The speech emphasized the many hardships that people are currently facing at home while acknowledging fears about a turbulent external environment. Xi did not mention “national rejuvenation” and he conceded that the “China dream” was far from being realized. Doubling down on the ideology of struggle, a hard work ethic, and enforcing nationalist sentiment as crucial factors for escaping the current malaise, Xi’s speech suggested a shortage of tangible solutions for the country’s problems.

2. Navigating the Challenges of Environmentalism in an Increasingly Authoritarian Iraq

Abstract:: There has been a marked increase in environmental activism in Iraq in recent years. This shift has taken place in the context of what has often been presented as a new stability, due to the absence of active armed conflict in the country since 2017. However, as “stabilization” efforts give way to “development”, Iraq is also coming to terms with the slow violence of protracted wars,1 an astronomical and rapid rise in oil production, and the impacts of climate change – most visible in the widespread incidences of pollution and public health crises, as well as in the drying up of ancient rivers and lakes and desertification, which is destroying livelihoods and causing mass migration across the country.2 The rise in interest in the environment has also come in the aftermath of the 2019 Tishreen uprising, to which the government and associated militias have responded with a widespread crackdown on freedom of expression and assembly, making any form of activism increasingly dangerous. This study examines how self-identified environmentalists active in Iraq interact with this complex context and the challenges they face. To navigate the increased authoritarianism of the Iraqi state, this research finds that environmentalists tend to adopt small, carefully framed initiatives that are usually presented as supporting the government in solving some of the environmental issues it faces, as opposed to being overtly adversarial. This approach also means that Iraq’s environmental movements lack autonomy, and that certain issues – particularly those that might harm the business interests or standing of the political elite – remain off-limits. As a result, environmental initiatives in Iraq tend to make shallow interventions that do little to address the root causes of environmental degradation or to mitigate the effects of climate change. These dynamics are compounded by the funding structures of donor organizations, who prefer to award grants to small-scale, time-bound projects the outcomes of which can be easily measured. Environmental actors active in Iraq have also begun to form coalitions with the government, the private sector, and other members of civil society, such as political activists. However, this remains in its infancy and is often limited to a small number of individuals acting alone. Coalition building remains a substantial challenge and is often actively blocked by the government, used by corporations for greenwashing, and sees the efforts of environmental activists and organizations coopted by politicians for their own political and financial ends. The findings of the current study corroborate and extend the work of Wiktor-Mach et al. on Kurdistan, especially their characterization of environmental activism in the region as “a specific type of activism that does not question mainstream policies and practices but intends to push for change within existing systems and that has a cooperative character”.3 However, it is also important to note (as will be discussed in greater detail in this paper) that in Federal Iraq, the uptake of such non-confrontational tactics is the result of the increased crackdown on civil society post-Tishreen, which has raised the stakes and dangers of more adversarial work. In addition, while in Kurdistan episodes of mass contention are relatively rare and often focus on issues such as salaries and service provision, in Federal Iraq there has been at least one episode of mass mobilization in response to environmental issues in recent years in the form of the 2018 water protests in Basra.

Abstract:: Japan’s healthcare policy is defined by a universal health insurance system that guarantees affordable healthcare for all citizens at any time and in any location. The system was established in 1961 and has since undergone a process of evolution through the implementation of national healthcare policies. Despite the existence of conflicts and issues, the mechanism of the Central Social Insurance Medical Council (“Chuikyo”) has continued to advance national healthcare interests. Nevertheless, this resulted in the commencement of criminal proceedings in 2004. The current demographic shifts present a challenge to the long-term sustainability of the national health insurance system, the long-term care insurance system, and the public pension system. This is occurring against a backdrop of rising costs associated with healthcare and long-term care, as well as an unsustainable national budget. The Chuikyo system is confronted with a multitude of challenges. This paper analyses the roles of three key actors in the Japanese national healthcare policy-making process. These actors include advisory councils such as Chuikyo, interest groups such as the Japan Medical Agency, and medical officers of the Ministry of Health, Labour and Welfare, who play a pivotal role in the policy-making process. The incremental improvements that Chuikyo produces are insufficient to address the long-term challenges facing the national healthcare policy. Japan’s healthcare model requires reconstruction to align it with the needs of an ageing society with a declining birthrate. Prior to embarking on this important policy work, it is essential to determine who should lead it. It is recommended that the Prime Minister and the Cabinet Office spearhead a study on radical reform, with strong political leadership and a capable technocrat team to facilitate collaboration with the National Diet and the public. Furthermore, it would be crucial to achieve a consensus through national forums on the fundamental concepts that citizens, as consumers, desire and are prepared to forego from a bottom-up approach. It is essential that the governance structure of the national healthcare system is changed to a decentralised structure so that citizens can be proactively involved in healthcare issues and make autonomous decisions.

The Continent is politically organised into 54 states, which are very diverse entities with different histories within and without their borders. Almost all these states are multinational - multiethnic places with different regions, and when emergency or crisis situations arise, people’s “sense of belonging” is usually in the family, in the tribe, in the language, or in the religious group, not in “the state”. However, notwithstanding this reality, many analyses and positions are still based on neo-realist readings, assuming the existence of rationalities that do not exist or are not strong enough to understand the dominant realities. The article applies some of the tools of the Complexity theory to look at the current African situation and politics.

Variation in Support Based on Country of Origin: While most Americans view foreign investments as beneficial, attitudes differ based on the investing country’s origin. Investments from South Korea, Japan, and Germany, for instance, are viewed more favorably than investments from China and Russia. 3. Political and Ideological Divides in Trade and Tariff Attitudes: The data reveals partisan differences regarding trade and tariffs. According to our data, a substantial majority of Republicans—at the time of this survey—favor tariffs, mirroring their party leader’s policies. Meanwhile, a minority of Democrats expressed similar support for the use of tariffs. 4. Dissonance on Trade and Tariffs: Despite broad support for U.S. participation in international trade, a significant portion of respondents also favor maintaining or increasing tariffs, suggesting support for the theoretical benefits of trade and protectionism. Evidence suggests that partisan or ideological drivers may be at work. 5. Demographic Influences on Trade and Investment Opinions: Factors such as gender, age, income, and education significantly impact trade attitudes. Abstract:: For more than a decade, Syria’s crisis has caused unimaginable suffering inside the country and a constant stream of strategically significant spillover effects across the Middle East and globally. However, this dynamic changed in late 2024, when armed opposition groups in Syria’s northwest launched a sudden and unprecedentedly sophisticated and disciplined offensive, capturing the city of Aleppo and triggering an implosion of Bashar al-Assad’s regime. In the space of ten days, Assad’s rule collapsed like a house of cards, dealing a crippling blow to Iran’s role in Syria and significantly weakening Russia’s influence. Now, for the first time in many years, Syria has a chance to recover and reintegrate into the international system. If the United States, Europe, Middle Eastern nations, and other stakeholders embrace the right approach, support the right policies, and encourage Syria’s transition to move in the appropriate direction, the world will benefit—and Syrians will find peace. The work of the Syria Strategy Project (SSP) and the policy recommendations in the report “Reimagining Syria: A roadmap for peace and prosperity beyond Assad” present a realistic and holistic vision for realizing that goal. This report is the result of intensive joint efforts by the Atlantic Council, the Middle East Institute (MEI), and the European Institute of Peace (EIP), which have been collaborating since March 2024 on the SSP. At its core, the project has involved a sustained process of engagement with subject-matter experts and policymakers in the United States, Europe, and across the Middle East to develop a realistic and holistic strategic vision for sustainably resolving Syria’s crisis. This process, held almost entirely behind closed doors, incorporated Syrian experts, civil society organizations, and other stakeholders at every step.

