4161. From Common Defence to Comprehensive Security. Towards the Europeanisation of French Foreign and Security policy?

Abstract:
This article looks at the relationship between European integration and national foreign and security policy - specifically, how and to what extent the development of a specifically European (EU) foreign and security policy leads to adaptation and change in national foreign and security policy. The theoretical point of departure is an interest in national changes in response to EU norms. It will be argued that national approaches tend to adapt to norms defined by a community to which they are closely linked that this adaptation takes place over time, through a socialisation process; and that it may also, in the end, lead to changes in national identity. This argument challenges the common assumption of IR theory that national identities and/or interests are fixed and independent of structural factors like international norms and values. The empirical focus is on changes in French foreign and security policy since the early 1990s. How and to what extent has the dominant French national discourse on foreign and security policy changed since the early 1990s? And if so, how are these changes related to the European integration process in general, and to the development of a European foreign and security dimension in particular?

Like all presidents before him, President George W. Bush came to office promising to keep America safe, strong, secure, and the leader of the world. There are some who believe that the President has kept this promise. Secretary of State Condoleezza Rice and others inside the Bush Administration have continued to maintain that America's national security strategy—and in particular, the strategy in Iraq—has been successful. But there are many who disagree—even leading conservatives. William Kristol, one of the intellectual leaders behind the Bush foreign policy, now regards America's national security situation as dire. Several retired senior military officers have leveled a barrage of criticism at Bush, with calls for the firing of Defense Secretary Donald Rumsfeld, breaking a tradition among retired military against publicly criticizing the commander-in-chief.

Abstract:
Can international students successfully obtain visas and pass through security checks in order to study in the United States? For most international students interested in studying in the United States, the answer is yes. In the 2005 fiscal year, nearly 256,000 student visas were issued, which marked a significant improvement from the approximately 236,000 issued in 2003 and the approximately 238,000 issued in 2004. While visa issuance for international students has not rebounded to pre-September 11 levels—approximately 320,000 student visas were issued in fiscal year 2001—it would be erroneous to assume that changes implemented to U.S. admission policies post-9/11 are the sole cause for this drop in international student enrollment in U.S. institutions of higher education. First of all, a comprehensive study of the impact of 9/11 on the U.S. visa system conducted by the Washington, DC-based Migration Policy Institute revealed that changes made to the visa system following the September 11, 2001, terrorist attacks were mostly administrative. While these “administrative” changes may have caused visa interview and adjudication backlogs that hindered visa processing, changes to the system were not designed to make it harder for international students to obtain visas. Also, the State Department contends that the worldwide number of visa applications dropped after September 11 and that “the overall visa refusal rate has remained virtually constant since prior to September 11.” Most importantly, there are other factors to consider when evaluating why international student enrollment has declined, such as the growing competition from other countries' universities in terms of tuition costs, student recruitment activities, and academic programs.

The adoption of Security Council Resolution 1701 brought a halt to the month-long Israeli-Hezbollah war. UNIFIL will be greatly expanded with a more vigorous mandate to back Lebanese assertion of full sovereignty and control over southern Lebanon and the disarmament of Hezbollah’s militia and missile sites. But is an agreement hammered out in Manhattan sustainable on the ground? Was success in New York confirmation that the Bush administra- tion has come to terms with the utility of the United Nations and the facility of our friends and allies? Or does the agreement’s ambiguity and fragility underscore the costs of dogged non-engagement with our adversaries, even in times of crisis?

4165. Waiting for Goldilocks: Getting Japan’s Foreign Policy Just Right

Generations of American parents have read their children a story called "Goldilocks and the Three Bears." It is the story of a young girl who wanders into the bears’ home in the woods. Goldilocks sits on chairs that are too big and too small, before find- ing one that is “just right.” She rejects bowls of their porridge as being too hot and as too cold, until she finds one that is “just right.” Like most children’s stories, Goldilocks is metaphorical. Americans use it to describe the process of finding just the right balance between alternatives that are too extreme. This metaphor captures the challenges awaiting Abe Shinzo, Japan’s new prime minister very nicely—particularly in the areas of foreign and secu- rity policy. His predecessor, Koizumi Junichiro, had already been like Goldilocks in his extended effort to find just the right policy toward North Korea. In his 2002 visit to Pyongyang he explored engagement, only to adopt toward a harder, more confrontational line. If the first was too hot and the second too cold, Abe is left with the responsibility to find a policy toward the DPRK that is “just right.” North Korea’s nuclear weapons test in October 2006 and its July 2006 missile tests certainly do not make this any easier.

