101. Sunshine’s Final Sunset? Maybe Not

Abstract:: North Korea’s decision to start the new year with its fourth nuclear test guaranteed a downturn in inter-Korean ties. Its successful satellite launch in early February, which also served as a partial ballistic missile test, was the last straw for South Korea, which appeared to finally run out of patience. On Feb. 10 President Park announced the suspension – but in all probability, permanent closure – of the Kaesong Industrial Complex (KIC): the last surviving North-South joint venture from the “Sunshine” Era of engagement. But, parliamentary elections in April saw a rebuff for Park’s conservative ruling Saenuri Party. This increases the center-left’s chances of regaining the Blue House in late 2017 and a return of some form of outreach to Pyongyang. Right now it is sunset for “Sunshine” on the Peninsula, but the sun may yet rise again. Never say never in Korea. The usual China-US discord over tactics and wording meant it took almost two months for the UN Security Council (UNSC) to agree a new resolution and fresh sanctions. Finally adopted (unanimously, as always) on March 2, UNSCR 2270 imposed measures much more severe than any previously applied to North Korea. Meanwhile on the specifically inter-Korean front, which is our focus here, the big event was the Feb. 10 suspension – but in all probability, permanent closure – of the Kaesong Industrial Complex (KIC): the last surviving North-South joint venture from the “Sunshine” Era of engagement (1998-2007). Kaesong has shut before, in April 2013 when Pyongyang abruptly pulled out its 55,000 workers. On that occasion South Korea’s then newly elected President, Park Geun-hye, worked patiently and successfully to mend fences, and the zone reopened five months later in September. (All this was of course fully chronicled and analyzed in Comparative Connections at the time.) This time it is Park who has pulled the plug on Kaesong, as discussed in detail below. With all trade and aid now cancelled, as of May 2016 the two Koreas have no contact of any kind, but have reverted to mutual hostility comparable to the height of the Cold War. Infuriating as the North’s nuclear recidivism is, it is hard to see this “back to the future” trajectory as any kind of progress. With Pyongyang’s insults of Park plumbing new depths of juvenile smut, the standoff looks set to last for the remainder of her term of office, which ends Feb. 25, 2018; her successor – a second term is not permitted – will be elected on Dec. 19, 2017. So a lengthy freeze looms – but despite current appearances, not necessarily a permanent one. Parliamentary elections on April 13 saw an unexpected rebuff for Park’s conservative ruling Saenuri Party, which lost its majority in the National Assembly, and a striking win for South Korea’s liberal opposition, even though it is currently split into two parties. This increases the center-left’s chances of regaining the Blue House in late 2017, after a decade in opposition. If that happens, then from 2018 some form of outreach to Pyongyang is likely to resume, albeit probably more cautious than the full-blown engagement pursued during the “Sunshine” decade (1998-2007) by Kim Dae-jung and his successor Roh Moo-hyun. Right now it is sunset for “Sunshine” on the Peninsula, but the sun may yet rise again. Never say never in Korea.

102. New Sanctions, Old Dilemmas

Abstract:: North Korea’s fourth nuclear test in January and long-range rocket launch in February drew global opposition in the form of UN Security Council (UNSC) Resolution 2270 and condemnation by regional leaders. Pyongyang, however, promptly dismissed such calls with a series of short- and mid-range missile launches in March and April. Presidents Xi Jinping and Park Geun-hye expressed support for full implementation of UN sanctions in bilateral talks at the Nuclear Security Summit (NSS) in Washington. Foreign Ministers Wang Yi and Yun Byung-se pledged their commitment to denuclearization at the fifth Foreign Ministers Meeting of the Conference on Interaction and Confidence Building Measures in Asia (CICA) in Beijing on April 27-28, where Xi declared that China “will absolutely not permit war or chaos on the peninsula.” Despite Beijing’s hardened rhetoric, current tensions on the Korean Peninsula point to enduring differences between Beijing and Seoul’s strategic preferences.

103. Staying on a Test Course

Abstract:: Citing his November meeting with Premier Li as evidence, Prime Minister Abe found relations with China improving in his Diplomatic Report to the Diet. Chinese officials took a more cautious view. While acknowledging progress, China’s ambassador to Japan called attention to unstable elements in the relationship and Foreign Minister Wang Yi accused Japan of “double dealing” in its relations with China. Issues related to the East China Sea and the South China Sea continued to trouble the relationship. Chinese Coast Guard ships made incursions into Japan’s territorial waters in the Senkakus while Japan continued to strengthen its military presence in Okinawa and the southwest islands. The foreign ministers met at the end of April.

104. Mostly Sanctions, Some Commerce, and Elections

Abstract:: The beginning of a new year offers an opportunity to evaluate how circumstances change. While the first few months of 2015 conveyed (cautious) optimism amidst notable celebrations like the anniversary of the restoration of diplomatic relations between Japan and South Korea and the 70th anniversary of the end of World War II, there was no focal point in early 2016 to push the momentum toward greater cooperation for Seoul and Tokyo. The main difference to the start of this year was the dominance of the Japan-North Korea dyad. Perhaps the Jan. 6 nuclear test by Pyongyang was a foreshadowing of things to come, as relations with Tokyo remained rather tumultuous: several missile tests by Pyongyang combined with retributive actions on the part of Tokyo made progress on the abduction issue – arguably Japan’s top priority vis-à-vis the North (alongside denuclearization) – extremely unlikely.

105. H-Bomb Plus THAAD Equals Sino-Russian Alliance?

Abstract:: The first months of 2016 witnessed a significant escalation of tension in Northeast Asia following North Korea’s fourth nuclear test on Jan. 6. The test, coupled with renewed US-ROK interest in deploying the Terminal High-Altitude Area Defense (THAAD) system, presented China and Russia with a “double-layered predicament”: nuclear proliferation on the heavily militarized Korean Peninsula and a direct threat to their nuclear deterrence posture. Meanwhile, talk of a Sino-Russia alliance was back on track in China. In reality, however policies of the two powers seemed to go in different directions. Russia continued to surprise the world, including China, over its involvement in Syria. For China, the “One Belt, One Road” initiative took Xi Jinping to three major Muslim nations (Iran, Saudi Arabia, and Egypt) in January. China also dispatched its own Syrian special envoy and initiated a mini-security alliance with Afghanistan, Pakistan, and Kyrgyzstan to the displeasure of Moscow. By the end of April, the two countries announced they would conduct their first-ever joint anti-missile drills in Russia.

106. Incremental, But Groundbreaking Steps

Abstract:: Two objectives drive Japan’s increasing engagement with Southeast Asia: stimulating Japanese economic growth through investment in large-scale infrastructure abroad, and supporting regional maritime domain awareness. While Tokyo officially denies any suggestion of rivaling or checking China with these policies, the timing and nature of Japan’s “pivot” to Southeast Asia would suggest otherwise. The number of “first-ever” Japanese defense initiatives with Southeast Asian countries in the past year, correspond to rising concern in the region over China’s moves in the South China Sea. New developments in regional security relations reflect a revision of Japanese defense guidelines and of the US-Japanese alliance, both of which emphasize greater interaction with regional partners. On the economic side, Japan and China are in direct competition for infrastructure projects in Southeast Asia, particularly in Myanmar. This will likely be the case for the next several years as ASEAN seeks to undergird the ASEAN Economic Community with new transportation grids. New developments in regional security relations reflect a revision of Japanese defense guidelines and of the US-Japanese alliance, both of which emphasize greater interaction with regional partners. New guidelines have enabled the Japan Self-Defense Forces to deepen their engagement with Southeast Asian militaries. For several years, the Japanese Coast Guard (JCG) was the primary institution for maritime cooperation in the region. There is still considerable scope for JCG cooperation with its Southeast Asian counterparts, but the Japan Maritime Self-Defense Force appears to be positioned to become the lead agency over time. On the economic side, Japan and China are in direct competition for infrastructure projects in Southeast Asia, particularly in Myanmar. This will likely be the case for the next several years as ASEAN seeks to undergird the ASEAN Economic Community with new transportation grids. Although Japan will enjoy some advantage over China with Vietnam and Malaysia when and if the Trans-Pacific Partnership becomes fully operational, the three countries with the most ambitious infrastructure plans – Myanmar, Thailand, and Indonesia – will not be TPP members for several years, if ever.

107. Rule of/by Law?

Abstract:: The rule of law took a few huge hits during the year’s second trimester, as Beijing chose to ignore the UNCLOS Arbitral Tribunal’s ruling that negated many of its South China Sea claims, while Pyongyang displayed its usual disdain for the latest UN Security Council Resolution 2270 with a series of ballistic missile launches, highlighted by a submarine-launched ballistic missile test. There were also a number of significant multilateral forums addressing regional security and economic issues, or both. Most in some form also touched upon the South China Sea and Korean Peninsula, even as ASEAN danced around the Tribunal’s ruling. Meanwhile in the battle of who gets to make trade rules, the Chinese-backed Regional Comprehensive Economic Partnership (RCEP) seemed to fare only slightly better than the US-driven Trans-Pacific Partnership (TPP), the objection to which seems to be the only thing the two US presidential candidates agree upon.

