Abstract:
Women’s incarceration in Colombia is deeply linked to the disproportionate application of drug laws and to the gendered inequalities women face in poor and care demanding contexts. A novel law introduced in 2023 addresses these issues and allows certain women heads of household living in conditions of marginality to exchange prison for public service in freedom. Law 2292 - the Public Utility Law, is an expression of the International Guidelines on Human Rights and Drug Policy, and of normative shifts in Colombia around criminal policy and drug control. This paper documents how Mujeres Libres, the Center for Law, Justice and Society (Dejusticia), and the International Centre for Human Rights and Drug Policy, based at the University of Essex, came together to use the Guidelines as a shared advocacy and technical framework to strengthen the implementation of Law 2292. Aimed at policymakers, judges, public defenders, and civil society in Latin America and beyond, this paper offers a practical account of our implementation efforts: how our partnership formed, how we engaged strategic actors and identified key pathways of change, what tools we produced, what results we are beginning to see, and what should happen next.

Since 1950, agricultural productivity has been increasing even as labourers leave agriculture. However, while average productivity of the sector has been converging, within-sector inequality has been increasing. Agricultural income inequality is still less than overall income inequality, but it measures significantly higher when we use higher-quality and more comprehensive survey data. This means not only to observe the entirety of household farm income, but also to measure the magnitude of capital income and corporate profits in the sector. Given the likely increase in agricultural inequality during the process of structural change, I show also the extent to which social protection programmes are both insufficient and poorly targeted for rural populations.

According to the Kuznets hypothesis, inequality first tends to increase and then decrease as a country develops. Whether borne out empirically, this inverted-U Kuznets curve, as a stylized ‘fact’, has shaped the discourse on economic development and income inequality for decades. In this paper we investigate whether a similar relationship holds between national income per capita and inequality of opportunity: the inequality associated with inherited individual circumstances such as gender, ethnicity, and family background. As, empirically, inequality of opportunity is positively correlated with income inequality (a relationship known as the ‘Great Gatsby’ curve), the relationship between inequality of opportunity and ‘development’ is expected to display the same inverted-U shape. We suggest that the existence of a Kuznets inequality of opportunity curve can be the result of a ‘triangular’ relationship between development, income inequality, and inequality of opportunity. We propose a simple theoretical model that links the three concepts and describes two possible mechanisms. A numerical simulation based on the model illustrates the process. We then draw on the newly published Global Estimates of Opportunity and Mobility database to shed new light on this ‘triangular’ relationship, primarily in a cross-sectional context.

Billionaire wealth has risen three times faster in 2024 than in 2023. Five trillionaires are now expected within a decade. Meanwhile, crises of economy, climate and conflict mean the number of people living in poverty has barely changed since 1990. Most billionaire wealth is taken, not earned- 60% comes from either inheritance, cronyism, corruption or monopoly power. Our deeply unequal world has a long history of colonial domination which has largely benefited the richest people. The poorest, racialized people, women and marginalized groups have been and continue to be systematically exploited at huge human costs. Today’s world remains colonial in many ways. This must be reversed. Reparations must be made to those who were brutally enslaved and colonised. Our modern-day colonial economic system must be made radically more equal to end poverty. The cost should be borne by the richest people who benefit the most.

Aid can make a huge contribution to significantly reducing inequality. Given the widespread agreement that bringing down inequality is necessary to underpin efforts to end poverty, achieve gender justice and successfully fight climate change, there is an urgent need for donors to make this a priority in their aid policies. For this virtuous cycle to be effective, there is also an imperative to rebalance decision-making on aid, ensuring it is done in an inclusive way that centres Global South governments and civil society. Building on the findings of the 2019 Oxfam report 'Hitting the Target: An agenda for aid in times of extreme inequality', this paper presents a new and updated agenda to put aid back on track given recent changes in the development landscape and the multiple crises facing our world. It makes 10 concrete recommendations on how to ensure development finance effectively contributes to building a more equal and sustainable world.

More than four in five people in Asia and the Pacific reportedly face multi‑hazard risks associated with slow or sudden onset climate events, according to the latest Asia‑Pacific Disaster Report published by the United Nations Economic and Social Commission for Asia and the Pacific (ESCAP). Many existing hotspots of climate‑related multi‑hazards are forecast to intensify. Individuals residing in these hotspots, often already low‑income and with limited access to basic services and infrastructure, will likely be exposed to more frequent and intense sudden‑ and slow‑onset natural disasters. Noteworthy is the assessment that migrants, refugees, internally displaced persons (IDPs), and stateless persons residing in many parts of these vast geographic areas reportedly face even more daunting challenges in this category, due to their vulnerable legal status, limited coping capacity, and access to basic services and opportunities.

Most macroeconomic and growth accounting models assume that male and female workers are perfectly substitutable in the aggregate production function. Whether this assumption is valid is an empirical question that this paper aims to answer by estimating the elasticity of substitution between female and male labour. We apply linear and non-linear techniques to firm-level data, cross-country sectoral data and cross-country aggregate data. We find that women and men are far from being perfect substitutes in production, a result that is consistent with much microeconomic evidence, but has not permeated to macroeconomics. The failure to account for imperfect gender substitutability has far-reaching implications. In particular, standard growth accounting exercises are likely to attribute to technological progress gains that are more properly attributable to the impact of greater gender inclusiveness in the labour force over time. Put differently, the gains from gender inclusiveness are likely to be much larger than standard economic models estimate.

10. The demographic divide: inequalities in ageing across the European Union

Abstract:
The European Union is projected to enter a period of population decline after 2026, with implications for economic development and labour markets, though these will vary because of different trends in different EU countries. Between 2023 and 2050, Eastern and Southern EU countries will face the sharpest declines because of both natural population decrease and limited net inward migration. In contrast, Northern and Western countries could see population growth driven by higher migration. By 2050, working-age populations are projected to decline in 22 out of 27 EU countries, while the share of those aged 85+ in the EU as whole will more than double. This shift will strain healthcare, pension and long-term care systems across the continent. Eastern and Southern EU countries will face more severe ageing and workforce shrinkages, undermining their competitiveness and potentially contributing to increasing inequality. Western and Northern countries will also age, but slower natural population decline and larger migration inflows will give them more time to adjust. However, regional disparities within countries will likely widen as migrants concentrate in urban areas, leaving rural regions even more vulnerable to depopulation. Policies must be adapted to these different demographic trends. Eastern EU countries should focus on retaining talent, attracting migrants in sectors with labour shortages and increasing labour-force participation by women and older workers. Southern countries should strengthen family-friendly and youth-employment policies, while improving migrant integration and regional infrastructure. Western and Northern countries must prioritise migrant integration, rural development and gradual labour-market reforms for ageing populations. A coordinated EU plan for these different trends would support EU countries in addressing the challenges they will face. Integration of migrants into labour markets and societies will be especially important, though relying on sustained high migration may not be a viable long-term solution and will not be a substitute for maximising the participation of residents in labour markets.

Abstract:
There have been widespread public expressions of discontent throughout Latin America since the early 2010s. We exploit harmonized microdata from national household surveys covering nearly all Latin American countries to explore potential sources of discontent driven by income changes along the income distribution. We also estimate fixed-effects models that link discontent measures to changes in household incomes. Our results suggest that discontent may stem less from absolute economic performance during the 2010s than from the significant deceleration relative to the previous decade.

This paper analyzes the effect of the minimum wage on skill premiums in Latin America over the period 1997–2019. The canonical labor market model is extended to include the role of the minimum wage, following the approach proposed by Vogel (2023). Skill premiums are estimated through Two-Way Fixed Effects (TWFE) regressions using harmonized household survey microdata from 14 Latin American countries. Results suggest that increases in the minimum wage are associated with reductions in the skill premium between workers with and without higher education, but do not appear to have a significant effect on the gap between workers with medium and low levels of education. The largest effect of the minimum wage is observed for workers with higher levels of labor market experience. These findings contribute to recent evidence highlighting the role of labor institutions as one of the main drivers of the reduction in inequality in Latin America since the early 2000s.

A look at how rising inequality has been reframed by anti-rights movements—and why reclaiming the narrative is essential to building a just future The past four decades have witnessed an unprecedented surge in wealth inequality and left us buffeted by one financial crisis after another. As we stand on the brink of yet another recession, a historic realignment in the global order, unfolding in real time, has made the world more unpredictable and transactional than ever. One consequence of this larger trend of instability has been the emergence of a ‘new’ wave of anti-rights leaders and movements in the aftermath of the 2007–2009 global financial crash. These movements defy easy categorization—often labeled as ‘populist right-wing,’ ‘autocratic,’ ‘fascist,’ ‘illiberal democracy,’ or ‘far-right’— but what they share is a common playbook; a willingness to offer answers to the widespread fear, anxiety, and grievances people are experiencing. Yes, they wield significant economic, social, and cultural capital, and despite often inconsistent messaging, they’re often the loudest (and often the only) voices addressing these concerns, albeit through distorted narratives of inequality, class struggle, and identity politics. They frame society as a struggle against a corrupt elite that is more invested in “woke” agendas than ordinary families. As a result, division and polarization have become the dominant response to rising precarity and distrust, and indeed, inequality. As the international community prepares for the upcoming Fourth Financing for Development (FfD4) conference in Sevilla, Spain, the issue of inequality continues to stand out. Since 2020, the global economic landscape has undergone profound shifts, marked by the growth of extreme wealth concentration, heightened geopolitical competition, and a crisis of multilateralism. In this context, inequality has not merely become a social concern but a structural impediment to sustainable development and global economic stability. Extreme wealth inequality is accelerating at an unprecedented rate. In just the past year, billionaires’ wealth grew by USD 1 trillion—three times faster than in previous years. That did not happen by accident; it is the outcome of policy choices that have systematically favored capital accumulation over equitable growth. The colonial legacy has continued as USD 30 million is extracted per hour from the Global South to the Global North, further entrenching economic disparities between countries. As a multifaceted issue that ranges from material inequalities at the domestic level to the unequal distribution of decision-making power in multilateral organizations, inequality shapes the very foundations of the global economy. Addressing these disparities is therefore not just a matter of fairness but a prerequisite for effective and inclusive solutions in any framework for Financing for Development.

