Abstract:
The Trump Administration’s catastrophic mismanagement of the pandemic has made the United States the center of virus contagion. Yes, the COVID-19 virus began in China and there should be a no-stones-unturned investigation into its origins and the failure to contain it. But Trump’s attempts to distract from his mishandling are a sideshow—the priority must be protecting Americans and safely re-opening the economy. If blaming others, making excuses, and ducking responsibility were a cure for the virus, America would be open for business right now. But President Trump had no strategy from the start, played down the severity of the crisis, refused to wear a mask until July, and made just about every wrong move you could make to take a very bad situation and make it worse. Now we have millions of cases in the United States, almost 200,000 deaths, and tens of millions of people filing for unemployment. What we don’t have is any semblance of a national strategy. And on the international front, Trump’s only answer is to blame and defund the World Health Organization (WHO).

The Kingdom of Saudi Arabia has been a close security and economic partner of the United States for most of the Kingdom’s history. But the United States cannot ignore Saudi Arabia’s gruesome acts and abuses, nor allow them to be swept under the rug. The two countries have critical differences on a number of key issues, including those related to terrorism, human rights, and regional security threats. Two particular actions taken by Saudi Arabia have caused Congress to revisit the US-Saudi relationship: Saudi-led military operations in Yemen that have killed thousands of innocent civilians and left millions on the brink of starvation; and The 2018 brutal murder of Washington Post journalist Jamal Khashoggi—a Saudi citizen and US resident—carried out by the Saudi government in Istanbul, Turkey. In the face of Saudi Arabia’s dangerous and destabilizing behavior, President Trump has doubled down on his support for the Kingdom and defied bipartisan congressional opposition to continue to sell arms to the Saudi government. Instead of permitting President Trump to allow autocrats and dictators to operate with impunity and commit acts of unimaginable horror, Congress must reassert its foreign policy decision-making power, impose targeted consequences on the Kingdom for its actions, and withdraw support for Saudi-led military operations in Yemen.

There may be no brutal dictator who has fared better under Trump than North Korea’s butcher, Kim Jong-un. There are two essential issues in the US-North Korea relationship: Ending the nuclear threat North Korea poses globally; and Ending the threat North Korea poses to its South Korean neighbors. To Donald Trump’s credit, he tried unorthodox methods to address both. To his detriment and that of the entire free world, he was so unprepared and outfoxed that North Korea won all the chips. To try mitigating North Korea’s nuclear threat, President Donald Trump held two summits with North Korean Chairman King Jong-un. At the first summit in Singapore, the agreement President Trump signed amounted to absolutely nothing. His own national security advisor, John Bolton, called it “badly flawed.”1And the North Korean tyrant, Kim Jong-un, got the legitimacy he craved. A second summit was equally as weak. While initial observers had high hopes for diplomacy with the North, Trump was simply unprepared and outplayed. North Korea changed nothing about its behavior. Two failed summits showed that the two sides will never be able to come to an agreement under President Trump to lift sanctions in exchange for denuclearization. In fact, as a result of the Trump Administration’s failures, North Korea has continued to advance its nuclear weapons and missile programs, and has stated that diplomacy with President Trump has “faded into a nightmare.”2 Ultimately, negotiations with North Korea are the best way to reduce the threat the country's nuclear weapons pose to the United States and its allies in the long term. But, given past experience, negotiations must focus on producing specific, measurable, and verifiable reductions in North Korea’s nuclear capability before further accommodations are made. A smart and tough deal with North Korea would include: Specific and immediate steps to reduce and ultimately eliminate North Korea’s inventory of long-range ballistic missiles capable of hitting parts of the United States; A path to reducing and eliminating its arsenal of nuclear weapons; A verification regime to ensure North Korea does not undermine a deal by continuing its long history of violating nuclear agreements; and Security guarantees coordinated with US allies, especially South Korea and Japan. Past US presidents offered North Korea a choice: they can have either a nuclear weapon or an economy, but not both. Unlike past presidents, however, Trump gave Kim Jong-un the legitimacy he craved and received nothing in return. While repeatedly fawning over him, Trump elevated the tyrant Kim on the world stage, claimed a victory lap for signing a weak and vague agreement that does little to address the nuclear threat from North Korea, and then walked away with nothing after capitulating to Kim’s demand for a second summit. To further complicate matters, uncertainty around Kim’s health and the leadership structure in North Korea has exacerbated the nuclear crisis on the Korean peninsula and laid bare the need for tough negotiators who know how to draft a real agreement, not a press release.

Cybercrime is exploding. Malicious cyber actions by America’s adversaries are becoming more sophisticated. And cybersecurity remains a top national security issue for the United States. But while we are spending huge amounts of effort to secure our systems, our ability to go after attackers is woefully outdated. As COVID-19 continues to ravage the globe, malicious actors are exploiting the pandemic and committing cyberattacks for a variety of motives. Nation-states, terrorists, criminal groups, and lone actors have launched cyberattacks and committed cybercrime against large businesses and private citizens, causing devastating impacts to US national and economic security. While federal, state, and local agencies have taken steps to reduce cyber threats, the Trump Administration has not provided nearly enough resources, does not coordinate efforts, and denies risks posed to election infrastructure. Here’s what Congress must do: Go after the bad actors. We must improve the US government’s capabilities to identify, stop, and punish human cyber attackers in order to close the yawning cyber enforcement gap: the number of cyberattacks launched per year in the United States versus the number of arrests of malicious cyber actors; Secure America’s election infrastructure and combat foreign interference and disinformation efforts; and Re-establish the United States as a global leader in setting policy around how different actors should behave in cyberspace and boost international cooperation and capacity around these issues.

