1. A Subdued Environment and Missed Opportunities

Abstract:
Chinese diplomacy toward the Korean Peninsula in late 2023 sputtered forward, driven more by a calendar of bilateral anniversaries with North Korea and multilateral gatherings involving South Korea than any sense of strategic purpose. Both relationships seemed preoccupied with off-stage developments such as the September summit between Kim Jong Un and Vladimir Putin and the momentum of US-Japan-South Korea trilateral relations, rather than any inherent dynamism of their own. Still, regular Sino-North Korean bilateral exchanges ahead of the 75th anniversary of the bilateral relationship and Sino-South Korean bilateral economic dialogues provide opportunities to overcome resistance and sustain progress in the face of deepening major power rivalries. Senior-level dialogues between China and North Korea occurred on North Korea’s 75th founding anniversary in September, with the visit of Chinese Vice Premier Liu Guozhong to Pyongyang, a visit that occurred against the backdrop of the second US-South Korea Nuclear Consultative Group meeting, North Korea’s first successful indigenous satellite launch, and North Korean Vice Foreign Minister Pak Myong Ho’s visit to Beijing. Meanwhile, ministerial and working-level economic dialogues on issues such as supply-chain stability, export controls, and trade facilitation continued between China and South Korea, punctuated by a notable bilateral exchange between Chinese President Xi Jinping and South Korean Prime Minister Han Duck-soo in late September on the 19th Asian Games in Hangzhou. But these exchanges did not generate the traction necessary for South Korean President Yoon Suk Yeol to have substantive bilateral meetings with President Xi on the sidelines of the APEC meeting in San Francisco in November. Bilateral and trilateral foreign ministerial meetings in Busan between South Korean Foreign Minister Park Jin and counterparts Wang Yi and Kamikawa Yoko—the first in four years—failed to generate sufficient momentum to set a date for the resumption of China-Japan-South Korea summitry. Instead, the resumption of China-South Korea or China-Japan-South Korea summitry will depend on developments in 2024.

2. Both Koreas Ditch Their Border Accord

Abstract:
The last third of 2023 was eventful in Korea, especially the two final months. Fall found South Koreans preoccupied with events elsewhere, and their implications for the peninsula. In September, Kim Jong Un’s Siberian summit with Vladimir Putin prompted worries as to how closer Pyongyang-Moscow military ties might affect the ROK. In October, Hamas’ shocking attack on Israel added a new layer of alarm, warranted or otherwise. President Yoon Suk Yeol was among those expressing fear that the DPRK might launch a similar surprise assault. He soon had less hypothetical concerns. In November, in response to Pyongyang’s successful launch (following two earlier failures) of a military reconnaissance satellite, Seoul partially suspended 2018’s inter-Korean military accord—whereupon the North predictably scrapped it entirely. Tensions grew as both sides rearmed at the ironically named Demilitarized Zone (DMZ), and talked tough — none tougher than Kim Jong Un, who spoke openly of occupying the South. As the year ended, Kim declared a major change in DPRK doctrine. Dropping its longstanding lip service to reunification, the North now regards the peninsular situation as “relations between two belligerent states.” The implications of this shift remain to be seen.

3. Beijing Moderates Criticisms Selectively

Beijing in this reporting period moderated often shrill rhetoric of the past two years criticizing Joseph Biden administration advances and regional governments cooperating with the US. Emphasizing China’s positive contributions to regional economic growth, Beijing stressed its flexibility, said to be different from Washington in not pressing regional states to choose between the US and China, even as it demonstrated ambitions to develop a new regional and global order favorable to itself. Nevertheless, glaring exceptions included egregious pressures to compel deference to China’s claims in the South China Sea, harsh criticism of the Philippines and Japan cooperating closely with the United States, as well as authoritative foreign policy statements giving regional governments little choice between two paths forward: cooperation with an avowedly beneficial China or America’s purported exploitative, divisive and destructive initiatives. Regarding the Philippines, an unprecedented show of support by the US for the territorial claims of its treaty ally resulted in an equally unprecedented pushback from Beijing.

4. Taiwan and China—Steady As She Goes

As 2024 dawned, Chinese President Xi Jinping reiterated in his New Year Address that Taiwan must unify with China. In her New Year Address, Taiwan President Tsai Ing-wen, with the election of her successor only 14 days away, repeated her offer to meet China on the basis of equality, mutual respect, and without preconditions, echoing themes dating back to her first inaugural address in 2016. On Jan. 14, Tsai’s chosen successor, Vice President Lai Ching-te, won an unprecedented third successive term for the Democratic Progressive Party, promising to uphold the independence of the Republic of China, but the party lost its majority in the legislature. A month later, two Chinese fishermen operating illegally near Kinmen Island died when their boat capsized as they were pursued by the Taiwan Coast Guard. Five days later, a Chinese Coast Guard vessel boarded and inspected a Taiwanese tour boat near Kinmen. Tensions grew but they did not boil over. On Jan. 30, China unilaterally moved its M503 civil aviation flight route closer to the median line of the Taiwan Strait. Premier Li Qiang included the obligatory call for Taiwan reunification in his Work Report to China’s National People’s Congress (NPC). Some analysts found that and other NPC references to Taiwan more strident than in recent years, but any change in tone was subtle. In apparent retaliation for Lai’s electoral victory, China persuaded Nauru to switch diplomatic ties from Taiwan to China even as Taiwan continued to strengthen unofficial relations with larger powers. These Taiwan efforts were supported by US President Biden, who used a trilateral meeting with Japan and the Philippines to call for cross-Strait stability. Taiwan’s continuing negotiation with the US of a 21st Century Trade Initiative and TSMC’s decision to expand new facilities under construction in Arizona exemplified Taiwan’s continuing diversification of economic linkages away from China. President-elect Lai will be inaugurated on May 20; his inaugural speech and China’s response could portend the future course of cross-Strait relations.

