Abstract:
Pushing this strand of research brings a certain feeling of trepidation. It comes from recognizing that by openly elaborating on how to catch or deter a criminal, you thereby confer an undue advantage on the criminal through forewarning. Obtaining a head start in the race to prevail, they (criminals) are able to consider and possibly devise an effective circumvention strategy. But if the criminal must not see it coming then, what aspects of how to stop a thief shall we and shall we not reveal or discuss openly amongst all? There are no easy answers to the conundrum. For instance, one has to consider the signaling value of openly engaging in discussions on how to stop criminal activities and then, balance that benefit against the paradox of empowerment. The balancing act is important because some aspects of the preventive remedies can unintentionally enable the very thing which society is striving to prevent.

Abstract:
Innovation is essential to economic growth. However, it appears that the ways in which we pursue innovation policies have aggravated inequality. Inequality is an increasingly contentious political issue in both wealthy and emerging economies. Yet, it is becoming clear that use of traditional state instruments to alleviate inequality by redistributive means, is no longer sufficient. For those reasons, in this paper we consider other state instruments that are rarely associated with distributive goals. Specifically, we inquire whether we can successfully devise and employ Distributive-Sensitive Science and Technology and Innovation Policies focused on disadvantaged groups of users and consumers of technology. Following an exploratory theoretical approach, the paper first develop four types of such programs, and then utilize a comparative approach to analyze existing programs that fit into these categories, first, in Israel, and then, in the United State, Germany, and Sweden. We conclude by arguing that although these programs are currently driven primarily by economic efficiency concerns and not by distributive ones, they show the promise of our approach of utilizing innovation policy to reach social policy goals.

503. Leveraging the network: a stress-test framework based on DebtRank

Abstract:
We develop a novel stress-test framework to monitor systemic risk in financial systems. The modular structure of the framework allows to accommodate for a variety of shock scenarios, methods to estimate interbank exposures and mechanisms of distress propagation. The main features are as follows. First, estimate and disentangle not only first-round effects(i.e. shock on external assets) and second-round effects (i.e. distress induced in the interbank network), but also a third-round effect induced by possible fire sales. Second, monitor at the same time the impact of shocks on individual or groups of financial institutions as well as their vulnerability to shocks on counterparties or certain asset classes. Third, estimate loss distributions, thus combining network effects with familiar risk measures such as VaR and CVaR. Fourth, in order to do robustness analyses and cope with incomplete data, generate sets of networks of interbank exposures coherent with the total lending and borrowing of each bank. As an illustration, we carry out a stress–test exercise on a dataset of listed European banks over the years 2008-2013. We find that second-round and third-round effects dominate first-round effects, therefore suggesting that most current stress-test frameworks might lead to a severe underestimation of systemic risk.

504. Pseudo-wealth Fluctuations and Aggregate Demand Effects

Abstract:
This paper presents a theory of pseudo-wealth in a model that displays aggregate demand externalities. With heterogeneous beliefs and a market for exploiting those differences in beliefs, pseudo-wealth will be created–i.e. the sum of expected wealth of all the individuals will be larger than what it is feasible for the society. Under some conditions, those perceptions will lead to larger levels of consumption of (tradable and non-tradable) goods, leisure, and borrowing than in a world with common beliefs. If those differences in beliefs disappear, pseudo-wealth will disappear, leading to adjustments in behavior that amplify the initial decrease in expected wealth. That is, we provide a simple general equilibrium model in which the destruction of pseudo-wealth amplifies the effects of the initial disturbance, leading to large decreases in economic activity. Importantly, this downturn is not associated with any change in the state variables that describe the economy. More generally, the paper shows that completing markets (in this case by creating a market for bets) may imply lower output both in the present and in the future, raising unsettling questions on criteria for welfare analysis.

Abstract:
Using a sample of U.S. firms spanning 2001-2011, we examine whether female directors (female audit committee members) affect audit quality in terms of audit effort and auditor choice. After correcting for endogeneity and other board, firm and industry characteristics, we find that firms with gender-diverse boards pay higher audit fees and are more likely to choose specialist auditors compared to their peers. Our findings suggest that boards with female directors are likely to demand higher audit quality, ceteris paribus.

