9201. Social Credit System in the People’s Republic of China. Theoretical Assumption and Implementation

Abstract:
In the European Union, the United States and other countries of the so-called Western world, the perception of the functionalities of AI, and other instruments of Industrial Revolution 4.0 significantly differs from its perception by the PRC’s authorities, which – for a few years – have been implementing solutions aimed at comprehensive scrutiny and social supervision rather than facilitating life and work. This idea has been reflected in the so-called Social Credit System since at least 2014 and has given rise to plenty of controversies and disputes, unfortunately based on emotions and imprecise interpretation of the characteristics, aims, and implementation of the project rather than knowledge. While the new, digital model of social management in China is extensively discussed in the literature, it is rarely addressed in Polish studies, which results in the scarcity of publications on this subject. This paper attempts to fill this gap by presenting the essence of the system and the progress of its implementation.

Abstract:
Moscow will act when and if it declares that the West has escalated contention rather than responding positively to its entreaties – principally those regarding NATO expansion and implementation of the Minsk II agreement. Recent, new US/NATO troop deployments and weapon transfers to Ukraine may already count as relevant escalation. Russian forces surrounding Ukraine stand at an exceptionally high level of readiness and significantly exceed the scale of previous deployments. Nonetheless, a full-scale invasion aiming to seize the whole of Ukraine is highly unlikely. Indeed, Russian action may involve no more than large-scale conveyance of weapons and munitions to the rebel areas, possibly along with an influx of “volunteers.” Several other options ranging between these two are discussed below.

Abstract:
The battle within Ukraine and the USA-Russia contest over it has returned Europe to the darkest, most ominous period of the 1947-1989 Cold War. That this should happen with both the United States and Russia barreling grimly forward reflects a singular failure of diplomacy and common sense. There were two recent points in time when positive leadership might have turned us away from the path of disaster. Fortunately, one of these is not yet foreclosed. Movement toward resolution begins with recognizing that all sides, all stakeholders share fault for the current crisis. And no side has told the whole truth of it. Without question, Russian intervention in Ukraine’s civil conflict violates international law. Although Russia has the right to defend itself from attack, this proviso does not apply in the current situation. The annexation of Crimea was illegal, as is Russian intervention in the Donbass. This is indisputable.

Abstract:
The comforting narrative of a dependable and stable nuclear deterrence between the US and Russia has been thrown into disarray by the War in Ukraine. This narrative, propagated widely in the years following the Cuban Missile Crisis in 1962, held that both the Super Powers fully appreciated that they could not “win” a nuclear battle and, therefore, would avoid direct conventional warfare, which might then quickly escalate into nuclear war. In a necessary corollary, it was thought that Russia and the US would make every effort to avoid a conventional war in Europe. Why? Because there are so many paths to escalation to nuclear war in Europe. Elsewhere in the world, US and Russian interests were more diffuse and, therefore, not so vital.

CNS has been focused both on the question of emerging technology controls and on the question of export controls in an area of strategic competition. CNS has been undertaking detailed sectoral mapping in relation to several emerging technologies, including artificial intelligence, aerospace and avionics, high-performance computing, biotechnology, cybertechnology, telecommunications, and semiconductor technologies. CNS will soon be launching resources intended to help governments and the private sector to manage these technologies in this new security environment. CNS is also working to benchmark and develop good practices in relation to the cybersecurity of export-controlled information. This article is intended to provide a broader framing to the work CNS is undertaking concerning export controls in an era of strategic competition. Before the Russian invasion of Ukraine, the Biden administration insisted in arms control talks with Russia that a follow-on agreement to the New Strategic Arms Reduction Treaty (New START) should cover all nuclear weapons and that such an agreement should focus on the nuclear warheads themselves. This would represent a significant change from previous agreements, which focused on delivery vehicles, such as missiles. The United States has been particularly interested in potential limits on nonstrategic nuclear warheads (NSNW). Such weapons have never been subject to an arms control agreement. Because Russia possesses an advantage in the number of such weapons, the US Senate has insisted that negotiators include them in a future agreement, making their inclusion necessary if such an accord is to win Senate approval and ultimately be ratified by Washington. In the wake of Russian nuclear threats in the Ukraine conflict, such demands can only be expected to grow if and when US and Russian negotiators return to the negotiating table.

