Abstract:: 2022 was a challenging year, not just for US-India relations, but for every India analyst trying to explain the Indian government’s position on the Russia-Ukraine conflict. Explaining to a non-IR audience India’s history of nonalignment during the Cold-War era and its current policy of multi-alignment was not a gratifying endeavor. While the last four months of 2022 did not have the friction and stress-tests as the first four of 2022 or the slow and steady expansion of relations that followed between May and September, they certainly had multiple surprising events that could make them the halcyon months of 2022. In mid-November, the US and Indian armies engaged in a military exercise at Auli, not far from the Line of Actual Control (LAC) separating Indian-held and Chinese-held territory. While the US and Indian armies have engaged in exercises prior to 2022, this proximity to the Indo-China border is a first. A month later, in another first, US Treasury Secretary Janet Yellen traveled to India to meet Indian Finance Minister Nirmala Sitharaman to expand the US-India “Indo-Pacific partnership.” Yellen characterized India as a “friendly shore” for supply chain diversification and as the indispensable partner for the US. A country that earned notoriety for its bureaucracy and trade protectionism over the years was suddenly characterized as “friendly”; one that was highly skeptical of foreign militaries on its shores was actively engaging the US military at one of its most sensitive and tempestuous borders. The primary catalyst for this sea change has been shared concerns over a rising, authoritarian, and hegemonic China. The events of the last four months, while making India’s multi-alignment labored, also made it abundantly clear that the US-India relations will continue to expand to maintain a free and open Indo-Pacific.

8102. US-Korea Relations: Everything Everywhere All At Once, Extremely Close and Incredibly Loud

Abstract:: Continuing a trend from the May-August reporting period, the final reporting period of 2022 in US-Korea relations was marked by an accelerated ratcheting up of tension. In short, numerous problems reared up on the Korean Peninsula from September-December, and good solutions have been few. And not only does this describe relations between the US and North Korea, but in their own, friendly way also the situation between Washington and Seoul, whose frequent invocations of rock-solid alliance cooperation belie unease about crucial areas of partnership. Two critical issues have been increasingly affecting the US-South Korea alliance in 2022, with the September-December period no exception. First, South Korea desires ever more alliance-partner defense and security reassurance from the US in the face of a growing North Korean nuclear threat and Chinese revisionism. Yet the US has downward-trending limits on credible reassurance as North Korea masters nuclear weapons technology that threatens US extended nuclear deterrence for South Korea. The US also faces less geopolitical pressure to effusively reassure its Indo-Pacific allies—including South Korea—as China grows to menace the regional order and the US consequently faces lower risk of ally hedging or realignment.

8103. US-Japan Relations: Ramping Up Diplomacy and Defense Cooperation

Abstract:: In the wake of the death of former Prime Minister Abe Shinzo, the fall brought unexpectedly turbulent politics for Prime Minister Kishida Fumio. In the United States, however, President Joe Biden welcomed the relatively positive outcome of the midterm elections, with Democrats retaining control over the Senate and losing less than the expected number of seats in the House. Diplomacy continued to be centered on various impacts of the Russian invasion of Ukraine, but both Biden and Kishida focused their attention on a series of Asian diplomatic gatherings to improve ties. Chinese President Xi Jinping’s attendance at the G20 Meeting in Bali and APEC gathering in Bangkok proffered the opportunity finally for in-person bilateral meetings for both leaders. Finally, Japan’s long awaited strategic documents were unveiled in December. A new National Security Strategy (NSS) took a far more sober look at China’s growing influence and included ongoing concerns over North Korea as well as a growing awareness of Japan’s increasingly difficult relationship with Russia. Accompanying the NSS is a 10-year defense plan, with a five-year build-up commitment, that gave evidence that Kishida and his ruling coalition were serious about their aim to spend 2% of Japan’s GDP on its security. The desire for greater lethality was also there, with the inclusion of conventional strike investment.

Abstract:: The Biden administration released its long-awaited National Security Strategy (NSS) this reporting period, along with unclassified versions of its National Defense Strategy and Missile Defense and Nuclear Posture Reviews. There were no big surprises. The NSS identified the Indo-Pacific as “the epicenter of 21st century geopolitics” and reaffirmed China as the “pacing challenge,” even while branding Russia as “an immediate threat to the free and open international system” as a result of its invasion of Ukraine. Underscoring the priority attached to the region, President Biden attended the East Asia Summit in Phnom Penh and the G20 Summit in Bali, with Vice President Kamala Harris representing the United States at the annual Asia Pacific Economic Cooperation (APEC) Leaders’ Meeting in Bangkok. Kim Jong Un was not invited to any of the Asia summits but found other ways to attract attention, including some 70 ballistic missile launches for the year while announcing plans to rapidly produce and potentially use tactical nuclear weapons. Chinese President Xi Jinping, when not busy defending Pyongyang’s bad behavior, was busy orchestrating the 20th National People’s Congress, where he was elected “president for life.” Meanwhile, the tech war between Washington and Beijing continued to heat up, much to the dismay of many US allies and partners. More broadly speaking, the economic outlook for the region appeared discouraging even as the administration failed to put much additional meat on the bones of its own Indo-Pacific Economic Framework (IPEF). Other regional trade agreements continued apace, sans Washington, which struggled to get its own House (pun intended) in order as we continue to ponder the significance of the US mid-term elections.

8105. For All the Tea in China: The English East India Company

Abstract:: In Chinese mythology, Shennong was a deified emperor credited with discovering, among other things, modern agriculture, the use of fire, farmers’ markets and the Chinese calendar. As the story goes, one autumn afternoon his subjects were boiling water near a Camellia tree when a gust of wind blew some leaves into the pot. Intrigued by the fragrance, Shennong took a sip. Invigorated, he named the mystical infusion “cha”, thereby adding tea to the illustrious roster of his inventions. The Chinese character for “cha” depicts a man standing between “grass” and “tree” – a fitting, almost prescient characterisation that centres the story of tea on the story of humanity. For a millennium until the 1500s, tea was a closely guarded secret held by the Chinese elite. However, within the next three centuries, this elixir of life native to China would become a common commodity widely available across the Western hemisphere. Tea’s exclusivity lessened by degrees, eventually becoming a staple in working-class communities. As more people consumed tea, it became a complex and powerful economic driver – but not all by serendipity, despite Shennong’s myth. The Western thirst for tea led to competing schools of economic thought, financial systems of capital allocation and principles of governance that still characterise the modern world. Simultaneously, however, the Western thirst for economic power led to the development of the tea industry, a commodity that elites marketed in order to support colonial interests in India and China; tea would become inseparable from colonial identity. Chinese tea forced a shift in popular academic sentiment for trade, as part of a transition from a mercantilist zero-sum game to a Ricardian world of comparative advantage. The risks inherent in the tea trade prompted the development of the legal paradigms of limited liability and joint ownership. Furthermore, government-granted monopolies to ship tea prompted the populace to question the role of competition, government intervention and the ethics of running private armies that put state armies to shame. The story of tea includes the building of empires, the fighting of wars and the collapse of state powers. At the centre of it all was the East India Company and the imperial scramble to trade all the tea in China.

