Abstract:
2023 marks the 50th Year of ASEAN-Japan Friendship and Cooperation, and there are expectations that their relationship will be upgraded to a “comprehensive strategic partnership.” Given the good diplomatic, security, and economic relations between Japan and Southeast Asian states, ties are likely to be strengthened. However, Japan is now taking a more competitive strategy toward China, as indicated in the three security documents issued in December 2022, while Southeast Asian states generally continued the same strategic posture by which they have good relations with all great powers in the Indo-Pacific region. Also, while Japan issued the “New Plan for the Free and Open Indo-Pacific” that emphasizes the “Global South,” it remained silent about ASEAN centrality and unity in the Indo-Pacific, and it was unclear what roles Japan expects ASEAN to play. Although both Japan and Southeast Asian states need to adjust their roles in the Indo-Pacific region, it remains to be seen whether the 50th anniversary becomes an opportunity for clarification.

2. Tensions Intensify as Taiwan-US IT Cooperation Blossoms

Abstract:
In the wake of then US Speaker of the House Nancy Pelosi’s visit to Taiwan in August, China’s extensive military exercises continued to impose a more threatening “new normal” in the Taiwan Strait. Taiwan continued to be the focus of heated public exchanges between the US and China. US President Biden said, for a fourth time, that the US would defend Taiwan and added an inflammatory codicil that independence was for Taiwan to decide. At the 20th Congress of the Chinese Communist Party, General Secretary Xi Jinping promised China would strive for peaceful reunification with Taiwan but would not renounce use of force. On Dec. 23, Biden signed the Taiwan Enhanced Resilience Act and a State Department appropriation providing $2 billion in loans for Taiwan to purchase US equipment. Two days later, China sent 71 military aircraft and seven ships to intimidate Taiwan, its largest-ever one-day exercise near the island. Two days later, Taiwan President Tsai Ing-wen announced that Taiwan would extend its military conscription to 12 months. TSMC formally broke ground for the first of two factories in the US, a $40 billion investment. The new year will see Taiwan’s DPP and KMT parties launch their presidential election campaigns, debating visions for cross-Strait defense, dignity, and dialogue as the Chinese military appears determined to intensify its intimidation.

3. US-India Relations: Friends with Benefits

Abstract:
2022 was a challenging year, not just for US-India relations, but for every India analyst trying to explain the Indian government’s position on the Russia-Ukraine conflict. Explaining to a non-IR audience India’s history of nonalignment during the Cold-War era and its current policy of multi-alignment was not a gratifying endeavor. While the last four months of 2022 did not have the friction and stress-tests as the first four of 2022 or the slow and steady expansion of relations that followed between May and September, they certainly had multiple surprising events that could make them the halcyon months of 2022. In mid-November, the US and Indian armies engaged in a military exercise at Auli, not far from the Line of Actual Control (LAC) separating Indian-held and Chinese-held territory. While the US and Indian armies have engaged in exercises prior to 2022, this proximity to the Indo-China border is a first. A month later, in another first, US Treasury Secretary Janet Yellen traveled to India to meet Indian Finance Minister Nirmala Sitharaman to expand the US-India “Indo-Pacific partnership.” Yellen characterized India as a “friendly shore” for supply chain diversification and as the indispensable partner for the US. A country that earned notoriety for its bureaucracy and trade protectionism over the years was suddenly characterized as “friendly”; one that was highly skeptical of foreign militaries on its shores was actively engaging the US military at one of its most sensitive and tempestuous borders. The primary catalyst for this sea change has been shared concerns over a rising, authoritarian, and hegemonic China. The events of the last four months, while making India’s multi-alignment labored, also made it abundantly clear that the US-India relations will continue to expand to maintain a free and open Indo-Pacific.

4. US Asia Policy, Symbolically Speaking

Abstract:
Once every four years, our Regional Overview attempts to reassure our readers that, despite a new US administration and/or new secretary of state, US Asia policy will remain generally consistent. This year we are trying to reassure ourselves. It is, of course, premature to be making firm pronouncements about an incoming administration’s policies, but by now signals are usually becoming pretty clear. It seemed safe to assume (as we did at the time), that the incoming Obama administration would pursue the same general policies and national security objectives in the Asia-Pacific as its predecessor: support for existing alliances as the foundation of regional security policy, constructive engagement with China, support for free trade and promotion of human rights, and a strong deterrence posture regarding North Korea, combined with firm support for nonproliferation regimes. This could yet be the case for the incoming Trump administration, but the signals are, at best, mixed, in part because we find ourselves responding to tweets – which transition team spokesmen caution should be taken “symbolically” not literally – rather than clear policy pronouncements. As a result, regional leaders, while hoping for the best (or at least more of the same) seem to be preparing themselves for a variety of outcomes, even as some try to shape the future environment.

