301. Adapting to New Realities: Israel’s foreign policy in post-Netanyahu times

Abstract:: Israel had to adapt to the revised objectives of the Biden administration in the Middle East and to update its coordination with Russia on the Syria front. The war in Ukraine has reconfigured Israel’s relations with the US and Russia. Israel’s reluctance to provide arms to Ukraine has allowed Russian-Israeli coordination to continue in Syria. The energy crisis triggered by the Russo-Ukrainian war led the US to revise its stance towards Saudi Arabia. The US-Iran talks ground to a halt in Vienna in the light of the growing ties between Iran and Russia. Israel took advantage of the new state of affairs, encouraging the rapprochement between Washington and Riyadh and countering the possibility of the US reopening its consulate in East Jerusalem. In coordination with the US, Israel has promoted the deepening of the Abraham Accords and drawn India into the new Middle East reality through the new I2U2 mechanism. Thanks to carefully managed communication, the Bennett-Lapid government was able to restore diplomatic relations with Turkey while maintaining close cooperation with Greece and Cyprus. It would seem advisable to put in place additional safeguards to maintain the quality of Athens-Nicosia -Jerusalem relations, similar to those which are expected to accompany the revamped relations between Israel and Turkey.

Abstract:: Entering 2021, revising its foreign policy became an ever more pressing necessity for Ankara, in the light of both international and domestic developments. The Turkish government only took steps towards mending its broken ties with countries in the region, including Israel, when the economic cost of its assertive policies began to threaten Erdoğan’s rule. Israeli PM Netanyahu’s defeat in the 2021 elections provided an opportunity for Ankara to step up its diplomatic overtures toward Israel. Bilateral relations may follow a different course than they did in the 2000s, primarily because the basic parameters of the relationship between Israel and Turkey have changed since Israel made new friends in the Mediterranean and the Middle East. The erosion of institutions and the subsequent personalization of Turkish foreign policy render bilateral relations prone to crisis. For Israelis, this is a manageable risk, at least for now, given the benefits Ankara can expect from normalizing relations with Israel. Against the backdrop of an intensifying power competition between the US and China, Russia’s ongoing invasion of Ukraine, and the current security landscape in the Middle East and Eastern Mediterranean, opportunities for cooperation between Israel and Turkey remain dependent on the resolution of long-standing issues.

La llegada del Presidente Macron al Elíseo estuvo marcada por una reafirmación del compromiso con África (2017-2022) que ha tenido resultados limitados. El artículo examina la posición de Francia hacia África en el marco de las relaciones de cooperación establecidas a través de diversos instrumentos bilaterales y multilaterales. Primero, el artículo estudia el carácter unilateral de la política francesa en África y su relevancia como actor con capacidad de influencia sobre las dinámicas regionales. Segundo, se analiza la posición de Francia en el marco Vecindad Europea y su postura en relación a la reconfiguración de la política regional. Por último, el artículo profundiza en dinámicas regionales que modulan o condicionan la respuesta de Francia hacia el la región norte y occidental de África, con especial relevancia de la creciente rivalidad entre Argelia y Marruecos como eje vertebrador de las relaciones internacionales en la región.

In 1994, Dr. Huang received a PhD in Political Science from George Washington University. Eric Yu-Chua Huang is the KMT’s Representative in Washington D.C., and an entrepreneur. Mr. Huang previously served as the party's spokesperson and deputy director of international affairs, a lecturer of International affairs at Tamkang University, and non-residential research fellow at National Policy Foundation. Mr. Huang joined the KMT party headquarters in 2014 after which he served as the international spokesperson for the KMT’s presidential candidate during Taiwan’s 2016 presidential election campaign. Previously, Mr. Huang worked as legislative aide for a KMT legislator representing a constituency in Taiwan’s capital, Taipei City, where his portfolio included national security and foreign relations, as well as constituent services and youth organizing. Mr. Huang graduated from Johns Hopkins University with a Master’s degree in International Relations; he earned his Bachelor’s degree at the University of Virginia majoring in International Relations; in 2018 he was a Visiting Scholar at Fudan University. Johnny C. Chiang was elected the chairman of the KMT to rejuvenate the party in 2020. The KMT ruled Taiwan from 1949 to 2000 and from 2008 to 2016, and is now the main opposition in Taiwan. During August 2018-July 2019, Dr. Chiang was the convener (caucus whip) of KMT Party Caucus in Legislative Yuan. Abstract:: The Troubles period in Northern Ireland (1968 to 1998) left victims, their families, and the region with a legacy of trauma that has remained unaddressed for the past 24 years. Despite various legislative proposals to provide victims with forms of recourse, leaders have yet to implement justice provisions detailed in political agreements. As a result of government inaction, victims and survivors have lived without the truth of the past and without the ability to seek criminal charges against perpetrators who inflicted violence against them and/or their loved ones. This paper explores why civil society organizations are the best option to meet victims’ needs in the absence of government intervention.

Abstract:: The COVID-19 pandemic has revealed the influence that private pharmaceutical companies and philanthropic foundations have on global health governance. Private actors have been able to maintain the norm of intellectual property rights, despite opposition from developing countries and growing opposition from powerful actors in developed countries. This article examines how private actors have wielded their material resources, expert authority, and discursive powers to overrule the wishes of governments. It concludes by exploring the public health consequences of their growing hold on international governance and offers some policy recommendations to mitigate distorted public health outcomes.

Abstract:: In the digital age, new technologies and advancements in computing power have transformed the nature of potentially relevant evidence of atrocities evaluated in international criminal law. The International Criminal Court is presently underprepared to meet the challenges of authenticating digital evidence. This paper outlines the challenges and dangers of the ICC’s current approach to digital evidence authentication and verification, explores the debate among scholars over the analysis of scientific evidence as an analogous problem, and identifies policy recommendations for improving the Court’s capacity and capability to authenticate digital evidence.

318. Arctic: Toward the End of the Exception? Strategic, Nuclear and Maritime Issues in the Region

Abstract:: Through multiple international initiatives, including the creation of the Arctic Council at the end of the Cold War in 1996, the Arctic appears to be one of the last areas of peaceful cooperation in the world. This “Arctic exception” is also devoid of any serious territorial dispute between the neighboring countries, some of which are nevertheless great powers: Russia, the United States, Canada, but also Sweden, Norway, Denmark (via Greenland), Iceland and Finland. However, this peaceful cooperation is not exempt from strategic rivalries: for some years now, these States in the Arctic have been redefining their strategic postures, notably through the publication of roadmaps and the deployment of new military forces trained to fight in this hostile environment. Russia thus remains the dominant power in the Arctic, in the face of a China with growing ambitions and a Western world – represented in particular by the United States – which is lagging behind after years concentrated on other military conflicts. Furthermore, the war in Ukraine that started in February 2022 also carry the germs of a broader destabilization of the region. Conventional competition is therefore renewed between these great powers, while the nuclear balance is partially maintained. It is indeed worth noticing that the Arctic is an area of direct contact between the Russian Federation and the United States. As such, it had a special significance during the Cold War as the shortest route between both adversaries for a potential ballistic missile and was a privileged position for deploying chains of radars and advanced detection systems. Finally, the shrinkage of the ice pack caused by global warming is also triggering the neighboring or more distant states’ greed, whether through the drilling possibilities for raw materials under the ice floe or the creation of new maritime routes. The latter would notably enable Russia to revitalize its northern flank and offer alternatives to existing transit routes.