8106. Rhodes Must Fall: The Legacy of Cecil Rhodes in the University of Oxford

Abstract:: On 9 June 2020, more than a thousand people gathered in central Oxford demanding that Oriel College remove the statue of imperialist and mining magnate, Cecil Rhodes. Congregating in defiance of the Covid-19 pandemic, protesters drew renewed attention to the long-standing struggle to decolonise education and tackle institutional racism at British and South African universities. They also knelt with fists raised for over nine minutes in tribute to George Floyd, a man whose recent murder at the hands of Minneapolis police marked only the latest atrocity in a long history of racialised violence in the United States. Amid the local and global reckonings over race and racism taking place in the wake of Covid-19 and Floyd’s murder, the 2020 Rhodes Must Fall protest marked the latest iteration in a fight to remove Rhodes from campuses that began over five years earlier.1 In 2014, after completing his master’s degree at the University of Cape Town (UCT) in South Africa, Ntokozo Qwabe won a Rhodes scholarship to study a Bachelor of Civil Law (BCL) degree at Keble College, University of Oxford. Qwabe arrived in Oxford amid growing calls for the removal of the statue of Rhodes back home. UCT students argued that Rhodes’s monument embodied the pervasive white privilege at the university, and that tackling those problems required removing his oppressive figure from campus. On 9 March 2015, students accelerated their demands for change. Political science student Chumani Maxwele hurled excrement at Rhodes’s statue. Others occupied UCT offices and posted the hashtag #RhodesMustFall to publicise their campaign on Twitter. One month later, UCT removed Rhodes’s statue from campus, inaugurating the Rhodes Must Fall movement. Although Rhodes fell in Cape Town, he remained standing at the University of Oxford. The abundance of tributes to Rhodes at the university may have surprised South African students arriving in Oxford, left wondering why Cecil Rhodes still enjoyed such an outsized public representation at one of the world’s oldest and most prestigious universities. Moreover, with Oxford’s own issues of institutional racism rooted in colonialism and slavery, South African students questioned why the many monuments to Rhodes did not provoke anger among Oxford’s staff and student body. After demanding that Rhodes fall in Cape Town, and asking, why not in Oxford, Qwabe brought the anti-colonialist movement to his new university.

8107. Robert Maxwell’s Expectations Gap: Regulation and Reputation in the British Communications Industry, 1981-91

Abstract:: During Robert Maxwell’s turbulent lifetime, the world knew him as one of the most successful businessmen in Britain, presiding over a publishing and media empire in direct competition with that of Rupert Murdoch. In 1991, Robert Maxwell died – at which point the world discovered that he was, in fact, far beyond bankrupt. As banks called in their huge loans, accountants found that his empire boasted £2 billion in debt. When he drowned, various auditors and authorities were close to catching him in an enormous fraud. Maxwell had stolen around £460 million from his employees’ pension funds and committed extensive stock fraud in order to manipulate the share prices of his empire. Accusations of fraud and mismanagement dogged Maxwell’s career, but to little effect. Beginning with a single publishing house, he built a media empire. His rivalry with Rupert Murdoch – and perhaps his emotional state, which was notoriously volatile and competitive – drove him to expand at an unsustainable pace, which he supported with confidence trickery and enormous loans. His debts quickly outstripped his assets. Desperately scrambling to repay the loans, he turned to stock fraud and his employees’ pension funds. Still desperate for capital six months before his death, Maxwell floated his largest-ever venture – Mirror Group Newspapers – which successfully attracted £250 million in investment, despite the destitution of its parent company. Public autopsies concluded that the blame lay not just with Maxwell, but with advisers, regulators, and complicit financial institutions. Maxwell killed himself (though some still speculate he was murdered) shortly before a scheduled meeting that would have uncovered his fraud. Maxwell did not leave his family destitute, but they no longer had immediate access to the lifestyle to which they had become accustomed. His sons continued working in the City of London. His daughter, Ghislaine Maxwell, continued to circulate in high society. Her crimes are now better known than her father’s; she is famous for her work as Jeffrey Epstein’s right-hand woman, procuring victims (often under-age) for Epstein’s “prostitution ring” (something of a misnomer, as the term implies consent). 8108. Sexual Harassment in the “World’s Largest Store”: Managing Macy’s Department Store at the Start of the 20th Century

Abstract:: Shopgirl Betty Lou Spence was modelling a nightgown for a customer when she first noticed her handsome and wealthy new employer and heir to the “world’s largest” store in New York City, Cyrus Waltham Jr, passing through her department. Betty was just one among his many working-class female employees, and Cyrus was initially oblivious to her beauty and charm. But, upon introduction, Cyrus was quick to pursue her. Despite belonging to different social classes and company rank, Betty and Cyrus bonded on dates to Coney Island; their relationship quickly blossomed into a marriage proposal. Betty and Cyrus’s unlikely romance provided the plotline of the 1927 box office hit, It. The success of It marked the rise of the department store. Housed in ornate buildings selling a vast selection of desirable goods, stores attracted large clienteles of mostly elite women who shaped new habits of consumption in the early 20th century.1 The women who travelled downtown to department stores helped others to feel safe venturing out on their own to shop. On arrival, the women freely perused the pretty dresses and gowns, lace underwear and ribbons, shoes, silks, leather goods, hats, jewellery, furniture, appliances, carpets, rugs, table linens and anything else for sale. Reflecting their popularity among women patrons, neighbourhoods with rows of fashionable stores, like Broadway in New York City, became known as the Ladies’ Mile.2 Department stores not only offered virtually anything a customer might possibly want in one place; their bounteous interiors made a trip to the department store an enjoyable day out for the whole family, with such lavish facilities as a post office, barber shop, and theatre.3 Whether in New York City, Paris or London, the service and spectacle that these new stores offered helped coin the term “palaces of consumption”.4 Shopgirls like Betty Lou Spence kept these new and ambitious enterprises running. In 1875, 120 salespeople worked at Macy’s New York flagship store, of whom eighty percent were women. Across the United States, the number of women working as salesclerks ballooned from 8,000 in 1880 to over 58,000 in 1890.5 By 1900, saleswomen and store clerks constituted the second-most common occupations for native-born, single working women.6 In 1913, the National Civic Federation, a policy reform organisation of business and trade union leaders as well as reformers calculated that nineteen firms nationwide employed 33,000 workers, of whom two-thirds were women.7

Abstract:: In a brief window of unbridled freedom in the late 1970s, New York City nurtured the emergence of many of the generation’s most prolific artists. During this period, the creative elite relaxed the classic division of society into lower and upper classes and established a new hierarchy based on personal charisma. With the right energy, persistence, and inventiveness, almost anyone could create a role for themselves which cemented their position in New York’s high society and beyond. A materially worthless silkscreen could thus become “a Warhol” and mark a watershed in art history. An untitled spray painting could become “a Basquiat” and sell for over 100 million dollars. A graphic nude photograph could become “a Mapplethorpe” and spark nationwide debates about the limits of free speech. These larger-than-life characters—often immigrants, people of color, LGBTQ people, or children of the underground—filled the void left by decades of tearing down social mores. At the heart of this freedom was New York City’s unregulated, sexually liberated, and narcoticsfueled nightlife, which made anything seem possible. In 1970s New York, you could start the evening with a performance of La Bohème at the Metropolitan Opera, then consume some concoction of stimulants in a bar in the meatpacking district, before concluding the night with an entirely anonymous sexual encounter at the piers of Greenwich Village. Or, you could kick things off with a Robert de Niro show at an East Village experimental theatre, stop by a director’s apartment for a private viewing of the forbidden Pink Flamingos film featuring legendary drag queen Divine, and then wander to the after-hours fetish club The Anvil where you might bump into Freddie Mercury dancing amidst masturbating men.1 The night was your canvas, and you could paint whatever you wanted. But no matter what, at some point you most likely attempted to get into a nightclub on Manhattan’s West Side called Studio 54.

