8301. Policing in Bosnia and Herzegovina During the COVID-19 Pandemic (2020–2021)

Abstract:: This paper provides an account of the developments of policing in Bosnia and Herzegovina in the course of the COVID-19 pandemic from 2020 to 2021 to shed light on elements of continuity and changes from previous trends observable since the 2010s. It is contended that the COVID-19 has made manifest the extent to which the factual management capacity of the Bosnian state administration and the police forces has consolidated in the entities and cantons. By contrast, central state police agencies suffer from chronic stagnation, institutional dysfunctionality, and a lack of factual management capacity to face unexpected challenges and emergencies. Moreover, the COVID-19 pandemic has fostered certain conditions for advancing the rollback of the democratically oriented police reform observable at the entity and cantonal levels since the last decade, which manifests through politicisation, militarisation and slight informalisation of policing. In particular, such police counter-reform has been more acute in the Republika Srpska under the SNSD rule, in contrast to the Federation of Bosnia and Herzegovina, whose police forces are affected by severe degrees of institutional fragmentation, dysfunctional working and clientelism.

8302. The South African Truth and Reconciliation Commission and the Use of its Documentation: An Analysis

Abstract:: This paper investigates the extent to which the documentation that was generated by the South African Truth and Reconciliation Commission (SATRC) is being used to promote the healing of a post-apartheid society. Truth and Reconciliation Commissions (TRCs) are considered a primary human rights tool for post-conflict reconciliation and reconstruction. They investigate gross violations of human rights and international humanitarian law, uncover the truth, and promote forgiveness. In this regard, TRCs use restorative justice which focuses on the rehabilitation of perpetrators through reconciliation with victims. They offer a platform for victims and perpetrators to share their experiences in an endeavor to repair the social fabric damaged by violent or structural conflict.1 TRCs are expected to help post-conflict societies transition from a past of human rights violations to a democratic and peaceful post-conflict society where human rights are respected. TRCs, through the documentation they produce, make it hard for the perpetrators to deny the truth

8303. Women and Peacebuilding in Africa: Some Policy Recommendations

Abstract:: There is an increasing acknowledgment of the important role played by women in peacebuilding worldwide. The UN Security Council Resolution (UNSC) 1325 calls for the full involvement of women in all efforts towards the maintenance of and support for peace and security.1 Other successive UNSC resolutions linked to the Women, Peace, and Security (WPS) framework such as 1820, 1888, 1889, 1960, 2106, 2122, and 2242 have underscored the role of women in peacebuilding. However, Machakanja observes that “women’s participation in peace and security in Africa remains more symbolic than substantive, and their capacity to influence and engage in peace negotiations is often resisted by local cultural norms and patriarchal hierarchies.”2 Although women contribute significantly to peacebuilding in Africa, their efforts are often diminished, or “invisible.” This is predominantly a result of the patriarchal bias which tends to exclude women from political activities and official peace negotiations.3

Abstract:: This policy brief focuses on how women are affected by violent conflicts in the oilproducing Niger Delta region of Nigeria, including the coping mechanisms women victims adopt in conflict-affected communities. It draws on the findings of fieldbased research on the experiences of women in the aftermath of the military invasions of Odi1 and Gbaramatu,2 the leadership tussle in Rumuekpe,3 communal/ intra-ethnic conflict in K-Dere and B-Dere,4 communal conflict with a multinational oil corporation in Evwreni,5 and electoral violence in Imiringi. This brief also makes recommendations for addressing gender-based violence in the region.

Abstract:: El momento crítico que atraviesa la seguridad europea tras la agresión de Rusia contra Ucrania ha alterado el entorno estratégico y obliga a la Alianza Atlántica a repensar su posición. Sunuevo concepto estratégico a aprobar en 2022 está marcado por este hecho histórico. Si bien, esta nueva estrategia está guiada a su vez por la Agenda OTAN 2030, adoptada en 2019, que establece una serie de principios como guía: unidad, defensa colectiva, resiliencia, salvaguarda de las infraestructuras y superioridad tecnológica. Abstract:: Cuatro décadas es tiempo suficiente para realizar un balance de la relación de España con la OTAN, como miembro de pleno derecho.Balance de particular interés en este periodo en el que hemos asistido a tantos cambios en el contexto internacional; cambios que han afectado a nuestra percepción de amenazas y a los modos de hacerles frente.Este trabajo analizará desde dos enfoques la experiencia española como miembro de la Alianza y los distintos estados de la relación, tanto con la Organización, como con su principal socio. El primero tomará en consideración los condicionantes domésticos de cada una de las partes. El segundo, atenderá a los condicionantessistémicos que tanto han variado desde la época de la guerra fría. Particular atención merecerá el siempre mejorable enfoque del denominado “flanco Sur”, con la vista puesta en la elaboración del nuevo concepto estratégico de la OTAN. Al respecto, se atenderá a las distintas sensibilidades dentro de la Alianza y la reivindicación de un trato análogo al recibido por el tradicional “flanco Este”. El contenido del documento de reflexión para la elaboración del nuevo concepto estratégico OTAN respecto a la proyección sur, puede implicar un cambio en la naturaleza de la relación con esta zona de operaciones. La metodología de investigación de basará en una serie de entrevistas sobre la base de una encuesta previa a oficiales españoles con experiencia práctica en la OTAN, tanto en operaciones como en diversos puestos directivos. Se incluirán también elementos de la consideración norteamericana respecto a la participación española. Combinados los resultados con el apoyo científico de académicos, foros de defensa y contribuciones de think tanks, se extraerán las conclusiones y recomendaciones para una mayor y mejor comprensión en los próximos cuarenta años.

Abstract:: La estrategia y la doctrina militar de la OTAN se han convertido en una de las referencias principales para el pensamiento estratégico occidental y también para el desarrollo de la estrategia y doctrina militar en España. La estrategia de la Alianza partióde un escenario muy específico en la Guerra Fría para ampliarse después de ella hacia un papel de estabilización fuera de Europa, y retornar paradójicamente al punto de partida debido al renacimiento de la amenaza rusa. En ese camino se desarrollaron conceptos clave sobre el empleo del poder militar convencional, de las armas nucleares y de las nuevas formas de conflicto asimétrico o híbrido. Pese a que España ingresó en la OTAN tarde y de una manera muy peculiar, la estrategia y la doctrina OTAN resultaron esenciales para modernizar tanto las fuerzas armadas como el propio pensamiento estratégico denuestro país.

Abstract:: La Conferencia sobre la Seguridad y la Cooperación en Europa (convertida luego en la Organización para la Seguridad y la Cooperación en Europa) nació con el objetivo de constituir un foro de diálogo entre actores con opciones políticas y concepciones de laseguridad radicalmente diferentes. Luego del final de la Guerra Fría, el discurso de la Organización se orientó hacia la promoción de un ideal democrático robusto. Sin embargo, los hechos mostraron los límites del optimismo inicial. El rol efectivo de la Organización siguió vinculado a un concepto tradicional de seguridad como seguridad interestatal, con cierta atención a la dimensión de los derechos humanos, pero también con una alta tolerancia a los regímenes no democráticos que persistían en su seno. Esta geometría variableentre los componentes del concepto de seguridad se relaciona con la naturaleza misma de la Organización: ella nació como forma de garantizar un modus vivendientre Estados con intereses e ideologías enfrentados y mantiene en buena medida este carácter, aunque la oposición no sea hoy entre dos modelos económicos diferentes sino entre Estados con grados variables de democratización.

8314. Desradicalizacióny desvinculación:aspectos formales y teóricos

Abstract:: La radicalización constituye una de las mayores problemáticas a nivel securitario y social. No obstante, el número de detenciones en los últimos años han llevado a replantearse reforzar los modelos de intervención en su relación con la desvinculación y la desradicalización. Como consecuencia, la atención está cambiando hacia los procesos de desvinculación/desradicalización. Tratando de aunar los conocimientos sobre la temática, en el presente manuscrito se realiza una revisión de la literatura que trata de identificar y valorar algunos de los factores y modelos de desvinculación, desradicalización y/o reinserción desarrollados en estas últimas décadas. En primera instancia se conceptualizan la desradicalización, entendida como un proceso social y psicológico por el que el compromiso de un individuo con la radicalización violenta y su participación en ella se reducen hasta el punto de que ya no corre el riesgo de implicarse y participar en actividades violentas, y la desvinculación, proceso mediante el cual un individuo experimenta un cambio de rol o función que suele ir asociado a una reducción de la participación en la violencia. Posteriormente, se analizan los principales factores de empuje y atracción que se han encontrado en la literatura, destacando, por un lado, la desilusión con la estrategia o las acciones del grupo radical y, por otro lado, las relaciones con personas fuera del grupo y las demandas familiares. A continuación, se hacen explícitos siete modelos teóricos propuestos desde distintas disciplinas que tratan de explicar los procesos de desvinculación, desradicalización y/o reinserción social. Entre estos modelos, encontramos la trayectoria de desvinculación,el modelo de inversión,el modelo 3N,el modelo pro-integración,los bucles de refuerzo,el modelo de las dinámicas de la desvinculación y el modelo fénix de desvinculación. Finalmente, se discuten algunas de las similitudes y diferencias de estos modelos y sus principales limitaciones.

Abstract:: En los últimos años se han sucedido diversos atentados terroristas protagonizados por individuos que se suelen vincular a la “extremaderecha”. En realidad, los atentados dan al gunaspistas, enfunciónde cuáles sean sus objetivos. Pero lo que más información aporta son los manifiestos que algunos de esos terroristas nos han dejado. Apartirde esa premisa, este artículo desarrolla un análisis de los contenidos de varios dee llos, planteando hasta qué punto puede hablarse de que existe una ideología detrás de los mismos; hasta qué punto esa ideología es la misma en todos los casos; y hasta qué punto se corresponde con tesis de extremaderechao, más bien, se aproximan más a otras de corte fascista. Tras ese análisis, y atendiendo a los marcos teóticos empleados se puede responder afirmativamente a los dos primeras preguntas, mientras que la tercera respuesta delata la presencia de importante componentes de fascismo en los proyectos de sociedad anhelados por esos terroristas.

