2551. The United States, China, and Taiwan: A Future With Hope

Abstract:
You have clearly worked over the complicated relationship between Taiwan and China. I can only try to build on what Dr. Lin Chong--pin and Mr. Rostow have already described so lucidly. I would like to point out first that China chooses, for both tactical and emotional reasons, to place a special heavy emphasis on its relationship with Taiwan and to its point that Taiwan is part of China. Emotional, because this stirs up nationalism among a skeptical Chinese elite who have lost ideology. Tactical, because driving home the unity and sovereignty themes forces the U.S. on the defensive, i.e., the U.S. interferes in China's internal affairs, a cardinal sin in China's own lexicon. In reality, however, China has been practical. For almost fifty years Chinese propaganda has focused on Taiwan as a pure target, but objective circumstances have changed and so has China's strategy. China took over the Ta Chen Islands peacefully in 1954, its last significant territorial acquisition in the Taiwan Strait. Its later more militaristic approach against a well--defended Quemoy (Chin men) failed in 1958, and China retreated with much bluster and firing of cannons, many of them empty.

The title of my contribution to this discussion raises a point that is easy to overlook in discussions relating to the legal status of the Republic of China (ROC) on Taiwan. The range of options across the Strait is not confined, as the title of this conference suggests, to the reunification of China or Taiwan's independence, although either of these is obviously a possibility. A more likely option, in my judgment, is some future status for the ROC which involves neither incorporation into the People's Republic of China nor the challenging step of a declaration of “independence” as the Republic of Taiwan. This third option embraces a multiplicity of status shadings involving a continuing evolution of the ROC's current status of de facto independence. It is this option that I would like to address.

Abstract:
American global power – military, economic, technological, cultural, and political – is one of the great realities of our age. Never before has one country been so powerful and unrivaled. The United States began the 1990s as the world's only superpower and its advantages continued to grow through the decade. After the Cold War, the United States reduced its military spending at a slower rate than other countries and its economy grew at a faster pace. The globalization of the world economy has reinforced American economic and political dominance. No ideological challengers are in site. More recently, in response to terrorist attacks, the United States has embarked on a massive military buildup. In the recent National Security Strategy, the Bush administration has articulated an ambitious and provocative global military role for the United States in confronting new-age threats. Overall, American power advantages are multidimensional, unprecedented, and unlikely to disappear any time soon. The world has taken notice of these developments. Indeed, the post-Cold War rise of American power -- what might be called the rise of American "unipolarity" -- has unsettled world politics. Governments everywhere are worried about the uncertainties and insecurities that appear to flow from such extreme and unprecedented disparities of power. The shifting global security environment – triggered by the terrorist attacks of September 11th –also has conspired to upset old relationships and expectations. The American invasions of Afghanistan and Iraq have put American power on display and raised far-reaching questions about the use of force, alliances, weapons of mass destruction, sovereignty and interventionism. The world is in the midst of a great geopolitical adjustment process. Governments are trying to figure out how an American-centered unipolar order will operate. How will the United States use its power? Will a unipolar world be built around rules and institutions or the unilateral exercise of American power? This global worry about how a unipolar world will operate – in which the most basic questions about the character of world politics are at stake, namely, who benefits and who commands – is the not-so-hidden subtext of all the recent controversies in America's relations with the rest of the world. The question posed in this report is: how are the major countries around the world responding to American global preeminence? Overall, strategies and policies are mostly still in flux around the world. Responses up to now have been mostly ad hoc. Governments are learning, adapting, negotiating, and reacting – thus it is not possible to identify fixed "strategies of response." This report seeks to help us understand these evolving responses in two ways: first, it will provide conceptual tools to identify and track strategic responses by major states to American preeminence, and second, it will offer some preliminary characterizations of the patterns of response, particularly by Western Europe, Russia, and China. This report might be seen as a sort of "field guide" to global reactions rather than a definitive theoretical and empirical statement on the subject. I begin by offering a summary of the findings. After this, I look at the rise of American unipolar power and the variety of ways that American power is "experienced" around the world. In the next section, I survey the deeper sources and multifaceted character of American unipolar power. Next I explore the limits of the basic strategies of response to concentrated power – balancing, bandwagoning and binding. In the next section, I explore some of the emerging strategies that are appearing among the major countries. Finally, in the conclusion I return to the issue of unipolar power and rule-based order.

