2. Ukraine, Gaza, and the International Order

Abstract:: The ongoing crises in Ukraine and Gaza show the urgent need for a new internationalism that comes to grips with the increasing independence of middle and smaller powers around the world. Such a vision must reject the effort to re-impose a failed framework of unilateral U.S. primacy, or an effort to shoehorn multiplying regionally specific conflicts into an obsolete model of “great power competition” that recalls the Cold War between the United States and the Soviet Union. In both Ukraine and the Middle East, the United States has been unable to impose its will either militarily or diplomatically. Smaller nations have successfully defied American–backed military force. Even more concerning, a significant share of the global community has failed to follow the U.S. diplomatic lead and support the U.S. interpretation of international norms. But opposition to the United States has not been supported by a superpower peer competitor to the United States, along the lines of a Cold War model. The current emerging world order is instead characterized by “regionalization,” a situation where middle and even small powers around the world feel free to circumvent or even defy U.S. interpretations of global norms based on more local interests and regional security concerns. The stage was set for the current situation by the U.S. attempt to assert unilateral power during the War on Terror in ways that appeared to give the United States alone a de facto exemption from global norms and institutions. These actions reduced the legitimacy of the post–World War Two international order that the United States had helped to create, and led many in the international community to seek alternatives to a system that seemed to grant the United States almost arbitrary power to define the rules. The U.S. foreign policy establishment must come to grips with the newly deglobalized and regionalized world order. A failure to do so poses a grave threat to U.S. power and influence, as relationships with key emerging powers such as India, or even traditional U.S. allies in Europe and Asia are not immune from the kind of de–globalizing and regionalizing forces seen in Ukraine and the Middle East.

Most notably, Wolff’s book showed how the conceptual division of the European continent into two distinct civilizations, East and West, although reinforced by the Realpolitik of the Cold War, actually originated in the discourse of philosophes and travelers in the 18th century. Inventing Eastern Europe was revelatory in the mid-1990s, and it has been required reading for serious students of Eastern European history and culture ever since. They can be adapted to suit the need for a rapid build-up of both defence capabilities as well as resilience. Belgium’s obligations in NATO: Cold War lessons in brigades’ formations As the new Belgian government undergoes the trials and tribulation of horse-trading to form a new cabinet, following the recent general election, it behoves all politicians to make the defence of the realm a priority, using the wealth of information contained in the experiences of the Cold War. Do the negotiating politicians need more of a prompt than the NATO summit currently held in Washington (2024), celebrating the 75th anniversary of the most successful defence alliance in history, that coincided with the start of the negotiation.

Abstract:: Until the early 1990s, transnational institutions of which the United States (US) and the Soviet Union (SU) were the respective epicenters were formed. Sovereign nation states transferred increasing amounts of decision-making power to these institutions. Post-Second World War internationalization, globalization, and interdependence thus created the bipolar world order of the Cold War era. An important effect of the demise of the SU and the disappearance of the Soviet-led institutions has been that the currently existing institutes of global governance are part and parcel of the liberal democratic world order. The growing economic and geopolitical clout of the People’s Republic of China (PRC) has given this country the possibility to reposition itself vis-à-vis this liberal world order. This repositioning has, in its turn, also impacted the foreign policies of the European Union (EU) and its member states. All this makes it worthwhile to reassess the observation of Henry Kissinger who, looking back at the 1950s, stated that “from the outset, Mao [Zedong] had no intention to accept an international system in the design of which China had no voice” worthwhile.

Abstract:: It is an exciting time for Cold War historiography. Long gone are debates that were once central to the field, such as those about the origins of the Cold War and the responsibilities for its emergence. Perhaps the most important aspect of the Cold War for our present, some historians now argue, was not its outbreak but its end. Why did the Eastern bloc collapse in the late 1980s? How was it possible for this collapse to occur without triggering major international and domestic turmoil (Romania’s case notwithstanding)? And why did neoliberalism prevail over other economic paradigms in the new post-socialist democracies? Answering all these questions has become an urgent task in light of today's war in Ukraine, the continuing rise of populism, the growing delegitimization of liberal democracies, and the exhaustion of neoliberalism and globalization as reliable agents of growth in post-industrial societies. These are precisely the three big questions that Fritz Bartel sets out to answer in The Triumph of Broken Promises: The end of the Cold War and the Rise of Neoliberalism (Cambridge, Ma.: Harvard University Press, 2022). Bartel’s book offers a picture of the end of the Cold War that has at its core a particular interpretation of the nature of the East-West conflict. Eastern communism and Western capitalism shared the same base: the Cold War was a politico-economic contest between two industrial ideologies over how best to ensure the continued social and economic well-being of their own populations. As such, both systems were largely successful during the golden years of post-war economic growth. However, if Western capitalism ultimately won the Cold War, Bartel argues, it was because Western liberal democracies proved to be much more flexible and capable of breaking their socio-economic promises in an increasingly globalized world than the Eastern Bloc after the 1973 oil shock. It was not geopolitics that ultimately decided the end of the Cold War, but rather the different strategies that East and West chose in a world increasingly shaped by oil, international finance, the exhaustion of extensive economic growth, and globalization. I had the pleasure of interviewing Bartel on December 5, 2023. What follows is a summary of our discussion about the origins of The Triumph of Broken Promises, its place in today's literature on U.S. foreign policy and Cold War history, and the lessons this book might have for our turbulent times.

7. The Soviet Sputniks and American Fears about the Militarization of Outer Space

Abstract:: The publication of the U.S. Department of Defense’s 2020 Defense Space Strategy and its recognition of outer space as a “distinct warfighting domain,” along with recent media discussion regarding the militarization of outer space by powers such as Russia and China, seems to portend a new era of outer space relations. The so-called “final frontier” that has for years been treated as a realm of scientific and civilian exploration with a spirit of cooperation appears poised to transform into a domain of military competition. The early fears centered around three key themes: the possible terrestrial impact of rocket technology capable of launching a satellite, the unknown applications of satellite technology, and the assumption that the launch of the Sputniks had opened up a new frontier, one that the United States had failed to reach at the time of the Soviet achievements. An examination of these themes and how Americans discussed the Sputniks reveals that while the domain of space looks incredibly different in the twenty-first century, discussion surrounding the militarization of outer space has a longer history that could offer insights for contemporary discussion.

Abstract:: This paper discusses Poland’s involvement in “Operation Bridge,” which aimed to transport Jewish citizens from the Soviet Union to Israel between 1989 and 1992. The study is based on recently declassified documents from the former intelligence and counterintelligence services, the Foreign Ministry, and the Prime Minister’s Office, supplemented by accounts of policymakers, secret service officers, and militia involved in protecting Soviet Jews during transit operations. The author argues that this operation was not just a humanitarian effort but also had significant geopolitical implications. The newly elected non-communist government under Tadeusz Mazowiecki saw this as a critical move to establish stronger ties with the United States and Israel. The author also highlights how the cooperation between Poland and the United States in intelligence sharing, counterterrorism, and security operations paved the way for Poland’s strategic partnership with the United States and its eventual entry into NATO. The paper contributes significantly to our understanding of the role played by Poland in the post-Cold War era and sheds new light on the development of US–Polish relations.

Abstract:: This article examines the variations in the selected pro-leftist and pro-Islamist magazines’ discursive practices related to the Cold War era/politics in Pakistan. It adopts Critical Discourse Analysis as theoretical and methodololigical framework to delve into the discursive practices of the chosen periodicals. The discourses of the leftists and counterdiscourses of the Islamists highlight the ideological polarization as reflected in the in-group support and the out-group condemnation of certain viewpoints. These contrasting viewpoints coalesce around several issues and topics which were selected and used by chosen magazines to take part in the ideological conflict and challenge the rival ideologies in society. Some of the topics the selected magazines harp on are literature, culture, nationalism, Islam, socialism/communism, and democracy/capitalism. Using foregrounding and backgrounding in the topic selection of political magazines the researcher shows how nominated political magazines foregrounded and backgrounded reporting from the in-group and the out-group point of view and how they highlighted or hid reporting from the ingroup and the out-group. The study shows how these magazines used similar topics to advance their discussions in discourse and presented their ideas their standpoints during Cold War. They also utilized these topics to support and oppose certain ideas as the content of these periodicals is permeated with the ideologies which are glorified and used to renounce the alternative ideologies prevalent in discourse.