Abstract:
This paper studies the glass ceiling by analyzing the presence of women at the top of the income distribution using tax record data reported for a sample of countries with individual taxation. Extending most of the associated literature, the glass ceiling is examined in relation to the distribution of total incomes, thereby bringing self-employment and capital income into the picture. We show that female presence at the top of the distribution has increased, but that these changes do not seem to apply to the very top percentiles, especially in Denmark and the UK. When we look at the gradient in income as one moves up the distribution, we note that the difference between men and women has become larger in the UK, but not in Norway, although Norway displays a lower share of women in almost all top percentiles compared to the other countries in our sample. The analysis of the composition of income reveals that in the UK women have more investment income and less earned income, with the proportion from self-employment being similar for men and women over time. More dramatic changes in composition appear for Spain.

507. Perverse and virtuous feedbacks between inequality and innovation: Which role for public institutions and public investment?

Abstract:
In this paper, we deal with the complex relationship connecting inequality to innovation, and the ways through which public investment, in particular public participation to R&D initiatives, may affect it. We first stress that multiple different equilibria may exist in the inequality-innovation space. The positive link that part of the economic theory often assumes between (initially) rising inequality and improving innovation performances emerges as only one among many other far less virtuous dynamics. We then analyze the specific case of the US. We put emphasis on the possible perverse effects that the financialization of the US economy may induce on the inequality-innovation nexus. We also note that the US developmental State that is very often neglected by the economic literature may effectively mitigate such undesirable outcomes. According to our interpretation of recent developments in the US economy, the widespread belief in the positive proinnovation effects of fierce cutthroat remuneration systems may prove to be ungrounded.

The protesters who swirled into parks, churches, and town squares around the world in the fall of 2011 to challenge the primacy of the “1%” hammered relentlessly on one theme above all others: that economic inequality has deep roots in the political system. Many social scientists and intellectuals who have picked up from where the Occupy movement left off share this conviction; they, too, have broken with the taboos that for so long segmented discussions of politics from economics. Piketty, in his monumental study, for example, avows that income distribution is a basically a question of “political economy” not pure economics. Stiglitz in The Price of Inequality is equally forthright – “increasingly, and especially in the United States, it seems that the political system is more akin to ‘one dollar one vote’ than to ‘one person one vote.’”

Abstract:
In much of Europe, the social rights and social protections won in the first post-war decades, by labour movements in particular, have subsequently been seriously eroded, and are further threatened by neoliberal austerity. Efforts to resist have been largely unsuccessful; but is an effective fight-back possible? In this paper I first outline the role of the European Union (EU) as a key driver of the recommodification of labour, through its growing emphasis on market ‘freedoms’ as an overriding priority, and on ‘competitiveness’ as the central policy objective for national governments. I discuss how this orientation has been reinforced by the economic crisis, and the ensuing pursuit of austerity and the imposition of ‘new economic governance’. I then survey a range of forms of protest and opposition: trade union action, ‘new’ social movements and engagement in the formal political arena. I suggest that a nuanced evaluation of success and failure is necessary. In conclusion I propose that the articulation of different forms of resistance – cross-nationally and between different actors – is essential in order to stem the neoliberal hegemony.

510. A New Rational Expectations Hypothesis: What Can Economists Really Know About the Future?

Abstract:
John Muth proposed the Rational Expectations Hypothesis (REH) to represent how the market (an aggregate of its participants) understands and forecasts outcomes. REH imposes internal consistency between the market’s forecasts and “the relevant economic theory” (Muth 1961, p. 316). In implementing REH, economists have relied on a class of models that rest on a key premise: an economist can ignore the importance of quantitative changes in the economy’s structure that he himself could not specify ex ante with a probabilistic rule. In the early 1970s, Robert Lucas pointed out that once such models are upheld as “the relevant economic theory,” it follows on purely logical grounds that REH models represent rational forecasting and its implications for market outcomes. There is ample evidence that quantitative structural change is an important driver of outcomes in real-world markets, most notably those for assets. The evidence also shows that this change often is triggered by historical events that are not exact repetitions of similar events in the past, for example, the appointment of a new Federal Reserve chair or company CEO. The timing of these events may be unknown, and their quantitative impact on the economy’s structure depends on the extent of their novelty and the particular historical context in which they occur. As such, no one can fully anticipate — even in probabilistic terms — the structural change triggered by such events.

The 2010 cross-sectional survey data collected for Gross National Happiness (GNH) Indicators by the Centre for Bhutan Studies (CBS) in all the 20 districts of Bhutan (n=6510 individuals) was used. It regressed formal education and various indicators of health against gender, region, age, income, and religion. Then the differences in levels of schooling and health between women and men in the eastern region, which is reputed to be the most remote and least developed region are examined.