5. China’s New Foreign Policy Moderation—Mixed Regional Implications

Abstract:
Incorporating major foreign policy initiatives of leader Xi Jinping, Beijing completed its effort from the past two years with instructions in January on China’s new approach to foreign affairs to Chinese foreign policy officials and others concerned. The new approach added authority and momentum to Beijing’s emphasis since Xi’s summit with US President Joe Biden last November on greater Chinese moderation and restraint as a “responsible” great power pursuing peace and development in dealing with Southeast Asian neighbors and elsewhere. Nevertheless, Beijing remains selective in how it applies moderation, and the record of the past two years shows great swings between moderation and truculence in its approach to foreign affairs, depending on circumstances which remain subject to change. The success of China’s regional importance showed in Singapore’s Institute of Southeast Asian Studies annual survey of regional elites with China viewed as both the leading economic and political-security power, overshadowing the United States, and the judgment that if forced to choose between them, more respondents would select China than the United States. Caveats to these positives for China include continuing strong regional concerns over China’s ambitions in Southeast Asia and the fact that the survey came during the height of the war in Gaza by Israel, which is supported by the US and viewed very negatively in the region. Meanwhile, the defiance of the Philippines, with strong military and political support from the United States, Japan, Australia, India, and other allies and partners, against coercive measures in the disputed South China Sea represented a major test of China’s avowed “restraint” in dealing with foreign differences.

6. Weathering the Crisis

For the US-India bilateral relationship, the first four months of 2024 was a repeat of the quarters of the last three years. Differences in attitudes toward Cold-War era partnerships surfaced and upset the calm in bilateral relations. Still, there were significant strides in the economic and trade front. The dispute over the killing in Canada of a Khalistan separatist designated a terrorist by India marred the security partnership. Still, Washington continued diplomatically to support India vis-à-vis China’s provocations such as bestowing Chinese names on Indian towns. Visits by top American military brass underscored the growing security cooperation between the two democracies. The nature of electoral democracy, though, created some diplomatic tension. While heated rhetoric and polemical campaign statements in India provided fodder for the Western press to question the supposed “values-based” partnership with India, President Joe Biden’s suggestion that Japan and India were as xenophobic and anti-immigrant as Russia and China angered many in India. These episodes were minor squalls compared to the hurricanes the bilateral relationship has endured over the last 50 or 60 years. While elections and security divergences made headlines, the relationship continued to build on pillars of trade and technology cooperation.

7. Ties Stabilize While Negative Undercurrents Deepen

US-China relations were marked by a paradox during the first trimester of 2024. On the one hand, a distinct stabilization was evident in ties. The two sides made concerted efforts to translate their leaders’ ‘San Francisco Vision’ into reality. Cabinet officials exchanged visits across the Pacific, working groups and dialogue mechanisms met in earnest and produced outcomes, functional cooperation was deepened, sensitive issues such as Taiwan were carefully managed, and effort was devoted to improving the relationship’s political optics. On the other hand, the negative tendencies in ties continued to deepen. Both sides introduced additional selective decoupling as well as cybersecurity measures in key information and communications technology and services sectors, with US actions bearing the signs of desinicization—rather than mere decoupling—of relevant supply chains. The chasm in strategic perception remained as wide as before. In sum, the “new normal” in US-China relations continued to take form, one piece at a time. What a difference a year makes. At this time in late-April last year, the US and China were barely communicating, still smarting from the balloon incident of February 2023. It was not until US National Security Advisor Jake Sullivan and CPC Central Foreign Affairs Commission Director Wang Yi met in Vienna in mid-May 2023 that a semblance of normality began to be restored to the relationship. Twelve months on, there has been an almost across-the-board restoration of communication channels, a deepening of functional cooperation across issues areas, and a concerted effort to manage the political optics of the relationship for the better – this, despite deep differences in strategic perception between the two sides.

8. Movement but Minimal Progress

Abstract:
Signs of a possible improvement in Sino-Japanese relations followed a meeting between newly elected Prime Minister Ishiba Shigeru and Xi Jinping on the sidelines of Asia-Pacific Economic Cooperation (APEC) gathering in Peru on November, with the two exchanging vague promises of cooperation. Separately, China softened its position on various issues, saying that an unexpected obstruction had accidentally pushed its spy plane into Japanese airspace, allowing the resumption of imports of Nishikigoi tropical fish that had been suspended since November 2023 and reinstating visa-free entry that had been suspended in the wake of CovidCOVID. The government also indicated that it will gradually resume imports of Japanese seafood and remove a buoy in what Japan considers its exclusive economic zone, though neither has happened yet. Japanese skeptics pointed out that with no resolution on these and a number of other issues such as the detention of Japanese nationals on vaguely worded charges and sporadic violent attacks against Japanese children, it is premature to speak of Xi’s long-postponed state visit to Tokyo.

Abstract:
A rebound in China-ROK diplomacy raised optimism after a slow start to 2024, paving the way for the summit between Xi Jinping and Yoon Suk Yeol on Nov. 15. They met on the sidelines of APEC Peru before attending the G20 summit in Brazil. Foreign Ministers Wang Yi and Cho Tae-yul met in Beijing on May 13, facilitating the China-ROK-Japan trilateral summit and Yoon’s meeting with Premier Li Qiang in Seoul. As China-DPRK exchanges dwindled compared to the first third of this year, Xi Jinping and Kim Jong Un’s summits with Putin in May and June raised questions about the direction of China’s Korea policy. Donald Trump’s reelection in November intensified debate on the regional security and economic implications of US-China competition.

Lai Ching-te insisted at his May inauguration that Taiwan is sovereign and not subordinate to China. Beijing reacted by increasing cross-Strait tensions. China’s latest rounds of military exercises make clear that it is preparing to use force or at least gray-zone intimidation to effect reunification. Taiwan’s opposition Kuomintang continued unofficial contacts with the Chinese Communist Party, seeking reconciliation but risking aiding China’s efforts to fragment Taiwan. Taiwan’s TSMC continues to expand in Taiwan and overseas in ways that keep it at the center of the global high-tech economy. Taiwan has increased its purchases of military equipment from the US and opened negotiations on a bilateral tax agreement. Beijing views US support for Taiwan as collaboration in Lai’s separatism. US President-elect Donald Trump has said that Taiwan stole the production of semiconductors from the US and should pay for US military support. However, this animus may be balanced by the outspoken Taiwan supporters he has chosen for his national security team. Can Taiwan overcome its internal divisions and Trump’s Taiwan skepticism? Can China, Taiwan, and the US step back from a confrontational spiral? None of this will be easy, but failure may put Taiwan’s future at risk.