Abstract:: Over recent years, the topic of new and emerging technologies with military applications has ignited a dynamic debate among defense officials, political leaders, diplomats, policy experts, and technical experts. This report provides an overview of the potentially destabilizing effects of several new and emerging technologies and their respective military applications. It aims to provide decision-makers with a better understanding of how to mitigate the risks and reduce the chances that a major power conflict or confrontation escalates to the nuclear level through a range of arms control and risk reduction measures. This report focuses on six significant, distinct emerging military capabilities: hypersonic weapons systems, direct offensive cyberoperations, offensive counterspace capabilities, artificial intelligence (AI)-enabled capabilities, drones, and lethal autonomous weapons systems. This report distills information and ideas from a series of workshops, involving dozens of technical and policy experts in each technology area, that the Arms Control Association conducted in 2021 and 2022. It identifies four overarching themes that highlight the greatest concerns over how the military employment of new and emerging technologies might increase the risk of nuclear weapons use. Increasing the pace of conflict. Increasing uncertainty. Reducing the human role. Incentivizing arms racing. This report identifies near-term risk mitigation measures that are likely achievable now or within the next five years: crisis communications systems, definition establishment, norms, unilateral declarations and actions, and confidence-building measures. This report also outlines long-term measures that are achievable within the next 10 years or beyond: arms control and risk reduction arrangements (e.g., treaties, agreements) that involve more than one country and are more formal than confidence-building measures, although not necessarily legally binding.

Abstract:: RESEARCH & REPORTS Increasingly in recent years, advanced military powers have begun to incorporate and rely on new kinds or new applications of advanced technologies in their arsenals, such as artificial intelligence, robotics, cyber, and hypersonics, among others. The weaponization of these technologies may potentially carry far-ranging, dangerous consequences that expand into the nuclear realm by running up the escalation ladder or by blurring the distinction between a conventional and nuclear attack. Arms control, therefore, emerges as a tool to slow the pace of weaponizing these technologies and to adopt meaningful restraints on their use. Abstract:: The Ministry of Interior, Security Agency, and Prosecutor General’s Office of Azerbaijan announced in a joint statement on Tuesday, May 16, 2023, that nine individuals were arrested on charges of planning to overthrow the government by force, assassinate prominent figures and senior Azerbaijani officials. The statement indicated that they had connections to Iranian intelligence agencies, and that the cell was composed of a person named Ruhollah Akhoundzadeh and his son Mursal, along with seven others working under his supervision. On his part, the spokesperson for the Iranian Ministry of Foreign Affairs, Nasser Kanaani, rejected the accusations in a statement on May 18, denying any official or unofficial relationship between these individuals and Iran. He affirmed that imprisoning individuals on the pretext of their connection to Iran is unacceptable.

Abstract:: On March 31, 2023, the sixth Concept of the Foreign Policy of the Russian Federation was published (The Ministry of Foreign Affairs of the Russian Federation 2023). The document was updated for the first time in six years, the main reason for which is the deteriorating international situation for Moscow amid the Russo-Ukrainian war. The text of the concept is highlighted by harsh and revanchist calls against the West and especially the USA. The document almost entirely refers to the Russo-Ukrainian war, at the same time, the concept shows that the current war is only one part of Russia’s confrontation with the Western world. The concept contains a number of statements inconsistent with the real policy of Russia and even lies, but despite the absurd, propagandistic content of the new document, it is important to find out how the new concept differs from its predecessor, and also what factors Russia relies on in the current difficult international situation? Based on the 2023 Concept of the Foreign Policy of Russia the impact of Russia’s imperialist worldview on its foreign policy in the light of full-scale military intervention in Ukraine, the changed attitude towards the West, the prospects of Russia-West relations, Russia’s attempt to strengthen ties with non-Western countries, and finally, threats from Russia to Georgia are discussed in this publication.

Abstract:: This paper aims to analyze Germany’s approach to the Eastern Partnership against the backdrop of the “turning point” (Zeitwende) in German foreign policy announced by Olaf Scholz in February 2022. The deviation from the previous policy came as a result of Russia’s war against Ukraine, which disrupted the European collective security system and called into question the main characteristics of German foreign policy. The outbreak of the war on the territory of Europe showed the German leadership that the use of non-military means in the foreign policy, as well as their policy of openness and normalization towards the East (Ostpolitik), which largely implies Russia, turned out to be wrong. Russia’s war in Ukraine also became the basis for the rethinking of yet another political concept - change through trade (Wandel durch Handel), according to which trade and economic interdependence with Russia will facilitate its integration into Europe and push it towards peaceful mutual cooperation. Germany’s dependence on Russian natural resources on the one hand gave Russia a lever of political influence, and on the other made the German economy vulnerable.

8138. Salome’s Choice: Europe and Ivanishvili?

Abstract:: While Georgian Dream (GD) has been attempting to normatively balance between the collective West and Russia for years, the latter’s re-invasion of Ukraine in February 2022 brought increased pressure on the ruling party— ultimately resulting in internal shifts among the elite, and bringing about party-wide discursive change. In the most high-profile case, President Salome Zurabishvili—for the first time since she took office in 2018—was seen openly defying the leadership, and directly contradicting the party line. She has since publicly engaged in several quarrels with the party’s leadership, with one causing the announcement of a lawsuit against her for alleged violations of the Constitution. Despite these disputes, Zurabishvili remains willing to side with Bidzina Ivanishvili, GD founder and former Prime Minister. She openly blamed GD leadership for taking insufficient measures to preemptively shield the oligarch from the possibility of personal sanctions. Zurabishvili’s sudden ‘turn’ against Georgian Dream, though creating some intrigue, remains unsystematically explored. This paper engages in a scenario-outlining exercise, wherein three potential explanations are presented. First, Zurabishvili’s ‘turn’ might have stemmed from valuebased disagreement, with the war in Ukraine revealing the incompatibility of the President’s and GD elites’ values. Second, her ‘turn’ could have been part of a communication strategy, orchestrated to create the illusion of a ‘fragmented leadership’ for public legitimation purposes. Finally, the possibility of patterns of intra-regime (dis)loyalty, alliance-forming, and elite defection being at play is explored. Such patterns are expected to supervene in informal, authoritarian modes of governance and are likely to supervene during heightened crises1 .

8139. Two Years Of Repression: Mapping Taliban Violence Targeting Civilians in Afghanistan

Abstract:: On 17 August 2021, two days after the fall of Kabul, the Taliban held a press conference promising amnesty for former government officials, respect for women’s rights, and freedom of the press.1 Nearly two years later, it is clear that the Taliban has upheld none of these promises, instead conducting a violent campaign of repression. Since the takeover, the Taliban has targeted former government and security officials, carried out collective punishments in areas where anti-Taliban groups have emerged, and imposed ultraconservative societal restrictions – especially on women and journalists – aimed at maintaining control. ACLED records over 1,000 incidents of violence targeting civilians by the Taliban between the fall of Kabul on 15 August 2021 and 30 June 2023, accounting for 62% of all attacks on civilians in the country. This places the Taliban regime in Afghanistan2 among the world’s top government or de facto state perpetrators of violence targeting civilians domestically since August 2021, behind only the military junta in Myanmar. As Taliban rule reaches the two-year mark, this report examines patterns of violence targeting civilians under the regime, with particular attention to the top four most targeted groups: former government and security officials, prisoners, women, and journalists. Taken together, the Taliban’s retaliatory attacks, use of collective punishment, and broad crackdown on women and the press reveal the scale and severity of repression ongoing in Afghanistan. In particular, this report analyzes the continued targeting of former government and security officials, as well as violence against civilians in the country’s northeast, where armed anti-Taliban groups have been active. Both former officials and resistance forces are subject to violence when detained by the Taliban, accounting for a large number of incidents of prisoner abuse recorded by ACLED. Moreover, this report highlights persistent violence against women who oppose a return to the “gender apartheid” of past Taliban rule.3 Women have responded to increased restrictions on their daily lives by holding protests against Taliban policies, with demonstrations featuring women4 nearly doubling in 2022 compared to 2021. Finally, the report concludes with an accounting of attacks on journalists, who remain among the most targeted groups in the Taliban’s Afghanistan – creating further challenges for documenting violence in the country under the new regime.

