Abstract:
US actions in Iraq and Afghanistan cause people to think that the US can resort to military measures against Iran as well. However the US invasion of Iraq and the uncertainties prevailing because of the invasion make analysts to question the necessity of military operations, because it might bring further uncertainties to region and to world politics. In this paper, it is argued that the US priorities in the Middle East are not well-defined and its policies are contaminated with cultural misperceptions, as seen in the case of the Iran's nuclear program. Historical, technical and international law aspects of Iran's nuclear program would be surveyed and the US policies regarding Iran's nuclear program would be analyzed. The US interests in the region would be discussed and the most known clichés regarding Iran and US relations would be questioned. It is the argument that US policies in the Middle East are not well-calculated in terms of the US global realpolitik concerns; and current US policies in the region harm the US interests in global stage. Thus, the US confrontation with Iran makes the potential cooperation opportunities with the Middle Eastern countries missed.

Abstract:
This article seeks to explain why Iranian foreign policy toward the western countries in general and The United States in particular even under the systemic pressures has remained relatively unchanged. To this end, the present article identifies the determinant factors affect Iranian foreign policy. Since the 1979 Islamic revolution, Iranian foreign and security policy has been dominated by a new set of revolutionary values and discourses. The author believes that the foreign policy of the Islamic Republic of Iran mostly is driven by its revolutionary values and ideological perspectives than the logic of nation states. To understand Iranian foreign behavior, one should try to understand the basic characteristics of the country's normative and discursive structures. Hence, this article argues that due to the role of normative factors in constructing Iranian foreign policy, the Holistic constructivist approach is considered the most applicable theory for explaining the country's foreign policy.

Abstract:
After 14 years of civil war and violence followed by the momentous and rather unusual elections of 2005, in which a woman defeated a footballer for the presidency, Liberia has seen over six years of state reconstruction and relative peace. Two recent announcements have, however, served as a warning to the extent of progress. The most recent is President Ellen Johnson-Sirleaf's declaration that she will, despite previous statements to the contrary, stand for re-election in 2011 due to shortcomings in progress. The announcement preceding Johnson-Sirleaf's was made in the form of the report of the Liberian Truth and Reconciliation Commission (TRC). It recommended that Johnson-Sirleaf, and indeed many others accused of involvement in the war, should be barred from public office for the next 30 years, and still more should stand trial on charges of war crimes. Four important questions arise. First, what was the mandate and findings of the TRC? Second, how has Liberia and the wider international community reacted to the final report? Third, has the TRC fulfilled its mandate and contributed to a process of reconciliation? Finally, and in a much broader sense, where does the TRC stand relative to the much wider liberal peace model?

Abstract:
Against a background of the augmented utilization of economic sanctions as a prescriptive measure to restore/establish democracy in autocratic or semi-autocratic regimes, this article seeks to explore the impact of economic sanctions on Zimbabwe's democratization process. This article argues that imposing sanctions on Zimbabwe further rendered the prospects of democracy attainment a murky area as reflected by some of the internal and external strategies espoused by the Zimbabwe government in redressing the unintentional manifestations of economic sanctions. Palpably, the use of economic sanctions to induce democracy in Zimbabwe has to a large extent failed, yet, on the contrary it has provided an opportunity, a scapegoat, and a fertile (conducive) platform for the government to further deny citizens their political freedoms whilst blaming it on external forces. This article's conclusions and results seek to bring out the significant policy implications related to the utilization of sanctions as an apparatus for attaining the political freedoms of people and to reveal some of the unintended outcomes of sanctions.

