401. Do Trade and Investment (Agreements) Foster Development or Inequality?

Abstract:
This paper proposes to revisit the debate on trade and investment agreements (TIAs), development and inequality, looking at the role of Global Value Chains (GVCs) and trans- national corporations (TNCs). It first presents stylized facts about trade and investment (agreements), declining global economic growth and rising inequality under the latest round of globalization. It then provides a long-run perspective on the mixed blessings of external opening, summarizing some key contributions of the mainstream literature, which are converging with long-standing research findings of more heterodox economists, and the eroding consensus today. Based on this stock-taking, it takes a fresh critical look at the TIAs-GVCs-TNCs nexus and their impact. Using data on value-added in trade and new firm-level data from the consolidated financial statements of the top 2000 TNCs going back to 1995, it examines whether the fragmentation of production along GVCs led to positive structural change or rather stimulated unsustainable trends in extractive and FIRE sectors. It then turns to the role of TNC-driven GVCs as a vehicle for economic concentration. Finally, it presents evidence linking TIAs and their correlates to rising inequality. Key findings include the fact that the ratio of top 2000 TNCs profits over revenues increased by 58 percent between 1995 and 2015. Moreover, the rise in top 2000 TNCs profits accounts for 69 percent of the 2.5 percentage points decline in the global labour income share between 1995 and 2015, with the correlation coefficient between annual changes in both variables as high as 0.82. The paper concludes by calling for a less ideological policy debate on TIAs, which acknowledges the mixed blessings of external financial and trade opening, especially their negative distributional impact and destabilizing macro-financial feedback effects, which both call for policy intervention. As an alternative to short-sighted protectionism, it further discusses possible options for anticipating undesirable effects arising from TIAs (e.g. rising carbon emissions, economic instability, inequality, etc.) and addressing those in TIAs themselves.

Abstract:
The Policy Brief presents the findings and recommendations from a new study of social mobilisation activities in Nepal. The study suggests that the new local government bodies can make a significant difference in bringing better and more inclusive public services and in enabling stronger local economic development. Increased government budgets, better human resources and not least new local elections have changed the conditions for the population. But locally elected representatives need to engage more with citizens and citizens need to engage more with local government. The study suggests that recent experiences with social mobilisation and local governance in Nepal offer important lessons for leaving no one behind in the new context. This policy brief presents the case made by the study, its core findings and the recommendations these give rise to.

403. Earnings inequality in the Brazilian formal sector: The role of firms, education, and top incomes 1994–2015

This paper documents the evolution and the determinants of earnings inequality in the Brazilian formal sector from 1994 to 2015, using establishment level data. In 2015, schooling explained 33 per cent of overall inequality. Firm-specific effects explain 65 per cent of total inequality level and 76 per cent of the inequality fall observed. The downward inequality trend parallels the one seen in household surveys. However, the distributive decompression goes only until the 90th percentile, which is in line with Personal Income Tax based evidence. The share of inequality explained by top 1 per cent and 0.1 per cent incomes rose 43 per cent and 91 per cent, respectively.

Thomas Piketty’s (2014) Capital in the XXI Century aims to analyze distributions of income and wealth and their determinants, in a set of developed countries from the nineteenth century to the present. The objective is a bold one, made even more so by the fact that Piketty pursues it not only from a theoretical, but also, from an empirical point of view. The task is particularly impressive not only because of the enormous effort required in collecting and organising data, but also because the work entails attaching a deterministic interpretation to facts and figures from radically different countries over a time span that covers almost two centuries, thereby forcing comparison between numbers coming from clearly incommensurable contexts. These difficulties are not lost to Piketty, who states that “[w]ithout precisely defined sources, methods, and concepts, it is possible to see everything and its opposite.” (Piketty, 2014, pp.2-3) This study argues that the empirical ‘methods and concepts’ adopted by Piketty are not always consistent with those coming from his reference theoretical framework, nor from National Accounts (United Nations, 2009).

406. Where Do Profits and Jobs Come From? Employment and Distribution in the US Economy

“Meso” level analysis of 16 producing sectors sheds light on broad forces shaping growth of employment and profits. In a growth decomposition from 1990 through 2016, employment responds positively to output increases and negatively to rising productivity. The macro profit share responds positively to sectoral productivity and demand shifts, and negatively to real wage increases. The decomposition weights suggest that wage repression raises profits in business services, education and health, wholesale and retail trade, and parts of manufacturing. Observed profit growth was robust in manufacturing, trade, finance and insurance, and information. The latter two (and wholesale trade) benefitted from favorable demand shifts. However, they generate less than a quarter of total profits. Owners of real estate receive more than a quarter but their share is not increasing. Growth of the remaining one-half of profits has been due to demand shifts and productivity growth which exceeded real wage increases. Market power matters in all sectors. The strongest effects may act against employment and real wages in labor markets.