Abstract:: Violence is escalating in Amhara region, prompting the government to declare a state of emergency Nearly 30 clashes between government forces and Fano militias were recorded in Amhara last week, with most concentrated in North Wello and West Gojam zones, though fighting has been spread throughout the region. This marks an almost eightfold increase in armed clashes in the region relative to the weekly average since the start of the crisis in April. While Amhara was among the least volatile regions in the country prior to the start of the northern Ethiopia conflict in 2021, it is now one of the most unstable. Persistent insecurity in Amhara poses a significant threat to the federal government, the Abiy administration, and Ethiopia’s stability at large.

Abstract:: “Energy poverty” is a multidimensional concept that reflects the need to achieve a variety of wellbeing outcomes, which has been scarcely studied and used in public policy agendas. Considering that the literature on energy poverty is still incipient in Bolivia, this paper’s objective is to generate evidence about energy poverty evolution in the country, approximating measures of incidence (risk) and severity for the period 2005-2019. The methodological approach follows the one proposed by Alkire & Foster (2011), with five equally weighted dimensions (energy expenditure, lighting, cooking fuel and indoor pollution, food equipment, and education and communication) and using different cut-off options, at the urban and rural levels. Also, Multidimensional Energy Poverty results are compared with a Principal Component Analysis (PCA) based weight structure as a robustness exercise. Results show that the risk of being energy poor in Bolivia has decreased, but not structurally. Also, intensity has decreased in both urban and rural areas, but rural energy poor households continue to show at least 50% of deprivation in all dimensions evaluated.

It examines Russia’s objectives in its relations with the three countries, as well the various sources of influence the Kremlin holds in each of the three countries. The report places this analysis within the changed geopolitical circumstances resulting from Russia’s invasion of Ukraine. Russia’s main objectives for the Western Balkans are threefold. First, the Kremlin seeks to project great power status globally. Second, it seeks to obstruct the Euro-Atlantic integration of the region by advocating against NATO and EU integration and by raising instabilities. Third, the Kremlin uses the Balkans, especially the Kosovo issue, as an argument for its foreign policy agenda elsewhere, particularly when it comes to defending its perceived dominance over its near abroad. Instead of building a sustainable, all-encompassing, and meaningful relation with Serbia, Bosnia and Herzegovina (BiH), and Montenegro, Russia instead pursues an opportunistic approach depending on fragmented entry points for influence in each country. The Kremlin displays moderate ambitions for building positive relationships with the three countries, which is reflected also in the instruments it uses to influence the region. It nurtures contacts with, and influence through, a wide range of individual politicians, the Orthodox Church, the media and malign proxy groups, making use of energy links as well as local tensions and historical memories. Moscow pursues this approach deliberately, and it has proven relatively successful. At the political level, Russia’s clout stretches especially to (pro-)Serb politicians, who often make use of similar narratives and use Russia as an external supporter to promote their own ideas. In particular, its position on Kosovo, Russian support for Republika Srpska leader Milorad Dodik and its Orthodox Church links remain important entry points for Russia’s political influence in the region at large. Of the three countries, entry points for Russian influence are most widespread In Serbia, followed by Bosnia and Herzegovina. Economically, Russia’s influence is outperformed substantially by that of the EU, especially in terms of trade. Russia’s far-reaching influence in the energy sectors of BiH and Serbia, however, yield substantial political leverage, even if its investments often prove economically inviable. When it comes to military influence, Russia seeks to maintain its military cooperation with its main partner, Serbia, while also supporting the militarisation of Republika Srpska. Belgrade is satisfied with its current degree of cooperation with Moscow but seeks to avoid becoming Russia’s foothold in the Balkans. Factually, Russia is only one of multiple security actors in the Balkans, overshadowed by NATO and challenged by China. While presenting itself as a partner to Serbia and Republika Srpska in particular, Russia also resorts to malign instruments which have often proven to be effective in shaping the political environment of the Western Balkans. Lacking a military presence in the region, Russia supports far-right nationalist figures and organisations, which generally better resemble organised crime groups than paramilitary organisations, to attain its goal of destabilisation by stirring up polarisation and anti-Western sentiment. The Kremlin is perhaps most successful in the field of media and disinformation. Russian propaganda penetrates Serbia, Montenegro, and Bosnia and Herzegovina through Russian-funded portals, local media and social media. Russian disinformation and narratives have penetrated the region to such an extent that considerable sections of society hold a positive image of Russia and its political leadership. In all these fields, the Russian invasion of Ukraine has moderately affected but not fully altered Russia’s approach towards Serbia, Bosnia and Herzegovina, and Montenegro. While the invasion has led to sharper dividing lines between Russia and the West and decreases in Russian financial and diplomatic capacities, we observe continuity in terms of Russian strategies and objectives. Russia’s sources of influence in the three countries have been moderately strained, among other causes as a result of BiH and Serbia’s first steps to diversify energy sources and Western pressure to diminish their political and security links with the Russian Federation. For the time being, this has not yet affected Moscow’s ability to act as a spoiler to the Euro-Atlantic integration of the three countries. The extent to which the European Union and NATO are effective in countering Russian influence in Serbia, Bosnia and Herzegovina, and Montenegro will be part of a follow-up Clingendael report to be published in fall 2023. As part of the same research project, analyses of societal and political perceptions towards Russia in the three countries will be published in summer 2023 by Clingendael partners the Atlantic Council of Montenegro, the Helsinki Committee for Human Rights in Serbia, and the Atlantic Initiative in BiH.

Abstract:: This policy brief examines the implications of digitalization in Fragile and Conflict-Affected Situations (FCS). Digitalization has a transformative potential but simultaneously presents distinctive challenges, particularly in FCS characterized by infrastructural limitations, weak governance, and socio-economic disparities. The OECD identifies digitalisation as one of the intensifying factors for the growing inequality between FCS and the rest of the world. However, in FCS the story extends beyond inequalities between countries to inequalities within countries which are more critical for the FCS context as inequalities exacerbate fragility and conflict. This brief highlights three points. The first point explores the dual impact of digitalization on FCS business environments. Digital tools can overcome infrastructure barriers, thereby fostering economic growth and enhancing market dynamics through increased transparency. However, digital technologies create information asymmetry, resulting in widening the gap between those who can participate in the digital economy and those who are left behind, subsequently exacerbating socio-economic inequalities, fostering exploitative working conditions, and potentially escalating instability in fragile and conflict-affected regions.The second point focuses on the labour markets, where digitalization through the online gig economy can create job opportunities and improve labour mobility. However, it can also undermine labour protection and contribute to wage disparity and issues relating to workers’ rights, accentuating inequality and exclusion, particularly in FCS. The third part investigates the role of digitalization in Communications and Information Security. Digital tools can empower communities to resist oppressive regimes but can also be exploited for surveillance and censorship, fuelling conflict and exacerbating social tensions. The brief concludes with policy recommendations aimed at integrating digital inclusion principles in FCS strategies, emphasizing equitable digital initiatives, and adopting conflict-sensitive and equitable digital policies. The recommendations underscore the need for a balanced approach to digitalization, fostering innovation while providing protection from contributing to fragility and conflict.

Abstract:: This policy brief analyses the extent to which diaspora investment can support economic development and livelihoods, with a particular focus on fragile settings. Using the case study of Somalia, the brief explores some of the main advantages and risks associated with this tool. On the one hand, diaspora investment can channel finance into productive activities in the diaspora’s country of origin, supporting the creation of revenue streams, while also generating returns for diaspora investors. On the other hand, particularly in fragile settings, these investments can also undermine social cohesion and even increase the likelihood of violent conflict, especially if they are channelled along identity lines. On the basis of this analysis, the brief offers the following recommendations to donor governments interested in promoting diaspora investment in Somalia and beyond: (i) to ensure effectiveness, donors should gather comprehensive, in-depth data on the needs and preferences of both potential investors in the diaspora and investees in the country of origin; (ii) to avoid exacerbating tensions and conflict, donors should be as inclusive and transparent as possible in their engagement with stakeholders, most notably in the selection of beneficiaries; (iii) any efforts to promote diaspora investment in fragile settings should be grounded in a thorough understanding of the specific context in which they are implemented, in order to understand both the economic and political implications of such investment.

