On July 20, the Saudi foreign ministry announced that Prince Bandar bin Sultan, the long-serving Saudi ambassador to the United States, was stepping down, and that "the process of nominating" Prince Turki al-Faisal, the current Saudi ambassador in London, to replace him had begun. When the widely anticipated death of the recently hospitalized, eighty-four-year-old King Fahd occurs, both Prince Turki and Prince Bandar, as senior "next generation" princes, could be crucial players.

Today, the European Commission, the executive arm of the European Union (EU), issued its Framework for Negotiations with Turkey, a document outlining a strategy for accession talks with Ankara. In December 2004, the EU indicated that Ankara had satisfied its membership criteria “sufficiently enough” to begin talks on October 3, 2005. Yet, the Framework states that the negotiations with Turkey will be “an open-ended process, the outcome of which cannot be guaranteed”—this despite the fact that all previous accession talks with candidate countries resulted in membership offers. With Europe having difficulty keeping its promises to Turkey and, accordingly, Turkish euphoria for the EU winding down, Washington stands at a strategic juncture in its relationship with Ankara.

4184. Diamonds, Foreign Aid, and the Uncertain Prospects for Post-Conflict Reconstruction in Sierra Leone

This article examines the external and internal dimensions of post-conflict reconstruction in Sierra Leone. The United Nations, bilateral donors such as the United Kingdom, and transnational non-governmental organizations and aid agencies have been instrumental in providing much-needed external assistance to Sierra Leone during the latter stages of its civil war and in the immediate post-war period. Although foreign aid is a welcome source of external support for reconstruction efforts, it is finite like any other resource. Reconstruction must also address intangible issues such as corruption as well as the healing of society through the Truth and Reconciliation Commission and the Special Court for Sierra Leone. Diamond exports hold potential as an internal source to spur economic growth and reconstruction. However, as the article illustrates, many obstacles remain, ranging from governance weaknesses in terms of capacity and domestic regulatory schemes on diamonds to the existence of illicit mining and smuggling of diamonds to regional instability.

4185. A Macro Policy for Poverty Eradication through Structural Change

This paper argues that poverty originates in the structural injustices of a social order which incapacitates the poor from participating in the growth generating sectors of the economy and leaves them captives in the so called informal sector, characterized by low productivity and low earning capacity. In such a system the poor remain individualized and hence disempowered which compels them to interface with the market economy on highly inequitable terms which relegates them to the lowest tiers of the value addition chain. The need for a macro-policy designed to eliminate poverty is premised on the argument that poverty originates in the structural features of society which can only be addressed at the macro-level. Policy interventions, to redesign the structural sources of poverty, bring into consideration issues of social, political as well as economic reform.

Abstract:
This article attempts to explain the relationship between foreign policy and foreign aid. The question of how Japan's Official Development Assistance (ODA) programme is related to Japan's foreign policy will be explored. The findings suggest that foreign aid has been used to promote Japan's national interests and national security since the 1950's. Although Japan has used ODA in order to prevent humanitarian violation and promote democracy, especially since the 1990's, the humanitarian aspect of ODA has remained secondary to concerns about national interests. Japanese aid programs to ASEAN (Association of Southeast Asian Nations) nations, Africa, China and the Kurile Islands will be analyzed in support of our argument that ODA is, at root, a realist approach.

The implications of the Cyprus issue in contemporary Turkish domestic and foreign policues are far more complicated than in previous decades. Particularly with the beginning of the new millennium the heavily securitized and successfully bureaucratised Cyprus issue has turned out to be the main "discursive battlefield" of the polarisation among the ruling elites in Turkey. The present article aims at re-examining Turkey's security discourse on Cyprus with particular reference to its implications in the (re)configuration of political balances and power relations between the conservative state elite and the reformist political elite in Turkey. In this respect, it concludes that the security language premised on the constant assertion of such concepts as "national defence and security, national unity and integrity, geo-strategic importance and vital threats" has been operational in inscribing the legitimate boundaries of the political sphere.

The Europeans fought the Turks and tried to drive them away from Europe for about 16 centuries, starting in around 452 C.E. when Attila, the Emperor of Huns, sieged Rome. They almost achieved that goal with the 1912-13 Balkan War. However, the circumstances brought the Turks to the gates of Brussels almost 90 years later, this time as a candidate for the EU membership. The most advanced stage Turkey reached in the process of accession came with the EU's decision to start negotiations on October 3, 2005. The success of the AKP Government should be acknowledged with that respect. They reached a point no Turkish cabinet had reached until now. However, it is obvious that the repercussions of the December 17, 2004 decision should not be overestimated.

