Abstract:
This briefing paper considers the extent to which renewables in Scotland are shaped by the policy responsibilities and decisions of multiple governments: the Scottish government, the UK government and the EU. The paper explores the significance of EU membership in shaping Scottish renewables and considers the likely effects of the UK’s exit from the EU. Despite limited constitutional power, promoting renewables has been a key priority for successive Scottish governments, central to both its environmental and economic policies. While the main policy drivers rest with the UK government, stakeholders in Scotland place importance on the EU regulatory framework, EU funding and finance, multinational cooperation and long-term strategic thinking in supporting the development of renewables in Scotland. The briefing identifies varying levels of concern among key stakeholders with regard to the impact that Brexit may have on renewables in Scotland. Many expect policy continuity, irrespective of the UK-EU relationship. Others are fearful of the uncertainty surrounding access to the EU internal market, access to project funding, access to labour and expertise, and added costs and delays in supply chains in an industry heavily reliant on kit from the EU. The biggest impact of Brexit to date has been the dominance of the issue on the political agenda, leaving little space for policy development in other areas, including energy. In addition to the regulatory, financial and trade challenges it may generate, Brexit has also reignited the debate on Scotland’s constitutional future, creating further uncertainties for the future of renewables.

Abstract:
The landmark United Nations Convention on the Rights of the Child (UNCRC) introduced „unique‟ provision of the right to child participation in its Article 12. This Convention, ratified by most states including Pakistan, gives right of participation to children in making decisions on matters related to them and makes it binding for the states to implement it in letter and spirit. The state is responsible for creating enabling environment which includes creation of necessary institutions, enacting or where necessary amending laws, formulating policies and strategies, allocating sufficient budgets, making congenial environment for NGOs and public consultations. This paper argues that state in Pakistan has not been able to sufficiently develop the enabling environment to fulfill the obligations that resulted in the aftermath of ratification UNCRC.

Abstract:
The growing importance of information and communication technologies (ICTs) and egovernment has attracted the attention of policy makers who are committed to increase the GDP per capita of a country. Therefore, this study investigates the growth effects of ICT and egovernment for a sample of eight South Asian economies over the period 1980-2016. To the best of our knowledge, this is the first empirical study, which examines the relationship between economic growth and ICT with a special emphasis on the role of ICT implementation in public sector. In particular, we use diverse indicators of ICT to assess the robustness of empirical findings. Moreover, the study employs instrumental estimation techniques 2SLS and GMM to deal with the possible problem of endogeneity. The empirical findings of our study indicate that growth effects of ICT as well as e-government are positive and significant in all models. Finally, our study concludes that the South Asia region can greatly benefit from the implementation of ICT infrastructure in general and in public sector in particular.

404. A Roadmap for Investment Promotion and Export Diversification: The Case for Jordan

Abstract:
Jordan faces a number of pressing economic challenges: low growth, high unemployment, rising debt levels, and continued vulnerability to regional shocks. After a decade of fast economic growth, the economy decelerated with the Global Financial Crisis of 2008-09. From then onwards, various external shocks have thrown its economy out of balance and prolonged the slowdown for over a decade now. Conflicts in neighboring countries have led to reduced demand from key export markets and cut off important trade routes. Foreign direct investment, which averaged 12.7% of gross domestic product (GDP) between 2003-2009, fell to 5.1% of GDP over the 2010-2017. Regional conflicts have interrupted the supply of gas from Egypt – forcing Jordan to import oil at a time of record prices, had a negative impact on tourism, and also provoked a massive influx of migrants and refugees. Failure to cope with 50.4% population growth between led to nine consecutive years (2008-2017) of negative growth rates in GDP per capita, resulting in a cumulative loss of 14.0% over the past decade (2009-2018). Debt to GDP ratios, which were at 55% by the end of 2009, have skyrocketed to 94%. Over the previous five years Jordan has undertaken a significant process of fiscal consolidation. The resulting reduction in fiscal impulse is among the largest registered in the aftermath of the Financial Crises, third only to Greece and Jamaica, and above Portugal and Spain. Higher taxes, lower subsidies, and sharp reductions in public investment have in turn furthered the recession. Within a context of lower aggregate demand, more consolidation is needed to bring debt-to-GDP ratios back to normal. The only way to break that vicious cycle and restart inclusive growth is by leveraging on foreign markets, developing new exports and attracting investments aimed at increasing competitiveness and strengthening the external sector. The theory of economic complexity provides a solid base to identify opportunities with high potential for export diversification. It allows to identify the existing set of knowhow, skills and capacities as signaled by the products and services that Jordan is able to make, and to define existing and latent areas of comparative advantage that can be developed by redeploying them. Service sectors have been growing in importance within the Jordanian economy and will surely play an important role in export diversification. In order to account for that, we have developed an adjusted framework that allows to identify the most attractive export sectors including services. Based on that adjusted framework, this report identifies export themes with a high potential to drive growth in Jordan while supporting increasing wage levels and delivering positive spillovers to the non-tradable economy. The general goal is to provide a roadmap with key elements of a strategy for Jordan to return to a high economic growth path that is consistent with its emerging comparative advantages.

405. The Challenges of Universal Health Insurance in Developing Countries: Evidence from a Large-scale Randomized Experiment in Indonesia

Abstract:
To assess ways to achieve widespread health insurance coverage with financial solvency in developing countries, we designed a randomized experiment involving almost 6,000 households in Indonesia who are subject to a nationally mandated government health insurance program. We assessed several interventions that simple theory and prior evidence suggest could increase coverage and reduce adverse selection: substantial temporary price subsidies (which had to be activated within a limited time window and lasted for only a year), assisted registration, and information. Both temporary subsidies and assisted registration increased initial enrollment. Temporary subsidies attracted lower-cost enrollees, in part by eliminating the practice observed in the no subsidy group of strategically timing coverage for a few months during health emergencies. As a result, while subsidies were in effect, they increased coverage more than eightfold, at no higher unit cost; even after the subsidies ended, coverage remained twice as high, again at no higher unit cost. However, the most intensive (and effective) intervention – assisted registration and a full one-year subsidy – resulted in only a 30 percent initial enrollment rate, underscoring the challenges to achieving widespread coverage.

Abstract:
Many development agencies and governments now seek to engage directly with local communities, whether as a means to the realization of more familiar goals (infrastructure, healthcare, education) or as an end in itself (promoting greater inclusion, participation, well-being). These same agencies and governments, however, are also under increasing pressure to formally demonstrate that their actions ‘work’ and achieve their goals within relatively short timeframes – expectations which are, for the most part, necessary and desirable. But adequately assessing ‘community-driven’ approaches to development requires the deployment of theory and methods that accommodate their distinctive characteristics: building bridges is a qualitatively different task to building the rule of law and empowering minorities. Moreover, the ‘lessons’ inferred from average treatment effects derived from even the most rigorous assessments of community-driven interventions are likely to translate poorly to different contexts and scales of operation. Some guidance for anticipating and managing these conundrums are provided.

Abstract:
Winter 2019 marked the 40th anniversary of the 1979 Islamic Revolution in Iran. The anniversary celebrations occurred in the midst of a difficult era of socio-economic turmoil, the return ofَ U.S. sanctions, and deepening political infighting in the Islamic Republic. Tensions between the government and the people are especially high. The tectonic plates of social change have been shifting below the surface in Iran over the past two decades, with major discontent erupting in the past year. While the country’s political facade appears largely unchanged, tensions and fragmentations among the ruling elite have deepened. Economic conditions are fast deteriorating for the average citizen, while political repression remains a harsh reality. Iran’s citizens, who have clung to hope and the possibility for change through decades of domestic repression and isolation from the global economy, struggle to remain hopeful. Collective fatigue stemming from years of isolation from the global economy, as well as domestic economic hardship, compounds the disappointment Iranians feel from unfulfilled political promises. The Iranian government has repeatedly failed to carry out promised reforms; in recent years alone, President Hassan Rouhani has proven unable to carry out his promises to “open up Iran politically, ease rigid social restrictions and address human rights abuses.” As this situation continues, Iran risks despair and chaos.

This is the second of a three-part essay series on the different paths the U.S. Congress might take to limit Washington’s support for the Saudi-led coalition in Yemen. As explained in Part 1 of this series, the Trump administration’s continued support for the Saudi coalition’s war in Yemen has triggered a range of Congressional responses. Although Congress faces challenges in passing new legislation to denounce Saudi Arabia’s actions in Yemen and its killing of Jamal Khashoggi, the White House’s Saudi policy implicates at least four pieces of existing legislation: the Arms Export Control Act (AECA), the War Powers Resolution, the Foreign Assistance Control Act (FAA), and the Leahy Laws. These laws were all passed during the Cold War to curtail the executive’s increasing ability to unilaterally sell arms, supply military aid, and order U.S. troops to assist allies in a theater of war. The executive must abide by these laws. If the President refuses or cuts corners, Congress can bring him to heel directly via impeachment, or indirectly through court orders that force executive branch agencies to halt the restricted activity.

