2701. Rwanda at the End of the Transition: A Necessary Political Liberalisation

Abstract:
Nine years after the 1994 genocide, Rwanda has reached another crossroads. The transition period defined by the Arusha Accords will be concluded in less than a year by a constitutional referendum and by multi-party elections which should symbolize the successful democratisation of the country. Today, however, there are multiple restrictions on political and civil liberty and no sign of any guarantee, or even indication, in the outline of the constitutional plan that the political opposition will be able to participate in these elections on an equal footing with the Rwandan Patriotic Front (RPF), in power since 1994.

Iran is at a crossroads. More than two decades after the revolution that swept Supreme Leader Ayatollah Ruhollah Khomeini into power, its people and leaders are deeply torn about the country's future. The outcome of the struggle for the revolution's soul will resonate across the Middle East and have major implications both strategically and for ongoing efforts to curb violence, including terrorism, in the region. The internal struggle is fluid and unstable. While the notion of a clear-cut battle pitting conservatives against reformers is appealing, it does not do justice to the reality. There are divisions within both camps and connections between them; indeed, some actors may be “conservative” on certain issues and “reformers” on others. Likewise, the idea that Iran's rulers can be dismissed en bloc as obstacles to reform overlooks the genuine differences that exist regarding the proper role of religion, democracy, social norms, economics and foreign policy. The complexity of Iran's domestic situation makes it all the more difficult – but also imperative – for the international community to exercise caution, properly fine-tune its actions and anticipate their impact.

Put together under the tutelage of representatives of the international community in the aftermath of the November 2000 general elections, the ten-party coalition known as the Democratic Alliance for Change has governed the larger of Bosnia Herzegovina's two entities and led the state-level Council of Ministers since early 2001. Intended by its sponsors and members to sideline the three nationalist parties that had fought the 1992-95 war and ruled their respective pieces of BiH thereafter, the Alliance was also expected to undertake thoroughgoing reforms and to provide proof that implementation of the Dayton Peace Accords might yet produce a viable state.

ICG's first report on Kyrgyzstan, published in August 2001, highlighted the potential for crisis facing the country. International attention was then rarely focused on Central Asia but since September 2001 the region has suddenly registered on policy-makers' agendas. Nearly 2,000 U.S. and Coalition troops are now located at Manas Airport near Bishkek, as part of the forces active in Afghanistan, and Kyrgyzstan is playing a key strategic role in the region. Stability in this country is now of fundamental concern to the international community but, since early 2002, it has declined sharply.

President Bush, announcing U.S. policy towards the Israeli-Palestinian conflict on 24 June 2002, has set the terms of the international response to the conflict for the immediately foreseeable period. Before peace can be negotiated the violence has to stop. If the Palestinians are to have their own state – and the clear message is that they should – it must be one based on the principles of democracy, transparency and the rule of law. For that to happen the current leadership needs to go. The logic is sequential: political progress is conditional on a new security environment, institutional reform and, in effect, on regime change.

Yugoslav President Vojislav Kostunica's 24 June 2002 sacking of Yugoslav Army (VJ) Chief of the General Staff Nebojsa Pavkovic was necessary, welcome, and long overdue. The EU, U.S., and NATO acclaimed the move as an effort to assert civilian control over the military, and Kostunica indeed deserves credit for removing a significant obstacle to the country's reintegration with Europe. Nonetheless, the action was probably more the result of the ongoing power struggle between Kostunica and Serbian Premier Zoran Djindjic than a genuine effort to bring the military under civilian control or dismantle the extra-constitutional parallel command structures that the post-Milosevic leadership of the country has created within the VJ.