5. Philippine Follies

Abstract:
The rather bizarre behavior of Philippine President Rodrigo Duterte dominated the news in late 2016. The former Davao mayor displayed his well-known anti-US feelings while aggressively pursuing his allegedly extrajudicial campaign against Philippine drug trafficking. Duterte’s invective ran the gamut from accusations that the US still treated the Philippines as a colony to a vulgar epithet directed at President Obama. There were also threats to end all bilateral military exercises and to terminate bilateral defense agreements. Philippine officials tried to soften Duterte’s remarks and US officials offered reassurances that the US would remain a reliable defense partner and planned to continue providing military assistance. Elsewhere, the US continued to focus attention on maritime security while avoiding direct involvement in the emerging controversy over treatment of the Muslim population in Rakine State, Myanmar.

6. The Dawn of a Brave Trump World

Abstract:
The end of 2016 was a period of extraordinary uncertainty in world affairs. Much of the world was engulfed by waves of refugees, terror attacks, and rising populism, culminating in the election of Donald Trump as president in the US. Against this backdrop, top Chinese and Russian leaders interfaced regularly. Military ties also gained momentum as the two armed forces conducted a joint exercise in the South China Sea and stepped up coordination in missile defense. Twenty years after their “strategic partnership of coordination,” the two countries still resist a formal alliance, but the perceived challenge to their national interests and strategic space by Western alliances seems to have led to more proactive and coordinated actions. Meanwhile, both Moscow and Beijing were anxiously awaiting the Trump presidency. Welcome to the brave new world of the reversed strategic triangle, Trump style.

7. The Pivot is Dead, Long Live the Pivot

While it hasn’t always been pretty or (gasp) consistent, US Asia policy under the Trump administration is, with one major exception, pretty much where the Obama administration left it. America’s Asian alliances remain the foundation of its security strategy and “our one-China policy” has been reaffirmed. Even regarding North Korea, the objective – bringing Kim Jong Un “to his senses” – remains the same, although the approach seems to display less patience. The exception centers on the one promise that Trump (regrettably in our view) has kept: abandonment of the Trans-Pacific Partnership (TPP). On economic policy more generally, the promised trade war with China has (thus far) failed to materialize since “the Chinese have made some improvements on currency in recent months”; okay, Chinese currency manipulation actually stopped several years ago, but you get the point. While the search for a new buzz word to replace the “pivot” or “rebalance” continues, the vice president and secretaries of State and Defense have been to the region and the White House has confirmed President Trump’s plan to attend a trio of regional summits this fall. Asia remains a high priority region, for better and for worse.

8. Mixed Messages

In its early months, the Trump administration has devoted little attention to Southeast Asia and US relations with the region have generally followed a trajectory set by the Obama administration. The US continued naval operations in the South China Sea and joint exercises with most ASEAN states with US air and naval forces rotating through bases in northern Australia and the Philippines and deploying from Singapore. There have been mixed signals between Manila and Washington. With the ASEAN states and China moving toward completion of a Code of Conduct (COC) on rules of engagement in the South China Sea, it is hoped that the new document would be “legally binding,” but little specific about its provisions has been published. Following Washington’s abrogation of the Trans-Pacific Partnership (TPP), Hanoi has sought to alleviate its disappointment, saying that it understands the US need to create more jobs and that it will try to accommodate Washington in future trade negotiations. During the Obama administration’s two terms (2009-2016), the president’s “rebalance” to Asia featured Southeast Asia as its centerpiece. President Obama made 11 separate trips to the Asia-Pacific, visiting a total of 14 countries, nine of which were members of ASEAN. His secretaries of state and defense also made multiple journeys to the region. Among many successes during these years were US accession to ASEAN’s Treaty of Amity and Cooperation, participation in the East Asia Summit for the first time in 2011, the establishment of the first diplomatic mission to ASEAN, and realization of the historic transition to democracy in Myanmar. The United States also increased the deployment of ships and aircraft to the region, particularly in Singapore, the Philippines, and Australia. In Obama’s final year, the US began distributing resources under the Maritime Security Initiative to assist Southeast Asian countries with their maritime domain awareness by transferring patrol vessels and surveillance aircraft as well as creating a system whereby these countries could share information on the region’s maritime security picture. While it’s still early for the Trump administration, there have been virtually no policy statements dealing with Southeast Asia, nor at this time (April) has the State Department chosen a deputy secretary – the number two position – or a permanent assistant secretary for East Asian and Pacific affairs. Direction from Washington for a region that was so important during the preceding eight years seems to be absent.

9. Adrift Without Dialogue

Abstract:
In February, President Trump told President Xi Jinping that the US would honor its one-China policy. This eased concern that the new administration would radically change US policy toward Taiwan, but it remains unclear how the Trump administration will deal with specific Taiwan issues. Relations between Beijing and Taipei have continued to be in an unstable but calm state in the early months of 2017. The formal channels of dialogue remain closed and no significant effort has been made to reopen them. In the meantime, practical issues have been dealt with, sometimes constructively but often in ways that exacerbate the lack of trust. This unstable and risky situation will likely continue in the months ahead.