In 2021, when President Biden took office, the US-India relationship was riding on the positive momentum created by successive US presidents since President George W Bush. Over the four years of the Biden administration, with few positive developments and several other tensions, the partnership was stress-tested across domains. For watchers of the US-India bilateral partnership, the Biden administration’s denouement vis-a-vis the partnership with India was disappointing and underwhelming. While several key supply chain diversification initiatives materialized, issues surrounding India’s position toward Russia—in the aftermath of the latter’s invasion of Ukraine—its alleged involvement in the killing of a Khalistan separatist and lastly Washington’s position on the interim government in Bangladesh highlighted the divergences between the two democracies. For the US-India partnership, President Biden’s term in office could be described as one that alienated an already allyship/treaty-averse India, pushing it further into groupings such as BRICS and other emerging non-Western multilateral institutions. The last eight months were no different. Nonetheless, domestic political developments in both India and the US could potentially set the stage for a recourse in the spiraling US-India bilateral partnership.

12. The Worst Angels of Our Nature

The last several reporting periods of Comparative Connections have featured little drama in US relations with the two Koreas. A lot of important changes happened—a burgeoning Washington-Seoul-Tokyo trilateral, Pyongyang’s advancing nuclear weapons program, etc.—but these developments were mostly incremental. However, the June-December 2024 reporting period—the final Comparative Connections—has featured bombshells, both metaphorically and literally. The most spectacular event was South Korean president Yoon Suk Yeol going full rogue authoritarian and recklessly declaring martial law at 11pm on December 3 in order to carry out a military “self-coup d’état.” That is, Yoon annulled democratic processes and civil constitutional protections, arrogated all political and executive power to himself and the military, and attempted to suspend the national assembly. This shocking step toward tyranny—considered long-relegated to the distant past of South Korea’s developmental dictatorships of the 1950s-1980s—was as badly conceived as it was executed, farcically falling apart after less than three hours, when legislators (mostly from the opposition) breached the cordon of deployed soldiers around the national assembly, entered the plenary chamber, and voted 190-0 to revoke the martial law decree.

13. Trump’s Return Scrambles Outlook

US-China relations through 2024 remained marked by a paradox. On the one hand, ties displayed a distinct stabilization. The two sides translated their leaders’ modest “San Francisco Vision” into reality. Cabinet officials and the numerous working groups met in earnest and produced outcomes, functional cooperation was deepened though differences emerged, sensitive issues were carefully managed, and effort was devoted to improving the relationship’s political optics. US electoral politics, or threat of Chinese interference in the elections, did not materially impinge on ties. On the other hand, the negative tendencies in US-China relations deepened. With its time in office winding down, the Biden administration went into regulatory overdrive to deepen the “selective decoupling” of the two countries’ advanced technology ecosystems. China methodically responded in kind using its now-robust economic lawfare toolkit. The chasm in strategic perceptions remained just as wide. Donald Trump’s return to the Oval Office portends a period of disruptive unpredictability in ties, although “Tariff Man” Trump can reliably be expected to enact additional impositions on Chinese imports. Two years to the day that they met on the sidelines of the G20 summit in Bali, Indonesia to place a floor under their troubled relationship and initiate a process of emplacing guardrails, Joe Biden and Xi Jinping met for their third in-person meeting as presidents in Lima, Peru, on the sidelines of the APEC Economic Leaders Meeting. In Lima, the two presidents took stock of the gradual rehabilitation of ties over the past two years, despite its early interruption by the balloon incident, and pledged to consolidate the fragile stability and make the relationship more predictable. They also patted themselves for harvesting some of the low-hanging fruit since their summit in Woodside, California, 12 months ago. US-China relations have made important incremental progress over the past 18 months, starting with Secretary of State Antony Blinken’s visit to Beijing in June 2023 (Blinken returned to Beijing again this April). In Spring 2023, aside from meetings of their senior-most officials, there was practically no active communication channel between the two sides. Fast forward to today and there are more than 20 dialogue frameworks that span the range from diplomacy, security, economy, trade, fiscal affairs, finance and military to counternarcotics, law enforcement, agriculture, climate change, and people-to-people exchanges.

14. Regional Overview: The Year of Elections (Finally) Ends

The “year of elections” culminated in the allegedly (but not actually) “too close to call” US presidential elections on Nov. 5, which resulted in Donald Trump’s scheduled return to the oval office on Jan. 20, 2025. Trump has wasted no time identifying his preferences for key leadership positions in his incoming administration, some surprising, some shocking, and a few somewhat disturbing (to us, at least), although most of his national security/foreign policy choices appear more mainstream. While we would not be bold (or foolish) enough to make firm predictions regarding future policy, we will speculate on expected trends and characteristics, while acknowledging at the onset that Trump prides himself on being unpredictable (and has largely succeeded in this quest). While elections elsewhere have gone largely as expected, two unexpected domestic political developments promise to impact US policy and regional stability; namely, the failed attempt by Republic of Korea President Yoon Suk Yeol to declare martial law which resulted in his impeachment, and the political turmoil in Japan that has left the Liberal Democratic Party for the first time in decades finding itself at the helm of a minority government. Elsewhere (and largely overlooked), the usual spate of multilateral meetings took place in the second half of the year—the Asia Pacific Economic Cooperation (APEC) Leaders’ Meeting, the G20 gathering, the East Asia Summit and companion ministerial-level ASEAN Regional Forum (ARF), the BRICS Summit, etc. —amid enhanced military activity and enhanced trilateral/minilateral cooperation.