Abstract:
Russia and Turkey’s complex relationship has significant implications for U.S. and North Atlantic Treaty Organization (NATO) strategic interests. The two states cooperate, deconflict, and compete in multiple theatres within Turkey’s extended neighborhood, which straddles United States Africa Command (USAFRICOM), United States Central Command (USCENTCOM), and United States European Command (USEUCOM) areas of responsibility (AORs). 1 Their bilateral strategic trade has created mutual dependencies and vulnerabilities across multiple sectors, such as natural gas, nuclear energy, and tourism. Russia’s invasion of Ukraine in February 2022 has many implications for the Russia-Turkey relationship. While engaging actively with Russia and stoking fears that its commercial ties with Moscow could serve Russia’s evasion of Western sanctions, Turkey has also provided TB2 Bayraktar drones to Ukraine, invoked the Montreux Convention, and offered itself as a mediator on various operational issues in the Russia-Ukraine war. As a result of these steps, Turkey’s leverage over both Russia and NATO allies has increased since February 2022. From a U.S. perspective, the implications have been mixed as Turkey has translated its increased leverage into foreign policy steps that threaten to undermine U.S. interests and NATO cohesion. Turkey remains of significant importance to the United States in enabling its interests in the three aforementioned AORs, preventing third actors like China and Iran from operating in the “seams,” and generating an enhanced, unified, and credible NATO capability and capacity in response to Russian aggression. It follows that Turkey’s interplay with Russia in its extended neighborhood has far-reaching implications for the United States and NATO. This study aims to shed light on this relationship, its likely trajectory over the coming decade, its implications for U.S. strategic interests, and how the United States and NATO might shape the Russia- Turkey interplay to their advantage.

Abstract:
Kleptocracies seem to enjoy powerful coherence between their domestic and foreign policies, given that they wield power at home and abroad through the same corrupt assemblage of actors, networks, tactics, and resources. By prioritizing the fight against corruption and kleptocracy, the United States can similarly pursue the most internally coherent grand strategy since it combined the containment of communism with neoliberal deregulation to win the Cold War. Doing so will require deeply reorienting foreign and domestic policy priorities by featuring the opposite side of the U.S. economic model, with less cowboy and more sheriff: well-regulated clean capitalism under the rule of law.

Well into its second year, the Biden administration has continued to grapple with persistent foreign policy challenges while new ones have emerged: North Korea has not curtailed its weapons of mass destruction (WMD) programs; negotiations with Iran on resuscitating the Joint Comprehensive Plan of Action (JCPOA) remain stalled; and a Russian troop buildup near Ukraine may signal a potential invasion and full-scale conflict. In confronting these and other challenges, the United States continues to use economic sanctions as a mean of punishing, signaling, and coercing rivals into changing their foreign policy behaviors. As a tool of American economic power, policymakers often see sanctions as “Goldilocks” instruments that are “just right,” albeit ones that require time and patience to facilitate policy change.

On March 2, 2022, the UN General Assembly convened in New York and voted 141 (in favor), 5 (against), and 35 (abstained), on the UNGA Resolution ES-11/1, condemning and demanding an end to the Russian invasion of Ukraine. This invasion is a paramount shift in the status quo of peaceful relations on the European continent and will have repercussions throughout the world. The Institute decided to assess the vote in terms related to international norms of responsible strategic trade and associated behavior, using the results and findings in the 2021/2022 Peddling Peril Index (PPI), which ranks national strategic trade control systems. We could have selected other international normative comparisons, but we decided to use the PPI since national strategic trade controls are often correlated with more responsible state actions, and the PPI also measures adherence to a large number of international treaties and conventions. A central finding is that the vote is positively correlated with states' demonstrated commitment and implementation of international arms control, trade control, and financial practices. Countries that voted against the resolution or abstained from voting performed worse, on average, in the Peddling Peril Index.