Gender equality has gone corporate. Empowerment is trending, and institutions are fluent in the language of inclusion—but when feminism becomes a marketing strategy, what happens to real power, policy, and progress? Behind the glossy branding lies a troubling truth: institutional inaction, stalled reforms, and a persistent refusal to confront structural inequality. Despite gender equality marketing and feel-good narratives being louder than ever, the situation for women has not seen significant improvement in the past 15 years. This is not genuine progress; this disconnect between visibility and substance is a form of genderwashing —a superficial promotion of women’s rights through marketing and virtue signaling without meaningful, long-term material changes in policies, workforce structures, or decision-making representation. Genderwashing follows the same rhetorical pattern as “greenwashing” or “whitewashing:” it describes the practice of promoting an image of support for gender equality—for instance through public relations (PR) campaigns, social media posts, or branding—without enacting meaningful structural change. Genderwashing is about optics over action; it occurs when companies, organizations, institutions or public figures express support for women’s rights or gender equality, particularly on high-profile occasions such as International Women’s Day, without implementing real, substantive changes to correct gender imbalances, not even within their own structures.

Abstract:
Rapid progress in new technologies such as AI has led to widespread anxiety about adverse labor market impacts. This paper asks how to guide innovative efforts so as to increase labor demand and create betterpaying jobs while also evaluating the limitations of such an approach. We develop a theoretical framework to identify the properties that make an innovation desirable from the perspective of workers, including its technological complementarity to labor, the factor share of labor in producing the goods involved, and the relative income of the affected workers. Applications include robot taxation, factor-augmenting progress, and task automation. We find that steering technology becomes more desirable the less efficient social safety nets are. If technological progress devalues labor, the desirability of steering is at first increased, but beyond a critical threshold, it becomes less effective, and policy should shift toward greater redistribution. If labor's economic value diminishes in the future, progress should increasingly focus on enhancing human well-being rather than labor productivity.

La democracia española en 2024 se situó en una posición paradójica entre la fragmentación y el equilibrio. Por un lado, los principales indicadores internacionales de calidad democrática la incluyen entre las democracias plenas y consolidadas del mundo; sin embargo, esa fortaleza contrasta con un cierto descontento interno más difuso, donde la desconfianza ciudadana hacia algunas instituciones, así como el avance de los discursos populistas y polarizadores dominaron la esfera pública. España refleja así una tensión común a muchas democracias contemporáneas, y es la distancia entre los indicadores formales y la percepción subjetiva de los ciudadanos, o los expertos consultados. En 2024 algunos contextos amplificaron dicha distancia, entre ellos el procés en Cataluña y la ley de amnistía, pero también hubo una búsqueda de cierto equilibrio. De hecho, ha sido necesaria una negociación constante para llegar a acuerdos de gobierno que permitieran la gobernabilidad. La cuestión central es si este equilibrio puede sostenerse en el tiempo o si, por el contrario, la acumulación de tensiones erosionará la confianza en el sistema. En este informe, los autores señalan algunas alternativas para ayudar a mantener o incrementar el equilibro, alejándolo de la fragmentación. Las prioridades identificadas pasan por cambios en el poder judicial, reformas en política de vivienda o anticiparse a posibles efectos de las reformas de los modelos de financiación autonómica.

El impacto geopolítico de la destrucción de la Franja de Gaza y el desplazamiento forzado de dos millones de personas, así como los reiterados ataques en Líbano, Siria, Yemen e Irán contra los integrantes del denominado Eje de la Resistencia, han provocado un terremoto en Oriente Medio sólo equiparable al experimentado durante la guerra de los Seis Días de 1967. El nuevo equilibrio de poder regional tras los ataques terroristas del 7 de octubre de 2023 ha catapultado a Israel como potencia hegemónica en dicha región, pero algunos aliados tradicionales de Washington —no sólo Turquía y Qatar, sino también Egipto y Arabia Saudí- recelan abiertamente del proyecto expansionista del Gobierno de Netanyahu. En este contexto, la aprobación del Plan Trump podría favorecer la adopción de un alto el fuego que alivie parcialmente la devastadora crisis humanitaria en la Franja de Gaza y detenga el genocidio que se cobrado las vidas de, al menos, 68.000 personas. La UE y España deberían presionar activamente para que la Franja de Gaza sea reconstruida y que los responsables de la destrucción rindan cuentas por sus crímenes ante los tribunales internacionales.

Sin embargo, las mujeres también enfrentan desigualdad en el hogar, ya que soportan una carga más pesada de responsabilidades familiares, lo que contribuye a una mayor dependencia económica y una disminución del poder y privilegios personales. Con base en todo ello, y sin pretender abordar la magnitud del reto que la desigualdad hombre-mujer supone, este estudio se centra en el posible papel multiplicador de la digitalización en el emprendimiento femenino, el impacto personal y profesional de la emprendedora y todos los elementos que pueden responder a la pregunta de si está siendo la digitalización la solución completa para la conciliación familia-trabajo. Most research on parental time devoted to child care is based on survey questions regarding explicit care activities or co-presence of parents and children in the same room, factors clearly relevant to child development. Time spent keeping an eye and/or ear on young children while engaging in other activities deserves attention for a different reason—it represents an even larger constraint on maternal employment. Analysis of pooled time-diary data from the American Time Use Survey (ATUS) from 2004-2019 focuses on an underutilized question that asks respondents when own household children under the age of 13 were “in their care,” and shows that reported parental time likely devoted to supervision parental time likely devoted to supervision exceeds time devoted to active care by a factor of 2.9 and is more negatively related to maternal hours in paid employment. In-your-care time is an important indicator of the opportunity costs of motherhood, especially in low-income households unable to purchase or otherwise unable to obtain “babysitting” assistance.

Abstract:
We examine how rising energy costs affect rental housing markets and inequality. Using listing data for the 30 largest German cities from 2015–2024, we find that higher energy prices are passed through to net rents in high-rent segments, where inefficient properties see significant rent reductions, but not in lower-priced segments. This asymmetry reflects tighter markets and lower demand elasticity in the affordable segment. Consequently, low-income households face much larger increases in total housing costs. Our results show how segmented housing markets can amplify inequality when energy prices rise, highlighting important distributional implications for climate policy.

The views of the Biden and Trump administrations on diversity, equity, inclusion and accessibility (DEIA) could not be in greater contrast. President Biden issued three Executive Orders (EOs) on the subject, mandating that the federal government support and extend equity to a broad variety of individuals and communities facing poverty and discrimination. His secretary of state, Anthony Blinken, directed the State Department to engage with foreign governments and foreign peoples on equity and justice, calling the EOs “based on hard-nosed self-interest.” On his first day in office, President Trump revoked President Biden’s EOs on equity. His secretary of state, Marco Rubio, introduced three criteria for the State Department: If it doesn’t make America safer, stronger, and more prosperous, don’t do it. Although the current administration is scrubbing all talk of equity, I think using Secretary Rubio’s yardstick to measure whether addressing equity globally will make America safer, stronger, and more prosperous shows that equity considerations do belong in our nation’s foreign policy. Here’s how I came to that conclusion.

This study explores the concept of digital postcolonialism, analyzing how digital economies perpetuate colonial dynamics and deepen global inequalities. Digital colonialism, much like historical colonialism, exerts control over developing regions through monopolistic ownership of digital infrastructure, data, and platforms by tech giants primarily located in the global North. By examining the labour conditions of digital workers, especially in Sub-Saharan Africa, this study highlights the emergence of a “digital blue-collar” workforce facing precarious, low-wage conditions dictated by platform algorithms. Through the introduction of the concept “pooriat,” the study underscores the severe poverty and dependency that characterize this workforce, reflecting a new form of economic subjugation in the digital age. These conditions reinforce a digital hierarchy, where peripheral regions provide labour and data without fair compensation or control, paralleling colonial resource extraction. The study also discusses the potential of alternative frameworks, such as platform socialism, to challenge these power imbalances by democratizing control over digital infrastructures. This research contributes to the discourse on global inequality, digital dependency, and socio-economic restructuring, emphasizing the need for a more equitable digital economy.

25. Beyond Scarcity: Social Inequality and the Politics of Water in Morocco

Abstract:
Water in Morocco is a political issue, as it is in most human societies, but it also presents itself primarily as a cultural and social one.1 The history of Moroccan society and the structure of its social and cultural institutions can be unreservedly characterized as shaped by water. This is due to facts confirmed by historical texts on Morocco, which document, for example, conflicts between Moroccan tribes over water, pastures, and all water-related resources.2 Others reveal the position of water in the policies of the Moroccan state throughout its history. Writings on the history of famines and epidemics also showed the role that water played in the demographic, social, cultural, and political changes that the country experienced throughout its history after each drought year.3 Perhaps this is what prompted General Lyautey, one of the founders of the French Protectorate, to say, "To rule in Morocco is to rain." Researchers on Morocco's political affairs, including Rémy Leveau, draw attention to the role that water played in establishing and legitimizing governance in Morocco.4 Equally, historian Abdallah Laroui revealed the succession of political unrest in Morocco after each drought year.5 The issue of water in Morocco is not and has never been a natural one. Rather, it has always been a public and collective issue, one that has shaped and organized most Moroccan institutions and through which social inequalities have emerged. This is why many Moroccan researchers did not find it awkward to distinguish between state water and community water, between sacred water and ordinary water, between water of God and water of the state, etc. These binaries emerged historically through the water policies adopted by Morocco from at least 1914 until today following the introduction of the first law under the French Protectorate, which refers to state ownership of water and natural resources and prohibits all forms of collective ownership by tribes, groups, and individuals who historically considered water to be the property of the group and an integral part of its identity and social organization, and have collectively built systems, sites, and authorities to regulate water and its distribution and to settle conflicts over it. Water has been used in the contemporary Moroccan state as a direct source for building the legitimacy of the political system, legitimizing some of the economic and political choices on which the post-independence state was built, penetrating political elites, and excluding others from any political ambitions.6 Therefore, the political economy on which the post-independence state was built, which favored agriculture and ensuring food security in a society living under an accelerated demographic transition, put in one way or another water and water-related policies in a central position. This paper seeks to uncover the political character of water in Morocco, and how discourses on water have evolved in recent decades, moving from a discourse of abundance to one of scarcity, from the water of God to the water of the state, of the community, and of the engineer, as well as the transformation of water within the current public space into a resource for struggle, protest discourses, temporary waves of discontent, and one of the key elements of contestation in various Moroccan spheres.

Through a justice-centered framework that includes distributive, procedural, recognition, and capabilities dimensions, the study examines how inequalities in water access and governance disproportionately affect rural populations, small farmers, and marginalized groups. By combining a desk review of legal, institutional, and policy studies, with empirical methods, this report uncovers the systemic power imbalances and political choices that shape Tunisia’s water priorities. It also highlights the limited influence of civil society organizations (CSOs) in formal policy making, despite critical advocacy efforts. Ultimately, this research argues that achieving water justice in Tunisia requires a shift away from technocratic and donor-driven solutions toward inclusive, context-sensitive governance that puts at its center equity, public participation, and community needs.