407. Factors Driving Wealth Inequality in European Countries

Abstract:
This paper analyses how microeconomic factors drive inequality in household wealth across nine European countries when applying the Shapley value approach to decomposition. The research draws on micro data from the Eurosystem Household Finance and Consumption Survey 2014. Disparity in inheritance and gifts obtained by households are found to have a considerable effect on wealth inequality that is on average stronger than that of income differences and other factors. In Austria, Germany, France, Portugal and Spain, the contribution of real and financial assets received as bequests or inter vivos transfers attains more than 30% to explained wealth inequality. The distribution of household characteristics (age, education, size, number of adults and children in the household, marital status) within countries however also shapes the observed wealth dispersion. The results resemble those obtained in a similar study (Leitner, 2016) based on data from the first wave of the Eurosystem Household Finance and Consumption Survey (HFCS 2010).

Abstract:
Caste system is an essential feature of both Hindu and Muslim societies in the sub-continent. This paper compares the dynamics of traditional caste system practiced across Hindus and Muslims of India and Pakistan respectively. Birth-ascribed statuses, definite occupations, hierarchical positioning of caste groups and endogamous form of marriage are found to be the common characteristics of caste system practiced across Indian Hindus and Pakistani Muslims. In the Hindu caste system, membership in a Jati determines the rules and regulations regarding food and touch ability for the members through socio-religious rituals of purity and impurity. In contrast the notions and rituals of pure and impure are virtually absent in Muslim Pakistan. Caste system in both India and Pakistan is decaying with time because of the increasingly urbanization. However, geographical isolation and long established social structures in rural India and Pakistan are the favorable conditions that uphold the caste practices.

Abstract:
This study is designed to calculate the newly introduced Gender Inequality Index for Pakistan according to the formula mentioned in technical notes of United Nations Development Report (2010) and then finding the impact of Social, Political and Economic Globalization on Gender Inequality Index. Time series data from 1980 to 2014 is used for Gender Inequality Index, Social, Political and Economic Globalization. Johnsons Co-integration technique is applied to investigate the impact of social, economic and political globalization on gender inequality index in Pakistan. The results of study show negative and significant relationship between economic globalization, social globalization and gender inequality index, while a negative but insignificant relationship is found between political globalization and gender inequality index. The results of the study are consistent with various theoretical and empirical studies. The policies related to globalization promotion are recommended to enrich the country with development through gender balances. To increase impact of political globalization, Pakistan needs to put more emphasis in following the spirit of treaties which target gender disparity of which she is the signatory.

Abstract:
South Asia hosts almost a quarter of the world‟s population. Despite achieving consistent economic growth, the region is marked by dense poverty and human deprivation. In this article, I discuss the issue of human security and argue that governments of the region need to focus on burgeoning nontraditional security threats to promote well-being of the people and improve the quality of their lives by investing resources in human development and implementing the constitutional provisions needed to protect fundamental human rights and dignity. In order to address political-economic-social-cultural disparities and achieve prosperity, the onus is far more on the countries themselves to prioritize the human security agenda through mutual collaboration.

Abstract:
Sustained high economic growth since the early 1990s has brought significant change to the lives of Indian women, and yet female labor force participation has stagnated at under 30%, and recent labor surveys even suggest some decline since 2005. Using a nationally representative household survey, we lay out five descriptive facts about female labor force participation in India that help identify constraints to higher participation. First, there is significant demand for jobs by women currently not in the labor force. Second, willing female non-workers have difficulty matching to jobs. Third, obtaining vocational training is correlated with a higher likelihood of working among women. Fourth, women are more likely to be working in sectors where the gender wage gap and unexplained wage gap, commonly attributed to discrimination, is higher. Finally, female-friendly policies, including quotas, are correlated with higher female participation in some key sectors. Combining these facts with a review of the literature, we map out important areas for future investigation and highlight how policies such as employment quotas and government initiatives focused on skilling and manufacturing should be better investigated and leveraged to increase women’s economic activity.

No matter which measure of residential settlement one takes, women constitute around half the population everywhere in Turkey. Especially with regards urban areas with a smaller spatial scale, there is almost unanimous agreement that space-oriented policies concern women directly. It is important to keep these circumstances in mind in order to strengthen the political presence of women at the local level, and to pursue local policies with a woman-centered approach.

Abstract:
Regulatory reforms are not sufficient to increase the representation of women, examination of sociological causes is essential to better comprehend the reasons behind the low ratio of women representation. This report explores the relation between women representation and services provided for women in all metropolitan municipalities in Turkey. Both the gender roles and governance processes need to be analyzed together to understand this relationship. Furthermore, the quality of representation and services are examined in terms of gender awareness. While the findings of fieldwork in Aydın, Gaziantep, İstanbul, Konya and Ordu, and a detailed desk research of 11 cities identify the problems regarding gender awareness, they aim to provide concrete policy recommendations for future implementations.

