2. Post-Brexit EU–UK cooperation on migration and asylum: How to live apart, together

Abstract:: The UK’s withdrawal from the EU has created a policy, legal and operational vacuum in migration and asylum matters which undermines the interests of both sides. There is no more binding framework which defines responsibility for asylum seekers and facilitates transfers between the EU and the UK. Brexit also made it harder to devise and implement effective anti-smuggling strategies with European partners. Despite these gaps, a post-Brexit cooperation agreement is not on the horizon, with structural reforms pursued by each side reflecting conflicting priorities and a growing political disconnect. Following the 2020 proposals of the New Pact on Migration and Asylum, EU member states are still negotiating a mandatory responsibility-sharing mechanism. Meanwhile, in April 2022, the UK overhauled its asylum and immigration law, undercutting safeguards for asylum seekers reaching the country irregularly. The same month, the UK government signed a deal with Rwanda to deport all asylum seekers arriving via the Channel – a move even the European Commission has criticised. Recent post-Brexit tensions over other policy areas, most prominently the Northern Ireland Protocol, have reduced mutual trust to a historic minimum. This makes an ambitious and comprehensive agreement over asylum and migration matters an unlikely prospect for the time being. Yet, as neighbours, the EU and the UK will continue to depend on each other to pursue their respective policy objectives in migration and asylum. So, despite living separately and facing numerous unresolved tensions, the EU and the UK can and should pursue a post-Brexit cooperation framework in these matters. Otherwise, they will both be worse off. As a first step, the two sides should focus on rebuilding trust. This can be achieved by pursuing less contentious goals within immediate reach, such as enhanced anti-smuggling efforts, while also diffusing political tensions across the board. Once an atmosphere of sincere cooperation is restored, as a second step, the EU and the UK should define a broader and more ambitious partnership. Safe and legal channels from the EU to the UK should be re-established. At the same time, equitable solutions for facilitating the return of third-country nationals from the UK to the EU, in full respect of procedural safeguards, should also be found. Although reciprocity would have to be at the heart of this new arrangement, the EU and the UK should go beyond a transactional approach, particularly by strengthening protection pathways and burden-sharing solutions, including with third countries, in line with their international commitments. The European Commission should take the lead in the negotiation of a post-Brexit EU–UK cooperation framework. This would allow the EU to speak with one voice and pursue clear and coherent objectives across the different policy areas concerned. The newly established EU–UK Parliamentary Partnership Assembly should also be involved in the negotiations, helping to democratise the process and achieve a more balanced relationship in the interests of both sides.

6. UK-EU regulatory divergence tracker: third edition

Abstract:: This is the third edition of the UK in a Changing Europe’s UK-EU regulatory divergence tracker, covering 27 cases of divergence since December 2021. There are fourteen cases of active divergence (where the UK – or some part of it – takes steps to move away from retained EU law), ten of passive divergence (where the EU legislates and the UK – or some part – does not follow), and three of procedural divergence (where the UK has to introduce new systems to manage policy absent substantive divergence). There are also eleven cases with an additional ‘internal impact’ label, to indicate where UK-EU divergence is leading either to divergence in regulation between different parts of the UK, or has some other impact on the operation of relations between the four UK governments.

7. Post-Brexit imports, supply chains, and the effect on consumer prices

Abstract:: This report documents the decrease in imports and shows how the patterns of imports vary across sectors following the UK’s departure from the Single Market and Customs Unit at the end of 2020. The authors, Jan David Bakker, Nikhil Datta, Josh De Lyon, Luisa Opitz, and Dilan Yang, focus on comparisons between imports from the EU and imports from non-EU countries. Some products, such as fats, oils, and waxes, experienced a sizeable decrease in trade volumes with EU countries compared to those of non-EU countries in January 2021. Other products, such as minerals, experienced minimal deviation in imports from the EU versus non-EU. We also document that the timing of import changes varies across products: in some cases, the deviation occurs pre-TCA, and there is some evidence of stockpiling; in other cases, the changes only occur post-TCA, and can be either short term or persistent. The fall in imports from the EU will affect the UK economy through its impact on supply chains. Two-thirds of international trade is in products used as inputs to production. We show that imports from the EU fell for products that are used as inputs to production in many industries in the UK. For some sectors such as agriculture, fishing, and car manufacturing, there is evidence that imported inputs began to be sourced from non-EU countries pre-TCA. For others, including vegetable oil, animal fats, prepared animal feeds, and pharmaceuticals, the adjustments occurred post-TCA. Evidence suggests that increased access to intermediate inputs can boost productivity, so a reversal is likely to cause a fall in productivity. Imports also provide cheaper goods to consumers, as well as a wider variety of choice. Focussing on food products, we show that the drop in imports after Brexit caused an increase in prices. Products that were more heavily reliant on imports from the EU increased in price following the election of Boris Johnson in 2019, pre-TCA and then increased further post-TCA. This report therefore shows that changes in imports of goods from the EU have affected UK firms’ supply chains. Part of this change is driven by the adjustment costs incurred as part of the new trading relationship and is likely to be short term, but another part is likely to reflect a long-term increase in the cost of inputs from the EU, which make up a sizable contribution of total imports. This could have a knock-on effect for consumers who will face higher prices, and for workers whose jobs will be affected by adjustments in the supply chain.