9227. Procurement Data and Safeguards: Looking Historically and to the Future

Abstract:
Because nuclear programs depend on procurements, understanding such procurements has become an important aspect of safeguards today. This paper looks back at the development of this approach and draws out lessons for tomorrow. Past cases, recounted using open source data and Institute archives, are drawn from, among others, Iraq Action Team investigations, Iran inspections during 2003-2006, the Khan Network investigations, and the Joint Comprehensive Plan of Action. These cases illustrate important lessons about collecting and including procurement data more explicitly in state declarations and meeting inspection and monitoring goals. The cases also demonstrate the value of procurement data in facilitating the detection of irregularities in a nuclear declaration or verifying the correctness and completeness of a state’s nuclear declaration. A probe of the group’s commercial activities can yield insights on its Latin American operations, which in recent years have touched not only Colombia but also Peru, Chile, and Bolivia. Research on Hezbollah in Latin America has tended to focus on Venezuela and the Tri-Border Area, covering Argentina, Paraguay, and Brazil, but recent events show that less noted countries deserve attention too. In 2014, for example, Peruvian police arrested a Hezbollah operative in Lima’s Surquillo district for planning a terrorist operation, and security services in the region also evidently disrupted a Hezbollah terrorist plot targeting innocent civilians in Chile. In 2017, Bolivian authorities identified a Hezbollah-affiliated warehouse and seized enough explosive precursor material to produce a two-and-a-half-ton bomb. Then, in fall 2021 in Colombia, local reporting indicated that Hezbollah was planning to assassinate an Israeli national as part of a broader operation that also targeted Americans, reportedly to avenge the January 2020 killing of Iran’s Qods Force commander Qasem Soleimani. Special forces have succeeded especially in such missions, but any BWT effort requires some U.S. ground presence to achieve its goals. As part of its bid to end Middle East “forever wars,” the United States has employed a “by, with, and through” (BWT) doctrine for fighting jihadist adversaries. Such operations rely on local partner forces to assume the bulk of the hard ground combat, sometimes with U.S. accompaniment, while American advisors provide support through training, intelligence, heavy air and artillery assets, equipment, funding, and logistics. BWT missions have seen success over the past two decades in theaters such as Iraq (with the Counter Terrorism Service), Syria (with the Syrian Democratic Forces), and Somalia (with the Danab Brigade). But they do not succeed on their own and must be guided by several principles, including a serious U.S. commitment, alignment of American and partner interests, and strong interpersonal relations between advisors and local actors. Against the backdrop of simmering protests, endemic economic challenges, the continuing struggle to contain the Covid-19 pandemic, and fallout from the U.S. withdrawal from Afghanistan, The Washington Institute has launched a series of policy papers to help guide the Biden administration’s approach on democracy, reform, human rights, and political change across the Middle East and North Africa. The series addresses a range of questions: How do changes in the region over the last decade affect the new administration’s approach to these issues? How should the administration best prepare for the “new normal” of protests in the region? What are the policy tools at America’s disposal, and how might they be improved upon? How can Washington turn much-needed attention to new areas of focus, such as corruption and public-sector reform? What does public opinion research tell us about what the region’s publics want in their countries—and from the United States? And where might enhanced U.S.-EU coordination play a constructive role? The proposed answers will assist policymakers in advancing opportunities for reform, preserving U.S. interests, and navigating Middle East realities in the context of America’s global priorities. In the fifth essay in the series, Ben Fishman probes the conundrum of U.S. democracy and governance assistance, wherein billions of dollars have failed to improve outcomes on a range of measures since the Arab Spring uprisings. The former regional National Security Council director traces U.S. support for democratic movements from its Cold War origins to the present day, concluding that a more effective approach must better align policy and spending priorities, account for the challenges facing individual countries, and focus on supporting local governing bodies, independent media, and anti-corruption efforts. Otherwise, the region could well become less free and more prone to fiercer future uprisings.

Abstract:
As a key UN vote approaches, Washington should push Turkey to help promote a diverse, balanced economy in HTS-controlled northwest Syria. On July 10, a United Nations vote will decide the future of the cross-border aid mechanism for northwest Syria, an area run by the jihadist group Hayat Tahrir al-Sham (HTS). The mechanism—which facilitates aid to northwest Syria via Turkey without having to go through Damascus—faces the prospect of nonrenewal for the first time since it was created in 2014, as a consequence of the Russian invasion of Ukraine. A failure to renew the mechanism would exacerbate an already daunting humanitarian situation in northwest Syria, where some three-fourths of the population consists of internally displaced persons (IDPs). While aid will likely continue on a far more limited basis if Russia vetoes the mechanism, from a U.S. perspective a more self-reliant HTS-run territory requiring less international assistance would actually be far preferable to a situation in which aid renewal remains subject to periodic dramas. Over the past roughly six years, HTS has transformed itself from an al-Qaeda branch into something resembling a typical regional state governing body, with the group engaging in human rights violations and embracing inflammatory rhetoric. To begin with, it has focused increasingly on developing local institutions and the economy. The group’s strides in governance have been facilitated, in part, by the March 2020 Turkey-Russia ceasefire agreement, which more or less froze the conflict line. Since then, HTS leader Abu Muhammad al-Jawlani has reiterated the value he places on self-sufficiency and constructing a new polity and society that does not rely on outside help. If HTS and its civilian-led Syrian Salvation Government (SSG) actually followed through on Jawlani’s ideas, locals could find other avenues to support themselves. Yet one must acknowledge at this point that HTS has not matched its lofty rhetoric with efforts to develop indigenous capabilities. Instead, it has worked hard to monopolize economic power.