8145. The New Iraqi Opposition: The anti-establishment movement after the 2021 elections

Abstract:: At the start of Iraq’s longest government formation process in October 2021, one key question on everyone’s mind was whether Iraq might get its first majoritarian government. The Sadrist Movement tried for months, but ultimately Muqtada Al-Sadr conceded defeat by calling on his MPs to resign. The result was another consensus government with all the traditional political parties sharing the spoils, minus the Sadrists. A second key question on everyone’s mind was whether a genuine parliamentary opposition could develop in Iraq given the election of many independent MPs and the rise of reformist parties. This brief outlines the conditions needed for such a parliamentary opposition to emerge, discusses both technical and political elements, and analyses the challenges facing the ‘new Iraqi opposition’, i.e. veteran independent politicians, civil society activists and even former members of established parties. It argues that a sound electoral environment, unification of reformist parties and a higher turnout can contribute to making meaningful opposition a reality, which is needed to confront Iraq’s collusive democracy.

Abstract:: The United Nations (UN) has become largely irrelevant to diplomatic efforts to resolve the Syria conflict. This report shows that the primary reason has been the fact that the main conflict parties never wanted to resolve the Syrian conflict by other than military means. Yet, the report also highlights secondary reasons within this unfavourable context, namely: the frames, methods and choices of the UN Special Envoy and his team at times misjudged or poorly corresponded with the realities of the conflict. Moreover, the capacity of the Office of the Special Envoy (OSE) remained too limited. The report suggests that the time is ripe for the OSE to reinvent itself as a principled thought leader and to develop an operational framework that brings a safe, calm and neutral environment (SCNE) closer as a practical conflict management modality.

Abstract:: In the past decade, Turkey has significantly expanded its engagement in Africa, leading to concerns within the European Union (EU) that this influence might be used to undermine EU policy and member states. This policy brief analyses the strategic motives and evolution of Turkish involvement in the Sahel region, focusing specifically on Mali, Burkina Faso and Niger. Drawing from interviews conducted with Sahelian and Turkish political, business, diplomatic and educational stakeholders between October and December 2022, the authors contend that Turkey’s foreign policy in the Sahel demonstrates a multifaceted approach that aims to strengthen its presence across economic, cultural, defence and development spheres. However, it is also emphasised that Turkey’s engagement in the Sahel remains relatively limited when compared to its activities in other African countries, for example Libya, Somalia and Algeria. In light of these findings, this policy brief recommends that the EU adopt a pragmatic approach, drawing lessons from Turkey’s strategy while trying to manage, and where possible benefit from, the impact of Turkish security assistance and to foster opportunities for Sahelian populations in Europe through scholarships and employment initiatives.

Abstract:: Successive protests in 2009, 2019 and 2022 have poignantly laid bare the much reduced social and political legitimacy of Iran’s ruling elites. Reform-from-within is no longer viewed as credible. Even former pro-reform leaders like Mousavi have abandoned hope and call for regime change. While further protests are inevitable, it is nevertheless unlikely that they will produce a revolution that overthrows the regime in the short-term, as long as their national organisation and leadership remain weak, Iran’s ruling elites cohesive, security forces loyal, and the administration continues to function. The country has witnessed hundreds of protests every year for the past few years, in addition to those of 2009, 2019 and 2022, but calls for fundamental change continue to go unheeded. The hope of the ruling elite is that the mix of repression and Iran’s dire economic situation will prevent protests from recurring. At best, quasi-reforms will provide some band-aids. In both scenarios, the Islamic Republic of Iran is no more in the sense that it lacks legitimacy among large segments of the population. It has also shed the elements of republican governance it used to have. And yet it lives on because it remains a capable state with a fairly cohesive ruling elite and ample coercive power. Iran is on course to become a classic one-party authoritarian regime, which may shed some of its religious orientations once its Supreme Leader leaves office for reasons of age. It remains to be seen how sustainable this will be given the crescendo of protests.

8150. Countering hybrid threats: The role of the Joint Expeditionary Force

Abstract:: Russia’s war in Ukraine has fundamentally changed the international order that is based on norms and values of state sovereignty and international law. While the Balkan wars in the nineties were the result of internal turmoil leading to the collapse of Yugoslavia, the Russian-Ukrainian armed conflict marks the return of large-scale interstate warfare in Europe for the first time since the end of the Second World War. A year after the Russian invasion was launched on 24 February 2022, valuable lessons can already be drawn for the characteristics of modern warfare. The conflict has shown – both in the run-up to the invasion as well as after the start of the war – that non-military aspects are part of Russia’s strategy. Well-known examples are the abuse of the European ‘oil and gas dependency’ on Russia, the spread of disinformation, cyberattacks and the channelling of refugees and migration flows. What these means have in common is that they are aimed at undermining the unity of the West and destabilising their societies and democracies. This very complex set of hybrid threats raises new questions on how to respond to them, as the hybrid domain requires the involvement of many different actors at the national and international level: from various ministries and even private companies (such as the energy sector) to the EU and NATO. As hybrid challenges have become an integral part of modern conflict, the question has arisen what kind of role should be laid down for the armed forces. Hybrid challenges are very often of a transboundary and non-military nature. Therefore, they have to be addressed primarily by civil actors. But in addition, the military can also play a role in countering hybrid threats, and this raises the question of the role of multinational (military) formats such as the Joint Expeditionary Force (JEF). The JEF is a multinational military formation of northern European countries with the United Kingdom as the lead nation. Since 2019, the JEF has increasingly focused its activities on the hybrid domain. The war in Ukraine has been a catalyst for increased cooperation in the JEF context at the political, policy and military operational levels. The Russian threat, both physically (conventional forces) and virtually/digitally, has become the main focus of attention. It is in the latter category of threats that the JEF Nations are struggling with the question of what its role should be. This report explores the possible role of the JEF in hybrid conflicts and how cooperation in the JEF can be attained. The first chapter addresses the role of military forces in responding to hybrid threats and what the JEF has realised in this context so far. Particular attention will be given to the challenges of but also the opportunities for connecting military activities with those of non-military actors. The second chapter focusses on the roles of NATO and the EU in the hybrid domain and how the JEF could relate to the efforts of these international organisations. The potential impact of the future NATO membership of Finland and Sweden – both JEF Participating Nations – is also addressed. The third chapter zooms in on the potential of the JEF’s role and functions in the hybrid domain and how this should be implemented. The growing political character of the JEF cooperation is also addressed. The report ends with a list of conclusions and recommendations for the Netherlands. The methodology used for this report consists of a mix of literature research and a series of interviews with government representatives and members of think tanks in a selection of JEF Nations as well as with staff officers at the JEF Headquarters, at the NATO Headquarters and at EU institutions. These interviews were held under the application of the Chatham House rule. The authors are grateful to all interviewees for their valuable contributions.

8151. The EU in the South Caucasus: Navigating a geopolitical labyrinth in turmoil

Abstract:: The tectonic plates of geopolitics are shifting in such a profound way that has not been seen since the end of the Cold War. The Russian invasion of Ukraine on 24 February 2022 has not only increased tensions between the world’s major powers, but also severely impacted the regions in which they traditionally strive to project their power. This applies especially to areas in the wider Eurasian region that the Russian Federation unjustifiably considers as part of its sphere of influence, such as the South Caucasus. Russia’s failure to achieve a quick and decisive victory in its full-scale invasion of Ukraine has not only forced the Kremlin to limit its objectives on the battlefield, at least for the time being, to Ukraine’s east. It has also reduced the credibility of the Russian military that much of its power projection has depended upon – and has reduced its attractiveness as a security partner for countries that have traditionally regarded Russia as such. Russia has had to withdraw some of its troops and military equipment from the South Caucasus, its leadership is preoccupied with Ukraine, and it has not lived up to its security commitments to Armenia. This has contributed to a geopolitical vacuum and uncertainty in the South Caucasus that other actors are eager to exploit.

