Abstract:: Climate shocks strain household resources, increase stress, and weaken protective structures, all of which may elevate the risk of child abuse. Yet little is known about how climate change affects children, particularly in the Global South. This paper addresses this gap by examining the relationship between drought exposure and attitudes toward child beating in sub-Saharan Africa. We combine individual-level data from the Afrobarometer survey with geocoded drought data from the Geocoded Disasters Dataset (GDIS). We use a spatiotemporal analysis that exploits differences in when and where the Afrobarometer surveys were conducted and when and where droughts occurred. We find that individuals living in drought-affected areas are more likely to justify physically disciplining children. These effects are persistent, potentially with no pattern of decay over time. Mediation analysis of causal pathways suggests that drought increases food insecurity, which raises the risk of intimate partner violence (IPV), and that IPV, in turn, significantly heightens the likelihood of child abuse. These findings highlight the broader social consequences of climate-related shocks and suggest that interventions targeting household stress and IPV norms may help mitigate the impact of drought on child welfare

2. Building social cohesion through livelihood support in climate-related internal displacement settings: evidence from Zimbabwe and Mozambique

Abstract:: Climate-related extreme weather events are increasingly displacing communities across Southern Africa, with negative implications for social cohesion, livelihoods, and community resilience. Understanding how displacement erodes social cohesion is important for developing strategies for restoring it. Evidence shows that livelihood support interventions, for example, cash‑based assistance, in-kind transfers (agricultural inputs) up to skills development programs, are a pathway for mending or strengthening social cohesion in displacement contexts. Yet, in some cases, they can further fragment it. This requires strategies under which such interventions can be deployed to positively shape social cohesion outcomes. This Policy Brief synthesizes insights from qualitative research conducted from 2023 to 2025 with displaced communities and host populations in Zimbabwe (Chimanimani and Tsholotsho districts) and Mozambique (Guara Guara, Grudja and Praia Nova). It examines how livelihood interventions can either rebuild or further fragment social cohesion, identifies critical factors driving cohesion outcomes, and provides evidence-based recommendations for national governments, humanitarian actors, and development co-operation actors working in climate-displacement contexts across Southern Africa. In Zimbabwe, vertical social cohesion in displacement contexts is eroded by a lack of designated policies on displacement, leading to poor socioeconomic outcomes for displaced individuals; ad hoc recovery and reconstruction efforts that undermine durable solutions and long-term recovery; and a lack of accountability infrastructure that undermines trust in the government. In Mozambique, the slow implementation and unequal distribution of recovery interventions undermine cooperation between communities and the institutions involved in post-disaster recovery efforts. This has led to large-scale returns of people to high-risk areas. Drawing insights from both case studies, we provide key recommendations and conditions for implementing livelihood support to achieve social cohesion in climate-related displacement contexts. Key policy messages • Livelihood interventions can lead to maladaptation if not supported by strong governance mechanisms including policy frameworks and institutional coordination in planning and implementation. • People-centred, area-based approaches to livelihood programming that account for pre-displacement livelihoods and support post-displacement transitions, while benefiting both displaced populations and host communities, should be adopted. One-size-fits-all interventions risk undermining economic recovery and social cohesion. • Horizontal and vertical social cohesion indicators should be embedded in livelihood programs from the outset to assess the social impacts before and after implementation. • Inclusive, participatory decision-making in the delivery of livelihood support programs should be mandated to prevent exclusionary practices that erode trust in institutions.

3. Compounded Vulnerability: Spatial Patterns of Energy Burden, Heat Exposure, and Pollution in New York City

Abstract:: Energy insecurity and climate risk increasingly intersect in urban areas, yet they are often treated as separate challenges. This paper examines how household energy affordability stress, extreme heat exposure, and ambient air pollution overlap across urban space, using New York City as a case study. We introduce the concept of compounded vulnerability to describe neighborhoods where high energy burden and high heat exposure coincide, potentially intensifying environmental and health risks. Drawing on tract-level energy burden estimates, satellite-derived surface temperature measures, and summer PM2.5 concentrations, we combine a place-based interpretation of urban infrastructure and historical disinvestment with a tract-level empirical analysis of co-located risks. We document spatial co-location of economic and environmental stressors: neighborhoods facing higher energy burden are, on average, hotter, and areas experiencing joint exposure to heat and energy stress are also situated in environments characterized by elevated summer pollution. These patterns point to a plausible urban mechanism through which climatic extremes interact with energy systems and the built environment, shaping unequal exposure during periods of peak stress.

4. Energy Infrastructure and the Defense Industrial Base

Abstract:: Can the energy infrastructure serving the U.S. defense industrial base sustain production under mobilization? This paper focuses on three scenarios for mobilization consistent with baseline production, defense buildup, and peer war. Using embodied energy methods, the research team estimates that war production rates would require 17.4 petajoules (PJ) of energy annually, a relatively small amount nationally, but one that would need to be concentrated at facilities in already stressed grid regions. Facilities for the defense-critical production of steel, aluminum, titanium, and semiconductors are clustered in regions already facing eroding reserve margins and surging data center demands. Natural gas deliverability constraints compound these risks, as key facilities depend on gas both as direct fuel and as the primary source of regional electricity generation. This paper recommends extending defense-critical electric infrastructure designations to industrial nodes, creating dedicated permitting and finance pathways to facilitate energy production, and integrating energy resilience into supply chain risk assessments.

Abstract:: Near-term guidance for decarbonizing global industry is needed to ensure it happens on pace to meet Paris Agreement climate goals. Such insights would help industry and financial decision-makers as well as inform government policies meant to support the transition toward lower-carbon energy sources. This report combines a review of country diplomatic commitments, policies, and industrial roadmaps with decarbonization scenarios and new global modeling to suggest timelines, carbon prices, regulations, and lead markets for clean products, to replace unabated fossil fuel–powered industrial facilities and equipment with near-zero carbon emissions alternatives. It also estimates the capital and operating expenditures required, and provides policy options to support these efforts.