Abstract:
The Tunisian revolution of 2011 was the result of decades of economic inequality and social injustice. The unequal distribution of wealth – combined with the neoliberal policies and austerity regimes enforced by international financial institutions – created an increasingly unstable situation and led to social unrest. The impoverishment of the peasantry and the working class, together with misguided agricultural reforms that increased the price of several foodstuffs and the marginalization of the country’s interior, were the main reasons for much of society’s dissatisfaction with the regime of Zine el-Abidine Ben Ali.1 ,2 Underlying this crisis was the regime’s farm policy, which favored large-scale agriculture over small-scale farming and engaged in land-grabbing practices. In fact, it was the frustration of Tunisia’s rural poor that sparked the uprisings, which first began in the regionally dominant farming governorate of Sidi Bouzid, progressing through rural governorates before finally breaking into cities and ultimately the capital. This trajectory highlights that while demands for political freedoms were a factor, social and economic issues, and in particular rural ones, lay at the source of the unrest.3 In the post-revolution period, however, political and identity-based concerns have saturated discourse and policy, overshadowing the agricultural and rural dimensions that drove the initial rebellion. Neither government policy nor any political party platforms have addressed agricultural and rural issues comprehensively, as evidenced by the continued application of imported paradigms of agricultural development.4 In contrast, civil society organizations (CSOs), progressive researchers, and unionists are increasingly recognizing the centrality of agriculture in the implementation of development policies; they are increasingly inclined toward the international movement around the rights of people in rural areas, as well as toward climate issues and green transition. This report intervenes in this space by deepening the discussion around how food sovereignty could be realized in the Tunisian context. The study asks: How can Tunisia meet the interconnected challenges of climate change, globalization, and national governance to transform its agrifood system to a more sustainable and just system? It offers an original examination of Tunisian food systems and comprehensive analyses of existing governance and policy frameworks. It also broadly highlights the crucial contributions of unions, activists, and civil society, which have not been explored to date. This approach uncovers unique opportunities and challenges to implementing food sovereignty in Tunisia and highlights innovative areas for policy change that can contribute to a sustainable and inclusive agrifood system for Tunisia, particularly considering the escalating climate crisis.

This paper addresses the disproportional effects of digitalisation across age by investigating: (i) within-job age segregation in tasks by digital intensity; (ii) within-job age disparities in digital upskilling; (iii) age inequalities in wage returns to digital job tasks; and (iv) the role of gender in this age segregation and inequalities. The analysis is based on data of Cedefop’s second wave of the European Skills and Jobs Survey (ESJS2), conducted in 2021. First results of the analysis show that even when controlling for occupation-industry job pairs apart from using other explanatory variables, age segregation and gender gaps are prevalent in the case of digital skill intensity of tasks performed in the jobs of employees, though not in the case of digital upskilling via training measures. Applying the same appropriate controls, we also find that higher within-job digital skill intensity is associated with higher hourly wages. Gender wage gaps are sizable across all skill intensity categories in addition to widening in older age groups.

This paper compares two approaches to the study of inequality that have recently consolidated as distinct fields: the economics of inequality of opportunity (IOp) and stratification economics (SE). IOp examines how circumstances beyond individual control shape inequalities, while SE emphasizes how institutions and group identities reproduce intergroup hierarchies. I argue that, despite distinct origins, the two frameworks can be viewed as complementary. To support this claim, I outline the main features of each theoretical framework and contrast them along several dimensions: their equalisandum, the role of social groups, primary unit of analysis, and their conception of how structural factors influence inequality. The analysis shows that the distance between the two approaches is less significant than often assumed. Their differences enhance their complementarity, positioning SE and IOp not as competitors but as mutually reinforcing frameworks for understanding inequality.

Abstract:
The present study analyzes the limits of regionalism in achieving SDG 8, with a focus on the Mexican reality. It is based on the hypothesis that the role of the national government is decisive for incorporation of the Agenda 2030 in cases of regionalism based on an intergovernmental dynamic. We argue that NAFTA had a limited impact on improving working conditions in Mexico, as it only affected export-oriented regions and sectors. Since 2019 there has been an increase in the minimum wage, which can be explained not only by enforcing the USMCA, but also by a compatibility between internal and external agendas. Therefore, the case of Mexico allows us to affirm that the national government was decisive for the incorporation of the Agenda 2030 in the context of intergovernmental agreements.

We examine the nature of labour market inequality in Indonesia and India, using a common conceptual approach drawing from the job ladder framework. In the framework, we differentiate between self-employment and wage-informal and between formal, upper tier informal, and lower tier informal jobs. We find that both countries have a large proportion of workers in lower tier jobs, though the importance of wage-employment is larger in Indonesia. There are more workers in formal wage-employment in Indonesia than India. There are also sharp disparities in the earnings of workers in different tiers of the labour market in Indonesia and India, and there is limited evidence of convergence of the earnings of the lower tier informal workers to that of formal workers, at least for Indonesia. We also find that gender and educational level are important correlates of work status in both countries. Females and less educated workers occupy the lower tiers of the labour markets in the two countries.

The Caribbean is one of the most vulnerable regions globally. It harbors economies that are open-faced and import-dependent, making it susceptible to the ravages of climate change, fluctuating commodity prices, and inflationary pressures. While governments and financial institutions grapple with these perpetual stresses, it is the Caribbean citizens, particularly women and girls, who bear the heaviest burden. Nestled in this uniquely vulnerable region, women and girls face a multitude of challenges, demanding comprehensive support from both governments and financial institutions to enhance their resilience and opportunities throughout society. Their integration across various sectors, including government, business, and local organizations, emphasizes that addressing gender challenges cannot occur in isolation. The global issues looming over the Caribbean magnify the specific hurdles confronting women and girls. From gender-based violence (GBV) and economic barriers to limited political influence and the disproportionate impacts of climate change, the challenges intertwine, creating a crisis of gender inequality and inequity across the Caribbean. This publication compiles findings from a yearlong consultative effort, revealing that the challenges faced by women and girls are rooted in societal perceptions of their roles and restricted access to tools and resources. To overcome these barriers, a fundamental reshaping of social norms, alongside political and financial institutions, is imperative. Moreover, integrating women and girls into the development model aligns with the region’s broader ambitions of achieving UN Sustainable Development Goals (SDGs), unlocking untapped human capital and fostering long-term prosperity. In collaboration with the UN Women Caribbean Multi-Country Office, the Atlantic Council’s Adrienne Arsht Latin America Center and its Caribbean Initiative embarked on a year-long partnership. This initiative aimed to address GBV, economic empowerment challenges, limited political influence, and the disproportionate effects of climate change facing women and girls in the Caribbean. The extensive consultative process involved roundtable discussions, capacity-building sessions, and one-on-one consultations, shedding light on the preconceptions held by both men and women toward women and girls in Jamaica and Guyana during 2023. The partnership has honed in on social norms as a focal point, recognizing their impact on perceptions and discussions about the challenges faced by women and girls.

The social inclusion of formerly incarcerated individuals is a global challenge that requires reforms in the justice system, strengthening of the rule of law, and the implementation of specific public policies. This guide presents a synthesis of strategies adopted by programs on the topic in different countries, including Brazil, which can serve as a model for implementing and improving initiatives nationwide. Brazil ranks third in the world in the absolute number of incarcerated individuals, reflecting social, racial, and educational inequalities present in its prison population and highlighting the selectivity of the justice system, which tends to predominantly imprison young, low-educated Black individuals. Upon release, former prisoners face numerous challenges, such as difficulty accessing support and assistance programs due to limited availability, which is generally concentrated in capital cities. It is necessary to invest in overcoming this scenario by implementing and improving programs and strategies, considering regional specificities and significant variations in incarceration rates among states. Without preparation and material, financial, psychological, and social support, the challenges for social reintegration become often insurmountable obstacles. This not only makes communities more insecure but also contributes to criminal recidivism, establishing a vicious cycle of crime and social rejection. This guide was developed to support the reversal of this scenario by adopting a rights-guarantee perspective. Its objective is to assist in the implementation and improvement of initiatives directed at the social inclusion of formerly incarcerated individuals across the country. Based on the analysis of 123 national and international programs for the attention of former prisoners, this document presents the purposes of these programs and details the strategies adopted.

The social reintegration process for former inmates presents challenges that extend beyond the confines of the justice system alone. In the Brazilian context, marked by regional disparities and social, racial, and educational inequalities, the lack of material, financial, and psychosocial support places ex-inmates in a cycle of social rejection and criminality. The deficiency of adequate investments, exacerbated by an emphasis on punishment over post-release reintegration, intensifies these challenges. Thus, it underscores the importance of networked collaboration among public, private, and civil society sectors to optimize resource use, promote integrated solutions, and overcome obstacles in assisting former inmtes, providing multidimensional support for social reintegration. This report outlines the strategies of five network-based initiatives aimed at former inmates, implemented both in Brazil and globally. The document details how these initiatives contribute to strengthening the social reintegration of former inmates and illustrates how they can serve as models to inspire other coordinated actions in the same field. Social reintegration of former inmates and its related concepts used here synonymously – such as (re)insertion, (re)inclusion, (res)socialization, (re)education, (re)adaptation, and (re)habilitation – should be seen as a priority not only by the criminal justice system but by all stakeholders who may have a direct or indirect influence on this process. It is a global challenge that requires reforms in the justice system, strengthening the rule of law, and implementing specific public policies focused on the various challenges these individuals face in their resocialization process, including aspects such as social interaction, employment opportunities, and access to housing, health, and education. This study acknowledges that the pursuit of social reintegration should be approached from the perspective of ensuring rights and not limited to the view of security and reducing criminal recidivism. This principle was adopted based on the recognition that the criminal justice system is an environment that creates and perpetuates inequalities for the individuals within it. Therefore, ensuring the rights that were denied before, during, and after incarceration is essential for effective social reintegration. Interventions and programs with multiple approaches for this group are rarely accessible, limited to sporadic opportunities to access essential services. In Brazil, which ranks as the third country worldwide in terms of the absolute number of incarcerated individuals, there is a significant variation in incarceration rates across states, which highlights the regional disparities. The composition of Brazil’s prison population also reflects social, racial, and educational inequalities, emphasizing the selective nature of a justice system which imprisons a disproportionate number of black, young, and uneducated people.

