Abstract:
This paper analyzes the political economy of the cost of living crisis in the context of the United Kingdom. The paper presents the long-term trends in the wage share, wealth inequality, labour’s bargaining power, and real wages in the UK. The first and second waves of inflation in 2021-22 are discussed presenting the trends in the profit margins. The policy responses by the conservative governments and the Bank of England are analyzed, and their limitations are assessed. The paper concludes with short-run and medium-run policy alternatives to the cost of living crisis

2. Environmental Inequality in Industrial Brownfields: Evidence from French Municipalities

Abstract:
Recent research on environmental inequality has extended its focus from ongoing pollution to legacy pollution by examining the geography of industrial brownfields, defined as nonproductive, contaminated land. This article is the first extensive brownfield analysis for a European country from an environmental inequality perspective, exploiting the political momentum in France where brownfield restoration has become a national priority. In doing so, we combine data on over 7,200 industrial brownfields from the 2022 geodatabase ‘Cartofriches’ with socio-economic variables at the municipality level. We demonstrate communities with higher percentages of foreign-born and unemployed persons are disproportionately more likely to be located near brownfields. The social gradient increases significantly in communities that host many brownfields, the so-called hotspots. There is an inverted U-shaped relationship with income, with a positive correlation until the 75th percentile (C23,700 annually). These findings are robust to different controls, including across urban and rural areas, though with regional differences. Further, we also account for the location of noxious industrial facilities sourced from the E-PRTR database to show the existence of cumulative impacts of environmental risks. Our analysis provides crucial entry points for restorative environmental justice considerations and has important implications for Europe’s just transition and cohesion policies.

3. Reproductive Injustice? A County-Level Analysis of the Impact of Abortion Restrictions on Abortion Rates

Abstract:
Since Planned Parenthood v. Casey in 1992, state governments in the United States have been permitted to restrict abortion access up to the point where such restrictions do not place an ‘’undue burden” on those seeking abortion care. Since this ruling, abortion restrictions of various types and intensities have proliferated across the South and Midwest, especially since the 2010s. This paper uses a novel dataset of county-level abortion rates covering 20 years, as well as a database covering four types of restrictions which represent both “demand-side” restrictions (i.e., those which target abortion seekers) and “supply-side” restrictions (i.e., those which target abortion providers), to analyze the effect of abortion restrictions on abortion rates. Using a difference-in-differences design, the analysis finds that while both classes of abortion restrictions reduce the abortion rate, restrictions that target pregnant people seeking an abortion have a substantially larger effect on abortion rates. Leveraging the spatial heterogeneity of the county-level dataset, the analysis further finds that abortion restrictions have a substantially larger negative effect on abortion rates for counties which have a larger share of Black or Hispanic residents. When comparing high and low income counties, the results suggest that poorer counties experience a higher negative effect of abortion restrictions. Further, the study finds significant variation in the effect of different abortion restrictions by state. While demand-side laws consistently cause abortion rates to decrease, the results for supplyside laws are more heterogenous. Overall, the results suggest that repealing Roe v. Wade will have a significant and unequal effect on abortion rates, with marginalized communities experiencing a greater impact.

In the previous edition of U.S. Health Care from a Global Perspective, we reported that people in the United States experience the worst health outcomes overall of any high-income nation.1 Americans are more likely to die younger, and from avoidable causes, than residents of peer countries. Between January 2020 and December 2021, life expectancy dropped in the U.S. and other countries.2 With the pandemic a continuing threat to global health and well-being, we have updated our 2019 cross-national comparison of health care systems to assess U.S. health spending, outcomes, status, and service use relative to Australia, Canada, France, Germany, Japan, the Netherlands, New Zealand, Norway, South Korea, Sweden, Switzerland, and the United Kingdom. We also compare U.S. health system performance to the OECD average for the 38 high-income countries for which data are available. The data for our analysis come from the Organisation for Economic Co-operation and Development (OECD) and other international sources (see “How We Conducted This Study” for details). For every metric we examine, we used the latest data available. This means that results for certain countries may reflect the height of the COVID-19 pandemic, when mental health conditions were surging, essential health services were disrupted, and patients may not have received the same level of care

6. U.S. and Global Approaches to Financing Long-Term Care: Understanding the Patchwork

Abstract:
Most United States adults age 65 and older will need long-term care toward the end of their lives.1 Long-term care, provided in the home, community, or in institutional settings like a nursing home, includes medical care as well as personal, nonmedical care for people who are unable to perform activities of daily living, like cooking or bathing. Some services also may support social needs for those unable to perform what are known as instrumental activities of daily living, such as shopping or medication management. In 2018, more than 5 million people in the United States used home health care, including adult day care or home health agency services, and nearly 4 million people resided in nursing homes or residential care communities.2 Despite the widespread need for long-term care, the U.S. has no national program to cover the costs of long-term care. While certain states have implemented their own programs, the resulting patchwork of funding has left many Americans with no sustainable way to pay for the services they require. Other developed countries have comprehensive, national long-term care financing systems featuring broad eligibility and high levels of financial support. In this brief, we analyze data from multiple sources on long-term care costs in the U.S., as well as spending data from the Organisation for Economic Co-operation and Development (OECD), to better understand long-term care financing strategies in 12 high-income countries. In addition to these data, we synthesized initiatives to long-term care funding in these 12 countries. (For details, see “How We Conducted This Study.”) Since the U.S. does not have a national funding strategy, we also focused on individual state approaches. International and U.S. state approaches may provide insights to policymakers seeking to advance comprehensive long-term care funding.

Abstract:
Socioeconomic deprivation can create adverse conditions with direct impacts on the development of children. The Early Childhood Deprivation Index (ECDI) shows that there are significant differences in the extent of deprivation of young children (aged 0 to 5 years) among the counties in California. Our research shows that the cost of childcare forms a significant proportion of family income among low- and middle-income families. It indicates that families can pay for a high proportion of such costs if they could access the available federal and state government entitlements. A universal high-quality early childhood education system brings about an efficient way of providing the childcare without the unnecessary cost of employing a means-tested entitlement mechanism. However, even with universal early childhood education, families need support to be able to take advantage of the program, since pre-schooling will be on a voluntary basis. It is therefore important that in addition to providing education universally- communities, and the state make every effort to increase the ability of California families to benefit from this important opportunity.

Abstract:
There has been a significant decline in the global labor share, leading to numerous studies about the cause of this drop. The labor share is used as one of the main indicators of inequality because a decrease in the labor share can lead to aggravation of income inequality. This is because low-skilled workers can be greatly affected by such a decline in the labor share and the main source of in-come for the low-income class, including the self-employed, is labor income. Among various indicators of inequality, this study analyzes the determinants of the change in labor share. Technological changes such as adoption of robots, advancements in information and communications technology (ICT) and the Fourth Industrial Revolution (4IR) are expected to change the labor market. Hence, this study analyzes the impact of technological changes on labor share and suggests policy responses.

Drawing on a global and comparative ethnography, this presentation explores how Syrian men and women seeking refuge in a moment of unprecedented global displacement are received by countries of resettlement and asylum—the U.S., Canada, and Germany. It shows that human capital, typically examined as the skills immigrants bring with them that shape their potential, is actually created, transformed, or destroyed by receiving states’ incorporation policies. Since these policies derive from historically informed and unequal approaches to social welfare, refugees’ experiences raise a mirror to how states (re)produce inequality.

Abstract:
Different concepts of inequality lead to different positions in discussions about whether economic growth leads to increasing inequality. This study investigates how over 1,100 young adults in Mozambique perceive inequality and whether their perceptions are based on relative or absolute terms. It follows the line of work which examines attitudes (perceptions and preferences) towards different distributional axioms, and focuses on scale and translation invariance. Most of our respondents believe that inequality in their neighbourhood is too high and that circumstances beyond their control explain why some people are poor. We conclude that, while some respondents think in absolute terms, many do not agree with either the scale-invariance or the translation-invariance axioms, and there is great variation depending on the scenario presented to the respondents. We find some correlation between their way of thinking and gender, but no clear link with level of education and type of employment.

The world has seen dramatic, global human progress across a broad range of indicators in recent decades, but have those gains been widely shared? The Inequality of Human Progress Index (IHPI) measures relative gaps in global development. It surveys international inequality across a greater number of dimensions than any prior index. By analyzing inequality in a multidimensional way, the IHPI takes inequality more seriously than those indexes that focus on income inequality alone. The IHPI considers material well‐​being and seven additional metrics: lifespan, infant mortality, adequate nutrition, environmental safety, access to opportunity (as measured by education), access to information (as measured by internet access), and political freedom. Across all but two of those dimensions, the world has become more equal since 1990. Globalization and market liberalization over the past few decades have not only raised absolute living standards but also reduced overall inequality.

Abstract:
In Tanzania, climate change adaptation is financed by international development assistance and by nationally generated revenue. While international development assistance is registered by OECD and climate change adaptation relevance tagged by donors, the proportion of the nationally generated revenue that is climate change adaptation relevant is unknown. This DIIS Working Paper analyses the climate change adaptation relevance of the national budget (from 2014 to 2022), using the same methodology applied in a previous study (Yanda et al., 2013). The study further assesses the degree to which climate change adaptation financed is devolved to local government. The study finds that a disproportionately high proportion of climate adaptation finance is used at central government levels due to priorities being established at the ministry level. Moreover, the study finds that local governments lack discretion over climate change adaptation finance due to the country’s highly centralised policies, practices and procedures. Qualitative fieldwork indicates that nearly all climate change adaptation finance accessed by local governments comes with a central government tag (directive) on how to use it.