6. Assessing US Government Efforts to Support Fossil Fuel–Reliant Communities

Abstract:: The decline of domestic fossil fuel production in the United States poses serious economic risks for communities that rely on fossil fuel industries for jobs and public revenues. Many of these communities lack the resources and capacity to manage those risks on their own. The absence of viable economic strategies for affected regions is a barrier to building the broad, durable coalitions needed for an equitable national transition to cleaner energy sources. 9. Beyond the wage channel: climate-smart public works programs and household resilience in Malawi

Abstract:: One of the main arguments for implementing public works programs (PWPs) instead of other social protection schemes such as cash transfers is that the assets created through these programs themselves can generate medium- to long-term benefits. This is particularly important as the costs for supervision and the construction materials can account for up to 70 per cent of program budgets. Despite this, there is scarce empirical evidence on PWPs' effects through the “asset channel”: indeed; most studies have focused solely on the traditional “wage channel”. To bridge this gap, this paper examines whether and how assets created under Malawi's Climate-Smart Enhanced Public Works Program (CS-EPWP) – a program recently implemented by the government of Malawi and funded by the World Bank – strengthen the resilience of households to climate shocks such as droughts and floods. The paper relies on case study analysis using primary qualitative data based on focus group discussions and key informant interviews with different stakeholders at the national, district and community levels. Interviews were conducted during fieldwork in September 2024 in two southern districts of Malawi highly affected by climate change. The analysis is complemented by site visits and quantitative survey data on asset quality. By combining these methods, we find that the CS-EPWP generates durable, community-maintained assets, which in turn enhance households' capacity to cope with and adapt to climate shocks. In particular, land-based assets provide multiple benefits for both households and communities, while forest-based interventions are expected to generate similar long-term gains, although further research is needed to confirm their (long-term) impacts. To maximize the impact of climate-smart public works programs, policymakers and donors should align asset creation with climate objectives and adopt participatory approaches to ensure their relevance, maintenance and long-term sustainability.

10. The decline of French agriculture in Europe

Abstract:: The farmers' protests of the winter 2025-2026 are an amplified replica of those of two years ago, mainly in France, due in particular to competition between, on the one hand, the FNSEA[1] (Fédération nationale des syndicats d’exploitants agricoles) and the Young Farmers, and on the other hand, the very aggressive Coordination Rurale and the Confédération Paysanne. These protests focused on two issues: - The management of the contagious nodular dermatitis (CND) crisis, more specifically the opposition to the slaughter of all infected herds, even though this radical method has proven effective in Savoie and Haute-Savoie, where it has eradicated the disease. - The free trade agreement between the European Union and the four MERCOSUR countries (Brazil, Argentina, Uruguay, and Paraguay), which is currently awaiting approval. It is also the expression of a deep unease among French farmers, who have faced a series of difficulties in recent years that have not been experienced with the same intensity by their counterparts in other Member States. The causes of these difficulties therefore need to be analyzed. In Jean-Luc Demarty’s opinion[2], the main cause is the loss of competitiveness of French agriculture on the European market, which is reflected in an increase in agricultural income in France of only 17% between 2010 and 2024, well below the European average (77%) and that of Spain (79%), Poland (86%) or Italy (170%). The reasons why the agri-food trade balance of France has collapsed must also be examined. It was only positive of 200 Million euros in 2025. In recent years, French agriculture has had to grapple with health, climate and economic crises. The health crises have affected cattle (epizootic haemorrhagic disease and contagious nodular dermatosis), sheep (bluetongue) and poultry farms (avian influenza), while pig farms are still threatened by African swine fever. Climate change is having a severe impact on French agriculture, with successive droughts, floods and spring frosts. While health and climate crises also affect agriculture in other Member States, it is in the area of foreign trade that French agriculture is clearly hardest hit, particularly by moves by China and the United States to target wines and spirits, the leading export item for the French agri-food industry. The cereal sector, which is the second largest agri-food export item, is suffering from competition from the Black Sea countries and, above all, from Russia's offensive for wheat on African markets. The Algerian market was thus lost in 2025 in the context of that country's dispute with France, while the price of wheat is currently below $200 per tonne, (below the average production cost for French farmers), and the European Commission wants to tax imports of nitrogen fertilisers from Russia and Belarus as part of the carbon border adjustment mechanism.

11. Planned Relocation of Climate-Vulnerable Communities: Preparing Multilateral Development Banks

Abstract:: Planned relocation of highly climate-vulnerable communities is becoming increasingly necessary as climate shocks become more frequent and intense. It is also becoming more feasible as modelling of future scenarios improves and adaptation limits become clearer. Despite this, many governments are underprepared for planning and implementing planned relocation projects. In the absence of an intergovernmentally agreed framework or set of principles on planned relocation, development finance, and specifically climate finance, is not well positioned to respond to this emerging demand from countries. This is heightened by a widespread absence of coherent domestic policies, and by institutional gaps in international assistance. Multilateral development banks, in particular, could be well-placed to fill this gap. They have extensive experience in undertaking relocation projects, including in contexts of climate adaptation. Multilateral development banks will increasingly field borrower country demand for both technical and financial assistance. They are, however, not yet prepared to meet this demand, nor are countries adequately equipped to make applications for support. This paper outlines emerging public policy regarding planned relocation, draws from existing standards on development-forced displacement and resettlement, and explores entry points for development financiers in providing technical assistance and finance. The paper proposes recommendations to multilateral development banks and the global climate funds on engaging in this emerging area.

Abstract:: In this practical guidance note, the Georgetown Institute for Women, Peace and Security explores the capacity for National Action Plans on Women, Peace and Security (WPS NAPs) to be effective tools for national-level implementation of the WPS Agenda that is responsive to climate-related security risks. WPS NAPs have become the primary tool for national-level efforts to implement the WPS Agenda. To remain relevant and effective, NAPs must be responsive to the ever-changing security landscape and emerging threats to peace and security, like climate change. While the share of NAPs that mention climate change has slowly increased, many include just one cursory reference to climate change in the background section that does not comprehensively address the impacts of climate-related security risks across all four pillars of WPS or include specific actions or commitments related to climate in the NAP’s implementation framework. This report presents actionable policy recommendations for WPS NAPs to more meaningfully address climate change and related security risks throughout their design, drafting, and implementation. 13. Advancing Gender, Climate, and Security in the UN Security Council: A Blueprint for Action

