Abstract:
Slowly, incrementally, the realisation that a new strategy is needed for Iraq finally is dawning on U.S. policy- makers. It was about time. By underscoring the U.S. intervention's disastrous political, security, and economic balance sheet, and by highlighting the need for both a new regional and Iraqi strategy, the Baker-Hamilton report represents an important and refreshing moment in the country's domestic debate. Many of its key – and controversial – recommendations should be wholly supported, including engaging Ira n and Syria, revitalising the Arab-Israeli peace process, reintegrating Baathists, instituting a far-reaching amnesty, delaying the Kirkuk referendum, negotiating the withdrawal of U.S. forces with Iraqis and engaging all parties in Iraq.

Abstract:
Earlier today, Hamas politburo chief Khaled Mashal held a press conference in Damascus broadcast live on al-Jazeera, al-Arabiya, and Syrian state television. During the broadcast, Mashal described kidnapped Israeli soldier Cpl. Gilad Shalit as a “prisoner of war,” said that prisoner exchange was the only solution to the crisis, and appeared to recommend direct negotiations between Israel and Hamas. The press conference was significant, not only for its content, but because it was held in a Damascus hotel: typically in the past, when Syria-based terrorist organizations took responsibility for operations, they did so from Beirut. The high profile Mashal statement from Damascus suggests that the Asad regime has changed its rules of engagement from tacit to explicit support for Hamas. The shift highlights Syria's emboldened foreign policy a year and a half after the assassination in Beirut of former Lebanese prime minister Rafiq Hariri.

On May 18, 2006, Ambassador James Jeffrey and Maj. Gen. William McCoy addressed The Washington Institute's Special Policy Forum. Ambassador Jeffrey is senior advisor to the secretary of state and coordinator for Iraq policy at the U.S. Department of State. He previously served as deputy chief of mission and charge d'affairs in Baghdad, ambassador to Albania, and deputy chief of mission in Turkey and Kuwait. General McCoy is commander of the Gulf Region Division, Army Corp of Engineers, in Baghdad, where he oversees most of the U.S. government's major infrastructure projects in Iraq. Previously, he served as assistant commandant of the U.S. Army Engineer School, held command and staff positions in various combat engineer units, and served in Saudi Arabia. On March 16, 2006, Yaron Deckel and David Makovsky addressed The Washington Institute's Special Policy Forum. Mr. Deckel is a leading political analyst in Israel and Washington correspondent for Israel Television and Israel Radio. Mr. Makovsky is a senior fellow and director of the Project on the Middle East Peace Process at The Washington Institute. Mr. Makovsky's remarks were released in PolicyWatch no. 1086, “The Shape of Israel's Election Race.” The following is a rapporteur's summary of Mr. Deckel's remarks. In several recent interviews with the press, Israeli acting prime minister Ehud Olmert articulated a specific agenda for disengagement and the evacuation of thousands of additional settlers from the West Bank, distinguishing his campaign from the vague promises that have characterized past Israeli elections. Ariel Sharon campaigned in 2003 on eventual “deep and painful” future concessions, but did not specifically address disengagement until after the elections. It is therefore important to evaluate the prospect that Kadima will head the next government and what policies it would likely follow if in power.

Abstract:
Khalid Mishal, a Hamas leader currently residing in Damascus, visited Ankara today. Despite fierce debate in the Turkish press and objections from the secular-minded foreign policy elite, Mishal's visit went ahead with backing from Turkish prime minister Tayyip Erdogan and his Justice and Development Party (AKP) government. From the American perspective, the visit is important for three reasons. First, it could potentially hurt Turkey's longstanding role as an honest broker between the Israelis and the Palestinians. Second, it serves as yet another foreign policy breech between Turkey and the West. Third, the visit is a telltale sign of the AKP's policy of “strategic depth” toward the Middle East, a policy that Washington needs to understand given U.S. objectives in Iraq, Syria, and Iran.