Abstract:: The USA is increasingly engaged in the Asia Pacific region to secure its interest in maintaining its status quo over the globe. As China becomes an economic giant within two decades and poses a threat to the hegemony of the USA, the USA is engaging with its partners and allies in the region. For this purpose, the USA initiated multiple alliances like AUKUS & QUAD shifted its perspective towards Asia, and Introduced an Asia-Pacific policy for containing China. In contrast to the USA, China is sucking the countries in its economic system to build infrastructure, ports, roads, and railways and by providing loans to developing countries by introducing projects like BRI, OBOR & BRICS. China is using the strategy of Sun Tzu by maneuvering opponents into such a place from which escape is impossible. Both countries are in Thucydides' trap from which escape is impossible. The USA & and China confronted each other through a Trade War. Now achieving geoeconomics interest is important in the contemporary century. The perspective of war on the battlefield shifted toward confronting geo-economic interests due to nuclear doctrine. According to realists, conflict is inevitable in human interactions.

12. Tackling Russian Gray Zone Approaches in the Post-Cold War Era

Abstract:: To undermine U.S. military strength, state actors are increasingly operating in the ambiguous environment between peace and war known as the “gray zone.” These actions test U.S. response by exploiting the West’s rigid notion of conflict. Soviet actions toward the United States and other nations during the Cold War shared many similarities with contemporary Russian strategy. There is no current uniform definition of the gray zone, and the United States has not developed doctrine to address this challenge. Russia has adapted Soviet Cold War techniques for the digital and globalized age and effectively integrates instruments of power against the United States by targeting seams within culture, maintaining ambiguity, and controlling narratives. Countering these tactics requires that the United States modify its mindset toward conflict and improve integration of its own instruments of power.

Abstract:: The Cold War computer arms race illustrates the military’s role in strategic competition. The Soviets bought and stole, versus creating computer technology themselves. A U.S.-led coalition integrated economic, diplomatic, and information mechanisms, embargoing computer technology to disadvantage the Soviets. President Ronald W. Reagan’s offset strategy integrated military power, openly demonstrating computer-infused weapons lethality that jeopardized Soviet quantitative military advantage. President Reagan’s use of the computer arms race shows a way to conduct and integrate a strategic competition campaign of deterrence that includes coercive diplomacy with diplomatic efforts that can deter China and Russia while encouraging them to reverse harmful foreign and domestic policies.

Abstract:: The end of the Cold War brought about new challenges and opportunities for Turkey in redesigning its foreign policy. The independence of the Central Asian countries, with which Turkey shares common cultural, historical, and linguistic features, prompted Turkey to rapidly adapt to the new environment in the post-Cold War world order. After three decades, Turkey’s engagement with the Central Asian republics has gradually increased and reached a level at which Turkey is capable of effectively combining its soft and hard power capabilities within regional parameters. This article critically analyzes 30 years of Turkish foreign policy in Central Asia with a focus on its regionalism and soft power elements. We argue that Central Asia has provided a unique opportunity for Turkey to reshape its foreign policy on regional terms by utilizing its soft power resources for the first time, the experience later serving as a model for other regions. and its now hegemonic position in Lebanese politics.

Abstract:: Cold War has returned to dominate international politics. Expectations that the end of the Cold War in 1989 would lead to a more inclusive and comprehensive peace seems to be practically failed, and instead, by 2014, the centenary of the start of the First World War, Europe was once again wracked by conflict. On the one side, the U.S.-led Political West shaped by the Cold War remained the main protagonist. Abstract:: The Cold War bipolar order was characterized by two camps isolated from each other, competing along four dimensions: global governance, security, economics, and ideology. The end of the Cold War, with the Soviet Bloc collapsing, did not produce a U.S.-dominated unipolar but a multi-centered world. The Americans, losing power and influence and the Russians to restore their superpower status have been trying to reconstruct bipolarity. If reconstructed China, not Russia, would likely constitute the other pole, an outcome Russia does not want. Economic relations and Chinese disinterest currently prevent a bipolar world like the one we have left behind. We may be moving toward a multi-centered world with many unpredictable aspects, including armed conflicts such an order may entail.

Abstract:: In the first three decades after China initiated reform and opening-up policies in 1978, its relations with the United States (U.S.) improved steadily. However, in the post-2007/2008 global financial crisis period, both countries’ attitudes toward each other began to change. Particularly since the Trump administration, as the U.S. started to define China as its main competitor, their bilateral relations deteriorated further. The current hegemon, the unipolar United States, and the political system of Western liberalism that supports it, is under great strain and is in a state of relative decline. The challenger is a non-Western-centric multipolar order, which consists of a wide variety of countries spanning the globe, including what is referred to as the Global South. This ‘crisis’ of the Western order has prompted a tangible and informational response from the U.S. and its system, to defend their privileged hegemony and to deter the rise of alternative systems of power and influence in international relations.

Abstract:: Fears of Southeast Asia’s Chinese as conduits for the People's Republic of China defined the Cold War in Southeast Asia. Yet, ironically, the example of the Philippine Chinese shows that the "China" which intervened the most extensively in any Southeast Asian country after 1949 was the Republic of China (ROC) in Taiwan. Based on the speaker’s book, Diasporic Cold Warriors, this talk explains how one of the smallest overseas Chinese communities in the region became the most ardent diasporic supporters of the ROC in the world from the 1950s to the 1970s. During this period, the Kuomintang-ROC party-state's overseas Chinese networks entrenched themselves in the Philippines with the consent and participation of the Philippine state, giving rise to a dynamic and contingent arrangement of shared, non-territorial sovereignty. Taipei and Manila's intersecting anticommunist projects were, in turn, instrumental to how translocal Chinese forged politically appropriate identities and adapted themselves to the postcolonial Philippines as ethno-ideological subjects.

Abstract:: Ambassador Batbayar will discuss Mongolia’s effort to achieve a delicate balance between its two big neighbors, namely Russia and China, and between the Russian Federation and its so-called “third neighbor” [democratic partner] countries. Since the Russian invasion of Ukraine, Mongolia has endeavored to stay as neutral as possible both between Russia and China, and between Russia and the West. This contrasts with the Cold War period, when Mongolia was faced with intense confrontation between its two giant neighbors: Russia and China. At that time, Mongolia had no other choice but to enter into an alliance with Moscow. Today Mongolia is again facing the old dilemma about maintaining equidistance from its two giant neighbors: Russia and China. But unlike Cold War era, Mongolia has developed extensive relations with “third neighbor countries”; namely the USA, the EU, Japan and South Korea all have an enormous stake in Mongolia’s future as a democratic and prosperous country. Therefore, Ulaanbaatar has a great dilemma between short-term economic gains from ties with Moscow and Beijing or a long-term commitment to Western democracy and freedom.

25. Europe’s Broken Order and the Prospect of a New Cold War

Abstract:: The Russian and western visions of European security have profoundly different ideational roots: balance of power embedded in realist geopolitics versus liberal rules-based order. Russia is a revisionist power aiming to re-establish a European security order based on the balance of power, including a recognition of its empire and sphere of influence. Russia’s aggressive pursuit of this vision has forced the West to defend the rules-based liberal order in Europe and beyond. This report analyses the main sources and implications of Russia’s discontent with the post-Cold War European security order, which eventually led to the invasion of Ukraine. The disagreements are likely to endure beyond the war in Ukraine, leading to a new Cold War. The paper identifies three scenarios for the future of the European security order, the most likely one being a dual order, with the liberal rules-based order further strengthened and enlarged among western countries including Ukraine, while Russia will hold on to its imperialist ambitions but being forced to accept a much more limited sphere of influence than the former Soviet or tsarist empires. As long as the worldview that underlies Russia’s foreign policy does not change, any new balance of power will be temporary and under threat of renewed aggression once Russia has regained strength. In order to make it more sustainable, the West will need to eliminate grey zones, ensure credible deterrence and defence, and consistently weaken Russia’s ability to rebuild its military might.

26. How Russia Brings Its Aggression Against Ukraine to The Global South

Abstract:: 2022 was a wake-up call for the West. The response by the Global South to the war in Ukraine highlighted Russia’s enduring strengths in Africa, Latin America, the Middle East, and South and Southeast Asia. This report explores the evolution of Russia’s relations with the countries in the Global South and the ways Russia cultivates these relationships in pursuit of its foreign policy agenda. Moscow’s current interactions in the Global South are driven by the demands of its war of aggression, as well as by its long-term goal: to challenge the international order. The latter dictate several manoeuvres found throughout such engagements: strategic communications, market substitution and sanctions evasion, and regime sheltering. This report presents three case studies meant to illustrate how Russia’s relations with the Global South have evolved since 2022. First, Tunisia exemplifies a superficial partner, with Moscow’s main tool in the country being strategic communication aimed at shaping public opinion in its favour. Second, India is illustrative of a strategic partner whom Moscow tries to engage in order to substitute for lost energy markets and evade sanctions. Third, Myanmar represents a hierarchical relationship, in which the local regime depends on Moscow for diplomatic support and arms deliveries. Notwithstanding varied perspectives on and responses to Russia’s war of aggression in Ukraine, countries in the Global South have generally sought to prioritise their economy and security by attempting to strike a balance between Russia and the West. Aware of such desires, Moscow has been exploiting this situation to maintain its influence internationally. Challenging Russia in the Global South will put pressure on the Kremlin and limit its ability to conduct aggressive foreign policy – and wage war against Ukraine. The report concludes with six recommendations on how to counter Russia in the Global South.