This is the third of a three-part essay series on the different paths the U.S. Congress might take to limit Washington’s support for the Saudi-led coalition in Yemen. Credible allegations of Saudi war crimes and human rights abuses in Yemen should trigger the FAA and Leahy Laws to prevent U.S. aid from reaching the Saudi-led coalition, as discussed in part 2 of this series. However, the U.S. Constitution forbids Congress from unilaterally issuing orders to any executive agency, including the Defense and State Departments. Accordingly, both the Foreign Assistance Control Act (FAA) and the Leahy laws place the onus on the executive to identify and respond to gross violations of human rights. Thus far, the executive has turned a blind eye to the Saudi coalition’s actions. Congress could independently find that Saudi Arabia has engaged in a “consistent pattern of gross violations of internationally recognized human rights” by commissioning its own investigations. But if the executive remains unconvinced, Congress only has two options to enforce the FAA and the Leahy laws: impeach the President, or obtain a court order requiring the executive withhold aid and arms pursuant to these laws. The first action is unlikely to occur here, but the second is a viable option. To secure a court order, Congress must show that the executive’s refusal to follow the FAA and the Leahy laws uniquely injures the legislative branch in a way that only the courts can remedy.

This is the first of a three-part essay series on the different paths the U.S. Congress might take to limit Washington’s support for the Saudi-led coalition in Yemen. Congress is considering a range of options to express its displeasure with Riyadh after Saudi agents murdered prominent Saudi journalist and critic Jamal Khashoggi at the Saudi consulate in Istanbul in September 2018, and journalists and NGOs around the world continue to highlight human rights abuses perpetrated by Saudi-led coalition forces in Yemen. Of these options, the most notable is the Saudi Arabia Accountability and Yemen Act of 2019. Congress has already voted to condemn President Donald Trump’s unequivocal support for the Kingdom of Saudi Arabia: the Senate voted March 13th to end US support for the war in Yemen, echoing a measure that passed the House in mid-February. But, the Saudi Arabia Accountability and Yemen Act would go further still, sanctioning those in the Saudi government responsible for Khashoggi’s death and curtailing U.S. arms sales and military aid critical to the Saudi-led coalition’s war in Yemen. The White House vehemently opposes the bill. If it passes, President Trump is expected to veto it, just as he is expected to veto the Senate’s March and House’s February resolutions.

After a century of an American world order established by U.S. President Woodrow Wilson at the end of the First World War, we are facing a shift in Washington’s global attitude. President Trump’s approach to world affairs is different. Although Obama, and to some extent Bush before the September 11, 2001 terror attacks, was starting to withdraw from the U.S. historical position of key global superpower, President Trump’s approach to world affairs is a much more drastic acceleration of this move. Continuing in this direction means we may soon face a collapse of America’s century-long preeminence, and the creation of a new world order in which the U.S. is no longer leading the global power, but only first among sovereigns, if at all.

This report presents the proceedings of the National Conference on Decentralisation held at Hotel Africana in Kampala, Uganda, on August 13, 2019. The theme of the conference was: Decentralisation: Trends, Gains, Challenges and the Future of Local Governments in Uganda. It was collaboratively held by the Ministry of Local Government (MoLG), Advocates Coalition for Development and Environment (ACODE), and the Governance, Accountability, Participation and Performance (GAPP) Program with support from USAID and UKAID. The Conference assessed the impact of decentralisation policies and trends on financing for local governments, and highlighted measures [that can be] put in place by relevant stakeholders to support and strengthen decentralisation as per Article 176 of Uganda’s 1995 Constitution. Uganda’s decentralisation experiment was hailed as exceptional in the developing world. Its scale, scope of transfer of powers (devolution), responsibilities given to subnational units, and powers granted to citizens, were unprecedented. However, challenges of limited capacity of local government authorities, financing gaps, inter-governmental relations, and new problems of maintaining sub-national cohesion, continue to hamper the effectiveness of this governance reform. Accordingly, the August 2019 Conference was informed by the findings of two recent studies that took stock of trends and progress and also examined financing challenges to local governments under Uganda’s devolution form of decentralisation. It attracted different stakeholders including: national legislators/ members of parliament and policy makers, local government political and technical leaders, researchers and academia, civil society, media and development partners. It was also broadcast live on television and channeled through social media, which created space for the public to interact and appreciate the proceedings.

Turkey’s Law on Foreigners and International Protection (LFIP) was adopted on 4 April 2013 by the Turkish Grand National Assembly. In the five years that has passed since the coming into force of the LFIP in its entirety, it appears that the LFIP has been made to adapt to the conditions of Turkey, rather than the other way around, due to the sheer unexpected size of the phenomenon of immigration into Turkey, and the challenges encountered in establishing the institutional capacity and the inter- institutional cooperation necessary to deal with the inflows as required by the Law.

415. Slipping Through the Cracks: The Demolition of a Government Homeless Shelter in an Informal Settlement: The Case of Amir Khusro Park

In May 2017, the Delhi Development Authority (DDA) demolished a Delhi Urban Shelter Improvement Board (DUSIB) shelter located in an informal settlement in South Delhi’s Amir Khusro Park. DUSIB had built the shelter in response to a 2014 Delhi High Court Order. DDA demolished the same structure in cognizance of a 2015 Delhi High Court Order, issued in response to a Public Interest Litigation (PIL) filed by a private citizen urging the state to remove illegal encroachments in the area. The demolition of the shelter led to the eviction of various groups of people in Khusro Park: families in self-constructed ‘jhuggis’; women in the DUSIB shelter managed by a local NGO; and various people in a temporary shelter not authorized by government agencies. Field visits revealed connections between these settlements. Women and children of some jhuggi families, for instance, lived in the shelter where food, nutrition, documentation, education and health services were provided by the managing NGO for shelter residents and joint and nuclear jhuggi families. In this context, the report raises and responds to two salient questions. What makes homeless shelters in Delhi vulnerable to government sanctioned demolition and eviction? What is the implication of the particular case of Amir Khusro Park on the fate of shelters in Delhi’s other numerous informal geographies? The authors examine events that preceded and unfolded during and after the demolition through ethnographic research in Khusro Park, interviews with government officials and NGO social workers, and legal analysis of both Supreme and High Court Orders and policies that assign powers to various federal, state and municipal land owning agencies. The report finds that Khusro Park residents’ Court-substantiated, though broadly defined, rights to live in shelters and urban informal settlements were violated by government agencies, such as DDA. Such government agencies are permitted to undermine general rights urban poor people have to city spaces and resettlement through the existence of specific provisions that categorize jhuggi and shelter residents on government land ‘encroachers’. The authors conclude that due process measures of DUSIB’s current resettlement policy – land surveys, provision of notice and rehousing – should be based on a thorough understanding of (a) types and nature of settlements along the informal urban housing continuum (b) infrastructure and services used by residents and (c) the nature of contracts between (i) state and federal agencies and (ii) government agencies and NGOs that authorize land use and service provision.

416. Infrastructure development in the Northeast: Hydropower, natural resources, legal and institutional frameworks and compliance

In 2000, the central government declared Northeast India as India’s hydropower hub. Over 165 large dam projects were proposed to come up in the region. These projects were held as crucial to India’s energy and environmental security as well as the economic development of the country’s marginalised northeastern borderlands.However, nearly two decades on, this proposal to regulate the region's water resources remains unimplemented. In addition, the projects have generated a lot of public opposition in Arunachal Pradesh where most of these dams are supposed to be situated, and in the downstream Brahmaputra valley of Assam. This article will look into the government's hype and failure to construct hydropower dams in the Northeast region. It points to the need for a reflexive political decision on water resource management from the BJP-led governments in Assam, Arunachal Pradesh and at the Centre.

Building on decades of targeted programmes and public investments by multiple governments, the country completed 100% village electrification in April 2018; a year after, it has electrified nearly all ‘willing’ households. Despite the time it took to get here, these achievements are important milestones in India’s development trajectory. But does connecting households to the electric grid resolve the electricity access challenge? The answer depends on whether electrons flow through the wires and whether all consumers are served equally and adequately.

