Abstract:
The ongoing crises in Ukraine and Gaza show the urgent need for a new internationalism that comes to grips with the increasing independence of middle and smaller powers around the world. Such a vision must reject the effort to re-impose a failed framework of unilateral U.S. primacy, or an effort to shoehorn multiplying regionally specific conflicts into an obsolete model of “great power competition” that recalls the Cold War between the United States and the Soviet Union. In both Ukraine and the Middle East, the United States has been unable to impose its will either militarily or diplomatically. Smaller nations have successfully defied American–backed military force. Even more concerning, a significant share of the global community has failed to follow the U.S. diplomatic lead and support the U.S. interpretation of international norms. But opposition to the United States has not been supported by a superpower peer competitor to the United States, along the lines of a Cold War model. The current emerging world order is instead characterized by “regionalization,” a situation where middle and even small powers around the world feel free to circumvent or even defy U.S. interpretations of global norms based on more local interests and regional security concerns. The stage was set for the current situation by the U.S. attempt to assert unilateral power during the War on Terror in ways that appeared to give the United States alone a de facto exemption from global norms and institutions. These actions reduced the legitimacy of the post–World War Two international order that the United States had helped to create, and led many in the international community to seek alternatives to a system that seemed to grant the United States almost arbitrary power to define the rules. The U.S. foreign policy establishment must come to grips with the newly deglobalized and regionalized world order. A failure to do so poses a grave threat to U.S. power and influence, as relationships with key emerging powers such as India, or even traditional U.S. allies in Europe and Asia are not immune from the kind of de–globalizing and regionalizing forces seen in Ukraine and the Middle East.

When Larry Wolff’s book Inventing Eastern Europe was published in 1994, it gave the world a new set of tools for understanding the half of Europe that had recently emerged from behind the Iron Curtain. Most notably, Wolff’s book showed how the conceptual division of the European continent into two distinct civilizations, East and West, although reinforced by the Realpolitik of the Cold War, actually originated in the discourse of philosophes and travelers in the 18th century. Inventing Eastern Europe was revelatory in the mid-1990s, and it has been required reading for serious students of Eastern European history and culture ever since. Bring back willing retired officers to share their knowledge of how things were done over 45 years of a solid and ultimately successful defence posture. There is bound to be a wealth of instructive and useful structures, tools, experiences and models, tested to their limit and refined to near perfection over the period of the Cold War between 1945 to the early 1990s. They can be adapted to suit the need for a rapid build-up of both defence capabilities as well as resilience. Belgium’s obligations in NATO: Cold War lessons in brigades’ formations As the new Belgian government undergoes the trials and tribulation of horse-trading to form a new cabinet, following the recent general election, it behoves all politicians to make the defence of the realm a priority, using the wealth of information contained in the experiences of the Cold War. Do the negotiating politicians need more of a prompt than the NATO summit currently held in Washington (2024), celebrating the 75th anniversary of the most successful defence alliance in history, that coincided with the start of the negotiation.

Until the early 1990s, transnational institutions of which the United States (US) and the Soviet Union (SU) were the respective epicenters were formed. Sovereign nation states transferred increasing amounts of decision-making power to these institutions. Post-Second World War internationalization, globalization, and interdependence thus created the bipolar world order of the Cold War era. An important effect of the demise of the SU and the disappearance of the Soviet-led institutions has been that the currently existing institutes of global governance are part and parcel of the liberal democratic world order. The growing economic and geopolitical clout of the People’s Republic of China (PRC) has given this country the possibility to reposition itself vis-à-vis this liberal world order. This repositioning has, in its turn, also impacted the foreign policies of the European Union (EU) and its member states. All this makes it worthwhile to reassess the observation of Henry Kissinger who, looking back at the 1950s, stated that “from the outset, Mao [Zedong] had no intention to accept an international system in the design of which China had no voice” worthwhile.