15. Stark Choices Confront Taiwan Voters

Taiwan’s presidential election campaign has begun. Lai Ching-te, Taiwan’s vice president and Democratic Progressive Party (DPP) candidate, Hou Yu-ih from the Nationalist (Kuomintang, or KMT) Party, Ko Wen-je of Taiwan People’s Party (TPP), and independent Terry Gou offer Taiwan voters four different visions of Taiwan’s future relationship with China. As senior US and Chinese officials resumed long-stalled face-to-face meetings, China warned once again that it has no room for compromise or concession on Taiwan. Yet, when Lai completed almost invisible transits through the US en route to Paraguay and back, China’s military response seemed almost pro-forma. When US, Japanese, and South Korean leaders reiterated at the trilateral Camp David summit their staunch opposition to China’s intimidation, China chose to interpret their words as one more promise to support Taiwan. The US accelerated weapons deliveries to Taiwan and expanded training for Taiwan’s military, and Taiwan announced that its defense budget will increase by 7.5% in 2024. Taiwan’s TSMC moved forward on constructing its Arizona factory despite some hiccups, and the US and Taiwan signed a long-awaited trade deal—the first part of their 21st Century Trade Initiative. As Taiwan’s presidential and legislative election campaigns enter the home stretch, the DPP’s Lai continues to lead the race. How will Beijing respond? Will Taiwan voters choose caution and vote for the KMT, or will they again interpret Chinese intimidation as one more reason to give four more years to the DPP with its insistence on de-facto independence?

16. New Leaders Challenged by US-China Rivalry

Over the summer three Southeast Asian nations—Thailand, Cambodia, and Indonesia—conducted political contests or prepared for them, with Washington and Beijing watching closely for shifts in alignments or opportunities to make inroads with new leaders. Despite this, and possibly because of it, China made bold moves in the South China Sea and caused outcry in the region with the release of a map supporting its claims to the “Nine-Dash Line.” Beijing also showed signs of worry about Russian inroads into Southeast Asia and the Indo-Pacific region. The high-profile visit to Washington of Philippine President Ferdinand “Bongbong” Marcos, Jr. enabled both countries to reconfirm the US-Philippines alliance publicly, although it gave little indication of where the broader relationship may be headed. ASEAN continued to make little headway in helping to resolve the conflict in Myanmar; and the 2023 chair, Jakarta attempted to redirect the group toward economic goals and a common approach to looming food insecurity in the region. However, Jakarta may be set to swim in deeper waters: Indonesia was among 20 countries invited to join the BRICS group of “middle powers,” and the only one from Southeast Asia. Jakarta deferred membership for two years in order to “consult” with regional leaders, leaving the new president to make a decision on entering the BRICS, but Indonesia is not likely to turn down the opportunity to play a greater role on the world stage.

The US and India expanded cooperation across various domains in the second reporting period of 2023. The two moved to materialize projects and initiatives that were conceived in the first quarter, in wide-ranging domains with significant geopolitical and geoeconomic scope including defense cooperation, critical and emerging technologies, and infrastructure development. While New Delhi continued to straddle groupings such as BRICS, Shanghai Cooperation Organization, and the Quadrilateral Security Dialogue, the US-India partnership broke ground on more initiatives than any of India’s other bilateral relationships. Modi and Biden visited each other’s capitals and reaffirmed their commitment to a rules-based international order. The rousing reception Modi received in Washington and the continued US preeminence in most major trade and technology initiatives conceived by India highlighted the growing partnership between the two democracies. And the two leaders, while facing elections next year, seem willing to work together on common global priorities—sometimes at domestic political costs. Also, while taking place outside the May-August reporting period, the enormous groundwork Delhi laid over the summer (and earlier), plus the absence of Xi Jinping and Vladimir Putin, transformed the G20 meeting that took place in September into an event that showcased India’s leadership in finding common ground between the priorities of the Global South and the US. The result was potentially transformative geoeconomic initiatives that could reshape geopolitics, and encourage, for example, the conditions necessary for a free, open and inclusive Indo-Pacific. This wasn’t the India of nonalignment; this was an India shaping a realignment, with tacit US support.

Perhaps more than any other time in their respective histories, the trajectories of China and Russia were separated by choices in national strategy. A year into Russia’s “special military operation” in Ukraine, the war bogged down into a stalemate. Meanwhile, China embarked upon a major peace offensive aimed at Europe and beyond. It was precisely during these abnormal times that the two strategic partners deepened and broadened relations as top Chinese leaders traveled to Moscow in the first few months of the year (China’s top diplomat Wang Yi, President Xi Jinping, and newly appointed Defense Minister Li Shangfu). Meanwhile, Beijing’s peace initiative became both promising and perilous as it reached out to warring sides and elsewhere (Europe and the Middle East). It remains to be seen how this new round of “Western civil war” (Samuel Huntington’s depiction of the 1648-1991 period in his provocative “The Clash of Civilizations?” treatise) could be lessened by a non-Western power, particularly after drone attacks on the Kremlin in early May.

19. The Return of Shuttle Diplomacy

In March 2023, Japan and South Korea had a long-awaited breakthrough in their bilateral relations, which many viewed as being at the lowest point since the 1965 normalization. On March 16, South Korean President Yoon Suk Yeol and Japanese Prime Minister Kishida Fumio held a summit in Tokyo and agreed to resume “shuttle diplomacy,” a crucial mechanism of bilateral cooperation that had been halted for about a decade. Behind the positive developments was President Yoon’s political decision on the issue of compensating wartime forced laborers. The two leaders took steps to bring ties back to the level that existed prior to actions in 2018 and 2019, which precipitated the downward spiral in their relationship. Japan decided to lift the export controls it placed on its neighbor following the South Korean Supreme Court ruling on forced labor in 2018. South Korea withdrew its complaint with the World Trade Organization on Japan’s export controls. Less than a week after the summit, Seoul officially fully restored the information sharing agreement (GSOMIA) that it had with Tokyo. They also resumed high-level bilateral foreign and security dialogues to discuss ways to navigate the changing international environment together as partners. The big question now is whether this trend of restoring and expanding bilateral cooperation would continue throughout and beyond the Yoon presidency. In South Korea, critics argue that his handling of the forced labor issue is not a lasting solution to historical issues with Japan. The breakthrough was not a product of any major change in South Korean public sentiment toward Japan’s past wrongdoings. Nor was it a product of changes in the Japanese position on outstanding bilateral historical and territorial issues. Both the Japanese and South Korean governments, however, feel the urgent need to cooperate for their own national security, and for economic reasons. Whether the advances in the first four months of 2023 will be short-lived or the start of a new partnership and reconciliation will likely depend on how much understanding they both show in seeing things from the other’s perspective and how willing they will be in accommodating the other’s political needs.