Women in the Peruvian Amazon face multiple pressures – environmental, economic, and social. Against a backdrop of profound social inequality in Peruvian society, exacerbated by the historical marginalization of indigenous communities, the defenders interviewed for this study conducted by the Igarapé Institute highlight the pressing need for inclusive policies that ensure territorial rights, land demarcation, and access to essential services. This report aims to analyze the intricate relationship between indigenous women and their territories in Peru, exploring their experiences, challenges, and achievements in protecting territories and mitigating climate change. It employs a participatory methodology that encompasses social and territorial mapping, classification of challenges and solutions, discussion groups, and in-depth interviews with key informants across four focus regions: Ucayali, San Martín, Madre de Dios, and Loreto. The study is divided into four sections and begins by framing the current state of the Peruvian Amazon, proceeds to outline the research methodology, then delves into the key challenges unearthed through interviews, and concludes with a compilation of recommendations aimed at strengthening the protection of territories and enhancing the living standards of indigenous women in Peru.

Abstract:
The shock of the COVID-19 pandemic affected the human capital formation of children and youths. As a consequence of this disruption, the pandemic is likely to imply permanent lower levels of human capital. This paper provides new evidence on the impact of COVID-19 and school closures on education in Latin America by exploiting harmonized microdata from a large set of national household surveys carried out in 2020, during the pandemic. In addition, the paper uses microsimulations to assess the potential effect of changes in human capital due to the COVID-19 crisis on future income distributions. The findings show that the pandemic is likely to have significant long-run consequences in terms of incomes and poverty if strong compensatory measures are not taken soon.

Abstract:
Horizontal inequalities are defined as inequalities in economic, social or political dimensions or cultural status between culturally defined groups. Relationships between horizontal inequalities and conflict were first discussed by Frances Stewart in the Framework of Collaborative Project Series on socio-economic causes and the impact of humanitarian emergencies and internal conflicts.1 It is instructive to note that if horizontal inequalities endure over generations, it is likely to generate resentment and, subsequently, conflicts. Therefore, the duration, nature, and potency of horizontal inequalities are vital in comprehending conflict dynamics manifesting in societies. Contemporary conflict studies posit that horizontal inequalities result in conflict situations where they intersect with significant group identities.2 In addition, in circumstances where inequalities between various groups are large, the likelihood of conflict is high.3 In this regard, Stewart observes that horizontal inequalities lie at the centre of most violent conflicts in developing nations.4 Arguably, Kenya falls under the category of countries ranked as unequal globally. The distinguishing characteristic of Kenyan society lies in its regional and ethnic disparity in wealth spread among citizens.5 The degree of horizontal inequalities in Kenya typifies the interplay of ethnicity and politics as well as polarised loyalties among key institutional players. 6Existing horizontal inequalities in Kenya have culminated in violent conflicts. These conflicts lower economic productivity, weaken the capacity of institutions to provide essential services, deplete existing resources, and lead to loss of food production as well as capital flight. Ending these conflicts remains a major challenge for relevant stakeholders. This is partly due to the failure of existing leadership structures and institutions to address development challenges, equitably share resources, and promote peaceful coexistence of all communities in Kenya. Most individuals elected and/or appointed to serve Kenyans in leadership positions have failed to entrench the principles of fairness and inclusiveness in the distribution of the country’s resources since independence. While various Kenyan administrative regimes have instituted measures to minimise conflicts, such as the establishment of peace-building and conflict management policies, conflicts of varied forms have persisted. It is against this backdrop that this study seeks to explore the nexus between horizontal inequalities and conflict in the context of Kenya.

41. The Invisible Leverage of the Top 1 Percent: Absentee Debtors and Their Hedge Funds

The existing literature on finance, debt and inequality depicts economic elites as a creditor class. According to a popular thesis, over the past four decades, the rich and ultra-rich households in the top 1 percent have experienced a saving glut (excess income), which they have invested in the debts of the poor and their governments. While it is undeniable that the rich have expanded their income share at the expenses of the poor, to refer to them as ‘creditors’ or ‘lenders’ is a misrepresentation of how they actually expand their wealth and income shares by financial means. For it conceals the fact that a great deal of their investments is leveraged, that is, carried out with borrowed money. This article shows that the debts generated by individuals and households in the top 1 percent easily surpass those of all other households and even exceed those of the most indebted states in the world. However, these debts are hard to estimate, and indeed they are not accounted for in statistics on household debt. This is because households in the top 1 percent do not borrow from banks, like normal households do, but they are instead absentee debtors who borrow through the hedge funds, private equity firms, personal investment trusts, and big banks of which they are dominant shareholders and ultimate beneficiaries. To gain an insight into their invisible leverage, the article looks at how much hedge funds borrow, and why their leverage matters.

Abstract:
In this paper we investigate the response of two inequality metrics to different IMF programs. To this end, we use a relatively large annual (unbalanced) cross-country panel dataset that includes the Gini index and the Estimated Household Income Inequality as the two relevant inequality metrics and covers the period from 1950 to 2016 in an annual basis for 159 countries. Our empirical analysis indicates that in countries where the informal sector size (as percentage of GDP) is relatively larger, the extent of income inequality increases after different IMF programs, but particularly so after standby arrangements. However, we also show that the opposite is true, when informal sector size is small, i.e., inequality declines after different IMF programs.

This report aims to present the findings of Oh et al. (2023), which analyzes the post-pandemic inequality levels in developing countries and derives policy implications for Korea's international development cooperation (IDC) to help reduce inequality, especially in the education sector. The impact of COVID-19 on education is multidimensional, with varying levels of heterogeneity across countries, regions, households, and individual stakeholders, including students, parents, and teachers. To comprehensively understand this multidimensionality, the study compares situations in two countries to explore inter- and intra-country educational disparities. After identifying such multidimensionality, the study derives policy implications on how Korea’s IDC can better target post-pandemic inequality in education.

Abstract:
This paper examines the socio-demographic disparities evident in the early labour market response to the COVID-19 pandemic in Austria, relying on the register-based labour market career dataset from the Austrian Micro Data Center (AMDC) for the 2018-2021 period. The analysis focuses on the divergences in out-of-unemployment transitions and medium-term employment stability among those who lost their jobs early in the pandemic in contrast to the group of the longer-term unemployed. We document that individuals affected by job loss during the initial phases of the pandemic did not exhibit enduring scarring effects. Unlike their longer-term unemployed counterparts, they did not demonstrate persistent labour market detachment, prolonged periods of unemployment or a diminished success rate in re-employment. However, certain socio-demographic cohorts – notably, women, parents with two or more young children, and individuals with lower levels of education – faced disproportionate challenges during the pandemic. They were more inclined to transition into precarious employment arrangements and experienced lower levels of employment stability in the months following re-employment.

Abstract:
This paper analyses (age-adjusted) employment rates by gender and education. We find that male female gender gaps and high-low education gaps in employment vary markedly across European Union (EU) countries and regions, with larger gaps existing in Eastern and Southern Europe than in Nordic and Continental EU countries. We estimate that closing existing education gaps in employment between high and lower education levels would raise the employment rate in the EU for the year 2022 by 10.6 percentage points, whereas closing the gender gaps between men and women would lead to an increase of 2.5 percentage points. At the same time, closing both the gender and education gaps would raise the EU employment rate from 76% to 89% of the population. Furthermore, we provide new evidence on the cyclical behaviour of employment gaps, finding that gender gaps are procyclical. While female employment rates tend to be more resilient than male employment rates during economic downturns, male employment rates tend to grow at a faster pace than female employment rates during upswings. In contrast, education gaps are more countercyclical, as employment risks are more strongly concentrated where education is low.

47. Beyond Borders: Do Gender Norms and Institutions Affect Female Businesses?

Abstract:
In this paper, we investigate whether gender norms and institutions act as a constraint to the performance of female businesses. We exploit novel and unique micro data on start-ups in Denmark, which we combine with information on individual-level characteristics of the entrepreneur as main decision maker of the firm. We overcome the challenge of disentangling norms and institutional biases against women from other constraints and hurdles that female businesses might face by exploiting detailed trade data. In this trade context, we study the relative performance of firms across markets with varying institutions, while controlling for other factors that affect female businesses uniformly across all markets. We provide evidence that gender inequality and institutional biases against women in trade partner countries play an important role in explaining gender differences in export and import behaviour. We also perform an event study of a concrete policy change in a destination market – the introduction of quotas for the share of females on the boards of directors in Norway – and how it has affected the gender gap in trade participation.

As urban areas absorb most of the population growth in the upcoming decades, urbanization presents unique opportunities to transform a society’s economic, social, and political landscape. How cities perform in these dimensions will determine whether societies can become more peaceful, just, and inclusive, and be effectively prepared to respond to future crises. In an urban age shaped by inequalities, policies on housing can either be a catalyzer of equitable and sustainable development or contribute to a vicious cycle of exclusion that hinders governments’ ability to address today’s global challenges. Approaching the issue of housing from a purely technical lens overlooks its political nature, wherein the tension between ensuring residents’ right to housing and promoting real estate financialization for economic gain encapsulates broader questions such as who belongs in a city, or a society’s vision of its own future. Housing is therefore not just a technical or financial issue, but also one of governance. Two-thirds of African cities that will exist in 2050 have yet to be built. Making space to house these new urban residents by building new homes presents an opportunity to do it with a people-centered approach. Effective housing governance requires dismantling past structures that perpetuate exclusionary practices; challenging simplistic narratives of urban glory that end up promoting the financialization of housing; and building coalitions that work for a renewed social contract through access to housing.

