301. Mending fences: Europe’s stake in the Saudi-Iran detente

Abstract:: Saudi-Iran rivalry has long deepened conflict lines in the Middle East. But growing mutual vulnerabilities prompted a quiet rapprochement, culminating in the 2023 Beijing de-escalation agreement. While it hasn’t led to conflict resolution, this detente has helped contain regional escalation. Dialogue between Riyadh and Tehran remains frequent amid the Gaza crisis and could become even more important after the Israeli killing of Hizbullah’s leader, Hassan Nasrallah. Europeans should actively support Saudi-Iran engagement as a vital diplomatic path to regional stability, rather than viewing it as Iran’s attempt to evade US sanctions. If Iran’s new leadership is willing to engage in negotiations on the nuclear issue and other files, Europeans should see Saudi Arabia as a channel to help facilitate necessary economic relief to Iran as part of any new deal. Europeans could help both countries navigate tension around America’s regional involvement, ensuring Saudi-Israel normalisation does not undermine Saudi-Iran diplomacy. If Iran refuses to enter negotiations and relations with the West deteriorate further, Europeans should still consider Saudi Arabia as a valuable mediator between the West and Iran.

302. Aligned in the sand: How Europeans can help stabilise the Sahel

Abstract:: A decade of military, humanitarian, and developmental European interventions in the Sahelian states of Mali, Burkina Faso, and Niger have failed comprehensively. Coups have swept the region. Burkina Faso is close to complete collapse. Europe thus faces three openly antagonistic military juntas on its southern flank, which are cutting deals with rival outside powers like Russia. The combination of past failure, disinformation campaigns, and the wars in Gaza and Ukraine have scattered European states’ approaches in all directions. Some have walked away from the Sahel completely. Others have stayed but resisted cooperation with the Sahelian juntas. A few have sought to remain engaged. European governments should stay involved in the Sahel wherever possible. The region is part of Europe’s neighbourhood; rival outside powers have no qualms about mass human-rights abuses; and further disengagement will only open up new inroads for malign actors. For European governments, this means frankly acknowledging past failures in the Sahel, gathering behind a new strategy for engagement, and supporting Gulf of Guinea states. A particular focus should be funding anti-disinformation policies.

303. Trump’s tinderbox: US politics and the next war in the Balkans

Abstract:: Over recent years, Serbia’s government and Serb nationalists elsewhere in the Western Balkans have increased their revisionist agitation in the region. They recently adopted an “all-Serb declaration” that seeks to overturn the post-Dayton settlement in Bosnia and Herzegovina, and claims Kosovo as an inseparable part of Serbia. Though some international observers have criticised the Biden administration for its concessions to Aleksandar Vucic, Serbia’s president, it deserves credit for containing Belgrade’s ability to realise its ambitions and preventing two worst-case scenarios: the disintegration of the Bosnian state and armed escalation between Serbia and Kosovo. That fragile status-quo would come under significant threat from a new Trump presidency in the US. Among other risks, his second administration may seek to reverse sanctions that have constrained separatist appetites among Bosnian Serbs and to revive dangerous proposals for a Serbia-Kosovo land swap. Peace in the region is at stake. Particularly in the event of a Trump victory on 5 November, the EU should prepare a package of new deterrence mechanisms that it can apply in the Western Balkans independently from the US and spoiler member states like Hungary. And in either eventuality, it should take more responsibility for stabilising the region.

304. Material world: How Europe can compete with China in the race for Africa’s critical minerals

Abstract:: In the last two decades, China has come to dominate global supply chains for critical raw materials and the green energy and other technologies they enable. This increases competition and economic risks for Europe. In an effort to build CRM supply chains insulated from China, the EU has signed strategic partnerships with several politically friendly countries around the world, including in Africa. However, the EU will only realise its de-risking ambitions if the European private sector invests in CRM supply chains in partner countries in Africa and elsewhere. Yet the incentives for European companies to enter mining and processing operations in these markets are too weak. The example of Namibia shows that the EU’s strategic partnership with the country has borne little fruit – and may even be benefitting Chinese firms at European expense. To address this, the EU must enhance support to European companies to invest in securing access to critical raw materials. This should include new financial incentives and measures to protect against China manipulating prices on international markets.

Abstract:: Europeans often misunderstand Brazil, either assuming it should be an eager supporter of all Western initiatives or believing it has already aligned with an anti-Western bloc led by China and Russia. Both assumptions are wrong. In reality, Brazil enjoys living in an “à la carte world”, positioning itself as a key middle power in a multipolar landscape, as evidenced by its membership of both the G20 and BRICS, alongside a dominating regional role. However, growing geopolitical competition between the US and China, along with an increasingly hostile Russia, is narrowing the space for Brazil’s non-alignment. Donald Trump’s re-election will only complicate the matter further. Brazil’s foreign policy, which historically exhibited a strong sense of continuity, is also increasingly influenced by domestic political polarisation. Europe has strong cards to position itself as Brazil’s much-needed partner for decades to come, especially given their shared interest in promoting global multilateral cooperation. But first it must respect Brazil’s own needs and aspirations.

Abstract:: The Maghreb policies of the four most influential EU member states are diverging, driven by national politics and their interaction with developments in the region. Italy is pushing an ‘engagement-first’ strategy for Tunisia and building energy links with Algeria, while Spain has tilted strongly towards Morocco. France’s relations with Maghreb countries are complicated by historical legacies and regional expectations, Germany is pulling back as hopes for democratic reform have faded. These divisions risk allowing Maghreb leaders to set the agenda of relations with Europe, frustrating longer-term European interests in promoting stability, reform, and effective governance. A better European approach would use strong bilateral relationships as entry points to pursue a more coordinated policy, building on areas in which EU interests converge.

Abstract:: As Russia’s war on Ukraine approaches its second anniversary, the European Parliament and US presidential elections are also on the horizon. Against this backdrop, Vladimir Putin is banking on war fatigue in the West to help achieve a Russian victory. European public opinion can inform Europe’s leaders about how best to make the case to continue support for Ukraine in this difficult environment. Europeans seem pessimistic about Ukraine’s chances of winning the war, while a plurality think it will end in some kind of settlement. But most Europeans are not in the mood for appeasement either. They would be disappointed if Donald Trump were to be re-elected, and many believe his victory could also be a win for Putin. In most member states, a plurality would want Europe to maintain its current support or increase it in the event of the US scaling down its aid. Leaders in Ukraine and Europe need to adjust their language and define the meaning of a ‘durable peace’ to prevent Putin taking advantage of war fatigue.