Abstract:
In the first half of 2003, postcommunist East European countries became pawns in two disputes between the European Union (EU) and the United States (US). The first, broadly covered by the Western media, was the clash over the US-led invasion of Iraq. The second was over the jurisdiction of the newly established International Criminal Court (ICC). Although the latter skirmish was less noticed in the wider world, it was in many ways the more significant of the two. In both cases, the small states of East and Central Europe were forced to choose between the conflicting demands of the EU and US. Unlike the battle over the Iraq war, EU member states were united on the point of not granting the US immunity in the ICC. Moreover, it was impossible to walk a tightrope between Europe and the US in the ICC case because it required decisive action, whereas on the question of whether or not to invade Iraqi, some postcommunist countries were able to lend tacit support to both sides. Finally, a lot more was at stake in the ICC issue, since both the US and the EU threatened defecting countries with concrete sanctions.

Abstract:
Russia needs to open the Russian Far East for regional integration and make use of its dynamism and vast natural resources. Initiatives of the past decade have demonstrated great sensitivity to the dangers of foreign presence, but little forward thinking on their positive contributions. Putin has advanced beyond Yeltsin, but there is still no vision of regionalism. A reorientation of Sino-Russian relations from strategic goals associated with multipolarity to economic cooperation in a multilateral context offers hope that a new approach is coming. Under the umbrella of globalization including closer relations with the U.S., Putin can more easily pursue regional integration as well. In 2002-03, the nuclear standoff between North Korea and the U.S. put regionalism on hold, while energy security achieved a new profile that gave Putin the opportunity to weigh offers from China, Japan, and the U.S., while asserting control over oligarch Mikhail Khodorovsky and his oil behemoth Yukos. Clearly, Putin planned to take firm charge of managing all dimensions of regionalism, but it was less clear if he would encourage market forces.

Abstract:
Since the middle of the Gorbachev period, much has been written about the (re)emergence of civil society and the rapid appearance of social organizations in Russia and throughout the post-communist world. Of late, however, society and social organizations appear mainly as footnotes to the discussions of politics in the Russian Federation. This is not particularly surprising, given continuing struggles over “reform,” the ongoing war in Chechnya, the international community's preoccupation with terrorism, and not least given the absence of any dramatic social unrest or “mobilization from below.” This absence of discussion about society, however, is troubling for those interested in self-governance in Russia. Not only does this absence reflect the weak and threatened societal foundations for such governance, it also highlights the general lack of attention given to social conditions in Russia—by the Russian state, other states in the international system, and international institutions alike. Scholars who are concerned with social empowerment and democratization in the post-communist world have repeatedly noted the difficulty that civil society faces in carving out a space for itself across the region. Boris Kagarlitksy barely exaggerates when he writes that civil society in Russia “perished even before it had managed to appear,” and there is little doubt that Russian society remains largely excluded from politics.

Not too long ago, the analysts studying the development of the Russian political process under Vladimir Putin attached foremost attention to efforts aimed to formulate the political priorities of Russia's second president and to ascertain his vision of the way the nation should develop. The actions and decisions made by Putin were analyzed primarily from that angle. For a long time, that way of analyzing today's Russian politics was regarded as perfectly operational: it is common knowledge that the political system in Russia is monocentric and the president is the principal political agent whose position largely determines the character and the thrust of political change. However, the two years that have elapsed since Putin's rise to power have compelled many experts to revise their attitudes. The reason is that despite the occasional changes in the system of government institutions made by the second president of the Russian Federation and his announcement of a continued market-oriented reform, what lies ahead remains uncertain. There are still doubts about the firmness of the stabilization attained under Putin, while the influence wielded by most of the key Russian political actors who arose back in Yeltsin's times has not diminished whatsoever. In this connection it has even been said that, in the final analysis, Putin will have to return to the policy pursued by his predecessor.

One perceptive observer of the Russian political scene, Francoise Thom, noted as far back as 1994 that fascism, and especially its “Eurasianist” variant, was already at that time displacing Russian nationalism among statist Russian elites as a post-communist “Russian Idea,” especially in the foreign policy sphere. “The weakness of Russian nationalists,” she emphasized, “stems from their inability to clearly situate Russian frontiers. Euras[ianism] brings an ideological foundation for post-Soviet imperialism.”