The aim of this white paper is to explore the nuances of the prevalence of on-site sanitation systems in large and dense villages of India. Villages which have a population of 1000 persons or more and a density of greater than or equal to 400 persons per square kilometre were classified as large and dense villages in an earlier research – Towards a New Research and Policy Paradigm: An Analysis of the Sanitation Situation in Large Dense Villages. Stimulated by the findings revealing a preferential pattern for selection of on-site sanitation systems in these settlements, a primary household survey was conducted in large and dense villages from five Indian states - Himachal Pradesh, Punjab, West Bengal, Madhya Pradesh and Tamil Nadu. The survey also included qualitative components – stakeholder interviews and transect walks. In this study the survey data has been canvassed to explore the preference patterns of households and the factors guiding them in their decision making for the construction and maintenance of on-site sanitation systems. We find that these large and dense villages exhibit a higher preference for septic tanks over pits in all states except West Bengal where pits are preferred. A majority of households have reported their toilets were private constructions. We find the preference patterns are manifested not only by the choices of building septic tanks or pits but also through the large variations in their design and sizes which are influenced by socio-economic, technical and behavioural factors. We also find specific trends in demand for desludging services by households which are influenced by internal factors such as their social status and economic well-being and by external factors such as availability of mechanised operators or continued reliance on manual cleaning and their costs which cumulatively constitute the supply side of sanitation services.

This study looks at the development of legal and regulatory framework governing drinking water and sanitation services in South Africa, England and United States. Around 780 million worldwide do not have access to clean drinking water and almost 2.5 billion people lack access to improved sanitation according to data published by Centers for Disease Control and Prevention. In such a situation, it becomes extremely important to study the legal and regulatory measures used internationally to control, manage and improve these resources. This study, covering South Africa, England and USA, sets out to identify, comprehend and analyze these legal frameworks and structures; examine the control exercised by national, state/provincial as well as municipal governments over water and sanitation-related questions; and the responsive measures being taken by them to preserve the water resources and their quality for future generations. The authors have observed that in presence of varying geographical, historical and social factors, while it would be impossible to compare each model against the other on the basis of merit, it becomes increasingly important for governments to balance the individual’s right to water with the planet’s ecological balance.

427. A Path for Political Change in Lebanon? Lessons and Narratives from the 2018 Elections

The latest Lebanese parliamentary elections took place a little over a year ago. In May 2018, eleven groups, comprised of 66 candidates (including 19 women) from independent and secular segments of civil society, formed a coalition called Kulluna Watani (we are all our nation) to challenge the hegemony of traditional political parties. Considering the increasing inefficiency and unaccountability of state institutions, and widespread public frustration with the performance of public institutions, one may have expected Lebanese voters to want to vote in a few fresh faces. Nonetheless, they overwhelmingly chose to re-elect the same parties and leaders. This paper examines why activists and progressive opposition groups who try to challenge entrenched sectarian politics have been failing. It analyses the institutional and repressive mechanisms, exercised by political elites, that determine patterns in voting behaviour and thwart the emergence of alternative forces. It also looks at shortcomings of political efforts by opposition groups and outlines recommendations for the future. The findings rely on fourteen original interviews with political activists conducted in December 2018 as well as a review of scholarship on sectarian politics.1

A certificate program at the School of Foreign Service offers theoretical knowledge and practical training for aspiring diplomats. According to Ambassador Barbara Bodine, Director of Georgetown’s Institute for the Study of Diplomacy (ISD), the skills needed by today’s aspiring diplomats haven’t changed significantly since the days when she was preparing for her own long and successful diplomatic career. “On one level, they will need the skills diplomats have always needed: the ability to understand and shape policy, to work comfortably globally, to be able to analyze a large amount of information, and—critically important—the ability to write,” she says. “At the same time,” adds Bodine, who served as Ambassador to Yemen from 1997 to 2001, “twenty-first century diplomats also need to be able to manage large amounts of data and comfortably move from a known issue, a comfortzone issue, to something new. They need to be able to extrapolate from past experience to a new experience without rigid templates.”

In the Kurdistan National Congress (KNK) headquarters in Brussels, one may be surprised to find that the co-chair rule governing the activities of the congress requires joint male and female leaders to share the office. As inefficient as such a dual head might seem, it sets the stage for gender equality. Overall, the duties of both men and women in the Kurdish movement leave no time for marriage or other traditional gender roles. This is particularly true of the Kurdistan Workers’ Party (PKK) and its related organizations, such as the Syrian Kurdish Democratic Union Party/Peoples Defense Units (PYD/YPG).

Brazil’s income inequality is among the world’s worst. The country’s unemployment rate is currently 13 percent, compared to 4.6 percent in 2012, and the number of Brazilians in poverty or extreme poverty is now close to 30 percent, a far cry from 2014 when that number was less than 10 percent of the population. Brazil has one of the highest tax rates in Latin America—with tax revenue equal to 33 percent of GDP, against the regional average of 20 percent—but it is also notorious for its poor performance with respect to the ease of paying taxes and opening a business: the country ranks 184 and 140, respectively, out of 190 countries in the World Bank’s 2019 Doing Business Report. It is surprising, therefore, that Jair Bolsonaro, a conservative politician from the Social Liberal Party (PSL), was elected to the country’s highest office without meaningfully addressing his administration’s plans to solve the nation’s social injustices and other economic issues. Instead, Bolsonaro campaigned mostly on strengthening public security and fighting corruption, the two areas on which the former army captain built his reputation during his almost thirty years as a congressman. During the campaign, Bolsonaro recruited Paulo Guedes, a Chicago School-trained economist to be his Minister of the Economy. Guedes was tasked with building a “dream team” of experts that would design a plan to further liberalize the economy and turn Brazil into a much friendlier place to conduct business.

Canada’s contemporary foreign policy has been shaped by deep integration with, and dependence on, the United States, offset by multilateral support for a rules-based international order. The Trump administration’s confrontational nationalism, combined with other global events and trends, has now disrupted Canada’s position and assumptions. This raises the question of whether or not it’s time for a Canadian foreign policy review. While the Trudeau government deserves credit for several initiatives, a series of discontinuities in Canada’s domestic and foreign policies suggests that our interests could be better served. The Canadian government has two main options: it can follow its current path of adjusting its policies in an ad hoc fashion, while waiting out the Trump administration and hoping for more favourable successors, or it can attempt to set Canada on a new path, in which case a foreign policy review would be warranted. The review option would only be useful if everything were on the table, including what to do about bilateral relations with the U.S., the future of our multilateral commitments, and domestic policies on such critical global issues as energy and the environment. The ultimate goal should be to advance Canada’s national interests through better aligned domestic and foreign policies.

Two hundred and forty days. That is the average length of tenure – eight months – of the national security advisor to the U.S. president during the past two-and-a-half years. With the resignation or firing (depending on who you listen to) of John Bolton, Donald Trump is now on to his fifth assistant to the president for national security affairs, the official title of the job. It is an historic anomaly of epic proportions. Since the position was created during the Eisenhower administration in the early 1950s, on average national security advisors have served 32 months, exactly four times the average shelf life of Trump’s advisors (and Trump is only just over halfway through his first term of office).1 Revolving doors are of course a hallmark of the Trump administration, but does this one really matter?

At a time when even large, high-tech Silicon Valley corporations that operate as market disruptors are challenged to keep up with the pace of change, national Western governments need to ensure that defence funding is responsive to persistent, dramatic and non-linear shifts in the international strategic environment. The United States is experiencing a “deepening crisis of credibility in global affairs”,2 largely resulting from an America-first posture, rather than a multilateral approach with traditional allies. Some nations now view the U.S. as “undermining the international order”,3 and reliance on the U.S. as the leading democratic nation is less certain. Indeed, periods of great economic change “driven chiefly by economic and technological developments, which then impact on social structures, political systems, military power, and the position of individual states”,4 create a dynamic that shifts power, influence and trade among nations. Further, nations that can “develop, produce, and deploy technology the most effectively”5 can gain a comparative advantage in the current security environment, where the rate of technological change is accelerating. However, with adversaries advancing their military technology in increasingly shorter cycles, market dominance by Western defence firms has only fleeting or transitory advantage. The revolution in military technology has been a constant topic for analysts, but the changing military and defence department skill sets required in the future security environment are equally important, with the cyber-realm and space being two prominent examples.

Malaysia’s foreign and security policy faces myriad challenges, but not much is likely to change under Mahathir Mohamad’s ‘New Malaysia’ framework. The return of Mahathir Mohamad to the prime ministership of the country he had previously led for 22 years has raised questions about the direction Malaysia’s foreign and security policy might take. While there may be some course-corrections in foreign and security policy under Mahathir’s Pakatan Harapan government, it will not stray far from the approach of previous administrations. Continuities will include its non-aligned status, its pragmatic dealings with both the United States and China, its focus on ASEAN centrality and Malaysia’s economic development through trade. Malaysia will revisit its earlier “Look East” policy; it has plans to upgrade its defence capabilities in the South China Sea; and it will take a more consultative approach to foreign policy-making.

