Abstract:: In recent years, the Indian e-waste sector has undergone a process of formalisation through the implementation of E-waste Management Rules (2016), leading to the creation of what I call recycling regime. The upper and middle classes, along with NGOs and industry actors, are frontrunners in thinking about e-waste policies. They were prompted by a twofold motive: the desire for a “world-class”, clean, and pollution-free city; and seizing business opportunities by extracting value from e-waste. Rather than replacing the State, they co-opted the State so that it would legislate to safeguard the environment, and address toxicity and health problems associated with e-waste. Recycling regime relies on formalisation processes embedded in multiple technologies – technicity, capital-intensive facilities, certifications, authorisations, and licences – that work together to exclude the “informal” sector from the e-waste governance system. Recycling technologies act as “technologies of domination” that further contribute to sidelining the “informal” labour of scrap workers or e-kabadis, who as Muslims already find themselves on the margins of society. However, the recycling regime fails to safeguard the environment in the end as e-waste trickles down back to the informal sector via authorised actors.

4. What Happens If the United States Leaves the WTO?

Abstract:: Aresolution before Congress calls for US withdrawal from the World Trade Organization (WTO). Both international law and US law permit withdrawal. The case for withdrawal, however, is misguided and misinformed. Much of what is said and widely believed about the effects of WTO membership on the United States is simply untrue. In fact, American membership in the WTO has been for decades and remains today enormously beneficial economically to US businesses, workers, and consumers. Withdrawal by the United States from the WTO would result in the loss of many of these economic benefits, including those derived from decades of accumulated trade commitments made by the 165 other member countries on thousands of different US goods and services traded within the WTO legal framework; those resulting from the commercial shield of WTO rules forbidding trade discrimination against US exports; and those emanating from the availability to the United States of an impartial, binding, and enforceable system of WTO trade dispute settlement. Moreover, withdrawal by the United States would cede US leadership in the WTO to other leading trading countries, including the second-largest trading country in the world, China. Trade is a win-win economically for all WTO members. WTO membership maximizes the overall economic gains from engaging in trade. The United States should remain in the WTO and help lead it toward needed reforms that will make it more beneficial to all in the modern global economy of the 21st century.

Abstract:: Considering the growing relevance of the Multilateral Development Banks (MDBs) in the task of financing the global energy transition process, it is important to understand the efforts of these institutions to establish projects aimed at reducing carbon emissions in the most diverse sectors of the economy, and especially in the energy sector. This document looks specifically at the role that the New Development Bank (NDB) plays in this process, presenting an overview of its loan portfolio and targets in terms of contributions to the energy transition process. The NDB, also known as the BRICS Bank, stands out in its institutional strategies in the area of Clean Energy, one of its operational objectives, setting a target for the year 2026 of directing 40% of all its financing to projects aimed at climate change, including operations that contribute to the energy transition (NDB, 2022a, p. 28).

Abstract:: Since the last Arab Barometer survey in Kuwait, conducted in 2022, major changes have taken place, significantly affecting political stability in the country. While political life in Kuwait was saturated with crises, and its indicators were clearly visible in the dissolution of the National Assembly (Parliament) repeatedly before completing its term, the shifts, changes, and political instability that dominated the public arena, between late 2022 and the current period of 2024, included even more severe events. Kuwait faced the unconstitutional dissolution of the National Assembly and the suspension of some articles in the constitution, now for the third time in Kuwait’s history. The first two such crises were in 1967 and 1986. To summarize the events that took place from June 2022 until the dissolution of the Parliament and the suspension of the constitution in May 2024, they are as follows: On August 3, 2022, the National Assembly was dissolved constitutionally, in response to the sit-in of a number of MPs inside the Parliament and their overnight stay there. The Crown Prince (the current Emir) gave a speech in which he emphasized adherence to the constitution, and also presented initiatives in electoral reform. He emphasized that the government would not vote for the candidate for the speaker of the National Assembly, and that the elections would be through the national ID card (effectively changing electoral circuits). The protesting MPs considered these reforms a victory. As a result, Ahmed al-Nawaf was appointed Prime Minister

