Abstract:
Children had received less attention in the early stages of the pandemic. The mortality rates among children have been almost non-existent, and consequently they have not constituted a risk group. However, in a country with high incidences of child poverty, Covid-19 could have a significant impact in aggravating the existing inequalities among children and in creating new forms of deprivation. Within this context, the impact of Covid-19 on children is analyzed under four headings: The poverty aggravating effect of the pandemic; the manifestation of inequalities regarding the physical (home) environment and living conditions of children; the deepening of digital inequalities and access to education; and increased and unrecorded cases of domestic violence and child abuse amid the lockdowns.

The field of medicine springing from these studies is known as “Social Medicine”. Abstract:
“Housing for All”, an often-stated vision for housing policies in India, has come to mean ownership houses for all residents. This singular focus has been part of programs from the early 1970s and has failed to recognize the range of housing tenures that may enable a viable, sustainable market. This paper reviews the evolution of housing policies since independence and shows that the emphasis on rental housing has not been a central part of housing programs to date. It then broadly characterizes the rental housing market in India, based on national statistics, to show how rental housing for the urban poor, is half of the rental housing market and is the least understood. Thereafter based on primary survey findings, it identifies the main issues that may inform a comprehensive rental housing program was to be developed in India.

Abstract:
Governments all over the world are adopting cutting-edge technologies to experiment with quicker, cheaper and more efficient delivery of services traditionally provided by human beings. From citizen security to allocation of social ben- efits, technologies are being deployed at a rapid pace, the aim being to serve people better, reduce costs and enhance accountability. The results are mixed. In some cases, the technologies exclude entire groups of the population, thereby exacer- bating race, gender or economic inequalities. In other cases, technology is used to surveil specific groups or communities, eroding their right to pri- vacy. And there are no clear remedies to mitigate the harm done by machines or to increase the accountability of those deploying the systems. However, when designing tech interventions, universal human rights, democratic rules and the Sustainable Development Goals (SDGs) should shape the initiatives of the public sector. An important prerequisite is a higher degree of autonomy from big tech companies. Further- more, participatory design and testing in collabo- ration with the communities the technologies are intended to serve are needed, not only to avoid harm but to increase effectiveness and quality.

By 2030, it is estimated that half of the world’s poor will be concentrated in fragile states. These are countries where the social contract between the government and its people is weak or absent—a breakdown which both creates a heightened risk of shocks from conflict, violence, pandemic illness, and/or natural disasters, and limits the country’s resilience to them. The increasing interlinkage between global development and state fragility, the potential cross-border nature of some of the risks, and the deeply mixed track record of successful international intervention to date, have prompted many donor organizations—including the United States—to reorient their policies and approaches to better support fragile states’ pathways to peace, stability, and resilience.

The disproportionate impact of COVID-19 on industries where women are heavily concentrated combined with the virus’s debilitating impact on child care options and in-person schooling threatens progress in the integration and representation of women in the US economy. Even if the reversal proves temporary, as is likely, the career consequences of the pandemic for individual women could have long-lasting effects and slow future progress.1 When talented workers sit on the sidelines or are prevented from fully contributing to the workforce, those workers are not the only ones affected. The economic strength of the entire nation suffers for the duration of those workers’ entire careers, and employers miss out on an important competitive resource. Thus, the impact of COVID-19 on women is a first-order national concern. Women are a vital part of the American labor force, both as nearly half of workers, and, as the primary facilitators of work by others through formal and informal caretaking roles. Even if progress in more fully integrating women into all aspects and levels of the economy has, at times, been slow, it has also been one of the most important sources of strength for the American economy over the past half century.3 The continued lowering of barriers and further economic integration of women into all fields and roles in proportion to their talents remains one of the surest paths to increasing the size, skill, and contributions to innovation of the American workforce.4

Abstract:
This article offers a historical and econometric study on the determinants of functional income inequality in Chile and Mexico between 1980-2011. This is the first study on the determinants of the labour share in developing economies using single- country analysis that covers the historical period before 1990. We find robust evidence that government consumption is a positive driver of the respective wage shares. Since Chile has experienced persistent cuts in government welfare as opposed to Mexico, fiscal austerity is a fundamental explanation for its falling wage share. Private debt is the second most important explanation for why wage shares have fallen in Chile. We find no evidence of this channel in the Mexican case. However, globalisation has exposed Mexico’s labour-intensive industries to wage competition and this lowers its wage share. In contrast, Chile’s commodity exports and wage share have benefitted from trade globalisation. These comparative results demonstrate the importance of country-level studies as each country’s historical evolution and varied implementation of neoliberalism can tell unique distributional stories and provide more accurate policy insights for an inclusive growth strategy.