This presidential election (first round on 26 May 2002; second round, if needed, on 16 June) will be crucial for the future of Colombia's democracy and its struggle against insurgents and paramilitaries, drugs and widespread poverty. Social and economic distress is now widespread. Public frustration with the ill-fated peace process of the Pastrana Administration over the past three years, its definitive rupture on 20 February 2002, and increased attacks by the main rebel group, the Fuerzas Armadas Revolucionarias de Colombia- Ejército del Pueblo (FARC) on civilians and infrastructure since mid-January have made “war/peace” and “violence” the key vote- determining issues. The failure to negotiate a solution to the longstanding civil war over the past three years has polarised the electorate.

For the past decade Russia, China, Uzbekistan, Kyrgyzstan, Tajikistan, Turkmenistan and Kazakhstan have all been involved in high stakes negotiations to define their respective borders. Strong-arm politics, economic pressures, shadowy backroom deals, nationalist sentiments, public dissatisfaction and an environment of mutual mistrust have marked this process. The resolution of border issues peacefully and transparently would have a positive impact on regional security, economic cooperation, ethnic relations and efforts to combat drug trafficking and religious extremism. But progress has been slow, and no immediate breakthrough can be seen in an all too often antagonistic process that is defining the new map of Central Asia.

In February 2002, negotiations to end the most dangerous confrontation of Colombia's decades of civil war collapsed. Nearly four years earlier, the newly-inaugurated President Andrés Pastrana had opened talks with the country's major remaining rebel groups, the Fuerzas Armadas Revolucionarias de Colombia-Ejército del Pueblo (FARC) and the Ejército de Liberación Nacional (ELN), with great enthusiasm and hope. But the fighting never ended while the talks sputtered on, and the country now appears headed for a new round of violence in its cities and against its infrastructure. The international community is concerned about the implications not only for Colombia's people and its democratic institutions, but also wider regional stability.

2719. Serbia: Military Intervention Threatens Democratic Reform

The Yugoslav Army's arrest on 14 March 2002 of a leading Serbian politician and a U.S. diplomat signals that for the first time the Army has openly entered the political arena and is explicitly attempting to set limits on political debate and policy. Serbian politicians will cross those red lines at their peril. The nationalist, conservative and corrupt military, which as the incident demonstrates is at least substantially beyond civilian control, seems intent on protecting important elements of the Milosevic legacy and is apparently now prepared to intervene more openly to influence negatively a broad range of policies, including the domestic reform agenda, cooperation with the Hague Tribunal, and relations with neighbouring countries. That Serbia is struggling to decide whether its course is toward the European mainstream or the reactionary polity of a Belarus should be of great concern to the international community.

2720. Indonesia: The Search for Peace in Maluku

The fighting that broke out between Christians and Muslims in Ambon, the capital of Indonesia's Maluku province, on 19 January 1999 triggered a virtual civil war that soon spread to other parts of the province. At least 5,000 people (perhaps as many as 10,000) have been killed and close to 700,000 – almost one-third of the population of 2.1 million – became refugees. Peace has yet to be achieved although violence has declined sharply during the last year. Refugees are beginning to return to predominantly Muslim North Maluku (which was separated from the old Maluku province in September 1999) but tensions remain high in Ambon and surrounding islands that are the core of the new Maluku province.

For more than a decade, bemoaning the many roadblocks to reforming important aspect of German politics has become commonplace. Explanations emphasize formal and informal veto points, such as the role of political institutions and the lack of elite and societal support for reform initiatives. Against this background, I was interested in factors that place policy issues on the political agenda and follow up with concrete courses of action; i.e., in factors that lead to a disentangling of the reform gridlock. I emphasize the importance of agenda setting in the emergence of higher education reform in Germany. Globalization, European integration and domestic pressures combined to create new pressures for change. In response, an advocacy coalition of old and new political actors has introduced a drawn-out and ongoing process of value reorientation in the direction of competition, including international competition, and greater autonomy. The result has been a burst of activities, some moderate, some more far-reaching in their potential to restructure German higher education.