18. From Tunis to Baghdad: Can platform-based politics take root?

Abstract:: The organization of political parties has served multiple distinct roles in the Middle East and North Africa (MENA). In many cases, regimes use them to create a light veneer of democratic legitimacy for authoritarianism; in other cases, parties exist to represent one identity group or are centered around a singular individual. In rare cases, but with a few successful examples, parties exist to represent an ideology. Rarer still, but key to the future democratic success of the region, are true platform-based parties. Vacuums of political leadership have developed due to the limited role parties play in shaping governance, representation, and public policy. In a rapidly changing region, the opportunity for effective, issues-based parties has never been more evident. Iran’s proxies in the region have been significantly weakened and the “Axis of Resistance” dismantled, presenting openings for new political leadership to emerge. Political parties are not yet poised to meet the moment. In much of the region, long histories of implicit and explicit bans and one-party dominance have left political parties weak, unpopular, and ineffective. Extended periods of suppression and restriction—such as Jordan’s thirty-year party ban, Iraq’s decades of one-party rule under Saddam Hussein, and Tunisia’s twenty-three years of party bans during the Ben Ali era—have resulted in political parties that lack both organizational capacity and broad public appeal. Rather, they are fragmented, ideologically vague, and centered around individuals rather than coherent platforms. The proliferation of political parties—more than 220 are currently registered in Tunisia, for example—has further undermined any sense of clear policy platforms and the ability to differentiate one party from another. Rather than reforming or uniting under existing frameworks, disillusioned members frequently break away to form new parties, stymieing coalition-building and the development of rooted, comprehensive party ideologies. Disillusionment with traditional parties has led citizens to favor actors perceived as more directly serving their interests, such as Hezbollah—which positions itself as a resistance force against Israel—or Muslim Brotherhood-affiliated parties, which have gained trust through their provision of essential social services in Egypt, Jordan, and elsewhere. In an era defined by youth-led movements, digital activism, and persistent calls for democratization, these parties stand at a crossroads. Whether they act as agents of change or instruments of entrenched power remains a central question, shaping not only the future of governance within individual nations but also the trajectory of regional stability and development.

19. Why democracies stick together: The theory and empirics behind alliance formation

Abstract:: Domestic regime type affects both inter-state conflict and alliance formation. Democratic peace theory posits that democracies do not go to war with one another, while democratic alliance theory suggests that they rarely, if ever, join nondemocratic alliances (or alliances led by nondemocratic powers). Empirical evidence strongly supports both theories. The Atlantic Council’s Freedom and Prosperity Indexes further reinforces the hypothesis that economically prosperous democracies tend to align with one another, whereas authoritarian states gravitate toward similarly nondemocratic and less prosperous partners. If these theories hold, they carry significant implications for Western and especially US foreign policy. First, global democratization would reduce the number of potential conflicts, at least among an increasing number of democracies. Second, it would expand the pool of democratic alliance partners, while at the same limiting the alliance options available to nondemocratic powers. This strategic logic underscores the importance of upholding democratic norms abroad and promoting democratization in nondemocratic states. However, advocating for democratization of nondemocratic great powers will be perceived as both a geopolitical and domestic political challenge aimed at weakening their international position and threatening their governments’ domestic grip on power. Efforts to democratize nondemocratic great-power like Russia and China therefore provoke intense countermeasures. If such a strategy is deemed to be too high risk or too difficult to pursue successfully, a less provocative, “peripheral” strategy may focus on fostering democracy and economic development in authoritarian regimes’ weaker, less prosperous partners, thereby depriving them of potential allies.

Abstract:: Political reform in Palestine is an urgent necessity to achieve progress and development, ensure political and social stability, and confront the internal and external challenges facing the Palestinian cause. The Palestinian political system, which was established under complex historical circumstances and under Israeli occupation, needs continuous development to be able to respond to the requirements of the Palestinian people and their aspirations for freedom, dignity, and independence. The importance of political reform also comes in the context of enhancing the political legitimacy of the Palestinian system. Over time, the Palestinian citizen’s confidence in political institutions has declined as a result of the accumulation of issues such as the absence of periodic elections, the erosion of legitimacy, weak accountability and transparency, and the spread of favoritism and corruption in some areas. Thus, this reform is the cornerstone for rebuilding trust between the people and their institutions, and ensuring real and inclusive representation of all groups.

21. Prospective Visions for the Future of Governance in Palestine

Abstract:: The issue addressed in this paper is that the future of the Palestinian political system remains unclear, making it too early to determine the exact shape of the governance system. Consequently, the researchers have employed a foresight methodology to analyze a set of variables and indicators to develop possible scenarios regarding the future of the political system and its impact on governance in Palestine. The foresight methodology relies on analyzing trends and future changes by studying current patterns and anticipated challenges to predict potential scenarios. Based on this approach, the researchers conducted two focus groups—one in Gaza City and another in Ramallah—on Thursday, January 23, 2025. The aim was to gather insights from elites, representatives, and key actors in Palestinian society regarding the potential outcomes of this system. Additionally, the researchers conducted a series of unstructured personal interviews with several Palestinian politicians to obtain analyzable results. This paper will first provide an overview of the Palestinian political system throughout different historical phases. It will then discuss the challenges faced by key actors within Palestinian society who have historically played a significant role in shaping and building the political system and governance structure—particularly the Palestinian Authority, Fatah (which has historically supported it), Hamas, and other Palestinian national and Islamic forces. Abstract:: The “primacy of politics” has become a central tenet of UN peacekeeping. This reflects a broad recognition that peacekeeping operations should be deployed in support of a political solution to conflict. In practice, however, the primacy of politics is often narrowly understood as referring to formal, national-level political processes. This overlooks the fact that politics also happens at the local level, both formally and informally. It is critical for UN peace operations to address these local-level politics. Local-level conflicts account for a large share of conflict-related deaths in peacekeeping contexts. They are also closely tied to national-level peace efforts. This has led UN peace operations to become increasingly involved in supporting local peace processes. This report examines how the primacy of politics applies to the local level in UN peacekeeping settings. It highlights the indispensable role of civil affairs components in fostering sustainable peace. When effectively integrated into broader mission strategies, the localized approaches of civil affairs personnel not only address immediate conflict drivers but also contribute to the durability of national-level agreements. These efforts demonstrate that the success of peacekeeping operations hinges on balancing top-down mandates with grassroots engagement, underscoring the interconnectedness of local and national dynamics. The paper concludes with recommendations to strengthen local political engagement in peace operations: Member states should adopt a definition of the primacy of politics that encompasses both formal and informal processes at both the national and subnational levels. The Security Council should also continue incorporating tasks related to local political processes in mission mandates, and the General Assembly should adequately resource these mandates. Mission leaders should craft political strategies that are both top-down and bottom-up. This requires consulting regularly with field offices and reflecting local dynamics in national-level political efforts. They should also ensure coordination between mission components, including civil-military coordination. Civil affairs personnel should systematically map stakeholders at the national and subnational levels to understand how they fit together. They should also map the political economy of local conflicts and form partnerships to target the drivers of these conflicts.

Abstract:: This paper explores how female political leaders impact environmental outcomes and climate change policy actions using data from mixed-gender mayoral races in Brazil. Using a Regression Discontinuity design we find that, compared to male mayors, female mayors significantly reduce greenhouse gas emissions. This effect is driven by a reduction in emissions intensity (CO2e/GDP) in the Land Use sector, without changes in municipal economic activity. Part of the reduction in emissions in the Land Use sector is attributable to a decline in deforestation. We examine potential mechanisms that could explain the positive environmental impact of narrowly electing a female mayor over a male counterpart and find that in Amazon municipalities, female elected mayors allocate more space to the environment in their government proposals and are more likely to invest in environmental initiatives. Differences in the enforcement of environmental regulations do not explain the results.