In the aftermath of Malaysia’s momentous regime change, the new government faces a number of challenges to implementing wholesale political reform. Malaysia’s new government will need to deal with several key issues in the next 12 months to establish itself as a ‘change and reform’ administration, namely the Malay/Bumiputra Agenda, the 1963 Malaysia Agreement (MA63), political Islam, and a clear timetable for transition of power. Each of these issues is crucial to Malaysia’s political stability in the near term and to laying the foundation for long-term institutional reforms. If these reforms are not handled properly, the new Pakatan Harapan (Alliance of Hope) administration under Mahathir may be a one-term government and the country could easily revert to the old regime.

Abstract:
The social contract is a key concept in social science literature focusing on state–society relations. It refers to the “entirety of explicit or implicit agreements between all relevant societal groups and the sovereign (i.e. the government or any other actor in power), defining their rights and obligations towards each other” (Loewe & Zintl, forthcoming). The analysis of social contracts helps the understanding of: (i) why some societal groups are socially, politically or economically better off than others, (ii) why some revolt and demand a new social contract and, thus, (iii) why a country descends into violent conflict. In addition, the concept shows how foreign interventions and international co-operation may affect state–society relations by strengthening the position of the state or of specific societal groups. It illustrates that state fragility, displacement and migration can arise from social contracts becoming less inclusive. Nevertheless, the term “social contract” has so far been neither well defined nor operationalised – to the detriment of both research and of bi- and multilateral co-operation. Such a structured analytical approach to state–society relations is badly needed both in research and in politics, in particular but not exclusively for the analysis of MENA countries. This briefing paper sets the frame, suggesting a close analysis of (i) the scope of social contracts, (ii) their substance and (iii) their temporal dimension. After independence, MENA governments established a specific kind of social contract with citizens, mainly based on the redistribution of rents from natural resources, development aid and other forms of transfers. They provided subsidised food and energy, free public education and government jobs to citizens in compensation for the tacit recognition of political regimes’ legitimacy despite a lack of political participation. But with growing populations and declining state revenues, some governments lost their ability to fulfil their duties and focused spending on strategically important social groups, increasingly tying resource provision to political acquiescence. The uprisings that took place in many Arab countries in 2011 can be seen as an expression of deep dissatisfaction with social contracts that no longer provided either political participation or substantial social benefits (at least for large parts of the population). After the uprisings, MENA countries developed in different directions. While Tunisia is a fair way towards more inclusive development and political participation, Morocco and Jordan are trying to restore some parts of the former social contract, providing for paternalistic distribution without substantial participation. In Egypt’s emerging social contract, the government promises little more than individual and collective security, and that only under the condition of full political acquiescence. Libya, Yemen and Syria have fallen into civil wars with no countrywide new contract in sight, and Iraq has been struggling for one since 2003. In addition, flight and migration also affect the social contracts of neighbouring countries such as Jordan, Turkey, and Lebanon. All MENA countries are designing, or will need to design, new social contracts in order to reduce the current instability and enable physical reconstruction. This briefing paper informs on the status of conceptual considerations of social contract renegotiation in MENA countries and its meaning for international co-operation with them.

Both U.S. graduate school enrollments and the demand for global competency in the workforce are on the rise, but what do we know about graduate-level study abroad? The Graduate Learning Overseas (GLO) research study, implemented by IIE and launched in 2017 with support from the U.S. Department of Education, Office of International and Foreign Language Education, aims to identify the scale and scope of U.S. graduate students’ educational activities and to better understand the institutional practices around student mobility data collection. This report shares results of the first national survey to U.S. higher education institutions on this topic. The results from this survey paint a clearer picture of the graduate-level study abroad landscape and demonstrate the need for institutions to build capacity to collect graduate student mobility data to support graduate students’ needs. In addition, it aims to help researchers better serve the international education field by both improving data collection practices and developing resources for institutions.

This report presents findings from a TechWomen program evaluation conducted in 2018 by IIE’s Research, Evaluation, and Learning team. The evaluation assessed change in participants’ professional skills and capacities. The evaluation team utilized Social Network Analysis methodology to measure development of the participants’ professional networks with each other and with STEM professionals in the U.S. The report also outlines how the program impacted participants’ and mentors’ cross-cultural understanding and exchange of professional best practices. Finally, the report highlights program’s impact on participants’ and mentors’ communities and specifically on women and girls. TechWomen is an initiative of the U.S. Department of State’s Bureau of Educational and Cultural Affairs implemented by IIE. Despite Ukrainians’ deep unhappiness with the corruption and inefficiency of the judiciary and security bodies, the Poroshenko administration failed to reform these services. Political interference and personal enrichment have long been part of the practice of these services, overshadowing the strong work they are often capable of and holding back reformist elements. The office of the prosecutor general and the Ukrainian Security Service need particular attention, but merely passing new laws will not be enough: replacing incumbent high-level officials should be an early step. The EU, US, and NATO have worked effectively together on encouraging reform in Ukraine, but they must now ensure that these services remain high in the minds of the Zelensky administration and of Rada members.

Spain, and Europe, need a new story about migration – there is some recognition of this in Spain but it remains to be seen how the country will put this into practice. Spaniards are relatively open towards migration, but the policy challenge for their government should be to allay, and not provoke, fears of migrant invasion. The Spanish government has called for reform of the EU asylum system, favouring solidarity and shared responsibility as opposed to simply stopping ‘secondary movements’. Spain’s migration diplomacy aspires to work with origin and transit countries rather than acting in a coercive way towards them. The Spanish experience should inform EU member states’ efforts to seek to answers to the populist challenge: they should enact comprehensive, planned, and proactive policies that see migration as normal and necessary.

The result of the Kosovo parliamentary elections this month brought rather unexpected result, casting the ruling parties to opposition and ending 12 years of PDK-led governance in Kosovo, representing thus the first real governmental change since Kosovo’s independence. The winner of the elections, the Vetevendosje (“Self-Determination”) party, has become a part of the government for the very first time, with a very narrow victory over another opposition party, the Democratic League of Kosovo (LDK). So far, the new government seems to be good news for Kosovo, possibly leading to turning things around, especially with regard to the fight against corruption and crime, economic issues and services for citizens. ​ The new political elites inherited from their predecessors plenty of not only internal but also external challenges, most urgently the stalled dialogue with Serbia on normalization of relations between the two countries.​

The National Oil Company Database helps fill a significant gap in knowledge of the global economy. National oil companies (NOCs) produce approximately 55 percent of the world’s oil and gas, pumping out an estimated 85 million barrels of oil equivalent per day. The World Bank has estimated that they control up to 90 percent of global oil and gas reserves, thereby serving as gatekeepers for international oil companies’ access to hydrocarbons. Within their home countries, NOCs influence the degree to which billions of people benefit—or suffer—as a result of their countries’ hydrocarbon wealth. Many of these companies manage multi-billion-dollar portfolios of public assets, execute complex projects across their territories and at sea, employ citizens in the tens or hundreds of thousands, and perform a range of public services from providing energy to building infrastructure.

Many of the most important contracts for publicly owned oil, gas and minerals in Mongolia remain secret, despite government promises to make contracts public. A review of publicly available contracts in Mongolia suggests that contracts are unlikely to contain the kinds of information about a project that are commercially sensitive. Likewise, evidence suggests that there is no reason to think that confidentiality clauses prevent disclosure of contracts. Contracting regimes in Mongolia are complex and therefore in many instances, it will be necessary to publish several contracts and associated documents for each project. There are five steps that the government can take to make contracts public: 1) explain the contracting landscape, 2) define the scope of disclosure, 3) establish a contract disclosure rule, 4) make contracts accessible, and 5) support contract use.

452. Big Sellers: Exploring the Scale and Risk of National Oil Company Sales

In many oil-producing countries, the national oil company (NOC) sells vast quantities of the state’s oil and gas. The sale of a state’s non-renewable natural resource endowment is often a revenue stream that can have a significant impact on a country’s national budget and the state’s ability to fulfil its national development priorities. It is important therefore that citizens are able to assess the performance of their NOCs, who they sell state assets to, under what terms they sell them and what they do with the resulting sales revenue. In this briefing the authors use data from NRGI’s new National Oil Company database to examine the governance and corruption risks posed by NOC’s oil sales activities. Using this newly compiled data including over $1.5 trillion in oil sales from 39 NOCs in 35 countries, they found that: The sale of oil is an economically significant activity for many countries. The oil, gas and product sales of 35 countries’ national oil companies (NOCs) to commodity traders and other buyers generated over $1.5 trillion in 2016, equaling 22 percent of these countries’ total government revenues. Most NOCs only pass on a small percentage of their oil sales revenue to government treasuries. NOCs from the 30 countries for which data are available transferred just 22 percent of their revenue to the country’s national treasury. This results in NOCs managing huge public revenues in environments that lack basic transparency, accountability and good governance practices. Seventy-nine percent of the identifiable oil sales, or $1.2 trillion, occurred in countries with “weak” or “poor” scores in the 2017 Resource Governance Index. While oil sales disclosure has improved in countries which are part of the Extractive Industries Transparency Initiative (EITI), non-EITI countries generated over 90 percent of the identifiable NOC oil sales revenue, or $1.4 trillion. This briefing also presents case studies from the Republic of Congo, Nigeria and Ecuador of ways oil sales data, where available, has been used to scrutinize NOCs’ commercial performance and to hold them accountable for the revenue generated when selling the state’s oil.