319. Inter-Korean Reconciliation and the Role of the U.S.: Facilitator or Spoiler?

Abstract:: Although the Korean Peninsula has been divided for over 70 years, North and South have not been able to make lasting progress in terms of reconciliation. While there are multiple factors directly influencing the extent to which inter-Korean relations can progress, this paper focuses on the role of the United States. When it comes to inter-Korean reconciliation efforts, is the U.S. more of a facilitator or a spoiler? By looking at three case studies spanning three South Korean administrations—Roh Tae-woo, Roh Moo-hyun and Moon Jae-in—this paper attempts to find patterns and lessons related to Washington’s role in the complex inter-Korean reconciliation process. The cases reveal that the U.S. has played the role of both facilitator and spoiler in each case, and that whatever role the U.S. plays depends on its own relationship with North Korea at that time. The U.S. is most likely to play a facilitating role when the administrations in Washington and Seoul are both willing to engage diplomatically with Pyongyang, when progress is being made in denuclearization talks, when the geopolitical environment is conducive towards diplomacy and engagement with North Korea, and when the U.S. adopts a reciprocal negotiating strategy. The paper concludes by considering the conditions necessary to achieve inter-Korean reconciliation and to establish long-term peace on the peninsula. Key factors include the need for trust-building and reciprocity between the U.S. and North Korea, and adopting a more holistic approach that goes beyond the nuclear problem and aims to establish a lasting relationship between Washington and Pyongyang.

320. South Korea's Public Diplomacy during the COVID-19 Pandemic: Seeking Status as an Authority in Global Governance

Abstract:: The COVID-19 pandemic caught almost all countries unprepared. Some countries, including South Korea (hereafter Korea), managed to deal with the pandemic relatively more successfully than others and had a proactive global posture from early on, including providing aid, and public diplomacy campaigns. In this paper, I explore Korea’s COVID-19-related public diplomacy activities and its aims. I analyze Korea’s COVID-19 humanitarian aid trends, its policy documents, and the tweets related to the pandemic posted by the country’s official public diplomacy account. I find that the pandemic catalyzed what Korea had already been aiming to do, which is improve its global status to be among top authorities across various issue-areas. Due to the nature of the pandemic, Korea’s public diplomacy has been themed around international cooperation and solidarity. I suggest that Korea should hold onto its international cooperation emphasis on public diplomacy, to form the basis for its status-seeking as an authority in global governance in the post-pandemic era.

321. Palestinian Expectations from The Biden Administration

Abstract:: The United States’ (US) foreign policy trend of intervention in the Middle East has long been accepted as a truism in international relations and politics. For decades, the US has demonstrated a steadfast commitment to peace in the Middle East and has made commendable efforts to mediate the Israel-Palestine conflict. While Washington-Palestinian relations experienced tension during Trump presidency, the victory of Biden left the Palestinians upbeat. Today, one year into Biden’s tenure, the Palestinians continue to hold mixed expectations of the Biden administration’s ability to advance the peace process. This paper attempts, in particular, to analyze the Palestinians’ expectations of the of the Biden Administration, as articulated by high officials and leaders of the Palestine Liberation Organization (PLO): a legitimate authority representing the Palestinian people recognized by Israel in 1993.[1] An approach that aims to understand Palestinian expectations can yield major benefits: it can contribute to making progress toward better conflict resolution, help advance the peace process, and likely revive the two-state solution. In fact, ignoring Palestinian expectations might lead to misunderstanding, miscommunication and could perhaps interrupt or even thwart the peace process entirely. To identify these expectations, this paper relies on Palestinian and international news sources, along with open governmental data published by the US government and the Palestinian Authority. This paper is divided into four sections. The first section presents the efforts that different US administrations made to advance the Israeli-Palestinian peace process. The second section summarizes President Trump’s policy towards the Palestinians, highlighting actions that provoked strong condemnation by the Palestinians. The third section presents President Biden’s policy toward the Palestinians in the first year of his administration, emphasizing the main differences between Biden and Trump’s decisions. The fourth and final part presents the overarching Palestinian expectations from the Biden administration.

Abstract:: Eritrea was the only African country to vote against the UN General Assembly (UNGA) resolution on 2 March condemning Russia’s invasion of Ukraine. Although this voice was isolated, Eritrea has become the informal representative of a larger group of states on the continent critical of the West. The possible enlargement of this pro-Russia bloc will depend on the financial and military ability of Russia to remain active in Africa.

Abstract:: From the very beginning of the Russian invasion of Ukraine, the Belarusian authorities have sided with Russia, supporting it politically and militarily, including making its territory available to the Russian troops. In this way, Belarus is also an aggressor and, as a consequence, the EU and the U.S. have imposed further sanctions on it. Regardless of the attempts to engage in Ukrainian-Russian negotiations, Belarus will be negatively affected by the consequences of its government’s policy and the country, although formally sovereign, has ceased to be perceived as an independent entity in international relations.

Abstract:: In classic wars, we waited for the military result, and then we formed a political response. In new wars, there is not a final resolution; there is only the stronger party imposing its conditions. Additionally, there is also geographical control, regime projection, or behavior modification goals. Russia is seeking to maintain its national security and enhance its regional and international position. It has a deep fear that NATO will expand, bringing weapons to its border with Ukraine. Now that the first shock of the war has receded, the world realizes that the war will not exceed Ukraine’s borders. Russia has given indications that it will limit itself to the minimum that preserves its national security by preventing Ukraine from joining NATO. Global concern about the consequences of war is high. People are wondering if it will continue or stop. Additionally, sanctions have been announced. In this context, developing and poor countries are affected by conflict because they depend on foreign aid. Their positions on the war will determine where they are positioned, and how the political, economic and security consequences will affect them. Trying to show a neutral position would not endear them to the great powers. On the face of it, it may seem to be a war fought on Ukrainian lands only, but it is a world war of influence. The survival of developing nations depends on the strength of the international community and the extent to which it supports these nations in the light of political realism, not because of their strength and resources. Many places cannot survive without traditional international support.

Abstract:: Despite being the prevailing emotion of our times, anxiety has received scant attention in the inter- national relations discipline. While political theorists and philosophers have long paid attention to anxiety as distinct from and constitutive of fear, international relations theory has assumed that much of international behavior is guided by fears of specific threats to state survival.1 However, today, the uncertainties surrounding the future of the world order, unanticipated crises like the COVID-19 pan- demic that radically change our lives, unforeseeable terrorist attacks, and the unexplainable lure of radical fundamentalist ideologies all evoke a pervasive anxiety about what we do not know and what we cannot control, rather than the fear of a specific and known enemy. This special issue joins a growing set of recent publications employing a theoretically informed notion of anxiety and highlighting its distinct effects on international politics.2 This emerging research program shares a number of common premises. The first is the conceptual distinction between fear and anxiety. The second is an interest in how international actors manage anxiety and how various anxiety management techniques and practices affect international outcomes. Thirdly, anxiety research in IR is interested in exploring the distinct potential in anxiety to be a force for emancipatory and /or radical change. Fourthly, anxiety scholarship in IR is interested in theorizing how anxiety is manifest not solely as an individual-level but also as a social and collective phenomenon. Finally, scholars are building on the neglected insights of existentialist and psycho-analytical thought, where anxiety fig- ures prominently and underscoring their relevance for IR.