10. Can Moon Restore Sunshine?

The first four months of 2017 have been a momentous and tumultuous period for Korea. As of mid-May, the peninsula remains in a state of high anxiety and no little tension. A crisis? Maybe. Yet without counseling complacency, recent history suggests that that term tends to be over-applied to this part of the world’s recurring episodes of tension: amply chronicled down the years (for the present century) in successive issues of Comparative Connections. The reasons for this latest bout of tension are partly local but most global, or more precisely trans-Pacific. The local causes derive from both Koreas, if as usual mainly the North. During the past four months as in the previous five years, Kim Jong Un’s regime has shown little sign of a wish to lower tensions, mend fences, or even pursue normal relations with other states, friend or foe. Now in his sixth year in power, the third Kim remains unique as a 21st-century leader who in this era of globalization – and despite his own years of schooling in Europe – has neither ventured abroad nor met any other head of state or government, even on his home turf. The DPRK’s boasts of self-reliance may be mendacious on the economic front, where (as widely canvassed) Chinese sustenance remains vital. Yet diplomatically it does indeed stand alone; the more so as Pyongyang has begun bombarding even Beijing with the aggressive insults long hurled by Pyongyang at Seoul, Tokyo, and Washington. Kim seems to share the stance of Millwall FC, a notoriously ‘hard’ London soccer club whose fans chant: “No one likes us, we don’t care.” His father and grandfather were more subtle, at least in not picking fights Bruce Lee-style with all comers simultaneously. But just as success has long eluded Millwall, showing the finger to everyone can hardly work for Kim Jong Un long-term. It is not just words that North Korea lobs. This Kim has markedly accelerated the DPRK’s development of both nuclear weapons – an unprecedented two tests in 2016, after three in the decade from 2006 – and the ballistic missiles (BM) that might one day carry them. True to form, the first four months of 2017 saw half a dozen BM tests, not all successful. Yet contra many predictions, Kim has not (so far) marked the recent transitions of political power in two of his main foes – Washington first, and now Seoul too – with a nuclear test; unlike in May 2009 when Barack Obama faced that challenge, or February 2013 when a nuclear blast greeted both the re-elected Obama and the incoming Park Geun-hye. Still, with most of 2017 to go, it might be premature to seek to explain what may be a temporary non-event.

11. Two Koreas Defy Chinese Sanctions

Pyongyang tested regional and domestic politics on six separate occasions by conducting missile launches between February and April. The latest tests coincided with the Xi-Trump summit in Mar-a-Lago and Vice President Pence’s visit to South Korea. They also marked the 105th birth anniversary of Kim Il Sung on April 15 amid intense speculation that North Korea might conduct a sixth nuclear test. In addition to supporting five UN Security Council statements on North Korea this year, Beijing on Feb. 18 announced a suspension of DPRK coal imports through December. DPRK military threats also catalyzed US-ROK plans to deploy THAAD, a source of mounting tension that affected all aspects of the China-South Korea relationship. Beijing’s retaliation took the form of restrictions from March on business and tourism. South Korea appealed to the WTO for redress and South Korean lawmakers passed resolutions condemning China’s retaliation. THAAD emerged at the center of domestic political debate in Seoul after Park Geun-hye’s ousting on March 10, following which PRC nuclear envoy Wu Dawei in April engaged major presidential contenders ahead of the May 9 elections. Beijing’s falling out with both Koreas presents a major challenge for coordinating regional policy with new administrations in Washington and Seoul.

12. Trilateral Politics: Trump Style

US relations with Russia and China flip-flopped in the first few months of 2017 as newly-inaugurated President Donald Trump injected fresh dynamics into the Washington-Beijing-Moscow triangle. In just one strike (the missile attack on Syria) with nearly “perfect” timing in early April, the Washington “outsider” surprised the visiting Chinese president, minimized the “Russian factor” in US domestic politics, and assumed the moral high ground while sending a strong signal to a still defiant North Korea. While the long-term effect of Trump’s action has yet to be determined, it did set in motion diplomatic maneuvering and mind games between Washington, Moscow, and Beijing. For the first time since the end of the Cold War, Washington, or more precisely Trump, was actively and dramatically pulling the strings of this “not-so-strategic triangle.” However, before anything substantial happened to the triangle, the Korean nuclear crisis deepened and broadened, and Pyongyang assumed the characteristics of China’s “rogue ally.” To defuse this time-bomb in Northeast Asia, the three geostrategic players may need to go beyond the traditional “great games” in the age of WMD.

