47401. "Time Sticks": How Islam and Other Cultures Have Measured Time

Abstract:
Time is essential to the very structure of Muslim communal life. Times of ritual and worship of Muslim obligation are regulated according to celestial events, both lunar and solar, meaning that they are always place-specific and are seasonally adjusted on a daily basis. The sun measures the day with its four daylight prayers and—by the length of its absence—also controls the fifth, the night prayer. The moon measures the months and so also the year with its seasons of ritual celebrations. The Islamic calendar is an essential but oft-forgotten institution that has held the Islamic world together over wide geographic distances and for well-nigh a millennium and a half. One of its greatest advantages may have been that it was so low maintenance. By adopting a strictly lunar calendaric system, the beginnings (and thereby the ends) of the twelve months of the year, and therefore the year as a whole, could be determined empirically, anywhere, by way of sighting of the new moon that signaled a new month's beginning.

47402. Thailand: The Calm before Another Storm?

Nearly a year after the crackdown on anti-establishment demonstrations, Thailand is preparing for a general election. Despite government efforts to suppress the Red Shirt movement, support remains strong and the deep political divide has not gone away. Prime Minister Abhisit Vejjajiva's roadmap for reconciliation has led almost nowhere. Although there have been amateurish bomb attacks carried out by angry Red Shirts since the crackdown, fears of an underground battle have not materialised. On the other side, the Yellow Shirts have stepped up their nationalist campaigns against the Democrat Party-led government that their earlier rallies had helped bring to power. They are now claiming elections are useless in “dirty” politics and urging Thais to refuse to vote for any of the political parties. Even if the elections are free, fair and peaceful, it will still be a challenge for all sides to accept the results. If another coalition is pushed together under pressure from the royalist establishment, it will be a rallying cry for renewed mass protests by the Red Shirts that could plunge Thailand into more violent confrontation.

47403. Ex oleo bellare? The Impact of Oil on the Outbreak of Militarized Interstate Disputes

Abstract:
According to conventional wisdom, strategic natural resources like oil are harmful to international peace. Nonetheless, there is little empirical quantitative work on the link between resource abundance and interstate conflicts. Analyzing the impact of oil on militarized interstate disputes on a monadic level of analysis, this paper shows that oil in fact influences the conflict potential between countries. Results of logistic regressions suggest that a high absolute oil production is associated with an increased risk of dispute initiation. Per capita oil production, in contrast, does not seem to influence a country's propensity to start militarized conflicts. We also find that while very small oil-rich countries are more frequently the object of military actions, large oil producers seem to be generally spared from foreign attacks. We conclude that specific causal mechanisms such as an increased military capacity or the indulgence of the international community (rather than domestic political conditions inherent to the rentier state) might be particularly useful to explain our findings.

47404. Rising Power… To Do What? Evaluating China's Power in Southeast Asia

Abstract:
Drawing on China's relations with its relatively weak neighbours in Southeast Asia where we ought to find evidence of China getting other states to do what they otherwise would not have done, this paper asks how and how effectively China has converted its growing resources into influence over other states, their strategic choices and the outcomes of events. First, it adopts the framework of structural and relational power, further disaggregating the latter into persuasion, inducement and coercion as modes of exercising power. Second, it accounts for the reception to power by offering an analytical framework based on variations in the alignment of the extant preferences of the subjects and wielders of power, which determine the degree to which alterations are necessary as part of an exercise of power. The analysis identifies key cases particularly demonstrating three categories of Chinese power: its power as 'multiplier' when extent preferences are aligned; its power to persuade when pre-existing preferences are debated; and its power to prevail in instances of conflicting preferences. It finds that the first two categories of power have been most prevalent, while there have been very few instances where Southeast Asian states have done what they would otherwise not have done as a result of Chinese behaviour. These findings suggest that even though China's power resources have increased significantly, the way in which it has managed to convert these resources into control over outcomes is uneven.

