Abstract:
On October 7, Hamas killed 1,200 Israelis in the largest terror attack since 9/11, carrying out acts of brutality that matched, and even surpassed, the worst atrocities of the Islamic State. The resulting war in Gaza, the escalation in tensions across the Middle East, and the anger in Arab and Muslim communities over the large number of Palestinian civilians killed in the conflict so far have upended the international terror threat landscape, creating acute concern about reprisals, and given the attacks already seen in France and Belgium, raised the specter of a new global wave of Islamist terror. In our feature article, Devorah Margolin and Matthew Levitt write that “The brutal Hamas-led October 7 attack on Israeli communities near Gaza represented a tactical paradigm shift for the group.” They observe that “the group’s explicit targeted killing and kidnapping of civilians [on October 7] baldly contradicts Hamas’ articulated revised political strategy since it took control of the Gaza Strip in 2007. Ironically, Hamas’ sharp tactical shift only underscores that the group never abandoned its fundamental commitment to the creation of an Islamist state in all of what it considers historical Palestine and the destruction of Israel.” Global jihadi groups have been exploiting the conflict in Gaza to call for attacks. In our feature interview, EU Counter-Terrorism Coordinator Ilkka Salmi says that “these calls to attack or to engage in some terrorist activity spread extremely quickly on social media and that’s why they could have a rapid and serious impact on the security situation. It reminds me of the days back in 2014-2016 when Daesh propaganda was at its high peak. The situation in Israel, combined with that sort of propaganda, could change the security situation in the E.U. quite drastically.” Tore Hamming writes that “three factors are likely to determine the impact of the ongoing events on the trajectory of the terrorism threat in the West: the length of the war, the scale of Israel’s offensive in Gaza, and the degree of support from Western nations to Israel.” Erik Skare stresses that analysts need to holistically examine both what Hamas says and does to better understand the group. He writes: “October 7 likely signifies the victory of those in the movement who have grown frustrated with an excessive focus on politics, advocating instead for a renewed emphasis on violence to reach their long-term goals.” In our second interview, General (Retired) Stephen Townsend, who commanded AFRICOM until August 2022, warns about intensifying jihadi terrorist threats across Africa. He says that al-Qa`ida’s affiliates there are “probably the largest threat to U.S. interests in the region today. And as they gain capacity, they’ll broaden their picture to the region and globally, to include our homeland eventually, I think.” Finally, Asfandyar Mir examines the counterterrorism dilemmas facing the United States in Pakistan and Afghanistan. He writes: “Al-Qa`ida and the Islamic State are pivoting to exploit Hamas’ October 7 terrorist attack on Israel and the civilian harm in Israel’s military campaign in Gaza since … Policymakers should take seriously the risk of a surprise terrorist provocation from Afghanistan.”

In this month’s feature article, Lorena Atiyas-Lvovsky, Eitan Azani, Michael Barak, and Assaf Moghadam find that “jihadi rhetoric is rarely translated into violent attacks against Israeli and Jewish targets … The relative dearth of successful operations, however, has not deterred global jihadi organizations from regularly leveraging the Palestinian issue for political gain, and in order to reinforce their stature as powerful actors in the Middle Eastern and global arenas. Despite jihadi lip service to the Palestinian cause, support for global jihad among Arab Israelis and Palestinians has remained relatively low. Physical and ideological barriers erected by Israel and the Jewish community have so far limited the capacity of global jihadi actors to operate against Israel and the Jewish community.” Christopher Faulkner, Raphael Parens, and Marcel Plichta explore the future of the Wagner Group in Africa after the death of its founder, Yevgeny Prigozhin. They write: “Wagner personnel in Africa appear poised to carry on their original missions given the importance of the continent to Russia’s broader strategic ambitions. Though the mercenary mutiny and Prigozhin’s death may lead clients to raise questions about what a continued partnership with Wagner means for relations with the Kremlin, Moscow has signaled a tolerance, if not need, for Wagner or a Wagner-like entity in Africa. Abandoning Wagner clients would severely undermine Russia’s influence on the continent.” Aaron Zelin and Devorah Margolin explore the Islamic State’s shadow governance in eastern Syria since the group lost its last piece of territory in the country in 2019. They write: “While it is true that the organization’s insurgency has been degraded in recent years, only focusing on the Islamic State’s attack claims and propaganda misses an important trend happening at the local level: … the Islamic State has continued attempts to govern as shadow actors in eastern Syria.” They warn that thanks to these efforts, “even if it sounds far-fetched now, a reasonable worst-case scenario is that the Islamic State could rapidly take advantage of a changed local context to attempt to carve out a small statelet in eastern Syria again.”

As we enter a new era of calibrated counterterrorism 22 years after 9/11, in this month’s feature article senior analysts at the U.S. National Counterterrorism Center provide a unique window into the U.S. government’s continuing efforts to suppress international terrorism. NCTC director Christine Abizaid writes: “It is clear to me that Americans at home and abroad would be confronted with a more severe terrorism threat if it were not for the sustained and focused efforts of the entire U.S. CT community over the past 22 years. As we approach another 9/11 anniversary, I asked senior analysts from NCTC to share more with the public and academic community about the constant, behind-the-scenes work of CT professionals across the government. It is my hope that, through this product, others can gain a greater degree of insight into what this community regularly confronts in its mission to protect innocent civilians from persistent terrorist adversaries.” In the second feature article, Amira Jadoon, Andrew Mines, and Abdul Sayed examine the enduring threat posed by Islamic State Khorasan (ISK). They write: “An analysis of ISK’s operations, outreach, and clashes with the Taliban indicate that the organization remains capable of strategic adaptation and is only broadening and deepening its influence in the region, posturing to become a truly regional organization. And while the Taliban have demonstrated some capacity in targeting ISK commanders, any security gains are unlikely to hold in the absence of sustained counter-ISK operations.” With the Islamic State earlier this month announcing the appointment of its fifth caliph, Abu Hafs al-Hashimi al-Qurashi, Aymenn Al-Tamimi examines what little is known about the group’s recent paramount leaders. He writes: “Despite the fact that the group’s caliphs are now very much ‘men of the shadows,’ there is little evidence pointing to the prospect of the group’s fragmentation in Iraq, Syria, or elsewhere around the world, with the group’s affiliates seemingly willing to accept successor caliphs about whom little or nothing is publicly known.” Lucas Webber and Alec Bertina profile the Russian Imperial Movement (RIM) and its paramilitary wing, the Russian Imperial Legion (RIL), tracing their involvement in the Ukraine conflict since 2014. They write: “With the Wagner Group’s resources waning, there may be an opportunity for RIM/RIL to deepen its involvement in Russia’s efforts in Ukraine. This could bolster the group’s recruitment, paramilitary capabilities, and thus increase the broader threat it poses. However, the organization may face sanctions in the future from the Russian state if the Kremlin continues to clamp down on Russian pro-war ultra-nationalist elements.”

Abstract:
In this month’s feature article, Matthew Levitt and Lauren von Thaden examine the recent heightened smuggling challenge at Israel’s borders with Jordan and Egypt. They write: “The guns and drugs that are flowing into Israel are creating societal problems and public safety issues. The influx of weapons is also a major counterterrorism concern. Smuggled weapons have been a contributing factor to the surge of violence that has plagued the West Bank and Israel.” Building on the assessments of Israeli, Jordanian, and Egyptian officials, their study draws on a dataset they compiled of “105 cases of identified, thwarted, or disrupted weapons or drug smuggling attempts into Israel from March 2021 through April 2023 across all of Israel’s borders.” Our interview is with Ravi Satkalmi, the director of intelligence of the United States Capitol Police. He describes the post-January 6 security challenge as “fundamentally different than that posed by 9/11. The risk is fundamentally different when we’re discussing this kind of normalization of political violence against each other—an erosion of our civic norms—rather than a terrorist organization seeking to launch an attack from overseas.” He says that “our goal is essentially to be the premier intel shop for anti-government violence, full stop. We are sitting on a vast trove of threat information that’s being sent to us by our members’ offices and that we are finding on our own. And the key distinction here is we get it from all sides all the time. We’re protecting Democrats; we’re protecting Republicans, people of all political persuasions.” Satkalmi came out publicly as a gay man while previously working at NYPD and describes the importance of inclusivity in the national security and counterterrorism domain. He notes that “essentially, anybody can experience the challenge of belonging and anybody can be part of the solution. If we can check some of our own assumptions about who may be struggling and who effective change agents can be, we improve the likelihood for progress.” Tore Hamming draws on a new cache of Islamic State documents he collected to examine how the Islamic State’s General Directorate of Provinces has managed the Islamic State’s global network. He writes: “With the deaths of successive caliphs, the territorial demise in the Levant, and the growing importance of its external provinces, the General Directorate of Provinces has emerged as the organization’s most decisive body.” His article “describes the institution’s decisive role in the group’s military and economic affairs and its growing responsibility managing its external attack planning and execution.”

In this month’s feature article, Pierre Boussel provides a deep examination of the Quds Force in Syria. He writes: “The key mission of the Quds Force of the Revolutionary Guards (IRGC) is to defend the Iranian Islamic Revolution and create armed militias in the countries of its ‘Axis of Resistance.’ Its organization is opaque and complex, coordinating combat operations with soft-power actions aimed at, among other initiatives, establishing a Pax Irania in the Middle East, a ‘peace’ of which it is the initiator and guarantor. Although the Quds Force’s apparatus in Syria has been under pressure from Israeli airstrikes, Tehran is sticking to its mission set: infiltrating Syrian civil society and sending fighters to the north, where the civil war will one day end, and to the south, on the edge of the Golan Heights, to establish a base against Israel if necessary.” Our interview is with Brian Nelson, the Under Secretary of the Treasury for Terrorism and Financial Intelligence. He describes how his office “marshals the Department’s intelligence and enforcement functions with the dual aims of safeguarding our financial system against illicit use and also combating corrupt regimes, terrorist facilitators, weapons of mass destruction proliferators, money launderers, drug kingpins, and other national security threats.” On May 6, 2023, Mauricio Garcia, a man with longstanding neo-Nazi views, murdered eight people in a mass shooting at the Allen Premium Outlets mall in Allen, Texas. Ashley Mattheis, Amarnath Amarasingam, Graham Macklin, and Marc-André Argentino look at what led to the attack. They write that the deceased perpetrator “had an ideologically fuzzy tapestry of extreme thoughts tied to rampant violence. He appeared to view neo-Nazis and other members of the extreme far-right as living the ‘real’ masculine ideal in its fullest form by their commitment to generating dominance through violent, radical, racial, and cultural action. This interaction between race and gender is an increasingly present aspect of far-right violence and needs to be better understood.”

Abstract:
With Pakistan engulfed by political and economic turmoil, the Tehrik-i-Taliban Pakistan (TTP)—better known as the Pakistani Taliban—is again growing as a threat. In our feature article, Abdul Sayed and Tore Hamming write: “With the Taliban’s victory in Afghanistan, the TTP has obtained new more sophisticated weapons and relocated fighters from Afghanistan to Pakistan and is now turning its focus back to its war against the Pakistani state. Over the past two years, the group has gone through a series of mergers, strengthened its media and operational activities, moved away from the indiscriminate targeting of civilians in suicide attacks, implemented a range of new internal policies centralizing its organizational structure, and settled on a localized strategy. With a solid organizational foundation and its eyes set on the Pakistani state, the TTP appears ready to follow in the footsteps of the Afghan Taliban and take control of territory in Pakistan’s tribal areas. The Taliban victory in Afghanistan has emboldened and strengthened the TTP. With the Taliban in control of Afghanistan and sympathetic to the TTP, the TTP now enjoys a level of ‘strategic depth’ that is arguably unparalleled in its history.” Our interview is with Robin Simcox, the United Kingdom’s Commissioner for Countering Extremism. He talks about tackling violent and non-violent extremism across the ideological spectrum and the findings of the recent independent review of the United Kingdom’s “Prevent” counter-extremism pillar. Wassim Nasr recounts his journey through Idlib in late April and early May 2023 on a reporting assignment for France24. He met with senior leaders of Hayat Tahrir al-Sham, including its leader Abu Muhammad al-Julani, who told him they have definitively turned away from global jihad. In Nasr’s words: “You have a core jihadi group with core leaders saying, ‘OK, we don’t want anything to do with international jihad anymore.’ This is unique. It’s never happened before.” Colin Clarke, Mollie Saltskog, Michaela Millender, and Naureen Fink examine the recent targeting of infrastructure by America’s violent far-right. They write that “the increased focus and attacks on critical infrastructure by far-right extremists has the potential to wreak extensive, multifaceted societal disruption and damage, impacting communications, the economy, mobility, and basic human necessities.”

Abstract:
The late General Wayne A. Downing, a former distinguished chair of the Combating Terrorism Center at West Point, used to tell his colleagues at the Center, “Who thinks wins.” In this month’s feature article, Christopher Faulkner, Raphael Parens, and Marcel Plichta argue that smarter counterterrorism in the Sahel, and across sub-Saharan Africa, can pay big dividends for the United States on the field of great power competition. They write that “the United States is at a critical juncture as it looks to adapt its counterterrorism mission. Nowhere is this more evident than in the Sahel region of Africa, where for the past decade, the United States has relied on France to serve as the counterterrorism lead. Those days are over, at least for now, and the United States is left attempting to balance its counterterrorism efforts in the frame of great power competition. However, too often these two strategic objectives are cast as zero-sum. In reality, U.S. counterterrorism in the Sahel, if appropriately reassessed, designed, and implemented, can generate real wins for the United States as it seeks to counter Russian and Chinese influence in the region. Additionally, and most importantly, it can improve the prospects for stability and security for African states in desperate need of both.” Our interview is with two counterterrorism officials at the Catalan Police – Mossos d’Esquadra: Inspector Lluis Paradell Fernandez, head of the Central Analysis Unit, Intelligence and Counterterrorism Service, and Deputy Inspector Xavier Cortés Camacho, head of the Counterterrorism Central Area. They discuss lessons learned as a result of the 2017 Islamic State-inspired attacks in Barcelona and Cambrils, the evolving threats Catalonia faces, and the importance of “a joined-up effort in working to prevent violent extremism.” Lucas Webber and Daniele Garofalo write that “the Islamic State’s leadership and central propaganda apparatus have been pushing to boost the Somalia branch’s profile, while pro-Islamic State-Somalia groups have been producing media content to help the movement’s message reach Somali, Amharic, Oromo, and Swahili speakers to boost fundraising, recruitment, and violent incitement efforts as well as to grow grassroot support in regions populated by these ethnolinguistic communities.” They argue that “these developments could have regional security implications if the Islamic State is able to strengthen the Somalia branch using these means. Bolstered transnational connections could enable violent incitement and attacks directed into neighboring countries.” Nodirbek Soliev examines digital terror financing by central Asian jihadis. He writes that “their online financing efforts tend to involve three stages. The first is the dissemination of fundraising propaganda and contacting prospective donors via online public accounts. The second is communication via encrypted messaging apps to identify a suitable mode of transaction and to provide security protocols. The third is the transaction itself. Understanding these mechanisms can help enhance relevant countries’ response strategies against terrorism financing risks.”

This month’s feature article focuses on the challenge posed by the evolving Islamic State insurgency in Mozambique. Emilia Columbo writes: “The deployment of regional military and police forces to Cabo Delgado Province in northern Mozambique to assist the Mozambican government against what was then a growing jihadi insurgency nearly two years ago has introduced new dynamics into the conflict, expanding the insurgency’s presence in the region and increasing the importance of the information space as each side works to persuade its constituencies that the conflict is proceeding in its favor.” She assesses that the sustainability of security gains along the coast “will depend largely on the government’s willingness to develop and implement a more balanced counterterrorism approach that addresses the underlying grievances driving this conflict.” Our interview is with Jessica White and Galen Lamphere-Englund, co-conveners of the Extremism and Gaming Research Network, which started a little over two years ago as a practitioner- and researcher-led initiative to try and unpack concerning developments in the online space. Alexander Ritzmann writes that “the alleged plot against the German government by the Reichsbürger group Patriotic Union, whose key members were arrested on December 7, 2022, is best understood as a thwarted, possible early-stage terrorist plot, rather than a preempted imminent violent coup attempt. The Reichsbürger, who are comprised of different groups and networks, claim that the German state of today does not legally exist. Many Reichsbürger ascribe to a version of the anti-Semitic ‘New World Order,’ others believe in ‘QAnon.’” He notes that “although the vast majority of Reichsbürger are neither considered violent nor right-wing extremists by German security agencies, the threat posed by a minority of violent and extremist Reichsbürger persists, with German security agencies continuing to thwart alleged violent activity linked to different Reichsbürger groups.” Francesco Marone examines how an ongoing hunger strike by the imprisoned insurrectionary anarchist terrorist Alfredo Cospito has amplified the threat in and beyond Italy posed by “a transnational extremist tendency that promotes ‘self-organized’ illegal and violent actions, even against people.”

Thanks to Editor-in-Chief Paul Cruickshank for allowing me to take over this space this month as we commemorate the 20th anniversary of the founding of the Combating Terrorism Center, established at West Point in February 2003. Originally the vision of Mr. Vinnie Viola, Brigadier General (Retired) Russ Howard, and General Wayne Downing, the CTC has evolved into a trusted global hub for scholars, practitioners, and policymakers. At the heart of what we do are the Cadets of West Point, who have made the Terrorism Studies Minor the number-one choice of minors at West Point over the last 10 years and who graduate to lead our nation’s Soldiers in complex times. This mission is empowered by 20 years of teammates, donors, partners, and stakeholders around the world who ensure the CTC is delivering cutting-edge research and insight in the fight against terrorism. While the CTC has been a mainstay of the CT fight for the last two decades, I posit that the most important time for this team is now. As national security priorities and resources rebalance toward strategic competition, the CTC will maintain its focus on understanding current and future terrorism threats to our nation and to the world, ready to assist our nation and our allies wherever we are called. To all who have made this possible, thank you. In this issue, the directors of the Combating Terrorism Center over the past 20 years—Brigadier General (Retired) Russell Howard, Colonel (Retired) Kip McCormick, Colonel (Retired) Joseph H. Felter, Lieutenant Colonel (Retired) Reid L. Sawyer, Colonel (Retired) Liam Collins, Lieutenant Colonel (Retired) Bryan C. Price, Brian Dodwell and myself—provide our reflections on the contribution the Center has made to the counterterrorism enterprise. In our interview Col. (Res.) Omer Bar Lev, the former Minister of Public Security of Israel, discusses recent security challenges in Israel and warns that a potential third intifada is “getting closer and closer.” Aaron Zelin examines Hayat Tahrir al-Sham’s ‘counterterrorism’ campaign against the Islamic State in northwestern Syria. As concern rises over the threat posed by older far-right terrorists, David Wells examines relevant data in the United Kingdom.