Abstract:: In this policy brief, the Georgetown Institute for Women, Peace and Security presents recommendations for advancing gender, climate, and security in the UN Security Council and opportunities for Member States and other relevant stakeholders to drive progress on these interconnected challenges. Despite growing recognition of how climate change multiplies risk and poses a threat to international peace and security, efforts to make climate change a standing item on the Security Council’s agenda have failed. Climate change disproportionately impacts women and threatens their security, yet frameworks like the Women, Peace and Security (WPS) Agenda have been slow to integrate climate considerations into thematic resolutions and National Action Plans (NAPs) on WPS. The international community must rapidly scale-up efforts to bridge these policy gaps and holistically address challenges at the nexus of gender, climate, and security. This policy brief explores best practices and offers specific recommendations for the Security Council, Member States, and international actors to integrate gender-responsive climate considerations into global peace and security efforts. 14. Building Ambition in the Run-up to Belém: Italy’s G7 Presidency on Climate and Energy

Abstract:: A main priority of the 2024 Italian G7 presidency was to build stronger partnerships with African countries across a number of policy areas, including climate and energy. Italy pushed forward several G7 initiatives to tackle the adverse effects of climate change and resource scarcity in developing regions as well as to enhance energy access in Africa. Despite the relevance of these pledges, it is still unclear how these initiatives can align with, and maximise the impact of, existing climate- and energy-related projects set out in other fora. Still, the Italian G7 was successful in shedding light on the need for stronger intersectionality in G7 processes – finance, climate, infrastructure, food – and in advancing synergies with parallel G20 and climate conferences of the parties (COP) discussions. Canada, South Africa and Brazil, respectively holding the 2025 G7, G20 and COP30 Presidencies, can build on the lesson of the Italian G7 presidency, especially in light of the decreasing attention that major powers such as the United States are paying to multilateral governance regimes.

15. The G7 and Sustainable Agri-Food Systems’ Transformation: Lessons Learned from the Italian Presidency

Abstract:: Italy put a strong emphasis on food and nutrition security during its 2024 G7 Presidency, designing or scaling up plans to transform global food systems. Although the Italian presidency was able to gather consensus on key dimensions such as the food and climate nexus or development finance, structural weaknesses remain. Among them, the limited representation of Global South interests, the lack of space for civil society and farmers’ organisations in the decision-making process and the institutional rivalry between the Finance and the Development Tracks. While the G7 can more easily mobilise consensus and financial solutions to tackle global hunger, it has gradually lost ground to settings such as the G20 or the UN climate conference generally known as COP. The G7 must align its food-security solutions with those designed by other global partners (the G20 Global Alliance Against Hunger and Poverty, or the EU’s Global Gateway) that can more effectively address food insecurity, while tackling all the barriers that make it too risky for local actors and the private sector to invest in sustainable agri-food systems transformation.

His address included a renewed call for transparency in the allocation of climate resources and the reform of the global financial architecture that has long been criticised as too rigid to support long-term sustainable development in the Global South.[2]

17. Fracking or No Fracking? How a Green Transition Can Work for Workers

Abstract:: Throughout the 2024 U.S. Presidential campaign, the only climate-related issue to achieve prominence was the question of whether to ban fracking operations in the United States. Donald Trump is a long-time climate denier, and therefore had no qualms in supporting fracking and all other techniques for extracting fossil fuels from the ground. By contrast, Kamala Harris had supported a nationwide ban on fracking during her 2019 presidential campaign. This was due to the severe negative environmental and public health impacts of this natural gas extraction technique and because burning natural gas to produce energy generates CO2 emissions that cause climate change. But Harris opposed a fracking ban in 2024 on the assumption that the ban would impose major costs to the economy of Pennsylvania, which has the second-largest fracking operations among U.S. states, after Texas only. Such negative economic outcomes in Pennsylvania would indeed result if fracking were banned in the U.S. and no large-scale alternative economic activities were introduced into Pennsylvania’s economy. But banning fracking must be understood as one component of a much larger program to advance a viable climate stabilization program, in Pennsylvania, and everywhere else. We find that building a clean energy-dominant infrastructure in Pennsylvania—focused on investments in energy efficiency and renewable energy sources—will generate approximately 160,000 jobs in the state. Meanwhile, phasing down fracking and all other fossil fuel activities by 50 percent between 2026 – 35 will entail job losses in the range of 1,700 per year within the state. We argue that these 1,700 displaced fossil fuel workers should receive just transition policies that include pension, employment and income guarantees, in addition to, as needed, retraining and relocation support. We estimate that such a just transition program for these workers will cost in the range of $240 million per year. This amounts to about 0.02 percent of Pennsylvania’s current GDP. Thus, we show how, between 2026 – 2035, Pennsylvania could phase out 50 percent of all its fossil fuel production activities—including fracking operations—while also providing generous support for workers to transition out of their fossil fuel industry jobs and into activities that both raise public health and environmental standards in the state and contribute toward a viable global climate stabilization project.

Abstract:: We present a framework to assess green climate finance and the pathways to building a climate aligned financial system. This would involve the strategic reorientation of central bank interventions, national development banks and multilateral and regional banks and coherent purposive collaborations between these institutions and interventions to decisively reshape the contemporary global financial system that is out of tune with the long-term imperatives of climate action. Aligning finance to climate goals at the necessary scale, pace and direction requires the calibration of financial flows across three axes: ‘public-private’; ‘real-financial’ and ‘national-international’. Along the first axis the naturedepleting, climate imperiling logic of short-term private profitability needs to be contained in order to pursue the public priorities of climate action. Along the second axis, policy efforts have to be geared to ensuring that financial flows are financing investments in climate mitigation and adaptation and not simply providing more fodder for the global portfolio glut and financial accumulation. Finally, along the third axis warding global funding and support on appropriate terms has to be provided to the most vulnerable countries while buttressing national ownership of the green mission.

Abstract:: Southeast Asia has made remarkable progress in expanding renewable energy sources. Facilitated by the various national policies that are in place to encourage their development, the share of renewable energy sources in the region’s installed capacity has increased significantly, rising from around 20 percent to 33 percent in the last twenty years, and is expected to surpass the regional 35 percent target by 2025. While the regional figures look promising, individual countries differ in terms of speed, scale, and the choice of renewable energy technologies developed. Vietnam is a forerunner of renewable energy expansion in Southeast Asia. Significant investments have been made in utility-scale solar and wind power projects since mid-2010s, particularly in provinces with high renewable energy potential such as Ninh Thuan, Binh Thuan, Bac Lieu and Quang Tri. The country added 1,718 Megawatt (MW) of hydropower and 3,405MW of wind power between 2020 and 2022, which accounted for around half of additional hydropower capacity and all of additional wind power capacity in Southeast Asia during that period. Similarly, the country’s solar power development made up approximately 70 percent of additional solar power capacity in Southeast Asia between 2013 and 2022.