China and South Korea began 2023 with the temporary imposition of tit-for-tat restrictions by both governments on travel to the other country after China lifted its zero-COVID policy. Although the restrictions proved temporary, they pointed to the reality of a sustained downward spiral in China-South Korea relations accompanied by increasingly strident public objections in Chinese media to the Yoon Suk Yeol administration’s steps to redouble South Korean alignment with the United States regarding Indo-Pacific strategy, supply chain resiliency, and shared values. South Korean Minister of Foreign Affairs Park Jin’s congratulatory call to newly appointed Chinese Minister of Foreign Affairs Qin Gang on Jan. 9 was one of the few positive senior-level interaction between the two countries in early 2023; by the end of April, the main diplomatic interactions between China and South Korea had devolved into a dueling exchange of private demarches and public assertions that the other side had committed a “diplomatic gaffe.” As Yoon took steps to strengthen South Korean ties with NATO, stabilize relations with Japan, and upgrade efforts with the US to deter North Korea from continued nuclear development, Chinese criticisms of South Korea became increasingly ominous. They culminated in a stern Chinese diplomatic response to Yoon’s interview with Reuters on April 19 in which he characterized a possible cross-strait conflict between mainland China and Taiwan as a global security issue. Meanwhile, the 75th founding anniversary of North Korea’s Korean People’s Army (KPA) in February and China’s National People’s Congress (NPC) confirming Xi Jinping’s third term as president in March drove symbolic exchanges of support between Chinese party-state and military leaders and their North Korean counterparts. The continued lack of a unified UN response to North Korean missile provocations renewed calls for Chinese “responsibility” and “influence” and Beijing’s reassertions of Pyongyang’s own “insecurity.” The arrival of Chinese Ambassador to North Korea Wang Yajun in Pyongyang, delayed for two years following his appointment due to pandemic-related quarantines, may presage a broader opening for China-North Korea humanitarian exchanges alongside concerns about North Korea’s ongoing military development.

With an apparent renaissance in the US-Philippine alliance, spurred by rising tensions in the South China Sea and the Taiwan Strait, the Biden administration ramped up diplomatic activity with Manila as the two countries moved toward an official visit from President Ferdinand “Bongbong” Marcos, Jr., in May. At the same time, the 42nd iteration of Cobra Gold, which returned to full strength for the first time since the 2014 coup in Bangkok, suggested momentum in the US-Thailand alliance, albeit with a lower profile. While the international environment continued to be roiled by US-China rivalry, the Russian war in Ukraine, and high food and commodity prices, Southeast Asia’s own internal turmoil was evident. The junta in Myanmar extended the state of emergency and stepped up aerial bombing of areas held by the opposition and armed ethnic groups. As Indonesia takes up the ASEAN chair, prospects for implementing the Five-Point Consensus Plan are dim, if not dead. Vietnam and Thailand began leadership transitions—Hanoi with an anti-corruption purge and Bangkok with the launch of general elections—while Cambodian Prime Minister Hun Sen continued to eviscerate the opposition ahead of his near-certain re-election in July. As Southeast Asian leaders work to grow their economies in the wake of the COVID-19 pandemic, competition among them to attract foreign domestic investment is intensifying, particularly in technology and electric vehicles. In the meantime, the region awaits the conclusion of negotiations for the Indo-Pacific Economic Framework (IPEF), which will offer insight into Washington’s vision of an economic order for the region.

According to the White House readout of the meeting, “The leaders reviewed the progress made in the US-India Comprehensive Global Strategic Partnership. They committed to deepen the Major Defense Partnership, encourage economic engagement that benefits both countries, and expand partnership on global health, pandemic preparedness, and critical and emerging technologies.” While such statements are often aspirational and lag in implementation, the first four months of 2023 show the renaissance in US-India ties to be real.

23. US-China Effort to Set “Guardrails” Fizzles with Balloon Incident

The proposed “guardrail” that Joe Biden and Xi Jinping sought to erect last fall in Bali failed to emerge in the bitter aftermath of a wayward Chinese surveillance balloon that overflew the United States and violated its sovereignty. Though Antony Blinken and Wang Yi met on the sidelines of the Munich Security Conference afterward, aspersions cast by each side against the other, including a series of disparaging Chinese government reports, fed the chill in ties. Taiwan President Tsai Ing-wen’s meeting with House Speaker Kevin McCarthy during the return leg of her US transit added to bilateral and cross-strait tensions and were met with Chinese sanctions. Issues pertaining to Taiwan, be it arms sales or a speculated Chinese invasion date of the island, remained contentious. The administration’s attempt to restart constructive economic reengagement with China, including via an important speech by US Treasury Secretary Janet Yellen, appears to have fallen on deaf ears in Beijing. Following the Biden-Xi meeting on Nov. 14 on the sidelines of the G20 Leaders Summit in Bali, Indonesia, US-People’s Republic of China relations were transitioning to an improving track—or so it seemed. US Defense Secretary Lloyd Austin met with his Chinese counterpart, Defense Minister Wei Fenghe, on the sidelines of the ASEAN Defense Ministers” Meeting-Plus meeting in Cambodia on Nov. 22. On Dec. 11-12, US Assistant Secretary of State for East Asian and Pacific Affairs Daniel Kritenbrink held “candid, in-depth and constructive” talks in Beijing. On Jan. 18, Secretary Yellen had a “candid, substantive, and constructive conversation” with departing Vice-Premier Liu He in Zurich ahead of the World Economic Forum in Davos. Hours before Secretary Blinken was due to board a flight to Beijing on Feb. 3, which would have been the highest-ranking contact between the two sides since the Bali meeting, the budding rapprochement came to a screeching halt.