It is an exciting time for Cold War historiography. Long gone are debates that were once central to the field, such as those about the origins of the Cold War and the responsibilities for its emergence. Perhaps the most important aspect of the Cold War for our present, some historians now argue, was not its outbreak but its end. Why did the Eastern bloc collapse in the late 1980s? How was it possible for this collapse to occur without triggering major international and domestic turmoil (Romania’s case notwithstanding)? And why did neoliberalism prevail over other economic paradigms in the new post-socialist democracies? Answering all these questions has become an urgent task in light of today's war in Ukraine, the continuing rise of populism, the growing delegitimization of liberal democracies, and the exhaustion of neoliberalism and globalization as reliable agents of growth in post-industrial societies. These are precisely the three big questions that Fritz Bartel sets out to answer in The Triumph of Broken Promises: The end of the Cold War and the Rise of Neoliberalism (Cambridge, Ma.: Harvard University Press, 2022). Bartel’s book offers a picture of the end of the Cold War that has at its core a particular interpretation of the nature of the East-West conflict. Eastern communism and Western capitalism shared the same base: the Cold War was a politico-economic contest between two industrial ideologies over how best to ensure the continued social and economic well-being of their own populations. As such, both systems were largely successful during the golden years of post-war economic growth. However, if Western capitalism ultimately won the Cold War, Bartel argues, it was because Western liberal democracies proved to be much more flexible and capable of breaking their socio-economic promises in an increasingly globalized world than the Eastern Bloc after the 1973 oil shock. It was not geopolitics that ultimately decided the end of the Cold War, but rather the different strategies that East and West chose in a world increasingly shaped by oil, international finance, the exhaustion of extensive economic growth, and globalization. I had the pleasure of interviewing Bartel on December 5, 2023. What follows is a summary of our discussion about the origins of The Triumph of Broken Promises, its place in today's literature on U.S. foreign policy and Cold War history, and the lessons this book might have for our turbulent times.

Abstract:
The publication of the U.S. Department of Defense’s 2020 Defense Space Strategy and its recognition of outer space as a “distinct warfighting domain,” along with recent media discussion regarding the militarization of outer space by powers such as Russia and China, seems to portend a new era of outer space relations. The so-called “final frontier” that has for years been treated as a realm of scientific and civilian exploration with a spirit of cooperation appears poised to transform into a domain of military competition. The early fears centered around three key themes: the possible terrestrial impact of rocket technology capable of launching a satellite, the unknown applications of satellite technology, and the assumption that the launch of the Sputniks had opened up a new frontier, one that the United States had failed to reach at the time of the Soviet achievements. An examination of these themes and how Americans discussed the Sputniks reveals that while the domain of space looks incredibly different in the twenty-first century, discussion surrounding the militarization of outer space has a longer history that could offer insights for contemporary discussion.

Abstract:
This paper discusses Poland’s involvement in “Operation Bridge,” which aimed to transport Jewish citizens from the Soviet Union to Israel between 1989 and 1992. The study is based on recently declassified documents from the former intelligence and counterintelligence services, the Foreign Ministry, and the Prime Minister’s Office, supplemented by accounts of policymakers, secret service officers, and militia involved in protecting Soviet Jews during transit operations. The author argues that this operation was not just a humanitarian effort but also had significant geopolitical implications. The newly elected non-communist government under Tadeusz Mazowiecki saw this as a critical move to establish stronger ties with the United States and Israel. The author also highlights how the cooperation between Poland and the United States in intelligence sharing, counterterrorism, and security operations paved the way for Poland’s strategic partnership with the United States and its eventual entry into NATO. The paper contributes significantly to our understanding of the role played by Poland in the post-Cold War era and sheds new light on the development of US–Polish relations.

Abstract:
The study aims to identify U.S. concerns and priorities in the immediate post-WWII era while exploring the primary American considerations in formulating a grand strategy during the early Cold War. The paper addresses the question that were Washington’s policy choices during the last stages of the Second World War and early Cold War primarily being driven by Soviet expansion in Eastern Europe. The study is qualitative in nature and uses exploratory research because the existing literature on the early Cold War does not sufficiently explain the rationale for American policymakers to adopt a global role. The research argues that the unmatched extent of U.S. power and influence, along with an ambitious vision to reshape the postwar institutional and security architecture, allowed Washington to formulate a grand strategy for its economic and political footprint in Asia and Europe, where the Soviet Union remained the only standing – yet immensely devastated – victorious power. Moscow’s own traditional insecurities on its western frontier and its considerable strategic influence and vision to shape the political and security landscape in Europe produced U.S.-Soviet tensions as their cooperation due to a common German threat had vanished. Therefore, American leadership was focused on taking global responsibility in the early Cold War to shape postwar international economic and political order in light of the prewar lessons and contain Soviet power and influence from jeopardizing U.S. preeminence on the global stage.

The post-World War II landscape underwent a seismic shift, crystallising into a bipolar structure with the US-led West facing off against the Soviet Union, instigating the Cold War. However, the USSR's collapse in 1991 shattered this bipolarity, ushering in an era of American dominance (unipolarity). Yet, this once unassailable US-led global order is undergoing rapid contraction. In its wake, a fresh paradigm is unfolding as novel power centres coalesce to address shared dissatisfactions. Beijing, Moscow, and Tehran forge convergences, beckoning others to unite against US-led supremacy. Astonishingly, Saudi Arabia aligns with the Shanghai Cooperation Organisation (SCO) as a dialogue partner, relegating its erstwhile oil-for-security doctrine to antiquity. Simultaneously, the Brazilian President advocates terminating dollar supremacy. In a bold affront, Russia challenges the US world order through its Ukrainian incursion. Notably, Emmanuel Macron declares Taiwan beyond the West's scope, potentially puncturing American hegemony. This paper fervently explores how the burgeoning multipolar world order engenders arenas for regional powers, scrutinising the prospects and hurdles that confront New Delhi as it navigates India’s foreign policy.