108. Hiroshima to The Hague

Abstract:: President Obama and Prime Minister Abe traveled to Hiroshima, where Obama took the opportunity to speak of the devastating consequences of war in the nuclear era. The summer months that followed were full of politics, with an Upper House election in Japan in July and the Republican and Democratic Party conventions in the US kicking off the general election campaign for president. The Obama administration continued to work toward congressional passage of the Trans-Pacific Partnership at the end of the year. With less political contention but growing skepticism over Washington’s ability to ratify the agreement, the Abe Cabinet decided to postpone Diet discussions on the topic until after its election. Regional relations continue to shape the US-Japan alliance agenda with Chinese maritime activity in the East China Sea and South China Sea and ongoing North Korean provocations garnering the most attention. The summer months that followed were full of politics, with an Upper House election in Japan in July and the Republican and Democratic Party conventions in the US kicking off the general election campaign for president. The Republican nominee, Donald Trump, continued to take aim at trade deals and US alliances, but the Democratic Party had its “anti-trade” moment when its convention took aim at the Trans-Pacific Partnership (TPP), the trade pact concluded by 12 Pacific nations. The Obama administration continued to work toward a Congressional vote in the lame duck session at the end of the year. With less political contention but growing skepticism over Washington’s ability to ratify the agreement, the Abe Cabinet decided that it would postpone Diet discussions until after its election. Regional relations continue to shape the US-Japan alliance agenda. In July, the UN Convention on the Law of the Sea Tribunal announced its arbitration ruling in a case brought by the Philippines on Chinese behavior in the South China Sea. Beijing was quick to condemn the ruling, but its neighbors in Asia largely welcomed it. In August, Chinese fishing vessels inundated the waters near the Senkaku Islands, prompting Japan’s Vice Minister of Foreign Affairs Sugiyama Shinsuke to call in Chinese Ambassador Cheng Yonghua for a harsh protest. A diplomatic opening came when Foreign Minister Wang Yi traveled to Tokyo on Aug. 24 for a trilateral meeting with the foreign ministers of Japan and the ROK, the first trilateral meeting held in Japan in 11 years. North Korea heralded this Japan-ROK-PRC meeting by testing a ballistic missile launch from a submarine. Pyongyang yet again interrupted regional diplomacy when it launched three missiles into the Sea of Japan during the G20 meeting hosted by Beijing, prompting renewed UN condemnation of North Korea and a hasty set of meetings between the leaders of Japan, South Korea, and the US. A full agenda of Asian multilateral meetings ended the summer, offering plenty of opportunity for diplomacy. For this summer, at least, there seems little reason to believe that diplomacy alone can bridge the growing differences over how to resolve the region’s growing security tensions.

109. Friction and Cooperation Advance Simultaneously

Abstract:: Senior US and Chinese officials publicly emphasized positive developments in the bilateral relationship at the eighth US-China Strategic and Economic Dialogue, while privately raising concerns. The second US-China Cybercrime and Related Issues High-Level Joint Dialogue convened a week later. The South China Sea persisted as a major area of tension as an UNCLOS Tribunal ruled in favor of the Philippines in its case against China. National Security Adviser Susan Rice traveled to Beijing in late July to prepare for the US participation in the G20 Summit in Hangzhou and what is likely to be the last meeting between Xi Jinping and President Obama. Bilateral military ties maintained an active pace with a visit by the US chief of naval operations to China in July, a port visit by a US guided-missile destroyer to Qingdao in August, and Chinese participation in the Rim of the Pacific (RIMPAC) military exercises in Hawaii.

110. Tests, Distress, Defection, Election

Abstract:: The United States and South Korea entered the summer months with growing concern over North Korean missile capabilities. The DPRK Workers’ Party Congress in May signaled solidarity in Kim Jong Un’s reign, replacing the National Defense Commission with a new State Affairs Commission, and appointing Ri Yong Ho as foreign minister. Mid-summer, the US sanctioned Kim Jong Un and 10 other individuals and entities for human rights violations, and the US and ROK agreed to deploy the THAAD system against North Korea. Angered, the DPRK severed the New York channel. The US and South Korea joined together in military exercise Ulchi Freedom Guardian. Pyongyang responded by threatening to turn Seoul and Washington into a “heap of ashes through a Korean-style preemptive nuclear strike.” Finally, South Koreans expressed growing concern over the course of the US presidential campaign.

111. Augmented Presence

Abstract:: The Obama administration has achieved only a portion of its Asian rebalance strategy in Southeast Asia. Washington is repositioning elements of the US Navy to the Pacific, engaging in “freedom of navigation patrols,” and providing assistance to Vietnam and the Philippines to monitor and defend their maritime territories. US leaders are regularly attending ASEAN-based meetings to demonstrate US commitment to Asia. President Obama regularly promotes the Tran-Pacific Partnership (TPP). Despite these advances, US presidential electoral politics are presenting new obstacles. Meanwhile, the US has urged caution with respect to the UNCLOS Arbitral Tribunal’s decision on the South China Sea. Human rights concerns continue to trouble US relations with Hanoi as well as Bangkok, Nay Pyi Taw, Vientiane, and Phnom Penh.

112. Countering Adverse Tribunal Ruling

Abstract:: Tensions over South China Sea territorial disputes dominated relations throughout the summer months of 2016. Fearing that the UNCLOS Arbitral Tribunal case would go against China, Beijing took remedial steps in the lead-up to the July 12 ruling to show resolve to domestic Chinese constituencies and to counter international pressures. With the Tribunal’s award even more negative for China than most anticipated, Beijing’s attacks on the arbitral panel and warnings to neighbors and the US intensified. They were accompanied by shows of force in the South China Sea. Given the restraint of others, after a few weeks registering intense indignation, Chinese officials and commentary also moderated their rhetoric. Whether the Chinese shift to moderation was tactical or strategic remains to be seen. The Chinese onslaught was met with restraint and moderation in the region and on the part of other concerned powers. In contrast to the high tempo of large-scale US and US led-naval exercises and other military maneuvers in the South China Sea prior to the decision, there were no military actions signaling pressure on China in the weeks following the decision. Japan and Australia joined the US in restricting reactions mainly to official statements approving of the tribunal’s decision. The Philippines, the initiator of the case, inaugurated a new government on June 30 that was much more interested in seeking common ground with China. Given the restraint of others, after a few weeks registering intense indignation, Chinese officials and commentary also moderated their rhetoric. Whether the Chinese shift to moderation was tactical or strategic remains to be seen. Construction of hangers that could be used by military as well as civilian aircraft continued on the newly created land features now hosting modern aircraft landing strips on Chinese-controlled rocks and reefs in the Spratly Islands. Other infrastructure for Chinese occupation continued to be built. Chinese leaders from President Xi Jinping on down strongly reaffirmed China’s determination to defend its territorial claims, with China’s most senior foreign policy spokesperson, State Councilor Yang Jiechi telling Chinese media on July 14 that China “cannot lose one centimeter of inheritance left by ancestors.”

113. Relations Better than Expected

Abstract:: Democratic Progressive Party (DPP) Chairperson Tsai Ing-wen was inaugurated as president on May 20. In her inaugural address, she did not accept “one China” but did reach out further toward Beijing. Beijing gave her address an “incomplete” grade and has continued to press her to accept the 1992 Consensus. Despite this fundamental divide and deep mutual mistrust, the two sides have been able to handle some issues in a pragmatic manner. Although the formal communications channels have been suspended by Beijing, contacts at other levels continue under the network of cross-strait agreements. Many issues will continue to complicate the management of relations. However, Tsai remains committed to maintaining stable relations and Xi Jinping, preoccupied with other challenges, prefers to avoid a confrontation with Taiwan.

114. A Toxic Nuclear Tocsin

Abstract:: The middle four months of 2016 were among the bleakest for inter-Korean relations in the 15 years this writer has been covering that often rebarbative relationship for Comparative Connections. There have been numerous fiery threats from Pyongyang, extreme even by their own standards. An accelerated flurry of ballistic missile launches, followed by North Korea’s second nuclear test this year, raised fears that Kim Jong Un was speeding up development of his strike capacity. As of now the Koreas are not talking to each other, only at each other. North Korea did make a few new proposals for dialogue, though it can hardly have expected them to be taken seriously, given the tone and content of most of its other statements and actions. For South Korea, as for all North Korea’s interlocutors, the Kim Jong Un factor adds an extra layer of anxiety to the already complex and concerning challenges posed by the DPRK. Given the latest Kim’s youth, he could be around for decades, despite wishful thinking to the contrary. Or perhaps that is the wrong metaphor. The past quarter brought numerous fiery threats from Pyongyang, extreme even by their own standards, to nuke or otherwise blitz South Korea’s President Park Geun-hye as well as the Blue House (Cheongwadae); not to mention the US and points further afield, from Guam to Manhattan. An accelerated flurry of ballistic missile launches over the past six months, followed on Sept. 9 by North Korea’s second nuclear test this year, raised fears that Kim Jong Un was speeding up development of his strike capacity, such that one day such wild braggadocio might be a real menace, and not just empty bluster. Nonetheless, as German sociologist Georg Simmel noted a century ago, conflict is a form of sociation. As of now the Koreas are not talking to each other, only at each other – or shouting, in the North’s case. Yet this too needs reporting, and parsing. In fact North Korea did make a few new proposals for dialogue during the past four months; though it can hardly have expected them to be taken seriously, when the tone and content of most of its other statements – not to mention its actions on the WMD front – contradicted them so violently. In this and other respects Kim Jong Un remains harder to fathom, in terms of his tactical or strategic goals, than were his father Kim Jong Il and grandfather Kim Il Sung before him. For South Korea, as for all North Korea’s interlocutors (actual or potential), the Kim Jong Un factor adds an extra layer of anxiety to the already complex and concerning challenges posed by the DPRK. Given the latest Kim’s youth – now confirmed by his aunt as 32: even younger than Kim Il Sung was when the USSR installed him in Pyongyang in 1945 – he could in principle be around for decades, despite wishful thinking to the contrary (discussed below).