16. Inclusion and exclusion in Somali drought emergency assistance

When drought or other emergencies strike in the Somali regions, the first responders are Somalis themselves, not the international humanitarian system. Based on family, kinship and more distant social ties, Somalis mobilise and deliver various forms of emergency assistance to the affected communities. Yet, mechanisms of inclusion and exclusion vary significantly, pending on the closeness of social ties, the power relations between local and international actors, and the number and forms of intermediaries. In this new DIIS Working Paper, Ahmed M. Musa, examines such local and transnational humanitarian practices and the mechanisms of inclusion and inclusion that they entail. Focusing on instances of drought in Somaliland, Musa argues that emergency assistance based on close social ties observes the overall humanitarian principle of impartiality. There are challenges, however, particularly when the social ties are more distant, as in the case of government-led or international responses. This may be mitigated, Musa shows, by the social contract of reciprocity between givers and recipients of assistance, going hand in hand with social sanctions where people abstain from helping those in need. Familiarity is thus central for impartial and inclusive access to emergency assistance, rather than an obstacle. The paper is an output from the Diaspora Humanitarianism in Complex Crises (D-Hum) research project in which Musa was a postdoc between 2020 and 2022. D-Hum analyses how Somali diaspora actors and their local counterparts mobilise, channel and deliver humanitarian assistance to Somalia and Somaliland during complex humanitarian crises. Abstract:
Climate change is compounding the Democratic Republic of Congo’s tangle of problems – a long-running civil war, weak governance, and deeply entrenched poverty and inequality. The country’s future is of global significance: its vast Congo-basin rainforest is a crucial carbon sink and a haven of biodiversity. DRC’s hydropower potential and its deposits of copper and cobalt could enable the energy transition, but a green resource looms over development prospects. Germany will need flexible and well-aligned national strategies to effectively support peace, human progress, and environmental protection in the DRC while putting the focus on the needs of marginalized populations.

Under this review, the countries’ gender assessment, which mainly consider the female labor force participation in these countries, elaborates the extent to which women enjoy the same rights and opportunities, in which sectors they are highly employed and what obstacles they face that could be of exceptional importance in formulating policy objectives. 19. An Age of Crises: Prospects for inequality and division

Inequalities can shape, drive, and amplify crises and at the same time, be the consequence of crises. The double shock of the COVID-19 pandemic followed by the Russian invasion of Ukraine has been accompanied by an uptick in income and social inequalities. Moreover, a world enveloped in a series of crises has become the grim backdrop for many of the current discourses on how to solve salient world problems. The complexity and force of how each individual crisis overlaps and interacts with, and sometimes worsens the impact of other crises—including rising levels of inequality and exclusion—is profound and damaging, requiring careful analysis of both consequences and solutions. For instance, surging inflation rates, which began in 2021, as well as the food and energy crises set off largely by the Russian invasion of Ukraine, have precipitated and worsened the debt crisis in many lower income countries. Combined with the existential threat of climate change and related and prevalent extreme climate events, a perfect and potent storm of events have been set in motion: even if aspects of today’s cost-of-living crisis wane, their ripple effects will continue to reverberate, in some instances setting off political instability and social unrest in parts of the world. The lessons learned from these crises, and their interaction with inequality and exclusion will be critical to better prepare for the future, and to break the deadly spiral of crises and rising inequality. While disasters—both those created by people and generated by nature—have increasingly become a daily reality for many in different parts of the world, policies at the global, regional, and national levels, have yet to catch up with this new reality. Looking across six areas—food and fuel shortages, inflation, debt distress, extreme climate-related events, and political unrest—there are very few countries that escape the reach of at least one crisis. However, more alarmingly, many countries are exposed to multiple and compounding levels of economic, social, and environmental shock; which can intersect with underlying inequalities and vulnerabilities such that a vicious cycle of income inequality, increasing social stratification, and discontent spreads across societies and generations. New research from the Pathfinders team shows that in those countries for which complete data exists across six crises (90 in total), eight countries are at risk for being impacted by all crises at the same time. 72 out of these 90 countries (or 80 percent) are at high or moderate risk of suffering from at least three crises at the same time. If we limit the analysis to five crises (food price shock, inflation, extreme climate events, debt distress, and protests), 10 out of the 134 countries with complete data are at high or moderate risk of suffering from all five crises and 86 countries (65 percent) from at least three crises. This number may even be an underestimate as typically lower income countries have less capacity to collect data and tend to deal with multiple crises arising from debt and cost-of-living issues. In response to these multiple crises (or polycrisis), urgent, integrated, and coordinated policy interventions are needed, including even greater cooperation and commitment at the global level. Without a sharp change of course, a renewed recommitment to multilateralism and bolder action to address root causes, there will be little change for the better. There is an opportunity for committed countries to advocate for sustained and urgent action to respond to the immediate humanitarian needs of a great majority of the world’s population. Policy solutions can be geared towards the shorter and longer terms: The first includes an urgent set of instruments aimed at reducing suffering as soon as possible and a second set focused on achieving longer-term structural transformation to reduce vulnerability and promote sustainability.

20. From Rhetoric to Action: Delivering Inequality & Exclusion

Inequality and exclusion are not destiny. Change is possible. Following three years of research, country visits, expert meetings, and debate, the Pathfinders’ Grand Challenge on Inequality and Exclusion has identified policy priorities for immediate and longer-term actions to tackle inequality and exclusion. The report draws on the lived experiences and desires of people across countries around the world. To understand citizens’ concerns about inequalities, their policy priorities, and their desire for change, we commissioned a public opinion survey in eight countries: Canada, Costa Rica, Mexico, Sierra Leone, South Korea, Sweden, Tunisia, and Uruguay. These opinion surveys show an immense preoccupation with societal divisions and a consensus that more needs to be done to address them. What is working to make progress on equality and inclusion? Countries and local communities that have made sustained progress towards more inclusive and equal societies have generally taken a three-pronged approach: They have delivered visible results that make a material difference in people’s daily lives, in areas such as social protection, housing and wages; they have built solidarity, through for example truth-telling exercises, police and justice reform and community empowerment; and they have secured credibility and sought to avert reversals by fighting corruption, broadening political power, and increasing the public financing needed for policy development.

Abstract:
The rise of economic inequalities in advanced economies has been often linked with the growth of spatial inequalities within countries, yet there is limited comparative research that studies the relationship between national and subnational economic inequality. This paper presents the first systematic attempt to create internationally comparable evidence showing how different countries perform in terms of geographic wage inequalities. We create cross-country comparable measures of spatial wage disparities between and within similarly-defined local labour market areas (LLMAs) for Canada, France, (West) Germany, the UK and the US since the 1970s, and assess their contribution to national inequality. By the end of the 2010s, spatial inequalities in LLMA mean wages are similar in Canada, France, Germany and the UK; the US exhibits the highest degree of spatial inequality. Over the study period, spatial inequalities have nearly doubled in all countries, except for France where spatial inequalities have fallen back to 1970s levels. Due to a concomitant increase in within-place inequality, the contribution of places in explaining national wage inequality has remained fairly constant over the 40-year study period, except in the UK where we document a significant increase. Whilst common global social, economic and technological shocks are important drivers of spatial inequality, this variation in levels and trends of spatial inequality opens the way to comparative research exploring the role of national institutions in mediating how global shocks translate into economic disparities between places.

La militarización y el combate como herramienta casi exclusiva contra la violencia y la inseguridad ha sido el paradigma de profundo calado en Honduras y la mayor parte de la región, lo que implica la solución a los problemas de inseguridad en clave de guerra. Este conflicto asimétrico entre los grupos criminales y los Estados se recrudeció a raíz de la Guerra contra las Drogas iniciada por el presidente mexicano Calderón, y no es sino la continuación de las diversas guerras contra ya ensayadas en Centroamérica bajo inspiración de los EEUU. Con la llegada al poder de la presidenta hondureña, Xiomara Castro, se advertía un cambio en relación a las políticas de seguridad que no se enfocaran exclusivamente en la mano dura, sino que abordara la reforma integral del Estado priorizando la lucha contra la corrupción y la impunidad, así como la mejora de la calidad de la democracia. Una ola de populismo punitivo recorre la región, pero la mejora en los niveles de inseguridad en Honduras no será sostenible mediante el uso exclusivo de la fuerza ni estados de excepción.

In the EU, a third of women over the age of 15 have experienced physical or sexual violence and over half have been sexually harassed. Although often overlooked, the majority of (workplace) violence takes place in the healthcare sector as healthcare professionals are 16 times more at risk of violence in comparison to other occupations. Violence does not only manifest in abusive behaviour toward workers on duty but can also be perpetrated on women as receivers of healthcare. High rates of violence in healthcare, brought on and exacerbated by gender stereotypes and inequality, point to dysfunctional health systems. This Discussion Paper provides policy recommendations on the way forward for the EU member states, taking a closer look at: Gender-based violence against healthcare workers. Obstetric and gynaecological violence against women. Gender-based violence as a story of gender inequality. Legislation and policies that protect women.