On October 7, 2020, Wang Feng, Professor of Sociology at UC Irvine joined Columbia's Qin Gao, Professor of Social Policy and Social Work and director of the China Center for Social Policy for an event: "Public Transfers and Inequality in China." With expanded fiscal capacity and rising concerns over economic inequality, the Chinese government in the last decade and a half has vastly rebuilt and expanded its social welfare regime. Using the National Transfer Accounts (NTA) methodology and both micro-level survey data and macro-level government statistics, this study examines the distribution of public transfers in education, health care and pension across generations and income groups in 2014 and compare it with those in 2010. While per capita public transfers in absolute terms remained in favor of higher-income groups and the elderly in 2014, as in 2010, the gap in receiving public transfers between the rich and the poor was reduced notably in this short time period. Public transfers also became more progressive in relative terms, with the bottom income group receiving much higher public transfers relative to their per capita household income than the wealthier groups. These results reveal that although the unequal distribution of public transfers continues and it in part results from the fragmented program design and the legacies of socialist inequalities, China’s expanded social welfare programs have contributed to narrowing the vast income inequality in this country.

Abstract:
We show that measures of inequality of opportunity (IOP) fully consistent with Roemer (1998)’s IOP theory can be straightforwardly estimated by adopting a machine learning approach, and apply our novel method to analyse the development of IOP in Germany during the last three decades. Hereby, we take advantage of information contained in 25 waves of the Socio-Economic Panel. Our analysis shows that in Germany IOP declined immediately after reunification, increased in the first decade of the century, and slightly declined again after 2010. Over the entire period, at the top of the distribution we always find individuals that resided in West-Germany before the fall of the Berlin Wall, whose fathers had a high occupational position, and whose mothers had a high educational degree. East-German residents in 1989, with low educated parents, persistently qualify at the bottom.

Abstract:
In this paper we characterize workers’ vulnerability to automation in the near future in Argentina as a function of the exposure to routinization of the tasks that they perform and the potential automation of their occupation. In order to do that we combine (i) indicators of potential automatability by occupation and (ii) worker’s information on occupation and other labor variables. We find that the ongoing process of automation is likely to significantly affect the structure of employment. In particular, unskilled and semi-skilled workers are likely to bear a disproportionate share of the adjustment costs. Automation will probably be a more dangerous threat for equality than for overall employment.

Abstract:
The effect of immigration on preferences for redistribution has been recently studied in the context of developed countries receiving migrants from poorer coun- tries with very different cultural backgrounds. In this paper we explore this issue in the context of migration across similar Latin American countries. To this aim, we exploit data at the provincial level from a large attitudinal survey (LAPOP) and match it to immigration data from different sources. We follow three approaches: first, we implement an instrumental variables approach in a cross-section of cen- suses; second we estimate fixed effects models with data from a large sample of harmonized national household surveys, and third we exploit the massive inflow of Venezuelan refugees into the border country of Colombia with an instrumental vari- ables methodology. Our results suggest a significant, negative and non-monotonic relationship between the share of immigrants at the provincial level and the sup- port for redistribution policies. This anti-redistribution effect is larger among those individuals with higher income.

316. Tracing the Local Impacts of Exports on Poverty and Inequality: The Case of Mexico

Abstract:
Evidence about the effect of exports on welfare at the local level is scarce. Using a unique dataset of international trade and poverty maps for almost 2,000 Mexican municipalities between 2004 and 2014, the study presented in this paper provides new evidence on the impact of a significant rise in exports on poverty and inequality at the local level. The analysis implements an instrumental variable approach that combines the initial structure of exports across municipalities with global trends in exports from developing to developed countries by sector. The results show that a 10 percent increase in the ratio of exports to workers reduces income inequality measured by the Gini coefficient by 0.17 points (using a 0 to 100 scale), but no significant effects on poverty reduction or average household incomes are identified. The lack of impacts on average incomes is driven by a rise in the supply of labor at the local level because municipalities with higher export growth experienced an increase in labor force participation and attracted more net migration, particularly of unskilled workers. Therefore, while total labor incomes grew in response to an increase in exports, average labor incomes per worker did not change. Declining remittances also blunted the effect of growing exports on household incomes.

Abstract:
We analyze the long-run and intergenerational effects of a large-scale school building project (INPRES) that took place in Indonesia between 1974 and 1979. Specifically, we link the geographic rollout of INPRES to longitudinal data from the Indonesian Family Life Survey covering two generations. We find that individuals exposed to the program have better health later in life along multiple measures. We also find that the children of those exposed experience improved health and educational outcomes and that these effects are generally stronger for maternal exposure than paternal exposure. We find some evidence that household resources, neighborhood quality, and assortative mating may explain a portion of our results. Our findings highlight the importance of considering the long-run and multigenerational benefits when evaluating the costs and benefits of social interventions in a middle-income country.

