261. International Democracy Promotion in Times of Autocratization: From Supporting to Protecting Democracy

Abstract:
The worldwide wave of autocratization is doing away with many of the democratic achievements made since 1989. Scholarship on international democracy promotion is yet to theorise how democracy can be protected from autocratization. Such a theory must account for different democratic and autocratic trajectories as well as integrate theoretical approaches from international relations and comparative politics in the study of democracy promotion. However, such a combined perspective is still missing. One reason for this is that the field lacks a clear concept of “protection” and does not yet systematically integrate evidence from democratization research. This paper addresses this research gap. It is the first attempt to develop a concept theory of democracy promotion, which includes support and protection of democracy. Coupling this with a depiction of six phases of regime change, this paper makes a second contribution: based on the proposed conceptual and theoretical integration, it generates a series of testable anchor points for further empirical analysis on what strategies are most likely to be effective during the various phases of regime change.

Abstract:
This study attempts to identify new directions for energy cooperation between Korea and Russia, focusing on the areas of natural gas and hydrogen. In particular, we derive new directions and tasks for energy cooperation between the two countries, reflecting changes in the international energy environment, such as climate change and decarbonization, which are in full swing at the global level. To this end, this study is consisted of the following four parts. Part II examines the geopolitics of energy coming into the 21st century and Russia’s new energy strategy. Part III conducts an in-depth analysis of the energy cooperation strategies of China and Japan, major Northeast Asian countries, with Russia, and Part IV comprehensively evaluates Korea’s energy strategy and Korea-Russia energy cooperation. In conclusion, Part V presents new plans for Korea-Russia energy cooperation. As a side note, after carrying out this study, the policy environment for energy cooperation with Russia has significantly changed. Russia’s war against Ukraine is expected to change the landscape of global energy and its geopolitics in profound ways. In the midst of these significant changes, it is hoped that this study will serve as a meaningful reference for analyzing and forecasting the global energy dynamics surrounding Russia.

Abstract:
U.S. policy toward Cambodia is conflicted, contradictory, and unsustainable. Is Cambodia an authoritarian pariah to be punished until it undergoes systemic political change? Or is it a necessary partner on the front lines of great-power competition? The U.S. government has spent the last decade torn between righteous indignation over democratic backsliding and pragmatic engagement given U.S. interests in the region. For a while, muddling through was understandable, maybe even wise. The United States only recently cemented a bipartisan consensus on the importance of the wider Indo-Pacific in strategic competition with China. And without that consensus, it was unclear how much Cambodia really mattered to U.S. national interests. Plus, authoritarian shifts under Prime Minister Hun Sen were initially tempered by political compromises. But now it is time to stop muddling. Cambodia sits in a neighborhood too important to ignore. If political change comes to the country, it will be generational and have little or nothing to do with foreign pressure. In the meantime, Washington should not embrace Hun Sen’s regime but should be more strategic in working with it.

Abstract:
Technological innovation has been a driving force for U.S. global leadership and economic prosperity for over a century. This legacy of innovation largely stands on the foundation of a key component: semiconductor chips, found today in almost all electronic products. Semiconductors are an integral component of various consumer products across industries, including cars, smartphones, and household appliances. But semiconductors can also be used in dual-use goods—products that have both military and civilian applications—such as air guidance systems for both civilian and military aircraft. The tension between economic gain and security risk inherent within dual-use semiconductor goods is heightened in fields with national security implications, such as supercomputing and artificial intelligence (AI). How the government and private sector manage the global value chains (GVCs) of chips will directly affect U.S. global competitiveness and national security going forward. Given the evolving security relationship between the United States, the Quad, and the European Union, this paper focuses on both Quad and EU countries and the possibilities for friend-shoring in both. It assesses how the EU and U.S. governments can collaborate to avoid duplicative policies that fail to enhance the overall resiliency of transatlantic semiconductor supply chains.