Abstract:
Fears of Southeast Asia’s Chinese as conduits for the People's Republic of China defined the Cold War in Southeast Asia. Yet, ironically, the example of the Philippine Chinese shows that the "China" which intervened the most extensively in any Southeast Asian country after 1949 was the Republic of China (ROC) in Taiwan. Based on the speaker’s book, Diasporic Cold Warriors, this talk explains how one of the smallest overseas Chinese communities in the region became the most ardent diasporic supporters of the ROC in the world from the 1950s to the 1970s. During this period, the Kuomintang-ROC party-state's overseas Chinese networks entrenched themselves in the Philippines with the consent and participation of the Philippine state, giving rise to a dynamic and contingent arrangement of shared, non-territorial sovereignty. Taipei and Manila's intersecting anticommunist projects were, in turn, instrumental to how translocal Chinese forged politically appropriate identities and adapted themselves to the postcolonial Philippines as ethno-ideological subjects.

Ambassador Batbayar will discuss Mongolia’s effort to achieve a delicate balance between its two big neighbors, namely Russia and China, and between the Russian Federation and its so-called “third neighbor” [democratic partner] countries. Since the Russian invasion of Ukraine, Mongolia has endeavored to stay as neutral as possible both between Russia and China, and between Russia and the West. This contrasts with the Cold War period, when Mongolia was faced with intense confrontation between its two giant neighbors: Russia and China. At that time, Mongolia had no other choice but to enter into an alliance with Moscow. Today Mongolia is again facing the old dilemma about maintaining equidistance from its two giant neighbors: Russia and China. But unlike Cold War era, Mongolia has developed extensive relations with “third neighbor countries”; namely the USA, the EU, Japan and South Korea all have an enormous stake in Mongolia’s future as a democratic and prosperous country. Therefore, Ulaanbaatar has a great dilemma between short-term economic gains from ties with Moscow and Beijing or a long-term commitment to Western democracy and freedom.

Seunghee Oh, a research professor at Seoul National University Institute of Japanese Studies, suggests that Pyongyang perceives the current global order as a “new Cold War” and views strengthening trilateral cooperation among Seoul, Washington, and Tokyo as hostile to its national interest. Cold War has returned to dominate international politics. Expectations that the end of the Cold War in 1989 would lead to a more inclusive and comprehensive peace seems to be practically failed, and instead, by 2014, the centenary of the start of the First World War, Europe was once again wracked by conflict. On the one side, the U.S.-led Political West shaped by the Cold War remained the main protagonist. In contrast, on the other hand, a much-weakened Russia took the place of the former Soviet Union, now accompanied by a China intent on restoring its status as a great power. The Cold War bipolar order was characterized by two camps isolated from each other, competing along four dimensions: global governance, security, economics, and ideology. The end of the Cold War, with the Soviet Bloc collapsing, did not produce a U.S.-dominated unipolar but a multi-centered world. The Americans, losing power and influence and the Russians to restore their superpower status have been trying to reconstruct bipolarity. If reconstructed China, not Russia, would likely constitute the other pole, an outcome Russia does not want. Economic relations and Chinese disinterest currently prevent a bipolar world like the one we have left behind. We may be moving toward a multi-centered world with many unpredictable aspects, including armed conflicts such an order may entail.

In the first three decades after China initiated reform and opening-up policies in 1978, its relations with the United States (U.S.) improved steadily. However, in the post-2007/2008 global financial crisis period, both countries’ attitudes toward each other began to change. There is a noticeable and growing evolution of the global geopolitical balance of power and influence in the 21st century’s system of international relations. The current hegemon, the unipolar United States, and the political system of Western liberalism that supports it, is under great strain and is in a state of relative decline. The challenger is a non-Western-centric multipolar order, which consists of a wide variety of countries spanning the globe, including what is referred to as the Global South. This ‘crisis’ of the Western order has prompted a tangible and informational response from the U.S. and its system, to defend their privileged hegemony and to deter the rise of alternative systems of power and influence in international relations.