308. Proxy battles: Iraq, Iran, and the turmoil in the Middle East

Abstract:: The war in Gaza has deepened the Middle East’s fault lines. Iran and its proxies and the US and Israel have engaged in a cycle of tit-for-tat attacks across the region, with the Israeli bombing of the Iranian consulate in Syria and Iran’s direct retaliation against Israel threatening to escalate into a regional war. Iraqi paramilitaries operating as part of Iran’s ‘axis of resistance’ have also attacked US forces in Iraq, who responded with reprisals of their own. This, and the increasing risk of a wider war, imperils the relative stability Iraq has enjoyed over the past few years and the country’s fledgling role as a regional mediator. Iran’s influence in Iraq increased following the US invasion of 2003 and the fall of Saddam Hussein – but their relationship is far from being a simple agent-proxy arrangement. Iran’s strongest influence is through its paramilitaries’ presence in Iraq’s security apparatus, but Iraq has also exhibited some political independence from its neighbour and maintains financial leverage over Iran. Europeans can help increase Iraq’s autonomy. In the economic sector, they should strengthen its financial institutions through global integration and digitisation. European countries can also work alongside Gulf states to broaden their ties with Iraq, including in foreign investment and a shift from a development or humanitarian aid framework towards normal bilateral ties. However, for any European policy to be successful in Iraq, it must be designed within a broader framework of ending the war in Gaza and resolving the Palestinian-Israeli conflict – without which the dangerous escalation across the Middle East may continue.

Abstract:: This study provides a comprehensive analysis of Türkiye’s decision-making processes in the context of the international ozone regime, particularly focusing on the country’s engagement in the Vienna Convention and the Montreal Protocol during the 1980s and early 1990s. Utilizing process tracing methodology and primary sources, and adopting an interest-based framework the research delves into Türkiye’s involvement and pinpoints the principal determinants of its international environmental policy. The study argues that Türkiye’s approach to environmental cooperation in the Convention and Protocol was shaped by the incentive and sanction provisions of the Montreal Protocol, efforts to align Türkiye’s commercial and political relations with the European Community, the growing involvement of Western countries in the agreements, and the potential environmental prestige gained from cooperative endeavors. The study emphasizes the trade provisions and Article 5 status within the Montreal Protocol, both of which played a critical role in influencing Türkiye’s policy choices. This significance primarily stems from the requirement for new calculations in abatement costs. It illuminates the causal links between specific design elements of the ozone regime and their impact on Türkiye’s policy decisions.

Abstract:: This study primarily aims to draw attention to the role of the European Union (EU) and the United States (US) in North Macedonia’s1 transition from a hybrid regime to a standard democracy from 2015 to the present. The stability of the country has been of paramount importance for the Western interests, thus the EU and US have continuously supported successive governments to uphold the de-facto powersharing system that prevailed since its independence in the early 1990s. By employing Levitsky and Way’s theoretical framework of linkage and leverage, this study aims to elucidate the decisive roles played by the EU and the US in cultivating the conditions necessitated for North Macedonia’s gradual democratic transition after 2015. To do this it addresses political developments in North Macedonia, discusses the problems that aroused during this transition period, which are inherited in a lack of democratic culture and widespread corruption, and finally, suggests that as the Macedonia example demonstrated, EU support and tutelage is critical during such challenging transitions.

Abstract:: By assuming a proactive role in international environmental regimes and extending the ‘green’ dimensions of its Belt and Road Initiative (BRI), China has been seeking to promote itself as a leader and responsible stakeholder in global environmental governance. This article examines this development concerning the notion of China’s ‘soft power’ and, more specifically, the notion of ‘green soft power’ – which aims to bridge the traditional concept of soft power with a state’s behavior on environmental and climate issues. China presents an interesting case since it has accrued a considerable amount of green soft power through its multilateral environmental diplomacy practiced at the Conferences of the Parties (COPs), the high-profile annual United Nations Climate Change Conferences, but its patchy deployment of environmental standards in the bilateral engagements under the BRI highlights the contradictions in referring to China as a green soft power. With these ideas in mind, this article holds that in the search to understand the evolving nature of China’s responsible stakeholder role, attention should be given to exploring the notion of green soft power.

Abstract:: Central Europe is associated with several cultural, economic, and geopolitical processes undergoing considerable intensification in the 21st century. The emergence of nationalist sentiment in this region of the continent coincides with it. This is particularly evident in countries politically dominated by radical right-wing ruling parties (e.g., Poland, Hungary), aiming to reshape the EU, opposing the system of liberal democracy in favor of social solidarity and a Europe of Homelands, rejecting the concepts of a federal Europe, and supporting the idea of national sovereignty. These concepts are taken up by conservative formations of a populist nature, which explain their activities with Eurorealism. The consequence of this policy is the emergence of new visions of Central Europe and the desire to increase the region’s role in international relations. An essential role in these processes is played by the politics of memory preferred by the ruling regimes.

Abstract:: The main aim of this paper is to find a pattern in the possible way the regional and global order interact with each other. To analyse the interaction, India and Indonesia are presented as the case studies. The rationale behind choosing India and Indonesia is, that both of them since their independence have had similar foreign policies and approaches to international order. On the other hand, both of the countries have been coined as the rising power in the current international relations. While the system-led analysis generalizes the top-to-bottom approach to explain the interaction between regional and global order, the increasing multiplicities in the distribution of power made it more difficult to simply generalise it. Thus, this article attempts to fill that gap.

316. Kursk Incursion Draws Delayed Response From Beijing

Abstract:: Official media in the People’s Republic of China (PRC) has finally begun to comment on the Ukrainian operation in Russia’s Kursk oblast, which began on August 6. It gives Ukraine low odds of success, emphasizes Russia’s strength and successes elsewhere in the conflict, and has started amplifying Russian propaganda about US involvement and potential Ukrainian attacks on the Kursk Nuclear Power Plant. For the two weeks after Ukrainian forces invaded Russia’s Kursk Oblast on August 6, PRC state media either ignored the developments or provided minimal reporting, mostly recycling statements from Russian officials and media. The PRC’s muted coverage follows a pattern of delayed responses to surprising events and volatile situations, also seen at the outbreak of the war and during Prigozhin’s mutiny in June 2023. This can be taken as evidence that authoritarian systems are not necessarily capable of responding quickly to developments, especially when decision making is highly centralized.