Abstract:: This article aims to expand the social-theoretical and psychoanalytic range of research on ontological in/ security, by exploring parallel concerns addressed by Beck, Kristeva, Butler and Zizek. These include, first, the psychic roots of othering processes and their encoding into cultural repertoires. Second, the difficulties and possibilities of displacing othering processes within national and international politics. Third, the disruptive effects of globalising processes on the symbolic efficiency of cultures and on their encoded defences against ontological insecurity. Abstract:: Given Iraqi Kurds’ special place in Turkey’s ‘biographical narrative’, Turkey-Iraqi Kurdish Regional Government (KRG) relations are not simply strategic or economic but also highly affectively charged. These relations involve emotional encounters filled with anxiety, pride, anger, and disappointment that generate concerns for not only Turkey’s physical security but also its ontological security. This paper traces the emotional context of Turkey- KRG relationship. It suggests that a combination of Turkey’s deep-rooted ‘anxiety’ and ‘hubris’ toward the Iraqi Kurds prevented the emergence of a close partnership between these two actors and fostered merely a ‘fragile rapprochement’ since 2008.

329. Taking the low road: China's influence in Australian states and territories

Abstract:: In November 2020 a Chinese official passed a list of 14 grievances to Australian journalists, highlighting what Beijing regarded as missteps in the Australian government’s relations with China. A striking feature of the list is that many concern Australian Government attempts to limit Chinese engagement with the states and territories, or state-based institutions such as universities. Why did state and territory relations with China concern Canberra? This study explores the changing nature of China’s engagement with Australian states and territories, local governments, city councils, universities, research organisations and non-government organisations, all nested in Australian civil society. What emerges is the astonishing breadth and depth of China’s engagement, much of it the welcome outcome of Australia’s economic and people-to-people engagement with China over many decades. But it’s equally apparent that China has made covert attempts to influence some politicians and overt attempts to engage states, territories and key institutions in ways that challenge federal government prerogatives and have brought the two levels of government into sharp public dispute. Here we provide a detailed analysis of how China has worked to build its political influence and build dependence through trade and economic ties with each Australian state and territory. In addition, unique cross-cutting chapters review the impact of Chinese engagement with Australian universities and show how Beijing’s ‘United front’ organisation is designed to build influence. We assess the impact on Australian businesses and the constitutional challenges presented by Chinese engagement with the states and territories. The study methods and analytical approaches adopted in this book will be a model for similar research in many parts of the world. Understanding the nature of Chinese engagement with subnational jurisdictions is an important way for national governments to shape their security policies and to resist covert and, indeed, unwanted overt interference. This book provides original insights into the scale of the challenge and distils practical policy recommendations for governments at all levels to consider and adopt.

Abstract:: The field of international relations centers on the problem of war and peace. For many decades nuclear weapons have given great urgency to dealing wisely with the subject. Countries having sometimes very tense relations with each other possess these weapons. Nevertheless, because they have not been used since World War II, the threat of nuclear war has appeared distant. We tell ourselves that no sane, rational leader would resort to these weapons. Self-preservation and enlightened self-interest forbid their use. And yet history is full of evidence that human beings often act not prudently but out of the intense passion of the moment—out of hatred, fury, wild abandon, sheer desperation, or boundless ambition. Nuclear weapons are but one of the reasons why theories of international relations should include as complete and subtle an understanding as possible of what might induce prudence and restraint. Realism is certainly needed, but the belief that human beings are rational actors pursuing self-interest and that states behave in a quasi-mechanical manner needs to be revised and supplemented. Because of the potentially disastrous consequences of flawed assumptions in international relations, simplified theories of human nature are out of place. Even more than other fields, international relations needs in-depth reflection on subjects that some may consider too subtle, esoteric, or “philosophical.”

Abstract:: Foreign Direct Investment (FDI) has been always associated with a high level of trade openness and freedom environment, and with a lower incidence of institutional corruption. Because it is assumed that a high level of international capital mobility makes foreign investors more cautious when there is a fluctuation in political stability and institutional transparency. Most American countries (except Canada and the USA) have been always related to a lack of transparency in their institutional and bureaucratic procedures, which conduct to important levels of corruption and in consequence, to other serious issues such as prominent level of violence, or even the inequality phenomena. This study investigates whether the variables of corruption indices, trade openness and inflation rates have positive or negative effects on FDI between Turkey and American countries. For analyzing this econometric model, it was gathered information from OECD, COMTRADE, TUIK, Heritage Foundation, UNCTAD, and the World Bank Database. The observed data correspond to a decade (2005-2014) and were only taken a sample of 14 American countries. The empirical results of the present study revealed that there is a positive correlation between the trade openness index and FDI; and, it was found a positive correlation between corruption index, inflation, and FDI. The increase in the corruption index causes a 41% increase in FDI inflow.

Abstract:: With a well-planned strategy and a careful exploitation of the gaps opened by U.S. foreign policy shifts, China has successfully increased its role as a strategic actor in the Middle East, including by gaining a foothold in the regional arms market. Chinese President Xi Jinping’s early December visit to Saudi Arabia, upon King Salman’s invitation, exemplifies the recent improvement in Sino-Arab ties (Xinhua, December 8). While in Saudi Arabia, Xi initiated two new multilateral forums intended to strengthen engagement between China and the Arab world: the China-Arab States Summit and the China-Gulf Cooperation Council summit (Xinhua, December 11). In addition to deepening political rapprochement between Beijing and several regional countries, China is simultaneously establishing crucial military-strategic ties with key Middle Eastern states. Chinese-made drones are already present in the arsenals of multiple Arab countries and technological cooperation between Beijing and its regional counterparts is rapidly increasing. The most striking example in this regard was the United Arab Emirates’ (UAE) revocation of the F-35 deal that constrained its cooperation with the Chinese tech and telecommunications giant Huawei over 5G technology (Al Arabiya News, December 14, 2021). As many Arab countries’ doubts about Washington’s commitment to regional security grow, more and more countries are increasingly open to entreaties from China.

Abstract:: For decades, China has made systematic efforts to internationally isolate Taiwan through a mix of coercion and diplomatic enticement. Taiwan, however, has broken through this isolation by engaging with other nations through robust parliamentary diplomacy in order to expand its international space and legitimacy. It is indeed an irony of contemporary history that although Taiwan fulfills the main requisites for statehood, such as territory, population and an effective governance structure, it is deprived of its rightful place in the community of nations multilaterally and also bilaterally at the behest of China. Most countries’ “One China” policies and state-to-state relationships with China preclude them from engaging in official interaction with Taipei, but the trend of parliamentary outreach between Taiwan and the rest of the world is gaining momentum. Such interactions provide opportunities for Taiwanese parliamentarians to interface with their counterparts from abroad, particularly with fellow democratic countries with which Taiwan lacks formal diplomatic relations. Moreover, these delegations have created something of an informal international parliamentary fraternity in support of Taiwan, which underscores a broader groundswell of goodwill in the international community. This article surveys some notable recent interactions in Taiwan’s expanding parliamentary diplomacy with the U.S. and other fellow democracies.