115. Relations in “Kim Jong Un’s Era”

Abstract:: Vice Chairman of the Workers’ Party of Korea (WPK) Central Committee Ri Su Yong visited Beijing at the end of May to deliver a message of friendship from Kim Jong Un and to report on the results of the May 6-9 WPK Congress, which reportedly marked the “official start to Kim Jong-un’s era.” Ri’s visit drew attention to Pyongyang’s nuclear policy as a continued source of friction in relations with Beijing. China-ROK tensions rose with the announcement of a US-ROK agreement to deploy the THAAD missile defense system in South Korea and South Korean protests against illegal Chinese fishing. Exclusive Economic Zones (EEZs) remain another point of China-ROK tension. Although China and South Korea seek to advance trade within various frameworks, such efforts only highlight a widening gap between the economic and political aspects of their relationship. Current security priorities require effective approaches to both immediate differences over THAAD and EEZs and longer-term preferences over how to effectively promote lasting stability on the Korean Peninsula.

Abstract:: There was no lack of high-level bilateral dialogue over the summer months with the foreign ministers meeting three times between late April and the end of August. There were several other exchanges in between including a meeting between Prime Minister Abe and Premier Li in July at the Asia-Europe Meeting in Ulaanbaatar. Despite the dialogue, strong differences continued to mark the relationship, in particular on issues related to the South China Sea and the East China Sea. Tensions heightened in June when a PLA Navy ship entered Japan’s territorial waters off Kagoshima and again in August when Chinese fishing boats and Coast Guard ships swarmed into the Senkakus, entering Japan’s contiguous zone and territorial waters despite repeated high-level protests.

Abstract:: The summer months were less tumultuous than usual for Seoul and Tokyo. Aside from the main political issue surrounding the implementation of the “comfort women” deal that was struck back in December 2015, there were many visible instances of cooperation across a range of sectors. To some extent, Seoul was preoccupied with the fallout from its decision to host the Terminal High Altitude Area Defense (THAAD) system while Japan was focused on its House of Councillors election in July. It was business as usual with North Korea for Japan, with efforts to denounce Pyongyang’s ballistic missile tests and the stalemate over the investigation into the abduction of Japanese citizens since the North’s decision to suspend the probe in February 2016.

Abstract:: The China-Russia relationship was both extraordinary and ordinary. On one hand, both sides were visibly, albeit reluctantly, moving toward more security-strategic coordination to offset growing pressure from the US and its allies. On the other hand, they continued to interact with a mix of cooperation, competition, and compromise for interests and influence in a range of areas including trade, investment, and regional development. Neither trend was definitive, given the complex dynamics between the two, as well as their respective relations with others, which are beyond the control of Moscow or Beijing. The asymmetry between “high” and “low” politics in their bilateral ties may be normal, if not necessarily desirable. Nevertheless, the scope, speed, and sustainability of the emerging Sino-Russian strategic alignment deserve careful scrutiny.

Abstract:: Since relations were reset following President Obama’s visit to India in January 2015, there have been three visits to the US by Prime Minister Modi. The US and India have also conducted two iterations of the Strategic and Commercial Dialogue (S&CD), exchanged multiple Cabinet-level visits, and announced new initiatives to broaden and deepen dialogue and produce outcomes. Over the past year and a half, the absence of drama has allowed for notable progress in the area of defense relations, but just as notably little progress on key trade and investment issues even as bilateral trade and investment grows. After three decades and three US presidents with strong commitments to the bilateral relationship, it remains to be seen whether a new US president will reciprocate Modi’s expressed and demonstrated interest in strong US-India relations. Since then, there have been three further visits to the US by Prime Minister Modi – in September 2015 for meetings at the United Nations as well as outreach to the Indian-American community and US business community, in April 2016 to attend the Nuclear Security Summit, and in June 2016 for a final summit with President Obama and a speech to a joint session of Congress. The US and India have also conducted two iterations of the newly-launched Strategic and Commercial Dialogue (S&CD) modeled on the US-China Strategic and Economic Dialogue, exchanged multiple Cabinet-level and senior officials visits, and announced new initiatives (e.g., upgraded UN and Multilateral Dialogue, Maritime Security Dialogue, consultations on Africa) to broaden and deepen dialogue and produce outcomes. During the period under review (March 2015 to September 2016), there have been no dramatic events similar to PM Modi being “unbanned” from visiting the US. The absence of drama has allowed for notable progress in the area of defense relations, but just as notably little progress on key trade and investment issues even as bilateral trade and investment grows. After three decades and three US presidents with strong personal and policy commitments to the bilateral relationship, it remains to be seen whether a new US president will reciprocate Prime Minister Modi’s expressed and demonstrated interest in strong US-India relations. Unlike divergences between the current two US presidential candidates on a host of foreign policy issues and in particular relations with the Asia-Pacific, statements and indications by the Clinton and Trump campaigns suggest a strong commitment to continued improvements in US-India relations. Both party platforms specifically address the importance of India, though it is noteworthy that the Republican platform raises issues about India’s commercial openness and the country’s treatment of religious minorities.

Abstract:: A trifecta of international gatherings – the Asia Pacific Economic Cooperation (APEC) Leaders Meeting in Beijing, the East Asia Summit (EAS) in Nay Pyi Taw, and the G-20 gathering in Brisbane – had heads of state from around the globe, including US President Barack Obama, flocking to the Asia-Pacific as 2014 was winding to a close. North Korea was not included in these confabs but its leaders (although not the paramount one) were taking their charm offensive almost everywhere else in an (unsuccessful) attempt to block a UN General Assembly resolution condemning Pyongyang's human rights record. More successful was Pyongyang's (alleged) attempt to undermine and embarrass Sony Studios to block the release of a Hollywood film featuring the assassination of Kim Jong Un.

122. A Frustrating Start to 2015 for the US

Abstract:: President Obama initiated his long-awaited (and long overdue) quest for “fast track” or Trade Promotion Authority (TPA) from the US Congress, understanding that final negotiations and eventual passage (or not) of his Asian “rebalance” economic centerpiece, the Trans-Pacific Partnership (TPP) free trade agreement, rests upon achieving TPA. Without TPP, Obama’s already tarnished leadership image will be severely damaged, his “lame duck” status will be solidified at home and abroad, and his Asian pivot will be seen not as the multidimensional strategy it was intended to be but largely a unidimensional (security) single-focused (China) strategy. Meanwhile, China continued to tarnish US and ASEAN leadership through its accelerated island-building projects in the South China Sea, while Washington’s badly managed response to China’s Asian Infrastructure Investment Bank initiative provided another (self-inflicted) wound. Washington’s questions were the right ones, but its seemingly “choose between us and China” approach resulted in most US partners and allies choosing Beijing. Finally, US-DPRK and North-South relations went through cycles of hope and despair with no real progress in sight, as speculation runs rampant as to why Kim Jong-Un decided not to go to Moscow.

Abstract:: 2015 opened with high-level exchanges in preparation for the Strategic and Economic Dialogue, scheduled for early summer, and Xi Jinping’s state visit in September. Visits to China were made by Deputy Secretary of State Tony Blinken, Treasury Secretary Jacob Lew, Commerce Secretary Penny Pritzker, and Homeland Security Secretary Jeh Johnson. Chinese State Councilor Yang Jiechi met National Security Adviser Susan Rice in New York. Military exchanges included dialogues, ship visits, joint drills, and video calls. The South China Sea remained a source of friction as evidence mounted that China is building military outposts on reefs in the Spratly Islands. In response to the issuance of the revised US-Japan Defense Guidelines, China voiced concerns and called the alliance outdated. Despite US objections, a total of 57 countries signed up to be founding members of the Chinese-led Asian Infrastructure Investment Bank. China held its annual meetings of the National People’s Congress and the Chinese People’s Political Consultative Congress, announcing an economic growth target of around 7 percent and an increase in its defense budget of 10.1 percent in 2015.

Abstract:: The early months of 2015 saw little change in US-DPRK relations while there were several positive developments in US-ROK relations. There were new US sanctions on North Korea over the Sony Pictures cyber-hacking incident and increased concern about North Korean advances in nuclear and missile technology as the US and others continued to criticize the DPRK’s human rights record. Meanwhile, South Korea and the US held their annual military exercises and concluded a new civilian nuclear agreement. 126. South China Sea Wariness

Abstract:: In the first four months of 2015, senior State and Defense Department officials as well as flag-rank military officers visited Southeast Asia, all emphasizing ASEAN’s importance for the Obama administration’s rebalance policy. The US is building a rotational force deployment capacity in the region along with military assistance to allies and partners, especially for increasing their maritime security capabilities. Washington and Manila await a Supreme Court decision regarding the constitutionality of the April 2014 Enhanced Defense Cooperation Agreement (EDCA), which will permit better access for US forces. Washington has also emphasized Vietnam’s importance to the rebalance, currently concentrating on improving coast guard relations. However, the US was dismayed that Hanoi permitted Russian tanker aircraft to fly out of Cam Ranh Bay to refuel bombers that flew near US bases in Guam. The Indonesian Navy has shown interest in more naval exercises with the US around the Natuna Islands. Problems persist in US-Thai relations as the military consolidates its rule. Although the annual Cobra Gold exercise took place in February, Washington scaled back US participation and significantly reduced the kinetic component. Planning for next year’s exercise is in limbo. Finally, Japan and India have shown support for maritime security buildups and an enhanced naval presence in the South China Sea.