Since the beginning of the twenty-first century, China has dramatically expanded its urbanization processes in an effort to reduce the inequalities between urban and rural areas. New development programs, including “urban-rural coordination”, “new-type urbanization”, and, most recently, “rural revitalization”, are restructuring China’s urban–rural relations and imposing novel forms of state-led urbanization onto the countryside. Rural simulacra, such as high-rise new towns, ecological protection zones, historical tourism sites, and industrialized farms, increasingly reflect planners' and policy-makers' urban imaginations of what the rural should be and have more to do with serving urban consumers than ensuring rural welfare. The result is a fundamental rewriting of the nation’s social contract, as villages that once organized rural life and guaranteed rural livelihoods are replaced by an increasingly urbanized landscape dominated by state institutions. Smith’s recently published book, The End of the Village: Planning the Urbanization of Rural China, explores the contested implementation of this radical new approach to urbanization in the municipality of Chongqing. Drawing on the book’s findings, this interdisciplinary panel brings together leading scholars of Chinese urbanization to discuss the ongoing transformation of China’s urban–rural relations. “Diverging destinies” is a term used by family demographers and sociologists to describe growing socioeconomic differentials in family behavior and their implications. Drawing primarily on evidence from the U.S., research on diverging destinies has demonstrated that those at the lower end of the socioeconomic spectrum are increasingly engaging in family behaviors that are associated with reduction in the resources available to their children (e.g., nonmarital childbearing) while those at the upper end of the spectrum are engaging in family behaviors associated with increased resources (e.g., stable marriage). This pattern of family bifurcation has potentially important implications for the reinforcement of inequality both within and across generations. Despite tremendous interest in both family change and growing socioeconomic inequality in Japan, social scientific efforts to link these trends are limited. In this talk, Professor James Raymo will summarize the results of several recent papers (both published and in progress) on socioeconomic differences in family demographic behavior and children’s well-being in Japan. In general, the findings of these studies show patterns of family bifurcation consistent with predictions of the diverging destinies framework, but of a magnitude that is less pronounced than observed in the U.S. Among the most pronounced differences in Japan are a strong negative educational gradient in divorce and substantial differences in the well-being of children in single-mother and two-parent families. In thinking about the relevance of diverging destinies in Japan, he stresses the theoretical and empirical value of considering intergenerational family relationships, gender inequality, and the changing economic environment.

27. How Inequality and Polarization Interact: America’s Challenges Through a South African Lens

Over the past decade, toxic interactions between persistent inequality, racial tensions, and political polarization have undercut the promise of South Africa’s so-called rainbow miracle transition from apartheid to democracy. South Africa’s recent history sheds light on the United States’ recent political travails. It illustrates how interactions between inclusion and inequality on the one hand and political ideas and entrepreneurship on the other can fuel positive spirals of hope, economic dynamism, and political legitimacy—but can also trigger vicious, downward spirals of disillusion, anger, and political polarization. South Africa was able to transition from a society structured around racial oppression into a nonracial democracy whose new government promised “a better life for all.” Especially remarkable was the speed with which one set of national ideas appeared to give way to its polar opposite. From a society marked by racial dominance and oppression, there emerged the aspiration to build an inclusive, cooperative social order, underpinned by the principles of equal dignity and shared citizenship. In the initial glow of transition, South Africa’s citizens could hope for a better life for themselves and their children. In time, though, the promise wore thin. It became increasingly evident that the economic deck would continue to be stacked, and that the possibility of upward mobility would remain quite limited. Fueled by massive continuing inequities in wealth, income, and opportunity, South Africans increasingly turned from hope to anger. In the United States, a steady and equitably growing economy and a vibrant civil rights movement had fostered the hope of social and economic inclusion. But that hope turned to anger as the benefits of growth became increasingly skewed from the 1980s onward. In 2019, the U.S. economy was more unequal than it had been since the 1920s. Younger generations could no longer expect that their lives would be better than those of their parents. Such economic adversity and associated status anxiety can trigger a heightened propensity for us-versus-them ways of engaging the world. In both South Africa and the United States, polarization was fueled by divisive political entrepreneurs, and in both countries, these entrepreneurs leveraged inequality in ways that added fuel to the fire. In the 2010s, South Africa went through a new ideational reckoning, in part to correct the view that the transition to democracy had washed the country’s apartheid history clean. But opportunistic political entrepreneurs also pushed an increasingly polarized and re-racialized political discourse and pressure on public institutions, with predictable economic consequences. South Africa’s economy slid into sustained stagnation. Paralleling South Africa, America’s divisive political entrepreneurs also cultivated an us-versus-them divisiveness. However, unlike in South Africa, political entrepreneurs and economic elites in the United States also used divisive rhetoric as a way to persuade voters to embrace inequality-increasing policies that might otherwise not have won support. By the late 2010s, the risks were palpable in both South Africa and the United States of an accelerating breakdown of the norms and institutions that sustain inclusive political settlements. For South Africa, the reversals were not wholly unexpected, given the country’s difficult inheritance—though a recent turn away from angry populism suggests that, paradoxically, the rawness and recency of the anti-apartheid struggle and triumph might perhaps offer some immunization against a further-accelerating a downward spiral. But for the United States, the converse may be true. Increases in inequality since the 1980s, and their attendant social and political consequences, have been largely self-inflicted wounds. Complacency bred of long stability may, for decades, have been lulling the country into political recklessness at the inequality-ethnicity intersection, a recklessness that risks plunging the country into disaster. But this paper’s analysis is not all gloom and doom. South Africa’s escape from the shackles of apartheid teaches that, even in the most unlikely settings, downward spirals of despair and anger can transmute into virtuous spirals of hope. The country’s first fifteen years of democracy also show that, once a commitment to change has taken hold, making the shift to an inclusion-supporting economy is less daunting than it might seem. Reforms that foster “good enough inclusion” can be enough to provide initial momentum, with the changes themselves unfolding over time—and an initial round of change can bring in its wake a variety of positive knock-on effects. But lessons can be overlearned. Mass political mobilization was pivotal to South Africa’s shaking loose the shackles of apartheid—and new calls to the barricades might seem to be the obvious response to current political and governmental dysfunction. However, different times and different challenges call for different responses. In both contemporary South Africa and contemporary America, the frontier challenge is not to overthrow an unjust political order but to renew preexisting formal commitments to the idea that citizenship implies some shared purpose. Renewal of this kind might best be realized not by confrontation but rather by a social movement centered around a vision of shared citizenship, a movement that views cooperation in pursuit of win-win possibilities not as weakness but as the key to the sustainability of thriving, open, and inclusive societies.

Abstract:
This study empirically demonstrates that changes in trade structure caused by the rise of China and Vietnam over the last 20 years have had a significant impact on the widening of the income and employment stability gap for Korean workers. An important policy goal for Korea, which is heavily reliant on trade, is to ensure that the benefits of trade and openness are distributed evenly to all classes of society while minimizing the harm. In order to achieve the policy goal, the analysis results of this paper show that it is necessary to institutionalize a systematic process for monitoring changes in Korea's trade structure and preparing response policies from a mid- to long-term as well as a short-term perspective. Furthermore, the results indicate that policy efforts are required to identify blind spots where existing trade adjustment assistance policies, employment insurance systems, and vocational training policies do not adequately protect or support workers, and supplement and improve them. More follow-up research is needed to gain a better understanding of the mechanism by which external trade shocks are transmitted to the domestic labor market in order to develop more effective domestic supplementary measures for trade shocks.

Gifted and talented programs in the United States have been an object of controversy for decades, with many arguing that gifted education widens the gap between high achieving students and their peers, typically along racial lines. There is currently a large body of literature on underrepresentation in gifted programs for Black and Latinx students, as well as low-income students, however academic research on the impact of such programs, especially for disadvantaged populations, is a far less developed research space. Drawing on data from the National Longitudinal Survey of Youth of 1979, this study utilizes propensity matching and OLS regression to examine racial and socioeconomic disparities in the long-term outcomes of participation in gifted programs. I find that: race and maternal education are significant predictors for gifted program participation, and gifted education is positively associated with achievement test scores, academic attitudes, and self-perception, with greater academic differences for non-Black/Hispanic students and students of higher socioeconomic status, and greater social-emotional differences for Black/Hispanic students and students of lower socioeconomic status.

Abstract:
By the time they reach adulthood, Black and Latinx children born to middle income families in Chicago are far less likely than White children from families with the same income to remain in the middle class or to attain a college degree. These patterns in downward mobility among middle class Black and Latinx Chicagoans are much worse than national averages, raising important questions about the future of Black and Latinx communities in Chicago. In this report, we argue that we need an in-depth understanding of wealth inequality to comprehend why middle class families in Chicago seem to be on such different trajectories. The report centers the life experiences of middle class Black, Latinx, and White families to demonstrate that there is much work to be done to support our middle class families, many of whom are contending today not just with the legacies of past inequities, but also with the ongoing failures of public policy to address basic needs.

34. Social Policy Expansion and Retrenchment After Latin America’s Commodity Boom

The literature on social policy expansion and retrenchment in Latin America is vast, but scholars differ in how they explain the outcomes, arriving at different conclusions about the role of democracy, left parties, favorable economic conditions, and social movements in shaping reform. What can welfare state developments since the end of the commodity boom teach us about the theoretical power of these arguments? This paper engages this question, seeking to explain recent incidents of social policy reform in 10 presidential administrations in Argentina, Brazil, Chile, and Uruguay. Using a combination of crisp-set qualitative comparative analysis (csQCA) and case studies, we identify multiple paths toward social policy expansion and retrenchment that involve the absence and presence of electoral competition, economic resources, party ideology and linkage mechanism, social movement pressure, international pressure, and legacies. The results show that while both parties of the left and right expanded social programs, only the right engaged in retrenchment, yet partisanship alone is insufficient for explaining reform outcomes, as the variable must appear in combination with other factors depending on the party’s linkage mechanism. The results provide new insight into the politics of social policy reform in Latin America, showing the relevance of complex forms of causality.