Abstract:: Asymmetry of knowledge production in global international relations manifests itself in a variety of forms. Concept cultivation is a foundational form that conditions the epistemic hierarchies prevalent in scholarly encounters, exchanges, and productions. The core represents the seemingly natural ecology of concept cultivation, while the periphery appropriates the cultivated concepts, relinquishing any claim of authenticity and indigeneity in the process. Nonetheless, there have been cases of intellectual undertakings in the periphery to conceive, formulate, and articulate conceptual frames of knowledge production. This paper, first, discusses the fluctuating fortunes of homegrown concepts in the peripheral epistemic ecologies. Second, it introduces the concept of ‘strategic depth’ as articulated by the Turkish scholar Ahmet Davutoğlu and reviews its significance for the formulation and implementation of recent Turkish foreign policy. Third, it examines the causes of its recognition and acclaim in the local and global IR communities subsequent to its inception. The paper contends that there have been three fundamental sets of causes for the initial ascendancy of the concept. These are categorized as contemplative causes, implementative causes, and evaluative causes. Fourth, it traces the sources of its fall from scholarly grace. The paper further asserts that the three fundamental sets of causes were also operational in the eventual conceptual insolvency of strategic depth. The paper concludes by addressing remedial measures to vivify concept cultivation in the periphery and to conserve the cultivated concepts.

By problematizing Levine’s political, ethical and epistemological approach to sustainable critique, I argue that international relations theory has been particularly engaged with a politics of crisis that centers Western modes of subjectivity as the only frame of reference for thinking about politics and history. As a consequence, Western international relations theory has become both inadequate and dispensable for many critical theorists of international politics in much of the world, even when it comes to its most critical approaches. By way of conclusion, I offer an approach to critical international relations theory that starts from the politics of colonialism, instead of crisis.

Abstract:: In the last 40 years, Critical International Relations Theory (CIRT) has influenced scholars in the Global North as well as the South. Latin America shows particular features. On the one hand, conceptualisation did not divorce the domestic from the international, as in dependency theory. On the other, Gramsci was widely read much before Robert W. Cox and even before International Relations was constituted as a discipline in its own right. In this context, this article aims to present possible contributions of (neo)Gramscian approaches to the understanding of Latin America as a region. It does so by establishing a dialectical relationship between a few topics that offer insights (and the theoretical reflection they provoke) and some (neo)Gramscian concepts. Hence, we want to re-read, in a dialectical vein, both CIRT and some aspects of how Gramscian thought has travelled in Latin America. We intend to analyse how such thinking is thriving, if at all, and discuss the possible relevance of rescuing Gramscian international thought to think about the region.

Abstract:: IMPERIAL chutzpah as a phenomenon of international relations has been known since antiquity. It stems from the fact that, as the great Ancient Greek philosopher Thucydides put it back in the 5th century BC: “The strong do what they can and the weak suffer what they must” [1]. Throughout history, the phenomenon of imperial insolence has invariably manifested itself in world politics and diplomacy as a destructive factor that has provoked wars, conflicts, and other calamities. However, one-sided gains and preferences that states on the road of imperial insolence expected to acquire (and did acquire) by disregarding the legitimate interests of other peoples and international security turned out to be fairly limited in the context of history and, in the final analysis, contributed to the downfall of the empire. Imperial arrogance, as embodied in American foreign policy, should never escape our attention and deserves very serious analysis. As an important factor of international relations, it should be resolutely rebuffed by any state that cherishes its sovereignty and seeks to preserve it.

Abstract:: Armenia-Turkey relations have experienced numerous tensions over the decades associated with both the historic issues between the two nations and contemporary regional developments. Turkey’s refusal to recognize the mass killings of Armenians as a genocide1 in the Ottoman Empire during World War I has long been an important difficulty in bilateral relations. However, relations significantly worsened during the Nagorno-Karabakh war between Armenia and Azerbaijan in the 1990s. As a response to Armenia’s capture of the territories surrounding NagornoKarabakh, Turkey closed the border with Armenia in 1993 in support of its ally Azerbaijan.2 The attempts to normalize relations did not have any fruitful outcome in the past decades which resulted in the two countries not having diplomatic or commercial relations for almost 30 years.

Abstract:: Georgia and the Baltic states – Lithuania, Latvia and Estonia – have a history of friendship that is strengthened through the common Soviet past and shared experiences of Russian influence and violence as well as by the common vision of the contemporary Russian threat towards Eastern Europe. All of this creates the shared desire in these countries to put themselves as far from the Russian sphere of influence as possible. The Baltic states along with Ukraine (and Belarus) are neighbors of Russia and the touch point between Europe and Russia1 while Georgia is located between Russia and Turkey and performs a significant role in linking them. The partnership between Georgia and the Baltic states in terms of decreasing Russian influence in Eastern Europe, as one of the joint aims, requires the cooperation to be on the highest of levels in order for it to be successful. The partnership not only stands on the common past of the four countries but also on their common security visions and shared values which can ultimately contribute to making the partnership stable and long lasting.

Abstract:: At the 2022 Madrid Summit, NATO unveiled its new Strategic Concept.1 The update of the 2010 Strategic Concept2 was naturally necessitated by the momentous developments seen in the 2010s such as, among others, Russia’s annexation of Crimea in 2014, the more outward-looking and ambitiously rising China, Brexit, the election of Donald Trump and its attendant implications for transatlantic relations as well as the election of Joe Biden as the President of the United States and the reinvigoration of the transatlantic and the democracy agenda. The renewal of the Strategic Concept seemed apt amid Russia’s re-invasion of Ukraine in February 2022 that put NATO-Russian relations at a historic low. NATO was forced to let go of its desire to forge ‘a true strategic partnership’ with Russia and instead referred to Russia as “the most significant and direct threat to the Allies’ security and to peace and stability in the Euro-Atlantic area.”3 NATO’s new agenda for 2030 is also full of issues that go beyond the immediate geopolitical challenges. Issues such as climate change, technology, healthcare, space and cyberspace are equally significant for the Alliance’s ability to meet the challenges of the new decade.

350. The Saudi-Emirati axis and the preservation of regional order

Abstract:: The Arab uprisings of 2011 spurred the emergence of a Saudi-Emirati axis that sought to mitigate and – where possible – eliminate challenges posed by what these countries perceive as the so-called ‘triple threat’ to the regional order of the Middle East and North Africa: Iran, the Muslim Brotherhood and violent extremist groups. Using a variety of foreign policy instruments - including military intervention and strategic outreach, funding allies and proxies as well as supporting religious networks and media outlets – the axis substantially shaped or influenced the domestic and regional events that occurred in the wake of the Arab uprisings. Broadly speaking, the Saudis and Emiratis have been successful in maintaining a monarchical/authoritarian pole in the region’s political order in their quest for domination. They have succeeded in doing so mainly through the use of soft power (finance, religious influence and media framing) in relation to weaker ‘client’ states in the region such as Bahrain, Jordan and Morocco. Their military interventions have generally not achieved their intended objectives and Saudi as well as Emirati shortcomings have been on full display in Yemen, Libya and Syria. While both countries were unable to prevent the emergence of a more multipolar regional order that includes Turkey and Iran, they have effectively helped smother popular calls for political renewal. Growing regional geopolitical competition has, however, not gone hand in hand with growing domestic turmoil. The vast financial reserves, increasing hard power and substantial reservoirs of soft power of both Saudi Arabia and the Emirates ensures that they will continue to act as defenders of the monarchical status quo of the Gulf region and its web of client states in the foreseeable future, even as competition between both partners increases at the same time.