Amid the economic, climate, and health crises, in addition to deteriorating socio-economic conditions and escalating conflicts in many contexts around the world, societies are facing a new major threat: fragmentation. That is, many societies are experiencing a mixture of increased divisions at various levels of society characterized by worsening polarization, not merely along partisan lines, but across various groups. In addition, the prevalence of hate speech and violence, intermixed with a heightened sense of discord, the resurgence of marginalization for some communities, and widespread insecurity, distrust, and hardship, has resulted in a fracturing both at the political and community level. In a time when we need to work together more than ever, the era of soundbites, disinformation, and reactionary rhetoric makes thoughtful debate and dialogue, consensus-building, and coalition formation increasingly difficult. This paper aims to disentangle the threads of escalating global fragmentation, the dynamics fueling it, and emerging solutions to counteract its adverse effects. This work stems from listening to the recurring concerns and challenges from policymakers and civil society about navigating the emerging backlash, division, and disinformation when pursuing inclusive policy agendas. Whether it is to recognize Indigenous communities in legal documents, plans to implement a transformative climate agenda, policies to advance gender equality, increase public investments, or provide safe passage and resources to people on the move—divisive narratives are derailing these efforts. This report attempts to understand why and how different communities, actors, and policy agendas are being undermined in similar ways. Although these are difficult times, numerous solutions, actionable strategies, and dedicated communities are addressing these challenges—if we know where to look. We aim to highlight successful examples of tackling disinformation, bridging divides, and driving the desperately needed change. Abstract:
Which households are more exposed to financial risk and to what extent is their debt systemically relevant? To provide an answer, we advance a new classification of the population, adapted from Fessler and Schürz (2017), based on the type of wealth families own and their sources of income. Then, we investigate data from eleven waves of the Survey of Consumer Finances (SCF), a triennial survey run by the U.S. Federal Reserve, to explore the association of different debt configurations and motives to get into debt with our class distinctions. Our new approach allows us to assess competing hypotheses about debt and financial vulnerability that have so far been analyzed separately in disconnected strands of literature. The results of our study reinforce and qualify the controversial hypothesis that relative poverty and inequality of income and access to services have been important factors explaining household indebtedness and its relationship with economic growth over time.

One emerging but underexplored factor that is likely to contribute to group racial earnings disparity is unstable work schedules. This is often detrimental for hourly workers when volatility is frequent, involuntary, or unanticipated. Using data from 2005-2022 monthly Current Population Survey and its panel design, this study follows a group of hourly workers across a four-month period to assess whether labor market volatility relates to their financial well-being, focusing on low-wage care and service occupations as well as female workers and workers of color. The findings are threefold: In general, during economic expansion periods, nonwhite workers often benefit more in terms of wage growth compared to their white counterparts. Second, net of other characteristics, on average, greater volatility is associated with lower earnings, and this is mostly driven by those holding jobs in low-wage service sectors and healthcare support roles. Last, the earnings consequences of volatility vary significantly by the type of low-wage jobs a worker holds and their gender and race, but this is only true when volatility happens in a job. Specifically, when working within the same employment spell, female workers, particularly those of color and those working in low-wage service and care jobs, earn significantly less when facing greater volatility than their male counterparts or those working in non-service, non-care occupations.

In recent years, an increasing number of nations have developed and institutionalized immigration programs aimed at attracting high-net-worth individuals, promising expedited residency and, in many cases, a streamlined path to citizenship. These initiatives target individuals expected to contribute economically, whether through immediate financial investments, capital transfers, or desirable professional skills deemed essential for national economic competitiveness. This article critically examines the rise of talent programs against the backdrop of scholarship studying investment-based citizenship schemes. While there is a developed literature studying investment-based citizenship programs and criticizing the imposition of neoliberal rationalities on state-induced meanings and practices of citizenship, there is less attention paid to the implications of these so-called merit-based citizenship programs. We argue that both sets of schemes follow a neoliberal market logic, prioritizing immigrants based on their perceived economic value. We explore how these programs disembed potential immigrants from their social contexts and perpetuate market-based inequalities. Thus, we propose that despite the distinctions often made between talent programs and investment schemes, both contribute to the reinforcement of a global citizenship hierarchy. Drawing on examples from Organization for Economic Co-operation and Development (OECD) countries’ skilled migration initiatives, we demonstrate how these programs shape discourses of selectivity and “deservingness” for future citizenship. Through a comprehensive analysis of legal frameworks and policy databases, the study highlights the complex interplay between migration policies, commodification of citizenship, and global hierarchies. Ultimately, it calls for a deeper understanding of the continuities and transformations in citizenship logics enabled by the infusion of market dynamics into migration policies.

El sexto Informe sobre la Desigualdad en España (2024) de la Fundación Alternativas centra su atención sobre el análisis de los efectos sobre la desigualdad y la pobreza de las transiciones demográfica, climática y digital, con un énfasis en su dimensión territorial. La valoración más compartida es que los cambios producidos por estos tres movimientos simultáneos, envejecimiento de la población, transición climática y transformación digital, van a afectar de manera notable a las desigualdades interterritoriales e interpersonales de nuestro país. En consecuencia, se propone una reflexión que aborde un análisis conjunto y desde la perspectiva de las políticas públicas de estos retos que permita avanzar en el conocimiento de los efectos de las transformaciones en marcha y de las que habrán de producirse en el futuro, ofreciendo adicionalmente una serie de recomendaciones de políticas. Estas recomen- daciones incluyen algunas medidas para abordar la transición demográfica y reducir sus efectos sobre la desigualdad territorial, las necesarias propuestas de reforma fiscal, las políticas de cuidados, la distribución territorial de los fon- dos para la digitalización y la prevención de riesgos climáticos por territorios, entre otras cuestiones de creciente importancia en el ámbito público. Abstract:
In this paper, we analyze the intersection of asset market participation and inter-class wealth inequality in the United States by showing that working-class households earn lower rates of return on their assets than non-working-class households. We, first, operationalize an empirical definition of working-class status using the Survey of Consumer Finances for 1989-2022. Using this classification, we, second, document that inter-class income and wealth inequality have risen since 1989. Third, we show that, with the exception of business assets, working-class households hold similar asset classes as non-working-class households and receive financial income. However, working-class households receive a 2.5 percentage point lower average rate of return than non-working-class households, conditional on observable demographic and economic differences across classes. This gap reflects differential returns on businesses and real estate. These results suggest that expanded asset market access in the U.S. has conferred unequal benefits by class status and widened inequalities along class lines.

Abstract:
Indian cities have always been marked by stark class disparities and these have only become more pronounced in recent decades. Although academic literature has explored class relations (broadly) in Indian cities, there is a dearth of studies that rigorously explore class-space interactions. Given this, we use a socio-spatial methodology, a rigorous class scheme, and data from a spatially representative survey from Hyderabad and Mumbai that we specially designed to explore city spaces. We use three different notions of space: residence, work, and commuting, and present patterns that are not well-known for Indian cities. Along these three spatial dimensions, we show that class and space mutually determine each other. We show that in both cities, the class distribution varies across residential zones, and how a class fares depends upon its zone of residence. Class location also determines whether the work location of an individual is far from the residential location and the extent of commuting. We demonstrate considerable residential coexistence of classes in city neighborhoods. Apart from being an interesting feature of Indian cities, does this coexistence have any implications? We use an instrumental variable regression to show that class-based spatial integration results in higher economic development. Residents of mixed-class neighborhoods, particularly lower-classes, are less likely to be poor and more likely to be better educated, compared to their counterparts living in segregated neighborhoods. Based on this finding, we make a case for a more integrated and egalitarian restructuring of Indian city spaces.

This lecture, delivered at the ceremony for the inaugural Global Inequality Research Award at Sciences Po in Paris, provides a trajectory of the author’s work on inequality and the environment that was recognized by the award. Thirty years ago, many economists and environmentalists saw inequality as a non-issue. Today there is widespread recognition of its importance. The lecture reviews how inequalities in the distribution of wealth and power affect both the magnitude and incidence of environmental harms and discusses some of the synergies between policies to reduce inequality and to improve environmental quality.

60. The Incidence, Costs, and Correlates of High-Cost, High-Risk Consumer Credit Among Black and Latino Households

Abstract:
Black and Latino households regularly have a lot less wealth than white households. Many people of color, mainly Black and Latino households, also often have to resort to more costly and risky debt than is the case for white households. We present data from FINRA’s nationally representative 2021 Financial Capability Survey on the distribution of various forms of household credit by race and ethnicity. The data show that incidences of high-cost, high-risk consumer credit is higher among Black and Latino households than among white households. Loan denials, credit market discrimination and credit steering all factors likely contributing to this greater incidence. Further, the costs associated with those forms of credit are also higher for Black and Latino households than they are for white households, even within the same types of credit. Finally, these forms of credit correlate with lower savings, especially among Black and Latino households. The results indicate that the more widespread incidence of consumer credit among Black and Latino households likely contributes to the persistence of the racial wealth gap.

Gender-based violence (GBV) in Haiti is a widespread and escalating problem, exacerbated by the country’s deep-rooted gender inequalities, systemic impunity, and political instability. As the political and security crisis in Haiti has deepened in recent years, the use of GBV, particularly sexual violence, has increased as a systematic tool of intimidation and punishment, and ultimately of control. Local civil society organizations are continuing their efforts to support survivors of GBV, but they require additional external assistance. With the formation of a new interim government and the arrival of the Kenyan-led, UN-backed Multinational Security Support (MSS) Mission earlier in 2024, it becomes imperative to understand GBV’s deeply entrenched roots and recent expansion and escalation in order to begin to effectively address this crisis.

The United States continues to have the highest rate of maternal deaths of any high-income nation, despite a decline since the COVID-19 pandemic. And within the U.S., the rate is by far the highest for Black women. Most of these deaths — over 80 percent — are likely preventable.1 With policies and systems in place to support women during the perinatal period, several high-income countries report virtually no maternal deaths. As policymakers and health care delivery system leaders in the U.S. seek ways to end the nation’s maternal mortality crisis, these countries may offer viable solutions. This brief updates an earlier Commonwealth Fund study of differences in maternal mortality, maternal care workforce composition, and access to postpartum care and social protections between the U.S. and other high-income countries: Australia, Canada, France, Germany, the Netherlands, New Zealand, Norway, Sweden, Switzerland, and the United Kingdom.2 In this edition, we have also included data on Chile, Japan, and Korea — all high-income countries with universal health care systems. For our analysis, we used the most recently available data from the U.S. Centers for Disease Control and Prevention (CDC) and from the Organisation for Economic Co-operation and Development (OECD), of which the U.S. is a member. Where country-specific data are more than five years old, we note whether more recent published data from other sources are available for that country. Readers should be aware that because the methods we used to derive updated numbers from other sources may be different from methods the OECD uses, data points may not be comparable to the U.S. rates. Abstract:
Digital technologies are being used to inflict significant harm online, known as technology-facilitated violence. In particular, harm affects certain groups based on their gender, which is known as technology-facilitated gender-based violence. This modern form of violence perpetuates inequality and has significant impacts on its targets, including silencing the voices of women and other gender minorities online. Supporting a Safer Internet is a multi-year project led by the Centre for International Governance Innovation, with support from the International Development Research Centre (IDRC) and Ipsos. As part of the project, an international survey collected data from 18,149 people of all genders in 18 countries. Participants in the Middle East and North Africa (MENA) region were not asked to report their sexual orientation or gender identity due to safety and legal limitations in those countries. For this reason, this version of the Highlights report has been developed with a specific focus on the data gathered from participants in those countries. Qualitative and contextual data from the SecDev Foundation has been utilized in this report to complement and provide a deeper understanding of the statistical data derived from this project. Recommendations from the MENA region agree with the Ipsos global survey recommendations for governments, technology companies, civil society organizations and researchers.