South Africa has seen a significant increase in the size of its black middle class in the post-apartheid period, but the attitudinal consequences of indicators of the middle class, as of 2011, are inconsistent and modest in size. While members of the middle class are no more likely to hold democratic values than other black South Africans, they are more likely to want government to secure higher-order, rather than basic, survival needs. They are less likely to identify with the governing African National Congress, to turn out to vote, or to voice their concerns by contacting officials or joining collective action. At the same time, intra-class racial differences between middle-class black respondents, on one hand, and middle-class white, coloured, and Indian respondents, on the other, are still substantial.

This paper takes stock of the current status of health sectors in MENA. From the narrow perspective of national aggregate indicators, as with most middle income countries, the region has seen significant achievements. Yet, health sectors face systemic challenges, and suffer from significant and persistent inequities in health outcomes, access, delivery, and distribution of health services. Out of pocket spending levels are amongst the highest in the world, and are driven by: privatisation, poor social protection and insurance coverage, and the inability to respond to the epidemiological transition. Consequently, the financial burden of healthcare forces significant swathes of the population into poverty, or to forgo healthcare altogether. Sectoral policies have been piecemeal and short‐termist, with a clear neglect of public health sectors. These deficiencies are more evident if MENA is benchmarked against many of their peers, or against the international consensus of Universal Health Care (UHC). To achieve inclusive growth, MENA must reverse the disinvestment in public health, and the central importance of health and health equity to development must be reinstated. By the same token, MENA countries must follow UHC centred strategies, which have a good track record in tackling similar challenges in other middle income countries. While part of the difficulties may lie in financing, the lack of political commitment and weak institutional capabilities have also been serious obstacles. Sectoral reforms must target these failures, and governments need to play a more central role in covering the poor and regulating the sector.

This paper sheds new light on the well-known phenomenon of dwindling wage elasticities for married women in the US over the recent decades. Results of a novel model experiment approach via sample data ordering unveil considerable heterogeneity across different wage groups. Yet surprisingly constant wage elasticity estimates are revealed within certain wage groups over time as well as across two widely used US data sources, the Current Population Survey (CPS) and the Panel Study of Income Dynamics (PSID). These findings refute the assumed presence of a single-valued aggregate wage elasticity for working wives. Although women’s responsiveness to wages remains largely unchanged over time, we find that the composition of working women into different wage groups has changed considerably, resulting in decreasing wage elasticity estimates at the aggregate level. All these findings were methodologically impossible to acquire had we not dismantled and discarded the stereotyped endogeneity-backed instrumental variable route, which hitherto blocked the way towards sample data ordering.

Bhutan is an important country to study gender because, traditionally and by law, women and men enjoy equal status. This paper explores the gender gap in formal education and mental and physical health among adults in Bhutan. The 2010 cross-sectional survey data collected for Gross National Happiness (GNH) Indicators by the Centre for Bhutan Studies (CBS) in all the 20 districts of Bhutan (n=6510 individuals) was used. It regressed formal education and various indicators of health against gender, region, age, income, and religion. Then the differences in levels of schooling and health between women and men in the eastern region, which is reputed to be the most remote and least developed region are examined. The gender gap persists. Men have 27% more years of schooling than women, 4.80 fewer reported sick days during the previous 30 days, 1.63 fewer negative emotions, and a 10% lower probability of reporting mental distress than women. Men in the eastern region are 6% less likely to be educated than women of their same region. However, men in the eastern region are 7% less likely to report having a stressful life than women of their own region. Despite the tradition of gender equality and the laws supporting gender equity in Bhutan, this study finds that women lag behind men in schooling and health. The country needs to implement policies to narrow the gender gap.

Abstract:
Agriculture remains the most important sector in sub‐Saharan Africa and is a dominant form of livelihood for a majority of the population that resides in the rural areas. In Malawi, agriculture accounts for 35 percent of GDP and generates more than 80 percent of foreign exchange. In addition, agriculture is the most important occupation for 71 percent of the rural population in which crop production accounts for 74 percent of all rural incomes. However, agriculture has failed to get Africa out of poverty, and most countries are experiencing low agricultural growth, rapid population growth, weak foreign exchange earnings and high transaction costs (World Bank, 2008). In Malawi, for a long time, economic growth has been erratic (see figure 1) with huge swings and poverty has remained high. For instance, the annual growth rates in per capita gross domestic product averaged ‐2.1 percent in the 1980‐84 period, ‐2.7 percent in 1990‐94 period, 3.8 percent in 1995‐99 and ‐0.2 percent in the 2000‐05 period.