In December 2007, the Combating Terrorism Center at West Point launched a new monthly publication with the aim of drawing on the “Center’s network of scholars and practitioners dedicated to the study of terrorism and counter-terrorism to provide the most well-informed forum” for the analysis of the most pressing security challenges facing the United States and its allies. This issue marks the 15th anniversary of CTC Sentinel. It has been my great privilege to serve as editor in chief for exactly half that period. We hope the publication has helped contribute to greater understanding of the complex and continuously evolving counterterrorism problem set. My predecessor, Erich Marquardt, deserves special credit for the years he spent building CTC Sentinel into a powerhouse of scholarly research. With a truce in Yemen that had lasted six months elapsing in early October, there is concern that Yemen will once again be plunged into civil war and that the Tehran-allied Houthi militants will once again threaten Saudi Arabia and the United Arab Emirates with drones and ballistic missiles. In this month’s feature article, Michael Knights, Adnan al-Gabarni, and Casey Coombs provide a “fuller understanding of the Houthi political-military leadership, its core motivations, and the nature and extent of Iranian and Lebanese Hezbollah influence within the movement.” Their study argues that “the Houthi movement is now more centralized and cohesive than ever, in part due to close mentoring from Lebanese Hezbollah and the Islamic Revolutionary Guard Corps.” They conclude that “the Houthi Jihad Council is emerging as a remarkable partner for Iran and the Houthi-Iran relationship and should no longer be viewed as a relationship of necessity, but rather a strong, deep-rooted alliance that is underpinned by tight ideological affinity and geopolitical alignment. The emergence of a ‘southern Hezbollah’ is arguably now a fact on the ground.” In this month’s feature commentary, Brian Michael Jenkins thinks through what elements are necessary for a pragmatic and non-partisan strategy to counter domestic political violence. He writes that “Americans appear to reside in separate cultural and political camps. Increasing threats against public officials and displays of public hostility have prompted growing apprehension of future political violence. It is in this fragile and fraught environment that any efforts to contain politically motivated violence will have to operate.” He stresses that it is important to recognize “the limits of what law enforcement can do while addressing the greater challenge of national reconciliation.” Our interview is with Air Vice-Marshal Sean Corbett, the founder and CEO of IntSight Global, a management consultancy within the intelligence and security sector with a focus on open-source intelligence. During his 30-year service in the Royal Air Force, Air Vice-Marshal Corbett worked in key leadership roles, including as Chief of U.K. Intelligence in Afghanistan and was the first non-U.S. Deputy Director of a major U.S. intelligence agency in serving in Washington, D.C., at the Defense Intelligence Agency (DIA).

In this month’s feature article, Raphael Marcus, a supervisory intelligence research specialist at the NYPD Intelligence Bureau, examines the nature of the crime-terror nexus in the United States based on a dataset of 237 U.S. Islamic State defendants and perpetrators. He writes that although seemingly less prounounced than for racially and ethnically motivated violent extremists, “the crime-terror nexus in the United States is observable in about one-third of Islamic State cases and had an impact on defendants’ pathway to terrorism.” He notes that “the prevalence of prior violent crime in 20 percent of U.S. Islamic State defendants may provide indicators to law enforcement related to the propensity for violence of a subject exhibiting signs of extremism” and that “in the United States, there appears to be little organizational overlap between gangs and Islamic State extremists despite some similarities related to recruitment patterns and underlying mechanisms that draw individuals to such groups.” He adds that “in prison, relationships formed by U.S. Islamic State inmates only occasionally had plot relevance, but exposure to charismatic or high-profile terrorist inmates was a key factor in the cases of prison radicalization.” Our interview is with Robert Hannigan who served as Director of GCHQ, the United Kingdom’s largest intelligence and security agency and NSA equivalent, between 2014 and 2017. Prior to that, Hannigan’s service also included working as the Prime Minister’s Security Adviser from 2007-2010, giving advice on counterterrorism and intelligence matters. Michael Duffin, a senior advisor on countering violent extremism at the U.S. Department of State’s Bureau of Counterterrorism, examines the evolution of the violent far-right in Poland. He writes: “Along with Hungary and Serbia, Poland has become a point of interest for white supremacists globally for being a predominantly homogeneous country of white Christians led by a socially conservative government. One of the biggest draws for international violent far-right groups is the Independence Day march organized by Polish far-right groups in Warsaw every November 11. Since the early 1990s, Poland has also been a popular destination for a range of violent far-right activities, including neo-Nazi concerts, ‘whites only’ mixed martial arts (MMA) tournaments, and paramilitary training. The hate these groups direct toward racial and ethnic minorities, immigrants, members of the LGBTQI+ community, and other perceived enemies such as anti-fascists and liberal politicians is part of a growing trend of polarization across Poland.”

One year ago, the Taliban returned to power in Afghanistan, raising concerns that they would again provide al-Qa`ida with a safe haven. Soberingly, in the months before his death in a U.S. airstrike at the end of July, al-Qa`ida leader Ayman al-Zawahiri was releasing videos encouraging global terror, while living in a salubrious neighborhood of Kabul under the apparent protection of the Haqqani Taliban. This special issue of CTC Sentinel focuses on evolving dynamics relevant to the terrorism threat landscape one year into Taliban rule. In the feature article, Andrew Watkins takes a deep look at the Taliban’s first year in power. He writes: “Until the subtle, almost imperceptible attempts to nudge the needle on controversial issues within the movement gain more momentum, the Taliban’s emphasis on policing public life—and most critically, keeping women out of it—is likely to continue. And given this dynamic, al-Zawahiri’s killing under sanctuary in Kabul may confront the Taliban with a greater obligation to shore up their legitimacy among jihadi circles than to fall in line with international expectations on counterterrorism.” Our interview is with Edmund Fitton-Brown, the outgoing coordinator of the ISIL/Al-Qaida/Taliban Monitoring Team at the United Nations, who argues that a key determinant of the future international terror threat will be the degree to which the Taliban inhibit al-Qa`ida from launching attacks with fingerprints that lead directly back to Afghanistan. Don Rassler and Muhammad al-`Ubaydi evaluate who may be next in line to lead al-Qa`ida. They write: “The decision that al-Qa`ida makes could end up strengthening the group and al-Qa`ida’s status as a global brand. It could also, like someone pulling a loose thread, facilitate a greater unraveling of al-Qa`ida and its network of formally aligned regional affiliate partners.” Tore Hamming and Abdul Sayed assess the evolving threat posed by al-Qa`ida in the Indian Subcontinent (AQIS), writing, “it appears that with Taliban-run Afghanistan offering it a platform for regional expansion, AQIS is pivoting its focus to other parts of the South Asia region. Having set its eyes particularly on India and the contested Kashmir region, AQIS is currently pushing out targeted propaganda to recruit new operatives and to instigate new insurgencies in the region.” Nishank Motwani looks at the lessons learned for countering violent extremism in Afghanistan based on a survey of how former governing elites saw the violent extremism problem set in Afghanistan before the Taliban takeover.

In this month’s feature article, Amarnath Amarasingam, Marc-André Argentino, and Graham Macklin examine the May 2022 extreme far-right live-streamed terrorist attack at a grocery store in Buffalo, New York, in which 10 Black Americans were murdered “in one of the deadliest racist massacres in recent American history.” Their article examines the perpetrator, his pathway to violence, how he plotted the attack, and his writings. They argue that “the Buffalo massacre was not an isolated phenomenon. Indeed, one can only fully comprehend it when considered within a continuum of self-referential extreme-right terrorism inspired by the March 2019 terrorist attack on two mosques in Christchurch, New Zealand,” that had “a catalytic effect upon extreme-right actors, sparking a chain reaction of mass shootings.” Our interview is with Nitzan Nuriel, the former director of the Counter-Terrorism Bureau in the Prime Minister’s Office of Israel. It is the second in a series of articles and interviews examining the terrorist threat landscape in Israel and the lessons other countries can learn from Israel’s counterterrorism efforts. The series is a joint effort between the Combating Terrorism Center at West Point (CTC) and the International Institute for Counter-Terrorism (ICT) at Reichman University in Israel. Rodger Shanahan “uses data from Australian terrorism trials in the Islamic State era to examine the degree to which mental health issues exist among terrorism offenders and whether there is any causal link.” His findings “support the view that Islamist terrorists’ mental health is largely the same as the general population and finds that there is little evidence to support any causal link between mental health and terrorism.” Matteo Pugliese profiles convicted Islamic State terror planner Muaz al-Fizani, whose jihadi career “spanned two decades and three continents” taking the hardline Tunisian extremist from Italy to Bosnia and Afghanistan and from Tunisia to Libya, from where he helped plan a wave of terror in Tunisia in 2015 that resulted in the deaths of many Western tourists.

In this month’s feature article, Boaz Ganor looks at the lessons that should be learned from the spring 2022 terror wave in Israel. His analysis kicks off the “CTC-ICT Focus on Israel” series, a joint effort between the Combating Terrorism Center at West Point (CTC) and the International Institute for Counter-Terrorism (ICT) at Reichman University in Israel. In the coming months, the series will examine the terrorist threat landscape in Israel and the lessons other countries can learn from Israel’s counterterrorism efforts. The two feature analysis articles focus on the foreign fighter problem set in Ukraine and the evolving linkages to far-right extremism of actors on both sides of the conflict. Kacper Rekawek finds that unlike in 2014, “the 2022 conflict has, for the most part, not energized Western right-wing extremists, nor persuaded them to travel. In what is for Ukrainians a war for national survival and a fight to secure a Western democratic future for the country, the allure of the far-right in Ukraine has dimmed. Ukrainian units with far-right histories are now deeply integrated into Ukraine’s armed forces and eschew foreign recruitment, and one of those units, the Azov Regiment, was decimated during the siege of Mariupol. Very few foreign right-wing extremists have been recruited into Ukraine’s International Legion. In fact, anecdotal evidence suggests most of the foreign fighters who have traveled this year to fight on the Ukrainian side are fighting to safeguard Ukraine’s future as a Western democracy.” Don Rassler examines key concerns and questions about the war in Ukraine that are relevant to counterterrorism practitioners. Continuing this month’s focus on the impact of nefarious Russian actions, Christopher Faulkner examines the activities in Africa of the Wagner Group, a Russian private military company closely tied to the Kremlin. He writes: “Wagner’s role in Africa poses a severe threat to the security and stability of African states as well as the strategic interests of the United States and allied nations.” Finally, Tara Candland, Ryan O’Farrell, Laren Poole, and Caleb Weiss assess the rising threat to Central Africa posed by the 2021 transformation of the Islamic State’s Congolese branch.

With more than a million Americans dead from COVID-19 and the pandemic associated directly or indirectly with around 15 million deaths globally by the end of 2021 according to World Health Organization estimates, it is essential to reassess the global biological threat landscape, including the possibility that bioterrorists or other bad actors might seek to exploit advances in biotechnology to engineer a future pandemic. In a joint effort, the Combating Terrorism Center and the Department of Chemistry and Life Science at West Point have assembled some of the best and brightest thinkers in the counterterrorism, policy, and scientific communities around the world for their perspectives and analysis on the evolution of the biological threat picture. The result is a two-volume set of special issues, with the second volume being published this month. In the feature article, Gary Ackerman, Zachary Kallenborn, and Philipp Bleek present a bioterrorism classification schema to evaluate the pandemic’s impact on bioterrorism. They assess that “when it comes to bioterrorism, the pandemic probably has not moved the needle much. Although COVID-19 might encourage apocalyptic cults, some radical environmentalists, some extreme right-wing groups, and some Islamist extremist groups toward biological weapons, most other terrorist groups are more likely to be discouraged. The pandemic has bolstered some terrorists’ bio-related capabilities but in at most modest ways. At the same time, lessons from the COVID-19 experience may both help reduce the consequences of a future attack and heighten perceptions of bioterrorism risk.” Our interview is with Shmuel Shapira, who served as Director General of the Israel Institute for Biological Research between 2013 and 2021. Audrey Kurth Cronin argues that “the most significant new risks of [biological] attacks come largely from insider threats by knowledgeable scientists with questionable motives, proxy actors backed by adversarial states, or even those experimenting with new biotechnologies irresponsibly.” She writes that “the old threats of bioterrorism remain, but they are joined by new ones that are falling between the seams of biology and other disciplines, especially engineering, data science, and computer science, and especially at the intersection between molecular biology and artificial intelligence.” Jaime Yassif argues it is vital to “take action to safeguard the life sciences to prevent biotechnology catastrophe, in addition to bolstering law enforcement and intelligence capabilities to more effectively anticipate and prevent bioterrorism and other biological threats.” She writes: “In biosecurity, there is no single solution or intervention that can eliminate all risk. That is why a layered defense is needed, in which multiple interventions in aggregate add up to substantial risk reduction.”

But it could have been even more catastrophic had Western nations and companies not developed highly effective vaccines. As the world hopefully begins to emerge from the pandemic, it is important to reassess the global biological threat landscape, including the possibility that bioterrorists or other bad actors might seek to exploit advances in biotechnology to engineer a future pandemic. The feature article of this volume anticipates how bioterrorists may exploit tunable viral agents in a new age of bioterrorism. The article is authored by Major Stephen Hummel and Colonel F. John Burpo with Lieutenant Colonel Jeremy Hershfield, Lieutenant Colonel Andrew Kick, Kevin O’Donovan, and Colonel Jason Barnhill. They write: “Components of a disease such as transmissibility, lethality, and the infectious window can potentially be modified for desired tactical, operational, or strategic effects. While this capability is currently beyond the skills and knowledge of the biology enthusiast, a trained individual would possess such skills and knowledge, though they may lack the necessary material and infrastructure support. Hence, it is necessary to develop and maintain capabilities that can respond to a variety of pathogens and possible effects.” This issue features an interview with Lawrence Kerr, who until his retirement from government service earlier this year was the Director of the Office of Pandemics and Emerging Threats in the Office of Global Affairs at the U.S. Department of Health and Human Services. We also interview Brad Ringeisen, the Executive Director of the Innovative Genomics Institute. Before his retirement from government service in July 2020, Dr. Ringeisen served as the Director of the Biological Technologies Office at the Defense Advanced Research Projects Agency (DARPA). Filippa Lentzos, Gregory Koblentz, and Joseph Rodgers argue “the biological risk landscape is rapidly evolving and presents significant new challenges to preventing the accidental, reckless, or malicious misuse of biology. At the same time, oversight systems to ensure that life sciences research is conducted safely, securely, and responsibly are falling behind. An urgent overhaul to realign biorisk management with contemporary risks is needed.”

“The January 15, 2022, hostage crisis at a Jewish synagogue in Colleyville, Texas, resurfaced a longstanding jihadi cause when the armed hostage-taker demanded the release of Dr. Aafia Siddiqui, a Pakistani neuroscientist-turned-al-Qa`ida-operative currently serving an 86-year-sentence in an American prison for attempting to murder U.S. troops in Afghanistan,” writes Bennett Clifford in this month’s feature article, which looks at how her case continues to motivate jihadi terror plots in the United States. Clifford argues that “the factors that initially skyrocketed her case as a cause célèbre for jihadis have grown in importance. The jihadi movement, particularly in the West, has had a particularly intense focus on the plight of Western women jihadis behind bars during the past several years … [and] Siddiqui is the prototype for the ‘aseerat,’ the female prisoners of the jihadi movement who are constantly the subject of propaganda pushes, crowdfunding campaigns, and jihadi operational activities.” Our interview is with David Caulfield, who served as Chief of the Defense Combating Terrorism Center at the Defense Intelligence Agency before his retirement earlier this year. Daniel Heinke assesses that the Querdenken protest movement in Germany, which emerged in 2020 in opposition to government COVID-19 measures, is “apparently open to conspiracy theories and right-wing extremism” and has become “a serious threat to public security.” He notes that not only did Querdenken protestors attempt to storm Germany’s parliament building in August 2020, prefiguring the January 6 U.S. Capitol riot, but an alleged 2021 plot to assassinate Saxony’s premier was “reportedly fueled by corona-skeptic grievances and apparently had linkages to the broader Querdenken movement.” He writes: “The threat posed by the movement is that it can fuel anti-government sentiments and thus may form a gateway for the acceptance of more extremist views and ultimately for the belief that resorting to violence may be acceptable or even necessary to defend rights.” Audrey Alexander and Teddy MacDonald examine how jihadi terrorists in Syria move, hide, and access funds using digital currencies. They assess that “All in all, digital currencies are not replacing other methods of terror finance. Instead, terrorists in Syria often use digital currencies in conjunction with other money service businesses and transfer methods.”

