Abstract:: Studying the impact of terrorism on international relations is of vital importance due to the implications not only local and regional but also within the international system. The phenomenon of terrorism is not exclusive to a region or a country, it can affect everyone in indirect ways. In this sense, it crosses borders and does not understand nationalities. The most dangerous thing is the treatment given to it in international forums, multilateral orga-nizations, and the media since it is presented as a threat to security, but to legitimize military actions by Western powers or to delegitimize governments “not prone to the West”.This article is based on a conceptual proposal that helps to understand the phenomenon of terrorism from a non-Western perspective, criticizing the positions of the United States in this regard. The main objective is to deepen the debate around the concept of terrorism, its erroneous link to Islam, and to nationalist and/or revolutionary movements. It is also pertinent to see how it has been legally defined by international law, through resolutions, conventions, and protocols of different multilateral organizations, including the African Union (AU).

Abstract:: This article analyzes the underlying wellsprings for the major strains that disrupt the U.S. - Türkiye relationship. These strains arise from the U.S. support of the PYD/YPG/YPJ in Northern Syria as boots on the ground against ISIL; Türkiye’s purchase of the Russian S400 missile defense system; Türkiye’s energy imports from Russia and Iran; the U.S. refusal to extradite Fetullah Gülen; and Washington’s complaints about the AKP government’s anti-democratic tendencies. This article analyzes why and how some of these issues have evoked strong ire and distrust on both sides and others much less so by employing a paradigm based on five integrated variables: Türkiye’s military and economic capabilities; the availability of its natural resources, particularly energy; as well as threats to the legitimacy of the AKP regime and to the society’s ethnic and religious cohesion. Utilizing the paradigm, the article proposes measures that will increase the opportunities to build a firmer partnership between the U.S. and Türkiye.

Abstract:: The European Union (EU) has been promoting its norms, values, and rules for decades. However, in the current international environment, the EU’s normative power is not being received well outside the EU, particularly in reference to the growing power of illiberal states. Within that context, this study explores EU-China relations across time and unpacks the position of normative power Europe towards China and the Chinese response. The study foregrounds the fruitless attempts of the EU to project its transformative power onto China and the growing resistance by China against this, which it expresses by presenting itself to the West as an alternative power with an alternative understanding of international politics.

Abstract:: Russia’s ongoing military intervention in Ukraine since February 24, 2022, has attracted considerable attention from International Relations specialists, analysts, intellectuals, and academics. Russia's decision to go to war has been interpreted in a variety of ways. Some scholars have linked it to the country's imperial and Soviet history (Mankoff 2022; Rojeck 2022; Trenin 2022; Timothy 2022; Van Harpen et al. 2023), while others have seen it as a deliberate distraction from internal problems (Torbakov 2022). Paul D’Anieri’s second edition of “Ukraine and Russia: From Civilized Divorce to Uncivilized War”, which consists of ten chapters, challenges prevailing views by providing a comprehensive analysis of the historical context of the conflict. D’Anieri contends that the origins of the Ukrainian war of 2022 go beyond the immediate crises of late 2021 or the events of 2014. Instead, he identifies three post-Cold War dynamics - the security dilemma, democratization, and domestic politics - as the primary drivers of the war. According to D’Anieri, these factors strained ties between Russia, Ukraine, and the West, leading to the conflict (pp. 2-3). Chapters three, four, and five meticulously dissect each dynamic, offering a detailed analysis of the intricate relationships between the United States (US), Russia, Ukraine, and Europe from 1989 to the present conflict.

5. Political and Legal Foundations of Russia’s Strategic Planning in the Field of Nuclear Weapons

Abstract:: RUSSIA’S official position on nuclear deterrence is outlined in several strategic planning documents concerning national security and defense. The deterioration of the international situation, worsening Russian- American and Russian-European relations, and the escalation of the Russia-Ukraine crisis in 2013-2014 prompted Moscow to revise its Military Doctrine in 2014. This document places significant emphasis on the increased activity of military forces unfriendly to Russia and foreign nations operating in territories adjacent to the Russian Federation and its allies. Among the key external military dangers are threats to global stability (which is primarily based on the possession of nuclear weapons) and regional stability through the development and deployment of strategic missile defense systems that disrupt the established balance of power in the nuclear missile domain. Other threats include the implementation of the “global strike” concept, intentions to deploy weapons in space, the proliferation of high-precision nonnuclear strategic systems, and the spread of weapons of mass destruction, missiles, and missile technologies.

Abstract:: The election manifestos, published by political parties before a general election, provide important information about what the countries’ domestic and foreign policies might be like. In Türkiye, it might be argued that the attitudes of political parties toward foreign policy are important to voters. Political parties in Türkiye state, in general, their approach to foreign policy in their general election manifestos. The aim of this study is related to the approaches of political parties’ foreign policy perspectives. The perspectives of political parties on foreign policy are examined through their 2023 general election manifestos. More specifically, the aim of this study is twofold. Firstly, to understand how much importance political parties give to the issue of foreign policy in their election manifestos and secondly, to examine what are the raised key issues in foreign policy within the election manifestos.

Abstract:: This article examines the transformative impact of artificial intelligence (AI) on international relations (IR) and global governance. 9. Trade in the Great Sea: The Future of EU-Southern Neighbourhood Trade Relations

Abstract:: This policy brief looks into the future of EU-Southern Mediterranean trade relations. It evaluates the current trade and contractual instruments governing these relations and asks if they are sufficient or if more is needed to exploit trade opportunities and manage trade challenges in the region. The policy brief shows why and how the current trade instruments are no longer sufficient. There are two main reasons for this: first, they do not really tackle areas such as services, investment and non-tariff measures (NTMs), all of which are important to unlock economic value for both sides in today’s economy; and second, new economic and political developments reinforce the need for better agreements. As trade becomes more political and intertwined with other issues such as energy, critical minerals, the environment and industrial policy, it is necessary to improve the agreements and instruments that govern trade. The policy brief lists some of the upgrades in EU-Southern Mediterranean trade agreements that are necessary. However, it also analyses what challenges there are to pursue these upgrades and what can be done to overcome the problems. The policy brief concludes that working towards these aims will be challenging but not impossible if there is the necessary political will on both sides. Both sides should realise that the price of not doing anything might be higher than the effort that is required to bring their trade instruments up to the standards needed.

11. Causal Explanation in Brazilian International Relations

Abstract:: How do Brazilian IR scholars tailor causal explanations in their research? Searching for causes has become paramount to the scientific endeavour in the social sciences, and in recent years the lexicon of causality has come under scrutiny, with many scholars revising the standard Humean and covering law approaches to cause. Far from being consensual, current philosophical and meta-theoretical debates in IR reveal a rather kaleidoscopical picture of causation. However, Brazilian IR scholars seem to remain unfamiliar about what it means to advance causal claims. In this paper, I have a twofold goal: to advance the causal talk by rehearsing recent meta-theoretical debates on causality; and to examine the ways Brazilian IR scholars in the subfield of Brazilian foreign policy analysis (BFPA) tailor causal explanations. To achieve the latter, I perform a cartography of the articles published in five Brazilian top-tier journals in the discipline – Brazilian Political Science Review, Dados, Contexto Internacional, Revista Brasileira de Ciências Sociais and Revista Brasileira de Política Internacional – from 2018 through 2022. I conclude that BFPA research is founded primarily in non-Humean understandings of causality, but Brazilian scholars might benefit from further awareness on the various meanings of causal explanation.

Abstract:: At their 2024 Summit in Washington, NATO leaders reiterated that Russia “remains the most significant and direct threat” and that “the possibility of an attack against Allies’ sovereignty and territorial integrity” could not be excluded. They committed to reassess and overhaul NATO’s strategy and policy towards Russia in the light of the radically altered security environment.[1] In the run-up to the Hague Summit, debates have intensified over whether to declare the 1997 NATO–Russia Founding Act on Mutual Relations, Cooperation and Security (NRFA) void.[2] Russia’s blatant violations of the act, including repeated acts of military aggression, extensive nuclear coercion and escalation in the grey-zone, large-scale military build-up, and, in particular, its brutal war against Ukraine have made the document increasingly untenable as a foundation for mutual relations. Moscow has openly declared itself at war with the west for years, yet it has simultaneously exploited the reassurance measures embedded in the document to undermine NATO’s security and cohesion.

16. Russia-China-North Korea Relations: Obstacles to a Trilateral Axis

Abstract:: Russia and China have had diplomatic relations with North Korea and each other for more than 75 years, but Russian and Chinese relations with North Korea could not be more different. North Korea is China’s sole military ally, but—as PRC historian Shen Zhihua has cautioned—since the normalization of ties between Beijing and Seoul, the PRC-North Korea alliance was really just a “scrap of paper.”[1] By contrast, Sino-Russian military ties have been deepening; however, both countries claim they are uninterested in replicating Cold War era alliances and have committed instead to a priority partnership “for the new era.”[2] In June 2024, Russia and North Korea signed a strategic partnership agreement with a mutual defense clause. China’s 1961 treaty with North Korea (renewed most recently in 2021) also contains a mutual defense clause, raising questions about the existence of a trilateral axis. Claims about the existence of such an axis also point to the anti-Western positions these states share and their potential to undertake coordinated action directed against Western interests.[3] Critics of this view argue that there is scant evidence for the existence of such an axis beyond the current (albeit very different) assistance by China and North Korea (plus Iran) for the Russian full-scale war in Ukraine.[4] They also contend that trilateralism will not endure beyond this war.[5] Others argue that such an axis would not be in Chinese interests.[6] What is lacking in this discussion is an understanding of the indicators of a China-Russia-North Korea axis. How do we know if they are choosing to form an axis? Or not? This paper begins by examining the history of Russia-China-North Korea interactions, highlighting Sino-Russian differences in emphasis regarding North Korea prior to the full-scale war in Ukraine. To assess whether a trilateral axis formed after 2022, the paper examines evidence of institutionalized cooperation, coordination of Chinese and North Korean military aid to Russia for Ukraine, and Russian and Chinese expert perspectives. The paper then addresses the obstacles to the formation of a trilateral axis. Although authoritarian states share an overriding interest in regime security and political survival, this does not necessarily mean that we should expect solidarity among similarly disposed regimes or believe that they would inevitably form an anti-Western axis. Considerable research has been done on the reasons why authoritarian states choose to support one another,[7] but it is important to understand what factors might limit their cooperation.[8] This paper examines how the historical experience of trilateralism, reputational concerns, foreign policy considerations, and domestic factors make a new China-Russia-North Korea axis unlikely.