518. Welfare Analysis of Changing Food Prices: A Nonparametric Examination of Export Ban on Rice in India (pdf)

During the world food crisis of 2007-08, the price of staples soared rapidly. Higher food price impacts poor households more as they spend approximately three quarters of their income on food. Together rice and wheat provide more than 50% of the calorific intake in India. Apart from providing food security, millions of poor and small farmers depend on rice for their livelihoods. Using Indian Consumer Household Expenditure surveys for the years 2007-08 and 2009-10 the paper analyses the welfare generated by a ban on export of rice by the Indian government. The paper finds that the net impact of the ban on export of rice was positive, as it was able to cushion the Indian population (87% of whom are net consumers) from the adverse effects of the crisis. It also found that the poor in India aren’t homogeneous in nature. The majority of the rice-producing households that stand to gain from increased prices are relatively poor farmers. At the same time, the poor households that do not cultivate rice are most affected by price increase, as their budget share of rice is higher than richer households, who are more resilient to price rise. In particular, the wage labourers are affected significantly.

This note considers the relationship between credit allocation and the aggregate, class distribution of income in the Circuit of Capital. Production and consumption credit inject means of purchase in different locations in the monetary circuits of capitalist reproduction. On the basis of comparative-dynamic analysis of the properties of steady-state evolutions, the note shows that production credit increases the wage share in total income, while consumption credit increases profit shares. These findings hold in general for any evolution in which sectoral revenue- elasticities of outlays measure less than unity. The note also motivates a new endogenous approach to the aggregate distribution of income, and offers new analytical tools facilitating work based on demand-constrained models of the Circuit of Capital.

Abstract:
Despite repeated policy initiatives from donors and governments, the human and economic cost of continued lack of access to safe water and sanitation in sub‐Saharan Africa remains high. This paper shows that a radical reorientation of policy is needed to achieve a significant increase in investment finance in order to raise access levels. Rather than continuing to pursue policies that have failed for the past two decades, such as bringing in the private sector and raising prices to cost recovery levels, attention needs to shift to wider aspects of domestic revenue mobilization to support public investment.

Abstract:
The disbursement of an equal quantum of funding per constituency has equity concerns because constituencies are not equal. This favours smaller, least populated constituencies against greatly populated and or the poorest – where needs are greatest. The blanket allocation of Constituency Development Fund (CDFs) across the country, without recourse to policy targets underscores national failure to address important policy concerns. This is unfortunately the case in Zambia. In this report, we devised a model that reallocates resources based on the socio-economic conditions prevailing in constituencies. The research developed a composite index of material and social deprivation using data from the Census 2010. Furthermore, the study evaluates the distribution of deprivation in constituencies and considers ways in which deprivation index can contribute to discussions relating to public resource allocation of the CDF. The research results has potential usages beyond the CDF reallocation, it informs decision-makers on resource allocation and planning and budgeting activities.

Abstract:
New data from Round 5 of the Afrobarometer, collected across an unprecedented 34 African countries between October 2011 and June 2013, demonstrates that “lived poverty” remains pervasive across the continent. This data, based on the views and experiences of ordinary citizens, counters projections of declining poverty rates that have been derived from official GDP growth rates. For the 16 countries where these questions have been asked over the past decade, we find little evidence for systematic reduction of lived poverty despite average GDP growth rates of 4.8% per year over the same period. While we do see reductions in five countries (Cape Verde, Ghana, Malawi, Zambia and Zimbabwe), we also find increases in lived poverty in five others (Botswana, Mali, Senegal, South Africa and Tanzania). Overall, then, despite high reported growth rates, lived poverty at the grassroots remains little changed. This suggests either that growth is occurring, but that its effects are not trickling down to the poorest citizens (in fact, income inequality may be worsening), or alternatively, that actual growth rates may not match up to those being reported. The evidence also suggests, however, that investments in infrastructure and social services are strongly linked with lower levels of lived poverty.

524. Say on Pay Laws, Executive Compensation, CEO Pay Slice, and Firm Value Around the World

Abstract:
Using a sample of about 90,000 observations from 38 countries over the 2001-2012 period, we provide three novel findings regarding say on pay (SoP) laws. First, we find robust evidence that SoP laws reduce CEO pay growth rates at firms. Second, such laws decrease the portion of total top management pay captured by CEOs. Firm values are higher following SoP laws in part because of this reduction in managerial pay inequality. Third, mandatory SoP laws only affect the CEO pay growth rates whereas advisory SoP laws influence various aspects of executive pay policies. These results are robust to instrumental variable estimation and nearest neighbor matching methods.