2023 brings a renewed focus on the US-Japan partnership as a fulcrum of global and regional diplomacy. With an eye to the G7 Summit in Hiroshima in mid-May, Prime Minister Kishida Fumio began the year with visits to G7 counterparts in Europe and North America. Later in the spring, he toured Africa in an effort to gain understanding from countries of the Global South. The Joe Biden administration looks ahead to a lively economic agenda, as it hosts the APEC Summit in November on the heels of the G20 Summit in New Delhi in September. National Security Advisor Jake Sullivan laid out in detail the economic ambitions of the Biden national strategy on April 27, giving further clarity to how the administration’s foreign policy will meet the needs of the American middle class. Regional collaboration continues to expand. Both leaders will gather in Australia on May 24 as Prime Minister Anthony Albanese hosts the third in-person meeting of the leaders of the Quad. Also noteworthy in this first quarter of 2023 is the progress in ties between Japan and South Korea. Trilateral consultations began early in the Biden administration, and after the election of President Yoon Suk Yeol last spring, the groundwork for resolving the many difficulties in the bilateral relationship began. This spring, President Yoon and Prime Minister Kishida revealed their progress in a set of visits to each other’s capitals. A trilateral summit is planned for the G7 Summit, which Yoon will attend as an observer. Overshadowing this active multilateral calendar is the continuing war in Ukraine. Both Kishida and Biden have visited President Volodymyr Zelenskyy in his capitol. The United States and Japan remain stalwart supporters of the Ukrainian defense effort as Ukrainians prepare for the spring counteroffensive against Russian forces. Yet questions have arisen within the US Congress over the scale and duration of military aide provided to Zelenskyy. Interestingly, there remains little doubt about the Kishida Cabinet’s support of Ukraine. While Japan does not provide lethal aid, it has joined in solidarity with European nations to contribute to the complex humanitarian relief needed by the Ukrainian people. Political choices will also shape the remainder of the year. President Biden on April 25 announced his run for a second term in the 2024 election. The Republican field of candidates begins to emerge with former UN Ambassador Nikki Haley officially declaring her candidacy on Feb. 14, and Florida Gov. Ron DeSantis, while not yet official, has been the center of media attention. Former President Donald Trump has already begun his rallies, having announced his candidacy on Nov. 15. In Tokyo, talk of a national snap election continues, with the latest rumors suggesting that Kishida, coming off his party’s good showing in local elections in April, might opt for a ballot after the G7 Summit in Hiroshima.

India’s East Asia relations in 2022 followed the arc articulated by External Affairs Minister S. Jaishankar’s address at Chulalongkorn University in Thailand in August. He recalled three decades ago India made a “strategic correction to the East…[o]riginally…contemplated as an economic measure, with trade and investment at its core” and mostly focused on ASEAN. He said the geography, concepts, and assessments of India’s Indo-Pacific vision have expanded “to cover Japan, Korea and China, and in due course, Australia as also other areas of Pacific Islands…[and] facets of cooperation also increased…now cover[ing] connectivity in various forms, people-to-people ties and more recently, defense and security.” And while dutifully referencing India’s Indo-Pacific policies including Security and Growth for All in the Region (SAGAR) and the Indo-Pacific Oceans’ Initiative (IPOI), he gave the most attention to the revitalized Quadrilateral Security Dialogue (“Quad”). The highlights of India in East Asia in 2022 were numerous Quad meetings, the inaugural India-ASEAN Defense Ministers’ Meeting, the second India-Japan 2+2 Ministerial Dialogue, the Australian deputy prime minister and minister for defense’s visit to India, and India’s defense minister visits to Vietnam and Mongolia. Defense and security engagement included numerous exercises, defense dialogues, military-to-military exchanges, and navy ship visits.

As the Ukraine war dragged on and mustered a nuclear shadow, it remained to be seen how the world would avoid what Henry Kissinger defined as a “1916 moment,” or a missed peace with dire consequences for not only the warring parties but all of civilization.

27. Xi Moderates to US and Others Amid Continued Competition

Southeast Asia was the center of international attention in November as regional and global leaders gathered at the G20 conference in Indonesia, which took place between the annual ASEAN-hosted summit meetings in Cambodia and the yearly APEC leaders meeting in Thailand. Acute China-US rivalry loomed large in media and other forecasts, warning of a clash of US-Chinese leaders with negative implications feared in Southeast Asia and elsewhere. The positive outcome of the Biden-Xi summit at the G20 conference and related actions eased tensions, which was welcomed, particularly in Southeast Asia, but the implications for the US and allies’ competition with China remain to be seen. Tensions over disputes in the South China Sea continued unabated. President Xi Jinping made his first trip to a major international gathering at the G20 conference followed by the APEC meeting after more than two years of self-imposed isolation in line with his government’s strict COVID-19 restrictions. His visit occurred against the background of China’s unprecedented military show of force in response to US advances in relations with Taiwan, strident criticism of US efforts to increase influence in Southeast Asia and elsewhere, and remarkable warnings about China’s determination to resist adverse international threats in his landmark report to the 20thCommunist Party Congress in October validating his third term as party leader. Representing the United States at the ASEAN and G20 summits, President Joseph Biden gave no ground on Taiwan or other sensitive issues, increased US support for the island government, signed two massive bills calling for over half a trillion dollars of spending to compete with China on high technology and climate change, and imposed strict export controls on advanced computer chip technology to undermine China’s high technology ambitions. Because of protocol and scheduling, Xi and Biden overlapped only at the G20 meeting, making the Xi-Biden summit meeting on the sidelines of that conference a focus of attention. As discussed in the US-China chapter of this edition of Comparative Connections, Xi adopted a more moderate approach in dealing with the United States. He notably ended China’s past insistence that the United States change its policies toward China before China would agree to the Biden government’s longstanding request to work with China to set guardrails to manage US-China rivalry in ways that would avoid military conflict. The Chinese leader’s new approach was accompanied by public diplomacy efforts that were remarkable because they were starkly contrary to Chinese diplomacy throughout 2022. Chinese representatives and commentary endeavored to persuade audiences in Southeast Asia and elsewhere that Xi’s report and recent strident Chinese commentary and provocative actions did not represent China’s intentions. They corrected such “misperceptions” and advised that Chinese intentions were moderate, accommodating, and positive, focused on constructive outreach for cooperation in Southeast Asia and elsewhere. In addition to the United States, targets for this call to improve ties included US allies and partners heretofore strongly criticized by China for their policies in Southeast Asia and elsewhere, notably Japan and Australia.