Abstract:: The objective of this article is to investigate whether Cold War rivalry influenced the development of nuclear programs in Brazil and Argentina. The research employs a qualitative approach and bibliographic analysis of primary sources, including articles, books, and other relevant sources. The main hypothesis is to examine whether the culture of Cold War rivalry stimulated the development of nuclear programs in these countries, analysing the military and civilian intentions behind their nuclear technologies. While it is commonly reported that Latin America was under the influence of the United States (US) and the Soviet Union (USSR) during the Cold War, the cases of Brazil and Argentina show the opposite. Both countries adopted independent nuclear policies, seeking technological transfer through diversified and autonomous partnerships. Additionally, these divergent positions included arguments and actions regarding their respective nuclear policies. However, mutual distrust between Brazil and Argentina regarding the advancement and sophistication of their nuclear programs generated a dynamic similar to the Cold War in the Southern Cone region. This dynamic originated internally based on the logic of the two countries, despite the later creation of joint non-proliferation mechanisms.

Abstract:: During the Reagan presidency, “trust, but verify” became the operating principle for negotiations with the Soviet Union on strategic matters, particularly on arms control agreements. The administration’s guidance to those of us in the trenches remained as it had been for previous administrations of both parties. We were to continue to adhere to the principle of reciprocity. In the day-to-day business of managing relations with the Soviet Union, reciprocity essentially meant that if they cut us some slack, we would do the same. Generally, the Soviet Union did not cut us any slack, so we did our best not to cut them any. The top-down authoritarianism of the Soviet system gave them some inherent advantages on these matters, since they faced no pressures to relax the treatment accorded to our diplomats, whereas we frequently did. In the early 1980s, I oversaw the bilateral relations section of the State Department’s Soviet desk, responsible for managing the nitty-gritty of everyday relations. While serving in Moscow just a few years previously, I had been on the receiving end of Soviet “hospitality” toward American diplomats and was generally immovable on issues of reciprocity. Which brings us to Shirley Temple. Those of us of a certain age remember her as the irresistible tyke who tap-danced and sang her way into our hearts on the silver screen. Shirley Temple as a child, curtsey, right hand under chin, right foot forward As an adult, Shirley Temple Black developed an interest in international affairs and served as U.S. ambassador to Ghana, then later to Czechoslovakia. And now, on this chilly November day in Washington, my secretary informed me that she was on the phone and wanted to speak to me. She had, she told me, invited the Soviet consul general in San Francisco to her home in the hilly outskirts of the city for Thanksgiving. She believed that enabling him to experience this quintessential American holiday in a real American home would help him to develop a better understanding and appreciation of our way of life. He had replied that he would be delighted to come, but the State Department would not let him because her home was in an area that Soviet diplomats were not allowed to visit. (At this point, I quietly asked one of my staff to find out whether her home was in a closed area and learned shortly that, in fact, it was.) He had told her that unless she could persuade the State Department to grant him an exception to visit her home he would very regretfully have to decline her generous offer.

Abstract:: Over the past several decades, the United States has made the advance of democracy its great purpose in foreign policy. The Biden administration’s rhetoric about a global struggle between autocracy and democracy is the old habit in new form. U.S. leaders market this goal as consonant with the U.S. liberal tradition, but it in fact offends the nation’s founding ethos, especially in relegating state sovereignty and national independence to secondary status. In the older teaching, accepted even by liberal internationalists like President Woodrow Wilson and President Franklin Roosevelt, free institutions were to expand by example, not by force. After the Cold War, U.S. efforts to push states into becoming democracies by instruction, war, and sanctions have been an abject failure, in large part because they offended against the principle of national independence. Defining U.S. efforts today as the defense of democracy obscures vital problems in the U.S. alliance system, including its expansionist tendencies, its unfair sharing of burdens, and the risks it poses of a major war that would be detrimental to U.S. security. The U.S. should reject the revolutionary policy of regime change and return to the respect for national independence once embedded in the U.S. diplomatic tradition. Overturning autocratic governments is an aim that is antithetical to peace, the most favorable environment for the growth of liberal democracy.

Abstract:: When Heather Dichter embarked on writing Bidding for the 1968 Olympic Games, she could not have anticipated how prescient her study would be upon publication. Since the Russian invasion of Ukraine, the North Atlantic Treaty Organization (NATO) has found a renewed unity and sense of purpose, and sport has again become a key arena for diplomatic policy. In the 1960s, the focus was on Germany which lay at the heart of a divided Europe, and NATO, the Soviet bloc, and the international sporting community struggled to solve the “German question” of how to handle the existence of two separate German states. Dichter’s book takes the reader through the many intricacies of that question, demonstrating not only how the politics of the Cold War influenced sport, but how international sports in turn influenced Cold War international relations. The “German problem” came to a head when the German Democratic Republic (GDR or East Germany) adopted a new flag and anthem and constructed the Berlin Wall. The erection of the wall, effectively cut off East German athletes from the West, and in response, NATO enacted what amounted to a ban on East German athletes traveling to international competitions in NATO countries. International sports organizations responded by downgrading competitions where East German athletes were excluded or moving competitions from NATO countries to neutral or Warsaw Pact countries, depriving host nations of the soft- power benefits of hosting major sports competitions. Meanwhile, the International Olympic Committee (IOC) deliberated whether to recognize a separate East German Olympic Committee or continue to insist on a unified German team. Once the IOC demanded a guarantee that any city hosting the Olympic Games would allow the free travel of East German athletes to the Games, NATO countries with cities bidding for 1968 Winter and Summer Games, namely the USA, Canada, France, and Norway, pressured the alliance to alter its policies on East German travel. East German officials’ attempts to use sport to legitimize their regime ultimately succeeded, and international sports precipitated the official recognition of a separate German Democratic Republic, which would go on to compete in the 1972 Summer Games in Munich under their own flag and anthem as a fully-fledged member of the Olympic Movement. How this unfolded makes for a fascinating read and a compelling discussion.

Abstract:: The vital role of the Eastern Mediterranean has once again come to the fore in the wake of the Russian invasion of Ukraine. The region has been the site of competition between Russia, and its historical predecessors, and the Anglo-American world for almost 250 years. This paper seeks to glean lessons from the past and help identify the dangers that may face the region today. To do so, a brief, but hopefully thorough, analysis of interactions in the Mediterranean between the British Empire, Russia (in all its iterations) and, to a lesser degree, the United States prior to the Cold War will be presented. It will then seek to use this historical context to examine the present situation in the region. There is a longstanding perception that the Russian Federation, and its historical predecessors (the Russian Empire and the USSR), desired control of the Eastern Mediterranean. The British Empire saw the region as an essential lifeline, connecting the British Isles to India and the dominions of Oceania through the Suez Canal. Britain in the 19th century pursued a policy of directly defending the Canal while also supporting a proxy (primarily the Ottoman Empire) to form a counterweight to the Russian threat. This policy would remain unchanged right up to the beginning of the Cold War. Britain went to great lengths during World War Two to ensure that, following the defeat of the Axis, Greece remain oriented away from the USSR. This included coming to difficult terms with the Soviet Union over the future of Europe and militarily confronting Greek left-wing guerrillas. In the aftermath of the Russian invasion of Ukraine, there has been a significant concentration of Russian and NATO warships in the Eastern Mediterranean as Russia recognizes the critical importance attached by NATO to the region and hopes to achieve disproportionate gains with a threatening presence there. These include the complete control of the Black Sea, the pre-occupation of NATO resources in a region peripheral to Russian coastal security, and rendering regional energy sources vulnerable.