Abstract:: Released quarterly, the UK in a Changing Europe UK-EU Relations Tracker assesses relations between the UK and EU as well as relationships between the UK and EU member states. This edition of the tracker covers developments from July to September 2023. On 1 October, the UK government introduced the green-lane/red-lane system to ease the flow of goods between Great Britain and Northern Ireland as part of the Windsor Framework. In the context of thawing relations post Windsor Framework, the UK and EU have reiterated their commitment to making the most of the Trade and Cooperation Agreement (TCA). The political agreement on the UK’s association to the Horizon and Copernicus programmes was an important milestone. In other areas, the tracker notes that discussions are ongoing. On the future of the relationship, the tracker highlights a growing mismatch between debates on the two sides. Within the UK, the Labour Party have set out plans for building on the TCA in pursuit of a closer trading relationship. The EU, on the other hand, shows little appetite for revisiting the terms of UK-EU trade. Bilaterally, the UK has now signed general statements or declarations with most EU member states. The focus is therefore shifting from formalising relations to maintaining and implementing them. This requires continued engagement, which the tracker indicates can be difficult to sustain at the highest political level.

Abstract:: Children, or people under 18 years-old, represent 30% of the world population. While Childhood Studies gained attention in the last decades, in Brazil this topic remains incipient. In 2022 the Group of Studies on Childhoods and International Relations (GEIRI) mapped the open depositories for dissertations of Brazilian universities with IR programmes to understand how children appear as an IR issue. Using the framework of Global IR, this article presents two main contributions by analysing this novel data: a) ontological contribution by understanding Childhood Studies as a Global IR topic and Brazilian practices and interactions to see IR outside of a Western perspective and b) methodological contribution by analysing how students contribute to the IR knowledge production on Children and IR in Brazil mostly as international security and human rights issues.

Abstract:: The article discusses Mearsheimer’s interpretation of Russia’s use of force against Ukraine based on concepts and categories of Offensive Realism. It is argued that external balancing lost its place during unipolarity. However, Russian internal balancing is one of the factors that enabled the current conflict, and Russia’s rapprochement with China diminishes the prospects for conflict in Asia, allowing Russian military efforts to be concentrated in the European theater. Additionally, the decision to use force will be analyzed in its strategic dimension. It is concluded that Russia’s activities against Ukraine are entirely consistent with Offensive Realism, despite of Mearsheimer’s allegations contrarywise.

21. Palestine: Public Opinion Report 2023, Part 2

Abstract:: Palestinians see the Israeli occupation as the most critical threat facing Palestine and their most preferred countries are Turkey, Qatar, and China. In a comparison between China's and U.S. foreign policies, the Palestinian public views China's policies more positively than those of the U.S. on all issues at hand. Wide-ranging opposition to Arab normalization with Israel remains as strong as it was two years ago, but most express optimism about the world's solidarity with the Palestinians, and the vast majority expresses opposition to Russia's invasion of Ukraine. These are the results of the latest wave of the Arab Barometer (AB) poll in Palestine, the 8th to be conducted since the start of these polls in the Arab World. The poll was conducted by the Palestinian Center for Policy and Survey Research (PSR) in the West Bank and the Gaza Strip essentially during the period immediately before the start of the October the 7th war in the Gaza Strip and its envelop on the Israeli side. The period leading up to the poll witnessed a number of important developments, including the 30th anniversary of the signing of the Oslo Accords. The period saw a rise in the number of Israeli incursions into Palestinian cities and refugee camps, particularly in the northern parts of the West Bank. During this period, Palestinian factional leaders met in City of El Alamein in Egypt in the presence of President Abbas but failed to agree on a joint statement. During this period, settler terrorist acts in Palestinian areas of the West Bank increased, as did armed attacks by Palestinians against settlers and Israelis. Finally, there have been press reports that there are US-Saudi negotiations to reach an agreement to normalize SaudiIsraeli relations and that Palestinian-Saudi and Palestinian-American meetings have been held to set Palestinian conditions for this normalization agreement. This report is the second in a series of reports that cover the findings of the current wave of AB. It addresses one important issues covered by AB8: Palestinian perception of various international and regional actors and other international relations issues. While the focus is placed on the findings of AB8 regarding these topics, the report sets to compare these findings with those obtained by PSR in AB7, conducted two years earlier, and one poll conducted after AB8.

22. Tunisia: Public Opinion Report 2023

Abstract:: Over the past dozen years, Tunisia has experienced dramatic political change. In 2011, the Jasmine Revolution led to the fall of its long-standing leader, Zine El Abidine Ben Ali, ushering in a period of political instability. Following the rewriting of the constitution, free and fair elections were held but yielded only weak and largely ineffective governments. Although Tunisians enjoyed far greater political rights, economically the country regressed. A decade after the revolution, GDP per capita had declined significantly. Stories of corruption within government institutions remained common, yielding an increasingly frustrated public. Elections may give voters a say, but the outcomes of the system often appeared no better than in the days of Ben Ali. Citizens demanded radical change and looked for a leader who they believed could deliver actual results. In the 2019 presidential elections, many Tunisians turned to Kaïs Saïed as a solution. Saïed ran a populist campaign as a political outsider, calling for ending corruption and reforms to the electoral system. In the final round of voting, he captured nearly three-quarters of the vote for an overwhelming victory and strong electoral mandate. In July 2021, Saïed dismissed the prime minister and suspended parliament. Ruling by decree, many members of the judiciary were dismissed and many opposition politicians were arrested. Despite international criticism of these actions, results from the 2021 Arab Barometer demonstrated that most Tunisians were in favor of his actions.1 Just three months after the events of July 25, 2021, most Tunisians had confidence in the president, a majority were optimistic about their economic future for the first time in years, and most believed the government was finally tackling the problem of corruption. In short, many Tunisians had hope for their country’s future. In late 2023, Tunisians remained more optimistic than they had been before the election of Saïed, but Arab Barometer’s survey suggests that some are starting to lose hope. Promises of economic improvements have not been realized—just one-in-ten rate the economy as good, which is largely unchanged since 2013. Economic optimism has also fallen, dropping by 14 points since 2021. During this period, hunger has also increased dramatically, with twothirds of Tunisians saying they have gone without food at least once in the previous month. Moreover, the most common perception is that government mismanagement is the source of food insecurity. Views of most political institutions are relatively weak. Just over a third have confidence in the government while less than a quarter trust parliament. However, trust in President Saïed remains strong, with about three-quarters expressing confidence in their leader. Still, this level is a six point decrease from 2021.

Abstract:: Morocco has endured multiple crises in recent years including the Coronavirus pandemic and the earthquake that hit the country on September 9, 2023. The aftermath of these crises produces what could be described as two Moroccos: one for the wealthier and better educated, another for the poorer and less educated. Moroccans are clearly divided in their views of almost all issues based on their socioeconomic status (SES). Economic pressure persists, with only a third of Moroccans rating their economy positively. While optimism about the future of the economy has increased, it is largely driven by those with a higher socioeconomic status. Their less-fortunate compatriots are far less optimistic and more concerned about increasing inequality and food insecurity. Trust in the Moroccan government remains relatively low, but trust in parliament, regional government, judiciary, and civil society organizations has increased. Still, those struggling financially tend to be less trusting of all these bodies. Similarly, satisfaction with government performance on economic issues is low, especially among the poor. Moroccans are more satisfied with the provision of certain services, including security and infrastructure. On the other hand, education in particular is among the public services in which Moroccans exhibit the lowest levels of satisfaction. Corruption remains a major concern, with the government seen as not doing enough to combat it. This view is especially true among people with lower socioeconomic status. Wealthier and more educated Moroccans are more positive in their rating of the government’s work on combating corruption. However, many Moroccans are resorting to bribery or connection to navigate the bureaucracy. Economic conditions and corruption are causing Moroccans to consider emigrating. Youth and those facing financial pressure are far more likely to have a desire to leave their country, mainly in pursuit of better economic opportunities. Western countries remain the preferred destination for most of the potential migrants in Morocco, many of whom are willing to leave even if they did not have the required documents to do so. While support for democracy has fluctuated over the past few years, recent trends suggest an increase in support for democratic governance. Moroccans acknowledge that democratic systems have their shortcomings, yet they maintain a belief that democracy is preferable to other forms of governance and particularly support a multi-party parliamentary system.

Abstract:: Although the neglect of Marxism has been a pervasive characteristic of IR theory, there has been a marked revival of interest in Marxism. Marx’s materialist insights into the general historical development of societies, as well as his critique of capitalism and political economy, have served as alternative starting points for different critical approaches to IR and offers a welcome alternative to neorealism, constructivism, and poststructuralism that have dominated IR for several decades. Marxism provides a redefinition of IR by focusing on changes in material circumstances, historical conditions, and society instead of assuming unchanging and fixed structures of anarchy or the state. Marx’s analysis and insights into the dynamics of international relations have become even more important given the ongoing crisis of neoliberal capitalism, the rise of authoritarianism, right-wing nationalist populisms, and the racial and gendered subordinations accompanying them pointing to the importance of Marxifying IR and IRifying Marxism.