Geopolitics is about the largest scale geographical specification of political matters. Geopolitical reasoning provides the spatial framings within which grand strategy is constructed. The Bush doctrine, elaborated in response to the events of September 11th 2001 and its formulation of a "Global War on Terror" draws heavily on antecedent formulations from both the first Bush administration and the Project for a New American Century. But in doing so it both misconstrues the nature of the events of September 11th and attempts a grand strategy that is flawed. It is flawed both because of its failure to understand the geography of terror and, given the Bush administration's flat denials that America is an empire, a reluctance to learn lessons from imperial history and adopt appropriate strategies and force structures to accomplish its ostensible goals.

Abstract:
The role of subnational units (states, provinces, cantons, Lander) in international affairs is a growing subject in the literature on federalist affairs. Scholars of political science have traditionally seen the conduct of foreign policy as the exclusive domain of the national government. This would seem an especially apt observation about India's federalist system. The Indian constitution has given the center particularly strong powers—so strong, in fact, that some have described it as “quasi federal” because of the lack of autonomy it affords to the states. Yet, there is an increasing consensus that the states have not been shy of foreign policy advocacy. Some have argued that the era of coalition governance has increased such advocacy and, potentially, influence, especially in the context of globalization and economic reform and liberalization.

Twenty years ago, the United States was the world's largest creditor nation, unsurpassed in its ownership of assets outside of its borders, even after deducting what foreigners owned inside its borders. Yet over the past two decades, America has been transformed into the world's largest debtor nation. At the end of 2004, its debts to the rest of the world exceeded its assets by about $2.5 trillion—21 percent of its gross domestic product (GDP). This proportion is unmatched by any other major developed economy.

From Mogadishu to Mosul, the United States has undertaken six major nation-building operations around the world since 1993. The challenges of terrorism, failed states, and proliferation indicate this trend will only continue. Today, in Iraq, the United States carries the bulk of the nation-building burden. Some 135,000 U.S. troops remain on the ground, at an approximate cost of $50 billion per year. Nearly four years after forcing out the Taliban in Afghanistan, 9,000 NATO forces and 17,000 U.S. troops remain in that country to secure the peace and continue the hunt for al-Qaeda.

The international impasse over Iran\'s nuclear program is entering a critical phase. The compromise being offered by the international community, whereby Iran would carry out sensitive uranium enrichment work in Russia, is unlikely to be accepted in full by Tehran. The hardline rhetoric of new President Ahmedinejad is further limiting the prospects of a diplomatic solution being found. As a result, the issue is likely to come before the Security Council. Once in New York there are a number of ways it could play out. But at this stage it is not clear what the Council would be able to do to force a change of behaviour from Tehran. Faced with poor options all round, Washington may feel at some point that it has to risk the uncertain results of limited air strikes against Iranian nuclear facilities to delay what it regards as the unthinkable - a nuclear armed Iran.

Australians feel positive and self-confident about Australia's place in the world, but we also have a realistic sense of our limitations and vulnerabilities. A vast majority believe Australia is 'a good international citizen' (82%), 'important in Asia' (82%), and 'well-placed to succeed in a competitive world' (79%), while few agree with the notion that we are 'unimportant in global politics' (37%). But three quarters of respondents also think we are 'vulnerable to external threats' (76%), and while the population is evenly split on whether we are 'independent minded', 65% think we are 'a follower not a leader'.

4196. Affinity and International Trade

Abstract:
This paper examines the impact of American public attitudes toward foreign countries on the volume of trade. The issue is whether popular attitudes, as elicited in these surveys, convey any information about trust, risk, or transactions costs beyond what can be explained through standard economic models. The results of this paper suggest that they do, with a one standard deviation increase in warmth of feeling associated with a 20 to 31 percent larger trade volume when evaluated at the sample means. These public attitudes are in turn correlated with indices of cultural affinity and political ideology. A one standard deviation increase in the democracy score is associated with a 5 to 7 percent increase in trade. There might be additional secondary effects if democratization was associated with an increased likelihood of the removal of sanctions or the initiation of preferential trade relations.

Indivisible territory is all too frequent in international politics. In Jerusalem, many Israelis “insist that a united Jerusalem will be the eternal capital of the Jewish state,” whereas Palestinians contend that any deal excluding sovereignty over Al-Aqsa Mosque and the Dome of the Rock is “an unacceptable compromise…[that] will make their blood boil.” India and Pakistan's inability to compromise over Kashmir has increased tensions between these nuclear powers, and well before the age of nationalism Maria-Thérèse refused to negotiate with Frederick the Great over the territory of Silesia.