Mitigating climate change requires information about the inequality in energy consumption. Recent contributions (Banerjee and Yakovenko, 2010; Lawrence et al., 2013; Yakovenko, 2010, 2013) have studied energy inequality through the lens of maximum entropy. They claim a weighted international distribution of total primary energy demand should approach a Boltzmann-Gibbs maximum entropy equilibrium distribution in the form of an exponential distribution, implying convergence to a Gini coefficient of 0.5 from above. The present paper challenges the validity of this claim and critically discusses the applicability of statistical equilibrium reasoning to economics from the viewpoint of social accounting. It is shown that the exponential distribution is only a robust candidate for a statistical equilibrium of energy inequality when employing one particular accounting convention for energy flows, the substitution method. But this method has become problematic with a higher renewable share in the international energy mix, and no other accounting method supports the claim of a convergence to a 0.5 Gini. We conclude that the findings based on maximum entropy reasoning are sensitive to accounting conventions and critically discuss the epistemological implications of this sensitivity for the use of maximum entropy approaches in social sciences.

Abstract:
In this paper, we propose a carbon tax policy for Delhi, the most polluted capital in the world, which will fundamentally change the energy mix of Delhi's economy toward clean, green energy and will guarantee universal access to electricity, transport and food, up to a certain amount. Any carbon mitigation strategy needs to alter our dependence on fossil fuels, requiring a systemic overhaul of its energy mix. Implementing a carbon tax will mitigate emissions and mobilise revenue for our proposed re-distributive program of Right to Food, Energy and Travel (RFET). The policy is designed to prefer `the poor over the rich' as a way of compensating for `rich hiding behind the poor' in terms of emissions and polluting the environment. Using the input-output analysis, we estimate the class-wise distribution of carbon emissions in Delhi. We find that in order to implement this programme, the necessary estimated tax would be $112.5 per metric ton of carbon dioxide. The free entitlement of fuel and electricity per household comes out to be 2040 kWh per annum and there is an annual universal travel pass of $75 per person for use in public transport, and annual per capita availability of food of $205. The purpose of this proposed policy is two-fold in the context of Delhi: bring emissions under control and provide relief to the people who are at the receiving end of this climate crisis.

The prevalent consensus in critical social sciences is that finance articulates the world economy as a global hierarchy of creditor-debtor relations that reproduce and further aggravate existing income and wealth inequalities. Class struggle is conformingly understood as a conflict between elite creditors, members of the global top 1 percent of wealth holders, and mass debtors burdened by growing costs of servicing public and private debts. The article offers an alternative understanding of how debt, inequality and class relate to one another. At its basis is the recognition that over the past four decades finance has empowered upper class borrowers, including the top 1 percent, as it has magnified their capacity to generate capital gains and capture greater wealth and income shares via levered-up investments and other forms of ‘positioning’ in financial and property markets. The article thus provides a political economy of leverage as power and shows how contemporary global finance has not given shape to a distributional conflict between creditors and debtors as two distinct classes, but has set debtors against debtors, and namely the greater borrowers versus the lesser ones.

Beijing+25: Accelerating Progress for Women and Girls is a roadmap to advance global gender equality authored by the Georgetown Institute for Women, Peace, and Security (GIWPS), with support from The Rockefeller Foundation and in collaboration with Secretary Hillary Rodham Clinton. Marking the 25th anniversary of the United Nations Fourth World Conference on Women, which took place in Beijing, China in 1995, the new report builds upon the original Beijing Declaration and Platform for Action. Since 1995, there have been some important gains for women and girls, including parity in education in many countries, far fewer deaths in childbirth, more women elected to parliament and leadership positions in government and business, and reduced discrimination under the law. Yet major inequalities have persisted, only to be exacerbated by the COVID-19 pandemic. Part I of the report documents serious challenges such as the stagnation of women’s income and wages, discrimination depriving women of fair wages, and how women still carry the burden of unpaid work at home. Violence against women also remains a global scourge, and women remain largely excluded from decision-making in governments (from local to the highest levels), in peace negotiations, and in corporate leadership. With this as the backdrop, Part II provides a deeper dive into five key areas for progress including: (1) changing problematic gender norms; (2) enforcing and resourcing policies that promote equality; (3) countering growing backlash to gender equality; (4) fostering inclusive democracy and climate justice; and (5) harnessing technology as a means to promote women’s economic empowerment and protection from violence. Part III proposes a course of action to leverage multiple actors—from civil society and youth, male allies and traditional authorities, through to the business community and multilateral agencies. When taken together, they not only accelerate progress for women and girls, but also build a better world for all. The report was written by a GIWPS team led by Dr. Jeni Klugman, Managing Director of GIWPS.

