4081. ASEAN and Its Security Offspring: Facing New Challenges

Abstract:
In its 40 years of existence, the Association of Southeast Asian Nations (ASEAN) has played well above its collective weight in world politics, though its reputation for effective diplomacy was seriously tarnished by an inability to resolve the region's 1997-98 financial crisis and other political challenges in the 1990s, including East Timor's secession from Indonesia, annual forest fire haze from Indonesian Borneo that creates a regional public health hazard, and the 1997 Cambodian coup that overturned an ASEAN-endorsed election. The primary explanation for ASEAN's political weakness has been its attachment to the principle of noninterference in its members' domestic affairs. Much of ASEAN's political effort in the early 21st century is devoted to overcoming this weakness.

Abstract:
Throughout the world, military reserves are changing. National governments are transforming the relationships between their active and reserve components; the allocation of roles and responsibilities among reserve forces; and the way they train, equip, and employ reservists. One central precept is driving these changes: Nations no longer consider their reservists as strategic assets suitable primarily for mobilization during major wars. Whereas previously they managed reservists as supplementary forces for use mainly during national emergencies, major governments now increasingly treat reservists as complementary and integral components of their “total” military forces.

Abstract:
The U.S.-Kuwait military relationship has been of considerable value to both countries since at least 1990. This alliance was formed in the aftermath of Iraqi leader Saddam Hussein's brutal invasion of Kuwait and the U.S. decision to free Kuwait with military force in 1991. Saddam's later defeat and removal from power in 2003 eliminated an important rationale for the alliance, but a close look at current strategic realities in the Gulf suggests that Kuwait remains an important U.S. ally. It is also an ally that faces a number of serious national security concerns in the turbulent post-Saddam era, some of which will require both Kuwaitis and Americans to rethink and revise previous security approaches, particularly to meet the shared goals of reducing terrorism and regional instability.

Abstract:
Since his election as President of Venezuela in 1998, Hugo Chavez has encouraged and continues to encourage his Venezuelan and other Latin American followers to pursue a confrontational “defensive,” populist, and nationalistic agenda that will supposedly liberate Latin America from the economic dependency and the political imperialism of the North American “Colossus” (the United States). Chavez argues that liberation, New Socialism, and Bolivarianismo (the dream of a Latin American Liberation Movement against U.S. hegemony) will only be achieved by (1) radically changing the traditional politics of the Venezuelan state to that of “direct” (totalitarian) democracy; (2) destroying North American hegemony thoughout all of Latin America by (3) conducting an irregular and asymmetric “Super Insurgency,” or “Fourth-Generation Warfare” to depose the illegitimate external enemy; and, 4) building a new Bolivarian state, beginning with Venezuela and extending to the whole of Latin America.

Abstract:
U.S. soldiers in Iraq—from junior to senior leaders—conduct thousands of negotiations with Iraqi leaders while pursuing tactical and operational objectives that affect the strategic import of the U.S. mission in that country. As long as U.S. troops operate under conditions like the ones they currently face while at the same time conducting a counterinsurgency and stability, security, transition, and reconstruction (SSTR) operation in Iraq, negotiation will be a common activity and an important part of achieving mission objectives. Lessons from experience negotiating in Iraq can be helpful in future operations.

Abstract:
This overview of theater strategy and theater security cooperation is a primer on one of the most important tools the U.S. military uses to engage other countries, deter unwanted actions, and defend U.S. and friendly nation interests. To be effective, theater strategy and theater security cooperation must be derived from and consistently linked to national and multinational strategic guidance and policy, and formulated to meet the requirements found in each region. To attain the combatant commander's strategic security goals, proper support for joint operation plans through organizational structure, force projection, sustainment, readiness training, and force development input is essential. Theater security cooperation directly supports national goals at the regional level, and enhances military operations by obviating the need for military action, or by preparing the environment better for U.S. military intervention, should it be necessary. Theater strategy is an important part of realizing national strategy around the world, and theater security cooperation is not only one of the most powerful tools in attaining the goals of theater strategy, but, through its ability to obviate the need for combat, a cost effective tool as well.