7. Protecting the North American Arctic and Beyond

Abstract:: The United States has quickly adapted to the new security environment in a changing Arctic, as the region must deal with geopolitical tension stemming from Russia, the impact of climate change, and NATO’s increased role and presence. Many unknowns remain, however. Turning current and future US strategic documents and concepts about the Arctic into reality does not have any easy solutions. This will require continued endeavor and patience. The US should ensure prevailing in the Arctic in terms of homeland security and forward defense. Forward defense in the Arctic will require forward-thinking, notably what constitutes Arctic-specific integrated deterrence through tailored and calibrated presence as part of the Joint Force. A large part of this endeavor falls on the leadership of USNORTHCOM. USNORTHCOM must be empowered to become the Department of Defense’s Arctic “capability advocate” under the Unified Command Plan (UCP) and the Total Force concept. USNORTHCOM must be emboldened to take the lead in associated challenges to defend the US homeland, secure the region, cooperate with allies, and bridge potential security gaps. This paper seeks to help USNORTHCOM leverage its influence in shaping the future of Arctic security for the US homeland. It offers plenty of innovative policy recommendations and action points aimed at streamlining the role of NORTHCOM to keep the Arctic safe and secure for the US and its allies. Future policy must address the need to enhance Arctic domain awareness and foster a new approach to Arctic-specific capabilities, technologies, and procurement tailored to the environment. Part of this endeavor is also connected to bridging potential gaps related to logistics, sustainment, maintenance, and transportation adapted to Arctic-specific requirements. This will ensure increased mobility and reach across the region. USNORTHCOM should ensure that regular Arctic drills and exercises under its supervision systematically include logistics and sustainment as essential parts of training. Policy must also clarify the role of the primary Arctic combatant command by identifying structural gaps and bridging them, especially in times of crisis or escalation. Better synchronization of efforts will help the US reach a common operating picture of the Arctic from a whole of government perspective.

Abstract:: Chinese Students in Europe and the Party-State -- Why do some Chinese students who choose to study abroad get involved in pro-regime organisations? How does this reflect the efforts of the People’s Republic of China to foster relationships of dependence and allegiance with its overseas nationals? Fieldwork conducted within branches of the Chinese Students and Scholars Association in France and the United Kingdom sheds light on the drivers of this form of long-distance authoritarian commitment. An analysis of how the association operates in two different European countries reveals how it adapts to the local environment while functioning as an enclave, isolated from host societies. The organisation’s primary objective is to maintain the Chinese partystate’s hold over its nationals outside national borders rather than influence or develop ties with foreign societies. However, students do not passively allow themselves to be co-opted, and the many pressures they experience can hinder efforts to mobilise them in support of the regime.

Abstract:: This paper aims to analyze the emerging challenges and opportuni-ties derived from the humanitarian assistance actions applied in Cabo Del-gado in the context of violent extremism that has been ravaging the province since 2017. This topic is relevant because the traditional concept of huma-nitarian assistance presupposes support for victims of a disaster caused by nature or man-made, and the province of Cabo Delgado presents a growing demand for humanitarian assistance due to the ongoing prolonged violent conflict. In Cabo Delgado, there are victims of a violent, unconventional, low-intensity conflict. More than 1 million people are in need of humanita-rian assistance, of which more than 50% are women and children (OCHA 2021). Along with terrorism, climate disasters, such as Cyclone Keneth in 2019, and the COVID-19 Pandemic, which began affecting Mozambique in 2020, are exacerbating the state of vulnerability of humanitarian victims. Combined, these events force non-state humanitarian actors to operate in an environment characterized by uncertainty, insecurity, and unpredictability. Nevertheless, these humanitarian actors may operate beyond what is defined by traditional humanitarian principles, which concern saving lives and allevia-ting the suffering of humanitarian victims, including developmental actions that may result in the reduction of state power in the humanitarian space and that lead to the implementation of political action by external forces. If prolonged, this scenario may accentuate the weakening of state power. Given this context, one wonders what challenges and opportunities are derived from the humanitarian support process in Cabo Delgado. This paper seeks to reflect on the emerging challenges and oppor-tunities arising from the humanitarian assistance process in Cabo Delgado. Specifically, it sought to a) define what humanitarian assistance is; b) analyze the emerging challenges for humanitarian actors in Cabo Delgado; and c) analyze the emerging opportunities for humanitarian actors within the pro-cess of humanitarian assistance in the region. We started from the hypothesis that the problem of the humanitarian assistance process in the context of violent extremism creates emerging challenges and opportunities for non--state humanitarian actors that are linked to human security, management, and coordination of humanitarian actions.

Abstract:: This article analyzes the political situation of Mozambique during Chissano’s Government between 1986 and 2005, as well as the internal and external factors that contributed to the fulfillment or unfulfillment of the government’s objectives. Political, economic, and historical events are observed in order to evaluate the Chissano Government. Situation analysis is a plural methodology that allows interpreting events, facts, and causes, as well as describing the behavior of the actors involved, the correlations of force, and the internal and external interests that influence the course of politics. Another aspect that justifies using this tool is the historical time involved – 18 years between the end of the 20th century and the beginning of the 21st century – characterized by transformations, transitions, and dis-tinct domestic, regional, and international political-economic changes. The situation analysis proved to be an effective tool to reach a broader and deeper perspective of the Chissano Government and the national and international context in which it developed. This methodology requires historical knowle-dge of the object of study, its context and political dynamics, the organization of local society, its behavior patterns and social values, as well as its politi-cal groups, their objectives, and interests. The text constitutes a subjective perspective, a point of view on the “Chissano era”, a political, economic, and social period in the history of Mozambique. It is an ex-post-facto analysis, as it is written decades after the events have occurred, and although it limits its scope to a short period of time, it nonetheless covers long and complex socio-economic transformations. Despite systemic changes in Mozambican society, the structure of the country’s politics has remained almost the same, led by the party-state.