11. Manufacturing after Brexit

Abstract:: In mid-2020, UK in a Changing Europe published its report on the eﬀects of Brexit on UK manufacturing, and the likely eﬀects after the end of the transition period. The present report is an updated view of where UK manufacturing stands after Brexit. The report ﬁnds: The Trade and Cooperation Agreement (TCA) helped avoid tariﬀ barriers. However, non-tariﬀ barriers have returned, and the end of the transition period has brought adverse impacts for UK manufacturing. The TCA does not fully replace the frictionless trade and market integration that existed before it. The main adverse eﬀects have been: administrative barriers to trade (e.g. customs formalities, proving rules-of-origin requirements) disruptions to labour ﬂows, both aﬀecting certain manufacturing sectors directly (e.g. food and drinks) and indirectly harming manufacturing by damaging service sectors (e.g. logistics) that support it. The adverse impacts are for now mainly showing through reduced exports and imports to and from the EU (around 15% less for both, as compared to a no-Brexit scenario), and through some production disruptions. The ongoing conﬂicts around Northern Ireland probably represent the biggest risk to UK-EU relations, with the potential to aﬀect the entire TCA in case they escalate. Potential beneﬁts from Brexit have yet to be felt: – There has been some redirection of exports towards non-EU countries, but this has not compensated for the reduction in trade with the EU. The UK has signed only two truly new trade agreements, with New Zealand and Australia, the former still only ‘in principle’. Both countries account for a small fraction of total UK trade, and the expected beneﬁts of the trade agreements with them are minor. Trade negotiations with the US are currently stalled. Whether there is more progress on the trade front in the future remains to be seen. If there is more regulatory divergence from the EU going forward, it will become possible to see whether it will bring beneﬁts or disruptions to UK manufacturers. Any beneﬁts that may potentially arise out of Brexit will not happen automatically. The UK needs an active, integrated, and well-funded industrial policy, within a stronger devolution framework, if UK manufacturing is to beneﬁt from future growth opportunities. This is especially the case in the context of net zero, industry 4.0 and levelling up. The impact of Brexit on manufacturing is likely to be most profound in regions in the north and midlands. That in turn will make levelling up more challenging.

Abstract:: Brexit is done, but what does it mean? Doing things differently? Policy after Brexit brings together a number experts in their respective fields to investigate how policy and policymaking have changed in a range of sectors. We asked them to consider how changes so far compare to what was promised before Brexit, and to analyse what changes lie ahead and what their impact might be. Their contributions are divided into three sections: first, those policy areas (trade, immigration, agriculture, fisheries and subsidies) where Brexit compelled the UK to put in place alternative policies. Second, those retaining significant amounts of EU law where the government could think seriously about divergence (financial services, procurement, taxation, consumer protection, environmental policy, energy policy and aviation). A final section considers new or emergent sectors in which both the UK and EU are looking to dip their regulatory toes (climate change and net zero, data and digital, autonomous vehicles and bioscience).

Abstract:: This report, An EU border across Britain: Scotland’s borders after independence, considers the prospect of an independent Scotland within the European Union, not as a prediction, but to illustrate how Brexit has profoundly changed the context in which independence is contested and could be realised. If an independent Scotland were to join the EU, the Anglo-Scottish border would become not just an international border between Scotland and what remains of the UK, but a new land border between the EU and the UK. Some of the crossborder arrangements for an independent Scotland that had been envisaged in the 2014 referendum would no longer be possible as a result of the UK’s departure from the EU. Because we know what is required by the EU at its external borders, it is possible to outline the border-related ramifications for an independent Scotland with EU membership. Such ramifications centre upon the land border with its closest neighbour.