The Russian and western visions of European security have profoundly different ideational roots: balance of power embedded in realist geopolitics versus liberal rules-based order. Russia is a revisionist power aiming to re-establish a European security order based on the balance of power, including a recognition of its empire and sphere of influence. Russia’s aggressive pursuit of this vision has forced the West to defend the rules-based liberal order in Europe and beyond. This report analyses the main sources and implications of Russia’s discontent with the post-Cold War European security order, which eventually led to the invasion of Ukraine. The disagreements are likely to endure beyond the war in Ukraine, leading to a new Cold War. The paper identifies three scenarios for the future of the European security order, the most likely one being a dual order, with the liberal rules-based order further strengthened and enlarged among western countries including Ukraine, while Russia will hold on to its imperialist ambitions but being forced to accept a much more limited sphere of influence than the former Soviet or tsarist empires. As long as the worldview that underlies Russia’s foreign policy does not change, any new balance of power will be temporary and under threat of renewed aggression once Russia has regained strength. In order to make it more sustainable, the West will need to eliminate grey zones, ensure credible deterrence and defence, and consistently weaken Russia’s ability to rebuild its military might.

2022 was a wake-up call for the West. The response by the Global South to the war in Ukraine highlighted Russia’s enduring strengths in Africa, Latin America, the Middle East, and South and Southeast Asia. This report explores the evolution of Russia’s relations with the countries in the Global South and the ways Russia cultivates these relationships in pursuit of its foreign policy agenda. Moscow’s current interactions in the Global South are driven by the demands of its war of aggression, as well as by its long-term goal: to challenge the international order. The latter dictate several manoeuvres found throughout such engagements: strategic communications, market substitution and sanctions evasion, and regime sheltering. This report presents three case studies meant to illustrate how Russia’s relations with the Global South have evolved since 2022. First, Tunisia exemplifies a superficial partner, with Moscow’s main tool in the country being strategic communication aimed at shaping public opinion in its favour. Second, India is illustrative of a strategic partner whom Moscow tries to engage in order to substitute for lost energy markets and evade sanctions. Third, Myanmar represents a hierarchical relationship, in which the local regime depends on Moscow for diplomatic support and arms deliveries. Notwithstanding varied perspectives on and responses to Russia’s war of aggression in Ukraine, countries in the Global South have generally sought to prioritise their economy and security by attempting to strike a balance between Russia and the West. Aware of such desires, Moscow has been exploiting this situation to maintain its influence internationally. Challenging Russia in the Global South will put pressure on the Kremlin and limit its ability to conduct aggressive foreign policy – and wage war against Ukraine. The report concludes with six recommendations on how to counter Russia in the Global South.

The objective of this article is to investigate whether Cold War rivalry influenced the development of nuclear programs in Brazil and Argentina. The research employs a qualitative approach and bibliographic analysis of primary sources, including articles, books, and other relevant sources. The main hypothesis is to examine whether the culture of Cold War rivalry stimulated the development of nuclear programs in these countries, analysing the military and civilian intentions behind their nuclear technologies. While it is commonly reported that Latin America was under the influence of the United States (US) and the Soviet Union (USSR) during the Cold War, the cases of Brazil and Argentina show the opposite. Both countries adopted independent nuclear policies, seeking technological transfer through diversified and autonomous partnerships. Additionally, these divergent positions included arguments and actions regarding their respective nuclear policies. However, mutual distrust between Brazil and Argentina regarding the advancement and sophistication of their nuclear programs generated a dynamic similar to the Cold War in the Southern Cone region. This dynamic originated internally based on the logic of the two countries, despite the later creation of joint non-proliferation mechanisms.

During the Reagan presidency, “trust, but verify” became the operating principle for negotiations with the Soviet Union on strategic matters, particularly on arms control agreements. The administration’s guidance to those of us in the trenches remained as it had been for previous administrations of both parties. We were to continue to adhere to the principle of reciprocity. In the day-to-day business of managing relations with the Soviet Union, reciprocity essentially meant that if they cut us some slack, we would do the same. Generally, the Soviet Union did not cut us any slack, so we did our best not to cut them any. The top-down authoritarianism of the Soviet system gave them some inherent advantages on these matters, since they faced no pressures to relax the treatment accorded to our diplomats, whereas we frequently did. In the early 1980s, I oversaw the bilateral relations section of the State Department’s Soviet desk, responsible for managing the nitty-gritty of everyday relations. While serving in Moscow just a few years previously, I had been on the receiving end of Soviet “hospitality” toward American diplomats and was generally immovable on issues of reciprocity. Which brings us to Shirley Temple. Those of us of a certain age remember her as the irresistible tyke who tap-danced and sang her way into our hearts on the silver screen. Shirley Temple as a child, curtsey, right hand under chin, right foot forward As an adult, Shirley Temple Black developed an interest in international affairs and served as U.S. ambassador to Ghana, then later to Czechoslovakia. And now, on this chilly November day in Washington, my secretary informed me that she was on the phone and wanted to speak to me. She had, she told me, invited the Soviet consul general in San Francisco to her home in the hilly outskirts of the city for Thanksgiving. She believed that enabling him to experience this quintessential American holiday in a real American home would help him to develop a better understanding and appreciation of our way of life. He had replied that he would be delighted to come, but the State Department would not let him because her home was in an area that Soviet diplomats were not allowed to visit. (At this point, I quietly asked one of my staff to find out whether her home was in a closed area and learned shortly that, in fact, it was.) He had told her that unless she could persuade the State Department to grant him an exception to visit her home he would very regretfully have to decline her generous offer.