The market for liquefied natural gas (LNG) is changing fast, with increasing demand, new sources of supply, and a growing spot market. Over the last decade (2008 to 2018), LNG prices in the three main markets of North America, Western Europe and East Asia have diverged significantly at times, creating arbitrage opportunities for sellers. This briefing presents two case studies of developing countries that have faced challenges in securing public revenue from their natural gas industries. Trinidad and Tobago and Peru offer two examples of developing countries that faced challenges in maximizing government revenue from LNG sales during that time. Although LNG markets are evolving, these examples offer lessons for new and prospective LNG producers, especially in sub-Saharan Africa. A key area (and the focus of this briefing) is the valuation of LNG sales and the corresponding impact on government revenues. Governments should pay close attention to LNG project structure and the long-term LNG sale and purchase agreements between LNG producers and offtakers, especially when they are related companies. Governments should push for these agreements to maximize the price flowing back to the LNG plant and the upstream producer and should favor project structures that facilitate this. In particular, the practice of diverting LNG cargos to more lucrative export markets than the ones initially designated in offtake agreements should be regulated and monitored by governments to balance the financial incentives to LNG sellers with the interests of LNG-exporting countries. This will become increasingly important as the market becomes more liquid and sellers have more options.

Under mandatory disclosure laws in the European Union, Canada and Norway, companies listed or incorporated in these countries must disclose the payments they make to government entities for their extractive activities. Under these laws, seventeen international oil and gas companies have reported over $15 billion in payments to Indonesian government entities since 2014. This report explores some of the ways this timely source of payment data can be used as an accountability tool. Determining precisely what factors lead to radicalization is a pressing challenge. In fact, beyond the violent Islamist threat, the influence of political Islam and varying shades of Salafism are also growing across Muslim communities in Europe. This, too, has harmful social consequences. The scale of the problem facing Europe was exacerbated by the decision made by Germany in 2015 to open its borders to refugees fleeing conflicts in Muslim-majority countries. While security threats undoubtedly entered with the refugee flow (or individuals were radicalized and became threats once in Europe), the refugee issue has also introduced social and cultural questions relevant to overall cohesion and integration in Europe. This essay looks at these issues from the perspective of four European countries: the United Kingdom, Germany, Sweden and France. Islamist terrorists have attacked each country in the last two years, and each has taken differing approaches to preventing extremism and facilitating integration. Dozens of conversations with government officials from across Europe have informed my conclusions.

The fiscal authorities have argued that the horse – in this case, (value-added tax) VAT – is dead. In contrast, this rapid assessment argues that the VAT may have been pronounced dead too quickly, perhaps for expediency’s sake. Examples from many countries abound and show that with the right fiscal discipline to ring-fence VAT refunds and improve compliance, VAT works just fine, offering value-added incentives and avoiding cascading effects. In finding a solution for this supposedly dead horse, important questions that we need to ask are “Is the horse really dead? If it is, what killed the horse?” Without this introspection, the other horse in form of Sales Tax, which in fact died and was buried 25 years ago, might be resurrected. Without learning from previous experiences and experiences elsewhere, we are bound to make the same mistakes in trying to resuscitate a truly dead horse.

We perform the first econometric test to date of the influences of inflows of precious metals and population growth on the “Great Inflation” in Europe following the discovery of the New World. The English evidence strongly supports the near-equivalent importance of both influences. For 1500-1700, silver is the only relevant precious metal in the estimates. The study controls for urbanization, government spending, mortality crises and climatic changes. The series for inflows of the precious metals into Europe from America and European mining are newly constructed based on the secondary sources.

Many political analysts are of the view that the bifurcation of Andhra Pradesh is one of the most controversial bifurcations of a State in recent history. After all, Uttar Pradesh, Bihar and Madhya Pradesh were bifurcated in the year 2000. There were problems in those States also, but none of the acrimony and bitterness that was seen in Andhra Pradesh. What really went wrong in Andhra Pradesh? Could it have been done differently? Are there any lessons that can be learnt? This paper has been prepared by a civil servant who was directly involved in the process of bifurcation as the Chairperson of the Expert Committee for recommending the bifurcation of the State Public Sector Units. In his treatise on southern politics, V.O. Key Jr. wrote that “in state politics the Democratic party is no party at all but a multiplicity of factions struggling for office. In national politics, on the contrary, the party is the Solid South; it is, or at least has been, the instrument for the conduct of the ‘foreign relations’ of the South with the rest of the nation” (Southern Politics in State and Nation [New York: Alfred A. Knopf, 1949], 315). In an early (and laudatory) review of that book, Richard Hofstadter suggested that Key missed an opportunity to fully consider whether the South had affected national politics in more ways than through the reliable delivery of Democrats to Washington, but he noted that this might require another book (p. 7). David Bateman, Ira Katznelson, and John S. Lapinski have written that book. Southern Nation examines how the South influenced public policy, Congress, and the development of the American state from the close of Reconstruction to the beginning of the New Deal. The authors focus on the region’s role in national politics at a critical juncture when industrialization and a rapidly changing economy required new policy solutions. They show that the white South used this opportunity to rebuild its place in the federal government, secure home rule, and shape the national agenda.

Emission control and reduction initiatives required to achieve low carbon society necessitate collaboration and capacity building vertically and horizontally between the public and non-public authorities at the international, national and local level. In particular, measures taken at local level are important on the issue of climate change. To this end, this paper examines local climate protection initiatives of the metropolitan municipalities in the framework of modes of governance including self-governance, provision, enabling and regulation in Turkey. In metropolitan cities, content analysis was conducted to the Municipalities' Annual Action Reports and Strategic Plans including different urban policy sectors in order to determine the achievement level of local climate protection actions. The study concludes that the local climate change mitigation activities are frequently implemented by provision modes in the sector of urban infrastructure and transportation in the Turkish metropolitan municipalities.

For national governments around the world, effective budgeting depends on accurate revenue forecasts. Revenue forecasts are estimates of what governments will collect from various sources, such as income taxes, value-added taxes, corporate taxes, and excises, which together determine the funds available to allocate to various public programs. If revenues are significantly overestimated in the budgetary process, the results can be unexpected borrowing, high debt-service costs, and cutbacks in these important governmental services. Under Kenya’s newly decentralized government structure, accurate revenue forecasting has become more important than ever. Kenya’s new constitution, approved in 2010, decentralized the country’s government structure and created 47 county governments, each responsible for a broad range of programs and services. Counties’ execution of these programs depends heavily on funds from the national government.

On August 8, 2017, Kenya held its first elections since creating 47 new county governments in 2013 under a constitution promulgated in 2010. The elections were intensely contested both at the national and local level. Disputes over presidential results, amid allegations of fraud, saw Kenya’s new apex court, the Supreme Court, annul the August 8 presidential election. The court ordered a fresh presidential poll, which was held on October 26, 2017. Meanwhile, more than 20 local governorship results were legally contested, with multiple cases being taken all the way to the Supreme Court. These elections and the violence that followed the disputed presidential election created long periods of uncertainty across Kenya’s national and local government. In Wajir county, the election result for governor was contested for almost 20 months, until the Supreme Court ruled last February that the election was valid. Political transition generally creates uncertainty for bureaucrats, but prolonged transition periods exacerbate uncertainty and paralyze government functions. An annual survey and a technical report by partners implementing a project funded by the US Agency for International Development and the UK Department for International Development, Agile Harmonized Assistance for Devolved Institutions (AHADI), assesses how 22 Kenyan counties are improving their capacity to efficiently provide services to citizens. The U.S. cancellation of peace talks with the Taliban means that the presidential election in Afghanistan planned for 28 September will take place in an environment of an escalating civil war. The most important challenge for the authorities is to ensure the security and credibility of the electoral process. Although the elections carry the risk of deepening the internal political crisis, they can also strengthen the position of the new president in possible government negotiations with the Taliban, which would give the country a chance to launch an intra-Afghan peace process. Western partners can support this approach by confirming their support for the new authorities and intensifying military pressure on the Taliban.