Abstract:
On 19 November 2010 NATO formally agreed to adopt a New Strategic Concept. After a long, tightly scheduled and generally speaking fairly transparent process the NATO family endorsed an updated understanding of what the core purpose of the Atlantic Alliance is at the Lisbon Summit. NATO's basic text – the Washington Treaty of 1949 – was, as it were, once again re-interpreted within a specific geopolitical context to fit an ever-changing strategic landscape. Or, put differently, with the adoption of the New Strategic Concept NATO sought to bring its basic interests and strategic thinking into line with the security environment as it has evolved since 1999 when the Alliance adopted its last Strategic Concept. Launched to great fanfare and amidst many high expectations this key text entitled 'Active Engagement, Modern Defence' is projected to confer a new strategic direction on NATO and to inform the world about why the Atlantic Alliance is still vital and vigorous.

47406. Nepal's Fitful Peace Process

Nepal is entering a new phase in its fitful peace process, in which its so-called "logical conclusion" is in sight: the integration and rehabilitation of Maoist combatants and the introduction of a new constitution. The Maoists, the largest party, are back in government in a coalition led by the Communist Party of Nepal (United Marxist-Leninist), UML party. Negotiations, although fraught, are on with the second-largest party, the Nepali Congress (NC), to join. Agreement is being reached on constitutional issues and discussions continue on integration. None of the actors are ramping up for serious confrontation and few want to be seen as responsible for the collapse of the constitution-writing process underway in the Constituent Assembly (CA). But success depends on parties in opposition keeping tactical threats to dissolve the CA to a minimum, the government keeping them engaged, and the parties in government stabilising their own precariously divided houses. It will also require the Maoists to take major steps to dismantle their army.

Abstract:
Research indicates that health sectors in both poor and rich nations are vulnerable to abuse and corruption. This paper discusses the character and scope of health sector abuse and corruption. It suggests that human rights law can play an important role in enhancing the transparency and integrity of health systems. Based on the existing human rights framework, some tools are provided and examples are given of how this can be done.

The study presents recent global evidence on the transformation of economic growth to poverty reduction in developing countries, with emphasis on the role of income inequality. The focus is on the period since the early/mid-1990s when growth in these countries as a group has been relatively strong, surpassing that of the advanced economies. Both regional and country-specific data are analysed for the US$1.25 andUS$2.50 level poverty headcount ratios using the most recent World Bank data. The study finds that on average income growth has been the major driving force behind both the declines and increases in poverty. Thailand's development strategy has been strongly market-oriented and open to trade and investment flows with the rest of the world. Since the late 1950s, its growth performance has been outstanding. Poverty incidence has declined dramatically, but economic inequality has increased. Economic progress has been reflected in very significant improvement in non-economic indicators of well-being such as life expectancy, infant and maternal morality, and literacy. Nevertheless, the performance of the education system is chronically poor. Environmental problems and institutional failures in resource management are ongoing. Reform is needed in several areas, including political and corporate governance, regulation of industry, and in the education and health systems.

47410. Sensitivity of Loan Size to Lending Rates

This paper examines the combined effect of interest rates and poverty levels of microfinance clients on loan size. Cross section data on 2,691 clients and non-clients households from Ghana is used to test the hypothesis of loan price inelasticity. Quantile regression and variants of least squares methods that explore endogeneity are employed. We find the expected inverse relationship only for the 20th to 40th quantile range. The semi-elasticity of loan amount responsiveness to a unit change in interest rate is more than proportionate and significant for the poorest group only. Market segmentation based on poverty level is suggested in targeting and sustaining microfinance clients.

Abstract:
Within international discourses on security, North Korea is often associated with risk and danger, emanating paradoxically from what can be called its strengths—particularly military strength, as embodied by its missile and nuclear programs—and its weaknesses—such as its ever-present political, economic, and food crises—which are considered to be imminent threats to international peace and stability. We argue that images play an important role in these representations, and suggest that one should take into account the role of visual imagery in the way particular issues, actions, and events related to North Korea are approached and understood. Reflecting on the politics of visual representation means to examine the functions and effects of images, that is what they do and how they are put to work by allowing only particular kinds of seeing. After addressing theoretical and methodological questions, we discuss individual (and serial) photographs depicting what we think are typical examples of how North Korea is portrayed in the Western media and imagined in international politics.