Abstract:: The California wildfires are an environmental disaster, but they also point to a deeper set of challenges, not only for the United States of America but for the global community. Such wildfires, which are ever-increasing in frequency and scale due to the impact of climate change, result in structural damage and long-term health risks that disproportionately affect vulnerable communities and are a costly burden to the state. A planetary health approach highlights the need for a more comprehensive understanding of the climate-environment-health interface in managing the risk and incidence of wildfires.

21. Allocating international loss and damage finance through national climate funds: prospects for African LDCs

Abstract:: The new loss and damage funding framework under the United Nations Framework Convention on Climate Change (UNFCCC) emphasises the importance of channelling support through national systems and mechanisms. This approach could prove particularly challenging for African least developed ountries (LDCs), which have been prioritised for support. These countries remain confronted with major challenges to access and utilise international climate finance, especially through direct access. National climate funds (NCFs) can have a potential role in delivering international loss and damage finance to African LDCs that is in line with their national priorities. NCFs can be defined as entities mandated to finance the implementation of national climate strategies and to manage and/or coordinate domestic and international sources of climate finance. NCFs can enhance the institutional capacities of countries by supporting the development of loss and damage strategies, facilitating access to international funding, aligning resource allocation with local priorities, and ensuring the effective tracking of loss and damage finance. This Policy Brief explores the role of NCFs in the evolving global loss and damage finance architecture with a focus on African LDCs. We examine the design features of five NCFs against criteria for assessing their relevance to support measures that address loss and damage. The studied NCFs are: the Benin National Fund for Environment and Climate, Ethiopia’s Climate-Resilient Green Economy Facility, Burkina Faso’s Intervention Fund for the Environment, the Mali Climate Fund and the Rwanda Green Climate Fund. Key policy messages • Despite that only a limited number of African LDCs have established NCFs, these demonstrate their potential to channel loss and damage funding, especially for environmental rehabilitation and climate-resilient recovery efforts. Particular strengths relate to their role in priority sectors for climate change adaptation and in relation to biodiversity loss, drought, land degradation and desertification. • Existing NCFs in African LDCs have inadequate mandates and capacities to manage the complex funding needed for loss and damage. An emerging issue is their presently limited role in linking climate and disaster risk finance. • The NCFs of African LDCs can be instrumental to promote coherence and complementarity with other funding sources at the national level. Countries must establish comprehensive legislative, policy and regulatory frameworks to define the institutional roles of NCFs in loss and damage response, supported by international funding to strengthen their institutional capacities.

Abstract:: This study explores the transformative potential of local feminist perspectives in addressing systemic gender inequalities in India, focusing on women’s health and climate action. Anchored in global frameworks, such as the Beijing Declaration (1995) and the Sustainable Development Goals (SDGs), and rooted in India’s historical milestones, such as the Towards Equality Report in 1974 (Government of India, 1974), this research examines how caste, class, gender, sexuality and disability intersect to perpetuate inequities. Despite progress in education, health, and political representation, deep-seated patriarchal norms and structural barriers continue to undermine women’s agency, as reflected in India’s low ranking on the Global Gender Gap Report 2024 (World Economic Forum, 2024). Using intersectional and eco-feminist frameworks, the study employs a qualitative, multi-method approach, including 31 key informant interviews and a stakeholder dialogue involving 40 participants from non-governmental organisations (NGOs), community organisations and feminist collectives. By integrating lived experiences with policy analysis, this study highlights how local feminist movements in India have challenged entrenched social norms, amplified marginalised voices and innovated to provide context-specific solutions. The findings reveal persistent health inequities among women, compounded by caste and disability, and critique health policies for their technocratic focus. Interventions by community organisations as well as governments, such as community health workers and self-help groups, have emerged as vital platforms for addressing reproductive and menstrual health needs while fostering social change. In climate action, women face disproportionate vulnerabilities due to caregiving roles and resource dependencies. However, localised initiatives, including women-led renewable energy programmes and sustainable agriculture practices, showcase their potential as agents of environmental resilience. The study advocates for recognising intersectional vulnerabilities, converging across sectors, improving participatory governance, strengthening capacity building of community organisations, and including divergent experiences of women in policy and intersectional funding models. By situating feminist knowledge within actionable frameworks, it presents a replicable model for integrating gender justice into health and climate strategies, offering lessons for global contexts. The report underscores the necessity of sustained collaboration among community actors, women’s advocacy groups, policymakers and donors to foster systemic equity and resilience.

Abstract:: The concept of energy security in the Arabian Gulf region refers to the ability to meet the energy needs of countries in the region without interruption in a way that guarantees the economic, social, and political stability of these countries. The concept of energy security in the Arabian Gulf includes several aspects: Ensuring strategic supplies. This relates to ensuring the continuous availability of oil and gas to producing and consuming countries in the region and beyond, avoiding any disturbances in the global market, and ensuring price stability. Energy diversification means diversifying energy sources and relying on them. Diverse energy, such as renewable energy, reduces total dependence on oil and gas and provides future economic opportunities. Strengthening energy independence: This includes developing national capabilities in the energy sectors, including developing the infrastructure and technologies necessary to extract and refine oil and gas and generate renewable energy. Achieving environmental sustainability: This requires achieving a balance between meeting energy needs, protecting the environment, and reducing harmful emissions. Regional and international cooperation Energy security also consists of enhancing cooperation between countries in the region and other countries in the field of energy, whether in exchanging knowledge and technology or in developing joint projects for generating and transmitting energy. This paper adopts a comparative methodology between Gulf countries to measure their ability to confront energy security in light of climate change. This paper reaches the most prominent conclusion, which is that the Gulf countries’ varying capabilities in achieving future energy security will play a major role in reshaping the inter-relations between the Gulf countries.