25. Quo Vadis, Historical International Relations? Geopolitical Marxism and the Promise of Radical Historicism

Abstract:: John Maclean’s 1988 call “Marxism and IR: A Strange Case of Mutual Neglect” has generated a rich bounty of Marxist studies and paradigms in International Relations (IR). This cross-pollination merged in the 1990s with the “historical turn” and shaped the sub-fields of International Historical Sociology and International Political Economy. But has it left its mark on how IR is practised today? We argue that while Marxism has spoken significantly to the discipline, mainstream IR, even Historical IR, has been largely impervious to Marxist arguments, drawing the standard charge of economism and structuralism. Rectifying these critiques, we suggest that conventional historical studies of “the international” remain methodologically and substantively impoverished. We exemplify this by showing how leading Historical IR studies of “systems change” fail to explain the inside/outside and public/private differentiations constitutive of the modern international order and to integrate the “levels of analysis” they presuppose. We further argue that this rejection has been facilitated by influential Marxist IR paradigms, which ultimately privilege structuralism over historicism: While Neo-Gramscians initially mobilised “historicism” to dissolve claims about the “sameness” of international relations across time and space, the approach became identified with the reified master-category of “hegemony”. Uneven and Combined Development, in turn, has gravitated towards matching Neo-realism’s claim to theoretical universality by insisting on transhistorical model-building and nomological “grand theory”. Both approaches remain over-sociologised and fail to address international politics. Drawing on radically historicist Political Marxism, this article shows how its substantive socio-political premises explain the historical formation of the contemporary international order and re-unite the “levels of analysis” theoretically to provide a framework for non-reductionist and non-economistic accounts of historical international relations. This requires an answer to the agentic challenge of Neo-Classical Realism by reincorporating grand strategy, diplomacy, and international politics into a reformulated perspective of Geopolitical Marxism to track the full historicity of the making of international orders.

Abstract:: For the discipline of International Relations (IR), the study of International Peace Settlements (IPS) for the organization of postwar international orders has thus far primarily been the purview of realist, liberal, and constructivist approaches. To date, Marxist approaches have tended to either ignore the significance of IPS in the formation of new global orders or have been inscribed into longer-term overarching processes – namely, the reified consequences of the development of capitalism. These proclivities have had the unwelcome effect of subsuming the role historical agents have played in the devising of international ordering strategies under preordained universal “laws of motion” and downplaying the broader efficacy of foreign policymaking in the building of world order. This paper proposes to rectify this Marxist lacuna by highlighting how adopting an approach that elaborates on the principles of Geopolitical Marxism (GPM) in IR can overcome these shortcomings. The paper argues that a radical historicist methodology for analysing these important world-historical junctures retrieves the significance of contextualized agency within the historical materialist tradition and overcomes the issues beholden to structuralist Marxist approaches.

27. Reconciling Tensions in the Analysis of Bourgeois Revolutions: A Critical Realist Approach

Abstract:: When and how do agents consciously reproduce or unconsciously transform social structures? This inquiry is pivotal for advancing a theory of socio-historical development, particularly in addressing a key debate within International Historical Sociology (IHS) surrounding modern revolutions. This debate revolves around the tension between the “consequentialist” interpretation of bourgeois revolutions and the “revisionist” critiques, notably from the “historicist” wing of Political Marxism (PM). This article contends that the tension arises from an inadequate conceptualization of the agent-structure relationship. Drawing on Roy Bhaskar’s transformational model of social activity (TMSA) and critical realist philosophy of science, the article proposes a conceptual framework reconciling PM’s focus on class struggle to understand the historical specificity of capitalism with the role bourgeois revolutions historically and structurally played for the development of capitalism. Integrating Bhaskar’s framework with historical materialism-inspired debates on bourgeois revolutions, the paper suggests that agents’ unconscious actions can transform social structures amid social disintegration (“classic bourgeois revolutions”). Conversely, agents consciously seek to preserve and reproduce social structures, as seen in “passive revolutions”. This occurs when social structures, marked by inequality and hierarchies, are viewed as historical constructs rather than natural phenomena, particularly in the context of uneven and combined development of capitalism. This analysis contributes to ongoing IHS debates, enriches our comprehension of modern revolutions, and extends TMSA by empirically delineating circumstances wherein agents consciously uphold or unwittingly trigger the transformation of social structures.

28. How Has South Africa’s Membership of BRICS Intensified Uneven and Combined Development in the Country and Beyond?

Abstract:: The recent African scramble has resulted in uneven and combined development (UCD) in Sub-Saharan Africa (SSA) throughout the 21st century due to unequal exchange. South Africa plays a sub-imperial role in this scramble in SSA. It both exploits and is exploited. The mining industry in South Africa has attracted interest from colonial powers, English-speaking businesses, and foreign investors, making it a highly lucrative sector. Furthermore, most black South Africans have been employed in the mining industry since the late 19th century. Over the past 25 years, the African National Congress government has utilised the mining industry to achieve economic transformation through black economic empowerment policies. This study proposes that the mining sector in South Africa is responsible for the ongoing UCD, despite receiving new investments and empowerment policies. South Africa’s inclusion in BRICS has broadened its range of international partners beyond its traditional Western or African counterparts. However, South Africa’s decision to join the BRICS group in 2011 has not yet yielded the expected transformation in the country’s economy and growth. As a result, it is uncertain whether South Africa’s BRICS membership has addressed the country’s persistent problem of UCD. This study argues that South Africa’s BRICS membership has exacerbated UCD in the country. This study proposes that Trotsky’s UCD analytical framework is useful for analysing South Africa’s policy choice to join BRICS, which strengthens its sub-imperial role.

29. Resistance and Change in Form and Content of International Law: A Third World Perspective on Commodity Form Theory of International Law

Abstract:: Can Marxists, especially in the Third World, use international law for progressive social change? Responding to the Soviet Union's context and its jurisprudential challenges in constructing socialism, Pashukanis's seminal work on commodity form theory is nihilistic, assuming the very nature of form of international law as bourgeois with limited possibilities of radical change as its new content. European Marxism, on the other hand, in its context of revolutionary defeat and consequent postmodernist pessimism of cultural Marxism, either relies on Pashukanis's nihilistic position or a pragmatist and realist posture, insisting on staying within the law's bourgeois form and being content with social democracy. As opposed to this, Third World Approaches to International Law (TWAIL) scholars, while exploring the imperialist nature of international law and representing one variant of Third World Marxism, have been more optimistic, wanting to use international law to restrain and shield against powerful Western states, i.e., they believe that the content of Third World resistance can change the form of international law. This article deconstructs this class “content” of international law in the understanding of TWAIL and shows the postcolonial Third World states, and even in the yet to be independent states, were dominated by their dependent local elite, which had compromised by the ex-colonizers and had started blocking radical structural changes in Third World. Soon, the target of imperialism and the Third World elite became radical movements in the Third World, and this struggle of the marginalized shaped international law. Therefore, relying on the radical tradition of Third World Marxism and taking the right of self-determination as an example, this article argues that both the content and form of international law were simultaneously used, subverted, and changed in a dialectical and dynamic way by the resistance of the people of the Third World.

Abstract:: There are two main schools in the theory of international relations --- realism and liberalism. Realists believe that human nature is inherently flawed (the legacy of Hobbes’s anthropological pessimism and, on an even deeper level, the legacy of the Christian idea of the Fall, or lapsus in Latin) and cannot be fundamentally corrected, which means that selfishness, predation, and violence are impossible to eradicate. This leads to the conclusion that man (who, according to Hobbes, is a wolf to another man) can only be restrained and regulated by means of a strong state. The state is inevitable and is the bearer of supreme sovereignty. At the same time, the predatory and egoistic nature of man is projected onto the state; therefore, the nationstate has its own interests. These interests take into account only their own state, while the will to violence and greed mean war is always a possibility. Realists believe that this has always been and always will be. International relations are therefore based only on a balance of power between wholly sovereign entities. No world order can exist in the long term; there is only chaos, which changes as some states weaken and others strengthen. At the same time, the term “chaos” in this theory is not bad in itself; it is merely a statement of the actual state of affairs, derived from taking the concept of sovereignty very seriously. If there are several truly sovereign powers, no supranational order can exist between them to which all would submit. Were such an order to exist, sovereignty would not be complete, in fact, it would not exist at all, and only this supranational authority itself would be sovereign. The school of realism has traditionally been very strong in the US, starting with its first founders: Hans Morgenthau and George Kennan in the US, and Edward Carr in the UK.

31. Climate Change in China’s Governance: Agenda, Agents, and International Collaboration

Abstract:: China is the world's leading emitter and a key player in the international community's fight against climate change, but its climate action remains underpinned by a black box of policies, actors, and international influences. As China accelerates action to achieve domestic and international climate goals, it is more important than ever to detangle these webs and peer into the black box, to develop an understanding of what motivates China's decision-makers and how climate policy choices are made. In this insightful new report, Climate Change in China’s Governance: Agenda, Agents, and International Collaboration, Asia Society Policy Institute’s Center for China Analysis Senior Fellow on Chinese Politics Guoguang Wu conducts an in-depth investigation of China’s climate-related policies, politics, governance, and international relations. He finds that the Xi Jinping administration has paid special attention to climate action by advancing the green technology revolution and reducing energy dependence. However, at the same time, there are signs that China may be relaxing rather than strengthening its climate commitment. By conducting a deep dive into the evolving political actors and departments working on China’s climate agenda, Guoguang finds that ultra-concentrated political power and fragmented governance under Xi and the Chinese Communist Party pose obstacles to China’s climate action over the next five years.