47412. Aid Supplies Over Time: Accounting for Heterogeneity, Trends, and Dynamics

The recent financial crisis has rekindled interest in the foreign aid supply behaviour of bilateral donors. Using the latest data covering the period 1960-2009, this paper examines how such behaviour is related to domestic factors. Based on a simple empirical model, a distinction is made between long-run supply trends and short-run dynamics, which motivates use of error correction methods. Panel econometric techniques are employed that are consistent in the presence of parameter heterogeneity and cross-section dependence. Results support the error correction framework, but point to very substantial heterogeneity between countries. There is also good evidence that donor behaviour continues to evolve over time. As such, past trends in aid supplies are unlikely to provide a good guide to those of the future.

This paper argues for a more systemic engagement with Latin American cities, contending it is necessary to reconsider their unity in order to nuance the 'fractured cities' perspective that has widely come to epitomise the contemporary urban moment in the region. It begins by offering an overview of regional urban development trends, before exploring how the underlying imaginary of the city has critically shifted over the past half century. Focusing in particular on the way that slums and shantytowns have been conceived, it traces how the predominant conception of the Latin American city moved from a notion of unity to a perception of fragmentation, highlighting how this had critically negative ramifications for urban development agendas, and concludes with a call for a renewed vision of Latin American urban life.

47414. The Impact of Foreign Direct Investment on Developing Countries' Terms of Trade

This paper first shows that important economic arguments in favor of the Prebisch- Singer hypothesis of falling terms of trade of developing countries have implicitly relied on the role of multinational corporations and foreign direct investment. As of yet, the relationship between the latter and terms of trade has not been empirically investigated. In order to start closing this gap in research, data on 111 developing countries between 1980 and 2008 is analyzed using panel data methods. The empirical results suggest that there is no reason to believe multinationals' activities were responsible for a possible decrease of the developing countries' net barter terms of trade. On the contrary, foreign direct investment seems to play a positive role for developing countries' terms of trade.

47415. Are Electoral Coalitions Harmful for Democratic Consolidation in Africa?

Electoral coalitions are becoming increasingly popular among opposition parties in Africa because they offer many advantages with respect to reducing party fragmentation and increasing incumbent turnovers. At the same time, however, they are often comprised of parties that are defined predominantly by their leaders' personalities and exhibit little differentiation in terms of their policy orientation. Based on a dataset spanning all opposition coalitions since 2000 in Africa's electoral democracies, this paper demonstrates not only that coalitions rarely defeat incumbents but also that they are only competitive when major opposition parties are involved. More significantly, the paper highlights that in many countries, a sizeable share of total electoral volatility is due to fluctuations in voting for opposition parties that have belonged to coalitions. The paper argues that such volatility reflects the inability of coalition members to build loyal constituency bases over time, which is critical for party development and broader consolidation.

Recent developments in policy initiatives as well as some current practical events have combined to put the spotlight on the issue of industrial embeddedness in sub-Saharan Africa. Though extant research documents some stylized facts, as determinants of its manifestations, their relevance to realities in the sub-continent, have until now been overlooked. Yet, it is difficult to ignore the fact that its constituent economies possess some peculiar attributes with potentially significant implications for embeddedness behaviour. Using data for the country of Lesotho, a probit model is estimated to ascertain the veracity of some of the widely acclaimed explanatory factors. We find, as we argue, that among all, the issue of supply potentials appears the most important.

This report offers a critical examination of Iran's influence in Afghanistan and Pakistan. Two points are made: that Iran's top priority is its own regime's survival and its regional policies are directed by its national security concerns. Secondly, that Iran's engagements in Afghanistan are clearly guided by the presence of the US. Iran's predominant interest is in stabilizing Afghanistan, but as long as Afghanistan is neither safe nor stable, Iran will play a double game and engage with its regional neighbours according to the US–Iran equation. Deterrence, counter-containment and competition are the keywords in these complex relations. The report outlines Iran's reconstruction efforts in Afghanistan, its political platform and 'soft power', and the bonds of mutual dependency in terms of water rights, refugees and drug trafficking. It examines Iran's alleged military interventions and the reasons for playing this double game. Lastly, the report discusses Iran's tense relationship with Pakistan with regard to both Afghanistan and the troubled region of Baluchistan.

