2601. Issues Matter: Social Attributes, Political Predispositions, and Issues Influence Voting

Abstract:
To clarify the relative impacts of economic and social issues, this study analyzes a 1992 election night survey assessing how social attributes, ideological selfdesignation (liberal, centrist, conservative), party identification (Democrat, Independent, Republican), and the issues influenced the voters' choices. Residents of coastal regions, women, paid workers, and first time workers leaned toward a liberal ideology whereas ethnic minorities, older people, and poor people espoused a Democratic identification. Ideology had a direct effect on party identification, which had a very strong direct effect on vote. A latent structure analysis of the issues produced a Left-Center-Right classification. The Right is more ideologically consistent than the Left; Clinton got much of the Center's vote and this led to his victory. The issues, combined and separate, influenced the vote. The economic issue had a stronger effect on the Clinton vote than issues of health care reform, the environment, and lack of concern about a candidate's character. The character issue may be rooted in women's health issues: pro-life respondents may disparage the character of pro-choice candidates. The economic issue had little effect on the Perot vote (relative to that for Bush), whereas reform, the environment, and lack of concern about character distinguished Perot voters from Bush voters. Interactions among the issues indicated that Democratic advocacy of environmental protection somewhat weakened the effect of a negative campaign directed against Clinton's character.

Abstract:
Chengdu, the provincial capital of Sichuan, has undergone rapid transformation during China's post-reform period between 1978 and 2003. One of the leading cities in southwest China, Chengdu is second only to Chongqing in population. Chengdu anchors one end of the Chongqing-Chengdu urban corridor, the fourth most populous urban cluster in China. Although the upgrading of Chongqing Municipality to the equivalent of provincial status in 1997 has increased the city's profile and potential as an administrative, land transportation, and manufacturing center, it is expected that Chengdu's regional and strategic importance as a service and high-tech center will increase in the future. With increased economic specialization among Chinese cities, it is expected that Chengdu and Chongqing cities will increasingly complement each other in terms of function, both enhancing their developmental prospects as a result. Further, the development of western China is a major objective of the Tenth Five Year Plan. The “Go West” policy was introduced in 1999.

Abstract:
Despite skepticism about official economic statistics, there is little doubt that China since 1978 has undergone an economic transformation of historic proportions. This outcome stands in stark opposition to arguments that were once widely accepted in several scholarly communities, and which are still highly influential even today. In the early 1980s there was wide agreement that “partial” reform, under a single party dictatorship that sought indefinitely to preserve public ownership, was a recipe for failure. China specialists, students of comparative economic systems, and economists who advised governments and international agencies about postcommunist restructuring in Eurasia were initially in broad agreement on this point.

The complexity of democracy is both its defect and its virtue. As an idealized conception, democracy promotes equitable social order through the counter play of interests while the rule of law protects individual citizens from the arbitrariness of the state. In practice, matters are considerably more ambiguous. Contradictions exist between theory and action; the power and privileges of some people invariably make them "more equal" than hers—social equity being a relative term. Even so, belief that democracy renders "the greatest good for the greatest number" constitutes the orthodox faith of contemporary civil religion. "No one pretends that democracy is perfect or all wise," noted Winston Churchill in his oft-quoted observation. "Indeed, it has been said that democracy is the worst form of government, except for all the others that have been tried from time to time."

2605. The Prospects for Political Reform in China: Religious and Political Expression

Religion is flourishing in China today. After being severely restricted in the first decade and a half of the Maoist era, virtually all forms of public religious practice were suppressed during the Cultural Revolution and replaced by a quasi-religious cult of Mao, complete with sacred texts (the Little Red Book), rituals, and claims of miracles. But the Mao cult imploded amid the chaos of the Cultural Revolution. After the death of Mao and the overthrow of his close associates, the Deng Xiaoping regime relaxed restrictions on religious practice; and the freedoms of an expanding market economy made the remaining restrictions easy to subvert. In this environment, hundreds of religious flowers began to bloom, some of them replications of pre-revolutionary religious forms, many others new mutations of the old. According to the government's own—almost certainly underestimated—figures, there are over 100 million religious believers in China today. The real number is probably several times as large.

The 11 September 2001 attacks in the U.S. and revelations that the al-Qaeda network made extensive use of charitable institutions to raise funds for its operations, have reinforced concerns about the relationship between Islamic social welfare activism and terrorism. The Palestinian Islamic Resistance Movement (Hamas), which has conducted a series of devastating armed attacks during the current conflict, particularly against Israeli civilian targets, and which supports an extensive network of social welfare organizations in the West Bank and Gaza Strip, has come in for particular scrutiny.