Abstract:
Some scholars have observed that Iran's foreign policy has leaned toward assertiveness since Mahmood Ahmadinejad came to power in 2005. They have tried to attribute this assertiveness to some internal and external factors. After reviewing the literature, we argue that the assertiveness of Iran's foreign policy during the first period of Ahmadinejad`s presidency is rooted in psychological (Ahmadinejad belief system), social (the social base of the new government), political (factional rivalries), historical (ideals of the Islamic Revolution), and external (the way Western countries treated Iran during Khatami) factors. On the contrary, it seems that Iran's foreign policy since the recent presidential election in 2009 has somehow softened and it appears to be less confrontational. This change, if real, may have significant implications for Iran's relations with the Western countries, particularly the United States. We seek to identify the main reasons for this change and explicate its main consequences for the Iranian foreign relations. This paper has four sections. First, we discuss the main features of Iran's assertive foreign policy during the first period of Ahmadinejad`s presidency. Secondly, we try to explain the main origins of this assertiveness. Thirdly, the recent developments in Iran's foreign policy, especially Ahmadinejad`s new moderate orientation, will be discussed and the main causes will be spelled out. Finally, the main implications of this change in Iran's foreign behavior will be discussed.

Abstract:
Palestine is a crucial and well-known place for humanity in general for the region in particular. The area is important for religious, cultural, political, strategic and economic matters. Judaism, Christianity and Islam are connected with the region. The well-known world empires and cultures left their ethnic, cultural and/or political marks in the life of regional people. The lucrative energy stocks are either located or connected with the region. The strategic location, military and economic capabilities of Turkey and Israel is significant and noteworthy in the region. They have played roles in the recent past and it seems they will continue to play in the near future. The both countries relationship required delicate policies due to their domestic and international sensitivities. There are ethnic and religious rivalries as well as political and economic clash of interests in the region. Alliances and co-operations in various fields shaped the recent history of the region. The region seems to be the most interesting arenas of political, economic, cultural and military manoeuvres of the influential world and regional powers. Turkey and Israel will play their active or passive roles in the wider scenarios accordance with their influences in regional and/or international politics. The relationship will be affected either upwards or downwards depending on their domestic and international perspectives of the issues. Regional and international developments are influential in shaping consistency of bilateral relations and regional peace.

Abstract:
Western observers sometimes shockingly reduce Chinese Aid to Africa to a way of securing access to natural resources. A closer look does not only reveal that China's disbursement of Aid to the continent is relatively unrelated to natural resources, but also that it fills exactly the areas that Western aid has increasingly neglected: Infrastructure, industrialization and manufacturing. Chinese and Western aid work but in many ways can be seen as complementing rather than competing. Western aid since the 1980s focuses almost exclusively on basic social needs, while China's Aid to Africa is more based on industrial cooperation. The tools, such as preferential loans, that China uses hereby are often similar to what has been successful when China was in the role of the Aid recipient. Aid should therefore not be seen as a philanthropic one way transfer, but part of a mutually beneficial strategy that uses policy to channel investment into areas in which they are needed most. There is a fine line between aid and business, but in its relations with Africa today, China is well aware that at home it was not aid that lifted 200 million people out of poverty.

Abstract:
Since its inception the European Union has transformed itself from a mere economic partnership to a regional cooperation, supposedly, embodying laws and values 'universally' accepted as 'good'. This very character has encouraged the EU to pursue the role of a global actor that not only personifies this 'value-system' but also strives at disseminating them into the rest of the world. But, over the years the rise of right-wing populism throughout Europe has threatened to challenge some of the core orientating aspects of this 'value-system'. While electoral victories have demonstrated their ability to impact the character of the EU within its boundaries, this study wonders what impact the rise of the right-wing populism could have on the European Union as a global actor.

Abstract:
Expansion in globalization arising from increased interconnectivity and interdependence across the world is causing a shift both in the focus of what now could determine the principal international power variables and the criteria for power balancing calculus. One direct challenge to the status quo is the emergence on one hand of new state actors which are becoming more assertive, as well as some other new key non-state actors now matching states seemingly one-on-one on the world stage in many spheres of international political concourse. Consequently, there is a visible or perceptible shift from the current USled unipolar 'New World Order' to a new form of multi-faceted power balancing structure that abstracts sharply from the traditional patterns of international power balancing calculus. The predominant position of the US in a post-Cold-War order is being threatened on several fronts. Consequently, unipolarity appears to be obviously on its decline. However, the US has started to respond in kind to such new threats to its continued international hegemony. It is a unilateral response that seeks to perpetrate unipolarity. But how long can it hold on to its grip and status as a global hyper power balancer? The challenges presented by such sundry scenarios including also other new related developments are exhaustively tackled here in this article.

