive abbots of Gartar Monastery—all the way up to 1920—came from Drepung Monastery in Lhasa; they and the monks of Gartar influenced, interfered and controlled the local affairs of Gartar and other regions in Kham. In particular, in the late nineteenth and early twentieth centuries, Gartar Monastery, together with the Tibetan commissioner in Nyarong, was able to assist the Tibetan government’s efforts to extend its sphere of influence in Kham.

Abstract:
Iran was rocked by mass demonstrations triggered by the September 2022 death of Mahsa Amini — a young Kurdish woman — while in the custody of the Guidance Patrol (also known as the ‘morality police’) for allegedly violating the hijab dress code. Protests over the mandatory hijab rule soon coalesced around a wide range of grievances with the regime, with participants demanding protections for civil, political, and human rights and calling for an end to the Islamic Republic. Although street demonstrations have subsided for the time being, how the protest movement will evolve — and how it will impact the stability of the Islamic Republic — remains an open question. This report explores potential answers to this question by examining notable trends and implications of the wave of demonstrations that unfolded in the country between September and December 2022. It argues that several emerging aspects of the nationwide movement may pose a long-term challenge to the regime. The demonstrations following Amini’s death were not only unique in regard to their geographical spread and longevity, but also in the way they brought together different segments of society with both distinct and overlapping grievances. Moreover, amid a harsh crackdown by Iranian authorities, engagement in violence by demonstrators has trended upward: between mid-September and December 2022, ACLED records the highest number of violent demonstration events for any round of nationwide demonstrations in Iran since the beginning of data collection in 2016. The increased use of Molotov cocktails and the killing of dozens of security personnel are among the most significant trends in demonstration violence observed in the latest round of events. The demonstrations did not reach a critical mass necessary to pose an immediate threat to the survival of the regime. Yet, this latest round in a sequence of increasingly violent demonstrations is indicative of growing resentment in Iranian society against the ruling elites and a willingness to express it forcefully despite severe repression. As the regime refuses to reform, the growing frequency and intensity of demonstrations suggests that the government will find itself in an increasingly unstable domestic position and increasingly isolated in the international arena.

Youth continue to be worst affected by social and economic issues such as unemployment, substance abuse and violence (ILO, 2021; United Nations, 2011). South African youth are no exception to this claim, experiencing the world’s highest rate of unemployment as well as some of the highest rates of homicide and gender-based violence (Clifford, 2020; Rebello, 2021). These challenges have gained increased recognition from stakeholders, such as the South African government, with the Presidential Youth Employment Initiative representing one of many recent initiatives. This intervention brief aims to contribute to conversations around how to better address the challenges faced by South African youth. It builds on research conducted by the Centre for the Study of Violence and Reconciliation (CSVR), which focused on how public employment programmes, specifically the Community Work Programme (CWP), may contribute to youth social and economic inclusion, which may further assist in reducing the vulnerability of South African youth. This brief highlights how some youth have negative perceptions of the CWP, which primarily stem from the nature of the activities carried out by the CWP and a lack of accurate knowledge about the programme. Examples from four CWP sites highlight how youthoriented activities may attract greater interest in the programme among youth. It also highlights how youth have benefitted and can continue to benefit from the programme.

67. The Effects of Differential Exposure to COVID-19 on Educational Outcomes in Guatemala

Abstract:
This paper studies the effects of differential exposure to COVID-19 on educational outcomes in Guatemala. The government adopted a warning index (ranging from 0 to 10) to classify municipalities by infection rates in 2020, which was then used by the Ministry of Education in 2021 to establish a “stoplight” system for in-person instruction. Using administrative panel data for all students in Guatemala, the study employs a difference-in-differences strategy that leverages municipal differences over time in the warning index to estimate the effects of the pandemic on dropout, promotion, and school switching. The results show that municipalities with a higher warning index had significantly larger dropout, lower promotion rates, and a greater share of students switching from private to public schools. These effects were more pronounced during the first year of the pandemic. The findings show differential effects by the level of instruction, with greater losses for younger children in initial and primary education. The results are robust to specification choice, multiple hypothesis adjustments, and placebo experiments, suggesting that the pandemic has had heterogeneous consequences.