Abstract:: The question of Western Sahara, “Africa’s last colony”, is quite pecu-liar in the context of United Nations (UN) peacekeeping operations, when compared to other ongoing missions, and it is also quite unique from a geo-political point of view since the international community differs regarding this territory (Barros 2020).In this context, this article seeks to address the following issue: why didn’t the evolution of UN peace operations, which occurred after the expan-sion of the international security agenda and the emergence of the concept of human security, provide any significant change in the United Nations Mission for the Referendum in Western Sahara (MINURSO)? We will consider the hypothesis that, although there is a consensus at the international level on the importance of the concept of human security, there has been no significant change in MINURSO’s mandate, such as the incorporation of new assign-ments, due to Morocco’s close relationship with some permanent members of the UN Security Council (UNSC), namely France and the United States.

Abstract:: Studying the impact of terrorism on international relations is of vital importance due to the implications not only local and regional but also within the international system. The phenomenon of terrorism is not exclusive to a region or a country, it can affect everyone in indirect ways. In this sense, it crosses borders and does not understand nationalities. The most dangerous thing is the treatment given to it in international forums, multilateral orga-nizations, and the media since it is presented as a threat to security, but to legitimize military actions by Western powers or to delegitimize governments “not prone to the West”.This article is based on a conceptual proposal that helps to understand the phenomenon of terrorism from a non-Western perspective, criticizing the positions of the United States in this regard. The main objective is to deepen the debate around the concept of terrorism, its erroneous link to Islam, and to nationalist and/or revolutionary movements. It is also pertinent to see how it has been legally defined by international law, through resolutions, conventions, and protocols of different multilateral organizations, including the African Union (AU).

Abstract:: The 21st century could become an Asian and African century, which will result in a radical global transformation of the world. Thus, the past decade has witnessed a large Asian presence in Africa, especially, China, India, Japan, and South Korea. Not surprisingly that the rise of Asia in global politics has worried the traditional Western powers. Analyzing contemporary Asian approaches to Africa should be performed through their historical contexts, in particular the history of competition and rivalry between Asian rising powers. It is no secret that this point has not been adequately addres-sed in previous studies on African-Asian relations (Iwata 2019). This state of rivalry is reflected in the African policies of major Asian countries. For example, the Sino-Indian conflict and the Sino-Japanese conflict, in addition to the Taiwan issue, have definitely affected these countries’ interactions with Africa. In contrast to European policies towards Africa after the founding of the European Union, there is no consensus framework for Asian international relations. The experience of struggle against colonialism and engagement in the Non-Aligned Movement represented the most prominent components of the mutual relations between Asia and Africa, especially since the Ban-dung Conference in 1955 (Adem 2017). When the Cold War ended, Asian countries began to achieve high and rapid rates of economic development. Hence, the Asian countries that previously received development aid have become among the most important international donors. This means that the concept of “donor powers” has undergone a major change that it is not limited to Western industrialized countries (including Japan). Perhaps all of this requires studying and analyzing Asian-African relations.

Abstract:: The Institute for Democracy and Mediation (IDM) has released a new report: Public Consultation in Albania: The Illusion of Inclusion. This report presents the results of an in-depth monitoring of 50 laws, public policies, and strategic documents consulted by the central government during the years 2022-2023. The assessment covers 10 key government institutions, evaluating their public consultation processes in terms of: Transparency and accessibility of consultation documents; Effectiveness of the public consultation process; Public accountability during this process; Citizen participation in consultations; Ensuring inclusivity and non-discrimination. In addition to the qualitative analysis of public consultation previously conducted by IDM, this assessment for the first time provides statistical data related to this important governance process. The evaluation system applied in this report provides the opportunity to compare institutions’ performance in the consultation of different acts, in relation to the aforementioned principles. Ultimately, the findings highlight a ‘’long distance’’ between transparency and participation in government consultations. The goal of this study is to contribute to evidence-based advocacy for legal reforms and the improvement of institutional practices, so that public consultations fulfill their core function – citizens’ participation and impact in decision-making.

15. Military Implications of PLA Aircraft Incursions in Taiwan’s Airspace 2024

Abstract:: In 2024, the number of days and sorties involving Chinese military aircraft crossing the Taiwan Strait median line reached a peak, but the total sorties of Chinese aircraft around Taiwan and the number of peak incursion periods were not significantly higher than in 2023. While the number of Chinese military aircraft incursions into Taiwan’s airspace has surged, the operational capacity of the PLA Eastern Theater Command Air Force is likely already at its maximum peacetime readiness level. The sharp increase in Chinese military aircraft incursions targeting Taiwan is not solely aimed at President Ching-te Lai but also reflects changes in the scope and intensity of the PLA’s training and exercises around Taiwan. Unless new airbases are constructed or logistical support capabilities are significantly improved within the PLA Eastern Theater Command, the number of sorties into Taiwan’s airspace is unlikely to increase substantially in 2025.

The speech emphasized the many hardships that people are currently facing at home while acknowledging fears about a turbulent external environment. Xi did not mention “national rejuvenation” and he conceded that the “China dream” was far from being realized. Doubling down on the ideology of struggle, a hard work ethic, and enforcing nationalist sentiment as crucial factors for escaping the current malaise, Xi’s speech suggested a shortage of tangible solutions for the country’s problems.