This paper adds to knowledge on the role of politicians’ and voters’ identities in influencing policy-making in societies marked by ethnic inequality. The outcome we investigate is the initiatives and policies targeting Indigenous populations in the context of Australia. We ask whether and how politicians’ and voters’ identities, defined based on a range of their observable characteristics, shape initiation and support of Indigenous-focused policies. Drawing on data on the voting history of members of the two houses of the Australian parliament, we provide an analysis of law-making behaviour and show that political ideology, and to some extent politicians’ propensity to act rebelliously and diligently, are significant determinants of their agreement on Indigenous-focused policies. Our complementary analysis of voters’ attitudes and preferences on issues concerning Indigenous Australians points to the high relevance of political ideology, and in doing so, highlights the alignments in the behaviours of politicians and voters.

36. Programme-135: addressing poverty and inequality in Viet Nam

Viet Nam has achieved remarkable economic growth and poverty reduction since the Doi Moi. However, ethnic minorities and the ethnic majority do not benefit equally from the national economic progress. The proportion of poor households that are ethnic minority-headed soared from 18 per cent in the early 1990s to 56 per cent in 2008. The disparity exists in their access to crucial basic infrastructure and public services, including transportation, education, healthcare, electricity supply, markets, and justice services. Initiated in 1998, Programme-135 targets the most vulnerable communities and aims to promote production, increase access to basic facilities, improve education, and raise awareness for better living standards. The programme addresses typical causes of poverty among ethnic minorities and inequality between these groups and the majority. Programme-135 has created positive impacts and successfully improved the lives of the beneficiaries. In this paper we provide an overview of the programme and examine the drivers of its success in reducing poverty and bridging the majority–minority development gap. We also discuss the limitations and lessons from the programme.

Economic, social, and political inequalities are at the forefront of today’s public debate. While governments around the world have made conscious efforts to promote social inclusion, and major progress in fulfilling basic needs has been witnessed during the last decades, certain groups of people are still left behind in many domains of life. This paper aims to summarize recent horizontal inequality trends across and within countries and to better understand these changes over time. Overall, horizontal inequalities have been falling in the developing world, in spite of significant country variation. Importantly, significant differences exist for different inequality dimensions, i.e. economic, social, political. In terms of data, few cross-country horizontal inequality datasets are available for research. In general, there is a trade-off between the coverage of countries and time periods as well as comparability of the results between countries and years. Contrary to vertical inequalities, there has not been a systematic effort to construct and maintain an up-to-date dataset on horizontal inequalities.

The subject of this paper is health and ethnic inequalities in Mozambique, with special reference to leprosy. It is argued that the health policies and strategies adopted in the colonial and post-colonial periods led to an unequal distribution not only of certain diseases but also of health infrastructures. The colonial regime, by neglecting and creating ineffective leprosaria in central and northern Mozambique, ‘ethnicized’ Lazarus disease, a fact corroborated by its current unequal distribution. In turn, post-colonial health policies and health coverage failed to take this inequality into account. The current National Leprosy Control Program aims to end leprosy and thus eliminate its identification with the ethnolinguistic groups in northern and central Mozambique. This qualitative study, which draws on reports from the Ministry of Health and NGOs, statistics, and observations, falls within the scope of the social sciences, with an emphasis on the comparative historical-sociological method.

The paper identifies and explores two mechanisms under which social mobilization in unequal societies may result in either non-violent or violent collective action and, ultimately, in violent conflict. The first condition is the level of social cooperation between different social groups that are formed during the process of social mobilization. The second is the efficacy of collective action to drive change, which is in turn shaped by the ability of individuals within groups to coordinate their actions. Forms of social mobilization become violent when antagonism is the dominant form of social interaction between different social groups in unequal societies, and when each of these social groups exhibits high levels of internal coordination.

41. Women’s inheritance rights and time use: Evidence from the Hindu Succession Act in India

This paper examines the impact of the Hindu Succession Act on married women’s time use in India. The Hindu Succession Act was amended between 1976 and 2005 by giving equal inheritance rights to women for inheriting property. To estimate the effect of the equal inheritance reform, I devise a difference-in-difference strategy by exploiting the features of the reform. Using the nationally representative Time Use Survey 2019, I find that women exposed to the reform are investing 46 minutes per day more in employment. Moreover, women exposed to the reform are spending 44 minutes per day less time on home production, with no change in their leisure time. By looking at the individual components of home production, I find that the reduction in home production is driven on account of a decline in time spent on domestic chores, with no change in childcare work. In addition, I find that women exposed to reform devote slightly more time to learning. This implies that the reform has led women to substitute their time from home production to market work. These findings are consistent with an increase in women’s autonomy effect. I also find evidence of intra-household substitution of home production work for exposed women through sharing the burden of home production by other household members, especially the male members. This suggests that inheritance reform could be a form of reversal of the devaluing of women’s domestic and reproductive labour.

In this paper we argue that the decline in global inequality over the last decades has spurred a ‘sunshine’ narrative of falling global inequality that has been rather oversold, in the sense, we argue, it is likely to be temporary. We argue the decline in global inequality will reverse due to changes in the between-country component. We find there is a potentially startling global inequality ‘boomerang’, possibly in the mid-to-late 2020s, which would have happened even if there were no pandemic, and that the pandemic is likely to bring forward the global inequality boomerang.

This paper examines peer effects on students’ gender norm perceptions and skills formation. I use a Uruguayan nationally representative survey of 9th grade students and exploit the quasi-random variation in the proportion of female peers across classes within schools for causal identification. Results show that a higher exposure to female peers in the class leads to more progressive gender norms. Furthermore, these effects in gender perceptions are driven mostly by male students. Female students are also impacted by peers’ sex composition and significantly reduce the time devoted to domestic work and improve mathematics scores when exposed to more female peers. No effects on language were found for either sex. Thus, exposure to female peers operates not only by reducing traditional gender perceptions but also by changing actual behaviour regarding housework and academic performance of female students. My results suggest that short peer interactions in secondary school contexts may have substantial effects on reducing gender stereotypes and change gendered behaviours among students.

This paper provides a broad overview of the meaning of affirmative action and its intended and unintended impacts. The paper is a literature review and does not make any arguments specifically for or against affirmative action but describes the broad arguments and findings in the existing literature. Central to the definition of affirmative action is its proactive nature in rectifying horizontal inequalities and historical wrongdoing. Motivations can be ethical, economic, or political. The designation criteria and the scope of affirmative action also vary across countries, which affects how its effectiveness and value are measured. Affirmative action can have positive intended impacts as well as adverse unintended impacts, and the jury is still out on its overall effectiveness. Affirmative action has also been implemented on the grounds of conflict management, but the results have been mixed, and the evidence of affirmative action as a conflict management tool is limited.

Corporate tax avoidance hampers domestic revenue mobilization and, with it, the development of lower- and middle-income countries. While a wide range of studies has shed light on the magnitude of profit shifting by multinational corporations, the indirect costs of this behaviour is underexplored. These indirect costs are likely to be skewed based on a country’s level of income. We hypothesize that developed countries tend to recover a larger part of corporate tax revenue losses (primary effects or direct costs) via capital gains and dividend taxes on corporate investors (secondary effects). Furthermore, developed countries can offset tax losses by borrowing in financial markets at very low interest rates (tertiary effect or, together with secondary effects, indirect costs). In this paper, we introduce a dynamical model that includes not only corporate tax revenue losses but also tax revenue collected from capital gains and dividend taxes, as well as government borrowing costs. We use country-by-country reporting data on the operations of multinational corporations to estimate profit shifting, alternative operationalizations of the location of investors to proxy the tax revenues from capital gains and dividend taxes, and yields on government bonds to measure the cost of borrowing. Our results show that when these indirect costs are included, the total cost of profit shifting for developing countries increases significantly, while some developed countries can often offset or recover the majority of the direct costs of profit shifting. The ability of the latter to do this is, however, uneven with, for example, most European countries losing revenues from profit shifting even after indirect effects are taken into account. Only a handful of other countries actually appear to profit from profit shifting—and by an amount that is far smaller, in relation to gross domestic product, than the losses suffered by others.

The wealth of the world’s 10 richest men has doubled since the pandemic began. The incomes of 99% of humanity are worse off because of COVID-19. Widening economic, gender, and racial inequalities—as well as the inequality that exists between countries—are tearing our world apart. This is not by chance, but choice: “economic violence” is perpetrated when structural policy choices are made for the richest and most powerful people. This causes direct harm to us all, and to the poorest people, women and girls, and racialized groups most. Inequality contributes to the death of at least one person every four seconds. But we can radically redesign our economies to be centered on equality. We can claw back extreme wealth through progressive taxation; invest in powerful, proven inequality-busting public measures; and boldly shift power in the economy and society. If we are courageous, and listen to the movements demanding change, we can create an economy in which nobody lives in poverty, nor with unimaginable billionaire wealth—in which inequality no longer kills.

The racial tensions that spread across the United States in 2020 have caught the attention of monetary policymakers and focused concern on the size and persistence of the gap between both the income and wealth of black and white households. There is widespread recognition that despite some decline in overt labor market discrimination, gains in educational opportunities, and income growth of black households since the onset of the civil rights movement, the gaps persist and have even grown larger by some measures. According to the 2019 Survey of Consumer Finances (SCF), the median wealth of a white household was $184,390, compared with only $20,730 for the median black household. The typical black household owns only about 11 percent of the wealth of the typical white household. The income gap is smaller but still large; the median income of black households ($38,688) is 58 percent of the median income of white households ($67,196).