Abstract:: In Brazil, it is observedthat the researchers in the field of Administration keepa certain distance to studies of National Defense. In this direction, the scope ofthis study is that there is anincapabilitybetween the strategic actions provided for in the National Defense Strategy (NDS) and the capabilities of the Defense Industry Base (DIB). It is assumed that companies linked to the DIBmust know their dynamic capabilities, so that they can, in their strategic planning, develop actions that allow them to cooperate with the NDS, in addition to generating competitive advantage. The methodology used has a bibliometric nature. The findings point to i) the lack of studies that aim to propose strategies for the Defense sector, from the perspective of the theory of dynamic capabilities and business strategy; ii) the inexistence of Stricto SensuPost-Graduate Programs in Administration, which have in their lines of research the National Defense theme; and,iii)the inexistence of journals in the area of Administration that have as scope or focus organizational studies, strategy and innovation in the area of National Defense. The Administration area has lines of research that cover strategic and organizational studies, innovation and technology, governance, public finance and others, which can collaborate with the advancement of studies on Defense in an applied way, as they aim to relate theory to practice and the constant search for pragmatic solutions to symptomatic and ongoing problems, through analytical, in-depth scientific methods and empirical observation.

8318. Ukraine Russia Crisis: Terrorism Briefing

Abstract:: On 24 February 2022, Russia launched an attack on Ukraine. Figure 1 highlights that the invasion comes after a decade of deteriorating relations between Russia, Ukraine and the West. This brief covers several aspects relating to the current Ukrainian war, including the frequency of past acts of terrorism in Russia, Ukraine and Georgia and covers likely future scenarios. It also analyses cyberattacks on Ukraine over the last decade and lead up to the current war. The main finding is that terrorism increases with the intensity of conflict. Both the Georgian conflict in 2008 and the Ukrainian conflict of 2014 saw substantial spikes in terrorist activity around the wars, and as the current war intensifies increased terrorist activity should be expected. Secondly, cyberattacks on Ukraine have markedly increased over the last decade, and especially in the months and weeks leading up to the war. Further, cyberattacks have the potential to unintentionally spill over into other countries because of global connectivity, the effects of which have been seen on numerous occasions. As cyberattacks by nefarious actors are a recent phenomenon, and given the difficulty in the attribution of such attacks, the demarcation between what constitutes a cyberattack, cyber warfare or cyber terrorism are unclear. Regardless, this briefing looks at the broad phenomena of cyberattacks in Ukraine to offer background on recent events.

8319. World Risk Poll: Spotlight on Ukraine and Russia

Abstract:: The Lloyd’s Register Foundation World Risk Poll, when combined with associated data from the Gallup World Poll and a number of other sources, reveals a complex and sometimes counterintuitive view of the world for both Ukrainians and Russians prior to the Russian invasion in 2022. Ukrainian citizens’ positive sentiments on a number of questions on social wellbeing were on the rise at a time when global averages were in decline. In the lead-up to the invasion, Ukrainians’ perceptions of safety and security were improving, with the percentage of people reporting feeling safer than five years prior rising from 19 to 26 per cent, bringing it closer to the global average. This represents a major increase, especially as it came at a time when the global average fell markedly, from 36 to 27.4 per cent, and for Russians the rate fell from 19.2 to 17.4 per cent. The conflict has unfolded within the context of Ukraine’s increasing socio-political reorientation toward the West. By November 2021, 58 per cent of Ukrainians said that, if the country were to join just one economic union, it should join the European Union (EU), compared to 21 per cent that said it should join the Russia-led Eurasian Economic Union. This was the highest rating ever recorded. Similarly, 54 per cent said they would vote to join the North Atlantic Treaty Organisation (NATO), compared to 28 per cent who would vote against joining. Surprisingly, “war and terrorism” was only the sixth highest-rated concern in Ukraine in 2021. Ukrainians rated health-related risks (not including COVID-19) as their top concern. Transportation-related risks, crime and violence, economic concerns and financial hardship were more frequently cited than “war and terrorism."

Abstract:: This is the first edition of the Lloyd’s Register Foundation Safety Perceptions Index (SPI), produced by the Institute for Economics and Peace using data from the Lloyd’s Register Foundation’s World Risk Poll. The purpose of the index is to better understand how perceptions of safety differ across countries, and how the different aspects of risk are connected. The SPI measures the levels of worry, likelihood and experience of risk across five domains: health, personal, violence, environment, and the workplace. These domains and themes are combined into a composite score which reflects perceptions of safety at the country level. A high score indicates a high level of concern with safety issues.

Abstract:: This report showcases the findings of the Institute for Economics and Peace’s (IEP) research, including its latest results on Positive Peace and systems thinking. Positive Peace is defined as the attitudes, institutions and structures that create and sustain peaceful societies. It is conceptually and empirically related to many constructive aspects of social development and can be used in multiple contexts. It can also be used to compile an index – the Positive Peace Index (PPI). This allows for the comparison and tracking of the factors that create flourishing societies. These and other concepts related to Positive Peace are covered in the first section of this report, as well as general PPI results, including rankings and changes over time. Positive Peace is closely associated with system concepts to the extent that it is difficult to separate the two. IEP has further deepened its unique understanding of how societal systems function and has developed a framework called Halo which provides a comprehensive approach to analysing societal systems.

Abstract:: This is the ninth edition of the Global Terrorism Index (GTI). The report provides a comprehensive summary of the key global trends and patterns in terrorism over the last decade. The calculation of the GTI score takes into account not only deaths, but also incidents, hostages, and injuries from terrorism, weighted over a five-year period. The GTI report is produced by the Institute for Economics & Peace (IEP) using data from TerrorismTracker and other sources. TerrorismTracker provides event records on terrorist attacks since 1 January 2007. The dataset contains over 60,500 terrorist incidents for the period 2007 to 2021.

Abstract:: This is the 16th edition of the Global Peace Index (GPI), which ranks 163 independent states and territories according to their level of peacefulness. Produced by the Institute for Economics and Peace (IEP), the GPI is the world’s leading measure of global peacefulness. This report presents the most comprehensive data-driven analysis to-date on trends in peace, its economic value, and how to develop peaceful societies. The GPI covers 163 countries comprising 99.7 per cent of the world’s population, using 23 qualitative and quantitative indicators from highly respected sources, and measures the state of peace across three domains: the level of societal Safety and Security; the extent of Ongoing Domestic and International Conflict; and the degree of Militarisation. In addition to discussing the findings from the 2022 GPI, the report includes an analysis of the military conflict in Ukraine. It covers likely increases in military spending, new and emerging uses of technology in the war, its impact on food prices and global shipping routes. The report also contains a deeper analysis on violent demonstrations around the world.

Abstract:: This is the third edition of the Ecological Threat Report (ETR), which analyses ecological threats in 228 independent states and territories. Produced by the Institute for Economics & Peace (IEP), the report covers over 3,638 sub-national administrative districts, or 99.99 per cent of the world's population, assessing threats relating to food risk, water risk, rapid population growth and natural disasters. Many ecological threats exist independently of climate change. However, climate change will have an amplifying effect, causing further ecological degradation. The research takes a multi-faceted, multidimensional approach by analysing risk at the national, administrative district and city level, while also assessing these entities by ecological threats, societal resilience and levels of peace. Additionally, the research provides projections to 2050. To assist the international community in prioritising its focus, IEP has identified the countries, administrative districts and cities most at risk

8326. How Comparable are India’s Labour Market Surveys?

Abstract:: The Centre for Monitoring Indian Economy’s (CMIE) Consumer Pyramid Household surveys have emerged as an important source of regular labour market data for India. Given the differences in methods in data collection between the CMIE and official employment sources, it becomes exceedingly important to establish some comparability between the government and the CMIE datasets. With the release of the official labour surveys, Periodic Labour Force Surveys for 2017-18, we now have an overlap between the official datasets and CMIE datasets. In this paper, we examine the extent of comparability of labour force estimates from these two datasets. We find that employment estimates for men are broadly comparable. However, for women, there is a consistent divergence with CMIE estimates of women’s workforce participation lower than that of NSS-PLFS. We explore the points of divergence in the measurement of women’s work and hypothesise some potential reasons for this difference. We find that irrespective of the reference period used in the PLFS estimation of employment statuses, there is no convergence with the CMIE employment estimate for women’s employment. Moreover, the mismatch in CMIE-PLFS estimates occurs across all types of women’s employment and irrespective of what reference period of employment (in official data) is used.

8327. Labour incomes in India: A comparison of PLFS and CMIE-CPHS data

Abstract:: The Covid-19 pandemic has created a need for high frequency employment and income data to gauge the nature and extent of shock and recovery from month to month. Lack of such high frequency household-level data from official sources has forced researchers to rely almost entirely on the Consumer Pyramids Household Survey (CPHS) conducted by the Centre for Monitoring the Indian Economy (CMIE). Recently, the CPHS has been criticised for missing poor and vulnerable households in its sample. In this context, it becomes important to develop a detailed understanding of how comparable CPHS estimates are to other more familiar sources. We examine the comparability of monthly labour income estimates for the pre-pandemic year (2018-19) for CPHS and the Periodic Labour Force Survey (PLFS). Across different methods and assumptions, as well as rural/urban locations, CPHS mean monthly labour earnings are anywhere between 5 percent to 50 percent higher than corresponding PLFS estimates. In addition to the sampling concerns raised in the literature, we point to differences in the way employment and income are captured in the two surveys as possible causes of these differences. While CPHS estimates are always higher, it should also be emphasized that the two surveys agree on some stylized facts regarding the Indian workforce. An individual earning INR 50,000 per month lies in the top 5 percent of the income distribution in India as per both surveys. Second, both PLFS and CPHS show that half the Indian workforce earns below the recommended National Minimum Wage.

8328. Loss, Recovery and the Long Road Ahead: Tracking India’s Informal Workers Through the Pandemic

Abstract:: Drawing on results from a panel of 2778 workers interviewed during and after the 68-day hard lockdown imposed in India, the following study examines the livelihood impact of the pandemic and the extent of subsequent recovery or lack thereof. Focussing specifically on workers located in the informal economy, the study is a useful addition to the burgeoning body of work on the economic impacts of Covid-19 by providing an insight into the employment and earnings recovery of those located at the margins. These findings are spliced across socio-economic groups to showcase the differential impact of the pandemic on different demographics within the informal sector. Our results show that six months after the hard lockdown, one out five persons were still out of work. Conditioned on being employed prior to the lockdown and having lost work during the lockdown, we find that urban respondents, women, workers above sixty and graduates were significantly less likely to recover from the shock. A similar exercise carried out for women workers showed that middle aged women, never married women and women who were not-literate women or educated up until primary and middle school were significantly more likely to recover from job loss. Older women, those located in urban areas and Muslim women were on the other hand significantly less likely to recover from the job loss. Earnings on the whole were half of what they used to be prior to the pandemic. Some better off workers shifted to more precarious types of employment. Given the fall in earnings poorer worker households were forced to borrow and the amount of loan taken was multiple times their average monthly income. In the context of loss in employment and reverse migration, the survey results show a substantial unmet demand for work under the MGNREGA programme even after the lockdown was lifted. We conclude that despite a partial recovery in the subsequent period, the pandemic induced lockdown has undermined the material conditions for subsistence for a large segment within the informal economy. Moreover, any attempts made to re-imagine what a social protection programme for the informal economy should look like must take into account the segments most susceptible to an economic shock on their livelihoods.