The EU enlargement process and its consequences are decisively influenced by material national interests and state power. Current EU leaders promote accession primarily because they believe it to be in their longterm economic and geopolitical interest, and applicant states embark on the laborious accession process because EU membership brings tremendous economic and geopolitical benefits, particularly as compared exclusion as others move forward. As in previous rounds of EU enlargement, patterns of asymmetrical interdependence dictate that the applicants compromise more on the margin—thereby contributing to a subjective sense of loss among those countries (the applicants) that benefit most. Domestic distributional conflict is exacerbated everywhere, but the losses are in most cases limited, inevitable and, in the longer term, even beneficial. Once in, we should expect applicant states, like their predecessors, to deploy their voting and veto power in an effort to transfer resources to themselves. While overrepresentation of smaller states gives the applicants an impressive number of votes, the lack of new “grand projects” essential to existing members, the diversity of the new members, and above all, the increasingly flexible decision-making structure of the EU, will make it difficult for the new members to prevail.

A striking feature of OECD labor markets in the 1990s has been the very rapid increase of temporary agency work. We augment the equilibrium unemployment model as developed by Pissarides and Mortensen with temporary work agencies in order to focus on their role as matching intermediaries and to examine the aggregate impact on employment. Our model implies that the improvement in the matching efficiency of agencies led to the emergence and growth of temporary agency work. We also show that temporary agency work does not necessarily crowd out other jobs.

In spite of domestic and international political changes, French and German foreign policies have displayed high degrees of continuity between the late 1950s and the mid-1990s. Over the same time period, the directions of the two states' foreign policies have also continued to differ from each other. Why do states similar in many respects often part ways in what they want and do? This article argues that the French and German national role conceptions (NRCs) account for both of these continuities. NRCs are domestically shared understandings regarding the proper role and purpose of one's own state as a social collectivity in the international arena. As internal reference systems, they affect national interests and foreign policies. This article reestablishes the NRC concept, empirically codes it for France and Germany for the time period under consideration, and demonstrates comparatively how different NRCs lead to varying interests and policies across the major policy areas in security, defense, and armament.

Citizens and their leaders around the world have long recognized the risk of corruption. Corruption diverts scarce resources from necessary public services, and instead puts it in the pockets of politicians, middlemen and illicit contractors, while ensuring that the poor do not receive the benefits of this "system". The consequences of corruption globally have been clear: unequal access to public services and justice, reduced investor confidence, continued poverty, and even violence and overthrow of governments. A high level of corruption is a singularly pernicious societal problem that also undermines the rule of law and citizen confidence in democratic institutions.

In 1992, The Carter Center hosted a conference for Global Development Cooperation. The purpose of the conference was to identify specific and practical ways to improve development cooperation on a global scale. President Carter and United Nations Secretary-General Boutros Boutros-Ghali co-chaired the event, which convened world leaders, development experts, and representatives from donor institutions, developing nations, international organizations, nongovernmental organizations, private foundations, and the private sector. In the ensuing decade, the need for improved development cooperation was central to the formulation of strategies designed to reduce human suffering and narrow disparities.

This article presents conceptual tools to analyse interest representation in the European Union. On the European level, no formal system of representation can be found, but rather a patchwork of representation modes. These modes are influenced by forms of political exchange specific for each country and each political domain, which interact with opportunity structures at the European level. Analysing interest representation in a system of governance, either national, European or international requires taking into account the relations which link interest groups with political and bureaucratic actors at the national level, acknowledging the changes in these relations and to insert all that in a system of governance where actors must find solutions to problems in the management of public policies and not to forget political power games and hierarchies amongst actors. The first part of the article analyses briefly the development of interest group studies in comparative politics as well as in international relations and presents the attempts to systematize these studies undertaken since the 1990. In the second part, I analyse more specifically the network approach, which allows to overcome the cleavage between pluralism and neocorporatism in the study of the relationships between interest groups and state actors. In presenting a critical analysis of the general ideas of the network approach, I propose specific conceptual instruments helping to structure research on interest groups in the European Union.