The Trump Administration’s stated strategies to prevent and counter terrorism have largely continued the approach of the Obama Administration. However, this approach is at odds with the president’s own rhetoric and actions, which make us less safe in the long term. President Trump has verbally attacked and abandoned key allies and partners in the fight against terrorism, including the Kurds in Syria, while embracing counterproductive policies that will make it easier for terrorists to rebuild. At the same time, President Trump has largely ignored the far-right extremism that has spiked under his presidency. Even worse, he has retweeted statements that come from people associated with hate groups. Right-wing extremists, and in particular white supremacists, have caused more deaths than international terrorists in recent years.1They feel they have an ally in President Trump because he has largely refused to condemn them. During the recent protests for racial justice, he completely ignored the threat of right-wing extremists accused of killing Americans and plotting attacks against the military, while at the same time he was inflating other extremist threats.23And he blamed both sides in Charlottesville. To be clear, one side was neo-Nazis and other white supremacists. The United States needs a smart and tough approach to terrorism and extremism that includes: Prioritizing the threat of domestic extremism and dedicating resources to prevent and counter it, including by providing support to organizations working on these issues, cutting off financial flows, evaluating whether further designations of foreign right-wing organizations are warranted, and addressing extremism in the US military;4 Preventing the spread of all forms of violent extremism by addressing the root causes globally and reducing the effectiveness of recruitment efforts; Protecting the American homeland by preventing terrorist attacks and disrupting terrorist networks in the United States; and Eliminating terrorist safe havens abroad and building up the capacity of partner nations to fight terrorism on their own turf.

This paper examines the extent to which addressing climate-related risks and supporting sustainable finance fit into the current set of central bank mandates and objectives. To this end, we conduct a detailed analysis of central bank mandates and objectives, using the IMF’s Central Bank Legislation Database, and compare these to current arrangements and sustainability-related policies central banks have adopted in practice. To scrutinise the alignment of mandates with climate-related policies, we differentiate between the impact of environmental factors on the conventional core objectives of central banking and a potential supportive role of central banks with regard to green finance and sustainability. Of the 135 central banks in our sample, only 12% have explicit sustainability mandates, while another 40% are mandated to support the government’s policy priorities, which in most cases include sustainability goals. However, given that climate risks can directly affect central banks’ traditional core responsibilities, most notably monetary and financial stability, even central banks without explicit or implicit sustainability objectives ought to incorporate climate-related physical and transition risks into their core policy implementation frameworks in order to efficiently and successfully safeguard macro-financial stability.

In economic theory, the agricultural sector plays an undisputed role in growth, development and poverty reduction in a country. The sector is pivotal for a vast majority of Sub-Saharan Africa (SSA), given the large number of people dependent on agriculture for their livelihood. With the constraints on land expansion and the dual threat of climate change and an ever increasing population, agricultural productivity has become a key matter of concern in agricultural economics. Given this, a vast majority of literature focuses on improving productivity to meet food demand at any cost. A large percentage of it is focused on the use of pesticides, pre-harvest, to eradicate pests and diseases that lead to losses in the produce. As a result, there has been a significant increase in global pesticide usage over the last few years.

17913. The Political Economy of Inequality in Chile and Mexico: Two Tales of Neoliberalism

This article offers a historical and econometric study on the determinants of functional income inequality in Chile and Mexico between 1980-2011. This is the first study on the determinants of the labour share in developing economies using single- country analysis that covers the historical period before 1990. We find robust evidence that government consumption is a positive driver of the respective wage shares. Since Chile has experienced persistent cuts in government welfare as opposed to Mexico, fiscal austerity is a fundamental explanation for its falling wage share. Private debt is the second most important explanation for why wage shares have fallen in Chile. We find no evidence of this channel in the Mexican case. However, globalisation has exposed Mexico’s labour-intensive industries to wage competition and this lowers its wage share. In contrast, Chile’s commodity exports and wage share have benefitted from trade globalisation. These comparative results demonstrate the importance of country-level studies as each country’s historical evolution and varied implementation of neoliberalism can tell unique distributional stories and provide more accurate policy insights for an inclusive growth strategy.

Abstract:
The purpose of this paper is to analyse the evolution of female labour force participation in Jordan vis-à-vis institutional and economic development. When it comes to institutions, the primary focus will be on family law and labour law. Within the economic development framework, the focus will be on how the social contract motivated the structuring of the economy, labour market, and approach to welfare during three stages of Jordan’s economic development, namely the industrialisation period (1967-1982), the economic bust period (1983-1992), and the economic adjustment period (post-1993). Within each period, the implications of these factors on the composition and size of the female labour force participation is discussed. The findings indicate that a patriarchal approach to welfare, and consequently the low female labour force participation, was sustainable through economic policy which relied on high male wages and high non-wage income achieved through a combination of aid, remittances, and cheap foreign labour.

The control of the COVID-19 crisis requires strong and rapid actions of each nation- state, but multiple facets of the ineffectiveness have been exposed so far. This paper seeks to characterise and assess the handling of the public health emergency in China and the United States. The exposition focuses on the governance structures and state-people dynamics of the two countries, drawing on the framework of “exit, voice, and loyalty” developed by Albert Hirschman. The paper concludes that the Chinese “tough model” appears to have facilitated a virtuous circle of the state- people interaction, whereas the US “loose model” has led to a vicious circle.