Abstract:
Deciding how to measure critical social science concepts like inequality and democracy is one of the most consequential decisions researchers and policymakers make. Yet we lack concrete guidelines to recognize and weigh the tradeoffs that make going from concept to measurement such a challenging task. This paper builds on existing work on measurement validity and develops a framework that allows scholars to identify the trade-offs between three desirable properties of measurement: completeness, interpretability, and normative alignment. The first challenge results from the inherent trade-off between completeness and interpretability. The second challenge results from the lack of empirical tools to assess the normative implications of choosing one indicator over another one. To exemplify how to navigate these challenges, the paper engages with debates on how to measure democracy and inequality. The paper aims to guide scholars in the consequential task of choosing one indicator that matches their research goals as well as their normative orientations.

In this paper, we use a static fiscal incidence analysis model to evaluate the poverty and inequality impacts of using fiscal policy to finance expanded social spending in South Africa. We assess three methods to enhance the social protection system’s equity objectives: increasing the size and/or coverage of the existing Social Relief of Distress grant and introducing a universal or working-age basic income grant. The implications of financing these reforms are examined using four tax instruments: increasing the value-added tax rate, increasing personal income tax rates, reducing the personal income tax primary annual rebate, and introducing a surcharge on incomes. While we discuss behavioural effects, they are not included in the model. Our analysis indicates that an expansion of the social security system financed through increased taxation could substantially reduce poverty and inequality to varying degrees depending on the taxes and transfers used.

66. Spatial consumption inequality in Mozambique

In this paper, I show that the trend in spatial inequality in Mozambique almost entirely explains the outstanding surge in inequality in the country over the past decade, as well as its decline immediately after the pandemic, in contrast to its secondary role in the earliest years. For this analysis, I use an innovative regression-based decomposition framework based on the Recentred Influence Function to estimate each area’s contribution to inequality and a Blinder– Oaxaca approach to disentangle the nature of their contribution to spatial and non-spatial inequality trends. This rise in inequality was mainly due to a generalized drop in consumption experienced by households in the afflicted rural areas in the north and centre of the country, affected by natural disasters and growing conflict. This was aggravated by disproportionally larger economic growth in two urban areas: the Maputo area, which encompassed the capital, during the expansive phase, and the urban area of coal-rich Tete province during the recession that followed. In more recent years, the crisis disproportionally affected the capital and other urban areas, producing a strong mitigating effect on inequality that might be only temporary. The findings of this research have the potential to significantly inform policy decisions to address inequality in Mozambique, thereby contributing to the country’s economic development substantially.

Better understanding of inequality, including its relationship to governance and other key outcomes, is relevant both to academic researchers and to policy-makers. Nevertheless, efforts to establish causal relationships empirically remain hampered by the quality and availability of data, especially for Global South countries at the sub-national level. This paper draws on newly available data on income inequality in Viet Nam at the provincial level to show how unsupervised learning techniques might be used as tools in consideration of the relationship between inequality and governance. While previous empirical work in this area has largely used standard techniques such as regression analysis aimed at establishing causal relationships, this is often hampered by the quality and availability of data. Adopting a different approach, this paper applies K-means clustering and principal components analysis (PCA) to show how unsupervised learning techniques can provide relevant insight into structures and patterns in data. Using PCA, it identifies two groupings of provinces based on similarities in institutional quality measures. K-means analysis points to similar relative inequality levels but substantially different absolute inequality and income levels, suggesting two broad ‘types’ of provinces. The results are suggestive of the positive impact of initial inequality on institutions and that better quality of institutions might reduce inequality for some groups. In general, increased incomes might imply improved inequality and institutional quality outcomes in some cases. A final section considers key limits to such analysis, alongside extensions and further applications.

What would Russia’s military strategy be in a war with NATO? Before 2022, many analysts worried about the scenario in which Russia, leveraging a tactically profi cient and well-coordinated combined arms force, could swiftly overrun the Baltics in a matter of days. Drawing on a statistical analysis of historical battles and an examination of Russian force structure and equipment losses in Ukraine, we challenge this view. Endemic inequality within the Russian Armed Forces will continue to impede their adoption of the sophisticated tactics necessary for manoeuvre warfare. Therefore, we anticipate that a future potential Russian attack would resemble a war of attrition. Unable to quickly out-manoeuvre NATO forces, Moscow would aim to deploy overwhelming fi repower and manpower against Allied troops and civilian populations, with an aim to infl ict widespread and sustained destruction.

69. The Commitment to Reducing Inequality Index 2024

Now in its fifth edition, the Commitment to Reducing Inequality Index (CRI) assesses the commitment of 164 countries and regions to fighting inequality. The CRI 2024 offers powerful new evidence on whether governments are acting to reduce inequality through policies on public services, fair taxation and labour rights. It reveals negative trends in the vast majority of countries since 2022. Four in five have cut the share of their budgets going to education, health and/or social protection; four in five have backtracked on progressive taxation; and nine in ten have regressed on labour rights and minimum wages. Nine out of ten countries have backtracked in one or more area, meaning without urgent policy actions to reverse this worrying trend, economic inequality will almost certainly continue to rise in 90% of countries. Despite some progress, the IMF and the World Bank could do far more to prioritize the fight to reduce inequality. This report assesses their actions across the three CRI pillars of public services, taxation and labour rights. It makes recommendations for how the IMF and World Bank should stop promoting policies that increase inequality and instead support those policies that reduce it, as a matter of urgency.

71. How Weakness in the Social Safety Net Undermines the Political Compact in China

This policy memo details China’s approach to social welfare and its impact on the nation’s socioeconomic stability. Xi Jinping and other Chinese Communist Party (CCP) leaders have an aversion to being “welfarist,” which historically aligns with China’s tendency to view its citizens as a source for labor and tax revenue rather than as human resources to be cultivated and assisted when in need. This has resulted in a social safety net that considerably lags international standards, especially those of developed and even middle-income countries. High debt levels burden Chinese local governments, and shrinking revenues, declining birthrates, falling marriage rates, and aging populations further fuel the deterioration of government finances. These problems contribute to the growing financial vulnerability of Chinese households and create significant concerns for future generations. Families often shoulder the costs of caring for their elderly, educating their children, and paying for healthcare. China’s public healthcare spending is limited, with around 7 percent of gross domestic product devoted to the national system. Families, on average, spend at least 27 percent out-of-pocket of their total health costs to make up for shortfalls in their health insurance, compared to just 11 percent in the United States. Local governments are responsible for more than 90 percent of China’s social services costs but only receive about 50 percent of tax revenues. For decades, they have relied on land sales and related real estate revenues to meet their budgets, but both sources have declined precipitously as the housing boom has reversed course. According to the Rhodium Group, more than half of Chinese cities face difficulties paying down their debt, or even meeting interest payments, severely limiting their resources for social services. China’s total debt levels are estimated to be around 140 percent of GDP, limiting budget flexibility for supporting social services. China’s household savings rates are high by global standards, as Chinese increasingly use personal resources to cover shortfalls in the national safety net. As a result, consumer spending and confidence are down. China has seen lower wage growth in recent years, especially in the private sector, reversing the trend of elevated growth in the first part of the 2010s. Through his dual circulation model of growth, Xi Jinping hopes to shift the country away from an export- and investment-driven economy to a consumption-driven model. But the growing burdens on youth and families undermine this shift. There are major shortfalls in access to, and quality of, education and healthcare systems, especially in rural areas. The hukou system of residency compounds these problems, stopping many rural migrants from obtaining urban residency and thus preventing them from accessing higher quality urban social services. Due to severe wealth inequality, low tax revenues, and the decision to prioritize resources for national security and investment in manufacturing and technology, Beijing has limited resources to improve social welfare programs. Low public confidence in the economy and consumer market—fueled by the COVID lockdowns—has reinforced falling birth and marriage rates. Youth unemployment and public dissent have also increased, with the so-called lying flat movement and white hair demonstrations exemplifying public rejection of China’s attitudes toward overworking, professional achievement, and CCP handling of elder care and other social services. Xi and the CCP have chosen to maintain a limited social services system. Their reluctance to improve the system has contributed to a cycle of slowing economic growth, massive debt levels, stressed personal finances, and declining public confidence. China’s ambitions to become a consumption-driven economy will face significant challenges, possibly further straining the implied social contract that has for decades resulted in social and political stability.

73. An Age of Crises: Prospects for inequality and division

Inequalities can shape, drive, and amplify crises and at the same time, be the consequence of crises. The double shock of the COVID-19 pandemic followed by the Russian invasion of Ukraine has been accompanied by an uptick in income and social inequalities. Moreover, a world enveloped in a series of crises has become the grim backdrop for many of the current discourses on how to solve salient world problems. The complexity and force of how each individual crisis overlaps and interacts with, and sometimes worsens the impact of other crises—including rising levels of inequality and exclusion—is profound and damaging, requiring careful analysis of both consequences and solutions. For instance, surging inflation rates, which began in 2021, as well as the food and energy crises set off largely by the Russian invasion of Ukraine, have precipitated and worsened the debt crisis in many lower income countries. Combined with the existential threat of climate change and related and prevalent extreme climate events, a perfect and potent storm of events have been set in motion: even if aspects of today’s cost-of-living crisis wane, their ripple effects will continue to reverberate, in some instances setting off political instability and social unrest in parts of the world. The lessons learned from these crises, and their interaction with inequality and exclusion will be critical to better prepare for the future, and to break the deadly spiral of crises and rising inequality. While disasters—both those created by people and generated by nature—have increasingly become a daily reality for many in different parts of the world, policies at the global, regional, and national levels, have yet to catch up with this new reality. Looking across six areas—food and fuel shortages, inflation, debt distress, extreme climate-related events, and political unrest—there are very few countries that escape the reach of at least one crisis. However, more alarmingly, many countries are exposed to multiple and compounding levels of economic, social, and environmental shock; which can intersect with underlying inequalities and vulnerabilities such that a vicious cycle of income inequality, increasing social stratification, and discontent spreads across societies and generations. New research from the Pathfinders team shows that in those countries for which complete data exists across six crises (90 in total), eight countries are at risk for being impacted by all crises at the same time. 72 out of these 90 countries (or 80 percent) are at high or moderate risk of suffering from at least three crises at the same time. If we limit the analysis to five crises (food price shock, inflation, extreme climate events, debt distress, and protests), 10 out of the 134 countries with complete data are at high or moderate risk of suffering from all five crises and 86 countries (65 percent) from at least three crises. This number may even be an underestimate as typically lower income countries have less capacity to collect data and tend to deal with multiple crises arising from debt and cost-of-living issues. In response to these multiple crises (or polycrisis), urgent, integrated, and coordinated policy interventions are needed, including even greater cooperation and commitment at the global level. Without a sharp change of course, a renewed recommitment to multilateralism and bolder action to address root causes, there will be little change for the better. There is an opportunity for committed countries to advocate for sustained and urgent action to respond to the immediate humanitarian needs of a great majority of the world’s population. Policy solutions can be geared towards the shorter and longer terms: The first includes an urgent set of instruments aimed at reducing suffering as soon as possible and a second set focused on achieving longer-term structural transformation to reduce vulnerability and promote sustainability.