Controlling for monetary policy, government transfers are potentially inflationary. This, however, may not be true when the economy is demandconstrained. Using a panel data of 17 Indian states over 30 years, we show that government transfers via welfare programs do not lead to inflation. For identification, we use a narrative shock series of transfer spending that is based on the introduction of new welfare programs. We then look at a specific program, NREGA, which has been shown to increase rural wages, and show that its implementation did not increase inflation.

The politico-governance landscape in 20th century Lhasa oversaw a system of hierarchical government–one in which, the hierarchy was composed of both, clerical and lay departments, each consisting of an equal number of men. The 165 priests belonging to the higher ranks attending to the affairs of the State bore the title “Tse Dung.” The lay officials with corresponding rank and number held the title “Dung Khor.” The most visible distinguishing mark between the priests and laymen was that while the former shaved their hair and wore priestly robes, the latter did not.1 The priestly functionaries of higher ranks were subjected to control by four Grand Secretaries, bearing the title “Tung yk chen mo”, though the real powers were vested in the seniormost priest. Similarly, four “Shabpe” (Premiers) were appointed over the higher lay officials.2 Only one among the four “Shabpe” held precedence in wielding real power, while the other three were his councilors and advisers.

471. An Analysis of the PBOC’s New Mobile Payment Regulation

In 2016 alone, China saw $9 trillion in mobile payments—in contrast to a comparably small $112 billion of mobile payments in the United States (Abkowitz 2018). The use of mobile payment systems such as Alipay and WeChat Pay are widespread in China, with users ranging from beggars to lenders to criminals. Previously, the mobile payments landscape was largely untouched and unregulated by the Chinese government because of its relative insignificance in the Chinese economy. However, with the explosive growth in mobile payment transactions, the People’s Bank of China (PBOC) implemented a new mobile payment regulation on June 30, 2018. Most notably, the government will require all mobile payments to be cleared through the PBOC, and hence, all mobile payment transactions will begin to touch the hands of the Chinese Communist Party (CCP) (Hersey 2017). The PBOC’s stated reasoning for implementing this regulation is to curb money laundering and fraud. While those are valid concerns, it is unlikely that there are not additional motivations for the new regulation. In this article, I analyze the effects this new regulation has had and will likely have on the various mobile payment system stakeholders, competitors, and users, and also uncover what underlying motives the PBOC has in implementing the regulation.

This policy brief outlines recommendations for the immediate priorities of the Government of Yemen, both to achieve quick wins and to prepare the ground for medium and long-term success. These recommendations are the outcomes of in-depth discussions held during the fourth Development Champions Forum convened on December 8-11, 2018, in Amman, Jordan. They are designed to offer Prime Minister Maeen Abdulmalik Saeed and his cabinet a set of practical measures to help the government build on the momentum and increased visibility it achieved in the final quarter of 2018. The immediate priorities recommended by the Development Champions include steps to support the stabilization of the local currency. an area in which tangible progress has already been made. The Champions also urge the government to regularize the payment of public sector salaries and pensions. Another immediate priority for the government should be to take steps to stabilize and transform Aden, the Champions suggest, based on the shared consensus that the southern coastal city could become a model for the rest of Yemen. The Champions emphasized that developing Aden would depend on improving the level of security across the governorate. While recognizing that the government faces immediate challenges that demand attention in Aden and across the country, the Development Champions urge the government to plan and implement procedures to prepare for the country’s medium and long-term future. These strategies should address the root causes of Yemen’s socio-economic instability, and not just its symptoms. Among the most important actions to prepare for long-term priorities is the expansion of the roles and responsibilities of local government authorities, the Champions concluded. During the conflict, decision-making authority has filtered down to the local level and become far more decentralized. The government should build on this new reality to reconfigure the state and its relationship with local government authorities.

The decision taken by Iran’s Supreme Leader Ali Khamenei, on December 30, 2018, to appoint the head of the judiciary, Sadeq Amoli Larijani, a head of the Expediency Council, to replace Mahmoud Hashemi Shahroudi, who died about a week earlier, was not a surprise to the political forces and movements in Iran for several reasons. The most important of them are the regime’s commitments to rotate key positions over the past four decades, coupled with the changes in political power balances ensuing from the internal political crises, which are exacerbated by US sanctions and pressures. These are set to re-entrench the influence of the fundamentalist conservatives close to the Supreme Leader’s establishment, which suggests that the coming period may see further steps aimed at broadening the influence of this movement on the political decision-making process.

Dr. Salim Brake, in the current issue of Bayan, analyzes the considerations and voting patterns of the Druze in the Knesset elections. The Druze generally vote on utilitarian considerations, such as voting for parties expected to be included in the coalition and to influence government policy. Few of them vote for ideological motives. Social networks voiced fierce criticism following two legislative acts that have hurt Druze over the past year: Kaminitz Law and Nation State Law. Despite this, the Druze artificially separated their stance on these laws and voted for parties that supported those laws. The Blue-White party spoke against the Nation State Law in its current form, and as a result, drew significant support from the Druze community. However, Blue-White is only committed to amending the law and including a clause referencing equality within it, and not eliminating it as Druze hoped. The increase in support for the "Israel Beitenu" party is due to the fact that the Druze representatives in the Likud are not seen as representing the real interests of the Druze community. In addition, the Druze candidate in the "Israel Beitenu" party expressed opposition to the Nation State Law.

The objective of the project, in the framework of which this policy paper was developed, is to promote the wider involvement of civil society in the policy area that can and should benefit from a multi-stakeholder approach through all stages of the policy cycle in the upcoming period in order to maximize the impact of joint actions and activities. The paper has an ambition to advise on how civil society should and could be involved in formulating, implementing and monitoring the future deliverables in the area of hybrid threats in the post-2020 Road Map for the EaP policy, including developing specific deliverables with concrete benchmarks for individual countries in a regional perspective. The paper feeds directly into the debate on the new EaP Road Map and structured consultation opened by the EU institutions, and builds directly on the recommendations from the EaP CSF policy paper "Advancing Eastern Partnership: 23 Civil Society Ideas for the Policy beyond 2020". It will be distributed to its target audience in Brussels, EU member states and EaP countries. Further advocacy and discussion with stakeholders in Brussels is planned during the 11th EaP CSF Annual Assembly on December 6, 2019. The paper is a result of the joint research conducted by a team of experts representing CSOs from all six EaP partner states. The team conducted desk research and held consultations with stakeholders and experts in their respective countries. Each of them contributed to country reports and proposed recommendations for the development of cooperation on prevention and countering hybrid threats throughout the EaP area. The findings of the study covered the comparative analysis of hybrid threats in EaP countries, the response of the governments, cooperation between EU and EaP countries on countering hybrid threats, civil society engagement and, finally, the suggestions on the development of cooperation between EU and EaP partner states. The research resulted in concrete recommendations for the governments of the respective countries, EU institutions and member states and for civil society, which is advised to intensify its engagement in countering hybrid threats and in developing a common response.

MENA publics are dissatisfied with overall government performance in their countries. In 2018-19, a quarter (21 percent) say they are completely satisfied or satisfied with their governments’ general performance. In fact, there is not a one single country where satisfaction with government performance exceeds 50 percent since Arab Barometer started surveying in 2006-07. Moreover, ratings have deteriorated over the last decade in a number of countries. For example, a steady downward trend can be observed in Jordan (-18 points) as well as Sudan (-17 points) and Tunisia (-24 points) since 2010-11.

This article analyzes the defense budgets of the Republic of Korea for 2018, 2019, and 2020 in order to determine if the requirements and objectives articulated in government policy rhetoric are receiving increased fiscal resources. Funding for programs associated with policy objectives indicates the political importance of those objectives. Determination of funding levels for budget programs is based on analysis of documents published by the ROK National Assembly, while identification of defense requirements and objectives is based on a review of statements made by the South Korean government. This research concludes that increases to the defense budget are not driven by changes in the security environment or security policy, but rather are a function of government expansionary fiscal policy. However, increased funding for aircraft programs in conjunction with decreased funding for maneuver and firepower programs does reflect the government’s objective to build a more balanced military force.

The analysis of the results of the elections to regional parliaments of 2018 allows to take a closer look at the current political preferences of the electorate one year before the parliamentary elections. The distribution of support for political parties in individual provinces shows that Law and Justice (PiS) enjoys constant, high and stable support, which will most likely allow this party to extend mandate to rule the country for the next 4 years. The largest opposition party, the Civic Platform (PO), sees the chances of victory in uniting further opposition groups around itself. The common start with Nowoczesna under the name of the Citizens’ Coalition (KO) did not meet the expectations. However, the distribution of support in the local government elections showed that the actions consolidating the opposition are currently the only chance to fight a leveled electoral fight with Law and Justice (PiS).