17916. The Privatization and Financialisation of Social Care in the UK

Even before the arrival of COVID-19, the care sector was already in long-term crisis, in large part due to insufficient funding, but the sector has also been under pressure from structural changes resulting from privatisation and financialisation.3 Social care is one of many elements of everyday life which, over the past few decades, have been repackaged to suit the needs of global capital. The process has transformed a social need into a financial issue which in turn translates into new social relations where narratives are constructed in terms of markets and efficiency. Care sector workers are treated as a financial overhead rather than integral to the quality of care provided. The financialisation of social care is an ongoing systemic process, which is accentuated in the increasingly challenging current global investment climate as investors seek alternatives to the low returns from traditional secure investments such as government bonds. This paper is concerned with the tensions resulting in the private provision of social care services. Some of the larger care providers are owned by financial investors that have earned substantial profits via opaque corporate practices. Discussion in the paper shows that while social care offers relatively low risk and high return investment opportunities, structuring care services as a private sector endeavour risks major adverse social outcomes, potentially resulting in: Extensive transfers to the world’s richest via the servicing of basic needs for some of society’s most vulnerable people, financed by taxes and lifetimes’ savings A two tier system of residential care where private providers seek to serve only self-funders Increasing strain on a largely female and minority ethnic un-unionised work force Increasing pressures on (largely female) informal carers that pick up the pieces of the failings in the care system In the inequitable practices of social care providers. However, the paper demonstrates that in the long term, tweaking the margins of regulation will not be sufficient to address the fundamental structural flaws underlying our current care system. Social care services are not competitive and the sector does not work as a conventional market. The analysis acknowledges the complexities of restructuring the care system and therefore offers both short and long term policy suggestions: • Conditions for financial support to the sector in the wake of the COVID-19 pandemic should be imposed to curtail the current extractive practices of some care providers. Tighter regulation should promote socially responsible care provision, backed up with additional financial resources and long-term political commitment. • Additional financial support is needed for local authorities to enable them to provide social care and reduce their reliance on private companies. • Consideration should be given to innovative alternative provider models that draw on international examples of good practice. The current structure of social care provision inevitably promotes inequality, while transparency and accountability are lacking. Moreover, the care system is increasingly moulded to suit the priorities of investors rather than social care needs. In the wake of the pandemic, more resources are urgently needed for social care but this is an opportunity for a radical rethink of the ways in which we support the most vulnerable in our society.

Abstract:
Regional integration occupies a prominent place in the economic policies of most Sub- Saharan African countries. However, despite different waves of initiatives across the African continent, the majority of African regional schemes have not managed to achieve their ambitious goal of promoting sustainable development through trade integration in Africa. In light of this observation, using the West African cocoa- chocolate sector as a case study, we propose the regional developmentalism paradigm as an alternative approach to regionalism in Africa, placing a particular emphasis on the use of regional and sub-regional approaches to development. Instead of full-fledged trade liberalisation and indiscriminate economic integration, the regional developmentalism paradigm advocates for state-led trade facilitation, regulatory convergence and capacity-building through the adoption of policies directed at strategic sectors. We evaluate the potential of the regional developmentalism paradigm to promote economic transformation and commodity-based industrialisation against the shortcomings of the current regional integration approach embodied in the institutional framework of ECOWAS.

Abstract:
Financialisation in developing countries has been extensively researched but its characteristic features and its relationship to developed countries remain unclear. Drawing on a review of the literature, this paper shows, first, that it should be distinguished from financial liberalisation and globalisation. Two fundamental theoretical approaches are subsequently considered, which establish its derivative character relative to developed countries, namely ‘subordinate’ and ‘dependent’ financialisation. The paper then demonstrates its characteristic features by examining the empirical literature, including the use of metrics. Financialisation in developing countries is highly variable and different from that in developed countries regarding the conduct of non-financial enterprises, banks, and households. It is also a source of economic vulnerability.

17920. A New Chapter in Algeria’s Tumultuous Politics

The Algerian government’s recent referendum on new constitutional amendments was heralded as the start of a new political era. The referendum, symbolically held on November 1, the day Algeria’s armed struggle for independence from France commenced in 1954, was publicized under the official slogan “November 1954 Liberation; November 2020 Change”. The vote was intended to address the grievances expressed by the Hirak protest movement, which throughout 2019 staged swelling weekly protests demanding sweeping changes in the country’s political system. But the vote fell far short of the government’s expectations. Largely boycotted by Hirak supporters, voter turnout was very low (23.4 percent). Overshadowing the referendum was the news that Algeria’s president, ʿAbd al-Majid Tebboune, had been transferred several days earlier to a hospital in Germany, allegedly for “medical checkups,” but was later reported to have been infected with the COVID-19 virus. At the time of this writing, Tebboune remains in Germany. Although he has reportedly recovered from his illness, looming questions about his condition and ability to resume his duties, along with a potential power vacuum continue to overshadow Algerian politics. These events have been further compounded by the impact of the coronavirus pandemic on Algeria, and the government’s difficulty in responding to the crisis. Algeria’s economy has been battered by the outbreak and other factors, including plummeting oil prices, which affect a major export commodity and an important income source. All of these challenges add new features to Algeria’s tumultuous political history, and highlight the growing volatility that could further affect domestic stability.