Abstract:: The Good Friday / Belfast Agreement became, with considerable efforts over several years from so many involved, a broadly accepted if never fully stable political framework for Northern Ireland. A year after implementation, the prospect of the Northern Ireland Protocol delivering similar results is diminishing. Instead, there is a risk it entrenches divisions in which all sides believe others, not themselves, must be the ones to compromise most. Such divisions around the Protocol have spread beyond the land and sea borders of Northern Ireland, increasingly overshadowing relationships between the UK and the EU, and the UK and the US. These are not in any of their wider interests. Talk of trade wars in Europe cannot strengthen any economy, while the UK’s diplomatic relationships with the US remain strained. Finding unity on huge questions like Russia-Ukraine becomes harder against this backdrop. To varying degrees, all of the parties involved in the Northern Ireland Protocol discussions were involved in reaching the 1998 Agreement that ended the 30-year period known as ‘the troubles’. Drawing on the lessons from that time and the arrangements they put in place, there is a need for a new political process, outside of technical discussions on trade matters within the Protocol. A new shared endeavour is needed to resolve what otherwise threatens to be a long and damaging Northern Ireland and Brexit stalemate.

15. Mapping banking centres globally since 1970

Abstract:: Brexit and the rise of China as a leading international economic power have revived discussions about the geography of banking centres. This paper analyses the geographical evolution of banking centres since the 1970s, based on a database constructed from a ranking of the top banks in the world created by The Banker magazine, a UK-based monthly publication specialised in international financial affairs. We describe both how the database was created and the ways in which it can be used to inform policy on money and capital markets. We address why the data can be used to proxy the size of International Financial Centres (IFCs) and the methodological limitations it may present. We find that banking consolidations and the evolution of the legal framework are more central to the changing geography of banking centres than economic and financial crises. We also highlight that, despite major shifts in global economic power, leading banking centres are hard to replace.

Two basic themes are identified in that conception: first, a clear preference for a project of both integration and enlargement; and second, an equally clear resistance to the formation of a European superstate as the final goal of that project. The article concludes that this characteristically British vision of European integration – the vision of a United Europe of States – is not exclusively British and is unlikely to disappear from the now Britain-free EU

Abstract:: The power of individual EU Member States has been changing over the past decades as a result of revisions to the voting systems and the enlargements of the European Union. The present article analyses the development of the voting power of individual Member States in the Council of the European Union before and after the withdrawal of the United Kingdom of Great Britain and Northern Ireland from the European Union. We use the calculation of the standardized Banzhaf power index to calculate the legislative power of the Member States. The calculations recorded in the table point to changes in the weights of national votes caused by Brexit. The article pays special attention to the Visegrad Group, which we define within the European Union as an informal group consisting of four Central European states - the Czech Republic, Hungary, Poland, and the Slovak Republic. The results indicate a significant growth of the voting power in Poland and more moderate growth in the other three Visegrad Group countries which contributes to the shift in the voting equilibrium within the ordinary legislative procedure of the European Union.

Abstract:: One of the costs of Brexit is the weakened ability of both the UK and the EU to shape a strong joint response to Russia’s threats to pan-European security. In the standoff over Ukraine, the need for close cross-Channel cooperation is particularly acute for any effective sanctions package negotiated with the US. Yet, post-Brexit relations between the UK and the EU are currently governed by a narrow Trade and Cooperation Agreement (TCA) which does not include a designated chapter on political dialogue and that, barring a handful of exceptions, does not contain any provisions on cooperation on foreign and security matters. Fortunately, the preparatory work undertaken to reach the bilateral accord contains the answer to the question on how trust between the parties can be regained through procedural means. This policy brief highlights the embers of the Brexit bonfire that might be raked up to rekindle the flame of dialogue and cooperation between the UK and the EU in foreign affairs and security policy.

Abstract:: When thinking of the Irish question, it calls to mind the partition of the island of Ireland, ratified by the Government of Ireland Act of 23 December 1920, which was intended to satisfy the aspirations of the Protestant majority in Ulster, who were in favour of keeping the province under the authority of the Crown. Partition was plotted on the basis of a sectarian calculation to separate the six predominantly Protestant counties of Ulster[1] from the overwhelmingly Catholic Republic of Ireland. It inevitably raises the issue of the border that separates the two jurisdictions, which over the last century has been a symbol of injustice for the Catholic minority and a target for republican paramilitary groups, particularly the IRA. Thanks to the Belfast Agreement, the so-called Good Friday Agreement in 1998, which was the culmination of a long peace process, one might have assumed that the issue of the Irish border would not surface in debate again. But this did not take into account the extent of the nationalist and Europhobic current in England, which would lead to the United Kingdom's withdrawal from the European Union by referendum on 23 June 2016.