Against that positive background, Chinese leaders generally sidestepped the strong language seen at the annual Chinese People’s Congress meetings and other venues in the recent past regarding Chinese determination to protect disputed sovereignty and insure peace through strength in dealing with territorial disputes. Senior leaders did respond sharply when Myanmar armed forces killed Chinese civilians in a cross-border air attack in March as the Myanmar military suppressed resistance by an ethnic militia with close historic ties to China. Chinese leaders tended to leave publicizing South China Sea disputes to lower-level officials, using carefully measured language to rebuff complaints made by US, Philippine, and Vietnamese representatives protesting China’s rapid creation and expansion of islands through massive dredging and follow-up construction of facilities for surveillance and power projection. In a departure from past practice, ASEAN leaders on April 27 publicly registered serious concern about the land reclamation in the South China Sea.

Initial hints on both sides of potential readiness for a summit came to naught, being dissipated in recriminations over a drearily familiar list of obstacles. So we shall focus on the main events, such as they were, and try to be forward-looking. Topics covered include the military exercises; a revealing memoir by Lee Myung-bak about his presidency; and a potentially serious row about wages at the Kaesong Industrial Complex (KIC), the last inter-Korean joint venture still in operation. We conclude with new hope of a thaw as of early May, which could yet be dashed as so often before. While taking on board Joshua Stanton’s point (made on Twitter, but I can’t immediately trace it) to the effect that even a mutual slanging match is in some sense a form of dialogue, I dare say readers have better things to do than wade through a blow-by-blow account. Masochists or diehard verbal boxing fans know where to go find this stuff, although those in South Korea are still lamentably denied access to one side’s punches by the recently upheld ROK National Security Law – whose restrictions have also affected the present article, written in Seoul and hence perforce without the usual access to KCNA and other DPRK primary sources. So we shall focus on the main events, such as they were, and also try to be forward-looking. Topics covered include the military exercises; a revealing memoir by Lee Myung-bak about his presidency (2008-13); and a potentially serious row about wages at the Kaesong Industrial Complex (KIC), the last inter-Korean joint venture still in operation. Abstract:: A theme of South Korean opinion leaders in recent years has been the desire to avoid choosing between Beijing and Washington, but this strategy became more difficult in early 2015, as Seoul had to decide how to deal with issues such as AIIB (Asian Infrastructure and Investment Bank) and THAAD (Terminal High Altitude Area Defense) where Beijing and Washington are on opposing sides. As South Korea weighed these choices, there was a series of high-level Chinese visits to South Korea, including Vice Premier Wang Yang’s to discuss furthering China-ROK economic and cultural cooperation on the foundation of closer political ties and State Councilor and Defense Minister Chang Wanquan to reaffirm opposition to Pyongyang’s nuclear weapons program. On the economic front, China and South Korea are pushing to sign their FTA deal this year, holding the latest trade meeting on April 9. Abstract:: Despite ongoing discussions of history and present-day issues related to the Senkaku/Diaoyu Islands, there was a general sense in both Tokyo and Beijing that relations were slowly moving in the right direction. Meetings took place between senior diplomats and political leaders. Slowly gaining traction, engagement culminated in the April 22 Xi-Abe meeting in Bandung, Indonesia, featuring smiles, handshakes, and a 25-minute talk – a far different picture of the relationship than that presented at the November meeting in Beijing. However, Xi and other Chinese officials consistently made it clear that progress in restoring relations would depend significantly on Japan’s proper understanding of history, in particular Prime Minster Abe’s much anticipated statement commemorating the 70th anniversary of the end of the war.

132. The Art of Politics and the Politics of Art

Abstract:: At the end of 2014, there were both stern warnings but also cautious optimism for what 2015 held in store for Japan and South Korea in anticipation of the 50th anniversary in June of the restoration of diplomatic relations and the upcoming 70th anniversary of the end of World War II. The early months of 2015 did not bring any new explosive point of contention to the surface, but issues such as talks on comfort women/sex slaves and territorial sovereignty over Dokdo/Takeshima remained the focus of relations. The most visible manifestation came with Prime Minister Abe’s visit to the US in late April. Clearly playing to his audience, he reassured Americans but disappointed Koreans. While governments were fine-tuning their art of politics, a group of nongovernmental actors – academics, large corporations, and the art community – got swept away by the politicization of bilateral relations.

134. Back in the Same Orbit and Back on Earth

Abstract:: Given the drift and depths to which the US-India relationship has succumbed throughout much of 2013 and the early part of 2014, visits by the two heads of government in the span of a few months constituted something of a return to the same orbit, symbolized by the fact that the two countries’ Mars orbiters (Mangalyaan and Maven) had entered the planet’s orbit within a couple of days of each other. Prime Minister Modi visited Washington in late September 2014, just four months after taking office. President Obama followed up with an important visit to India in January 2015 as the “Chief Guest” for India’s Republic Day, the first US president to be accorded this honor. But as always with US-India relations, positive symbols are suffused with caution. In the event, there were no major run-ins during the period of US-India relations covered by this article. Though, there were few major breakthroughs either. The relationship did recover very soon after the resounding election victory of Narendra Modi following India’s national elections in May 2014. The pace at which high-level US-India ties were reestablished under a Modi administration was something of a surprise given the unusual situation of his being barred from traveling to the US due to allegations about his role in the communal riots between Hindus and Muslims in the Indian state of Gujarat that he once led as chief minister. The improbable dilemma of the US government banning an official visit by a democratically elected leader, who had not been convicted of illegal acts by his own country or any international body, was finessed by simply removing the ban and issuing a message of warm welcome by President Obama himself. Prime Minister Modi thus visited Washington in late September 2014, just four months after taking office and on the back of an appearance at the annual UN General Assembly meeting in New York. President Obama followed up with an important visit to India in January 2015 as the “Chief Guest” for India’s Republic Day, the first US president to be accorded this honor. Obama also became the first US president to visit India twice while in office. Another first was the appointment in December 2014 of a US ambassador to India of Indian origin, Richard Rahul Verma. Given the drift and depths to which the bilateral relationship has succumbed throughout much of 2013 and the early part of 2014, the two heads of government visits constituted something of a return to the same orbit, symbolized by the fact that the Indian Space Research Organization’s (ISRO) and National Aeronautics and Space Administration’s (NASA) respective Mars orbiters (Mangalyaan and Maven) had entered the planet’s orbit within a couple of days of each other. Indeed, PM Modi alluded to the connection at a joint media conference with President Obama in September saying “I’m happy that we are meeting here just a few days after the Indian and the U.S. missions reached Mars around the same time. So after the India-U.S. summit on Mars, we are meeting here on Earth. This happy coincidence captures the potential of our relationship.” But as always with US-India relations, positive symbols are suffused with caution. While also noting the “pleasant coincidence” of the two orbiters proximate trip to Mars, Assistant Secretary of State for Arms Control, Verification and Compliance Frank Rose suggested to an Indian audience in March 2015 that the time might be right for a “Space Situational Awareness” information sharing agreement, implying to listeners the need to avoid accidental collisions. Abstract:: The big news over the summer is the granting of “fast track” Trade Promotion Authority to President Obama by the US Congress. This keeps hopes alive for the Trans-Pacific Partnership, the economic centerpiece of the Obama administration’s rebalance to Asia. The political and military legs of this multidimensional strategy got a boost as Secretary of State John Kerry attended the annual ASEAN Regional Forum ministerial meeting and Secretary of Defense Ashton Carter headlined the show at the Shangri-La Dialogue. China continues to make its presence felt in regional affairs as well; President Xi Jinping attended meetings in Ufa, Russia with other BRICS and Shanghai Cooperation Organization leaders and hosted a Conference on Interaction and Confidence Building Measures in Asia (CICA) Special Working Group and Senior Officials Committee Meeting and first CICA Youth Council Conference in Beijing, while continuing to pursue his Silk Road and Asian Infrastructure Investment Bank initiatives, even as China’s economy took a significant hit. Meanwhile, Pyongyang engaged in another round of Russian roulette but backed down when it became apparent Seoul was prepared to pull the trigger. Finally, the 70th anniversary of the end of World War II put history on the front pages. That opened the door to the next round of negotiations among TPP representatives in July in Maui, but they couldn’t close the deal. Post-mortems blamed disputes between Japan and North America over cars (Mexico was particularly incensed over “rules of origin” that would impact its access to the US market), New Zealand recalcitrance over trade in dairy items (pique inspired by Canada’s refusal to open its market, which prompted the US and Japan to low-ball their offers), a split between Australia and the US over sugar markets, and US resistance to any cuts in the duration of intellectual property rights monopoly periods for next-generation drugs. US Trade Representative Michael Froman said the talks made “significant progress” – Australian Trade Minister Andrew Robb agreed, adding that “98 percent is concluded” – but the tough issues remained, well, hard to resolve. In his analysis for The Oriental Economist, Rick Katz argued that deals negotiated with Congress to secure TPA reduced Froman’s negotiating room. There is fear now that the failure to reach agreement means that no deal will be concluded for at least another year and a half. Canada holds an election in October and the conservative government of Prime Minister Stephen Harper needs to hold the line on agriculture imports to avoid losing votes. That means that he cannot negotiate a deal until after that ballot – assuming he wins; an opposition victory will raise the bar to any deal – which then pushes any final agreement to 2016 and the midst of a US presidential campaign, which is no time for bold legislative action. If that assessment is correct, then there is the possibility that a final deal won’t be concluded until 2017 or 2018.