Abstract:
Article “Public and cultural diplomacy in cities’ branding” is a try to set ideas of city diplomacy and idea of branding into theory of international relations. Also, analysis of two West-European and two East-European cities is a chance to analyze chances and threats that both states and cities can encounter during a process of brand building. The main questions that article is answering are “Can cities use their resources and connections to make public and cultural diplomacy?” and “What influence on that process has factor of being a city in post-soviet country or former Soviet Satellite state?” It can be said that cities are able to brand and rebrand itself and they are more flexible than states that cannot run away from some aspects of its identity. In case of difference between western and post-soviet states, the difference is none. In research, numerous rankings, articles and analyses were used as a primary sources in order to characterize how different are images of Italy, Germany, Hungary and Ukraine. Also, paper tries to determine, what is relation between states brand and branding of its cities.

Abstract:
Professors may start teaching either out of love or out of convenience, with limited resources. This article provides a brief manual for planning, designing and implementing PS&IR courses. We discuss syllabi, from the basics to the inclusion of transversal topics, then present eight active learning strategies plus traditional lectures, and debate assessments. Although we consider the context of new teachers within Brazilian universities, we believe this is useful for professors from all countries and levels of experience. Thereby, we provide practical advice for teachers to live happily ever after in their pedagogical love story (even if it did not start that way).

The report “Democratic Backsliding and Securitization: Challenges for Israel, the EU and Israel-Europe Relations” analyses the illiberal trends and democratic backsliding that can be seen in both Europe and Israel. Over the course of a two year project, experts from Mitvim – The Israeli Institute for Regional Foreign Policies, Stiftung Wissenschaft und Politik (SWP, the German Institute for International and Security Affairs) as well as external experts reflected on the implications these developments have. The authors offer highly relevant recommendations and insights for anyone interested in EU-Israel relations, eroding democratic trends and securitization policies. The report specifically highlights the relationship between the EU and Israel and how these have adapted in light of the illiberal trends, also showing the impact and lack of prospect in light of Israeli-Palestinian peacemaking and advancement towards a resolution of the Palestinian struggle. The relevance of this report goes beyond the specific relations between the EU and Israel, however, also showing global tendencies. It demonstrates the eroding global democratic trend and impact on liberal values. Therefore, this report is not only a research but also a call to action to counter the negative trend in order to protect the liberties we have. Below you can find the full report, as well as three short policy briefs: one on Democracy and Foreign Affairs in Israel, one on Illiberalism in the EU and Israel, and one on the International Alliances with the Israeli left. The findings from this report were presented at both an international conference in Brussels on July 12th, and will be presented in the future in Jerusalem. Abstract:
Environmental issues cross geographic and man-made political boundaries. Shared environmental problems and situations of interdependence may exacerbate conflicts between communities, but they can also offer opportunities for cooperation. This article discusses the capacity of non-governmental organizations to use environmental issues as a platform for promoting peace in the region, especially between Israelis and Palestinians. It focuses on three organizations that see Israeli-Palestinian cooperation as a central pillar of their activities: EcoPeace Middle East, the Arava Institute for Environmental Studies, and Comet Middle East. The article examines the variety of activities these organizations engage in: promoting and encouraging cooperation between political entities, education, facilitating meetings between individuals and groups on both sides, addressing energy and water-related problems (mainly sewage treatment and river pollution), and more. The notable achievements of the three organizations are also highlighted, as well as the considerable difficulties they face. This review of their activities suggests some conclusions and recommendations for organizations and for individuals interested in environmental protection and the future of relations between Israelis and Palestinians. This paper is the second in a series of a joint project between the Mitvim Institute and the Davis Institute for International Relations.

Abstract:
Israel’s relations with the North Atlantic Alliance (NATO) were never a focal point of its foreign and security policy. In fact, they have weakened since their peak in the 1990s. However, recent geopolitical shifts have highlighted the importance of these relations for Israel, providing a potential foundation for reshaping them. NATO has been undergoing profound reform in recent years, expanding its agenda to deal with additional issues of human security, such as the climate and energy crises, and stressing innovation. The war in Ukraine not only injected renewed vigor and political power into the alliance, it also hastened the processes of organizational renewal and emphasized the alliance’s geographical focus northward and eastward. Israel, too, has undergone change, its security enhanced by normalization agreements with Arab states, a strong Hellenic alliance with Greece and Cyprus, and warming relations with Turkey. Its technological capabilities and its business model orientation could turn its posture vis-à-vis NATO from a consumer of security to a supplier. NATO and Israel now have an opportunity to reshape, deepen and improve their relationship.

