Abstract:: Fighting in Sudan between the regular army and the paramilitary Rapid Support Forces (RSF) has been ongoing since 15 April. The clashes are mainly taking place in the capital, Khartoum, and in the Darfur region, causing the destruction of infrastructure, a humanitarian disaster, and the displacement of the population. Although neither side has achieved military superiority or the support of the population, they are determined to continue fighting until the opponent is eliminated, which makes efforts to achieve a permanent ceasefire difficult. In the longer term, international support for a political solution to the crisis should aim to restore civilian control of the state.

5. Paths to a Ceasefire in Ukraine: America Must Take the Lead

Abstract:: Barring an improbable complete victory for Ukraine or Russia, the conflict in Ukraine will end, or more likely be suspended, in the form of a compromise. The fighting is therefore now essentially about the geographical and political lines along which this compromise will be drawn. These will become much clearer once the results of the forthcoming Ukrainian counter–offensive are known, and the aftermath of the offensive will be the time for an intensive diplomatic effort to bring about a ceasefire. Ideally, this compromise should take the form of a peace settlement like Northern Ireland’s in 1999, that would end the war and allow the creation of a stable, consensual and peaceful security order in Europe. More likely, however, is a ceasefire that (as in the cases of Kashmir, Korea, and Cyprus) will freeze the existing battle–line, wherever that runs. Such a ceasefire will in any case be necessary if talks aimed at a formal peace settlement are to take place; and even if such a treaty cannot be reached, such a ceasefire, if far from ideal, might still prove reasonably stable and permanent. Both the U.S. and Ukrainian administrations stated after it began that the war would inevitably end in a negotiated peace. In the first month of the war President Volodymyr Zelensky put forward peace proposals that included suspending the issues of Crimea and the eastern Donbas for future negotiation. Since then, however, both Ukraine and Russia have adopted positions that make any agreement between them exceptionally difficult. Given these circumstances, the United States must play the greatest role in achieving a ceasefire.

Abstract:: In recent years, Ethiopia has increasingly faced violent conflicts which are intergovernmental, interparty, and interethnic in nature. In this regard, the conflict between Oromia and Somali regional states, which used to be local and confined to border areas prior to 2017, expanded its scale from local to the regional level, from clan to ethnic level. By drawing on research about intergovernmental conflict resolution and peacebuilding between Oromia and the Somali Regional State, this policy brief identifies the root causes of conflict along the borderlands between Oromo and Somali, examines the effectiveness of the measures taken to address the conflict, and recommends key areas for policy interventions to resolve the conflict.

Abstract:: The literature on conflict interventions in Nigeria’s Niger Delta region have shown profound interest in Government attempts to prevent ethnic fragmentations and the proliferation of armed militia groups. Legislative structures have often generated the multi-track approaches adopted by government to mitigate the conflicts. Though significant, the results of these efforts have remained unclear. The article explores the role of legislation in designing paths to peace in fragile, ethnically divided communities. Specifically, the article examines the Delta Development Administration Committee Law 2004. The legislative plan to promote the development administration law was to enable the executive, with participatory governance assistance, to implement key strategies for conflict transformation and peacebuilding. The article concludes that, contrary to the fears that the establishment of exclusive ethnic Community Development Committees (CDC) is a dreadful anachronism that will increase the dangers of ethnic exclusivity and offensive actions, the CDC will in fact generate conflict transformation and peacebuilding.

Abstract:: For many decades, traditional leaders have been occupied with solving conflicts in African indigenous communities. Nevertheless, their contributions to conflict resolution have not been as widely documented as work in the area of formal conflict resolution. The core of this investigation was to explore the roles traditional leaders play in resolving conflict among indigenous communities in South Africa. The study also explored shortcomings of traditional authority institutions as they carried out their roles in peace building. A qualitative research methodology was adopted to answer the objectives of the article. The research found that conflict remains an element peculiar to communities and, as such, the need for traditional leaders to intervene and maintain peace. Traditional leaders were guided by moral values and belief systems which have been passed down from one generation to the next. These authorities used processes such as mediation and arbitration in achieving peace. However, in some instances, these traditional leaders have experienced disrespect from community members. Most of the participants in this study are knowledgeable about traditional practice and have played vital roles in local conflict situations.

Abstract:: One chieftaincy conflict that has engaged the attention of all governments of Ghana since independence has been the Dagbon chieftaincy crisis. An ex-post analysis of the latest state of mediation and intervention efforts to resolve the crisis since the March 2002 eruption of bloody conflict, highlights a political stalemate that has challenged mediator intervention strategies. The Committee of Eminent Chiefs (CEC) appointed to mediate the dispute was stalled from 2009 until November 2018, when the Committee laid out a road map for peace which culminated in the installation of Ya Na Abubakar Mahama Andani. The approaches span 17 years of dealing with the crises – given several weaknesses associated with the resolution regimes. Adopting ethnographic and other qualitative methods of data collection, this article posits that, in spite of the inveterate tendency to resolve traditional political problems through modern democratic systems, the Dagbon crisis could have been resolved as a state-brokered intervention by adopting a modern electoral college system grounded in a ‘Clean Sheet Redesign process’ to pave the way for the restoration of the Andanis and Abudus family gate rotational system.

10. Malawi’s Peace Policy: The bedrock of a coherent national peace architecture?

Abstract:: In November 2017, the government of Malawi launched the country’s first National Peace Policy (NPP) to systematically promote sustainable peace and unity. Malawi already had infrastructures for peace (I4P) that had been developed separately by the state, non-state actors and other stakeholders for various purposes. However, there was no integrated and coherent national peacebuilding framework which was focused on proactive conflict prevention and the promotion of sustainable peace and unity. The outbreak of deadly violence between police and civilians in July 2011 was a major manifestation of shortcomings and failures of the uncoordinated and mainly reactive top-down and bottom-up peace infrastructures established by the state and non-state actors, respectively. In response to the violence, the United Nations’ (UN) preventive diplomacy and facilitation of national dialogue in Malawi helped de-escalate tensions and mitigate conflict risk. This culminated in the development and approval of the NPP. The NPP is a bedrock strategy of a coherent and credible National Peace Architecture (NPA) to serve as the national pillar for peacebuilding. The NPP is being implemented by complementary state and non-state actors working closely with the United Nations Development Programme (UNDP) in compliance with regional, continental and international instruments relating to the NPA. The case of Malawi presents an opportunity for building integrated local, national, regional, continental and international peace architectures.

11. Adaptation of local peace committees in Zimbabwe: Lessons from ChipingeEast constituency

Abstract:: The article discusses a study conducted in the Chipinge-East District of the Manicaland Province in Zimbabwe. The possibilities of establishing local peace committees in a Zimbabwean context were analysed. The study was as a reaction to the recurring violence affecting Zimbabwean communities along the border with Mozambique. In addition, the absence of comprehensive violence-reduction measures from the Zimbabwean government and communities to address this violence was noted. An action research approach was used to conduct the study. The findings of the study revealed that the Chipinge-East community had the capacity and interest to set up a Local Peace Committee (LPC). The LPC managed to set up an early warning system to mitigate the violence which occurs in the community. The LPC members also managed to travel to other locations in Chipinge District to inform the wider community about the early warning system. Despite its notable achievements, the LPC faced obstacles which included a lack of financial resources, initial resistance, and suspicions from community members and state authorities. Despite the challenges, the LPC continues to forge ahead and serves as a model for peacebuilding in Zimbabwe.