317. Cognitive Domain Operations Against Vietnam Hint at Broader Ambitions

Abstract:: Translation forms a crucial part of People’s Liberation Army (PLA)-directed research. This is done to support influence operations, enhance cooperation with the Russian military, and even understand US policy discussions on social media. Recent research from institutions such as the PLA Strategic Support Force’s (PLASSF) Information Engineering University indicates that the PLA can conduct cognitive domain operations against not just Taiwan or the United States, but almost anywhere—including authoritarian states such as Vietnam. The PLA has spent at least five years building corpora of foreign language texts to train machine translation tools, though the scarcity of quality resources has been an issue in creating useful tools. The extent to which LLMs will become an additional tool in this research is unclear. At least some PLA machine translation efforts rely on foreign open-source tools, such as Google Translate and DeepL.

Abstract:: The readout from the Central Foreign Affairs Work Conference (CFAWC) at the end of December indicated an emerging strategy of countering US leadership by mobilizing the support of Global South countries while dividing the West on contentious global issues. Recent changes in official discourse and new language that now forms part Xi’s messaging to visiting politicians makes clear Beijing’s enhanced conviction of the need to actively shape and influence world events. The CFAWC meeting signaled a turn away from the more abrasive forms of “wolf warrior” diplomacy. Xi’s desired shift in rhetoric does not mean that PRC diplomats will be less assertive in communicating their preferences overseas.

Abstract:: Over more than six decades, the relationship between Türkiye and the EU has undergone a profound transformation. Just 20 years ago, Türkiye had real aspirations to join the EU. Today, that prospect is a distant memory, and political relations between the two parties are at an all-time low. Despite the prevailing challenges and areas of divergent interests, Türkiye-EU relations continue to exert a significant influence on domestic and foreign policies across much of Europe, particularly with regard to trade, border management, and migration. While the United States may view ties with Türkiye as discretionary at times, for both Türkiye and the EU, engagement remains unavoidable. Furthermore, against a backdrop of geopolitical turmoil and regional instability, the imperative for robust dialogue and collaboration between the EU and Türkiye has never been more pressing. With Türkiye‘s accession process stalled and geopolitical tensions on the rise, the need to reinvigorate and strengthen diplomatic ties has become increasingly evident. From the enduring conflicts in Syria and Iraq to the evolving dynamics surrounding Russia‘s aggression towards Ukraine, the prevailing geopolitical context necessitates a coordinated approach between the two parties. This political report examines the potential for collaboration between Türkiye and the EU, defining the essential preconditions for such cooperation and elucidating its mutual benefits. It also assesses the obstacles that stand in the way of such cooperation and proposes a framework for foreign policy dialogue between Türkiye and the EU, incorporating the views of Türkiye, the EU, and the United States.

Abstract:: Japanese Prime Minister Fumio Kishida, in a January 2023 speech in Washington, DC, stressed that if the G7 countries and their developed-world peers neglect the “Global South”, “we will find ourselves in the minority and unable to resolve mounting policy issues.” These remarks set the stage for a major theme of Japan’s G7 presidency that year, during which Tokyo continued to highlight the importance of more “humility” to strengthen relations between the group’s members and the “Global South”. The G7 leaders’ communiqué at their May 2023 Hiroshima summit did not refer explicitly to the Global South—the United States and other nations did not necessarily share Japan’s preference for the term, which risks treating as monolithic an enormously diverse array of countries—but the document stressed the importance of addressing the needs of middle- and low-income states, including a commitment to “continued efforts to scale up official development assistance (ODA)” and to adopting “innovative financing mechanisms”. This emphasis on outreach to the developing countries assumed greater urgency following Russia’s invasion of Ukraine, when they were often reluctant to support Western efforts to isolate and punish the Kremlin for its aggression. Japan’s approach to the “Global South” is not merely rhetorical. The Kishida government inherited a long-standing approach to developing nations, particularly those in Asia, that seeks to leverage Japanese ODA and public and private investment. The approach has two goals: to promote growth and strengthen economic ties with developing countries, and to foster trust and political credibility that can be translated into influence. The strategy is shaped by Japan’s national interests but seeks to address developing countries’ economic needs without drawing them into an anti-Beijing bloc. The approach has worked well in Southeast Asia, where, thanks to decades of efforts by successive governments, Japan is viewed particularly favorably. Tokyo now appears increasingly determined to pursue the same strategy in other parts of the “Global South”, including South Asia, the Pacific island states, and, to a lesser extent, Africa and Latin America. As Japan’s G7 peers seek to undertake their own initiatives to improve relations with the “Global South”, the key principles and successes of the country’s policies are worth examining.