To understand citizens’ concerns about inequalities, their policy priorities, and their desire for change, we commissioned a public opinion survey in eight countries: Canada, Costa Rica, Mexico, Sierra Leone, South Korea, Sweden, Tunisia, and Uruguay. These opinion surveys show an immense preoccupation with societal divisions and a consensus that more needs to be done to address them. What is working to make progress on equality and inclusion? Countries and local communities that have made sustained progress towards more inclusive and equal societies have generally taken a three-pronged approach: They have delivered visible results that make a material difference in people’s daily lives, in areas such as social protection, housing and wages; they have built solidarity, through for example truth-telling exercises, police and justice reform and community empowerment; and they have secured credibility and sought to avert reversals by fighting corruption, broadening political power, and increasing the public financing needed for policy development.

Abstract:
The rise of economic inequalities in advanced economies has been often linked with the growth of spatial inequalities within countries, yet there is limited comparative research that studies the relationship between national and subnational economic inequality. This paper presents the first systematic attempt to create internationally comparable evidence showing how different countries perform in terms of geographic wage inequalities. We create cross-country comparable measures of spatial wage disparities between and within similarly-defined local labour market areas (LLMAs) for Canada, France, (West) Germany, the UK and the US since the 1970s, and assess their contribution to national inequality. By the end of the 2010s, spatial inequalities in LLMA mean wages are similar in Canada, France, Germany and the UK; the US exhibits the highest degree of spatial inequality. Over the study period, spatial inequalities have nearly doubled in all countries, except for France where spatial inequalities have fallen back to 1970s levels. Due to a concomitant increase in within-place inequality, the contribution of places in explaining national wage inequality has remained fairly constant over the 40-year study period, except in the UK where we document a significant increase. Whilst common global social, economic and technological shocks are important drivers of spatial inequality, this variation in levels and trends of spatial inequality opens the way to comparative research exploring the role of national institutions in mediating how global shocks translate into economic disparities between places.

Este conflicto asimétrico entre los grupos criminales y los Estados se recrudeció a raíz de la Guerra contra las Drogas iniciada por el presidente mexicano Calderón, y no es sino la continuación de las diversas guerras contra ya ensayadas en Centroamérica bajo inspiración de los EEUU. Con la llegada al poder de la presidenta hondureña, Xiomara Castro, se advertía un cambio en relación a las políticas de seguridad que no se enfocaran exclusivamente en la mano dura, sino que abordara la reforma integral del Estado priorizando la lucha contra la corrupción y la impunidad, así como la mejora de la calidad de la democracia. Una ola de populismo punitivo recorre la región, pero la mejora en los niveles de inseguridad en Honduras no será sostenible mediante el uso exclusivo de la fuerza ni estados de excepción.

In the EU, a third of women over the age of 15 have experienced physical or sexual violence and over half have been sexually harassed. Although often overlooked, the majority of (workplace) violence takes place in the healthcare sector as healthcare professionals are 16 times more at risk of violence in comparison to other occupations. Violence does not only manifest in abusive behaviour toward workers on duty but can also be perpetrated on women as receivers of healthcare. High rates of violence in healthcare, brought on and exacerbated by gender stereotypes and inequality, point to dysfunctional health systems. This Discussion Paper provides policy recommendations on the way forward for the EU member states, taking a closer look at: Gender-based violence against healthcare workers. Chile has pioneered many things: a market-oriented, “neoliberal” approach to development; an impressive transition from authoritarianism to democracy; innovations in social policy; and an extraordinary series of street protests between 2006 and 2019. While often lauded as a model of economic and social development, the protests reflect acute concerns over perceived failures in the Chilean political, economic and cultural system, concerns that were profoundly inflected with issues of inequality and lack of fairness. To inform this contrast, this paper undertakes a systematic assessment of the perceptions and perspectives of Chilean citizens, both in the context of the protests and in their broader expressed views in surveys. The core theme is that “the street was right”, in the specific sense that the protests reflected much wider sentiments across social classes over perceived inequities in economic advancement, social provisioning, and the undignified “treatment” by state actors and elites. The paper then compares these perceptions with some of the “objective” measures of inequality. While alternative measures indicate modest declines in some measures of inequality, Chile remains a very high inequality society, in relation to income, wealth, and education. These perceptions and patterns are central to Chile’s current development challenges, in ways that resonate with the position of many countries in today’s polarized environment. This is the first of two papers, with the sequel exploring the underlying drivers of inequality and implications for policy direction.

It is painfully clear that South Africa is performing poorly, exacerbating problems such as inequality and exclusion. The economy’s ability to create jobs is slowing, worsening South Africa’s extreme levels of unemployment and inequality. South Africans are deeply disappointed with social progress and dislike the direction where the country seems to be heading. Despite its enviable productive capabilities, the national economy is losing international competitiveness. As the economy staggers, South Africa faces deteriorating social indicators and declining levels of public satisfaction with the status quo. After 15 years, attempts to stimulate the economy through fiscal policy and to address exclusion through social grants have failed to achieve their goals. Instead, they have sacrificed the country's investment grade, increasing the cost of capital to the whole economy, with little social progress to show for it. The underlying capabilities to achieve sustained growth by leveraging the full capability of its people, companies, assets, and knowhow remain underutilized. Three decades after the end of apartheid, the economy is defined by stagnation and exclusion, and current strategies are not achieving inclusion and empowerment in practice. This report asks the question of why. Why is the economy growing far slower than any reasonable comparator countries? Why is exclusion so extraordinarily high, even after decades of various policies that have aimed to support socio-economic transformation? What would it take for South Africa to include more of its people, capabilities, assets, and ideas in the functioning of the economy, and why aren’t such actions being undertaken already? The Growth Lab has completed a deep diagnostic of potential causes of South Africa’s prolonged underperformance over a two-year research project. Building on the findings of nine papers and widespread collaboration with government, academics, business and NGOs, this report documents the project’s central findings. Bluntly speaking, the report finds that South Africa is not accomplishing its goals of inclusion, empowerment and transformation, and new strategies and instruments will be needed to do so. We found two broad classes of problems that undermine inclusive growth in the Rainbow Nation: collapsing state capacity and spatial exclusion.

We examine how village-level social group dominance affects the educational and occupational mobility of minority and other social groups in rural India across multiple generations. We distinguish between upper caste and own-group dominance and examine the mechanisms underpinning inequality in mobility outcomes. We find inequality in upward educational mobility to have significantly narrowed over time, with Scheduled Castes doing better in upper caste- and own-dominated villages, while Scheduled Tribes and Muslims do worse in own-dominated villages. In contrast, for occupational mobility we find no evidence of minority groups catching up with upper castes; Scheduled Castes and Scheduled Tribes are particularly disadvantaged, but Scheduled Castes, again, do comparatively better in their own-dominated villages. Exploring the mechanisms that explain the relationships between land dominance regimes and mobility, we find that a combination of agroecological and natural resource base and social cohesion of villages underpins the differences observed more than public goods provision. Our findings suggest a new pattern of inequality where historically disadvantaged groups appear less able to convert educational gains into labour market and occupational progress.

This paper investigates the role of firm characteristics in driving wage inequality and firm wage premia in the South African labour market. The Abowd, Kramarz, and Margolis (AKM) and Kline, Saggio, and Sølvsten (KSS) regression-based decomposition methods are applied to matched employer–employee administrative tax data for the period 2011–19. Additionally, the Theil index is used as a comparative tool for estimating wage inequality, given that the variance of logarithms applied in the regression-based decomposition methods has been established as an imprecise measure of inequality. The results show significantly high dispersion in wages, as estimated by both the AKM and the KSS methods as well as the Theil index, reaffirming the extent of high inequality in the country. Worker and firm characteristics account for 35 per cent and 18 per cent of wage dispersion, respectively, with a positive worker–firm covariance accounting for 11 per cent. Firm size, industry, profits, geographical location, and whether firms are locally or foreign-owned are found to be important in driving firm wage premia.

Two well established stylized facts of economic development are a strong correlation between investment and income, and large differences in investment rates across countries. Construction is the largest component of investment. This paper examines the implications of heterogeneity in construction productivity on cross-country income disparity. We estimate the 10:1 spread in construction productivity among 145 countries in 2005 as a factor of 61.7-fold. Based on a general equilibrium model with input–output linkages, we find that the 10:1 spread in income per capita declines by 45 per cent when the construction productivity gap is eliminated. Sectoral characterization of the aggregate effect of a change in construction productivity shows heterogeneous sectoral contributions to income convergence. Electrical equipment, metals, and transport equipment play stronger roles in transforming the effect of a change in construction productivity to the aggregate level in China compared with other countries.

This study is positioned in two strands of literature—intersectionality and social mobility. It is the first to measure (dis)advantage at the individual level as an outcome of the intersectionality of identities and parental circumstances. By linking circumstances at the parental level with (dis)advantage at the individual level, this study uses fuzzy-set Qualitative Comparative Analysis (fsQCA) in an unprecedented application, i.e. to study social mobility or generational persistence. By accounting for intersectional ascribed identities, this study is also the first to analyse social mobility for the intersectionality of caste, religion, and gender identities. Using data from the India Human Development Survey 2011–12, the study finds that, in a given generation, Hindu women can observe high outcomes only if they are born into advantageous parental circumstances. This is further tempered by their position in the social hierarchy. For men, advantageous circumstances are not a necessary precondition for upward mobility. By building epistemological arguments, this paper also makes a contribution by being the first to contend that fsQCA is the ideal method to study overdeterministic social science phenomena.