12. A new conflict management strategy for Syria: Creating a Safe, Calm and Neutral Environment

Abstract:: The search for peace in Syria faces a deep crisis. The battlefield has reached a stalemate, the Constitutional Committee never emerged from its cul-de-sac, and the UN’s ‘step-for-step’ approach suffers from flawed conceptual underpinnings as well as a lukewarm reception. Meanwhile, Syria remains divided into three areas that risk drifting further apart amid deteriorating humanitarian conditions. This reality on the ground should serve as a marker for recalibrating Western policy on Syria beyond the current focus on sanctions, accountability, and humanitarian aid. Western policy makers – mostly those from the US, European Union and Turkey – must base a much-needed new conflict management strategy on three ‘ground truths’: 1) the conflict is largely frozen and Syria is likely to remain divided into competing areas of control that are supported, or overseen, by external powers for the foreseeable future; 2) questions of national legitimacy and power sharing are not currently solvable and must be temporarily put on the back burner; c) diplomatic efforts to stabilise Syria and prevent partition are likely to be more effective when they focus on restoring practical connectivity between the different areas of control in terms of flows of people, goods and trade/aid/investment, as well as education. Such a strategy can take shape by operationalising the UN-sanctioned concept of a ‘safe, calm and neutral environment’ (SCNE) via a clear set of principles for engagement, a detailed stakeholder/interest mapping of the various conflict parties, and a focus on pragmatic measures to improve daily conditions. The objective of such a strategy is to enable a durable return to relatively normal life for Syrians still living in the country, and to create linkages between the country’s war-torn parts that can open windows of opportunity in the longer term for a political process reflecting the intention of UNSCR 2254.

Abstract:: Chinese fishing vessels and maritime militias were found in Philippine waters on April 12, 2021. Diplomatic protests raised by the Philippines have been ignored by China, which still claims most of the South China Sea, although in 2016 The Permanent Court of Arbitration at The Hague under Annex VII of the United Nations (UN) Convention on the Law of the Sea (UNCLOS), ruled that such a claim is inconsistent with international law. In the article, the authors use a normative research method and a comprehensive literature review in which sources are obtained from secondary data. The results show that China violates the tribunal ruling by infringing the sovereign rights of the Philippines’ Exclusive Economic Zone (EEZ). For the avoidance and prevention of further issues between the two states, the establishment of a Provisional Measures Zone (PMZ) may be used as a settlement.

Abstract:: In 2016, the Colombian Peace Agreement included an Ethnic Chapter designed to ensure the representation of and oversight by indigenous and Afro-Colombian social organizations in the implementation process. This recognition of ethnic rights as a cross-cutting agenda set a precedent among international peace-building processes. But failures in the implementation have meant that armed conflict and systematic violence against ethnic peoples and their territories have raged on. In this Accountability Note, Helmer Eduardo Quiñones Mendoza presents an assessment of the implementation of the Ethnic Chapter of the peace agreement. The assessment was carried out by the advisory team to the High-Level Forum with Ethnic Peoples (IEANPE), the main mechanism for monitoring and promoting the Ethnic Chapter, and presented to the Colombian government in 2021. Together with a preface by Armando Wouriyú Valbuena (Secretary of the Ethnic Commission, Technical Secretary of the IEANPE, and distinguished indigenous leader), an introduction by Jonathan Fox (ARC Director), and an afterword by Gimena Sánchez-Garzoli (Washington Office on Latin America), this note assesses implementation against each of the agreement’s six pillars, identifies entry points for improvement, and lays out an agenda for building a new future for Colombia’s ethnic minorities by fully implementing the Ethnic Chapter of the 2016 agreement.

However, after decades of stalled negotiations, it is likely that future peacemaking efforts will be multilateral, reliant on an orchestra of international actors who can support specific processes that, in concert, could encourage Israelis and Palestinians to reapproach one another. This piece examines the role of Greece and Cyprus, two regional actors whose strategic relationship with Israel has strengthened over the last decade, could help advance peace. Though secondary players in the context of the Israeli-Palestinian conflict, there are concrete ways that both states – if invited by the central parties – could contribute to a more conducive environment for cooperation and dialogue.

Abstract:: By dint of its position in the Arab and Muslim arena, Morocco is strongly committed to the Palestinian issue and the safeguarding of Jerusalem’s Muslim holy sites. Throughout its history, Morocco has served at times as a mediator between Israel and the Arab world and mobilized to help Israeli-Palestinian peacemaking within the framework of the Oslo process. Morocco has adopted a largely neutral foreign policy as a state seeking stability in the Middle East and North Africa and willing to help mediate regional conflicts. These efforts are notable in both the Palestinian arena and in the broader Middle Eastern and North African one. Israel takes a positive view of ties with Morocco, backed by the support of the large Moroccan Jewish diaspora living in Israel. Palestinian views of Morocco’s policy are mixed. Along with a positive perception based on recognition of Morocco’s commitment to the Palestinian issue, measured criticism is also being heard over its decision to advance normalization with Israel. Attitudes toward the normalization process are complex, including both criticism and support for the move. Morocco cannot set in motion and orchestrate the Israeli-Palestinian peace process, but it can help by providing conciliation and mediation and broad legitimacy for a consensual arrangement on Jerusalem’s holy sites.

Abstract:: During a meeting in Moscow on 11 January, the representatives of Russia, Armenia, and Azerbaijan discussed the situation after the ceasefire in the Nagorno-Karabakh (NK) conflict. The peacekeeping force of the Russian Federation located in NK remains the guarantor of the cessation of the fighting. The practice of Russian conciliation so far differs from that of UN peacekeeping operations and strengthens Russia’s military position in the region. A challenge for it will be Turkey’s growing ambitions in the South Caucasus, as well as the lack of an agreed status for NK, which in the future may lead to the resumption of military operations in this territory.

Abstract:: Humanitarian information systems typically provide analysis to predict crisis, assess needs, direct program resources, and assess short- to medium-term effects of programs. But much of this information is “chunky”—a single estimate of “needs,” for example, can be expected to direct resources and programming for up to a full year (IASC 2020). A single early warning scenario might be expected to provide information about potential hazards and the exposure of population to the ill-effects of that hazard for three to four months. And almost by definition, early warning analyses are grounded in known and likely hazards, “population in need” (PIN) figures are based on the impacts of known shocks, and program resources are (or should be) allocated on the basis of known and projected PIN figures. There have long been questions about the timeliness of humanitarian information and especially about the extent to which information initiates appropriate and timely actions (Buchanan-Smith and Davies 1995; Bailey 2012; Lentz et al. 2020). And there have always been concerns that circumstances can change in shorter time periods than standard humanitarian analysis procedures can pick up, so interest in real-time monitoring (RTM) as a component of humanitarian information systems has increased for at least the past decade or so (FSNAU 2015).

28. Landmines: The Local Effects of Demining

Abstract:: Anti-personnel landmines are one of the main causes of civilian victimization in conflict-affected areas and a significant obstacle for post-war reconstruction. Demining campaigns are therefore a promising policy instrument to promote long-term development. We argue that the economic and social effects of demining are not unambiguously positive. Demining may have unintended negative consequences if it takes place while conflicts are ongoing, or if they do not lead to full clearance. Using highly disaggregated data on demining operations in Colombia from 2004 to 2019, and exploiting the staggered fashion of demining activity, we find that post-conflict humanitarian demining generates economic growth (measured with nighttime light density) and increases students’ performance in test scores. In contrast, economic activity does not react to post-conflict demining events carried out during military operations, and it decreases if demining takes place while the conflict is ongoing. Rather, demining events that result from military operations are more likely to exacerbate extractive activities.

Abstract:: Alternative Dispute Resolution (ADR) mechanisms have been the common practice to resolve various conflicts in general and blood feuds in particular in the Amhara national regional state. As such, the central objective of this study is to assess the interface between ADR and the formal criminal justice system when addressing blood feuds. To achieve this, an ethnographic research approach was used. As the finding reveals, shimglinaas the common indigenous resolution mechanism of blood feuds has been widely used. In this reconciliation process, we identified diagnosis, initiation, forgiveness and the oath as essential phases. Concerning the previous interfaces between shimglina and the formal adjudication system, the reconciliation decisions made by shimglina had been accepted and taken for granted by the formal adjudications. But now this trend has been changed due to interference by formal adjudication on the process and implementation of ADR decision-making.

