Abstract:
In recent years, as we accelerate our planetary experiment into increasing violence and social inequality, cultural anthropologists have increasingly expressed their befuddlement about why, amid all the clamor and reckless talk about the state of the world that characterizes public discourse, our voice has been notably absent. We have moved from the introspection of the 80s, when the big debates within the discipline involved tearing at our own flesh and flaunting the sackcloth of self-doubt: how do know what we know about other people? Are we not projecting our colonialist narratives onto the weak? Who the Hell do we think we are to talk so pompously and authoritatively about them? Emerging from this doubt, we remembered that, at the same time that we sparred with each other and devoured our elders in the hidden corners and footnotes of obscure journals, our discipline has actually reached a near-unanimous consensus—as strong as the consensus for evolution among physical anthropologists or for global warming among climate scientists—on a number of vitally important issues that are relevant to the masses outside our club, and could, if applied by the right people, actually benefit society and serve in defense of human rights.

Abstract:
Every human rights scholar and activist must eventually engage the question of whether a set of universal human rights exists. For international relations scholars, this is an interesting debate, whether one is immersed in human rights research or not. The reason for the interest in the question is its focus on notions of authority and rule in the international system. If one accepts that a universal understanding of human rights exists, then one accepts that the relevant actors of the international community agree to uphold a common norm or set of norms despite the obvious differences in culture and history. In essence, an investigation into universal human rights is an investigation into the normative underpinnings of our global society and the actors that construct the rules for this society. This question becomes even more interesting given the intensification of the globalization process and the increased interdependence of traditional state actors, along with the increased relevance of non-actors.

Abstract:
In recent years, the dynamics of justifying and legitimizing the policies and practice of international intervention has attracted the attention of mainstream media and has also cut across the subdivisions of the Liberal Arts college. Thus, by jumping on the bandwagon of this “trendy” topic both journalists and scholars have attempted to understand as well as explain the phenomenon of intervention (Chandler 2002; Fortna 2004; Lyons and Mastaduno 1995; Smith 1998). Yet, as I claim in this essay, owing to the limelight attracted by this topic in recent years, only few commentators have managed to elucidate the underlying dynamics of the exercise and process of international intervention. If anything, this attention to international intervention has tended to produce numerous (often polarized) opinions, yet little clarity on the issue.

Abstract:
The recently released exploratory work, In Modern Bondage: Sex Trafficking in the Americas, edited by David E. Guinn and Elissa Steglich, is a helpful analysis of the state of trafficking for sexual exploitation in Central America and the Caribbean. The book makes two things clear: how far researchers have been able to come given the scarcity of reliable data; and how much work remains to be done before a clear picture of the nature and magnitude of trafficking and the best means for its eradication is obtained.

56955. The Radical Libertarian Political Economy of 19th Century Preacher David Lipscomb

Abstract:
David Lipscomb (1831-1917) was an influential Tennessee preacher who edited a weekly paper from 1866-1917 and published a book Civil Government in 1889. Although few, if any, economists appear to be aware of David Lipscomb, Lipscomb's writing includes many points that political economists, especially radical libertarian ones, are making today. This article highlights some of Lipscomb's insights and relates them to arguments made by economists in the past three decades. Lipscomb argued that government is not created for the benefit of the public but for the benefit of the rulers. He believed that all governments, including democratic ones, are problematic. He argued that self-serving politicians actually create conflict and violence and that the public should withdraw support from government. He argued that moral people should not participate in politics, should not vote, and should not fight in wars. Modern libertarian economists make similar arguments that Lipscomb made more than a century in advance.

56956. Taxing Development: The Law and Economics of Traffic Impact Fees

Abstract:
Should developers be charged fees for negatively impacting residents? New development often uses existing (or requires new) infrastructure including roads, sewers, refuse collection, parks, fire, police, and schools. When developers provide this infrastructure to users for “free,” who should pay? Over the past fifty years governments have increasingly charged new development impact fees for imposing costs on communities. California is one of the leaders in the development of impact fees. The modern Pigovian idea is that government can set a fee at the value of the impact to internalize externalities and encourage the economically efficient amount of development. While developers can often provide the necessary infrastructure within their own developments as part of the construction process, additional impacts from new development may spill over into existing communities that necessitate additional capital improvements. Local government can hypothetically charge the development a fee that is equal to this impact, thereby internalizing this externality. If the exact value of the external impact is known and implemented as a fee, this process can encourage the economically efficient amount of development. Despite the increasing popularity of development impact fees, several issues make the government's “economically efficient” solution easier said than done.

56957. Somalia After State Collapse: Chaos or Improvement?

Abstract:
Many people believe that Somalia's economy has been in chaos since the collapse of its national government in 1991. We take a comparative institutional approach to examine Somalia's performance relative to other African countries both when Somalia had a government and during its extended period of anarchy. We find that although Somalia is poor, its relative economic performance has improved during its period of statelessness. We also describe how Somalia has provided basic law and order and a currency, which have enabled the country to achieve the coordination that has led to improvements in its standard of living.

56958. Continuity and change in Italy's foreign policy under the Prodi government. The cases of Iraq and Afghanistan

“I see that under the Prodi government Italy already now has and even more in future will be able to have a big role in Europe, and that as a result of this role will be able to take on an important function in relation to the United States and the Arab world […] I believe that in the course of one month Italy has succeeded to launch a strategic rearrangement of its foreign policy.”1 These are the words of Massimo D'Alema, Italy's Minister of Foreign Affairs since May 2006. Indeed, the measures taken by the new Italian government of Prime Minister Romano Prodi indicate, if not a completely new orientation, a revised concept behind Italian foreign policy in contrast to that of his predecessor Silvio Berlusconi. Most striking is the withdrawal of Italian troops from Iraq, to be completed by autumn of this year. But Prodi wants to maintain Italian involvement in Afghanistan, and the government seems eager to uphold the traditionally good relations with the United States, despite the withdrawal from Iraq. While Prodi and D'Alema are in favour of a more important role of Italy in Europe and of the European Union in the world, close ties are to be kept with the United States. According to D'Alema: “The foreign policy of the government intends to favour the growth of an autonomous European actor but tied to the United States by solid and mature understanding within the alliance.”

Despite the important achievements of the past years (the Euro, enlargement, the drafting of the Constitutional Treaty, interventions in the Balkans and the growing diplomatic role in the Middle East), Europe is at a standstill and experiencing scepticism which, combined with prolonged economic stagnation, could deteriorate into a serious crisis. In this difficult situation, Italy could suffer particularly negative consequences. At the same time, however, it could - as in the past - play a prominent role in providing the Union with new dynamism.

Twinning has become the cornerstone of the European Union's assistance to Acceding, Candidate or Potential Candidate Countries. Recently, Twinning has also started benefiting countries included in the programme of enhanced co-operation (European Neighbourhood Policy countries). The original aim of Twinning was and largely remains to be the building of capacity of these countries to adopt, implement and enforce the full acquis communautaire before joining the European Union (EU).