13. Summits Galore, But (Mostly) Business as Usual

While events in Paris and San Bernardino refocused the international community’s attention on terrorism, it was largely business as usual in Asia, with the normal round of multilateral meetings – the Association of East Asian Nations (ASEAN) Summit, US-ASEAN Summit, East Asia Summit (EAS), and ASEAN Defense Ministers Meeting Plus (ADMM+) in Kuala Lumpur, plus the Asia-Pacific Economic Cooperation (APEC) Leaders Meeting in Manila – going largely unnoticed. A few other summits did attract attention, including the first “Plus Three” (Japan-Korea-China) Summit in three years (which included the first direct one-on-one summit between ROK President Park and Japan Prime Minister Abe) in Seoul and the “non-summit” between Mr. Xi Jinping and Mr. Ma Ying-Jeou who just happen to be the presidents, respectively, of the People’s Republic of China and Republic of China, in Singapore. Chinese actions (and US reactions) in the South China Sea continued to dominate the news, while hopes that Kim Jong-Un was on the brink of behaving were quickly dashed as the new year began. All eyes remain on the Chinese economy and the impact the continuing slowdown there may have on global growth, even as the US pushes forward on the finally completed (but not yet Congressionally-approved) Trans-Pacific Partnership.

14. Official Cooperation, Domestic Challenges

Washington and Tokyo made significant progress on two new initiatives this fall – Japan’s implementation of legislation for the exercise of collective self-defense and the conclusion of negotiations with other participants in the Trans-Pacific Partnership (TPP). With Japanese Upper House elections in the summer and US presidential elections in the fall, trade, military strategy, and US-Japan security cooperation will be part of the political discourse in both countries. Along with the ratification process for the Trans-Pacific Partnership trade deal, two challenges for Washington and Tokyo that will continue into the new year are how to respond to Chinese land reclamation in the South China Sea and how to deal with local opposition to Tokyo’s plans for building a new airfield to replace the Futenma facility on Okinawa. Two challenges to Washington and Tokyo will continue into the new year. The first is how to respond to Chinese land reclamation in the South China Sea. Military leaders from Japan and the US discussed China’s accelerated building in the Spratly Islands, and the Japanese role in a regional response was on the agenda when Prime Minister Abe and President Obama met on the sidelines of the APEC meeting in Manila. The USS Lassen’s freedom of navigation operation near Subi Reef on Oct. 27 was welcomed by Tokyo, but there is no suggestion yet that Japan is willing to conduct similar operations in the South China Sea. The second challenge is far from new, but local opposition to Tokyo’s plans for building a new airfield to replace the Futenma facility operated by the US Marines has risen again. The central government filed a legal suit directed at Okinawa in November, and then Gov. Onaga Takeshi filed his own civil suit against the central government in December. This battle in the courts over new base construction in Oura Bay is the second legal showdown between the prefecture and Tokyo over who has the authority to control decision making on base consolidation in Okinawa.

15. Xi’s First State Visit to US: Pomp and Progress

Abstract:
Despite growing friction between the US and China on a number of issues, Xi Jinping’s state visit to the US in September was mostly positive and produced important outcomes on climate change, cyber security, and avoiding accidents between military aircraft. Tensions persisted in the South China Sea with China unwilling to stop its construction and militarization of terraformed reefs. The USS Lassen, a US Navy guided-missile destroyer, exercised international rights of freedom of navigation by sailing within 12nm of Chinese-occupied Subi Reef. The Obama administration notified Congress of its intent to sell a $1.83 billion arms package to Taiwan prompting Chinese objections, but no suspension of bilateral military exchanges. Presidents Obama and Xi met again on the margins of the Paris climate change conference in late November. They also conferred by phone, helping to conclude an historic, ambitious, global, agreement to reduce emissions at COP21.

16. Commitment Concerns

US relations with Southeast Asia encompassed all three pillars of its rebalance to Asia: military presence, multilateral diplomacy, and economic engagement. Militarily, the freedom of navigation voyage of the USS Lassen past China’s artificial islands occurred while the Department of Defense announced a $425 million five-year military aid program for Southeast Asian states and the White House committed an additional $259 million in military support for Indonesia, Malaysia, and the Philippines. Diplomatic engagements included visits to the region by the president, the secretaries of state and defense, and a number of senior aides to attend multilateral meetings. Commitment to the economic pillar led to the conclusion of negotiations for the Trans-Pacific Partnership (TPP) trade agreement. If ratified by the signatories, the TPP would be the most comprehensive trade and investment arrangement in the world, though a number of obstacles in many of the countries do not portend a quick or easy confirmation.

Abstract:
General Secretary Xi Jinping and President Ma Ying-jeou held the historic first Cross-Strait Leaders Meeting in Singapore, capping seven years of collaborative work to build stable and constructive cross-strait relations. On Taiwan, the Democratic Progressive Party (DPP) has conducted a well-run campaign, likely leading on Jan. 16 to Tsai Ing-wen winning a strong majority mandate in the presidential election and the KMT and its allies losing control of the Legislative Yuan (LY) for the first time. After the election, Tsai and Xi will share responsibility for avoiding a confrontation that is in neither of their interests.

The September China-ROK summit in Beijing catalyzed the resumption of trilateral talks with Japan in October and the launch of the China-ROK Free Trade Agreement in December. Meanwhile, Pyongyang’s reached out to Beijing with a “friendship tour” to China led by Choe Hwi. Despite new initiatives to expand economic cooperation, Pyongyang’s apparent defiance of Chinese diplomatic efforts on denuclearization suggests further difficulties in Sino-DPRK relations.