A major state-on-state war continues to rage in continental Europe. In Africa, the Sudanese civil war has created the largest humanitarian crisis on record. While the recent Israel-Hamas ceasefire brings hope for wider de-escalation in the Middle East, the consequences of the 7 October 2023 attack and subsequent destruction in Gaza will be with us for the foreseeable future. To all of this, the inauguration of President Trump adds a layer of uncertainty. Abstract:: “Where is the OSCE during Russia’s war on Ukraine?” asked Pál Dunay (Dunay, 2022). To be honest, not in the spotlight. However, changing political realities in 2025 might provide the Vienna organization with renewed legitimacy, fifty years after the signature of the Helsinki Accords that served as its groundwork. After more than 1,000 days of attrition war, several factors may bring the conflict in Eastern Europe to a turning point. Despite both parties’ recent military escalation, there seems to be no end in sight on the battlefield. Neither side has the resources to achieve a decisive victory, a situation that academics describe as “mutually hurting stalemates” (Slantchev & Goemans, 2025). Militarily, Russia appears to be on the ascendancy, but Putin’s goal of defeating the Ukrainian armed forces in open combat and occupying more Ukrainian territory is a “strategic impossibility” (Dickson & Holowinsky, 2024). It is doubtful that 2025, which marks the 80th anniversary of the Soviet victory over Nazism, will coincide with a triumphal parade on Moscow’s Red Square. The resilience and morale shown by the Ukrainian armed forces deserve admiration and tribute, but Kyiv knows that it will not recover Crimea and the Donbas by force. After more than two years of grinding conflict, the weariness of its population is becoming evident. Because neither side can achieve its ultimate goals, new approaches to ending the Ukraine war are beginning to surface. Compared to only a few months ago, more actors are ready to look at alternative scenarios.

Abstract:: This article delineates the institutional structures established by Mexico, Chile, Colombia, and Costa Rica to facilitate their accession to the Organization for Economic Cooperation and Development (OECD). The analysis delves into the political and economic contexts surrounding each country’s accession process, identifying key institutions and stakeholders domestic reforms required, and particular initiatives from each country, including institutional innovations and adapted procedures. Notably, each country exhibits unique institutional frameworks and adjustments, with varying prominence given to individuals and governmental entities based on constitutional, legal, and political-administrative configurations. We argue that, despite the uniqueness of each process, from an institutional standpoint, decisions concerning accession and the management of the process predominantly revolve around the Presidency and entities corresponding to the Ministry of Finance and the Ministry of Foreign Affairs, with variations in the preponderance of these bodies, and their leadership and coordination roles. Framing entry into the OECD primarily as a technical matter tends to justify the central role of the Ministries of Finance and affiliated bodies within the Presidency, aligned with the OECD’s liberal approach. Moreover, accession to the OECD often complements and/or legitimizes processes of trade openness and structural reforms, spurring consolidation of factions within domestic institutions.

Abstract:: Executive leadership transitions within Election Management Bodies (EMBs) can profoundly impact the credibility and effectiveness of electoral processes. Whether planned or unexpected, leadership changes at the highest level can disrupt institutional continuity, unsettle operational readiness, and undermine public trust. In 2024, India offered a striking example of this dual challenge: just weeks before its general elections,1 the resignation of Election Commissioner occurred just after the planned retirement of another commissioner, leaving only the Chief Electoral Commissioner in place to oversee a complex national vote. 2 This combination of both a foreseeable and a sudden departure placed the EMB in a precarious position at a critical moment.3 Similar risks have emerged in other contexts. In 2018, Lesotho's Independent Electoral Commission saw the dismissal of all three commissioners amid allegations of misconduct, requiring swift intervention to restore institutional legitimacy. That same year in Kenya, three commissioners from the Independent Electoral and Boundaries Commission (IEBC) resigned abruptly due to internal disputes, leaving the body weakened ahead of key electoral processes. In contrast, Australia’s 2024 transition was marked by the orderly retirement of long-serving Electoral Commissioner Tom Rogers, whose departure was announced months in advance, allowing for a planned succession. These varied cases illustrate that without dedicated and well-prepared executive transition strategies, EMBs risk not only internal instability but also the broader integrity of the democratic processes they are mandated to protect. This White Paper is a first effort to outline how EMBs can learn from the experiences of their peers when it comes to improving their executive leadership transition process. To date, much of the EMB leadershiprelated research has focused on the appointment process for commissioners and how the process can impact the EMB’s independence, while very limited attention has been paid to executive leadership transitions. Effective transitions contribute significantly to the success of new executives and the overall integrity of the electoral process. This White Paper makes the case that by ensuring that transitions are well-planned, commissioners are better positioned to swiftly and competently take the reins of the EMB and thereby maintain high levels of trust and confidence among stakeholders. This, in turn, reinforces the credibility of elections and the democratic process. Whether the transition is foreseen well in advance or sudden and unexpected, a structured and proactive approach can help EMBs navigate these changes smoothly, ensuring that they continue to uphold their mandate effectively and without jeopardizing public trust.

How can these types of engagement be harnessed to fight against authoritarianism? This research and its findings and recommendations are intended for a broad audience. Answers to the questions will be useful for democracy and governance practitioners, donors, and policymakers, as well as others who engage with young people across the development and education sectors. As explored throughout the report, individuals and groups engage in the political and civic life of their communities in many ways. To start, we need to understand this nuance. In this report, we classify activities based on two dimensions: goal, meaning whether an individual endeavors to influence political or civic outcomes, and procedure, capturing whether an engagement effort is formal or nonformal. Activities fall into four main categories along the two dimensions: formal political engagement (voting, joining a political party); formal civic engagement (taking a civic education course in school, participating in a club or association); nonformal political engagement (attending a protest, following political leaders on social media); and nonformal civic engagement (engaging with peers or community members on social issues of importance).

A deeper level involves humiliating Europeans in their dealings with the US. The two intertwine to tell a single story. Trump and his acolytes can only do this because Europeans let them. At the first level Trumpists exploit polarisation in societies and the rise of Europe’s “new right”. At the second they take advantage of division and hesitation among European leaders. It doesn’t have to be this way. A decade of crises has strengthened European sentiment among the public. Almost all member states still have mainstream-led, pro-European governments. This should give the EU’s politicians the courage to act—and defend a Europe that writes its own script. That would also help preserve a strong transatlantic alliance; one in which the EU and European countries are America’s peers, not its subordinates.

Abstract:: Over the past five years, since the latest wave of coups began in 2020, states in the Sahel have strategically realigned and shifted external partnerships. Mali, Burkina Faso and Niger suspended their security collaboration with their long-term ally, France, following their respective coups between 2020 and 2023, and demanded for the immediate withdrawal of French troops while advancing a new narrative of sovereignty. In 2023 Mali’s regime ousted the decade-long, 13,000 troops-strong UN peacekeeping mission in the country, MINUSMA, while Niger expelled the EU’s two security and defense missions, one of which had been deployed since 2012. A few months later, Niger also broke off a decade-long defense partnership with the US. In a second wave of expulsion, yet different in manner and context, Chad, Senegal and Ivory Coast also suspended military collaboration with France in 2024. This recent expulsion of Western and multilateral partners has been accompanied by a turn by Sahelian states to old and new, predominantly authoritarian, actors. This shift reflects an effort by the military regimes to project independence, diversify their partners and ultimately maintain their hold on power. Traditional partners like China and Russia have intensified economic and security relationships with their Sahelian partners during the past few years, while newer partners like Turkey and the Gulf states have increased their presence and influence in the region through infrastructure projects, arms exports and natural resource deals. At the same time, the exit by the AES states from the regional organisation ECOWAS has resulted in both new partnerships and new tensions among member states, profoundly reshaping the regional landscape. This article, the second in a two-part series examining the security and political context in the Sahel, explores these evolving partnerships with non-Western actors, focusing in particular on the Alliance of Sahel States (AES), Mali, Burkina Faso and Niger. It examines the broader lines of cooperation and engagement by Russia, China, Turkey and the Gulf states and identifies both similarities and important differences in their approaches. Abstract:: This study contributes to growing calls for greater pluralism in economics by examining how gender shapes economists’ normative and epistemological orientations. Drawing on original survey data from 2,425 economists across 19 countries, we document systematic gender differences in views on a broad range of issues. Female economists are significantly more likely to support progressive equity-oriented positions, challenge mainstream assumptions, and endorse pluralistic approaches to inquiry. We also find stark gender differences in political ideology: women are far more likely than men to identify as left-leaning—particularly far-left—while men disproportionately align with centrist or right-leaning ideologies. These ideological divides account for some of the gender differences in views, underscoring the mediating role of political ideology. However, the influence of ideology itself varies by gender: moving rightward on the ideological spectrum reduces support for some progressive positions more sharply among men than women. This suggests that gendered experiences inform distinct interpretive frameworks that persist even within shared ideological categories. Taken together, our findings highlight that gender diversity in economics is not merely demographic but epistemic—and that realizing its transformative potential requires institutional environments that value and legitimize dissenting and underrepresented perspectives.