Abstract:: Understanding the diverse types of climate change-related risks is crucial for developing effective strategies to address the global climate crisis. A holistic yet disaggregated approach allows for a comprehensive view of the challenges while enabling targeted responses from various stakeholders. This document outlines three main categories of climate-related risks: planetary, economic, and financial, detailing their relevance to various stakeholders, timeframes, and potential response strategies. This short brief aims to disentangle the complex nature of risk discussions for productive discourse and appropriate risk management approaches for different stakeholders. In practice, discussions related to assessing and responding to climate change risk have conflated categories of risk, confusing discussions and undermining the effectiveness of related strategies. We hope this brief can bring clarity and rigor to analyses of risk and support constructive discussion among policymakers, financial institutions, social sector actors, and the public. We plan to follow this short briefing with a longer report including more detailed analysis, integrating feedback to these initial ideas.

Abstract:: This paper examines India’s opportunities and challenges in unlocking its clean energy transition. While the country has made significant advancements in expanding its renewable energy capacity, structural inefficiencies within the electricity sector continue to hinder progress. A key barrier is the cross-subsidy pricing mechanism, which charges commercial and industrial users higher electricity tariffs to subsidize power for agricultural and residential consumers. Although originally intended to promote equity, this mechanism has, over time, contributed to mounting debts for power distribution companies, ultimately weakening the financial health of the electricity grid. This paper provides an analysis of the consequences of the cross-subsidy electricity pricing mechanism. It further explores how a phased approach to reforming this pricing structure could offer a viable pathway to address the financial instability of the power distribution companies.

Abstract:: The current international order is based on the presumption that our physical geography is fixed and unchanging. However, climate change—in the form of sea level rise and inundation—is shifting international boundaries. The world’s changing geography will force policymakers and legal experts to adapt the concepts of sovereignty, statehood, and citizenship to address the new global environment. This paper focuses its discussion of climate impacts and response policies on the Pacific islands. The changes befalling low-lying islands, like those in the Pacific, are a harbinger of the future that awaits the residents of coastal cities and shorelines on larger land bodies.1 Islands’ experiences of climate change offer insights into the shortcomings of the existing international system and demonstrate the fundamental tension between sovereignty and climate change. Ultimately, the Pacific region serves as an important case study and a critical blueprint for the future of global adaptation and stability. In view of this challenge, policymakers should consider new legal options to address climate-induced boundary changes. These may include the creation of fictitious boundaries, collective sovereignty, hybrid citizenship, and corridors for climate displacement. This paper does not seek to suggest that these new ideas for sovereignty are the only path to resolving the nexus of legal-climate challenges that exist today. Instead, this paper attempts to raise new questions and ideas about how policymakers should think about the international system at a time when anthropogenic climate and environmental change is rearranging its geophysical foundations.

Abstract:: The study seeks to explain the non-state actors' roles in international climate negotiations. The existence of the Paris Agreement in our view strengthens the hybrid multilateralism architecture that makes it possible encouraging non-state actors to take part in global climate governance, such as Greenpeace. Based on literature research, this study uses qualitative research approaches. In addition, we utilize secondary information relevant to the subjects covered in this research from academic publications and online news sources. From this research, we found that three main key points, authority, legitimacy, and effectiveness in hybrid multilateralism best explain Greenpeace involvement in international climate negotiations. Furthermore, by following certain indicators of non-governmental organizations’ influence, Greenpeace is seen to have succeeded in influencing the Kyoto Protocol yet lost its role in influencing the Paris Agreement upon the United States’ withdrawal under Trump’s administration.

Abstract:: Malaysia has recorded intense peaks of temperature due to a heatwave in the Southeast Asia region in 2024. The heatwave sweeping across the nation had a significant impact on human health, resulting in a concerning rise in heat-related illnesses. By April 2024, a total of 45 cases of heat-related illnesses, including two fatalities from heatstroke, have been reported. Alongside the health risks, significant impacts were also observed through the Malaysian waters, including a series of algae blooms and mass coral bleaching affecting the country. These events, once considered rare occurrences, are becoming more frequent and severe, largely due to the changing climate and rising sea temperatures. These issues are not just ecological concerns but have also begun to affect the economic activities tied t o t he m arine environment, such as aquaculture, specifically at the Peninsular Malaysia, which put pressure on Malaysia’s coastal economies.

Abstract:: This policy brief captures the key findings from Loss and Damage Policy Labs (LDPLs), a series of local and multi-level national policy dialogues held in Bangladesh in 2024. The LDPLs involved diverse stakeholders seeking to address climate-induced loss and damage (L&D) in Bangladesh, by fostering community-driven approaches and connecting local needs with the national policy landscape. The brief emphasizes local experiences in Bangladesh, particularly in its southern belt. It illustrates a case study from Barisal Division, which is representative of the wider vulnerable coastal region of Bangladesh. Addressing the climate risks threatening Bangladesh and its coastal region specifically requires a cohesive, inclusive, and evidence-based approach that integrates local perspectives into national frameworks while addressing both economic and non-economic loss and damage (NELD). Priorities include fostering community-driven, gender-sensitive solutions, enhancing capacities through training and robust assessment frameworks, and strengthening access to global climate finance through innovative mechanisms and transparent processes. By aligning local capacities, national policies, and international commitments and advocating for equitable support on global platforms, Bangladesh can pioneer effective climate resilience strategies, and serve as a model for other vulnerable nations.

33. Environmental Kuznets curve and green regulation

Abstract:: In this paper, we first test the validity of the Environmental Kuznets Curve (EKC) hypothesis, using a large sample of approximately 190 advanced and developing countries, over a period of 34 years (1989– 2022). We find that (CO2) emissions respond positively to increasing income per capita, up to a turning point of approximately US$25,000. In a departure from the previous literature, we allow the relationship between economic development and emissions to depend on the stringency of environmental regulation. Our results indicate that environmental policies—and particularly market-based instruments, such as carbon taxes and emissions trading systems—make the EKC lower and flatter. These results are robust to several sensitivity checks, and to the use of regional (rather than global) data. Overall, our results have important policy implications, as they identify economic development as a pathway to environmental improvements. Moreover, we show that environmental policies are an essential means to achieving decoupling of emissions and economic output over the longer term.