The impassioned controversy that surrounded the decision to invade Iraq had the unfortunate consequence of impeding coordination of humanitarian relief operations. Now that the war has begun, it is important to deal with the urgent task of meeting the needs of the Iraqi people. That will require steps by those who were opposed to the war, in particular European governments and NGOs, to agree to work in close coordination with the United States and put their plans and their funding on the table. And it will require steps by the United States to eschew a dominant role in the post-conflict humanitarian effort and hand coordination over to the United Nations.

Georgia's political crisis, which climaxed in the forced resignation of President Eduard Shevardnadze on 23 November 2003, is not over yet and could still lead to violence and the country's disintegration. Georgia, in other words, is still pre-conflict, not post- conflict, and exceptional international action is required to contain the potential for chaos. Washington, which quietly supported what U.S. media called the “Rose Revolution”, has promised aid for organisation of the presidential election on 4 January 2004, as has the European Union; other donors should follow suit, and the international community should maintain this support through the equally important and potentially more contentious legislative elections in the spring.

The terrorist acts in the United States on 11 September 2001 have prompted an ongoing discussion of how international engagement, in all its aspects, can undermine Islamist radicalism and promote religious tolerance. New attention to Central Asia after 9/11, including a Western military presence, has also focused minds on whether the region is at serious threat from Islamist radicalism and what can be done about it. This report examines the attitudes of Central Asian Muslims to the West, based on public opinion surveys and interviews in Uzbekistan, Kyrgyzstan and Tajikistan, and offers a range of policy options for closer engagement with Islam and approaches that might reduce support for radical alternatives to present regimes.

For the foreseeable future, Iraq's security will be in the hands of Coalition forces. As a result, how the Coalition Provisional Authority (CPA) chose to deal with the country's former military and how it is now going about starting up a new army may not have immediate security implications. But both courses have decisive political implications, and both appear, at a minimum, to have been poorly thought out and recklessly implemented. They heighten the risk that the Sunni population will be further alienated, that the military will be perceived as a prolongation of, rather than a substitute for, the occupation and that, far from helping to forge a new collective national identity, it will become an arena for renewed internal political, sectarian and ethnic conflict. A significant course correction is required in order to lay the foundations for a stable, and stabilising, indigenous security structure.

The Albanian-majority Presevo Valley in southern Serbia is one of the few conflict resolution success stories in the former Yugoslavia. Yet tensions linger, and a series of violent incidents in August and September 2003 demonstrated that the peace can still unravel. Serbia's stalled reform process is preventing the political and economic changes that are needed to move forward on many critical issues in the area, and there is a general sense among local Albanians that peace has not delivered what it promised: an end to tensions with Serb security forces and prosperity.

More than any of his predecessors, President Alvaro Uribe has made combating the insurgents the overriding priority and defining objective of the Colombian government. Through modest achievements on the ground a sense of public security has begun to be re-established. However, Uribe's "Democratic Security Policy" (DSP), the long-term strategy promised to lend coherence to the security effort, has been stalled for nearly a year by political infighting and fundamental arguments over how best to bring the 40-year conflict to a close. Without some serious modifications, it is doubtful that it will achieve its goal.

Making another attempt to unite the divided city of Mostar has become, unexpectedly but appropriately, a very high international priority in Bosnia " Herzegovina (BiH) in 2003. By late summer, it had come to be ranked by High Representative Paddy Ashdown among his four major projects for structural reform. In each case, the High Representative appointed a foreign chairman to lead commissions composed of domestic representatives and charged with finding statebuilding solutions in the symbolically or substantively important realms of defence, intelligence, indirect taxation - and Mostar. All aim to unify divided and dysfunctional institutions. The first three commissions, which have already reported and whose draft legislation is proceeding through the various parliaments, have also sought to empower the state over the entities and their respective national establishments.

Recent events require that policymakers revise substantially the conventional assessment that Macedonia is the foremost political “success story” of the Balkans. In fact, it is an underperforming post-conflict country still very much at risk, unable to tackle – operationally or politically -- its security challenges without upsetting an uncertain ethnic balance. Clear-eyed analysis of the dynamics driving unrest, from criminality and weak policing to an equally weak economy and corruption, is needed if a country that narrowly avoided war in 2001 is to secure long-term stability. Specifically, Macedonia cannot yet safely do without the presence of an international security force.

The massive car bomb in Najaf on 29 August 2003, which took the lives of over 90 Iraqis, including the prominent cleric Ayatollah Mohammad Baqir al-Hakim, has put renewed focus on the fate of the country's Shiites. The attack comes in the wake of the attempted killing of other prominent clerics, including Grand Ayatollah Mohammad Saed Al-Tabatab'i al-Hakim, al-Hakim's uncle. Although it is too soon to assign blame, it is not too soon to assess potential consequences: a heightened sense of insecurity; anger, directed both at the former regime and at the current occupiers; intensified intra-Shiite rivalry; and a growing risk of sectarian conflict as militias loyal to different groups vie for control.