This report provides an analysis of the issues related to female brain drain between Poland and Germany in the years 1989-2015: female and male migration patterns during specific time periods, the challenges of female migration, the emigration of highly-skilled individuals in Poland and Germany, as well as the issues regarding brain drain from a gender perspective. Global female migration is a topic frequently studied in academic literature; however, the topic of female brain drain is one that has long been ignored by academic research. This gap in research on female brain drain is closely related to a significant lack of relevant quantitative data, and, consequently, has led to gaps in policymaking. The aim of this report is to gather all available information on female brain drain and its impact on labour markets, gender equality, female migration, and human capital, while noting the gaps in data and policymaking. A further objective of this report is to highlight the issues that are important for policymaking, as well as to propose adequate polic recommendations. The report aims to provide a current and comprehensive analysis of female brain drain in Poland and in Germany – two neighbouring countries, with complex histories of population migration – as well as an analysis of the economic and societal consequences of this phenomenon for both countries. The publication was prepared within the project “Brain drain/brain gain: Polish-German challenges and perspectives - Focus on the gender aspects of labour migration from 1989” with financial support from the Polish-German Foundation for Science and The Foundation for Polish-German Cooperation.

417. Gender and Urban Sanitation Inequalities in Everyday Lives

Even though sanitation was established as a separate human right by the United Nations General Assembly in January 2016, there has an been overall failure to reduce by half the proportion of the global population without access to basic sanitation (Millennium Development Goal 7, Target C). The Sustainable Development Goals have targets of gender equality, and the sustainable and universal provision of sanitation. Hopefully this will mean increased attention being given to the interests and well-being of poor women and girls living in slums and informal settlements who still lack access to adequate sanitation. The sanitation needs of women and girls are different from those of men and boys because of the former’s requirements of personal safety, dignity and menstrual hygiene; there is also the issue of the disproportionate burden of unpaid labour in managing household sanitary needs. These inequalities in urban sanitation access have a great impact on the health, well-being and socio-economic status of women and girls. These inequalities continue to exist despite efforts to make the needs of poor urban women and girls an integral part of sanitation policies and project planning, implementation, monitoring and evaluation. Despite the emphasis of low-income countries on gender inequalities and sanitation in their development goals, programmes and projects, there is still only a limited number of qualitative and quantitative evidence-based research articles available focusing on gender and sanitation continue to be available. This number further decreases when it comes to gender and urban sanitation in the Global South. The grey literature is more numerous, particularly that commissioned by international development agencies and non-government organisations. Missing from much of this evidence-based and grey literature are studies on the broader social, economic and environmental impacts on poor women and girls of daily life without access to adequate and safe sanitation. This means that there is very little evidence-based literature which examines how these inequalities in sanitation access affect the lives of poor women and girls who have to queue each morning to use public toilets, or decide which open defecation (OD) sites are the least dangerous to use. Also missing are studies on the socio-economic, health and well-being impacts on and coping strategies of women working in the informal sector, poor women and girls with a disability, elderly women, adolescent girls and homeless women or those living on the pavements, who all lack access to adequate and safe sanitation facilities. These sanitation inequalities are exemplified by the time poor women and girls have to spend each morning queueing to use the toilet or getting up earlier to go with other women to OD sites. The necessity for such actions furthers gender inequalities because it puts at risk the time women have available for paid employment and other household responsibilities. Truelove (2011, p. 148) has argued that this ‘curtailment of opportunities (from income to education) due to water and sanitation activities reinforces a further level of physical insecurity and emotional violence, as some women become locked in a feedback cycle that brings them into distinct spaces and networks in order to access water and sanitation’. Women and girls living in slums often report instances of gender-based violence, shame and loss of dignity when walking along badly lit narrow paths to poorly designed and maintained community toilets or places of OD (Bapat & Agarwal 2003, Lennon 2011, McFarlane 2015, SHARE 2015 and Amnesty International 2010a). Phadke, Khan & Ranade (2011, p. 85), in a study of women and risk in Mumbai, have suggested that ‘[what] the lack of public toilets says is that women are less equal citizens than men and don’t deserve the same consideration’ in the design of urban spaces and the provision of urban infrastructures such as sanitation facilities. These gender inequalities continue to exist despite the use of the concept of ‘gender mainstreaming’ in water and sanitation projects since the mid-1990s, which was designed to make the needs of women and girls an integral part of sanitation policies and project planning, implementation, monitoring and evaluation. Instead, gender has become a term that is widely used in project documents and organisational policy documents ‘but is little theorised and ill-defined in most projects and supporting policy documents’ (O‘Reilly 2010, p. 49). Gender, according to the Water and Sanitation Program (2010, p. 9): is a concept that refers to socially constructed roles, behaviour, activities and attributes that a particular society considers appropriate and ascribes to men and women. These distinct roles and the relations between them may give rise to gender inequalities where one group is systematically favoured and holds advantages over another. Inequality in the position of men and women can and has worked against societies.