321. Next-Generation Perspectives on Taiwan: Insights from the 2024 Taiwan-US Policy Program

Abstract:: The papers in this compendium were written by 11 members of the 2024 Taiwan-US Policy Program (TUPP) delegation: Alicja Bachulska, Viking Bohman, Francesca Ghiretti, Heather Hwalek, Leland Lazarus, Lauren Racusin, Friso Stevens, Joshua Stone, Brian Volsky, Theresa Winter, Adrienne Wu. Transatlantic attention to Taiwan has surged in recent years for several reasons. First, Russia’s illegal invasion of Ukraine in February 2022 has led to increased concern in the United States and Europe that Beijing’s growing military capabilities and declining confidence in its ability to achieve peaceful reunification will soon lead the People’s Republic of China (PRC) to attempt a takeover of Taiwan by force. The cost of such a war would carry a price tag of around $10 trillion, equal to about 10% of global GDP, according to Bloomberg Economics, far higher than the economic impact of the 2008 global financial crisis, the COVID-19 pandemic, and the war in Ukraine. The devastating impact of a Taiwan Strait conflict has provided a wake-up call for leaders in Europe who now echo the Biden administration’s warnings to PRC leader Xi Jinping to refrain from using violence to change the status quo in the Taiwan Strait. In addition, Taiwan is now a regular agenda item in the US-EU Consultations on the Indo-Pacific and the US-EU Dialogue on China. Second, intensifying US-China strategic competition has increasingly focused on technology with chips at the center. Taiwan produces more than 60% of the world’s semiconductors and more than 90% of the most advanced ones. A single company, Taiwan Semiconductor Manufacturing Corporation (TSMC), manufactures most of those chips. Recognition of Taiwan’s dominant role in the semiconductor supply chain has provided another reason to bolster deterrence. It has also sparked interest in “friendshoring” and “onshoring” semiconductor manufacturing. TSMC plans to start production at its first fab in Arizona in 2025 and will break ground on another in Dresden at the end of 2024 with an estimated completion date of 2027. Recognizing the rising geopolitical risks and their own strategic dependencies, the United States and the EU have made building resilient supply chains a priority, especially in semiconductors. In its 2021 Indo-Pacific Strategy, Brussels explicitly committed the EU to engaging with Taiwan in creating resilient supply chains. Third, rising concern in the United States and Europe about election interference and disinformation have sparked interest in learning from Taiwan’s experience in combatting such threats. In the run-up to the January 13, 2024, presidential and legislative elections, PRC attempts to interfere in Taiwan’s politics surged to unprecedented levels through economic coercion, direct political meddling, displays of military force, and manipulation of social media. As the United States and many European countries prepare for their own national elections this year, they are engaging with experts from Taiwan to better understand PRC tactics and the tools that Taiwan successfully employed to counter PRC interference. Fourth, the United States and Europe increasingly recognize that Taiwan’s vibrant and successful democracy is under threat from an authoritarian regime. Taiwan has received high marks for protecting political rights and holding free and fair elections. Taiwan’s democratic achievements are even more impressive when set against the backdrop of a deterioration in freedom worldwide. Like other industrialized democracies, Taiwan faces a multitude of challenges that are especially difficult to address in the face of PRC efforts that prevent Taiwan’s government and its people from interacting with the world. Taiwan’s exclusion from international organizations also hampers the world’s ability to develop effective solutions to myriad problems. The Taiwan-US Policy Program (TUPP) was launched in 2017 to encourage young professionals from the United States to include Taiwan in their research and help Taipei expand its global networks. In 2022, TUPP was expanded to include young professionals from Europe in support of GMF’s mission of promoting transatlantic cooperation. TUPP enables future leaders to acquire a deeper understanding of Taiwan and its relations with the United States through meetings with officials and experts in Washington, DC, followed by a visit to Taiwan to gain first-hand exposure to its politics, culture, and history. Experiencing Taiwan influences how these future leaders approach their work and their writing. It impacts their worldview by imbuing them with an appreciation for Taiwan’s history and commitment to the principles of democracy and human rights that undergird the existing international order. It also reinforces the importance of maintaining robust bilateral relations and strengthening international support for maintaining peace and stability in the Taiwan Strait. The 2024 TUPP cohort traveled to Taiwan in February for an intense week of meetings and activities. Each participant gained insights into Taiwan and its role in their respective fields. This year’s delegation comprised five Americans and five Europeans. Over time, TUPP seeks to create a body of global experts with firsthand knowledge of Taiwan who support sustaining and expanding its international ties. I am grateful to the Henry Luce Foundation, the Global Taiwan Institute, and the Taiwan Foundation for Democracy for their support of this goal. The contributions here, written by the entire 2024 TUPP delegation, underscore the importance of deeper study and understanding of Taiwan. I sincerely hope that they stimulate continued transatlantic and global interest in Taiwan and its future.

322. The End of Russia’s “Unipolar Moment” in the South Caucasus

Abstract:: The war in Ukraine has exposed Russia’s weaknesses and ended its “unipolar moment” in the South Caucasus. This has affected the calculations of the three states in a region where Moscow traditionally had the upper hand over local and competing outside actors. Prior to the war, Russia had been able sustain its security, political, and economic leverage over Armenia, Azerbaijan, and Georgia, yet the extent of its influence varied over time and depending on the leadership in each country. Moscow was Armenia’s key ally, bringing the country into its security, political, and economic space. Russia also enjoyed close political and business ties with Azerbaijan, underpinned by shared authoritarianism. Baku joined the Commonwealth of Independent States (CIS) but stayed out of Russian-led security institutions. Moscow’s role in the Nagorno-Karabakh conflict gave it particular security leverage over Baku and Yerevan. Russia’s leverage with Georgia has fluctuated. The country joined the CIS but not other Russian-led organizations. Political ties started to erode in the early 2000s, especially following the 2003 Rose Revolution. The 2008 war weakened Russia’s leverage as Georgia left the CIS and cut diplomatic ties. Economic relations have improved since 2012 even as Tbilisi continued to seek EU and NATO membership. The war in Ukraine has weakened Russia’s sway over the region, accelerating what had started with the 2020 Nagorno-Karabakh War as Moscow sided with Azerbaijan rather than its treaty ally Armenia. This led to growing difference with Yerevan and convergence with Baku. Armenia is now looking for alternative security partners and engaging with the EU and the United States. Azerbaijan is taking advantage of Moscow’s focus on Ukraine to fully achieve its objectives, including the early departure of Russian peacekeepers from its territory. Georgia receiving EU candidate status could have reduced Russia’s leverage but its ruling party’s antidemocratic and anti-West turn keeps favoring Moscow’s influence. Western economic sanctions have further undermined Russia’s hold over the South Caucasus states: it needs them more to connect and trade with Asian markets. The new geo-economic reality favors the three countries and Moscow can now hardly use economic tools against them. Russia’s waning influence has made it one among other players in the South Caucasus. It can no longer ignore the role of China, the EU, Iran, Türkiye, and the United States there. The emerging geopolitical and geo-economic plurality in the region has made Armenia, Azerbaijan, and Georgia more daring and transactional in their engagement with all outside powers. This has implications for the three countries in terms of peace and security, democracy, and geopolitical orientation. Azerbaijan is likely to remain undemocratic and to keep engaging with all powers transactionally to maintain national and regime security. Armenia finds itself in a complicated state of insecurity that affects democratization and makes multi-alignment its default foreign policy orientation. Georgia, whose democratic decline is the result of its own politics, is likely to sustain its multi-aligned and transactional foreign policy posture if the current government stays in power, while an opposition victory in the coming elections might turn the country back to democracy and a West-oriented foreign policy.