Abstract:: The primary language of international relations and diplomacy is English. The representatives of international bodies communicate in the English language. It is vital to establish English as the official language for international organizations in facilitating more efficient collaboration internationally. English dominance in international communication becomes increasingly apparent. This study aimed at gaining a more in-depth understanding of the significance of the English language. It also aimed at identifying, describing, and explaining the importance of the English language in public diplomacy and international relations. The researcher used the descriptive research method in the study, notably; secondary data were used for collecting reliable conclusions for the research. The findings suggested that the adoption of formulaic language, particularly, idioms and idiomatic expressions to further embellish the phrases used in the arena of international relations or policy is a peculiarity of the English language. The study concluded that formulaic language and the adoption and usage of idioms is a distinguishing feature that diplomats and those who have a career in international law and international relations should master.

Abstract:: On February 14, in Beirut’s southern, Hizballah-dominated suburb of Ghobeiry, Bahraini opposition groups marked the anniversary of the 2011 failed popular uprising in Bahrain. The gathering, organized by the Bahraini opposition group al-Wifaq, took place despite the Lebanese interior ministry’s orders to cancel it, which were issued in order to avoid offending Bahrain and its Gulf allies.[1] Lebanese ties with a quartet of Gulf states – Saudi Arabia, Bahrain, Kuwait, and the United Arab Emirates – have been at an impasse since October 2021. The diplomatic crisis, which has yet to be resolved, was sparked by Lebanese Information Minister George Kurdahi's critical comments regarding Saudi Arabia’s military intervention in Yemen. At its core, however, the crisis in Lebanese-Gulf relations is a dispute over Hizballah and its growing political influence in Lebanon – a source of tension for several years.

Abstract:: Since the end of the Cold War, new forms of public diplomacy have been invented, especially after the advent of mass communication. The use of Nation Branding in International Relations has increased, as a supple-ment to one of the functions of public diplomacy: that of image creation and state propaganda. This method can be considered a way of restructuring a country’s business environment and projecting its international image, an image that is true to its national culture and history. Thus, its objective is to stimulate the reconstruction of foreign policy and international trade through the commercial refinement of a country. These are, hence, programs jointly led by state institutions and private enterprises.There is a constant struggle by countries to expose their identities and images in a positive way (Dinnie 2008), as they can’t be perceived by the International State System in accordance to their true cultural and political identity, essentially because these are subjective identities (Wendt 1992). Therefore, in order to understand this identity in an intersubjective way, an efficient system is necessary, such as Nation Branding. So, perceptions of identity must be collectively shared, otherwise there won’t be an interaction based on common interest in the International State System (Wendt 1999). Nation Branding is thus used as Nigeria’s main resource to break the colonial paradigm manipulated by the West.In light of this, this article’s main objective is to analyze the case of Nigeria’s Nation Branding in order to report on the danger of a single story and its impact on the country’s positioning internationally. Nigeria is a land of ancient kingdoms and multiple ethnic groups3, which until present days suffer the consequences of the scramble for Africa. In this way, the image that the West projects of Nigeria is that of “corruption, abuse, tribalism, religious fanaticism and lack of the most basic aspects of daily life” (Nation Branding 2009).

364. The Crisis of Ethiopian Foreign Relations

Abstract:: Amid continued domestic upheaval, Ethiopia’s foreign relations are also in crisis. This is particularly true of relations with Ethiopia’s neighbouring countries. Ethiopia’s rapprochement with Eritrea, for which Prime Minister Abiy Ahmed received the Nobel Peace Prize, has morphed into a joint security pact that has now seen Eritrean troops occupy parts of northern Ethiopia for more than six months, in an attempt to defeat the Tigrayan People’s Liberation Front (TPLF), whose forces are now rebranded as the Tigray Defence Forces (TDF).[1] The war between Ethiopian and Eritrean allied forces and the TPLF/TDF has led to numerous atrocities, a humanitarian and development disaster, and brought the Tigray region to the brink of widespread famine.[2] Even after sustained military operations and despite the higher number of Ethiopian federal and Eritrean troops, the TPLF/TDF have not been defeated and, as was predicted, they still retain the capacity to mount guerrilla attacks.[3] There is little prospect that the war will be won outright by either side and, to date, the Ethiopian federal government’s commitment to withdraw Eritrean forces has yet to be fulfilled.[4] Recent, albeit unconfirmed, reports have suggested that Somali troops may also be involved in the war in Tigray, prompting Somali parliamentarians to demand an investigation into the location of their troops.[5]

Abstract:: Geopolitical competition in Africa is here to stay, and the question for the EU is not if but how to position itself in this global competition. In the case of the Red Sea region, the EU should support regional initiatives to build effective regional maritime governance and promote global public goods such as maritime security and the blue economy. Under the Presidency of Ursula von der Leyen, the European Commission has branded itself a ‘Geopolitical Commission’. With regard to geopolitics, the Red Sea has for years been seen as a primary focus of action, a point the European Council stressed in July 2021, when it identified the region as a ‘geostrategic priority’. In 2018, the Council of the European Union adopted conclusions on the Horn of Africa and the Red Sea, finding that there was ‘renewed geopolitical competition on both shores of the Red Sea’. The EU further stressed that ‘at stake are the preservation of the security of the Bab el Mandeb maritime route through which a significant proportion of trade to and from Europe passes; the harnessing of irregular migration flows; the containment of terrorist threats; and the prevention of instability in the EU’s wider neighbourhood’.

Abstract:: There have been tectonic shifts in the Indo-Pacific region, impacting relations among international actors, including traditionally close partners like Vietnam and India. By using the approach of realism and constructivism in international relations, this paper discusses Vietnam and India’s approach to the Indo-Pacific region to expand their substantive strategic relationship. The paper finds out that geopolitical changes in the Indo-Pacific directly influence the bilateral relation and create challenges as well as opportunities. By using the SWOT model, the paper analyzes driving factors and challenges to the Vietnam- India relations. Through the findings, it suggests both countries need to take advantages of the regional cooperation to further Vietnam-India’s strategic comprehensive partnership.

Abstract:: According to official statistics, the African continent has been relatively spared by the Covid-19 pandemic compared to Europe, America and Asia. The factors behind the low incidence of coronavirus in Africa are not fully understood. According to the WHO, the African continent has benefited from certain structural factors such as the limited international connectivity of most African countries, with the exception of some regional "hubs" such as Johannesburg, Casablanca, Addis Ababa and Nairobi. Incidentally, the most 'connected' African countries such as Morocco and South Africa have incurred the highest prevalence rates of Covid-19, which may lend credence to this explanation.

Following almost a decade of near chaos, Libya has just elected an interim government, paving the way for a new transition. Despite several new normalization treaties with Arab states, Israel remains deadlocked in perhaps the most urgent of its relationships with Arab states; that with Palestine. A decade of stressful and largely fruitless negotiations between Egypt, Ethiopia and Sudan over the Grand Ethiopian Renaissance Dam is threatening to become even more complicated by Ethiopia’s internal conflicts and the possibility of a civil war spilling over its borders, threatening a fragile transition in Sudan and possibility of stability in the Horn of Africa. Amid all these developments, relationships and alliances are being reformed and reevaluated. Where does Egypt stand on all of these issues? MEI held a private, on the record roundtable discussion with the Ambassador of Egypt to the United States Motaz Zahran and Acting Assistant Secretary of State Joey Hood. Abstract:: Migration studies have seldom dealt with the foreign policy dimensions of refugee migration. Additionally, international relations (IR) theories have barely addressed migration policy. The present study seeks to address this gap by analysing Turkey’s response to Syrian mass migration through the lens of neoclassical realist theory. Its purpose is to ascertain to what extent IR theories, particularly neoclassical realism, help us to understand Turkey’s policies and politics addressing Syrian mass migration and changes over time. It questions the pertinence of Turkey’s relative power and its foreign policy objectives in shaping responses to Syrian mass migration. The research also sheds much-needed light not only on dynamism in power-policy relations but also interaction between the international system and internal dynamics in designing migration policies. It aims to stimulate dialogue between IR theories and migration studies, with a particular focus on the foreign policy dimension of state responses to mass refugee migration.