Abstract:
The present paper aims to assess the relevance of Thucydides's study for international relations, via focusing on his most eminent text, The Peloponnesian War. The analysis of its relevance will be done through a tripartite structure, in which the first two parts are symmetric. In a first part, the continuities between Thucydides' historical account and the realist and neorealist theory of international relations will be analysed. While in a second part, the continuities between Thucydides' historical account and the constructivist theory of international relations will be dealt with. Finally, in a third part a limit will be raised, via the study of the prescriptive accuracy of The Peloponnesian War (on the grounds of new forms of violence).

The European Union in contemporary international relations is presumed as a regional organization dedicated for promotion of human rights, rule and law and governance. The EU has an image of a normative international power but contrary to it several issues in past raises serious questions on its liberal political, social and organizational structures. Roma population is the single largest ethnic minority in Europe but lately faced several problems. The decision of the French government to deport Roma settlers from its territory led to intense debate on human right issues in the EU. Abstract:
This paper mainly focuses on the mobility of the 31 highest Chinese administrational governors from 1999 to 2007, which includes their promotions, remains and literal transfer and so on. Through collecting and analyzing the information of those governors' personal as well as the provincial economic and social development conditions by logit regression model. It shows that the popular theory by Professor Zhou that supports a connection between cadres' promotion and economic performance has its own limited. This paper therefore has given a more comprehensive analysis on the possible factors that influence the promotion of the highest Chinese provincial governors.

Abstract:
This article sought to encourage the adoption of novel ethical approaches at the interstice between political and international relations (IR) theory, and character-based approaches in particular. It was argued that though the Fourth Debate has encouraged debate about the ethics of IR theory, surprisingly, character-based approaches have not been discussed, with communitarian and cosmopolitan performative ethics maintaining a conceptual hegemony. The concept of Jus in Bello was nominated for deconstruction since it has traditionally been understood cosmopolitan or communitarian manner based on performative ethic. An Aristotelian vocabulary was adopted in order to deconstruct the concept of Jus in Bello, with Jonathan Haidt's moral psychology, Lawrence Kohlberg's moral development psychology, Immanuel Kant's ethics, and social contract theory all being used to supplement the nominated Aristotelian reading of Jus in Bello. It was concluded that an Aristotelian reading of Jus in Bello is a viable alternative to and hence an Aristotelian vocabulary could be adopted when attempting to understand certain concepts and phenomena at the interstice between political and IR theory.

The current paper investigates the cross-national relevance of Latin American 'dependencia theory' for five dimensions of development (democracy and human rights, environment, human development and basic human needs satisfaction, gender justice, redistribution, growth and employment) on a global scale and tries to confront the very basic pro-globalist assumptions of the 'Lisbon process', the predecessor of the ongoing EU-2020 strategy, which was the policy target of the European leaders since the EU's Lisbon Council meeting in March 2000 to make Europe the leading knowledge-based economy in the world with a 'Latin American perspective'. A realistic and politically useful analysis of the 'Lisbon process' has to be a 'Schumpeterian' approach. First, we analyze the 'Lisbon performance' of the world economy by multivariate, quantitative means, looking into the possible contradictions that might exists between the dependent insertion into the global economy and other goals of the 'Lisbon process'. Dependency from the large, transnational corporations, as correctly predicted by Latin American social science of the 1960s and 1970s, emerges as one of the most serious development blockades, confronting Europe. Secondly, we analyze European regional performance since the 1990s in order to know whether growth and development in Europe spread evenly among the different regions of the continent. It emerges that dependency from the large transnational corporations is incompatible with a balanced, regional development. Finally, we discuss cross-national and historical lessons learned from the views of dependency and Schumpeterian perspectives for current policy-making in Europe, and opt for an industrial policy approach in the tradition of former EU-Commission President (1985-1995) Jacques Delors.