Abstract:: Billions of voters in 77 countries will go to the polls in 2024. Some of these elections will transform key nations’ foreign policies and might durably shape international relations. In many countries, though, elections are just a folding screen for authoritarian regimes. Even in advanced democracies, citizens’ disillusionment seems to give illiberalism a lifeline. The risk is also high that polls across the globe this year will be a ‘prime target’ for disinformation, ‘fake news’, conspiracy theory and cyber attacks.

'Contested essential concepts' discusses the nature of concepts and of different forms of theoretical contestation, namely (1) contesting often tacit assumptions in political and normative theorizations, (2) contextualizing (and 'provincializing') the formulation of ideal-types in empirical theorizations, and (3) problematizing the use of concepts in political practice. The paper concludes by showing that meaningful contestation requires a capacity of translation.

34. Global IR Research Programme: From Perplexities to Progressions

Abstract:: Our basic expectations vis-à-vis ‘the international’ have turned our phenomenal existence into two seemingly irreconcilable cognitive prisons: ‘one world’ with homogenizing propensities (dominated by the West) and ‘many worlds’ with heterogenizing predispositions (embodied by the non-West). Every so often, these cognitive prisons—oscillating between the extreme homogenizing propensities of the West and heterogenizing predispositions of the non-West— become obstacles in implementing effective global partnerships that are required to tackle the challenges thrown by global crisis-situations, e.g., the likelihoods of world war, financial crisis, climate change, pandemic, and the like. The agenda of the ‘Global IR research programme’ has emerged to demolish these cognitive prisons. To this end, this agenda finds rational support from multiple auxiliary theories that derive stimulus from hitherto denigrated knowledge-forms thriving in different corners of the world: e.g., Tianxia (all-under-heaven) from China, Advaita (non-duality) from India, and Mu No Basho (place of nothingness) from Japan. Nevertheless, the conditioned reflexes of many IR researchers compel them to receive the emergent knowledge-forms by correlating their ‘source’ and ‘scope’: generally, the knowledge-forms having their source in the West are granted a global scope, whereas the knowledge-forms having their source in the non-West are given a local scope; it is often suspected that the local non-Western knowledge-forms cannot grasp the larger global scenario. Philosophically, these conditioned reflexes emanate from Kantian dualism, which forms disconnected opposites of phenomena-noumena, science-metaphysics, West–non-West etc. This article reveals how the Global IR research programme—inspired by the Chinese, Indian and Japanese cosmovisions—strives to demolish the cognitive prisons of ‘one world versus many worlds’, thereby ensuring the prospective progressions of this research programme.

Abstract:: Online social networking services (Facebook, Twitter, YouTube, etc.) have altered the way we engage with individuals, groups, and communities by profoundly changing our everyday information and communication habits on a global scale. Today, social media has also grown into a massive data repository providing very detailed information on the opinions, beliefs, and communications of millions of individuals. Similarly, social media analysis has grown into an essential method for various fields, including political science and international relations. The purpose of this study is to undertake a nuanced social media analysis using Twitter data to contextualize and assess the context, scope, and impact of Turkish IR scholars’ interactions on Twitter. Within the scope of the paper, network analysis, topic modeling, descriptive statistics, and regression analysis approaches will be employed to draw meaningful interpretations about their Twitter interactions. Our basic premise is that among Turkish IR scholars, there is a collective network that connects them in terms of interactions, attitudes, and opinions, and that network may be found by analyzing their Twitter data. This working assumption is not supported by the findings.

Abstract:: This study aims to present a critical portrayal of teaching geopolitics at Turkish universities by assessing both undergraduate and graduate levels of Political Science and International Relations (IR) curricula. Geopolitical analysis has gone through several phases and traditions by conceiving space as a crucial element for representing world politics. In addition to interstate rivalries, geopolitics also refers to many conflicts and rivalries within an intrastate framework in the context of multiple territorial scales. While geopolitics seems to be falsely perceived as something equal to a state-centric and hard realist academic subfield under a strong military tutelage in Turkey, it lacks a broad multi-level analysis, as well as geographical and historical reasoning. In this study, I propose to consider cartography, territoriality, and geopolitical representations, which form the basis of contemporary geopolitical analysis. The article evaluates weekly schedules, learning outcomes, content, and objectives of the courses available on the European Credit Transfer and Accumulation System (ECTS) information packages on university websites. Based on a qualitative case study, it eventually aims to improve the methodological character of geopolitics teaching, indirectly influencing the level and quality of geopolitics in Turkey.

Abstract:: Since the numerous calls for developing a truly global and plural IR discipline, a growing spate of IR studies have sought to contextualize and critique the Euro-centeredness of the field. One of the most significant problems scholars have pointed out is the hegemonic status of Anglo-American IR theories, which seemingly assert an ontological preeminence and universality at the expense of local knowledge and homegrown theories. While the present article shares many of global IR’s concerns, it nevertheless proposes that in our quest to teach IR and develop homegrown theories, we should not lose sight of the importance of traditional contributions to the field. Our argument is based on a series of reflections about the relevance of realist scholarship for the developing world. Through an analysis of the major criticisms of classical IR theories, we seek to show that classical and, to a lesser extent, structural and neoclassical realism contain several and diverse arguments that speak directly to audiences in the global South. Classical realism, in particular, shares some interesting commonalities with postcolonial theory, which could pave the way for a more systematic engagement between the two approaches. Therefore, we argue that a global IR founded only on critiquing classical theories would be an impoverished IR, and “the thousand small steps to” a globalized discipline ought not neglect the valuable insights and reflections of traditional theory.

38. The Dark Side of the Moon: An Ever-Fragmenting Discipline and Turkish IR in “the Outer Periphery”

Abstract:: A recent debate has emerged in the literature about a need for more global International Relations (IR), one which is truly international, to be worthy of its name. This paper outlines the multi-dimensional fragmentation in IR, which has prevented the emergence of a genuinely integrated and global discipline, and created a context in which the periphery cannot make original contributions to the core. The main purpose of this paper is to point out the major obstacles for such original contributions that emanate from the periphery itself. Aside from the general core-periphery fragmentation in the discipline, the periphery is collapsing within itself. From that perspective, the core and the periphery look more integrated, while the real division is between the periphery and the outer periphery. The outer periphery, while mostly invisible to the core, has real effects in IR practice, yet its nature and problems are not looked upon or handled by the current literature. Based on this observation, and using the Turkish example, four major problems of the outer periphery that affect the periphery and curtail its potential for original contributions are identified: (1) apathy towards western IR; (2) conspiracy theorizing; (3) chronological historicism; and (4) the outer periphery’s influence on the mainstream periphery. After discussing these problems, it is concluded that the periphery can make contributions to the core only after it has helped the outer periphery solve its problems, and integration within the periphery is achieved. Only then can original contributions of the periphery to a truly international IR be possible.

Abstract:: It is now rather well established that most International Relations (IR) theories are predicated on Western knowledges. This potentially limits their analytical capacity to explain international relations beyond Western ideological values or interests. However, in recent years there has been a substantial increase in scholarship not only critiquing the Western centric nature of International Relations theory but also exploring the contributions that knowledges from the global South make to the field of IR theory. Thus, the status quo is shifting, albeit slowly. Nevertheless, the impact as well as the implication of this shift toward knowledge plurality for the IR theory curricula has not been paid adequate attention. Consequently, this article investigates whether the demand for knowledge plurality in the realm of IR theory research has made inroads into the arena of pedagogy resulting in the generation of knowledge plural IR theory curricula. Moreover, it examines the different choices and interpretations made by educators in endeavouring to create knowledge plural IR theory curricula in various global contexts. Further, it endeavours to discern the factors that have informed and/or shaped respondents’ curricula and pedagogical choices pertaining to the selection, structuring and transmission of IR knowledge at tertiary education institutions in different geographical contexts. Ultimately, it reflects on the implications of the increase in knowledge plural curricula for the development of greater knowledge plurality within the discipline.

Abstract:: The modern international system has been shaped by long-standing historical practices of unequal power relations, which have positioned the Western world at the center of the political universe. Due to the centrality of the Global North in the international system, any IR theory that aims to portray a true picture of the “globe” necessarily situates the West at the center of scientific inquiry. Furthermore, the form of universality generated by Western hegemony has been diffused throughout the world over centuries, spreading Western political institutions, economic structures, and ideological norms in an uneven setting. As a result, the social structures of the Global South have developed through an uneven form of relationship and dialectical interaction with the West. Therefore, homegrown IR theories, which uncover local political, philosophical, or cultural motives as sources for theory-making, in fact, concentrate on stratified forms of the universal reality that is diffused through the uneven spread of Western social structures. In this sense, there is a Western-centric moment in any homegrown IR theory. Accordingly, this article develops a scientific realist account of the structure/agent relationship in order to analyze the material grounds of Western-centrism in the field of international politics and to evaluate the role of non-Western actors. Additionally, it critically evaluates distinctive homegrown theories produced on three different continents to reveal the aforementioned Western-centric moments in these theoretical initiatives. Namely, the Dependency School of Latin America, the Chinese School of International Relations, and the African School are respectively scrutinized to disclose the embedded Western-centrism in these theoretical initiatives.