Abstract:: In the wake of a highly successful April visit by Prime Minister Abe Shinzo to Washington, the US-Japan relationship seemed poised for a celebration of success in revamping the alliance. Two focal points of alliance policymakers were the Guidelines for US-Japan Defense Cooperation and the Trans-Pacific Partnership (TPP). But over the summer, both of these initiatives came under political scrutiny. Beyond alliance priorities, the US and Japan faced additional dilemmas in how to deal with a more assertive and sensitive China. Artificial island building by China in the South China Sea brought the US and Japan into closer dialogue over regional maritime cooperation. At the end of the summer, the much-anticipated commemorations of the end of World War II in Japan and China brought heightened sensitivity to the region. Beyond bilateral alliance priorities, the US and Japan faced additional dilemmas, both related to dealing with a more assertive and sensitive China. Artificial island building in the Spratlys and a cyber attack on the US Office of Personnel Management rattled US-China relations, which brought the US and Japan into closer dialogue over regional maritime cooperation. Senior Japanese military leaders began to speak publicly about the possibility of a larger Japanese role in the South China Sea. At the end of the summer, the much-anticipated commemorations of the end of World War II in Japan and China brought heightened sensitivity to the region. The Aug. 14 Abe Statement and Xi Jinping’s speech at the national military parade on Sept. 3, the day of Japanese surrender in China, demonstrated the distance between the two neighbors. Each revealed a new revisionist gaze on their war legacy, and it was hard to ignore the undertones of contemporary bilateral tensions in both leaders’ remarks. Abe chose not to travel to China, although he did not announce his decision until just days before.

Abstract:: The US and ROK marked the 65th anniversary of the start of the Korean War while the region commemorated the 70th anniversary of the end of World War II, which also marks Korean Liberation Day. The US and South Korea conducted annual military exercises mid-August amidst a flare up in inter-Korean tensions. North Korea backed down from a semi-war state and expressed regret over the landmine maiming of two ROK soldiers, as South Korea agreed to silence its speakers along the DMZ, and both agreed to talks aimed at family reunions.

Apart from the Philippines and Vietnam, China’s Southeast Asian neighbors have adopted a low posture on the advances. Nevertheless, US rhetoric has become increasingly strident and it has deployed military forces. Japan and Australia also took steps to counter the Chinese moves. Malaysia, this year’s ASEAN chair, allowed a full discussion of the South China Sea disputes at the ASEAN foreign ministerial meetings in August. Placed on the defensive, Beijing offered words of reassurance and conciliation, emphasizing common interests with ASEAN and the US in peaceful economic development and other areas. But these tactics may have limited impact outside China. Apart from the Philippines and Vietnam, China’s Southeast Asian neighbors have adopted a low posture on the advances. ASEAN has generally eschewed explicit criticism of China’s behavior. Nevertheless, US rhetoric has become increasingly strident and it has deployed military forces in opposition to China’s behavior, reaching a high point in tension over the summer. US allies Japan and Australia also took steps to counter the Chinese moves. Malaysia, this year’s ASEAN chair, went against China in allowing a full discussion of the South China Sea disputes at the various ASEAN foreign ministerial meetings in August. Placed on the defensive and seeking to avoid further deterioration in relations with Southeast Asia and the United States, Beijing offered words of reassurance and conciliation, emphasizing common interests with ASEAN and the US in peaceful economic development and other areas. Such soft tactics have questionable credibility outside China; they have been tried in the past two years with little meaningful impact on China’s determination to advance control in the South China Sea.

Abstract:: Mid-2015 saw the two Koreas hit the headlines again, for the usual depressing reasons. To be exact, it was a hot August politically on the peninsula; with hostilities – mostly rhetorical, but shots were fired – cranked up to a degree not seen since the spring of 2013. Before that, three months of bickering during May through July destroyed the “late spring blossoms” which our previous report had foolishly thought to discern in bud. Having been thus wrongfooted (not for the first time), although hope springs eternal, caution seems advisable as to the prospects for and sustainability of the welcome new outbreak of peace which North and South Korea currently purport to have snatched from what so recently had looked like the brink of war.

141. Prospects for a Strategic Partnership?

Abstract:: President Park Geun-hye’s participation in China’s 70th anniversary celebrations of the end of WWII in September affirmed Seoul’s ties with China, while enabling Seoul to go on the offensive to win Beijing’s acceptance of a Seoul-led reunification of the Korean Peninsula. The escalation of inter-Korean tensions in late August revealed the dilemmas underlying Seoul’s regional diplomacy that continue to undermine coordination on North Korea and other security challenges. Nevertheless, both China and South Korea are engaging in parallel efforts to revive commercial ties with the North. Meanwhile, South Korea has made clear for now that its ability to engage China lies firmly on the foundations provided by a strong US-ROK security alliance; however, we expect that Beijing will continuously test Seoul’s allegiances. Although Workers’ Party of Korea Secretary Choe Ryong Hae represented Pyongyang at the war commemoration ceremonies and military parade in Beijing, replacing Kim Jong Un with Park on the rostrum and the absence of direct leadership exchanges between China and North Korea indicates Pyongyang’s continued political isolation. Likewise, nominal head of state Kim Yong Nam “exchanged greetings” with President Xi at Moscow’s own WWII commemorations on May 9 according to the DPRK state media, but both Beijing and Pyongyang downplayed the exchange. DPRK missile tests on May 9 and June 14 demonstrated Kim Jong Un’s growing nuclear drive and his dismissal of Chinese calls for regional stability. At ASEAN meetings on August 5-6 in Kuala Lumpur, PRC and ROK Foreign Ministers Wang Yi and Yun Byung-se joined regional partners in opposing North Korean actions. Later, an artillery exchange between the two Koreas on Aug. 20 threatened to escalate tensions on the peninsula and underscored the ongoing deadlock in regional diplomacy. North Korea bristled at Chinese statements calling on the two Koreas to “exercise restraint.” In fact, China and South Korea are conducting vibrant exchanges, while China’s interactions with North Korea are nowhere to be seen. Six months after Presidents Xi and Park declared the end of substantive talks, Commerce Ministers Gao Hucheng and Yoo Sang-jick signed the China-ROK Free Trade Agreement (FTA) in Seoul on June 1. Gao also met President Park and Foreign Minister Yun. China-South Korean political and military interactions indicate efforts to upgrade their partnership beyond trade. Top legislator Zhang Dejiang made a three-day visit to South Korea on June 10-12, meeting President Park, National Assembly Speaker Chung Ui-hwa, and ruling Saenuri Party leader Kim Moo-sung. On the military side, PRC Defense Minister Chang Wanquan met ROK Army Chief of Staff Kim Yo-hwan in Beijing on May 12, while ROK counterpart Han Min-koo met PLA Vice Chief of Staff Sun Jianguo at the Shangri-La Dialogue in Singapore later that month. PLA Navy Commander Adm. Wu Shengli met ROK Navy Chief of Staff Adm. Chung Ho-seop in Beijing on June 11. Despite agreements on bilateral security cooperation, however, such exchanges did not produce any pledges on how to address immediate security threats from North Korea. South Korea’s military ties with the US emerged as a clear point of friction ahead of meetings between regional defense chiefs in May.

Meanwhile, China prepared to celebrate the 70th anniversary of the Chinese People’s War of Resistance against Japanese Aggression and the World Anti-Fascist War with a victory parade on Sept. 3. Abstract:: It has become the norm for countries to at least try to avoid undermining the spirit of bilateral celebrations. The general mood enveloping both Japan and Korea – in anticipation of the 50th anniversary of normalization of relations on June 22 – was to accentuate areas where progress was being made while marginalizing issues that are predictably controversial. This translated into some compromise on Japan’s pursuit of gaining inscription for several sites on UNESCO’s World Heritage List, a few exchanges of cultural artifacts, and bilateral talks and meetings on the sidelines of major international conferences. The general mood, however, was decidedly anticlimactic as the 70th anniversary of Korea’s independence from Japanese colonial rule or the defeat by Japan in World War II were not so much an occasion to celebrate how much each country had accomplished, but a reality check on how much the two had yet to achieve. This “glass half empty” sentiment prevented any one event to stand out as a hallmark of bilateral cooperation over the summer.

Abstract:: In contrast to the inactivity in Sino-Russian relations in the first four months of the year, strategic interactions went into high gear in mid-year. It started on May 8 with the largest military parade in post-Soviet Russia for the 70th anniversary of the Great Patriotic War and ended on Sept. 3 when China staged its first-ever Victory Day parade for the 70th anniversary of its war of resistance against Japan’s invasion of China. In between, the Russian and Chinese navies held two exercises: Joint-Sea 2015 (I) in May in the Mediterranean and Joint Sea-2015 (II) in the Sea of Japan in August. In between the two exercises, the Russian city of Ufa hosted the annual summits of the SCO and BRICS, two multilateral forums sponsored and managed by Beijing and Moscow outside Western institutions. For all of these activities, Chinese media described Sino-Russian relations as “For Amity, Not Alliance.”