Abstract:: The African continent is confronting the prospect of a new debt crisis. The COVID-19 pandemic wreaked havoc on government finances. The Russian government’s war against Ukraine has increased the cost of food and energy, and compelled investors to sell off government bonds in emerging markets. Rising interest rates in the United States will increase the cost of borrowing. The Chinese economy is struggling under the weight of Xi Jinping’s “Zero COVID” policy and accumulated real estate debt. In 2015, the International Monetary Fund announced that eight countries were in debt distress. By March 2022, 23 were. In June, public debt ratios reached a 20-year high. Africa’s debt-distressed governments “are unlikely to default” in 2022,” The Economist observed, “but face trouble by 2024.” There is some evidence that the debt crisis is especially acute for Africa’s non-democracies. The impending debt crisis coincides with a general sense that Africa is experiencing a democratic recession. Voters are increasingly subject to intimidation and violence. Incumbent presidents are removing term limits. The longstanding norm against military coups is fading.

35. Russia and India: A New Chapter

Abstract:: Russian-Indian relations are undergoing a major change. Throughout the Cold War, the relationship rested on three pillars: Soviet arms sales to India; shared public-sector-heavy economic philosophy and extensive Soviet aid; and the Soviet Union–India vs. United States–Pakistan–China geopolitical alignment. The fall of the Soviet Union, the rise of India and China, the U.S.-China tensions, the deepening of U.S.-India ties, and the Russian-Chinese partnership intensified by Russia’s break with the West and the war against Ukraine have had a profound effect on Russian-Indian relations. Of the three pillars of the Moscow–New Delhi relationship, only one remains: the arms trade. Russia remains a major supplier of weapons to India, and Russian equipment still makes up a vast portion of Indian Armed Forces’ force structure; but Russia is facing competition in the Indian arms market. India’s desire to diversify its supply of weapons and develop its own defense industry has resulted in declining Russian arms deliveries to India in recent years. Russia’s break with the West because of its war against Ukraine has accelerated its pivot toward China. Against the backdrop of U.S.-China and China-India tensions, Russia’s position as China’s junior partner will make it harder for Russia to preserve partnership with India. Moscow’s leverage versus both New Delhi and Beijing is shrinking as they have greater capabilities of their own than they had previously and have new partners that offer more than Russia. Still, the Russian-Indian partnership will continue. For India, Russia remains an important supplier of weapons and, most recently, oil. India has not joined the West’s sanctions on Russia. By doing so, it has demonstrated its independent foreign policy. For Russia, India is an important market for arms and oil. The Indian-U.S. security relationship is relatively new, whereas India-Russia ties have endured for over two generations. India has no reason to forsake the benefits of this relationship. Nor does Russia. It has been said that Moscow plays a weak hand well, but sustaining strong security ties with both China and India will become more difficult for it. The question is how China will react to Russian arms sales to India, and what Russia will do if pressed by China to curtail them. For reasons of geographic proximity, economic ties, and personal relations between Presidents Vladimir Putin and Xi Jinping, the odds favor Beijing over New Delhi to have a bigger say in Moscow.

This “Arctic exception” is also devoid of any serious territorial dispute between the neighboring countries, some of which are nevertheless great powers: Russia, the United States, Canada, but also Sweden, Norway, Denmark (via Greenland), Iceland and Finland. However, this peaceful cooperation is not exempt from strategic rivalries: for some years now, these States in the Arctic have been redefining their strategic postures, notably through the publication of roadmaps and the deployment of new military forces trained to fight in this hostile environment. Russia thus remains the dominant power in the Arctic, in the face of a China with growing ambitions and a Western world – represented in particular by the United States – which is lagging behind after years concentrated on other military conflicts. Furthermore, the war in Ukraine that started in February 2022 also carry the germs of a broader destabilization of the region. Conventional competition is therefore renewed between these great powers, while the nuclear balance is partially maintained. It is indeed worth noticing that the Arctic is an area of direct contact between the Russian Federation and the United States. As such, it had a special significance during the Cold War as the shortest route between both adversaries for a potential ballistic missile and was a privileged position for deploying chains of radars and advanced detection systems. Finally, the shrinkage of the ice pack caused by global warming is also triggering the neighboring or more distant states’ greed, whether through the drilling possibilities for raw materials under the ice floe or the creation of new maritime routes. The latter would notably enable Russia to revitalize its northern flank and offer alternatives to existing transit routes.

Abstract:: When General Vernon Walters, our famously outspoken ambassador in Germany, visited Stockholm in the fall of 1989, we arranged a press briefing at the ambassador’s residence. His prediction that Germany would be reunited within five years made headlines and drew a rebuke from Washington, which was not yet talking publicly about such possibilities. Of course, things moved much faster than even Vernon Walters could predict. During four years at the U.S. embassy in Stockholm, 1989-1993, we saw the Berlin Wall come down, the Soviet Union dissolve, and the Baltic states regain their independence.

Abstract:: When Hungary transformed to an all-volunteer force in 2004, most attention was given to the regular component and very little mention was made of reservists. The main goal of this study is to draw attention to the importance of, and the potential, in the reserve component using historical research to produce an overview of how the reserve component of the Hungarian Defence Forces has evolved since the end of the Cold War. Information was collected and analysed from the discussed time period and interpretations were made of the collected evidence through systematic methods appraising all available studies to synthesise the findings. Similarly to other countries in the region, more than a century of conscription and the Warsaw Pact legacy still haunts the Hungarian Defence Forces. Fortunately, Hungary’s NATO membership spearheaded the drive for qualitative change within the armed forces and more attention was paid to a volunteer reserve system. Hungary’s NATO membership has ushered in a new era of security guarantees and obligations which, among other things, brought with it the realisation that the time for qualitative change in the armed forces had come. Among other changes, an initial shift of emphasis towards a reserve system – followed by the adoption of the all-volunteer force model – made it clear that a new basis had to be provided upon which to address the reserve issue in Hungary.

Abstract:: As Thailand undergoes a long democratization process, significant barriers to the country’s consolidation of democracy include reserved domains and tutelary powers. While states are usually treated as homogenous units in understanding their behaviors in the international arena, the internal processes are important determinants of states’ actions. Therefore, the swings in the embeddedness of Thai reserved domains and tutelary powers can shape the domestic constraints that governmental actors face in foreign policy formulations. In this paper, the Thai democratization trajectory was investigated in a comparative study to trace the changes in the prevalence of reserved domains and tutelary powers in different periods. Then, through an exploration into Thailand’s foreign policy decisions that the country enacted towards the major powers and the neighboring countries in the Cold War and the post-Cold War periods, these foreign policy actions were scrutinized in connection to the dynamic of the decision-making apparatus of the time. The information was compiled through official papers, government statements, newspapers, and scholarly literature. The paper demonstrates that when tutelary powers and reserved domains are highly embedded in the policy-making structure, and conflicting standpoints on a foreign policy decision are presented, the outcomes of the policy-making process will lean towards the camp advocated by the non-democratic actors.

45. Dancing in the Battle for the Mantle of the Politically “Modern”: An Interview with Victoria Philips

Abstract:: “It is that we continue to live as if this were the 20th century, even though we have formally moved to the 21st century,” lamented the former Bolshoi prima Ballerina Olga Smirnova as she announced her decision to defect to the Netherlands. I had just finished reading Victoria Philips’s monograph Martha Graham’s Cold War: The Dance of American Diplomacy (Oxford University Press, 2020) when I read Smirnova’s statement. In her innovative monograph, Philips places Smirnova’s decision in a longer history of moments where “[c]ulture met political aims, as private met public needs, and apolitical ideology served politics” (p. 2). Smirnova’s statement rests on the fact that her cri de paix situates itself above the political quagmire, in the higher realm of the arts—for the artist, as Philips notes, derives “deep political import” from her “claim to be apolitical” (p. 223). Philips provides us in this recent book with an innovative and relevant example of this “politics of antipolitics”: the life and works of Martha Graham. Through a carefully knitted narrative that spans decades of touring, Philips provides us with a detailed account of the role that the “Highest Priestess of Modern Dance in America” played during the Cold War. Drawing from archival sources all around the world, Philips captures the paradoxes, tensions, and contradictions that surrounded Graham’s involvement in a series of dance tours around the world in which she served as an emissary of Unitedstatesean soft power, in the midst of a international struggle for the mantle of political modernity. Indeed, just like Smirnova, Graham’s project was deeply anchored in a modernist understanding of time. But as Philips shows, the promise of modernity was full of ambiguities and ambivalence. Graham’s modernist dance was, at the same time, sacral and secular. It embraced womanhood but shunned organized female emancipation, or feminism. More dramatically, it elevated individualism but depended on the support of the state. Aesthetically, it claimed to represent abstract universal experiences but also purported to capture the particularity of Unitedstatesean (and even non-Western) cultural forms. As we saw above, it was politically antipolitical—and the list goes on. In our days, as Smirnova reminds us, the battle over the plural meanings of the “modern” is far from over. Perhaps, in that sense, we are all still living as if this were the 20th century. In our conversation, we explore what Professor Phillip’s book reveals about the ghosts of the Cold War and their claims to modernity that still haunt our political and aesthetical imaginaries.