Botswana is faced with many challenges of project implementation. Since independence detailed projects and programmes were initiated, with limited and often less developed state capacity to implement them. This study focuses on challenges of project implementation in Botswana’s tier of local government. A qualitative case research method approach was employed to undertake the study. Telephonic interviews were conducted with politicians and employees from Francistown City Council (FCC) and Kweneng District Council (KDC) and data was analysed using thematic analysis. The paper outlines project implementation challenges in Local Authorities (LA). For instance, lack of capacity, lack of commitment by the District Development Committee (DDC), poor stakeholder engagement and lack of financial autonomy by councils. Some of the identified implementation challenges are not peculiar to the two LAs but cuts across local authorities in Botswana. However, low human capacity in local authorities was cited as a major problem in project implementation.

Despite Mexico’s constitutional provisions for transparency, accountability, and citizen oversight of government practice, in Guerrero—a southern state of Mexico which has historically fluctuated between periods of peace and violence—the entrenched elite continues to dominate. Nonetheless, grassroots citizens’ groups have been working against the current. With the accompaniment of the Universidad Campesina del Sur (The Peasants’ University of the South, or Unicam-Sur), a local organization that promotes alternative rural education and participatory research), they have been promoting and positioning these new concepts and practices of government. Citizen action for accountability continues, in spite of persistent practices of bad governance that include indifference towards citizen proposals and the use of the “fear factor” as a means of social intimidation. Modest citizen accomplishments—on issues of transparency in public works and the opening up of local municipal council meetings to citizen participation, for example—have opened cracks in the centralized and opaque structure of the entrenched elite. Over the last 15 years, these experiences of persistent voluntarism and self-taught citizen literacy, have led to the emergence of a pathway for citizen intervention in public affairs. We can describe the steps of this approach to citizen involvement as follows: 1. Recognizing a problem and building empowerment to tackle it. Citizen groups become involved in problems that affect them and that are related to government action, and commit to changing their situations. The exchange of views about what is and what should be—drives citizens to investigate the causes and consider possible solutions. 2. Exercising the right to know. Drawing on the public transparency laws and following the operating rules of government programs, citizens request and analyze official information, and then compare it to reality. In the process, they learn about the causes of the problems—and possible solutions. 3. Monitoring and social oversight over public affairs. In light of the information obtained, the group then organizes to monitor the government action. With their evidence and arguments in hand, citizens approach government officials to correct their actions and address the problem. This type of citizen action sometimes leads to clear information about the project, course corrections, or project completion. 4. Public policy advocacy. After evaluating the progress made, citizens conclude that to prevent the problem from recurring, flawed public policies or programs need to be changed, along with their decision-making and implementation processes. In order to engage the authorities in a dialogue among equals, communities must advance to a higher level of organization, knowledge, citizen education and training. These citizen intervention processes have resulted in modest outcomes and the construction of a basic level of citizenship. Nonetheless, they have not carried over into permanent forms of citizen involvement because of the prevalence of adverse governmental conditions and the lack of essential resources for keeping these initiatives alive. These experiences are highly localized and focused on specific situations. However, they can inform similar citizen-led processes elsewhere and inspire citizens to build sustainable initiatives that promote transparency and accountability in local governments. The historic victory of the anti-establishment coalition (led by President Andrés Manuel López Obrador) in Mexico’s 2018 election, signals the start of a more favorable context for these citizen initiatives.

The government’s plans to repair a central avenue in the Mexico City neighborhood of Caltongo brought together a group of women of diverse ages and backgrounds who were concerned about the government’s corruption and its lack of public consultation and transparency. They began to organize themselves, forming the group Caltongo Organized, and with the help of the civil society organization ControlaTuGobierno, they accessed government budget and contract information and learned about laws and regulations. They educated their fellow community members, advocated for the community’s concerns to be taken into account, and monitored the execution of the road project, which allowed them to successfully engage with government authorities to carry out its responsibilities. In this struggle, they learned that the authorities exist to serve the community; they also learned that information is power. With their struggle, the women of Caltongo sowed the seed of a community organization that seeks to make decisions about their territory and their own lives. Since 1996, activists in Xolobeni, a coastal region in South Africa, have been fighting a foreign mining conglomerate that learned that their ancestral lands happen to be rich in titanium. The anti-mining activists of Xolobeni, who have lost many comrades to hit squads, continue to struggle against this foreign company and its partners in the South African government. Given that their land is located in a global biodiversity hotspot, their struggle is the struggle of us all: it is the fight for water, soil, food, and air.

The final report of the National Defense Strategy Commission is a compilation of the assessments of the National Defense Strategy and recommendations based on its analysis related not just to defense strategy, but also to the larger geopolitical environment in which that strategy must be executed. They consulted with civilian and military leaders in the Department of Defense, representatives of other U.S. government departments and agencies, allied diplomats and military officials, and independent experts. This publication is the consensus report of the Commission. The Commission argues that America confronts a grave crisis of national security and national defense, as U.S. military advantages erode and the strategic landscape becomes steadily more threatening. If the United States does not show greater urgency and seriousness in responding to this crisis and does not take decisive steps to rebuild its military advantages now, the damage to American security and influence could be devastating.

490. Do electoral systems affect how citizens hold their government accountable? Evidence from Africa

This paper asks whether a country’s choice of electoral system affects the methods citizens use to try to hold their government accountable. A large body of literature suggests that electoral system type has an impact on voting behaviour, but little work has been done on its effects on other strategies for democratic accountability, such as contacting an elected representative and protesting. Using data from 36 African countries, we find that the type of electoral system has a significant relationship with these forms of participation. Citizens in proportional representation (PR) systems are significantly more likely to protest than those in majoritarian ones, while those in majoritarian systems are more likely to contact their elected representatives. We argue that this is because the connection between citizens and representatives in majoritarian systems is clearer, closer, and more responsive, making contact an effective strategy and providing an efficient "safety valve" when citizens want to hold their government to account. The lack of a similar connection in most PR systems, in contrast, leads citizens to turn to protest with greater regularity.

The United States has appropriated and is obligated to spend an estimated $5.9 trillion (in current dollars) on the war on terror through Fiscal Year 2019, including direct war and war-related spending and obligations for future spending on post9/11 war veterans. This number differs substantially from the Pentagon’s estimates of the costs of the post-9/11 wars because it includes not only war appropriations made to the Department of Defense – spending in the war zones of Iraq, Syria, Afghanistan, Pakistan, and in other places the government designates as sites of “overseas contingency operations,” – but also includes spending across the federal government that is a consequence of these wars. Specifically, this is war-related spending by the Department of State, past and obligated spending for war veterans’ care, interest on the debt incurred to pay for the wars, and the prevention of and response to terrorism by the Department of Homeland Security. If the US continues on its current path, war spending will continue to grow.

Public access to information about government spending is presumed – and required – by the US Constitution, which directs that “a regular Statement and Account of the Receipts and Expenditures of all public Money shall be published from time to time” (Article 1, Section 9, Clause 7). It is remarkable that, among all of the many categories of government information, budget information is singled out for publication in this way. The ability of the public to “follow the money” expended by its government is understood to be an essential prerequisite to self-rule. Budget data that are secret, unreliable, or otherwise unavailable are incompatible with constitutional democracy. In practice, however, public access to budget information is imperfect and incomplete. In the crucial area of national defense, the scale of spending alone makes it hard to grasp. Public understanding of the costs of war is further limited by secrecy, faulty accounting, and the deferral of current costs.

All U.S. administrations aim to conceive foreign policies that protect and enhance Americans’ safety, prosperity, and way of life. However, views now diverge considerably within and across political party lines about whether the U.S. role abroad is adequately advancing the economic well-being of the middle class at home. Today, even as the U.S. economy is growing and unemployment rates are falling, many households still struggle to sustain a middle-class standard of living. Meanwhile, America’s top earners accrue an increasing share of the nation’s income and wealth, and China and other economic competitors overseas reap increasing benefits from a global economy that U.S. security and leadership help underwrite. Policymakers need to explore ways to make U.S. foreign policy work better for America’s middle class, even if their economic fortunes depend largely on domestic factors and policies. However, before policymakers propose big foreign policy changes, they should first test their assumptions about who the middle class is, what economic problems they face, and how different aspects of U.S. foreign policy can cause or solve them. They need to examine how much issues like trade matter to these households’ economic fortunes relative to other foreign and domestic policies. They should acknowledge the trade-offs arising from policy changes that benefit some communities at the expense of others. And they should reach beyond the foreign policy establishment to hear from those in the nation’s heartland who have critical perspectives to offer, especially state and local officials, economic developers, small business owners, local labor representatives, community leaders, and working families. With these objectives in mind, the Carnegie Endowment for International Peace launched a series of state-level case studies to determine whether significant changes to U.S. foreign policy are needed to better advance the economic well-being of America’s middle class. Ohio was chosen for the inaugural study because of its economic and political diversity and its well-known status as a bellwether state. Carnegie partnered with researchers at OSU to conduct the study and convened a bipartisan task force comprised of former senior policymakers to provide strategic guidance and shape the findings. Interviews were conducted in Cleveland, Columbus, Coshocton, Dayton, Lima, and Marion to solicit views in diverse conditions across the state.