Abstract:: With multiple post-Brexit pathways that could still be pursued following the recent adoption of the new security agreements, the EU-UK cyber security relationship is still evolving. Value must be placed on collaboration to tackle shared cyber threats, the role EU institutions play in bringing cyber security actors together, and Britain’s former contribution to European security. These factors strongly indicate that, although new opportunities may present themselves, there will likely be irreversible losses for collective cyber resilience due to Brexit. In order to work towards a new, valuable relationship model, it is recommended that both the EU and UK uphold professional, transparent and non- political security cooperation going forward, whilst remaining open to flexible operational support in the unpredictable and ever-changing cyber threat landscape. Ultimately, within an international system affected by “instability, insecurity and uncertainty”,61 it remains to be seen what opportunities and challenges arise, and if the resulting relationship, whether based on one specific pathway or a combination of all three, could constitute an effective EU relationship model for non-EU entities in the cyber security field.

Abstract:: Brexit is proving to be even more troublesome than expected, giving rise to a gradual softening of British public opinion towards the EU. Any future UK government is likely to want to renegotiate parts of the separation deal that Boris Johnson struck with the EU. Reconciliation between Britain and Europe will take time and need careful calibration, however. The EU should prepare for this constructively and use the opportunity of a British renegotiation to review all its other association agreements - none of which are without defect. The question of governance lies at the heart of the problems which impair the EU’s relations with its neighbours. The EEA and Swiss arrangements are in any case due for overhaul and upgrading. The EU’s traditional enlargement policy to the east and south has foundered, and it would be better if this were admitted openly. Not only are candidate countries unable to meet the demands of membership, but the EU itself is too weak to take on the burden of new members. Instead, a new category of affiliate membership should be written into the EU treaties. Affiliation should allow the EU to develop close economic and cultural partnerships with its neighbours in a democratic fashion. Affiliate states would enjoy greater access to the EU institutions than is permitted under any of the current association agreements. Affiliate membership would also be available as an option for any current EU member state which, like the UK, chose not to adhere to the goal of an ever closer union. Such differentiated integration of the wider Europe will require the EU to build stronger federal government at the centre. The new structure should also be underpinned by the establishment of a European Security Council combining EU member and affiliate states with NATO — including Canada and the US — in regular strategic and operational decisions to protect Western security. The French presidency in the first half of 2022 should take the necessary first steps. The Conference on the Future of Europe might consider these proposals.

Abstract:: Andrew Duff argues that the loss of the United Kingdom should prompt serious reflection about the constitutional direction of the European Union. The secession of a member state changes the context of European integration. Brexit leaves the EU weaker, smaller and poorer — but it can and should also spur reform. The EU should aim to have major changes in place by 2029, including treaty revision. The reforms should include: (i) a renegotiation of the Brexit deal leading to a new class of affiliate membership; (ii) completion of the constitutional framework for a fiscal union; (iii) a European Parliament fully legitimated by election from transnational lists; and (iv) a ‘European Security Council’ of defence ministers to span the divide between the EU and NATO. The Conference on the Future of Europe may prove to be a useful democratic experiment. But it is not designed to address the important constitutional challenges that the Union faces. Duff therefore proposes creating an expert reflection group to stimulate the full implementation of the Treaty of Lisbon as well as prepare the way for the next Convention which must be called to amend the EU treaties. More immediately, the reflection group should make proposals to settle the controversial matter of how to elect the new President of the European Commission in 2024.

40. After Brexit: Could bilateral agreements facilitate the free movement of persons?

Abstract:: Some of the millions of EU nationals in the UK and British nationals in the EU are already suffering from Brexit’s drastic curtailment of the right to free movement. How can migration now be governed and facilitated between the two parties? Although an EU-wide agreement with the UK that ensures free movement remains the ideal solution, it is currently unrealistic. This calls for an evaluation of possible alternatives. Bilateral agreements should be explored and examined as a possible alternative to an EU-wide agreement with the UK to facilitate and govern cross-border mobility. Various bilateral free movement agreements across Europe show that their use is not only legal but also habitual. They offer flexibility when it comes to the rights of entry, residency and work, as well as other important rights. And they could also be used as a foundation upon which to build an agreement between the EU as a whole and the UK, if not to facilitate the rebuilding of mutual trust. Migration law expert Diego Acosta makes a further case for Spain being the first possible candidate for a post-Brexit bilateral free movement agreement concluded between an EU member state and the UK. Spain is the most important EU destination for British emigrants, and British migrants residing in Spain constitute the latter’s third-largest non-national population. In turn, the UK is the most important migrant destination for Spanish nationals worldwide, who represent the fifth-largest migrant group from the EU. He offers concrete suggestions as to what a bilateral treaty between Spain and the UK could include. In addition, governments of EU member states that have important reciprocal migration flows with the UK, as well as the UK government, should consider the following recommendations when exploring the possibility of adopting bilateral agreements on migration: The negotiating parties should place the rights and interests of both short-term and long-term British and European nationals residing in each other’s territory at the centre stage. In negotiating a possible treaty, both the respective EU member state (e.g. Spain) and the UK should take the pre-Brexit status quo as the departing point. The status of mobile nationals could be improved beyond that enjoyed by EU citizens pre-Brexit. For example, political rights could be extended beyond the municipal level. Certain categories of individuals (e.g. retirees, young workers) could benefit from special provisions which also depart from the pre-Brexit situation.