Burgeoning urbanisation coupled with policy implementation gaps have resulted in growing disparities in the provision of public infrastructure services in urban areas of India. Apart from the impact of this, a household’s ability to procure basic amenities is also subject to its economic and social condition and the prevalence of social or spatial inequalities. This paper considers a basic household amenity – toilets – and using survey data gauges a household’s likelihood of owning one based on economic and social conditions and infrastructural parameters such as water supply and drainage using a binary multivariate logistic regression model. Horizontal or social group-based inequalities, which are often neglected in the sanitation discourse in India, are found to have a significant impact on access to toilets along with the existence of disparities based on consumption expenditure and drainage. The findings ascertain the existence of multidimensional disparities at the state level, refuting centralised programmes adopted to meet Sustainable Development Goals.

419. The Learning Generation: India’s Education Policy and Its Development Over Time

Even as the reach of education has expanded enormously in India in the last few decades, it has been accompanied by differential access and the continuing spectre of inequalities. This inequality could take various forms but the extent to which opportunities, access, and outcome are distributed across different sections of the population, broadly describes a measure of the inequality that exists. There are different causes of inequality in education – the most common being the consequence of inequality in income, wages and living standards. But, in addition, social parameters also affect access to education. While some of these, such as caste, tribe and religious minority affiliation, might have bases in economics as well, others such as gender run across economic and social categories. Needless to say, girls from lower caste or tribal communities, thus suffer the burden of multiple disadvantages. While outcomes have dominated the discourse on education in recent years, in order to understand inequality more comprehensively, it is important to move beyond measuring inequality as the difference in the final outcomes and encompass the differences in equality of opportunity as well. The latter approach pays greater attention to the wider social, political and economic circumstances, which hinder individuals from accessing and competing at the same level. Various sets of contingencies affect the real opportunities people have, generating variations in the process of converting economic resources or social contexts into educational achievements. This approach follows the shift in twentieth century thought on inequality and justice, which made a distinction between “outcomes” (i.e., utility and welfare) and “opportunities” (i.e., primary goods; capabilities etc.). 2 The main arguments in this system of thought are that the process of acquiring outcomes must also be considered in determining justice (Dworkin, 1981) and that the process is dependent not only on initial endowments but on individual agency as well. This shift from a utilitarian approach, which focused on equality of outcomes to one that highlighted equality of opportunity as the basis for social justice marked a major shift in the philosophical traditions surrounding social policy. Not only did it give primacy to the “original position” (Rawls, 1971) it brought in the idea of individual responsibility, which had been the major criticism of anti-egalitarian thought. However, in recognizing the extent to which individuals are responsible for the outcomes they enjoy allowance must be made for the fact that outcomes may also be determined by factors beyond individual control. This is especially so for children, where inequalities experienced by them are predominantly due to their circumstance, and thus mostly beyond the pale of their agency. Primary and secondary education, for instance, take place when the person is still, arguably, below the age of consent, that is, the age at which children could be held at least partially responsible for the various choices they make (Paes de Barros et al 2009, Reomer 1998). In other words, the contribution of this tradition is to suggest that a just society could be achieved through ensuring equality of opportunity by providing “primary goods” (Rawls, 1971) or a set of “capabilities” (Sen, 1980) that would enable every citizen to achieve his/her life plan. Following this approach, we examine the broad trends in education in India to unpack the implications for social policy with respect to the objective of equality of opportunity.

The increased securitization of migration has transformed it into a security issue, causing it to be a threat to the national security. This document is a synthesis of a Master's thesis titled “Public Policy analysis to enable women to access a life free from violence in Mexico City: an intervention proposing to work with young men for the prevention of masculine violence”, developed over the course of 2013-14, as part of the Master's program in Public Policy and Gender offered by the Latin American Faculty of Social Sciences based in Mexico, and which was defended in front of an academic panel in August 2014. The investigation is a policy analysis, using the conceptual and argumentative framework of gender theory, and involves the analysis of a social problem of inequality between men and women, with the end to propose recommendations for a solution using public policy. Thusmasculine gender violence against women is the public problem of gender inequality which is the object of this policy analysis, a problem which is present in Mexican society both historically and structurally. Current prevention policies in Mexico City have been analyzed and this document includes public policy recommendations regarding said policies. The investigation is structured as an introduction and four chapters. The first detailed the public problem and the design of this research, and in the following chapters the conceptual and theoretical frameworks, methodology, analysis and recommendations were outlined. What follows here is a summary of this work.