Notwithstanding the possibility of a deal soon being reached to revive the JCPOA nuclear deal with Iran, nefarious activity by Iran continues to pose significant counterterrorism and security concerns. In this month’s feature article, Matthew Levitt examines trends in Iranian external assassination, surveillance, and abduction plots based on a dataset of 98 Iranian plots from 1979 through 2021. Levitt notes that “perhaps the most important finding to emerge from this study is the fact that Iran pursues international assassination, abduction, terror, and surveillance plots in a very aggressive fashion, even at times and in places that are particularly sensitive. With the exception of a period right after the 9/11 attacks … Iranian operatives and proxies have carried out operations even during periods of key negotiations—including current negotiations over a return to the JCPOA.” He adds: “Today, with the revolutionary leadership solidifying control over key elements of power in Iran, and with an eye toward protecting the revolution at a time when the revolutionary leadership sees increasing threat coming from elements both foreign and domestic, operations like these are likely to increase.” Our interview is with Randall Blake, who recently retired from U.S. government service after spending 35 years working in a variety of critical roles in the counterterrorism enterprise, including most recently as National Intelligence Officer for Transnational Threats at the National Intelligence Council. Charlie Winter and Abdullah Alrhmoun assess the trajectory in Syria of the Islamic State in the wake of its fluctuating fortunes so far this year. The group’s multi-day assault on Ghwayran prison in northeastern Syria was “by a significant margin, the highest impact and most complex operation launched by the Islamic State in Syria since its territorial defeat.” But just days later, the Islamic State’s leader, who had orchestrated the prison attack, was ‘removed from the battlefield’ during a U.S. raid. Winter and Alrhmoun’s analysis of Islamic State attack claims in Syria since the group’s territorial defeat in March 2019 “suggests Islamic State cadres in Syria may have been saving their energies to carry out a large strike, cutting through the notion that previous declines in operational activity were a sign of weakening or that the prison attack necessarily portends a resurgence.” They add: “In Syria, the Ghwayran prison attack was an example of the latent threat posed by the Islamic State exploding into view. Whatever the monthly ebb and flow of Islamic State operations in Syria, the group is likely to persist as a threat for the foreseeable future.”

Notwithstanding a night attack that killed 11 Iraqi soldiers on an army base in the Iraqi province of Diyala earlier this month, the Islamic State is at its lowest ebb in Iraq in many years, according to new data published by Michael Knights and Alex Almeida in this month’s feature article. They write that “a comprehensive analysis of attack metrics shows an insurgency that has deteriorated in both the quality of its operations and overall volume of attack activity, which has fallen to its lowest point since 2003. The Islamic State is increasingly isolated from the population, confined to remote rural backwaters controlled by Iraq’s less effective armed forces and militias, and lacks reach into urban centers.” They note that “the key analytical quandary that emerges from this picture is whether the downtrend marks the onset of an enduring decline for the group, or if the Islamic State is merely lying low while laying the groundwork for its survival as a generational insurgency.” In this month’s interview, Amy Zegart speaks to Brian Fishman and Don Rassler about her soon-to-be published book Spies, Lies, and Algorithms: The History and Future of American Intelligence. In the interview, she calls for the creation in the United States of a dedicated open-source intelligence agency because “OSINT will never get the priority or resources the nation needs without its own agency.” Amira Jadoon, Abdul Sayed, and Andrew Mines assess the threat trajectory of Islamic State Khorasan (ISK) in the wake of the Taliban takeover of Afghanistan. They assess that “given the absence of multilateral counterterrorism pressure, the Taliban’s limited capacity to govern, and a worsening humanitarian crisis in Afghanistan, ISK now finds itself perhaps in the most permissive environment yet to rebuild, rally, and expand.” Drawing on extensive fieldwork, including interviews with bandits and jihadi defectors, James Barnett, Murtala Ahmed Rufa’i, and Abdulaziz Abdulaziz examine the nexus between Nigeria’s bandits and jihadi organizations in northwestern Nigeria. They find that despite widespread fears bandits and jihadis would find common cause, there has been infrequent cooperation between them because they have conflicting approaches in their treatment of local inhabitants and because the more powerful bandits feel they have little to gain from working with the jihadis.

It has been almost a year since the events of January 6 shook the United States. In this month’s feature article, Matthew Kriner and Jon Lewis profile the Oath Keepers, an extreme far-right, anti-government group that allegedly played a key role in the insurrection at the U.S. Capitol. They write: “Since its inception in 2009, the group has used a warped sense of patriotism, loose enforcement of laws surrounding paramilitary activity, and America’s founding revolutionary spirit to justify anti-government mobilization. It consistently walked the edge of political violence before taking part in the January 6 insurrection. While the group claims to be ‘guardians of the republic,’ its principal target is the government itself—particularly entities representing perceived federal government overreach and vectors for tyrannical forces to suppress Americans’ natural rights.” With concern still high over the threat posed by the violent far-right in the United States and other parts of the world, H.E. Upchurch outlines the evolution of the “skull mask” neo-fascist network. Upchurch writes: “The backbone of the ‘skull mask’ transnational neo-fascist accelerationist network—whose nodes include terror groups such as Atomwaffen, the Base, and Feuerkrieg Division—is a group of organizations that grew out of Iron March, a neo-fascist web forum that was active from 2011 to 2017. The history of the Iron March network shows that violent extremist movements can develop from online communities even in the absence of a territorial base and without regular in-person contact between members.” This month’s interview is with Brigadier Rob Stephenson, deputy commander of NATO Special Operations Headquarters. Finally, Sofia Koller and Alexander Schiele examine the criminal justice approach to prosecuting women who left Germany during the last 10 years to join terrorist organizations in Syria and Iraq, including the Islamic State, and returned. They write: “Germany is one of the only countries that has successfully utilized aspects of international law to legally prove membership in a terrorist organization, especially in the case of returned women. It might provide a useful model for other countries in developing more effective prosecution of returnee cases in their respective legal systems.”

It has been three months since the Taliban entered Kabul and retook control of Afghanistan. According to the head of the U.N. World Food Programme, “23 million people [are now] marching toward starvation. 95% of Afghans don’t have enough food. The economy is collapsing. Winter is coming. This is going to be hell on earth.” In this month’s feature article, Andrew Watkins assesses the Taliban’s efforts to rule Afghanistan so far. He writes that “The Taliban have busied themselves consolidating control, reacting swiftly and harshly to perceived threats. They have not clearly defined the scope or structure of their state, nor have they shared long-term plans for their rank-and-file, many of which continue to operate as they did before August 15, 2021. Taliban leaders have demonstrated the continued primacy of maintaining internal cohesion, a longstanding trait that will likely stunt the group’s response to Afghanistan’s impending economic and humanitarian crises.” Watkins writes that from their perspective, “accepting aid that might sustain their state would prove worthless if doing so fueled a fissure within their own organization. The Taliban would become the very thing their origin story professes they rose up to eradicate and replace: a fractious constellation of militant bands. To put it another way, if Afghanistan’s compounding crises pose the Taliban with the prospect of either failing to provide for the desperate needs of the Afghan people or their own potential fragmentation, the Taliban will put their own organization first.” This month’s interview is with General Richard D. Clarke, commander of U.S. Special Operations Command. In a commentary, Jerome Bjelopera argues that “given that the U.S. national security establishment has taken up great power competition (GPC) as its primary concern recently, and terrorism has slipped from the top position, it is time for the security policy community to place terrorism within a new conceptual framework, one that combines terrorists, violent criminals, drug traffickers, insurgents, and others under the heading of violent non-state actors (VNSA).” Interviews that Matthew Bamber conducted with 43 former Islamic State civilian employees shed light on two distinct categories: those who became full members of the group and those who did not. He writes that “there are significant differences in how these two categories were treated by the Islamic State, the positions they were able to fill, the financial benefits they received, and the processes through which they joined and left Islamic State employment ... Understanding the nuances is important in assessing the culpability of the Islamic State’s civilian workers and the danger they may pose in the future.”

In this month’s feature article, Michael Knights, Crispin Smith, and Hamdi Malik examine the increased discordance within the Iran Threat Network militias in Iraq (muqawama) based on their detailed tracking of recent dynamics for the “Militia Spotlight” platform at the Washington Institute for Near East Policy. They find that “while the IRGC-QF (Islamic Revolutionary Guard Corps-Quds Force) still runs Iran’s covert operations inside Iraq, they face growing difficulties in controlling local militant cells. Hardline anti-U.S. militias struggle with the contending needs to de-escalate U.S.-Iran tensions, meet the demands of their base for anti-U.S. operations, and simultaneously evolve non-kinetic political and social wings.” The authors assess that, having under-performed in the recent elections, the muqawama will likely prioritize a bottom-up approach to building up their political base. And they warn that “any shift from Iran’s de-escalatory position, perhaps linked to a failure of U.S.-Iran nuclear talks—or a more significant loss of Iranian influence over muqawama factions—could trigger a sustained escalation of muqawama operations against the U.S.-led coalition in 2022 and beyond.” In this month’s interview, former U.S. National Security Advisor Lieutenant General (Ret) H.R. McMaster provides his perspective on what led to the Taliban takeover in Afghanistan. In a commentary, Don Rassler argues that the United States needs to better leverage its vast terrorism data holdings by creating a new terrorism and counterterrorism data action plan that exploits the power of data-science and artificial intelligence driven approaches. That plan, he writes, should include five key precepts: 1) reinvest in and advance core terrorism data, 2) strategically leverage captured material, 3) better develop and utilize counterterrorism data, 4) practice data alchemy, and 5) automate basic and other analytical tasks, and augment data. Jonathan Schroden looks at lessons learned from the 2021 collapse of the Afghan National Defense and Security Forces’ (ANDSF). He writes that six themes that emerge are: “the ANDSF collapse was months—if not years—in the making; the United States did not give the ANDSF everything they needed to be independently successful; the ANDSF did put up a fierce fight in many areas; the ANDSF were poorly served by Afghan political leaders; the ANDSF were poorly served by their own commanders; and the Taliban strategy overwhelmed and demoralized the ANDSF. From these themes, there are three key lessons: the ANDSF’s failure had many fathers; the U.S. model of security assistance requires reform; and greater emphasis on non-material factors (e.g., morale) is needed in future security force assessments.”

In the wake of the attacks, the Combating Terrorism Center at West Point (CTC) was established to provide cadets and policymakers with best-in-class research so that they could better understand and confront the threat. With the Taliban returning to power in Afghanistan, with Africa emerging as the new epicenter of global jihadi terror, and with it likely becoming more difficult for the intelligence community to track threats in jihadi conflict zones from which the United States has withdrawn militarily, objective and rigorous open-source research is more critical than ever. Six months have now elapsed since the events of January 6. This issue of CTC Sentinel focuses in large part on the evolving threat of extreme far-right violence around the world. In the feature article, Graham Macklin examines in detail the thwarted October 2020 conspiracy to kidnap Michigan Governor Gretchen Whitmer. He writes that the plot “highlights how anti-government ‘militias’ have continued to adapt and evolve, exploiting conspiracy theories and deliberate disinformation surrounding the pandemic, to remold traditional grievances about the ‘tyranny’ of the U.S. government.” In a wide-ranging interview, Deputy to the Under-Secretary-General Raffi Gregorian, the director of the United Nations Office of Counter-Terrorism (UNOCT), says the United Nations needs to counter extreme far-right violence around the world. “It’s worth reflecting about the origins of the United Nations as a group of allies fighting Nazis,” he states. “We ought to be doing this. We have a legal basis to do it. It would be nice to have a clear political signal to do it. I think we’ll get it. And I think we’ll get it because the countries that are most afflicted with it right now are ones that are also very interested in doing something about it.” The reporting of Yassin Musharbash and a team of his colleagues at Die Zeit has shed significant light on the globalization of the violent far-right. In an article that outlines and elaborates on this reporting, Musharbash writes that “right-wing extremists today, in many cases, no longer subscribe to the narrow concept of nationalism but instead imagine themselves as participants in a global struggle against a global enemy.” Matthew Kriner and Jon Lewis examine the Proud Boys, a violent far-right group alleged to have played a significant role in the U.S. Capitol siege. They write that the group has “continued to mobilize, sometimes armed and violently, in response to the continued disinformation narratives related to the ‘Stop the Steal’ movement, vaccines, and more, appearing at more than 20 events in 13 cities since January 6.” Milo Comerford, Jakob Guhl, and Elise Thomas profile Action Zealandia, outlining how the extreme far-right group fits into a “small but persistent far-right extremist ecosystem” in New Zealand and its “growing links with violent extreme far-right movements internationally.” This September, to mark the 20th anniversary of 9/11, the Combating Terrorism Center will be publishing a special issue of CTC Sentinel on the evolution of the global jihadi threat.

“A series of extreme far-right cases among members of Germany’s military and police highlight the threat of the enemy within: radicalized extremists within security services, with access to weapons, training, and confidential information,” Florian Flade writes in this month’s feature article. According to Flade, “The specter of armed underground cells being trained by former or current members of the security services has been a wake-up call for authorities. New measures have already been implemented within Germany’s domestic and military intelligence agencies to more effectively root out enemies of the state wearing uniforms. Nevertheless, the threat will most likely persist in the coming years.” He adds that “with the United States and other countries also grappling with this problem set, it is vital to share lessons learned and best practices at the international level.” This month’s interview is with Idriss Mounir Lallali, the Deputy Director and Acting (Interim) Director of the African Centre for the Study and Research on Terrorism (ACSRT), a structure of the African Union Commission (the secretariat of the African Union). Alex Newhouse examines “the multi-node structure” of a global network of violent neo-fascist accelerationists seeking system collapse. He writes that “evidence from Atomwaffen’s development and collapse reveals that it was not the apex of a hierarchy of groups, but rather one node in a larger network of violent accelerationists. This network is built on membership fluidity, frequent communications, and a shared goal of social destruction. This framework is vital to understanding how and why action against individual groups is not sufficient, and why the threat from Atomwaffen has not faded in spite of its reported ‘collapse.’ The lesson to be drawn from the history of the Atomwaffen Division is that the current threat of neo-fascist accelerationism exists more in the evolution of the network as a whole, rather than in any one individual group.” Peter Kirechu examines “Iran’s Currency Laundromats in the Emirates.” He writes that “Since 2014, the United States has sanctioned dozens of Iranian nationals and commercial entities for the illicit acquisition of U.S. and other foreign currencies. A close review of these designations reveals the organized character of Iran’s illicit currency laundering operations and the role of the Islamic Revolutionary Guard Corps (IRGC) in their orchestration. It also shows that Iran relies on a diverse network of illicit commercial entrepreneurs to covertly access foreign currencies abroad. These actors operate under the cover of legitimate commerce and exploit the vulnerabilities of regional economic centers—such as the United Arab Emirates—to provide covert financial resources to the Revolutionary Guards.”

Ten years ago, the United States launched Operation Neptune Spear, the May 2011 raid on Usama bin Ladin’s compound in Abbottabad, Pakistan, which resulted in the death of al-Qa`ida’s founder. In this issue, CTC Sentinel speaks with Admiral (Retired) William McRaven and Nicholas Rasmussen to compare vantage points of the operation from a military and policy perspective. A decade after the raid, the operation continues to offer practitioners, policymakers, and researchers valuable lessons for the future. While some of their reflections pertain to counterterrorism policies and practices, others speak to the importance of leadership at times of uncertainty, discipline, interagency collaboration, and most of all, commitment to a shared mission. According to Rasmussen what makes it “such a compelling story at the 10-year mark is that it has such an important operational story to tell, but also … it’s a remarkable window into presidential decision-making under extraordinary conditions of uncertainty and risk.” McRaven stresses the mission was about justice for the victims of 9/11 and other al-Qa`ida attacks: “We were honored to have the opportunity to go on the mission, but make no mistake about it, this was about 500,000 plus soldiers, sailors, airmen, Marines that took this fight to al-Qa`ida.” In this month’s feature article, Brian Hughes and Cynthia Miller-Idriss assess that the storming of the U.S. Capitol on January 6, 2021, provided a boost to far-right extremists who seek total political and social collapse, an objective sometimes referred to as “accelerationism.” They write that “although many disagreements and personality clashes continue to emerge within and among groups since the storming of the Capitol, there are increasing indications that the typically fractious world of the extreme far-right is becoming more unified toward an objective of overthrowing the country’s prevailing political and social order.” Tim Lister examines the jihadi threat landscape in Mozambique in the wake of an attack by Islamic State-aligned militants on the town of Palma in March 2021. He writes: “for four days, they were rampant, killing at least dozens of local people and destroying much of the town’s infrastructure, including banks, a police station, and food aid warehouses. The attack reverberated around the world because Palma was home to hundreds of foreign workers, most of them contractors for the Total liquefied natural gas (LNG) project on the nearby Afungi Peninsula.” Abdul Sayed and Tore Hamming warn that “after reabsorbing a number of splinter groups, and addressing internal tensions,” the Pakistani Taliban (TTP) has “intensified its campaign of terrorism in Pakistan and is again growing in strength.” Aaron Edwards argues a new approach toward security in Northern Ireland is necessary in the wake of the April 2021 loyalist violence.

President Biden soon has to decide whether to withdraw the remaining 2,500 U.S. troops from Afghanistan to meet a May 1 deadline agreed to by the previous administration. With time ticking down, the Biden administration has launched a major diplomatic push to broker a peace settlement for Afghanistan. As noted by Thomas Ruttig in this month’s feature article, “Whether and how much the Taliban have changed since their repressive rule over Afghanistan before the fall of 2001 is key to whether a potential peace settlement can create a social and political landscape in Afghanistan that is acceptable to the people of Afghanistan, as well as the United States and NATO allies.” Ruttig assesses that “While the Taliban have softened their rhetoric on some issues (for example, on women’s rights and education) and there is evidence of real policy change in certain areas (for example, on the use of media, in the education sector, a greater acceptance of NGOs, and an acceptance that a future political system will need to accommodate at least some of their political rivals), their policy adjustments appear to have been largely driven by political imperatives rather than any fundamental changes in ideology.” He assesses that “Whether some changes in approach will be perpetuated will depend on the ability of Afghan communities and political groups to maintain pressure on the Taliban. This, in turn, depends on continued international attention toward Afghanistan.” Brian Michael Jenkins, in a feature commentary, examines several possible courses of action the Biden administration could take if the U.S. efforts to broker a peace settlement in Afghanistan do not result in a major breakthrough in the coming weeks. He writes: “What makes a decision on which path to follow so difficult is that each option carries a high risk of resulting in bad outcomes.” He notes that “Decisive action always looks good, but a turbulent world also means calculating risks, avoiding unintended consequences, and hedging bets.” This month’s interview is with Mary McCord, the executive director of the Institute for Constitutional Advocacy and Protection at the Georgetown University Law Center, whose previous service in government included working as Acting Assistant Attorney General for National Security at the U.S. Department of Justice from 2016 to 2017. She offers insights on the heightened threat of far-right extremist violence in the United States and how the country’s legal architecture could evolve to counter it. Douglas Weeks argues that there is “too much pessimism” in the United Kingdom about the possibility of deradicalizing terrorist offenders. He writes: “To address the root causes of the threat, the United Kingdom needs to learn lessons from what has worked for successful ‘deradicalization’ mentors and empower their efforts.”