Abstract:: Since the beginning of the Russian invasion of Ukraine in 2022, many political leaders have vowed to settle this conflict. Although Brazil, China, and the European Union were among these voices, some have accused these international actors of propelling the war. This study offers a content analysis of the speeches proffered by Lula da Silva, Ursula Von der Leyen, and Xi Jinping, the political leaders of these three actors. This analysis concluded that Ursula Von der Leyen mentions peace fewer times, accounts solely for Russia’s responsibility for the war, and presents a perspective akin to International Relations neoliberal theory. Meanwhile, Lula da Silva provides some views closer to Johan Galtung’s theories. Nevertheless, the Brazilian president does not clearly explain the beginning of the war, affirming that negotiation is the pathway to peace. Finally, Xi Jinping stresses his Global Security Initiative and avoids calling “war” what is happening in Ukraine.

43. A Subdued Environment and Missed Opportunities

Abstract:: Chinese diplomacy toward the Korean Peninsula in late 2023 sputtered forward, driven more by a calendar of bilateral anniversaries with North Korea and multilateral gatherings involving South Korea than any sense of strategic purpose. Both relationships seemed preoccupied with off-stage developments such as the September summit between Kim Jong Un and Vladimir Putin and the momentum of US-Japan-South Korea trilateral relations, rather than any inherent dynamism of their own. Still, regular Sino-North Korean bilateral exchanges ahead of the 75th anniversary of the bilateral relationship and Sino-South Korean bilateral economic dialogues provide opportunities to overcome resistance and sustain progress in the face of deepening major power rivalries. Senior-level dialogues between China and North Korea occurred on North Korea’s 75th founding anniversary in September, with the visit of Chinese Vice Premier Liu Guozhong to Pyongyang, a visit that occurred against the backdrop of the second US-South Korea Nuclear Consultative Group meeting, North Korea’s first successful indigenous satellite launch, and North Korean Vice Foreign Minister Pak Myong Ho’s visit to Beijing. Meanwhile, ministerial and working-level economic dialogues on issues such as supply-chain stability, export controls, and trade facilitation continued between China and South Korea, punctuated by a notable bilateral exchange between Chinese President Xi Jinping and South Korean Prime Minister Han Duck-soo in late September on the 19th Asian Games in Hangzhou. But these exchanges did not generate the traction necessary for South Korean President Yoon Suk Yeol to have substantive bilateral meetings with President Xi on the sidelines of the APEC meeting in San Francisco in November. Bilateral and trilateral foreign ministerial meetings in Busan between South Korean Foreign Minister Park Jin and counterparts Wang Yi and Kamikawa Yoko—the first in four years—failed to generate sufficient momentum to set a date for the resumption of China-Japan-South Korea summitry. Instead, the resumption of China-South Korea or China-Japan-South Korea summitry will depend on developments in 2024.

Abstract:: Japan-Southeast Asia relations marked two milestones in 2023-24. The first was the 50th anniversary of Japan-ASEAN Relations, during which Japan and ASEAN emphasized an equal partnership by adopting the keyword “co-creation” to promote economic prosperity and security stability in Southeast Asia and beyond. The second is strengthening Japan-Philippines bilateral strategic ties, not only bilaterally, but also trilaterally with the United States and quadrilaterally with Australia. Japan continuously engages with other Southeast Asian states and strengthens ties with ASEAN to reinforce ASEAN Centrality and unity, yet a challenge remains: how Japan can design a regional architecture in East Asia and the Indo-Pacific by clarifying the roles and division of labor among those institutions.

45. Understanding Muslim Countries’ Support for China’s Actions in Xinjiang: A Qualitative-Comparative Analysis

Abstract:: This study examines why 23 Muslim-majority countries supported China at the United Nations Human Rights Council (UN/HRC) in 2019, despite allegations of human rights abuses against the Uyghurs in Xinjiang. Using a fuzzy-set qualitative-comparative analysis (fsQCA), we compared the factors that led Muslim-majority and non-Muslim countries to support China. Our analysis found that Political Regime Affinity (PRA) was a necessary but not a sufficient condition for Muslim-majority countries to support China, while China’s Foreign Aid (ODA) was a necessary but not sufficient condition for non-Muslim countries. These findings suggest that ideological factors, related to the autocratic political regime (PRA), played a significant role in Muslim-majority countries’ decision to support China in the UN/HRC in 2019. However, it is important to note that other factors may have also been involved. These findings have important implications for understanding the complexities of international relations and the factors that shape states behaviour.

46. Operation Car Wash beyond Borders: The Making of a Transnational Policing Field

Abstract:: Investigations by the press have revealed that Operation Car Wash, an anti-corruption task force, received support from the FBI, the American federal agency of criminal investigation. This paper analyses the transnational connections between Brazilian and American law enforcement officers, which led to the formulation and conduction of Operation Car Wash, reconstituting its transnational dimensions, which have yet to receive much attention in the specialised literature. To accomplish this, we have mobilised the field thinking tool developed by Pierre Bourdieu and his interpreters in International Relations, enabling us to reflect on the interactions between police within a specialised social space promoter of socialisation, competition, and cooperation. Beginning with documental research, we have identified the national and international actors involved in the operation, the power relationships between them, their patterns and spaces of interaction, and potential political impacts.

Abstract:: In the book Contemporary China in Anglo-American and Chinese Perspectives: Making Sense of a Rising China, Emre Demir aims to analyze China’s rise by displaying the differences and similarities in scholarly discourse in Western and Chinese scholarship. The book examines a collection of 14 approaches from scholars of mainstream United States (U.S.), critical Western, mainstream Chinese, and critical Chinese approaches and seeks to reveal their relevant power-knowledge nexuses and region-centric characteristics in knowledge production, with a particular focus on the current power structure in knowledge production in Chinese and U.S. societies. Demir indicates that every approach occupies a position within the three-layered structure of knowledge production: core, semi-periphery, and periphery. Currently, the U.S. assumes the core (hegemonic) position within social sciences knowledge production, which enables it to dominate the means of knowledge production and direct the ways in which knowledge is produced. Therefore, the U.S. can globally reproduce its own theories, which it benefits from, under the guise of universal validity. Moreover, Demir advocates the diversification of intellectual knowledge in the social sciences, a human-centric approach instead of a region-centric one, a focus on the colonial histories of societies, and the decolonization of International Relations (IR).

Abstract:: The increasing deleterious effects of climate change have led to the emergence of multilateral environmental regimes and different understandings of responsibilities. Great Powers, Climate Change, and Global Environmental Responsibilities, edited by Robert Falkner and Barry Buzan, is an excellent book covering case-based examples of special environmental responsibilities. It aims to close the gap between International Relations (IR) theories on great powers and Global Environmental Politics (GEP) to illuminate the definition of environmental great power, differences in global environmental responsibilities, and the role of great powers regarding global environmental issues, particularly climate change. Buzan and Falkner argue that climate change is a global threat to international society that requires great powers to assume special responsibilities. Hence, this book seeks to bring together IR approaches to the study of great power and Great Power Management (GPM) to explain how great powers acquire legitimacy to justify their unequal status by accepting special rights and responsibilities as an institution of international society and how GEP perspectives shape the roles played by major powers (p. 6). The research questions of this study are as follows: (1) What are the features of environmental great powers? (2) Do environmental powers accept special responsibilities to combat climate change that correspond with their positions in global environmental politics? and (3) Have great powers securitized climate change, that is have they evaluated it as an issue that is related to maintaining international order and conserving stability in international society? The main argument of the book is that great powers have not developed a common understanding of their environmental responsibilities because they do not evaluate climate change as a systemic threat to the international system. Furthermore, whether it is a developed or developing country, the interests of great powers have blocked the securitization of environmental issues.

Abstract:: Post-Post-Kemalizm: Türkiye Çalışmalarında Yeni Arayışlar ( Post-Post-Kemalism: Search for Alternatives in Turkish Studies), edited by İlker Aytürk and Berk Esen, aims to present a multidimensional approach to a long-standing intellectual debate in the field of Turkish studies. As laid out by the editors in the preface, the book is based on the argument that the post-Kemalist paradigm is insufficient for making sense of Türkiye today, which prompts the search for an alternative paradigm (p. 14). The book, which consists of two sections, first details the failure of the post-Kemalist paradigm as seen through different disciplines, including political science, women’s studies, and foreign policy. The second part then provides a rethinking of the paradigm by presenting a critique of post-Kemalism from different thematic perspectives, including liberalism, culturalism, secularism, tutelage,1 Islamic studies, and political parties. The work aims to create an alternative perspective to contemporary Turkish studies and provides benefit to researchers who are interested in and are carrying out studies in this field.

50. Can Europe and India deepen ties through critical raw materials cooperation?

Abstract:: Europe and India are rapidly embarking on a clean energy transition with the share of renewables skyrocketing in their respective energy mixes. This heightens concerns about dependence on critical raw materials (CRMs), such as cobalt, nickel and graphite, that are needed for renewable energy technologies, and whose supply chains are largely dominated by singular exporters such as China. It is not the case that Europe and India lack reserves of, for instance, lithium, but there are barriers to extracting them, and even if new mining activities are undertaken, it will take time. This policy brief reviews how the two parties are juggling with their dependence on China-dominated CRM dependent value chains. Both realise that derisking, diversification and/or decoupling cannot be easily and quickly achieved. While the EU is nervous about being drawn into a wider regional conflict between the United States and China, India’s attempts to deal with the China threat has drawn it into various issue-based strategic partnerships. It makes sense for the two blocs to reframe the discussion on de-risking and instead cooperate on joint investments into Research & Development into alternatives to some CRMs, developing competitive supply chains for new materials and cooperating on the re-use and recycling of existing materials.