Abstract:: Whoever wins, the result will intimate deeper trends in Iranian society, such as public support for the regime and the Supreme Leader’s intentions for the country’s future. The Washington Institute has been sponsoring a series of discussions about sudden succession in the Middle East. Each session focuses on scenarios that might unfold if a specific ruler or leader departed the scene tomorrow. Questions include these: Would the sudden change lead to different policies? Would it affect the stability of the respective countries involved, or the region as a whole? What would be the impact on U.S. interests? Would the manner of a leader’s departure make a difference? The discussions also probe how the U.S. government might adjust to the new situation or influence outcomes. This essay, thirteenth in the series, assesses the situation in Iran, where a June election will determine the successor to President Hassan Rouhani. 373. Leveraging Submarine Cables for Political Gain: U.S. Responses to Chinese Strategy

Abstract:: Submarine cables are critical infrastructure that carry nearly all internet traffic. However, unclear international governance does not always guarantee their protection, leaving global information networks vulnerable to sabotage and espionage. China’s access to submarine cables for strategic manipulation is greatly expanded through the Digital Silk Road and territorial claims in the South China Sea, posing a clear threat that requires a U.S. response. Current U.S. policy is uncoordinated and can be sorted into the isolationist, cooperative, competitive, and militaristic responses, which each present unique frameworks for future action. The isolationist response would disconnect the United States from insecure cable networks, limiting China’s influence over U.S. assets but reducing international connectivity. The cooperative response emphasizes international norms-setting processes to achieve multilateral agreements protecting cables from state influences. The competitive response advocates U.S. competition with China in the submarine cable market through alternate assistance programs, which would increase the redundancy of a secure network. Finally, the militaristic response explores the role of America’s military in defending submarine cables from foreign exploitation. This article recommends that future policy emphasize a combination of the competitive and militaristic responses in order to most immediately and effectively address China’s threat to information security along submarine cables while minimizing U.S. risk.

374. Ratification, Reservations, and Review: Exploring the Role of the CEDAW Compliance Mechanisms in Women’s Rights

Abstract:: This paper examines whether frequent engagement with the Committee on the Elimination of Discrimination Against Women, the body of independent experts monitoring the implementation of the Convention of the Elimination of All Forms of Discrimination Against Women, is linked to improved compliance with women’s rights commitments. It further explores whether the relationship between treaty body interaction and compliance holds for states that have made reservations to articles concerning women’s rights. Data from state reports submitted to the Committee on the Elimination of Discrimination Against Women and indicators from the Social Institutions and Gender Index show that frequent engagement with the body is associated with improved equality for women, irrespective of state reservations. The results from this study challenge the idea that reservations undermine global governance regimes and are detrimental to human rights. Finally, this paper illustrates how compliance mechanisms work using a case study from Iraq. Through participation in the report-and-review process, states engage in negotiation around contentious areas of women’s rights with experts, civil society and the public, which facilitates respect for women’s rights.

Abstract:: As countries across the world intensify their commitments to mitigating the worst effects of climate change, activists, scholars, and regular citizens are demanding more from this transition than the mere substitution of fossil fuels with low-carbon forms of energy. Increasingly, many call for an energy system that better distributes the benefits that energy provides and more fairly spreads the costs that its production and use creates. However, it is not only those seeking to right past inequities that call for a just transition: justice is a rhetorical device that opponents of the clean energy transition can use to slow its progress. This paper will engage with the conflicting roles that various actors’ sense of justice plays in Canada’s transition to a decarbonized economy. First, it will consider how opposition to Canada’s carbon price was fueled by a sentiment that it would unjustly destroy an industry that many Canadians depend on for employment. The following section explores how the strategic use of energy democracy, or the involvement of people in the decision-making and ownership of clean energy infrastructure, could build political will for the clean energy transition across Canada. This paper ultimately argues that by designing this transition so that it directly benefits as many Canadians as possible, and ensuring that every citizen understands those benefits, Canadian decision-makers can fortify climate policies to withstand false claims and perceptions of injustice.

376. The United Nations Children and Armed Conflict Agenda: Integrating Child Protection Issues and Children’s Voices in Peace Processes

Abstract:: One in five children lives in a country affected by conflict (Save the Children 2019). Despite concerted international and national efforts to protect children, these 415 million children face grave human rights violations that continue to rise. More political will and resources are needed from governments and parties to the conflict to prevent such violence against children and protect children in armed conflict. However, research confirms that out of 431 ceasefire and peace agreements, less than 18 percent of peace agreements included child protection provisions (Watchlist on Children and Armed Conflict). Often, peace-related documents that mention child protection issues do not mention integrating children's participation into peace processes, which is essential to understanding and addressing children's needs during and after the conflict. To end the cycle of violence against children, a paradigm shift must be made in the way peace agreements address children’s issues and rights. Guided by the “Global Policy Paper on Youth Participation in the Peace Process,” commissioned by the United Nations Envoy on Youth, this paper recommends that mediators and child protection actors employ three integrated but non-hierarchical layers for including child protection issues and children’s participation in the peace process: “in the room,” “around the room,” and “outside the room” of formal peace negotiations. This multi-layered, inclusive approach may help achieve the desired results: preventing violence against children and reaching a sustainable peace.

Abstract:: Israel’s Relations with Arab Countries: The Unfulfilled Potential examines relations between Israel and seven key Arab states – Egypt. Jordan, Saudi Arabia, the UAE, Qatar, Morocco and Iraq – against the backdrop of the changes sweeping the Middle East over the past decade. The researchers mapped out the potential for cooperation with each state based on shared interests, challenges and opportunities, and on the abilities, strengths and needs of Israel and those states. The researchers described existing diplomatic, security, economic and civilian cooperation – relying on open source material, their expertise in the arena and interviews they conducted. The studies found that despite progress in cooperation between Israel and Arab countries, and notwithstanding certain growing normalization with specific Middle Eastern countries, the strategic-diplomatic, economic, social, civilian and cultural opportunities are significant and far greater than their current level. There is wide-ranging, unfulfilled potential in Israel’s relations with Arab countries, and it is more evident now than it was in the past. The ongoing Israeli-Palestinian conflict and absence of significant progress in resolving it constitute the main obstacle to tapping the potential for cooperation between Israel and the Arab world, capping relations with a glass ceiling. In formulating its policy and actions in the region, Israel should learn the lessons of the past. It must take into consideration current realities and limitations, existing interests and processes. Just as important, it must also shape its actions, assessing and choosing from among various alternatives with a view to the future potential and tremendous promise they hold out. We hope this publication helps those interested in sketching the current complex picture and the potential that lies in relations between Israel and major Arab countries, and paves the way to expanded cooperation and normalization between Israel and its neighbors in the Middle East. As the studies in this publication indicate, the potential for regional cooperation is great and its realization also depends on progress towards Israeli-Palestinian peace.