34. Surviving the storm: How climate-related disasters reshape tax morale in sub-Saharan Africa

Abstract:: Climate-related disasters have increased over recent decades, with severe human and economic consequences. While research has examined their macroeconomic effects and impact on households’ income and consumption patterns, little attention has been given to their impact on tax morale—taxpayers’ intrinsic motivation to comply with tax obligations. This study fills this gap by estimating the impact of climaterelated disasters on tax morale in 26 sub-Saharan African countries using Afrobarometer survey data from 2011 to 2021. The analysis considers six climate-related shocks: droughts, earthquakes, extreme temperatures, floods, storms, and wildfires. We hypothesize that the impact of climate-related disasters on tax morale depends on the specific disasters considered, and that these heterogeneous effects work through two key mechanisms: economic inequality and trust in public institutions. First, they can exacerbate inequality by reducing government revenue, increasing economic hardship for vulnerable groups (through loss of livelihoods), and eliciting unequal policy responses from government. Climate-related disasters can also reduce inequality when associated with increased economic hardship for richer households (by destroying their productive assets. Second, tax morale declines when citizens perceive government responses as inadequate or unfair; conversely, it increases if citizens perceive the government to be responding adequately. Logistic regression results confirm this heterogeneity. Droughts, extreme temperatures, floods, and storms reduce tax morale, while earthquakes and wildfires increase it. Incorporating regional heterogeneity shows that the negative effects of disasters on tax morale are more profound in rural areas. Mediation analysis confirms inequality and institutional trust as key transmission channels. These findings underscore the need for inclusive tax policies and effective post-disaster governance to sustain revenue mobilization in sub-Saharan Africa.

Abstract:: This paper calls for an integrated water and food security management in eight Eastern and Southern African countries—Ethiopia, Kenya, Malawi, Mozambique, Somalia, South Sudan, Zambia, and Zimbabwe. These countries, identified as Hunger Hotspots for 2025 and among the 30 most water insecure globally, are also experiencing the severe impacts of climate variability. The paper strongly recommends that multilateral bodies, governments, donors, and the private sector implement sustainable adaptation and mitigation measures—such as strengthening national hydro-meteorological forecasting systems, increasing investment in anticipatory action, ensuring access to climate finance etc. to tackle the root causes of these crises. Abstract:: More than four in five people in Asia and the Pacific reportedly face multi‑hazard risks associated with slow or sudden onset climate events, according to the latest Asia‑Pacific Disaster Report published by the United Nations Economic and Social Commission for Asia and the Pacific (ESCAP). Many existing hotspots of climate‑related multi‑hazards are forecast to intensify. Individuals residing in these hotspots, often already low‑income and with limited access to basic services and infrastructure, will likely be exposed to more frequent and intense sudden‑ and slow‑onset natural disasters. Noteworthy is the assessment that migrants, refugees, internally displaced persons (IDPs), and stateless persons residing in many parts of these vast geographic areas reportedly face even more daunting challenges in this category, due to their vulnerable legal status, limited coping capacity, and access to basic services and opportunities.

Abstract:: Azerbaijan became the first country from the Silk Road region to host an annual session of the Conference of Parties to the UN Framework Convention on Climate Change—in this case, the 29th session. Hence, COP29. This took place in Baku between 11 and 22 November 2024 and had something like 76,000 registered participants. And Azerbaijan’s Foreign Ministry has a document that says that COP29 “was attended by representatives of 196 countries and nearly 200 international, regional, and other organizations. More than 80 heads of state and government participated at the World Leaders’ Climate Action Summit organized within the framework of COP29 on 12-13 November 2024.” So, evidently, this was hard to pull-off successfully.

41. Sovereigns on thinning ice: debt sustainability, climate impacts and adaptation

Abstract:: A fundamental problem for sovereigns enacting climate policies is whether they can manage increasing debts as their economies suffer from adverse climate impacts. We develop stochastic debt sustainability analysis integrating a coupled climate-economy model with debt financing scenario optimisation, and stress test sovereign debt for representative countries globally under the Intergovernmental Panel on Climate Change marker narrative scenarios of climate change. The stress test combines socioeconomic and climate pathways with calibrated aleatory scenario trees of economic, fiscal and financial variables to generate forward-looking debt projections over the century. These projections incorporate climate-induced damages to economic growth, spanning the broad spectrum of impact functions from the literature. Our findings reveal significant risks to sovereign debt sustainability, particularly under high climate damages, that are large from mid-century. Expected costs increase by up to 3 percent of GDP under high climate impact in a world of regional rivalries, or 0.25 percent under low impact in a middle-of-the-road narrative, with considerable variation between countries. The long-run debts of highly impacted countries are unsustainable. We assess whether adaptation investments or fiscal consolidation can mitigate potential climate-debt crises. Public financing of reactive adaptation is a justified expenditure that breaks even but does not fully restore the debt sustainability of highly impacted high-debt countries. Maintaining public spending while ensuring debt sustainability appears infeasible under climate impacts.

42. Implementing the EU Nature Restoration Law: exploring pathways for member states

Abstract:: The European Union Nature Restoration Law (NRL) entered into force in 2024. The NRL sets quantitative restoration targets aimed at improving natural habitats that are currently in poor condition, with substantial leeway for countries to choose implementation pathways that fit their priorities. This Working Paper examines three pathways: (1) evenly spreading restoration efforts across all ecosystems; (2) prioritising cost-efficiency; and (3) maximising carbon sequestration. Each approach yields vastly different outcomes. This paper provides insights into the trade-offs. For countries seeking to minimise costs in the short run, an 81 percent reduction in costs over the period 2025-2030 is possible compared to a baseline scenario of an even restoration of all ecosystems. Countries that aim to maximise carbon sequestration benefits can achieve a 54 percent increase in climate impact over the same period. However, the different pathways converge after 2040. Prioritising cost minimisation in the early years could lead to higher costs later if delays in investment in the more costly restoration projects allow habitats to continue to degrade. Maximising cost-efficient carbon sequestration is possible, allowing relatively low investment costs and high sequestration. Countries should adopt a holistic approach to pathway selection, considering the full spectrum of ecological and societal gains alongside climate mitigation. Land ownership is an important factor that shapes feasible and effective pathways. In countries such as Spain and Germany, where private entities own substantial shares of agricultural and forest lands, policies should incentivise private investment, including through norms, subsidies or pricing mechanisms. Countries with substantial public landholdings, such as the Netherlands, may find it easier to implement direct restoration projects. These structural differences will influence the cost and pace of restoration and also the design of policies and governance mechanisms to ensure compliance with NRL targets.