272. Lessons for Europe from China’s quest for semiconductor self-reliance

Semiconductors are a critical input to production of information and communication technology and many other goods. The major economies want to be able to produce chips at home to avoid excessive dependence on supply chains in an increasingly unpredictable world, where trade is being compromised because of national security concerns. China was first in terms of timing and scale of funding to support its its semiconductor industry. Since 2015, China has spent $150 billion upgrading its semiconductor industry. Success, however, has been limited. China’s massive industrial policy effort has been most successful in increasing capacity for assembly of chips, though that is also the least value-added part of the semiconductor supply chain. Progress on chip design and fabrication in China remain underwhelming. The United States has also started implementing its $50 billion package to support the production of chips. The European Union, meanwhile, has not yet fully finalised its main semiconductor initiative, the European Chips Act. China’s experience offers a number of lessons. First, chip fabrication requires massive fixed asset investment and, therefore, large subsidies, but with no guarantee of success. Second, one reason for the underwhelming results of China’s semiconductor policy is US containment, through export controls and other measures. In this respect, the EU should find it easier than China to upgrade its chips industry but, given the costs, focusing on the highest-end part of the supply chain would be the best approach. Assembly and production of lower-end semiconductors already face overcapacity, given the financial resources already invested by China.

Wang Hwi Lee, Professor at Ajou University, claims that United States’ move to exclude China from global supply chains will likely benefit Korean semiconductor and secondary battery businesses as Beijing’s aggressive push to become a world leader in high-tech industries poses a systemic threat to Korea. However, it is difficult for South Korea to drastically lower its economic dependence on the Chinese market to the level that the U.S. government desires, and thus not to be eligible for subsidies that the U.S. government provides. In this regard, Professor Lee points out that Korean firms are about to lose their share and returns in both the American and Chinese markets in the short run. Yet, he also emphasizes that economic tension between Seoul and Washington must not affect their military alliance, given that the security threats from North Korea are getting intensified.

Recently promulgated “Law on DPRK’s Policy on Nuclear Forces” reveals North Korea’s intention to use nuclear weapons in a war-fighting capacity. Ildo Hwang, Associate Professor of Korea National Diplomatic Academy, points out the similarities between North Korea’s nuclear policy and Russian 2020 Basic Principles of State Policy on Nuclear Deterrence and the possibility of Pyongyang’s adoption of Russia’s “escalate to de-escalate” strategy on the Korean Peninsula. However, Dr. Hwang argues that North Korea is not likely to gain any leverage through this new Policy Act, given that Pyongyang is yet to secure the Assured Retaliation capability in the eyes of Washington. Nevertheless, Dr. Hwang claims that North Korea’s attempts to lower the nuclear threshold can lead to the inadvertent use of nuclear weapons, thus jeopardizing the security of North Korea as well as the stability of Northeast Asia.

Hankwon Kim, an Associate Professor at the Institute of Foreign Affairs and National Security, provides an analysis of Xi Jinping's "Work Report" to the 20th Party Congress which includes an ideological and political framework for understanding the likely direction of Chinese domestic and foreign policy for the next five years. Dr. Kim claims that the chances of China shifting its foreign policy seem to be low as the report contained indirect criticisms towards the United States by opposing all forms of hegemonism, coercive politics, Cold War thinking, interference in domestic affairs, and double standards. In addition, as 2027 marks the 100th anniversary of the establishment of the People's Liberation Army of China and the time Xi Jinping should decide whether to run for a fourth consecutive term, Dr. Kim predicts that Chinese leadership could move toward armed unification by 2027. Accordingly, Dr. Kim suggests that South Korea should investigate possible future scenarios in the Taiwan Strait and prepare for concrete countermeasures.

Won Gon Park, a professor at Ewha Woman’s University, appreciates that the Yoon government’s “Audacious Initiative” reaffirms the goals and methods of denuclearization. However, Dr. Park points out that Pyongyang refuses to accept President Yoon’s proposal to receive economic incentives in return for denuclearization, as DPRK has recently passed a radical law enshrining the right to automatically use preemptive nuclear strikes to protect itself. In addition, given that DPRK continues its offensive posture refusing to have any negotiations with Washington or Seoul, he highlights that South Korea and the United States should first agree on a precise definition, goals, and approaches to denuclearization.