The transition towards a low-carbon economy is an epoch-defining goal. However, this transition develops following traditional patterns of business that are intrinsically environmentally harmful as they rest upon profit-oriented strategies of commodifying natural resources. By taking the anthropological notion of "corporate sovereignty", this contribution discusses the unsustainability of private corporates' property a-like structures of power over natural resources and frames them within forms of economic governmentality. The paper concludes by stressing the need for a cultural change to occur to back the transition towards a novel model of sustainable business, i.e. of "business within the Heart's limits".

Abstract:
The financial autonomy of Decentralized Territorial Collectivities (DTCs) is today considered as the foundation of local governance. It confers decision-making power in financial matters to municipalities and regions, as well as a certain level of independence in the management of the resources at their disposal. In Cameroon, the general principles of financial autonomy are defined in the law on the General Code of DTCs, in particular in the Fifth Book, which repeals the law establishing the financial regime of local authorities and that on the financial regime of the State. Thus, financial autonomy should enable DTCs to develop by using their own resources in improving the living conditions of their populations. Despite these powers, DTCs still depend for the most part on income from municipal taxes and income transferred by the State. However, DTCs in Cameroon have real economic and financial potential but not a degree of financial autonomy that would allow them to accelerate the development of their locality. This reflection is aimed at local elected officials, political authorities, government authorities and civil society, with the aim of examining the effectiveness of financial autonomy in the face of the economic and financial potential of DTCs and their ability to implement their own local development projects. This article relates financial autonomy and local governance, on the one hand, and shows how financial autonomy is a factor of valorization of local resources, on the other hand.

Be it from a common law or a special status, a regional and local authorities[1] resulting from the constitutional reform of January 18, 1996[2], has an administration in charge of instructing and implementing the decisions taken by its executive organs. Under the authority of a secretary general who is appointed by the President of the Republic[3], it is implemented according to the standard organisation set out in decree n°2021/742 of 28 December 2021. It should be noted that this important legal text taken in application of article 496 of law n°2019/024 of 24 December 2009 on the general code of regional and local authorities (hereafter CGCTD), has greatly contributed to the acceleration of the process of establishing the regions initiated by the elections of December 6, 2020. The configuration of the standard model of regional administration that it suggests, highlights a complex combination of structures with diverse functions, the articulation of which may vary from case to case. This organisational scheme reveals the extent of the tasks that a regional administration must undertake, but it is not easy to access. As such, it deserves to be explained. This note is intended for professionals in the field of decentralisation, researchers and citizens seeking information. More clearly, the aim is to inform the reader about the subtleties of the structuring of the regional administration. To achieve this, it relies on an interpretive approach to the texts, mainly, the law n°2019/024 of 24 December 2019, and the decree of 28 December 2021. After presenting the different structures of the regional administration (I), the text will dwell on their articulation (II).