Abstract:
Despite the sharp rise in the voter participation rate in Arab towns in the elections for the 23rd Knesset, the Joint Arab List has probably not achieved its full electoral potential. This is because the Arab sector’s turnout was lower by almost 7 percent than the national average. If the voter participation rate had been 95 percent, the Joint Arab List would have received only one additional seat – an increase from 15 to 16. One of the reasons for this is that it did not sign a surplus agreement with other parties and therefore its chance of receiving additional seats in the division of surplus votes is lower than that of the other parties. The adoption of mandatory voting in Israel may raise the voter participation rate on election day; however, it is likely that such a move would meet intense opposition in the Arab community, most of which opposes the adoption of such an obligation. Any attempt to introduce mandatory voting in Israel must be part of a dialogue and cooperation with representatives of the Arab community. It must also be accompanied by practical steps to improve the situation of Arab citizens, such as amending the Nation-State Law and the allocation of additional resources to the Arab population.

In this issue of Beehive, Michael Barak analyzes the reactions in the social media to the election of Joe Biden to the US Presidency among supporters and opponents of the Egyptian regime, including exiled dissidents. The growing probability of Joe Biden victory during the election week gained widespread attention on social media among Egyptian citizens and exiled dissidents. While al-Sisi’s supporters responded coldly, expressing concern about the tightening of the new administration’s policy towards the Egyptian regime, Egyptian exiled dissidents showed mixed feelings. On the one hand, there are those who express optimism, joy, and anticipation for a change of the American policy that they criticize for being sympathetic to the Egyptian regime. On the other hand, there are those who seek to cool the sense of euphoria, arguing that the American presidency does not intend to change its sympathetic attitude towards its traditional allies. Yet, some of the Egyptian exiled dissidents believe that this is the right time to erode the power of the Egyptian regime.

Abstract:
In the December issue of Beehive, Adam Hoffman analyses the online discourse on Twitter revolving around the G20 summit hosted in Riyadh in November, among Saudi social media users and the key messages promoted by the Saudi regime. Last November, Saudi Arabia hosted the fifteenth summit of the Group of Twenty (G20). The G20 is an important international economic forum, in which 19 governments and the European Union participate. This year, the summit was for the first time hosted in an Arab capital, and Riyadh saw it as a unique opportunity to present itself to the world. Despite this, the event was overshadowed by the global Coronavirus pandemic and criticism of Saudi Arabia’s poor human rights record. Moreover, the current presidential transition in the US, following Joe Biden’s victory in the recent elections, added an additional layer of complexity, in light of the potential implications of a Biden Administration for US-Saudi relations.

Abstract:
In our latest issue of Ifriqiya, Rina Bassist discusses the regional and international challenges facing Mali's new transitional government, and its precarious security situation. Can Mali’s new government regain territorial control and restore personal security? For the past four months, Mali has been governed by a transition government that was set up after a military coup d’état in the summer of 2020. The international community initially condemned the coup, but it has since been forced to accept this reality, and has been encouraging Mali’s military and the transition government to advance the implementation of the 2015 Algiers peace accords. Yet actions taken so far by the military and the new regime do not bode well for the future of the country, and are showing signs of weakness vis-à-vis a multitude of armed groups, including several jihadi militant organizations.

In this issue of Iqtisadi, Paul Rivlin analyzes economic factors involved in the recent UAE-Israel normalization accords. In August 2020, the US, Israel and the United Arab Emirates (UAE) announced the full normalization of relations between Israel and the United Arab Emirates. In September, the Abraham Accords were signed at the White House between Israel, the UAE, Bahrain and the US. The establishment of diplomatic relations between Israel and the UAE and Israel and Bahrain opens the door for trade, investment and cooperation. Israel is looking for markets, investments and joint projects. The UAE is dominated by two emirates: Abu Dhabi and Dubai. Abu Dhabi is the main oil producer in the UAE and is thus one of the largest in the world. It has a strong interest in reorienting its economy away from oil and has invested in green technologies. Dubai has invested heavily in real estate and tourism and also wants to diversify its economy. Israel is a very suitable trading partner given its strength in hi-tech.

Abstract:
In 2019, Pakistan witnessed a further decline in the number of terrorist incidents and consequent casualties. The statistics of Pakistan Security Report 2019 show that terrorist attacks this year decreased by around 13 percent as compared to 2018, and the number of people killed in these attacks plummeted by 40pc. Indeed, there has been a gradual decrease in terrorist attacks and casualties since 2009 (with the exception of 2013, when a surge in sectarian violence mainly contributed to a rise in attacks and casualties). Continuous anti-militant operational and surveillance campaigns by security forces and police counterterrorism departments, as well as some counter-extremism actions taken under the National Action Plan, have apparently helped sustain that declining trend 2013 onwards. However, these plummeting numbers do not suggest, in any way, that the threat of terrorism has been completely eliminated. Certainly, most terrorist groups have been weakened but they are still present in physical and virtual spaces.

The aim of this paper is to investigate new institutionalism, its trends and their application in the analysis of security and defence institutions. The research is based on an analysis of theoretical literature to explore a system of assumptions about new institutionalism. Different approaches have been examined, including historical, rational choice, and sociological approaches. Historical institutionalism can be applied to identify the usefulness of past decisions, policy choices, appropriate strategy choices, and specific acquisitions for future policymakers, whereas rational choice institutionalism allows us to determine the influence of security and defence institutions on actors and their choices, how actors use the institutional framework for their own benefit, and how actors’ choices influence the state policy. Finally, sociological institutionalism focuses on recognising actors’ cognitive scripts and the changes they undergo, as well as causes that influence and determine cognitive scripts. Defence institutions are based on a precise regulative and normative framework and cognitive scripts of the highest authorities. Therefore, the external framework and the particular political impact on the supranational level can cause changes on the national level. New institutionalism provides an important perspective on the specifics of security and defence policy, actors’ individual and collective goals, their strategies and interests as well as cognitive scripts.