8329. Did the nation-wide implementation of e-FMS in MGNREGS result in reduced expenditures? A re-examination of the evidence

Abstract:: This paper revisits a part of the analysis by Banerjee et al. (2020), in which they examine the consequences of the nation-wide scale up of reforms to the funds management system (e-FMS) in India’s national workfare programme, using a two-way fixed effects specification. They report a substantial 19 percent reduction in labour expenditures. We exploit the recent literature that highlights the limitations of the TWFE estimator in the presence of staggered roll out and effect a Goodman-Bacon decomposition of the TWFE coefficient, to pinpoint sources of identifying variation. We undertake a detailed examination of subsamples of six constituent and valid DiDs based on timing of treatment that are averaged into the TWFE coefficient to identify heterogeneity in treatment effects. This disaggregated subsample analysis does not support the conclusion of any reductions in MGNREGS labour expenditures, suggesting that the TWFE coefficient based on the full sample is indeed biased.

8330. Who was Impacted and How? Covid-19 Pandemic and the Long Uneven Recovery in India

Abstract:: We investigate the impact of the Covid-19 pandemic on income levels, poverty, and inequality in both the immediate aftermath and during the long uneven recovery till December 2021 using high-frequency household survey data from India. We find that the average all-India household income dropped between 30 to 38 percent during the months of the nationwide lockdown of April and May 2020. The subsequent recovery remained incomplete and was unevenly spread over the population even twenty-one months after the start of the pandemic. Households on an average continued to make 16 to 19 percent lower cumulative income in the post-lockdown period, but have mostly recovered after the second wave in the second half of 2021. Poverty more than doubled during the lockdown and was 50 to 80 percent higher in the post-lockdown period in comparison to the pre-pandemic levels. In the post-second-wave phase, poverty was still slightly higher than in the pre-pandemic period, and any progress in poverty reduction that would have been achieved under normal circumstances over the two years was lost. Inequality too spiked during the lockdown, but returned back to the pre-pandemic levels. Using an event study model we find that the initial shock of the lockdown was more severe for the bottom of the income distribution, but the bottom also experienced a faster recovery. On the other hand, the top end of the distribution experienced smaller declines during the lockdown but they have been slow to recover. The bottom deciles in any period typically constituted households working in contact-intensive, informal, less secure occupations that were hit the hardest during the lockdown, but were quick to recover when the economy opened up. The upper end of the distribution constituted households working in less contact-intensive, formal, secure occupations that were shielded from the sudden shock but were slow to recover.

8331. China Maritime Report No. 23: The Type 075 LHD: Development, Missions, and Capabilities

Abstract:: When the People’s Liberation Army Navy (PLAN) commissioned its first Type 075 class Landing Helicopter Dock (LHD) in April 2021, it represented an important advance in power projection capability for China’s maritime forces. For the first time, the PLAN had an amphibious warship capable of hosting significant rotary wing forces while acting as the flagship for an amphibious task force. Now with three Type 075 class ships either in or soon to be in service, the PLAN has expanded its amphibious capability even further. The Type 075’s dedicated aviation support capability, ability to conduct wet well operations, and expanded command and control and medical facilities reflect capabilities that previously did not exist within the PLAN amphibious fleet. With the Type 075 LHD, the PLAN clearly intends to bolster its ability to project power from the sea in order to protect China’s overseas interests, but will require time for amphibious task forces to become fully proficient.

Abstract:: The People’s Liberation Army (PLA) believes that logistics support is one of the key determinants of a successful large-scale invasion of Taiwan. Logistics support includes transport, materiel and oil supply, medical care, search and rescue, logistics infrastructure protection, and maintenance of war materiel reserves. Despite the recognized importance of logistics support, it is likely the PLA does not currently possess the requisite logistics capabilities to successfully support a large-scale amphibious landing on Taiwan and a possible protracted conflict involving the United States and allies. Key deficits include a lack of amphibious ships (both military and civilian), transport aircraft, and war reserves. The PLA also continues to face difficulties with landing the requisite logistics supplies during the critical beach assault phase, constructing maritime transfer platforms or temporary wharves to sustain resupply if intact ports are not rapidly captured, establishing a landing base for logistics operations, maintaining the flow of logistics during on-island combat, and establishing strategic war reserves to support the large-scale operation and possibly prolonged conflict. These problem areas might be resolved with several years of sustained effort and complex training.

8333. China Maritime Report No. 21: Civilian Shipping and Maritime Militia: The Logistics Backbone of a Taiwan Invasion

Abstract:: Most analysts looking at the Chinese military threat to Taiwan conclude that the People’s Liberation Army (PLA) is incapable of invading the island because it lacks the landing ships to transport adequate quantities of troops and equipment across the Taiwan Strait. This report challenges that conventional wisdom, arguing that the PLA intends to meet these requirements by requisitioning civilian vessels operated by members of China’s maritime militia (海上民兵). Since the early 2000s, the Chinese government and military have taken steps to strengthen the national defense mobilization system to ensure the military has ample quantities of trained militia forces to support a cross-strait invasion. Despite ongoing challenges—including poor data management, inconsistent training quality, and gaps in the regulatory system—and uncertainties associated with foreign-flagged Chinese ships, this concept of operations could prove good enough to enable a large-scale amphibious assault.

Abstract:: The People’s Liberation Army (PLA) Airborne Corps would likely play an important role in a cross-strait invasion through operations behind enemy lines. During the landing campaign, the Corps would conduct paradrops or landing operations onto Taiwan, facilitated by PLA Air Force (PLAAF) aircraft. Once on island, airborne forces would seize and hold terrain and conduct a variety of operations to support the broader invasion. In recent years, the Corps has reorganized to improve its capability for mechanized maneuver and assault, leveraging the PLAAF’s larger inventories of transport aircraft, particularly the Y-20; improved the sophistication of its training at home; and gleaned insights from abroad via training with foreign militaries. Nevertheless, it is uncertain to what extent the Corps is able to overcome key challenges relevant to a cross-strait campaign. These include ensuring effective integration with similar ground force and marine units; carrying out operations in complex or degraded environments; transcending the Corps’ lack of relevant combat experience; and obtaining adequate air support.

Abstract:: PLA special operations forces (SOF) would likely play important supporting roles in an amphibious assault on Taiwan. Their capabilities and training are geared towards several missions undertaken during the preparatory and main assault phases of the landing, including infiltration via special mission craft and helicopter, reconnaissance and targeting, obstacle clearance, strikes and raids, and extraction missions. While PLA SOF have made progress in recent years, several longstanding challenges could affect their performance in an island landing: integrating advanced special mission equipment for complex and dangerous missions, coordinating their operations with non-SOF supporting and supported forces, and overcoming the Chinese military’s penchant for centralized command. Even if PLA SOF are only partially effective, however, their support to the main assault force could diminish Taiwan’s ability to defend itself from a large-scale invasion.

Abstract:: Critics of narcology—as addiction medicine is called in Russia—decry it as being "backward," hopelessly behind contemporary global medical practices in relation to addiction and substance abuse, and assume that its practitioners lack both professionalism and expertise. On the basis of his research in a range of clinical institutions managing substance abuse in St. Petersburg, Eugene Raikhel increasingly came to understand that these assumptions and critiques obscured more than they revealed. Governing Habits is an ethnography of extraordinary sensitivity and awareness that shows how therapeutic practice and expertise is expressed in the highly specific, yet rapidly transforming milieu of hospitals, clinics, and rehabilitation centers in post Soviet Russia. Rather than interpreting narcology as a Soviet survival or a local clinical world on the wane in the face of globalizing evidence-based medicine, Raikhel examines the transformation of the medical management of alcoholism in Russia over the past twenty years. Raikhel's book is more than a story about the treatment of alcoholism. It is also a gripping analysis of the many cultural, institutional, political, and social transformations taking place in the post-Soviet world, particularly in Putin's Russia. Abstract:: Following the failure of communist revolutions in Europe, in the 1920s the Soviet Union turned its attention to fostering anticolonial uprisings in Asia. China, divided politically between rival military factions and dominated economically by imperial powers, emerged as the Comintern’s prime target. At the same time, a host of prominent figures in Soviet literature, film, and theater traveled to China, met with Chinese students in Moscow, and placed contemporary China on the new Soviet stage. They sought to reimagine the relationship with China in the terms of socialist internationalism—and, in the process, determine how internationalism was supposed to look and feel in practice. Internationalist Aesthetics offers a groundbreaking account of the crucial role that China played in the early Soviet cultural imagination. Edward Tyerman tracks how China became the key site for Soviet debates over how the political project of socialist internationalism should be mediated, represented, and produced. The central figure in this story, the avant-garde writer Sergei Tret’iakov, journeyed to Beijing in the 1920s and experimented with innovative documentary forms in an attempt to foster a new sense of connection between Chinese and Soviet citizens. Reading across genres and media from reportage and biography to ballet and documentary film, Tyerman shows how Soviet culture sought an aesthetics that could foster a sense of internationalist community. He reveals both the aspirations and the limitations of this project, illuminating a crucial chapter in Sino-Russian relations. Abstract:: The Philosophy of Parochialism is Radomir Konstantinović’s (1928–2011) most celebrated and reviled book. First published in Belgrade as Filosofija palanke in 1969, it attracted keen attention and controversy through its unsparing critique of Serbian and any other nationalism in Yugoslavia and beyond. The book was prophetic, seeming to anticipate not only the bloody disintegration of Yugoslavia in the 1990s, but also the totalitarian turn in politics across the globe in the first decades of the new century. With this translation, English-speaking audiences can at last discover one of the most original writers of eastern European late modernism, and gain an important and original perspective into contemporary politics and culture in the West and beyond. This is a book that seems to age in reverse, as its meanings become deeper and more universal with the passage of time. Konstantinović’s book resists easy classification, mixing classical, Montaigne-like essay, prose poetry, novel, and literary history. The word “philosophy” in the book’s title refers to the solitary activity of reflection and critical thinking, and is also paradoxical: according to the author, a defining characteristic of parochialism is precisely its intolerance toward this kind of self-reflexivity. In Konstantinović’s analysis, parochialism is not a simply a characteristic of a geographical region or a cultural, political, and historical formation—these are all just manifestations of the parochial spirit as the spirit of insularity. His book illuminates the current moment, in which insularity undergirds not only ethnic and national divisions, but also dictates the very structure of everyday life, and where individuals can easily find themselves locked in an echo chamber of social media. The Philosophy of Parochialism can help us understand better not only the dead ends of ethnic nationalism and other atavistic ideologies, but also of those cultural forces such as digital technologies that have been built on the promise of overcoming those ideologies.