Bangladesh has a weak and inequitable tax system. Over the past 15 years, the government of Bangladesh (GoB) has relied on the regressive value-added tax (VAT) for more than a third of all revenues, with little progress towards strengthening direct taxation of high net-worth individuals and large corporations. From 2015–2021, the World Bank’s VAT Improvement Program (VIP) assisted the Bangladesh National Board of Revenue in improving VAT administration. VIP helped speed up automation and increase revenues. But the program did not include any objectives to improve VAT equity and fairness, and it also fell short on improving transparency and taxpayer satisfaction. To address VAT’s regressive nature and its impact on low income households, the GoB needs to improve coverage of social protection programmes. Bangladesh and its external partners should focus on strengthening progressive direct taxation. Meanwhile, the government must end gender-blind VAT administration and recognize that VAT negatively affects low income female entrepreneurs and consumers.

The COVID-19 pandemic has worsened the extreme inequality in Southern African Development Community (SADC) countries, and pushed millions into poverty. The economic crisis continues due to the obscene global vaccine inequality. As of end March 2022, a dismal 14% of SADC citizens had been fully vaccinated against COVID-19, compared with 65.5% in the United States and 73% in the European Union. In 2021, with infections rising in SADC, the critical health, social protection and economic programmes put in place by most governments in 2020 were rolled back and replaced with austerity, in the context of growing debt burdens and lack of external support for country budgets. Such austerity has been built into IMF programmes in the region. Recovering from the pandemic, however, offers SADC governments a once-in-a-generation opportunity to do what their citizens want: increase taxes on the wealthy and large corporations, boost public spending (especially on healthcare, education and social protection), and increase workers’ rights as well as tackling joblessness and precarious work. With external support, including through debt relief and aid, they could reduce inequality drastically and eliminate extreme poverty by 2030.

The COVID-19 pandemic has pushed millions into poverty in East Africa, and worsened inequality. The economic crisis continues, due to the obscene global vaccine inequality, which means that only 4% of East African citizens had been fully vaccinated against COVID-19, compared with 71% in high-income countries by mid-January2022. Many East African governments were already hamstrung by high debt and budget deficits before the pandemic, preventing them from responding with large recovery programmes. Other governments did increase spending, but five are now forecasting major budget cuts for 2022–26. These cuts will stop them combating the increases in poverty and inequality that have resulted from COVID-19. However, building back during and after the pandemic offers East African governments a once-in-a-generation opportunity to do what their citizens want: make their economic systems fairer by increasing taxes on wealthy and large corporations, boost public spending (especially on healthcare, education and social protection), and improving workers’ rights. With external support, including through comprehensive debt relief and more aid, they can reduce inequality drastically and eliminate extreme poverty by 2030.

We study the labor supply impact of the COVID-19 pandemic by gender in four Latin American and Caribbean (LAC) countries: Brazil, Chile, Dominican Republic, and Mexico. To identify the impact, we compare labor market stocks and labor market flows over four quarters for a set of balanced panel samples of comparable workers before and after the pandemic. We find that the pandemic has negatively affected the labor market status of both men and women, but that the effect is significantly stronger for women, magnifying the already large gender gaps that characterize LAC countries. The main channel through which this stronger impact is taking place is the increase in child care work affecting women with school-age children.

During the COVID-19 pandemic, while some democracies (such as Canada and Australia) have been able to respond effectively, the five large democracies of the United States, Brazil, India, Indonesia, and the Philippines have suffered severe effects on public health. In this commentary, Joshua Kurlantzick, a Senior Fellow for Southeast Asia at the Council on Foreign Relations, explains how social and economic inequalities in these countries are the cause of their ineffective responses to the pandemic. He then points out how populist politicians in these countries have exacerbated inequality during the pandemic with their rhetoric and policy. The author then argues that despite political, economic, and social problems in these countries, leaders have an opportunity to alleviate inequality through major democratizing reforms, as there is a public sentiment of wanting to work together to overcome the pandemic.

Despite being endlessly debated, a unanimous impetus on the nature of just, justice, and distributive justice appears entirely untouched to the desirable scientific certainty so far. Aristotle asserts treating’ equals equally and un-equals unequally’ but in proportion to their relevant differences. John Rawls says 'justice as fairness.' To both Aristotle and John Rawls, justice meant for the good and a willingness to act by the laws to ensure the highest good of society. Antecedently, both agree that justice is a master imperative for good human relationships and coexistence. However, despite the universal agreement, they differ in many fundamental respects. Aristotle denies the outbound distribution of an individual's rights as only the head of the family has the right to free speech in the family. But, Rawls distributes each right to the individual level. The paper attempts to discuss the similarities and dissimilarities in Aristotle's and John Rawls'ideas of just, justice and distributive justice. It has been argued that the aim of both philosophers was the same, i.e., to find out a theory of justice through which unity, harmony, virtue, and happiness can be attained to the fullest in a nation.

The possibility, first raised by Rudolf Hilferding, of stabilizing a capitalist economy through the operations of a ‘general cartel’, leaving only social and political ‘contradictions’ to disturb the functioning of the system, gave rise to a discussion among Marxists not only on whether such a stabilization was at all possible, but also on the nature and scope of those contradictions. This discussion had been anticipated in the 1890s in the work of the Polish Marxist Ludwik Krzywicki (1859 – 1941). He put forward the idea that, in a capitalist economy stabilized in this way, a state of ‘industrial feudalism’ would prevail, in which society would become stratified into social classes without the possibility of mobility between those classes. This analysis was extended in 1940s by Oskar Lange (1904-1965) as he attempted to make sense of the American New Deal and rediscovered in the 1950s by Tadeusz Kowalik (1926-2012). This paper explains the concept of industrial feudalism and argues that the main mechanism for such a stratification today is the unequal distribution of wealth, in the context of declining welfare provision.

Women’s underrepresentation in Turkey’s public life is a persistent and long-lasting phenomenon, despite the socio-economic progress achieved over the last two decades. Some indicators suggest that the problem has been getting worse in recent years, and Turkey’s withdrawal from the Istanbul Convention in 2021 has compounded fears of a further deterioration. Discrimination against women is not only normatively wrong, it is also practically self-defeating, since it deprives the country of resources, talent and expertise it needs to raise prosperity levels. However, women’s organizations in Turkey are numerous, visible and persistent in their demands for genuine equality and an end to discrimination. To address key aspects of the problem, such as record low female employment rates, Turkey needs to return to high-level, sustainable growth and promote female entrepreneurship.

For all the discussion there has been about ‘levelling up’ and the problem of regional inequality in the UK, little energy has been expended in finding out how people feel about their areas, what could and should be done to improve them, and who they trust to actually do it. The following report aims to fill this gap. UK in a Changing Europe partnered with YouGov to carry out a survey of over 20,000 people from across England. This was the first survey of its kind on levelling up and regional inequality, and the first to assess the impact of changes to how England is governed, including the effect of the introduction of Metro Mayors. This survey was accompanied by a series of focus groups conducted by NatCen and King’s College London’s Policy Institute in Barking and Dagenham, Blackpool, Nottingham, Blyth and Barnsley – designed to capture the views of metropolitan boroughs, rural towns and coastal communities. The aim was to find out how people in England feel about their local communities, what policies they feel would be most effective when it comes to ‘levelling up’ the country, how they would like these policies to be delivered, and who they trust to deliver them.

This paper studies the changes in education inequality in the youth population (15-29 age group) in Turkey using the Household Labour Force Survey data for the 1988-2020 period. The average year of schooling is calculated to investigate the changes in the level of educational attainment, and standard deviation in years of schooling and education Gini coefficient are calculated to examine how within-group education inequality changes over time. These statistics are calculated for young men and young women separately to also find out how gender inequality in educational attainment and education inequality changes over time. The findings of this study show that the average years of schooling increases for both young men and young women in Turkey while education inequality measured by the Gini coefficient decreases for both groups between 1988 and 2020. This seems to reflect the positive implications of the expansion in compulsory education for both average years of schooling and education inequality. Average years of schooling is higher for young men while education Gini is higher among young women despite the closing of the gender gap in both measures over time.

Bir ülkedeki gelişmişlik düzeyinin ülke genelinde dengeli bir şekilde dağılması ve bölgeler arası farkın az olması önemlidir. Bunu gerçekleştirmek amacıyla hazırlanan bölgesel kalkınma planlarında, ülkeler bölgelere, bölgeler türlere ayrılmıştır. Bu bağlamda homojen, polarize ve plan bölge şeklinde üç farklı bölge türü vardır. Bölgesel kalkınma, bölgeler arası dengesizliklerin giderilmesi ve bölgede bulunan iktisadi ve toplumsal potansiyellerin faaliyete geçirilmesiyle refah düzeyinin yükseltilmesini ifade etmektedir. Türkiye’de özellikle 1950’li yıllardan itibaren bölgesel politikalar önem kazanmış ve ülkenin kalkınması için çok önemli bir politika olarak görülmüştür. Bu kapsamda ülkedeki bölgeler için birçok proje hayata geçirilmiştir. Güneydoğu Anadolu Bölgesi’nin sahip olduğu kaynaklardan faydalanılması fikriyle, bütünleşik ve çok sektörlü bir kalkınma projesi olarak Güneydoğu Anadolu Projesi (GAP), 6 Kasım 1989’da Resmî Gazete’de yayımlanan Kanun Hükmünde Kararname (KHK) ile başlatılmıştır. Bu proje 9 ili kapsamaktadır ve Cumhuriyet tarihinin en etkin şekilde uygulanan projesidir. Proje kapsamında master plan, bölge kalkınma planı, eylem planları ve kalkınma programları uygulanmaktadır. Günümüzde GAP bölgesindeki illerde başta tarım, enerji ve sanayi olmak üzere birçok sektör için iyileştirme süreçleri devam etmektedir. Bu çalışmada 2000’li yıllardan itibaren GAP kapsamındaki gelişmeler resmi veriler üzerinden incelenmiştir. Ardından seçilen sektörlerdeki gelişmeler ele alınmıştır.