This article examines the variations in the selected pro-leftist and pro-Islamist magazines’ discursive practices related to the Cold War era/politics in Pakistan. It adopts Critical Discourse Analysis as theoretical and methodololigical framework to delve into the discursive practices of the chosen periodicals. The discourses of the leftists and counterdiscourses of the Islamists highlight the ideological polarization as reflected in the in-group support and the out-group condemnation of certain viewpoints. These contrasting viewpoints coalesce around several issues and topics which were selected and used by chosen magazines to take part in the ideological conflict and challenge the rival ideologies in society. Some of the topics the selected magazines harp on are literature, culture, nationalism, Islam, socialism/communism, and democracy/capitalism. Using foregrounding and backgrounding in the topic selection of political magazines the researcher shows how nominated political magazines foregrounded and backgrounded reporting from the in-group and the out-group point of view and how they highlighted or hid reporting from the ingroup and the out-group. The study shows how these magazines used similar topics to advance their discussions in discourse and presented their ideas their standpoints during Cold War. They also utilized these topics to support and oppose certain ideas as the content of these periodicals is permeated with the ideologies which are glorified and used to renounce the alternative ideologies prevalent in discourse.

The USA is increasingly engaged in the Asia Pacific region to secure its interest in maintaining its status quo over the globe. As China becomes an economic giant within two decades and poses a threat to the hegemony of the USA, the USA is engaging with its partners and allies in the region. For this purpose, the USA initiated multiple alliances like AUKUS & QUAD shifted its perspective towards Asia, and Introduced an Asia-Pacific policy for containing China. To undermine U.S. military strength, state actors are increasingly operating in the ambiguous environment between peace and war known as the “gray zone.” These actions test U.S. response by exploiting the West’s rigid notion of conflict. Soviet actions toward the United States and other nations during the Cold War shared many similarities with contemporary Russian strategy. There is no current uniform definition of the gray zone, and the United States has not developed doctrine to address this challenge. Russia has adapted Soviet Cold War techniques for the digital and globalized age and effectively integrates instruments of power against the United States by targeting seams within culture, maintaining ambiguity, and controlling narratives. Countering these tactics requires that the United States modify its mindset toward conflict and improve integration of its own instruments of power.

The Cold War computer arms race illustrates the military’s role in strategic competition. The Soviets bought and stole, versus creating computer technology themselves. A U.S.-led coalition integrated economic, diplomatic, and information mechanisms, embargoing computer technology to disadvantage the Soviets. President Ronald W. Reagan’s offset strategy integrated military power, openly demonstrating computer-infused weapons lethality that jeopardized Soviet quantitative military advantage. President Reagan’s use of the computer arms race shows a way to conduct and integrate a strategic competition campaign of deterrence that includes coercive diplomacy with diplomatic efforts that can deter China and Russia while encouraging them to reverse harmful foreign and domestic policies.

The end of the Cold War brought about new challenges and opportunities for Turkey in redesigning its foreign policy. The independence of the Central Asian countries, with which Turkey shares common cultural, historical, and linguistic features, prompted Turkey to rapidly adapt to the new environment in the post-Cold War world order. After three decades, Turkey’s engagement with the Central Asian republics has gradually increased and reached a level at which Turkey is capable of effectively combining its soft and hard power capabilities within regional parameters. This article critically analyzes 30 years of Turkish foreign policy in Central Asia with a focus on its regionalism and soft power elements. We argue that Central Asia has provided a unique opportunity for Turkey to reshape its foreign policy on regional terms by utilizing its soft power resources for the first time, the experience later serving as a model for other regions. and its now hegemonic position in Lebanese politics.

