Abstract:
On any given day, there are approximately one million Australians outside Australia, perhaps three-quarters of whom live offshore on a permanent or long term basis. This latter group, the 'Australian diaspora', is large and, in the main, prosperous, well educated, well connected, and well disposed to this country. It is also very mobile: rather than turning their backs on Australia once and for all, expatriates these days are more likely to move back and forward between Australia and other countries as opportunities present.

This Lowy Institute Paper sheds analytical light on Japan's changing security policy and seeks answers to several important questions that are of major consequence for Australia and the wider region. What are Japan's strategic aspirations and what does Prime Minister Junichiro Koizumi really mean when he talks about Japan becoming a 'normal country'? How signifi cant are the mooted revisions to the peace constitution and how different will the Japanese Self Defense Force (SDF) be in capability and structure a decade hence? As domestic anxieties increase will Japan move closer to the US or seek greater autonomy within the framework of the US alliance? Is it conceivable that the alliance itself could fracture or dissolve entirely? Will cooperation with the US on missile defence weaken the prohibition on collective self defence and under what circumstances might Japan acquire nuclear weapons?

According to polling commissioned by the Lowy Institute, twice as many Australians think that US foreign policy is on the wrong track as think it is on the right track. Many observers argue that the direction of American policy will vary greatly depending on the outcome of the presidential election. Certainly, there are significant differences in style and substance between the two candidates, George W. Bush and John F. Kerry. However the similarities are as striking as the differences. External challenges, in particular the Iraq war and the war against terrorism, and internal pressures have combined to produce something of a convergence between the outlooks of foreign policy makers in both parties. In the event of a Bush victory, the failure of its foreign policy adventurism in the first term would probably make for a more centrist policy in the second term. In the event of a Kerry victory, the realities of the international system and the probable Republican control of the Senate would do the same. Whomever is elected, America is likely to pursue an assertive foreign policy involving the use of military force; there will less gleeful unilateralism and steroid-fuelled pre-emption than we have seen in the past four years, but it will still be a world away from the kind of strategy many observers are anticipating. From Australia's perspective, the fundamentals of our alliance with the US will ensure that it endures regardless of the result on 0 November. However the temperature of the relationship would probably be affected by a Kerry win. Given the task the senator has set himself of strengthening links with allied capitals, the relationship with Canberra would likely be less of a priority for him than for President Bush. On the other hand, the election of a new face in Washington would make other aspects of Australia's diplomatic life easier.

With a decision notably brief for the mountain of argument leading up to it, the U.S. Supreme Court in Rasul v. Bush held on June 28, 2004, that foreign nationals imprisoned without charge at the Guantanamo Bay interrogation camps were entitled to bring legal action challenging their captivity in U.S. federal civilian courts.

On January 26, 2004, the topic of the CES-Berlin Dialogues was “The 'New World Order': From Unilateralism to Cosmopolitanism.” It was the second in a series of four meetings organized in Berlin under the heading “Redefining Justice.” The session was intended to examine successful and failed arenas of cooperation between the US and Europe; political misunderstandings and conscious manipulation; and models for future transatlantic relations. The presenters were Jeffrey Herf, Professor of History, University of Maryland, and Prof. Dr. Jürgen Neyer, Professor of International Political Economy, Ludwig-Maximilians-University of Munich, and Heisenberg Fellow of the Deutsche Forschungsgemeinschaft at the Department of Political and Social Sciences of the Freie Universität Berlin. Jeffrey Herf was asked to speak on the basic tenets of U.S. foreign policy in the administration of President George W. Bush, and Jürgen Neyer focused on the European view of international relations and conduct in the period since the invasion of Iraq.

Abstract:
Since September 11, 2001, the question of how to provide for our security has loomed large over our national life. Many of the Bush administration's answers to this question have come under intense challenge—from the doctrine of preventive war to the development of new designs for “usable” nuclear weapons to the choice of war with Iraq as the centerpiece of its war on terrorism. But until recently one aspect of the administration's strategy has gone virtually unchallenged, namely its military budgets and the spending priorities contained within them. From 2000 to 2004, these budgets have increased by more than 50%. Congress has approved each of these budgets, and virtually the entire menu of programs specified in them, with hardly a whisper of debate.