Abstract:
This paper aims to review the "state of the art" for examining EU-member state relations. It recognises first of all that EU-member state relationships are interactive. Member states are key actors in making EU policy, and their role in this process is central to policy-making studies. However, European integration has an important impact upon the member states: the phenomenon that has come to be termed Europeanization. We review the literatures concerned with these two directions of flow: the analytical issues raised and the theoretical perspectives deployed. We then turn to the empirical literature on EU-member state relationships, and how it operationalises the theoretical literatures (if at all). This empirical literature tends to be organised in two ways: individual or comparative studies of member states' relationships with the EU; or studies of the impact of the EU on types of political actor/institution or on policy areas/sectors. We review both these literatures. On the basis of the identified strengths and weaknesses in the different literatures examined, we suggest a research agenda for future theoretical and empirical work.

For some time I have been concerned with what I see as our growing inability to envisage in political terms the problems facing our societies: that is, to see them as problems the solutions to which entail not just technical but political decisions. These decisions would be made between real alternatives, the existence of which implied the presence of conflicting but legitimate projects of how to organize our common life. We appear to be witnessing not the end of history but the end of politics. Is this not the message of recent trends in political theory and sociology, as well as of the practices of mainstream political parties? They all claim that the adversarial model of politics has become obsolete and that we have entered a new phase of reflexive modernity, one in which an inclusive consensus can be built around a 'radical centre'. All those who disagree with this consensus are dismissed as archaic or condemned as evil. Morality has been promoted to the position of a master narrative; as such, it replaces discredited political and social discourses as a framework for collective action. Morality is rapidly becoming the only legitimate vocabulary: we are now urged to think not in terms of right and left, but of right and wrong.

This article concentrates in providing an answer to two deeply related questions: is the study of International Relations (IR) and Comparative Politics (CP), in methodological and theoretical terms, intrinsically different, essentially identical, or complementary?, and thus, should we see IR as an autonomous and isolated field of study, as a sub-field of CP, or are both IR and CP valid and deeply related areas of study of Political Science (PS)? To answer these questions, the article is divided in three sections. The first section concentrates on the validity of IR as a field of study. The second section is devoted to discuss the methodological compatibility (or not) between IR and CP, using one central theoretical issue as a case of study: the sources of origins of state motivations as explanatory variable of state actions (specifically cooperation or conflict. Finally, the third and last section to the article presents some insights on how IR theories can be linked, and to certain degree improved, taking into account CP theories, using the example of state preferences developed in the second section. The article concludes that IR and CP theories are very similar in methodological and theoretical terms, and thus, they can complement and cross-fertilize each other, "cooperating" to construct better explanations of the actions of political actors in the domestic and international systems.

How do states choose their foreign policies? Most foreign policy analysis relies on structuralist reasoning to answer this question. Realist theory emphasizes a nation's position in the international distribution of power. A second approach focuses on domestic factors and stresses a country's political institutions. Both traditions focus on constraints on state behavior. The future of foreign policy analysis lies in finding ways to incorporate politics and choice into structuralist reasoning. Three main solutions have been proposed: theories that focus on how international pressures affect competing domestic coalitions, rational choices theories that analyze "two level games," and constructivism. This paper proposes an alternative model that views politicians as political entrepreneurs who seek to consolidate domestic power in national arenas that are conditioned by international constraints. The approach is developed and illustrated in a discussion of foreign policy choice in the United States.

This paper represents an introductory and partial review of the literature on elite politics and their use of myths and symbols for legitimacy. My full project will explain the connection (or relationship) between religious elites and political elites, the use of religious myths, symbols or ritual to generate nationalism, and political legitimacy. This project requires that I bring together a number of different fields that examine elites and nationalism, as well as the literature on myths and symbols. This includes work in international relations, comparative politics, culture/ethnicity, and religion. The starting point of most of the literature that looks at elite politics and nationalism (whether this is stated or not) is that politics becomes problematic when political institutions are weak. I will provide an overview of this broad literature to start with; then I will give a condensed look at some other positions that examine why competitive elite politics may generate nationalism; where nationalist symbology comes from; and the different roles religious elites may play in nationalist conflict; and finish with a description of how I see the relationship between religion, politics, myths and nationalism. You will see that my position is unique, yet combines elements from the other fields of inquiry.