Abstract:
Release of Canada's first-ever National Security Policy (NSP) in 2004, followed by the International (Foreign) Policy Statement and Defence Policy Review in 2005, has publicly articulated Canada's principal security interests for the post-September 11, 2001 (9/11), world. Nevertheless, the realities of Canada's present engagement in Afghanistan have highlighted a gap between stated national security and foreign policy goals on one hand, and the Canadian military, diplomatic, and development effort in theater, on the other. National interests and values, articulated within the NSP and the International Policy Statement, are insufficient to frame the context for such a complex endeavor. Only a clearly defined strategy based upon rigorous analysis of ends, ways, and means and assessment of risk can enable informed national and political debate, provide the required guidance for campaign planning among government departments, and determine Canada's preferred stake in the wider international arena, including the Global War on Terrorism (GWOT). Recommendations are provided with respect to resolving Canada's strategy gap in both the immediate and longer term.

This monograph serves multiple purposes, the most important of which is to contribute to the thought process of dealing with the Fuerzas Armadas Revolucionarias of Cuba (FAR). Change is inevitable in Cuba. Both Fidel Castro and his brother Raul are aging. Their passing will trigger either a succession or a transition. With that change, Cuba's security requirements will change as well. This monograph analyzes security requirements that the new Cuba will face and proposes what missions and structure the Cuban security forces might have after a transition.

Abstract:
Preemption has been, and remains, a leading concept of this decade. But despite its ubiquity in public discourse and its policy relevance, it is a source of great confusion. The term is misused, in some cases deliberately one suspects, but it must be admitted that strategic theorists have offered very little worthwhile reading on the subject. This monograph clarifies the meaning of preemption and distinguishes it from prevention and precaution. It critically reviews the principal charges levelled against preventive warfare and uses that analysis to provide at least the bare bones of strategic theory, more strictly of an alternative to theory relevant to such warfare. The analysis concludes with a set of policy and strategy relevant implications for the United States.

It is hard to imagine that we would have had a conversation like this when The Washington Institute held its first Soref Symposium event in 1988. The idea that Americans are safe from al Qaeda because the group has not struck inside the United States since 9/11—a claim repeated just this week by Homeland Security Secretary Michael Chertoff—is one of the Bush administration's most dangerous, short-sighted and questionable notions about terrorism. Experience alone suggests otherwise: eight years passed between al Qaeda's first attempt to destroy the World Trade Center in 1993 and their attack in 2001. Indeed, a more thorough examination of the facts suggests that the threat not only remains—it is growing.

Troop levels in Iraq have been one of the most hotly contested issues om American foreign policy over the past three years, from debates over the initial deployment in 2003 to those surrounding the troop surge in 2007. The Bush administration has faced significant criticism for ignoring the conventional wisdom regarding the number of soldiers required to secure Iraq, and recent attempts to change course in this area are seen by some as too little, too late. Specifically, the Pentagon’s deployment of only 120,000 American troops for the invasion and the decision by Paul Bremer, U.S. Administrator in Iraq, to disband the Iraqi army and police has kept the ratio of security forces to Iraqi civilians well below the 20 per 1,000 seen as the basic ante required to play the high stakes stabilization game. Many supporters of higher troop levels blame these missteps for the emergence of the robust insurgency and the coalition’s failure to defeat it. But where exactly does the 20 per 1,000 figure come from, how strong is the evidence sup- porting it, and what steps are being taken to assess and improve the conventional wisdom in this area? While the answer to the first part of the question is relatively accessible, the latter are more difficult. They address a daunting problem, but unveil a disconnect between the objectives and methods of policy and social science.

Abstract:
This paper posits that in the face of uncertainty over China’s rise to power, traditional realist and liberal theories of international relations are impractical for formulating U.S. policy. Instead, this paper outlines a new way of thinking about international order and then uses a game theory model to analyze U.S.-Sino relations in light of this new framework. The model fi nds that a mixed strategy equilibrium exists whereby the United States pursues both competitive and cooperative policies toward China. This U.S. policy of “guarded engagement” could induce Beijing to cooperate but leaves the United States prepared for confl ict if it does not.
