Abstract:
United Nations General Assembly (UNGA) adopted the Treaty on the Prohibition of Nuclear Weapons (TPNW) on July 7, 2017. The Treaty is a legal instrument that highlights the humanitarian aspect of nuclear disarmament and provides an alternative to the disarmament approach of the Non-Proliferation Treaty (NPT). Because this Treaty sought to eliminate nuclear weapons, nuclear-weapon states (NWS) and states whose security is based on nuclear deterrence, criticized it for weakening the NPT. However, particular states and supranational nongovernmental organizations, such as the International Campaign for the Elimination of Nuclear Weapons (ICAN) opposed nuclear proliferation by carrying out an active, vigorous campaign to ban nuclear weapons and accomplish the goals of the TPNW. Here, two opposing sides emerged on this rather current issue. This study examines the potential of the European Union (EU) which has members from both sides and has policies towards non-proliferation and controlling nuclear weapons since its foundation, to lead and advance the movement of the ban of nuclear weapons, namely the TPNW process. The study intends to determine the strengths and weaknesses of the EU in its support and contribution to the TPNW process, conducting a further discussion on the issue.

15082. Turkish-Greek Rapprochement in the 1930s: The British Factor as a Third Party

Abstract:
The third party effect in international relations gained popularity in 1990s in the context of conflict resolution. However, the Turkish-Greek relations in the modern era have always been discussed in reference to a third party involvement and Britain has always prevailed over the other countries as the most prominent third party. This study searches for the British influence on the Turkish-Greek rapprochement in 1930s. The British factor influence is usually taken as a matter of Great Power dominance or the “provocateur of rivalries between the two nations” from the Turkish point of view or “cooperation of allies” from the Greek point of view. Whereas, this study focuses on a specific conjuncture in which Britain acted neither as a “provocateur” nor as an “ally” for any party. In reference to the historical sources, it is documented that from the late 1920s the British approach to the Turkish-Greek affairs was altered dramatically, parallel to the overarching systemic changes in the interwar period Specifically, it is argued that the revision of British financial policy in response to the Great Depression and its retreat from the Eastern Mediterranean as a naval power directed Greece to change its foreign policy orientations with a sudden demarche and offer Turkey a peace settlement. Rather than attributing this rapprochement to the efforts of charismatic leaders, this study analyses the issue with a realist mind in reference to the British policies modified in parallel to the systemic changes during the interwar years.

15083. Do Consumers Really Care About Corporate Social Responsibility Messages on Social Media? An Investigation on Turkish Telecommunication Companies

Abstract:
Over the last two decades, corporate social responsibility (CSR) has been regarded as obligatory rather than voluntary. The literature review suggests that these activities provide benefits such as increasing sales, developing the companies' positive image, reducing the costs, protecting the environment, and many other issues. However, it is questionable whether it is valid for all sectors and platforms. In this sense, this study investigates whether the consumers care about companies' CSR messages on social media. From this perspective, an investigation on Turkish telecommunication companies was conducted. The researchers made a qualitative content analysis, and in this regard, the documents of the study were analyzed with qualitative analysis software MAXQDA. According to the obtained results, most consumers do not believe in the sincerity of the cases' CSR activities. Moreover, this insincerity leads to negative credibility in the field. Both of these negative dimensions in the consumers' minds prevent the correct message conveying about CSR activities of the cases.

Abstract:
Factors such as regional-international developments, political, economic, social conditions and security understanding separate the foreign policies of the states from each other and differentiate the expectations of the countries in mutual relations. Turkish-American relations, which have a history of nearly seventy years, have seen a fluctuating course with sometimes cooperation and sometimes crises. Therefore, identifying the root causes of crises that arise from different reasons and damage bilateral relations gains importance in terms of collaboration between the two countries. In this context, this study argues that the reproduction of Turkey’s state identity in the changing international system after the Cold War caused crises in bilateral relations by differentiating foreign policy visions, threat perceptions and international goals with the United States. Based on this, the four crises, in the bilateral relations between Turkey and the United States, starting with the Syrian Civil War and continuing to the present day, will be examined in the dimensions of perception, discourse and politics. Then, possible policies are discussed through risks and opportunities to eliminate the tense atmosphere in Turkey-US relations. In the study, in addition to the literature review, the content and discourse analysis method is used methodologically by making use of the statements of policy makers.

Abstract:
As in other Muslim countries, traditions formed on the system of religious beliefs have an important place in the culture of Azerbaijani people. These traditions, which are an integral part of Muslim culture, were formed under the ideological influence of many denominations and doctrines. The purpose of this study is to examine some aspects of the traditions that existed among Shiite Muslims in Azerbaijan in the 19th century. Despite the need to study Islamic culture in post-Soviet Azerbaijan, there is still a lack of comprehensive research on the subject. In this context, the cultural traditions of the Azerbaijani people, mainly Shiite Muslims have been studied on the base of alams, kirkachar cams, prayer rugs and the other samples which belong to the 19th century and are being preserved in the National Museum of History of Azerbaijan. Although the research aims to examine the spiritual culture, the specificity of the materials in the article as an example of art, the meaning of the structure, the technique of preparation, the content of the patterns and calligraphy on it have been also studied. At the same time, in order to show the connection of the mentioned traditions with the historical past of the people, reference has been made to the previous periods and as a result, the ethnographic features belonging to the 19th century have been identified.