In this month’s feature article, Ali Soufan provides a comprehensive profile of Saif al-`Adl, an Egyptian charter al-Qa`ida member who could soon become the group’s third emir. Soufan writes that “with the confirmed deaths of Hamza bin Ladin and Abu Muhammad al-Masri, as well as the reported (but as yet unconfirmed) demise of al-Qa`ida’s second emir, Ayman al-Zawahiri, the likely next in line to inherit the leadership is … Saif al-`Adl. Like the late Abu Muhammad, Saif lives in Iran and is apparently restricted from leaving the country. Little is known about his current movements or activities. Nevertheless, Saif’s revered status within the movement, as well as his deep experience as a military, intelligence, and security leader and a terrorist planner, make him a potentially dangerous emir.” In this month’s feature analysis, Matthew Kriner and Jon Lewis assess that the Boogaloo movement “has quickly evolved into a significant domestic violent extremist threat” with “an accelerationist faction within Boogaloo” seeking to “instigate decentralized insurrectionary violence.” They write that the movement “is best conceptualized as a decentralized, anti-authority movement composed of a diverse range of actors,” including white supremacists, neo-Nazis, militia movement members, accelerationists, and ultra-libertarians, who are mobilized in part by the “belief that they are following in the footsteps of the United States’ founders and participating in a revolution against tyranny.” Johannes Saal and Felix Lippe provide a case study of the November 2020 Vienna terrorist attack. They write that “the Vienna attacker, Kujtim Fejzulai, grew up in the city he attacked and had longstanding connections within the jihadi extremist milieu in Austria as well as jihadi contacts in other European countries and further afield. His two failed attempts to join the Islamic State overseas and the failure of efforts to deradicalize him after he was convicted for seeking to join the group underline the threat that can be posed by failed jihadi travelers and terrorist convicts after their release, as well as the difficulties in rehabilitating jihadi prisoners.” Hassan Abbas writes that “even as Pakistan has made progress in reducing the threat from terrorist sanctuaries in the Pakistan-Afghanistan tribal areas, an increased crime-terror nexus in urban centers and a new terrorist recruitment drive by Islamic State Khorasan province, or ISK, in Baluchistan has raised alarms. The violent storming of the U.S. Capitol on January 6, 2021, has heightened concerns about the threat posed by far-right extremism in the United States. In examining the wide range of terrorism and counterterrorism challenges facing the incoming Biden administration in this month’s feature commentary, Bruce Hoffman and Jacob Ware write that “the January 6 events at the U.S. Capitol offered a stark, frightening picture of the powerful forces fueling a conspiratorial mindset eschewing both the country’s foundational democratic values and the rule of law” and “serves as a salutary and timely reminder of the danger of potential violence to come.” Given the continued threat posed by “a stubbornly resilient Islamic State and an implacably determined al-Qa`ida,” they write that “it may be that as the United States and its allies enter the third decade of war against international salafi-jihadi terrorism, we need to recalibrate our immediate expectations away from ‘winning’ and ‘losing,’ toward ‘accepting’ and ‘managing’ this conflict. Such an admission would not be popular, but it would be a fairer reflection of the current state of the fight against terrorism, and a more honest prediction of what to expect over the next four, or more, years.” Our interview is with David Lasseter, the Deputy Assistant Secretary of Defense for Countering Weapons of Mass Destruction. He notes that “advances in synthetic biology and other related biotechnologies hold the potential for both promise and peril in their application. And so we’ve got to be cognizant of how such technological shifts can alter the threat landscape [and] impose new defense and security challenges. We’ve heard it said that biological weapons are ‘a poor man’s nuke,’ given the potentially enormous impact of their usage. I think COVID-19 has further accelerated this mindset. The U.S. has had a watchful eye on bio threats and has elevated bio threats as a core national security priority over the past several years.” In an assessment that has far-reaching implications for the U.S. military mission in Afghanistan, Jonathan Schroden finds that if the United States were to withdraw the remainder of its troops from the country, the Taliban would have “a slight military advantage” over Afghanistan’s security forces, “which would then likely grow in a compounding fashion.” Nodirbek Soliev examines the Tajik connection in an Islamic State plot against U.S. and NATO air bases in Germany thwarted in April 2020.

The January 3, 2020, U.S. drone strike that killed Islamic Revolutionary Guard Corps-Quds Force commander Qassem Soleimani and Kata’ib Hezbollah leader Abu Mahdi al-Muhandis at Baghdad International Airport will likely have consequences that reverberate across the region and beyond for years. In our first feature article, Michael Knights focuses on the potential consequences for Iraq. He writes that the removal of Soleimani and al-Muhandis, “in combination with resistance from protestors, religious leaders, and the international community, could slow or stall the consolidation of [Tehran-backed] militia power in Iraq.” Ariane Tabatabai assesses that although Soleimani “was perhaps unparalleled in his ability to advance Iranian national interests as viewed by the regime,” the Quds Force is “unlikely to change its modus operandi significantly and that the new Quds Force commander, Esmail Qaani, is likely to ensure a smooth transition.” In our second feature article, Haroro Ingram, Craig Whiteside, and Charlie Winter—the authors of the soon-to-be-published book The ISIS Reader: Milestone Texts of the Islamic State Movement—“present three frames through which to understand the [Islamic State] movement’s ability to navigate through spectacular highs and crippling lows.” Our interview is with Rob Saale, who between 2017 and 2019 was the director of the U.S. Hostage Recovery Fusion Cell, an interagency group housed at the FBI. Gina Vale examines a collection of 24 internal Islamic State documents obtained by U.S. military forces operating in Iraq and Syria and declassified through the Combating Terrorism Cen-ter’s Harmony Program. Following the January 3, 2020, U.S. drone strike that killed Islamic Revolutionary Guard Corps Quds Force chief General Qassem Soleimani, there is significant concern that Iran may seek to retaliate against U.S. interests in the Middle East, and possibly even in the U.S. homeland. In our feature article, Matthew Levitt forecasts that “Iran and the foreign legion of Shi`a proxies at its disposal are likely to employ new types of operational tradecraft, including deploying cells comprised of operatives from various proxy groups and potentially even doing something authorities worry about but have never seen to date, namely encouraging Shi`a homegrown violent extremist terrorist attacks.” Annie Fixler assesses Iran will likely not order a major intensification of cyber operations against the United States to avenge Soleimani per se, because “claiming credit [to make clear any attack is in retaliation] also removes plausible deniability, which is one of the benefits of cyberattacks in the first place.” Instead, she argues, the state-sponsored cyber threat from Iran will continue along its current elevated trajectory, driven to a significant degree by the Iranian regime’s desire to hit back because of U.S. sanctions. Our feature interview is with Brigadier General Dagvin Anderson, Commander of U.S. Special Operations Command Africa. In our second interview, conducted by Amarnath Amarasingam, an official at Europol’s EU Internet Referral Unit outlines how in November 2019, the unit coordinated with messaging platforms, including Telegram, to carry out a major takedown of Islamic State channels online. At a time of continued concern over the security risk posed by the thousands of Islamic State fighters detained in northern Syria, Bennett Clifford and Caleb Weiss assess the global threat posed by jihadi attacks on prisons and jihadi riots inside prisons. They document how from West Africa to Southeast Asia, targeting prisons systems in this way has continued to be a priority for the Islamic State and other jihadi groups. “In planning these types of attacks,” they write, “jihadis are interested in restoring their force size, releasing incarcerated jihadi leaders or specialists, and/or creating a propaganda win.”

Far-right terror is going global, propelled to a significant degree by an online ecosystem of extremists posting in English. Since 2018, attackers have targeted synagogues in Pittsburgh, Pennsylvania; the towns of Poway, California, and Halle, Germany; mosques in Christchurch, New Zealand; and a Walmart in El Paso, Texas. In this month’s feature article, Blyth Crawford and Florence Keen examine the February 19, 2020, far-right terrorist attack that targeted shisha bar customers in the German town of Hanau and led to the death of nine victims. They write that the influences on the deceased Hanau attacker Tobias Rathjen were “a combination of traditional far-right, race-based, and anti-immigration narratives, alongside several more obscure conspiracy theories.” They argue that a common denominator between the Hanau attack and the aforementioned attacks in the United States, New Zealand, and Germany “is the perpetrators’ shared adherence to the ‘Great Replacement’ conspiracy narrative … which perceives the cultural and biological integrity of the white race to be endangered by increased levels of (non-white) immigration and the stagnation of white birth rates.” In our ongoing “A View from the CT Foxhole” series, Raffaello Pantucci interviews Jonathan Evans, who served as the Director General of the U.K. Security Service MI5 between 2007 and 2013. Colin Clarke examines the issues raised by the December 6, 2019, terrorist attack by the Saudi Air Force Officer Mohammed Alshamrani, which killed three U.S. Navy sailors at Naval Air Station Pensacola in Florida. He writes, “In early February 2020, al-Qa`ida in the Arabian Peninsula (AQAP) claimed responsibility for the attack. It is not clear yet whether the group had a direct role in the attack, but if it did, it would make the shooting the first deadly terrorist attack on U.S. soil since 9/11 directed by a foreign terrorist organization.” By analyzing “all related-court cases since 2013,” Lorenzo Vidino, Jon Lewis, and Andrew Mines find that “save for a few exceptions, the vast majority of U.S.-based Islamic State supporters left a remarkably small financial footprint. Most, in fact, simply relied on personal savings to pay the small costs required for their activities.” Christopher Anzalone examines al-Shabaab’s PSYOPS (psychological operations) messaging, which he argues “takes advantage of the lack of transparency in certain instances from its opponents, including some governments, and the demand by the international news media for details from on the ground, with the group framing itself as a reliable source of on-the-ground information.”

It was one of the most ambitious and innovative international terror plots ever seen. In July 2017, Australian police arrested two brothers in Sydney who had attempted to get a bomb on board an Etihad plane flying from Sydney to Abu Dhabi carrying around 400 passengers and were separately planning to carry out a poison gas attack inside Australia with an improvised chemical dispersion device. The two brothers had been guided by Islamic State operatives in Syria, who successfully arranged for a partially constructed bomb to be air-mailed from Turkey to Australia. In our feature article, Andrew Zammit draws on “newly available information resulting from the successful prosecution of the Sydney-based plotters” to provide the most comprehensive account to date on how the plot developed and what it reveals about the evolution of the international terror threat posed by the Islamic State. Donald Yamamoto, the United States Ambassador to Somalia, is featured in our ongoing “A View from the CT Foxhole” series. The interview was conducted by Jason Warner in front of cadets at the U.S. Military Academy at West Point. Attacks in London in November 2019 and February 2020 by two convicted terrorists released from prison has created a surge of concern about terrorist recidivism. But Thomas Renard points out that academic research undertaken thus far suggests terrorists are unlikely to relapse into violent extremism. His review of the judiciary files of 557 jihadi terrorist convicts in Belgium, since 1990, finds that less than five percent reengaged in terrorist activities. Drawing on nearly a dozen reporting trips to Ukraine between 2014 and 2019, Tim Lister examines the nexus between far-right extremists in Ukraine and the United States. He writes: “In recent years, some Americans and Europeans drawn to various brands of far-right nationalism have looked to Ukraine as their field of dreams: a country with a well-established, trained, and equipped far-right militia … that has been actively engaged in the conflict against Russian-backed separatists.” He notes that in some instances, “U.S.-based individuals have spoken or written about how the training available in Ukraine might assist them and others in their paramilitary-style activities at home.”

One painful lesson from the history of terrorism is just how dangerous one single capable international attack planner can be. Little has been written in English about Basil Hassan, a radicalized Danish engineering graduate of Lebanese descent who became one of the most dangerous international attack operatives within the Islamic State. In this issue’s first feature article, Mette Mayli Albæk, Puk Damsgård, Mahmoud Shiekh Ibrahim, Troels Kingo and Jens Vithner build on a two-year investigative report for the Danish public broadcaster DR to provide a detail-rich profile. The authors write: “As the key figure in a drone procurement network that stretched from Europe through Turkey to Syria, [Hassan] was instrumental in furthering the Islamic State’s drone-warfare capabilities. As ‘the Controller’ behind the 2017 Sydney airline plot, he pulled the strings from Syria in directing one of the most ambitious and innovative terrorist plots ever seen.” There are claims Hassan was killed in the second half of 2017, but the authors note that Danish counterterrorism officials are still not certain that he is dead. In our second feature article, Michael Knights and Alex Almeida find that “the Islamic State has recovered from its territorial defeats since 2017 to mount a strong and sustained resurgence as an insurgent force inside Iraq.” Their analysis of attack metrics from the past 18 months paints “a picture of an Islamic State insurgency that has regained its balance, spread out across many more areas, and reclaimed significant tactical proficiency.” The authors write that “now operating at the same levels it achieved in 2012, a number of factors suggest that the Islamic State could further ramp up its rural insurgency in 2020 and 2021. An input of experienced cadres from Syria, a downturn in Iraqi and coalition effectiveness, and now the disruption of a combined COVID and economic crisis will likely all feed into an escalating campaign of attrition against the Iraqi state, military, and tribes.” May 2020 marks the third anniversary of the suicide bombing attack at the Manchester Arena in the United Kingdom. Two brothers from Manchester of Libyan descent, Salman and Hashem Abedi, were responsible for the attack. Following the conviction of Hashem Abedi in a trial that concluded two months ago in the United Kingdom, Eran Benedek and Neil Simon outline what is now known about the genesis of the attack, the brothers’ web of connections in a British-Libyan jihadi nexus, and their links to Islamic State extremists. Finally, Nakissa Jahanbani provides a high-level analysis of attack trends from 2008 to 2019 of Iranian proxies in the Middle East, South Asia, and Africa using several open-source datasets.

COVID-19 is arguably the biggest crisis the planet has faced since the Second World War and will likely have significant impacts on international security in ways which can and cannot be anticipated. For this special issue on COVID-19 and counterterrorism, we convened five of the best and brightest thinkers in our field for a virtual roundtable on the challenges ahead. In the words of Magnus Ranstorp, “COVID-19 and extremism are the perfect storm.” According to another of the panelists, Lieutenant General (Ret) Michael Nagata, “the time has come to acknowledge the stark fact that despite enormous expenditures of blood/treasure to ‘kill, capture, arrest’ our way to strategic counterterrorism success, there are more terrorists globally today than on 9/11, and COVID-19 will probably lead to the creation of more.” Audrey Kurth Cronin put it this way: “COVID-19 is a boost to non-status quo actors of every type. Reactions to the pandemic—or more specifically, reactions to governments’ inability to respond to it effectively—are setting off many types of political violence, including riots, hate crimes, intercommunal tensions, and the rise of criminal governance. Terrorism is just one element of the growing political instability as people find themselves suffering economically, unable to recreate their pre-COVID lives.” The roundtable identified bioterrorism as a particular concern moving forward, with Juan Zarate noting that “the severity and extreme disruption of a novel coronavirus will likely spur the imagination of the most creative and dangerous groups and individuals to reconsider bioterrorist attacks.” Ali Soufan warned that “although the barriers to entry for terrorists to get their hands on bio weapons remain high, they are gradually being lowered due to technological advances and the democratization of science.” The special issue also features five articles. Audrey Alexander examines the security threat COVID-19 poses to the northern Syria detention camps holding Islamic State members, drawing on a wide range of source materials, including recent interviews she conducted with General Mazloum Abdi, the top commander of the SDF, and former U.S. CENTCOM Commander Joseph Votel. Chelsea Daymon and Meili Criezis untangle the pandemic narratives spun by Islamic State supporters online. Christopher Hockey and Michael Jones assess al-Shabaab’s response to the spread of COVID-19 in Somalia. The COVID-19 pandemic has renewed concerns over bioterror threats, with Microsoft founder Bill Gates recently warning that a bioterror attack involving a pathogen with a high death rate “is kind of the nightmare scenario” facing the planet. In this month’s feature article, J. Kenneth Wickiser, Kevin J. O’Donovan, Lieutenant Colonel Michael Washington, Major Stephen Hummel, and Colonel F. John Burpo assess the potential future threat posed by the malevolent use of synthetic biology. They write that synthetic biology “is a rapidly developing and diffusing technology. The wide availability of the protocols, procedures, and techniques necessary to produce and modify living organisms combined with an exponential increase in the availability of genetic data is leading to a revolution in science affecting the threat landscape that can be rivaled only by the development of the atomic bomb.” The authors, who all serve at, or are affiliated with, the Department of Chemistry and Life Science at the United States Military Academy, note that synthetic biology has “placed the ability to recreate some of the deadliest infectious diseases known well within the grasp of the state-sponsored terrorist and the talented non-state actor” and that “the techniques used to propagate bacteria and viruses and to cut and paste genetic sequences from one organism to another are approaching the level of skill required to use a cookbook or a home computer.” They argue that “an effective response to the threats posed by those using synthetic biology for nefarious purpose will require vigilance on the part of military planners, the development of effective medical countermeasures by the research community, and the development of diagnostic and characterization technologies capable of discriminating between natural and engineered pathogens.” In our interview, Gilles de Kerchove, the European Union’s longtime Counter-Terrorism Coordinator, speaks to Raffaello Pantucci. Nuno Pinto presents a detailed case study of an alleged Portuguese Islamic State network with strong connections to the United Kingdom that sheds significant light on the foreign fighter recruitment pipeline between Europe and Syria in the last decade. Tomasz Rolbiecki, Pieter Van Ostaeyen, and Charlie Winter examine the threat posed by the Islamic State across Africa based on a study of its attack claims. They write: “As the second half of 2020 unfolds, it is critical that military and counterterrorism policymakers recognize what is at stake in Africa. The Islamic State is not just fighting a low-grade insurgency on the continent; in at least two countries, it has been able to seize and hold territory and subsequently engage in pseudo-state activities.”