Increased concerns and native islanders’ advocacy regarding climate change have brought small islands, including those of the South Pacific, closer to the forefront of IR scholarship. Still, the legacy of neglect persists. The islands’ individual and collective actions on climate change have not been as effective regarding phosphate mining, despite considerable resistance to continued mining activity in remaining phosphate reserves. This article describes this continuity of neglect as it traces key phases in the history of South Pacific phosphate mining in Nauru, Banaba in Kiribati, and Makatea in French Polynesia. These three islands with their differing sovereignty statuses—Nauru as a sovereign state, Banaba as an island of the sovereign state of Kiribati, and Makatea as an island of the French overseas collectivity of French Polynesia—offer a spectrum for analysis. This essay explores the role of state sovereignty, as identified by the Westphalian system, in shaping autonomy and self-determination over resources within the borders of a state, especially a post-colonial state. This next section explains the Westphalian system of state sovereignty and its failure to overcome the external control imposed by legacies of colonialism and resource extraction. In other words, legal sovereignty does not necessarily translate to de facto sovereignty.

Abstract:: The summer of 2024 has been extraordinarily hot. Climatologists say the average temperature may exceed median values for the entire history of observations. But it is already clear that the political barometer has reached its peak this year, which is certainly having a direct impact on international relations and the global economy as a whole. The past months following the triumphant conclusion of the 27th St. Petersburg International Economic Forum, which marked the beginning of the collapse of the neocolonial system of global economic relations, and subsequent significant events in international affairs have confirmed Russia’s clear course toward financial sovereignty. For more than a decade now, that course has been pursued by the West, which has become unfriendly in a fairly short historical period. Yet in previous periods of our country’s history – the building of socialism, communism, advanced socialism, perestroika, and finally liberalism – the West actively used at an affordable price our fuel and raw material resources, which formed the basis of the Western economy and consumer society. The scientific achievements of our scholars also contributed to common global progress, as evidenced by the numerous Nobel Prizes they were awarded. So why, after three decades of euphoria based on the development of the market economy and the liberalization of everything, both necessary and unnecessary, has Russia once again been fenced off by NATO’s walls and subjected to economic sanctions, which essentially amount to an economic blockade? This happened before, during the early days of the young Soviet Republic, but the blockade lasted less than a hundred days – from October 1919 to January 1920 – because the level of understanding of global economic ties that formed the basis of politics and diplomacy among the old Western leaders was far higher than it is among today’s leaders, who seem more inclined to discuss issues concerning minority orientations than to concern themselves with the well-being and pressing needs of the majority.

Abstract:: The main goal of this paper is to present and compare the main developments in the Russian wars in Ukraine and Syria by considering the main patterns, parallels, and changing trajectories that could shed more light onto both of these war zones, which are highly interlinked due to Russia’s leading role in both. It analytically, comparatively, and contemplatively approaches those developments by highlighting multiple similarities and the main differences in global responses to these conflicts. Both conflicts should be seen as highly unpredictable, dynamic, and unnecessarily extended asymmetric proxy wars in which global powers test their new military doctrines and their competitors' responses to their unconventional actions and other unsolicited and indirect interferences in the local dynamism of both wars. Abstract:: Russia’s invasion of Ukraine has forced European foreign policy-makers to reassess their view of international relations and reconceptualise the European Union (EU)’s approach to it. A broad consensus has emerged that the foreign policy of the EU needs to become more geopolitical. A sentiment echoed and championed by Ursula von der Leyen, who, since assuming the role of President of the European Commission in December 2019, has actively advocated for a more assertive and strategic EU presence on the global stage (Bayer, 2019). The High Representative of the European Union for Foreign Affairs and Security Policy, Josep Borrell, has labelled these developments as “the awakening of geopolitical Europe” (Borrell, 2022). He further insisted that a more geopolitical European outlook on the world should not be temporary but should become the “new normal” (Borrell, 2022). This suggests a fundamental and lasting shift in the EU’s approach to external relations. Given the ambiguity of the term ‘geopolitics’, which has at least five different meanings (Kundani, 2023), many questions about the EU’s new normal remain to be answered: What does a more geopolitical foreign policy entail? What would be the implications of such a new approach regarding the European Neighbourhood, in particular the Middle East and North Africa (MENA) region? And how can such an approach be reconciled with the EU’s liberal principles? This paper aims to assess these questions from a realist perspective. The article proceeds as follows. The first part examines the different conceptualisations of geopolitics and assesses which of them EU policy-makers refer to. The second part examines whether a more geopolitical EU foreign policy towards the MENA region can be seen as a paradigm shift or rather a continuation of existing policies. The third part considers how the “geopolitical awakening” can be reconciled with the EU’s liberal principles. The paper concludes by drawing on the findings to develop concrete recommendations.

Abstract:: Turkey’s political history has seen recurring shifts between democratic ideals and authoritarian tendencies, notably during the two decades of the Justice and Development Party’s (Adalet ve Kalkınma Partisi, AKP) rule. This transition marked a departure from a relatively democratic façade that emerged in response to the European Union (EU) accession process towards a more authoritarian regime characterized by increased government control and curtailment of civil liberties.1 It is a shift accentuated after the 2013 Gezi protests which culminated in a significant regime change in 2018. This transformation was marked by President Recep Tayyip Erdoğan’s consolidation of power through constitutional amendments, leading to the transition from a parliamentary democracy to a presidential system. To comprehend this transformation, it is imperative to examine the interplay between economic dynamics and the state within the neo-liberal capitalist system, aligning with Poulantzas’ observations on global trends.2 It can be argued that the accumulation and state crises, exacerbated by the 2008 global economic crisis, have contributed to Turkey’s authoritarian shift in parallel with global developments. Originating from a 2018 workshop at Middle East Technical University, Turkey’s New State in the Making: Transformations in Legality, Economy, and Coercion provides a historical-sociological perspective on Turkey’s state crises, serving as a vital resource for comprehending authoritarianism and class-state relations and offering an in-depth exploration of the AKP regime’s transformation, presenting a continuum of its history rather than a rigid division between democratic and authoritarian phases.

Abstract:: Recent developments in the operationalization of mutual military buildups raise some questions about the findings of the quantitative literature on the association of mutual military buildups (MMB) and militarized dispute (MID) onset in the Greece-Ottoman Empire and Greece-Turkey dyads. We use the novel data to evaluate that relationship, working within the Steps to War explanatory framework. The Greece-Ottoman Empire and Greece-Turkey cases are puzzles for the framework, since on the one they have had a frequent presence of the Steps to War but have far fewer wars than we would expect. Our analysis indicates that despite that puzzling incongruity the Greece - Ottoman Empire and Greece-Turkey cases are good fits for the Steps to War, except when it comes to the role of mutual military buildups. We find indicators that while the other factors of Steps to War have a positive combined association with MID onset, the inclusion of mutual military buildups renders such an association statistically insignificant. On the other hand, we do find indicators that mutual military buildups may contribute to the transition from Lesser to Severe Rivalry, as per the Steps to Rivalry. Finally, the dyads reach infection periods that make war more likely as per the Steps to War. But many expected wars do not take place. We posit two possible explanations for future research: deterrence, or major power managerial coordination.

Abstract:: After the beginning of the conflict in Ukraine and Russia’s annexation of the Crimean Peninsula, the Czech Republic became fully aware of the threats posed by the Kremlin despite President Zeman has denied the presence of Russian troops in Ukraine and has criticised the EU sanctions against Russia. Czechia belongs to the group of countries through which Russia influences the EU, to gradually and deliberately erode its structures. Russia exerts a strong influence on the Czech Republic by non-military means, including disinformation and propaganda, the activities of secret services, and penetration of its economy and specifically its energy sector. The article aims to answer the question about the role of Russian disinformation and propaganda in the context of Russian influence in the Czech Republic. The role of Russian disinformation and propaganda and how Russia influences Czechia is extensively analysed. The main hypothesis is that Russia treats the Czech Republic as a key state for espionage and disinformation activities and as a zone of influence, undermining the sovereignty of the Czech Republic and the role of NATO and the EU.

Abstract:: The article aims to analyse the significance of liberal norms and values in the development of political relations between the EU and ASEAN, an issue which has been only selectively analysed in academic literature. At the same time, the topic of the article fits into a broader landscape of issues associated with the development of relations between international intergovernmental organisations in contemporary international relations, only partially studied in Polish and international literature to date. Considering the essential framework of classic constructivism, as well as significant contributions added by critical constructivism, the article formulates a research hypothesis whereby the European Union and ASEAN are organisations which, while recognising the importance of liberal values and norms, take a different approach to their promotion and protection. The European Union, which attempted to act towards ASEAN as an interpreter and diffuser of the aforementioned values and norms in the 1990s, adopted a pragmatic approach over time, in response to ASEAN’s stance and actions, limiting its role in this respect and taking regional conditions and dependencies into account. In order to verify this hypothesis, three research questions were formulated, namely: What is the place of liberal norms and values in the EU and ASEAN policy documents? Is the respect and protection of liberal norms and values an important element declared in mutual relations? How do both sides approach the implementation of liberal norms and values in practice in selected cases? This article is structured around these issues and discusses the significance of liberal norms and values in EU and ASEAN policy documents, the place and role of liberal norms and values in documents underpinning EUASEAN relations and in EU documents formulated towards ASEAN and the Southeast Asian region and also provides an analysis of EU and ASEAN policy towards Myanmar.