Abstract:
The government of Nigeria has placed poverty reduction at the centre of the country’s economic policy and development programs since independence. Though this was not explicitly targeted in earlier development plans (1962 to 1975) of the country, it featured in more pronounced ways in latter programs and projects, many of which specifically targeted elimination of poverty. These targeted programs and projects covered a wide range of sectors of the economy including agriculture, health, education, housing and finance. In fact, they became so commonplace, scattered and ubiquitous that the Obasanjo regime (1999-2007) had to set out to rationalize and merge them in 1999. The various institutions that have arisen from the disparate poverty reduction programs were then consolidated into the National Poverty Eradication Programme (NAPEP). This, headed by the President, was charged with the sole mandate of eradicating poverty. There are different opinions that exist regarding the level of success of these programs and policies. Some people believe that these programs have had positive impact on the poor while others believe that they have made the poor poorer.

This paper analyses the spatial distribution of economic activity in the European Union at NUTS2 level over the 2001-2010 period. The aim of the study is twofold: (i) to provide descriptive evidence of the agglomeration distribution in Europe and its evolution over time across countries; (ii) to identify the nature of agglomeration and the factors that determine its level, with particular attention paid to the socio-ecological transformation occurring in Europe. The study concludes that: a) the changes in agglomeration are sensitive to demographic transformations taking place; b) the ecological transformation has a mixed effect, depending on each country; c) significant differences are observed between new and old Member States; the crisis has had a significant influence on agglomeration but only in Western Europe.

527. Rethinking Earnings Determinants in the Urban Areas of Bolivia

This paper analyzes the factors that explain earnings in levels and inequality in the urban areas of Bolivia, considering not only the usual individual characteristics (education, experience, gender, and ethnicity) but also firm characteristics. Given the information available at the firm level in the household surveys, two simple models were developed: one for independent workers (for which there is relatively detailed firm-level data), and the other for dependent workers (where firm variables were approximated by sector, size, and by the legal condition of the workers). The main econometric results show that: i) earnings regressions that include only individual variables present highly biased (overestimated) coefficients; ii) firm characteristics are fundamental factors for explaining earnings for independent workers, almost doubling R2 and explaining 45.5% of observed earnings inequality; and iii) firm proxies for dependent workers are also relevant; however, they explain wages at a lower percentage (11.8%), which may be due to non-detailed firm data and to the relatively higher importance of education for these workers. These new findings represent a contribution to the empirical literature on earnings determinants for urban Bolivia as well as to the vision of labor income and poverty problems.

528. Deconstructing “Democracy” in Afghanistan

Despite widespread concerns about fraud, foreign interference and ineffectiveness, there remains a clear appetite among many Afghans for a system of democratic representation. However, this must be centred firmly around their own priorities if it is to take lasting root. Building on two years of research in six contrasting provinces, this report explores Afghan perspectives on democracy and their possible implications for the future. The research brought together the opinions of men and women from diverse social backgrounds, living on both sides of the rural/urban divide and in areas with varying security levels. Across this array of different hopes, expectations and concerns this revealed, three key themes emerged. • The issue of Afghan ownership against foreign imposition was a hot topic for many respondents. While many people saw “democracy” as an unwelcome imposition of Western culture and values, there was generally strong support for the idea of selecting representatives via elections. Others also spoke of the need to fix Afghan democracy within an “Islamic framework,” though this was rarely defined. • Democracy and democratic participation were also viewed as a distant second priority to ensuring security and stability. Immediate concerns over the threat of violence that political engagement often entails were framed against a more general call for a “politics of consensus” and a deep suspicion of political parties. • There were also sharp contrasts in people’s perspectives on the nature of equality and representation, specifically regarding who should be represented, and how. However, there was an almost unanimous call for greater equality of access to decision-making, service provision and resources, and in this respect many saw Afghanistan’s current “democracy” as little more than a front for the powerful to accumulate wealth and extend their reach.