28. US-India Relations: Friends with Benefits

2022 was a challenging year, not just for US-India relations, but for every India analyst trying to explain the Indian government’s position on the Russia-Ukraine conflict. Explaining to a non-IR audience India’s history of nonalignment during the Cold-War era and its current policy of multi-alignment was not a gratifying endeavor. While the last four months of 2022 did not have the friction and stress-tests as the first four of 2022 or the slow and steady expansion of relations that followed between May and September, they certainly had multiple surprising events that could make them the halcyon months of 2022. In mid-November, the US and Indian armies engaged in a military exercise at Auli, not far from the Line of Actual Control (LAC) separating Indian-held and Chinese-held territory. While the US and Indian armies have engaged in exercises prior to 2022, this proximity to the Indo-China border is a first. A month later, in another first, US Treasury Secretary Janet Yellen traveled to India to meet Indian Finance Minister Nirmala Sitharaman to expand the US-India “Indo-Pacific partnership.” Yellen characterized India as a “friendly shore” for supply chain diversification and as the indispensable partner for the US. A country that earned notoriety for its bureaucracy and trade protectionism over the years was suddenly characterized as “friendly”; one that was highly skeptical of foreign militaries on its shores was actively engaging the US military at one of its most sensitive and tempestuous borders. The primary catalyst for this sea change has been shared concerns over a rising, authoritarian, and hegemonic China. The events of the last four months, while making India’s multi-alignment labored, also made it abundantly clear that the US-India relations will continue to expand to maintain a free and open Indo-Pacific.

While it hasn’t always been pretty or (gasp) consistent, US Asia policy under the Trump administration is, with one major exception, pretty much where the Obama administration left it. America’s Asian alliances remain the foundation of its security strategy and “our one-China policy” has been reaffirmed. Even regarding North Korea, the objective – bringing Kim Jong Un “to his senses” – remains the same, although the approach seems to display less patience. The exception centers on the one promise that Trump (regrettably in our view) has kept: abandonment of the Trans-Pacific Partnership (TPP). On economic policy more generally, the promised trade war with China has (thus far) failed to materialize since “the Chinese have made some improvements on currency in recent months”; okay, Chinese currency manipulation actually stopped several years ago, but you get the point. While the search for a new buzz word to replace the “pivot” or “rebalance” continues, the vice president and secretaries of State and Defense have been to the region and the White House has confirmed President Trump’s plan to attend a trio of regional summits this fall. Asia remains a high priority region, for better and for worse.

In its early months, the Trump administration has devoted little attention to Southeast Asia and US relations with the region have generally followed a trajectory set by the Obama administration. The US continued naval operations in the South China Sea and joint exercises with most ASEAN states with US air and naval forces rotating through bases in northern Australia and the Philippines and deploying from Singapore. There have been mixed signals between Manila and Washington. With the ASEAN states and China moving toward completion of a Code of Conduct (COC) on rules of engagement in the South China Sea, it is hoped that the new document would be “legally binding,” but little specific about its provisions has been published. Following Washington’s abrogation of the Trans-Pacific Partnership (TPP), Hanoi has sought to alleviate its disappointment, saying that it understands the US need to create more jobs and that it will try to accommodate Washington in future trade negotiations. During the Obama administration’s two terms (2009-2016), the president’s “rebalance” to Asia featured Southeast Asia as its centerpiece. President Obama made 11 separate trips to the Asia-Pacific, visiting a total of 14 countries, nine of which were members of ASEAN. His secretaries of state and defense also made multiple journeys to the region. Among many successes during these years were US accession to ASEAN’s Treaty of Amity and Cooperation, participation in the East Asia Summit for the first time in 2011, the establishment of the first diplomatic mission to ASEAN, and realization of the historic transition to democracy in Myanmar. The United States also increased the deployment of ships and aircraft to the region, particularly in Singapore, the Philippines, and Australia. In Obama’s final year, the US began distributing resources under the Maritime Security Initiative to assist Southeast Asian countries with their maritime domain awareness by transferring patrol vessels and surveillance aircraft as well as creating a system whereby these countries could share information on the region’s maritime security picture. While it’s still early for the Trump administration, there have been virtually no policy statements dealing with Southeast Asia, nor at this time (April) has the State Department chosen a deputy secretary – the number two position – or a permanent assistant secretary for East Asian and Pacific affairs. Direction from Washington for a region that was so important during the preceding eight years seems to be absent.

Abstract:
In February, President Trump told President Xi Jinping that the US would honor its one-China policy. This eased concern that the new administration would radically change US policy toward Taiwan, but it remains unclear how the Trump administration will deal with specific Taiwan issues. Relations between Beijing and Taipei have continued to be in an unstable but calm state in the early months of 2017. The formal channels of dialogue remain closed and no significant effort has been made to reopen them. In the meantime, practical issues have been dealt with, sometimes constructively but often in ways that exacerbate the lack of trust. This unstable and risky situation will likely continue in the months ahead.

Abstract:
Democratic Progressive Party (DPP) Chairperson Tsai Ing-wen was inaugurated as president on May 20. In her inaugural address, she did not accept “one China” but did reach out further toward Beijing. Beijing gave her address an “incomplete” grade and has continued to press her to accept the 1992 Consensus. Despite this fundamental divide and deep mutual mistrust, the two sides have been able to handle some issues in a pragmatic manner. Although the formal communications channels have been suspended by Beijing, contacts at other levels continue under the network of cross-strait agreements. Many issues will continue to complicate the management of relations. However, Tsai remains committed to maintaining stable relations and Xi Jinping, preoccupied with other challenges, prefers to avoid a confrontation with Taiwan.