The COVID-19 pandemic exacerbated existing inequalities and poor governance practices in the MENA region and had a disproportionate impact on the most vulnerable people. These persistent and structural issues also threaten a post-COVID inclusive recovery process. Austerity steers from institutions like the IMF risk further inequality and social exclusion, as evidenced by diverse and gendered impacts on the most vulnerable, including through low public spending on health and social protection. Economic and fiscal justice through progressive taxation and inclusive, crisis-resilient public spending are two key policy solutions to prevent future crises impoverishing the most vulnerable in the region. As the world recovers from the pandemic, now is the time for national and global policymakers – including international financial institutions – to take stock and seek policy alternatives that take a rights-based, inclusive, holistic and resilience-focused approach to recovery efforts, resourced through progressive taxation.

IIn recent years, there has been a growing recognition of the importance of understanding vicarious trauma among practitioners and researchers of sexual and gender-based violence as well as other forms of violence. Mental health practitioners and organisations working with people affected by violence are framing the provision of resources and tools to prevent vicarious trauma as a crucial ethical and institutional obligation. This comes from the understanding that trauma exposure can affect both the research participants and the researcher and can have lingering effects well beyond the duration of the study in the form of re-experiencing thoughts, feelings and sensations that were experienced during a traumatic event or the re-telling of that event. Among these risks faced by researchers, scholars have included the challenge of blurred boundaries between interviews and therapy during qualitative research, the spillover effects of traumatic experiences and emotional collateral experienced by research staff, and countertransference of trauma which has mostly been described in the context of therapists and clients but also extends to researchers. Research has also shown that plans for researcher safety and well-being are a necessary strategy for building researcher resilience and preventing vicarious trauma. The growing literature on this topic reveals the centrality of this issue to the area on qualitative research, violence and trauma. The work that the Center for the Study of Violence and Reconciliation (CSVR) has done on violence and how it impacts communities over the past few decades has highlighted the importance of support mechanisms and systems to ensure the well-being of the staff who carry out research with participants who have witnessed or experienced violence. Our own reflections from CSVR researchers, fieldworkers, and mental health practitioners have shown the need to establish a rigorous and consistent framework to adequately capacitate staff to understand the risks that come with designing and carrying out research with participants on their experiences of violence. More specifically, these reflections have highlighted the reality of how trauma from these experiences affects research participants in their engagement with researchers, and how the repeated exposure to people recounting their traumatic experiences can inadvertently affect researchers too. These reflections indicate the need for research frameworks that take the effects of trauma into account, to guide researchers in their research design in order to safeguard their own well-being as well as that of their participants during the project. This practice brief consolidates the feedback of researchers, data collectors, and mental health practitioners about the challenges they face in the field and offers practical strategies on how to use a trauma-informed approach in research to provide adequate support, training, and measures to ensure that these adverse effects are limited with appropriate planning and implementation. The objective of this practice brief is to promote a trauma-informed research practice that ensures that research projects: Address research participants in a manner that is sensitive to traumatic experiences of violence and its effects; Avoid re-traumatising participants; Avoid second-hand traumatisation of researchers and data collectors; and, Contain any adverse effects on the researchers and data collectors that may emerge from the context and exposure to people who have witnessed and experienced violence. This brief seeks to improve and consolidate the existing tools within CSVR’s own research methods and operationalise trauma-informed approach into the research design process and distress protocol. Furthermore, this brief seeks to provide guidance for CSVR’s partners, as well as other research and nonprofit organisations, social intervention projects, and practitioners who conduct research in areas such as gender-based violence, conflict, and other forms of violence that may result in traumatic effects on individuals, families, and communities.

89. The Last Hurdle? Unyielding Motherhood Effects in the Context of Declining Gender Inequality in Latin America

We assess whether motherhood could be the last hurdle to achieving gender equality in developing countries by exploring the link between motherhood and the overall gender gap in the labor market for 14 Latin American countries over the last two decades. Using pseudo- panels built from harmonized household surveys and an event study approach around the birth of the first child, we find that the arrival of the first child leads to a sharp and persistent 35% decline in mothers’ earnings. This result is explained by a reduction in employment and a prompting shift towards occupations that favor more flexible work arrangements, including part-time and informal jobs. These effects are pervasive across countries and population groups. Furthermore, using an extended version of the Oaxaca-Blinder decomposition, we identify motherhood as the primary source of income inequality between men and women. Motherhood explains 42% of the remaining gender gap and has progressively gained relative importance over the last two decades while other contributing factors, such as education and its associated returns, have shown a waning impact. Moreover, we find no clear cross- country association between the motherhood-related gap and per capita GDP or gender norms, while the contribution of other factors to the gender gap in earnings diminishes with higher per capita GDP and more gender-egalitarian social norms. This suggests that gender gaps stemming from the motherhood effect exhibit greater rigidity than other drivers of gender inequality.

While there are currently 225 women in the House of Commons, an all-time high, women continue to be underrepresented in Parliament, local government, and public life. To rectify this, ‪@Parliament-cc8sw‬ has set an ambitious target to have 100 more women in Parliament by 2030. On Thursday 23 March, as the UK's major political parties ramp up their efforts to select candidates for next year's general election, this discussion took stock of their efforts. Frances Scott (the founder and director of 50:50 Parliament), Professor Rainbow Murray (QMUL), Kiran Mahil (Labour Women's Network) and Emma Best (Conservative member of the London Assembly) reflected on the success of leading pressure groups and evaluated how much progress has been made in recent years to create a better, more gender-balanced democracy.

Amaçları ve sonuçları bağlamında incelenen dokümanlardan bir değerlendirmeye varılacaktır. Sonuçlar-- Bu çalışmada çocuk yoksulluğunun ailenin yoksulluğu ile ilişkili olduğu sonucuna varılmıştır. İyi eğitim almış çocukların yetişkinlikte yoksulluk içinde olmayacakları ve onların çocuklarının da yoksul olmayacağını söylemek gerekmektedir. Katkı/Farklılıklar- Bu çalışmada çocuk yoksulluğuna çok boyutlu yoksulluk yaklaşımı ile bakılarak bütünsel bir bakış sağlanacaktır.

Abstract:
Bu çalışmada, Dünya’da ve Türkiye’de halen erkek egemen bir alan olarak kabul edilen maden mühendisliği mesleğine kadın maden mühendisliği öğrencilerinin perspektifinden bakarak mesleğin toplumsal cinsiyet eşitliği yönünden irdelenmesi hedeflenmiştir. Bu çalışma, Türkiye’de maden mühendisliği eğitimi alan kadın öğrencilerin, eğitim hayatlarında cinsiyetçi rollere dayalı olarak karşılaştıkları sorunları tespit etmeyi ve çözüm önerileri sunmayı amaçlamaktadır. Bu bağlamda, 76 katılımcının görüşlerine dayalı olarak bir saha çalışması gerçekleştirilmiştir. Çalışmada katılımcılara iki kısımdan oluşan bir dijital anket dağıtılmıştır. Anketin ilk kısmında demografik bilgiler, ikinci kısmında ise katılımcıların mesleklerini toplumsal cinsiyete dayalı olarak değerlendirmelerine ilişkin sorular sorulmuştur. Çalışmadan elde edilen veriler değerlendirilerek ve yorumlanarak çözüm önerileri sunulmuştur.

Abstract:
Küresel bir sorun olan yoksulluk her ülkede farklı şekillerde görülmektedir. Özellikle 1980’lerden sonra uygulanmaya başlayan neo-liberal ekonomi politikaları tüm dünyada olduğu gibi Türkiye’de de gelir dağılımındaki adaleti bozmuş, yoksulluğu daha görünür hale getirmiştir. Bugün Gini katsayısının 0,415 olarak ölçüldüğü Türkiye’de, en zengin yüzde yirmilik kesim ile en yoksul yüzde yirmilik kesim arasındaki gelir farkı 7,9 kata ulaşmıştır. Bu tablodan yola çıkarak çalışmada Türkiye İstatistik Kurumu’nun güncel Gelir Dağılımı ile Yoksulluk ve Yaşam Koşulları İstatistiklerinden yararlanılarak Türkiye’de yoksulluğun görünümü hakkında bilgi verilmiş ve yoksullukla mücadele konusunda temel aktör olan Aile ve Sosyal Hizmetler Bakanlığı’nın uygulamaları incelenmiştir. Çalışma sonucunda Bakanlığın yoksullukla mücadele politikalarının sosyal hizmetler ve sosyal yardımlar (özellikle nakdi sosyal yardımlar) etrafında şekillendiği tespit edilmiş, yoksullukla mücadelede insanların işlevselliğini artıran, onları yapabilir kılan eğitim, sağlık, istihdam bağlantılı etkin sosyal politikaların önemi vurgulanmıştır.

Abstract:
Rising wealth inequality is both a topic in recent policy discussion and in the social sciences. Despite the general interest in wealth concentration, we know only little about the largest privately held fortunes. To help fill this gap we analyze the historical origins of Germany’s 1,032 largest fortunes in 2019. In particular, we identify the share of entrenched fortunes – fortunes which date back to the beginning of the twentieth century – and ask to what extent they differ from more recently established ones. Furthermore, we examine in an exploratory way if entrenched fortunes are connected to fortunes with more recent origins through family lines. We use a journalistic rich list published by the manager magazin in 2019, which we link with both rich lists from 1912/1914 and Wikidata. We find that about eight percent of today’s fortunes can be traced back to fortunes held by the same families in 1913. Regression analyses show that entrenched fortunes rank on average higher on the rich list than the remaining ones. Descriptive network analyses indicate that some of today’s largest fortunes are intertwined through marital lines, hinting at social closure at the top. Our findings indicate that the accumulation and perpetuation of fortunes over many generations is an important feature of top wealth in Germany.

99. Not So Clear: Revisiting the Impacts of Cap-and-Trade on Environmental Justice

A recent article by Danae Hernandez-Cortes and Kyle Meng (HCM) suggests that the cap-and-trade program in California was accompanied by improvements in the degree of environmental inequity in the state. We note that that the model used to estimate this improvement is not well-designed to capture the variation in facility adjustment to the cap-and-trade program that is at the heart of the environmental justice debate about potential shifts in co-pollutant exposure. We also show that even if that were a proper approach, the estimates offered by HCM may be problematic due to data issues, including proper identification of facilities subject to the cap, shifting results when we require that facilities have observations both before and after the cap, and robustness when we apply their method estimates beyond their selected subsample to the broader range of facilities. As such, the environmental justice implications of California’s carbon market remain an unsettled empirical question.