This article seeks to explain the success or failure of Latin American labor-based parties in adapting to the contemporary challenges of economic liberalization and working class decline. It focuses on party organization, and specifically, on informal and under-institutionalized organizational forms. The article's central claim is that under-institutionalized organizational structures may facilitate party adaptation in a context of environmental crisis. Thus, mass populist parties, which lack the bureaucratic constraints that tend to inhibit change in better institutionalized labor-based parties, may possess a distinctive advantage in the neoliberal period. Although these parties' deep roots in society provide them with relative electoral stability, other populist legacies, such as fluid internal structures, non-bureaucratic hierarchies, and centralized leaderships, yield a high degree of strategic flexibility. The article applies this argument to the case of the Argentine Justicialista Party (PJ), a mass populist party that adapted with striking success in the 1980s and 1990s. In the coalitional realm, the poorly institutionalized nature of the PJ's party-union linkage allowed reformers to easily dismantle traditional mechanisms of labor participation, which contributed to the PJ's rapid transformation from a labor-dominated party into a patronage-based party. In the programmatic realm, the PJ's non-bureaucratic hierarchy and under-institutionalized leadership bodies provided President Carlos Menem with substantial room for maneuver in carrying out a neoliberal strategy that, while at odds with Peronism's traditional program, was critical to the party's survival as a major political force.

<p> Since the end of the Cold War, intrastate conflicts have increased worldwide. Poverty, the struggle for scarce resources, declining standards of living, ethnic rivalries and divisions, political repression by authoritarian governments, and rapid social and economic modernization—all these factors contribute to intrastate conflicts. <br /><br /> All intrastate conflicts share a set of common characteristics that have major implications for women and gender relations. First, the belligerent parties deliberately inflict violence on civilian populations. Second, the intrastate conflicts displace substantial numbers of people, mostly women and children. Third, women’s participation in war contributes to the redefinition of their identities and traditional roles. Fourth, there is usually a conscious attempt to destroy the supporting civilian infrastructure, leading to increased poverty and starvation. WOMEN'S ORGANIZATIONS proliferated during and after the civil war that ravaged El Salvador from 1979 through 1991. By war's end, more than a hundred different women's organizations existed in El Salvador, each generating local and regional projects and frequently working in the national political arena as well. Unlike women's movements in other Latin American nations, the women's movement in El Salvador has grown stronger in the post conflict period of emerging democracy. The two movements—democracy and women's rights—appear to be mutually supportive. The case of El Salvador suggests that helping women's groups establish autonomy and stability during, rather than following, a conflict may be crucial to ensuring future women's activism and a vital democratic civil society.

The question of how the substance of politics helps shape legislative coalitions and bases of support has been displaced from the center of studies of Congress since the publication of pioneering work in the 1960s and early 1970s. Seeking to revive this research program, we apply an original coding scheme in tandem with a factor analytic analysis of voting and policy space to the period spanning the last years of the Hoover presidency to the start of Eisenhower's. Investigating legislator parameters—the dimensions of voting space—and roll call parameters—the dimensions of policy space—the paper confirms the strong independent impact of the substance of policy on the political decisions of legislators and reveals an issue-specific concatenation of party and region that altered over the course of the period.