Abstract:
In 1989, the year when the death knell sounded for the Communist bloc in Europe and for the 'cold war' which it had pursued with the West, a total of 6–7.6 million personnel depending on the method of counting (2.5–3.7 million from the North Atlantic Treaty Organization, NATO, and 3.5–3.9 million from the Warsaw Treaty Organization, WTO) stood in arms within the European theatre. This included some 915 000 forces stationed outside their national borders inter alia from Canada, the Soviet Union and the United States. In the same area there were 80 400 main battle tanks, 76 300 armoured combat vehicles (ACVs), 67 700 heavy artillery pieces, 11 160 combat aircraft and 2615 attack helicopters—as well as many millions of smaller and lighter weapons. Aimed at each other as part of the East–West strategic confrontation, the USA and the USSR in 1990 deployed 10 563 and 10 271 strategic nuclear warheads respectively, while the United Kingdom possessed 300 and France 621. In addition, significant proportions of European territory (especially in the 'front-line' states such as the Federal Republic of Germany and the German Democratic Republic, GDR) were taken up by military bases, exercise areas and other facilities such as airfields and pipelines. Large sectors of industry and of scientific, technological, and research and development (R) work were devoted to the needs of military defence. The resources involved were shut out from peaceful, civilian use more emphatically than would normally be the case today, because the bitterness of the strategic confrontation—and the associated risks of espionage and subversion—imposed a degree of secrecy often creating a situation where the citizens of a given state did not know what was happening on their own territory.

Effective citizen participation processes are now regarded as critical in insuring the successful implementation of federal program s in local com m unities. The U.S. Department of Housing and Urban Development's (HUD) Community Development Block Grant (CDBG) program, a $4.4 billion community/economic development initiative serving more than 1,000 entitlement communities presents an as of yet unrealized opportunity to involve citizens much more in developing, planning, implementing and evaluating local projects. The Secretary of HUD could greatly expand and deepen citizen participation under CDBG by linking merit pay for federal officials to improved citizen participation efforts, providing entitlement com m unities better incentives, funding demonstration projects, and promoting best practices nation-wide; in short, moving citizen participation much higher up on the national agenda.

2562. A Global Race for Free Trade Agreements

The article examines the currently expanding worldwide network of bilateral free trade agreements. Following regional integration in Europe and later the Americas, the process if East Asia has accelerated from 2002. A Distinctive feature of the current stage in the expansion of FTAs beyond geographical regions and into global space, hence challenging WTOs supremacy on inter-continental trade rules. Setbacks in the WTO Doha Round may stimulate a further move towards «global bilateralism». The more such agreements in place, the greater is the incentive for new ones. Even if political obstacles hinder some agreements, the process is currently accelerating. While it is rational for countries to pursue such agreements, they should in parallel work for multilateral trade liberalisation in order to reduce the discriminatory impact of FTAs. This is needed if we are to avoid that «Most Favoured Nation» treatment under the WTO actually becomes «Least Favoured Nation» treatment: Rules that only apply to countries that are left outside the «free trade race».

2563. The Rhetoric of Hegemony

Abstract:
This paper looks at the rhetorical extension of the word “terrorism” to cover what used to be called guerrilla war, separatism, civil war, armed resistance and all other forms of political violence, down to and including non-lethal sabotage and vandalism. It begins by reflecting on how political power must be buttressed by legitimacy, which in turn involves the de-legitimisation of challengers. This is often achieved by assimilating political dissent to the “criminality” that by definition governments are created to combat. When governments use the term “order” to mean their own convenience, and the converse, this can effectively evoke the individual citizen's fear of personally suffering violence, even when he is in fact more at risk from the government itself than from its critics. In much the same way, “terror” no longer means government violence against citizens (as in the 19th century), nor solely violence against civilians by dissident groups; it has recently mutated to mean any armed resistance to the party deploying the rhetoric, even in conventional military forms. The terrorist label is the ultimate delegitimising technique, which may be employed to mobilise metropolitan populations to support a globally-coordinated suppression of resistance to the new world order.

The normally sleepy shaykhdom of Ras al-Khaimah, part of the United Arab Emirates (UAE), was wracked by gunfire and street protests over the weekend after the aged and frail ruler, Shaykh Saqr bin Mohammed al-Qassimi, switched the title of crown prince from one of his seven sons to another. Sword-waving supporters of the deposed son, Shaykh Khalid, forced members of the emiri guard to retreat behind the high walls of the ruler's palace. A semblance of order was restored only after Abu Dhabi, the lead emirate of the UAE, sent armored vehicles to Ras al-Khaimah. Shaykh Khalid still contests the change, but troops have prevented supporters from reaching his palace. Although he is an outspoken critic of the United States, his removal flies in the face of certain U.S. policy objectives.