43. Upgrading Europe's electricity grid is about more than just money

Abstract:: Electricity network investment is essential for the energy transition, with annual investments of tens of billions of euros required across Europe. Network companies are already investing such amounts and delivering efficient grid investments requires more than additional money. Assessing infrastructure needs is the first step in grid investment. At local, national and European Union levels, network development planning is determined by policy choices and can greatly affect the efficiency of investments. Coordinated grid planning is crucial to set the right incentives for the efficient development of the European electricity system. An EU independent system operator could assume responsibility for network planning by providing regular, independent assessment of efficient network investment needs from a holistic European perspective. Although significant capital expenditure is undoubtedly necessary, network regulation should encourage network companies to invest in the most-efficient solutions. Current regulatory approaches may favour traditional capital expenditure, leading to system inefficiencies and higher-than-necessary consumer costs. Cross-border electricity transmission infrastructure is critical to integrate renewables into the electricity system at scale and reduce costs for European consumers. But such projects are often not built or are delayed because those that decide on and pay for the infrastructure are not necessarily those that benefit from it. A European fund could smooth negotiations between parties and accelerate the physical interconnection of the European electricity system. Fairly recovering the costs of grid investments from consumers is vital to maintain public support for the energy transition. National funds could smooth out cost impacts over time, keeping electricity affordable throughout the energy transition.

44. How to improve the European Union’s sustainable finance framework

Abstract:: The European Union has sought to steer corporate behaviour to support its climate goals by adopting a large body of rules on sustainable investment, sustainability disclosures and sustainability labelling of financial products, underpinned by a taxonomy of activities considered sustainable. It is unclear, however, if this effort has had significant results. Examination of financial market data and metrics of investment flows towards green and sustainable investment shows up several weaknesses – both contingent and structural – in the EU sustainable finance framework, which could limit its effectiveness in aligning capital flows with climate objectives. The Sustainable Finance Disclosure Regulation (SFDR) is aimed at making the sustainability content of financial products more transparent but rests on a concept of ‘sustainable investment’ that is too broad and loosely defined. Meanwhile, the EU Taxonomy Regulation has not yet become established as the reference framework for corporate bond issuance or sustainable investing. The EU also lacks a coherent framework for transition finance – or investment that is not yet classified as sustainable but that represents progress to greater sustainability – despite this being the market segment to which the largest volumes of investment will need to flow in the short to medium run. Five adjustments would make the EU sustainable finance framework more effective at delivering the desired alignment of incentives. First, the taxonomy framework should be completed and clarified. Second, the SFDR definition of sustainable investment should be toughened. Third, the neutrality of the framework across capital market instruments, in particular debt versus equity, should be ensured. Fourth, a dedicated framework for transition finance should be developed. Finally, formal sustainable and transition labels for financial products should be introduced. This approach would make the sustainable finance framework more easily applicable to all kind of companies and all types of capital market instruments, regardless of whether they limit the use of proceeds, and it would be naturally extendable into a framework for transition finance and into a transparent sustainability labelling regime for financial products.

45. Europe’s energy information problem

Abstract:: Comprehensive information on energy-related topics, such as take-up of heat pumps, industrial natural gas consumption and prices, and battery connections to the electricity grid, is either not available in Europe in a timely manner, or not available at the level of granularity, reliability and consistency needed for informed decision-making. Certain information is simply not collected, while other information is collected but is not comparable or consistent across Europe, or is hard to access. European policy targets, such as greenhouse-gas emission reduction pathways, are evaluated using models for which input assumptions and parameters are not public knowledge. It should be a European Union priority to improve this situation. Doing so will enable better decision-making by policymakers and companies. This is especially relevant when Europe faces the triple challenge of decarbonisation, ensuring security of energy supply and growing its internationally competitive energy-consuming industries. The EU status quo is that good energy information is provided by a mix of institutions, agencies, national bodies, industrial associations and non-governmental organisations, but with substantial room for improvement. Lessons can be learned from the United States Energy Information Administration and the European Environment Agency, which was established to better coordinate climate data. Improving energy information will involve difficult political decisions. A process should be started to evaluate the options and to measure the continued cost of inaction.

46. Europeans still want climate action, but don't trust governments to deliver

Abstract:: The vast majority of Europeans continues to support action to combat climate change, but many are losing faith in governments to deliver a transition that is effective and fair. Based on a large-scale questionnaire answered by nearly 8000 people in five EU countries in 2024, with a comparison to responses from 2020, we find that Europeans continue to worry about climate change and want effective action to combat it, even though the pandemic and the Russian invasion of Ukraine significantly increased their concerns about economic and physical insecurity. Scepticism about the causes of climate change has risen a bit, and concern about adapting to its impact has grown. People across all income groups, particularly in France, Germany, Italy and Sweden, feel negative about the outlook for their economic future and their governments’ ability to improve it. People who feel politically disaffected think that decisionmakers are not taking their views and interests into account when making economic and climate policies. Some people are now shifting their attention away from action against the climate crisis towards adaptation, but this does not mean they are less concerned about climate change. Instead, for some people, it is an expression of their disillusionment with state institutions – and this feeling is present among supporters of parties across the political spectrum. Worry about climate change is equally spread across all socio-economic groups. Closer examination of attitudes in Germany, using evidence from focus groups, which we also discuss in this Policy Brief, reinforces the finding of increasing scepticism about the German government’s ability to manage the climate crisis. If political leaders want the public to continue to support climate policies, they must engage proactively now to avoid even greater loss of confidence in government. If governments go soft on efforts to combat the climate crisis now or delay action, they will not meet voters’ demand for an effective and just transition. Moreover, hesitation and delay would boost populist and far-right actors’ efforts to sow doubt about the causes of climate change and whether policies will be effective.