This Training Curriculum builds the knowledge and skills of women from civil society to participate in security sector reform (SSR), and conduct advocacy related to the security sector. It is a companion to A Women’s Guide to Security Sector Reform, published in 2013 by DCAF and Inclusive Security. The curriculum is aimed at experienced facilitators and trainers who design workshops and trainings for women and civil society organizations wishing to engage in SSR processes. The Training Curriculum addresses the concepts of security, the security sector, SSR, gender and gender equality, and the links between them. It builds skills for planning, research, coalition building, developing recommendations, and advocacy around the security sector, as well as monitoring and evaluating those efforts. Given that women are often excluded from SSR processes, the curriculum serves as a tool to train and support women and CSOs of all types to participate in dialogue and decision-making to create a security sector that is more effective, accountable and inclusive. The Training Curriculum includes 17 modules that are practical, field-tested, and grounded in adult learning methodologies. They include case studies, exercises, videos, and role plays to make the material accessible to a range of learning styles and knowledge levels. Sample agendas and training guidance are included in the Introduction and each module can be adapted to suit specific training needs.

This discussion paper was commissioned by Oxfam’s UK Programme to understand why certain occupations in the UK labour market, traditionally dominated by women, are low-paid. The paper argues that jobs associated with traditional and outdated notions of ‘women’s role in the home’ extends into the jobs market. This affects attitudes towards remuneration in professions such as cleaning and caring. The paper sets out a framework for understanding the risks of low pay and to explore the issue of the undervaluing of low-paid jobs with respect primarily to women. The author calls these the five ‘V’s: visibility, valuation, vocation, value-added and variance, and sets out a possible series of policy responses.

Extreme inequality is out of control in Kenya. Less than 0.1% of the population (8,300 people) own more wealth than the bottom 99.9% (more than 44 million people). Tackling inequality could help to lift millions out of poverty, secure sustainable economic growth and bring the country together. Inequality is not inevitable and the government can reduce it to sustainable levels. This report argues that If Kenya increased its tax-to-GDP ratio by 3 percentage points in 2014 it could have raised enough additional funds to ensure quality healthcare for all Kenyans. By delivering on Oxfam’s five-point action plan to tax and spend effectively, the government would ensure a more equal and prosperous future for all Kenyans.

Northern Uganda has suffered from chronic food shortages and high levels of poverty, political insecurity and adverse environmental conditions. Women can be particularly disadvantaged, constrained by a lack of access to and control over resources, patriarchal exploitation, and harmful social norms. Oxfam implemented a series of interventions in Karamoja to support women’s livelihoods and promote their socio-economic empowerment and rights. One of these was the Piloting Gender Sensitive Livelihoods in Karamoja (PGSLK) project. This report assesses two evaluations of the project: a quantitative impact evaluation, which found that its economic empowerment activities in Kotido had a positive impact for women overall; and a qualitative follow-up study designed to dig deeper into the findings about care work as part of Oxfam’s Women’s Economic Empowerment and Care initiative (WE-Care). This report discusses the implications of its results for addressing care in women’s empowerment (particularly in post-conflict settings in Uganda and beyond), and reflects critically on the process of the evaluation itself and how it might be improved.

The Asia-Pacific region was a model for ‘growing with equity’ in the 1970s and 1980s. Rapid economic growth was achieved without major increases in inequality. However an economic take-off and market-oriented reforms in recent years, despite helping hundreds of millions to be lifted out of extreme poverty, has been accompanied by growing income and wealth gaps between rich and poor. This increase in inequality has greatly diminished the ability of economic growth to reduce poverty. This report suggests a course for the region’s economies to be defined by inclusive growth and shared prosperity. It argues that tax policies can play an essential role in an effective pursuit of Sustainable Development Goal 10, which calls for reducing inequality. Taxes provide the main public revenue source for financing essential public programmes for inclusive development, such as healthcare, education, social protection and welfare schemes. And taxes can become a powerful policy tool for direct redistribution of income and wealth in a society.