Abstract:: The UK’s rejection of any institutionalised relationship with the EU in foreign, security and defence policy (FSDP) is arguably the most noteworthy feature of the post-Brexit dispensation. In a stark reversal in early 2020, the British government abandoned pledges made in the 2019 Political Declaration to ‘establish structured consultation and regular thematic dialogues [that] could contribute to the attainment of common objectives’, including on the Common Foreign and Security Policy (CFSP) and the Common Security and Defence Policy (CSDP) (1). This gap was intensified by the absence of any reference to foreign affairs in the EU-UK Trade and Cooperation Agreement (TCA) or the Integrated Review of Security, Defence, Development and Foreign Policy (IR) (2). Indeed, the IR essentially ignores the EU, referring only to British ambitions to remain a lead European defence actor, with a focus on multilateral venues (notably the UN and NATO), bilateral relations and ad hoc groupings. In short, an EU-sized hole now exists in British foreign policy thinking. This matters in London and across Europe. While in the EU, the UK exercised significant influence and leadership in FSDP, its EU membership magnifying its global capacities. In leaving, Sir Simon Fraser, formerly permanent under-secretary in the Foreign and Commonwealth Office (FCO), warned that Brexit represented ‘the biggest shock to [the UK’s] method of international influencing and the biggest structural change to our place in the world since the end of World War Two’ (3). From the EU’s perspective, as observed by High Representative Josep Borrell, ‘with Brexit, nothing gets easier and a lot gets more complicated. How much more complicated depends on the choices that both sides will make’ (4). The choices thus far indicate a rejection of ‘old obligations’ (5) and an essentially transactional relationship that will be ‘structurally adversarial for the foreseeable future’ (6). Nonetheless, Brexit also gives both the UK and the EU a once-in-a-generation opportunity to rethink and reconfigure their approaches to foreign affairs and how they navigate a profoundly changed regional context. To understand the scale of this undertaking, we offer an innovative thematic analysis focused on four ‘Rs’: reputation, responsibility, resources and relevance. Each ‘R’ represents a core element of both sides’ respective foreign policies, offering insights into possible international roles and goals. The four ‘Rs’ also help us identify the main risks and opportunities Brexit encompasses, providing a conceptual symmetry as to how the choices of both the EU and UK might align and impact each other.

Abstract:: Immigration is one of the factors often considered as the causes of Brexit. Researchers find evidences that regions with more immigrants from the new member states of the European Union (EU hereinafter) in eastern Europe tended to vote more in favor of Brexit in the 2016 referendum. Similar relations between the size of immigrant population and anti-immigration attitudes or far-right voting are found in other richer EU member states. A common explanation for this relation is the concern that immigrants negatively affect the outcome in the host labor market. Immigration is drawing attention in Korea too. Although immigrants' share in population is still substantially smaller in Korea than in the EU, its increase is noticeable. Also, certain industries in Korea are known to be already heavily reliant on immigrant labor. Recently, as entry into the country was tightened due to the COVID-19 pandemic, firms and farms are reported to have faced a disruption in production. This trend of increasing presence of immigrants in population and in the labor market, vis-à-vis the low fertility rate and rapid aging in Korea, is raising interest and concern on the socioeconomic impact of immigration. To offer some reference for the debates related to immigration in Korea, KIEP researchers (Joe et al. 2020 and Joe and Moon 2021) look at the EU, where immigrants' presence was much higher from much earlier on, and where the greater heterogeneity among the immigrants allows for richer analyses. This World Economy Brief presents some of their findings that are salient for Korea.