Abstract:: France’s and Germany’s reactions to Russia’s full-scale war against Ukraine reveal their significantly different relationships with the United States. Their interpretations regarding the European security architecture are almost diametrically opposed. While Berlin concluded that European security must be constructed transatlantically, Paris saw confirmation of its interpretation that Europeans must be able to address security challenges independently of Washington. Donald Trump’s reelection constitutes a challenge for the two countries because both need to fundamentally rethink their respective relationships with the United States and Europe-US relations more generally. The scope of the US withdrawal from European security remains to be seen, but it will be similarly challenging for Paris and Berlin.

Abstract:: For the United States and Europe, dealing with the People’s Republic of China (PRC) is now a challenge of such wide-ranging nature that it will cut across almost the entire transatlantic agenda of the incoming Trump administration. From addressing Beijing’s role as the “decisive enabler” for Russia’s war of aggression to rethinking the way that US-EU trade and technology ties need to be organized, China policy no longer occupies a separate silo but conditions every element of the security and economic landscape. Under the Biden administration, Europe and the United States undertook an unprecedented effort not only to coordinate their approaches to the PRC itself, but also to advance on other fronts where the China challenge was the main motivating factor, such as EU-US efforts to negotiate agreements on steel, aluminum, and critical minerals. The two sides’ analysis has grown much closer, and in some areas, this translated into tangible results—whether conveying common red lines to Beijing on the delivery of lethal aid to Moscow and the use of force against Taiwan or tightening controls on advanced semiconductor equipment exports. Overall, however, progress still fell short of the high stakes. Some EU member states treated the Biden administration’s partner-friendly approach as a holiday from difficult strategic choices on China rather than an optimal window in which to make them. EU-level efforts to build more effective approaches on economic security, trade defense, and cyber security were often slow-rolled or undercut by major capitals. There were also areas in which the Biden administration allowed domestic political considerations to undermine efforts to build a common strategic economic approach among US partners—particularly the use of national security tools against US allies, whether the blocking of Nippon’s takeover of US Steel or the initial retention (and suspension rather than lifting) of Section 232 tariffs against the EU. While the two sides are certainly more closely aligned and better coordinated, moving in the right direction is no longer enough. If Europe and the United States are unable to achieve results in several critical areas in the next few years, it will come at a growing cost to their security and economic interests, as well as to the broader transatlantic relationship. Success, on the other hand, would put a new set of foundations under it. Abstract:: The most critical international security goal regarding Syria today is the country’s stabilization – and that requires immediate and substantial aid and sanction relief. The question on which recognition of the new government should most hinge is whether it can achieve sovereign authority in the country and do so without the type of human rights abuses or cross-border militancy that pose a threat to regional peace. Given the urgency of stabilizing the country, the new government provisionally meets this criteria. Should it change course and pose a threat to regional peace, the international community can adjust policy accordingly. Two outstanding challenges to sovereignty and legitimacy are the presence of foreign troops – Israeli, Turkish, and US – and the status of Kurdish areas. Especially acute is the triangular relationship among Damascus, Ankara, and Syria’s Kurdish community, which is among the issues addressed in this viewpoint. As for foreign troops: 15,000-20,000 currently occupy the country. Affirming Syrian sovereignty entails expeditiously withdrawing all those forces not explicitly invited by the new government. A related concern is the remnants of the Islamic State (ISIL) in Syria, including the 40,000+ cadre, family members, and displaced persons interned in camps run by the Kurdish authorities. Going forward, the task of managing and combating IS remnants on Syrian territory should fall to Damascus, acting together with Kurdish and foreign partners as it sees fit. The threat that IS affiliates and aspirants pose to the United States and the broader international community have been and are most effectively addressed through measure of homeland security and law enforcement. Securing the US homeland does not require the ongoing deployment of US troops in Syria, which would inadvertently undermine the legitimacy of the new government.

21. Shipment of a Controlled Vacuum Furnace to North Korea via Multiple States: An HS Code Case Study

Abstract:: In tracking trade data and trade flows, Harmonized System (HS) codes are routinely used to aid searches for dual-use commodities and to help guide the identification of dual-use items that require a license or greater scrutiny. A recurring concern is shipper falsification of HS codes to evade detection or payment of duties. An illustration of such falsifications is a case we learned about via government sources from around 2022 that involved North Korea and a dual-use vacuum furnace suitable for uranium melting that wound its way from Spain to North Korea, via Mexico, South Africa, and China. Such a furnace is typically controlled under the Nuclear Supplier Group (NSG) Part 2 list and is banned for export to North Korea under United Security Council resolutions. This type of furnace is a mainstay of a nuclear weapons program, particularly one that uses weapon-grade uranium as the nuclear explosive material, as North Korea is known to do. With North Korea expanding its uranium enrichment program and producing greater quantities of weapon-grade uranium, this new furnace would be especially important.