The August 2016 local government elections in South Africa sent an earthquake through the political class when the African National Congress (ANC) lost power in three major cities of the country. Coalition governments led by the Democratic Alliance (DA) and the Economic Freedom Fighters (EFF) took over the economic powerhouse, Johannesburg; the administrative capital and seat of the Presidency, Pretoria; and the biggest city in the Eastern Cape and the country’s vehicle-manufacturing hub, Nelson Mandela Bay. Additionally, the DA grew its share of the vote to more than two-thirds in Cape Town, the home of Parliament. In Ekurhuleni and other cities, the ANC created coalitions and barely clung to power. These elections can be seen as a milestone, indicating for the first time since 1994 that the ANC could lose power anywhere in the country. They also point to continuing perceptions of political and systemic weaknesses – including a lack of qualified staff, capacity, professionalism, and accountability (Cooperative Governance and Traditional Affairs, 2009) – at the local level of government, which deals most directly with citizens, is the coalface of service delivery, and thus may be most directly affected by public dissatisfaction with public services (Mungai, 2015; Institute for Security Studies, 2009). Since 1994, South Africa’s democratic governments have extended basic service provision to poorer areas of many cities, towns, and rural areas. For the first time, many citizens have enjoyed electricity and sewage systems that had previously been reserved for whites-only suburbs. According to the 2016 Statistics South Africa General Household Survey, electricity mains now reach 84% of the population. Water access is at 88%; 81% have access to improved sanitation; and only 4% are without a toilet facility. About two-thirds (65%) have their refuse removed once a week, compared to half or less before 1994 (Statistics South Africa, 2017). Nonetheless, numerous demonstrations and protests, often violent, have highlighted popular perceptions that local governments have not kept campaign promises of good service delivery – most fundamentally, Nelson Mandela’s 1994 promise of “a better life for all.” Although services may be reaching people who never had them, is the quality of services inadequate to satisfy their recipients? Do service-delivery deficits reflect and perpetuate the apartheid-era spatial design of most towns, retarding racial and class integration and equality? This paper explores public opinion on basic services provision at the local government level in South Africa. Building on Bratton (2012), which focused on local councillors’ responsiveness to constituents’ needs, I explore other factors that may influence public perceptions of local service delivery, including contact with local councillors and councillors’ job performance and trustworthiness. I also examine which actions, if any, citizens take when they see problems in their municipality.

Access to justice for all citizens has long been recognized as a cornerstone of democracy, good governance, and effective and equitable development. Its centrality has recently been highlighted in the United Nations’ Sustainable Development Goal 16 (SDG16), which calls for all societies to “promote peaceful and inclusive societies for sustainable development, provide access to justice for all and build effective, accountable and inclusive institutions at all levels” (United Nations, 2016). The United Nations Development Programme (2004) has even described access to justice as a basic human right. Access to justice is described broadly as the ability of citizens to “seek and obtain remedies” (American Bar Association, 2012, i) and to “prevent the abuse of their rights and obtain remedies when such rights are abused” (United States Agency for International Development, 2010, 12). Providing access to justice requires meeting several conditions. It requires a legal framework that protects citizens’ rights and that is known and comprehensible to ordinary people. It requires that court costs are reasonable and that legal counsel is both available and affordable. And it requires that citizens are confident that laws will be fairly and effectively applied. In short, it requires the existence of a remedy, citizens with the legal empowerment and capacity to seek a remedy, and a court system with the capacity and will to provide an effective remedy (International Commission of Jurists, 2009). These conditions are often evaluated through expert assessments. However, the perspectives of ordinary citizens – including both the public at large and actual users of the legal system – can shed critical light on the extent to which people enjoy access to justice. Do ordinary citizens use the legal system to resolve disputes, or do they avoid it? Do they have confidence in court decisions, and in their own ability to secure just outcomes? Can they obtain the legal advice they need, and afford to pursue a case? And when they do go to court, what are their experiences? Are women, the poor, or marginalized groups treated differently than men or wealthy elites?

In 2016, the world is arguably more socially, economically, and politically interconnected than ever before. And yet, while the process of globalization offers humanity the possibility for unprecedented growth, learning, and progress brought on by connectivity, it also presents its own challenges. Perhaps most evident of these trials is the question of how to reconcile the human values of diversity and equality. In a world characterized by global financial inequality, disappearing languages, and mass migrations, the necessity to protect both equality and diversity is perhaps needed now more than ever. Indeed, research findings suggest that cultural and ethnic diversity within a country is correlated with greater levels of inequality as well. And yet, this is not true in all cases, and in order to avoid the pitfalls of cultural and ethnic uniformity and economic inequality in a rapidly globalizing landscape, it imperative to study and learn from countries that excel in both capacities. Canada, for instance, provides us with an excellent success story. According to a study from the University of Oldenburg, Canada has the greatest level of ethnic and cultural diversity in the Western hemisphere, and is also ranks 9th in the world on the UNDP’s Human Development Index. And so the question becomes, How have they done it? How has Canada, a nation with more than 200 ethnic groups and 200 languages managed to ensure both cultural plurality and relative equality? And perhaps more importantly, can other countries learn from Canada’s success?

We analyse the evolution and proximate determinants of labour income inequality in Mexico between 1989 and 2017. Labour income inequality increased between 1989 and 1994 and declined between 1994 and 2006. What happened after 2006 is subject to uncertainty. The national labour force survey shows a steady decline and the income expenditure survey suggests that inequality increased. We correct for high and rising item (labour income) non-response and under-representation of high-wage earners through a ‘hot deck’ imputation method and post-survey weight adjustments. We obtain the new weights for formal workers from tabulations recently released by the Mexican social security administration. For informal workers, we correct using the hot deck imputation method. With corrected data, inequality no longer declines between 2006 and 2017.