Wireless network communication standards have become very common due to the huge benefits of their application. The use of radio waves to create networks has reduced infrastructure costs and increased the mobility of devices. The advantages of wireless communication (WLAN) also pose a challenge to the security of transmitted data. However, the use of a wireless signal poses certain threats to network security. The aim of the study was to analyse problems related to the security of WLAN 802.11. and assess its resistance to various attack strategies. It was assumed that wireless networks have an insufficient level of security. The assumed assumption is verifiable due to the ability to monitor events in networks. In order to verify the hypothesis, a number of experiments have been carried out in laboratory conditions, concerning the currently used WLAN protections from the IEEE 802.11 family of standards. The electromagnetic waves used for communication are available to the public at a distance of a few / several dozen metres from the communicating devices. It is easy to monitor air traffic using a network card that operates in monitor mode. The communication itself cannot be secured in any way, so data encryption is one way of secure transmission. During the research, the applied security features were successfully broken with the help of publicly available tools. The obtained results are distinguished by a high level of objectivity and reliability in the assessment of applied wireless network security. It was shown that there are still imperfections in the security and it is possible to break the security measures. The consequences of attacks are very serious and lead to a breach of each of the attributes of secure information. Practice has shown that it is impossible to create a wireless network that is fully secure. The findings of the study should be used to develop methods to improve information security, as well as to raise users’ awareness of existing threats. Not all users of wireless networks are aware of how easy some of the commonly used security features are to break.

Abstract:
The goal of this study is to identify whether PESCO can be one of the tools for future projects in medicine and whether it can be used to strengthen the military medicine of the EU and, simultaneously, be in synergy with the civilian sector by providing support to the civilian field, and, finally, can EU member states increase their prestige through PESCO. The study, which is based on qualitative research methods, shows that based on Latvia’s case, strengthening the medical field by participating in PESCO can lead to countries promoting their prestige on the international stage, as well as strengthening civil-military cooperation to build much stronger policies within the EU member states. Firstly, the findings showed that from all 47 PESCO projects, only two are related to the field of medicine. Secondly, with the whole world being affected by COVID-19, PESCO can be used for new projects related to the field of medicine. Thirdly, different types of projects can be initiated under PESCO, for example, a new kind of transport for evacuation, new types of medical devices, the creation of new regional laboratories and research centres, development of new analytical and biotechnological equipment, improvement of logistic chains, the establishment of unique and specific training institutions for civilian and military medics, and the development and use of robotic technologies or drones. Finally, countries that engage in epidemiological security measures during COVID 19 are clearly enhancing their prestige by not only demonstrating their readiness to react to the current situation, but also by taking practical action.

The objective of this paper is to demonstrate the possibility of tracking and identifying military and other security personnel, operating in secretive or restricted areas. Such exposure might have dire consequences from the perspective of counterintelligence or physical security. Open Source Intelligence (OSINT) and Social Media Intelligence methods and techniques were employed to gather and analyse information on security and military personnel and expose their activities on-line. The case studies presented in the article exemplify utilisation of the new “Suunto” fitness application for open-source-based intelligence research. Despite general Operational Security rules that require all personal data such as names, pictures and habits to be kept discreet, open-source based research with one of the most popular fitness applications allowed the identification of military personnel and government agents operating in Afghanistan, Mali, Syria or working at national military facilities. In a single case, it took the author less than thirty minutes to identify personal details of a US Army soldier in Afghanistan and a Special Forces officer in one of the European countries and obtain their home addresses and pictures of them and their families. The results of the research show how OSINT techniques concerning fitness applications are useful both for intelligence and counterintelligence, specifically for malicious and terrorist purposes, and how necessary it is to make fitness and other, supposedly personal, activity private, especially for those who carry out sensitive missions and work in a restricted or secretive environment.

17934. Testing the efficiency of laser technology to destroy the rogue drones

Abstract:
A large body of research shows the increasing numbers of drones attacks despite RF jammer systems and other technologies. This incredible increase in drone attacks means that the existing solutions are not enough to stop it. The objective of the article is to present a study on the combination of a laser beam with an optical focusing system to create a new cannon to crush rogue drones. The experimental method relies on an innovative design incorporating a laser module and groups of optical lenses to focus the power in one point to carbonize any target. Specifically, it is the laser with an adjustable lens position from 477mm to 617mm to focus the laser beam on the desired distant object. We measured the necessary time to burnt acrylic plastic, wood, and hard carton from a distance of 55 metres. It was noticed that the laser efficiency is proportional to the laser power and time the cannon is turned on. Tests on the laser cannon revealed that laser burner technology can destroy illegal drones. However, it was found that the laser is affected by adverse weather conditions, such as fog, rain, and clouds. Apart from that, the frailty of this technique is connected with the stabilizing system requirements, energy, overheating, and the time needed to destroy an object. Regardless of the drawbacks of the technique, the laser is the only solution with high efficiency that can ruin or intercept autonomously programmed drones, as this cannot be achieved by the RF jammer or any other solutions. The procedure can be repeated with new changeables to achieve a postive result, specifically, the use CO2 laser tube with a high-efficiency chiller to increase the laser power.