Abstract:: For the last decade of his life, the Palestinian intellectual, author, and editor Ghassan Kanafani (d. 1972) was deeply immersed in theorizing, lecturing, and publishing on Palestinian resistance literature from Beirut. A refugee of the 1948 war, Kanafani presented his theory of resistance literature and the notion of “cultural siege” at the March 1967 Beirut conference of the Soviet-funded Afro-Asian Writers Association (AAWA). Articulated in resistance to Zionist propaganda literature and in solidarity with Marxist- Leninist revolutionary struggles in the Third World, Kanafani was inspired by Maxim Gorky, William Faulkner, and Mao Zedong alike. In books, essays, and lectures, Kanafani argued that Zionist propaganda literature served as a “weapon” in the war against Palestine, returning repeatedly to Arthur Koestler’s 1946 Thieves in the Night. Better known for his critique of Stalinism in Darkness at Noon (1940), Koestler was also actively involved in waging cultural Cold War, writing the United States Central Intelligence Agency’s (CIA) Congress for Cultural Freedom 1950 manifesto and helping the organization infiltrate Afro-Asian writing in the wake of Bandung. Kanafani’s 1960s theory of resistance literature thus responded at once to the psychological dislocation of Zionist propaganda fiction and the cultural infiltration of Arabic literature in the Cold War.

49. What Europeans think about the US-China Cold War

Abstract:: A majority of European citizens believe a new cold war with both China and Russia is under way – but they mostly do not think that their own country is involved. Most believe the US is already taking part in these confrontations, and they consider EU institutions as more likely than their own governments to be in a cold war with China and Russia. An optimistic interpretation sees the outsourcing of such great-power competition to Brussels as the arrival of a true EU foreign policy – but a more pessimistic analysis sees a gap emerging between Brussels on the one hand and member state capitals and EU citizens on the other. This difference in views between whether one’s own country is taking part in the brewing conflict, as opposed to whether America and the EU are, suggests there is no European public consensus that the world of tomorrow will be one of growing competition between democracy and authoritarianism. Given this risk, policymakers should find a different, less ideological, framing to generate public support for a strong transatlantic alliance.

52. The Humility of Restraint: Niebuhr’s Insights for a More Grounded Twenty-First-Century American Foreign Policy

Abstract:: The habits of primacy and exceptionalism that history has bestowed on today’s U.S. foreign policy elites are unlikely to serve the nation well in a more competitive twenty-first-century international environment. Fresh perspectives on America’s role in the world are needed. One such perspective can be found in the work of Reinhold Niebuhr, whose searching books and articles from the 1920s to the 1960s drew attention to the unintended consequences of U.S. power in the world, pointed out Americans’ naïveté, and called for greater restraint and humility in U.S. foreign policy. His intellectual corpus deals widely with the perennial issues of U.S. foreign policy, such as nationalism, the self-interest of states, empires, violence, technology, and the problem of peaceful change. He was a realist who diverged from other, especially later realists, in his skepticism about rationalism and his rejection of the nationalist realpolitik of the right and the left alike. He was an anti-Communist who nonetheless urged U.S. policymakers to proceed cautiously in its Cold War struggle with the Soviet Union. Most of all, his critique of American exceptionalism stands as the classic argument for greater humility in U.S. foreign policy. It is a reminder that, however important the country’s role in the world may be, it is too often undergirded by an idealistic naïveté that looks duplicitous to other societies and can undermine durable U.S. leadership. Niebuhr’s insights seem well-suited for the challenges facing U.S. statecraft today. His mix of realism, humility, and sensitivity to the broader moral framework in which the United States operates offer essential ingredients for a clear-eyed, healthy U.S. foreign policy. His warnings against the excesses of anti-Communist ideological competition during the Cold War seem increasingly relevant given growing tensions between the United States and China. The exceptionalism and national chauvinism that Niebuhr diagnosed in the 1950s is no less pervasive in the U.S. foreign policy establishment today, and this diagnosis seems especially important in light of Washington’s recent struggle to reckon with its failures in Iraq and Afghanistan and to manage its global alliances. Niebuhr’s insights speak volumes to the present historical moment the United States finds itself in—characterized by resumed domestic fractures, seemingly intractable international problems, and a role in the world that is again in flux.

Abstract:: This article examines Communist Albania’s support for the Palestinian cause and the relationships Tirana cultivated with the various groups comprising the Palestinian national movement. It explores the latter’s motivation for cultivating relations with Albania, a tiny Communist country that refused the logic of the bipolar world, both in its alliance with China and, later, through its disengagement from the East-West conflict and retreat into self-imposed isolationism. The article shows that, following Albania’s break with the Soviet bloc in the 1970s, the Palestine Liberation Organization, and specifically Fatah, was a more natural and logical choice for Tirana’s support than other, more self-avowedly left-wing Palestinian organizations. This study is based on primary sources from the archives of the Albanian foreign affairs ministry and the Party of Labour of Albania, as well as secondary sources such as accounts by members of the Albanian military who trained Fatah guerrilla fighters.

Abstract:: Editor’s Note: American Diplomacy Journal asked several foreign policy commentators to address the significance of growing chaos in many parts of the world, as failed and failing states are increasingly unable to perform the fundamental functions of the sovereign nation-state. This is one of five articles looking at those concerns. As the final decade of the 20th century began, the Soviet Union gave up its effort to become the global hegemon and dissolved into its constituent republics.[1] This ended the Cold War and the bipolar world order it had created. The USSR and the Soviet bloc were no more. The consequences of this vindication of George Kennan’s grand strategy of “containment” were both immediate and long term. A new and unfamiliar international reality began to emerge. Those who had grown up in the Cold War had come to consider the international system it created normal, but in historical terms it was sui generis.

Abstract:: Judges at the International Court of Justice in the Hague typically rule on dry and technical issues such as rights of passage through foreign air space or obligations under international conventions. But in October 1959, they were asked to determine ownership of a ruined, thousand-year-old stone temple standing on the windy summit of a cliff in Southeast Asia. The case known as Temple of Preah Vihear (Cambodia v. Thailand) transfixed the two countries during the three years of litigation that followed but also drew close attention from the region’s American diplomats. While declaring themselves neutral in the dispute, the Americans were eager to see it resolved. To them it was a troublesome distraction from the main job in the region, shoring up South Vietnam, where an insurgency that would become the Vietnam War was already underway. American claims of neutrality faced an awkward complication a year into the proceedings. One of the biggest living names in American diplomacy, former Secretary of State Dean Acheson, signed on as hired counsel for Cambodia. His presence in the court’s ornate hearing hall in the Hague led many people to conclude that the U.S. was backing Cambodia.

Abstract:: During my foreign service tour in Moscow 1966-1968, embassy security regulations prohibited employees from traveling alone within the Soviet Union. We were warned that we risked being targeted by the KGB, whose operatives might attempt to compromise us in any number of ways. Among those often needing a travel companion to comply with this regulation were the embassy’s Publications Procurement Officers (PPOs), who traveled extensively within the country buying all sorts of books and other publications for various U.S. government organizations. And that is how I came to be invited to join PPO Bill Pryce on a book-buying trip to Ufa and Kazan in early December 1966.

59. Memories of the U.S. Legation in Budapest 1945-47

Abstract:: Editor’s note: The author lived in Budapest in the immediate post-war period while his father, H.F. Arthur Schoenfeld, was U.S. Minister to Hungary 1945-47. As an eight-year-old, he experienced the pervasive Russian military presence in the heavily damaged city. The house the family lived in has been the residence of U.S. ambassadors ever since. These excerpts from his unpublished memoir of the early days of the U.S. Legation have been edited for length. We arrived just days after hostilities ended in Hungary and less than three months after the Soviets’ long winter siege of Budapest, which damaged or destroyed almost every building in the city. Surprisingly, the house did not seem in bad condition when we moved in. In my bedroom, the occupying Russian troops had lit a fire in the washbasin to warm themselves. This had heavily scorched the wall and blackened the ceiling. Some of the large classical paintings that hung in the downstairs rooms had been bayoneted. The Russians had driven hooks in the dining room walls to tether their horses, but that was pretty much the worst of it. Outside was a different story. The house was situated near the route of the main Soviet military thrust into the city in the last days of the siege. Two German soldiers were buried in shallow graves on the hillside just a few yards behind the house. In the garden field below and in front of the house were the graves of twelve Russian soldiers killed in the fight. We were told that the bodies had been wrapped in the house curtains and stacked for two or three days in the lower entry hall of the house awaiting burial. Above the driveway was a large cave hollowed out of the steep hillside where civilians had taken refuge.