Many development policies and programmes are premised on a traditional economic model of rationality to predict how individuals will respond to changes in incentives. Despite the emphasis of these programmes on poverty reduction, economists and the development community in general are still unable to fully understand how the poor make decisions, especially under uncertainty and over time. Individuals avail themselves less than predicted in health programmes, participate less than expected in market opportunities, under or over insure themselves, and make short-run decisions that are inconsistent with their long-run welfare. The rise and fall of different descriptive models and paradigms of poor household behaviour can partly be attributed to this limited understanding. More helpful answers may lay within behavioural economics, that these insights are particularly important for poor populations, and that they can improve the future design, implementation and subsequent effectiveness of development programmes. Behavioural economics is an approach that rigorously combines the insights of psychology and economics to try to better understand and predict human decision making. Empirical evidence is helping us learn, for example, how cognitive limitations, fairness, loss aversion, framing of choices, variable discount rates, and the qualitative dimensions of risk—such as proximity and control—affect decision making. The regularity of many of these anomalies suggests that these behaviours are anomalous only to traditional models, but that they may otherwise be the norm.

In the midst of all this certain questions have been recurrently asked.Why has Tony Blair, given such unwavering support to the US invasion of Iraq, againts the wishes of the UN, Britain's key European partners, and a majority of public opinion? What, in short, is the overwhelming British interest that an invasion was supposed to protect? This essay argues that the key to understanding Britain's persistent support of the US lies mainly in the notion of the "special relationship".

4133. Living with Hugo: U.S. Policy Toward Hugo Chávez's Venezuela

The popularity of the new political and economic model being developed in Venezuela has been a consistent source of aggravation for the U.S. government. Since first winning the presidency in December 1998, Hugo Chávez has been able through repeated electoral victories and radical constitutional reform to dominate Venezuela's government and public institutions. Undaunted by stiff U.S. opposition, President Chávez has launched what he calls a Bolivarian revolution, named after Simón Bolívar, a nineteenth-century leader of Latin America's independence wars. Chávez has reasserted the role of the state in the Venezuelan economy and developed extensive social programs to advance an anti- U.S., anti-capitalist crusade. New or newly reinvigorated alliances with established U.S. adversaries have helped internationalize Chávez's aims. Most alarming to those concerned with the health of Venezuelan democracy, Chávez and his allies have concentrated political power in the hands of the executive, curtailed the independence of the judiciary, shown limited tolerance for domestic critics, and openly intervened in the electoral politics of neighboring states.

In 2006 and 2007, the Indonesian government and the international community have a window of opportunity to begin to achieve a comprehensive solution that is acceptable to all sides to the conflict in Papua. With the October 2004 inauguration of President Susilo Bambang Yudhoyono and Vice President Jusuf Kalla, Papuans had raised expectations that a comprehensive settlement could be achieved. These expectations have only increased with the implementation of a peace agreement for Aceh since August 2005. Furthermore, Yudhoyono and Kalla are not up for reelection until 2009, and their national public approval ratings remain quite high, providing them with plenty of political breathing room for reasonable initiatives.

The threat of a nuclear attack by terrorists has never been greater. Over the past two decades, terrorist violence and destructiveness have grown. As the September 11, 2001, attacks demonstrated, al-Qaeda and al-Qaeda–inspired terrorists desire to inflict mass casualties. Al-Qaeda and other terrorist organizations have expressed interest in and searched for unconventional means of attack, such as chemical, biological, radiological, and nuclear weapons. Of these weapons, only a nuclear detonation will guarantee immediate massive destruction.

After two decades of profound yet incomplete economic and political reforms, Mexico stands at a crossroads. Its economy is now one of the most open to international trade and capital flows among emerging markets, in stark contrast to the insular development model on which Mexico relied for more than half a century. Mexico also carried out a transition to democratic politics during the last decade, after seventy-one years under single-party, authoritarian rule. Many commentators heralded the 2000 election of an opposition leader to the presidency as the capstone of this process, but it was only one important step in a long, gradual transition. President Vicente Fox promised additional steps that would consolidate previous economic and political advances and place the country on an irreversible path to becoming a fully competitive market democracy. The last six years in Mexico have been characterized instead by political stalemate, leaving an unfinished agenda of structural change that is essential for long-term economic growth, job creation, and the deepening of democratic practices.

Abstract:
Russia's tough stance towards Ukraine on natural gas prices was viewed by many in Europe and the United States as raising new issues concerning Russia's foreign economic policies and growing European and US dependency on energy imports. For many new EU member states and for countries such as Ukraine, Georgia, and Moldova, however, this is an old problem. Central European attempts to flag the issue in Western capitals have until now been brushed aside. The rapid approval by the EU Commission of the Russian-German undersea gas pipeline project was a mistake. The concerns of the Central Europeans should have been examined in more detail. Western governments would also be wise to analyse more closely the political and security implications of Russia's energy policies.