8152. Sahel: Why stabilization efforts should address internal displacement

Abstract:: The conflict situation in the Sahel has created one of the fastest growing displacement crises in the world with more than 2.5 million people displaced over the past decade. International donors have largely dealt with the crises by supporting humanitarian efforts to provide emergency aid to IDPs. This policy brief argues that this response is important but ultimately inadequate; donors should start viewing IDPs as a key element to enable (regional) stability. Moving IDPs from the exclusive realm of humanitarians to stabilization, brings to the fore a policy tension that carries the promise a policy reconciliation. National governments in the Sahel push for the return of IDPs to their regions of origin in an effort to secure, re-populate and ‘stabilize’ abandoned territories (a effort that remains complex in a dire security context). But those international donors who do ‘stabilization’ leave IDPs completely off the radar and miss their constructive potential. This brief calls for international partners to pay greater attention to the crisis of internal displacement in the Sahel. Such policies have to make IDPs themselves one of the actors that can help bring ‘stability’ to conflict affected settings and, in that way, also speak to their (humanitarian) needs by providing long-term prospects of rebuilding their lives and livelihoods.

8153. The crisis of representation in the Kurdistan Region of Iraq

Abstract:: Any discussion about democratization starts with a discussion about representation because the latter is a necessary – but insufficient condition – for the former. How and by whom are policy preferences of citizens identified, aggregated and articulated in public debate and public decision-making? Does this happen in part or in full, for all citizens or just some? Assessing the ‘state of representation’ provides a lens for examining the democratic potential of a particular structure of power. At least four dimensions matter: the level of citizens’ political awareness, the diversity of the ecology of social organisations that help identify citizen policy preferences, the depth of existing communal identity and mutual trust, as well as the nature of intermediaries that identify and nurture political talent. This paper applies the concept of representation to the Kurdistan Region of Iraq (KRI) and takes stock of its potential for improvement. It finds that all four dimensions of representation are in a poor state in the KRI at present. This manifests itself in, for example, low turnout rates, high levels of disenchantment with the ruling elite and growing polarization within and between political parties. The KRI remains a long way from being governed in a representative fashion, let alone in a democratic one. The region’s transition from totalitarian control, guerrilla-style rebellion and internal strife to a more stable, modern and representative polity was stymied by the emergence of family parties as key power brokers. Their capture of the Kurdistan Regional Government was largely enabled by the appropriation of unearned rents, especially from hydrocarbon sales, and maintained by armed groups linked to political parties. A process of de-representation has ensued. But the Barzani and Talabani family conglomerates that run the KRI face declining levels of public confidence and growing economic problems today. If Western countries wish to improve the state of representation in the KRI in this context, they will have to consider conditioning their engagement on improvements in the quality of governance, leveraging the importance of their presence to the high wire act that the Kurdish Democratic Party (KDP) and the Patriotic Union of Kurdistan (PUK) perform to balance Iran, Turkey and Baghdad. Practically, this can be done by a coordinated diplomatic strategy that: a) engages the KDP and PUK leadership in a strategic conversation that clarifies how the extent of future Western presence, diplomatic attention and trade/investment are linked with the quality of representation; b) provides long-term support for locally-led civil society development; and c) pushes for limited but real Peshmerga reform in exchange for greater support.

8154. The Multiannual Financial Framework: The search for flexibility and recognised effectiveness

Abstract:: The European Union (EU) is currently confronted with developments that could have deep impacts on our societies and policies. Yet the EU’s Multiannual Financial Framework (MFF) – which defines the size and aim of the EU budget over a certain period of time – has difficulties in overcoming its inflexibility and ensuring best value in relation to shifting priorities. One important step that could modernise the MFF would be to improve the use of effectiveness assessments in relation to EU spending. In 2003, André Sapir and colleagues famously referred to the MFF as a ‘historic relic’ with expenditures, revenues and procedures being ‘inconsistent with the present and future state of EU integration’. Although the MFF has improved since then, it continues to suffer from discrepancies between stated priorities and actual spending. EU finances risk becoming increasingly reliant on funds and instruments outside the MFF ceiling because existing programmes are hard to change. Moreover, doubts about the effectiveness of the MFF remain. With European integration having moved far beyond the level of technical harmonisation of the internal market, the EU budget, arguably, needs more flexibility to respond to current geopolitical and societal challenges and investment needs. As political discussions on the next MFF – the current MFF runs from 2021 to 2027 – are starting, this report discusses avenues for realigning expenditures to changing EU priorities and to unforeseen challenges and crises. In order to enhance flexibility suitable procedures are required that would lead to political decisions based on accurate assessments. Furthermore, better methods are needed to communicate potential – and possibly painful – shifts in priorities to the broader public. In order to develop such procedures, thorough analysis and discussion are needed on the effectiveness of EU programmes and the use of effectiveness assessments in redefining political priorities. This report therefore relates the concept of European added value – defined by the Commission as ‘the value resulting from an EU intervention which is additional to the value that would have been otherwise created by Member State action alone’ – to mechanisms to better respond to new situations. One of the questions this raises is whether the current (multilevel) systems for assessing European added value are able to offer the timely information needed for flexibility. Given the workload involved in performance assessments, and given the importance of national ownership of reforms, further analysis is needed of the role of the European Court of Auditors (ECA) and its interactions with its national counterparts.

8155. Twilight Institutions: Land conflict and hybrid authorities in Benin’s Borgou department

Abstract:: The Borgou Department is a large administrative area with eight communes and 43 districts spanning over 25,856 square kilometers. The department primarily comprises the Bariba, Dendi, Boo (about 40%) and Fulani ethnic groups (about 33%). The majority of the first three groups are farmers, and the Fulani are primarily nomadic or semi-nomadic cattle and sheepherders. The Borgou Department in Northern Benin has seen communal conflict over the past few years. There are escalating tensions between farmers and herders, even though there has also been more violence between the supporters of the former president Boni Yayi and those of the sitting President Patrice Talon (particularly in 2019 and 2020). Communal conflicts between farmers and herders in Borgou have multiple driving forces. This report explores one of these: changing land management systems. It is argued that recent changes in land management are in any event likely to become a stronger driver of tensions in Borgou in the near future. Exploring land management systems and their impact on the Borgou is relevant for two reasons. First, there is simply very little literature on changing land management systems in Benin. For example, in August 2017 Benin’s authorities modified the 2013 Land Code to limit land conflicts and to modernize the institutional framework governing land acquisition and management. But exactly what the impact of this change has been has not been fully explored. Second, Northern Benin has experienced the problem of increasing violent extremist activity. While this activity is concentrated in the Alibori and Atacora regions, it is conceivable that once it has become established it might further escalate, with Borgou being a possible area of expansion. Being able to focus on vulnerabilities with the aim of addressing them is important for Benin’s stability. Research and media reports point to an increase in both the number and intensity of farmer-herder confrontations in the Borgou Department over the past five years. From the literature, it is apparent that this shift is driven by two factors. On the one hand, it is the effect of the demographic growth of and the increase in the cattle population which results in more competition for land. On the other hand, the introduction of land reforms by successive governments has tended to reinforce the feeling of insecurity among essentially illiterate farmers and herders.