Abstract:
This article aims to study the British modalities of managing Kurdish nationalism in the vilayet1 of Mosul in the 1918-1926 period, when both Kurdish nationalism and Iraqi state-building were in their formative (if not infancy) period. There are two inter-dependent arguments: First, the new British policies of the post-WWI period were also in their formative period, since they were being formed through the issue of a geo-political and frontier re-structuring necessitated by the new international order. Second, Kurdish nationalism in the Mosul province evolved in the prism of the British policies, constituting both a trump card for and a challenge to the Kurdish population. This duality, I will argue, became the main characteristic of Kurdish nationalism in the future configurations in Iraq in particular, and in the Middle East, in general. This duality was the direct outcome of the British policies in the post-WWI period, which were stamped with a considerable polyarchy and tergiversations, due both to the uncertainties generated by the post-WWI period, the necessity of adapting to the new principles of the international order and inter-departmental competition. These polyarchy and tergiversations became manifest in the Iraqi state-building process, especially before the settlement of the Mosul question, the old Ottoman province with a substantial Kurdish population. In other words, it was in the vilayet of Mosul during this period (1918-1926) that the re-structuring of the British policies in the post-WWI era was crystallized -with all their ups-and-downs.

59. Public Perceptions and Reactions : Gauging African Views of China in Africa

Abstract:
While economic and political ties between China and Africa have grown substantially in the last years, our understanding of African perceptions of China is still limited. Those pieces of cross country survey data which are available draw a positive picture of African perceptions of China but surveys are not comprehensive and only consider various African countries as a whole. Starting from here, this paper looks into how opinions on China form in different parts of African society, using case studies from unions, political elites and civil society. It comes to the conclusion that trade has an overall bigger impact on popular perceptions of China than FDI, which has been the focus of much literature. While a rising trade deficit has an overall negative impact on perceptions of China, increased Chinese trade is perceived positive by consumers that get more competitive prices and small scale vendors. Civil society organizations in Africa sometimes show critical opinions but are also increasingly engaged by China. Western Media generally tends to portrait China's relations with Africa in a more negative way, than it is perceived by most Africans. Several studies confirm that Africa is the continent that on average holds the most positive views on China.

Abstract:
The 21st century has witnessed the intensification of relations between Zimbabwe and the East and other favorable states, Russia among them. Historically under the socialist rhetoric the two countries shared a common political ideology. Zimbabwe-Russia relations dates back to the era of the liberation struggle. The Soviet Union aided Joshua Nkomo's Zimbabwe People's Union and later the Patriotic Front which included Mugabe's Zimbabwe National African Union. The Soviet Union aided the Patriotic Front freedom fighters with training, material and logistical support. After Zimbabwe's independence in 1981, diplomatic relations between Russia and Zimbabwe were efficiently established. These relations were interrupted in 1989 with the collapse of the Soviet Union. Russia maintained her ties with Zimbabwe during this interruption but all the same the relations were non-eventful. The inception of the 21st century witnessed the revival intensification of relations between the two states. Russia's ties with Zimbabwe were re awakened following the invasion of Iraq by the US led coalition of the willing in March 2003which coincided with the unprecedented pressure on Zimbabwe following the 2002elections. The revival of these relations is depicted by trade agreements signed between the two states, actions of government officials concerned, in the diplomatic and academic circles as well as by the media reports. The aim of this paper is to highlight how common ideology, foreign policy principles and objectives and commonality of interests between the two states have led to cooperation. Issues characterizing the revival and intensification of relations between the two states will be highlighted and these will provide the appropriate framework upon which the relations between Zimbabwe and Russia could be understood. The paper brings to evidence that the revival of relations between the two states is partly driven by the deterioration of relations between Zimbabwe and the West.