73. New Standard Indicators for German Development Cooperation: How Useful are “Numbers at the Touch of a Button”?

For years, German development cooperation (GDC) has been striving to become more results-oriented. In 2022, the Federal Ministry for Economic Cooperation and Development (BMZ) took an important step in this direction by introducing 43 standard indicators. The aim was to aggregate development results across themes and countries in order to present them to the public. The BMZ hopes for more effective communication with Parliament (Bundestag) and the general public, as well as more coherent reporting by Germany’s two main implementing organisations, the GIZ (Gesellschaft für Internationale Zusammenarbeit – the German agency for international cooperation) and the development bank of the Kreditanstalt für Wiederaufbau (KfW). From an international vantage point, Germany needs to catch up in respect to results orientation. Other major actors, especially the United Kingdom, the United States and multilateral development banks, introduced compre-hensive reporting systems back in the 2010s. These organisations report on 20 to 50 standard indicators to demonstrate how their activities contribute to measurable results. On this basis, they communicate more coherently with the public. BMZ aims to create a similar basis for improved communication. In a participatory process – and jointly with the GIZ and the KfW development bank – the BMZ has formulated indicators that are equally suited to implementing organisations’ political priorities and their needs. The administrative burden of collecting the standard indicators is limited by leveraging existing data. In addition, the BMZ has set methodological standards whose obligatory use is intended to increase the quality of the data collected. However, the introduction of standard indicators also entails risks: They can set perverse incentives that encourage reporting on short-term results. Such reporting can lead to a neglect of long-term effects, which are more difficult to measure. Research also shows that indicators no longer fulfil their original purpose of providing neutral representations of change if they are used to exert political control. In addition, there are methodological challenges, such as double counting across different benchmarks, as well as concerns about unrealisable expectations. Overall, we assess the development and introduction of standard indicators in GDC positively. Yet, some important decisions are still pending. The level of detail at which the data will be shared among stakeholders and the public has yet to be determined. The quality of the data collected and the transparency of reporting will in turn determine what larger effects towards an improved results orientation of GDC can be achieved. In view of the decentralised and fragmented structure of GDC, especially regarding monitoring and evaluation systems, we hope that the new indicators can foster the harmonising of the reporting systems of the GIZ and the KfW development bank. The standard indicators can also help make GDC more transparent. We therefore recommend that all data collected be made publicly available. Finally, the integrative potential of standard indicators should be harnessed to improve the division of labour between the ministry and the two main implementing organisations towards becoming learning-oriented – both in the data collection process and during evaluation.

Vice President of India, Shri Jagdeep Dhankhar’s speech at the India International Centre on Constitution Day, 26 November 2022. When I look around, I see many whom I know, and many who know me. It is an absolute privilege to be on this impactful platform of the prestigious India International Centre (IIC). It is indeed my honour to address the august audience here on this momentous occasion of Constitution Day, and while we all are in the Amrit Kaal of our Independence. The IIC, of which I became a member in 1990, since its foundation days has been a significant epicentre of deep thoughts, constructive ideation, as also interactions and conversations on issues of national and international importance. There is national and global recognition and appreciation, and very rightly so, of the IIC as a conducive and engaging platform for thinking minds who are ever keen to reflect on momentous issues and those of great contemporaneous relevance. I am grateful to the IIC for enabling me to unfold my thoughts on this day on this platform. Best wishes and greetings to all of you and all the countrymen on Constitution Day. It was on this day in 1949 that Independent India laid the foundation for a new future for itself. Many in the world thought India would not last long. They wrote about it, reflected on it in the public domain. Yet, we have traversed for so long and we are in the 75th year of our Independence, as a shining star on the global horizon. This time Constitution Day is very special on this count also. The completion of 75 years for the mother of democracy, the largest democracy, is indeed a milestone. We can all be proud of it.

Abstract:
The COVID-19 pandemic has presented a clear threat to the lives of individual Albertans; together with the measures taken in response, it has posed a clear threat to their economic circumstances while uncovering existing social fissures in terms of the variable vulnerability of sub-populations to both the virus and those response measures. It qualifies as a significant security threat on these levels. In responding to this threat, the Alberta government marshalled its institutional resources and had to adapt them to circumstances of a scale and type last seen one hundred years ago. It had to do so under economic and political conditions that already presented significant challenges, and that were in some cases strongly exacerbated by its policy choices and their consequences. Finally, it had to do so in the face of strong, yet often contradictory, public pressures. These challenges and difficulties found in the microcosm of a single Canadian province in confronting a specific sort of problem may be of interest and use in considering the prospect, particularly of future, especially non-traditional, security challenges.