The administration has signaled its intentions for the trip well in advance, but the realities of Saudi oil capacity and global energy forecasts should temper any U.S. expectations of a quick fix. The centrality of energy security to America’s historical relationship with Saudi Arabia is under strain. When Saddam Hussein invaded Kuwait thirty-two years ago and threatened nearby Saudi oil fields, King Fahd ignored the pleas of cautious senior princes who wanted a delay to discuss the issue and instead requested Washington’s immediate help—which he quickly received in the form of half a million U.S. troops and a multinational force. It was a perfect illustration of the longstanding strategic understanding between the two governments: Saudi Arabia will supply the world with oil, and the United States will defend the House of Saud.

Beijing’s use of intertwined civil and military tools in the Gulf mirrors its activity closer to home, but the West can readily counter this influence by capitalizing on the region’s desire for diversified partnerships. While the Biden administration works to repair ties with Persian Gulf partners in the wake of Russia’s Ukraine invasion, China is getting more attention for its expanding influence in the Indo-Pacific region, including recent reports of naval deals and military activity in the Solomon Islands and Cambodia. Some commentators have even criticized the White House for letting its resolve against Moscow supposedly delay the long-awaited “pivot to Asia” sought by three successive U.S. administrations. Yet talk of the “pivot” often oversimplifies the geopolitical situation, in particular by ignoring China’s progress in the Gulf. The pivot theory relies on the assumption that Beijing is mainly ramping up its influence in its own neighborhood. In reality, the Chinese strategy is global, and the methods it applies in the Indo-Pacific are being used in similar fashion elsewhere, including the Gulf. Such activities merit closer attention from the West even if they are not the number-one priority at the moment.

The involvement of Turkish military forces in Northern Syria could allow thousands of Syrians to return to their homes after being forced out by the YPG, the SDF, and other entities for many years. In the West, there has been strong opposition to a newly planned Turkish/Syrian National Army (SNA) military operation in northern Syria. Yet for many displaced Arabs from Tal Rifaat, Manbij, and the surrounding villages, they are welcoming the idea of the liberation of their towns and villages. In fact, they have been asking the Turkish-backed SNA to liberate their area for years. Outside articles often focus exclusively on the Kurdish residents of northern Syria and emphasize that another military operation will automatically mean displacement of the Kurdish population. Yet the area constitutes a mix of Arab and Kurd-dominated towns, and Arab residents have their own history of displacement. In 2016, the entire Arab population was displaced in Tal Rifaat, a (historically) majority Arab town on the west side of the Euphrates, in a coordinated military operation by Russia, the Syrian regime, and militants from the People’s Defense Units (YPG) from Afrin. The YPG also attempted to connect the majority Kurdish enclaves of Kobani and Afrin through majority Arab areas, triggering a refugee flow of Arabs mainly from the two towns and surrounding villages to the Turkish border.

The group’s international profile has risen substantially with help from China, Turkey, and other states, but Western leaders should curtail their engagement so long as Kabul keeps gaslighting them about its al-Qaeda ties. When the Taliban first ruled Afghanistan from 1996 to 2001, only Pakistan, Saudi Arabia, and the United Arab Emirates recognized its “Islamic Emirate.” Yet while no country has officially recognized the new government established after the group recaptured Kabul one year ago, the Taliban is far less isolated today than it was during its first iteration. In March, for example, Turkish foreign minister Mevlut Cavusoglu called for international recognition of the Islamic Emirate, while his Russian counterpart Sergei Lavrov argued that it should be granted a seat at the United Nations. Just how extensive is this diplomatic momentum? And how might it be affected by the July 31 targeted killing of al-Qaeda leader Ayman al-Zawahiri, who was reportedly being sheltered in Kabul by Taliban interior minister Sirajuddin Haqqani?