Research into the career of Jack F. Matlock, a long-term diplomat and an Ambassador to the Soviet Union, offers insights into ways to conduct diplomacy to advance American interests with Russia. Ambassador Matlock’s contributions to diplomacy are important for understanding the history of US diplomacy with Russia; the Matlock archive collection at Duke University is a rich source for researching and teaching diplomacy.

Abstract:: Throughout the history of inter-Korean relations, the process of engagement between 1984 and 1985 has been of little focus among studies. Yet it is worthy of close analysis as it occurred during a critical time when Cold War tensions were mounting with shifts in the balance of power between the Soviet Union and the United States as well as the upcoming Summer Olympics in Seoul. This article reveals the way in which the complex international environment shaped inter-Korean dialogue, particularly within the context of how each side was also seeking support from the Soviet Union. Crucially, it will show that inter-Korean dialogue formed an important source of legitimacy for the two Koreas, both domestically and internationally. This has ramifications for today where the two Koreas are seeking out contacts with one another within a regional order increasingly being shaped by China.

While the probability of an extended great-power war may be low, the costs involved in waging one would likely be extraordinarily high, making it an issue of strategic significance for senior Defense Department leaders. Arguably the best way to avoid these costs is to demonstrate to great-power rivals that the United States is capable of prevailing in a protracted conflict. Once the United States became an active world power, in the early 20th century, a great deal of intellectual effort and considerable resources were devoted to planning for an extended great-power war. The primary purpose of these efforts was not to fight such a war but to avoid one, by discouraging prospective enemies from believing they could win. Even during the Cold War, when both superpowers possessed large nuclear arsenals, successive U.S. administrations sought to demonstrate to the Soviet Union that the United States could wage an extended conventional war. Following the Cold War, planning for protracted great-power war contingencies was essentially abandoned. Now, however, with the rise of revisionist China and Russia, the United States is confronted with a strategic choice: conducting contingency planning for a protracted great-power conflict and how to wage it successfully (or, better still, prevent it from occurring), or ignoring the possibility and hoping for the best. Should they choose the former course of action, U.S. defense leaders and planners must understand the characteristics of contemporary protracted great-power war, which are likely to be far different from those of both recent conflicts and World War II—the last protracted great-power conflict.

Abstract:: The armies as one of the proponents of the constant progress and transformation of humanity, continue to exist in parallel to the concept of security of which the meaning, the scope and the parameters evolve continuously. From conquests to independence wars and the protection of the states' territorial integrity, the armies have been functioning as guardians against external threats and internal ones stemming from political crises, social unrest, and economic instabilities. Moreover, during the Cold War, the United States used the armies of less developed and developing countries to overthrow elected leaders to establish anti-communist governments that would work in accordance with the US. This article aims to discuss the common and similar points between Turkey and Latin American countries that have experienced coups and military interventions during the Cold War period. In this respect, the similar political, economic and military reasons that led to the armies’ involvement in politics through coups and interventions are argued even though these countries have historical, cultural, administrative and social differences. | İnsanlığın gelişim ve değişim sürecinin bileşenlerinden biri olan ordular, anlam, kapsam ve parametreleri sürekli dönüşen güvenlik kavramına paralel olarak varlıklarını sürdürmektedir. At the same time, American feelings towards China have fallen to their lowest point in Council polling history, dating back to 1978. Reflecting these changing attitudes, Americans are now split on whether the US should cooperate and engage with China or actively seek to limit its influence. This is a significant change. Over the past four years, US-China relations have lurched from one crisis to another. Despite the sharp downturn in relations, and the growing consensus in Washington on pursing a more confrontational approach to China, Chicago Council Survey data through January 2020 showed that this consensus and the growing US-China rivalry had yet to make a deep impact on American views of China.

Abstract:: With the collapse of the Soviet Union, it was thought that major wars had become obsolete (Mueller 1989) and perhaps regional conflicts might be brought under control (Cederman, Gleditsch, and Wucherpfennig 2017). But, while the level of violence declined, the number of wars in the world appears to have reached a new steady state. A world that was once organized by East-West rivalry is now characterized by ethno-religious conflicts, as well as by spontaneously arising transnational terrorist organizations and criminal gangs. For various reasons, economists have become interested in investigating the causes and effects of war and other armed conflict (e.g., Coyne and Mathers 2011). This article uses a consistent measurement of these forms of violence across space and time to conduct a rigorous quantitative analysis of the effect of war on economic growth.

Abstract:: Capitalism versus Communism. To many, the latter half of the twentieth history was deeply shaped by the confrontation between these two ideological and socioeconomic systems. When the Soviet Union collapsed in 1991, capitalism's triumph was credited to its valorization of money and protection of markets, among other factors; and, as the story continues, Communists failed, in part, because they suppressed markets and globalization. Yet, how much of this historical picture holds true? To Oscar Sanchez-Sibony, a good deal of Cold War histories are founded on generally held misconceptions about the political economy of the Soviet Union. Not only do they ignore the intense engagements between the Soviets and the world, they often miss the mark by neglecting the larger financial and economic architecture that facilitated such exchanges and economic growth in the Union of Soviet Socialist Republics (USSR). There is a larger story to be told about the rise of global capitalism and the Soviet Union. These are the themes of Red Globalization: The Political Economy of the Soviet Cold War from Stalin to Khrushchev (2014). Making use of archival documents from Russian archives, Sanchez-Sibony provides a rich account of how a young Bolshevik state navigated through the world's economic crises, while seeking favorable trading partners in the West for investments. This interview also ventures into topics and figures such as Depression Stalinism, Anastas Mikoyan, and Soviet-Global South relations. This book provoked much debate, and will be a must-read for years to come for anyone interested in histories of the Soviet Union, global capitalism, and the global Cold War. Oscar Sanchez-Sibony is Assistant Professor of History at the University of Hong Kong, where he teaches and researches subjects in Soviet history, Stalinism, and capitalism. He received his Ph.D. from the University of Chicago under the guidance of Sheila Fitzpatrick. Toynbee Foundation had the pleasure to talk with him about his career and the development of his research.

Abstract:: In the social sciences, the development of a specific social event or structure is often ex- plained by a statistical correlation between an independent variable and a variable assumed to be dependent upon it. This mode of explanation is contested by a methodology of causal reconstruction that operates with the concept of mechanisms. A mechanism is a process in which a set of linked steps leads from initial conditions to an outcome or effect. Mechanisms are general concepts, subjecting individual cases to a general category. Except for the litera- ture dealing specifically with the concept, the term “mechanism” is often used without defi- nition of its substantive content; there is no agreement with respect to the unique or plural character of the initial conditions, nor to the structure of the causal path leading to a specific outcome. Nevertheless, mechanisms have played a crucial role in detailed causal analysis of complex historical events, such as the financial crisis of 2008 and German unification of 1989.

Abstract:: The purpose of this article is to analyse the works of Adolpho Justo Bezerra de Menezes (1910-2006), one of the first Brazilian diplomats to serve in Indonesia, and an enthusiast of Brazilian rapprochement towards the Afro-Asian world. In his books, historical interpretation is closely tied to political engagement, and he turns to the past in order to legitimise a greater role for Brazil in the Third World. His ideas also interact with the context in which they were written; they express the bipolarity of the Cold War, but also advocate change. Many of these ideas were later incorporated into Brazilian diplomacy.