This paper examines the ownership structure of eurozone public debt and the distributional consequences thereof. Through both a comparative perspective and an explorative case study of Italy, this paper asks two research questions. Firstly, it asks who holds government debt in Spain, France, Germany, and Italy. I focus in on Italy to provide, to the author’s knowledge, the first highly disaggregated view of the holding structure of public debt. Secondly, for Italy I study distributional effects by examining who benefits from the interest received on government debt. This is accomplished through an investigation of the various stakeholders associated with public debt. Results indicate that most of the public debt is held by private and public financial institutions but rarely directly by households. Both direct and indirect beneficiaries of the interest received on government bonds in Italy turn out to be largely wealthy households, reflecting the unequal ownership of wealth more generally. However, prominent public financial institutions are also significant beneficiaries, which likely ameliorates a possible regressive distributional effect of the public debt holding structure. The paper discusses the results with an eye on inequality and contributes to further study of the political economy of public debt.

This paper applies the Lerman and Yitzhaki (1985) inequality decomposition approach on food and non-food expenditures on the 2009/10 Botswana Core Welfare Indicator Survey; and the 2015/16 Multi Topic Indicator Survey datasets with an objective to see how overall inequality translates into inequality within each expenditure component. To test for a robustness of our results, we apply a simple bootstrap procedure to obtain the means, standard errors and confidence intervals for the component Gini coefficients estimates. The decomposition analysis results show that overall inequality based on the Gini coefficient of consumption expenditure within the groups has increased between the two periods from 0.498 to 0.533. These results suggest that this rise in overall expenditure inequality is due to the increased burden in the household budget of non-food spending, which tends to be more unequal than food spending. The consumption expenditure is very unequal on non-food items like recreation and hotels; health; education and transport. On one hand, lower Gini coefficients are observed for food; and clothing and footwear; these commodities are considered as necessities among others. This paper finally offers some possible policy measures to curb this consumption expenditure inequality.

As global inequality is dropping, inequality within countries is rising. The problem of inequality is a cause for concern for nations as it undermines democracy and reduces welfare. Bhutan, a developing country in South Asia, also faces rising inequality. Based on the experience of the kidu system in Bhutan, this paper argues that the system is effective in reducing inequality of opportunity. The kidu functions as a welfare system in Bhutan, and is under the prerogative of the King of Bhutan. The traditional kidu system was reformed by the present monarch of Bhutan in 2006. It was improved with procedures, guidelines and entitlements in place to identify those most needing help. Through a dynamic and systematic organizational set up, it allowed for some form of means-tested social assistance to address inequality of opportunity in Bhutan. Particularly, the educational scholarships and the land reforms forms of kidu provides the poor and their future generations to escape from extreme poverty. The kidu system in Bhutan is a good example for other developing countries to institute an effective means-testing assistance and integrating a traditional system into the government mechanism.

In the wake of the 2008 global financial crisis, hundreds of protests spread across the world. Remarkably, despite the diversity of polities, regimes, and socioeconomic status across countries, these protests share two core demands to a varying degree: greater, more meaningful, or “real” democracy; and greater economic justice. While these are two distinct demands, they cannot be sepa- rated from each other. Although initially (and understandably) the protests were interpreted in direct relation to the global economic crash, especially in those countries hit hardest by the crisis and austerity politics, it soon became clear that the protests also reflected a crisis of representative democracy. Financial crises provoke legitimation crises when elites are perceived as having caused and benefited from them. Activists in the global wave of protests following 2008 worked to channel the grievances relating to these crises and to transform the public’s interpretive frameworks of them by contesting dominant narratives about their causes and solutions. Protesters challenged the idea that economic crises were the result of abstract, global capitalist forces and instead placed the blame squarely on economic and political elites. In so doing, they argued that the origin of the crisis was political; austerity policies were not inevitable, but rather the result of collusion between financial and political elites who not only failed to protect citizens against the worst effect of the crisis but also forced them to assume the losses of private capital speculation. While in Europe these protests can best be characterized as pro-democracy and anti-austerity, other movements such as the Arab Spring or Occupy Wall Street might better be characterized as pro-democracy and economic justice. The protests revealed an interesting paradox: despite a strong decline in trust and satisfaction with representative politics and political parties, the belief in and support for democ- racy as a value and the demand for its regeneration were core characteristics of protester demands.