Abstract:
The North Atlantic Treaty Organization (NATO) and the European Union (EU) have been significant institutional casualties of the war in Iraq. European heads of state and government who joined the coalition of the willing organized by President George W. Bush (with a decisive assist from Prime Minister Tony Blair) often did so in spite of significant opposition from their general public. States that gathered, vocally or passively, in the coalition of the unwilling (and even resentful) organized by President Jacques Chirac (with a decisive assist from Chancellor Gerhard Schroeder) did so at the expense of a Euro-Atlantic structure within which the states of Europe have gained unprecedented security, stability, and prosperity. As the first phase of the coalition's military action in Iraq comes to an end, the prevailing view in the United States is that the EU is a troubled and troubling union: troubled in terms of its internal divisions, and troubling in terms of the motivation that seems to underline the actions of its older members. As for NATO, the prevailing view is that it is a fading organization with a blocking minority of members who are not only unwilling but also broadly incapable and frankly irrelevant.

On January 24, 2003, the CSIS Commission on Transatlantic Security and Industrial Cooperation in the Twenty-First Century, under the leadership of CSIS president and CEO John J. Hamre, released its final report, The Future of the Transatlantic Defense Community. Cochaired by Jean-Paul Béchat, chairman and CEO of SNECMA and president (in 2001-2002) of the European Association of Aerospace Industries (AECMA), and former U. S. ambassador to France Felix G. Rohatyn, this Commission consisted of 22 senior business leaders and former policymakers from both sides of the Atlantic. An Experts Group, directed by CSIS Europe Program director Simon Serfaty and composed of several representatives from the private and public sectors and academia, assisted the Commission in its work.

2569. Canada Alert: The Smart Border Process at Two: Losing Momentum?

On December 12, 2001, Canada and the United States signed the Smart Border Declaration, which gave birth to the 30-point Smart Border Action Plan. This bilateral agreement instantly became the de facto framework for ensuring the world's longest undefended border remained secure, while facilitating the flow of people, goods, and services, and was a key component in the larger homeland security goal of creating a zone of confidence against terrorist activity, while causing minimal damage to the world's largest trading relationship. Two years later, the Canadian and U.S. governments can point to progress on all 30 points contained in the Action Plan. Through cooperation and an understanding that a smart border works in the interest of both countries, Canada and the United States can claim to be closer than ever to ensuring that the Canada-U.S. border remains “open to trade and closed to terrorists.”

2570. Mexico: Pessimism is Rational

Some significant outcomes in Mexico during the past quarter century are worth reviewing. There has been practically no growth in real per capita income since 1980. Until the presidential transition from Ernesto Zedillo to Vicente Fox, there were financial collapses either ending, starting, or during every other sexenio (six-year term) over this period. Perhaps these monotonic curses are a thing of the past, but no Mexican would “bet the farm” on this. These financial collapses were generally accompanied by economic downturns, spectacularly so in 1982 and 1994. Mexicans who came of age over the past 25 years—those now about 40 to 50—have known nothing other than repetitive currency depreciations and lack of sustained growth, and these expectations surely have been programmed indelibly into their psyches. A Mexican would have to be unthinking not to be pessimistic about the future based on recent economic management of the country, its currency, and its financial solidity.

At the invitation of the White House, Argentina's newly elected president, Nestor Kirchner, will be paying a visit to President George W. Bush this Wednesday, July 23. This is the latest and most notable signal from Washington of an interest in engaging and working with the new government in Buenos Aires. The hope in Foggy Bottom is that this outreach can translate into the kind of constructive and comprehensive relationship that President Bush has established with Brazil's new president, Luis Inácio Lula da Silva, Kirchner's regional partner. Whether Kirchner has the savvy to exploit the gesture to set a tone for the bilateral relationship and establish the general parameters of a mutually rewarding policy agenda will be evident soon enough.

Voter turnout for the April 27 elections was among the highest in record: about 80 percent of the total population eighteen years old and older. The number of empty ballot envelopes was less than 1 percent, and votes annulled were within the normal margins in any election. All of this indicates that the protest vote (“voto bronca”), which was so high in the 2001 congressional elections, was not a factor in this election. The large number of candidates—and the exceptionally high number of candidates with the possibility of reaching the second round presidency on May 18 in particular—may have convinced electors to cast positive votes.