Abstract:: The transatlantic partnership has long neglected structural weaknesses. Unless corrected, they could soon doom it. Download PDF 2025 will open a new chapter for the transatlantic relationship. The outcome of the US presidential election will accelerate ongoing changes in the country’s approach to Europe, while a rapidly shifting security environment will compel the partners to reform their alliance. The next year presents an important opportunity to do this, especially as the terms of the European Commission and the US president coincidentally align. When Joe Biden was elected four years ago, many European leaders expressed the hope that, in the president’s words, “the US is back” in the transatlantic relationship. The change of administration in Washington could have constituted an opportunity for the transatlantic partners to “seize the Biden moment”, but critical reforms never took place. Instead, the Democrat’s election relieved many European governments, prompting a continued reliance on muddling through critical challenges rather than developing European responses to them. The US administration, for its part, did not sufficiently pressure Europeans to play a greater role in world affairs. Russia’s invasion of Ukraine forced Europeans and the EU to respond with costly and unprecedented measures, but these policies remain to this day largely disconnected from a broader political discourse of the war as an “existential” threat to the future of the European project. Europe’s avoidance of such big-picture issues has negative implications for its ties to the United States. The current transatlantic relationship suffers from four major challenges that, unless tackled in the next four years, could lead, at best, to its dysfunction and, at worst, to its implosion. These challenges are: security-related structural problems, intra-alliance competition and policy toward China, a European gamble on time, and a widening power gap between the United States and Europe. Transatlantic Security Reform: Ukraine Has Muted The Debate The swift, coordinated, and strong reaction of the United States and Europe to the war in Ukraine is undoubtedly the most significant moment of transatlantic unity in recent years. US military and strategic leadership, and Biden’s personal involvement in overcoming Congressional resistance to supporting Ukraine, will constitute the cornerstones of his legacy in Europe. The continent has also done its part, providing significant military and humanitarian support—at times even surpassing that from the United States. All this has brought the transatlantic partners closer together while bolstering public approval of NATO. Sustaining unity on Ukraine, although an outstanding diplomatic and political success, has, however, overshadowed a more complex picture of the transatlantic relationship. The war’s outbreak put American security guarantees for Europe in the spotlight, but more contentious policy issues have been neglected. Prioritizing Ukraine over other aspects of the transatlantic relationship was justified, but it prevented the allies from preparing for potential future crises. This is unsustainable and dangerous. Persistent security-related structural problems may seem paradoxical. After all, 23 of the 32 NATO allies finally invested, as pledged a decade earlier, at least 2% of GDP in defense in 2024. The EU has also stepped up its efforts in this area. Nevertheless, two underlying problems fester. First, Europe’s chronic capability shortage means the United States still contributes more than 65% of the NATO allies’ total defense spending and 38% of their military personnel. NATO’s so-called European pillar remains underdeveloped, and Europe cannot defend itself on its own. Second, European and transatlantic security suffers from a lack of imagination. The Biden administration has demonstrated that it can defend the European security order, and Europeans have unquestionably overcome many political taboos to support Ukraine, but policymakers on both sides of the Atlantic have been unable, or unwilling, to develop a vision for a needed new security order. A post-Cold War approach to alliance management has led the Biden administration and many European allies to preserve a form of status quo while the world undergoes considerable change. At the same time, there remains in certain political circles a desire to recreate the prewar relationship with Moscow, especially as a chronic lack of political leadership in key Western capitals impedes the development of an ambitious strategic agenda. Transatlantic leaders have repeatedly and rightly stated that Ukrainians will decide when they stop fighting, but this stance hides the lack of transatlantic consensus on a postwar European order.

But while the eyes of the world are drawn to the Middle East, Russian President Vladimir Putin has been working in the background to expand Russia’s influence in Africa. His tactics are drawn from the Soviet Union’s Cold War playbook. He offers military support, now via the mercenary Wagner Group, to unstable regimes across the continent, helping them retain power in exchange for diplomatic allegiance and natural resources. If the US does not meet this issue head-on, the consequences for African nations and the international community could be dire. US policymakers should look at the history of the Soviet Union’s diplomacy on the African continent– a period I witnessed personally as a diplomat on the ground– for clues on how to effectively respond to and combat this growing issue.

329. The Modest Geopolitical Case for Pakistan

Abstract:: Pakistan is no longer an imperative for the United States. With the withdrawal of American troops from Afghanistan and the fall of the Afghan government in August 2021, our critical need for Pakistan as the only reliable land and air route into that landlocked country has all but ended. The US embassy in Islamabad is working admirably with Pakistan authorities to ensure that Pakistan remains a viable exit route for the Afghan allies for whom we seek to provide refuge, but the daily necessity of Pakistan to supply our troops, diplomats, and development officers is over. Conversely, we are no longer compelled to engage Pakistan in the vain hope it will eliminate the sanctuary it long provided the Taliban. It never did, and the Afghan Taliban’s victory owes as much to the safe haven that Pakistan gave it as it does to the corrupted Afghan state that our overabundance of dollars helped create. After the United States’ humiliating exit from Kabul, there is an understandable impulse in Washington to wash our hands of the uncomfortable and often morally compromised relationship with Pakistan. We no longer need much from Islamabad (or Rawalpindi, the Army’s headquarters), and we have a seemingly more important relationship to build with Pakistan’s archrival India. But turning our backs on Pakistan is the wrong play. To date, the Biden administration has authorized some valuable diplomatic reengagement with Pakistan, cleared a sustainment package for previous Pakistan military purchases, and sent generous assistance in response to 2022 flooding. But the White House has not offered high-level engagement. In Washington corridors, there is a clear sense that the White House is Pakistan-skeptical.