Abstract:: Houthi leader Abdelmalek al-Houthi sought to reposition his movement as the head of the Iran-led Axis of Resistance. Israel’s destruction of Gaza and attacks on Lebanon’s Hezbollah, including the killing of its influential leader, Hassan Nasrallah, have left the alliance weakened, a point underscored by the rapid fall of the Assad regime in Syria. Iran has tried to avoid direct conflict with Israel and the West, leaving the Houthis as the only undiminished group continuing to fight. Abdelmalek has increasingly spoken as if on behalf of the entire alliance, condemning the war in Gaza and chastising Saudi Arabia for pursuing normalization with Israel. The Houthis dissolved their Supreme Council for the Management and Coordination of Humanitarian Affairs and International Cooperation (SCMCHA), transferring its responsibilities to the Ministry of Foreign Affairs. SCMCHA oversaw humanitarian operations and was notorious for its interference and aid diversion. The move follows the arrest and detention of dozens of humanitarian workers in June, some of whom have since been charged with espionage.

Abstract:: On March 15, the US launched Operation Rough Rider, a massive expansion of its aerial campaign against the Houthi group (Ansar Allah). The strikes followed a Houthi threat to resume targeting Israeli ships due to the blockade of aid into Gaza on March 2. Strikes have been taking place continuously as of the time of writing. The Houthi-affiliated Health Ministry has reported that as of April 14, at least 123 civilians have been killed and another 247 wounded, though the real numbers are probably higher. The airstrikes are fundamentally different than those undertaken during the Biden administration, both in intensity and scope, targeting not just missile installations and weapons depots, but also communications infrastructure and the group’s leadership. International scrutiny of the airstrikes briefly increased when the White House mistakenly leaked operational plans to a journalist.

Abstract:: This article uses thematic discursive analysis to examine selected pro-Kremlin populist politicians in Slovakia. The enforcement of one-sided propagandist thoughts and opinions, primarily through radical anti-system politicians and 'alternative' media outlets freely available on the internet, has become one of the most important aspects of hybrid warfare in today's world. This paper aims to identify the specific goals of Russian propaganda and clarify how populist politicians spread propaganda on social media through language resources. The results of the analysis are presented at the end of the paper, along with the word resources used by these politicians. The results prove that pro-Kremlin populist politicians use word and language manipulation to help spread unilaterally focused and distorted information in Slovakia. This article aims to build on and complement existing research on pro-Kremlin anti-system politicians and their role in Russia's hybrid warfare in Europe.

Abstract:: Salome Zourabichvili, a Georgian politician and the first female president of her country, is set to visit the Czech Republic at the invitation of the Václav Havel Library and of Pavel Fischer, Chairman of the Committee on Foreign Affairs, Defence and Security of the Senate of the Czech Parliament. Following parliamentary elections in Georgia in October 2024, the pro-Western president said the result had been manipulated by Russia, pledging to remain in office until new elections were held. However, MPs from the ruling Georgian Dream party, which has a majority in parliament after October’s elections, installed Mikheil Kavelashvili as the country’s new president. The director of the Václav Havel Library, Tomáš Sedláček, conducted an interview with Salome Zourabichvili on recent developments in the country, the backsliding of democracy and Georgia’s geopolitical importance at the Václav Havel Library on Wednesday 9 April 2025.

Abstract:: Political humor was an important aspect of daily life in communist Eastern Europe – – simultaneously an emotional escape valve and cris de coeur. Anti-regime jokes of various sorts were exchanged cautiously, within families and among trusted friends. Some ridiculed communism itself, others Russia/the Soviet Union, and in many cases the local dictator, whoever he was. Others focused on the shortages, hardships, and other privations of daily life. Examples of such political humor often appeared, disappeared, and then reappeared in altered form. Many such jokes prevalent in communist Eastern Europe hopped from country to country and were recycled versions of each other, adapted to the circumstances and personalities wherever they circulated. Where any particular witticism originated was impossible to ascertain, and where it would end up, and in what form, were equally unknowable. Extensive scholarly interest has been paid to such Eastern European humor, including multiple analyses and compendia. The flavor and content of at least some of those works are contained in the title of one such volume, First Prize: Fifteen Years! by C. Banc and A. Dundes. That title is drawn from the following Romanian joke: A competition for the best political joke was announced. Do you know what the first prize was? No. Fifteen years! The joke cleverly encompasses both the risk and “rewards” of indulging in such activity.

Abstract:: Elections in Bangladesh have historically been marked by violence between the country’s two dominant political parties, the ruling Awami League (AL) and the opposition Bangladesh Nationalist Party (BNP). The upcoming elections scheduled for 7 January are no different. Violence has already been on the rise in the months leading up to the elections, in which Prime Minister Sheikh Hasina will seek re-election for the fourth consecutive term. Much of the recent unrest has centered around concerns about the AL’s ability to hold a free and fair election. The BNP has called for the formation of a neutral caretaker government to administer the elections. The AL has rejected this demand, giving way to increased BNP-led demonstration events1 that have often turned violent. The BNP’s decision to boycott the elections, motivated by its misgivings over the election process, suggests that the results are likely to be contested, increasing the risk of post-electoral violence. As the AL looks set to hold onto power, violence within the party is also cause for concern. Competition for power among AL factions can be seen in post-election periods as rivals seek party and government appointments.

Abstract:: Politicians often use “red herrings” to distract voters from scandals. When do such red herrings succeed? I develop a model in which an incumbent runs for re-election and potentially faces a scandal. Some incumbents enjoy telling “tales” (attention-grabbing stories) while others use tales to distract voters from the scandal. Multiple equilibria can arise: one with a norm of tale-telling in which red herrings succeed and another with a norm against tale-telling in which they fail. Increased media attention to tales has a non-monotonic effect, facilitating red herrings at low attention levels, but serving a disciplinary function at high levels.

52. The El Niño Southern Oscillation and Geopolitical Risk

Abstract:: This paper investigates whether the El Niño Southern Oscillation (ENSO)—the warming and cooling cycle in the central and eastern Pacific Ocean that affects both global atmospheric and ocean conditions—is a driver of geopolitical risk at the global scale. Using nonlinear cross-convergent mapping, a technique for characterizing causal relationships in dynamic systems, it finds ENSO is causally related to geopolitical risk at the global level, but that finding is not replicated at the country level for countries whose economies are most strongly influenced by ENSO cycles. Put differently, ENSO-related geopolitical risk is an emergent phenomenon evident only at the Earth system level. Then, using monthly observations of ENSO and geopolitical risk, the paper reports a curvilinear, contemporaneous relationship between ENSO and risk, with La Niña conditions associated with lessened geopolitical risk relative to El Niño and neutral climate conditions. The effects are statistically and substantively significant, and the relationship is demonstrated to be stronger in more recent decades (post-1990). The effect for geopolitical risk of transitioning from La Niña to neutral ENSO conditions is of similar magnitude to that of the outbreak of a major interstate war.

Abstract:: Are authoritarian regimes more successful than free countries in offering prosperity to their people? The answer is decidedly no, yet China and Russia actively advertise the “benefits” and “promise” of their authoritarian development model. Beijing and Moscow contend that their governance model—rooted in central control of political, social, and economic life—delivers for their people. The facts prove exactly the opposite and show that countries characterized by repression and concentrated control are far less successful across all metrics of human development than are free societies. That free societies are better for the people residing in them is not an ideological position; it is a statement of fact backed by substantial evidence, including, but not limited to, the Atlantic Council’s Freedom and Prosperity Indexes. This paper aims to showcase why and how the authoritarian development model is inferior to that of free societies. The first section documents democratic backsliding and the reversal of freedom’s fortunes. The second section presents data on how authoritarian regimes have failed to deliver prosperity for their people. The third section outlines how free societies have done the opposite—delivered sustained prosperity for their citizens. The final section offers the conclusion that authoritarian regimes, despite their claims, cannot deliver democratic progress or prosperity for society at large.

