4101. Latinos and U.S. Foreign Policy

Abstract:
U.S. Latinos—Puerto Ricans and Cuban-Americans excepted in specific instances—have had limited impact on U.S. policy toward Latin America because they lack the interest and the resources to do so, and the capacity to act in concert for foreign policy purposes. Moreover, Latinos as a category do not have a shared Latin American foreign policy agenda. To the extent that they engage at all in the foreign policy arena, they typically do so in relation to their countries of origin. In many cases, however, they dislike the government of their homeland. In those relatively rare cases when U.S. Latino elites have sought to influence U.S. foreign policy, they have characteristically followed the lead of the U.S. government instead of seeking to change the main features of U.S. policy toward Latin America. This paper considers several case studies: the Puerto Rican influence on the Alliance for Progress; the Cuban-American influence on U.S. policy toward Cuba; the Mexican-American behavior relative to the enactment of NAFTA and U.S.-Mexican migration negotiations in 2001; and the Central American impact on U.S. immigration policies in the mid-1990s.

Following the collapse of the Soviet Union in 1991, Moscow's weight in international relations underwent a tremendous decline. To appreciate the extent of change in the Russian Federation's (RF) foreign policy since the end of Soviet communism it is worth taking a brief look at the international relations of its predecessor, the USSR. An essential feature of Soviet foreign policy was that it was ideologically driven. Western commentators tended to play down this feature or treat it as mere window dressing for what was really just imperialism 'with a socialist face'. But it was more than that. It gave Soviet policy-makers a sure sense of identity and a guide, however faulty, to national ('international proletarian') interest.

Abstract:
The Bush administration's foreign policies have sparked off a round of new debates on America's power and its international role. At the core of these debates are ideas of empire and hegemony, but these terms are used in many senses and often interchangeably. The paper first distinguishes among these usages and spells out its own concepts. As understood here, a hegemonic power is one that plays a leading role in shaping and maintaining a certain international order, exercising its dominant power in such a way as to win broad acceptance and legitimacy. It is argued that the discussion of hegemony can best be advanced by distinguishing among the various domains of power: military, economic, ideological and political, to follow Michael Mann's breakdown. The US is closest to hegemony in the international economic domain, but in each domain its hegemony is at best partial and qualified. Nonetheless, it remains the preponderant power, with aspirations to hegemony and empire. The benefits of American preponderance are widely acclaimed in the West and infrequently questioned in the international relations discipline, but its dangers merit far greater attention than they normally receive. In particular, beyond the short-term context, the specifically American version of liberal ideology renders the US ill-suited to respond to some of the foreseeable challenges of the twenty-first century. Consequently there is a need for others to engage a great deal more actively than heretofore with the construction of a more viable international order.

China's blistering economic growth has made access to adequate energy supplies an increasingly important priority. It is the world's second largest consumer and third largest producer of primary energy. From 2000 to 2005, China's energy consumption rose by 60 percent, accounting for almost half of the growth in world energy consumption. The country is able to meet more than 90 percent of its energy needs with domestic supplies — largely because of abundant coal reserves and a coal-based economy. However, it imports almost half of the oil it consumes.

Abstract:
For decades, Japan dominated Asia's energy picture. At the time of the first oil shock in 1973, it held a 60 percent share of Asia's oil demand. During the 1980s, Japan looked to China for oil and coal as part of its energy import diversification strategy. Today, Japan remains an important energy market but its position in Asia's energy supply and demand balance is rapidly changing. In the wake of surging regional demand, Japan's share of oil consumption is likely to fall below 15 percent of total Asian consumption by 2020. Demand for its major fuel needs — including oil, gas, coal, and uranium — is expected to remain relatively flat or increase only marginally. Meanwhile, the rest of Asia's requirement for these fuels is projected to grow dramatically, leaving Japan to confront a future in which it will be a smaller energy player facing a more crowded field of competitors for these energy supplies.

Over the past decade China has downplayed its hard power in Southeast Asia, instead creating a strategy to build its soft power. For the first time in post-WWII history, the United States may be facing a situation in which another country's appeal outstrips its own in an important region, a change sure to shock the United States. Before China's appeal spreads to other parts of the developing world, U.S. policy makers need to understand how China exerts soft power, if China's soft power could be dangerous to developing nations, and whether elements of China's charm could threaten U.S. interests.

Taliban insurgents and their Al Qaeda allies, once thought defeated in Afghanistan, are regaining strength. Regrouped and reorganized, better equipped and financed, and more sophisticated tactically, they are threatening both the reconstruction process and the U.S.-led coalition forces on the ground. According to the U.S. Department of Defense, sixty-six U.S. troops were killed in combat in Afghanistan in 2005, more than in the previous four years combined.

Abstract:
Early efforts by Western democracies to restrict freedom of contract were rationalized on the ground that such restrictions were necessary to prevent the suffering of ordinary citizens. People who oppose the freedom to opt out of state-run health insurance schemes turn that rationale on its head: they oppose freedom of contract even when it is necessary to prevent the suffering of ordinary citizens. A recent ruling by the Canadian Supreme Court has helped to restore that freedom and the right of patients to make their own medical decisions.