330. Has NATO Enlargement Enhanced US National Security?

Abstract:: What effect has NATO enlargement had on US national security? Few issues have been as central to US foreign policy over the last three decades. Since the mid 1990s, a bipartisan foreign policy consensus has held that enlarging the alliance was critical to US national security and the only practical manner of consolidating what President Clinton termed a Europe “whole, free, and at peace.” This position is so well-established in the United States’ political culture that several rounds of NATO expansion proceeded without meaningful debate in the US Senate. Indeed, occasional efforts by some policymakers to question the merits of enlargement have been met with accusations of isolationism, or of “working for Vladimir Putin”. By this logic, not only does US national security benefit from an enlarged NATO, but were the United States to stop expanding NATO the sky would be likely to fall. In contrast, this paper makes the case that NATO expansion has been a net loss to US national security and ought not to continue. Note that I focus on US national security, not whether enlargement may have benefitted other actors. Drawing on over a decade of archival research into the origins and consequences of enlargement, I advance three specific arguments. First, claims that NATO benefitted US national security by anchoring the alliance, ensuring the stability of Central and Eastern Europe (CEE), and promoting democracy are almost certainly overstated. Instead – second – the alliance has generated a host of problems for the United States by encouraging allied cheap riding and reckless driving, limiting US strategic flexibility, and contributing to the collapse of relations with Moscow. As a result, future enlargement to states such as Ukraine is not in the United States’ interest. The remainder of this essay proceeds in three sections. First, I review and critically evaluate the purported benefits of NATO enlargement. From there, I discuss the variety of problems enlargement has posed to US national security. In both of these sections, I pay particular attention to the consequences of enlargement itself and to how alternative policy options may have affected US interests. I conclude by briefly reflecting on the future of enlargement at a time when Ukrainian accession in particular dominates policy debates.

It is the most retail of a diplomat’s responsibilities. American consulates in Mexico do a lot of this sort of business, what with the flood of American tourists seeking foreign exotica across the border.

Abstract:: At a recent event to launch Diplomatic Tradecraft, a book that discusses the day-to-day aspects of diplomacy, a colleague took me to task for saying that “diplomatic receptions are for work, not for fun” to illustrate that the public doesn’t understand what diplomats really do. My colleague said that he “looked forward to these events for the networking opportunities they gave him.” I didn’t make a point of it at the time, but he and I said essentially the same thing, just from different perspectives. To be perfectly transparent, I probably could have stated my position with much more clarity. I am one of those people who does not enjoy attending crowded functions and listening to long, boring speeches on the off chance that something of importance might inadvertently (or deliberately) be said, while at the same time making nice, often with people who would not be on my A-list for socializing. My long-time colleague, on the other hand, is a much more gregarious and outgoing type.

Abstract:: Speaking to the Russian Presidential Security Council on Sept 25, 2024, Vladimir Putin asserted that “Aggression against Russia by any non-nuclear state… supported by a nuclear power should be treated as their joint attack.” But what does this imply for the Ukraine war and more generally? Although the announcement reaffirms several long-standing provisions of Russian nuclear weapon doctrine, it does add something new and portentous. It asserts that Russia may reply to a massive aerial attack on the homeland while it is underway even if the attack is purely conventional. The perceived “massiveness” of the attack is held practically speaking to be equivalent to an existential attack. The new view may also imply that such an attack by Ukraine would be considered a joint UA-NATO attack and possibly warrant a similar response.

If you see something you want to do, an opportunity… I was at the Council on Foreign Relations, and I heard about a trip to Hungary, and this was in 1989, and the Wall had just come down, and I was really junior, and I just asked. I said, “Look, I speak fluent Hungarian; maybe you can use me as your rapporteur on this trip.” And in fact, the first time I asked, the Vice President said, “Oh, I don’t know if we have the money.” So I did some quick calculations because I knew at the time that a charter flight to Hungary was like $600, or something, round-trip from New York. So I said, “Well, I’ll pay my airfare.” It is a good thing I didn’t offer to pay for the hotel because they stayed in quite a swanky hotel. But the lesson I learned was: Oh my god! You have to ask! So, I think always ask and be open to opportunities. You can’t plan your career. I had this hokey calendar growing up with little phrases. One that always stuck with me was, “Luck is where preparation meets opportunity.” You’re getting prepared at Fletcher, and then your luck is going to be when you’re already prepared, and some opportunity comes along. You can take that opportunity because you’re prepared and because you have the guts to take it.

337. The Problem with Power: Taiwan in the Era of Great Power Competition

Abstract:: The United States and the PRC hold opposing positions on the “Taiwan Question.” The 1979 Taiwan Relations Act affirms U.S. commitment to Taiwan’s defense by providing weapons and services to promote Taiwan’s self-defense capability.” The Act also considers “any effort to determine the future of Taiwan by other than peaceful means...a threat to the peace and security of the Western Pacific area and of grave concern to the United States.” Conversely, the PRC emphasizes that Taiwan “reunification” is a strategic priority that “cannot be dragged on generation after generation.” At the 20th National Congress of the Chinese Communist Party (CCP), PRC President Xi Jinping stated, “We will continue to strive for peaceful reunification… but we will never promise to renounce the use of force.” Despite the PRC’s coercive behavior and sharpened rhetoric, Taiwan refuses to accept “reunification” under the PRC’s proposed “One Country, Two Systems” model. Nevertheless, the United States and the PRC both discourage Taiwan’s independence. Both states understand that if Taiwan were to formally declare independence, it would compel both parties to respond, potentially escalating towards military conflict. By attempting to influence Taiwan’s behavior, both great powers implicitly recognize Taiwan’s role in making or breaking their respective strategies. In this way, Taiwan maintains a powerful point of leverage in the “Triangular Relationship,” as it could take actions that trigger future conflict between the United States and the PRC.

Abstract:: Despite the welcome news on Sweden, the old Turkey is not coming back, but Erdogan’s apparent shift to legacy-building mode will give Washington opportunities to leverage his influence abroad. On January 23, Turkey’s parliament ratified Sweden’s accession to NATO, opening the path for Stockholm’s eventual membership in the alliance. The Biden administration attaches great importance to NATO expansion amid Russia’s aggression against Ukraine, and while the Swedish membership bid must still await a vote by Hungary’s parliament, Turkey’s decision is a major step forward. Previously, Ankara had held off greenlighting Stockholm’s application for nearly two years after it was submitted in May 2022, and the issue became symbolic of deeper dysfunction in U.S.-Turkish ties. This week’s parliamentary vote promises to end that epoch, giving both Washington and Ankara an opportunity to chart a new course even as other differences persist.