Abstract:: United Nations Security Council Resolution 2250 (2015) acknowledges that the world cannot attain meaningful peace without including the youth. This is critical in Africa where the youth who constitute the bulk of the continent’s population are involved in armed conflicts as perpetrators, victims and witnesses. Consequently, the youth suffer physical, cognitive and psychosocial impact of conflict, blurring their meaningful participation in peacebuilding processes. This article discusses indigenous African interventions aimed at conflict resolution, peacebuilding, healing and restoration of youth involved in and affected by armed conflicts. Four areas are addressed, namely: introduction, youth, indigenous methods, and finally conclusion and recommendations. It was found that scholars frame youth involvement in armed conflicts as perpetrators, triggers and victims. However, there is an emerging trend which frames youth as peace-builders. Africans have a rich indigenous knowledge reservoir for conflict resolution, peacebuilding and psychosocial interventions. However, the application of these interventions is marginalised. This article therefore advocates for the revitalisation of these interventions in conflict resolution, peacebuilding, and encourages psychological healing and social restoration for the youth amid ever increasing conflicts in Africa. The researcher recommends, as a way forward, the following: greater involvement of youth in conflict resolution, peacebuilding, healing and restoration through indigenous African interventions; research on and inclusion of indigenous African knowledge in our educational system; and integration of indigenous African interventions into police, legal, justice and psychosocial support systems and practices.

Abstract:: The worldwide breakthrough of micro-finance has revolutionised lives of traditionally marginalised group; that few will dare dispute. Nowhere are the changes more sweeping than in Kenya, a country where significant adoption of community savings initiatives (Chamaas) is being witnessed.Chamaas builds on the traditional Rotating Savings and Credit Association (ROSCA) methodology and implemented as a social safety net to support communities address livelihood challenges. Despite the centrality of Chamaas in socio-economic strengthening, very little has been studied about their potential to contribute towards social cohesion and conflict transformation. This study sought to examine how Chamaas go beyond fostering economic empowerment, to enhance community member’s interaction, address communal conflicts and strengthen social bonds. This study is based on qualitative field research, undertaken in Kenya’s West Pokot and Turkana counties and focuses on how community savings contribute to conflict transformation, with especial attention to women’s issues. Importantly, it would be remiss of this study if there was no discussion on challenges that confront members of community savings schemes. Ultimately, the research will focus on how community savings can be strengthened and supported to fully integrate peacebuilding in their processes.

Abstract:: The unresolved conflict between Russia and Ukraine in the Donbas region represents by far the greatest danger of a new war in Europe — and by far the greatest risk of a new crisis in relations between the United States and Russia. The Biden administration does not wish to escalate tensions with Russia, and no doubt appreciates that admitting Ukraine into NATO is impossible for the foreseeable future, if only because Germany and France would veto it. Nonetheless, so long as the dispute remains unresolved, the United States will be hostage to developments on the ground that could drag it into a new and perilous crisis.

Abstract:: Two decades ago, history was made as far as gender security is concerned. The United Nations Security Council (UNSC) led a revolutionary policy change by passing Resolution 1325 – also known as the women, peace and security (WPS) agenda – on 31 October 2000. The resolution marked the United Nations’ (UN) full-fledged attention to gendered aspects of peace and conflict. This was revolutionary: advocacy for placing women at the centre of peace processes – not merely as victims, but as peacebuilders. The resolution called for the full participation of women in all efforts towards conflict prevention, resolution, peacemaking and post-conflict reconstruction. This resolution is considered a crucial international document for advocating gender equality in all processes of peacebuilding, both during conflict and post-conflict.[1] It brought into focus the official endorsement of the involvement of women in formal peace processes.[2] This article[3] argues that since we recently celebrated the 20th anniversary of UNSC Resolution 1325 in Africa, and elsewhere, a reality check is in order.

34. Trade and trust: the role of trade in de facto state conflict transformation

Abstract:: De facto states – unrecognized secessionist entities that eke out a living on the margins of the international system – are often heavily dependent on external patron states for economic aid and investment. When the parent state – the state that the de facto state seeks to break away from – responds to the secessionist attempt by imposing sanctions or economic blockades, this further exacerbates such dependency. Moreover, due to their lack of international recognition, de facto states often have limited opportunities to engage with the outside world beyond the patron and the parent state. However, closer examination of one such de facto state, Abkhazia, reveals that de facto states can enjoy some bounded independent economic agency. Abkhazia’s maneuvering between Russia as “patron,” Georgia as “parent state,” and the wider international community (here exemplified by the EU) in the sphere of trade and economic interaction has important implications for de-facto state conflict transformation.

Abstract:: The ways in which jihadist insurgents in the Sahel govern is rarely considered in the academic literature. They have often been portrayed as ‘Islamic terrorists’, who achieve their objectives by using brutal force against the civilian population and who finance their activities through criminal networks and activities. However, scattered empirical evidence reveals a different picture. Jihadist insurgents, like other insurgent groups, often use a variety of strategies to rule territory and populations. The scale, character and form of how such groups govern differs not only between countries but also at the sub-national level within the same group. Nevertheless, until recently jihadist insurgent governance in Africa and particularly the Sahel region has largely been overlooked. This synthesis reviews the existing literature on jihadist governance in West Africa, with a particular emphasis on the understudied region of the Sahel. The review is organised as follows: first, we clarify key concepts and provide definitions. Second, we provide a brief overview of Islam and politics in the Sahel, contextualising the rise of Salafist-jihadism as well as historical cases of jihadist governance. Third, we provide a brief overview of the literature and synthesise the existing research on jihadist insurgent governance in the Sahel. Fourth, we examine some key cases of jihadist governance in northern Mali, Nigeria and the Liptako-Gourma region straddling Mali, Burkina Faso and Niger. Finally, we conclude by summarising our findings, discussing the implications for the study of civil war and insurgency and consider avenues for future research.

Abstract:: The Nkafu Policy Institute, a think–thank of Denis and Lenora Foretia Foundation, Simbock, Yaoundé, Cameroon, hosted a webinar on January 26, 2021 on the theme: “Can the Anglophone Crisis be Solved Through a State-Centric Approach?” Hosted in partnership with the National Endowment for Democracy based in Washington DC, the webinar sought to know if the ongoing conflict in North West and South West Cameroon can be resolved through a state–centric approach. Bringing together about 68 participants, the January 2021 webinar sought to provide a platform for knowledge sharing and dialogue on the anglophone conflict and brainstorming to see if the state alone can resolve the conflict without the involvement of other stakeholders. The meeting sought to address a widely recognized need for the government of Cameroon to ensure greater involvement of civil society organizations, regional bodies, the United Nations, the African Union, Nation States and international mediators in the sustainable resolution of the conflict. For the past four years, the socio-political climate of the Anglophone regions of Cameroon has been very volatile. The long-standing grievances among the Anglophone population in the North West and South West Regions of Cameroon concerning marginalisation particularly in the educational and legal systems by the Francophone-dominated government led to widespread protests in October 2016.1 The conflict escalated from a peaceful demonstration that was met with a heavy crackdown from the government security forces in 2017. As a result, the situation morphed into an armed conflict with increasing support by the population in the Anglophone regions to seek independence from Cameroun – French Cameroon – as an independent “Republic of Ambazonia.” Since 2017, the conflict has continued unabated without any party seeming to surrender and thus end the war. Despite attempts from the national and international communities to intervene and resolve this destructive conflict, it has nevertheless, resulted in an impasse.2 The government of Cameroon opted for a military strategy from the very beginning of the peaceful protest that quickly changed into an armed conflict. Some pundits attribute this escalation to November 30, 2017 when President Biya, upon his return from Abidjan, Ivory Coast – after attending the 5th African Union-European Union Summit – declared to pressmen at the Yaoundé Nsimalen International Airport that he would put an end to the series of killings of forces of law. He also said he would order in general and the massacres around Mamfe in the South West Region, at the time all claimed to have been perpetrated by “Anglophone separatists.”