47421. Cocaine Cities: Exploring the Relationship between Urban Processes and the Drug Trade in South America

The relationship between the cocaine trade and urban land markets in South America has been overlooked by the mainstream economics and urban studies literature. This paper examines two avenues through which the cocaine trade can have a large impact on urban development in producer countries: (i) through an employment multiplier effect similar to that of other legal exports, and (ii) through money laundering using urban real estate. We test our hypotheses using the Bolivian case and find that urban growth patterns are closely related to fluctuations in cocaine production. Further, even though our estimates suggest that the cocaine trade affects urban growth through the two avenues presented in the paper, we find that formal urban employment generated by the cocaine trade has a modest effect on urban growth and most of the effect seems to be explained by money laundering using real estate and other paths.

47422. Growth and Recovery in a Time of Default: Lessons from the Role of the Urban Sector in Argentina

International narratives on Argentina's recovery from the crisis of 2001-02 tend to emphasize the role of rising commodity prices and growing demand from China. Argentina is said to have been 'lucky', saved by global demand for its agricultural exports. The international narrative has also been used by local agricultural exporters to justify their objections against higher export taxes during periods of high commodity prices. These narratives are not correct. Data on the country's recovery show that it was not led by agricultural exports but was fuelled by urban demand and production. When the Convertibility period ended and the peso was devalued in 2002, price increases for imports stimulated the production of domestic goods and services for consumers. This production in turn generated multiplier effects which supported small and medium-sized firms and helped to create many new jobs. This later produced a revival of the construction and then the manufacturing sectors as well.

Abstract:
Unlike in most Latin American cities, street vendors organized in farmers' markets popularly known as ferias libres in Santiago de Chile, gained legal recognition early in the twentieth century. Since then, comunas, or local municipalities, have provided vendors with individual licenses that stipulate the place and time of operations, and have defined a clear set of rules regarding customer service. However, this early legal recognition has not necessarily overcome the embedded conflict over the economic use of public space. As supermarkets become spatially positioned along the main streets within easy access of the city's transportation system, feriantes, or licensed street vendors, are being relocated in less profitable areas. Moreover, coleros, or unlicensed vendors, are still flourishing despite efforts to restrict their numbers.

A growing number of cities around the world have established systems of monitoring the quality of urban life. Many of those systems combine objective and subjective information and attempt to cover a wide variety of topics. This paper introduces a simple method that takes advantage of both types of information and provides criteria to identify and rank the issues of potential importance for urban dwellers. The method combines the so-called 'hedonic price' and 'life satisfaction' approaches to value public goods. Pilot case results for six Latin American cities are summarized and policy applications are discussed.

47426. Exchange Rate Regimes and Trade: Is Africa Different?

This paper revisits the link between exchange rate regimes and trade in the context of Africa's exchange rate arrangements. Applying an augmented gravity model that includes measures of currency unions and pegged regimes, the paper compares Africa's experience with that of the world. Our results suggest that both currency unions and direct pegs promote bilateral trade in Africa vis-à-vis more flexible exchange rate regimes,and that their effect is almost double for the region than that for an average country in the world sample. Further, we find evidence that the effect of conventional pegs is at least as large as that of currency unions in Africa, and that the benefits of fixed exchange rate regimes stem through channels in addition to reduced exchange rate volatility.

Abstract:
This study focuses on the city of São Paulo, Brazil and examines the ways in which irregular and illegal growth have influenced the collective action of social movements of the urban poor. The study describes how São Paulo grew as a socially segregated city during the twentieth century due to calculated neglect on the part of the municipal authorities. Highlighting the city's sociospatial inequality, degradation of the central districts and widespread irregularity, it illustrates how these factors have both negatively affected the urban poor and provided a catalyst for social mobilization.

Many commentators have noted the existence of a historical correlation between cities and democratization. This image of the city as an inherently civic space is linked to the notion that the spatial concentration intrinsic to urban contexts promotes a democracy of proximity. Seen from this perspective, it is perhaps not surprising that the most urbanized region of the global south, Latin America, is also a heartland of vibrant and much applauded democratic innovation. Of particular note are the myriad local level 'radical democracy' initiatives that have proliferated throughout the region's cities during the past two decades. At the same time, however, it is a significant paradox that Latin American urban centres are also amongst the most segregated in the world, something that is widely considered to have a significantly fragmenting effect on public space, and is therefore undermining of democracy.