Abstract:: The Obama administration and the Abbott government stood together in the new military coalition in Iraq and joined in the trade push for a Trans-Pacific Partnership. Australia’s Defence White Paper, about to be released, will be a strong and detailed statement of support for the alliance with the US. Yet, the discussion of the US-Australia relationship often turned into a debate about China. The notable political difference between Obama and Abbott in the past 12 months was over climate change. The US president highlighted the policy difference in a speech during the G20 Summit that Abbott hosted in Brisbane. The other divergence between Australia and the US was over China’s creation of the Asian Infrastructure Investment Bank. After initially sharing US fears about the bank, the Abbott government eventually decided to abandon the US and Japan and became a founding member.

Abstract:: It was a rough four months for the US as Washington struggled to convince Asian audiences that the “rebalance” is sustainable given renewed attention to the Middle East, even before the Syrian crises. US engagement in Asia was multidimensional with participation at several ministeriallevel meetings, a visit by Vice President Biden, continued pursuit of the Trans-Pacific Partnership, and a show of military capability in Korea. But, it isn't clear North Korea got the message. Kim Jong Un seems to have adopted his father's play book: first create a crisis, make lots of threats, and follow up with a “smile diplomacy” campaign. So far, Washington has stuck to its game plan, insisting on a sign of genuine sincerity before opening a dialogue with Pyongyang. Finally, the US image in the region was damaged by revelations about classified NSA intelligence collection efforts.

Abstract:: With their domestic challenges in mind and a shared need for a stable bilateral relationship, Presidents Barack Obama and Xi Jinping met for a day and a half “no necktie” official working meeting to discuss the panoply of bilateral, regional, and global issues that affect US and Chinese interests. The fifth annual Strategic and Economic Dialogue (S) was held in Washington on July 10-11, along with the Strategic Security Dialogue (SSD) and the first Cyber Working Group. Cyber security, especially cyber theft, was a prominent and contentious issue, aggravated by the revelations of former NSA contractor Edward Snowden. Maritime disputes in the East and South China Seas were also a source of tension. The bilateral military relationship was a bright spot, with the visit to the US of Chinese Defense Minister Chang Wanquan.

153. US-Southeast Asia Relations: Philippines - An Exemplar of the US Rebalance

Abstract:: The Philippines under President Benigno Aquino III has linked its military modernization and overall external defense to the US rebalance. Washington has raised its annual military assistance by two-thirds to $50 million and is providing surplus military equipment. To further cement the relationship, Philippine and US defense officials announced that the two countries would negotiate a new “framework agreement” under the 1951 Mutual Defense Treaty providing for greater access by US forces to Philippine bases and the positioning of equipment at these facilities. Washington is also stepping up participation in ASEAN-based security organizations, sending forces in June to an 18-nation ASEAN Defense Ministers Plus exercise covering military medicine and humanitarian assistance in Brunei. A July visit to Washington by Vietnam's President Truong Tan Sang resulted in a US-Vietnam Comprehensive Partnership, actually seen as a step below the Strategic Partnerships Hanoi has negotiated with several other countries. Myanmar's president came to Washington in May, the first visit by the country's head of state since 1966. An economic agreement was the chief deliverable. While President Obama praised Myanmar's democratic progress, he also expressed concern about increased sectarian violence that the government seems unable (or unwilling) to bring under control.

Despite these domestic troubles, Beijing is maintaining a steady course and seems confident about the long-term direction of President Ma Ying-jeou's policy. Track II political dialogues are growing, including those involving the DPP, which has launched a series of meetings on its policy toward Beijing. On Sept. 13, Taiwan was invited to attend the triennial Assembly of the International Civil Aviation Organization (ICAO) as a special guest of the ICAO Council.

Abstract:: So far this year, ups and downs on the Korean Peninsula have coincided conveniently with Comparative Connections' deadlines. Had this journal still been published quarterly, as it used to, our first report of 2013 would have come out in the middle of what we can now look back on as North Korea's spring saber-rattling. Most of that was rhetoric, albeit extreme even by DPRK standards. The main actual event, the suspension of the joint venture Kaesong Industrial Complex (KIC), broke just as we would have been going to press. But as it was, Comparative Connections' now thrice-yearly schedule enabled us to cover this lengthy hissy-fit in its entirety. This time the date fit is not quite so neat, but as of early September it is a relief to report that inter-Korean relations are on the up again; they could hardly have gone lower. This has been an interesting four months. Pyongyang abruptly changed its tune, demanding the immediate reopening of the KIC no less peremptorily than it had earlier closed it. Both attitudes were exasperating and hard to explain, but at least the North's new “peace offensive” offers some hope of a more constructive approach. At the same time this challenged the South, forcing it to put flesh on the bones of President Park Geun-Hye's “trustpolitik” and make hard decisions on two levels: what principles to adopt in dealing with a now partly more pliant North and – on that basis – how precisely to respond on a whole range of immediate concrete issues. This was a steep learning curve, which the new ROK administration mostly handled with a skillful mix of firmness and flexibility – except for one mistaken and avoidable row over protocol, discussed below, which delayed the rapprochement by a month or so.

Abstract:: China-Korea relations entered an active phase of leadership exchanges during the summer of 2013 following North Korea's December 2012 satellite launch, its February 2013 nuclear test, and the passage of UN Security Council resolutions 2087 and 2094 condemning these actions. The exchanges have focused on the DPRK nuclear issue, which has been a source of unprecedented political tensions between China and North Korea. The aftermath drove continued debate on the extent of Chinese leverage and patience with Pyongyang. Beijing has reaffirmed its commitment to bring North Korea back to multilateral talks through revived bilateral exchanges with Pyongyang, including a meeting between Vice President Li Yuanchao and Kim Jong Un in Pyongyang on July 26 in commemoration of the signing of Korean War armistice, which was celebrated in Pyongyang as a “victory.” Although Beijing's frustration with its North Korean ally has expanded Chinese willingness to include denuclearization as a policy objective it shares with the US and South Korea, differences remain regarding long-term strategic interests and the preferred tools for pursuing the objective.

Abstract:: Repeated efforts by the Abe government to engage China in high-level dialogue failed to produce a summit meeting. While Tokyo remained firm in its position on the Senkakus, namely that there is no territorial issue that needs to be resolved, Beijing remained equally firm in its position that Japan acknowledge the existence of a dispute as a precondition for talks. In the meantime, Chinese and Japanese patrol ships were in almost daily contact in the Senkaku/Diaoyu Islands region, while issues related to history, Japan's evolving security policy, Okinawa, and the East China Sea continued to roil the relationship. By mid-summer over 90 percent of Japanese and Chinese respondents to a joint public opinion poll held negative views of each other.

Abstract:: South Korea-Japan relations have been frozen for some time and despite the summer heat, no thaw appears likely anytime soon. Although economic interactions continue to deepen between the two countries, and although there is a clear desire – and even a need – to coordinate policies toward North Korea and China, the two countries appear more focused on other issues as their main foreign policy priorities in the short-term. The two recently elected leaders have yet to meet for a summit, a sign that even a symbolic attempt to repair relations is proving difficult. Japanese Prime Minister Abe has grown stronger with a rousing Liberal Democratic Party victory in Upper House elections, yet a number of rhetorical controversies kept attention focused on Abe's foreign policy, particularly toward Korea and China. To date not much has changed and there is little evidence that either Seoul or Tokyo desires improved relations.

Abstract:: The 12 months under review saw the unfolding of the withdrawal timetable from Afghanistan, the second rotation of US Marines to northern Australia, the first “Full Knowledge and Concurrence” statement on US facilities on Australian soil in six years, and the end of Australia's long-term military deployments in Timor Leste and Solomon Islands. The Gillard government produced a trio of major policy statements built on an understanding that Asia's “extraordinary ascent” means Australia is entering “a truly transformative period in our history.” In the words of the Australia in the Asian Century White Paper: “In managing the intersections of Australia's ties with the United States and China, we will need a clear sense of our national interests, a strong voice in both relationships and effective diplomacy.” Meanwhile, Australian politics experienced a bit of turmoil. The Labor government discarded Australia's first female prime minister in an attempt to appease the voters, but instead the voters discarded the Labor government. So it was that in the national election on Sept. 7, Australia got its third prime minister in the same calendar year. After six years of Labor rule, the LiberalNational Coalition led by Tony Abbott is back in power. Plummeting opinion polls had caused the Labor Parliamentary Caucus to vote out Julia Gillard as leader in June and elect Kevin Rudd as prime minister. Thus, Labor returned to the man it had thrown out of the prime ministership in 2010, afraid he could not win the looming 2010 election. Facing the prospect of another federal election, the Caucus this time dispensed with Gillard and gave Rudd a second chance as prime minister. Rudd, though, carried the weight of Labor's six years in office and the wounds of his bitter three-year leadership wrangle with Gillard, a struggle that had eaten at the government's standing and morale. Abbott's simple message was a Coalition alternative to the disunity, drama, and spectacular hatreds of the Labor years, allowing the Liberal leader to run a campaign that was singularly light on policy commitments. In the end, not being Julia Gillard or Kevin Rudd was enough for an Abbott triumph.