4167. Combating Proliferation: Addressing the Russian Nuclear Threat

Fifteen years after the initiation of U.S. threat reduction programs in the former Soviet Union and some four years after the terrorist attacks of September 11, 2001, more than half of Russia’s vast stockpile of weapons-usable fissile materials remains to be secured, and is thus vulnerable to diversion by terrorists for use in a nuclear device. This paper assesses the state of fissile material security in Russia today, taking as a case study the security of nuclear materials involved in the operations of the Russian Navy’s Northern Fleet. Recommendations are made drawing on the successes and shortcomings of the U.S. Department of Energy’s Material Protection Control and Accounting Program at the Fleet’s naval facilities. This analysis leads into a broader examination of the effectiveness and adequacy of U.S. nonproliferation efforts in keeping weapons of mass destruction out of the hands of terrorists.

Abstract:
For the European Union, the link between norms, values and foreign policy seems to be an obvious one. For example, the new constitutional treaty spells out the set of values on which the Union's external action is based on: democracy, the rule of law, the universality and indivisibility of human rights and fundamental freedoms, respect for human dignity, the principles of equality and solidarity, and respect for the principles of the United Nations Charter and international law. In the treaty, the development of relations with third parties is made conditional upon sharing and upholding them.

The US and Iran are on a confrontational course. Iran challenges the US hegemony in the region and is striving for regional dominance. The US does not accept the current Iranian regime, foreign policy or drive towards nuclear capability. The strategies of both have led to a classic game of chicken. Neither is ready to give concessions to avoid confrontation.

4170. Individual Development Accounts: Policies to Build Savings and Assets for the Poor

Abstract:
Individual Development Accounts (IDAs)—matched savings accounts for low-income households—are a relatively new means of improving the lives of the poor. Advocates of IDAs argue that those with assets are more economically secure, have more options in life, and can pass on status and opportunities to future generations. They further argue that assets have positive social, psychological, and civic effects that are independent of the effects of income. Over the last decade, research and demonstration projects have been initiated to address these claims; some of the key findings are that IDAs do lead the poor to save or acquire assets, but do not necessarily increase their net worth (assets minus debt). While costs are declining, IDAs are expensive to administer and are often used by the poor as checking and savings accounts as well as a means to accumulate wealth, reflecting in part the dearth of savings products aimed at the poor.

American politics are said to have become bitterly polarized. Journalistic accounts speak frequently of culture wars, and of a chasm between "red" and "blue" states. The defining issue in last November's tightly contested election was reported to be a deep divide over something called "moral values." Senator John F. Kerry's defeat was imputed to his party's alleged deficit in moralists. George W. Bush's victory was attributed to a mobilization of religious zealots. The passions and polemics of maximalists, we are told, are crowding out the preferences of moderates. The country's traditions of pragmatic accommodation and centrist policymaking are supposedly at risk in this hardened political landscape.

The widely noted decision to resume F-16 sales to Pakistan and, even more, the largely ignored commitment to assist India's growth in power represent a new U.S. strategy toward South Asia. By expanding relations with both states in a differentiated way matched to their geostrategic weights, the Bush administration seeks to assist Pakistan in becoming a successful state while it enables India to secure a troublefree ascent to great-power status. These objectives will be pursued through a large economic and military assistance package to Islamabad and through three separate dialogues with New Delhi that will review various challenging issues such as civil nuclear cooperation, space, defense coproduction, regional and global security, and bilateral trade. This innovative approach to India and Pakistan is welcome—and long overdue in a strategic sense—but it is not without risks to the United States, its various regional relationships, and different international regimes.

In putting forth his foreign policy, President George W. Bush speaks of the United States having a “calling” or “mission” that has come from the “Maker of Heaven.” Yet, while he uses explicitly religious language more than his immediate predecessors, there is nothing exceptional about a U.S. president resorting to religious themes to explain his foreign policy. U.S. goals in the world are based on Protestant millennial themes that go back to seventeenth-century England. What has distinguished Bush from some of his predecessors is that these religious concepts have not only shaped his ultimate objectives but also colored the way in which he viewed reality—sometimes to the detriment of U.S. foreign policy.