Constructivists and poststructuralists argue that identities, ideas, norms, culture and discourses are indispensable for understanding world politics. This seemingly innocuous statement has been at the centre of heated debates within the field of International Relations for the past fifteen years and there is little indication that discussions are ceasing. Great debates throw up a series of fundamental questions: what should be the scope or research questions of International Relations; should one ask questions related to state behavior, or should one ask questions about the processes through which this behavior is conceptualized and legitimated to domestic and international audiences? How should the field's primary unit – the state – be conceptualized; what is, in other words, the ontology of the state, is it a rational utilitarian actor, is it concerned with security, self-preservation and relative gains, or does its utilitarianism translate into economic concern with absolute gains? Or, is the state a politically contested and unstable actor who is constantly in the process of constructing its identity? Are states and international institutions motivated by material interests or are they equally concerned with promoting a particular set of norms and ideas? And, how should these questions be studied? Which epistemology and methodologies should be applied, should one opt for a positivist epistemology, or a “social science approach” and an ensuing use of falsifiable hypotheses and causal analysis? Or, are there non-causal research questions, which warrant an interpretive, constitutive, or discursive epistemology, and what kind of methodologies are appropriate for these non-causal studies?

4288. The Inefficient Use of Power: Costly Conflict with Complete Information

Abstract:
Recent work across a wide range of issues in political economy as well as in American, comparative, and international politics tries to explain the inefficient use of power — revolutions, civil wars, high levels of public debt, international conflict, and costly policy insulation — in terms of commitment problems. This paper shows that a common mechanism is at work in a number of these diverse studies. This common mechanism provides a more general formulation of a type of commitment problem that can arise in many different substantive settings. The present analysis then formalizes this mechanism as an “inefficiency condition” which ensures that all of the equilibria of a stochastic game are inefficient. This condition has a natural substantive interpretation: Large, rapid changes in the actors' relative power (measured in terms of their minmax payoffs) may cause inefficiency.

4289. CERI: Russian Foreign Policy Discourse during the Kosovo Crisis: Internal Struggles and the Political Imaginaire

Abstract:
The Kosovo crisis gave rise to a domestic political crisis in Russia. The NATO bombings called into question the efficiency of Russian foreign policy, which was against them, challenging the worldview that the government conveyed, thereby reinforcing the communist anti-establishment vision. The present article, by analysing the press conferences given by both the Ministry of Foreign Affairs and the Communist Party, argues that each of the two narratives aimed to construct and impose (or defend) its own worldview and dividing principles of the world. In both narratives, this struggle was backed up using very strong political identity myths—namely Russia's relation to the West and the memory of the Second World War—that are referred to in opposite ways. The Kosovo example allows us to highlight the stakes and themes that work their way into Russian foreign policy discourse and contribute to exploiting foreign policy issues in Russian domestic political debate, and also cast light on the distorting effects caused by this instrumentalization.

4290. Policy Learning, Policy Diffusion and the Making of a New Order

Abstract:
This chapter surveys the role of learning as mechanism of policy diffusion in the context of the creation of a new political order. I discuss policy learning against the background of recent research on the diffusion of deregulatory and regulatory policies, and attempt to distinguish learning from other mechanisms of diffusion. I then survey the challenges entailed in testing this mechanism and set out my particular approach: a rational version of learning. I also report the results of preliminary efforts to test learning as applied to the diffusion of regulatory policies. I conclude that learning cannot be rejected as a plausible mechanism of the diffusion of policies, although it shares its explanatory role with less rational mechanisms of diffusion, in particular policy emulation. Further research and analysis is needed to test learning in either its rational or its bounded version, and in doing so to delve into the politics of learning.

Abstract:
Statesmen address security concerns based on their understanding of the issues at stake. Such a truism becomes problematic, though, once we realize that no fact or event does inherently pose a threat to a state's security. Threats can only be identified by silhouetting them against the background of an interpretive framework: only after we know what could count as a security threat can we recognize certain facts or events as particular instances of that general phenomena. Therefore, different frameworks of interpretation will elicit different meanings from the same facts and events, and suggest different courses of action in response to them.