In the final months of 2015, China-Russia interaction started with President Putin’s state visit to China and ended with the 20th annual prime ministerial meeting in Beijing. While Putin’s visit was full of historical and geopolitical symbolism, the prime ministers meeting was geared for substance, aiming to energize bilateral economic relations against the backdrop of Western sanctions against Russia and China’s economic slowdown. In between, Chinese and Russian leaders met at multilateral forums, and a $2-billion sale of 24 Russian Sukhoi-35 fighter-bombers to China after eight years of negotiations was finalized. Meanwhile, the world witnessed Russia’s intervention in the Syrian civil war, the European refugee crisis, the Paris massacre, and the rise of anti-establishment forces across the West. The apparent warming of Sino-Russian relations led to another round of questions: were they moving toward an anti-West alliance?

The US-Japan relationship was relatively steady in the early months of 2016 until the US presidential primaries began to stir things up. For the first time in decades, Japan became the focus of debate on the campaign trail when Donald Trump began to single out Japan on trade and on security cooperation. There was also a setback on the Futenma replacement facility when construction was halted following a compromise between the central government and Okinawa that calls for a court decision on how to proceed. Nevertheless, the two governments continued to refine alliance coordination in the face of North Korea’s nuclear test and missile launches and pursued maritime cooperation as Beijing’s behavior in the South China Sea continued to roil regional waters. With major elections on the horizon, both countries are likely to be consumed by politics in the coming months. The United States and Japan continued to refine alliance coordination in the face of North Korea’s renewed nuclear testing and missile launches. Tokyo and Washington also continued their maritime cooperation as Beijing’s behavior in the South China Sea continued to roil regional waters. Japan suffered an unexpected setback in its cooperation with Australia, however, as its bid to provide Canberra with its next-generation conventional subs was outdone by the French offer. The Futenma base standoff with Gov. Onaga took an unexpected turn when Prime Minister Abe Shinzo announced suddenly that he and the governor had agreed to a compromise settlement. Tokyo would halt construction and Naha would agree to merge the court cases and would fully comply with the court decision on how to proceed. Politics now consume both countries as both Japan and the US face elections later this year. Anticipation that Abe would call a double election this summer ended after Chief Cabinet Secretary Suga Yoshihide declared that only the regularly scheduled Upper House election would be held so that the government could concentrate on recovery efforts in Kumamoto Kyushu, the site of a deadly earthquake. Economic growth continues to elude the Abe Cabinet, and the prime minister still confronts the prospect of an additional consumption tax hike in the spring of 2017. In the US, the primaries are winding down with Donald Trump the expected nominee for the Republican Party and Hillary Clinton in the lead for nomination by the Democratic Party. The US-Japan alliance seems already to be suffering from “Trump shocks” even before the election decides the next US president.

The mid-February ASEAN-US Summit was the Obama administration’s effort to show ASEAN’s central role in the US rebalance to Asia. It was only partially successful. Several new business initiatives were inaugurated to link US and ASEAN entrepreneurs. However, security cooperation hardly advanced. While maritime security was included in the joint declaration, there was no mention of US freedom of navigation (FON) patrols or the South China Sea disputes. In January, the Philippine Supreme Court cleared the way for the Philippine-US Enhanced Defense Cooperation Agreement, allowing US forces rotational access to several Philippine military bases and enhancing interoperability. Washington plans to increase the frequency and “complexity” of FON patrols near the artificial islands built by China, and the US has begun joint patrols with Philippine ships. Washington also announced a Southeast Asian Maritime Security Initiative that includes a $425 million multi-year appropriation for regional capacity to improve maritime domain awareness and patrols.

The beginning of a new year offers an opportunity to evaluate how circumstances change. While the first few months of 2015 conveyed (cautious) optimism amidst notable celebrations like the anniversary of the restoration of diplomatic relations between Japan and South Korea and the 70th anniversary of the end of World War II, there was no focal point in early 2016 to push the momentum toward greater cooperation for Seoul and Tokyo. The main difference to the start of this year was the dominance of the Japan-North Korea dyad. Perhaps the Jan. 6 nuclear test by Pyongyang was a foreshadowing of things to come, as relations with Tokyo remained rather tumultuous: several missile tests by Pyongyang combined with retributive actions on the part of Tokyo made progress on the abduction issue – arguably Japan’s top priority vis-à-vis the North (alongside denuclearization) – extremely unlikely.