4198. Dangerous Doctrine: How New U.S. Nuclear Plans Could Backfire

In September 2002, President George W. Bush announced his new National Security Strategy. Although this doctrine retains some elements from the past, in some respects it is a bold departure from previous U.S. policy. It declares that the United States finds itself in a unique position of military and political dominance and that it has a moral duty to use this strength to establish a new liberal democratic world order. The National Security Strategy and Bush's supporting speeches argue that the United States must in effect establish and maintain a global military hegemony to secure its envisioned democratic, peaceful world. According to the strategy, carrying out this mission requires that any challenge to U.S. military dominance must be blocked, by force if necessary. A significant challenge to world stability comes from terrorists and certain states that are seeking weapons of mass destruction (WMD). Concerned that the Cold War doctrines of deterrence and containment may no longer work, and that "if we wait for threats to fully materialize, we will have waited too long," Bush announced in the National Security Strategy a new "preemption doctrine" against such threats. Earlier, in 2001, the Bush administration's Nuclear Posture Review (NPR) addressed the nuclear aspect of the issue. The review recognized the new cooperative relationship with Russia and the rising threat from the potential proliferation of WMD. The latter point was seen as particularly important, since future conflict with a number of regional powers was thought possible--North Korea, Iraq, Iran, Syria, and Libya all were thought to sponsor or harbor terrorists and to have active WMD and missile programs. The NPR presented a new U.S. strategic military doctrine intended to transform the defense establishment with the creation of a new triad, consisting of offensive strike systems (both nuclear and conventional), defenses (both active and passive), and a revitalized defense infrastructure that will provide new capabilities to meet emerging threats. According to the NPR, the new triad will have four primary missions: to assure, dissuade, deter, and defeat. Bush later added a fifth mission, to preempt, which he characterized as proactive counterproliferation--the use of military force to prevent or reverse proliferation. The "Bush doctrine" called for new nuclear weapons to meet the requirements of these missions. It was argued that smaller nuclear weapons could reduce collateral civilian damage and make U.S. use of nuclear weapons more "credible," therefore deterring hostile nations or even dissuading opponents from acquiring WMD. However, our analysis indicates that low-yield nuclear weapons would likely be militarily effective in only a few cases, and even then the collateral damage could be significant unless the targets were located in isolated areas. Moreover, even if they were militarily effective, they would likely add little or nothing to U.S. deterrent capability, nor be effective at dissuading WMD acquisition. Indeed, the new weapons concepts advanced to date seem to have little to do with deterrence of a nuclear (or other WMD) attack on the United States or its allies. Instead, they appear to be geared toward a warfighting role, which could ultimately undermine rather than enhance U.S. security.

4199. Stretching the Model of "Coalitions of the Willing"

Abstract:
Two models may be draw up of coalitions of the willing. The first model is epitomized by the group of countries assembled by the United States for the mobilization of the 2003 Iraq war. The second model is the form of coalition associated with the anti-personnel landmines campaign and the initiative on the International Criminal Court in the mid to late 1990s. This paper will explore the relationship between these different types of coalitions. The former type is characterized by a top-down, state-centric, and coerced/opportunistic strategic form. The latter type by way of contrast takes a bottom-up, voluntary, mixed actor, diplomatic approach. Yet, along side these differences are some striking, but unanticipated similarities. Most dramatically, both types have been assembled on an intense stylistic basis with an eye to avoiding the frustrations associated with working via established institutions. By looking more closely at the external expression and inner workings of these modes of activity, the model of coalitions of the willing is stretched out in terms of their motivations, sense of ownership, and future trajectory.

The purpose of this paper is to analyze the links between economic liberalization, democratization and foreign policy using the Mexican experience as a case study. The paper revolves around three major concerns: a) the change in the role and place of foreign policy in the context of an open economy and a democratic regime, compared with the previous period of a closed economy and an authoritarian regime; b) the impact of economic liberalization and democratization on the formulation, agenda and orientation of foreign policy; c) the effects of the new economic, political and social internal configuration on the international position of Mexico and its negotiating capacity vis a vis the world. This work documents an increase in the level of activity and interest shown by numerous social, governmental and bureaucratic actors in foreign policy issues as a consequence of economic openness and democratization of the political regime, which leads towards a greater politization of the issue area. The main argument is that the deficits in economic and social development, democratic consolidation and governability, negatively affect the country's credibility and its negotiating capacity vis a vis the world.