529. Headscarf Ban and Discrimination

Abstract:
The headscarf ban applied in institutions of higher education, in the public sector, and as this research has shown, in the private sector, reveals the perspectives of the state and its institutions and as well of the society on human, women’s and citizens’ rights. The restrictions and barriers to entry of women to study and work in institutions of higher education and public sector institutions, in place since the 1960s, rest on a mentality that views women’s choices to wear headscarves as an attack on the secular regime, instead of treating their choices as a manifestation of their freedom of religion and belief. Consequently, the practices that were initially violating freedom of belief gradually deteriorated to cause further violations of rights to education, to employment, to equal access to public life and of basic rights and liberties such as the right to equality. The headscarf ban in institutions of higher education has for many years been and remains to be a widely debated and contested issue. Though there is a wealth of analysis, dialogue, debate and research on the subject, it is largely restricted to whether the headscarf ban in universities is justified or not. The impact that the ban has had on headscarved women’s lives have, on the other hand, been absent in the debates and analyses on the headscarf ban. A question that has not been featured in research and public debates so far is despite the public sector ban on the headscarf what are the experiences of those headscarved women at work who were able to graduate from university, but did not abandon their choice to wear headscarf to practice their faith and without? In other words, what is the impact of the headscarf ban in the public sector on the professional lives of higher educated headscarved women? Does this ban, which applies to public sector institutions, also hinder or restrict professional headscarved women as they apply for or work in private sector jobs? What obstacles are there for professional headscarved women to entering job markets in Turkey and to advancing their careers? This report is a product of TESEV Democratization Program’s quest to answer these questions. It examines one of the greatest roadblocks on Turkey’s path to democratization, the headscarf ban, and the implications of the ban on public and private sector employment to document the myriad forms of discrimination and rights violations that headscarved women face immediately after they decide to become working professionals. Though some forms of workplace discrimination 6 that headscarved women face also affect non-headscarved professional women with similar socio-economic backgrounds, the headscarf is the primary source of the majority of discrimination faced by professional headscarved women. Again, this report shows that the ban on the public sector spilled over to the private sector. Cases of discrimination and rights violations that are believed to have diminished and to even have been reversed in favor of headscarved women during the two terms of the AK Party administration continue to be recorded, especially and more vehemently in the private sector.

Abstract:
Recent international opinions on China and world development have focused on the Sino-US economic nexus. The neo-liberal theory of “China causing global imbalances” claims that the particular way through which China has integrated itself into the world market is to the detriment of the economies of the advanced countries. The critical theory of “China facing internal and external dependence”, in contrast, claims that the real victim has been the economic development of China itself and the majority of developing economies. The objective of this paper is to clarify the analytical efficacy of these two theories, and, on that basis, to assess the validity of their implied policies. The paper also seeks to explore into the construction of an alternative policy line that suits better the needs of the social and economic development of China and the developing world.

This briefing paper calls for policymakers and programmers to refocus on poverty and its social causes as a way to ensure that efforts to improve the lives of rural Afghans meet with lasting success.

This paper studies the changes in inequality and poverty in the period 1999-2005 in Bolivia through the analysis of the changes in the labour market. A decomposition method based on micro-simulation techniques was applied. The decomposition works with an income generation model at the household level, which is a set of equations for the individual earnings and for the labour supply and occupational choices for each member of the household. We decomposed the observed change in inequality into four components: i) a shift in the income distribution related to a change in employment rates and the shares of wage and non-wage labour among the employed population (participation effect); ii) a shift related to changes in the remuneration of observed characteristics of the employed population (price effect); iii) a shift related to a change in the distribution of error terms of estimated earnings functions (error term effect); and iv) a residual change in inequality not captured by the first three simulated changes in the income distribution. According to our results the increase in inequality of 3 points of the Gini coefficient, was explained by approximately 1 point for the participation, price and error term effects and 2 points for the residual change. The increase in the unemployment rate, the shift in the participation of the non wage earners, the rise in wages and the more unequal distribution of unobserved productive talents deteriorated the income distribution in this period in Bolivia. Regarding the poverty incidence, the observed variation was a reduction by 3 points explained mainly by the residual change. The low magnitude of the simulated effects as determinants of the decline in poverty in those years can be explained by the rising participation of the non labour incomes in the total household income.