Through multiple international initiatives, including the creation of the Arctic Council at the end of the Cold War in 1996, the Arctic appears to be one of the last areas of peaceful cooperation in the world. This “Arctic exception” is also devoid of any serious territorial dispute between the neighboring countries, some of which are nevertheless great powers: Russia, the United States, Canada, but also Sweden, Norway, Denmark (via Greenland), Iceland and Finland. However, this peaceful cooperation is not exempt from strategic rivalries: for some years now, these States in the Arctic have been redefining their strategic postures, notably through the publication of roadmaps and the deployment of new military forces trained to fight in this hostile environment. Russia thus remains the dominant power in the Arctic, in the face of a China with growing ambitions and a Western world – represented in particular by the United States – which is lagging behind after years concentrated on other military conflicts. Furthermore, the war in Ukraine that started in February 2022 also carry the germs of a broader destabilization of the region. Conventional competition is therefore renewed between these great powers, while the nuclear balance is partially maintained. It is indeed worth noticing that the Arctic is an area of direct contact between the Russian Federation and the United States. As such, it had a special significance during the Cold War as the shortest route between both adversaries for a potential ballistic missile and was a privileged position for deploying chains of radars and advanced detection systems. Finally, the shrinkage of the ice pack caused by global warming is also triggering the neighboring or more distant states’ greed, whether through the drilling possibilities for raw materials under the ice floe or the creation of new maritime routes. The latter would notably enable Russia to revitalize its northern flank and offer alternatives to existing transit routes.

Over the past several decades, the United States has made the advance of democracy its great purpose in foreign policy. The Biden administration’s rhetoric about a global struggle between autocracy and democracy is the old habit in new form. U.S. leaders market this goal as consonant with the U.S. liberal tradition, but it in fact offends the nation’s founding ethos, especially in relegating state sovereignty and national independence to secondary status. In the older teaching, accepted even by liberal internationalists like President Woodrow Wilson and President Franklin Roosevelt, free institutions were to expand by example, not by force. After the Cold War, U.S. efforts to push states into becoming democracies by instruction, war, and sanctions have been an abject failure, in large part because they offended against the principle of national independence. Defining U.S. efforts today as the defense of democracy obscures vital problems in the U.S. alliance system, including its expansionist tendencies, its unfair sharing of burdens, and the risks it poses of a major war that would be detrimental to U.S. security. The U.S. should reject the revolutionary policy of regime change and return to the respect for national independence once embedded in the U.S. diplomatic tradition. Overturning autocratic governments is an aim that is antithetical to peace, the most favorable environment for the growth of liberal democracy.

When Heather Dichter embarked on writing Bidding for the 1968 Olympic Games, she could not have anticipated how prescient her study would be upon publication. Since the Russian invasion of Ukraine, the North Atlantic Treaty Organization (NATO) has found a renewed unity and sense of purpose, and sport has again become a key arena for diplomatic policy. In the 1960s, the focus was on Germany which lay at the heart of a divided Europe, and NATO, the Soviet bloc, and the international sporting community struggled to solve the “German question” of how to handle the existence of two separate German states. Dichter’s book takes the reader through the many intricacies of that question, demonstrating not only how the politics of the Cold War influenced sport, but how international sports in turn influenced Cold War international relations. The “German problem” came to a head when the German Democratic Republic (GDR or East Germany) adopted a new flag and anthem and constructed the Berlin Wall. The erection of the wall, effectively cut off East German athletes from the West, and in response, NATO enacted what amounted to a ban on East German athletes traveling to international competitions in NATO countries. International sports organizations responded by downgrading competitions where East German athletes were excluded or moving competitions from NATO countries to neutral or Warsaw Pact countries, depriving host nations of the soft- power benefits of hosting major sports competitions. Meanwhile, the International Olympic Committee (IOC) deliberated whether to recognize a separate East German Olympic Committee or continue to insist on a unified German team. Once the IOC demanded a guarantee that any city hosting the Olympic Games would allow the free travel of East German athletes to the Games, NATO countries with cities bidding for 1968 Winter and Summer Games, namely the USA, Canada, France, and Norway, pressured the alliance to alter its policies on East German travel. East German officials’ attempts to use sport to legitimize their regime ultimately succeeded, and international sports precipitated the official recognition of a separate German Democratic Republic, which would go on to compete in the 1972 Summer Games in Munich under their own flag and anthem as a fully-fledged member of the Olympic Movement. How this unfolded makes for a fascinating read and a compelling discussion.

Abstract:
The vital role of the Eastern Mediterranean has once again come to the fore in the wake of the Russian invasion of Ukraine. The region has been the site of competition between Russia, and its historical predecessors, and the Anglo-American world for almost 250 years. This paper seeks to glean lessons from the past and help identify the dangers that may face the region today. To do so, a brief, but hopefully thorough, analysis of interactions in the Mediterranean between the British Empire, Russia (in all its iterations) and, to a lesser degree, the United States prior to the Cold War will be presented. It will then seek to use this historical context to examine the present situation in the region. There is a longstanding perception that the Russian Federation, and its historical predecessors (the Russian Empire and the USSR), desired control of the Eastern Mediterranean. The British Empire saw the region as an essential lifeline, connecting the British Isles to India and the dominions of Oceania through the Suez Canal. Britain in the 19th century pursued a policy of directly defending the Canal while also supporting a proxy (primarily the Ottoman Empire) to form a counterweight to the Russian threat. This policy would remain unchanged right up to the beginning of the Cold War. Britain went to great lengths during World War Two to ensure that, following the defeat of the Axis, Greece remain oriented away from the USSR. This included coming to difficult terms with the Soviet Union over the future of Europe and militarily confronting Greek left-wing guerrillas. In the aftermath of the Russian invasion of Ukraine, there has been a significant concentration of Russian and NATO warships in the Eastern Mediterranean as Russia recognizes the critical importance attached by NATO to the region and hopes to achieve disproportionate gains with a threatening presence there. These include the complete control of the Black Sea, the pre-occupation of NATO resources in a region peripheral to Russian coastal security, and rendering regional energy sources vulnerable.