Abstract:: While Iranian officials acknowledge the significance of cyber tools and AI for foreign policy, they are acutely aware of the country’s financial and scientific limitations. Discussions and debates surrounding the utilization and significance of cyberspace and artificial intelligence in Iran primarily revolve around two key perspectives: viewing them as integral components of national security strategy, and understanding cyber capabilities and AI as essential tools for safeguarding national interests. Within the context of Tehran’s extensively publicized forward defense doctrine, it is reasonable to expect that Tehran would develop (AI assisted) offensive cyber capabilities, allowing it to infiltrate its adversaries’ systems and execute preemptive actions against perceived threats. A critical prerequisite for doing so, in turn, would be to put in place robust surveillance capabilities which can alarm the officials of any potential incoming attack. However, available evidence suggests a dire lack of such capabilities not least because Iran’s critical infrastructure has been the target of frequent cyberattacks, allegedly originating from Israel.

Abstract:: Washington can demonstrate its decisive edge in areas like climate change remediation and economic development, while highlighting the many dangers posed by partnership with Russia and China. This week, Tunisia’s President Kais Saied will be among the leaders attending the tenth China–Arab States Cooperation Forum in Beijing. The event deserves U.S. attention, even as foreign policy minds remain focused on Ukraine and Gaza, because North African countries are strategically significant to U.S. defense and economic interests. Viewed through the lens of great power competition, China generally advances its economic interests by developing local infrastructure (e.g., ports), whereas the other main U.S. competitor—Russia—favors a security-based approach, supporting whatever actor it believes will help advance its goals (e.g., Gen. Khalifa Haftar in Libya). Such inroads threaten American interests and require responses that address the region both holistically and state-by-state. In this Policy Note, five experts argue for more robust U.S. engagement in North Africa against the anti-liberal designs of Beijing and Moscow. An effective approach, they contend, would amplify the benefits of cooperation in areas like climate change remediation and economic development, while highlighting the dangers posed by America’s rivals to national growth, freedom, and—especially in the case of China—sovereignty.

Abstract:: Amid growing pressure to dissolve the coalition and withdraw troops, the United States and its partners should continue pursuing good relations with Baghdad—but this time with a lighter footprint and increased regional cooperation. At Baghdad’s request, the UN Assistance Mission for Iraq (UNAMI) has been ordered to cease operations in December 2025, following a previous decision to shut down the UN team charged with investigating the Islamic State’s crimes in Iraq (UNITAD). Meanwhile, Baghdad plans to close the country’s remaining camps for internally displaced persons (IDPs), first opened at the height of the war against IS. More broadly, it seeks to normalize its diplomatic activism in the region, which recently included mediating rapprochement talks between Turkey and the Syrian regime. Despite the international support and military cooperation that have defined Western relations with Iraq in the post-Saddam era, Baghdad has begun to reevaluate longstanding arrangements. Washington and its partners should follow suit, scrutinizing the current basis of relations with Iraq amid changes in the local and regional environment, while simultaneously preserving the relationship's most beneficial aspects.

344. Renavigating a Soft Power Relationship Between the West and Tunisia

Abstract:: Without a sea change, U.S. and European soft power will continue to erode in Tunisia at a moment of increasing crisis for the country. For decades, Tunisians have viewed their country’s relationship with the West as a relationship built on a sense of mutual alliance. Tunisia has long seen itself as a vital ally for both the United States and Europe; in 2012 a host of bilateral and multilateral agreements solidified the economic and political ties between Tunisia and Europe, and in 2015 Washington deemed Tunisia a Major Non-NATO Ally. These relationships span much of the past century; aside from being under French and Italian control during the colonial period, Tunisia became a key site of conflict in the North African theater during World War II, when Allied forces eventually broke into the Italian peninsula from the south. And for many Tunisians coming of age in the 1990s, the United States was seen as the ideal model of a superpower. Despite these deep ties between Tunisia and the West, the true nature of the country’s relationship with the United States and Europe continues to be unclear and ever-changing. However, geopolitical shifts and harsh realities have snuffed out that once-bright optimism. In Tunisia, the recent actions of the United States in the region have damaged its reputation, perhaps irreparably. This was evident in the United States' stance on the ongoing war in Gaza since last October, where it did not intervene effectively to stop the war using its diplomatic leverage. Moreover China, Russia, and other powers are steadily making economic and political inroads at the expense of the United States and Europe.

Abstract:: The true U.S. strategy debate in the Middle East is not about whether we should stay or go; it’s about how to continue advancing the interests pursued by successive administrations even as hostile competitors and unresolved threats combine to throw U.S. regional policy off balance. By the end of the 2010s, two points of broad foreign policy consensus prevailed among Republicans and Democrats: The United States should not fight any more wars like Iraq, and the United States must shift to a focus on the Indo-Pacific given the threatening implications of China’s rise and demonstrated desire for hegemony in Asia. Both points seemed to imply a diminished U.S. commitment to the Middle East. Now, however, this consensus has evolved. American policymakers have arrived at the conclusion that strategic competition with China and Russia is global in scope, and the Middle East has a key role to play in it. That great power competition should draw the United States into—rather than out of—the Middle East is no historical anomaly. America was deeply engaged in the Middle East long before the Iraq War and the Global War on Terror. This engagement came not despite but because of the need to counter our great power competitor, the Soviet Union, which American policymakers worried might dominate the region’s resources and exert undue influence over its governance. Today, America’s competitors are once again contending for Middle Eastern influence. What’s more, unlike during the Cold War, the Middle East in turn is influencing events well beyond its boundaries...