39. Focussing European Cooperation with the Middle East and North Africa on Social Contracts

Abstract:: 2021 is proving to be a key year for cooperation between Europe and its neighbours in the Middle East and North Africa (MENA) region. As the European Union (EU) launches its new multiannual budget, the COVID-19 pandemic has demanded a rethink of the political, economic and social priorities that the EU and its member states should pursue with MENA countries. Europe’s potential for positive influence on state–society relations in MENA countries has yet to be realised. The latest European Neighbourhood Policy (ENP) South Communication, published in February 2021, promises a “new agenda” for cooperation with MENA countries. It does not, however, address conflicts between its own objectives, especially between liberal–democratic political and economic reforms, accountable government and respect for human rights on the one hand, and restrictive trade practices, migration management and security cooperation on the other. Furthermore, there is little bilateral policy coordination among EU member states. Focussing cooperation on social contracts would help overcome such conflicts, which are inherent in cooperation targeting short- to medium-term goals, such as migration management, resilience and private investment. In authoritarian contexts, these measures tend to strengthen the state at the expense of society, and thereby increase prospects for conflict, rather than the stability they promise. The social contract perspective is long-term. Social contracts rely on the state’s delivery of the “3 Ps”: protection (of citizens), provision (of economic and social services) and participation (in decision-making). The social contract provides an analytical tool and a set of organising principles for joint EU and member state priorities and activities. The social contract lens shows how the 3 Ps work together as a framework for social cohesion, peaceful relations and political stability. In practical terms, its use would help improve the effectiveness, coherence and coordination of EU and member state cooperation with MENA countries. Some EU member states prefer to focus on trade and economic cooperation, some on political reform and human rights, and others on migration management. If all take a more long-term perspective, they will realise that sustainable social contracts in MENA countries are good for all of their aims. All European actions should support reforms in MENA countries that aim to make social contracts more acceptable to the contracting parties – governments and social groups. Ideally, such reforms result from negotiations of social contracts between parties on equal terms. In practice, how¬ever, the negotiation power of social groups is often limited – one reason why Europe should ensure that its programmes strengthen societies at least as much as governments. This paper discusses four key cooperation areas which are potential drivers of change for social contracts: • Conflict resolution, peacebuilding and reconstruction; • Post-COVID-19 recovery: health and social protection; • Participation at local, regional and national levels; and • Mutually beneficial migration and mobility. The EU and its member states, by working together on the 3 Ps in these four areas, can influence positive change in the MENA region.

40. Achieving Full Resolution to the Karabakh Conflict

Abstract:: Azerbaijan’s decisive defeat of Armenia in the Second Karabakh War is certainly cause for optimism that any remaining issues between the two countries can be resolved through diplomacy rather than military might. After all, Azerbaijan managed to recover all the territories outside the Karabakh enclave captured and occupied by Armenia since the 1990s—as well as parts of the former Nagorno‑Karabakh Autonomous Oblast itself—in addition to forcing Armenia to withdraw all its troops from sovereign Azerbaijani territory. However, past indisputable successes in other conflicts indicate that Azerbaijan must be careful not to overestimate its capabilities to translate the recent military triumph into full resolution of the Nagorno‑ Karabakh conflict. While it is tempting to declare the conflict over and to talk strictly of post‑conflict construction and development, a handful of countries have painfully learned that such declarations can be premature. For instance, in August 1982 Israeli Prime Minister Menachem Begin predicted that the imminent defeat of the Palestine Liberation Organization (PLO) in Lebanon portended 40 years of peace; and in May 2003 U.S. President George W. Bush declared “Mission Accomplished” after ousting Saddam Hussein from power in Iraq. Both of these declarations came back to haunt the respective countries that had believed they had put behind them the conflict at issue. The crucial element that both of the aforementioned leaders had missed was that they did not control completely the fate of the conflict they chose to treat as being resolved. In Israel’s case, the PLO relocated to Tunis, from where it was able to rebuild its power base and receive support from the Soviet Union, while Hezbollah—which didn’t even exist at the time of the defeat of the PLO in 1982—arose with the support of Iran to become a much more formidable and menacing force in southern Lebanon than the PLO had been. In the case of America’s wars in Afghanistan and Iraq, the resulting power vacuum allowed numerous external forces to enter the picture and disrupt the plans of the United States. Moreover, corruption and disorganization within the governments established with American help contributed to the deterioration of stability in the region.

Abstract:: The tribes of Mahra, a part of eastern Yemen that borders Oman, adhere to a code of conduct that has helped the area’s inhabitants mediate disputes and contain conflict at key points in the region’s history. This has ensured a degree of stability for Mahra even in times of war. Today, as the war in Yemen continues, the region is the site of a power struggle between Saudi Arabia and Oman. The Mahri code of conduct has enabled the region to escape the worst excesses of the war and to limit Saudi influence there. Though often overlooked, the Mahri approach could offer lessons in defusing tensions between the warring parties elsewhere in conflict-ridden Yemen.

India’s presence in Afghanistan has always been a source of worry for Pakistan. Pakistan considers India’s presence in Afghanistan a threat to its National Security. Pakistan thinks India should work for the betterment of Afghan people but she should avoid using Afghan soil against Pakistan. Abstract:: Every student that takes a class on United Nations (UN) peace operations will be told on day one that, along with impartiality and the non-use of force (except in self-defense and defense of the mandate), the consent of the conflict parties is one of the three fundamental principles of UN peacekeeping. But students will soon realize that the principle of consent is just that—a principle. Which is often compromised. Host-state consent was compromised during the deployment of UN peacekeepers in the Ivory Coast when Laurent Gbagbo was in power. UN peacekeepers in South Sudan also face the challenge of compromised host-state consent. Peacekeepers in the Democratic Republic of Congo have occasionally also been confronted by government actors trying to undermine their work. The withdrawal of host-state consent has even led to the termination of peacekeeping operations in Chad, Burundi, and Eritrea/Ethiopia.

Abstract:: Citizens are often asked to evaluate peace agreements seeking to end civil conflicts, by voting on referendums or the negotiating leaders or, even when not voting, deciding whether to cooperate with the implementation of policies like combatant reintegration. In this paper, we assess how citizens form attitudes towards the provisions in peace agreements. These contexts tend to have high polarization, and citizens are asked to weigh in on complex policies, so we theorize that citizens will use cues from political elites with whom they have affinity, and, without these cues, information will have less effect. We assess our theory using survey experiments in Colombia. We find citizens rely on political elites’ cues to form their opinion on a peace agreement’s provisions, with the direction depending on the citizen’s affinity with the political elites. Additional information about these policies has little effect. The paper suggests that even these high stakes decisions can be seen as political decisions as usual.

Abstract:: Despite the abundance of evidence that peacekeeping works, we know little about what actually makes peacekeepers effective. Recent work suggesting that local agendas are central to modern conflicts make this omission particularly problematic. The article demonstrates that the presence of peacekeepers makes individuals more optimistic about the risks of engagement and the likelihood that members of outgroups will reciprocate cooperation. I use data from a lab-in-the-field experiment conducted in Mali, a West African country with an active conflict managed by troops from France and the United Nations (UN), to show that UN peacekeepers increase the willingness of individuals to cooperate relative to control and French enforcers. Moreover, I find that UN peacekeepers are especially effective among those participants who hold other groups and institutions in low esteem as well as those who have more frequent contact with peacekeepers. Follow-up interviews and surveys suggest that perceptions of the UN as unbiased rather than other mechanisms account for its effectiveness.