2626. Two To Tango: An Agenda For The New Kosovo SRSG

A new Special Representative of the Secretary General (SRSG), former Finnish Prime Minister Harri Holkeri, has taken up his post at the helm of the United Nations Interim Administration Mission in Kosovo (UNMIK). While UNMIK is in its fourth year, the current period is one of the most sensitive since the war. The province's elected Provisional Institutions of Self-Government (PISG) are gradually gaining more responsibility, and final status discussions are approaching. However, recent security incidents, including the killings of a UN police officer and two Kosovo Serb teenagers in August 2003, are a stark reminder that stability is not yet deep-rooted. Frustration is growing with the poor state of the economy and the delay of the international community in addressing status. In the midst of these challenges, the crucial relationship between UNMIK and the PISG has become dangerously strained. Holkeri will need to come quickly to terms with the legacy of confrontation and tension left by his predecessor, Michael Steiner, and instil in his team a new attitude of respect for PISG and a reflex for consultation rather than unilateral action.

The horrific bombing of the UN headquarters in Baghdad on 19 August 2003 has focused renewed attention on the question of who, if anyone, is capable of governing Iraq in the current highly volatile environment and, in particular, on what ought to be the respective roles, during the occupation period, of the Coalition Provisional Authority (CPA), the Interim Governing Council and the United Nations. This report proposes a new distribution of authority between the three - potentially acceptable to the United States, the wider international community and the majority of Iraqis - which would enable Iraq's transitional problems, including the critical issue of security, to be much more effectively addressed.

2628. Moldova: No Quick Fix

Abstract:
The conflict in the Transdniestrian region of the Republic of Moldova is not as charged with ethnic hatred and ancient grievances as others in the area of the Organisation for Security and Cooperation in Europe (OSCE), and it is more conducive to a sustainable settlement. However, a "quick fix" in 2003, as envisaged by the Dutch Chairmanship of the OSCE, is also unlikely. To reach the sustainable agreement that is required if the forthcoming European Union (EU) enlargement is not to be compromised by a nearly open border with international crime and serious poverty, a comprehensive approach is needed that takes into account the root causes of the original conflict and the factors that have blocked the settlement process since 1992.

Prospects for an enduring peace in Afghanistan are still fragile despite progress since the ouster of the Taliban in December 2001. A key obstacle is the perception of many ethnic Pashtuns that they lack meaningful representation in the central government, particularly in its security institutions. Other factors contributing to growing alienation from the Bonn political process include continued violence against Pashtuns in parts of the north and west, heavy-handed search operations and collaboration with abusive commanders by the U.S.-led Coalition, and impediments to trade in the southern and eastern provinces. Unless measures are taken to address these grievances and ensure that a more representative government emerges from the forthcoming election, there will be a greater likelihood of the political process ending in failure.

2630. The Israeli-Palestinian Roadmap: What a Settlement Freeze Means and Why it Matters

Settlement expansion in the Palestinian occupied territories is endangering the viability of the Roadmap and, most importantly, of the two-state solution it contemplates and which forms the core of President Bush's stated vision. Freezing settlements is not the Roadmap's only requirement and, to Israelis, may not appear as the central one. But unless action is urgently taken, there is a serious risk that Israeli steps will jeopardise any realistic prospect of a fair and sustainable territorial solution. The seriousness of President Bush and the wider international community about the objective of achieving a two-state solution must be matched by an equal commitment to halting the settlement enterprise that is jeopardising it.

Few political actors in the Middle East have seen their environment as thoroughly affected by recent events in the region as Hizbollah, the Lebanese political-military organisation that first came on the scene in the mid-1980s. In U.S. political circles, calls for action against Hizbollah, which is accused of global terrorist activity, are heard increasingly. The return of the nationalist parties to power after the October 2002 general elections in Bosnia Herzegovina (BiH) was widely assessed as a calamity. Some observers went so far as to claim that it signified the failure of the international peace-building mission over the previous seven years. But the new High Representative, Paddy Ashdown, refused to be downcast. Not only was the nationalists' victory narrow, but he was confident he could work with them if they proved faithful to their pre-election pledges to embrace the reform agenda he had been charting since taking office in May 2002. This agenda seeks to make up for lost time: implementing the economic, legal and governance reforms required both to make BiH a prosperous, lawful and peaceable state and to set the country on track for European integration. Lord Ashdown aims to put himself out of a job by putting BiH on the road to the EU.