Although Native American Chicagoans play a central role in the social fabric of the city, relatively little attention has been directed to documenting the experiences of racial discrimination and inequities for Native American Chicagoans. In this report, we examine the state of racial justice for Native Americans in Chicago. Our report is organized across five substantive areas, Population, Housing, (Mis)Representations of American Indians in Popular Culture, Education, Economics, and Justice, each focusing on a different aspect of racial equity. This paper examines the post-colonial nation‟s history (India) from perspectives of marginalized minorities in Arundhati Roy‟s The Ministry of Utmost Happiness. The aim of this research is to explore the marginalization of “the Others” and traces the otherized segments of contemporary Indian society that are marginalized on the basis of being a hijra, a Dalit, a woman, a Muslim and an Untouchable. This paper analyzes „binarism‟ and the conflict between the center and periphery: between Hindus and Muslims, between male, female and intersex, between Touchables and Untouchables, as well as between the graveyard and the surrounding wider city. Anjum, an intersex, Revathy, a Maoist comrade, Dayachand, an Untouchable, Tilotamma, a wandering Syrian origin half-Dalit woman, Musa Yeswi, a forced Kashmiri freedom fighter– narrate the untold and unheard tales about failure of a secular democratic country. This paper tours the fault lines of India and highlights the struggle of socially excluded people of society, against the established standards of the culture hence challenging contemporary stereotypical representation of “the Others” and eventually resistance. Roy explicitly advocates religious, racial and territorial degenerative system and reflects the challenges of telling national narrative from a multiple minoritarian perspective. The novel has multi-layered and multi-dimensional plot-structure and investigate the causes behind Roy‟s attempt to give voice to the voiceless (Indians). This research is carried out applying Edward Said‟s theoretical framework of “The Self” and “The Other”, “Us” and “Them”, and “Binary Opposition”.

Abstract:
Women in Jordan are excluded from labor market opportunities at among the highest rates in the world. Previous efforts to explain this outcome have focused on specific, isolated aspects of the problem and have not exploited available datasets to test across causal explanations. We develop a comprehensive framework to analyze the drivers of low female employment rates in Jordan and systematically test their validity, using micro-level data from Employment and Unemployment Surveys (2008-2018) and the Jordanian Labor Market Panel Survey (2010-2016). We find that the nature of low female inclusion in Jordan’s labor market varies significantly with educational attainment, and identify evidence for different factors affecting different educational groups. Among women with high school education or less, we observe extremely low participation levels and find the strongest evidence for this phenomenon tracing to traditional social norms and poor public transportation. On the higher end of the education spectrum – university graduates and above – we find that the problem is not one of participation, but rather of unemployment, which we attribute to a small and undiversified private sector that is unable to accommodate women’s needs for work and work-family balance.

Support for gender equality has risen, globally. Analyses of this trend focus on individual and/or country-level characteristics. But this overlooks sub-national variation. Citydwellers are more likely to support gender equality in education, employment, leadership, and leisure. Why is this? This paper investigates the causes of rural-urban differences through comparative, qualitative research. It centres on Cambodia, where the growth of rural garment factories enables us to test theories that female employment fosters support for gender equality: potentially closing rural-urban differences; or whether other important aspects of city-living accelerate support for gender equality. Drawing on this rural and urban fieldwork, the paper suggests why social change is faster in Cambodian cities. First, cities raise the opportunity costs of gender divisions of labour – given higher living costs and more economic opportunities for women. Second, cities increase exposure to alternatives. People living in more interconnected, heterogeneous, densely populated areas are more exposed to women demonstrating their equal competence in socially valued, masculine domains. Third, they have more avenues to collectively contest established practices. Association and exposure reinforce growing flexibility in gender divisions of labour. By investigating the causes of subnational variation, this paper advances a new theory of growing support for gender equality.

332. The Contributions of Socioeconomic and Opioid Supply Factors to Geographic Variation in U.S. Drug Mortality Rates

Over the past two decades deaths from opioids and other drugs have grown to be a major U.S. population health problem, but the magnitude of the crisis varies across the U.S., and explanations for widespread geographic variation in the severity of the drug crisis are limited. An emerging debate is whether geographic differences in drug mortality rates are driven mostly by opioid supply factors or socioeconomic distress. To explore this topic, I examined relationships between county-level non-Hispanic white drug mortality rates for 2000-02 and 2014-16 and several socioeconomic and opioid supply measures across the urban-rural continuum and within different rural labor markets. Net of county demographic composition, average non-Hispanic white drug mortality rates are highest and increased the most in large metro counties. In 2014-16, the most rural counties had an average of 6.2 fewer deaths per 100,000 population than large metro counties. Economic distress, family distress, persistent population loss, and opioid supply factors (exposure to prescription opioids and fentanyl) are all associated with significantly higher drug mortality rates. However, the magnitude of associations varies across the urban-rural continuum and across different types of rural labor markets. In rural counties, economic distress appears to be a stronger predictor than opioid supply measures of drug mortality rates, but in urban counties, opioid supply factors are more strongly associated with drug mortality rates than is economic distress. Ultimately, the highest drug mortality rates are disproportionately concentrated in economically distressed mining and service sector dependent counties with high exposure to prescription opioids and fentanyl.