47. Making the best of the new EU Social Climate Fund

Abstract:: The slow pace of decarbonisation of buildings and transportation threatens the European Union’s goal of reducing emissions by 55 percent by 2030 and achieving net zero by 2050. To address this, a new emissions trading system, ETS2, is being introduced to put a carbon price on fuels used in buildings and road transport. However, the resulting cost increases risk a disproportionate impact on vulnerable households and small and medium sized enterprises. The European Union has created the Social Climate Fund (SCF) to address these distributional challenges. This instrument redistributes a portion of auction revenues generated by the ETS2 among EU countries, in order to protect the most vulnerable. A much larger share of ETS2 revenues will flow directly to national governments, offering significant opportunities for social measures and investments in the green transition. The use of those revenues will dictate how successful EU countries are in managing the transition and protecting households, particularly in higher-income member states, which will receive relatively smaller shares of SCF funding. ETS2 is an essential part of the EU climate policy toolkit. Governments should employ good practices, as identified by the European Commission, to tackle emissions from buildings and transport and to gradually phase out income support, in line with the achievement of investment targets and milestones. Higher-income EU countries should develop additional targeted financing levers to protect the vulnerable and to introduce extra enablers to encourage private investment. Proper sequencing, outreach and communication will be essential to ensure the uptake of measures and public support for policy instruments. Cross-country learning should be leveraged, including through the creation of a European policy registry that will help countries compare their approaches and potentially amend their SCF spending plans on the basis of learning from policies that been successful elsewhere.

48. Who should be charged? Principles for fair allocation of electricity system costs

Abstract:: The high costs in the European Union of supplying electricity can only be structurally reduced through decarbonisation and deeper European electricity system integration. In the short-term, policymakers have few choices. They can redistribute system costs by shifting components from one consumer to another. Another immediate distributional option would be to reduce energy taxation, implicitly shifting costs to the taxpayer. Meanwhile, decision-making processes that translates electricity system costs into final consumer prices are fragmented. Rules on the short-term production, transmission and consumption of electricity are determined at EU level. National regulators and governments determine how the fixed costs of the system are recovered from consumers, while national policymakers also set energy taxes. This Policy Brief sets out options for shifting the fixed costs of the electricity system between consumers, for changing energy taxation to reduce prices and for evaluating systemic trade-offs between system cost and other characteristics, such as sustainability and reliability. We also estimate the quantitative effects of shifting costs between consumers and reducing taxes on electricity. We set out four principles for pricing electricity fairly. Policy interventions in the electricity system should not seek to achieve broader economic objectives at the expense of energy-policy goals. Consumer prices should incentivise efficient system operation. Carbon emissions should be priced in. The fixed costs of the electricity system should be primarily recovered from inelastic consumption. European policymakers should develop transparent analytical tools to assess the distributional effects of electricity-policy interventions. Lessons should be learned from the energy crisis, during which EU and national policies attempted to shield consumers from price impacts, and these lessons should form the basis of ongoing efforts to reduce prices. EU guidelines for electricity cost recovery should be established, following fundamental economic principles, and could form a policy toolbox for national governments to reduce energy prices. Finally, the long-term strategic goal of deeper physical and institutional integration of the European electricity should be pursued to structurally reduce electricity prices.

49. Building coalitions for climate transition and nature restoration

Abstract:: Global climate and biodiversity outcomes will largely be determined in emerging and developing economies (EMDEs). We propose a four-pillar strategy to support climate and nature preservation in line with the economic interests of both developing and advanced countries. This would move beyond voluntary pledges to embed climate and nature objectives into the structures of trade, finance and industrial policy, creating a self-reinforcing system of cooperation and reducing the net costs of the green transition. Under Pillar 1, a coalition of advanced and developing countries would link tiered carbon pricing with a common carbon border adjustment mechanism (CBAM). Pillar 2 would create a climate-finance coalition to decarbonise the power sectors of developing countries. Pillar 3 would involve partnerships to develop clean energy-intensive industrial production stages in developing economies with rich renewables endowments; these would feed into the supply chains of the European Union and other energy-importing advanced economies. Pillar 4 would redesign markets to create scalable and credible mechanisms to fund carbon removals. Technology-based removals can be incentivised through the introduction of clean-up certificates into the EU emissions trading system, while nature-based removals would require improved market design centred on a new asset class: nature shares. The four pillars reinforce each other. A multi-country CBAM and carbon pricing coalition (Pillar 1) would reduce the cost of financing power sector decarbonisation (Pillar 2). Linking EMDE membership of the CBAM and carbon-pricing coalition to financial support for the decarbonisation of power sectors would also make it more attractive for EMDEs to adopt carbon prices. Decarbonisation of power sectors (Pillar 2) would be a precondition for developing clean, highly energy-intensive industry in renewables-rich EMDEs (Pillar 3). The Pillar 1 coalition should include the EU, China and as many other countries as possible. Advanced countries and China could underpin the Pillar 2 financier coalition. Pillar 3 would involve the EU and potentially other energy-poor advanced countries, along with EMDEs that are richly endowed with renewables. Pillar 4 would include the main custodians of the planet’s natural capital. Enabling these coalitions will require EU leadership.

50. Global Futures Bulletin: The BRICS and the Decarbonization and Biodiversity Protection Challenges

Abstract:: The world faces an unprecedented convergence of environmental crises – climate change, pollution, and biodiversity loss – that collectively threaten the planet’s ecological balance and humanity’s future. Reversing the Triple Planetary Crisis necessitates urgent and coordinated action across all sectors and countries, accelerating the transition to low-carbon economies while protecting biodiversity are key challenges for the coming years. Countries that have joined the BRICS in its inception (Brazil, Russia, India, China, and South Africa) are increasingly an important geopolitical force in current global politics, and their individual and collective action is key to the success of concerted global action. The group’s recent expansion – BRICS+ includes Egypt, Ethiopia, Iran, and the United Arab Emirates (UAE), Indonesia joining in 2025 and Saudi Arabia finally formalizing its membership – offers an opportunity to boost the role of their New Development Bank (NDB) in bridging climate, biodiversity, and development finance, and aim for greater policy coherence for concerted global action across these agendas. Combined, BRICS countries are not only biodiversity and energy-rich but also contribute to a large share of greenhouse gas (GHG) emissions. This Strategic Paper examines the role of the expanded BRICS+ and explores whether and how this “mini-multilateral” grouping, with its considerable human and technological capacity, can address two major global challenges: accelerating decarbonization and protecting biological diversity. The discussion is framed around the opportunities and challenges faced by the member countries to increase their ambitions and become leading voices in these agendas – not only for BRICS countries (some of which are among the most biodiverse in the world) but also for the wider international community. Without a strong commitment by BRICS countries (individually and as a group) the world will fail to accelerate action on decarbonization and biodiversity protection.