Abstract:: The UK government’s vision for Global Britain aims to restore British greatness as a maritime trading nation. But this vision does not reflect today’s geostrategic realities, including the continuing importance of the EU. The Johnson government seems to need the perennial fights of a permanent Brexit, but this approach is eroding the UK’s capacity to cooperate with the EU on foreign and security policy. At the same time, as ECFR polling reveals, the British public do not have any particular animus towards the EU. While the public value British sovereignty and independence, they would support a foreign policy that worked cooperatively with the bloc. The public is on to something: Britain still has extraordinary assets and can forge an effective foreign policy. Yet, to do so, it must focus on British strengths, avoid military adventures in distant lands, and find balanced, effective working relationships with the EU and the US. British security and prosperity will increasingly depend on unromantic issues such as carbon tariffs and investment screening – on which the best way to protect British interests is to triangulate between the EU and US positions.

Abstract:: HM Treasury’s estimation of the economic consequences of Brexit – using standard macroeconomic models – during the EU referendum campaign represents a remarkable intervention in a highly politicized public debate. It raises a series of questions about the use of economic expertise. Through a detailed theoretical and empirical critique of the Treasury’s methodology – and a reassessment of the likely effects of Brexit in light of this – we cast doubt on the utility of their approach, highlighting methodological issues, unrealistic assumptions, and misrepresentations of established facts. In the process we seek to identify some of the wider implications for the use and potential abuse of economic expertise in highly charged political contexts, such as the EU referendum debate.

Abstract:: The shock of covid-19 in Britain may end the culture-wars politics set off by the Brexit referendum – which split the country between Leave and Remain, town and city, old and young. Many people had lent their votes to Boris Johnson’s Conservatives for cultural reasons, in spite of the fact that they were closer to the opposition Labour Party on economic issues. Covid-19 might cause a rethink, as voters expect competence from the government. Counterintuitively, both Leavers and Remainers are open to a leftist domestic agenda and greater cooperation with international partners – issues on which Labour is normally strong. Covid-19 has caused voters to take a dimmer view of previously touted post-Brexit trade partners like the US and China. They think more highly of countries such as Germany. The battleground will be ‘Red Wall defectors’ – voters who gave Johnson his 2019 general election landslide but who are reassessing what matters to them after Brexit. A politics divided along the lines of Leavers and Remainers could disappear as quickly as it appeared – but the Conservatives may nevertheless attempt to stoke the divisions of 2016 that secured them Brexit.

January 31st will begin the long-awaited legal withdrawal of the United Kingdom from the European Union. As the UK disengages politically, Europe’s existing security structure will undergo reconstruction as EU Member States reevaluate their future without the UK as active members established security including CSDP, NATO, PESCO, among others. As the UK seeks bilateral partnerships post-Brexit, steadfast security consumers like Central and Eastern Europe (CEE) should gauge how Brexit will affect their security region. With external threats mounting in the East, the CEE region relies heavily on the existing security blanket that Europe and NATO have provided. As one of the strongest European militaries, an engaged or disengaged UK will certainly affect the security environment, but it will be up to how the EU and CEE countries react and adapt, that will impact the future security of their region once Brexit takes effect.

Abstract:: This essay draws on the author’s previous work, specifically: The Geopolitics of Anglo-Irish Relations in the 20th Century. The greatest failure of the European referendum campaign in 2016, which can be attributed to both sides, was the inability to articulate an understanding of Britain’s geopolitical relationship to Europe. By geopolitics, I do not mean its current usage: interpreted merely as a synonym for international strategic rivalry. I refer, instead, to classical geopolitics, which is a confluence of three subjects: geography, history, and strategy. It draws attention to certain geographical patterns of political history. It fuses spatial relationships and historical causation. It can produce explanations that suggest the contemporary and future political relevance of various geographical configurations.

Abstract:: The EU needs to assume more responsibility in defending its interests and security. Brexit will constitute an additional challenge for the EU in this respect, and has led to calls to strengthen the efficiency of the the Common Foreign and Security Policy, including EU sanctions, which currently form one of the toughest and most increasingly used tools in the EU’s foreign policy toolbox. The UK has been the most active and influential member state in formulating the EU’s sanctions policy. The EU could largely replace the technical expertise provided by the UK, yet the level of ambition of the EU’s sanctions policy is likely to decrease. Even though the UK has taken measures to maintain the sanctions regimes it agreed to as an EU member state, an independent UK sanctions policy could result in divergence. The envisaged coordination mechanisms between EU and UK sanctions policies can mitigate some of the negative implications of Brexit, but they cannot replace the UK’s EU membership.