Abstract:: Young Egyptians’ dissatisfaction with their employment prospects was a key driver of protests in 2011 and 2013. Since then, the country’s political authorities have worked hard to create job opportunities for young Egyptians by boosting growth in the construction sector (infrastructure and public works), among other things. Since the sector also generates substantial revenues for the country’s power elite, this has been a win-win strategy in the short-term. But overreliance on the construction sector has also created too many informal and unstable jobs that are a poor match for Egypt’s many well-educated graduates. Cairo’s growth strategy has not addressed some of the country’s long-standing economic problems, such as informality and a low overall employment rate. Giving the country’s promising ICT sector a boost similar to that of the construction sector to address such deficiencies and anticipate a looming debt crisis requires a paradigm shift with two elements. First, a deal between Egypt’s political authorities and the power elite that buys time in exchange for future rents. Second, facilitation of private sector dynamism through regulatory encouragement and public seed funding for new business activity.

Abstract:: Climate change is one of the most pressing challenges of the present and the future. Rising temperatures and sea levels, as well as extreme weather events are manifestations of climate change that also influence military capabilities. Increased attention for the climate change-security nexus is visible both at the national and the international level: nationally through the incorporation of climate change in security strategies and internationally through incorporation in important strategic documents such as the EU’s Strategic Compass and NATO’s Strategic Concept. Given its transnational nature, governments around the world have a shared responsibility to face climate change. A particular role is laid down for the global powers, China, Russia and the United States, given their position in the world. It is, however, questionable whether the global powers’ interests align. They differ in their approaches to address climate change, and even more so in their views on how it affects the armed forces. China and particularly Russia are more reluctant towards depicting climate change as a matter of international security. This is for example visible in international forums, such as the UN Security Council. In contrast, in the US, support for climate action is subject to political preferences, but climate related security risks are widely recognised within the defence establishment. This report reviews various aspects of the relationship between climate and security, with a particular focus on the military. It discusses the role of climate change in a country’s security and defence strategy and, vice versa, the changing tasks and deployment of the armed forces in response to climate change, the effects of climate change on military infrastructure, and measures to realise a greener defence sector.

Abstract:: What is the state of economic convergence in the euro area? And will the redefinition of the Stability and Growth Pact result in a more effective policy for achieving convergence? A common currency, together with the four freedoms, was assumed to lead to economic convergence. This Clingendael Report reviews the state of convergence in the euro area by focusing on nominal, real and institutional convergence. Despite a range of policy initiatives and monitoring systems, convergence has not been achieved neither in terms of monetary and economic performance nor of the quality of governance at the national level. Despite some major successes in convergence, welfare has continued to diverge in some countries and differences in debt levels have increased up to the point of threatening the - economic and political - coherence of the euro area. Public spending also varies considerably while higher public spending does not ensure higher growth levels. The paradoxical situation has arisen in which countries that (drastically) reduced debt levels performed better in terms of growth and reduction in unemployment.

Abstract:: Since 2019, realisation of the Sustainable Development Goals (SDGs) has gone from patchy to off-track as a result of Covid-19, global price shocks caused by the war in Ukraine and accelerating climate change. About 100 million people were thrown back into extreme poverty and hundreds of millions more face reduced health, livelihood and income prospects for the rest of their lives. The climate change agenda also took a backseat. Long-term global effects will be profound in terms of growing migration flows, further climate degradation and, likely, more conflict, authoritarianism and populism. Putting global development back on track requires focusing on fewer priorities rather than the entire SDG agenda, namely those with the highest negative impact on developing countries: conflict, climate change and inequality. Addressing these problems primarily requires middle- and high-income countries to reduce their contribution to climate deterioration and inequality at home, and to increase their support for conflict resolution efforts elsewhere at a faster rate. While it may seem counterintuitive, the greatest development contributions that developed countries can make lie at home.

Abstract:: The job of an Iraqi Prime Minister is a complex balancing act on both the domestic and international fronts. To begin with, there is the challenge of managing competition between the country’s factitious elites. Then there is the unresolved tension between self-interested elites and a citizenry that has largely lost faith in its political leaders. Finally, there is the foreign policy dilemma of balancing political and economic dependence on both the US and Iran. By these standards, Prime Minister Mohammed Shiya al-Sudani’s first 100 days in office have provided a crash course on how to please all sides. He has allocated government positions to his supporters with gusto, provisionally left most Sadrist bastions of power in the state untouched (even though Sadrists are excluded from the government) and offered extensive ‘bread and games’ for the population by promising jobs and social security. Al-Sudani has furthermore sought to reassure opposing foreign actors through a hitherto fairly balanced foreign policy. His approach has been enabled by the broad coalition of Iraqi political elites that brought him to the premiership, along with record oil revenues that help grease the wheels of patronage politics. While structural reforms in politics, administration and economics are overdue, they will not happen because Iraq’s political leaders have no need for them in the immediate term. However, unresolved elite contention, a lack of public investment and the absence of reform mean that Iraq is likely heading for tougher times within the space of a couple of years.

8164. Trading short-term gains for long-term costs: the Egyptian political economy under al-Sisi

Abstract:: Egypt’s political economy has been operating on the basis of three core principles over the last few decades. First, the country’s political authorities set strategic economic objectives in a top-down manner. Second, the power elite supports the political authorities and, in exchange, tightly supervises homegrown and foreign investment to generate revenues and job opportunities, as well as private benefits. Third, Egyptian citizens acquiesce, willingly or unwillingly, in this division of power that mostly benefits the political authorities and power elites in exchange for improvements in their livelihoods. Since 2014, President al-Sisi has held closely to these principles but relied increasingly on Egypt’s military networks (part of the power elite) to boost economic growth. This strategy has produced short-term gains – informal jobs and an array of consumer goods – at the expense of long-term economic prospects. In particular, the military’s economic influence has deepened some of Egypt’s structural problems: low productivity, inequality, informal unemployment and a suppressed private sector. This limits the future sustainability of the current economic model. Improving Egypt’s economic prospects requires reducing the role of the state – especially the military – in the economy in terms of decreasing the number of associated enterprises and lightening the regulatory framework. However, this is nearly impossible to realise in sectors in which the military already has a dominant profile, such as construction and extractives, because its support is essential for al-Sisi to maintain power. A more promising alternative for European policy makers to consider is influencing the Egyptian government to limit military influence in sectors with growth potential where the military is largely absent, such as manufacturing and Information and Communications Technology (ICT). A government strategy that prevents further military involvement in these sectors, crafts a regulatory framework conducive to private investment and invites foreign funding, can help Egypt realise greater economic growth and higher fiscal revenues.

8187. Conditionality in Migration Cooperation: Five Ideas for Future Use Beyond Carrots, Sticks, and Delusions

Abstract:: Effective migration partnerships with third countries are a declared goal of the European Union. But views diverge on what good migration cooperation looks like. Using carrots and sticks, also known as conditionality, is a controversial strategy to reach the EU’s migration goals. Politicians and experts either frame it as necessary and legitimate, or as post-colonial and counterproductive. Whether one supports conditionality or not, positive and negative incentives have shaped the different types of migration agreements the EU and its Member States have struck in the last decade. Some are formal agreements binding under international law, but most are soft law or handshake deals. They may cover just one specific issue within migration policy, or tie migration to other policy areas. Some are public, others confidential. All these agreements reflect the interests and the leverage which the EU, Member States, and partner countries bring to the table. The three most discussed levers the EU uses to nudge partner countries toward joint migration management are visas, development aid, and trade – the holy trinity of migration conditionality. But the exclusive focus on these three levers is artificial. Europe also uses other levers, such as police or military cooperation and training, diplomatic attention and high level visits, legal migration opportunities, and others. When these levers are used, they generate three kinds of effects: the conclusion of an agreement, common document, or statement (paper), procedural or technical changes (process), and migratory movements (people). But they also bring unintended side effects, such as backlash from the citizens of third countries, or the phenomenon of reverse conditionality, when a third country reacts to threats by reducing border patrols or by supporting irregular onward migration. Lever use of one EU country can also worsen the migration relationship of its EU neighbors with that third country. Despite these high stakes, Europe uses conditionality remarkably inconsistently. Its strategy to create coordination mechanisms to make Member States’ approaches more coherent is hobbled by entrenched realities: The cost of coordination is often disproportionate to its benefits, and turf demarcation hinders cooperation. Thus, the chase for coherent conditionality usage in the EU is at best an uphill battle and at worst a delusion. This report puts forward five recommendations to improve Europe’s migration conditionality use and debate in the future. It draws on case studies that trace the EU’s use of incentives and threats toward Bangladesh, The Gambia, Afghanistan, Iraq, and Nigeria, and distills lessons from them.