Two objectives drive Japan’s increasing engagement with Southeast Asia: stimulating Japanese economic growth through investment in large-scale infrastructure abroad, and supporting regional maritime domain awareness. New developments in regional security relations reflect a revision of Japanese defense guidelines and of the US-Japanese alliance, both of which emphasize greater interaction with regional partners. On the economic side, Japan and China are in direct competition for infrastructure projects in Southeast Asia, particularly in Myanmar. This will likely be the case for the next several years as ASEAN seeks to undergird the ASEAN Economic Community with new transportation grids. New developments in regional security relations reflect a revision of Japanese defense guidelines and of the US-Japanese alliance, both of which emphasize greater interaction with regional partners. New guidelines have enabled the Japan Self-Defense Forces to deepen their engagement with Southeast Asian militaries. For several years, the Japanese Coast Guard (JCG) was the primary institution for maritime cooperation in the region. There is still considerable scope for JCG cooperation with its Southeast Asian counterparts, but the Japan Maritime Self-Defense Force appears to be positioned to become the lead agency over time. On the economic side, Japan and China are in direct competition for infrastructure projects in Southeast Asia, particularly in Myanmar. This will likely be the case for the next several years as ASEAN seeks to undergird the ASEAN Economic Community with new transportation grids. Although Japan will enjoy some advantage over China with Vietnam and Malaysia when and if the Trans-Pacific Partnership becomes fully operational, the three countries with the most ambitious infrastructure plans – Myanmar, Thailand, and Indonesia – will not be TPP members for several years, if ever.

The Obama administration has achieved only a portion of its Asian rebalance strategy in Southeast Asia. Washington is repositioning elements of the US Navy to the Pacific, engaging in “freedom of navigation patrols,” and providing assistance to Vietnam and the Philippines to monitor and defend their maritime territories. US leaders are regularly attending ASEAN-based meetings to demonstrate US commitment to Asia. President Obama regularly promotes the Tran-Pacific Partnership (TPP). Despite these advances, US presidential electoral politics are presenting new obstacles. Meanwhile, the US has urged caution with respect to the UNCLOS Arbitral Tribunal’s decision on the South China Sea. Since relations were reset following President Obama’s visit to India in January 2015, there have been three visits to the US by Prime Minister Modi. The US and India have also conducted two iterations of the Strategic and Commercial Dialogue (S&CD), exchanged multiple Cabinet-level visits, and announced new initiatives to broaden and deepen dialogue and produce outcomes. Over the past year and a half, the absence of drama has allowed for notable progress in the area of defense relations, but just as notably little progress on key trade and investment issues even as bilateral trade and investment grows. After three decades and three US presidents with strong commitments to the bilateral relationship, it remains to be seen whether a new US president will reciprocate Modi’s expressed and demonstrated interest in strong US-India relations. Since then, there have been three further visits to the US by Prime Minister Modi – in September 2015 for meetings at the United Nations as well as outreach to the Indian-American community and US business community, in April 2016 to attend the Nuclear Security Summit, and in June 2016 for a final summit with President Obama and a speech to a joint session of Congress. The US and India have also conducted two iterations of the newly-launched Strategic and Commercial Dialogue (S&CD) modeled on the US-China Strategic and Economic Dialogue, exchanged multiple Cabinet-level and senior officials visits, and announced new initiatives (e.g., upgraded UN and Multilateral Dialogue, Maritime Security Dialogue, consultations on Africa) to broaden and deepen dialogue and produce outcomes. During the period under review (March 2015 to September 2016), there have been no dramatic events similar to PM Modi being “unbanned” from visiting the US. The absence of drama has allowed for notable progress in the area of defense relations, but just as notably little progress on key trade and investment issues even as bilateral trade and investment grows. After three decades and three US presidents with strong personal and policy commitments to the bilateral relationship, it remains to be seen whether a new US president will reciprocate Prime Minister Modi’s expressed and demonstrated interest in strong US-India relations. Unlike divergences between the current two US presidential candidates on a host of foreign policy issues and in particular relations with the Asia-Pacific, statements and indications by the Clinton and Trump campaigns suggest a strong commitment to continued improvements in US-India relations. Both party platforms specifically address the importance of India, though it is noteworthy that the Republican platform raises issues about India’s commercial openness and the country’s treatment of religious minorities.

President Obama initiated his long-awaited (and long overdue) quest for “fast track” or Trade Promotion Authority (TPA) from the US Congress, understanding that final negotiations and eventual passage (or not) of his Asian “rebalance” economic centerpiece, the Trans-Pacific Partnership (TPP) free trade agreement, rests upon achieving TPA. Without TPP, Obama’s already tarnished leadership image will be severely damaged, his “lame duck” status will be solidified at home and abroad, and his Asian pivot will be seen not as the multidimensional strategy it was intended to be but largely a unidimensional (security) single-focused (China) strategy. Meanwhile, China continued to tarnish US and ASEAN leadership through its accelerated island-building projects in the South China Sea, while Washington’s badly managed response to China’s Asian Infrastructure Investment Bank initiative provided another (self-inflicted) wound. Washington’s questions were the right ones, but its seemingly “choose between us and China” approach resulted in most US partners and allies choosing Beijing. Finally, US-DPRK and North-South relations went through cycles of hope and despair with no real progress in sight, as speculation runs rampant as to why Kim Jong-Un decided not to go to Moscow.