When General Vernon Walters, our famously outspoken ambassador in Germany, visited Stockholm in the fall of 1989, we arranged a press briefing at the ambassador’s residence. His prediction that Germany would be reunited within five years made headlines and drew a rebuke from Washington, which was not yet talking publicly about such possibilities. Of course, things moved much faster than even Vernon Walters could predict. During four years at the U.S. embassy in Stockholm, 1989-1993, we saw the Berlin Wall come down, the Soviet Union dissolve, and the Baltic states regain their independence.

Abstract:
When Hungary transformed to an all-volunteer force in 2004, most attention was given to the regular component and very little mention was made of reservists. The main goal of this study is to draw attention to the importance of, and the potential, in the reserve component using historical research to produce an overview of how the reserve component of the Hungarian Defence Forces has evolved since the end of the Cold War. Information was collected and analysed from the discussed time period and interpretations were made of the collected evidence through systematic methods appraising all available studies to synthesise the findings. Similarly to other countries in the region, more than a century of conscription and the Warsaw Pact legacy still haunts the Hungarian Defence Forces. Fortunately, Hungary’s NATO membership spearheaded the drive for qualitative change within the armed forces and more attention was paid to a volunteer reserve system. Hungary’s NATO membership has ushered in a new era of security guarantees and obligations which, among other things, brought with it the realisation that the time for qualitative change in the armed forces had come. Among other changes, an initial shift of emphasis towards a reserve system – followed by the adoption of the all-volunteer force model – made it clear that a new basis had to be provided upon which to address the reserve issue in Hungary.

The African continent is confronting the prospect of a new debt crisis. The COVID-19 pandemic wreaked havoc on government finances. The Russian government’s war against Ukraine has increased the cost of food and energy, and compelled investors to sell off government bonds in emerging markets. Rising interest rates in the United States will increase the cost of borrowing. The Chinese economy is struggling under the weight of Xi Jinping’s “Zero COVID” policy and accumulated real estate debt. In 2015, the International Monetary Fund announced that eight countries were in debt distress. By March 2022, 23 were. In June, public debt ratios reached a 20-year high. Africa’s debt-distressed governments “are unlikely to default” in 2022,” The Economist observed, “but face trouble by 2024.” There is some evidence that the debt crisis is especially acute for Africa’s non-democracies. The impending debt crisis coincides with a general sense that Africa is experiencing a democratic recession. Voters are increasingly subject to intimidation and violence. Incumbent presidents are removing term limits. The longstanding norm against military coups is fading.

45. Russia and India: A New Chapter

Russian-Indian relations are undergoing a major change. Throughout the Cold War, the relationship rested on three pillars: Soviet arms sales to India; shared public-sector-heavy economic philosophy and extensive Soviet aid; and the Soviet Union–India vs. United States–Pakistan–China geopolitical alignment. The fall of the Soviet Union, the rise of India and China, the U.S.-China tensions, the deepening of U.S.-India ties, and the Russian-Chinese partnership intensified by Russia’s break with the West and the war against Ukraine have had a profound effect on Russian-Indian relations. Of the three pillars of the Moscow–New Delhi relationship, only one remains: the arms trade. Russia remains a major supplier of weapons to India, and Russian equipment still makes up a vast portion of Indian Armed Forces’ force structure; but Russia is facing competition in the Indian arms market. India’s desire to diversify its supply of weapons and develop its own defense industry has resulted in declining Russian arms deliveries to India in recent years. Russia’s break with the West because of its war against Ukraine has accelerated its pivot toward China. Against the backdrop of U.S.-China and China-India tensions, Russia’s position as China’s junior partner will make it harder for Russia to preserve partnership with India. Moscow’s leverage versus both New Delhi and Beijing is shrinking as they have greater capabilities of their own than they had previously and have new partners that offer more than Russia. Still, the Russian-Indian partnership will continue. For India, Russia remains an important supplier of weapons and, most recently, oil. India has not joined the West’s sanctions on Russia. By doing so, it has demonstrated its independent foreign policy. For Russia, India is an important market for arms and oil. The Indian-U.S. security relationship is relatively new, whereas India-Russia ties have endured for over two generations. India has no reason to forsake the benefits of this relationship. Nor does Russia. It has been said that Moscow plays a weak hand well, but sustaining strong security ties with both China and India will become more difficult for it. The question is how China will react to Russian arms sales to India, and what Russia will do if pressed by China to curtail them. For reasons of geographic proximity, economic ties, and personal relations between Presidents Vladimir Putin and Xi Jinping, the odds favor Beijing over New Delhi to have a bigger say in Moscow.