15086. Ditransitive Constructions in Zaza Language

Abstract:
Languages group verbs in different ways. Because of the ergative feature of Zazaki, it plays a big role whether the verbs are transitive or intransitive. Zaza Language introduces some pronouns to distinguish double-transitive verbs from transitive and intransitive verbs. In some linguistic works, the terms transitive and ergative are used synonymously. This article aims to scrutinize ditransitive constructions in the Zaza language, which has some interesting syntactic elements in these structures. They are mostly pronouns in combination with directions. Several pronouns replace indirect object. On the one hand, the goal of this study is to find out the functions of these pronouns. The semantic content of these pronouns decides which pronouns may appear in a specific position. They can appear with or without directions. Only the pronouns such as cı can alone replace a NP, the other ones need a direction for this replacing. On the other hand, this study discusses the morphosyntactic and semantic realizations in ditransitive constructions. While these pronouns do not syntactically follow the same word order, they can semantically be classified into two groups.

Abstract:
Organizational culture tries to understand human behavior by analyzing thoughts, attitudes, and behaviors. The main purpose of research on organizational culture is to understand organizational functioning and organizational behavior better. The main purpose of this study is to examine the experiences of faculty members working at a state university regarding the changes in organizational culture during the pandemic process. It is qualitative research in terms of research method, and the case study design, one of the qualitative research designs, was used in the research. The research was carried out with a study group of 16 academics and administrative staff working in different units of universities. Observation and semi-structured interview techniques were used as data collection tools in the research. The collected data were analyzed with the transfer of observations and qualitative content analysis. According to the analysis findings, the participants' opinions on the change in organizational ethnography during the pandemic process indicate a significant change in this process's organizational attitudes and behaviors. Analysis findings reveal that a traumatic change such as a pandemic causes various uncertainties and resistances in the organizational field. It is understood that organizational support is essential for constructing a flexible organizational culture suitable for the conditions of this process to eliminate job dissatisfaction and loss of motivation caused by the pandemic.

Abstract:
It is generally accepted that regional development policies and institutions in unitary states are shaped under potent influence of the centre without leaving any room for peculiar characteristics of the regions. As introduction of regional development policies preconditions devolution of some power to sub-national administrative tiers, central governments seek to strictly control the process and restraint the regional competencies. Region of Emilia-Romagna and ERVET confronted with the same difficulties and experienced a policy learning process during which they incrementally discovered various methods and instruments of policy to diminish the influence of the central constraints. Upon the analysis of ERVET, this article claims that the national government would not necessarily be the sole determinant of the regional development policies as generally accepted. If RDAs efficiently integrate political, cultural, social and economic particularities of the region into its administrative structures and policies and create a regional consensus upon their priorities, it would become more likely that they can play a remarkable role to exploit more power than central government allocated, and they can become rather influential in shaping regional development.

Abstract:
Industry is important for development and sustainability. Countries attach importance to industrialization in order to reduce their foreign dependency and gain competitiveness. It is expected that companies which competitiveness has increased with industrialization will have a positive effect on the national economy and financial markets. The raw materials used in the production process of the enterprises whose main activity is based on industry and the supply of these raw materials are among the issues that should be taken into consideration in industrial production. In this study, the relationship between oil price, exchange rate and Borsa Istanbul Industrial Production Index has been examined. In the study, Johansen co-integration and Granger causality tests were carried out using secondary data for the period January 2000 - September 2020. As a result of the Johansen co-integration test, it is concluded that there is a co-integration relationship between variables. As a result of Granger causality test; It was concluded that there is a bidirectional causality relationship between Borsa Istanbul industrial production index and exchange rate, and a racket effect causality relationship between Borsa Istanbul industrial production index and oil price. In addition, it is concluded that there is no causality relationship between exchange rate and oil price. The research of the relationship between the oil price and exchange rate of the industry, which has an important place in terms of economic growth and competition, is a feature that sets this study apart from other studies in the same field.

Abstract:
Following the II. World War, there was a huge devastation and without state intervention it was not probable to reconstruct infrastructure and reinvigorate industry. Under these conditions in order to rejuvenate the economy and heal the havoc of the war, state intervention was pleased by large parts of society. Keynesian-Weberian structures accordingly were associated with development until mid 1970’s but in that time Weberian large bureaucracy was connected with poor performance, inefficiency and financial deficit. The proposals to rehabilitate the illnesses of Keynesian Weberian state were based upon neo-liberal principles and called New Public Management which became vogue in Europe and suggested to limit the boundary of state activities. One of its concrete outcome is huge transfers of state owned assets and public services to the private sector. Following the privatization and pervasion of the market, the boundary between public and private blurred which created a growing suspicion upon the violation of public interest on the part of citizens. This article aims at contributing to understand the nature and principles of both sides upon major areas.