In this month’s feature article, Michael Knights assesses the future of Kata’ib Hezbollah (KH) and Iran’s other proxies in Iraq. He notes that in the wake of the death of KH’s founder and leader Abu Mahdi al-Muhandis in a U.S. airstrike on January 3, 2020, “KH is still the engine room of anti-U.S. attacks in Iraq but it is less politically agile and operates in a more hostile counterterrorism environment where deniability and secrecy have become more important again.” He assesses that the “the Islamic Revolutionary Guard Corps Quds Force is also leaning on a more diversified model in Iraq, drawing on non-KH factions like Saraya al-Jihad and Saraya al-Ashura, and engaging more directly with Iraq’s minorities, including Sunni communities and the Shi`a Kurdish Faylis and Turkmen. History may be repeating itself as Iran develops new smaller and more secure Iraqi cells that are reminiscent of the formation of Kata’ib Hezbollah itself.” Our interview is with Drew Endy, Associate Chair, Bioengineering, Stanford University, who has served on the U.S. National Science Advisory Board for Biosecurity. He argues the United States urgently needs a bio strategy to take advantage of rapid advances in biotechnology, protect against the growing danger posed by its potential malevolent use, and prevent the United States from permanently falling behind as a biopower. “First, we need to demonstrate operational mastery of cells by learning to build them. Second and third, we need to build and secure the bio net. And we have to do this now, within the decade, so that we can translate these advances as infrastructure undergirding a uniquely American bio economy that projects power while advancing life, liberty, pursuit of happiness. If we do this, then we have a chance of taking infectious disease off the table. If we don’t develop and implement a coherent bio strategy, it’s game over, not to be dramatic.” In early August 2020, fighters loyal to the Islamic State captured the town and port of Mocimboa da Praia in Mozambique’s northernmost province of Cabo Delgado. They have yet to be dislodged from the town. Tim Lister examines a jihadi insurgency in Mozambique that has grown in sophistication and reach. This month marks 20 years since al-Qa`ida’s attack on the USS Cole, which killed 17 American sailors. Lieutenant Colonel Pete Erickson, Seth Loertscher, First Lieutenant David C. In this month’s feature article, Seth Jones examines the evolving threat posed by the Taliban in Afghanistan. “The Taliban is in many ways a different organization from the one that governed Afghanistan in the 1990s. Yet most of their leaders are nevertheless committed to an extreme interpretation of Islam that is not shared by many Afghans, an autocratic political system that eschews democracy, and the persistence of relations with terrorist groups like al-Qa`ida. These realities cast serious doubt about the possibility of a lasting peace agreement with the Afghan government in the near future,” he writes, adding that “without a peace deal, the further withdrawal of U.S. forces—as highlighted in the November 17, 2020, announcement to cut U.S. forces from 4,500 to 2,500 troops—will likely shift the balance of power in favor of the Taliban. With continuing support from Pakistan, Russia, Iran, and terrorist groups like al-Qa`ida, it is the view of the author that the Taliban would eventually overthrow the Afghan government in Kabul.” In a feature commentary, Hamish de Bretton-Gordon outlines the urgent action needed on biosecurity in the wake of the COVID-19 pandemic. He writes: “For years, the United States and many other countries have neglected biosecurity because policymakers have underestimated both the potential impact and likelihood of biological threats. COVID-19 has had a devastating effect on the planet and could be followed by outbreaks of even more dangerous viral diseases. Meanwhile, advances in synthetic biology are transforming the potential threat posed by engineered pathogens, creating growing concern over biological attacks and bioterror. Given the scale of the threat, biosecurity needs to be a top priority moving forward. Not only do efforts need to be stepped up to try to prevent the next pandemic (natural or engineered), but resilience needs to be built by developing early warning systems, the capacity to track outbreaks, and medical countermeasures, including ‘next generation’ vaccines.” He stresses that “winning public acceptance for public health measures will be imperative to tackling biological emergencies in the future.” Jason Warner, Ryan O’Farrell, Héni Nsaibia, and Ryan Cummings assess the evolution of the Islamic State threat across Africa. They write that “the annus horribilis Islamic State Central suffered in 2019, during which the group lost the last stretch of its ‘territorial caliphate’ in Iraq and Syria and its leader Abu Bakr al-Baghdadi was killed, does not appear to have had a discernible impact on the overall operational trajectory of the Islamic State threat in Africa” underscoring “that while connections were built up between Islamic State Central and its African affiliates—with the former providing, at times, some degree of strategic direction, coordination, and material assistance—the latter have historically evolved under their own steam and acted with a significant degree of autonomy.”

In our cover article, Tore Hamming revisits the ideological origins of the Islamic State. He argues that “despite its history as a local al-Qa`ida affliate in Iraq, the Islamic State developed from an ideological and cultural trend born in late-1980s Afghanistan that was always in tension with the core idea and identity of al-Qa`ida,” setting the stage for the current bitter divide between the two groups and creating a significant obstacle to any reunification of the global jihadi movement. Our interview this month is with Rebecca Weiner, the Assistant Commissioner for Intelligence Analysis at NYPD, and Meghann Teubner, NYPD’s Director of Counterterrorism Intelligence Analysis. Despite the demise of the Islamic State’s territorial caliphate, they have not seen much of a fall-off in jihadi terrorist plotting against New York City. While they assess Islamist terrorism remains the primary threat to the city, their focus on far-right terrorism is more intense than ever before. With concern about violent right-wing extremism rising on both sides of the Atlantic, Graham Macklin examines the evolving far-right terror threat picture in the United Kingdom, focusing in particular on the terrorist group National Action. In 2007, coalition forces captured Qais al-Khazali, the head of Asa`ib Ahl al-Haqq (AAH), an Iran-backed Shi`a militia group accused of killing U.S. soldiers in Iraq. Al-Khazali was released in 2010, continues to lead AAH, and has become a significant political player in Iraq. Bryce Loidolt outlines how the recently declassified interrogation reports from al-Khazali’s time in custody reveal significant rifts between Shi`a militant power centers in Iraq and argues that such “rifts are likely to persist and will complicate Iran’s ability to project its influence in the future.” In 2018, al-Qa`ida’s leader Ayman al-Zawahiri released more messages than in the previous year and ratcheted up his threat rhetoric against the United States. Jami Forbes warns al-Qa`ida’s increased media outreach may signal both a revitalization and that it is readying to pivot back to attacking its far enemies.

In Syria, the Islamic State has now been reduced to a few vanishing pockets in Deir ez-Zor’s Middle Euphrates River Valley as a result of two separate military offensives on opposite sides of the river by Kurdish-led Syrian Democratic Forces (SDF) and forces loyal to the Assad regime. But while Deir ez-Zor has now been essentially liberated from the Islamic State, securing and stabilizing the region will likely prove much harder. In our cover article, Hassan Hassan writes the “long period it took the overstretched SDF to liberate the east side of the Euphrates afforded the Islamic State time to create sleeper cells.” He argues the fact that the west side is again under Assad regime control will likely provide opportunities to both the Islamic State and the al-Qa`ida offshoot Hayat Tahrir al-Sham to tap into local Sunni anger to rebuild their operations. Hassan warns there will be even more opportunities for jihadis to rebound if the Assad regime exploits what will likely be a vacuum left by soon-to-depart U.S. forces to take control of the areas liberated by the SDF. All this, he warns, creates a very real risk that the border region between Syria and Iraq could emerge as a long-term threat to global security, just like the border area between Pakistan and Afghanistan after the fall of the Taliban. Our interview is with Shaun Greenough, the Case Strategy and Mentor Supervisor at The Unity Initiative (TUI), a specialist intervention consultancy based in the United Kingdom that focuses on rehabilitating individuals convicted of terrorist offenses and tackling absolutist mindsets in the wider community. Greenough previously served in a variety of counterterrorism roles including managing aspects of the U.K. police investigation into the 2006 transatlantic airline plot. Major Stephen Hummel, Colonel F. John Burpo, and Brigadier General James Bonner, the Commanding General of the U.S. Army’s 20th CBRNE Command, warn there is a high risk that profit-minded suppliers within vast, transnational IED networks may in the future expand into WMD proliferation. They write “the convergence of these two seemingly separate networks does not mean that an IED facilitation network will suddenly market WMD, rather that non-state actors could employ these networks to gather the knowledge, people, materials, finances, and infrastructure required for WMD development and employment.” Ross Dayton assesses the threat posed by the ELN terrorist group, which in January 2019 carried out an apparent suicide bombing on the national police academy in Bogotá, Colombia, that killed over 20 police cadets. “The ELN now operates in 12 Venezuelan states with virtual impunity under the Maduro government,” he writes, allowing “ELN fighters to escape the jurisdiction of Colombian security forces and exploit opportunities for illicit financing and recruitment.”

In our cover article, Matthew Levitt examines Hezbollah’s procurement channels, documenting how the group has been leveraging an international network of companies and brokers, including Hezbollah operatives and criminal facilitators, to procure weapons, dual-use items, and other equipment for the group and sometimes Iran. Levitt details how in the context of the war in Syria, “some of Hezbollah’s most significant procurement agents—such as Muhammad Qasir—have teamed up with Iran’s Quds Force to develop integrated and efficient weapons procurement and logistics pipelines through Syria and into Lebanon that can be leveraged to greatly expand Hezbollah’s international weapons procurement capabilities.” Levitt reveals Qasir appeared in footage of meetings last month between Syria’s President Assad and Iran’s President Hassan Rouhani and Supreme Leader Ayatollah Khamenei, underscoring the importance Damascus and Tehran attach to Qasir’s efforts. Our interview is with Vayl S. Oxford, the director of the U.S. Defense Threat Reduction Agency (DTRA). The Islamic State threat to Europe has grown less acute since the Islamic State lost much of its territory in Syria and Iraq, but a significant threat remains. Petter Nesser identifies three factors that explain why the most recent wave of terrorism in Europe rose so high: the participation of European countries in the anti-Islamic State coalition, the strong reach of jihadi-terror networks into Europe, and the efforts of “terrorist entrepreneurs.” He warns anger among European Islamist extremists caused by the military intervention against the Islamic State, networks created in the jihadi battlegrounds of Syria and Iraq, and veteran European foreign fighters intent on orchestrating terror back home could combine to inflict new waves of terrorism in Europe. Lachlan Wilson and Jason Pack outline how the Islamic State in Libya has rebounded since its loss of Sirte in 2016 by fighting a twin-track war of attrition involving attacks on state institutions along the coast and a guerrilla insurgency in Libya’s interior deserts. Geoff Porter outlines how counterterrorism efforts in Algeria and low support for jihadism among Algerians has significantly weakened the Algerian chapter of al-Qa`ida in the Islamic Maghreb (AQIM). The murder earlier this month of journalist Lyra McKee in Northern Ireland on the night before Good Friday illustrates the fragility of peace in a region in which terrorist violence has persisted. In our cover article, Aaron Edwards writes that this was “the latest in a series of incidents that have raised the specter of a surge in terrorist violence in Northern Ireland.” In examining the evolution of the threat from militant groupings on both sides of the sectarian divide, he notes there has been a “blurring of the concepts of terrorism and criminality that challenges orthodox perspectives on the security landscape in Northern Ireland.” Our interview is with Edmund Fitton-Brown, the Coordinator of the ISIL (Daesh)/Al-Qaida/Taliban Monitoring Team at the United Nations. This issue features the concluding article of a two-article series focused on IED and WMD network convergence. The first article, published in our February 2019 issue, warned there was a high risk that profit-minded suppliers within vast, transnational IED networks may expand in the future into WMD proliferation. In the second article, Major Stephen Hummel, Lieutenant Colonel Douglas McNair, Colonel F. John Burpo, and Brigadier General James Bonner examine in greater detail the ways this could happen. Audrey Alexander and Bennett Clifford examine the threat posed by Islamic State-affiliated hackers and hacking groups. Through “analysis of several U.S. prosecutions of Islamic State-affiliated hackers and their networks, proficiencies, and activities,” they argue that “very few of these actors demonstrate advanced hacking or cyberterrorism capabilities.” Caleb Weiss examines the evolution of the threat posed by the Islamic State in Somalia, noting the group, “which is believed to only number in the low hundreds of fighters, appears to have significantly expanded its operations across Somalia, albeit from a relatively low base.” He argues the resulting reignition of tensions with the much larger al-Qa`ida affiliate al-Shabaab means “it is far from clear whether the Islamic State in Somalia will be able to sustain its operational expansion.”

The Easter Sunday attacks in Sri Lanka took the terrorism studies community by surprise because there had been no known history of jihadi violence inside the country and very little to indicate that local groups had the wherewithal to carry out such a large-scale coordinated operation. There is much that remains unclear about the links between the Sri Lankan cell and the Islamic State, but nearly 18 years after 9/11, the suicide bombings were a reminder that clandestine terrorist groups can, at any moment, strike in unexpected places and ways. In our cover article, Amarnath Amarasingam, whose research has focused on both Sri Lanka and global terrorism, outlines what is known about the network that carried out the Easter attacks and situates the attacks in the broader context of evolving intercommunal tensions in the country. Brian Michael Jenkins examines the options for dealing with the significant numbers of Islamic State foreign fighters currently detained in Syria, warning that “endless delay” risks creating a serious threat to international security. Our interview is with Vidhya Ramalingam, the co-founder of Moonshot CVE, a company using technology to disrupt and counter violent extremism globally. Mitchell Silber examines how the terrorist threat against Jews in the West has evolved by examining attacks between 2012 and the present day. He notes that “what may be the most striking findings from this case study analysis are that first, Europe has become the focal point of the jihadi terror threat to Jews in the West and second, the United States has become a new, emerging focal point of the extreme right-wing terror threat to Jews in the West.” Last month, Abu Bakr al-Baghdadi appeared for the first time on camera since the Islamic State heralded its ‘caliphate’ in Mosul’s al-Nuri mosque five years ago. Haroro Ingram, Craig Whiteside, and Charlie Winter explain how the video underlined the group’s strategic transformation with the Islamic State’s leader now portraying himself as “the guerrilla ‘caliph’ of a global insurgency.”

They argue that al-Shabaab’s January 2019 attack on the Dusit D2 luxury hotel compound in Nairobi, Kenya, “brought together three strands of al-Shabaab’s organizational DNA: its Somali provenance, its ideological affiliation with al-Qa`ida, and its growing cohort of trained, experienced East African fighters. The successful combination of these traits in a single operation suggests that al-Shabaab’s longstanding ambition to transcend its Somali origins and become a truly regional organization is becoming a reality, representing a new and dangerous phase in the group’s evolution and the threat that it poses to the region.” Our interview is with Catherine De Bolle, the Executive Director of Europol, who previously served as Commissioner General of the Belgian Federal Police between 2012 and 2018. Graham Macklin outlines what is now known about the Christchurch terrorist attacks. He writes: “In the space of 36 minutes on March 15, 2019, it is alleged that Brenton Tarrant, an Australian far-right extremist, fatally shot 51 people in two mosques in Christchurch in the deadliest terrorist attack in New Zealand’s history. What was unique about Tarrant’s attack—at least insofar as extreme-right terrorism is concerned—is that he livestreamed his atrocity on Facebook and in doing so, highlighted the Achilles heel of such platforms when faced with the viral dissemination of extremely violent content.” Joana Cook and Gina Vale provide an updated assessment of the numbers of foreign men, women, and minors who traveled to or were born in the Islamic State, examine the proportion that have returned ‘home,’ and outline the continuing challenges foreign women and minors affiliated with the Islamic State pose to the international community. Robin Simcox assesses the terrorist threat from “frustrated travelers” in Europe by examining the 25 plots (eight of which resulted in attacks) by such individuals since January 2014.

In our feature article, Michael Knights draws on six research visits to Iraq in 2018 and 2019 to document the expanding footprint region-by-region of pro-Iranian militias in Iraq that were previously labeled “Special Groups” by the United States and in some cases designated as terrorist organizations. Knights assesses “that the Special Groups (not including 18,000-22,000 Badr troops) currently have 63,000 registered personnel … 15 times the size of the Special Groups in 2010, when there were probably as few as 4,000 Special Group operatives in Iraq (again not including Badr personnel in 2010).” He notes a key driver for their growth in manpower and popularity in Iraq was their role in fighting the Islamic State and liberating Sunni population centers under Islamic State control. He writes that “a pantheon of smaller, newer pro-Iran militias is arguably closer to the Islamic Revolutionary Guard Corps than larger and older pro-Iranian militias such as Badr and Asa’ib Ahl al-Haq” and identifies Kata’ib Hezbollah led by U.S.-designated terrorist Abu Mahdi al-Muhandis as the greatest threat to U.S. interests. With pro-Tehran militias expanding their presence across Iraq and U.S. influence in Iraq reduced since its 2011 troop withdrawal, he argues the United States “needs to be parsimonious and pragmatic if it wishes to push back effectively.” Our interview is with Suzanne Raine, who was the head of the United Kingdom’s Joint Terrorism Analysis Centre (JTAC) between 2015 and 2017. She outlines to Raffaello Pantucci the lessons learned from her work in counterterrorism and the threat landscape as she sees it. Two articles in this issue focus on the Western Balkans. Adrian Shtuni provides a qualitative and quantitative assessment of the security threats posed by foreign fighters and homegrown jihadis from the region. Kujtim Bytyqi, the Acting Director of the Department for Analysis and Security Policies at the Kosovo Security Council Secretariat, and Sam Mullins outline Kosovo’s experience dealing with returning foreign fighters. This September 11th, a new generation is taking up the mantle in the fight against terrorism. “Later this year, a U.S. service member is likely to be deployed to Afghanistan who was not yet born on September 11, 2001,” Daniel Byman notes in our feature article on the jihadi terror threat facing the United States 18 years later. He assesses “although the operational freedom of jihadi groups is constricted by U.S. and allied counterterrorism efforts, the jihadi cause as a whole has far more local and regional influence than it did in the years before 9/11, it is better able to inspire individuals in the West to act on its behalf, and groups have proven resilient despite the fierce U.S.-led onslaught.” Our interview is with Joseph Maguire, the United States’ Acting Director of National Intelligence. He says that “since the catastrophic attacks on 9/11, we have significantly diminished the ability of jihadists to strike the U.S. by removing hundreds of leaders and operatives, disrupting dozens of networks and plots, and degrading safe havens. But some jihadist groups still have that intent, not only to target the homeland but also our interests overseas. They are continually adapting to setbacks by modifying their tactics, seeking out alternative safe havens, and using new and emerging technologies to communicate, recruit, and conduct attacks. This makes for an increasingly diverse and unpredictable threat.” As the terror threat evolves, Acting Director Maguire stresses the importance of addressing the still-significant security challenges posed by the Islamic State in Syria, Iraq, and beyond given the group still poses a “tremendous threat” and has “all the recipes” for a resurgence. Amira Jadoon and Andrew Mines examine Islamic State Khorasan’s leadership losses between 2015 and 2018 by leadership tier, year, and geography. Their findings highlight “the group’s tenacious presence in Nangarhar (Afghanistan) and Baluchistan (Pakistan), despite declines in overall number of attacks. An important factor contributing to ISK’s resiliency appears to be rooted in its steady recruitment of experienced Pakistani militants that sustain its leadership ranks.” Two years after the Marawi siege in the Philippines, Julie Chernov Hwang outlines the motivations for joining the Maute Group based on her interviews with 25 former members of the jihadi group and a related faction. Aaron Zelin and Katherine Bauer outline the significant progress Tunisia has made over the past two years in developing domestic counter-terrorism finance capabilities.