Given the drift and depths to which the US-India relationship has succumbed throughout much of 2013 and the early part of 2014, visits by the two heads of government in the span of a few months constituted something of a return to the same orbit, symbolized by the fact that the two countries’ Mars orbiters (Mangalyaan and Maven) had entered the planet’s orbit within a couple of days of each other. Prime Minister Modi visited Washington in late September 2014, just four months after taking office. President Obama followed up with an important visit to India in January 2015 as the “Chief Guest” for India’s Republic Day, the first US president to be accorded this honor. But as always with US-India relations, positive symbols are suffused with caution. In the event, there were no major run-ins during the period of US-India relations covered by this article. Though, there were few major breakthroughs either. The relationship did recover very soon after the resounding election victory of Narendra Modi following India’s national elections in May 2014. The pace at which high-level US-India ties were reestablished under a Modi administration was something of a surprise given the unusual situation of his being barred from traveling to the US due to allegations about his role in the communal riots between Hindus and Muslims in the Indian state of Gujarat that he once led as chief minister. The improbable dilemma of the US government banning an official visit by a democratically elected leader, who had not been convicted of illegal acts by his own country or any international body, was finessed by simply removing the ban and issuing a message of warm welcome by President Obama himself. Prime Minister Modi thus visited Washington in late September 2014, just four months after taking office and on the back of an appearance at the annual UN General Assembly meeting in New York. President Obama followed up with an important visit to India in January 2015 as the “Chief Guest” for India’s Republic Day, the first US president to be accorded this honor. Obama also became the first US president to visit India twice while in office. Another first was the appointment in December 2014 of a US ambassador to India of Indian origin, Richard Rahul Verma. Given the drift and depths to which the bilateral relationship has succumbed throughout much of 2013 and the early part of 2014, the two heads of government visits constituted something of a return to the same orbit, symbolized by the fact that the Indian Space Research Organization’s (ISRO) and National Aeronautics and Space Administration’s (NASA) respective Mars orbiters (Mangalyaan and Maven) had entered the planet’s orbit within a couple of days of each other. Indeed, PM Modi alluded to the connection at a joint media conference with President Obama in September saying “I’m happy that we are meeting here just a few days after the Indian and the U.S. missions reached Mars around the same time. So after the India-U.S. summit on Mars, we are meeting here on Earth. This happy coincidence captures the potential of our relationship.” But as always with US-India relations, positive symbols are suffused with caution. While also noting the “pleasant coincidence” of the two orbiters proximate trip to Mars, Assistant Secretary of State for Arms Control, Verification and Compliance Frank Rose suggested to an Indian audience in March 2015 that the time might be right for a “Space Situational Awareness” information sharing agreement, implying to listeners the need to avoid accidental collisions. In the event, there were no major run-ins during the period of US-India relations covered by this article. Though, as will become clear, there were few major breakthroughs either.

Two focal points of alliance policymakers were the Guidelines for US-Japan Defense Cooperation and the Trans-Pacific Partnership (TPP). But over the summer, both of these initiatives came under political scrutiny. Beyond alliance priorities, the US and Japan faced additional dilemmas in how to deal with a more assertive and sensitive China. Artificial island building by China in the South China Sea brought the US and Japan into closer dialogue over regional maritime cooperation. At the end of the summer, the much-anticipated commemorations of the end of World War II in Japan and China brought heightened sensitivity to the region. Beyond bilateral alliance priorities, the US and Japan faced additional dilemmas, both related to dealing with a more assertive and sensitive China. Artificial island building in the Spratlys and a cyber attack on the US Office of Personnel Management rattled US-China relations, which brought the US and Japan into closer dialogue over regional maritime cooperation. Senior Japanese military leaders began to speak publicly about the possibility of a larger Japanese role in the South China Sea. At the end of the summer, the much-anticipated commemorations of the end of World War II in Japan and China brought heightened sensitivity to the region. The Aug. 14 Abe Statement and Xi Jinping’s speech at the national military parade on Sept. 3, the day of Japanese surrender in China, demonstrated the distance between the two neighbors. Each revealed a new revisionist gaze on their war legacy, and it was hard to ignore the undertones of contemporary bilateral tensions in both leaders’ remarks. Abe chose not to travel to China, although he did not announce his decision until just days before.