Abstract:: There is an old Japanese saying that no one should be prepared “to wait even three years sitting on the rock” (“ishi no ue ni mo sannen”). After three tumultuous and frustrating years as the Democratic Party of Japan (DPJ) tried to find its sea legs, Prime Minister Noda Yoshihiko finally made the first official visit to Washington of a Japanese prime minister since the spring 2009. Noda had his hands full this quarter: pursuing an increase in the consumption tax, trying to convince a wary public to support some continuation of nuclear power, cobbling together domestic support to move ahead with Japanese participation in the Trans-Pacific Partnership (TPP) negotiations, and facing the perennial struggle to make progress on relocating Marine Corps Air Station Futenma on Okinawa. By the time of his Washington visit, Noda had started to line up support for the consumption tax backed off temporarily on TPP, and waited on restarting nuclear plants. However, he did manage to complete an agreement to move ahead with de-linking the move of about 9,000 US Marines to Guam and other locations in the Pacific and setting aside (but not give up on) the Futenma Relocation Facility (FRF). That announcement was a rare victory and set a positive tone for the summit and the joint statement Noda and President Obama made pledging to revitalize the US-Japan alliance. The prime minister returned home on May 1 facing the same stack of difficult domestic political challenges, but with an important if limited accomplishment in foreign policy.

Abstract:: China's next leader, Xi Jinping, traveled to the US for a visit that went smoothly and laid a foundation for a strong bilateral relationship after the 18th Party Congress this fall. Senior US and Chinese officials delivered speeches to mark the 40th anniversary of Nixon's 1972 visit to China, highlighting the progress made and the importance of the bilateral relationship while recognizing the deep mutual strategic mistrust. The third Asia-Pacific Consultation was held to manage suspicious and enhancement cooperation. President Obama met Hu Jintao on the sidelines of the Seoul Nuclear Security Summit and coordinated planned responses to North Korea's satellite launch. Friction increased with the filing of a complaint with the WTO that charged China with manipulating prices of rare earth elements. Beijing angered the Obama administration at the UN Security Council by vetoing a resolution that called for Syria's president to step down. But as the violence worsened, the Council passed a resolution that authorized observers to monitor the ceasefire. China rebuffed US entreaties to reduce tis oil imports from Iran and the US imposed sanctions on a Chinese company for selling refined oil to Iran. A Chinese dissident sought assistance by entering the US Embassy, creating potential new challenges for the relationship.

Abstract:: The most significant news in early 2012 centered on North Korea's rocket launch. In a slightly different twist to the pattern, this latest provocation came just two weeks after reaching what seemed to be a new deal with the US to freeze its missile and nuclear programs in exchange for food assistance. After Pyongyang went ahead with the launch in defiance of its international agreements and its so-called “Leap Day” deal with the US, it felt like Groundhog Day. The question soon became how soon a nuclear test might be in the offing. Abstract:: US attention in Southeast Asia was focused on two sides of the region: in the east on tensions in the South China Sea between China and the Philippines, which have energized the US-Philippine alliance; and in the west on the impact of the April by-elections in Burma, which have the paved the way for a quantum leap in US engagement with the country. Abstract:: Covering inter-Korean relations for Comparative Connections has been a roller-coaster ride, given the peninsula's changeable political weather. Even so, the current state of affairs is unprecedented. Pyongyang has spent the whole of 2012 hurling ever ruder and angrier jibes at ROK President Lee; plumbing the depths even by North Korean standards. In April, KCNA published and trumpeted a set of vicious cartoons that depict Lee as a rat being gorily done to death. From the viewpoint of inter-Korean relations, the past four months essentially saw almost no interaction except this one-sided name-calling. Unsurprisingly Seoul did have a few words to say in response, which only served to rile Pyongyang more. Wading through filth is no fun, but duty must be done as we describe and try to interpret North Korea's slander campaign, which showed ominous signs of escalating from words to deeds. In some obscure way, one intended function may be to boost the callow Kim Jong Un, so we also briefly report his formal accession to the DPRK's top leadership posts.

Abstract:: China and South Korea have designated 2012 as a year of friendship to mark 20 years of diplomatic relations. The anniversary may provide a pretext for more active diplomacy to meet a growing list of potential disputes in the relationship, including China's handling of North Korean refugees, illegal fishing in Korean territorial waters, territorial claims, and mutual suspicions regarding approaches toward North Korea. All of this is occurring in a period of political transition in both countries, as South Korea prepares for December elections while China works out a complex leadership transition later this year. Presidents Hu Jintao and Lee Myung-bak have held two summits this year, in Beijing in January and in Seoul on March 26 on the sidelines of the Nuclear Security Summit. On his state visit to China from Jan. 9-11, Lee also met Premier Wen Jiabao and top legislator Wu Bangguo. Foreign Minister Yang Jiechi met President Lee and ROK counterpart Kim Sung-hwan on March 2 during his visit to Seoul for annual inter¬ministerial consultations. The two foreign ministers also met in Ningbo, China, on April 8 for the sixth China-ROK-Japan Foreign Ministers Meeting. Abstract:: With both Tokyo and Beijing intent on celebrating the 40th anniversary of normalization, bilateral relations started well in 2012 – and quickly went downhill. Contested history retuned in a controversy sparked by Nagoya Mayor Kawamura Takashi's remarks questioning the reality of the Nanjing massacre. Repeated incidents in the Senkaku/Diaoyu Islands involving ships of China's State Oceanic Administration Agency and Japan's Coast Guard kept the volatile issue of sovereignty claims politically alive. Both sides engaged in island naming games to enhance sovereignty and EEZ claims in the region. In April, Tokyo Gov. Ishihara Shintaro announced plans for the Tokyo Municipal Government to purchase three of the Senkaku Islands. With that, the relationship moved into May and Prime Minister Noda's visit to China.

Abstract:: The most dramatic events affecting relations in early 2012 concerned North Korea. The power transition appears to be proceeding smoothly, although mixed signals give signs that a clear foreign policy has not yet been worked out by the leadership in Pyongyang. Meanwhile, relations between South Korea and Japan continued on their seemingly disconnected tracks. In economic relations and day-to-day issues, they continue to move closer together on issues from dealing with tax evasion to joint disaster relief planning. Yet, territorial claims or claims about history are a constant irritant that threaten to derail relations at any time. Both sides seemingly wanted relations to worsen by picking fights over Dokdo/Takshima and making claims about history. One could dismiss the squabbling as peripheral to the main relationship, but these disputes hinder coordination and planning over important issues, divert diplomatic attention, and remain salient for domestic politics of both sides.

Abstract:: The only good news to report when it comes to Korean Peninsula denuclearization is the absence of any new really bad news over the past four months. North Korea's widely predicted (including by us) third nuclear test or follow-on missile launch did not occur. No one anticipated any serious movement toward resumption of the stalled Six-Party Talks, and those expectations were met. The biggest multilateral surprise came from ASEAN, which for the first time in its 45-year history, concluded its annual ministerial meeting without issuing a chairman's statement or communiqué. The ministers at the follow-on ASEAN Regional Forum (ARF) did produce a summary, which once again highlighted the need for broader multilateral cooperation throughout the region, including the South China Sea. Economic ministers were equally productive in meetings in August, when among things they launched the first East Asian Summit Economic Ministers Meeting and the inaugural ASEAN-US Business Summit.

Abstract:: Prime Minister Noda advanced a legislative package on tax and social security reform but faced stiff political headwinds in the form of a frustrated public and a jaded opposition steeling for an election. Japanese concerns over the safety of the MV-22 Osprey aircraft scheduled for deployment in Okinawa dominated the bilateral agenda – at least in the media – and tested the mettle of Japan's widely-respected new defense minister. The two governments agreed to continue consultations on Japan's interest in the Trans-Pacific Partnership (TPP) but political paralysis in Japan and presidential politics in the United States could complicate efforts to make progress in the near term. In US-South Korea relations, differences over imports of Iran oil and US beef calmed down without causing a major hiccup. Meanwhile, a number of difficult bilateral negotiations remain unresolved. While there are signs of progress on the New Missile Guidelines (NMG), the civil nuclear talks remain deadlocked. Territorial and historical disputes between Japan and Korea have complicated and frustrated US desires to strengthen trilateral cooperation with South Korea and Japan.

Abstract:: Indonesian Foreign Minister Marty Natalegawa salvaged ASEAN unity after its failure to issue a formal communiqué at its ministerial meeting due to disagreement over Chinese activities in the South China Sea. At the US-ASEAN Post-Ministerial Conference, Secretary of State Clinton reiterated US support for a peaceful settlement to the disputes and emphasized the importance of ASEAN-based institutions in that process. Secretary of Defense Panetta also announced that the US would be adding naval visits to Vietnam. The US suspended many prohibitions against private investment in Myanmar, though human rights-based sanctions remain. Abstract:: Diplomatic disputes between Korea and Japan over historical issues and territory flared yet again this summer, being by far the most serious row since the mid - 2000s. With both sides focused far more on proving the others' misdeeds than on finding some stable equilibrium, the disputes threatened to spill over and affect economic relations as well as distract leaders from focusing on a number of pressing domestic and foreign issues. We try to avoid overreactions in this forum, hence the title. Korea - Japan relations are nowhere near falling off a cliff, but without stabilizing relations, there are potential deleterious bilateral and regional effects that could result from the current disputes. There were three underlying themes that characterized and reinforced the general lack of rapport: first, the reverberations from these bilateral disputes onto third parties (US, China, and North Korea); second, the domestic sources of foreign policy (known as the “ second - image ” in international relations theory); and third , deliberate moves toward negative issue - linkage in stymieing diplomatic relations in the region.