2747. Global Humanitarian Emergencies: Trends and Projections, 1999-2000

Both the number and intensity of humanitarian emergencies, as well as the number of people in need, will remain at about the same high level or even increase somewhat by December 2000- testing the capacity and willingness of the international donor community to respond adequately. According to the US Committee for Refugees, roughly 35 million people are in need of emergency humanitarian assistance. There are twenty-four ongoing humanitarian emergencies and new or renewed emergencies could appear in the Balkans, Sub-Saharan Africa, Russia, and/or Central America. Humanitarian conditions throughout the former Yugoslavia, Haiti, Iraq, and North Korea will continue to have a particularly significant impact upon regional stability, as well as on the strategic interests of major outside powers. Conditions are likely to worsen in Angola, Colombia, Ethiopia, Somalia, and the Republic of Serbia within the Federal Republic of Yugoslavia (FRY), excluding the province of Kosovo. The current drought in the Horn of Africa may induce a famine as severe as that of the mid-1980s. The humanitarian situations in the Democratic Republic of the Congo (DROC) and Sierra Leone are unlikely to improve significantly even if pending peace accords hold, and could worsen considerably if such accords were to fail. In addition to the emergencies cited above, several other major countries and regions may experience conflict, political instability, sudden economic crises, or technological or natural disasters- leading to new or renewed humanitarian emergencies: Resumed hostilities between India and Pakistan that expanded beyond the borders of Kashmir, as they did in previous conflicts, would displace a million or more people on both sides of the border. The countries of Central America and the Caribbean that were battered by hurricanes in 1998- especially Honduras, Nicaragua, Dominican Republic, and Haiti-remain vulnerable to weather-induced disasters. Internal ethnic conflict would create substantial humanitarian needs in The Former Yugoslav Republic of Macedonia (FYROM). The possibility of additional sudden economic emergencies also cannot be discounted. In Russia, drought threatens the grain harvest, and unless the outlook improves, Moscow will again need large-scale food assistance. Despite Nigeria's turn toward democracy, escalating conflict in the oil-rich Niger River Delta region could lead to widespread refugee flows into neighboring countries. The possible effects of widespread Y2K-related difficulties could aggravate current humanitarian emergencies or lead to new emergencies. The overall demand for emergency humanitarian assistance through December 2000 may exceed the willingness of major donor countries to respond. Overall funding for ongoing emergencies has probably temporarily spiked upward owing to Hurricane Mitch and Kosovo. Nevertheless, the focus on the Balkans could detract attention and resources from other regions with extensive humanitarian needs. Absent major new emergencies, the longer-term funding trend is likely to continue downward, increasing the shortfall. Government funding is likely to decline fastest for long-lasting conflicts where attempts at political resolution continue to fail.

The Milosevic regime was a classic example of what has been called a “democradura,” i.e., a system which combined some of the mechanisms of democracy (with the result that Milosevic's Socialists were, at one point, forced to enter into a coalition with Seselj's Radicals, in order to form a government) with many overtly authoritarian features (among which one might mention the constriction of press freedom, the use of the police against the political opposition, and systematic violations of human rights). It was also a regime which drew its energy from the manipulation of Serbian nationalism, even if, as has been argued, Milosevic himself was not an ideological nationalist. To the extent that xenophobia lay at the heart of Serbian nationalism, the regime found itself relying on an ideology which consisted of an explicit repudiation of such values as tolerance, equality of peoples, respect for the harm principle, and individual rights.

The Polish nation had experienced both Nazism and communism. These were not equal experiences, and social memory about them differs to a considerable degree. In order to perform such an operation, it would be necessary to halt history in June 1941. Since it is impossible to stop history in order to examine the period from mid-September 1939 to June 1941, it is helpful to study Polish recollections of their experiences so as to understand their continued impact on national history and memory.

While the regional level of authority has gained much attention in recent years in Western Europe, Eastern Europe is still emerging from decades of centralization and homogenization under communism. Several post-communist countries, however, have taken steps toward administrative decentralization and territorial regionalization. This article explores possible reasons for taking these steps and traces the progress of administrative and territorial reform in two post-communist cases: Poland and the Czech Republic. The conclusion considers several implications of these reforms for domestic politics and foreign relations.