67. The Heterogenous Effects of Employers’ Concentration on Wages: Better Sorting or Uneven Rent Extracting?

Abstract:
We show empirically for France that labor market concentration decreases wages heterogeneously, with the lowest earners being the most vulnerable, and increases local wage inequality within occupations. If concentration allows employers to improve worker selection, both inequality and efficiency gains could materialize. However, based on a simple formalization, we interpret the findings that employer concentration increases within-firm inequality and decreases between-firm inequality as evidence against such a sorting mechanism. We also find evidence that employer concentration does not increase positive assortative matching. The results therefore suggest that concentration increases inequality through the relatively reduced bargaining position of the lowest earners.

Abstract:
The share of income that goes to top earners has reached levels not seen in over half a century, and addressing inequality has become a central issue for policymakers. Designing policies to alleviate income disparities requires a thorough understanding of how inequality affects the economy. Somewhat surprisingly, while several studies investigate the consequences of rising income inequality for households (Auclert and Rognlie 2017, 2020; Mian et al. 2020), much less is known about how inequality affects firms. In a recent study (Doerr et al. 2022), we examine the important link between income inequality and firms’ job creation. Our analysis of US data reveals that a larger top income share hurts small firms, while benefiting larger firms. The reason is that households’ savings portfolios change with their income level. Higher income inequality leads to more household savings flowing into stocks and bonds – which are mostly used for financing by larger firms – rather than into bank deposits. In turn, as small businesses depend on banks for financing, their funding becomes more costly and they create fewer jobs. Complementing our analysis with a theoretical model, we show that by altering the allocation of household savings, rising income inequality not only hurts small firms, but suppresses overall employment. Income inequality has thereby contributed to two important macroeconomic trends: the decline in small business and the fall in the labor share, i.e., the share of total income that accrues to workers (Decker et al. 2016; Autor et al. 2020).

Abstract:
Egypt’s social policies suffer from serious challenges, especially at the spatial level. This is often referred to as the “geographical inequality” gap between the most privileged and less fortunate governorates, or the ones with limited resources. This is in addition to the disparity between different localities within the same governorate. These disparities are due to a highly centralized system of policy-making, resource management, and service distribution – which has been in place since 2014. The issues also include rising corruption rates, which often compromise any potential reforms. According to the 2020 Corruption Perceptions Index issued by Transparency International, Egypt fell by 11 places and ranked 117 among 180 countries, with a score of 33 out of 100 points.[i] Decentralization is considered a requirement that addresses geographical or spatial imbalances in the country, provided that the necessary standards for effective implementation are met. It is an important policy tool for achieving development and promoting democracy. It also helps citizens recognize whether the State is acting in their favor or in favor of monopolizing power and wealth. The effective and integrated implementation of decentralization contributes to increasing the efficiency of local utilities and public services, involving citizens in the management of their local affairs, training the administrative personnel required to implement the vision of local development and to ensure the optimal use of resources, while improving performance in local action. This directly leads to strengthening the quality of life and livelihoods at the local level, promoting a sense of national belonging, and increasing the level of trust between citizens and government.

Abstract:
Gender inequality in the Russian Federation has been growing in the past few years due to the lack of a clear state policy addressing the problem and a rise in propaganda of so-called “traditional values”, which are patriarchal attitudes towards role division for women and men. This has resulted in the increased vulnerability of women, including the growth of violence against women, discrimination at work and lack of opportunities in politics. As the Covid-19 pandemic demonstrated, this patriarchal role division has made women even more vulnerable, doubling their load of household work and increasing domestic violence. Women’s organisations are at the forefront of providing services to victims of violence, educating the public and advocating for change. The recent so-called “special operation” in Ukraine has also demonstrated that women in Russia are actively protesting, organising themselves to help the Ukrainian people and building resistance.

Interest rates have declined over the last 40 years, a period of increasing inequality. The steady decline in interest rates has been interpreted by and large as resulting from a decline of the natural rate of interest. This paper surveys the main explanations associated with the notion of a decline in the natural rate of interest, including the savings glut and the secular stagnation hypothesis. It analyzes the views according to which demographic forces were behind the decline, and might perhaps be associated to a future rise of the same natural rate. It also discusses the view according to which the role of inequality has been also to affect the natural rate of interest. Finally, views that discuss the role of monetary and financial factors, including the so-called global financial cycle literature, are discussed. It is argued that the conventional view suffers from logical and empirical problems that are ultimately insurmountable. A brief critique of the notion of a natural rate of interest, and alternative monetary theory of the decline of interest rates, as determined exogenously by the monetary authority of the hegemonic country, the United States, is proposed.

Abstract:
Opposition to carbon pricing has come not only from the fossil fuel lobby, as might be expected, but also from environmental justice (EJ) advocates who seek to end the disproportionate environmental harms imposed upon people of color and low-income communities, and who fear that carbon pricing could reinforce rather than remedy pollution exposure disparities. This paper focuses on the objections to carbon pricing that EJ advocates have raised. They argue that carbon pricing (i) fails to reduce emissions significantly, (ii) fails to reduce the disproportionate impacts of hazardous co-pollutants on people of color and low-income communities; (iii) hits low-income households harder than richer households; and (iv) commodifies nature. This paper discusses how carbon pricing can be designed to address these very real concerns.

76. Ten Recommendations for Germany’s Feminist Development Policy

Abstract:
In early 2022, Germany’s development minister Svenja Schulze announced the adoption of a feminist development policy. With this announcement, Germany joins a growing group of governments that have adopted or declared the adoption of an explicitly feminist perspective in their external policies. Drawing on these governments’ policies and the observations and recommendations by civil society and researchers, this Discussion Paper outlines ten key recommendations for Germany’s first feminist development policy. The first three recommendations focus on the conceptual foundation of the policy and lay out the importance of 1) an inclusive definition of gender, 2) a clarification of the feminist approach and the policy’s overall goal as well as 3) the need for an intersectional approach. The second set of recommendations concerns the implementation of the policy and stresses the importance of 4) a permanent cooperation with gender-focused and feminist organisations and 5) the necessity to increase funding for gender-related objectives in general and 6) for feminist organisations in particular. Further recommendations include 7) widening the range of sectors that target gender equality through a transformative approach and context-sensitive programming and by providing mechanisms to monitor and evaluate the implementation of the strategy’s goals, objectives and activities. The last three recommendations emphasise institutional aspects and the importance of 8) creating an institutional environment that best supports gender equality within the development ministry and its main implementing organisations, 9) the necessity of a coherent feminist approach between the different ministries, and 10) the importance of addressing possible challenges the ministry might face in the implementation of its feminist development policy.

77. Inequality and Social Cohesion in Africa: Theoretical Insights and an Exploratory Empirical Investigation

Abstract:
Inequality is bad per se and has adverse effects, among other things, on economic development and the environment. It is also often argued that high and increasing inequalities put societies under stress, which increases the likelihood of social conflicts. However, the literature on this topic is scarce and some of the conclusions are not adequately supported by empirical evidence. This is mainly because there are different definitions and measurements of social cohesion. Moreover, some definitions of social cohesion incorporate inequality, thus making it impossible to examine how these two phenomena interact with one another. This paper analyses both theoretically and empirically, the relationship between inequality and social cohesion. To do so, it employs a recent definition of social cohesion provided by Leininger et al. (2021). According to this definition, social cohesion is composed of three core attributes, namely trust, inclusive identity and cooperation for the common good. These attributes are examined in two dimensions, namely the horizontal (relationship among individuals) and vertical (relationship between individuals and state institutions) dimensions of social cohesion. This paper provides an overview of the empirical evidence regarding the relationship between inequality and the three attributes of social cohesion. We find that while inequality is likely to have a negative effect on all three attributes, the intensity of the relationship may depend on some key mediating factors. Moreover, we highlight the main pathways through which inequality could affect each of the three key attributes. The empirical analysis focuses on Africa. While there is some work in this field in Europe and Asia, to the best of our knowledge, there has not been any related empirical work thus far that has focused on African countries. To measure the three attributes of social cohesion, we use a database generated by Leininger et al. (2021), which is based on data from Afrobarometer and the V-Dem Institute. Inequality is mainly measured by the Gini coefficient and data are sourced from the World Income Distribution dataset. As expected, our analysis shows that countries with higher inequality usually have lower levels of social cohesion, which is measured by an aggregate index. This negative correlation holds when we analyse the relationship between the Gini coefficient and the three attributes separately; however, the intensity varies. It is stronger for trust (rho=0.25) compared with the other two attributes (both of which have a rho equal to approximately 0.1). Additional investigations point to substantially different results for the horizontal and vertical dimensions of social cohesion. Higher levels of inequality are associated with lower levels of horizontal trust and horizontal cooperation. On the other hand, higher levels of inequality are associated with higher levels of vertical trust and are essentially uncorrelated with vertical cooperation. These relationships remain substantially unchanged when we use measures of income inequality other than the Gini coefficient. Further analyses that aim to explain the puzzling results for the vertical dimension of social cohesion reveal that our findings are not clearly driven by trust in a specific institution and are also not an artefact of the specific data we used. Indeed, we obtain similar results using data from the World Values Survey. At the same time, it appears that the positive relationship between inequality and vertical trust is visible only among African countries, whereas it is not observed at the global level or for other regions. Further research is needed to confirm whether Africa is truly exceptional in this regard, and if so, why that may be the case.