This paper aims to assess the extent to which repeated attacks against sovereign Hellenic air space by Turkey along with the inevitably ensuing engagements between aircraft of the two sides follow a certain predetermined pattern of behaviour that can be detected based on a given statistical model, and if so, to what extent this pattern is predictable in terms of its intensity and the frequency of incidents. To this end, we use the Weibull statistical distribution as an appropriate tool for interpreting and quantifying the pattern of aggressive Turkish behaviour and calculating probabilities of occurrences. Based on this choice, we then proceed with a forecast of this behaviour in the near future. We provide specific mathematical formulae that can be readily used to calculate probabilities and forecast air space violations and engagements. Our models, based on historical data, assume that both Hellenic air space violations and engagement incidents will keep increasing but will inevitably reach a monthly maximum, constrained by the availability of property and human resources on the Turkish side. The conclusions drawn point to the fact that Turkey will at some point in the near future reach its capacity limits in terms of property and human resources used in such offensive exercises, and that there is very little that can be done to enhance the margins of such activities given the room provided by the Turkish economy, which seem to be prohibitive

The intention of this paper is to clarify how state patrons control non-state proxy forces fighting on their behalf. In order to address the subject matter thoroughly, specific attention was paid to a number of questions including a) the criteria determining patronproxy relations, b) factors influencing the selection process of proxy forces, and c) principles governing the maximisation of potential benefits of using proxies, whilst simultaneously reducing risks and associated costs. The author applied a neo-realistic research paradigm to his work. Patron-proxy relations were presented in the context of the principal-agent theory, as well as through detailed analysis of ongoing scenarios involving Iran and Hezbollah, Russia and the Donbass separatists, Pakistan and Kashmiri militias, the US and Syrian rebels. The essence of war by proxy is to influence the strategic result of an armed conflict without direct, full-scale, military intervention. The use of non-state proxy, external actors is aimed at maximising their political goals and strategic interests whilst maintaining “plausible deniability”. By supporting non-state proxies, indirectly or by providing limited direct assistance, sponsors operate below the threshold of war. Empirical analysis of proxy war cases proves that such models may both guarantee “strategic victory” or become a “double-edged sword”. One of the key challenges for external powers engaged in war by proxy is to avoid unintended consequences (blowback). The author argues that elements such as ideology, ethnicity or religion do not necessarily ensure control over proxies, whilst the range of common goals and interests, and the level of the proxy’s dependency, are crucial.

Political, ethnic and religious conflict has given rise to insurgency groups employing a variety of strategies worldwide. In Nigeria, civilians in strife-torn Borno State have formed a number of counter-insurgency (COIN) groups, among which the Civilian Joint Task Force (CJTF) has emerged as a major player. The group began in 2009 as a simple call for volunteers, and now numbers over 26 000 men and women. While research has been conducted on other COIN groups, little is known of CJTF. Concerns have been raised about the CJTF metamorphosing into an ethnic militia, accused of human rights abuses, robbery, rape and hooliganism. Despite these reported atrocities, local people support them, regarding them as unsung heroes. The study investigates the group’s potential as a useful counter insurgency measure, using David Galula’s COIN theory to analyse the group’s actions and to contest the dualistic understanding of conventional vs unconventional, local peacebuilding approaches. The study adopts a qualitative, ethnographic methodology, locating the research in the context of global development and security discourse. The study aims to establish the value of the CJTF COIN group, to position unconventional local COIN as a viable complementary to conventional methods and to proffer clues as to how security initiatives may more successfully combat Islamic insurgency in Nigeria. The study employed both primary and secondary data. Field work for the study was carried out for six months between 2018 and 2019 in Maiduguri Metropolis and its environs in Borno State.

The article identifies the main features of the PSMCs’ involvement in counterterrorism operations and outlines what their future involvement might look like with its implications for international peace and security. The main methods used to gather data and to draw inferences are a content analysis of relevant primary and secondary sources, and a discourse analysis, used as a method of examining the prevailing discourse surrounding the activities of PSMCs, seeking to understand the level of transparency, accountability and attributability of these actors. So far, the PSMCs’ potential for counterterrorism has not been fully exploited. There are many challenges surrounding the existence and operations of PSMCs, mainly lack of transparency and accountability, the continuous significance of the plausible deniability and political expediency PSMCs provide to nation governments, and an insufficient and inadequate international regulatory and control framework with no sanction or enforcement mechanisms. Most recently, the tendency to re-legitimise PSMCs’ activities can be identified. There will most probably be an expansion of PSMCs’ activities in the near future, as climate change consolidates security as a commodity, not a right. Therefore, there is a renewed urgency for adequate and effective international regulatory and control mechanisms on their activities on the international level.

17939. Turkey’s approach to proxy war in the Middle East and North Africa

The last decade has seen a growing trend towards the use of proxies in the Middle East and North Africa following the outbreak of the Arab Spring. In this context, the issue of Turkey’s approach to proxy war in these regions has received considerable attention since 2016. Thereby, the purpose of this article is to investigate the essential characteristics of Turkish proxy war strategy in Syria and Libya. As such, this study intends to trace the development of Turkish proxy war strategy by making use of the conceptual frameworks proposed by Groh (2019), O’Brien (2012) and Art (1998). The most obvious finding to emerge from the analysis is that Turkey changed its indirect intervention strategy from donated assistance to proxy warfare in Syria and Libya when it saw a greater need to influence the result of the conflicts. In the case of Syria, this study has shown that the controlthrough-centralisation approach towards the Armed Syrian Opposition has enabled Turkey to carry out an effective proxy war strategy from 2016 onwards. In Libya, the results of this investigation have shown that theTurkish Army has pursued a proxy war strategy since Ankara and the Government of National Accord (GNA) signed an agreement on security and military cooperation in December 2019. The article concludes that Turkey has centralised many revolutionary groups under an Islamist-nationalistic vision and partnered them with its own military in order to expand its influence in the Middle East and North Africa.