The celebration of seeming democratic density on the continent is understood against the background of the recent historical past where almost all the states in Africa were under the grip of either a military ruler, or an authoritarian one party despot. At the dawn of the new millennium, military coups and totalitarianism were releasing their grip on the continent as multi-party elections and electoral turnover gained momentum. Three major tipping points affecting the future of the country vitally kick into play at about the same time, no more than a few decades from now: • reversal of the (currently favourable) youthful demography of the country (by 2055 or so); • danger of calamitous climate change globally beginning to affect the Indian subcontinent harshly; • likely disruptive impact of mainstreaming of Artificial Intelligence (AI) on the socio-economic order (and therefore on political stability) as a result of robots surpassing human capabilities and replacing all human labour in repetitive and routine tasks. The prospect of large sections of society finding themselves free of want (basic survival needs) but idle, and therefore terribly distraught, in other words— an ‘unknown unknown’ that would beat the classical recipe for breeding a fair crop of devil’s workshops hands down. Especially so in conjunction with maturing and convergence of other fourth generation technologies (digital, nano, bio and machine learning) and increasing fusion of cyber and physical spaces. This essay, a strategic take on the overall Indian situation, is premised on the reading that the latter two of these mega challenges (which can, without exaggeration, be characterised as existential ones) cannot be addressed adequately in ‘business as usual’ (BAU) mode within the ambit of the existing organisational structures of over a century inherited by the Indian Republic from the colonial State. The likely sweeping, 360-degree impact of these overarching trends makes for urgent review of the machinery and mechanisms of the Indian State in a pragmatic, strategic mindset aimed at bracing up for the new challenges.

Too often viewed as a monolithic state, Nigeria has complex subnational governance systems that can have outsized impacts on its trajectory. The state is covered with a vibrant but frayed political quilt, consisting of three layers: the federal government in Abuja, thirty-six state governments, and 774 local governments. Frequently overlooked, Nigeria’s local governments are disproportionately important; if they functioned well, they would be best positioned to meet people’s basic needs and to build their resilience to cope with everyday challenges. In reality, however, “no local government [in Nigeria] works for the people.”1 Instead, “every household is its own local government,” sourcing its basic needs—water, electricity, education, and healthcare—however it can.2 Exhausted by local government kleptocracy—a system in which those who govern steal from the governed—Nigerians understand that they must fend for themselves. While local government corruption is a global problem not unique to Nigeria, it is nevertheless crucial to address. It fuels democratic backsliding, communal conflict, and poverty. By hurting governance outcomes at the subnational level, local government corruption is quietly hobbling Nigeria, Africa’s largest economy and most populous nation.