In our cover article, Seth Jones examines the Russian military campaign in Syria. He writes: “Russia has done what many thought was impossible in Syria. It has helped Syrian President Bashar al-Assad reconquer most of the country’s major cities and nearly two-thirds of its population. Moscow adopted a military approach that combined well-directed fires and ground maneuver to overwhelm a divided enemy. But it also used extraordinary violence against civilians and provided diplomatic cover when Syrian forces used chemical weapons. Moving forward, Russia faces considerable challenges ahead. Syria is a fractured country with an unpopular regime and massive economic problems; terrorist groups like the Islamic State and al-Qa`ida persist; and Israel and Iran remain locked in a proxy war in Syria.” Our interview is with Acting Secretary of Homeland Security Kevin McAleenan. He discusses DHS’ recently published new Strategic Framework for Countering Terrorism and Targeted Violence and how DHS is intensifying efforts to counter the threat of far-right terror. Daniel Milton, Julia Lodoen, Ryan O’Farrell, and Seth Loertscher examine a recently declassified collection of 27 personnel records for Islamic State fighters, both local and foreign. The forms were acquired by the Department of Defence in Syria in 2016 and are now available to view on the Combating Terrorism Center’s website. According to Milton and his co-authors, the forms “demonstrate how extensive the breadth of information collected was in some cases … [and] show that the Islamic State acquired information useful for understanding the radicalization process, encouraging accountability among its fighters, managing the talent in the organization, and vetting members for potential security concerns.” Damien Spleeters outlines how his organization Conflict Armament Research helped prosecutors secure a guilty plea in the prosecution of Haisem Zahab, an Australian extremist with contacts into the Islamic State and whose research in Australia into rockets “indicates [according to the prosecution] significant commonality” with the Islamic State’s weapon production program in Iraq and Syria. Michael Shkolnik and Alexander Corbeil examine how Hezbollah “virtual entrepreneurs” have in recent years used social media to recruit Israeli Arabs and West Bank-based Palestinians to attack Israelis.

This past summer, the United Nations Monitoring Team charged with tracking the global terrorist threat assessed that “the immediate global threat posed by Al-Qaida remains unclear, with [Ayman] al-Zawahiri reported to be in poor health and doubts as to how the group will manage the succession.” In our feature article, Ali Soufan profiles the veteran Egyptian jihadi operative Abu Muhammad al-Masri and outlines why he appears to be next in line to lead al-Qa`ida. Soufan writes: “Abu Muhammad has long played a critical role in al-Qa`ida, both as an operational commander and as a member of the governing shura council. Yet despite his importance to the organization, Abu Muhammad remains a shadowy figure. Little is known about his early life or his current activities. Unlike most al-Qa`ida Central figures, he is based not in northern Pakistan but in Iran, where he was previously imprisoned and now resides under a murky arrangement by which he is apparently allowed a great deal of freedom while still being barred from leaving the country.” Our interview is with General (Ret) Joseph Votel who retired as the Commander of U.S. Central Command earlier this year after leading a 79-member coalition that successfully liberated Iraq and Syria from the Islamic State caliphate. He is now the Class of 1987 Senior Fellow at the Combating Terrorism Center. Michael Horton examines how Somaliland combats al-Shabaab. He writes that “the government has, with limited means, denied al-Shabaab the operational space it requires through the implementation of a virtuous circle that builds on local buy-in and uses HUMINT as a force multiplier.” He notes, however, that the terrorist group is increasingly active along Somaliland’s border with Puntland “where this virtuous circle is under increasing strain.” There has been significant concern about the potential national security threat posed by the significant numbers of Islamist extremists convicted of terrorism-related crimes in Western countries who are due to complete their sentences in the coming years. Using nearly 30 years of data, Christopher Wright finds that “while not zero, the recidivism rate of those involved in jihadi terror plots targeting the United States is much lower than that of common criminals.”

The final two years of this decade witnessed a wave of far-right terror attacks around the world, including the October 2018 synagogue shooting in Pittsburgh, Pennsylvania; the March 2019 gun attacks on mosques in Christchurch, New Zealand; the April 2019 Poway, California, synagogue shooting; the August 2019 attack targeting the Hispanic community at a Walmart in El Paso, Texas; and the October 2019 Halle, Germany, shootings, in which a synagogue was targeted. In our feature article, Graham Macklin examines the El Paso attack, which he assesses was “part of a chain reaction fomented within the violent sub-cultural online milieus of right-wing extremism.” He writes: “This digital ecosystem is fueling a cumulative momentum, which serves to lower ‘thresholds’ to violence for those engaged in this space, both in the United States and elsewhere, as one attack encourages and inspires another.” The Halle shootings appear to have also been part of this chain reaction. In a case study, Daniel Koehler writes that the far-right extremist who carried out the shootings in the eastern German town “appears to be mainly a copycat attacker inspired by previous incidents” such as the shootings in Christchurch, Poway, and El Paso. Koehler writes: “The Halle attack reflects and evidences several trends, including the internationalization of right-wing terrorism and lone-actor terrorists fashioning their own weapons. The attack stood out because it was the first time a terrorist appears to have used homemade firearms.” Our interview is with Lieutenant General John “Jack” Shanahan, the director of the Joint Artificial Intelligence Center at the U.S. Department of Defense. In that role, he is responsible for accelerating the delivery of artificial intelligence-enabled capabilities, scaling the department-wide impact of AI and synchronizing AI activities to expand joint force advantages. Tore Hamming draws on court documents from a recently completed trial to examine the 2016 Copenhagen ‘Matchstick’ terror plot. The failed conspiracy saw an Islamic State ‘virtual planner’ based in Syria connect and direct two Syrian refugees living in Sweden and Germany. The case provides insights on the evolving jihadi terror threat in the West and its transnational dimension. Hamming writes: “The plot presented obvious challenges for Western security institutions. Central to its planning and execution were the virtual planner and the availability of instructions on how to construct explosives.”

During the course of nine hours in August 2017, a terrorist cell carried out two vehicle-ramming attacks in Catalonia, with the first striking pedestrians on the famous Las Ramblas promenade in the heart of Barcelona. In our cover article, Fernando Reinares and Carola García-Calvo draw on judicial documents and interviews with investigators to provide the inside story of the worst terrorist attack in Spain since the 2004 Madrid bombings. Their account reveals the 10-man cell of ‘homegrown’ radicals, led by an extremist Moroccan cleric in the town of Ripoll, had initially planned to carry out vehicle bomb attacks in Barcelona and possibly Paris, but changed and accelerated their plans after they accidentally blew up their bomb factory where they were manufacturing TATP. While it is still not clear whether the cell had any contact with the Islamic State, the authors reveal that the network behind the November 2015 Paris attacks was also plotting to launch a similar attack in Barcelona that year. This month’s interview feature is with Nicholas Rasmussen, who retired as the head of the U.S. National Counterterrorism Center (NCTC) at the end of 2017. Michael Knights and Matthew Levitt draw on interviews with Bahraini security officials to outline how Shi`a militant cells in the country have evolved from easily detectible groups of amateurs to small cells of attackers with overseas training and combat experience and the ability to mount effective IED attacks. Matthew DuPée looks at the threat to the Taliban from other insurgent groups. Anouar Boukhars examines the potential jihadi windfall from the militarization of Tunisia’s border region with Libya. This issue is the first to be launched on the Combating Terrorism Center’s redesigned website, which is also being unveiled. The new, easy-to-search, interactive interface showcases the important scholarship contained in CTC Sentinel over the past decade, as well as all the research published by the Combating Terrorism Center since its founding almost 15 years ago.

The Combating Terrorism Center at West Point is proud to mark its 15th year anniversary this month. In this issue’s feature article, Charles Lister tells the inside story of how al-Qa`ida lost control of its Syrian affiliate, drawing on the public statements of several key protagonists as well as interviews with Islamist sources in Syria. In the summer of 2016, al-Qa`ida’s Syrian affiliate, Jabhat al-Nusra, announced it was uncoupling from al-Qa`ida and rebranding itself. Al-Qa`ida’s deputy leader at the time, Abu al-Khayr al-Masri, released a message endorsing the move, which even included a previously unheard audio clip of Ayman al-Zawahiri stressing that organizational links should be sacrificed if necessary for unity, creating the impression that al-Qa`ida’s paramount leader had also sanctioned the decision. What appeared to be a carefully choreographed set of announcements made many analysts conclude the split was nothing more than a PR exercise, designed to advance the local aims of al-Qa`ida in Syria by improving al-Nusra’s standing among Syrian rebel groups and insulating it from international pressure. But this interpretation was challenged by a bombshell message released by al-Zawahiri on November 28, 2017. Al-Qa`ida’s leader publicly revealed that not only had he not endorsed the split, but he regarded it as a “a violation of the covenant.” “Al-Zawahiri’s interjection was a watershed moment,” Lister writes, “making clear to the wider global jihadi movement that a real split had taken place between al-Qa`ida and its Syrian affiliate.” One function of the split has been the beginnings of a tense modus vivendi between hardcore al-Qa`ida loyalists in Syria and Hayat Tahrir al-Sham (the latest rebrand of al-Nusra). The result, Lister argues, is “a complex counterterrorism threat, in which a locally focused jihadi outfit with a sizable 12,000 fighters continues to control territory, govern people, and maintain sources of local finance, while accepting—even grudgingly—a deeply dangerous, small, tight-knit clique of al-Qa`ida terrorists committed to attacking the West. That image looks eerily similar to the Taliban-al-Qa`ida relationship in Afghanistan in 2000-2001, the consequences of which are well known to all.” Our interview this month is with Deputy Assistant Commissioner Neil Basu, the Senior National Coordinator for Counterterrorism Policing in the United Kingdom. Michael Horton examines the challenges faced by the UAE in its counterinsurgency campaign against al-Qa`ida in Yemen. Kendall Bianchi looks at how Hezbollah has used the mothers of fighters killed in Syria to promote martyrdom. Miles Hidalgo, one of the CTC’s Downing Scholars, provides a first-hand account of the cooperation between Europol and U.S. Homeland Security Investigations (HSI) at Europol’s headquarters in The Hague.

This issue focuses on counterterrorism challenges in Africa. Next month marks the four-year anniversary of Boko Haram’s kidnapping of as many as 276 schoolgirls in Chibok, Nigeria. The hostage attack created global outrage and sparked the social media campaign #BringBackOurGirls. In our cover article, Jacob Zenn outlines the internal dynamics within Boko Haram that led the group to eventually enter into negotiations and release many of the girls. Zenn compares and contrasts the terrorist calculus in this earlier hostage crisis with the kidnapping of 111 schoolgirls in Dapchi, Nigeria, last month, which also resulted in many of the girls being released. Our interview is with Lieutenant Colonel Kent Solheim, commander of 3rd Battalion, 3rd Special Forces Group, which is currently focused on security challenges in Africa. Christopher Anzalone documents how al-Shabaab has continued to take advantage of turmoil in Somalia to sustain its operations and maintain itself as the dominant jihadi group in the country. In the wake of rising jihadi violence in Burkina Faso, including an attack on the French embassy and the Burkinabe army headquarters earlier this month, Héni Nsaibia and Caleb Weiss profile the recently established al-Qa`ida-aligned Burkinabe terrorist group Ansaroul Islam and the threat it poses to the country. Markus Binder, Jillian Quigley, and Herbert Tinsley examine the Islamic State’s development and deployment of chemical weapons. They note that while the group has used such weapons on the battlefield in Syria and Iraq, it has featured little in its propaganda, calling into question how useful the group sees these weapons in advancing its strategic goals. While there has been much alarm about the threat of chemical terror attacks in the West, the authors note the only evidence so far that the Islamic State has transferred its chemical warfare expertise from the battlefield to its foreign terrorism activities is the summer 2017 Sydney hydrogen sulfide plot.

Between 2006 and 2012, two men working on opposite sides of the struggle between global jihadis and the United States faced off in New York City. Jesse Morton was the founder of Revolution Muslim, a group that proselytized—online and on New York City streets—on behalf of al-Qa`ida. Mitchell Silber led efforts to track the terrorist threat facing the city as the director of intelligence analysis for the NYPD. After serving a prison sentence for terrorist activity, Morton now works to counter violent extremism. In our feature article, they tell the inside story of the rise of Revolution Muslim and how the NYPD, by using undercover officers and other methods, put the most dangerous homegrown jihadi support group to emerge on U.S. soil since 9/11 out of business. As the Islamic State morphs into a ‘virtual caliphate,’ their case study provides lessons for current and future counterterrorism investigations. Five years ago this month, terror came to Boston, and Boston stood strong. Nicholas Tallant interviews William Weinreb and Harold Shaw on the lessons learned. Weinreb stepped down as Acting United States Attorney for the District of Massachusetts in January 2018. He was the lead prosecutor of the 2015 investigation and trial of Boston Marathon bomber Dzhokhar Tsarnaev. Shaw has served as the Special Agent in Charge of the Federal Bureau of Investigation’s Boston Division since 2015. Between July and October 2017, a team of researchers conducted field interviews with young Sunni Arab men coming out from under Islamic State rule in the Mosul area. The resulting study by Scott Atran, Hoshang Waziri, Ángel Gómez, Hammad Sheikh, Lucía López-Rodríguez, Charles Rogan, and Richard Davis found that “the Islamic State may have lost its ‘caliphate,’ but not necessarily the allegiance of supporters of both a Sunni Arab homeland and governance by sharia law.” Amira Jadoon, Nakissa Jahanbani, and Charmaine Willis examine the evolving rivalry between the Islamic State and other jihadi groups in the Afghanistan-Pakistan region. Nafees Hamid profiles Junaid Hussain, a hacker from the United Kingdom, who until his death in August 2015 was the Islamic State’s most prolific English-language social media propagandist and terror ‘cybercoach.’

On June 14, 2018, the FIFA World Cup kicks off in Moscow with host Russia facing Saudi Arabia in the opening match. Brian Williams and Robert Souza warn in our cover article that the massive global media spotlight on Russia during the month-long tournament may incentivize jihadi terrorists to carry out attacks on Russian soil to retaliate for the country’s ongoing military intervention against Sunni rebel and jihadi fighters in Syria. Recent years have seen a string of jihadi terrorist attacks and plots in Russia, including the St. Petersburg metro bombing last year, as well as Islamic State plots and attacks targeting soccer venues in Europe. In recent months, propaganda outlets supportive of the Islamic State have released a torrent of threat messages against the tournament. According to Williams and Souza, potential threats include ‘self-starters’ inspired by Islamic State propaganda, foreign fighters returning from Syria and Iraq, and jihadis operating in the northern Caucasus and Tatarstan. Our interview is with New York Times foreign correspondent Rukmini Callimachi, whose ongoing podcast series Caliphate documents the evolution and crimes of the Islamic State. Daniel Milton and Brian Dodwell examine a female guesthouse registry obtained from Islamic State territory. The records on about 1,100 women who transited through the facility shed new light on the women who traveled from overseas to join the group, as well as challenge the dominant narrative in many media reports on the subject. Bennett Clifford explores pro-Islamic State instructional material on the messaging and file-sharing platform Telegram, arguing that the dissemination of know-how on operational and cyber security may be equally as dangerous as instructional material related to carrying out attacks. Christian Jokinen draws on court records to outline the experiences of German foreign fighters who traveled to join al-Shabaab in Somalia earlier this decade. For most of them, the terrorist group turned out to be an unwelcoming host organization.