Abstract:: Several years ago, the Institute reported about the relatively large, multinational Chinese company Shenyang Machine Tools Company supplying sophisticated computer numerically controlled (CNC) machine tools, equipped with Western controlled software, to North Korea in violation of UN Security Council (UNSC) sanctions and a supplier country’s trade control laws that banned re-export of this software. New information details the disingenuous way in which the Chinese government investigated this case, indicating nonetheless inadvertently that North Korea received these machine tools, while also demonstrating China’s utter disregard for enforcing UNSC sanctions or its own or others’ export control laws. This case serves as another of the many cases highlighting China as a long-time irresponsible trading partner that responsible companies should avoid when sensitive dual-use goods are involved, lest they be complicit in outfitting North Korea’s, Iran’s, or Russia’s military programs. Today, responsible suppliers are inadvertently facilitating Russia’s prosecution of an illegal war against Ukraine. Given Shenyang Machine Tools Company’s recent exports of goods to Russia with Harmonized Shipments (HS) codes found on the Bureau of Industry and Security (BIS) Common High Priority List (CHPL), this company should be considered for sanctions.

27. Navigating the Challenges of Environmentalism in an Increasingly Authoritarian Iraq

Abstract:: There has been a marked increase in environmental activism in Iraq in recent years. This shift has taken place in the context of what has often been presented as a new stability, due to the absence of active armed conflict in the country since 2017. However, as “stabilization” efforts give way to “development”, Iraq is also coming to terms with the slow violence of protracted wars,1 an astronomical and rapid rise in oil production, and the impacts of climate change – most visible in the widespread incidences of pollution and public health crises, as well as in the drying up of ancient rivers and lakes and desertification, which is destroying livelihoods and causing mass migration across the country.2 The rise in interest in the environment has also come in the aftermath of the 2019 Tishreen uprising, to which the government and associated militias have responded with a widespread crackdown on freedom of expression and assembly, making any form of activism increasingly dangerous. This study examines how self-identified environmentalists active in Iraq interact with this complex context and the challenges they face. To navigate the increased authoritarianism of the Iraqi state, this research finds that environmentalists tend to adopt small, carefully framed initiatives that are usually presented as supporting the government in solving some of the environmental issues it faces, as opposed to being overtly adversarial. This approach also means that Iraq’s environmental movements lack autonomy, and that certain issues – particularly those that might harm the business interests or standing of the political elite – remain off-limits. As a result, environmental initiatives in Iraq tend to make shallow interventions that do little to address the root causes of environmental degradation or to mitigate the effects of climate change. These dynamics are compounded by the funding structures of donor organizations, who prefer to award grants to small-scale, time-bound projects the outcomes of which can be easily measured. Environmental actors active in Iraq have also begun to form coalitions with the government, the private sector, and other members of civil society, such as political activists. However, this remains in its infancy and is often limited to a small number of individuals acting alone. Coalition building remains a substantial challenge and is often actively blocked by the government, used by corporations for greenwashing, and sees the efforts of environmental activists and organizations coopted by politicians for their own political and financial ends. The findings of the current study corroborate and extend the work of Wiktor-Mach et al. on Kurdistan, especially their characterization of environmental activism in the region as “a specific type of activism that does not question mainstream policies and practices but intends to push for change within existing systems and that has a cooperative character”.3 However, it is also important to note (as will be discussed in greater detail in this paper) that in Federal Iraq, the uptake of such non-confrontational tactics is the result of the increased crackdown on civil society post-Tishreen, which has raised the stakes and dangers of more adversarial work. In addition, while in Kurdistan episodes of mass contention are relatively rare and often focus on issues such as salaries and service provision, in Federal Iraq there has been at least one episode of mass mobilization in response to environmental issues in recent years in the form of the 2018 water protests in Basra.

Abstract:: In the wake of the presidential elections of October 2024, the first since the coup d'état in July 2021, Tunisia has seen a resurgence of suspiciously sponsored political content, both pro- and anti-regime, on online social media networks. These included advertisements denouncing the refusal of the president of the electoral body, Farouk Bouasker, to reinstate certain candidates. We also saw “locked” profiles with Egyptian-sounding names reacting with likes or "laugh" emojis to publications on the Facebook page of the Presidency of the Republic of Tunisia. With the proliferation of anti-Saied pages garnering thousands of likes in the space of a few days, pro-regime influencers have multiplied their videos to denounce the spread of these pages and content, calling their audiences to witness the truth of the plot hatched by dark forces, which is the mainstay of the new regime's narrative. It is hard to overlook the importance of Facebook in Tunisia. It remains the most widely used network1 and continues to be a major platform for political life.2 While it has long been the site of disinformation campaigns3 in Tunisia, in recent years the issue has taken on a whole new dimension: the sector has gone from being a local, cottage industry to a veritable industry run by specialized companies operating on an international scale. This industrialization of disinformation goes hand in hand with a phenomenon of opinion manipulation, taking the form of troll profiles dictating the political agenda, or fake profiles creating a false sense of popularity for certain ideas. Both disinformation and manipulation raise questions about the future of democracy, in Tunisia and globally, in a context where for many, these networks continue to represent a faithful reflection of reality. This paper seeks to provide an overview of the dynamics of disinformation from the Tunisian digital space, exploring the different narratives conveyed, forms of manipulation, and the role of social media platforms in their amplification. The paper also shows that certain disinformation narratives circulate between different countries in the region. The aim is to broaden reflection on these forms of manipulation while proposing a regional research and action agenda that can help reduce the impact of these activities, known in the Arab world by the general name of "electronic flies".4