The world of tax havens is a murky place. In Europe, only one sector is required to publicly report its profits and tax on a country-by-country basis – the banking sector, as a result of regulation following the financial crisis. Since 2015 all banks based in the European Union have been obliged to report on their operations in this way. This report showcases research by Oxfam that uses this new transparency data in depth for the first time to illustrate the extent to which the top 20 EU banks are using tax havens, and in which ways. The urgent need now is to extend public country-by-country reporting to all sectors of the economy. If tax transparency is extended to all sectors, it will be easier for governments to clamp down on tax dodging and to repatriate lost tax revenues that could be used to fight inequality through investment in healthcare, education, social protection and job creation.

In the context of declining union membership, limited employment regulation and a growing disconnect between pay and living costs, employment charters are one means for cities to engage employers and start a conversation about how their employment practices can enable local people to live and work well. This paper and the accompanying case studies grew out of a conversation about ways to facilitate more inclusive growth in cities. It focuses on Greater Manchester and reviews the rationale, design and impact of several local employment charter initiatives in the UK to assess the role that they can play in creating and sustaining quality jobs.

The programme seeks to ensure that women, men and young people living in poverty in cities in Sindh and Punjab provinces of Pakistan have improved access to decent income opportunities and a dignified, healthy habitat. To achieve this goal, the programme is structured around three pillars: bringing together citizens to contribute to local governance; improving the responsiveness and capacity of local government actors; and improving access to WASH (water, sanitation and hygiene) services and livelihood opportunities. The approach entails bringing together citizens in Effective Citizen Groups (ECG), with sub-groups for trade, WASH and participatory monitoring. Groups are supported in developing influencing strategies, and in lobbying local officials for improved WASH and livelihoods outcomes (e.g. repair of water and sanitation networks, increased access to livelihood support services) through participation in, and monitoring of, local government planning processes. This document particularly focuses on the programme’s learning about adapting programming to an urban environment.

Big business is able to take advantage of loopholes in global tax laws and avoid tax on a massive scale. This deprives governments around the world of the money they need to tackle poverty and inequality. It means there is less for them to invest in healthcare, education and jobs. This report examines the failings of the global tax system that facilitate mass tax avoidance. It looks at one example of a multinational company (MNC) that Oxfam thinks is not paying its fair share. It calls on governments and business to implement the reforms that are needed to stop MNCs from avoiding paying their fair share of tax in the future.

Abstract:
In 2015, the leaders of 193 governments promised to reduce inequality as part of the Sustainable Development Goals (SDGs). Without reducing inequality, meeting the SDG to eliminate poverty will be impossible. Now Development Finance International and Oxfam have produced the first index to measure the commitment of governments to reducing the gap between the rich and the poor. The Commitment to Reducing Inequality Index uses a new database of indicators covering 152 countries, which measures government action on social spending, tax and labour rights – three areas found to be critical to reducing inequality. This first version of the CRI Index is work in progress, and DFI and Oxfam welcome comments and additions. We find that there is an urgent need for coordinated global investment to significantly improve the data on inequality and policies to reduce it, and much greater concerted action by governments across the world to reduce the gap between rich and poor.

On 14 September 14 2016, the UN Secretary-General’s High-Level Panel on Access to Medicines publicly released its final report entitled ‘Promoting innovation and access to health technologies’. One year after the release of the landmark report and building upon Oxfam’s September 2016 assessment, this paper provides an update on where the HLP report and its recommendations stand. It assesses the level of implementation by countries and institutions – especially the UN and the World Health Organization – and recommends ways to use the report to improve both innovation and access to medicines.

Abstract:
The IMF has significant influence on the tax policies of developing countries through advice and conditionality, technical assistance and by setting global standards and analyzing global trends. Its rhetoric has become more progressive in recent years. This paper assesses the IMF’s tax advice to developing countries based on five country case studies (Ghana, Mozambique, Nicaragua, Peru, Senegal) over the period 2010 to 2015 and supported by a desk study of public IMF documents. It finds that there is a gap between the IMF’s commitment to leveraging fiscal policy to fight inequality, and its actual tax advice to developing countries.

In recent years, the International Monetary Fund has become a global leader in highlighting the inequality crisis; consistently identifying it as a major threat to human progress and prosperity. This is a significant shift from its previously held position that rising inequality was a necessary trade-off for achieving greater economic growth. What is the IMF doing in practice to operationalize its agenda for tackling inequality? The IMF’s main initiative has been a series of pilots that integrate inequality analysis into its economic surveillance of countries. This paper outlines Oxfam’s evaluation of these pilots and finds that they are not promoting policies that reduce inequality. It gives recommendations for the IMF to systematically incorporate the fight against inequality into its research and its actions on the ground

Chicago’s largest racial and ethnic groups—blacks, Latinxs, and whites—each make up roughly one-third of the city’s population. As this report reveals, these groups generally live in separate neighborhoods and have divergent experiences when it comes to housing, economics, education, justice, and health. Capturing life in Chicago today is in many ways a tale of three cities. The central finding of this report is that racial and ethnic inequities in Chicago remain pervasive, persistent, and consequential. These inequities affect the lives of Chicagoans in every neighborhood; they have not just spatial but also deep historical roots and are embedded in our social, economic, political, and cultural institutions; and they have powerful effects on the experiences and opportunities of all Chicagoans.