On April 14, Quebeckers voted for change while keeping with half a century of tradition. With 70 percent of Quebec's 5.5 million registered voters casting their ballots, the Liberal Party (PLQ) under Jean Charest ended nine years of Parti Quebecois (PQ) rule, winning 45.9 percent of the popular vote and 76 out of 125 seats in Quebec's National Assembly. The governing PQ, which won 33.2 percent of the vote and picked up 45 seats in the National Assembly, was therefore swept from power despite a fairly positive record in government, proving that no matter how competently a government rules in Quebec, it is not immune to the political reality that no party has been able to win a third consecutive term in office since the Union Nationale in 1952.

When looking at the ramifications of the war in Iraq on the Western Hemisphere, it is clear that the conflict will have the greatest impact on the two nations with which the United States shares borders—Mexico and Canada. From a national security standpoint, these nations' immediate proximity to the United States automatically heightens the threat to their own national security, particularly because we seem to have entered an era in which the use of weapons of mass destruction—be they nuclear, chemical, or biological—poses a viable threat. From a U.S. homeland security standpoint, the shared border transforms both of our friendly neighbors into possible platforms from which rogue elements could stage attacks or enter the United States to threaten our homeland.

Mexico's President Vicente Fox chose a rather awkward time to take a stand supporting a multilateralist approach in foreign policy. Even though a multilateral approach matches neatly—almost naturally—with the country's history, taking such a visible stand after the events of September 11 entailed huge risks that nobody in Fox's cabinet could ignore, even if, in retrospect, few truly understood what the actual risks were. Yet, oblivious to that fact, the government pushed ahead. Even after President George W. Bush had decided not to pursue a vote in the UN Security Council on a follow-up resolution that would have de facto authorized the use of force in Iraq, the Mexican government found it necessary to state that it would have voted “no.” The critical question is less whether this constitutes an approach to foreign policy that is new for Mexico than whether the administration truly understands the implications of its newfound ways.

On March 9, 2003, the citizens of Mexico state (Edomex) will elect 124 municipal government officials and 75 members of the state legislature. Although local contests, these elections have attracted national attention for several reasons. First, with 13 million inhabitants Edomex is the most populous of Mexico 31 states–with approximately 4.5 million more citizens than Mexico City. Second, Mexico state also boasts more than 8 million voters, the most of any state and 12.55 percent of the nationwide total. Third, Mexico state is a microcosm of the country–with (1) a vibrant manufacturing sector, (2) one-third of its income arising from agriculture, (3) a small indigenous population, (4) a plethora of middle-class residents who work for the government, own small businesses, or practice professions such as medicine, dentistry, accounting, and teaching, and (5) poor people who eke out a living in Chalco, Texcoco, and other sprawling slums contiguous to Mexico City. Fourth, Edomex is an arena of intense political activism, involving the country's three major parties: the once-hegemonic Institutional Revolutionary Party (PRI), the center-right National Action Party (PAN), and the nationalist-left Democratic Revolutionary Party (PRD). In addition, the Mexican Green Ecological Party (PVEM) boasts its largest support base in the state, while several new or small parties will also compete in the upcoming election. These include the centrist Convergencia, the leftist Workers' Party (PT), the right-wing Social Alliance (PAS), the conservative Party of the Nationalist Society (PSN), the reform-oriented México Posible (MP), the Mexican Liberal Party (PLM), Citizens' Force (FC), and the Citizens' Parliament (PC). Fifth, the importance of the state means that any major Edomex politician who distinguishes himself will wind up on the short list of contenders for the presidency in 2006. Finally, the outcome of the Mexico state balloting will provide an insight into the relative strength of contending parties as they prepare for the July 6 election of 500 members of the Chamber of Deputies and six governors (Campeche, Colima, Nuevo León, Querétaro, San Luis Potosí, and Sonora).

The July 2003 state visit to China by Prime Minister Atal Bihari Vajpayee of India, the first by an Indian prime minister in a decade, represented a major step forward in New Delhi's relations with its giant neighbor and competitor. Dramatic increases in bilateral trade set the stage for nine bilateral agreements covering trade, education, easing of visa regulations, and development projects. The artful language of the agreements suggested progress on the long-standing Sino-Indian border dispute. More substantial relations between India and China are good news for regional stability, although this relationship will remain wary, and China's strong interest in Pakistan will continue to be a constraint.