Strong labor protections for ordinary workers are often portrayed as a ‘luxury developing countries cannot afford’. No study has been more influential in propagating this perversity trope in the context of the Indian economy than the QJE article of Besley and Burgess (2004). Their article provides econometric evidence that pro-worker regulation resulted in lower output, employment, investment and productivity in India’s registered manufacturing sector. This paper reviews existing critiques of Besley and Burgess (2004), which highlight conceptual and measurement errors and uncover econometric weaknesses. The paper takes a step beyond these: it reports a failure to replicate Besley and Burgess’ findings and demonstrate the nonrobustness of their results. My deconstruction is not only about the econometrics, however. I show that Besley and Burgess’ findings are not just inconsistent with their theoretical priors, but also internally contradictory and empirically implausible, taxing any person’s capacity for belief. The paper, written by two ‘useful economists’, exhibits a gratuitous empiricism in which priors trump evidence. A recent study published by TESEV shows that science and research is one of the areas with the lowest female participation in high level decision making.1 Among all 201 universities in Turkey, only 9% of the rectors, 10% of the vice rectors and 21% of the deans are women; and again, in Turkey, countrywide, 31% of the professors are women and 69% are men.2 This numerical inequality, as well as being a sign for a lot of other problems, is just the visible or easier-to-see tip of the iceberg. To talk about the obstacles women face in academia and the gender inequality in a wider sense, one must examine all written and non-written rules, practices and norms in every area of academic life, and establishing equality requires transformation in structural, institutional and individual levels. In this report, I will be talking about some of the obstacles women face climbing the career steps in academia and participating in high level decision making and the steps that have been taken and can be taken to ensure gender equality in academic life.

In this report, we enquire into the issue of gender equality by investigating different sectors at once to offer recommendations for improvement. In this project, which is supported by the Swedish Consulate General in İstanbul, we first examine, in light of data gathered and disseminated by European Institute for Gender Equality (EIGE), the percentage of women high-level decision makers in Turkey’s politics, public administration, local government, civil society organizations, social partners, business, media, judiciary and education/science/research. We compare these rates in their historical transformation and with the rates of European Union countries, thus inspecting them in their wider quantitative context. Next, we conduct in-depth interviews with women (if not present, men) high-level decision makers in these areas to carry out a qualitative assessment of women’s participation in Turkey.

We live in an age of astonishing inequality. Income and wealth disparities between the rich and the poor in the United States have risen to heights not seen since the gilded age in the early part of the 20th century, and are among the highest in the developed world. Median wages for American workers remain at 1970s levels. Fewer and fewer among newer generations can expect to do better than their parents. Organizational and technological changes and globalization have fueled great wealth accumulation among those able to take advantage of them, but have left large segments of the population behind. U.S. life expectancy has declined for the third year in a row in 2017, and the allocation of healthcare looks both inefficient and unfair. Advances in automation and digitization threaten even greater labor market disruptions in the years ahead. Climate change fueled disasters increasingly disrupt everyday life. Greater prosperity and inclusion both seem attainable, yet the joint target recedes ever further.

338. Climate Change and the Syrian Conflict?

Over the past few decades, a new narrative has emerged that seeks to link climate change with political and social unrest. This idea of a climate-conflict nexus is similar to the “water wars” scenario of the 1990s, in which the media and some scholars predicted that water scarcity would be the major driver of inter-state conflict in the twenty-first century. More recently, this climateconflict narrative has been applied to the Syrian case. According to this logic, climate change caused the 2006-2010 drought in Syria, the drought caused agricultural failure, agricultural failure caused poverty, and the resulting displacement and discontent culminated with the 2011 uprising. My forthcoming book, The Origins of the Syrian Conflict: Climate Change and Human Security (Cambridge University Press, spring 2020) questions this line of reasoning, arguing that government policies were at the heart of Syria’s vulnerabilities in the buildup to the uprising. Although global warming is real and international action is urgently needed, climate change was not what was at the forefront of the minds of Syrians in 2011. Instead, most people were focused on a moral ideal: the end of repression and injustice.

On Saturday 24th and Sunday 25th of August, the leaders of the major western democracies will meet in their 45th summit. They will discuss global geopolitical and socioeconomic issues in Biarritz, a seaside resort in Basque country on the Atlantic coast, made famous in the 19th century as the summer playground of Europe’s elite. As the host, French President Emmanuel Macron is focusing on inequality: be it income, gender, education, healthcare or access to drinking water. But can M. Macron bring his fellow leaders into consensus given their diverging perspectives on diverse issues including gender, work, climate, energy, protectionism, populism and extremism? What will be the chemistry between the disparate leaders, including the new member of the group, Boris Johnson? And how will these heads of state manage Donald Trump? Will there be a communiqué? As Justin Trudeau will ruefully recall, the US president upended last year’s Charlevoix summit revoking the US agreement to the communiqué while en route to meet Kim Jong-Un in Singapore. There will be various measures of success in Biarritz, but it will be important for leaders to say something and do something on Hong Kong. Keeping the spotlight on this international city will be important to restrain China from rash action. As the principal guardians of international covenants, the G7 leaders have an obligation to Hong Kong. It will also be important for the leaders to make some sort of statement on trade measures. If we are moving into an economic decoupling with China, then it will be vital that the G7 hangs together. A recession will only incite more populism and aggravate the inequalities that are the focus at Biarritz.