Abstract:
Brazil's foreign policy is an example of continuity, while Mexico's foreign policy is characterized by change. The foreign policy of both countries is conditioned by both international and domestic variables. This working paper describes and explains comparatively the way in which the domestic politics of Brazil and Mexico are key factors in determining their foreign policies. The document is divided in two sections. The first and more important analyzes the mechanisms through which domestic institutional, economic, and political variables impact and determine the foreign policies of both countries; this section is divided in two parts, one on Brazil and the other on Mexico. The second section explores the consequences of domestic institutions in Brazil's and Mexico's foreign policies in the adminstrations of Vicente Fox y Luiz Inacio Lula da Silva, after they took office in 2000 y 2003 respectively, using both cases to discuss the central findings of this research.

Abstract:
This working paper analyses the causes of the increased international activity of federated states' units, and the way and intensity in which this activity takes place. First, it explains that the growing participation of federal entities in foreign policy is a product, on one hand, of increasing globalization and interdependence in the international system, and, on the other, of the internal processes of liberalization, democratization, and decentralization. Second, using the Mexican case as an example, it explains how the legal rules in the Constitution establish the limits of international participation of the states of the federation; then, it analyses how the institutional configuration, the division of power, and the division of purpose in the system influence the degree of intensity of participation of these federal units in foreign policy issues, within the constitutional limitations. Likewise, it considers economic capacity and geographical location of the states as variables that also seem to influence their degree of activity. Then, it briefly explores how Mexican federal entities have participated in the internacional arena. Finally, it describes the relationships, in terms of foreign policy, between different orders of government in other federal systems, such as Australia, Brazil, Canada, Germany, Switzerland, and the United States, and contrasts these relationships with those in Mexico.

Abstract:
The paper assesses the general trend towards privatisation, in the developed as well as the developing world, where even "high politics" is increasingly performed by, or outsourced to, non-state actors. This is both the case for foreign and security politics, including war, where the use by states (as principals) of agents such as guerrilla movements, militias and private military companies (PMCs) is becoming more frequent. The special case of PMCs is analysed at length, coming out in favour of a combined legalisation and regulation, which is found to open up opportunities for military missions such as humanitarian interventions, not least in Africa, which would otherwise not be undertaken.

Abstract:
This paper explains Malaysia-US relations in terms of national interests derived from the nature of the Malaysian political economy and the salience of Islam in Malay(sian) politics as they interact with US foreign policy postures derived from distinct US grand strategies. The paper compares Malaysia's responses to the US under the Clinton and the first George W. Bush Administrations in terms of the following: (a) instances of cooperation and non-cooperation on key US initiatives; (b) pursuit of alternative economic and defence/security relationships; and (c) construction of alternative discourses and coalitions aimed at challenging US initiatives and its hegemony more broadly. Malaysia's responses to the US can be summed up in the phrase, 'rejecting dominance, embracing engagement', evident during both the Clinton and the Bush Administrations and consistent under the Mahathir and the current Abdullah Badawi governments. The Malaysian government's attempts to develop coalitions to challenge US initiatives and its hegemony have not alwyas been successful. The government has, nonetheless, stood firm and rejected US initiatives and actions that directly threatened national interests. The US, on its part, has accommodated itself to Malaysia's positions on a number of occasions since September 11, reflecting Malaysia's valuable role in Washington's fight against terrorism. Both governments also cooperation extensively in economics, defence and transnational crime from which both parties draw benefits.

Under President Clinton, it became U.S. policy to deploy a National Missile Defense (NMD) system "as soon as technologically feasible." However, Clinton's commitment to missile defense was tempered by his pledge to base a deployment decision on four criteria: the overall cost of the program, its technical feasibility, an assessment of the ballistic missile threat facing the United States, and the impact that NMD might have on arms control and arms reduction efforts. In contrast, President Bush has set no criteria to constrain deployment.

The United States has plunged into an Iraqi swamp. The swashbuckling victory in the first Gulf War led to the most egregious sin that can be made in the military affairs—hubris and underestimation of the enemy. The U.S. and Soviet superpowers made the same mistake respectively in Vietnam in the sixties and seventies and Afghanistan in the eighties. But as those quagmires fade from memory, government officials apparently have to relearn the same lessons.