The United States and Chinese governments, for the foreseeable future, will have the resources to keep each other’s societies vulnerable to nuclear mass destruction. If these governments are not self-destructive, they will want to keep their competition from escalating into armed conflict that could lead to nuclear war. The constructs of strategic stability and mutual vulnerability can help significantly if both governments embrace them and interpret them similarly or even if the leaders of the two countries accurately understand how they differ in their perspectives on them. Unfortunately, to date, on these issues the United States and China are like a quarrelling married couple who tried therapy for one or two appointments, found it dissatisfying, and then alternated in making excuses for not trying again, perhaps with a different therapist or format. Each says they have tried and the other doesn’t listen or understand. Both suspect that the other isn’t saying what they really feel or want; what they really feel is hostility and distrust and what they really want is to get richer and more powerful without being hassled or attacked. It would be easier if they could just go their separate ways, but the property and wealth they depend on will be lost (or at least severely diminished) if they split up or do each other harm. This paper suggests that U.S. and allied interests require persistence in inviting China to dialogue on strategic stability; to demonstrate goodwill, the United States should acknowledge mutual vulnerability as a fact and necessary policy. The need for both moves is reflected in the fact that neither government has defined what it might mean by stability or mutual vulnerability. To help test intentions and prompt harder thinking, the paper plays the role of therapist and offers definitions of both concepts—strategic stability and mutual vulnerability—so that the two sides can critique them more freely and without recrimination. These definitions are broader and deeper than usual, reflecting the growing problem of managing escalation of conventional conflict to nuclear war, the scenario that drives U.S. and Chinese concerns and military posturing. Further, broader definitions are necessary to comprehend the dangers stemming from the entanglement of conventional, cyber, and nuclear weapons and command and control systems. The paper then sketches four benefits of declaring mutual vulnerability, contrary to opponents of the idea, before discussing steps that the United States and China could subsequently take to reflect and build each other’s confidence in such a policy. Finally, if perceived U.S. requirements in the future will be greater than the arsenal needed to deter or defeat Russia or China alone, how will Russia and China be persuaded not to try to build up to balance the additional U.S. force? In other words, if the United States is in two separate but interacting arms races (and deterrence relationships), how could each opponent (China and Russia) be persuaded to negotiate limits on their arsenal lower than the total the United States would insist on possessing to deter two nuclear opponents? Answers to these questions will affect strategic stability and mutual vulnerability of all parties but will take a long time to develop. To begin the process, the paper suggests asking Chinese leaders whether their silence on Putin’s nuclear first-use threats means that China has changed its own policy on nuclear use or that it never took a no-first-use policy seriously in the first place. Is China concerned that the capabilities that the United States and its allies may develop to strengthen defenses against Russia could be used against China too, and if so, might arms control be a wiser approach? Ultimately, the paper suggests that if China and the United States can sustain a process of serious dialogue, they will keep their relationship from worsening even if they cannot formally restrain their competition. And if dialogue leads one to ask the other for deeds to demonstrate goodwill, the paper has suggested some such deeds that could be undertaken with no security hazard and only slight political risk. No one should have the illusion that happiness is in this couple’s future. All this work would be to allow a nonviolent cohabitation that is better than the alternative of destitute divorce or murder-suicide.

This paper explores the link between trust in government, policy-making, and compliance. It focuses on a specific channel whereby citizens who are convinced that a policy is worthwhile are more motivated to comply with it. This in turn reduces the government’s cost of implementing a policy and may also increase the set of feasible policies. Thus, state capacity is greater when citizens trust their government. The paper discusses alternative approaches to modelling the origins of trust, especially the link to the design of political institutions. We then provide empirical evidence consistent with the model’s findings that compliance is increasing in trust using the Integrated Values Survey and voluntary compliance during COVID-19 in the UK. We also show that countries with high levels of citizen trust in government were more likely to implement policies requiring voluntary compliance during the COVID-19 pandemic. The paper suggests that trust in government can play a role in building and expanding state capacities.

82. Jawboning against Speech: How Government Bullying Shapes the Rules of Social Media

Over the past two decades, social media has drastically reduced the cost of speaking, allowing users the world over to publish with the push of a button. This amazing capability is limited by the fact that speakers do not own the platforms they increasingly rely on. If access to the platforms is withdrawn, speakers lose the reach that social media grants. In America, government censorship is limited by the First Amendment. Nevertheless, seizing upon the relationship between platforms and speakers, government officials increasingly demand that platforms refrain from publishing disfavored speech. They threaten platforms with punitive legislation, antitrust investigations, and prosecution. Government officials can use informal pressure — bullying, threatening, and cajoling — to sway the decisions of private platforms and limit the publication of disfavored speech. The use of this informal pressure, known as jawboning, is growing. Left unchecked, it threatens to become normalized as an extraconstitutional method of speech regulation. While courts have censured jawboning in other contexts, existing judicial remedies struggle to address social media jawboning. Amid the opacity and scale of social media moderation, government influence is difficult to detect or prevent. Ultimately, congressional rulemaking and the people’s selection of liberal, temperate officials remain the only reliable checks on this novel threat to free speech.