Abstract:: The idea that men and women approach conflict resolution differently forms the back- bone of the international agenda on Women, Peace, and Security (WPS) and is supported by a growing body of scholarship in international relations. However, the role of women who represent insurgent groups in peace talks remains understudied, given the relatively rare appearance of such women in peace processes. The present study examines how men and women from the negotiating team of the Revolutionary Armed Forced of Colombia (FARC) engaged in public-facing discourse on Twitter leading up to a referendum on the peace accords in 2016. Using a mixed-methods ap- proach that includes computational analysis and a close reading of social media posts, I demonstrate that women in the FARC’s negotiating team were more successful social media users than their male counterparts and that they offered a distinct contribution to the discourse on peace, centring the relevance of gender and promoting issue linkages like the need to address LGBTI rights.

Abstract:: Despite its lauded political transition in 1994, South Africa continues to have among the highest levels of violence and inequality in the world. Organised survivors of apartheid violations have long maintained that we cannot adequately address violence in the country, let alone achieve full democracy, without addressing inequality. This book is built around extensive quotes from members of Khulumani Support Group, the apartheid survivors' social movement, and young people growing up in Khulumani families. It shows how these survivors, who bridge the past and the present through their activism, understand and respond to socioeconomic drivers of violence. Pointing to the continuities between apartheid oppression and post-apartheid marginalisation in everyday life, the narratives detail ways in which the democratic dispensation has strengthened barriers to social transformation and helped enable violence. They also present strategies for effecting change through collaboration, dialogue and mutual training and through partnerships with diverse stakeholders that build on local-level knowledge and community-based initiatives. The lens of violence offers new and manageable ways to think about reducing inequality, while the lens of inequality shows that violence is a complex web of causes, pathways and effects that requires a big-picture approach to unravel. The survivors' narratives suggest innovative strategies for promoting a just transition through people-driven transformation that go well beyond the constraints of South Africa's transitional justice practice to date. A result of participatory research conducted in collaboration with and by Khulumani members, this open-access book will be of interest to activists, students, researchers and and policy makers working on issues of transitional justice, inequality and violence.

Abstract:: The 2020 United Nations (UN) peacebuilding review takes stock of the progress made over the first 15 years of the UN’s Peacebuilding Architecture (PBA). ACCORD consulted a number of stakeholders in Africa on their experiences to date with the PBA between March and May 2020, culminating in a virtual webinar consultation that took place on 10 June 2020 in partnership with the South African Department of International Relations and Cooperation (DIRCO) and the African Union (AU) Commission. The 2020 UN peacebuilding review has a special interest on the impact of peacebuilding efforts at the field level. In this regard, ACCORD decided that the theme for its African Regional Consultation will be “Sustaining Peace in Africa: Local Capacities for Peace”. Inputs received for the African Consultation show that despite policy commitments to local ownership and investments in local and national capacities for peace, the funding, coordination, planning, and the state-centric decision-making structures still favour UN agencies, international Non-Governmental Organisations (NGOs), and national authorities. Local peacebuilders are not sufficiently involved in the identification of needs, the framing of the issues or the design of the programmes and results frameworks. The majority of those who were consulted for this report had little knowledge of the Sustaining Peace concept. Those who are more familiar with the concept feel that the degree to which it emphasizes local and national ownership, early preventative action, and system-wide cooperation, collaboration, and coherence is exemplary. However, they felt its implementation strategies or mechanisms were weak.

Abstract:: This article analyzes a concrete policy in the framework of Brazilian Public Security: the Pacifying Police Units (UPPs). It describes this policy and justifies, through an ethnographic case study, how the so-called “pacification of the favelas” articulates a logic of neoliberal urbanism and police infrastructure, understanding the residents of the favelas as potential consumers of their services. The article contextualizes the UPPs model as a paradigmatic case of public security in Latin America in which the discourse of violence/pacification is the main catalyst for private investments. More specifically, the article demonstrates how private companies resort to proximity conflicts mediation as a way of avoiding the judicialization of conflicts with the residents after the “Pacification”. With this case, we expect to illustrate the patrimonialism and clientelism that shapes the Brazilian State and its ambiguous relationships between private and public interests.

Abstract:: The need and scope for conflict resolution and mediation is going up. The numbers of people affected by violence and conflict is increasing. The world is disfigured by prolonged, internationalised civil wars and growing civil unrest. Great power politics are resurgent, the conventions regulating states’ behaviour are fraying, and international law and human rights are being eroded. Profound demographic and climatic changes, the emergence of new technologies and of threats are changing the global landscape in ways that should bring humanity together but too often are exploited for commercial and political gain, driving insecurity and a sense of injustice. The EU has an enormous role to play in this context. It is a powerful global actor pursuing multiple objectives on the world stage. It is committed to human rights, gender equity, sustainable development and a rules based global order, and to supporting others that are taking action, whether inter- governmental and regional bodies such as the UN and AU, or civil society including at the very local level. But the EU also recognises, as the High Representative has put it, the need to learn “to use the language of power”, to deploy its capabilities, whether political, security, economic or regulatory, more strategically to shape reality, address the agents and drivers of violence, and secure peace. So what should the EU’s role in mediation be in this context? The review of the EU’s concept on mediation provides an excellent opportunity to generate debate and to define the parameters of the future of EU mediation frameworks. This study provides a snapshot of the views within the Brussels diplomatic and policy community. Even within this relatively confined universe, there is a very broad diversity of opinions.

Abstract:: Since COVID-19 spread out of China in January 2020, it has caused unprecedented damage to the global economy and national health systems. The virus also having serious ramifications for conflicts throughout the world. This paper reviews the literature up to its time of writing in July 2020 in order to assess how the coronavirus crisis has impacted conflicts in Southeast Asia. The paper found that the pandemic has been detrimental to conflict resolution in the region—it has hampered peacebuilding efforts and contributed to rising tensions. Moreover, the outbreak has enabled extremist organizations to operate more freely and make government lockdowns and the economic downturn a part of their recruitment messaging. Conflict-affected populations are confronted by the dual impact of disease and violence—health systems have been weakened by years of conflict, violence is obstructing the delivery of aid, and forcibly displaced communities are living in unsanitary and crowded camps, incapable of handling a viral outbreak. Women in unstable settings are particularly vulnerable as gender-based violence increases, while services essential to their health and wellbeing are being forced to close. The paper concludes with policy recommendations in view of the effects the virus is having on Southeast Asian conflicts. Recommendations emphasize the importance of supporting local peacebuilders and implementing response and recovery measures that work towards a fairer post-pandemic society.

Abstract:: The post-civil war reconstruction programme was promulgated by the Federal Military Government under General Yakubu Gowon at the end of the Nigerian Civil War for the reconstruction and rehabilitation of damaged infrastructure and reintegration of the Igbo into the matrix of the Nigerian state. The post-war policy of the Midwest State Government in its attempts at reconstructing Anioma (Western Igboland) at the end of the civil war was half-hearted and not genuine. The efforts pursued by both the Federal and Midwest State governments in assisting people to rehabilitate themselves and rebuild their social and economic infrastructure were marginal.