Abstract:
In this issue, we are proud to feature a series of groundbreaking interventions. Ifdal Elsaket explores anti-Blackness in Egypt through the genre of “jungle flms.” She lays bare the racial and imperial fantasies that informed these flms’ popularity. Elsaket exposes a process of racialization through which Egyptians positioned themselves as superior and modern, at a time when Egypt’s claims to Sudan took on a greater urgency and Blackness marked otherness. Tis deeply engrained vision of Africa as a place of inferiority would continue to infect flm and visual culture long afer decolonization. Suhad Daher-Nashif interrogates the national-civic service which has successfully targeted young Palestinian women who are citizens in Israel. Her ethnographic study carefully details the complex web of considerations, interests, and strategies that shape the national-civic service as a “trapped escape.” Women’s participation in the service reveals the mutually constitutive nature of Israeli colonial and Palestinian social structures. By showing how women use a colonial apparatus to escape patriarchal norms DaherNashif rethinks Palestinian experience in Israel as well as the imposition of and resistance to gender norms more broadly. Nisa Ari explores the interaction between local and foreign artistic communities in early twentieth century Palestine. She focuses on the work of Palestinian artist Nicoal Saig (1863-1942) who copied photographs that the American Colony Photo Department (ACPD) produced. Te relationship between Saig and the ACPD, Ari shows, reveals a multidirectional artistic exchange between local and foreign. She uncovers a world in which a diverse group of artistic agents employed diferent practices, produced and sold religious representations and object, and formed a vibrant economic market in late nineteenth and early twentieth century Palestine. Tamer ElGindi tackles the World Bank’s assessment of the massive uprisings that rocked Egypt and Tunisia as “puzzles,” given both countries’ achievements in poverty rates, access to education, child and maternal mortality, and infrastructure services. Trough a close reading of various inequality measures from the developmentalist era of Gamal Abdel Nasser to the subsequent neoliberal eras of Anwar al-Sadat and Husni Mubarak, ElGindi shows that macroeconomic improvements never “trickled down.” Energy and food subsidy systems in particular benefted the wealthiest instead of targeting the needy. He urges for a comprehensive understanding and measurement (of the monetary and the non-monetary) as a prerequisite to understanding and ameliorating inequality. Manfred Sing revisits the wave of Arab social criticism that marked intellectual life afer the 1967 Arab-Israeli war. Trough a careful rereading of fve intellectuals Sadiq Jalal al-‘Azm, Yasin al-Hafz, Mustafa Hijazi, Nawal El Saadawi, and Hisham Sharabi, Sing traces the normative shif in Marxist thought away from a critique of capitalist society and towards theorizing the absence or failure of revolutionary mass movements. Following neither the admirers of Arab criticism nor their countercritics, Sing maps a social criticism that was timely, provocative, polemic, disenchanted, and marred by heuristic fallacies. Tis issue also features the usual robust array of book reviews.

449. The impact of pension system reform on projected old-age income: the case of Poland

Abstract:
This paper analyses the distributional effects of the Polish old-age pension reform introduced in 1999. Following a benchmark Mincer earnings equation, and using a newly developed microsimulation model we project future pension benefits for males born in years 1969–1979. We find that inequality of predicted first pension benefits measured by the Gini coefficient increases from 0.119 to 0.165 for cohorts of men retiring between 2036 and 2046. The observed increased inequality of pension benefits is due to the decreasing share of initial capital that is based on a more generous DB formula in the total accumulated pension capital. At the same time, inequality in replacements rates decreases due to a stronger link between contributions paid through the entire working life and pension benefits.

The collaborative economy is a relatively new economic approach based on peer-to-peer transactions. It includes the shared creation, production and consumption of goods and services accessible for all through online platforms and smartphone applications. It is a burgeoning business model that is experiencing increased interest in all European countries. Statistics show that Poland already has an above-average number of women who are interested in self-employment. Furthermore, formal female employment in Poland is quite low by European standards. This situation implies great potential for the development of the participation of women in the collaborative economy. The paper “The Collaborative Economy in Poland and Europe: A Tool for Boosting Female Employment?” by Karolina Beaumont discusses the challenges of the collaborative economy as a system stimulating female social and economic empowerment and assesses the opportunities offered by the collaborative economy in increasing the female labour participation rate amongst Polish women.