Abstract:: One could not physically leave totalitarian autarchic Albania, but one could always escape it. Ardian Vehbiu, who has extensively written on totalitarian language and semiotics, will talk about the out-sized effects of found western objects, casual merchandise, media and images in the Albanian popular imagination. Looking at this “flotsam” that washed ashore, we will explore the relationship between these objects and images and how they shaped the imagination and experiences of Europe and of ourselves. How did these objects, images and messages reach an otherwise impervious Albania? How did they circulate once in Albania and what life and meanings did they take on? Did this relationship with the “beyond”, cherished and suffered by the citizens-inmates of a country otherwise closed to the world, lead to an inadvertent “colonization” of minds by these ethereal images built by and for Western media? Dijana Jelača (Brooklyn College) will participate as a discussant with Tanya Domi (Harriman Institute) as moderator. #WomenOfBiH is an artistic, activist, and research initiative comprised of biographies of over fifty BiH women who have broken stereotypes and advocated for women’s rights and emancipation. Each woman was illustrated by a different woman illustrator/designer/artist from Bosnia and Herzegovina. It is a book about first female artists, writers, poets, social workers, national heroines, directors, scientists, musicians, doctors, activists, professors, and other exceptional women from BiH. The initiative was started with the goal of increasing the visibility of women in Bosnia and Herzegovina and to encourage similar educational initiatives. It celebrates women who were trailblazers and pioneers in women’s rights and emancipation, who achieved worldwide fame in their respective fields of work and are some of the greatest treasures of BiH. The book was published in 2019 and has since traveled to more than fifty countries. The publishing of the book was financed by Open Society Foundation and by more than 500 crowdfunding supporters from all over the world. In 2020, the second edition of the book was published in Bosnian, as well as an English edition of 650 copies, supported by OSCE in Bosnia and Herzegovina.

Abstract:: Overshadowed in life and legend by her brother Vaslav Nijinsky, Bronislava Nijinska had a far longer and more productive career. An architect of twentieth-century neoclassicism, she experienced the transformative power of the Russian Revolution and created her greatest work - Les Noces - under the influence of its avant-garde. Many of her ballets rested on the probing of gender boundaries, a mistrust of conventional gender roles, and the heightening of the ballerina's technical and artistic prowess. A prominent member of Russia Abroad, she worked with leading figures of twentieth-century art, music, and ballet, including Stravinsky, Diaghilev, Poulenc, Alexandra Exter, Natalia Goncharova, Frederick Ashton, Alicia Markova, and Maria Tallchief. She was also a remarkable dancer in her own right with a bravura technique and powerful stage presence that enabled her to perform an unusually broad repertory. Finally, she was the author of an acclaimed volume of memoirs in addition to a major treatise on movement. Nijinska's career sheds new light on the modern history of ballet and of modernism more generally, recuperating the memory of lost works and forgotten artists, many of them women. But it also reveals the sexism pervasive in the upper echelons of the early and mid-twentieth-century ballet world, barriers that women choreographers still confront. Lynn Garafola is Professor Emerita of Dance at Barnard College, Columbia University. A dance historian and critic, she is the author of Diaghilev's Ballets Russes and Legacies of Twentieth-Century Dance, and the editor of several books, including The Diaries of Marius Petipa, André Levinson on Dance (with Joan Acocella), José Limón: An Unfinished Memoir, and The Ballets Russes and Its World. She has curated several exhibitions, including Dance for a City: Fifty Years of the New York City Ballet, New York Story: Jerome Robbins and His World, Diaghilev's Theater of Marvels: The Ballets Russes and Its Aftermath, and, most recently, Arthur Mitchell: Harlem's Ballet Trailblazer.

8357. The First Deportation of Hungarian Jews in World War II, 1941

Abstract:: This talk emerges from a book project examining the history and events leading up to the first deportation of Hungarian Jews in 1941. During the first weeks of the campaign against the Soviet Union, the wartime Hungarian government deported more than 20 thousand "foreign” Jews to occupied Soviet territories. Most of them became the victims of the massacre of Kamenetsk-Podolsk in late August. This crime ushered in the period of the Holocaust that Father Patrick Desbois and Paul A. Shapiro have called the "Holocaust by bullets." The talk returns to and takes up the question of "alien Jews” in the period between 1919 and 1941 in East-Central Europe in general and in Hungary in particular, examining how government decrees were used by state authorities in Hungary and in Romania to make it very difficult for Jews to prove their citizenship. The authorities were thus able to 'create' 'aliens' out of unwanted Jews almost without limit. An analysis of these processes exposes the techniques used by nationalist regimes to incite hatred against different groups in society.

Abstract:: While many avant-garde periodicals enthusiastically embraced various aspects of the booming post-WWI economy and technology of the core countries, their imagined readership remained the proletariat or “the masses.” Although the predominantly left-wing avant-garde outlets were overflowing with articles exploring the perspectives opened up by Fordism, Taylorism, standardization, and rationalization, not only did their intended working-class readership experience the everyday regime of “scientific management,” but many of them, especially Hungarian organized workers in the industrial centers of the East Coast, actively fought it. Adopting the approaches of periodical studies, book history, and the cultural history of social life, this presentation has a twofold ambition. First, to understand what kind of political economy was envisioned by the avant-garde journals of the 1920s, especially concerning their interpretation of the distinguishing characteristics of the capitalist economic order. Second, to explore how working-class readers—either trade unionist social democrats or revolutionary communists—understood, re-created, or performed some of the techniques promoted by avant-garde journals: using tactics like speaking choirs, “living journals,” political collages, and workers’ photography to critique that same economic reality of post-WWI capitalism. Through the study of hitherto largely unexplored primary sources, including avant-garde periodicals and leaflets, editorial material, secret police accounts, Comintern documents, and annotated pages of avant-garde and labor movement publications, this lecture investigates how the avant-garde radical imagination about capitalism resonated in the larger ecosystem of workers’ culture. It also explores the significant role of centers like New York City—a global hub of avant-garde periodicals, the heart of surging Fordist capitalism, and a battlefield for multi-ethnic organized workers, including a large number of Hungarian immigrants—played in the formation of a Hungarian-language counter-hegemonic public sphere.

8362. The Parallels of Russian Bellicosity in the Balkans in the Example of Ukraine

Abstract:: Just last month, the Russian Ambassador to Bosnia and Herzegovina issued issued a startling threat to the Bosnian government’s aspirations to join NATO. “Bosnia and Herzegovina have the right to decide whether to be a member of NATO, but Moscow reserves the right to respond to such an opportunity,” he said. Russia warned Bosnia and Herzegovina that it could be the Kremlin's next target following Ukraine. This is not the first time Russia has threatened Bosnia. The parallels to Russia’s threats to Ukraine are unerringly uncanny. Bosnia’s significance to Western powers and to Russia stems from the same fact: The country is located squarely at the intersection of NATO and Russian influence. The West recognizes some of the potential Bosnia could have if it were brought into the NATO bloc, but seems not to understand the ramifications of the country slipping into Kremlin-induced disarray. For its part, Russia is just being consistent: Just as it unsuccessfully attempted to prevent Montenegro and North Macedonia from joining NATO, so too is it trying to halt Bosnian aspirations toward the same goal. Bosnia and threatened Balkan states North Macedonia and Montenegro remain fragile to Russian manipulation of its proxies in all of these countries and in the Balkan neighborhood.

Abstract:: During the Soviet period, official narratives presented Central Asia as a former colony that had been integrated on equal terms into the USSR while overcoming economic backwardness. This ambiguity was useful for Moscow’s Cold War politics and also shaped how Central Asian actors maneuvered within the Soviet system. In the late Soviet period, this ambiguity was largely abandoned. Some Central Asians began to insist on the region’s colonial status, while economists and sociologists in Moscow argued that Soviet development efforts had failed and that the region was culturally too different to fit into socialist economic schemes. In this talk, Kalinovsky will trace how different groups within the USSR can the late Soviet period came to reimagine Central Asia as a part of the Third World, discarding the ambiguity of earlier decades. These views also had profound implications for the region’s post-independence transformation: Western development professionals who came to Central Asia after 1991 found the region much more developed than other places they had worked. That also changed over the course of the 1990s, in part because of the continuing influence of Russian scholars, and in part as a result of the development community's evolving understanding of regional challenges (informed, to a large extent, by local scholars), a change that was solidified with the post 9-11 turn to the Global War on Terror. Artemy Kalinovsky is Professor of Russian, Soviet, and post-Soviet Studies at Temple University. He earned his BA from the George Washington University and his MA and PhD from the London School of Economics, after which he spent a decade teaching at the University of Amsterdam. His first book was A Long Goodbye: The Soviet Withdrawal from Afghanistan (Harvard University Press, 2011). His second book, Laboratory of Socialist Development: Cold War Politics and Decolonization in Soviet Tajikistan (Cornell University Press, 2018), won the Davis and Hewett prizes from the Association of Slavic, East European, and Eurasian Studies. He is currently working on a project that studies the legacies of socialist development in contemporary Central Asia to examine entanglements between socialist and capitalist development approaches in the late 20th century.

Abstract:: The lecture explores a hitherto overlooked episode in the history of the human-animal relations: the establishment of professional guide dog training after the First World War, which had its origins in Central Europe. Under this scheme, dogs became helpers, and, furthermore, equal partners to disabled soldiers and soon thereafter also to blind civilians. The lecture shows how the resultant cooperation between guide dogs and their owners placed the human–animal bond on a new footing. It also reveals how an idea initiated by veterans of the German and Austro-Hungarian army spread across the world and what adjustments were necessary to make the scheme suitable for different economic, cultural and social settings. In a broader context the lecture seeks to call attention to the potentials of the burgeoning fields of animal studies and disability histories for the study of East Central Europe.