Abstract:: Conflict is inevitable in any human relationship. The situation is the same in the university system where several groups with diverse interests exist. While scholarly attention has focused on conflict and conflict resolution in the larger human society, less attention has been directed towards conflict and its resolution between and among various groups within a university. This article empirically examines the relations between the Students’ Union (the body representing the students) and the management of Obafemi Awolowo University (OAU), and the conflict resolution mechanisms available to the groups. The article adopts secondary and primary data sourced from semi-structured interviews, and analyses the data using descriptive and content analysis methods. Findings show that the relations between the Students’ Union and the management of OAU are mixed, largely depending on the strategies adopted by the union leaders and the university administrators; that conflicts are mostly triggered by issues bordering on students’ welfare; and that mechanisms such as mediation, negotiation, and consultation are some of the conflict resolution mechanisms between OAU students and management. The article concludes that the central issue between the Students’ Union and management of OAU is student welfare, and that to avert future conflicts, student welfare must be management’s priority at all times.

Abstract:: The United States has an interest in allowing the Russian Federation to “win” an outright victory in Syria, so long as it secures from Moscow an agreement that is favorable to the Syrian Kurds, builds in negative consequences for an external actor targeting the Syrian Democratic Forces, and establishes a “deconflict plus”-type mechanism to continue to target Islamic State- and Al Qaeda-linked individuals in Syria. A forward-looking policy that the incoming Biden administration could consider is to deprioritize the nascent threat of the Islamic State as a key factor in driving U.S. national security strategy, and instead focus more intently on long-term competition with great powers. This approach would seek to shape how Moscow spends finite defense dollars—at a time of expected global defense cuts stemming from the COVID-19 pandemic—in ways that are advantageous to the United States. It also would seek to limit the cost of the U.S. presence in Syria—to include secondary and opportunity costs not accounted for in a basic cost breakdown of the U.S. war against the Islamic State. This approach is not without risk, particularly from a nascent Islamic State insurgency in Russian-controlled territory, but seeks to match U.S. strategic priorities with action and to impose upon a long-term competitor the costs of victory for its intervention in Syria.

Abstract:: The Gulf Cooperation Council (GCC) countries—Bahrain, Kuwait, Oman, Qatar, Saudi Arabia, and the United Arab Emirates (UAE)—face the dual shock of a pandemic caused by the novel coronavirus and a persistent collapse in oil prices. Because of the dual shock, the growth downgrade for the GCC as a whole is 7.5 percentage points in 2020 (World Bank, 2020). This can be considered as the cost of the dual shock—Arezki and others, 2020. But there is wide uncertainty about the estimate, which could be even higher. GCC countries must act collectively and boldly today to reduce the risk of an economic depression. A delayed and tenuous response may force authorities to spend even more in the future to, among other things, rescue cash-strapped members, as non-performing loans and bankruptcies become widespread (Ari et al., 2020). A powerful joint mechanism to cushion the blow, and ensure solidarity and stability of the GCC is warranted.

Abstract:: Recent years have seen important developments regarding the UN Security Council and the UN Secretariat. The Security Council, which has increasingly recognized organized crime as a serious threat to international peace and security—especially in relation to terrorism—has begun using sanctions to deal with organized crime and trafficking in Mali and Libya. Further, serious and organized crime (SOC) police units have been established in several UN field operations, including in the Central African Republic, the Democratic Republic of the Congo, and Mali. However, there is still no UN-wide policy on organized crime, and the issue has been conspicuously absent from recent strategic documents such as the Action for Peacekeeping Declaration (A4P). This report argues that there is need for a UN system-wide approach to peace operations for preventing and addressing organized crime, and its links to terrorism. To achieve this, UN member states and the UN Secretariat should seek to consolidate and broaden its nascent law enforcement capacity- building police approach into a context sensitive, system-wide approach. Six specific recommendations for the way forward are offered.

Abstract:: The engagement of the international community in dealing with the Nagorno-Karabakh conflict has been somewhat erratic and the efforts to broker a peace deal largely unsuccessful. Short outbursts of violence now regularly alternate with even shorter moments of optimism when peace appears within reach. Since the ceasefire agreement of 1994, geopolitical considerations have contributed to the reinforcement of deeply entrenched local animosities, fears, and distrusts, all of which have reduced the ability of the international community to act as an honest broker. A conflict that many believed could have been defused and resolved 30 years ago now appears intractable and unsolvable.

71. A Ceasefire with Feet of Clay: The Potential Spoilers of Peace in Libya

Abstract:: On 23 October 2020, negotiators from the 5+5 Joint Military Commission, the dialogue format between the forces of the UN-recognised Government of the National Accord (GNA) and Khalifa Haftar’s Libyan National Army (LNA), signed a ceasefire in Geneva. Two days later, the United Nations Support Mission in Libya (UNSMIL) announced the launch of the Libyan Political Dialogue Forum (LPDF), whose first round took place in Tunis between 9-15 November, after virtual sessions started on 28 October. Delegates agreed on a date for elections (24 December 2021) but not a new government, and will reconvene to continue negotiating at the end of November. While the announcement of the ceasefire and the political dialogue held in Tunis is obviously good news, the road ahead remains rife with challenges. The acting UNSMIL head, Stephanie Williams, has warned that many will seek, “for narrow personal and purposes, to corrupt and disrupt” the process. Looking ahead, four dynamics can spoil the process, undermining the prospects for a more sustainable political settlement in Libya: Haftar’s role; the situation of the global oil market; Turkey’s regional ambitions; and the economic interests of militia groups in Tripoli.

74. Naming Terror: Impact of Proscription on Negotiations with Non-State Armed Groups

Abstract:: This article explores what impact terrorist blacklists have on negotiated solutions to armed conflicts involving listed non-state armed groups. Even though conflicts that involve non-state armed groups do not usually end through these groups’ military defeat, governments around the globe tend to adopt hard-security approaches with regard to inner-state conflicts. Especially when groups resort to terrorist tactics, governments tend to be reluctant to engage peacefully with these actors and instead commonly rely on terrorist blacklists in order to delegitimize and restrict groups’ activities. While these blacklists are effective in criminalizing the operations of these groups, they can also severely impede peaceful dialogue and thus negatively impact the resolution of conflicts. Especially the work of NGOs and third-party peace practitioners is greatly constrained by criminalizing any form of interaction with listed groups. Additionally, in the absence of a universal definition of what constitutes a terrorist group, lists vary from country to country and the criteria for groups and individuals to get listed are often extremely vague. Furthermore, most lists fail to re-evaluate the proscribed groups on a regular basis and delisting procedures lack transparency. This article finds that blacklists severely disincentivize peaceful engagement with non-state armed groups and thus calls for a revision of contemporary proscription regimes in order to shift the focus of counterterrorism approaches towards viewing peaceful dialogue as a first option and not a last resort.

76. Making the Most of the Berlin Conference on Libya

Abstract:: If the latest conference is to succeed, the principal actors stoking the civil war must endorse a genuine ceasefire and a return to Libyan internal dialogue. On January 19, international leaders will convene in Berlin to discuss a way out of the nine-month civil war between the so-called “Libyan National Army” led by Gen. Khalifa Haftar and the internationally recognized Government of National Accord led by Prime Minister Fayez al-Sarraj. The Germans led several months of preparatory efforts at the request of UN envoy Ghassan Salame, but had been reluctant to choose a specific date until they were assured that the event stood a reasonable chance of producing practical steps to improve the situation on the ground and jumpstart the UN’s stalled negotiation efforts between the LNA and GNA. Chancellor Angela Merkel finally took that step after several key developments unfolded earlier this month, including a January 8 ceasefire proposal by Russian president Vladimir Putin and Turkish president Recep Tayyip Erdogan, and Putin’s subsequent failed attempt to have each side sign a more permanent ceasefire agreement in Moscow on January 13 (the GNA signed but Haftar balked, though most of the fighting has paused for the moment). Secretary of State Mike Pompeo has been averse to engage on Libya during his tenure, but he is expected to attend the Berlin conference alongside National Security Advisor Robert O’Brien. Accordingly, the event gives the United States a chance to play a much-needed role on several fronts: namely, pressuring the foreign actors who have perpetuated the war and violated the arms embargo; working with Britain, France, Germany, Italy, and Russia to codify a ceasefire at the UN Security Council; and backing Salame’s efforts to reinvigorate the Libyan national dialogue, which Haftar preempted by attacking Tripoli last April despite European support to Salame. Since 2011, Libya has struggled to establish a legitimate transitional government despite three national elections and the creation of at least four legislative bodies. Challenges to the 2014 election results eventually led to rival governments in the east and west, and the division solidified when Haftar started the first civil war with support from his allies Egypt and the United Arab Emirates. That war halted in 2015, but several years’ worth of domestic and international efforts failed to bring Sarraj and Haftar to an enduring resolution.