Abstract:: The stagnating EU accession process needs political will and procedural changes allowing eastern candidates to advance. In the meantime, they should be more supported to use the full potential of existing opportunities for gradual economic and sectoral integration with the EU. An upgraded Eastern Partnership needs a comprehensive security dimension linking resilience, connectivity, and defense policy, as well as cooperation in the area of the Common Security and Defence Policy. The protracted regional conflicts (in Moldova and the South Caucasus) require a more active EU engagement as existing OSCE formats continue to be blocked, and Russia’s role and military presence weaken. New openings for conflict resolution mean higher demand for the EU’s diplomatic, monitoring, and peacekeeping capacities. A new eastern Neighborhood Policy should be designed for the wider region, connecting the Black Sea and the South Caucasus with Central Asia and thus creating viable alternatives to the competing geoeconomic and governance “offers” of China, Russia, and Turkey.

Abstract:: Based on current literature, this paper analyses the nature and effects of external pressure imposed on authoritarian regimes. Around three-quarters of all countries under United Nations, United States, and European Union sanctions are authoritarian, and “democracy sanctions” that aim at improving democratic and human rights in targeted countries constitute the biggest sanctions category. Yet, authoritarian regimes represent particularly problematic targets as they can more easily shield themselves from external pressure than their democratic counterparts can. Authoritarians have a tighter grip on the public discourse and the struggle over the meaning of sanctions. They often even use them to their own advantage, denouncing sanction senders as “imperialist” and blaming them for their economic woes. The paper presents trends in the application of sanctions pressure against authoritarian regimes, reviews mechanisms of how economic and diplomatic restrictions work, and examines authoritarian targets’ attempts to engage in pressure proofing.

Abstract:: The Pacific Islands have emerged as a zone of contestation in the ongoing rivalry between China and the United States. While the US has long been the dominant military power in the region, China is raising its profile through activities like port visits, military exercises, and establishing diplomatic and security ties with regional states like Kiribati and the Solomon Islands. In 2018, Chinese leader Xi Jinping visited Papua New Guinea for the Asia Pacific Economic Cooperation (APEC) summit. President Biden was supposed to visit PNG in May 2023, in the first ever visit of a sitting US president to the Pacific Islands, but that trip was scuttled due to the debt ceiling fiasco in Washington. In the economics sphere, the US has attempted to counter China’s Belt and Road Initiative (BRI) together with Japan and Australia through the Blue Dot Network and the Indo-Pacific Infrastructure Trilateral to promote high-quality, transparent, and sustainable infrastructure development. The region contains considerable natural resources, and the US has been working with Pacific Island nations to promote sustainable resource management, in contrast to China’s alleged illegal, unreported, and unregulated fishing in the Pacific. What has been missing, however, is a trade policy component to the US strategy to counterbalance China’s exploration of a free trade agreement with the Pacific Islands Forum (PIF).

Abstract:: Stronger typhoons, growing challenges for populations on low-lying atolls, ecosystem declines, and human health issues are among the major risks detailed in a new report on climate change in the Federated States of Micronesia (FSM). Threatened resources include culturally significant coastal infrastructure and the tens of millions of dollars that fisheries inject into the FSM’s economy annually, according to the report by the Pacific Islands Regional Climate Assessment (PIRCA), a consortium of several government, NGO, and research entities. Climate Change in the Federated States of Micronesia: Indicators and Considerations for Key Sectors is a report developed by PIRCA. It is one in a series of reports aimed at assessing the state of knowledge about climate change indicators, impacts, and adaptive capacity of the US-Affiliated Pacific Islands (USAPI) and the Hawaiian archipelago. Authors from the East-West Center, Arizona State University, and the University of Hawaiʻi—along with 30 technical contributors from local government, NGOs, and research—collaboratively developed the FSM PIRCA report. Climate change is expected to disrupt many aspects of life in the FSM. Specific groups—including children, older adults, women, and those living in remote communities—are likely to be disproportionately affected. This report provides guidance for decision-makers seeking to better understand the implications of climate variability and change for the FSM and its communities. It also identifies the additional information and research needed to support responses that enhance resilience and enable the FSM to withstand the changes to come.

8196. Sustaining Congressional Engagement with Southeast Asia

Abstract:: As a representative institution whose members can outlast presidential administrations, Congress plays a vital role in sustaining long-term US foreign policy commitments. The perception of long-term commitment is particularly important in Southeast Asia, where most states seek to maximize their strategic autonomy by balancing relations among great powers. Thus, expectations about the future behavior of great powers can significantly affect foreign policy choices. Congress speaks through the exercise of its formal powers but also in more subtle ways. Congressional actions on foreign relations operate along three channels. The first channel is support for policies initiated by the executive branch, e.g., passing appropriations, making requested statutory changes, or, at the very least, not obstructing what an administration seeks to do. The second channel is symbolic support for a relationship, such as meetings with foreign officials or public statements of support. Though these actions are generally nonbinding, they can be a more meaningful gauge of support than the first channel because legislators must seek them out and can define the terms of their engagement—something not always possible when voting on legislation. The third channel is policy advanced independently from the executive branch, such as standalone bills, conditions placed on funding, or rigorous oversight. Each of these tools is available to individual legislators, groups of legislators such as caucuses or committees, or the entire legislative branch acting collectively.

Abstract:: The Biden-Harris Administration’s 2024 Department of the Interior (DOI) budget proposal supports passing the Compact Impact Fairness Act (CIFA). CIFA would restore federal benefits to migrants from three Pacific countries: Palau, the Federated States of Micronesia (FSM), and the Republic of the Marshall Islands (RMI). Support for CIFA is a welcome development for Compacts of Free Association (COFA) migrants and the US states and territories that host them. Yet, the budget proposal’s omission of funding support for host governments and uncertainty on implementation and prioritization for COFA migrants present acute issues that may linger for years ahead.

8199. Valuing Longer, Healthier Lives: Assessing the Productivity of Health Spending in South Korea

Abstract:: This research studies the link between medical spending and health outcomes in South Korea, providing evidence on the productivity of medical spending over recent decades. The author advocates for the Korean government to develop a “satellite account for health” to complement national income and product accounts. Current measures do not account for changing quality nor give providers any incentive for cost-effective substitution between forms of treatment for a given condition. By leveraging existing strengths of Korea’s National Health Insurance and health outcome data, Korea can develop an accurate measure of medical productivity and a more accurate measure of overall economic productivity, while becoming a global pioneer of “health satellite accounts” for overall populations. Such a productivity metric built on condition-specific net value can help Korea increase the “bang for the buck” from medical spending, mitigate wasteful spending, and promote high-value innovations for longer, healthier lives.

Abstract:: A year ago, in February 2022, Russia invaded its neighbor, Ukraine. Russian aggression has upended the post-war security mechanisms in Europe and made the international multilateral system, including the UN Security Council, more fragile and ineffective than ever. Even though the war in Ukraine has implications for security in Northeast Asia, many Asian nations consider it a distant issue for Europeans to solve. However, this perspective mirrors what Europe’s Asian counterparts, especially the Koreans, have faced for decades. It serves as an apt analogy for explaining the dangers of North Korea to Europe. North Korea is also watching the war closely to discern what lessons or leverage can be extracted from the unfolding conflict. This short article reflects on two lessons and three opportunities that the War in Ukraine presents to Kim Jong Un and concludes with recommendations on what the Europeans could do in the near future.