Abstract:: or the broad public in pre-revolutionary Russia, Byzantium belonged to religious discourse; it also became a battle cry for Russian imperialism. And, by an irony of history, it was that long-coveted Byzantium that greeted the White Russians as they, orphaned refugees, disembarked in Constantinople following their defeat in the Civil War. What sentiments did the Byzantine monuments inspire in them? It appears that their attitudes were more nuanced than pure nostalgia or dismissal. Sergey A. Ivanov is a member of the British Academy. He has published more than 200 scholarly works on Byzantine culture and the relations between Byzantium and the Slavs. Among his monographs are Holy Fools in Byzantium and Beyond (Oxford, 2006), “Pearls Before Swine:” Missionary Work in Byzantium (Paris, 2015) and "Византийская культура и агиография" (Moscow, 2020, Byzantine Culture and Hagiography). Abstract:: In 1940 with Europe already at war, Japanese diplomat-spy Sugihara Chiune (often called the "Japanese Schindler") ignored direct orders from Foreign Minister Matsuoka and issued over 2000 Japanese transit visas to Jews stranded in Lithuania after the invasion of Poland. But these visas would have been worthless without Soviet transit visas to cross from Kaunas/Kovno to Vladivostok. Why did Stalin approve this transit, supervised by Molotov, Mikoyan and Beria? How did nearly 4000 Jews travel on 2000 visas? Documents from Soviet and Japanese archives collected, edited and published by Japan's Slavic-Eurasian Research Center and the Holocaust Research Center in Moscow provide answers to these questions and more. Sugihara remains the only Japanese citizen designated a Righteous among the Gentiles by Yad Vashem in Jerusalem.

8374. Does Deplatforming Work? Unintended consequences of banning far-right content creators

Abstract:: Social media has become an outlet for extremists to fundraise and organize on, potentially leading to deadly consequences. While governments deliberate on how to regulate this challenge, some social media companies have removed creators of offensive content—deplatforming. I estimate the effects of deplatforming on revenue and viewership, using variation in the timing of removals across two video-streaming companies- YouTube, and its far-right competitor, Bitchute. I construct a novel dataset including Bitcoin wallets linking YouTube and Bitchute accounts for 79 far-right content creators, including propagandists for violent domestic extremist movements. Being deplatformed on YouTube results in a 30% increase in weekly Bitcoin revenue and a 50% increase in viewership on Bitchute. This increase in Bitchute activity accounts for about 65% of the estimated foregone revenue and 5.9% of viewership lost from YouTube, implying a negative net effect of deplatforming.

Abstract:: The war in Ukraine could mark a watershed for European security. There has been much talk that European governments are divided over the conflict, but European citizens seem remarkably united around three key ideas. Firstly, they believe it is likely that there will be another Russian invasion of Ukraine. Secondly, they see this as a problem not only for Ukraine but for European security generally. Thirdly, they want Europe to respond to the crisis, with majorities supporting a response from NATO and the EU in particular. Europeans disagree on which are the most pressing threats linked to the crisis and on the price their countries should pay to defend Ukraine: people in Poland, Romania, and Sweden are much more willing to make sacrifices than those in France and Germany. The crisis will likely test Europeans’ readiness to defend the European security order.

Abstract:: As the crisis phase of covid-19 recedes, there is a chance to improve international cooperation on global health – but also a danger that competing reform proposals will lead to inaction. The EU can best support reform of pandemic preparedness and response if it takes account of the concerns of different global powers. The union should combine a push for reform of and increased funding for the WHO with support for a new fund for health emergencies, overseen by a representative group of countries. The EU should promote a new global compact on health, matching countries’ commitment to surveillance and reporting of pathogens with support for stronger healthcare systems and greater equity in the allocation of countermeasures. The EU-Africa relationship offers a chance to pioneer such an approach, but the EU will need to go further in this than it has so far. The EU should promote African vaccine manufacturing, including by pressing European pharmaceutical companies to transfer knowledge and technology to Africa.

8377. Addressing Human Mobility in National Climate Policy: Insights from Updated Nationally Determined Contributions (NDCs) in South America

Abstract:: Whereas South American countries are experiencing increased population movements in the context of climate change, the international climate governance agenda calls for the adoption of specialised legislation and for enhanced cooperation among different policy frameworks. The revision and update of the Nationally Determined Contributions (NDCs) provide a window of opportunity to mainstream human mobility discussions in climate policy frameworks and, thus, support the uptake of effective measures to address the topic. This briefing paper provides an overview of how the climate change–human mobility nexus has been addressed in the NDCs submitted thus far by South American countries and identifies pathways towards improved management of population movements in revised NDCs. To date, a partial integration of the human mobility perspective prevails: References to the topic indicate a slow – but progressive – acknowledgment of the impacts of a changing climate in vulnerable communities, which may include human displacement. Given the urgent need to move forward from the recognition of the topic to the establishment of effective measures to tackle forced population movements associated with the impacts of climate change, the updating of NDCs – currently under way in the region – entails an opportunity to incorporate strategies aimed at enhancing the management of human mobility. Ongoing discussions linked to the inclusion of the human mobility dimension should happen in a holistic manner, taking socio-environmental approaches into consideration. Human displacement and adaptation to climate change are akin processes that need to be aligned with mitigation and related measures. An improved adaptation component of NDCs depends on the participation of distinct actors (such as national departments and agencies, as well as non-governmental and civil society organisations focussed on climate adaptation) at the national level, and not only those dealing with mitigation strategies. Likewise, it should take the incorporation of practical and evidence-based measures into account. These include, for instance, methods to promote the consultation and effective participation of affected communities and strategies to strengthen their resilience. Furthermore, revised NDCs should call for governance and legal frameworks that include a clear definition of roles and the establishment of effective measures, rooted in the commitment to protect the human rights of affected and vulnerable populations. Revised NDCs should set up policy options to prepare for and respond to human displacement, aiming to reduce communities’ vulnerability and exposure. The recognition of human mobility in the context of climate change as a common challenge faced by South American countries entails a window of opportunity to enhance the development of effective measures to address the topic, as well as to foster the implementation of coherent long-term strategies that go beyond short-term political priorities.

8378. Germany and the UK: Perspectives for Deepening the Bilateral Dialogue on Development Policy

Abstract:: Germany and the United Kingdom of Great Britain and Northern Ireland (UK) are the second- and fourth-largest providers of official development assistance (ODA) worldwide and are key actors in driving international policy discussions on global development in the Organisation for Economic Co-operation and Development (OECD), the G7, the G20 and other key groupings and platforms. The development policies of both countries witnessed important convergence and detailed cooperation during the first decade of this millennium – a period when Western countries understood development cooperation as a source of considerable soft power, which was demonstrated in rising budgets and like-minded policy directions. The austerity policies that followed the global economic and financial crisis, and the UK’s decision to leave the European Union (EU) in 2016, have challenged the bilateral relationship in the development policy area between Germany and the UK. The UK’s departure from the EU has reduced the number of joint interactions and corresponding opportunities for identifying cooperation initiatives. Halfway through the period envisaged for the completion of the 2030 Agenda, both countries are adjusting their development policies, seeking to determine their future European roles and global development ambitions, but they remain key partners in global development. Both the UK and Germany have recently revised or are in the process of preparing development policy strategies as part of their integrated foreign policies – a reflection process which in recent months has been challenged to adjust to the implications of the war in Ukraine. The case remains strong for regular exchanges and cooperation on development policy between both countries, including by intensifying dialogues and resuming formal secondments between the FCDO and the German Federal Ministry for Economic Cooperation and Development (BMZ). Two areas in particular offer good prospects. First of all, the UK and Germany should closely work together to deliver on the current G7 Presidency agenda – including the key focus on infrastructure investment, as initiated during last year’s UK Presidency. Other key opportunities for cooperation include gender and climate action, as well as the provision of global public goods. Secondly, Germany and the UK should seek to engage in and harness the role of the OECD as a provider of key standards for international development policy and as an important forum for peer learning. As key providers of global development finance, the legitimacy of its reporting system is essential to both countries’ influence and contribution to global development.

8379. Is Foreign Direct Investment Losing Clout in Development?

Abstract:: Over the last decade, only a single projection of foreign direct investment (FDI) flows by the United Nations influential “World Investment Report” has proposed a negative outlook in the medium term. Based partly on surveys of business executives, these forecasts reflect ex¬pecta¬tions of investment growth which, however, have repeated¬ly failed to materialise. In fact, FDI flows to develop¬ing countries have remained stagnant over the past decade. Such wishful thinking is nurtured by a long series of positive narratives and facts about foreign investment. FDI has been one of the pillars of international development efforts for over 70 years. Its promise has not been limited to critical finance, but extends to longer term competitiveness through access to better technology, managerial know-how and, above all, prosperity through more and better paid jobs in the formal sector. From the old prescriptions of the so-called Washington Consensus to the hopeful Addis Ababa Action Agenda, the dominant development narrative has therefore favoured a rather indiscriminate pursuit of investment volume. This brief calls for rethinking of narratives and policies that help to improve the impact of FDI, based on secular trends that challenge our expectations. Four such trends stand out: First, while other sources of finance for development have grown considerably over the last decades, foreign invest¬ment has not followed the trend. Second, the kind of investment that is associated with stronger gains and longer term commitment in host economies – greenfield FDI – has also been in consistent decline as a share of total invest¬ment, while mergers and acquisitions and project finance have gained in importance. Third, the top 100 multinational enterprises (MNEs), accounting for nearly a quarter of global FDI stock, rely less on employment today than they used to in order to grow their foreign presence. Job creation, knowledge transfer and spillovers are therefore less likely to materialise through the presence of mega-firms and their corresponding investment at scale. Fourth, the growth of Chinese outward FDI within a strategic expan¬sionary political agenda stands to change rules and attitudes towards foreign investment moving forwards. We argue that, collectively, these trends invite a renewed conversation around the kind of foreign investment we want and expectations of this source of finance for develop¬ment. These facts obscure neither the broad benefits of FDI to developing countries, nor the value proposition of FDI attraction. Rather, they raise questions about expectations, priorities and the alignment of investment policy with the realities experienced across develop¬ing countries. To that end, we propose four priorities that stand to make a difference in the current context. We call for policy-makers to: 1) Place additional emphasis on retention of investment and linkages with the domestic economy. 2) Try new approaches for FDI attraction that focus on improving domestic investment facilitation frameworks. 3) Be selective as to investment sources and activities in order to mitigate political risks and align inward investment better with sustainable development. 4) Add evidence to improve our understanding of invest¬ment and inform decision-making. Overall, it is critical to engage in a serious multi-stakeholder conversation around expectations, actors and solutions that respond to the investment reality of today.