Abstract:: U.S. policy towards the PKK, a designated Foreign Terror Organization, has varied significantly over four decades, reflecting a clear periodization based on pragmatic policy interests and the interplay of U.S. actions and Turkish responses. Washington has over time supported Turkish counter-PKK actions without direct involvement; actively supported Turkish counter-PKK efforts; tolerated or tacitly supported PKK activities; and directly instrumentalized and supported the PKK in Syria and regionally. Washington’s evolving stance toward the PKK coincided with the rise of Al Qaeda (AQ) and its offshoot, the Islamic State in Iraq and Syria (ISIS) as the focus of U.S. Middle East policy. The evolution reflected an incremental approach that subordinated U.S.-Turkish relations and other regional problems to the campaign against AQ/IS. Bilateral cooperation suffered as incrementalism, low trust, and transactionalism came to characterize the relationship. This paper examines the history, current dynamics, and possible future trajectory of U.S. PKK policy as a problem in U.S. Turkish bilateral relations.

Abstract:: This article analyzes how the geopolitical representation of the United States in Turkish political discourse changed during the 1960s and 1970s in the context of deep crises between the two countries, such as the Cyprus question, the opium issue, and the US arms embargo on Türkiye. Within the framework of critical geopolitical theory, it uses the concept of “geopolitical representation.” It examines the changes in the geopolitical representation of the United States in Turkish political life through practical geopolitics. To this end, it evaluates the debates, speeches, and correspondence made by the representatives of the ruling and opposition parties and members of the government in the Turkish Grand National Assembly between 1964 and 1979, within the context of the crises in Turkish-American relations, particularly within the foreign policy framework. It is argued that while the alliance between Türkiye and the United States and Türkiye’s membership in NATO were seen as important symbols of Türkiye’s sovereignty and enjoyed unwavering support in the 1950s, tensions with the US, Türkiye’s “strategic partner,” in the 1960s and 1970s led to notable shifts in the Turkish parliament’s narrative. As a pioneer of anti-NATO and anti-US rhetoric, the Workers’ Party of Türkiye (TİP) played a prominent role in shaping parliamentary discussions.

Abstract:: This article analyzes the underlying wellsprings for the major strains that disrupt the U.S. - Türkiye relationship. These strains arise from the U.S. support of the PYD/YPG/YPJ in Northern Syria as boots on the ground against ISIL; Türkiye’s purchase of the Russian S400 missile defense system; Türkiye’s energy imports from Russia and Iran; the U.S. refusal to extradite Fetullah Gülen; and Washington’s complaints about the AKP government’s anti-democratic tendencies. This article analyzes why and how some of these issues have evoked strong ire and distrust on both sides and others much less so by employing a paradigm based on five integrated variables: Türkiye’s military and economic capabilities; the availability of its natural resources, particularly energy; as well as threats to the legitimacy of the AKP regime and to the society’s ethnic and religious cohesion. Utilizing the paradigm, the article proposes measures that will increase the opportunities to build a firmer partnership between the U.S. and Türkiye.

Abstract:: Türkiye - United States relations have a multifaceted character and have spanned a long period, witnessing ups and downs throughout their historical trajectory. Türkiye’s relations with and foreign policy towards the US have been closely monitored by the public, and diverse perspectives towards the US have emerged within Turkish public opinion over time. This paper investigates the various factors that affect Turkish public opinion towards the US. Previous studies have generally examined public opinion through the demand side, exploring what features of the public predict their behavior towards other countries. In this research, we examine what exactly it is about the US that the public likes or dislikes. The research question of this article is: What are the determinants of the variation in individuals’ foreign policy attitudes towards the US in Türkiye? By answering this question through survey data conducted in 2021, we aim to present the economic, security-related, and political reasons behind the Turkish public’s positive and negative attitudes toward the US. The findings demonstrate that individuals are influenced by various dimensions pertaining to the US and its relations with Türkiye. The respondents’ demographic characteristics and political and foreign policy attitudes have resulted in disparate opinions regarding these multiple dimensions.

Abstract:: Once considered a model partnership, the American-Turkish relationship now elicits ambivalence among scholars and policymakers, calling into question the fundamental interests and assumptions that once undergirded the relationship. Critics attribute the negative trends in the relationship to geostrategic and value-based incompatibilities, but relatively few have examined both factors longitudinally across the entire relationship. This paper does not aim to provide a grand theory of American-Turkish relations. Instead, its goal is to develop a framework illustrating the vital role that strategic, ideational, and domestic political factors have played in shaping macro-level outcomes in the partnership’s cohesion at various junctures. Overall, our paper identifies the positive role of foreign policy bureaucratic elites on both sides acting as an “invisible hand” providing an anchor for the relationship even in the absence of other commonalities. Yet, we also observe the weakening of this hand in recent times as both countries become domestically transformed.