In this paper I wish to present the complexity of Jewish-Polish relations from the 19th century until the interwar period, with emphasis on sociolinguistic issues. I will illus- trate the circumstances of the contact between the Polish and Hebrew languages. Poles and Jews, who lived side by side, developed successful relationships, but mainly in the criminal underworld. That was reflected in a sociolect – a dialect of criminals that constituted a mix- ture of Polish, Yiddish, Russian, and several other languages, including quite a few Hebrew words, which with time adopted new meanings. Moreover, I will provide some examples of Hebrew words used in Polish criminal jargon, as well as those which have been coined in every-day Polish. Then I will refer to some Hebrew words that are not connected with a world of crime and are still in use in spoken Polish.

One of the essential postulates of political orientation and determination for the building of stable societies and a functioning political system in its content recognizes and imposes the need to examine the relation of relevant political actors to constitutionalism and human rights as concepts and preoccupations for any modern society. Also, constitutionalism and human rights and freedoms as its inseparable category manifest the political values and the corpus of essential and common political goals and commitments of a particular political community. Political Islam as an ideological political subject has its own sources and a valuable orientation framework through which prisms and perceptions can be interpreted or extracted by individual axiological determinants to certain issues. This paper analyzes exactly the relations of political Islam with constitutionalism and human rights, and similarly to the so-called framework it draws attention to the concepts of power, the mechanisms of control and compliance with the Sharia regulations. At the same time, the importance of human rights and freedoms in the Islamic narrative, their nature and scope, as well as the differences with the western established documents in this area are emphasized and analyzed.

498. “Now Is a Time to Lead:” Advancing Transitional Justice Initiatives through Local Governments in Nepal

Recently, Nepal implemented some significant long-awaited changes to its structure of government that present new opportunities for addressing the justice needs of conflict victims. On September 20, 2015, a new Constitution came into effect, replacing the interim Constitution promulgated in 2007, soon after the conflict ended. That constitution introduced a new federal structure of government that, among other things, vests local governments with 22 powers and areas of responsibility over which they have broad authority. Many of these powers can be exercised to establish policies and programs at the local level for fulfilling victims’ rights to truth, justice, reparation, and acknowledgment for the human rights abuses victims suffered during the war. Although local initiatives are not a complete substitute for a coherent national policy, these powers offer great potential for implementing measures to address promptly and directly a full spectrum of victims’ reparative needs, from the symbolic to the material. They encompass food, housing, employment and job creation, medical care, education, legal services, help obtaining official documentation, memorialization initiatives and other forms of public recognition, awareness-raising activities, and measures aimed at preventing the recurrence of human rights abuses. Many of these measures would fulfill fundamental rights guaranteed under the Constitution to all Nepal’s citizens, and additional rights secured there for vulnerable populations (such as the elderly, disabled, single women, those marginalized or indigent, and children). If designed to be reparative in nature, they could also fulfill victims’ rights to an effective remedy, including the right to “adequate, effective and prompt reparation,” as articulated by the UN General Assembly in its Basic Principles and Guidelines on the Right to Remedy and Reparation for Victims of Gross Violations of Human Rights Law and Serious Violations of International Humanitarian Law (UN Basic Guidelines). This report aims to help local governments, victims’ groups, and other stakeholders to understand the scope and potential inherent in these powers and to identify what local governments and others can do to design and implement initiatives that support victims of conflict and that fulfill this potential. To this end, this report looks closely at the provisions of the 2015 Constitution and the Local Government Operationalization Act 2074 BS (2017 AD). It also considers the essential role local governments can play in crafting and coordinating responses alongside national-level institutions that are advancing transitional justice processes, such as the Truth and Reconciliation Commission (TRC), the Commission on Investigation of Enforced Disappearance of Persons (CIEDP), and the National Human Rights Commission (NHRC). Additional consideration is given to the provisions of the Enforced Disappearances Enquiry, Truth and Reconciliation Commission Act (the TRC Act), 2071 (2014), and the requirements established therein for local government cooperation and engagement with ongoing transitional justice mechanisms. With offices within or near victim communities, local governments in Nepal are well situated to tailor initiatives to address victims’ particular needs. Coming as they do from out of the communities they serve, most local officials, including many who are victims themselves, are familiar with realities on the ground and nuances in the economy and in community practices that may affect whether a policy will benefit or might unintentionally harm victims, or could even exacerbate tensions within families or between neighbors. Many local officials speak and read the local languages and dialects victims speak and read. Also, many are privy to crucial differences among survivors’ experiences of war, as well as their current life situations. With access to information about existing services and knowledge of what is required to get things done locally, local governments offer real potential advantages for understanding and effectively responding to victims’ needs and for building the kinds of relationships needed to help bridge divides not only between and among victim populations, but also between victims and nonvictim communities in Nepal. With five-year terms in office (and eligibility for an additional term), local officials at each of the different levels of local government (e.g., municipal, village, and ward) should be able to plan and undertake not only short-term or targeted projects that respond to victims’ urgent needs but also long-term, subsistence-based projects that can provide victims with the benefits they need to create a more stable life for years to come. Many of these initiatives can begin while national policymakers in Kathmandu continue working on a comprehensive approach to transitional justice. National and local dimensions of transitional justice are not mutually exclusive; there is no reason local efforts cannot be designed in a way that meet victims’ needs for redress, in particular for the most vulnerable populations, while still meeting other government obligations, including those at the central and provincial levels. In fact, local governments working effectively now might relieve some of the pressures on the central government, by meeting victims most acute needs and collecting data and testing policies that could be implemented later at the national level. To do so, all levels of government across the federal structure will need to coordinate, communicate, and abide by the essential elements of good governance, including preventing corruption. Victim initiatives must be designed in such a way as to “do no harm” and to ensure that victims are treated fairly and with respect and dignity. As Nepal has learned from its experience implementing the Interim Relief Program (IRP)—which was hampered by significant shortfalls in design and implementation (including insufficient funding, a lack of coordination among key stakeholders, the exclusion of some categories of victims and the unequal treatment of others, and the politicization of application processes and eligibility determinations)—it is essential to consult with victims, to be sensitive to their needs and vulnerabilities, to acknowledge the violations they experienced, and to monitor and evaluate implementation to prevent discrimination. In all decisions and procedures, the safety, well-being, and dignity of victims must be considered and given priority. The victims will be paying attention. As one victim forcefully made the point, “We raise our voices. We do not give up. And we will not sit by in silence…I say to the government—listen to our voices, consider our demands. The challenges local governments will inevitably face are innumerable. At each stage of the process, local governments will confront significant hurdles as they exercise their powers to design, plan, and eventually implement programs benefiting their constituents, including Nepal’s many conflict victims. This report highlights some of these major challenges based on feedback obtained during consultations conducted in preparation of this report in some of the districts where conflict victims live. Immediate steps should be taken to monitor, address, and mitigate the following challenges

The report provides detailed data on the distribution of LGBTI funding by geography, issue, strategy, and population focus, offering a tool for identifying trends, gaps, and opportunities in the rapidly changing landscape of LGBTI funding. In October 2018, Global Philanthropy Project and ILGA-Europe launched a new report comparing the key findings from ILGA Europe’s 2018 Funding for LGBTI Activism in Europe and Central Asia: Priorities and Access to Resources report with a deeper-dive analysis of European and Central Asian grantmaking data from the 2015-2016 Global Resources Report:
 Philanthropic and Government Support for Lesbian, Gay, Bisexual, Transgender, and Intersex Communities. This new report provides a compelling challenge to assumptions about the funding landscape in Europe and Central Asia, with new data and recommendations for resourcing LGBTI movements at the forefront of progress and the frontlines of resistance. The report is a first-of-its-kind gap analysis made from two sets of complementary data providing clear pathways and opportunities for new grantmakers and additional resources to support this large and complex region. This research was presented and analyzed during the October 2018 ILGA-Europe Donor Pre-Conference in Brussels, Belgium. The research will also be presented in a wider webinar for grantmakers in February 2019, with joint advocacy between activists and funders to increase resources to the region taking place over 2019.