Abstract:: The strategic interest of the United States and the countries of Latin America and Caribbean (LAC) lies in strengthening their western hemisphere partnership. Shared borders, economic interests, and security alliances bind these nations, along with a common goal for prosperity. However, the perception of waning US interest and the rise of external influences necessitate the rejuvenation of and renewed focus on this partnership. In May 2023, the Atlantic Council’s Adrienne Arsht Latin America Center and the Scowcroft Center for Strategy and Security established the US-LAC Future Strategy Working Group to redefine the US-LAC partnership. This strategy promotes mutual and inclusive economic growth, renewed cooperation through enhanced commercial and investment ties, a renewed paradigm on bolstering security and reducing migration flows across the region, and a focus on preparedness in the face of natural disasters and the energy transition. Acting on this strategy could significantly benefit US economic and security interests. The United States should capitalize on immediate opportunities, like promoting nearshoring as a means to growth and prosperity across the Americas, while maintaining a medium-term strategy tailored to each country’s specific needs. This strategy paper highlights the importance of adaptability and practicality, particularly as the global economic landscape evolves and power shifts foresee new leading economies by mid-century. In addition, the strategy advocates for the significance of the US-LAC relationship amid the recalibration of US worldwide interests.

Abstract:: The paper discusses the rising power of local government and its ability to independently create and/or advance foreign relations in order to promote peace and good neighborly relations. One of the prominent areas in which local government engages and cooperates with others today is the environmental and climate field, notably in light of the foot-dragging of nation-states around these issues. Given this reality, the paper examines whether relationships and cooperation on the environment might be built between local authorities when their respective nation-states maintain no relations or only cold ones, or are in ongoing conflict. The paper analyses three theoretical axes: 1) the rising political power of local authorities vis-à-vis their nation-states, and as significant actors in global diplomacy; 2) growing local involvement with environmental problems; and 3) the promotion of environmental peacebuilding. The paper analyses the feasibility of joining these axes, and gives relevant examples, focussing on the Israeli-Palestinian-Jordanian space. The main argument arising from the analysis is that local government has the tools and the effective opportunity to advance environmental cooperation as a stimulus to making peace; and further, that processes of this sort are particularly important when there is no political horizon. While Israel and its region are indeed the focus of this paper’s examination of local government and its potential for building relationships, the general insights derived are applicable to other regions of conflict.

Abstract:: Space is a contested domain for its very nature and today it is evidently becoming an increasingly important enabler of economic and military power. An increasing number of actors, infrastructures and technologies deployed in space also raises concerns for safety and security, especially in cyberspace. Many countries are striving to achieve space capabilities and autonomous access to space, and this is having a tremendous geopolitical impact, especially since space is emerging as an increasingly critical military and strategic domain. The development of the new space economy, which is increasingly involving the private sector and many industrial actors and services, will also be a game changer for the international economy. The space race likewise implies disruptive technologies that could contribute massively to the energy and digital transitions, accelerating solutions that could benefit humanity. A new international governance system for space is therefore needed urgently, considering that the current rules are no longer able to respond to a sector evolving at such a rapid pace. Which actors are leading the race? Which economic sectors could benefit the most and what could the new space economy mean for the world? How is space emerging as a military domain against a backdrop of increasing international tensions? What would a new system of global governance for space look like?

Abstract:: The night before John Smith QC died in May 1994, he spoke at the Park Lane Hotel to raise money for the Labour Party's campaign for the next general election. To the 500 people in attendance, Smith remarked that 'the opportunity to serve our country—that is all we ask'. 30 years on from his death, Smith is often recalled as one of the 'best Prime Ministers we never had' and is still viewed with affection by many people regardless of their political views. However, in his own party, John Smith's legacy has often been more contentious. For supporters of the 'New Labour' project pursued by his successor, John Smith - as David Miliband told the Mile End Institute in May 2022 - failed to 'understand that in 1992 the electorate told us, in no uncertain terms, that they wanted a different offer from Labour'. On Thursday 9 May 2024, the Mile End Institute marked the 30th anniversary of John Smith's death by inviting a distinguished panel of historians and eyewitnesses to consider John Smith's legacy and lessons for the Labour Party today. Chaired by Dr Robert Saunders, it featured David Ward (John Smith's Head of Policy and Adviser from 1988 to 1994), Dr Richard Johnson (Senior Lecturer at QMUL), and Dame Pauline Green (former Chair of the Party of European Socialists).

60. Indonesia’s Democracy and the 2024 Elections: Navigating a Crucial Moment

Abstract:: With voting day now concluded, preliminary results and quick counts indicate a convergence in the outcomes of both the presidential and legislative elections. The Prabowo-Gibran ticket secured victory in the presidential race, prevailing over contenders Anies Baswedan-Muhaimin Iskandar and Ganjar Pranowo-Mahfud MD. Projections suggest that Prabowo-Gibran garnered a vote share of 56-59%, surpassing Anies-Muhaimin’s anticipated vote share of approximately 24-26% and Ganjar-Mahfud’s expected vote share of around 15-17% (Ira 2024). Meanwhile, quick count findings for the legislative elections suggest that eight political parties will secure seats in the national parliament: PDI-P (16.4%), Golkar Party (14.6%), Gerindra Party (13.5%), PKB (10.7%), Nasdem Party (9.9%), PKS (8.4%), Demokrat Party (7.6%), and PAN (7.1%). Notably, despite losing the presidential race, PDI-P emerged as the top vote-getter in the legislative elections, signaling an intriguing divergence in electoral outcomes (Farisa 2024). While awaiting the official election results from the General Elections Commission (KPU), preliminary projections suggest that incumbent President Joko Widodo (Jokowi)’s successor will emerge victorious in the 2024 election. Prabowo-Gibran, positioned as Jokowi’s successor not only due to Gibran’s familial relationship as Jokowi’s son but also because of their campaign emphasis on Jokowi’s continuity, has secured a resounding victory. Additionally, the combined party support for Prabowo-Gibran exceeds 40% in national parliament electoral results, surpassing both the Anies-Muhaimin’s party coalition, including Nasdem Party, PKB, and PKS, at 29% and the Ganjar-Mahfud’s party support at 16.4%. These outcomes raise concerns regarding the potential perpetuation of democratic regression under the political stewardship of Jokowi’s successor, a trend that several research findings suggest began during the Jokowi administration (Power and Warburton 2020).

Abstract:: The article notes that the motion of no confidence in the Prime Minister (PM) in Lesotho is provided for in the Constitution, but different political leaders have abused it on several occasions for various party political and subjective reasons. This article, therefore, explores the abuse of this provision, its triggers, and how they have impacted the political stability and socioeconomic situation in the country. Lesotho is a constitutional democracy governed by a constitution adopted in 1993. One of the provisions of this Constitution is Section 87,1 which deals with a ‘motion of no confidence’. Constitutionally, the government must, at all times, enjoy the confidence of the National Assembly, and Section 87(2) of the Constitution embodies the principle that: The King shall appoint as Prime Minister the member of the National Assembly who appears to the Council of State to be the leader of the political party or coalition of political parties that will command the support of a majority of the members of the National Assembly.2 Similarly, the Constitution gives Parliament the power to withdraw confidence from the government of the day. The passing of the motion of no confidence requires a simple majority, and any member of Parliament can propose it.3 The only precondition for a motion of no confidence in government is the name of a member of the National Assembly for the King to appoint in place of the PM.4

Abstract:: In addition to national gender policies, African governments and non-state actors engage with the African Union and United Nations to negotiate and draft international agreements on gender equality issues. 'Contested essential concepts' discusses the nature of concepts and of different forms of theoretical contestation, namely (1) contesting often tacit assumptions in political and normative theorizations, (2) contextualizing (and 'provincializing') the formulation of ideal-types in empirical theorizations, and (3) problematizing the use of concepts in political practice. The paper concludes by showing that meaningful contestation requires a capacity of translation.