78. Just Transitions: A Review of How to Decarbonise Energy Systems While Addressing Poverty and Inequality Reduction

Abstract:
Germany promotes “just transition” as a guiding principle for the global transition to a socially and environmentally sustainable economy that incorporates the necessary climate, environmental and energy policy measures. This includes the urgent transformation of economies to become emission neutral while ensuring a process whereby poverty and inequality are reduced, and no one is left behind. The German Development Institute / Deutsches Institut für Entwicklungspolitik (DIE), the World Bank and the German Federal Ministry for Economic Cooperation and Development (BMZ) worked together to explore ways to implement the concept of just transition in German development cooperation. The two papers that have resulted from this process outline approaches to a “just transition for all” and highlight its potential to reduce poverty and inequality (SDG 1 and SDG 10). In recent decades, the interdependencies between social and ecological development have become clear: negative effects of climate change particularly affect vulnerable and marginalised groups living in poverty. At the same time, social inequalities contribute to an exacerbation of climate change. A just transition must effectively address the consequences at the international, national, regional and local levels. Both papers provide an overview of existing approaches and challenges to foster a “just transition for all”. They offer different but complementary perspectives on an increasingly important complex of topics. This first paper, by DIE, takes a broad perspective by considering the decarbonisation of the energy sector as a whole, outlining the connections between just transition, poverty and inequality, and exploring how to ensure a just transition (for both workers and consumers) through the use of different social protection mechanisms. It argues that it is possible to make energy transitions just, but that properly designed combinations of socio-economic and climate policies are needed. A second paper, by the World Bank, zooms in on the transition away from coal. It lays out key social and community impacts resulting from the decommissioning of coal assets, based on experience gained from World Bank operations and from industrialised countries, and articulates an enhanced approach to supporting the coal transition. Both provide practical recommendations for international development cooperation in general, and for German development cooperation in particular.

79. Only game in town? Inequality and demand for democracy in Africa – a micro perspective

In this paper, the author explores whether perceived inequality is associated with demand for democracy among Africans. Past research has diverged on whether macro-level inequality should increase or decrease support for democracy, with some arguing that people might see democracy as a solution to inequality, and others that people might see it as a cause. I advance this literature by using a perceptual measure of inequality from Afrobarometer: how people feel their living situation compares to others’ in their country. I find that perceived equality is significantly associated with greater demand for democracy, while perceptions of relative deprivation and relative advantage are both associated with lower democratic demand. These effects are largely significant above and beyond the effect of absolute poverty and known predictors of support for democracy, such as free and fair elections and level of education.

As Africa and the world begin to regroup now that the worst ravages of the COVID-19 pandemic appear to be past, it is an opportune time to take stock of the state of health care systems on the continent. The pandemic is not over – South Africa is just coming out of its fifth wave of infection (Al Jazeera, 2022), and there may be more to come (Landman, Irfan, & Resnick, 2022). In the meantime, the Africa Centres for Disease Control and Prevention (2022) and national governments continue to scale up their vaccination campaigns. But the war in Ukraine and global economic deterioration have finally supplanted COVID-19 at the top of the news cycle. In the early stages of the pandemic, many assessments warned of the possibly extreme vulnerability of Africans to the pandemic based in part on the many challenges already facing health care systems across much of the continent (Mattes, Logan, Gyimah-Boadi, & Ellison, 2020). While the direst predictions did not come to pass in most countries – South Africa being a notable exception – the pandemic has highlighted gaps in health systems amid the recognition that the next global health crisis could hit harder if improvements and preparations are not made. Taking a longer-term view, the United Nations Sustainable Development Goals (SDGs) also highlight the need to strengthen health systems (United Nations, 2018). SDG#3 focuses on good health and well-being. But Afrobarometer’s SDG Scorecards, based on our most recent data from 34 countries surveyed in Round 8 (2019/2021), show that from the perspective of citizens, only a handful of countries have been making significant progress toward achieving this SDG (Afrobarometer, 2021). Instead, a growing number of Africans report going without medical care, and the share who cite health as one of their country’s most important problems is also on the rise. Even among those who do get care, increasing proportions report finding it difficult, and having to pay bribes, to obtain the medical services they need. Not surprisingly, citizens are also increasingly critical of their governments’ performance in this sector: For the first time in two decades of Afrobarometer polling, a majority of respondents say their governments are performing badly on improving basic health services. Moreover, the evidence suggests that the challenges wrought by the pandemic were not the cause of these increasingly negative reviews: The downward trends were already under way before COVID-19 entered the picture, and in fact, in some cases the trends appear to be somewhat less negative since the onset of the pandemic.

The 2030 Agenda for Sustainable Development, launched in 2015, outlines global aspirations and priorities through the end of this decade. Prominently, the first two Sustainable Development Goals (SDGs) call for ending poverty “in all its forms everywhere” and for “zero hunger” (United Nations, 2021a). The proportion of the world’s population living in extreme poverty decreased from 36% in 1990 to 16% in 2010 and to 10% in 2015, but the COVID-19 pandemic is likely to have reversed this trend (Sumner, Hoy, & Ortiz-Juarez, 2020). Benin has had one of the fastest-growing economies in sub-Saharan Africa in recent years (Adegoke, 2019), with per-capita gross domestic product (GDP) growth averaging 3.6% between 2017 and 2019 (World Bank, 2020). But the most recent household survey led by the Institut National de la Statistique et de l’Analyse Economique (2018) estimated that 38.5% of citizens still live in poverty. Are GDP gains translating into better lives for ordinary Beninese? According to Afrobarometer survey findings, “lived poverty” – the experience of going without basic life necessities – has worsened significantly over the past decade in Benin. More than three out of four Beninese face moderate or high levels of lived poverty. Many of these citizens continue to have limited access to the electricity grid, water and sanitation services, and other essential development infrastructure. Most importantly, our analysis shows they often lack the education and employment needed to break the poverty cycle.

Since the 2008 global financial crisis, inequality has been increasing worldwide. In particular, wealth (asset) inequality is getting worse than income inequality. And Korea is no exception. This deepening of inequality is more worrisome in that it leads to inequality of opportunity while suppressing movement between classes, which in turn deepens inequality, creating a vicious cycle of inequality. This is a bigger problem than the inequality itself. The international communities are calling for stronger property taxes, including recurrent taxes on immovable property, as part of mitigating inequality and promoting inclusive growth. In Korea, there is heated discussion on property taxes, such as recurrent taxes on immovable property including the comprehensive real estate tax. Therefore, this study aims to investigate policy directions in international organizations and major countries on immovable property tax and examine the effect of property tax on the macro economy. This study examine international comparisons of immovable property tax burdens using OECD data. Next, this study analyzes the effect of immovable property tax on housing prices, inequality, and economic growth. Finally, we suggest policy implications to Korea through this. Based on our results, we present policy implications for Korea.

Although the South Korean economy fared relatively well on the whole during the pandemic, the labor market consequences were uneven, with women experiencing worse outcomes than men. These gender disparities have reinforced and highlighted important longer-term gender-related challenges in the South Korean labor market. Despite an above-average level of female tertiary education, the gender pay gap in South Korea is at the top of the range among OECD countries. The labor force participation rate is 20 percentage points lower for women than for men, a difference that is about one-quarter larger than the average for high-income countries. These disparities—as well as fertility that is the lowest of any advanced economy country in the world—reduce South Korea's future economic prospects and will contribute to fiscal challenges as the population rapidly ages. The analysis in this paper suggests that the combination of low female employment and low fertility in South Korea reflects features of the traditional nature of work that create a particularly stark tradeoff for women between work and family and put pressure on women to choose one or the other. This tradeoff has increased in recent years because the opportunity cost of having a child has risen with the rapid growth in the tertiary education rate of South Korean women. Regressions based on individual-level data from the Korean Labor and Income Panel Study (KLIPS) show that the entire gap in female labor force participation is driven by married women, particularly women with children. Unmarried women with no children are just as likely to be employed as men. A sizable "child earnings penalty" for South Korean women is fully explained by women dropping out of the labor force after the birth of their first child rather than reducing hours or hourly wages. Although South Korea has made strides toward making work more family friendly, there is scope to do better.

Few cities have seen such tremendous population changes as Chicago over the past century. By 1920, Chicago was the fastest growing city in the U.S. In 1950, the Chicago Metropolitan Area was the eighth largest in the world, with a larger population than Beijing, Mexico City, and Rio de Janeiro. Half a century later, population trends have changed dramatically. From 2000 to 2010, Chicago was the only U.S. city among the ten largest to lose population. Since 2010, Chicago’s population has grown slightly, but at rates lower than all other major U.S. cities. In this report, we explore these complex population trends for the city of Chicago and the Chicago Metropolitan Area. Factors driving population changes in the Chicago region are experienced differently across race. Drawing from a full century of data, we uncover distinct population trajectories for Black, Latinx, and white residents (the three largest groups in the area), showing how population growth for some groups often occurs alongside population decline for others. We also investigate the relationship of these population shifts to levels of inequality in the region, showing how population loss is often precipitated by increased racial inequality.