533. Good and Bad News on Global Development

Istart with some good news, because there is, I think, a lot of good news in the world of development. Then I want to present what I think is essentially a paradox. The paradox, to put it very crudely, is that while economic development is working, development policy is not. Let me start with the good news. If you look at the total number of people who live on below $1 a day and look at the trend, between 1981 and 2001, what you see is basically that there are now roughly 400 million fewer people who live below the $1-a-day line. So there actually has been not just a relative reduction in the number of the absolute poor; there has actually been an absolute reduction in the number of the absolute poor. This is in a period when, of course, the population of the developing world has increased quite significantly. In terms of the somewhat higher poverty line, which is the $2-a-day line, the number of poor people below that threshold has actually increased somewhat, but it is still the case that relative to the population of the developing world, it has come down. That is basically good news. In this period, there has been, in fact, significant poverty reduction around the world. But if you look at where that has come from, it is also the case that much of it has actu- ally been localized. China alone accounts for the full 400 million-person reduction in absolute poverty when measured by the $1-a-day line. If you take China out, basically, in the rest of the world, some countries have had an increased number of poor people, others have had a decline.

Abstract:
Reducing poverty and social exclusion is an important objective for all French governments. Even though conventionally measured poverty is in fact lower than in most other countries, it is still higher than can be easily accepted. The current policy approach involves a large number of measures tailored to different circumstances. Some policies have unwanted side effects on labour market performance, and their cost-effectiveness could be improved to obtain better outcomes with the same resources. Concentrations of poverty and social exclusion in certain geographic areas and among certain groups of the population provide one of the most difficult challenges, for which contributions from education, labour market, housing, urban planning and anti-discrimination policies, as well as from the social services, are necessary.

This paper estimates inequities in production and income for different categories of water users in the context of a rapidly depleting resource by estimating technical inefficiency using frontier techniques. The research is based on primary survey data from a North Indian village that shares characteristics commonly observed in other groundwater-dependant agricultural areas. Estimated technical efficiency scores are highest on plots where water is sourced from a privately owned tubewell, followed by plots serviced by partnered tubewells and lowest on plots where water is bought. Income gains from improved efficiency follow the reverse patterns with the largest gains of Rupees (Rs) 1082 per bigha1 estimated for buyers’ plots and Rs. 649 per bigha for plots with their own tubewell with the average of Rs. 867 for all plots. A policy package of improved power, joint ownership of tubewells, farmer training and better water transportation systems are prescribed as policy measures to alleviate the differences amongst water users.

Abstract:
The high oil prices and the sharp increases in royalties mean that the natural gas boom in Bolivia has become very important for the economy. This paper uses a Computable General Equilibrium (CGE) model to assess the impacts of this boom on key macroeconomic variables as well as the distribution of incomes in the society. From a macroeconomic perspective, the natural gas boom is a blessing, adding around 1 percentage point to GDP growth rates for at least a decade, and sharply increasing government revenues available for public spending and investment. However, the poorest segments of the population (rural small-holders and urban informals) suffer actual reductions in their real incomes, compared to the counterfactual scenario without the gas boom. This means that the natural gas boom not only causes an increase in inequality but also an increase in poverty. The paper finishes with some policy recommendations on how to counteract the negative side effects of the natural gas boom.

537. Inequality and Suicide Rates: A Cross-Country Study

Abstract:
This paper tests whether economic inequality is related to suicide mortality. Using an unbalanced panel of 40 countries for the period 1947-2001 allows us to control for the effect of unobserved factors that may have an impact on suicide rates. Our results indicate that there is a statistically insignificant positive effect of inequality on the incidence of suicide. The latter result seems to be robust to a number of specification issues explored in a sensitivity analysis. Our results also suggest that female labour participation has a significant positive effect on the total (males and female) suicide rates, supporting the sociological argument that the role conflict dominates more than the role expansion. Contrary to the total and male suicide rates findings, the fertility rate matters in explaining female suicide rates. Finally, in contrast to previous studies, suicide rates were not sensitive to income levels, divorce rates and alcohol consumption.

Using a CGE model, Andersen et al (2006) show that the natural gas boom is likely to boost GDP growth by about 1 percentage point per year. However, if the government continues with past spending and investment patterns, the boom is also likely to have a very adverse effect on the income distribution, so much so that the poorest half of the population is likely to experience absolute reductions in their real income levels compared to a scenario without gas boom. The present paper explores alternative uses of natural gas revenues in the CGE model to see if a better outcome can be engineered.