Abstract:
A UNIQUE AND SUCCESSFUL INTERNATIONAL POLICY EXPERIMENT has been under way in Cambodia for the last six years. In the country's export apparel factories, working conditions and labor rights are monitored by inspectors from the International Labor Organization (ILO), an international public organization. The results of the inspections are published in credible, highly transparent reports that describe in detail whether the factories are in compliance with national labor laws and internationally agreed basic labor rights. These reports are published on the Internet, and a range of Cambodian and international actors use them. The U.S. government uses the reports as a key input for decisions under an innovative scheme that allows Cambodian firms to sell more apparel in the U.S. market if they improve working conditions and respect workers' rights. Private retail apparel firms that buy from Cambodian factories also use the reports. These buyers, conscious of their brand reputations, use the reliable information they find in the reports to steer orders toward compliant factories and away from noncompliant ones.

A career of field experience in the aid industry, however, confirms the empirical record that aid is unimportant to growth or poverty reduction and suggests that aid is not likely to work in the future. The belief that foreign assistance has been generally ineffective, moreover, appears to be widespread among aid practitioners with long field experience.

For more than 20 years, the United States has refused to become a party to the Law of the Sea Treaty. Advocates of the treaty, a comprehensive measure governing navigational rights on the sea and mineral rights on the seabed, claimed that U.S. failure to join the convention would result in chaos on the high seas. It has not. Very few Americans know anything about the treaty, and even advocates are hard-pressed to explain how the United States would benefit from its adoption.

One of the constant fundamental principles of Turkish foreign policy during the republican era has been its “Western orientation”. In spite of this fact Turkey faced an “Eurasian alternative” in the last decade. Turkey, after negligence for 70 years, has tried to develop (to have friendly relations) with Central Asian and southern Caucasian states after they had acquired independence. The attempt of the last ten years can be called as failure of the last ten years. Since the State and the Ministry of Foreign Affairs remained ineffective in the process of determining policy and implementing it, this vacuum was filled by extreme nationalists who are inclined to see themselves as “big brother” and also by religious fundamentalists. Moreover, reasons stemming from the region and international environment played a role in the failure of Turkish policies as well. In the second decade Turkey should determine the related factors and head toward to cooperate with regional countries and Russia in order to become successful in the region.

The concept of diaspora, which was incorporated into the literature on politics in the 1960s, has become a significant notion in current international politics. This study aims to present a theoretical assessment of the diaspora concept, followed by the organisation and the evolution of the Caucasian diaspora(s) in Turkey, which include Armenians, Azeris, Georgians and other North Caucasian peoples. It discusses their transformations from emigrants to diaspora, their views regarding each other as well as the changes that took place within these groups after the collapse of the Soviet Union which had a dramatic impact on their relations with their homelands. The second part of this study shifts the emphasis to the recent developments in Abkhazia and Chechnya, and to the activities and increasing influence of the diaspora over Turkish Ministry of Foreign Affairs and the political leaders in Turkey.

Following the collapse of the USSR, Turkey acquired a new opportunity concerning its foreign policy: Caucasus. In this whole region and especially in the southern Caucasus composed of three independent states, Armenia occupied the most critical and the most sensitive issue. Turkey, despite the historical negative legacy, tried to establish a different base for its relations with Armenia, succeeding the dissolution of the Soviet Union. According to this, it is possible to observe positive steps undertaken by the two sides under the presidency of Petrosian, but the Nagorno-Karabakh question became the decisive factor of the bilateral relations during this same period. During the presidency of his successor Kocharian, other than Nagorno-Karabakh problem, Diaspora communities gained influence. This led the so-called “genocide” issue to constitute an important subject of the international agenda in bilateral relations as well as in other international platforms. Despite the Kocharian's hawkish rhetoric in the beginning, which caused the deterioration of the bilateral relations, during the second term of his presidency, a certain détente has been observed. Apart from official relations and negotiations, the Turkish-Armenian Peace Commission, founded in 2001 with the intention to establish a positive, peaceful and free of prejudice platform constitutes an important step.

Iraq's interior minister, Bayan Jabr, lashed out at Saudi diplomacy while speaking to journalists in Amman on October 2. Referring to Prince Saud al-Faisal, the Saudi foreign minister, Jabr said Iraq would not be lectured by "some Bedouin riding a camel." Broadening his remarks to the Saudi ruling family, the House of Saud, the Iraqi minister said, "There are regimes that are dictatorships; they have one god, he is the king, he is god of heaven and earth, and he rules as he likes. A whole country is named after a family."