Abstract:: As in other conflict zones, Moscow cares little about reaching a peace deal so long as it can outmaneuver the West strategically while securing port and energy access—with private contractors playing an increasingly important role. The Kremlin is now openly treating Libya as another focal point of its Middle East activities. After years of U.S. neglect, the country has turned into a proxy war playground, and President Vladimir Putin is vying to become the chief power broker. Earlier this month, he tried (but failed) to get Khalifa Haftar to sign a ceasefire agreement in Moscow with Prime Minister Fayez al-Sarraj, head of the UN-recognized Government of National Accord (GNA). Putin also participated in the January 19 Berlin conference aimed at getting the parties back on the path toward a political solution. And though the prospects for such a deal remain uncertain, Moscow’s involvement in Libya will continue either way.

78. The Normandy Negotiations Renewed: Divisions at Home and Opportunity Abroad

Abstract:: After three years of limited discussion, the leaders of France, Germany, Russia and Ukraine renewed their peace talks to resolve the separatist conflict in Eastern Ukraine (Donbas). Efforts to facilitate a peaceful resolution to the conflict in the Donbas began five years ago with the meeting of the Trilateral Contact Group on Ukraine. This framework, developed by the Organization for Security and Co-operation in Europe (OSCE), attempted to facilitate a dialogue between Russia and Ukraine through the mediation of an impartial actor, and it culminated in the Minsk I (September 2014) and then Minsk II (February 2015) agreements. The Minsk II agreements comprised a 13-point peace plan, chief among which is an arrangement specifying support for the restoration of the Ukrainian-Russian border. While the implementation of the military portions of the Minsk II agreements were finalized within three months of signing, the political and security portions remained unresolved. Though President Vladimir Putin has declared his intent to protect the Russian-speaking peoples of the region, he has also stated he has no interest in reclaiming Eastern Ukraine. Not surprisingly, since Russia’s ultimate goal is undeclared, the conflict has proved very difficult to resolve.

They are the epitome of hope and the future of a nation and deserve to be encouraged and streamlined towards galvanizing their role in nation-building and sustainable development through an integrated approach. Youth would play very important roles in the advancement of their societies if they are given the least opportunity to do so and could ruin a society if they are alienated. Policymakers around the world have not yet attuned themselves to this compelling rhetoric which demands investing increasing attention to the youth as a way of engineering their role in shaping their societies. Almost half of the world’s population has been estimated to fall into the youth bracket. And with unemployment figures remaining extremely high, frustrating young people represent a ticking time bomb in the developing world [1]. Saddled with this reality, we can see the young generation playing a major role in the on-going conflict in the South West and North West regions of Cameroon. This is because the productive side of the spectrum has not been properly harnessed compelling them to pick up arms to fight and against the state of Cameroon to facilitate the restoration of the statehood of Southern Cameroon.

Abstract:: On 8 July 2011, the Security Council established the United Nations Mission in South Sudan (UNMISS) to consolidate peace and security, and to help implement conditions for development. On 15 December 2013, violence broke out in the capital Juba and spread to several other locations, resulting in a countrywide armed conflict. The crisis had disastrous consequences for human rights in many parts of the country, especially in areas of greatest military confrontation. During the hostilities, UNMISS estimates that thousands of people were killed. Both parties to the conflict failed to comply with international humanitarian and human rights law directing attacks on civilians based on their ethnicity. As a result, a large number of Internally Displaced Persons (IDPs) sought refuge in UNMISS bases.

It presents three case studies on government models previously introduced in Yemen, Tunisia and Lebanon after periods of instability. 85. Migration and Post-Conflict Reconstruction: The Effect of Returning Refugees on Export Performance in the Former Yugoslavia

Abstract:: During the early 1990s Germany offered temporary protection to over 600,000 Yugoslavian refugees fleeing war. By 2000, many had been repatriated. We exploit this natural experiment to investigate the role of migrants in post-conflict reconstruction in the former Yugoslavia, using exports as outcome. Using confidential social security data to capture intensity of refugee workers to German industries –and exogenous allocation rules for asylum seekers within Germany as instrument– we find an elasticity of exports to return migration between 0.08 to 0.24. Our results are stronger in knowledge-intensive industries and for workers in occupations intensive in analytical and managerial skills.

86. Addressing the Threat of Violent Extremism in Southern Africa

Abstract:: On 27 November 2019, the EU Delegations to Mozambique and South Africa, the African Centre for the Constructive Resolution of Disputes (ACCORD) and the EU Institute for Security Studies (EUISS) co-organised a seminar in Pretoria on ‘Addressing the threat of violent extremism in Southern Africa’. The event was financed by the Service of Foreign Policy Instruments (FPI) and also supported by the Finnish Presidency of the Council of the European Union, both having also contributed to this report. The seminar was a first of its kind in Southern Africa, bringing together the diplomatic community, United Nations agencies, government officials, practitioners, policy makers and researchers to discuss the emergence of violent extremism in the region and the necessary measures to combat this phenomenon. Specifically, the seminar provided an opportunity to further understand the drivers and root causes of violent extremism in Southern Africa through a regional approach that takes into consideration context specificities, while also acknowledging transnational spill-over factors and linkages with organised crime and illicit trafficking. Discussions placed a special emphasis on Northern Mozambique, given the risk of the region becoming a hotspot for radical extremism in Southern Africa, and the impacts an escalation into a full-blown security crisis could have on political stability and social and economic development in the country and the entire region. The final panel explored conflict sensitive prevention and mitigation strategies, which could be a basis for EU’s engagement with governments and regional organisations, underpinning future EU assistance. This report summarises the main takeaways of the conference and makes recommendations for follow-up actions, including supporting a regional dialogue within the Southern African Development Community (SADC) and the EU on how to tackle the growing threat of violent extremism in the region.

Abstract:: Long before Africa was colonised, and way beyond the advent of slave trade, African societies had institutional mechanisms as well as cultural sources to uphold the values of peace, tolerance, solidarity and respect for, and of, one another. These structures were responsible for “peace education, confidence-building, peacemaking, peacebuilding, conflict monitoring, conflict prevention, conflict management, and conflict resolution”.1 If these mechanisms were effective in handling and managing conflicts among the people, it was largely because they reflected the sociopolitical orientation of the African people, addressing all the social, political and economic conflicts among a people who lived a communal way of life. Thus, it was customary as well as common currency to happen upon people sitting down informally to discuss and agree on important issues.