8380. Europe’s Global Gateway: A New Geostrategic Framework for Development Policy?

Abstract:: The proposal by the European Union (EU) to build a “Global Gateway” to the world is potentially an important juncture in EU foreign relations. Since its official launch in December 2021, most attention has been put on the initiative’s geostrategic implications and whether the EU can compete with China. Less attention has been paid to the Global Gateway’s implications for EU development policy in terms of strategic objectives, decision-making, thematic focus and financing. Two aspects are important in this regard. The first is whether the Global Gateway is a serious proposal that can deliver on its headline promises to massively increase European infrastructure financing in developing countries, provide partners with an alternative economic and political model to that being offered by China, and make a meaningful contribution to their efforts to realise the 2030 Agenda. The EU’s announcement that the Global Gateway will generate up to EUR 300 billion in investment by 2027 grabbed headlines, many of them sceptical. There is, however, no reason to doubt that the initiative will be adequately financed. Although the planning for the EU’s international aid budget for 2021-2027 has mostly been completed, a significant proportion remains flexible and could be spent on Global Gateway projects. As for the EU’s implementing capacity, the Gateway’s financial toolbox draws on the EU’s recent experiences with the Juncker Investment Plan and the External Investment Plan, which have both been utilised by development banks and private investors. The second aspect is whether the Global Gateway heralds a change in the EU’s motivations, objectives and modalities for cooperation with developing countries and regions. On the surface, the Global Gateway does not seem to change much. There are many thematic overlaps with existing strategic frameworks for engaging with Africa and the EU’s Neighbourhood. There is even a sense that the Global Gateway turns back the clock to the days when the EU focussed aid spending on infrastructure and emphasised its “political neutrality”. The geopolitical context in which the EU finds itself is, however, being transformed by pandemic, wars and multipolarity. The impacts of epochal events such as the Covid-19 pandemic and Russia’s invasion of Ukraine are still playing out. The Global Gateway signals a major adjustment in the EU’s response to these transformations, particularly regarding its engagement with the “Global South”. This will create a new paradigm for EU development policy, defined by strategic interests. It is likely that the new geostrategic framework will weaken the EU’s commitment to, and observance of, core development policy principles, especially the focus on poverty, partner country ownership, open governance and the “do no harm” principle. The Global Gateway’s use of aid to catalyse commercial investment risks further instrumentalising EU development policy. Specific measures are therefore needed to safeguard and promote the principles that the EU and its member states have committed themselves to.

8381. International Democracy Promotion in Times of Autocratization: From Supporting to Protecting Democracy

Abstract:: The worldwide wave of autocratization is doing away with many of the democratic achievements made since 1989. Scholarship on international democracy promotion is yet to theorise how democracy can be protected from autocratization. Such a theory must account for different democratic and autocratic trajectories as well as integrate theoretical approaches from international relations and comparative politics in the study of democracy promotion. However, such a combined perspective is still missing. One reason for this is that the field lacks a clear concept of “protection” and does not yet systematically integrate evidence from democratization research. This paper addresses this research gap. It is the first attempt to develop a concept theory of democracy promotion, which includes support and protection of democracy. Coupling this with a depiction of six phases of regime change, this paper makes a second contribution: based on the proposed conceptual and theoretical integration, it generates a series of testable anchor points for further empirical analysis on what strategies are most likely to be effective during the various phases of regime change.

8382. Policy Responses to COVID-19: Why Social Cohesion and Social Protection Matter in Africa

Abstract:: This empirical analysis investigates whether and to what extent social cohesion and the coverage of social protection schemes influence governments’ decisions about the stringency of COVID-19 containment policies during the first and second waves in 2020 in Africa. Our results indicate that societal and social factors influenced the stringency of containment policies. Social cohesion has a negative effect on the stringency of containment policies in response to COVID-19 over time. Social protection coverage has a positive effect on the stringency of containment policies in response to COVID-19 over time. States implemented more stringent containment policies in less cohesive societies if they already had social protection schemes in place before the pandemic. Contextual factors mediated these effects. While stringency of containment policies softened over time where levels of democracy, poverty, and inequality were higher, social protection made a mediating difference only in autocratic states and societies with higher poverty. Three contributions of the empirical analysis stand out. First, the conceptual integration of societal and social factors (“societal triangle”) provides a novel basis from which to analyse policy responses during external shocks like a global pandemic. Second, to overcome the limitations of current measurements of social cohesion, we use a novel measurement to determine pre-pandemic levels of social cohesion. Third, this is the first cross-national study that addresses a world region, Africa, which has gained little attention in the study of policy responses to the COVID-19 pandemic.

Abstract:: Nucleus-outgrower schemes (NOSs) are supposed to be a particularly effective private-sector mechanism to support smallholder farmers and contribute towards mitigating the problematic aspects of pure large-scale agricultural investments. This discussion paper uses panel household survey data collected in two rounds in Zambia to analyse some agro-ecological and socio-economic impacts of the outgrower programme of one of the largest agricultural investments in Zambia: Amatheon Agri Zambia (AAZ) Limited. The descriptive results show that the type of participation in the programme varies across participants and components, with most participating in trainings. Econometric results suggest the following key findings. First, although the overall impact of the AAZ outgrower programme on the uptake of conservation agriculture practices is robust and promising, impacts on the adoption of other agricultural technologies is less obvious and the effect depends on the type of support provided. Second, the programme has had a significant impact on maize productivity promoted in the initial phase but not on the other crops – mainly oilseeds – promoted later. Third, the initially less productive farmers seem to benefit slightly more than already better performing ones. Fourth, although the impact on overall household security was insignificant, there is some suggestive evidence (although the effect is weak) that the programme has a positive effect on improving women’s uptake of micronutrients. Finally, our findings show that the three components of the programme (trainings, seed loans and output purchases) have different effects on the adoption of sustainable agricultural practices and productivity, and to some extent on food security. Overall, the results suggest that NOSs, with all their risks, can play a role in the adoption of sustainable agricultural practices, improving farm-level agricultural technologies, providing input credit, and thereby improving productivity and smallholder livelihoods. However, this is not automatically the case, as it crucially depends on the design and management of the project; the availability of good policies and institutions governing the rules of operation; the types of crops promoted; the duration of the project; and the political commitment of host countries, among others.

Abstract:: Noting that few studies to date have investigated the determinants of social cohesion in a comprehensive and systematic manner, this paper examines the macro-level determinants of social cohesion using a panel of up to 92 developing and developed countries for the period 1990–2020. Employing the system GMM dynamic panel data estimator, which addresses endogeneity concerns by means of internal instruments, I find that the levels of education, government size, globalisation, and economic development have significantly positive effects on most dimensions of a country’s social cohesion. In contrast, inflation, corruption and income inequality are detrimental to social cohesion.

8385. Ten Recommendations for Germany’s Feminist Development Policy

Abstract:: In early 2022, Germany’s development minister Svenja Schulze announced the adoption of a feminist development policy. With this announcement, Germany joins a growing group of governments that have adopted or declared the adoption of an explicitly feminist perspective in their external policies. Drawing on these governments’ policies and the observations and recommendations by civil society and researchers, this Discussion Paper outlines ten key recommendations for Germany’s first feminist development policy. The first three recommendations focus on the conceptual foundation of the policy and lay out the importance of 1) an inclusive definition of gender, 2) a clarification of the feminist approach and the policy’s overall goal as well as 3) the need for an intersectional approach. The second set of recommendations concerns the implementation of the policy and stresses the importance of 4) a permanent cooperation with gender-focused and feminist organisations and 5) the necessity to increase funding for gender-related objectives in general and 6) for feminist organisations in particular. Further recommendations include 7) widening the range of sectors that target gender equality through a transformative approach and context-sensitive programming and by providing mechanisms to monitor and evaluate the implementation of the strategy’s goals, objectives and activities. The last three recommendations emphasise institutional aspects and the importance of 8) creating an institutional environment that best supports gender equality within the development ministry and its main implementing organisations, 9) the necessity of a coherent feminist approach between the different ministries, and 10) the importance of addressing possible challenges the ministry might face in the implementation of its feminist development policy.

8386. Inequality and Social Cohesion in Africa: Theoretical Insights and an Exploratory Empirical Investigation

Abstract:: Inequality is bad per se and has adverse effects, among other things, on economic development and the environment. It is also often argued that high and increasing inequalities put societies under stress, which increases the likelihood of social conflicts. However, the literature on this topic is scarce and some of the conclusions are not adequately supported by empirical evidence. This is mainly because there are different definitions and measurements of social cohesion. Moreover, some definitions of social cohesion incorporate inequality, thus making it impossible to examine how these two phenomena interact with one another. This paper analyses both theoretically and empirically, the relationship between inequality and social cohesion. To do so, it employs a recent definition of social cohesion provided by Leininger et al. (2021). According to this definition, social cohesion is composed of three core attributes, namely trust, inclusive identity and cooperation for the common good. These attributes are examined in two dimensions, namely the horizontal (relationship among individuals) and vertical (relationship between individuals and state institutions) dimensions of social cohesion. This paper provides an overview of the empirical evidence regarding the relationship between inequality and the three attributes of social cohesion. We find that while inequality is likely to have a negative effect on all three attributes, the intensity of the relationship may depend on some key mediating factors. Moreover, we highlight the main pathways through which inequality could affect each of the three key attributes. The empirical analysis focuses on Africa. While there is some work in this field in Europe and Asia, to the best of our knowledge, there has not been any related empirical work thus far that has focused on African countries. To measure the three attributes of social cohesion, we use a database generated by Leininger et al. (2021), which is based on data from Afrobarometer and the V-Dem Institute. Inequality is mainly measured by the Gini coefficient and data are sourced from the World Income Distribution dataset. As expected, our analysis shows that countries with higher inequality usually have lower levels of social cohesion, which is measured by an aggregate index. This negative correlation holds when we analyse the relationship between the Gini coefficient and the three attributes separately; however, the intensity varies. It is stronger for trust (rho=0.25) compared with the other two attributes (both of which have a rho equal to approximately 0.1). Additional investigations point to substantially different results for the horizontal and vertical dimensions of social cohesion. Higher levels of inequality are associated with lower levels of horizontal trust and horizontal cooperation. On the other hand, higher levels of inequality are associated with higher levels of vertical trust and are essentially uncorrelated with vertical cooperation. These relationships remain substantially unchanged when we use measures of income inequality other than the Gini coefficient. Further analyses that aim to explain the puzzling results for the vertical dimension of social cohesion reveal that our findings are not clearly driven by trust in a specific institution and are also not an artefact of the specific data we used. Indeed, we obtain similar results using data from the World Values Survey. At the same time, it appears that the positive relationship between inequality and vertical trust is visible only among African countries, whereas it is not observed at the global level or for other regions. Further research is needed to confirm whether Africa is truly exceptional in this regard, and if so, why that may be the case.