Standardization was the scheme that replaced meritocracy in Sri Lanka education, with positive discrimination to increase the majority Sinhalese community’s university enrolment. It did so by minimizing better-qualified minority Tamils’ university entry, even as the quest for Tamil separatism was gaining ground. The government claimed the scheme was justified to create a more balanced representation in science-based university fields, but it was among the policies that contributed to the island becoming an ethnocracy. While standardization was later discarded, its legacy continues thanks to the district quota system it fostered and the inequalities it helped to cement between ethnic groups. Ultimately, standardization did not merely complicate existing inequalities; it also contributed to anomie and substandard professionalism within the educational and governmental sectors. A path dependence explanation helps us to better understand why the policy was instituted, and why district quotas continue to operate.

Policy frames in Brazil have long run up against conflicting visions and understandings about the causes and consequences of group-based inequality. This paper argues that a class-based lens has dominated the social protection framework. In recent years, political leaders have framed social policy measures along ‘universal’ class lines with the aim of improving poverty and wellbeing. This framing is reflective of Brazil’s national narrative on race relations and the idea that class and employment status have been the most salient barriers to social welfare protections. Brazil’s widely well-regarded anti-poverty conditional cash transfer programme, Bolsa Família (2003–21), is emblematic of the country’s universal and ‘race-blind’ approach to social policy. But given the strong correlation in Brazil between ethnicity and income, social protection policies such as the Bolsa Família have indirectly targeted vulnerable black and brown citizens. The analysis addresses how social policy has contributed advances to wellbeing in general and for Afro-Brazilians. A comparative perspective on social welfare systems offers important lessons on how poverty relief can further human development and enhance agency. Future reformers can learn from Brazil’s pursuit of poverty reduction alongside administrative procedures that identify vulnerable groups, as a strategy to address intersectional inequalities of ethnicity and class.

The affirmative action policy in India came into practice because of the generations of struggle undergone by the untouchable castes and other backward classes, who were historically excluded from education and administration. As society changed, it was inevitable that the vulnerable groups who had so far been forgotten in terms of social justice should be ‘included’. However, this paper finds that, instead of recognizing this need the judiciary continued to apply illogical limitations and age-old precedents that disrupted the implementation of affirmative action. Although the legal basis of affirmative action comes from the Constitution of India itself, which provides for reservation and enables States to make laws to that end, judicial interference has necessitated ongoing legislative changes to keep the needed affirmative action on track. Progress has been made, but it is often a case of ‘two steps forward, one step back’, and many issues, such as the ceiling on reservations and the categories to be included in it, remain to be resolved.

The worldwide artificial intelligence market is expected to increase enormously in the next few years. Because of AI’s immense potential, virtually all industries will be affected by the implementation of AI systems, resulting in the digitalisation and automation of work processes. This will cause disruptive shifts in labour markets, in terms of the number and profiles of jobs in industries as well as worker skill requirements. We take a gender perspective and analyse how gender stereotypes and gendered work segregation on the one hand, and digitalisation and automation (as a consequence of AI implementation) on the other hand, are entangled and result in a vicious cycle of digital gender inequality. We provide insights into the gender-specific impact of AI technologies, which is relevant for the mitigation of the potential risk of the creation of social inequality and exclusion. We show that existing empirical evidence already indicates that AI will not increase gender equality but will somewhat further exacerbate the gender inequality in labour markets, ranging from further horizontal and vertical occupational gender segregation to an increase in the gender pay gap. We summarise policy guidance and measures to decrease gender inequality in the future.

Abstract:
We estimate, for the first time, long-run trends in intergenerational economic mobility for a multitude of countries in Latin America going beyond parent-child correlations in educational attainment. We use several indicators of well-being, such as the socio-economic situation of individuals, job stability, homeownership and assets. Unlike estimates based on education, which mostly show increasing social mobility trends, we find that opportunities to achieve a certain level of economic well-being and climb up the social ladder are rather unequally distributed and have not changed much over time in Latin America.

Abstract:
The 2022 Commitment to Reducing Inequality (CRI) Index is the first detailed analysis published looking at governments’ policies and actions to fight inequality during the first two years of the pandemic. This fourth edition of the CRI Index reviews the spending, tax and labour policies and actions of 161 governments during 2020–2022. COVID-19 has increased inequality worldwide, as the poorest people were hit hardest by both the disease and its profound economic impacts. Yet the CRI 2022 Index shows clearly that most of the world’s governments failed to mitigate this dangerous rise in inequality. Despite the biggest global health emergency in a century, half of low-and lower-middle-income countries saw the share of health spending fall during the pandemic, half of the countries tracked by the CRI Index cut the share of social protection spending, 70% cut the share of education spending, while two-thirds of countries failed to increase their minimum wage in line with gross domestic product (GDP). Ninety-five percent of countries failed to increase taxation of the richest people and corporations. At the same time, a small group of governments from across the world bucked this trend, taking clear actions to combat inequality, putting the rest of the world to shame.

International donors often see renewable energy transitions in fragile and conflict-affected states as a building block for peace and development. But donor-supported transitions to small-scale renewable energy generation can both mitigate and exacerbate local conflict dynamics and undermine the central state. In fragile and conflict-affected states, it is often difficult for the central authorities to protect large-scale energy infrastructure from attacks and sabotage, and thus guarantee long-term stability. Moreover, local communities often use fuel-driven generators to supplement the state-driven national grid, but national diesel supply lines are also vulnerable to disruptions. Consequently, international donors increasingly support small-scale renewable energy generation as a climate friendly alternative to centralised and state-led energy generation. Solar photovoltaic (PV) in particular has become a widely promoted, affordable and accessible technology for local energy generation.

95. Economic and Social Impacts of FDI in Central, East and Southeast Europe

Abstract:
This study assesses the economic and social impacts of foreign direct investment (FDI) in 17 economies in Central, East and Southeast Europe (CESEE). More precisely, we investigate how different FDI inflows have affected various economic and social indicators, such as GDP growth, labour market outcomes, and poverty and inequality, for the period since the fall of communism until 2020. We pay particular attention to FDI that originates from the EU, as well as FDI from Germany and Austria, in order to evaluate whether their effects are different from the effects of FDI from other places of origin. We also examine whether there are differences in the impacts of different types of FDI – equity capital, reinvested earnings and intra-company debt, as well as of FDI that goes to different sectors of the economy – the primary, secondary and tertiary sectors. We find that FDI inflows have had, in general, a positive effect on economic growth in CESEE, and that this effect has been particularly strong for German and Austrian FDI. For total FDI, higher inflows of 1 percentage point (pp) of GDP are associated with 0.19 pp higher GDP growth. For FDI from Germany and Austria, this effect is five times higher – FDI inflows of 1 pp of GDP have led to 0.9 pp higher GDP growth. The positive GDP effects have come from the higher consumption and exports that the FDI has induced. FDI inflows have also reduced unemployment and increased wages, but have had no effects on labour productivity. Total FDI has had only limited effects on inequality and poverty, but FDI from Germany and Austria has been found to reduce both inequality and poverty, likely because they have benefitted mainly lower-income persons. There are differences in the effects of the different types of FDI, with reinvested earnings and equity capital having in general more beneficial effects than intra-company loans. Also, FDI in different sectors of the economy has had different effects, with inflows to the secondary and tertiary sectors having greater effects than inflows to the primary sector. The policy implications of these results are that CESEE economies should not give up on their efforts to attract more FDI, but also that their endeavours should be more targeted, focusing on investments that have greater economic and social impacts. Moreover, foreign investment should not be criticised for the perhaps unsatisfactory economic and social performances of the economies from this region. Instead, the reasons for this should be sought in domestic factors and in the modest growth of the European Union during the past two decades.

Calificar este último bloque de “nuevas amenazas” sería despreciar la realidad de buena parte de la población mundial, que lleva décadas experimentándolas, y que ya fueron señaladascomo amenazas a la paz y la seguridad por Kofi Annan en su informe Un concepto más amplio de la libertad(SGNU, 2005: párr. 78). En este trabajo examinamos el impacto que la introducción de las tecnologías digitales y la inteligencia artificial está teniendo en materia de igualdad y discriminación. El análisis de la arquitectura global de gobernanza existente, y de las propuestas para su remodelación, demuestra que existen numerosos aspectos que aún no se encuentran lo suficientemente desarrollados, lo que produce el riesgo de exacerbar las desigualdades y perpetuar las discriminaciones. La regulación de las actividades de las empresas multinacionales para anticipar y mitigar los impactos negativos sobre los derechos humanos que se derivan de las mismas y para que rindan cuentas por posibles daños, se presenta como elemento esencial en este contexto. Igualmente se precisa la adopción de acuerdos internacionales que se apliquen con carácter general a aquellas tecnologías que, por su propia naturaleza, tienen el potencial de poner en riesgo la paz y la seguridad internacionales. Este proceso debe perseguir el objetivo de ofrecer igualdad de oportunidades a los ciudadanos, la protección de los valores compartidos entre los Estados y, en definitiva, el bien común de la humanidad.

Abstract:
A widely held view is that increasing globalisation and inequality are fostering support for populist actors. Surprisingly, when focusing on Germany and the U.S., populist voting is highest in less globalised regions with rather equal income distributions. Addressing this puzzle, I ask how the regional variance in populist voting can be explained. In my answer, I introduce the concept of spatial inequality, which describes the regional inequality within countries, and construct a measure of public goods scarcity. I argue that the spatial inequality induced feeling of being left behind is positively correlated with populist voting and that this effect is mitigated by public goods provision. Using county level data to develop spatial inequality and public good scarcity indices, I can provide empirical support for these arguments. The findings have important implications for understanding the sub-national variance in populist voting and the role of relative economic deprivation as well as public goods provision.