Abstract:: In his book, The Party and the People: Chinese Politics in the 21st Century, Bruce Dickson, Professor of Political Science and International Affairs at George Washington University, thoroughly scrutinizes China’s domestic political system and the inner structure of the Chinese Communist Party (CCP). Dickson largely limits his primer to the post-Mao period, with each of the book’s sections answering specific research questions: “What Keeps the Party in Power?”, “How Are Leaders Chosen?”, “How Are Policies Made?”, “Does China Have a Civil Society?”, “Do Political Protests Threaten Political Stability?”, “Why Does the Party Fear Religion?”, “How Nationalistic Is China?” and “Will China Become Democratic?”. Each question he seeks answers to sheds light on the relationship between the CCP and Chinese society. Dickson argues that the CCP has exercised unopposed authority throughout the country since 1949 despite many elite conflicts, economic catastrophes and social unrests. Nevertheless, the party has not always resorted to repressive methods to stay in power. Rather, it is the author’s main argument that the main survival policy is the party’s ability to be responsive to the demands of Chinese people. For Dickson, the repression-responsiveness dichotomy is the core strategy that made it possible for the CCP to rule China as a single party for decades.

Abstract:: While some degree of competition is present in many authoritarian regimes, the implications of such controlled competition on international issues have not received much consideration, including towards international environmental accords. We attempt to rectify this through a framework where we focus on internal political competition in a hybrid, nondemocratic system where national elections are held regularly. Specifically, we argue that the presence of multiple actors competing in elections in nondemocratic settings results in them assuming positions on various issues, justifying their positions, and attempting to mobilize their supporters with considerable implications for international environmental policies. We display our argument in the context of Iranian debates on the ratification of the Paris Climate Accords. Our findings demonstrate that the competing Iranian sides rely on different justifications for their environmental positions, resulting in extensive (negative) competitions of rhetoric where the international dimension emerges as an important feature in the internal competition. Overall, we show that political competition within non-democracies is likely to add to the complexity of international (environmental) negotiations and cooperation.

Abstract:: Nick Onuf’s constructivism is one of the most important contributions to the field of international relations in what regards the interchange between social and political theories, and philosophy. In this text, I engage with Onuf’s body of work taken as a whole. The guiding thread of the problematization I propose is woven through the attention to how Onuf’s craft and creative undertaking sets certain beginnings in the construction of his framework, and how setting them has important implications for (the conception of) ‘politics’. I would argue that Onuf’s conception of politics is sustained on two central beginnings: the conception of humans as ‘rational agents’ and the framing of what has come to be called ‘modernity’. This way, I emphasize what seems to me the most enduring contribution his body of work can provide not only to the field of international relations, but also to contemporary social and political theories more generally. The first section outlines the relation Onuf establishes between rules and rule, while the following two sections deal, in turn, with his conceptions of ‘agency’ and the ‘modern world’. My goal in these first three sections is to reconfigure Onuf’s constructivism. The fourth and final section moves ahead, giving a step further – perhaps too far, perhaps too radical –, paving a critical engagement with his work through peripheral (re)begininngs.

77. Unequal Burdens: Corruption’s Impacts on People with Intersectional Identities in Lebanon

Abstract:: Lebanon, once celebrated for its cultural vibrancy and economic prosperity, now grapples with embedded corruption and dire prospects for reform. Lebanon’s multiple layers of social, confessional, ideological, economic, and cultural identities are governed by varied laws or rules. This creates space for corruption to combine with discriminatory practices. This assessment, Unequal Burdens: Corruption's Impacts on People with Intersectional Identities in Lebanon, focuses on corruption and its effects to measure how perceptions and experiences differ among marginalized groups and to identify any unique effects that people with intersectional identities encounter, with a focus on perspectives from outside Beirut, including Tripoli, Akkar, Baalbek, Bekaa, and surrounding areas. In 2020, IFES conducted an intersectionality assessment, Identity, and Politics in Lebanon, which found that marginalized groups in Lebanon experience multiple levels of exclusion based on social identities, including gender, disability, age, religion, sexual orientation, and refugee status. Individuals with intersectional identities are even more significantly impacted by the complexity and inherent inequality of Lebanon’s political and social systems. Lebanon has 18 officially recognized religious sects that are governed by 15 personal status laws enforced by religious courts. Social identity and the role of religion in politics both contribute to conflict and lack of consensus. These are compounded by socio-economic factors, including an imbalance in access to services – especially outside the capital, low exposure to economic and educational opportunities, limited inclusion in public service, and youth unemployment. Legal obstacles created by personal status laws and the discriminatory application of other laws seriously hinder the ability of marginalized groups to act as full and equal citizens. In early 2020, the Lebanese government introduced a new anti-corruption law and began work on a new National Anti-Corruption Strategy. Despite the new laws, Transparency International’s 2022 Corruption Perceptions Index placed Lebanon 150th of 180 countries, a decline from its rank of 128th in 2012. IFES’ assessment found that corruption is disproportionately impacting people from marginalized groups. Research identified the following key findings: Corruption on the Community Level; Corruption on the Individual Level; Impact of Corruption and Discrimination on Marginalized Groups; Impacts of Corruption on Civic Participation; Corruption as a Facilitating Factor for Participation in Public Life; Corruption as a Hindering Factor for Participation in Public Life.

Abstract:: How do centralized governments mitigate the political cost of severe financial crises? The economic voting scholarship has established that the clarity of responsibility, i.e., government accountability for economic conditions to the mass public, is a necessity for electoral reward or punishment for economic performance. On the one hand, political centralization, which reduces the number of veto players, may increase the visibility of the role of the executive in policy success or failure. On the other hand, it allows an uncontested blame avoidance discourse, especially when accompanied with democratic backsliding. Furthermore, the recent backlash against globalization has enabled blame shifting to international actors in many countries. Against this theoretical framework, we comparatively analyze the responsibility attribution discourses for the 1994, 2001, and 2018-2022 financial crises in the statements of incumbent presidents, ministers, and parliament members of Turkey. We find that while blame avoidance discursive strategies have been attempted in all three cases, the responsibility attribution for the 1994 and 2001 crises mostly targeted the executive. In contrast, for the ongoing crisis, the responsibility discourse is dominated with blaming international political economy factors, creating ambiguity, and targeting domestic non-governmental actors.

Abstract:: Building upon empirical research, this study examines the socio-economic impact of the Covid-19 pandemic on Syrian refugees in Turkey by analyzing its implications on employment, livelihood opportunities, and social cohesion. More specifically, it focuses on the experiences of Syrian refugees to examine the ways in which they exert their agency to cope with the structural constraints when faced with ‘multiple crises’ in host countries, intersecting with the dynamics of a ‘normalized refugee crisis’. Our findings from fieldwork conducted in the top six refugee-hosting cities reveal that loss of jobs, limited access to decent work, increased dependency on external financial assistance, and social exclusion have been some of the most acute effects of the pandemic on refugees. Meanwhile, the perceived effects that refugees have on the host community’s welfare trigger problems that impede social cohesion. All in all, the study intends to highlight the far-reaching effects of the pandemic beyond its direct health implications by addressing the structural vulnerability of refugees and the importance of providing an enabling environment for socio-economic self-reliance.

Abstract:: In February 2020 – the eve of the COVID-19 pandemic – the Project on Middle East Political Science held a preliminary meeting at Columbia University in New York to explore the origins of the Africa-Middle East divides that treat North Africa as part of the Middle East and neglect states such as Sudan and Mauritania. Columbia was an appropriate place to begin such a dialogue. Two decades ago, when two of us (Aidi and Mampilly) were graduate students at Columbia, the Institute of African Studies was in serious crisis. The Ugandan political theorist Mahmood Mamdani arrived and launched an initiative to decolonize the study of Africa to counter Hegel’s partition of Africa by transcending the Saharan and red Sea divides, and by underscoring Africa’s links to Arabia, Asia and the New World. To that end, we co-organized a second conference on racial formations in Africa and the Middle East looking at race-making across these two regions comparatively, including the border zones often left out of both African and Middle Eastern Studies: the Sudans, Amazigh-speaking areas in the Sahel, Arabic speaking areas on the Swahili coast and Zanzibar. This workshop represents the third in our series of transregional studies across the Africa-Middle East divide.