Abstract:
China's tough stand on maritime territorial disputes evident first in 2012 confrontations with the Philippines in the South China Sea and Japan in the East China Sea has endured into 2013. Leaders' statements, supporting commentary, military and paramilitary activity, economic developments, and administrative advances all point to determined support of an important shift in China's foreign policy with serious implications for China's neighbors and concerned powers, including the US. China's success in advancing its control of disputed areas in the South China Sea and its overall assertiveness in support of China's broad territorial claims along its maritime rim head the list of reasons why the new Chinese policy is likely to continue and intensify. Few governments are prepared to resist.

Abstract:
The most dramatic events affecting relations in early 2012 concerned North Korea. The power transition appears to be proceeding smoothly, although mixed signals give signs that a clear foreign policy has not yet been worked out by the leadership in Pyongyang. Meanwhile, relations between South Korea and Japan continued on their seemingly disconnected tracks. In economic relations and day-to-day issues, they continue to move closer together on issues from dealing with tax evasion to joint disaster relief planning. Yet, territorial claims or claims about history are a constant irritant that threaten to derail relations at any time. Both sides seemingly wanted relations to worsen by picking fights over Dokdo/Takshima and making claims about history. One could dismiss the squabbling as peripheral to the main relationship, but these disputes hinder coordination and planning over important issues, divert diplomatic attention, and remain salient for domestic politics of both sides.

Abstract:
Prime Minister Kan Naoto opened the quarter with a speech promising a government that would deliver on domestic and foreign policy, but public opinion polls indicated he was failing on both fronts, damaging his own approval rating and that of the ruling Democratic Party of Japan (DPJ). The US and Japanese governments continued a pattern of coordination at senior levels and North Korea‟s bombardment of Yeonpyeong Island on Nov. 23 furthered trilateral diplomacy with South Korea and exchanges among the three militaries. President Obama met with Kan on the margins of the Asia-Pacific Economic Cooperation (APEC) Leader‟s Meeting in Yokohama to take stock of the relationship, though a once-anticipated joint declaration on the alliance did not materialize and the optics of the meeting appeared designed to lower expectations as the Futenma relocation issue remained unresolved. A bilateral public opinion survey on US-Japan relations released at the end of the quarter captured the current dynamic accurately with Futenma contributing to less sanguine views but convergence in threat perception and an appreciation for the role of the alliance in maintaining regional security as encouraging signs for the future.

Abstract:
Old problems – the Senkaku fishing boat incident, the East China Sea, and China's increasing maritime activities in waters off Japan – persisted in early 2011. Efforts by Japan to keep lines of communication open with China's leadership included a visit to China by members of the Diet and Japan's senior vice minister for foreign affairs. The China-Japan Strategic Dialogue resumed in Tokyo at the end of February. Less than two weeks later, the March 11 earthquake and tsunami hit Japan. China responded by providing emergency assistance and sending a rescue and medical team. Prime Minster Kan personally thanked China's leadership and the Chinese people for their assistance, support, and encouragement. The Asahi Shimbun offered the hope that the crisis could provide a fresh start in Japan's relations with its Northeast Asian neighbors.

Abstract:
In 2010, Australia saw a first-term-elected prime minister deposed by his own party and then a federal election that produced a hung Parliament. The Labor Parliamentary caucus removal of Prime Minister Kevin Rudd on June 24 ushered in Australia‟s first female prime minister, Julia Gillard, who waited only three weeks after replacing Rudd before calling a national election, seeking her own mandate from the voters. Instead, the election on Aug. 21 returned the first hung Parliament since World War II. The new Labor government will live on the permanent brink of defeat – fearing an MP‟s heart attack, a defection, a by-election. Gillard has won the right to negotiate for her policy preferences, not to impose them. Running a minority government will demand an almost unremitting domestic focus from Gillard. She has promised a more consultative, inclusive style of politics. The Australian Financial Review summed up the difference between the two leaders with this quote from a senior ministerial adviser: “Kevin governed from a two-man tent. Julia will need a marquee.” Style changes between the Rudd and Gillard governments will be marked. But policy continuity will often be the norm, especially in foreign policy.

Abstract:
High-level interaction between Presidents Hu Jintao and Lee Myung-bak continues to intensify following the upgrading of the Sino-South Korean relationship to a “strategic cooperative partnership” in August of 2008. The increase in the number of meetings between top leaders is in part a by-product of the proliferation of regional forums in which China and South Korea both have membership and in part an affirmation of the rising importance of the relationship to both sides. This quarter Hu and Lee participated in the Asia-Europe Meeting (ASEM) in Beijing in October as well as the G20 meeting in Washington and the Asia Pacific Economic Cooperation (APEC) forum in Peru in November. Lee and Premier Wen Jiabao also met as part of the first trilateral meeting among Chinese, South Korean, and Japanese leaders held in Fukuoka in mid-December. In contrast, Chinese and North Korean leaders rarely meet these days, and Chinese officials confess ignorance regarding the health of Kim Jong-il despite being North Korea's closest of neighbors.

Abstract:
The highlight of the third quarter was Japan's general election on Aug. 30 and the inauguration of the Hatoyama Cabinet on Sept. 16. Despite Prime Minister Aso's attempt during the campaign to portray the Democratic Party of Japan (DPJ)'s foreign policy as posing national security threat to Japan, the Lower House election ended a virtual half-century of Liberal Democratic Party (LDP) rule in Japan as the country faces serious economic and security challenges. Considering that Japan's North Korea policy in the past few years made a clear turn toward pressure with an emphasis on a resolution of the abduction issue, the major question in Japan-North Korea relations is whether this will change under the new administration led by Prime Minister Hatoyama Yukio. Pyongyang expressed hopes for a breakthrough in their bilateral relations, but it does not look like we will witness any fundamental change in Japan's North Korea policy. Japan-South Korea relations during this quarter can be summarized as guarded optimism as both sides look to elevate bilateral ties to another level of cooperation. If there is one sure sign that this shift in Japanese politics might bring positive change, it will be over the issue of the Yasukuni Shrine.