Abstract:: This paper challenges two prevailing narratives about U.S.-Turkey relations: first, that international and individual-level factors are responsible for volatility in the relationship and second, that bilateral relations are uniformly bleak. In contrast to these perspectives, this paper proposes a domestic and institutional explanation for the rising volatility of U.S.-Turkey relations and conceptualizes societal ties as an anchor in the bilateral relationship. This paper advances two inter-related arguments. First, I argue that a key driver of volatility in U.S.-Turkey relations since 2016 is the deinstitutionalization of U.S. and Turkish foreign policymaking. In the United States, the root cause of deinstitutionalization is intensifying polarization over foreign policy, fueled by the rise of populism. In Turkey, by contrast, foreign policy has deinstitutionalized through personalization: the steady concentration of decision-making power in the hands of President Recep Tayyip Erdoğan. Second, against this backdrop of deinstitutionalization, I show that societal ties between the United States and Turkey provide a uniquely stable and enduring area of bilateral cooperation. I provide evidence for this argument in two key domains: 1) civil society and media and 2) higher education. These societal linkages, I argue, are often resilient precisely because they are disconnected from domestic politics and foreign policy. These societal ties should thus be understood not as agents that can reshape bilateral relations but as anchors that prevent the two nations from drifting apart.

Abstract:: Turkey-US relations in the Middle East have evolved significantly in recent years. Initially based on shared threat perceptions and strategic outlooks during the Cold War, the alignment became characterized by divergences on some issues after the Gulf War in 1991. Their relationship in the Middle East has even become hostile in recent years. Turkey’s increased regional aspirations and evolving threat perceptions in the Middle East, framed within an ontological security narrative, have strained bilateral ties. This shift is compounded by divergent worldviews influenced by domestic political changes in both countries. Despite these challenges, the alliance persists within NATO, albeit with complexities arising from the interplay of external pressures and internal dynamics. This article explores these dynamics using a Neoclassical Realist framework to explain how Ankara’s evolving threat perceptions and ontological security concerns have reshaped Turkey-US relations in the Middle East amid changing global and regional contexts.

Abstract:: For official bilateral development agencies, the realities of providing effective development cooperation are increasingly complex, as competing demands and changing international and domestic contexts are raising fundamental questions around what it means to be an effective agency. This paper explores the concept of agency effectiveness to demonstrate why agencies – and their leadership – should consider how their structures and processes interact with the changing landscape as part of their efforts to remain relevant and resilient. To do so, we consider how the current challenges facing agencies – including the need to respond to climate change, global instability, and changing domestic political environments – affect why agencies act, what they do, and how they do it. We then explore dominant understandings of agency effectiveness, which provide a lens for thinking about what it may mean for agencies to be effective in the years ahead. Overall, we suggest that the challenges facing development agencies in the changing landscape raise key issues for agencies to consider, particularly around what they prioritise, how they are structured, and the capabilities or ways of working needed to respond to complex demands. While there is unlikely to be a single approach for agencies looking to adapt to changing contexts, considering the implications of new – and future – pressures for the work of development agencies will be a necessary first step towards supporting their resilience and relevance in the years ahead.

Abstract:: Over the last decade, donor country governments have faced new and additional demands for financing international challenges, including providing global public goods (GPGs) and addressing historically high numbers of refugees and humanitarian crises. They have partly done so by re-allocating their official development assistance (ODA) away from its original aim: to support poverty reduction and growth in developing countries. This has led to questions about the integrity and credibility of ODA. These questions are only likely to grow more pertinent in the coming decade because the pressures on ODA—and on public finances more broadly—are here to stay. ODA budgets are being cut in a number of traditional donor countries and what remains is increasingly being deployed to meet emerging needs beyond traditional development and to reflect a more national security perspective on development cooperation. The time is right, therefore, to ask whether the concept and accounting for ODA need to be modified to ensure that the needy and vulnerable it was designed to serve continue to be protected in the face of fiscal constraints and changing geopolitical circumstances. This report, a compendium on the future of ODA, aims to provide fresh thinking and inspire the action needed for ODA to remain relevant and effective. It brings together reflections and proposals from leading experts and practitioners, including the under-secretary-general and executive director of UNOPS to a former DAC chair, to inform policymakers. In this executive summary, we will introduce the key arguments from the compendium contributors. The contributions are organised into four key areas of discussion that reflect the main themes raised in this compendium: the rationale for ODA reform, the political and institutional realities shaping reform, using ODA for climate and leveraging private finance, and forward-looking proposals for reimagining ODA’s role and purpose.