President Park Geun-hye’s participation in China’s 70th anniversary celebrations of the end of WWII in September affirmed Seoul’s ties with China, while enabling Seoul to go on the offensive to win Beijing’s acceptance of a Seoul-led reunification of the Korean Peninsula. The escalation of inter-Korean tensions in late August revealed the dilemmas underlying Seoul’s regional diplomacy that continue to undermine coordination on North Korea and other security challenges. Nevertheless, both China and South Korea are engaging in parallel efforts to revive commercial ties with the North. Meanwhile, South Korea has made clear for now that its ability to engage China lies firmly on the foundations provided by a strong US-ROK security alliance; however, we expect that Beijing will continuously test Seoul’s allegiances. Although Workers’ Party of Korea Secretary Choe Ryong Hae represented Pyongyang at the war commemoration ceremonies and military parade in Beijing, replacing Kim Jong Un with Park on the rostrum and the absence of direct leadership exchanges between China and North Korea indicates Pyongyang’s continued political isolation. Likewise, nominal head of state Kim Yong Nam “exchanged greetings” with President Xi at Moscow’s own WWII commemorations on May 9 according to the DPRK state media, but both Beijing and Pyongyang downplayed the exchange. DPRK missile tests on May 9 and June 14 demonstrated Kim Jong Un’s growing nuclear drive and his dismissal of Chinese calls for regional stability. At ASEAN meetings on August 5-6 in Kuala Lumpur, PRC and ROK Foreign Ministers Wang Yi and Yun Byung-se joined regional partners in opposing North Korean actions. Later, an artillery exchange between the two Koreas on Aug. 20 threatened to escalate tensions on the peninsula and underscored the ongoing deadlock in regional diplomacy. North Korea bristled at Chinese statements calling on the two Koreas to “exercise restraint.” In fact, China and South Korea are conducting vibrant exchanges, while China’s interactions with North Korea are nowhere to be seen. Six months after Presidents Xi and Park declared the end of substantive talks, Commerce Ministers Gao Hucheng and Yoo Sang-jick signed the China-ROK Free Trade Agreement (FTA) in Seoul on June 1. Gao also met President Park and Foreign Minister Yun. China-South Korean political and military interactions indicate efforts to upgrade their partnership beyond trade. Top legislator Zhang Dejiang made a three-day visit to South Korea on June 10-12, meeting President Park, National Assembly Speaker Chung Ui-hwa, and ruling Saenuri Party leader Kim Moo-sung. On the military side, PRC Defense Minister Chang Wanquan met ROK Army Chief of Staff Kim Yo-hwan in Beijing on May 12, while ROK counterpart Han Min-koo met PLA Vice Chief of Staff Sun Jianguo at the Shangri-La Dialogue in Singapore later that month. PLA Navy Commander Adm. Wu Shengli met ROK Navy Chief of Staff Adm. Chung Ho-seop in Beijing on June 11. Despite agreements on bilateral security cooperation, however, such exchanges did not produce any pledges on how to address immediate security threats from North Korea. South Korea’s military ties with the US emerged as a clear point of friction ahead of meetings between regional defense chiefs in May.

The visits were aimed at sustaining positive political trends, securing an invitation for Abe to visit China, and anticipating issues related to Abe’s August statement commemorating the end of World War II. Meanwhile, China prepared to celebrate the 70th anniversary of the Chinese People’s War of Resistance against Japanese Aggression and the World Anti-Fascist War with a victory parade on Sept. 3. Against this backdrop, each country sought to enhance its security posture in the East China Sea and South China Sea, further besetting bilateral relations.

Abstract:
The Obama administration and the Abbott government stood together in the new military coalition in Iraq and joined in the trade push for a Trans-Pacific Partnership. Australia’s Defence White Paper, about to be released, will be a strong and detailed statement of support for the alliance with the US. Yet, the discussion of the US-Australia relationship often turned into a debate about China. The notable political difference between Obama and Abbott in the past 12 months was over climate change. The US president highlighted the policy difference in a speech during the G20 Summit that Abbott hosted in Brisbane. The other divergence between Australia and the US was over China’s creation of the Asian Infrastructure Investment Bank. After initially sharing US fears about the bank, the Abbott government eventually decided to abandon the US and Japan and became a founding member.

Abstract:
South Korean President Lee Myung-bak's state visit to the US was a big event that attested to the strength of the two countries' relationship and the personal ties between Presidents Obama and Lee. The timely passage of the KORUS FTA in the US was the big deliverable for the summit. Final ratification of the FTA in both countries clears one longstanding issue and lays the foundation for greater economic integration and a stronger alliance. Meanwhile, the most shocking news for the final third of the year was the death of North Korean leader Kim Jong Il in late December. His death disrupted US-DPRK bilateral talks as North Korea observed a mourning period for its late leader. The US and South Korea spent the last two weeks of December quietly watching developments in North Korea as the reclusive country accelerated its succession process to swiftly transfer power to the anointed successor, Kim Jong Un.

Abstract:
The quarter started off well with the first meeting of Presidents George W. Bush and Lee Myung-bak at Camp David in April. The two leaders emphasized common values and the global scope of the alliance. They reached an agreement to maintain current U.S. troop levels on the Peninsula, which appeared to be an attempt by conservatives in Seoul to reverse the unfortunate trend they saw during the Roh-Rumsfeld era where each side was perceived as whittling away at the foundations of the alliance for disparate reasons. An important but understated accomplishment was Bush's public support of Lee's request to upgrade the ROK's foreign military sales status. Should this request be approved by the Congress, it would amount to a substantial upgrading of the bilateral alliance relationship as it would give Seoul access to a wider range of U.S. military technologies similar to what NATO and other allies like Australia enjoy. Finally, the two governments inked a memorandum of understanding on security improvements necessary to enable the ROK's entry to the U.S. visa waiver program.