Abstract:: In early June, Russia's new, and old, President Putin spent three days in Beijing for his first state visit after returning to the Kremlin for his third - term as president; his hosts (Hu and Wen) were in their last few months in office. Some foreign policy issues such as Syria and Iran required immediate attention and coordination between the two large powers. They also tried to make sure that their respective leadership changes in 2012 and beyond would not affect the long - term stability of the bilateral relationship. Putin's stay in Beijing also coincided with the annual SCO Summit on June 6 - 7. As the rotating chair, China worked to elevate the level of cooperation in the regional security group, which is faced with both opportunities and challenges in Central Asia, where strategic fluidity and uncertainty are increasingly affecting the organization's future.

Abstract:: The Obama administration's military rebalancing to Asia helped reboot the US alliance with Australia. Indeed, the arrival of US Marines in northern Australia put real boots into the reboot. The announcement that the Marines were heading for Darwin was the centerpiece of President Barack Obama's visit to Australia in November. After the alliance intimacy achieved by two conservative leaders – George W. Bush and John Howard – it seemed unlikely that a Democrat president and a Labor prime minister could tighten the alliance bonds further. Obama and Gillard managed it, proving again the special status of the alliance for both sides of Australian politics. The Marine deployment became an important element in the broader debate in Australia about the emerging power system in Asia and the terms of Australia's future relationship with its number one economic partner, China. Even in trade, Australia now faces different US and Chinese visions of the institutional framework for Asia's future.

Abstract:: Prime Minister Kan Naoto opened the quarter with a speech promising a government that would deliver on domestic and foreign policy, but public opinion polls indicated he was failing on both fronts, damaging his own approval rating and that of the ruling Democratic Party of Japan (DPJ). The US and Japanese governments continued a pattern of coordination at senior levels and North Korea‟s bombardment of Yeonpyeong Island on Nov. 23 furthered trilateral diplomacy with South Korea and exchanges among the three militaries. President Obama met with Kan on the margins of the Asia-Pacific Economic Cooperation (APEC) Leader‟s Meeting in Yokohama to take stock of the relationship, though a once-anticipated joint declaration on the alliance did not materialize and the optics of the meeting appeared designed to lower expectations as the Futenma relocation issue remained unresolved. A bilateral public opinion survey on US-Japan relations released at the end of the quarter captured the current dynamic accurately with Futenma contributing to less sanguine views but convergence in threat perception and an appreciation for the role of the alliance in maintaining regional security as encouraging signs for the future.

Abstract:: China-US relations were marked by the now familiar pattern of friction and cooperation. Tensions spiked over North Korea, but common ground was eventually reached and a crisis was averted. President Obama‟s 10-day Asia tour, Secretary of State Clinton‟s two-week Asia trip, and US -ROK military exercises in the Yellow Sea further intensified Chinese concerns that the administration‟s “return to Asia” strategy is aimed at least at counterbalancing China, if not containing China‟s rise. In preparation for President Hu Jintao‟s state visit to the US in January 2011, Secretary Clinton stopped on Hainan Island for consultations with Chinese State Councilor Dai Bingguo and Deputy Secretary of State Steinberg visited Beijing. Abstract:: High -level visits to Southeast Asia this quarter found President Obama in Indonesia to inaugurate a Comprehensive Partnership, Secretary of Defense Gates in Malaysia and Vietnam, and Secretary of State Clinton in several Southeast Asian states, a trip that was highlighted by her acceptance of US membership in the East Asian Summit and attendance at the Lower Mekong Initiative meeting. Obama praised Jakarta‟s democratic politics and insisted that the multifaceted relations with Jakarta demonstrate that Washington is concerned with much more than counterterrorism in its relations with the Muslim world. In Vietnam, both Clinton and Gates reiterated the US position from the July ASEAN Regional Forum that the South China Sea disputes be resolved peacefully through multilateral diplomacy led by ASEAN. Clinton expressed Washington‟s appreciation that China had entered discussions with ASEAN on formalizing a Code of Conduct on the South China Sea. In all her Southeast Asian stops, she e mphasized the importance of human rights. Abstract:: Following last quarter‟s strong criticisms of US and regional moves seen directed against Chinese policies, Chinese leaders and commentary this quarter reverted to a reassuring message of good neighborliness and cooperation. Senior leaders interacted constructively and official Chinese media gave repeated emphasis to positive and mutually beneficial relations. Wariness of US policies and practices was registered in lower-level commentaries while Chinese officials interacted in business-like ways with US counterparts over regional issues. China consulted with ASEAN representatives seeking to implement a code of conduct in the disputed South China Sea, and a working group meeting was held in Kunming, China on Dec. 21-23. Handling of issues in the South China Sea was more moderate than the confrontational approach witnessed in Chinese actions and publicity over fishing and other rights in disputed waters in the East China Sea and the Yellow Sea. On the other hand, even reassurances underlined a determination to rebuff violations of China‟s “core interest” in protecting territorial claims. Some military exercises and enhanced patrols by Chinese ships also were noted in the South China Sea. Meanwhile, China‟s positive reaction to the November elections in Myanmar was in line with longstanding Chinese support for the authoritarian military leadership.

Abstract:: The pace of progress in cross-strait relations has slowed as agreement continues to take longer than anticipated. A medical and healthcare agreement was signed in December, but consensus on an investment protection agreement was not reached and establishment of the Cross-strait Economic Cooperation Committee (CECC) has been delayed. The mayoral elections in November saw the opposition Democratic Progressive Party (DPP) receiving more votes than the ruling Kuomintang (KMT). Both parties are now gearing up for the presidential election in March 2012. Consequently, campaign politics in Taiwan and jockeying in preparation for the 18th Party Congress in Beijing will dominate the way Beijing, President Ma Ying-jeou, and the opposition in Taiwan approach cross-strait issues in the year ahead.

Abstract:: Ten years have passed since Ralph Cossa first asked me to write for this esteemed journal. Comparative Connections was young then. Launched in mid-1999, then as now its remit was to cover and track East Asiaâ€Ÿs key bilateral relationships: with the US and regionally. At the outset, inter-Korean relations must have seemed too insubstantial to be included. That changed in 2000: the annus mirabilis which saw the Southâ€Ÿs then president, Kim Dae-jung, fly to Pyongyang in June and hold the first ever North-South summit meeting with the man who still leads the North, Kim Jong Il. The former, but thankfully not the latter, was awarded the yearâ€Ÿs Nobel Peace Prize for this among other achievements. At the time this seemed, and was, a breakthrough. The summit was not just a one-off photo-op. We did not yet know that money had gone under the table to bring it about. Even so, to write as I did then of “the wholly new phase of regular and substantive inter-Korean dialogue that has ensued – ministerial and defense talks, family reunions, economic deals, transport links, and more” – was not mistaken. Seven years followed in which inter-Korean relations moved forward. Not evenly, not enough, and not reciprocally – but forward, none the less.

Beijing mobilized a remarkably swift diplomatic effort in response, sending State Councilor Dai Bingguo to Seoul to meet President Lee Myung-bak and Foreign Minister Kim Sung-hwan, and to Pyongyang to meet Kim Jong Il and Vice Premier Kang Sok Ju. Chinese calls for regional dialogue intensified with South Korean efforts to deter North Korea through joint naval exercises with the US in the Yellow Sea and live-fire artillery drills. Despite urgent Chinese entreaties to convene “emergency consultations” among senior envoys, North Korean provocations appeared to undermine already limited prospects for Six-Party Talks. Beijing‟s persistent calls for both Koreas to return to dialogue and Seoul‟s apparent support for inter-Korean dialogue and Six-Party Talks, may open the way for a return to negotiations, but South Korea‟s position remains conditional upon North Korea acknowledging its responsibility for provocations and taking concrete steps to show its commitment to denuclearization.

Abstract:: Reactions to the Sept. 7 Senkaku fishing boat incident continued to buffet the relationship. Both the East China Sea and the Senkaku Islands remain flashpoints in both countries. Anti-Japanese protests spread through China in mid-October and were followed by smaller-scale anti-Chinese protests in Japan. Efforts by diplomats to restart the mutually beneficial strategic relationship ran into strong political headwinds, which hit gale force with the public uploading of the Japan Coast Guard"s video of the September collisions on YouTube. Prime Minister Kan did meet China"s political leadership, but the Kan-Wen and the Kan-Hu meetings were hotel lobby or corridor meet-and-greets, with the Chinese taking care to emphasize their informal nature. In Japan, public opinion on relations with China went from bad in October to worse in December.

Abstract:: The year ended with heightened tensions resulting from Pyongyang"s shelling of South Korea"s Yeonpyeong Island on Nov, 23 and the subsequent show of force by South Korea, the US, and Japan. Yet, despite dueling artillery barrages and the sinking of a warship, pledges of “enormous retaliation,” in-your-face joint military exercises and urgent calls for talks, the risk of all-out war on the Korean Peninsula is less than it has been at any time in the past four decades. North Korea didn"t blink because it had no intention of actually starting a major war. Rather than signifying a new round of escalating tension between North and South Korea, the events of the past year point to something else – a potential new cold war. The most notable response to the attack on Yeonpyeong was that a Seoul-Washington-Tokyo coalition came to the fore, standing united to condemn North Korea”s military provocations, while Beijing called for restraint and shrugged away calls to put pressure on North Korea. Within this loose but clear division, Japan-North Korea relations moved backward with Prime Minister Kan Naoto blaming the North for an “impermissible, atrocious act.” On the other hand, Japan-South Korea relations have grown closer through security cooperation in their reaction to North Korea. Tokyo"s new defense strategy places a great emphasis on defense cooperation and perhaps even a military alliance with South Korea and Australia in addition to the US to deal with China"s rising military power and the threat from Pyongyang.