89. "The Ambivalence of the Sacred": Religion, Conflict Resolution, and Peacebuilding in Northern Nigeria, 2000–2015

Abstract:: Nigeria is one of a few African countries where religion has largely been associated with conflict. The dominance of the two major Abrahamic reli- gions—Islam and Christianity—on each side of the divide has made religion one of the more potent factors in the contention for political, economic, and identity spaces in the country. Although the use of religion for identity con- struction, power legitimization, and economic achievement characterized the colonial and immediate post-colonial period, it was not until the late 1970s that religion became highly disruptive, with the onset of religious vi- olence into the country.1 While these eruptions appeared to be restricted to the core northern cities, the re-democratization process associated with the post-Cold War period generated new tensions as politicians mobilized group identities for contested positions. Thus, other northern Nigerian cities that were hitherto known for peace became susceptible to violence. It was in the wake of this development that Plateau and Kaduna states became the epicenter of violent clashes of a religious nature. Various strategies have been adopted by both governmental and non-governmental bodies to ad- dress these conflicts. While some of them have been successful interven- tions, others have failed to stem the tide of conflict. Can religion, which is claimed to be a factor in these conflicts, become part of the solution? The current study seeks to identify the role(s) of faith-based actors in conflict resolution and peacebuilding in Plateau and Kaduna States of Northern Ni- geria between 2000 and 2015. The aim is to explain the conditions that have accounted for the success or failure of their intervention. Beginning with Johnston and Sampson, who identified religion as a missing dimension in statecraft, various authors have highlighted numerous ways through which religious actors can have a positive influence on the peace process.2 According to Johnston and Sampson and Appleby, religious actors are better positioned than politicians to reach out to local and regional ac- tors.3 This is because they are often believed to be in possession of moral and emotional qualifications as well as professional approaches that com- mand the respect and confidence of the parties to a conflict. In his study of religious actors in peace process, Weingardt believes that while all actors involved in conflict resolution and peacebuilding ideally have these qual- ities, they are more common with religious actors.4 He further explained the three dimensions of the confidence and trust which faith-based actors enjoy from the conflict parties. The existence of religious thinking in all cul- tures can be used to justify the call for peace and non-violence. Religious actors are often seen as those who go beyond mere resolution of conflict to address issues of morality, reconciliation, forgiveness, and responsibility, which underlie conflict resolution and are often perceived as those moti- vated by selfless interest. Though these may be at the level of perception rather than reality, Weingardt is of the opinion that such perceptions are informed by the respect generally accorded to religion and religious val- ues.5 The importance of legitimacy and leverage was equally underscored by Aroua and Bercovitch and Kadayici-Orellana, who assert that religious leaders with deep understanding of religious beliefs and ideals are better, placed to promote inter-religious dialogue by transferring codes from one value system to the other.6 In some cases, their influence over conflicting parties, or at least one of them, may become the basis for opening a com- munication channel. Other scholars further emphasize the role of religious organizations in pro- moting peace. According to Smock, they are very effective in delivering aid and development projects, which is considered an important aspect of the peace process.7 Their effectiveness, as observed by Bouta, Kadayici-Orel- lana and Abu-Nimer derives not only from the trust and confidence they command, but also because faith communities are less expensive, having with them, in most cases, a network of volunteers who may not just be committed but who are also ready to make enormous sacrifices informed by their religious beliefs and values.8 Although aid and development are at the pragmatic level, they help immeasurably in addressing the root causes of conflict.9 In addition to what religious actors can do, available literature points to several conflicts that have been mediated by faith-based actors. Among the outstanding cases are: the successful mediation in Mozam- bique by the Rome-based Community of Saint Egido, which helped to end the country’s civil war; and the Lome Peace Agreement of 1999 through the instrumentality of the Inter-Religious Council of Sierra Leone; (2001).10 There have also been cases where mediation by religious organizations in peace processes was not successful. For example, Saint Egido failed in its effort to resolve the conflicts in Algeria, Burundi, and the Democratic Re- public of Congo.11 Religious leaders in Liberia were unsuccessful in their attempts to intervene in the country’s first civil war.12 In the widespread pro- tests and riots that followed the cartoon published by a Danish newspaper, Jyllands-Posten, seen as depicting Prophet Mohammed as a terrorist in 2005, an attempt by the Catholic Relief Services (CRS) to initiate interreli- gious dialogue in Maiduguri also failed. Despite ever-growing interest in the field of faith-based actors in peace- building, one crucial question has remained unanswered: under which con- ditions can religion contribute to peace? Bercovitch has called attention to the need to go beyond the discussion of what success in conflict interven- tion means or may mean to understand the factors that could potentially contribute to such success. This view was re-echoed by Susan Hayward, who noted that “there is a pressing need for greater monitoring and eval- uation of religious peacebuilding work...to understand better which inter- ventions led by whom, and in which situation have the greater effect.”13 The need to establish the constructive role of religion in the peace process has become crucial in the present era, when those involved in the negotiation and peacebuilding processes continue to marginalize religious actors, often considering them to have no constructive role.14 This study is located within this existing scholarship. It uses data from field-based primary sources in qualitative research - in-depth interview (IDI), Focused Group Discussion (FGD), official documents and extant secondary source materials, to explore the conditions that explain the successful or failed interventions of faith- based actors in three outstanding conflicts in Plateau and Kaduna States namely: the Jos and Yelwa conflicts in Plateau State and the Kaduna conflict in Kaduna State between 2000 and 2015.

Abstract:: On 5 June 2018, Ethiopia’s ruling coalition; Ethiopian People’s Revolutionary Democratic Front (EPRDF) under its new leader, Prime Minister Abiy Ahmed declared that it shall accept the terms of a peace agreement with neighbouring Eritrea. The announcement came as a shock both to the international community and analysts who follow politics in the Horn of Africa. Beneath the declaration were years of silent diplomatic undertakings which have been given relatively lesser attention as the charismatic nature of Ethiopia’s new Prime Minister has taken centre stage. This Brief shall emphasize the role of diplomacy in the build-up to the announcement as well as the unique nature of Prime Minister Ahmed; in doing so, it is intrinsic to capture the historical context of the border conflict, an alternative explanation to diplomacy as well as the rewards of the peace deal and its challenges (implications). The Brief concludes by making a case for diplomacy as it still remains a viable factor in terms of conflict resolution in Africa.

Abstract:: The existing literature on state-building has focused mainly on post-conflict cases and ‘conventional’ examples of statehood, without taking into consideration the particularities of states that remain internally and/or externally contested. The EU’s engagement in Palestinian state-building through the deployment of EUPOL COPPS and EUBAM Rafah has generated various types of unintended consequences: anticipated and unanticipated, positive and negative, desirable and undesirable, some of which fulfill and some of which frustrate the initial intention. These have important reverberations for the EU’s conflict resolution strategies in Israel and Palestine, the most important being the strengthening of power imbalances and the enforcement of the status quo.

Abstract:: Over the last 40 years, since the 1979 Israel-Egypt peace treaty (that alluded to but did not solve the Palestinian question) and the European Community’s 1980 Venice Declaration, Europe has been seeking ways to help advance Israeli-Palestinian peace. The task was not an easy one, mostly due to United States of America (US) dominance of peace negotiations and negative Israeli attitudes towards Europe as a mediator. Thus, while Europeans were key in shaping international language on the conflict, they have remained in the back seat when it comes to shaping dynamics on the ground. Since the collapse in 2014 of the John Kerry initiative to advance the peace process, the task has become even more difficult for the Europeans. Realities on the ground, such as a right-wing government in Israel lacking interest in advancing a peace process, expanded settlement construction, as well as the internal Palestinian split and governance deficiencies in the Palestinian Authority, make the two-state solution ever more difficult to achieve. In addition, Israel’s leadership has worked to weaken and divide the EU in order to limit its role on the issue. In this endeavor, it has profited from different interests and priorities among EU Member States as reflected in discussions and decision-making processes regarding the Israeli-Palestinian conflict. These trends have increasingly intensified in recent years, and it is the goal of this publication to analyze them, assess their impact on European capacities and policies, and devise recommendations to tackle and perhaps even reverse them. The publication includes three analytical chapters focusing on internal European dynamics, on Israel’s foreign policy towards the EU, and on EU policy-making regarding the Israeli-Palestinian conflict/peace process.