73. African agency in the new Cold War: Traditional power competition in the post-COVID-19 African landscape

Abstract:: Since the end of the Cold War, a handful of powers have been able to exert influence across the whole of the African continent: the United States, China, the European Union (EU), and India. These external powers have rarely competed directly against each other, as they have exercised influence in well-defined, separate spheres: The United States has held the soft power advantage for its aid and security assistance; China in infrastructure and increasing trade; India in the mercantilist activities of its diaspora; and Europe as an ally of the United States focused on countering irregular migration. The resource-scarce post-COVID environment will accelerate competition between these powers and lead them into intersecting spheres of influence. Even with an incoming Joseph Biden administration, the United States is set for declining influence on the continent, creating a vacuum for Europe and China to either willingly or begrudgingly fill. Budget constraints on aid and defense, complemented by a shifting strategic emphasis toward great power competition, will lead the United States to scale down its security and development assistance in nonstrategic nations, instead urging American businesses to compete head on with Chinese firms in the marketplace. China, in turn, will be faced with an opportunity to ramp up its security assistance and will try to forge a new soft power advantage. This will be meant to overcome growing reputational concerns over debt relief and as a means to maintain the support of the African voting bloc in the United Nations as China faces enhanced global scrutiny. Europe may diverge more from the United States as it, too, is forced to carry a greater counterterrorism burden and seeks to combat a new surge of irregular migration, possibly nudging NATO to expand its footprint as well. And India will emerge from COVID-19 with a compelling value proposition for African nations seeking new economic partnerships. Some African nations will find themselves in the crosshairs of a new Cold War mentality that could threaten regionalization and the blooming ethos of pan-Africanism. Key countries that will be implicated include Kenya, Ethiopia, Nigeria, South Africa, Senegal, and the Democratic Republic of the Congo (DRC). Their pursuit of bilateral versus pan-African interests will be decisive in setting the continent’s trajectory—toward a new African Century, or another period of thwarted ambitions. This paper explores the shifting roles of Africa’s traditional external powers: China, the United States, the EU, and India. Section 1 introduces the evolving postures and colliding interests of these powers. Section 2 maps out the competitive post-COVID landscape and outlines economic and security flashpoints. Finally, Section 3 identifies opportunities for African nations to pursue their own ambitions while resisting the imposition of a new Cold War–style competition on the continent.

74. The Logic of Geopolitics in American-Russian Relations

Abstract:: One of Zbigniew Brzezinski’s first requests as President Jimmy Carter’s National Security Advisor in 1977 was to ask the Pentagon for its plans – including targets – for nuclear war against “Russia”. Brzezinski was outraged when he was presented with the plan for nuclear war against the Soviet Union. He could not believe that the U.S. military had no plans to spe- cifically weaken the Russian core of the Soviet empire. For the Pentagon planners, Russia and the Soviet Union were one and the same.1 I begin with this anecdote because it reflects well an enduring geopolitical logic to American-Russian relations: American policy toward Russia, whether it be in the Tsarist, Soviet, or post-Soviet period, has not been based on opposing a strong Russian state per se. (That state married to communist ideology was something else altogether.) In the after- math of the Russian Civil War, for instance, the United States delayed recognition of Baltic independence until 1922, two years after Soviet Russia had recognized the independence of Estonia in the Treaty of Tartu, on the grounds that Polish and Finnish independence apart nothing should be done to call into question the territorial continuity of the Russian Em- pire.2 Indeed, American officials seldom viewed the Soviet Union as an empire, as the Pen- tagon war plans just cited illustrate. Historically, the logic of geopolitics i.e., the influence of organization in space on international political relationships has often tended to frame American-Russian relations in terms of complementarities of interest. Of course, geopolitics is not the only logic in AmericanRussian relations; ideology, domestic politics, as well as vested institutional interests all play their role in varying degrees under varying circum- stances. But historically, insofar as geopolitical factors have prevailed, American-Russian relations have generally been harmonious, if also remote and indirect in nature. (By indirect I mean that each sees the other mainly in terms of other powers or processes, e.g., the state of the balance of power in Europe and/or Northeast Asia.) Let us recall that Russia, whether it be under Imperial, Soviet, or post-Soviet auspices, is an essentially continental Eurasian power. Its primary state interest for centuries has been to build and consolidate a trans-continental, multi-national and imperial state while also man- aging international power politics with a series of powerful adversaries throughout Asia and Europe. Above all, Russia sought to ensure that no powerful coalition of external (and in Eu- rope technologically superior) powers could unite to challenge the Russian Empire’s territorial or political integrity. Russian diplomats and rulers thus learned to play the European balance of power with considerable finesse (e.g., the Treaty of Nystadt, 1721, under Peter the Great; the Congress of Vienna, 1815, under Alexander I; the Treaty of Rapallo between Soviet Russia and Weimar Germany, 1922; the Nazi-Soviet Non-Aggression Pact, 1939; the Grand Alliance with the United States and Great Britain, 1941–45; and the Helsinki Final Act, 1975, to name just a few instances). As with Great Britain, maintaining a favorable European balance of power has been central to Russian statecraft.3 The United States, by contrast, is functionally an insular power (albeit on a continental scale) with respect to the rest of the world, surrounded as it is by two great oceans and militarily weak and isolated neighbors (i.e., Canada and Mexico). America’s primary foreign policy concern throughout most of its history has thus been, like Russia’s, to prevent the emergence of a hostile European hegemon that could threaten the country’s expansion in North America and its own hegemony in the Western Hemisphere. Once the United States had stabilized its independence from Britain after the War of 1812, U.S. and British geopo- litical interests tended to coincide.4 In this context, American and Russian interests have more often been complementary than antagonistic. It has been primarily the intrusion of ideological elements, reflecting for example Americans’ global democratic aspirations or the Soviet Union’s ultimate objec- tive of the triumph of communism worldwide, that have rendered the bilateral relationship intransigent and even dangerous.5

Cohen and Robert Leg- vold have dubbed “the New Cold War.”2 Yet the return to cold war, as Legvold notes, in- volves numerous opportunity costs for both countries—and considerable collateral dam- age as well. One of the areas in which the collateral damage will be most severe is the Balkans. Indeed, the costs of the new confrontation between Washington and Moscow are already evident in the democratic backsliding that has occurred throughout the region over the past decade. The Economist Intelligence Unit’s Democracy Index 2016, shows that of the nine countries in southeastern Europe (Albania, Bosnia & Herzegovina, Bulgaria, Croa- tia, Greece, Kosovo, Macedonia, Montenegro, Romania and Serbia), only one (Bulgaria) showed any improvement, one (Albania) showed no improvement, and the remaining sev- en all regressed in terms of their democratic development.3 Freedom House’s Nations in Transit and the Bertelsmann Transformation Index have similarly shown significant demo- cratic backsliding in the Balkans since 2008.4

Abstract:: This article aims to explain the lack of robust antinuclear movements in India during a period that ranges from the 1950s to the 1970s. Such movements arose throughout the world. During the 1960s, people rallied for this agenda in the United States, France, the United Kingdom, and even in New Zealand. India, conversely, tested a nuclear device in 1974, at the known Pokhran-I test (or “Smiling Buddha”), but did not face such grassroots uprisings. In this sense, this research design applied a deductive congruence analysis built on a bibliographical review. A cas e study on the Indian context tested previously elaborated the main hypotheses. It was inferred that this phenomenon was causedby four elements: (a) few possibilities to public participation; (b) scant available information on nuclear policy; (c) lack of a political schism between national elites and civil society on this topic; and at last (d) geopolitical dynamics.

Abstract:: The United States and the North Atlantic Treaty Organization (NATO) face daunting challenges in the Baltic region. Russia is behaving aggressively. Its military is more capable than it has been at any point since the end of the Cold War. More importantly, Russia is finding creative ways to subvert the status quo and to sow discord without triggering Article 5 of NATO, which declares that an attack against one member is an attack against all. These problems are formidable, but we have reason to be optimistic. Far from shattering NATO’s cohesion and undermining its resolve, Russian aggression has reinvigorated the alliance. Nor is Russia an unstoppable adversary. It has many weaknesses. Indeed, Russian fears over those vulnerabilities might be driving its aggressive foreign policy. Even if this is not the case and Russia is indeed a relentless predator, it is nevertheless a vulnerable one. The United States and its NATO allies can take advantage of these vulnerabilities. After assessing Russian intentions, capabilities, and limitation, this monograph recommends a hedging strategy to improve early detection capabilities, enhance deterrence in unprovocative ways, and improve regional defenses against a hybrid threat. Achieving these goals should help the United States deter Russia and reassure regional allies more effectively while managing our own worst fears.

Abstract:: A narrative of India’s foreign policy would unambiguously outline its ascendance as a deserving major power in world politics. A theoretical, structure-agency reading of foreign policy however reveals a complex interplay of factors behind India’s rise; evolving material capabilities and power, and normative and ideational forces. From its inception as a sovereign state, India envisioned itself as a great power even though there were considerable obstacles to this. Despite India’s meteoric rise in the post 1998 period, it has not succeeded in translating its material preponderance into either strategic consensus or astute leadership of the sub-continent. The chief argument of this article is that India serves as a test case for the foreign policy of a state being compulsorily structured by the complex interaction of systemic forces on one hand, and agential actions on the other.