8387. Partnerships for Policy Transfer: How Brazil and China Engage in Triangular Cooperation with the United Nations

Abstract:: This paper offers a comparative analysis of Brazilian and Chinese partnerships with the United Nations (UN) as a mechanism and channel for policy transfer. In international policy travel flows, China and Brazil currently hold privileged places as hubs from which development-related policies travel and through which they circulate. Both countries have invested in systematising their development experience and transferring development policies within their regions and beyond – often through triangular cooperation, i.e. South–South cooperation supported by third actors such as UN entities. So far, however, this variegated engagement has remained under the radar of scholarly attention. To address this gap, we examine 35 policy transfer partnerships – 17 for Brazil and 18 for China – forged with different parts of the UN system over the last two decades. In order to offer a first systematic account of partnership trajectories, we provide an overview of partnership types (namely projects, programmes and policy centres) and transfer dimensions (including the policies themselves, transfer agents and governance arrangements). Our comparative mapping presents an evolving landscape: while Brazil was first in institutionalising robust policy transfer partnerships with numerous UN entities and then slowed down, China started more cautiously but has significantly expanded its collaboration with the UN system since 2015. The partnerships analysed cover a substantial range of sectors, with a particular focus – for both Brazil and China – on agricultural policies. While Brazilian partnerships with the UN primarily engage with linkages between agriculture and social protection, however, China–UN partnerships focus more on productivity and market linkages. As the first comprehensive mapping and comparative analysis of Brazilian and Chinese policy transfer partnerships with the UN, this paper contributes to a better understanding of (triangular) cooperation schemes between international organisations and their member states, as well as debates about how policies deemed as successful travel around the globe.

Abstract:: The socioeconomic wellbeing of urban areas depends on a well-functioning transportation system that makes it easier for people to access goods and services. Whereas most urban areas in emerging economies are expanding in size and human population, high motorisation and inadequate public transport services have resulted in congestion, traffic accidents and increasing transport-related greenhouse gas (GHG) emissions. Urban rail development can help address the current transportation problem because trains can move a large number of people at high speed, provide reliable services, contribute to lower GHGs and have a low accident rate. However, urban rail is expensive and requires many technical and technological capabilities often unavailable in emerging economies because they are technology latecomers. This paper examines how two emerging economies, China and India, have adopted industrial policies to develop local capabilities for urban rail technology. The paper shows how the Chinese government has moved from purchasing urban rail technology from multinational companies (MNCs) to the current situation where it has developed local capabilities, owns rail technology patents and competes with the same MNCs on the international market. The paper also demonstrates how India is gradually improving the local manufacturing of rail subsystems as opposed to importation. Overall, the paper suggests a pathway to industrial policy adoption that demonstrates how emerging economies can catch up with urban rail technology development to address their local transportation needs.

Abstract:: The European Union Circular Economy Action Plan (EU-CEAP) is key to transitioning to a circular economy and climate neutrality under the EU Green Deal – and developing and emerging countries (DECs) play important roles. They are essential for primary material chains, for example, for electric vehicle batteries. DECs are also part of secondary material chains, and Europe relies on them to recycle its plastic packaging. Despite the crucial roles that DECs play in Europe’s transition to a circular economy, literature and policy discourses have not yet examined the EU-CEAP’s impact. This discussion paper fills this gap by outlining the EU-CEAP’s challenges and opportunities for DECs and presents recommendations for development cooperation.

8390. Mexico’s “Catch-22”: The Implications of Being a Trade and Climate Partner of the United States and the European Union

Abstract:: Under the current global environmental governance and trade regimes, several initiatives, such as the new United States–Mexico–Canada Agreement, the European Union’s European Green Deal, and regional free trade agreements the European Union has implemented with strategic partners like Mexico, are prompting a vibrant discussion on how trade agreements can be used as a potential mechanism to create enforceable cross-border commitments to tackle climate change. However, to cut greenhouse gas emissions within a few decades, a decisive departure from current trends in emission and trade policies is required by all countries, both developed and developing. As a result, politicians, scholars and experts around the world have looked to trade agreements as a possible tool for reaching global climate commitments, either related to or independent from the Paris Agreement. But how well do these agreements suit this purpose? Carbon-intensive products worldwide increased when tariff reductions were implemented, resulting in destructive practices for many countries, particularly those in the Global South. For countries such as Mexico, the nexus between trade and climate change is not easy to address: the country is trapped between its ambitions to play a role in global trade platforms as an industrial manufacturer and agricultural exporter and its desire to be recognized as a global actor in climate change policy and actions within the global community. Despite recent changes in climate and environmental politics under the administration of President Andrés Manuel López Obrador (2018–2024), Mexico is a middle-income country with a long-standing tradition as climate champion and environmental leader in the Global South and needs to make clear where it stands under the new global environmental and ecological transition scenario imposed by the climate crisis and trade-related issues. The “entanglement” of global trade treaties and commitments under the current climate crisis, represents a major shift for Mexico. Caught between the new US–Mexico-Canada Agreement, the EU–Mexico Trade Agreement and the possible impacts of the European Green Deal, Mexico needs to define its role in trade and environmental terms alongside giant partners such as the United States and the European Union, while defending its role as a regional power. If the European Green Deal takes off as an international driver for deepening climate and sustainable development goals with European Union strategic partners, it remains to be seen how Mexico will respond to the challenge. In this paper we address the possible implications for Mexico under each of these instruments. We look at the interplay between them, explore the linkages and possible conflictual pathways, and “disentangle” the schemes in which trade and climate change are interconnected. Mexico may be trapped in a “catch-22” situation. Environmental provisions embedded in trade treaties provide critical benefits to the country, but this often comes at the expense of “unacceptable” environmental enforcement measures that can put at risk national development plans, especially at a time when the environment and climate change issues are not at the top of the current administration’s political agenda.

8391. Social Cohesion and Firms’ Access to Finance in Africa

Abstract:: Social cohesion has recently gained increasing attention in academic and policy circles. Apart from being a necessary feature of stable societies per se, social cohesion is also a key factor for sustainable economic development. One potential means through which social cohesion could foster economic development is by enhancing financial development. In this paper, we examine whether social cohesion is significantly associated with firms’ access to finance in Africa. To this end, we use a recently constructed dataset on social cohesion in Africa, which is based on the Afrobarometer survey and the Varieties of Democracy database. The dataset contains indices for the three pillars of social cohesion – trust, inclusive identity and cooperation for the common good. Combining this dataset with that of the World Bank Enterprise Surveys, we build a sample which covers more than 12,500 firms and 27 African countries. Our results show that all three components of social cohesion are positively associated with at least one measure of firms’ access to external finance. In particular, trust – but not inclusive identity and cooperation for the common good – is significantly associated with the likelihood that firms have a checking or savings account, or are financially constrained. When we measure access to finance with respect to having a line of credit or a loan from a financial institution, all the three pillars of social cohesion, including inclusive identity and cooperation for the common good, are related to access to finance. The results are robust to addressing endogeneity concerns using a heteroskedasticity-based identification strategy. Overall, our results suggest that improving social cohesion (e.g. through social protection, education, strengthening civil society organisations) could do more than hold society together; it could also promote access to finance, growth of firms, and thus economic development and job creation.

8392. Green Jobs in Cities: Challenges and Opportunities in African and Asian Intermediary Cities

Abstract:: Cities account for approximately 70 per cent of global energy consumption and about 75 per cent of greenhouse gas emissions due to the density of economic activities and infrastructure and their often path-dependent development patterns. Cities adopting a green transformation process can minimise their environmental impact and maximise opportunities to improve and support the natural environment. Topics to address are energy efficiency and reduction of non-renewable energy sources to reduce their carbon footprint; actively support waste reduction and management; establish green and resilient infrastructure; encourage nature-based solutions; enhance the efficiency of new buildings; encourage low-carbon transport; and improve water cycle management. Also, these fields will lead to a greener urban economy, create more green jobs – or respectively change jobs towards becoming green – and deliver improved quality of life outcomes for residents. The aim of this discussion paper is to address the challenges, opportunities and fields of actions – respectively interventions – of these economic, but also social transformations on the job market on the level of cities. The regional focus is on African and Asian cities in developing countries. A special focus is on intermediary cities with between 1 to 5 million inhabitants since they constitute the fastest-growing urban areas today and more importantly, they have both the capacity and expertise to guide an economic transformation while still being, at the same time, not too large to be managed effectively, as outlined above. The fields of action for cities in a transformation towards a green economy, thereby creating green jobs, can be clustered into: • land use planning • green buildings and construction • sustainable mobility and urban transport • green and blue urban infrastructure services with nature-based solutions (NBSs) as a cross-cutting issue • renewable energy and energy efficiency The employment effects of a transformation towards a green economy play an important role. The opportunities for cities in Africa and Asia to create green jobs under their own local mandates of decision-making in urban planning and within their own service providers, and/or to support the “greening” of the private sector, will obviously create more green jobs, and respectively shift current jobs into green jobs.

8393. Just Transitions: A Review of How to Decarbonise Energy Systems While Addressing Poverty and Inequality Reduction

Abstract:: Germany promotes “just transition” as a guiding principle for the global transition to a socially and environmentally sustainable economy that incorporates the necessary climate, environmental and energy policy measures. This includes the urgent transformation of economies to become emission neutral while ensuring a process whereby poverty and inequality are reduced, and no one is left behind. The German Development Institute / Deutsches Institut für Entwicklungspolitik (DIE), the World Bank and the German Federal Ministry for Economic Cooperation and Development (BMZ) worked together to explore ways to implement the concept of just transition in German development cooperation. The two papers that have resulted from this process outline approaches to a “just transition for all” and highlight its potential to reduce poverty and inequality (SDG 1 and SDG 10). In recent decades, the interdependencies between social and ecological development have become clear: negative effects of climate change particularly affect vulnerable and marginalised groups living in poverty. At the same time, social inequalities contribute to an exacerbation of climate change. A just transition must effectively address the consequences at the international, national, regional and local levels. Both papers provide an overview of existing approaches and challenges to foster a “just transition for all”. They offer different but complementary perspectives on an increasingly important complex of topics. This first paper, by DIE, takes a broad perspective by considering the decarbonisation of the energy sector as a whole, outlining the connections between just transition, poverty and inequality, and exploring how to ensure a just transition (for both workers and consumers) through the use of different social protection mechanisms. It argues that it is possible to make energy transitions just, but that properly designed combinations of socio-economic and climate policies are needed. A second paper, by the World Bank, zooms in on the transition away from coal. It lays out key social and community impacts resulting from the decommissioning of coal assets, based on experience gained from World Bank operations and from industrialised countries, and articulates an enhanced approach to supporting the coal transition. Both provide practical recommendations for international development cooperation in general, and for German development cooperation in particular.