Abstract:: We are a month from the Taiwan 2024 election that sent shockwaves around the world. President-elect, Lai Ching-te (賴清德), dared to utter the world ‘independence” in a strike against the longstanding One China Policy (一个中国政策) in his successful campaign to lead the nation. The election was important enough for an increasingly assertive President Xi Jinping (习近平出席) to try (and fail) to influence the election’s outcome. Xi has been rattling cages for the last several years and has made no secret of his desire to bring Taiwan under Beijing’s thumb without explicitly ruling out the use of force. Meanwhile, a busy President Biden has had his hands full keeping allies committed to Ukraine, battling Putin-sympathetic members of Congress, while also dealing with cascading crises in Israel and the Middle East. With that as our backdrop, does Lai’s election, Xi’s frustration, and Biden’s preoccupation mean we are closer to conflict in the Taiwan Strait? In this brief analysis we argue that at present the answer is “no.” And we make this call by looking at the vantage points and early actions of each country. For America, the Taiwan election has put the country on alert. For Taiwan, domestic concerns are mainly driving voters – not cross-Strait policy. For the People’s Republic of China (PRC; 中华人民共和国), ignore the rhetoric because they’ve followed their Taiwan election disappointment by returning to their standard playbook.1 But stay tuned…. perhaps they’re saving the fireworks for Lai’s May 20 inauguration.

Abstract:: Political communication is inherently intertwined with social dynamics and cannot be considered a separate field of study. Symbolic elements, slogans, and the leadership of political figures have permeated human history, influencing and often determining political action. This study has analyzed the phenomenon of personalization as compelling evidence in the field of contemporary political communication. The analysis is based on a study of Italian cases, aiming to provide an in-depth insight into the strategies adopted by political parties to personalize their leaders’ image and engage voters. In particular, the focus has primarily been on party symbols incorporating the leader’s name. The research was conducted to identify party personalization mechanisms and their impact on public opinion. The result highlighted the role of political communication in asserting the individual as a brand at the expense of the party organization, with significant implications for democracy and political participation.

86. The Politics behind the EU-Rwanda Deal(s) and its Consequences

Abstract:: On the 14th of October, the news emerged that the EU is in the final stages of a discussion to award €20 million to the Rwandan army for its operations in Mozambique – where it is fighting insurgents in the oil-rich Gabo Delgado province. It would be the second time in two years that the EU awards this amount under the European Peace Facility (EPF): it also did so in December 2022. At that time, the decision was met with anger in the Democratic Republic of Congo (DRC), as it was already documented by the UN how the Rwandan Defense Forces (RDF) were supporting the M23 rebellion in Eastern DRC. In the meantime, this support has become clearer, with the last report from the UN Group of Experts from June 2024 extensively documenting the RDF operations with M23 in Eastern DRC. The news of potentially another €20 million is therefore met with anger in Congolese politics and society, primarily directed at the EU. It is a question which puzzles many: why does the EU want to award €20 million to the Rwandan army, in the midst of its violations of international law in Eastern DRC? This piece will unpack this question and reflect on the consequences for the regional dynamics and the EU.

Abstract:: Uganda has various economic, political and security interests in Eastern DRC. The latter is for example a vital export market for Ugandan products, and an important source of gold, Uganda’s most important export product. In this situation, a careful tactical game is played, in which Kampala seeks to protect these interests in Eastern DRC – for example from Kigali. This does not only involve a clear engagement with Kinshasa, but to a lesser extent also with M23. This is particularly the case because M23 is expanding (and keeping) its territory; creating an incentive for regional actors to engage with them.

Abstract:: Yemen’s political and economic situation worsened in the first months of the year as the impacts of the Red Sea crisis, which began in November, began to manifest themselves. Peace talks between Saudi Arabia and the Houthi group (Ansar Allah) were effectively placed on hold, and the United States broadened its response to the Houthi attacks, launching strikes alongside the UK against Houthi targets inside Yemen and designating the Houthis as a Specially Designated Global Terrorist group (SDGT), which came into effect on February 16. The designation could impact not only Houthi military and economic activities but also risks a further stranglehold on international humanitarian work in Houthi-run territories, as banks and exchange firms stop dealing with Sana’a-based entities. In late March, Houthi authorities issued a 100-rial coin to replace dilapidated notes, escalating the economic warfare between the two rival central banks. Denouncing the move as illegal, the Aden central bank branch prohibited the coins’ circulation, but the real fear is that this is a trial balloon for a series of currency roll-outs that will end with Sana’a printing its own banknotes, possibly with foreign help, as rebel authorities did in Libya in 2019. Prime Minister Maeen Abdelmalek Saeed finally stepped down, succeeded by Foreign Minister Ahmed Awadh bin Mubarak on February 5. Yemen’s ambassador in Riyadh, Shaya al-Zindani, was belatedly appointed to the vacant foreign minister post on March 26. Neither man is popular with the PLC. Combined with the government’s strained finances, this could hamper their effectiveness. Houthi attacks on foreign shipping and US-UK attacks continued more or less unabated, causing in one case the sinking of a ship carrying fertilizer and diesel fuel. US-UK airstrikes have killed at least 37 on the Houthi side, and reportedly some Islamic Revolutionary Guard Corps officers. After talks with Omani officials in Muscat in early April, the US Yemen envoy appeared to hold out hope of a resolution, suggesting the sanctions would be lifted if the attacks stopped – as tensions rose again between Iran and Israel, with possible implications for Yemen. Tensions also rose on frontlines inside Yemen as Houthi and government-aligned forces reinforced their military presence in several areas, including Hudaydah and Marib. The US-UK strikes also heightened the repressive atmosphere in Sana’a and elsewhere, as Houthi authorities cracked down in areas near mobile launch sites and introduced a new law against support for Israel that is already being used as another cudgel to crush dissent. Al-Qaeda’s Yemen branch announced the loss of its leader Khaled Batarfi in March, who died after several months of illness. He was replaced by Saad al-Awlaqi, a senior Yemeni figure with strong tribal ties in Shabwa who is popular among younger members of the group but whose ties with Iran-based Saif al-Adel, the de facto leader of the global organization, appear to be tense. Al-Qaeda also lost Saif al-Adel’s son, known as Ibn al-Madani, reportedly as a result of a fire in the place where he was staying in Marib, and the group’s lead drone expert Khaled al-Sana’ani also died in an apparent traffic incident – incidents that have raised speculation of possible internal skulduggery as Al-Awlaqi settles into his new role.

Abstract:: On July 19, a Houthi drone reached Tel Aviv, killing one person and wounding ten, the first time the Houthi group (Ansar Allah) has inflicted casualties in an attack against Israel. Israel responded the next day with airstrikes on the port of Hudaydah, destroying infrastructure and fuel stores and killing six workers. Dozens of others were hospitalized with severe burns. The Houthis unsuccessfully targeted Tel Aviv again on September 15, and Israel undertook further airstrikes on port and power facilities in Hudaydah governorate two weeks later, killing four and injuring 40. There is concern that the strikes will interrupt the flow of humanitarian aid through Hudaydah and that the loss of fuel reserves could lead to shortages in Houthi-held areas.