Abstract:
Persistence and adaptation are the main characteristics that have allowed FARC and Hezbollah to become perhaps the most successful proxy groups in recent years. Both Iran and Venezuela have sponsored the military, political and criminal actions of these alleged insurgent organisations. The main objective of this research was to identify and conceptualise the mitotic evolution of FARC and Hezbollah from purely armed organisms into consolidated political organisations in Colombia and Lebanon, and how this evolution has presented a criminal convergence in Venezuela based on drug trafficking and money laundering. This article is based on a comparative case-study of published research papers, documents, and official statements of FARC and Hezbollah, by applying a rational perspective that allows their performance to be deduced. The research results showed a constant mutation of these hybrid threats. Thus, not only was the political and military success of these organisations established but also the strategic support of a criminal dimension which converged in Venezuela, where the FARC drug trafficking and Hezbollah money laundering were amalgamated. Consequently, the investigation exposes the possible consequences of the FARC-Hezbollah criminal convergence in the Americas and its destabilising effects in the next decade.

Abstract:
Iran has been waging a hybrid war against Israel since the Islamic revolution of 1979. In an era when conventional wars have given way to a different method, hybrid warfare, the main challenge facing states is how to deal with this new type of security threat. Thus, while states have previously faced security threats from regular enemy states’ armies, nowadays hybrid warfare in which non-state actors play a key role has become a widespread security threat that requires democratic states to use very different strategies and tactics to overcome it. Using securitisation theory, which explores how normal issues transform into security threats, this article analyses how the State of Israel has securitised Iranian hybrid warfare which has been mainly executed through its proxy terror organisations of Hezbollah. It does so by applying a revised version of the Copenhagen School’s securitisation framework, which focuses on security practices and is underpinned by an understanding of security as belonging to a continuum. The proxy terror organisations have moved towards the end point of the continuum, which is characterised by survival, existential threats, and militarisation, albeit without completely reaching the end point.

Abstract:
The objective of the study is to carry out a meaningful comparison that demonstrates the similarities and differences of various conflict theatres where proxy forces were employed. The analyses of the discussed cases focused on different aspects of the conflict and nature of the proxy use. The analyses presented on the following pages were conducted on the basis of the literature on the subject, governmental research and reports, and supporting sources reporting recent developments that complemented academic sources. Various non-state actors such as ethnic militias, paramilitary units, and private military companies have become more and more visible on contemporary battlegrounds. Modern states employ those actors to further their objectives, as this limits their own political and financial costs. This increasingly visible phenomenon points to an emerging new model of warfare where state actors are relying ever more on proxies of various character and nature. It is highly likely that any future conflict will be characterised by a proxy-based model of warfare, which will consist of a limited footprint made by regular forces (or none at all) and, consequently, the extended use of proxies supported by special forces. Because such an approach is less costly, proxies will be more often employed by low-budget states, previously reluctant to carry out such costly military endeavours. Denying the actions and affiliations of these proxies will inevitably follow and, in turn, a lack of political accountability and responsibility for the conflict’s outcome.

17943. Towards a structural understanding of powerbrokers in weak states: From militias to alliances

Abstract:
This article aims to contribute to a theoretical understanding and discussion of conflict in weak states. More granular than one at the level of systemic phenomena, this analysis is focused on the actors, and the political structure in weak states. The article aims to improve on efforts to accurately describe these conflicts. After a theoretical introduction, the theorem on powerbroker systems will be applied on the case studies of Afghanistan, Lebanon and Mali. Building on this, the contours of the political system in each case will be highlighted by looking at the very origins of socio-political life. The working hypothesis is that powerbrokers, built on self-governing communities, ally and bandwagon according to Balance of Threat (BoT). This working hypothesis will be tested by examining a derived hypotheses per case study and identifying a) self-rule communities, b) the political-military nexus of powerbrokers within each system, and c) the behaviour of the related BoT alliance. Afghan, Lebanese and Malian powerbrokers all confirm the hypotheses. The powerbrokers originate in a context of self-governing communities trying to maintain their internal autonomy vis-a-vis a more centralised state and world system. During conflict, the communities band together against a perceived external threat, building neo-feudal political-military bodies. Pooling military resources under skilled leadership and privileged access to outside sponsors sparks the birth of a post-conflict politicalmilitary elite. It is beneficial to maintain powerbrokers as they are better suited to distribute resources through patronage at scale. Powerbroker alliances in weak states can be well explained by a theoretical approach based on balance of threat and more research is needed

Abstract:
The main purpose of the article is to examine the causal relationship between key elements of the geostrategic environment (i.e. political, military, and technological) and the changes in the characteristics of proxy force. Qualitative data analysis is used to identify the geopolitical environment conditions, actors, and their relationship. The causal analysis between key elements of the geopolitical environment, such as politics, military, and technological, therefore influences how proxy forces change character. The findings imply that the contemporary geopolitical environment is changing the character of the proxies. They can be used as multipurpose forces depending on the desired strategic outcome. The results advocate that proxies have a global reach beyond the traditional battlefield. These capabilities allow proxies to be used in a wide range of political, economic, and military activities, especially in peacetime, and, therefore, influencing, changing, and damaging the state’s mutual relationships. Despite differences between several theoretical perspectives of security theories, many concur on the low desirability of proxy force. The changing characteristics of proxy war allow state and non-state actors to wage war with a minimal use of force, or none at all, beyond the traditional battlefield. Political violence demonstrated through proxy force to fulfil foreign policy goals has become even more violent. In such action, disregarding the sustainable strategic goal can easily damage the state’s international relations and threaten international and regional stability. The overall findings show the urgency for a more holistic approach in the analysis of proxy warfare as part of security studies and military operations.