Abstract:
The danger posed by Russia's inadequately secured stocks of nuclear weapons and fissile material is a major national security concern for the United States. Various cooperative U.S.-Russian programs aimed at securing nuclear material, weapons, and design intelligence have been mounted since the 1990s, but clever and determined adversaries may be able to circumvent or defeat the defenses that the United States and its partners are attempting to put in place. U.S. programs are by their nature reactive: they have long time horizons; they focus preeminently on the supply side of the problem; and they face serious technological limitations. Russia's imperfect commitment to nonproliferation also undermines the effectiveness of U.S. nonproliferation efforts.

Slowly, incrementally, the realisation that a new strategy is needed for Iraq finally is dawning on U.S. policy- makers. It was about time. By underscoring the U.S. intervention's disastrous political, security, and economic balance sheet, and by highlighting the need for both a new regional and Iraqi strategy, the Baker-Hamilton report represents an important and refreshing moment in the country's domestic debate. Many of its key – and controversial – recommendations should be wholly supported, including engaging Ira n and Syria, revitalising the Arab-Israeli peace process, reintegrating Baathists, instituting a far-reaching amnesty, delaying the Kirkuk referendum, negotiating the withdrawal of U.S. forces with Iraqis and engaging all parties in Iraq.

Earlier today, Hamas politburo chief Khaled Mashal held a press conference in Damascus broadcast live on al-Jazeera, al-Arabiya, and Syrian state television. During the broadcast, Mashal described kidnapped Israeli soldier Cpl. Gilad Shalit as a “prisoner of war,” said that prisoner exchange was the only solution to the crisis, and appeared to recommend direct negotiations between Israel and Hamas. The press conference was significant, not only for its content, but because it was held in a Damascus hotel: typically in the past, when Syria-based terrorist organizations took responsibility for operations, they did so from Beirut. The high profile Mashal statement from Damascus suggests that the Asad regime has changed its rules of engagement from tacit to explicit support for Hamas. The shift highlights Syria's emboldened foreign policy a year and a half after the assassination in Beirut of former Lebanese prime minister Rafiq Hariri.

On March 16, 2006, Yaron Deckel and David Makovsky addressed The Washington Institute's Special Policy Forum. Mr. Deckel is a leading political analyst in Israel and Washington correspondent for Israel Television and Israel Radio. Mr. Makovsky is a senior fellow and director of the Project on the Middle East Peace Process at The Washington Institute. Mr. Makovsky's remarks were released in PolicyWatch no. 1086, “The Shape of Israel's Election Race.” The following is a rapporteur's summary of Mr. Deckel's remarks. In several recent interviews with the press, Israeli acting prime minister Ehud Olmert articulated a specific agenda for disengagement and the evacuation of thousands of additional settlers from the West Bank, distinguishing his campaign from the vague promises that have characterized past Israeli elections. Ariel Sharon campaigned in 2003 on eventual “deep and painful” future concessions, but did not specifically address disengagement until after the elections. It is therefore important to evaluate the prospect that Kadima will head the next government and what policies it would likely follow if in power.

Abstract:
Khalid Mishal, a Hamas leader currently residing in Damascus, visited Ankara today. Despite fierce debate in the Turkish press and objections from the secular-minded foreign policy elite, Mishal's visit went ahead with backing from Turkish prime minister Tayyip Erdogan and his Justice and Development Party (AKP) government. From the American perspective, the visit is important for three reasons. First, it could potentially hurt Turkey's longstanding role as an honest broker between the Israelis and the Palestinians. Second, it serves as yet another foreign policy breech between Turkey and the West. Third, the visit is a telltale sign of the AKP's policy of “strategic depth” toward the Middle East, a policy that Washington needs to understand given U.S. objectives in Iraq, Syria, and Iran.

Many development policies and programmes are premised on a traditional economic model of rationality to predict how individuals will respond to changes in incentives. Despite the emphasis of these programmes on poverty reduction, economists and the development community in general are still unable to fully understand how the poor make decisions, especially under uncertainty and over time. Individuals avail themselves less than predicted in health programmes, participate less than expected in market opportunities, under or over insure themselves, and make short-run decisions that are inconsistent with their long-run welfare. The rise and fall of different descriptive models and paradigms of poor household behaviour can partly be attributed to this limited understanding. More helpful answers may lay within behavioural economics, that these insights are particularly important for poor populations, and that they can improve the future design, implementation and subsequent effectiveness of development programmes. Behavioural economics is an approach that rigorously combines the insights of psychology and economics to try to better understand and predict human decision making. Empirical evidence is helping us learn, for example, how cognitive limitations, fairness, loss aversion, framing of choices, variable discount rates, and the qualitative dimensions of risk—such as proximity and control—affect decision making. The regularity of many of these anomalies suggests that these behaviours are anomalous only to traditional models, but that they may otherwise be the norm.

The aftermath of the invasion of Iraq has been characterised by continued instability and insecurity. In the midst of all this certain questions have been recurrently asked.Why has Tony Blair, given such unwavering support to the US invasion of Iraq, againts the wishes of the UN, Britain's key European partners, and a majority of public opinion? What, in short, is the overwhelming British interest that an invasion was supposed to protect? This essay argues that the key to understanding Britain's persistent support of the US lies mainly in the notion of the "special relationship".