The Reach Project is a research initiative based in the Munk School of Global Affairs and Public Policy and supported by the Mastercard Center for Inclusive Growth. They examine the successful delivery of social services to those who are hardest to reach. This case study examines how the Ministry of Social Development in Palestine designed, implemented, and continues to refine the Palestinian National Cash Transfer Program (PNCTP) to specifically reach those who are hard to reach.

344. Comparing Global Trends in Multidimensional and Income Poverty and Assessing Horizontal Inequalities

Abstract:
The 2030 Agenda has provided new impetus to two facets of the struggle for poverty alleviation, which is a central goal of the international development community. First, poverty is no longer viewed strictly in monetary terms, but rather as a multidimensional phenomenon. Second, the need to reduce poverty for different social groups and not just at the aggregate, national level is explicitly recognised. Against this background, this paper has three objectives: (1) to analyse the trends in multidimensional poverty in low- and middle-income countries, (2) to explore rural-urban differences in poverty over time, and (3) to assess the validity of the claim that there has been a feminisation of poverty. The analysis relies on a new indicator of multidimensional poverty, the Global Correlation Sensitive Poverty Index (G-CSPI), that incorporates three key components: education, employment and health. The G-CSPI has several methodological advantages over existing measures, including that it is an individual rather than a household-level measure of poverty, which is crucial for gender-disaggregated analysis. Regarding aggregate trends, this paper shows that both income poverty and multidimensional poverty fell between 2000 and 2012. However, the decline in (extreme) income poverty in percentage terms was twice as large as the decline in multidimensional poverty. There is significant heterogeneity in the results across regions. Multidimensional poverty declined the most in Asia, converging towards the relatively low levels of Latin America and Europe, while sub-Saharan Africa’s slow progress further distanced it from other regions. These findings point to the existence of poverty traps and indicate that more efforts are needed to eradicate poverty. Regarding the urban-rural comparison, our analysis shows that poverty is predominantly a rural phenomenon: the rural G-CSPI was more than four times the urban G-CSPI. This difference remained nearly constant over time. As for the third objective, we find no gender bias in 2000 at the global level. This contrasts with the claim made in 1995 in Beijing that 70 per cent of the poor were women. However, we find that multidimensional poverty declined more among men (-18.5 per cent from 2000) than women (-15 per cent), indicating a process of feminisation of poverty. This was triggered by the decline in employment poverty, which was much slower among women. As most existing studies conclude that there was no evidence of the feminisation of poverty, this finding is new to the literature.

345. Social Protection as a Tool to Address Slow Onset Climate Events: Emerging Issues for Research and Policy

Abstract:
This discussion paper aims to further awareness of opportunities to address loss and damage caused by climate change-related slow onset events (SOEs) through social protection. The analysis is based on a review of interdisciplinary theoretical and empirical literature. The findings suggest that designing comprehensive, climate-responsive social protection strategies can strongly support proactive measures to avoid, minimise and address the complex, long-term impacts of SOEs on human health, livelihoods, poverty and inequality. This entails improving the effectiveness and extending the coverage of existing social protection systems; mainstreaming climate concerns, including risks associated with SOEs, into national social protection frameworks; integrating social protection with broader climate and development policies and strategies; and developing innovative and transformational approaches to social protection. To this end, several issues for research and policy are discussed. Overall, the paper attempts to set the groundwork for an advanced research and policy agenda on social protection and climate change as well as emphasise the need for wider consideration of social protection in global climate change debates. In addition, the study aims to inform the future work of the Executive Committee of the Warsaw International Mechanism for Loss and Damage associated with Climate Change Impacts in the working areas of SOEs and comprehensive risk management approaches.