Abstract:: Over recent years, Serbia’s government and Serb nationalists elsewhere in the Western Balkans have increased their revisionist agitation in the region. They recently adopted an “all-Serb declaration” that seeks to overturn the post-Dayton settlement in Bosnia and Herzegovina, and claims Kosovo as an inseparable part of Serbia. Though some international observers have criticised the Biden administration for its concessions to Aleksandar Vucic, Serbia’s president, it deserves credit for containing Belgrade’s ability to realise its ambitions and preventing two worst-case scenarios: the disintegration of the Bosnian state and armed escalation between Serbia and Kosovo. That fragile status-quo would come under significant threat from a new Trump presidency in the US. Among other risks, his second administration may seek to reverse sanctions that have constrained separatist appetites among Bosnian Serbs and to revive dangerous proposals for a Serbia-Kosovo land swap. Peace in the region is at stake. Particularly in the event of a Trump victory on 5 November, the EU should prepare a package of new deterrence mechanisms that it can apply in the Western Balkans independently from the US and spoiler member states like Hungary. And in either eventuality, it should take more responsibility for stabilising the region.

Abstract:: The argument that national inequalities are political and thereby driven by political decisions implies that income distribution is not merely an economic phenomenon but also a political one. Hence, this study explores the impact of populist governance on income inequality in Türkiye. In doing so, this study addresses whether income inequality in Türkiye is a political choice, drawing on economic, social, and political data over the years 2008- 2022. According to the results of the quantitative analysis, the share of income for the working class has fallen, the income gap between the lowest and highest deciles of the working class has narrowed, and the potential for fiscal interventions to reduce income inequality is not realised. In return, the income inequality that existed in 2008 has persisted at the same magnitude over the years. In other words, even if income inequality is not an explicit political choice, the populist governance in Türkiye between 2008 and 2022 has chosen not to contribute to the solution to this prevailing inequality.

94. Red Lines, Where to Find Them, and How to Work with Them: Civil Society, the State, and Political Change in Morocco

Abstract:: Who is included in “civil society” and which function it is supposed to perform – particularly in the realm of political action – remain largely debated (Edwards 2014).1 On one hand, achieving political change, and democratization in particular, has become an essential element of civil society in non-democratic regimes after the so-called “third wave of democratization” (Ibrahim 2015: 46–47). On the other, the state’s increasing control of civil society’s space for action has raised attention to the fact that states rely on these spaces to stabilize a given political order (Poppe and Wolff 2017). Even in established democracies, the increasing “politicization” of civil society action has been a key driver of the restrictions on its space for action (as Hummel 2022 showed in the case of Germany, for instance). In Morocco, the monarchy’s posture towards civil society has been ambiguous, to say the least.2 Beyond the analytical insights that stress the regime’s efforts to tame this sector, this paper acknowledges that civil society’s growing ability to intervene in the public sphere prompted a redefinition of the monarchy’s strategy towards this sector (Sater 2007). In this context, palace-led civil society development initiatives such as the “National Initiative for Human Development” (launched in 2005) not only testify to the importance that the state attributes to this sector of society, but also allow the state to reinforce its control over civil society at the local level (Bergh 2012). With more than 240,000 associations officially registered in Morocco, the government’s plan to develop a new official “strategy” for civil society further corroborates the state’s strong and continued interest in the structuring and control of civil society’s space for action (Wail El Karmouni 2023).3

95. The Role of Civil Society During Elections In Cameroon

Abstract:: In 2024, 19 African countries are organizing elections (1). More than half of these elections will take place during the last quarter of the year. In French-speaking African countries, more or less violent post-electoral crises (2) are quite common, and similar patterns observed. On one hand, the democratic openings of the 1990s either transformed single-party systems into ruling parties or brought former military personnel to power. On the other hand, the political landscape lacks robust policy platforms and ideological depth (3), and the vibrancy of civil society has rarely persisted past the 2000s. Yet, Cameroon currently has more than 50,000 entities claiming represent civil society (4). It is this civil society that is the focus of this analysis. First, the question of defining African civil society must be addressed, as its conceptualization outside of African democratic contexts and its ubiquitous usage in media make it a somewhat identifiable yet difficult to precisely define phenomenon (5). For the purposes of this work, civil society refers to an “autonomous associative sector, independent from the state” (6). Following Hegel, we distinguish it from political society, recognizing its intermediary position between prominent political actors and families (7). How does civil society deploy itself in Cameroon during the electoral period? The electoral period is divided into three distinct periods: before the election, on the day of the election, and after the election. More than 30 years after the advent of pluralist elections and multipartyism, this work aims to analyze the political, institutional and social logics that inform the practices of civil society during these moments, based on the events of the last presidential election. The objective is to uncover the actual repertoire of action employed by civil society actors during electoral periods in Cameroon, in order to identify ways to promote civic and citizen-oriented behaviors.

96. Understanding Elite Politics Through Relentless Research: Warren Sun’s Hua Guofeng Nianpu, Chronology of Hua Guofeng (1971–1981)

Abstract:: This Working Paper is a pre-publication review of an immense documentary collection prepared over the past 25 years by Warren Sun, Adjunct Associate Professor at Monash University and Affiliate Member of the Sydney CSC. It is based on the intellectual premise that elite politics in the CCP cannot be understood without deep penetration into the details of political decision-making and conflict. In its absence, simplistic narratives emerge and become widely accepted, especially when the Party itself is creating the basis for the narrative. This is most prevalent for the immediate post-Mao period as a Hua Guofeng-Deng Xiaoping struggle between different ideological lines and in the profound misunderstanding of Hua as a limited, merely transitional political leader. Hua nianpu uses a wide range of sources to uncover details that contest such views. These include: the contemporary PRC public record; official documentary collections; internal Party documents including unpublished speeches and compendia of circulars at major Party meetings; memoirs, oral accounts, and recollections published in the PRC by or about leaders; studies by Party history scholars in PRC journals; more-adventurous books published in Hong Kong by Party historians and former officials; interviews with scholars and retired officials; and unique interviews with officials who worked as secretaries or as aides to very senior figures and their family members, especially members of Hua’s family. However, these sources have limitations that must be considered critically and discussed in terms of what they can and cannot provide. Taken together the detailed information compiled in Hua nianpu undermines central features of the accepted narrative, most notably by showing that the 1978 work conference and the subsequent Third Plenum were joint Hua-Deng ventures to advance modernization, and when unanticipated developments weakened Hua, Deng did not act against him. Instead, he worked to lower tensions and to return the focus to their original joint plan. Hua nianpu is a major basis for our joint book project, Hua Guofeng, Deng Xiaoping, and the Dismantling of Maoism. But this nianpu is entirely Professor Sun’s creation and exacting work. The target for submission of both these projects to their respective publishers is early 2025.

Abstract:: In this study, it is aimed to present together the influence of the Ottoman bureaucrats, who were educated in the translation chamber (the institutions where modern Ottoman diplomacy was built) and promoted to important levels of the state, managing the high-level state mechanisms. In the Ottoman Empire, which was governed by the monarchy, the Sultan’s authority was considered the only valid power for centuries. This situation changed during the spread of the Western-centered modernisation process within the empire. In this process, where diplomatic behaviour altered, high-ranking Ottoman bureaucrats began to be very active in state administration, and their authority rose against the power of the sultan. It is important to consider this process in question, together with the important political issues of the period, in terms of giving a clearer meaning to the construction of modern Ottoman diplomacy. In this context, the role of the translation chamber in the formation of modern Ottoman diplomacy will be discussed first, and the political activities and ideological structure of eight statesmen who were educated in this chamber and played important roles in the high level of the state will be discussed within the framework of the important political issues of the period, according to the records in Ottoman archives.

Abstract:: Members of Generation Z are coming into their own politically, socially, and culturally, bringing their values and viewpoints to their communities and workplaces, and to our nation’s political system. In addition to being the most racially and ethnically diverse generation in our nation’s history, Gen Z adults also identify as LGBTQ at much higher rates than older Americans. Like millennials, Gen Zers are also less likely than older generations to affiliate with an established religion. This report considers what sets members of Generation Z apart from older generations in terms of their political and cultural values, their faith in communities and political institutions, and their views on religion and the importance of diversity and inclusion in the nation’s democracy. The report is based on both the results of a national survey of all Americans, which includes oversamples of Generation Z — both Gen Z adults (ages 18–25) and Gen Z teens (13–17) — and on an analysis of ten virtual focus groups that included a wide cross section of Gen Z adults from across the United States.