The aim of this article is to provide a comprehensive examination of the different types of armed non-state proxy groups. It discusses their characteristics and sponsorship and how they are employed by states in pursuit of their security and foreign policy objectives. The article also analyses the reasons for the recent increase in the use of proxy forces, including the benefits and risks for states that employ them, as well as the broader impact of proxy forces on the international security environment, including great power competition. Data was collected and analysed from a wide range of secondary source documents. A descriptive, qualitative research methodology was applied to print and on-line publications available from governmental, institutional and academic sources. This involved literature reviews and case studies to provide an in-depth understanding of current thinking on the topic, while also identifying potential areas for further research. The article provides a comprehensive, qualitative analysis of the existing literature and case studies on the topic of proxy forces, which due to the research methodology applied, also relies on the researcher’s judgement, choices and assumptions. Proxy wars will remain the norm for the foreseeable future. Two strategic developments drive this conclusion. Firstly, there is the renewal of great power competition for influence, resources and security, and secondly, the imperative for states to achieve these objectives without employing their military forces in a manner that could cause a major war.

Abstract:
The overall goal of the paper is to address the phenomenon of security culture. The conducted research was focused on analysing the possibilities of influencing the shaping of security culture by looking at the role of family. The study is based on a review of theories and published research about security culture and family. The aim of the paper is to answer the following research questions: What is security culture, what elements make up its structure and what role does family play in shaping it? The research methods were based on the classical theoretical methods used in security sciences and included an analysis of literature and scientific articles with the use of synthesis, abstraction and generalisation. Security culture is a category that characterises every security entity. Its structure consists of both basic and detailed elements such as: values, norms, attitudes, actions, cooperation and activity, reasonable openness, wise trust and risk. Based on the literature research, it can be stated that the basic outline of security culture is shaped during childhood and school years. It is shaped mainly in the family and in educational institutions. The research shows that the high level and appropriate nature of security culture can have a positive impact on the security of subjects and their environment, while the unfavourable form of security culture will have the opposite effect. The conducted research reveals that the role of the family in shaping security culture among children is indisputable and very significant and it should not be overestimated.

Abstract:
The aim of the article is to present the characteristics of airstrips used by Polish and allied aircraft during military operations in Chad and Afghanistan. The main goal is to examine their organisation and the management of air traffic by Polish ATC staff as well as to answer the question: How did Polish controllers plan the air operation? Answers to this question were sought through empirical and theoretical research. The theoretical methods were a study of literature (analysis, synthesis, abstraction, generalisation, interpretation, analogy and comparison). The empirical method – “opinion poll” took the leading role, which used different techniques conducted in a tested environment to gather the data (interviews with experts and an ex post facto experiment). Consequently, the article looks at the method of planning and preparing air operations and the rules of air traffic organisation in the area of responsibility of Polish controllers. The selected issues discussed herein include the rules of airspace segmentation, the adopted air traffic control solutions and the landing zone infrastructure used. All in all, the experience discussed herein constitutes valuable information regarding air traffic security and may prove helpful in organising landing zones and preparing air personnel for future operations conducted by Polish and allied Military Contingents at home and abroad.

17948. Compulsory military service as a social integrator

Compulsory military service has become very rare over the last 30 years, in the western world. In the past, most countries considered military service as a socialisation platform, given the fact that most of the population was recruited and military units were a "meeting point" for different cultures – because of that the service then was functional as a social integrator. The current research studied changes in social attitude during compulsory military service in Israel, where the society is considered to be essentially divided around ethnical and national issues. This study is based on an analysis of the attitudes of 3200 internet questionnaire participants via social networks in Israel, followed by a U-test of the collected data. Half of the participants were high-school students (average age 17) and half of them discharged soldiers (average age 23). Analysis of the results reveals significant evidence: discharged soldiers tend to be more tolerant then high-school students with regard to other cultures and ethnic origins. A discharged IDF soldier is less afraid of security threats and considers budget prioritisation towards social welfare to be more important than security challenges. These findings show that compulsory military service can still be effective as a social integrator, even in the post-modern world where countries are dealing with migration issues and ethno-national tensions.

The aim of this study is to indicate the roots of armed conflicts based on an analysis of a variety of theoretical approaches. The methodological framework for this research is Kenneth Waltz’s concept of analytical levels’ causes of armed conflicts: (1) the level of individual; (2) the level of the state; (3) the level of the international system. The armed conflicts are also generated by the nature of state regime and society, security dilemma mechanism, diversity between economic development, and rapidly growing population. The anarchy of the international system causes war, particularly due to the imbalance of power, power transition, challenging the hegemonic state by a rising power. The author presents a proposition of systematizing roots of armed conflicts and highlight the need for starting a discussion about developing approaches for the analysis of the roots of modern armed conflicts. The information war is beginning to play a dominant role in international relations. It is important because it occurs intensively in peacetime and determines the results of international clashes. This article aims to identify offensive elements in Russian theoretical and doctrinal views on the role and content of the information offensive in international relations. To meet this aim, a comparative analysis of research studies, documents and official statements was carried out. The study sets out to investigate how Russia assesses the usefulness of the information offensive for conducting international policy. The study revealed that the information war and information warfare in modern conditions in the Russian scientific debate occupy a prominent place. Regardless of the declared defensive nature of the Russian information offensive, both the scientific and doctrinal views emphasise the value of the information offensive for conducting international policy. Russia takes the information offensive in international relations very seriously and treats it as one of the main forms of international confrontation. This has serious consequences for countries close to Russia as it creates a new threat to their national security in peacetime