This summer marks the end of an era for us. Lieutenant Colonel Bryan Price, the Combating Terrorism Center’s longest-serving director, is retiring after 20 years of service in the Army, the last six at the helm of the CTC. During that time, he was a tireless champion for the CTC and its staff and cemented its status as one of the leading research institutions in the terrorism studies field. In a conversation with Brian Dodwell, who is taking over as director, LTC Price reflects on his service at the CTC and the essential need for rigorous research to understand the evolving threat landscape. There is concern that Islamic State-linked terror is on the rise in Southeast Asia. On Sunday, May 13, 2018, three churches in Surabaya, Indonesia, were targeted by suicide bombers comprising one single family of six. The following day, a family of five rode two motorbikes to the entrance of the city’s police headquarters where they blew themselves up. The attacks saw the confluence of several trends in jihadi terrorist plotting—an increased reliance on family networks and an increased embrace of women and children in combat roles. In our cover article, Kirsten Schulze outlines the evolving threat from pro-Islamic State militants in Southeast Asia’s most populous country. Dakota Foster and Daniel Milton build on the the CTC’s previous analysis on the personnel records of just over 4,100 Islamic State foreign fighters to focus on what the records reveal about the smaller subset of 267 children. David Sterman also analyzes the Islamic State’s personnel records to compare and contrast the profile of recruits with previous experience in Libya and Afghanistan. Concern is rising over the threat of chemical and biological terror. Last month, the British newspaper The Sunday Times reported that staff at soccer stadiums in the United Kingdom were being advised on how to respond to attacks using poison gas and hazardous substances following concerns that Islamic State-inspired extremists may seek to carry out such attacks on crowded venues. There are signs the group is seeking to export expertise built up in Syria and Iraq. Last summer, an alleged terrorist cell based in Sydney that was in communication with a senior Islamic State controller allegedly plotted to build a poison gas dispersion device to potentially attack crowded places in Australia. As Florian Flade reports in our feature article, this past June, German authorities allegedly thwarted a ricin attack by a Tunisian extremist being advised on how to make the biological agent by an Islamic State-linked operative overseas. Before he was arrested, he was allegedly able to produce a significant quantity of ricin. A threshold had allegedly been crossed. Never before has a jihadi terrorist in the West successfully made the toxin. Our interview this month is with Hamish de Bretton-Gordon, who previously led U.K. and NATO efforts to counter CBRN threats. He warns the huge disruption caused by the “Novichok” attack in Salisbury earlier this year may inspire jihadi terrorists to launch bio-chem attacks. He argues the better informed and prepared the public and emergency responders are, the less likely such attacks will lead to large-scale panic. In late June, European security agencies thwarted a plot allegedly orchestrated by an Iranian diplomat to bomb an Iranian opposition conference near Paris attended by Newt Gingrich, Rudy Giuliani, and 4,000 others. Matthew Levitt outlines how Iranian agents have used diplomatic cover to plot terrorist attacks in Europe over the past several decades. Geoff Porter looks at the terrorist threats facing Mauritania. Jason Warner and Charlotte Hulme provide best estimates for the numerical strength of the nine Islamic State groupings active in Africa. This month, we mourn the loss of Ambassador Michael Sheehan, who worked tirelessly throughout his professional life to protect the United States from terrorism. As the former Distinguished Chair and current Senior Fellow of the Combating Terrorism Center, he inspired a new generation of military leaders and researchers and was a strong champion of this publication. He will be greatly missed.

Seventeen years after 9/11, the threat posed by jihadi terrorist groups is in a state of flux. The demise of the Islamic State’s territorial ‘caliphate’ has demoralized some of its supporters and eroded some of the group’s ability to direct attacks in the West. But the Islamic State still has a large sympathizer base, a significant presence in Syria and Iraq, and dangerous nodes in other parts of the world. Meanwhile, al-Qa`ida and its network of affiliates and allies have grown in strength in some regions and could pivot back to international terror. Worryingly, both groups in the years to come may be able to draw on an ‘officer class’ of surviving foreign fighters who forged personal bonds in Syria and Iraq. In our cover article, Bryant Neal Viñas, the first American to be recruited into al-Qa`ida after 9/11, writes about his experiences for the first time in the hope that his case study sheds light on the foreign fighter issue. Viñas was convicted for his actions and recently completed his prison sentence. His article is co-authored by Mitchell Silber, who supervised analysis and investigation of his case at the NYPD Intelligence Division. During his time in the Afghan-Pakistan border region between 2007 and 2008, Viñas came into contact with a variety of jihadi groups, was trained by al-Qa`ida, and spent time with several of the group’s most senior figures. After his arrest, Viñas immediately started cooperating with U.S. authorities and contributed significantly to the near destruction of al-Qa`ida in the tribal areas of Pakistan. Our interview this month is with Kevin McAleenan, the commissioner of U.S. Customs and Border Protection. Drawing on extensive field reporting, Michael Knights documents how Houthi forces in Yemen metamorphosed in just five years from guerrilla war fighters into a powerful military entity capable of deploying medium-range ballistic missiles. His article provides a case study of how an ambitious militant group can capture and use a state’s arsenals and benefit from Iran’s support. Audrey Alexander and Rebecca Turkington find mounting evidence that women engaged in terrorism-related activity receive more lenient treatment by the criminal justice system than their male counterparts. Derek Flood reports on how the Islamic State’s cave and tunnel complexes in the Hamrin Mountains are helping it sustain insurgent attacks in northern Iraq.

With the collapse of the Islamic State’s territorial caliphate, the global jihadi movement is in a state of flux. But rather than being about to enter a period of mergers or takeovers, the global jihadi movement for the foreseeable future is likely to be led by two distinct and rival groups. While the relative fortunes of the Islamic State and al-Qa`ida have oscillated in recent years, developments in the jihadi environment in Syria have hardened longstanding differences between them in doctrine and approach. Neither group is on the brink of fracturing nor likely to accept the legitimacy of the other in the coming years. And this will sustain the divide.

Abstract:
In our cover article, Ali Soufan profiles Major General Qassem Soleimani, the long-serving head of Iran’s Quds Force who the U.S. government has accused, among other things, of support for terrorism and involvement in a 2011 plot to assassinate the Saudi ambassador to the United States. Soufan outlines how Soleimani has masterminded Tehran’s efforts to project its power across the Middle East using a unique strategy of blending militant and state power, built in part on the model of Hezbollah in Lebanon. Soufan argues that with nationalist sentiment on the rise in Iran in the wake of the U.S. withdrawal from the nuclear agreement and the ongoing regional tussle with Saudi Arabia, Soleimani’s popularity would make him the natural front-runner if Iran chooses to adopt a military presidency. Our interview is with Patrick Skinner who during the decade after 9/11 worked in counterterrorism for the CIA in Afghanistan and Iraq. Last year, he began working as a police officer in his hometown of Savannah, Georgia, in an effort to make a difference closer to home. Skinner reflects on how lessons learned from his time as a CIA case officer and as a local police officer could apply to counterterrorism and counterinsurgency strategy and tactics overseas. Drawing on thousands of pages of judicial documents and investigative files, Nuno Pinto outlines the alleged key role played by two Portugal-based extremists in a transnational Islamic State network whose alleged attack plans were thwarted by arrests in Strasbourg and Marseille in November 2016. The case raises concerns that European countries in which security services are less geared up to confront terrorist activity are being used as logistical hubs by jihadi terrorists. In the wake of the Islamic State’s deadly attack on Western tourists in Tajikistan in July 2018, Damon Mehl examines the threat the group poses to the country. With the Islamic State having lost almost all of its territory in Syria and Iraq, Michael Munoz looks at how the group’s propaganda efforts may evolve in the future.

Abstract:
After its pivot to insurgency, is the Islamic State losing power or preserving strength in Iraq? This is the research question posed by Michael Knights in this month’s cover article. Attack metrics, he writes, “paint a picture of an insurgent movement that has been ripped down to its roots,” but also one that is vigorously working to reboot by focusing “on a smaller set of geographies and a ‘quality over quantity’ approach to operations.” Knights warns that “the Iraqi government is arguably not adapting fast enough to the demands of counterinsurgency, suggesting the need for intensified and accelerated support from the U.S.-led coalition in order to prevent the Islamic State from mounting another successful recovery.” Our interview is with Mark Mitchell, Principal Deputy Assistant Secretary of Defense for Special Operations/Low-Intensity Conflict, who was among the first U.S. soldiers on the ground in Afghanistan after 9/11. Mitchell previously served as a Director for Counterterrorism on the National Security Council where he was intimately involved in significant hostage cases and recovery efforts in Syria, Yemen, Afghanistan, Pakistan, and Somalia. He was also instrumental in establishing the framework for the landmark Presidential Policy Review of Hostage Policy. Dan Joseph and Harun Maruf, the authors of the recently published book Inside Al-Shabaab: The Secret History of Al-Qaeda’s Most Powerful Ally, explain why the group remains a significant threat inside Somalia. Amira Jadoon and Sara Mahmood examine recent plans circulated by the Pakistani Taliban under its new leader Mufti Noor Wali Mehsud to try to reverse the group’s decline. Bennett Clifford and Seamus Hughes document the case of Aws Mohammed Younis al-Jayab, a returned foreign fighter to the United States who pleaded guilty in October 2018 to material support to a terrorist organization. His case sheds new light on cross-border foreign fighter recruitment networks in the United States and Europe, and the potential threat they pose.

Abstract:
The deadly attack at Fort Lauderdale airport earlier this month by an individual claiming to have been influenced by voices he heard and to have acted on behalf of the Islamic State has renewed attention on the nexus between terrorism and mental health. In our cover article, Emily Corner and Paul Gill explore what they argue are complex and often misunderstood links. Their preliminary findings show that the proportion of attackers in the West possibly influenced by the Islamic State with a history of psychological instability is about the same as the rate of such instability in the general population, though the rate is higher than in the general population if Islamic State-directed attacks are excluded. This is in line with their previous findings that group-based terrorists are much less likely to have mental disorders than lone-actor terrorists. They also question the degree to which lone-actor terrorists with mental disorders are symptomatic at the time of attacks. Lone-actor terrorists with mental disorders, they have found, are just as likely to engage in rational planning prior to attacks as those without. Their research has also found a significantly higher rate of schizophrenia among lone-actor terrorists than in the general population. There is a long-running debate about whether this condition could make individuals of all ideological persuasions less inhibited in moving from radical thought to radical action. In a joint interview, Peter Edge, Acting Deputy Director of U.S. Immigration and Customs Enforcement, and Wil van Gemert, Deputy Director of Europol, focus on the challenges of identifying, tracking, and interdicting foreign terrorist fighters and steps being taken to deepen transatlantic cooperation. Michael Horton argues that AQAP’s deepening ties to anti-Houthi forces in Yemen’s civil war is making the terrorist group even more resilient and difficult to combat. Don Rassler examines the contest between the United States and jihadis on drones and drone countermeasures. Jason Warner looks at the three newly self-declared affiliates of the Islamic State in sub-Saharan Africa.

In an extensive interview, General John W. Nicholson, commander of Resolute Support and U.S. Forces-Afghanistan, stresses the importance of preventing the country from again becoming a platform for international terrorism, noting counterterrorism operations have almost halved the fighting strength of the Islamic State’s local affiliate. He also outlines the ongoing effort to empower Afghan efforts against the Taliban, saying: “They’re at a bit of a stalemate. The government holds about two-thirds of the population. The enemy holds a solid 8 to 10 percent. … We think [if] we get to about 80 percent or more, we start to reach a tipping point where the insurgency becomes more irrelevant.” Our cover story by Georg Heil focuses on the deadly truck attack this past December in Berlin by Anis Amri, a Tunisian extremist suspected of links to Islamic State operatives in Libya. Investigations have made clear the danger posed by the radical network he belonged to in northwestern Germany led by an Iraqi preacher named Abu Walaa. It is believed to have recruited dozens to travel to join the Islamic State, communicated extensively with Islamic State operatives in Syria and Iraq, and encouraged attacks on German soil. Heil argues the high level of interconnectedness between these radicals in Germany and the Islamic State has potentially grave implications for European security. Aymenn al-Tamimi looks at the implications of the recent realignment of rebel and jihadi groups in Syria, which created two potentially conflicting power centers revolving around an enlarged Ahrar al-Sham and Hay’at Tahrir al-Sham, a new al-Qa`ida-aligned umbrella grouping. Robin Simcox finds Islamic State plots by pre-teens and teens are increasing in the West, with plotters in contact with the group in a majority of such cases. Shashi Jayakumar examines the growing Islamic State threat to Southeast Asia, arguing the group may pose as big a threat in the future in the East as in the West. Andrew McGregor warns growing clashes between Fulani Muslim herders and settled Christian communities in Nigeria could be exploited by terrorist groups and potentially destabilize the entire Sahel-West Africa region.

Abstract:
In our feature article, Seamus Hughes and Alexander Meleagrou-Hitchens focus on the threat to the United States from the Islamic State’s “virtual entrepreneurs” who have been using social media and encryption applications to recruit and correspond with sympathizers in the West, encouraging and directing them to engage in terrorist activity. They find that since 2014, contact with a virtual entrepreneur has been a feature of eight terrorist plots in the United States, involving 13 individuals. In our other cover article, Ahmet Yayla, the former police counterterrorism chief in the Turkish city of Sanliurfa near the Syrian border, outlines how investigations into the New Year’s Eve Reina nightclub attack in Istanbul have made clear the “immense scale of the Islamic State threat to Turkey.” While the attack, remotely steered by Islamic State operatives in Raqqa, was the work of a single gunman, a 50-strong network in Istanbul with access to at least half a million dollars provided logistical support. With the Islamic State declaring all-out war on Turkey, Turkish counterterrorism capacity severely weakened by recent purges, as many as 2,000 Islamic State fighters already on Turkish soil, and the possibility that Islamic State fighters will flood into Turkey as the caliphate crumbles, Yayla warns of severe implications for international security. Daniel Heinke, the director of the state bureau of investigation (LKA) in Bremen, outlines the key findings of an official German study of almost 800 German foreign fighters—the largest such study by a Western government—and the takeaways for smarter counterterrorism. He notes that while the number of Germans traveling to join the Islamic State has slowed to a trickle, there has been a surge in violent Islamist extremism inside the country, creating concern that returning foreign fighters will add “lethal capabilities to an already highly adrenalized Islamist community.” Andrew Zammit outlines how the jihadi threat in Australia has transformed since the Islamic State called for attacks in Western countries. While there has been an increase in attacks and plots in Australia, they have also become less sophisticated and ambitious. Finally, Matthew DuPée examines the growing financial windfall the Afghan Taliban and other jihadi groups are extracting from illegal mining in Afghanistan, which is now providing the Taliban with as much as $300 million in revenue per year.

Abstract:
In our April cover article, Michael Knights and Alexander Mello examine the Islamic State’s ongoing defense of Mosul. Despite the group’s use of innovative and lethal tactics such as pairing car bombs and drones, it has been outfought by coalition-backed Iraqi forces, which liberated eastern Mosul in January. With Islamic State fighters now engaged in a final fight on the western side of the Tigris, the authors describe how the group continues to prioritize mobile defensive tactics to seize the initiative and mount counterattacks. Our interview is with Bernard Kleinman, an American defense attorney who has been on the defense teams of several high-profile individuals in terrorism cases, including Ramzi Yousef, Khalid Sheikh Mohammed, Abu Anas al-Libi, and alleged USS Cole mastermind Abd al-Rahim al-Nashiri. Mirroring the global rift between al-Qa`ida and the Islamic State, Kleinman reveals that almost all the prominent alleged al-Qa`ida figures in U.S. custody he has had conversations with since 2014 are disturbed by the actions of the Islamic State, which they view as corrupting Islam and illegitimately targeting Shi`a for death. Kleinman reveals his client Ramzi Yousef, who is being held in the “Supermax” facility in Florence, Colorado, recently finished writing a 250-page treatise theologically repudiating the Islamic State. Kleinman also weighs in on the Guantanamo Bay military tribunal process and the relationship between Iran and al-Qa`ida, which his clients have described as being driven by a “my enemy’s enemy is my ally” logic. That is also the conclusion of Assaf Moghadam who draws on recently declassified Abbottabad letters and court documents to argue the relationship between Iran and al-Qa`ida, while historically not without tensions, is best understood as a tactical cooperation that is based on cost-benefit calculations. He argues that despite the intervention of Iran and its proxies in the Syrian civil war, these calculations are unlikely to change anytime soon. Fifteen years ago this month, al-Qa`ida detonated a truck bomb outside the el-Ghriba synagogue in Djerba, Tunisia, killing 19, including 16 German and French tourists. Aaron Zelin sheds new light on al-Qa`ida’s first successful international attack after 9/11, drawing on court documents and detention files. Finally, with concern growing over the Islamic State threat to Jordan, Sean Yom and Katrina Sammour assess the social and political dimensions behind youth radicalization in the kingdom.

Abstract:
In the early hours of June 12, 2016, an Islamic State-inspired gunman carried out the deadliest terrorist attack on U.S. soil since 9/11, shooting dead 49 people in an Orlando nightclub. The attacker was finally killed after a three-hour hostage standoff, leading to questions raised in the media over the police response. One year later, Frank Straub, Jennifer Zeunik, and Ben Gorban look at the lessons learned from the police response to the Orlando and San Bernardino terrorist attacks based on critical incident reviews they conducted for the Police Foundation. In our cover article, they outline how regular police units who were first to respond to the attacks were faced with chaos and “unimaginable devastation … with victims begging for help, people dying, and others who were already deceased” as well as adversaries armed with powerful weapons with explosives or making threats to use them against hostages. The authors argue that with the Islamic State calling for attacks in all 50 U.S. states, police forces across the country need to adapt their training and equipment to prepare for IED, suicide bombing, and hostage situations. Their review found that while Orlando police followed current best practices designed to avoid the deaths of hostages and unreasonable danger to police, new protocols may be necessary for terrorist hostage attacks. In our interview this month, James Gagliano, a former counterterrorist operator for the FBI Hostage Rescue Team, argues that with Islamic State-inspired hostage-takers seeking to kill as many as possible before being killed themselves, the new guidance in these cases should be for law enforcement to more quickly or immediately implement rescue plans to save as many hostages as possible. John Horgan, Mia Bloom, Chelsea Daymon, Wojciech Kaczkowski, and Hicham Tiflati examine the Islamic State’s older fighters. As the group finds it increasingly difficult to replace its fighters, preliminary evidence documented by the Georgia State University researchers suggests an emerging and increasingly aggressive role for older adults, especially as suicide bombers. Michele Groppi warns the terrorist threat to Italy may come to resemble that in France because of growing societal tensions. Franc Milburn provides an overview of Iranian Kurdish insurgent groups, who he argues may emerge as significant players in the region.