The United Arab Emirates (UAE) has exerted considerable influence in its region in recent years and has also been a major factor in U.S. foreign policy. The UAE military and its proxies fought for years in Yemen and still maintain significant influence there, despite a 2020 pledge to withdraw from the devastating conflict. The UAE and other Gulf states have normalized relations with Israel under the auspices of the Abraham Accords. The UAE also continues to receive billions of dollars worth of U.S. military equipment and weapons. On the soft power side, the UAE played host to World Expo 2020, also known as the Expo 2020 Dubai, a cultural event that brought together representatives from nearly every country in the world. A small army of U.S.–based lobbyists working on behalf of the UAE has played a role in all these events, and in nearly every aspect of U.S. foreign policy in the Middle East. Based on an exhaustive analysis of all Foreign Agents Registration Act (FARA) documents filed by organizations registered to work on behalf of UAE clients in 2020 and 2021, this brief offers a number of key findings regarding legal lobbying activities of the UAE in the United States.

When President Alpha Condé took office after Guinea’s first democratic election in 2010, he promised to reform the country’s mining sector. Following decades of sector mismanagement and corruption, Guinea introduced a new mining code in 2011 (later amended in 2013) and, in 2012, the government committed to implementing the Extractive Industries Transparency Initiative (EITI) Standard and reviewed 19 mining contracts signed by previous administrations. This reform effort precipitated a significant expansion of the industry: investments picked up and bauxite exports rose, and mining revenues grew. Despite progress, and because of the speed of mining expansion, communities in mining areas experienced increasingly negative impacts from the industry. Their interests went unaddressed; the government had been slow to implement key regulations aimed at protecting them. As a result, 2016 saw uprisings in key bauxite-producing areas. In addition, civil society engagement on extractive issues was weak and fragmented; citizens, activists and journalists lacked crucial information and were ill-equipped to engage on key governance issues.

The constitutionally groundless intervention of Indonesian government towards remittances-the financial outputs categorized as private transaction generated from Indonesian Migrant Workers (IMWs) abroad-has occurred since 1983 until the enactment of Law No. 18 Year 2017 on the protection of IMWs. This Law imposes obligations for local and central governments to conduct financial protection through remittance management by involving domestic and IMW`s placement state`s banks or non-bank financial institution. Given to the limited constitutional basis, private nature of remittances and conditional impact of IWM`s state of origin, this article discusses the limits of Indonesian government intervention in the management of migrants' remittances. This doctrinal legal research found that due to natural and technical restrictions, the government intervention is extremely limited.

Chinese citizens have high trust in their government is well documented. Recent data show that this remains true during the COVID-19 crisis. Nonetheless, a long-standing debate is whether Chinese trust in government is genuine or simply a reflection of political fear. To offer further insights, in this article I adopt a response pattern approach that shifts the focus from how much people trust (the level of trust) to how people trust (the pattern of trust). Analyzing data from multiple sources, I consider the homogeneity and heterogeneity in how political trust is expressed among diverse populations (e.g., children vs adults) and in different situations (e.g., taped vs. not taped). I identify ten specific patterns that consistently suggest Chinese trust in government may not be simply reduced to a misrepresentation out of political fear. This study illustrates that examining the often-overlooked patterns of how people express their attitudes within different segments of the population and in different contexts provides a means to test whether the expressed attitudes are fake or genuine. 88. Government Internet Shutdowns Are Changing. How Should Citizens and Democracies Respond?