Abstract:: Following the Brexit referendum held in the UK in 2016 that resulted in a majority vote to leave the EU, there has been speculation and uncertainty surrounding the likely impact of Brexit on trade relations between the UK and developing countries such as Zambia. With Brexit, comes the exit of the UK from the EU, its customs union as well as the single market. Consequently, this implies that Zambia’s trade with the UK will no longer be under the ambit of the EU Everything But Arms (EBA) trade agreement which grants Zambian products other than arms, duty-free and quota-free market access to the UK. Naturally, this brings about questions of the likely impact of Brexit on trade relations between Zambia and the UK which thus far, has been determined collectively under the framework of the EU since the UK’s accession to the EU customs union. In this policy paper, we provide a contextual analysis of the same. From this, we deduce that a ‘deal’ or ‘no deal’ Brexit is not likely to adversely impact the UK’s trade with Zambia. This is on condition that the UK’s own unilateral preference scheme comes into place and in time, to replicate the EU-EBA scheme with no disruption to traders. On the Investment front, although the UK has been Zambia’s fourth-largest source country for FDI inflows over the period 2010-2017, investments have been waning. Brexit has the potential to turn things around as the UK seeks to increase investments in other jurisdictions outside of the EU. With the UK now envisioning to become the largest G7 investor in Africa by 2022, there is a high probability that Brexit could lead to a positive investment crowding in effect, provided Zambia becomes a more attractive investment destination.

Abstract:: As the end of the transition period nears, the EU must prepare for a fundamentally different and more conflictual relationship with the UK. Whatever the outcome of the Brexit negotiations, there will be profound economic, political and geopolitical implications for the EU. While the EU as a whole might be better placed than the UK to absorb the economic shock of a no-deal, the fallout within the EU will be uneven, resulting in winners and losers. The asymmetrical impact and differential capacity and willingness of national governments to mitigate the shock could exacerbate regional disparities and unbalance the EU’s internal level playing field. As such, it might become more difficult to maintain the same level of EU unity post-no-deal.

As part of its independent trade policy, the government has committed to improve access to UK mar- kets for the poorest countries. This note sets out three ways it can do so: expanding duty-free market access while avoiding piecemeal trade agreements that undermine Africa’s own trade integration ef- forts; using an alternative framework for those trade agreements it does negotiate with developing countries; and supporting a “back-to-basics” multilateral negotiation at the World Trade Organiza- tion that could help to rebuild confidence in that institution and thus protect the interests of small and vulnerable countries. After a brief review of the background and context, it sets out specific pro- posals in each of these areas.

Abstract:: The abject failure of British Prime Minister Theresa May to get the United Kingdom’s (UK) Withdrawal Agreement from the European Union (EU) through Parliament on 15 January 2019, with MPs overwhelmingly rejecting it by 432 votes to 202, has been put down to a variety of reasons. Primary among them has been the question of the post-Brexit status of the land border between the Republic of Ireland and the UK’s province of Northern Ireland. Although an issue which was initially seen as of minor importance, the significance of the Irish border steadily grew over time until it became the main stumbling block in UKEU Brexit negotiations brought about by the decision of the British people to leave the EU in a referendum held on 23 June 2016. Indeed, the key term of the ensuing debate, namely ‘the Irish backstop’, produced such confusion among politicians, political pundits and the general public that the House of Commons, split between so-called Brexiteers and Remainers, decided to reject May’s deal out of hand. This article seeks to argue that, from June 2016 (the time of the referendum) up to January 2019 (the time of the first vote on May’s Brexit deal in Parliament), the issue of the Irish backstop was seriously underestimated before suddenly taking centre stage and ultimately sabotaging the Withdrawal Agreement from within.

Abstract:: The article presents the main parties (i.e. the Conservative Party, Labor Party, Liberal Democrats and Scottish National Party) results of the 2019 UK general election as well as an analysis of the most important issues (i.e. correct identification of voters’ expectations, simplicity and clarity of the messages, leaders’ personalities) which determined each party success or loss. The author proves that since Brexit was the primary focus of voters, the level of support for particular parties remained dependent on the solutions presented in this issue. This basis explains why the Conservatives in the whole UK and the SNP in Scotland won (and the Labor Party and the Liberal Democrats lost) the battle of Brexit.

Abstract:: The withdrawal of the United Kingdom (UK) from the European Union (EU) on January 31 was a seminal moment in post-war history, and one that presents challenges and opportunities for both key parties. Yet far from being a single, isolated event, the departure derives from a much broader process of well over a dozen negotiations (a catch-all term used here for formal diplomatic discussions and wider debates about Brexit) between and within the UK and EU about their futures. With so many Brexit negotiations still underway, this paper underlines that the final form of the UK’s departure from the EU is not yet set in stone. Even with a withdrawal deal now ratified, there are multiple scenarios still possible: from a disorderly exit this year, through to the outside prospect of the transition being extended and a deep, comprehensive deal being concluded later in the 2020s. The stakes in play therefore remain huge and historic as both sides seek a new constructive partnership that can hopefully bring significant benefits for both at a time of global geopolitical turbulence.