Abstract:: Historians of the United States and the world are getting religion, and our understanding of American foreign relations is becoming more rounded and more comprehensive as a result. Religion provides much of the ideological fuel that drives America forward in the world, which is the usual approach historians have taken in examining the religious influence on diplomacy; it has also sometimes provided the actual nuts-and-bolts of diplomacy, intelligence, and military strategy.1 But historians have not always been able to blend these two approaches. Lauren Turek’s To Bring the Good News to All Nations is thus a landmark because it is both a study of cultural ideology and foreign policy. In tying the two together in clear and compelling ways, based on extensive digging in various archives, Turek sheds a huge amount of new light on America’s mission in the last two decades of the Cold War and beyond. Turek uses the concept of “evangelical internationalism” to explore the worldview of American Protestants who were both theologically and politically conservative, and how they came to wield enough power that they were able to help shape U.S. foreign policy from the 1970s into the twenty-first century. As the formerly dominant liberal Protestants faded in numbers and authority, and as the nation was gripped by the cultural revolutions of the 1960s, evangelicals became the vanguard of a new era in American Christianity. Evangelicals replaced liberal Protestants abroad, too, as the mainline churches mostly abandoned the mission field. The effects on U.S. foreign relations were lasting and profound.

Abstract:: When David Anderson, acting as a conduit for editors at the Journal of American History, approached me at a SHAFR meeting in 2007 to write a state-of- the-field essay, I accepted, in part because we were sitting in a bar where I was happily consuming. The offer came with a responsibility to the field. I was serving as an editor of our journal, Diplomatic History, as well as the editor of the digitized version of our bibliography, American Foreign Relations Since 1600: A Guide to the Literature. Because these positions allowed me to survey our vibrant field, accepting the offer seemed natural. And I was honored to be asked to represent us. Did I mention we were drinking? I’m sure that Chris Dietrich accepted the invitation to oversee this next-gen pioneering Companion volume from Peter Coveney, a long-time editorial guru and booster of our field at Wiley-Blackwell, for similar reasons. This, even though there were times when, surrounded by books and articles and reviews that piled up to my shoulders in my office (yes, I read in paper, mostly), I whined, cursed, and, on occasion, wept about the amount of sources. What kept me going was not only how much I learned about the field, including an appreciation for great scholarship written through traditional and new approaches, but both the constancy and transformations over the years, much of it due to pressure from beyond SHAFR that prompted internal reflections. Vigorous debate, searing critiques, sensitive adaptation, and bold adoption of theory and methods had wrought a revolution in the field of U.S. diplomatic history, a moniker itself deemed outmoded.

Abstract:: The policy of repression of Uyghurs in Xinjiang has become a significant element of criticism of China in the world. In March this year, the EU, U.S., Canada, and the United Kingdom imposed sanctions on China over the matter. Moreover, the Netherlands, the U.S. and Canada described China’s actions as genocide. For China, however, its actions involving Uyghurs are a key element of domestic politics, which is why it presents accusations as disinformation. It has imposed counter sanctions, including on the EU, and their wide scope indicates that for China, Xinjiang is more important than, for example, the ratification of the Comprehensive Investment Agreement (CAI) with the EU.

Abstract:: This paper examines South Korea’s foreign policy towards China before, during, and after the Terminal High Altitude Area Defense (THAAD) missile defense dispute to investigate the limits of South Korea’s public diplomacy and soft power. South Korea’s official public diplomacy has the objective to “gain global support for Korea’s policies,” following Joseph Nye’s narrow definition of soft power. South Korea furthermore ranks high in the most relevant soft power indices. Based on the case of Chinese economic retaliation against South Korea in response to THAAD deployment, this paper argues that public diplomacy and soft power only work in the absence of traditional security contentions, but fail in the presence of such security contentions. The THAAD case also demonstrates the utility of traditional diplomacy, based on high-level summits and negotiations, to solve the very disputes that South Korea’s latent public diplomacy and soft power were unable to alleviate.

Abstract:: This paper addresses the U.S.-South Korea alliance in the context of Asia’s evolving security architecture. At the crux of the issue is the Biden administration’s desire to uphold the rules-based international order by reinforcing the network of inter-Asia alliances and multilateral institutions, on one hand, and the Moon government’s relative reluctance to deepen and expand security ties linked to an Indo-Pacific strategy that counter-balances China, on the other hand. Leveraging the existing alliance relationship, the Biden administration should encourage Seoul to coordinate with other like-minded countries committed to sustaining a rules-based regional order while assisting Seoul in mitigating potential strategic vulnerabilities. Conversely, as a middle power, South Korea must not shy away from the region’s security architecture, but instead actively coordinate with other actors in shaping the region’s strategic environment. By working in concert with other countries in the Indo-Pacific, Seoul can reduce its geopolitical vulnerability while advancing its national and regional interests.

Abstract:: South Korean President Moon Jae-in’s New Southern Policy (NSP)—the most recent effort by Seoul to boost relations with Southeast Asian countries and India and diversify its relationships beyond four major powers: China, Japan, Russia, and the United States. Yet, at the same time, less of a focus has been placed on how to advance the security aspect of the NSP despite some of the inroads that have been made, as well as the underlying convergences of concerns and interests between South Korea and the countries of Southeast Asia. This paper addresses this gap by providing insights into South Korea’s security ties with Southeast Asia, based on a close analysis of South Korean and Southeast Asian accounts as well as conversations with officials and scholars on both sides. It makes three arguments. First, while South Korea’s efforts to advance security ties with Southeast Asian states as well as with the Association of Southeast Asian Nations (ASEAN) as a bloc may have been met with mixed results so far, the inroads made still deserve attention and are rooted in several domestic, regional, and global drivers. Second, though these security ties create opportunities for Seoul’s relations with ASEAN countries, they also pose challenges that should not be ignored. Third and finally, advancing security relations between South Korea and Southeast Asian countries will require actions not just on the part of Seoul or ASEAN nations, but also other actors.

Abstract:: Abe Shinzo is the longest-serving prime minister in post-World War II Japan. Having occupied the office since December 2012, Abe has attempted to leverage his stable tenure to increase Japan’s international presence. In particular, Abe has tried to reshape the way Japan conducts its foreign policy, from being responsive to proactive. “A proactive contribution to peace with international principle” or chikyushugi o fukansuru gaiko (diplomacy that takes a panoramic view of the world map) symbolizes his government’s approach, part of an earnest attempt to remain relevant on the international scene even as the country grapples with irreversible trends including population decline and aging.

Abstract:: My main argument in this article is that there have been at least three important barriers to the development of non-Western international relations theory (NWIRT): intellectual barriers (traumatizing effects of the imposition of the “standard of civilization”); ideational barriers (dominance of Western concepts and contexts); and scientific barriers (imposition of the standard of science). I argue that the silence of NWIRT is substantially a side effect of the strategy of mimicking the West, which was developed as an intellectual defense mechanism or as a camouflage strategy for the (re)establishment and the survival of non-Western states after their traumatic encounter with the Western states. Therefore, the surfacing of NWIRT discussions in the last decades can be attributed primarily to the maturation of an internal condition that is the revival of self-confidence in the residuals of former empires due to their regaining of rising power status and, thus, can be seen as a new phase of the ‘revolt against the West.’ On the other hand, I argue that the rise of NWIRT discussions are also related to the ripening of an external condition: some European schools of IR have been attempting to intellectually balance against the hegemony of American mainstream IRT, therefore, publication of edited books and special issues on NWIRT can also be read as searching for intellectual alliance with NWIRT.