80. Beating the Americans at Their Own Game: An Offset Strategy with Chinese Characteristics

Abstract:: During the Cold War, the U.S. military relied on technological superiority to “offset” the Soviet Union’s advantages in time, space, and force size. Our military-technical edge allowed the U.S. Joint Force to adopt force postures and operational concepts that largely compensated for the Soviet military’s numerical conventional advantage without needing to match it man-for-man or tank-for-tank. After the Cold War ended, this same military-technical advantage provided the U.S. military a decisive conventional overmatch against regional adversaries for over two decades. Now, however, the “rogue” regional powers that have preoccupied U.S. attention for so long have been replaced by two great powers with substantially greater capabilities. A resurgent and revanchist Russia and a rising, increasingly more powerful China are taking aggressive actions that threaten regional security and stability and challenge the existing international order. Without question, of these two great-power competitors, China poses the greater challenge over the long term. Since about 1885, the United States never has faced a competitor or even group of competitors with a combined Gross Domestic Product (GDP) larger than its own. China surpassed the United States in purchasing power parity in 2014 and is on track to have the world’s largest GDP in absolute terms by 2030. In comparison, our Cold War adversary, the Soviet Union, was hobbled by unsustainable economic contradictions that ultimately crumbled under pressure. At the height of its power, its GDP was roughly 40 percent the size of the United States’. If that is not concerning enough for U.S. strategic planners, Chinese technological capabilities are growing as rapidly as its economic power. The Soviets were never able to match, much less overcome, America’s technological superiority. The same may not be true for China—certainly not for lack of trying. Indeed, China is keenly focused on blunting the U.S. military’s technological superiority, even as it strives to achieve technological parity, and eventually technological dominance. Chinese strategists do not explicitly describe their aims in this manner. Nevertheless, after considering what the Chinese military has accomplished technologically in little more than two decades and what they plan to do in the decades to come, any objective assessment must at least consider the possibility that the U.S. Joint Force is close to becoming the victim of a deliberate, patient, and robustly resourced military-technical offset strategy. The purpose of this paper is to describe this strategy and outline its key lines of effort.

Abstract:: South Asia has always been regarded as a significant area for the security interests of the United States. In view of the U.S. threat perceptions in Asia, the American policy makers were constantly motivated to construct a stable security system in the region. The U.S. security programme in South Asia actually is predominantly exerted on United States-Pakistan –India triangular relationship. Given its strategic perspective in the area, the U.S. policy is found transferred. During the Cold War days, the U.S. interests were attached with Pakistan. Thus Pakistan was regarded as the „America‟s most allied ally in Asia.‟ With the end of Cold War, the U.S. policy underwent a tremendous change that subsequently picked India as a potential counterweight to China and called it a „natural partner.‟ Eventually, the U.S.-Pakistan relations had been in a depressing setting. However, in the post 9/11 period, the two countries came closer and collaborated in war against terrorism. But this single-issue alliance could not engulf the differences between the partners. This paper attempts to trace the US security policy and its maneuvering in South Asia during and after the Cold War periods.

Abstract:: To win the Cold War, President Ronald Reagan did something for which he is never credited: he dramatically increased the budget of the United States Information Agency, the public diplomacy arm of our struggle against communism. Senegal, in September of 1999, was about to hold a presidential election. Because of USIA's long history of promoting journalism in Senegal, the embassy decided to work in partnership with the local Print, Radio and Television Journalists Federation to hold a series of workshops on the role of journalists in covering elections. USIA was uniquely organized to promote democratic development through the long term support of human rights organizations, journalism, programs that helped build the rule of law, educational programs that encouraged the acceptance of diversity in society and, perhaps most importantly, through partnering with and supporting local opinion leaders to help them promote democratic values that stand in opposition to ideologies hostile to the West.

Abstract:: After a century of an American world order established by U.S. President Woodrow Wilson at the end of the First World War, we are facing a shift in Washington’s global attitude. President Trump’s approach to world affairs is different. Although Obama, and to some extent Bush before the September 11, 2001 terror attacks, was starting to withdraw from the U.S. historical position of key global superpower, President Trump’s approach to world affairs is a much more drastic acceleration of this move. Continuing in this direction means we may soon face a collapse of America’s century-long preeminence, and the creation of a new world order in which the U.S. is no longer leading the global power, but only first among sovereigns, if at all.

Abstract:: Despite the focus on the results of the Yemeni conflict, its underlying causes have not been very well understood. It is a complicated story but this essay seeks to highlight three important factors behind the current turmoil in Yemen that are often overlooked. First, the country has major domestic divisions that are the primary reasons for the conflict in the first place. Second, Saudi direct intervention in Yemen is nothing new and is motivated by Saudi leadership’s strong views about the country. Third, American policy toward Yemen has more to do with Saudi Arabia and the region than with Yemen itself.

Abstract:: Controversies have abounded, including Palestine and Israel within the UN's Human Rights Council, lack of US support for the International Law of the Sea (since 1994), and the International Criminal Court (since 2002). Collectively, the European Union and its Member States remain by far the largest financial contributor to the UN, providing 30% of all contributions to the budget and 31% of peace-keeping activities in addition to substantial contributions towards project-based funding. 4. Some may object that the European Union has been hampered by the lack of a common position among EU Member States on the future of the UN Security Council (UNSC), where two member-states, UK and France, currently have permanent seats and one, Germany, is desperate to get one.

Abstract:: From the mid-1960s to the mid-1970s West German foreign policy underwent substantial transformations: from bilateral to multilateral, from reactive to proactive. The Conference on Security and Cooperation in Europe (CSCE) was an ideal setting for this evolution, enabling the Federal Republic to take the lead early on in Western preparations for the conference and to play a decisive role in the actual East–West negotiations leading to the Helsinki Final Act of 1975. Based on extensive original research of recently released documents, spanning more than fifteen archives in eight countries, this study is a substantial contribution to scholarly discussions on the history of détente, the CSCE and West German foreign policy. The author stresses the importance of looking beyond the bipolarity of the Cold War decades and emphasizes the interconnectedness of European integration and European détente. He highlights the need to place the genesis of the CSCE conference in its historical context rather than looking at it through the prism of the events of 1989, and shows that the bilateral and multilateral elements (Ostpolitik and the CSCE) were parallel rather than successive phenomena, parts of the same complex process and in constant interaction with each other.

Abstract:: Contrary to the assumption that Western and Eastern European economies and cinemas were very different from each other, they actually had much in common. After the Second World War both the East and the West adopted a mixed system, containing elements of both socialism and capitalism, and from the 1980s on the whole of Europe, albeit at an uneven speed, followed the neoliberal agenda. Abstract:: Ric Smith has masterfully woven archival material, memories of his own time as a foreign service officer, and conversations with other officers of the then Department of Foreign Affairs to recount the crisis in East Pakistan in 1971 and the difficult birth of Bangladesh. Smith highlights the Cold War incongruities of the crisis, including the Soviet Union’s support for democratic India’s position during the crisis, while the United States supported the military regime in Pakistan. The episode also stands as an example of Canberra diverging from Washington on an issue that was garnering political and media attention in Australia. Australia was able to pursue a policy toward the region that was independent from the United States, accepting early that East Pakistan was “finished” and that there was a need to address an unfolding humanitarian crisis. Smith’s book imparts important lessons about diplomacy for Australia: It is not only possible for Australia’s politicians and diplomats to take independent positions on major international problems, but they are sometimes respected by their allies when they do so.

Abstract:: This paper examines North Korea’s dispatch of pilots, psychological operations, and tunneling specialists to aid the Democratic Republic of Vietnam during the Vietnam War. Growing American and South Korean involvement in Vietnam provided an opportunity for North Korea’s increasingly assertive military leaders to better understand their adversaries. Pyongyang’s secret deployment was facilitated by the “Partisan Generals,” who sought to fight the Americans in the sky, demoralize the South Koreans on the ground, and perfect the techniques of underground warfare. North Korea provided material assistance that was significant given its limited resources. Additionally, North Korea detained South Korean Prisoners of War captured by the North Vietnamese Army and Viet Cong. English, Korean, and Vietnamese language materials are used throughout this paper.

Abstract:: This article examines different analytical perspectives on Turkish-Russian relations and provides a conceptual history of developing connections between Turkey and Russia since the end of the Cold War. It first reviews evolving political relations, including military cooperation, and then focuses on economic relations, including energy cooperation. Finally, it discusses the socio-cultural aspects of bilateral relations, focusing on the movement of people. It shows how conflicting geopolitical interests have overshadowed the increasing economic cooperation and cultural exchange that had marked the previous two decades of bilateral relations. Although Turkey and Russia have competing regional interests, their dissatisfaction with and resentment of Western policies is one of the major reasons for their reluctant geopolitical cooperation. This article emphasizes the need for a multi-causal and analytically eclectic approach to analyzing Turkish-Russian relations that selectively recombines analytic components of causal mechanisms in competing research traditions.