346. Turkey Wants to Stitch Iraq and Syria Back Together (Part 2)

Abstract:: Ankara’s push for “soft recentralization” in Iraq will likely include more intensive efforts to establish the Development Road and prioritize Baghdad’s interests, though without abandoning the Kurdistan Region. As discussed in Part 1 of this PolicyWatch, Turkey’s Syria strategy is rather circuitous, potentially involving simultaneous negotiations with the Assad regime and the United States while running the risk of damaging relations with Washington if the two governments fail to coordinate their moves. In contrast, Ankara’s Iraq strategy—which boils down to promoting Turkish money over Iranian guns—is more straightforward and likely to receive U.S. backing. To this end, Ankara has conceived the Development Road, a proposed trade network that would run across Iraq and Turkey, connecting Asian and European markets via the Indian Ocean and Mediterranean Sea. Initially, the project ran counter to the India-Middle East-Europe Economic Corridor (IMEC), a U.S.-proposed route stretching from India through the Arabian Peninsula and Levant to Europe. Yet the Gaza war and ongoing Houthi maritime attacks have raised security concerns about commercial shipping through the Red Sea, suddenly boosting the prospects of the Development Road at IMEC’s expense. With Gulf money behind the project, Turkish policymakers predict the Development Road’s initial routes could open as early as 2027. Washington should consider throwing its support behind this initiative as well, particularly if it needs to counterbalance Iranian influence in Baghdad following a full or partial U.S. withdrawal from Iraq.

347. Supporting the SDF in Post-Assad Syria

Abstract:: To preserve its only reliable and capable partner in the fight against the Islamic State, the United States must help the SDF deter HTS and fend off Turkey-backed militias. Bashar al-Assad’s fall has quickly changed the map of Syria. While the jihadist group Hayat Tahrir al-Sham (HTS) and its allies swept out of their base in Idlib to seize major regime strongholds en route to the capital, other opposition groups moved to take territory in the southeastern provinces of Deraa and Quneitra. In the central and southern Badia desert region, the U.S.-backed opposition faction Maghawir al-Thawra has expanded its control around the American garrison at al-Tanf. Remnants of the Islamic State (IS) prowl the desert too, liable to strike at any moment. And in the northeast, the U.S.-backed, Kurdish-led Syrian Democratic Forces (SDF) moved deeper into Raqqa but lost ground in Tal Rifaat and Manbij due to advances by the Syrian National Army (SNA), the local coalition of Turkey-backed militias. At this fragile moment, U.S. officials must reassess the SDF’s needs to ensure it has the support required to continue the mission that brought the two partners together in the first place—the shared fight against IS, which now includes defending the many northeastern detention facilities that hold thousands of IS members and supporters. This task also entails keeping SNA militias at bay and ensuring that the SDF is prepared to face a renewed HTS offensive if the jihadists decide to push into the northeast.

348. Washington Returns to Damascus with High Stakes for Syria’s Transition

Abstract:: The delegation’s findings on key political and security issues will have a major impact on future U.S. engagement with Syria’s new leaders, including the decision on whether or not to remove sanctions. For the first time since October 2011, when Ambassador Robert Ford was pulled from Syria amid U.S. concerns about the Assad regime’s crackdown on protesters, Washington is back in Damascus—this time to engage with the new transitional government led by rebel group Hayat Tahrir al-Sham (HTS). Earlier today, U.S. officials met with HTS leader Abu Mohammed al-Jolani (aka Ahmed al-Sharaa) to uncover information on missing Americans Austin Tice, Majd Kamalmaz, and others; they were also scheduled to meet with civil society figures, activists, and representatives of various minority communities. The delegation includes Barbara Leaf, the State Department’s assistant secretary for Near Eastern affairs; Roger Carstens, the special presidential envoy for hostage affairs; and Daniel Rubinstein, a long-time Arabist and retired ambassador recently recalled to duty. Their visit comes on the heels of a Pentagon announcement that the U.S. military presence in Syria has jumped from 900 to 2,000 soldiers, illustrating concerns about how the Islamic State (IS) might take advantage of the new situation. The delegation arrives at a momentous time in Syria’s transition process, which is officially scheduled to last until March 1. Local sources suggest that the second phase of the transition will begin in the coming days, during which HTS is supposed to open the process to more representatives from all of Syrian society, rather than just the HTS loyalists who have overseen the first phase. Therefore, much is at stake for the current U.S. delegation and Washington’s broader efforts to redevelop a Syria policy.

349. Türkiye’s and the EU’s Coordinated and Divergent Approaches to the 2011 Syrian Crisis

Abstract:: The Syrian crisis has prompted immediate reactions from the EU and a few other countries, including the US, Russia, and Türkiye, as well as some of their proxies. This research purposefully limits itself to examining Türkiye’s and the EU’s reactions to the Syrian civil war. According to the study’s results Türkiye and the EU have differences and similarities in six key policy areas: (1) Assad’s oppressive actions against its people drew criticism from Türkiye and the EU. (2) Türkiye and the EU have suffered as a result of the ISIS danger resulting from the Syrian civil conflict. (3) Türkiye and the EU both have humanitarian concerns and have made an effort to assist Syrian refugees. (4) Türkiye has engaged in two military operations in northern Syria in opposition to the YPG. The EU denounced these military maneuvers by Türkiye. (5) The EU and Türkiye have had discussions over the issue of foreign fighters. The EU criticized Türkiye as it failed to secure its borders, and as a result, foreign fighters utilized the country as a transit between Syria and European nations. (6) Despite opposition from the EU, Türkiye has insisted on creating a “safe zone” in Syria for Syrian refugees.

350. Does Leadership Matter? Ahmadinejad, Rouhani, and the Change in Iranian Foreign Policy

Abstract:: Following Rouhani's victory in the 2013 presidential elections, Iran's foreign policy (IFP) underwent significant changes after over a decade under Ahmadinejad. To date, only a few academic studies have attempted to incorporate a specific individual-level theory into their respective analyses, even though a large body of literature contends that leadership change is the decisive factor in differences in Iran's policy towards the US and the EU. This study analyzes the leadership styles of Ahmadinejad and Rouhani to reveal the possible impact of decision-maker personalities on foreign policy, and to develop an account of the moderation in IFP. Accordingly, it asks, “How does leadership style influence IFP towards the 'Western world'?" Theoretically, the study benefits from Hermann’s ‘Leadership Trait Analysis’ to find out the impact of leaders’ personalities on foreign policy behaviors of states. Empirically, it analyzes both presidents’ spontaneously selected political speeches, consisting of their answers in interviews and press conferences. Methodologically, the study utilizes the software Profiler Plus to assess individual traits of leaders. Interpreting leadership trait scores of two presidents, the study concludes that certain leadership features allow the construction of foreign policies that are more moderate.