Abstract:: The aim of this article is to analyse the ontological and epistemological dimensions of the main stages of the development of regional studies as a sub-discipline of international relations. The research problem of the article focuses on the interdependence and significance of regional studies as a sub-discipline within the scholarly discipline of international relations. The issue of regionalism and the region arose in the period of the establishment of international relations as a scholarly discipline during the interwar years, and was further conceptualized in the 1950s and 1960s during the Cold War period. The status of regional studies was then marginalized in methodological, ontological and epistemological discourse by the main theoretical trends of international relations. As a result, it was only after the end of the Cold War that we witnessed a gradual, systemic process of reintegration of regional studies within the discipline. This article argues that the reintegration of regional studies into the discipline of international relations is a function of two parallel processes that are interrelated: the transformation of the liberal international order after the end of the Cold War and increased pluralism in scholarly discourse within the discipline of international relations. These developments and their associated academic implications have contributed to the consolidation and strengthening of regional studies as a major subdiscipline of international relations.

Abstract:: Without a sea change, U.S. and European soft power will continue to erode in Tunisia at a moment of increasing crisis for the country. For decades, Tunisians have viewed their country’s relationship with the West as a relationship built on a sense of mutual alliance. Tunisia has long seen itself as a vital ally for both the United States and Europe; in 2012 a host of bilateral and multilateral agreements solidified the economic and political ties between Tunisia and Europe, and in 2015 Washington deemed Tunisia a Major Non-NATO Ally. These relationships span much of the past century; aside from being under French and Italian control during the colonial period, Tunisia became a key site of conflict in the North African theater during World War II, when Allied forces eventually broke into the Italian peninsula from the south. And for many Tunisians coming of age in the 1990s, the United States was seen as the ideal model of a superpower. Despite these deep ties between Tunisia and the West, the true nature of the country’s relationship with the United States and Europe continues to be unclear and ever-changing. However, geopolitical shifts and harsh realities have snuffed out that once-bright optimism. In Tunisia, the recent actions of the United States in the region have damaged its reputation, perhaps irreparably. This was evident in the United States' stance on the ongoing war in Gaza since last October, where it did not intervene effectively to stop the war using its diplomatic leverage. Moreover China, Russia, and other powers are steadily making economic and political inroads at the expense of the United States and Europe.

Abstract:: Ankara’s push for “soft recentralization” in Iraq will likely include more intensive efforts to establish the Development Road and prioritize Baghdad’s interests, though without abandoning the Kurdistan Region. As discussed in Part 1 of this PolicyWatch, Turkey’s Syria strategy is rather circuitous, potentially involving simultaneous negotiations with the Assad regime and the United States while running the risk of damaging relations with Washington if the two governments fail to coordinate their moves. In contrast, Ankara’s Iraq strategy—which boils down to promoting Turkish money over Iranian guns—is more straightforward and likely to receive U.S. backing. To this end, Ankara has conceived the Development Road, a proposed trade network that would run across Iraq and Turkey, connecting Asian and European markets via the Indian Ocean and Mediterranean Sea. Initially, the project ran counter to the India-Middle East-Europe Economic Corridor (IMEC), a U.S.-proposed route stretching from India through the Arabian Peninsula and Levant to Europe. Yet the Gaza war and ongoing Houthi maritime attacks have raised security concerns about commercial shipping through the Red Sea, suddenly boosting the prospects of the Development Road at IMEC’s expense. With Gulf money behind the project, Turkish policymakers predict the Development Road’s initial routes could open as early as 2027. Washington should consider throwing its support behind this initiative as well, particularly if it needs to counterbalance Iranian influence in Baghdad following a full or partial U.S. withdrawal from Iraq.

Abstract:: Welcome to the eight’s edition of The Berlin Pulse! As every year, we compare international expectations of Germany with public opinion in Germany. But this year’s edition is special, as it comes off the press with one part of our representative survey conducted right after the polls have closed in the United States and the German coalition collapsed. Thanks to our editors Julia Ganter and Jonathan Lehrer, this issue underlines that Germany must decide what image it wants to project and what international expectations it wants to meet. Bangladeshi analyst Shafqat Munir and Russian opposition politician Andrei Pivovarov want Germany to live up to its moral aspirations and support the revival of democratic values in their countries. Israeli journalist Mairav Zonszein argues that precisely Germany’s reputation as a defender of democratic norms complicates its arms support to Israel, calling on Berlin to ensure its weapons are not used in human rights violations. Meanwhile, Ukrainian politican Halyna Yanchenko urges Germany to supply more arms to help end Russia’s illegal war of aggression. These expectations illustrate that Germany’s international standing as a partner in upholding international law, human rights and democracy is currently at stake. Berlin faces a complex balancing act, striving to avoid perceptions of selectively applying international law. Estonia’s Defence Minister Hanno Pevkur argues that half-hearted actions will not suffice – or as he puts it, ʻDo we want Ukraine to survive, or do we want it to win?ʼ The German population has a strong opinion on many of these issues. While 57 per cent of German respondents still want Berlin to support Ukraine militarily only 25 per cent want military support for Israel. Despite these dilemmas, it is encouraging that 46 per cent of German respondents want their country to be more engaged on international crises. It is the highest level since we started surveying this in 2017 and it shows that, after three years of war in Ukraine and a year of war in the Middle East, Germans want change and want to see Germany driving change. Thanks to our partner, the Pew Research Center, we know that Germans and Americans have trusted each other to make a change in international politics over the past four years. But our new figures, conducted after the US election, show that this partnership may be threatened: 79 per cent of Germans think President Donald Trump will damage transatlantic relations. But only 35 per cent of Germans think that Germany should step in to lead the West. It is time to decide, Germany. What kind of international player do we want to be, in which areas do we want to go all in? The following pages can help us make difficult decisions in difficult times.

Abstract:: In recent years, a quest for economic security and strategic autonomy have come to define the European Union (EU)’s politics. The need to compete globally for the finite resources required for the green and digital transitions, and rivalries between the US and China for global dominance, are all driving this agenda. And while the COVID-19 pandemic and the war in Ukraine highlighted countries’ global dependencies, deepening geopolitical tensions have brought national security considerations to the fore. At the same time, the rise of populist parties across Europe is fuelling calls for countries’ national interests to play the defining role in development cooperation. This presents a challenging environment for EU development cooperation. Caught up in this new paradigm, development cooperation is increasingly viewed as a lever of hard power and an instrument of influence which can be used to reinforce Europe’s strategic autonomy and economic security. With European interests central to EU development cooperation strategy, the climate of distrust between Europe and its partners is being heightened, given the not-so-distant memory of European vaccine “nationalism” during the COVID-19 pandemic, the different standards some Europeans apply with regards to fossil fuel exploration and the negative repercussions the Green Deal will have on African countries’ growth and development. However, shaping EU development policy in this fashion, with geostrategic interests at its forefront will be more detrimental than helpful for the EU in the medium to long-term, and carries the risk of fuelling conflicts of interest with partners. Geo-economic fragmentation and a trust deficit when it comes to governments and societal institutions are threatening our ability to address pressing global challenges. In Africa, this fracturing is evident in the plethora of Africa plus-one summits, for example, the first ever Korea-Africa summit. Instead of using multilateral vehicles to address development cooperation, this new environment has spawned a diversion of resources toward more bilateral initiatives, where the geopolitical returns are direct and attributable. In this piece, we propose a reset of the EU’s international relations narrative and “third way” for the EU to position itself as a global development player.

Abstract:: Russia’s war against Ukraine has brought back to the spotlight the question of China’s (officially the People’s Republic of China, PRC) potential attack on Taiwan (officially the Republic of China, ROC). Beijing claims that the island is one of its provinces, whereas the current Taiwanese government maintains that it is already an independent country. A conflict over Taiwan – or even a Chinese blockade of the island – would have immediate economic and political implications for Europe which will likely impose sanctions on the PRC, the EU’s second-largest trading partner.[1] The EU is not a security actor in East Asia, but has some formidable – and unique – soft power assets that could be leveraged to promote dialogue and understanding between China and Taiwan, with the objective of reducing tensions in the area and maintaining the status quo.

Abstract:: The competition between the world's two major powers structures all international relations and influences the choices made by all other countries. The latter fear the consequences of tensions between the two giants and, in the main, want to avoid having to choose. But the problem is not the same everywhere. To put it simply, China benefits in the "global South" from a certain hostility towards the West, while the United States can play on the fear aroused by the emergence of Chinese power, which no longer hesitates to resort to power relations, especially in Eastern Asia[1]. Against this backdrop, Europe is in a delicate situation. It must contend with its assimilation to the United States as being part of the “West” which is increasingly rejected. Although it shares much with its American ally, particularly the values of democracy and security arrangements, it does not always have the same interests as the United States and must preserve its room for manoeuvre if it is not to be dragged into decisions in which it has no part. Before examining how the European Union is facing up to this challenge, and how it should behave in the future, the driving forces and prospects of the Sino-American rivalry require exploration.

Abstract:: It is now generally accepted that the global order is shifting, but the literature is divided on how. Consequently, it is not surprising that there is a lack of strong scholarship on the characteristics of the order from a Central and Eastern European (CEE) perspective. Abstract:: The purpose of this article is to evaluate the impact of the Ukrainian War on the geopolitics of Antarctica. Beyond the borders of the countries involved, the most immediate and noticeable impact of a conflict of this nature is evident in the economic environment. However, international relations are tested or shaken, exerting pressure on treaties and cooperation agreements between countries, through the reappearance of past political issues. In 1959, the Antarctic Treaty sought to protect the continent from territorial pressures capable of affecting its natural balance, but this type of conflict compromises international cooperation and brings to light old interests in resource exploration in that region. This complex system, composed of cause and effect forces that involve the interests of the different countries involved in Antarctic geopolitics, was quantitatively modeled by cognitive maps, which explore artificial intelligence concepts to evaluate the behavior of these forces. The results indicated trends in relation to 12 driving forces selected from the literature and evaluated by experts from the Brazilian Antarctic Program, allowing the evaluation of the dynamics of the system over time.