Abstract:: We show that the sharp increase in hate crime following the Brexit referendum was more pronounced in more pro-remain areas. This is consistent with a model where behavior is dictated by the desire to conform to imperfectly observed social norms in addition to following individual preferences, and where the referendum revealed that society’s real preferences over immigration were less positive than previously thought. For identification, we exploit the feature that the referendum revealed new information overnight in a context where other determinants of attitudes remained constant. The data can be replicated with a sensible parameterization of the model.

Abstract:: On 25 March 2017, the European Union celebrated the 60th anniversary of the Treaties of Rome, which established ‘an ever-closer union’ as a fundamental principle for European region- al integration. Only four days later, the United Kingdom delivered an official letter triggering its withdrawal process from the Community. How could we comprehend Brexit integrative and dis- integrative dynamics to the EU? The UK’s decision to leave the EU alongside recent crises in the Community and the spread of Eurosceptic movements fostered studies about disintegration dynam- ics. This article presents the current debate about differentiated (dis)integration based on up-to-date related literature. Next, it proposes a framework to assess the recent shifts in the UK-EU relationship and its contradictory effects on the EU project. The main argument of the paper is that the UK’s relationship with the European Union moved from an internal differentiated integration to a pro- posal of internal differentiated disintegration and, thereafter, to a process of external differentiated disintegration. Moreover, although Brexit means disintegration by one Member State, its effects on the EU project are mixed, initially promoting an integrative boom among the EU27 members, while at the same time neglecting disintegrating forces that could undermine the traditional European integration model.

90. Resilience or Relocation? Expectations and Reality in the City of London since the Brexit Referendum.

Abstract:: The fate of British finance following the Brexit referendum revolves around the “resilience or relocation” debate: will the City of London continue to thrive as the world’s leading financial centre or will the bulk of its activity move to rival hubs after departure from EU trading arrangements? Despite extensive commentary, there remains no systematic analysis of this question since the Leave vote. This paper addresses that lacuna by evaluating the empirical evidence concerning jobs, investments, and share of key trading markets (between June 2016 and May 2020). Contrary to widely held expectations, the evidence suggests that the City has been remarkably resilient. Brexit has had no significant impact on jobs and London has consolidated its position as the chief location for financial FDI, FinTech funding, and attracting new firms. Most unexpectedly, the City has increased its dominance in major infrastructure markets such as (euro-denominated) clearing, derivatives, and foreign exchange – although it has lost out in the handling of European repurchase agreements. Based upon this evidence, the paper argues that the UK’s negotiating position is stronger than typically recognised, and outlines the competitive ramifications for both the UK and EU financial sector.

93. Brexit on the Backburner: Citizens’ Rights and the Implementation of the Withdrawal Agreement in a Pandemic

Abstract:: Just weeks after the United Kingdom’s formal departure from the European Union on January 31, 2020, the COVID-19 pandemic hit Europe with full force. The outbreak drew public and political attention away from the implementation of the withdrawal agreement, while also straining many public administrations, including agencies responsible for residency applications. With the clock ticking down on the transition period, set to end on December 31, 2020, many EU countries have yet to announce the details of the systems that will govern the future status and rights of their UK-national residents. The United Kingdom is further along, having rolled out its pilot EU Settlement Scheme to resident EU nationals in 2019. But of the 26 EU countries with responsibilities for citizens’ rights, only Italy, Malta, and the Netherlands had launched registration schemes before the pandemic began. And even where implementation had begun, many systems faced setbacks as in-person government services were suspended by lockdown measures. This has created considerable uncertainty for UK nationals in EU countries, and EU nationals in the United Kingdom—as well as their families—who will have six months after the transition period ends to acquire a new post-Brexit status. As this policy brief details, the pandemic has put some in an even more precarious position, including families with third-country-national members that have been separated by travel restrictions, and the newly unemployed, who may no longer meet the conditions of the EU Free Movement Directive (the foundation of the withdrawal agreement). This brief sets out steps governments on both sides of the Channel can take in the coming months to “pandemic-proof” their implementation plans. These include: investing in smart outreach to would-be applicants, streamlining status-adjustment processes, and supporting civil-society groups that can help applicants through the process.