In April 2001, Susilo Bambang Yudhoyono, Indonesia's Coordinating Minister of Security and Political Affairs, gave a long interview on Aceh to Media Indonesia, a Jakarta newspaper. The interview appeared just after a presidential instruction had been issued authorising military action as part of a comprehensive strategy to address the Aceh problem. Yudhoyono stressed that social discontent was at the heart of any insurgency and that winning hearts and minds of the local population was the primary goal of a counterinsurgency strategy, so as to reduce local support for the separatists. “Our brothers and sisters in Aceh want respect, justice, and prosperity”, he said.

To avoid future instability, Central Asian states need to re-examine their policies towards Islam and step back from reliance on repression. Seventy years of Soviet rule in Central Asia did not crush Islam but it had a profound effect in secularising society and political elites. Nevertheless, after independence there was a surge of interest in Islam, including the emergence of political Islamist groups seeking to challenge the secular nature of these new states. In late April 2001, lethal provocations by elements of Algeria's National Gendarmerie triggered protracted and deadly rioting in Kabylia. That the unrest from Kabylia's Black Spring continues to this day reflects the political system's nation-wide failure to adopt reforms that address its deficit of democratic representation. Neither the regime, nor the Kabyle political parties nor the so-called "Coordinations" that lead the protest movement in the region has to date proposed a serious formula for ending the impasse. The recent invitation by the new head of the government, Ahmed Ouyahia, to the protest movement to engage in dialogue over its platform is a welcome, if belated, development. But more will be needed to enable the Algerian polity to resolve what is much more a national problem than the local or ethnic disturbance it is often mistakenly portrayed as.

Yet the government announced on 10 April 2003 that its major policy goal is to join the EU in 2009, in the blind faith that the processes of European integration will themselves provide Bosnia with remedies for its wartime and post-war enfeeblement. The Thessaloniki summit meeting between the heads of state or government of the EU members and the Western Balkan states to be held on 21 June is likely to throw some cold water on their ambitions.

Despite King Gyanendra's appointment of a new prime minister in June 2003, Nepal remains in a deepening political crisis. By turns conciliatory and confrontational, its royalist government, the Maoist insurgents and the recently ousted political parties have all proven capable of derailing the peace process if their concerns are not addressed. With political parties shut out of peace talks and the palace continuing efforts to keep them off balance and marginalised, party activists have increasingly taken to the streets. A simple but effective formula exists for peace in diverse societies. It consists of a civic contract: the government recognises and supports special rights for minorities, and minorities acknowledge the authority of the government. No elements of such a contract currently exist in Kosovo. The Albanians remain reluctant to support enhanced rights for the Serb minority, and the Serb community does not recognise the authority of Kosovo's institutions. Moreover, Kosovo is not a state and the future status of the province remains unresolved. After four years of United Nations authority in Kosovo, the foundation of this civic contract and of sustainable peace has not been laid.

It is time for new policies and new approaches on Montenegro. International engagement with that republic in recent years has brought significant positive results. It bolstered the pro-Western government of Djukanovic when it faced the threat from Milosevic. It has helped promote reforms that have set Montenegro on the way to becoming a modern democracy, with a market economy and an independent, effective criminal justice system. However, efforts to promote regional stability have been hampered by an unnecessary obsession with keeping Montenegro and Serbia in a single state. The international community's overriding interest in the region should be to find stable, long-term solutions. Cobbling together interim solutions that lack legitimacy for those who must implement them and that are unlikely, therefore, to be functional in practice, is not the way to build stability.

Political feuding virtually paralysed the Albanian government in the first half of 2002, until the European Parliament brokered an agreement between the main political parties which led to the election of retired army general Alfred Moisiu as the consensus choice for president. Although the 73-year-old Moisiu leans to the right, he has pledged to represent all Albanians equally. After a long period of confrontation, the country entered a phase of political dialogue. The opposition Democratic Party (DP) ended its boycott of local government institutions and began to work with the ruling Socialist Party (SP). In August 2002 parliament voted in a new Socialist-led government with the SP chairman, Fatos Nano, as Prime Minister for a third time. By early 2003, however, this unusual consensus appeared to have unravelled, returning politics to its more normal fractiousness. Political tensions are expected to rise as October local elections approach.

The assassination of Serbian Premier Zoran Djindjic on 12 March 2003 means that Serbia has lost its most skilful and realistic politician. The great question is whether the assassination provides a catalyst that energises the governing coalition to restart the longstalled reform process and thoroughly clean out the interlocking nexus of organised crime, war criminals, and police and army officers hiding behind "nationalist-patriotic" slogans and organisations. There are some initially encouraging signs: the police appear to be energetically pursuing the prime suspects, and sweeping reforms of the military have been promised. Djindjic's successor, Zoran Zivkovic, has yet to acquire his predecessor's authority, however, and he will need encouragement . both carrots and sticks . from the international community to hold the course that should have been pursued from October 2000.