Abstract:: This article deals with Turkey’s international relations and the impact of its choices in the International System (IS) in this new era marked by the return of competition between the world powers. Specifically, it discusses the Turkish dilemma, reduced to two possible courses of action: between adherence to revolutionary behavior, or association with the institutions of the Emerging Industrial Axis. This dilemma is confronted with Turkey’s trajectory since the end of the Ottoman Empire, in an explanatory historical effort. As for strategic stability, it should be clarified that it is understood as the set of elements that shape the ‘rules’ of the game in a multipolar world. The question that guides the research is how will Turkey’s international insertion take place? The hypothesis that runs through the text is that, unlike other times when Turkey has been subjugated by international constraints, this time it will be able to choose its form of insertion into the IS. The article is divided into five parts. The first concerns the predominance of necessity in Turkey’s IR trajectory. The second deals with the legacy of extra-economic coercion, which the US used during unipolarity, and the challenges this poses for strategic stability - which must be approached from a multidimensional perspective. The third part deals with Turkey’s insertion into the South-South Axis - it remains to be seen whether it will also join its institutions. The fourth part deals with revolutionary behavior. Finally, the fifth and last part deals with the role of the Middle East in the outcome of the Turkish dilemma.

Abstract:: Arab Barometer’s Wave VIII survey captures public opinion in Jordan at a critical time. As the COVID-era restrictions and changes receded, many of the challenges Jordan had been facing over the previous decade returned to the fore. From the early 2010s until Arab Barometer’s 2022 survey, there had been consistent declines in views of government and economic challenges continued to mount. However, in the weeks before the planned survey, the events of October 7, 2023 shook the region, but particularly Jordan as a country bordering Israel. Israel’s subsequent military campaign in Gaza deeply affected Jordanian public opinion, particularly given the large number of Jordanians of Palestinian descent. Results from the survey strongly suggest that the impact from the war in Gaza not only shaped views of international actors, but also influenced perceptions of domestic issues in Jordan. In effect, it is difficult to overstate the importance of this issue for Jordanian public opinion or to accurately understand it separately from the situation in Gaza.

Abstract:: If uncertainty was the key theme reverberating through Arab Barometer’s 2022 seventh wave findings in Iraq, emergent stability—however slight—is the main one echoing its eighth wave, at least with respect to domestic politics. To be sure, the country still faces many challenges, and protests over corruption, elections, women’s rights, climate change-induced power outages, among other issues have continued to episodically arise. But public sentiment appears to be responding to the efforts of Prime Minister Mohammed Shia’ Al-Sudani’s government, which has begun to tackle some of the country’s most pressing issues. For Iraqi citizens, corruption remains the biggest challenge facing the country, though there is a considerable increase in the share of citizens who suggest that the government is tackling the issue. Economic grievances, chief among which are a lack of jobs, also continue to preoccupy citizens. More than half of all Iraqis are confronting food insecurity, and sizable numbers are adapting negative coping strategies to access food. Even more pressing than the affordability of food is the affordability and availability of housing. Still, a small but rising share of citizens positively assess the government’s efforts to create jobs and curb inflation. So, despite ongoing challenges, optimism about the future of the economy is on the rise, signifying the reversal of an otherwise downward trend that had been effect since 2013.

94. Enhancing Trilateral Security Cooperation: Korea, the United States, and Indonesia

Abstract:: Sook-yeon Lee argues that Indonesia serves as an ideal partner for the United States and South Korea to advance their objectives in the Indo-Pacific region and that the three countries should expand areas for trilateral cooperation. While the bilateral South Korea-Indonesia and US-Indonesia partnerships have deepened over the past several decades, trilateral security cooperation remains unexplored due to the differing scopes of cooperation between the two bilateral relationships. Lee outlines several areas in which the three countries should expand trilateral cooperation and contribute to strengthening regional security. Due to Indonesia’s desire for neutrality and South Korea’s concerns regarding its ties with China, Lee recommends a cautious approach to initiating trilateral cooperation in maritime security and counterterrorism before gradually expanding to additional areas. Such an approach both addresses Indonesia’s immediate cooperative needs and aligns with areas that South Korea and the United States have already identified within their respective partnerships with Indonesia. However, the primary challenge facing trilateral security cooperation is maintaining mutual trust and ensuring the leaders of all three countries are committed to upholding trust as the foundation of trilateralism. Domestic politics and foreign policy considerations of the three countries further complicate efforts to enhance trilateral security cooperation. Thus, Lee recommends that the three countries strengthen strategic dialogues to understand and respect the differences in each country’s respective core interests to ensure the establishment of a durable trilateral partnership between South Korea, Indonesia, and the United States.

Abstract:: Yasuyo Sakata provides a historical overview of US-Japan-ROK defense cooperation in Northeast Asia, from the Korean War to the Camp David Summit, explaining how the trilateral partnership was redefined as an Indo-Pacific partnership and incorporated the “Northeast Asia Anchor.” Sakata argues that Japan and the United States have taken the lead in reconstructing the Indo-Pacific security architecture through their Free and Open Indo-Pacific (FOIP) strategies, and that the US-Japan-ROK trilateral relationship has been incorporated into this framework alongside other alliances such as the Quad and AUKUS. Sakata explores how Korea’s shift back towards the Indo-Pacific under President Yoon’s leadership has allowed for expansion of the scope of US-Japan-ROK trilateral cooperation, as affirmed during the Camp David Summit. However, Sakata contends that a comprehensive defense approach is needed in the Indo-Pacific involving allies and partners to build upon this foundation and strengthen defense and security cooperation amidst the challenges posed by North Korea, the Taiwan Strait, maritime security, cybersecurity, and space. Action is essential, as time is running out to solidify gains from the Camp David Summit and build a stable relationship. Abstract:: The United States and South Korea are close allies, committed to reducing greenhouse gas emissions and home to advanced industrial economies. Pragmatic cooperation on clean energy technologies would aid their shared goals in climate mitigation, energy security, and supply chain resilience. US-South Korea cooperation should include pooling shared technological expertise, aligning market and carbon accounting rules, investing in constrained supply chains, and adopting well-targeted policies to encourage research, development, and demonstration (RD&D) projects for early-stage technologies like clean hydrogen and advanced nuclear power plants. Clean energy pragmatism requires acknowledgment of the constraints facing each country to ensure policies are properly scoped, politically durable, and revised iteratively in light of observed outcomes. Neither country can succeed in this multidecadal transition alone. With their shared industrial capacity, world-class innovators engaged in joint research and development, and properly aligned market standards, however, both countries can solidify their position to achieve 21st-century energy security and economic growth. Yet, policy design and implementation are never complete unless a problem is entirely solved, and climate change is not a problem that can be solved over a single presidential term. Political shifts hold the potential to either undo progress or help spur new action.

Abstract:: If it seems like the world is descending into chaos the feeling is justified. Thirty-five thousand dead in Gaza. Nearing 300,000 killed in Ukraine. War in the Red Sea. Jihadist insurrectionists in the Sahel. Nuclear saber-rattling by the Kremlin. North Korea and Iran threatening their neighbors and everyone else. Escalating Chinese intimidation of Taiwan. Complete breakdown of Transatlantic relations with Russia. Partial breakdown of U.S. relations with China. The world seems to be coming unglued. The rules-based global order that set the norms and more-or-less governed behavior between states for the past nearly 80 years is frayed—possibly beyond repair. Citizens everywhere are exhausted, barraged relentlessly by the 24/7 news cycle with constant reportage so grim as to be anaesthetizing. Global order is a universal public good, however it is neither self-executing nor auto-emergent. It emerges from the struggle—sometimes violent—of competing principles of governance, often but not exclusively manifested by states. Those principles are expressed by a specific conceptual vocabulary and constitute a paradigm. It is permanently in flux. Today we are experiencing a paradigm shift and global order cannot be taken for granted. We are veering toward chaos.

Abstract:: This issue of the Journal of International Security Studies (RESI) addresses the challenges facing the European Union in the context of multipolarity. This situation arose after the collapse of the unipolar context (1989-2014), in which the United States - as a result of its many mistakes - lost its privileges, obtained after winning the Cold War at the end of the bipolar era (1945-1989). For the purposes of this introduction, we set 2014 as the beginning of the multipolar moment, although there is a great and necessary debate among academics in our field. There are two main arguments for the year 2014. First, the fact that former President Obama threatened former President Bashar al-Assad with military intervention in Syria if he used chemical weapons again and failed to do so: weakness. Second, Russia's annexation of Crimea in the same year. A key issue for Russia's national interest and therefore also for that of the United States. How to block it: weakness. The aim of this issue has therefore been to analyse the role of the European Union, or lack thereof, in the context of multipolarity. To this end, we have benefited greatly from the academic context that has been generated by the research project ‘Competition between great powers: multipolarity as reflected in regional scenarios’, which I have had the honour of directing and which has obtained funding from a competitive call of the Universidad Nacional de Educación a Distancia (UNED).

Abstract:: The end of the Cold War marked the beginning of a unipolar world order in which the United States championed a liberal vision of international relations. This narrative was not only deeply embedded in the collective imagination but also profoundly shaped the formulation of foreign policies in Western countries, the development of the European project, and its predominance within the academic sphere. However, the expansion of the "liberal hegemony" has fallen short of the expectations of its proponents: neither has the end of history been realized, nor do we live in perpetual peace, nor has power ceased to matter to the principal actors on the international stage—the states. This article examines the impact of shifts in the distribution of power among states on the role of the European Union in the international arena, contextualized within the broader transition from a unipolar to a multipolar world order.