539. A Half-Century of Development

Abstract:
Development as a global policy objective dates from the 1940s. Relative to expectations then, the world economy performed outstandingly well during the second half of the 20th century. Worldwide growth in average per capita income exceeded two percent a year (historically unprecedented), many poor countries became rich, infant mortality declined, diets improved, longevity increased, diseases were contained if not vanquished. Poverty on the World Bank definition of $1 a day (in 1985$) declined dramatically, and the number of persons in poverty was halved despite a more than doubling of the world population. Variations occurred over time and space, with rapid growth being concentrated in Europe and Japan early in the period, then moving to east Asia, southeast Asia, and south Asia. Growth in the 1950s and especially the 1960s exceeded that in later decades. Examples of high growth could be found in every continent, but on average sub-Saharan Africa fared much less well than other regions. Declines in national per capita income were rare, and concentrated in Africa. Civil disorder was a common but not the universal cause of low growth. Median world income gained relative to the well-off, but both spurted ahead of the poorest. World exports grew more rapidly than output, often leading the way. Many countries gradually shifted their exports from primary products to labor-intensive manufactured goods, and as development proceeded to more sophisticated manufactures and services. The fraction of the labor force devoted to agriculture declined significantly. One country after another achieved social stability, created the right incentives for effort and risk-taking, and engaged constructively with the world economy, which facilitated economic growth. Those that lagged failed to meet one or more of these conditions. Civil and political liberties also spread during this period, although less certainly and less securely. On the whole, it was a good half century for mankind. The substantial poverty and misery that still exists should not lead to neglect or even denial of these achievements.

540. Why is Mobility in India so Low? Social Insurance, Inequality, and Growth

This paper examines the hypothesis that the persistence of low spatial and marital mobility in rural India, despite increased growth rates and rising inequality in recent years, is due to the existence of sub-caste networks that provide mutual insurance to their members. Unique panel data providing information on caste loans and sub-caste identification are used to show that households that out-marry or migrate lose the services of these networks, which dampens mobility when alternative sources of insurance or finance of comparable quality are unavailable. At the aggregate level, the networks appear to have coped successfully with the rising inequality within sub-castes that accompanied the Green Revolution. Indeed, this increase in inequality lowered overall mobility, which was low to begin with, even further. The results suggest that caste networks will continue to smooth consumption in rural India for the foreseeable future, as they have for centuries.

As agreed on in Rome Ministerial meeting of DAD on 25 November 2004 "Democratic development requires inclusion of women as an active and essential component of society. To stimulate active participation of women in democratic practices is also a fundamental priority. The Dialogue shall support efforts aimed at promoting women's participation in political life and active contribution to democratic projects and programs. Indeed, a substantial gender gap exists in the BMENA region. Like in many other countries, women are the most disadvantaged segment of society simply because they are women. Gender inequality in the region is compounded by high levels of illiteracy among women, In many countries women still cannot enjoy their political rights sufficiently and their chances of social and political participation are completely blocked. Gender related discrimination is a major impediment to democratic reform in the region. If women constitute half of their respective societies, then, along with men, they should partake in decision-making pertaining to their common future.

After several decades of “state-capitalism” characterized by import substitution policies, Bolivia implemented in 1985 a New Economic Policy (NEP) following neo-liberal ideas of free trade, privatization, and liberalization of capital flows. It was hoped that the opening up of the economy would attract foreign direct investment (FDI) which in turn would help modernize Bolivian industry, improve productivity, increase exports, stimulate growth, and reduce poverty. This paper investigates to what extent this actually happened.

This report presents data from a series of surveys of safety net organizations, clients who access care at these sties, and the providers who work there. The goal of this project was to identify issues and needs facing clients at these sites and the unique role of safety net organizations in meeting these needs. An additional goal was to identify potential challenges to the mission and capacity of this network of providers that is caring for society’s most vulnerable and needy individuals. The surveys were conducted by medical students participating in the Soros Service Program for Community Health. This summer internship, part of the Open Society Institute’s Medicine as a Profession initiative, places first year medical students from around the country in community-based organizations for a seven-week internship. The students get to experience first-hand issues facing patients trying to access care in the face of poverty, addiction, abuse, and homelessness. They receive mentoring from a very talented and committed team of community providers and participate in an intensive curriculum that focuses on issues of professionalism facing physicians. The goal is to introduce students early in their education and training to positive examples of empowered communities and providers serving the needs of traditionally disenfranchised patient populations and to introduce the concepts and practice of patient advocacy.

DALTON CONLEY examines the causes and consequences of the black-white asset gap in the United States. He argues that it is wealth, more than any other measure of socio-economic well being, that captures the nature of racial inequality in the post-civil rights era. Conley discusses policy implications that may be used to address such "equity inequity."