Measuring poverty remains a complex and contentious issue. This is particularly true in sub-Saharan Africa where poverty rates are higher, information bases typically weaker, and the underlying determinants of welfare relatively volatile. This paper employs recently collected data on household consumption in Mozambique to examine the evolution of consumption poverty with focus on the period 2002/03 to 2008/09. The paper contributes in four areas. First, the period in question was characterized by major movements in international commodity prices. Mozambique provides an illuminating case study of the implications of these world commodity price changes for living standards of poor people. Second, a novel 'backcasting' approach using a computable general equilibrium model of Mozambique, linked to a poverty module.

A common finding in the empirical civil war literature is that population size and per capita income are highly significant predictors of civil war incidence and onset. This paper shows that the common finding of population size and per capita income having a significant average effect on civil war risk in a world sample breaks down once country- and year-specific unobservables are accounted for. However, for Sub-Saharan Africa there continues to be a highly significant average effect of population size and per capita income on civil war risk that is robust to the use of country- and year-fixed effects and instrumental variable techniques.

This paper reviews the innovative capabilities and absorptive capacities of African countries, and investigates whether they have played significant roles in the region's slow and episodic economic growth. Results from cross-country regressions covering 31 Sub-Saharan African countries suggest that growth in Africa is not simply a question of capital accumulation, fertility rates, aid dependency, and stable macroeconomic environment. It is also about strengthening the capacity of African countries to assimilate and effectively use knowledge and technology. Contrary to the views held by many analysts, the growth of African economies does not depend so much on their ability to innovate, but rather on their capacity to absorb and effectively use new technologies. Beyond technological issues, the paper confirms the stylized facts that the size of the government and political stability are important for the growth performance of African countries.

Vietnam has been among the most successful East Asian economies, especially in weathering the external shocks of recent globalization crises—the 1997-98 Asian financial crisis and the 2008-09 great recession, financial crisis and collapse of global trade. Its success contradicts its characterization as an example of export-led growth and highlights the role of the state, particularly in maintaining and influencing investment. Examination of economic performance and policy responses shows rising dependence on foreign finance around each crisis, and actions by the government to counteract that dependence and bolster the domestic economy while continuing to restructure the economy toward greater emphasis on the private sector. During the twentieth century, internal migration and urbanization shaped Brazil's economic and social landscape. Cities grew tremendously, while immigration participated in the rapid urbanization process and the redistribution of poverty between rural and urban areas. In 1950, about a third of Brazil's population lived in cities; this figure grew to approximately 80 per cent by the end of the nineteenth century. The Brazilian population redistributed unevenly—some dynamic regions became population magnets, and some neighbourhoods within cities became gateway clusters in which the effects of immigration proved particularly salient. This study asks, has domestic migration to cities been part of a healthy process of economic transition and mobility for the country and its households? Or has it been a perverse trap?

Against a background of increasing food insecurity, agriculture in developing countries must undergo a significant transformation in order to increase production and respond to climate change. It is estimated that feeding 8.2 billion people – an additional 1.4 billion – in 2030 would require raising overall food production by some 50 per cent between 2005/07 and 2030. Feeding a larger urban population in a context of increasing scarcity of land and water, while also adopting more sustainable production methods, is a daunting challenge. In Africa, where it is predicted that population levels will double during the same period, the challenge will be even more acute.