Abstract:
Two recent developments suggest the Islamic State’s caliphate pretensions are being consigned to history. The first is the group’s destruction of the Great Mosque of al-Nuri in Mosul, where three years ago Abu Bakr al Baghdadi declared his caliphate to the world. The second is the fact that the Syrian Democratic Forces (SDF), a U.S.-backed Kurdish and Arab militia, has now entered the city limits of Raqqa, the group’s de facto capital in Syria. In our cover article, Hassan Hassan outlines the challenges ahead in liberating and holding Raqqa. While removing the Islamic State from the city could take anywhere from weeks to months, he argues the harder task will be for the force, whose backbone is made up of Kurdish fighters, to prevent the Islamic State from exploiting ethnic tensions to destabilize the city after it is liberated. But he argues there is a window of opportunity for the SDF to bring sustainable security to Raqqa and surrounding areas because of the willingness of local tribes to work with liberating forces and warming relations between the SDF and Syrian Sunni rebel groups, who increasingly view the U.S.-backed force as a check on the Assad regime’s ability to regain control of northeastern Syria. While the Islamic State is shrinking, Lieutenant General Michael K. Nagata, director of the Directorate of Strategic Operational Planning at the U.S. National Counterterrorism Center, in a wide-ranging interview on evolving terror threats, draws attention to the group’s organizational resilience in the face of withering pressure from the coalition fighting it. The Islamic State’s attack on Tehran on June 7 was a case in point. At a time of rising sectarian tension across the Middle East, Chris Zambelis argues the Islamic State carried out the attack in part to bolster its recruitment and fundraising efforts—and one-up al Qa`ida—as it pivots from territory control to global terrorism. Michael Horton examines the enduring threat posed by the Islamic State’s local affiliate in the Sinai, arguing counterproductive tactics by the Egyptian government risk provoking a broader insurgency. In a study based on comprehensive data on those arrested in Spain for terrorism crimes maintained by the Elcano Royal Institute in Madrid that has wide implications for the understanding of radicalization processes across Western countries, Fernando Reinares, Carola García-Calvo, and Álvaro Vicente find that jihadi radicalization in Spain has been driven by two key factors of “differential association,” namely contact with radicalizing agents and pre-existing social ties with other radicalized individuals.

Abstract:
After a respite from mass-casualty terrorism for more than a decade, the United Kingdom this past spring suffered three such attacks in the space of just 73 days, making clear it faces an unprecedented security challenge from jihadi terrorism. In our cover article, Raffaello Pantucci outlines what investigations have revealed so far about the March attack on Westminster Bridge, the bombing at a pop concert in Manchester in May, and the June attack on London Bridge and Borough Market. The early indications are that the Westminster attacker, Khalid Masood, had no contact with the Islamic State and the Manchester and London Bridge attackers were, at most, loosely connected to the group. The current threat environment, Pantucci writes, continues to be mostly made up of individuals and smaller scattered cells planning lower-tech attacks with very short planning and operational cycles—sometimes remotely guided by the Islamic State—rather than cells trained and dispatched by the Islamic State to launch large-scale, Paris-type attacks, but this could change as more British Islamic State recruits return home. Our interview this month is with Edward You, a Supervisory Special Agent in the Biological Countermeasures Unit in the FBI’s Weapons of Mass Destruction Directorate. While the full liberation of Mosul last month effectively ended the Islamic State’s caliphate pretensions, Michael Knights warns the Islamic State and other jihadis are already bouncing back in several parts of Iraq and more strongly and quickly in areas where the security forces are either not strong enough or not politically flexible enough to activate the population as a source of resistance. As the Islamic State transitions from administering territory to a renewed campaign of terrorism and insurgency, Charlie Winter and Devorah Margolin examine the Islamic State’s apparent lifting of its moratorium on using women as suicide bombers. In a commentary, Aaron Brantly argues that creating back-doors in encryption, or banning it, would create significant societal costs without stopping terrorists from accessing the technology.

Abstract:
Sixteen years after 9/11, al-Qa`ida has a new figurehead (if not a new face) in the form of Hamza bin Ladin. On September 14, the group released an audio statement from Usama bin Ladin’s son calling for jihadis to double down on jihad in Syria and against what he depicted as an American-Russian-Shi`a conspiracy against Islam. It is not clear where Hamza, who is now in his late 20s, is currently based. So protective has al-Qa`ida been that the group has not circulated images of him since he was a child. In our cover article, Ali Soufan tells Hamza’s life story based on a wide range of sources, including recently declassified documents from Abbottabad. He argues that Hamza bin Ladin has not only emerged as al-Qa`ida’s leader in waiting, but is also the figure best placed to reunify the global jihadi movement as the Islamic State’s fortunes wane. Soufan points out Hamza’s hardening rhetoric toward Shi`a may represent an effort to attract deflated Islamic State fighters back into the al-Qa`ida fold. In our interview, Brian Fishman, Facebook’s Counterterrorism Policy Manager, provides a detailed description of how Facebook is using artificial intelligence and a dedicated team of counterterrorism specialists to remove terrorism content from its platform. Given the emergence of a new generation of leadership within al-Qa`ida, it is critical to understand the evolving threat from the group in the Afghanistan-Pakistan region. Don Rassler outlines how arrest metrics in the mega-city of Karachi point to an uptick in activity by the resilient group. In our October cover article, Rajan Basra and Peter Neumman explore the strong nexus between crime and jihadism in Europe. With a significant proportion of European foreign fighters having criminal backgrounds, they outline how the Islamic State is going out of its way to depict crime as helpful to its cause and to recruit criminals for terrorist enterprises. Our interview this month is with Lisa Monaco, President Obama’s chief counterterrorism advisor during his second term. In July, police in Sydney, Australia, discovered alleged plots by two brothers to detonate a bomb on a passenger jet and release poison gas on a target such as public transportation. Andrew Zammit outlines why it set off alarm bells in counterterrorism agencies worldwide. An Islamic State cybercoach in Syria allegedly arranged for a partially constructed bomb with military-grade explosives to be air-mailed to the plotters from Turkey and provided sufficient instructions for them to build a fully functioning device. This ‘IKEA-style’ approach to terrorism could be a game-changer because untrained Western extremists have hitherto found it difficult to make high explosives. The Islamic State cybercoach also transmitted know-how on making a poison gas dispersal device to the Australian cell. Columb Strack looks at the evolution of the Islamic State’s chemical weapons efforts in Syria and Iraq and the possibility that the group could export chemical terror to the West. John Mueller examines the degree to which the cybercoaching of terrorists should be cause for concern, arguing that in many cases cybercoaches have little control over their amateurish charges. Finally, Derek Flood, recently back from the frontlines, outlines how the capture of Hawija, the Islamic State’s last remaining urban stronghold in northern Iraq, exposed faultlines between Baghdad and Erbil, which set the stage for the dramatic events unfolding in the Kirkuk area.

Abstract:
The Islamic State’s caliphate project has ended in abject failure, with the group now holding a small vanishing portion of the territory it once controlled in Syria and Iraq. In our cover article, Mohammed Hafez argues the Islamic State is just the latest example of a “fratricidal” jihadi group predestining its own defeat by its absolutism, over-ambition, domineering behavior, and brutality. He argues that the Islamic State’s puritanical ideology blinded it to learning lessons from the GIA’s defeat in Algeria in the 1990s and al-Qa`ida in Iraq’s near defeat in the 2000s. In all three cases, these jihadi groups “managed to snatch defeat from the jaws of victory” because of their innate inability to show restraint and pragmatism. Our interview is with Angela Misra, the co-founder of The Unity Initiative (TUI), a British Muslim community group widely viewed as one of the most effective in countering violent extremism. Misra describes her increasingly high-stakes efforts to transform the mindset of women convicted of terrorist offenses and recent female returnees from the Islamic State. With the Islamic State recently moving toward embracing combat roles for women, she warns there could be a surge in female terrorism in Western countries. Colin Clarke and Phillip Smyth document how the Iranian Revolutionary Guard Corps is working to transform Shi`a foreign fighter networks into transnational proxy forces capable of fighting both asymmetric and conventional wars. Andrew McGregor outlines the security challenges in Libya’s southern Fezzan region, warning it could emerge as a major new base for jihadi operations with serious implications for European security. Jason Warner and Caleb Weiss look at why the Islamic State has, so far, failed to pose a significant challenge to al-Shabaab. In the wake of a double-truck bombing last month in Mogadishu that killed over 350, Daisy Muibu and Benjamin Nickels examine the local expertise factor in al-Shabaab’s increasingly deadly IED campaign.

We’re proud to be publishing the 10th anniversary issue of CTC Sentinel. In the inaugural December 2007 issue, then Director of the Combating Terrorism Center Joseph Felter introduced the new publication with a favorite phrase of the late General Wayne A. Downing, “Who thinks wins.” Felter is now the Deputy Assistant Secretary of Defense for South and Southeast Asia and is the subject of our interview this month. “We wanted CTC Sentinel to be a resource to the academic, scholarly, and policy community … so we designed CTC Sentinel to include both high-quality scholarship from leading scholars as well as articles grounded in practitioner insights,” he recalls. “[It] has truly met and exceeded our hopes for it.” A great deal of credit for this is due to founding editor Erich Marquardt, the journal’s editorial board over the years—now led by Colonel Suzanne Nielsen, Lieutenant Colonel Bryan Price, and Brian Dodwell—as well as Brigadier General Cindy Jebb, the Dean of West Point, who has been a longtime champion of the publication. There are still very significant challenges to think through. Hassan Hassan warns in this month’s cover article that the Islamic State is now attempting a resurgence in the border region between Iraq and Syria, having conserved forces for the same kind of attritional insurgency that led to its regeneration after its near-defeat in the late 2000s. This year has seen four international terror attacks involving ethnic Uzbeks, including a truck attack on New York City’s West Side Highway in October. Goktug Sonmez outlines how radicalization among Central Asians is becoming a growing international security concern. Johannes Saal examines what is known about what appears to be a new Islamic State external operations hub in Libya and the spokes connecting it to radical networks in Europe. Ryan Cummings outlines the evolving relationship between Boko Haram and al-Qa`ida and argues there are indications al-Qa`ida is trying to bring the group back into its fold.

The rise of the Islamic State in Iraq and the Levant (ISIL) has created an area where Turkish and Kurdish interests overlap: both parties are thoroughly alarmed at ISIL\'s expansion. However, delicate and sensitive cooperation against ISIL has to take place in the broader context of the complicated and evolving Kurdish-Turkish relationship. While Turkey develops its response to the ISIL threat and the Syrian crisis, it is also managing Kurdish relations as part of its effort to redefine the Turkish state and Turkish national identity. On their side, the Kurdish leaders — especially the Kurdistan Regional Government (KRG) in Iraq — are compelled to deal with a complex and sometimes competing array of Kurdish organizational alliances and interests that cross international borders, while trying to deepen their relations with Ankara. Despite the complicated nature of the situation, there are reasons to be hopeful.

Terrorism is highly dependent on cash flows for the purchase of everything from munitions and supplies to domains and pamphlets. Traditionally, one of the more challenging aspects of organizing international terrorist activities is rooted in financial transactions. The transfer of money around the world has, in the last decade, fundamentally changed the way terrorist organizations raise money to support their activities. Digital currencies like e-gold, Bitcoin, Peercoin, and Dodgecoin provide complex yet efficient mechanisms for the transfer of funds, as well as the decentralized collection of donations in a more anonymous manner than conventional banking transactions. There is sufficient evidence to suggest that terrorists are considering and, in limited instances, using digital currencies such as Bitcoin to finance activities. While these tools have gained in popularity, in recent years their expansion into various terrorist organizations has been slow and deliberate and has not matched pace with transnational criminal uses of these same technologies.

AL-QA`IDA IN THE ISLAMIC Maghreb (AQIM) is occasionally described as an operational branch of the global al-Qa`ida structure. Yet AQIM should not be viewed as an external al-Qa`ida force operating in the Sahel and Sahara. For years, AQIM and its offshoots have pursued strategies of integration in the region based on a sophisticated reading of the local context. AQIM and its offshoots leverage money, guns and prayers to establish their presence in poorly governed areas in the Sahel and the Sahara. Their use of religion is of particular importance in an area where the local governing administration, to the degree that it exists, is generally perceived by the domestic population as corrupt, whereas AQIM and affiliated Islamist militants present themselves as honest and pious Muslims. This is especially the case in northern Mali.

ON MARCH 1, 2014, Tehrik-i-Taliban Pakistan (TTP) and the Pakistani government agreed to a month-long temporary cease-fire to negotiate a peace deal. A few days after the announcement, two little-known militant groups-Ahrar-ul-Hind and Ansar-ul-Mujahidin-carried out two terrorist attacks in the Pakistani capital of Islamabad and Hangu District of Khyber Pakhtunkhwa Province, killing dozens of people. Although the cease-fire ended in April due to disagreements between the Pakistani government and the TTP, the attacks by Ahrar-ul-Hind and Ansar-ul-Mujahidin appeared to reveal that there are factions within the TTP that strictly oppose any negotiation with the government.

On august 26, 2013, Secretary of State John Kerry called the recent use of chemical weapons outside of Damascus “undeniable” and a “moral obscenity.” This is the latest chapter in an already complex civil war in Syria, a crisis that Kerry's predecessor called a “wicked problem” for the U.S. foreign policy establishment. That term was introduced 40 years ago by two professors of urban planning who were trying to identify what differentiated hard but relatively ordinary problems from those that were truly “wicked.” In their interpretation, wicked problems feature innumerable causes, are tough to adequately describe, and by definition have no “right” answers. In fact, solutions to wicked problems are impossible to objectively evaluate; rather, it is better to evaluate solutions to these problems as being shades of good and bad.

The current pool of jihadist hackers (or jihadist hacktivists) is youthful, ambitious in its goals, and largely lagging in terms of its technical capabilities. This is best illustrated by the fact that these hackers have carried out few effective large-scale attacks to date. Jihadist hacktivists remain a loosely to disorganized set of individual hackers who form and disband hacking groups they create, and frequently enter into counterproductive rivalries with fellow. hackers. In february 9, 2012, al-Qa`ida leader Ayman al-Zawahiri announced the merger of the Somali militant group al-Shabab and “Qa`idat al-Jihad,” the name he has used since at least 2005 to designate the group otherwise known as al-Qa`ida. This merger is significant because it materialized only after two key people had been eliminated, namely Usama bin Ladin in May 2011 and Fadil Harun (also known as Fazul Abdullah Mohammad) in June 2011. According to media reports, Harun was shot and killed by Somali government forces when he and his companion, Musa Husayn, refused to stop at a checkpoint in Mogadishu.

ON MARCH 11, 2004, a series of coordinated bombings ripped through Madrid's commuter train system, killing 191 people. Although the attacks have been described as the product of an independent cell of self-radicalized individual sonly inspired by al-Qa`ida, the extensive criminal proceedings on the Madrid bombings refute this hypothesis. The network responsible for the Madrid attacks evolved from the remnants of an al-Qa`ida cell formed in Spain a decade earlier. It was initiated following instructions from an operative of the Libyan Islamic Fighting Group (LIFG) and included members of the Moroccan Islamic Combatant Group (GICM), as well as two former members of the Algerian Armed Islamic Group and Egyptian Islamic Jihad. Although the network also included common criminals who radicalized into jihadists, this cell component was only a late addition.

SINCE THE START of the Syrian uprising on March 15, 2011, it has morphed from largely peaceful mass street protests to the current climate where parts of the country are engaged in armed conflict pitting the Free Syrian Army (FSA) against the Alawite-dominated security forces of President Bashar al-Assad. Syria's demonstrations began in the wake of the largely successful revolutions in Egypt and Tunisia and in the midst of the violent regime responses to their counter parts in Yemen, Bahrain, and Libya. After small-scale events spiraled out of control in the southern city of Dera`a , the critical juncture in the evolution of the FSA occurred when regime forces moved into the northern town of Jisral-Shughour with heavy armor beginning on June 4, 2011, after Damascus claimed that more than 100 of its security forces were killed by rebels. The Syrian regime's countermeasures in Jisr al-Shughour created an exodus of refugees into Turkey and the declaration of the establishment of the FSA.

Within a mere week of his death, Usama bin Ladin asserted that “reality has proven that American technology and its sophisticated systems cannot arrest a mujahid if he does not commit a security error.” Although Bin Ladin witnessed numerous senior al- Qa`ida members killed or captured by the United States and its coalition partners over the years, his words suggest that he attributed these losses not to superior U.S. technology, but to error or carelessness on the part of individuals. He was of the view that adhering to “the required security precautions [for people] in our situation” is feasible and human error is avoidable if the mujahid is “conscious of the importance of the mission he is fulfilling and is capable of staying in hiding until the situation opens up.”

ON JANUARY 17, 2012, a rebellion began in Mali when ethnic Tuareg fighters attacked a Malian army garrison in the eastern town of Menaka near the border with Niger.1 In the conflict's early weeks, the ethno-nationalist rebels of the National Movement for the Liberation of Azawad (MNLA)2 cooperated and sometimes collaborated with Islamist fighters of Ansar Eddine for as long as the divergent movements had a common enemy in the Malian state.3 On March 22, disgruntled Malian soldiers upset about their lack of support staged a coup d'état, overthrowing the democratically elected government of President Amadou Toumani Touré.

ON AUGUST 6, 2012, President Bashar al-Assad's prime minister defected, dealing another blow to the Syrian leader's efforts to preserve his regime. Since the start of the Syrian uprising in March 2011, the strong central authority the al-Assad regime built and institutionalized during four decades has been rapidly crumbling. Yet the factors that made Libya's uprising succeed—a united and organized opposition, sparse population patterns and a weak army—are absent in Syria. The country becomes more militarized after each passing week, with various, competing rebel groups gaining more leverage and territory—and even reportedly committing their own massacres. For now, the rebels—habitually termed the Free Syrian Army s¬(FSA)—mostly operate independently on tribal and geographic bases, and interaction between them, violent or cooperative, is for the most part relatively rare. Jihadist groups, such as Jabhat al-Nusra, have also definitively entered the fray.

The stabilization of iraq has become wedged on a plateau, beyond which further improvement will be a slow process. According to incident metrics compiled by Olive Group, the average monthly number of insurgent attacks between January and June 2011 was 380. The incident count in January was 376, indicating that incident levels remained roughly stable in the first half of 2011. One reason behind this stability is the ongoing virulence of northern and central Iraqi insurgents operating within Sunni Arab communities. Five predominately Sunni provinces and western Baghdad were responsible for an average of 68.5% of national incidents each month in 2011.