With five states scheduled to go to polls this fall, political activity is moving into high gear in India. The state elections will provide a good barometer of popular sentiment toward the government and are being treated as a 'test run' for the national elections due in 2004. The state elections will largely determine how the major contenders deal with the volatile issue of Hindu nationalism. How relations with Pakistan figure in the election depends largely on the outcome of current India-Pakistan peace efforts. But the key issue to watch is the ability of the current ruling party, the Bharatiya Janata Party (BJP), and the Congress party, its principal opponent, to hold together a coalition. This will not only be central to their electoral strategies, it will also determine the next government's freedom of action in making national policy.

At a time when Russia's priorities are to a large extent internal, South Asia is a relatively accessible area for engaging in global geopolitics, but Russia is unlikely to become a major player in India- Pakistan diplomacy in the next few years.

Bilateral trade between India and Pakistan is extraordinarily low—less than 1 percent of their global trade. Their volatile political relationship has overwhelmed attempts to encourage trade between the two countries, and has also impacted economic integration in the South Asian region as a whole. There are both political and economic obstacles to expanding trade between the two countries. Greater economic co-operation could, however, provide mutual economic benefits, such as lower prices for consumers, much-needed revenue for the governments, and cost-effective gas import to India via Pakistan. Perhaps most importantly, it could generate new linkages between the two business communities, thereby nurturing constituencies for peace in the region.

The four massive truck bombs which targeted two synagogues on November 15, and just five days later, the British Consulate and a British-based bank in Istanbul, claimed fifty five Turkish and foreign victims – including the British Consul General - and wounded hundreds more, while causing millions of dollars of material damage. Beyond their immediate impact, the terrorist attacks caused incalculable collateral damage to the sense of security of the Turkish people by undermining the prevailing domestic tranquility. At an even wider level, the terrorists responsible for the outrages, who demonstrated once again that they would not draw the line at killing fellow Moslems in the misguided pursuit of their goals, also dragged Turkey into the frontline of their war.

On October 7, the Turkish Grand National Assembly (TGNA), dominated by the ruling Justice and Development Party (JDP) approved a resolution authorizing the government to send Turkish troops to Iraq. After the 358 to 183 vote, Prime Minister Recep Tayyip Erdogan commented that Turkey had “come to the decision that it can't totally fulfill its duty as a neighbor in this big transformation process of Iraq with only political, humanitarian and economic support, without military contributions.” Although over 60 percent of the Turkish public were opposed to deployment, Erdogan committed his personal prestige and unchallenged authority over JDP parliamentarians to ensure a positive vote in contrast to the parliamentary reverse on March 1.

As Ankara struggled through its typically hot summer, the Turkish Grand National Assembly (TGNA) was hard at work. The Justice and Development Party (JDP) government, which has 366 seats in the 550-member TGNA, pushed through major legislative packages tied to European Union (EU) requirements for eventual Turkish membership just before its two-month legislative break on August 1. Parallel to its efforts related to its declared primary objective of EU membership, the government also managed to successfully conclude the fifth IMF review, leading to the release of a $500 million tranche and the easing of the debt repayment schedule by the IMF, while endeavoring to repair the crucial relationship with the US.

Overshadowed by the surprising failure on March 1 of the Turkish Grand National Assembly (TGNA) to permit the deployment of American forces to open a northern front through Turkey in the likely war with Iraq, and the resulting strains in the US-Turkish relationship, the Cyprus issue has also reached a diplomatic climax. On March 4-5, the Turkish Cypriot leader, Rauf Denktas, who has been under increasing pressure from United Nations Secretary General Kofi Annan, came to Ankara seeking support. Proclaiming himself satisfied with his talks with Turkish leaders, Denktas now heads into a crucial meeting at The Hague on March 10 with Annan and newly elected Greek Cypriot leader Tassos Papadopoulos. The governing Justice and Development Party (JDP), which has been promoting a settlement of the Cyprus problem, now faces the prospect of the collapse of the UN-sponsored efforts as well as additional complications in Turkey's relations with the European Union (EU). However, despite JDP Chairman Recep Tayyip Erdogan's complaints about the difficulties of dealing with the Iraq and Cyprus issues at the same time, he cannot avoid the urgent decisions that will redefine Turkish foreign policy.