8394. Urbanisation and Rural Development in Developing Countries: A Review of Pathways and Impacts

Abstract:: This paper reviews the current state of literature on the impacts of urbanisation on rural development in developing countries, with an emphasis on Sub-Saharan Africa (SSA). Assessments of these effects diverge greatly. While some authors see urbanisation as strongly benefitting rural areas, for instance, through increased demand for agricultural goods and services, others highlight negative effects, for example, through the loss of livelihoods emanating from displacements and the conversion of agricultural land. Given this complexity, a review that thoroughly analyses the causal relationships between urbanisation and rural development is warranted. To do this, this Discussion Paper identifies seven channels through which urbanisation affects rural development: i) production and consumption linkages; ii) employment linkages; iii) financial linkages; iv) land market linkages; v) information and public service linkages; vi) social interactions linkages; and vii) environmental externalities. As to the first channel, production and consumption linkages, the review suggests that urbanisation has increased demand for agricultural products and services; natural resources; commercialisation and modernisation of agricultural technologies; and smallholders’ participation in modern agricultural value chains. The employment channel suggests that rapid urbanisation is enabling the diversification of rural livelihoods by bringing new economic opportunities to rural areas, but the effects have not been uniform across countries and communities. With regard to financial linkages, flows from cities have increased in many developing countries, benefitting rural areas; yet some studies point to no or to negative effects due to reduced agricultural productivity from the loss of labour and technology, and the crowding out of investment. Land market effects are particularly heterogeneous. While urbanisation tends to drive land value up and encourages investments, there are also negative developments in terms of crowding out and speculation. As to information and public service linkages, the review suggests that urbanisation has fostered information and knowledge flows from urban areas to rural areas which have improved income, innovation, and employment. Social interactions among urban and rural citizens more generally may bridge cultural gaps, improve the flow of information, knowledge, and resources pertinent for rural economic transformation, and thereby enhance social cohesion; yet little empirical evidence exists so far in terms of effects and causalities. Finally, urbanisation affects rural development through the environmental externalities it generates: waste disposal, environmental degradation, and loss of biodiversity. If appropriate technologies are put in place, urbanisation can also improve waste management and soil fertility, thus reducing the cost of agricultural production. To this end, the review has identified research gaps that have important policy implications. First, although effective rural-urban planning, monitoring and evaluation of rural-urban development policies require better data, there is lack of data collection systems or their quality is poor. In this respect, investing in emerging data sources such as satellites data can help countries improve their data collection systems and measures. Second, research is needed to revise and reformulate better theoretical frameworks that take into account the uniqueness of African urban cities. Third, empirical evidence which documents to what extent and how rural-urban linkages provide an important arena for improving social interactions among neighbours, societies, and communities is needed. Finally, as many African countries continue to experience rapid urbanisation (mostly urban sprawl), a thorough study of the impacts of urban externalities on agricultural productivity, food security, biodiversity, and the health of rural communities is necessary.

8395. Are Financial Barriers Affecting the Health Care Habits of American Men?

Abstract:: Whether it’s stubbornness, an aversion to appearing weak or vulnerable, or other reasons, men go to the doctor far less than women do.1 While behavioral and cultural norms may have a lot to do with the care-seeking habits of American men, the fact remains that the United States is the only high-income country that does not ensure all its residents have access to affordable health care. Roughly 16 million U.S. men are without health insurance, and affordability is the reason that people most often cite for why they do not enroll in a health plan.2 Do income level and financial stress help explain why men do not get needed care and experience worse health outcomes? Using data from the Commonwealth Fund’s 2020 International Health Policy Survey and the Organisation for Economic Co-operation and Development (OECD), we compare health care accessibility, affordability, and health status for adult men in 11 high-income countries. We also examine measures of income and income-related stress, where the data allow, to understand the role income insecurity might play in American men’s relatively low use of health care.

8396. France at the head of the Council: positive results despite the war

Abstract:: The French Presidency of the Council of the European Union began on 1 January in a context of postCovid-19 recovery and the development of the dual climate and digital transition, and ends on 30 June in an environment shaken by the war in Ukraine. In the space of a few weeks, the EU-27 have imposed unprecedented sanctions on Russia, broken the taboo regarding financing the war, they decided to change their energy supplies and opened the door to further enlargement. They also are having to accommodate several million people fleeing war, deal with the highest inflation in decades and anticipate a global food crisis. Under the motto "recovery, power, belonging", the French presidency of the Council, commonly referred to as the FPEU[1], has had to take the new situation in its diplomatic, political and economic dimensions into consideration. Whilst, according to the institutional scheme of things, the main orientations of the European Union's response have been decided by the European Council, and the measures taken have been prepared by the Commission, the role of the FPEU has been to coordinate the adoption and implementation of these measures, and to maintain the unity of the Member States. This diplomatic and technical undertaking is what typifies a rotating Council Presidency. In the longterm work of European institutions, it organises the work of the Member States and the legislative process with the Parliament. Prepared in advance, it represents continuity in the projects that will be taken up by the next presidency, by following a programme prepared in coordination with its partners. In times of crisis such as those that Europe is currently experiencing, presiding over the Council means striking a balance between priorities defined in advance and the urgencies of the moment. An assessment of the FPEU must therefore be drawn on both levels, that of the processes and that of the events. The FPEU in its strict institutional sense, i.e. the temporary chairing of meetings of ministers and their preparatory bodies, establishes goals in terms of legislative texts to be concluded or taken forward. As part of the broader ambition of building a sovereign Europe that defends its model of society, these objectives have largely been achieved.

8397. Conference on the Future of Europe: the complex implementation of high ambitions

Abstract:: On 9 May after a year's work the Conference on the future of Europe delivered its conclusions to chart the way for a "new, effective and more democratic Europe (...) sovereign and capable of acting", to quote one of its co-chairs, Guy Verhofstadt (BE, Renew). The Conference, which was an unprecedented exercise in participatory democracy at EU level, involving citizens, experts, representatives of the institutions and politicians, will only have achieved its objective if Europe, and in particular its Member States, follow and appropriate at least part of its recommendations. A first discussion is taking place at the European Council on 23 and 24 June, whilst the Parliament has already expressed its position and expectations. While a debate on the timeliness of revising the treaties was quickly launched around a few strong measures such as the abolition of unanimity when taking certain decisions, the questions raised by the Conference mainly concern the content and purpose of European policies and the participation of citizens in the definition and development of these policies. Initiated before the Covid-19 pandemic, launched and conducted between different phases of health restrictions, and concluded in the midst of the war in Ukraine, the Conference is both a review of the European project at a time of profound change as well as a call for its renewal. It is therefore fitting to examine its proposals and the possibilities of their implementation. The Conference on the Future of Europe was suggested in March 2019 by French President Emmanuel Macron in his letter to Europeans, to "to propose all the changes our political project needs, with an open mind, even to amending the treaties". The idea was taken up by the President of the European Commission, Ursula von der Leyen, with the support of the Parliament. Delayed by lengthy discussions between institutions on its functioning, and then by the pandemic, the Conference opened on 9 May 2021 under the joint presidency of the Parliament, the Commission and the Council. In a joint declaration, the presidents of the three institutions stressed that this was a "citizens-focused, bottom-up exercise" exercise and pledged to "listen to Europeans and follow up the recommendations made during the Conference". By including citizens in a broad institutional debate, the European Union has aimed to strengthen its democratic legitimacy and reinforce the link between the institutions and citizens. The Conference was based on the principles of inclusion, openness and transparency, and on the respect for European values. This complex mechanism was designed to cross perspectives by multiplying scales and actors. A total of 6,465 events were organised in the 27 Member States, with 652,532 participants. An online platform in all official languages registered five million visitors, with 52 346 active participants sharing 17,671 ideas and leaving 21,877 comments. National citizens' panels were held in six countries: Belgium, France, Germany, Italy, Lithuania and the Netherlands. Four thematic panels, comprising 200 randomly selected Europeans, were organised and produced 178 recommendations. These were assessed and synthesised by the Conference plenary assembly, which was made up equally of representatives of the three institutions and representatives of national parliaments, as well as citizens and representatives of the social partners and civil society. This final report was drafted by an Executive Board of nine representatives from the Parliament, the Commission and the Council, in collaboration with the Conference plenary. In total, the Conference conclusions contain more than 320 measures divided into 49 proposals on nine main topics.

Abstract:: n the short, medium and long term, what dangers does Russia's attack on Ukraine pose to the European Union? Is there a different perception of these dangers/threats in Eastern Europe? The Russian aggression in Ukraine, which began more than three months ago, has come at a complex time at both European and global level. Dealing with the consequences of the Covid-19 pandemic already required a great deal of effort, imagination and mobilisation on the part of states and citizens. Transformations and reforms have been launched to respond to the new reality and to allow for a sustainable, environmentally friendly recovery. It was in this context that we witnessed the return of war to the European continent after 77 years of peace, with unprecedented suddenness and violence. Russia's war in Eastern Europe is not a conflict relegated to the periphery of political reality, but in its present form is a central threat to the international architecture as we know it.

Abstract:: The European Union continues to encounter greater and more violent [1] crises as well as strategic surprises. The Russian war in Ukraine is the latest one in a series. However, it would seem that there are no more crises, only the acceleration of unforeseen events and profound changes. After the subprime crisis, Greek finances, Syrian refugees, the Covid pandemic, the spectre of war is back on the continent. All of these challenges are putting a strain on most EU policies and yet they confirm the relevance of the European project. In the face of these events, the European Union has made more progress in a few months than in thirty years. But it is paying for its delays and hesitations. It must revise many of its policies and resolutely project itself into a new and more brutal global world.