Governments worldwide continue to deploy internet shutdowns and network disruptions to quell mass protests, forestall election losses, reinforce military coups, or cut off conflict areas from the outside world. Data from the past few years show that incidences of global shutdowns have remained steadily high: 196 documented incidents in 2018, 213 incidents in 2019, and 155 in 2020. The first five months of 2021 recorded fifty shutdown incidents.1 Government-instigated internet shutdowns largely took place in relation to five event types: mass demonstrations, military operations and coups, elections, communal violence and religious holidays, and school exams. As Clément Voule, the United Nations special rapporteur on the rights to freedom of peaceful assembly and of association, pointedly observes: “Shutdowns are lasting longer, becoming harder to detect and targeting particular social media and messaging applications and specific localities and communities.”2 Events in Russia have put a finer point on internet shutdown trends. On March 4, 2022, Roskomnadzor, the Russian internet regulator, announced that it would block Facebook and Twitter and would ban new uploads to TikTok.3 On March 14, it added Instagram to the banned list.4 Russian authorities have also restricted access to a slew of news websites, including the BBC, Deutsche Welle, Radio Free Europe/Radio Liberty, and Voice of America. Roskomnadzor claimed these measures were enacted in response to new limits imposed by platforms on Russian propaganda outlets—accusing Facebook of “discrimination.”5 The Kremlin’s crackdown is an ominous signal about where the shutdown struggle is headed in authoritarian countries. Despite these bleak trends, there is a growing international consensus—at least among liberal democracies—that protecting internet access is integrally linked to freedoms of expression and association and forms a crucial part of the global democracy and human rights agenda. This paper picks up on this emerging norm and probes several key questions: What can citizens do to evade authoritarian controls and regain internet access? How can democratic governments support these efforts and push back against governments that shut down and block the internet? The short answer is that there is a multitude of responses available to democracies and civil society organizations to push back against internet blackouts and network disruptions. Democracies can exert meaningful pressure against repressive governments to ease internet blocks, and citizens are able to exercise creative options to circumvent internet controls. The paper walks through different tools available to citizens to evade internet controls. It examines where internet shutdown trends are headed and incentives for particular regimes to adopt new modes of censorship. It then presents a multifaceted strategy for democracies, civil society organizations, and technology developers and companies to counter internet shutdowns.

Government effectiveness has played an important role in tackling the crisis caused by the coronavirus (COVID-19) pandemic. This paper discusses the different aspects of government effectiveness in explaining the variation in the COVID-19 confirmed cases and death levels in Viet Nam. We use the Provincial Governance and Public Administration Performance Index in 2019 to measure the quality of government effectiveness at the local level. The findings show the importance of health system capacity in the battle against COVID-19. We find that increased government transparency is significantly associated with lower confirmed rates. For the impact of the level of participation, we find that provinces that have higher quality of village head elections or where people have more opportunities to participate tend to have lower infected cases, especially where people participate in the formal and informal association and have voted in the National Assembly election.

98. Does the adoption of peer-to-government mobile payments improve tax revenue mobilization in developing countries?

Developing countries need to raise sufficient tax revenue to finance development. Revenue mobilization is often hampered by limited tax compliance, weak institutions, and technical problems with tax collection. One solution to these challenges is person-to-government (P2G) mobile phone payments, adopted in a number of developing countries since the early 2000s. This study assesses the causal effect of P2G adoption on tax revenue using propensity score matching. According to the matching estimates, countries that adopt P2G services experience a 1.2–1.3 percentage point boost in direct tax revenue as a share of GDP. P2G adoption increases revenue from both corporate and personal income taxes, with larger effects on the latter. The results remain robust to matching quality tests and alternative estimation methods, including function control, two-stage least squares, and system generalized method of moments. The average treatment effects are largest among lower-middle-income countries and countries characterized by limited tax compliance and corruption control, and by low levels of urbanization and domestic credit to the private sector. The findings suggest that developing countries, particularly those with poor institutions and low levels of financial inclusion, should promote the adoption and use of mobile money services for tax transactions.

Abstract:
Contrary to the government’s rhetoric about restrictive migration policy, Austria remains open to the settlement of people from outside the EU. The takeover of power by the Taliban in Afghanistan in the summer of 2021 and the intensifying crisis on the border between EU countries and Belarus stimulated the Austrian government in international forums in the field of migration. The prospects for cooperation with the V4 countries in this regard were heightened after interior minister Karl Nehammer was elevated to Chancellor.