346. Dismantling the Myth of the Growth–Inequality Trade-Off

Abstract:
Conventional economic wisdom has long maintained that there is a necessary trade-off between pursuit of the efficiency of a system and any attempts to improve equity between participants within that system. Economist Robert Lucas demonstrated the implications of this common economic axiom when he wrote: “Of the tendencies that are harmful to sound economics, the most seductive, and in my opinion the most poisonous, is to focus on questions of distribution [...] the potential for improving the lives of poor people by finding different ways of distributing current production is nothing compared to the apparently limitless potential of increasing production.” (Lucas, 2004) Indeed, many economists have suggested that too little inequality or too generous a distribution of benefits may undermine the individual’s incentive to work hard and take risks. Setting aside the harsh rhetoric used by Lucas, the practical and ethical acceptability of such a trade-off is debatable. Moreover, evidence from recent decades suggests that the trade-off itself is, in many cases, entirely avoidable. A large body of research has shown that improved competition and economic efficiency are indeed compatible with government efforts to address inequality and reduce poverty, as assessed in a World Bank report (World Bank, 2016). Contrary to another common belief about economic interventions, this research indicates that such policy interventions can be tailored to succeed in all countries and at all times; even low- and middle-income countries in times of economic crisis can successfully pursue policies to improve economic distribution, with negligible negative impacts on efficiency and, in many cases, even positive ones. Some examples of such pro-equity and pro-efficiency measures include those promoting early childhood development, universal health care, quality education, conditional cash transfers, rural infra-structure investment, and well-designed tax policy. Overall, four critical policy points stand out: 1. A trade-off is not inevitable. Policymakers do not need to give up on reducing inequality for the sake of growth. A good choice of policies can achieve both. 2. In the last two decades, research has generated substantive evidence about which policies work to foster growth and reduce inequalities. 3. Policies can redress the inequalities children are born into while fostering growth. But the wrong sets of policies can magnify inequalities early in life and thereafter. 4. All countries can, under most circumstances, implement policies that are both pro-equity and pro-efficiency.

347. Economic Mobility across Generations: Old versus New EU Member States

Abstract:
A country where an individual’s chances of success depend little on the socio-economic success of his or her parents is said to be a country with high relative intergenerational mobility. A government’s motivation for seeking to improve mobility is arguably two-fold. There is a fairness argument and an economic efficiency argument. When mobility is low, it means that individuals are not operating on a level playing field. The odds of someone born to parents from the bottom of their generation will be stacked against him or her. This is not only unfair but also leads to a waste of human capital, as talented individuals may not be given the opportunity to reach their full potential. Reducing this inefficiency will raise the stock of human capital and thereby stimulate economic growth. Since the waste of human capital tends to be concentrated toward the bottom of the distribution, the growth brought about by mobility-promoting policy interventions tends to be of an inclusive nature, in line with the spirit of Sustainable Development Goal (SDG) 10 on reducing inequality. For large parts of the world’s population, individual education is still too closely tied to the education of one’s parents, and there is a clear divide between the high-income and developing world. The patterns observed globally are also observed within Europe. Intergenerational mobility (or equality of opportunity) is visibly lower in the new member states (i.e. Eastern Europe), where national incomes are lower. Raising investment in the human capital of poor children towards levels that are more comparable to the investment received by children from richer families will curb the importance of parental background in determining an individual’s human capital. Countries at any stage of development can raise intergenerational mobility by investing more to equalise opportunities. The evidence strongly suggests that public interventions are more likely to increase mobility when: a) public investments are sufficiently large, b) are targeted to benefit disadvantaged families/ neighbourhoods, c) focus on early childhood, and d) when there is a low degree of political power captured by the rich.

348. Shared Class as an Electoral Heuristic in Brazil’s Local Elections

Abstract:
Do voters use a candidate’s class as an electoral heuristic? And if so, how? Drawing on observational and experimental evidence from Brazil’s local elections (2004–2016), I provide evidence that voters use shared class to draw inferences about a candidate’s type: candidates from different classes receive similar overall levels of support, but receive disproportionate support from voters who share their class. The mechanisms driving this finding vary by a voter’s relative class position: upper-class voters use shared class to draw inferences about a candidate’s quality, trustworthiness, and distributive commitments, but lower-class voters only use shared class to draw inferences about a candidate’s trustworthiness and distributive commitments.

349. The Impact of Income Inequality on Household Indebtedness in Euro Area Countries

Abstract:
This paper examines the impact of income inequality on consumption-related household indebtedness at the household level. Using the first wave of the Eurosystem Household Finance and Consumption Survey data, the analysis sheds light on heterogeneous effects across euro area countries. The results suggest a positive impact of income inequality on consumption-related household indebtedness in a small sample of countries. We further employ a multilevel regression model to also take country’s macroeconomic characteristics into account, such as credit market and welfare state design. In this setting, we find an overall positive impact of income inequality on consumption-related household indebtedness.

Abstract:
Globally, research has shown that, there is a high correlation between the level of per capita income and the rate of female labour force participation. At the same time the agency and autonomy of women in a country improve with the level of female labour force participation. Sen (2000) has argued that the autonomy and agency of women in a society and their empowerment is enabled by four conditions in their lives. First the higher the education level of women, the more empowered they are likely to feel. Second, if they are working outside the home, they are likely to feel a sense of autonomy and empowerment. Third, they should also have an independent source of income from that of the significant other in their household. Finally, their empowerment can be usually enhanced if they own assets and have access to them. One can see from this analysis that the first three requirements for women’s’ empowerment are related to each other and to some extent co-dependent. We will keep these considerations in mind as we analyse labour markets and how women engaged with them in different parts of the world.