The death of Osama bin Laden on May 1, 2011 represents the culmination of a decade long fight to bring the perpetrators of the September 11 attacks to justice. Sustaining the effort needed to arrive at this point is a testament to the resilience of the counterterrorism community and nation, but it subsequently raises a series of questions regarding the future of al‐Qa'ida and the violent social movement spawned by bin Laden and fellow entrepreneurial jihadis. It is tempting to view his death as the end of a long struggle, but the violent extremists radicalized and mobilized by al‐Qa'ida's global jihadi narrative regard this as the end of the opening act. The terrorist threat that the United States and its allies face today has evolved in the years since September 11. Over that time, experts have engaged in heated debates over al‐Qa'ida's strategic center of gravity, with some stressing the importance of central leadership while others emphasize the threat from radicalized individuals unconnected with any formal organization. This seemingly academic debate about the nature of al‐Qa'ida is crucial to understanding the possible manifestations of the threat following bin Laden's death, as well as guiding the way forward for policymakers, practitioners, and the general public. The attached article tries to assess the threat al‐Qa'ida poses by looking across the different operational levels: the core, periphery, and movement. The core represents those in a hierarchical organization, marked by a leadership cadre tied to their followers. Those connected to the al‐Qa'ida network, but outside the control of core leadership, are the peripheral actors. For al‐Qa'ida, this is often best represented by affiliated or associated groups such as al‐Qa'ida in the Arabian Peninsula (AQAP) or al‐ Qa'ida in the Islamic Maghreb (AQIM). The final level is made up of those who are unconnected from the larger network, but motivated to action through the principles espoused by the ideological leaders. These individuals are part of a broader social movement that adheres to the narrative and perpetrates violent action, but remains distinct from the core or connected affiliates.

Protection of people from oppressive governments, civil conflict and disasters has moved to the top of the international agenda. The United Nations Security Council authorized all measures necessary to protect civilians in Libya as the airstrikes began. Humanitarian agencies—working in more places and under more difficult conditions than ever before—are grappling with the aftermath of Japan's massive earthquake even as they are also working with displaced people in Haiti and Ivory Coast and responding to hundreds of thousands of people fleeing Libya. And increasingly these agencies are not only trying to assist people through provision of relief items, but also trying to protect them. But with so many global organizations mobilizing to protect civilians when disasters strike and conflicts break out, the concept of protection has begun to lose its distinctive meaning.

Efforts to promote “deradicalization,” or to rehabilitate detainees charged with terrorism-related offenses, have taken multiple forms in a wide range of countries, often as part of broader counterradicalization strategies that seek to prevent the adoption of violent extremist ideologies or behaviors in the first place. Some are more formal rehabilitation programs, with well-defined agendas, institutional structures, and a dedicated full-time staff, while others are a looser combination of social and political initiatives. Programs vary in their objectives, their criteria for participation, and the kinds of benefits and incentives they might offer. The cumulative lessons learned from several states' experiences in dealing with violent extremist groups are of growing interest to countries now facing similar challenges.

In many peace negotiations International Contact Groups have been a helpful tool in preventing a peace process from stalling or failing. Members, commonly states and international organizations, exert leverage on the parties to the conflict, sustain the parties' commitment to a peaceful resolution of the conflict and restore mutual trust. While international nongovernmental organizations have been overlooked in this context, they may expedite problem-solving by contributing through their networks within civil society, their experience from similar peace processes in different countries, and their perceived independence from the parties to conflict. With the assistance of international nongovernmental organizations a peace process may lead to a higher degree of efficiency and legitimacy in delivering sustainable results. The recent negotiations between the government of the Philippines and the Moro Islamic Liberation Front use this potential and incorporate four nongovernmental organizations to an unprecedented degree as part of an International Contact Group. This Peace Brief illustrates their innovative methods and capacities during this ongoing negotiation process. The next round of negotiations is scheduled for April 27 and 28, 2011.

Countries emerging from authoritarianism frequently face constitutional challenges, among them sequencing constitutional reform with a transition to democracy, designing a constitutional review process that is seen as legitimate, and addressing substantive constitutional concerns. Sequencing constitutional reform and elections begs the questions who should lead the constitutional reform and when should it be conducted. Constitutional reform prior to elections can leave stewardship over the constitution-making process to unelected and perhaps not wholly trusted transitional governments. Elections prior to constitutional reform may be tantamount to simply handing the machinery of authoritarianism to a new set of actors. Egypt and Tunisia offer different paths to transition and each face criticism. In the end, a less “democratic” solution might be the best one. Whatever the chosen process for constitutional reform, legitimacy must remain the sine non qua of a successful constitution-making moment. Adherence to guiding principles of inclusivity, participation, transparency, consensus and national ownership can legitimize the constitution-making process and the final document itself. Just as the history, society, culture, and preferences of every country is unique, so too is every constitution. Certain common issues, however, are likely to be front and center for countries transitioning from authoritarian rule to democracy. This Peace Brief offers a brief examination of many of these commonly recurring issues.