Abstract:: This article analyses the Euro-Mediterranean relations in its twenty-fifth anniversary since the launch of the Barcelona Process in 1995 until its last review, the New Mediterranean Agenda. The EuroMediterranean policy is characterised by the search for an appropriate cooperation model and due to that fact, it has gone through different stages without achieving tangible results. The successive initiatives, the European Neighbourhood Policy and the Union for the Mediterranean, are mainly based on internal events that required updating their relationship with the region, including parameters that were difficult to reach as well. After examining the different policies, the article tries to explain whether the New Agendal will continue to make a contribution to its decline or can reactivate the common vision for a stable, secure and prosperous Mediterranean./El presente artículo analiza las relaciones euro-mediterráneas en los veinticinco años transcurridos desde el lanzamiento del Proceso de Barcelona en 1995 hasta su última revisión, la Nueva Agenda Mediterránea. La política euro-mediterránea se caracteriza por la búsqueda de un modelo apropiado de cooperación que ha pasado por distintas etapas desde la Conferencia de Barcelona sin lograr resultados tangibles. 392. Hedging by Default: The Limits of EU “Strategic Autonomy” in a Binary World Order

Abstract:: For some time, international relations has trended in the direction of an American and Chinese dominated binary world order. While the Trump administration has been an accelerator not a cause of this trend between 2016 and 2020, not coincidentally the post 2016 era has also seen key EU figures move to develop a strategy of greater "strategic autonomy". This interest in strategic autonomy was, in no small part, a reflection of growing European distrust in the reliability of both China and, increasingly, the USA. The paper shows, in contrast to the Cold War era during which the EU was unambiguously aligned, how the EU now appears to have embarked on a hedging strategy, albeit implemented more by default than design. In its desire to defend its core interests the EU appears to lean to one side or the other on an issue by issue basis in at least seven key policy domains identified in the paper. This approach is seen to be the outcome of its dual desire to articulate the values of its much touted “Geopolitical Commission" at the same time as it tries to continue its traditional institutional commitment to multilateralism. The paper concludes that the ambiguity present in this endeavour to straddle the realist-liberal fence only serves to expose the limitations of the strategy.

Abstract:: The racial hierarchy underscoring colonialism persists, organises core-periphery interactions and so undermines International Relations’ (IR’s) purpose of accounting and explaining to mitigate violence. Despite IR’s awareness of its colonialism, it reconstitutes in the hermeneutic’s deductive and inductive method via aphasia (calculated forgetting) about its heuristic: diplomacy. The result, analytic-violence or the core’s heuristic corrupting interaction with the periphery. Yet, its evasiveness testifies to a meaningfulness beyond IR’s hermeneutic. Irretrievably corrupted by its heuristic, IR’s hermeneutic is ejected for an altogether new hermeneutic: Producer-Centred Research (PCR). Eschewing deduction and induction, and so colonialism, PCR initiates with abduction or a problem arising from theory and practice to resolve it in terms of rationality because of its, and the problem’s, significance. Changing “rationality” to “rationalities” registers the core’s rationality as colonialism while preventing it from contaminating PCR’s collection and assessment of peripheral practices to determine if they cohere into another rationality. Moreover, treating peripheral practitioners authoritatively, as capable of rationalising themselves and thus equal to rationality, further protects PCR from aphasia. Verifying efficacy shows PCR’s decolonisation of the hermeneutic is not entirely replicated externally, amongst IR scholars. The core engages PCR, but it incites violence in the periphery which defends rationality and so is colonialism’s bastion, now.

397. Hedging as a Survival Strategy for Small States: The Case of Kuwait

Abstract:: Strategic hedging has not been studied adequately in Middle Eastern countries. This study is an attempt to include hedging into the analysis of a small state’s foreign policy choices. It contends that the hedging strategy can be applied to small states because of its confrontation at three levels: international, regional and sub-regional. It is argued that Kuwait has pursued a hedging policy by taking possible shifts in the global and regional power distribution and the lasting regional security dilemma into consideration. By strengthening military cooperation with China and Turkey, Kuwait has aimed to hedge the risks that could arise from the rise of China and Turkey in the Gulf, the US’ retrenchment from the Middle East, and Saudi Arabia’s aggressiveness. The main purpose of this strategy is analysed as a move to empower the regional alliance with Turkey, ensuring Kuwait’s security and warding off potential risks from the changing dynamics of the Middle East.

398. A Government Devoid of Strong Leadership: A Neoclassical Realist Explanation of Turkey’s Iraq War Decision in 2003

Abstract:: This study deals with Turkey’s Iraq War Decision that led up to the March 1 Parliamentary Motion Crisis in 2003 from the perspective of neoclassical realism, which analyzes the interaction between systemic and unit-level variables. The United States requested Turkey’s collaboration in the war against Iraq. The Justice and Development Party (AK Party) government initially sought a peaceful settlement but eventually decided to align with the United States. Systemic and structural factors made cooperation with the United States an imperative for Turkey, which may be classified as a secondary state in the regional context. While the domestic political environment was favorable for the Turkish government to reach such a decision, it was hindered by the Grand National Assembly of Turkey (GNAT). In this framework, the study has two primary purposes. The first is to prove that in restrictive international environments where opportunities and threats are clear and the decision-making process is constrained by time, domestic divisions may matter in foreign policy and prevail over the systemic imperative, contrary to conventional expectations. The second is to demonstrate that in a restrictive international milieu, strong leadership, a factor underappreciated by neoclassical realists, is essential even for single-party governments, which are normally expected to have greater autonomy in democratic parliamentary systems, to formulate foreign policy.

Abstract:: Tianxia is considered as an alternative institutionalization to govern the international system. It refers to world governance that is regulated by a world institution. Accordingly, a world institution plays the harmonizer role under this system. States, on the other hand, choose their economic models and the leader organizes the relations among different units. This paper thus argues that Tianxia is an alternative framework to Western-oriented IR theories. In that sense, this article aims to explore the similarities between the philosophical idea of Tianxia and Western-oriented IR Theory. More specifically, the article explores the issue from the international system perspective. The epistemological gaps and ontological similarities between the two frameworks will be demonstrated.

400. At the Brink of Nuclear War: Feasibility of Retaliation and the U.S. Policy Decisions During the 1962 Cuban Missile Crisis

Abstract:: Recent studies in nuclear deterrence show that nuclear punishment is infeasible in most cases due to the opponent’s second-strike capability, tactical redundancy, and the logic of self-deterrence. However, if the challenge against nuclear deterrence is expected to go unpunished, the deterrent policy is not credible and will likely fail. Can the defender violently punish the challenger possessing nuclear weapons? If it can, under what conditions? Thanks to President Kennedy’s tape recordings, the Cuban Missile Crisis provides researchers an exceptional laboratory for testing various theories on the defender’s policy choices after deterrence failure. This article derives a research hypothesis and its competing counterpart and examines their respective explanatory power via a process-tracing analysis of key members within the Executive Committee during the crisis. The study finds that the challenger’s feasibility of retaliating with atomic weapons is a crucial predictor for the defender’s policy choices.