La nueva guerra fría, cuya primera batalla parece estar librándose en Ucrania, se produce en un contexto muy diferente al de la guerra fría del siglo veinte. En la tercera década del siglo veintiuno, el mundo se enfrenta a las consecuencias dela superaciónde buena parte de los límites de sostenibilidad, cuyas principales manifestaciones son el cambio climático, el agotamiento de muchas materias primas y la crisis energética. Este hecho puede conducir a una lucha desesperada por los recursos limitados entre países y regiones. En estas circunstancias, una nueva confrontación planetaria entre potencias nucleares es lo que menos necesita la humanidad para poder afrontar con éxito los grandes problemas globales. En este artículo se propone una reflexión crítica sobre estas cuestiones con el fin de reivindicar el retorno a las políticas de cooperación internacional y de resolución pacífica de los conflictos.

As Thailand undergoes a long democratization process, significant barriers to the country’s consolidation of democracy include reserved domains and tutelary powers. While states are usually treated as homogenous units in understanding their behaviors in the international arena, the internal processes are important determinants of states’ actions. Therefore, the swings in the embeddedness of Thai reserved domains and tutelary powers can shape the domestic constraints that governmental actors face in foreign policy formulations. In this paper, the Thai democratization trajectory was investigated in a comparative study to trace the changes in the prevalence of reserved domains and tutelary powers in different periods. Then, through an exploration into Thailand’s foreign policy decisions that the country enacted towards the major powers and the neighboring countries in the Cold War and the post-Cold War periods, these foreign policy actions were scrutinized in connection to the dynamic of the decision-making apparatus of the time. The information was compiled through official papers, government statements, newspapers, and scholarly literature. The paper demonstrates that when tutelary powers and reserved domains are highly embedded in the policy-making structure, and conflicting standpoints on a foreign policy decision are presented, the outcomes of the policy-making process will lean towards the camp advocated by the non-democratic actors.

48. Dancing in the Battle for the Mantle of the Politically “Modern”: An Interview with Victoria Philips

“It is that we continue to live as if this were the 20th century, even though we have formally moved to the 21st century,” lamented the former Bolshoi prima Ballerina Olga Smirnova as she announced her decision to defect to the Netherlands. I had just finished reading Victoria Philips’s monograph Martha Graham’s Cold War: The Dance of American Diplomacy (Oxford University Press, 2020) when I read Smirnova’s statement. In her innovative monograph, Philips places Smirnova’s decision in a longer history of moments where “[c]ulture met political aims, as private met public needs, and apolitical ideology served politics” (p. 2). Smirnova’s statement rests on the fact that her cri de paix situates itself above the political quagmire, in the higher realm of the arts—for the artist, as Philips notes, derives “deep political import” from her “claim to be apolitical” (p. 223). Philips provides us in this recent book with an innovative and relevant example of this “politics of antipolitics”: the life and works of Martha Graham. Through a carefully knitted narrative that spans decades of touring, Philips provides us with a detailed account of the role that the “Highest Priestess of Modern Dance in America” played during the Cold War. Drawing from archival sources all around the world, Philips captures the paradoxes, tensions, and contradictions that surrounded Graham’s involvement in a series of dance tours around the world in which she served as an emissary of Unitedstatesean soft power, in the midst of a international struggle for the mantle of political modernity. Indeed, just like Smirnova, Graham’s project was deeply anchored in a modernist understanding of time. But as Philips shows, the promise of modernity was full of ambiguities and ambivalence. Graham’s modernist dance was, at the same time, sacral and secular. It embraced womanhood but shunned organized female emancipation, or feminism. More dramatically, it elevated individualism but depended on the support of the state. Aesthetically, it claimed to represent abstract universal experiences but also purported to capture the particularity of Unitedstatesean (and even non-Western) cultural forms. As we saw above, it was politically antipolitical—and the list goes on. In our days, as Smirnova reminds us, the battle over the plural meanings of the “modern” is far from over. Perhaps, in that sense, we are all still living as if this were the 20th century. In our conversation, we explore what Professor Phillip’s book reveals about the ghosts of the Cold War and their claims to modernity that still haunt our political and aesthetical imaginaries.