Abstract:: Basel III—the international standard for banking regulation—has strengthened global financial stability but has also led to unintended consequences that may hinder progress toward key Sustainable Development Goals (SDGs). This paper examines how Basel III’s regulatory framework may restrict bank lending to SMEs (impacting SDG 10) and constrain infrastructure finance (impacting SDG 8). Addressing these challenges requires refining risk assessment methodologies while preserving Basel III’s core objective: accurate risk evaluation. For SMEs, tailoring risk weights using local credit registry data can better reflect economic conditions in emerging markets. For infrastructure, recognizing it as a distinct asset class and leveraging credit risk mitigation tools could improve financing. Greater engagement from multilateral institutions, particularly the World Bank, is essential to advancing these solutions while maintaining financial stability.

Abstract:: Planned relocation of highly climate-vulnerable communities is becoming increasingly necessary as climate shocks become more frequent and intense. It is also becoming more feasible as modelling of future scenarios improves and adaptation limits become clearer. Despite this, many governments are underprepared for planning and implementing planned relocation projects. In the absence of an intergovernmentally agreed framework or set of principles on planned relocation, development finance, and specifically climate finance, is not well positioned to respond to this emerging demand from countries. This is heightened by a widespread absence of coherent domestic policies, and by institutional gaps in international assistance. Multilateral development banks, in particular, could be well-placed to fill this gap. They have extensive experience in undertaking relocation projects, including in contexts of climate adaptation. Multilateral development banks will increasingly field borrower country demand for both technical and financial assistance. They are, however, not yet prepared to meet this demand, nor are countries adequately equipped to make applications for support. This paper outlines emerging public policy regarding planned relocation, draws from existing standards on development-forced displacement and resettlement, and explores entry points for development financiers in providing technical assistance and finance. The paper proposes recommendations to multilateral development banks and the global climate funds on engaging in this emerging area.

Abstract:: The turmoil caused by President Donald Trump’s statements regarding the future of Gaza – which include the eviction of its population, American governance, the creation of a “Middle Eastern Riviera,” and an ultimatum demanding the release of all hostages – highlights two key issues on which Trump’s positions appear self-contradictory. The call for the release of all hostages (and hence perhaps an end to the war) seems at odds with the administration’s firmly held view that Hamas must no longer be the ruling power in Gaza. At the same time, the call for Palestinians to leave Gaza contradicts the traditional commitment to America’s Arab friends (and clients). The stability of the regimes in Egypt and Jordan, if pushed to take the Gazans and punished for their refusal, could be endangered – despite King Abdullah’s efforts to mollify Trump during his visit to Washington. The future of their peace treaties with Israel would also be threatened. The Saudis too have responded abruptly, reiterating their support for Palestinian demands. Consequently, the region has been thrust into a state of crisis.

Abstract:: In this practical guidance note, the Georgetown Institute for Women, Peace and Security explores the capacity for National Action Plans on Women, Peace and Security (WPS NAPs) to be effective tools for national-level implementation of the WPS Agenda that is responsive to climate-related security risks. WPS NAPs have become the primary tool for national-level efforts to implement the WPS Agenda. To remain relevant and effective, NAPs must be responsive to the ever-changing security landscape and emerging threats to peace and security, like climate change. While the share of NAPs that mention climate change has slowly increased, many include just one cursory reference to climate change in the background section that does not comprehensively address the impacts of climate-related security risks across all four pillars of WPS or include specific actions or commitments related to climate in the NAP’s implementation framework. Abstract:: Profound technological developments have marked recent years, coupled with increasing geopolitical instability and economic fragmentation driven by rising tensions between major powers. Emerging technologies, particularly artificial intelligence (AI), have been at the core of global competition due to their potential for enhancing productivity and fostering innovation. The technological race has started to extend also to the definition of global AI governance frameworks, with the United States, the EU and China pursuing divergent regulatory approaches and striving to influence countries, especially in the Global South, that are looking at the existing models for their national regulatory systems. Against this backdrop, international fora such as the G7 are called upon to play a key role in fostering dialogue on how to reconcile these divergent perspectives and shape global governance for AI.

64. The US TikTok Ban, the RedNote Moment and China

Abstract:: On 23 April 2024, the US Senate passed a bill forcing the Chinese company ByteDance to choose between divesting from its prized social platform TikTok, one of the dominant apps among Americans aged 18-29,[1] or accepting its ban on US soil. Following ByteDance’s refusal to divest, the US Supreme Court upheld the ban on 17 January 2025. The ban on TikTok rested on national security grounds. TikTok is technically a limited liability corporation registered in Delaware and with headquarters in Singapore and Los Angeles. Yet, its parent company ByteDance, while incorporated in the Cayman Islands, is based in Beijing and subject to a domestic legal framework legally requiring it to “provide assistance” to the Chinese government, including, crucially, giving up the data of TikTok users.[2] Further highlighting the limited autonomy of the company vis-à-vis Chinese authorities, “cells” of the Chinese Communist Party have been embedded within the structures of the company since 2017.[3] In short, ByteDance cannot guarantee that the personal data of its users could be kept at arm’s length from Beijing. While the Senate’s bill enjoyed bipartisan support, then President-elect Donald J. Trump publicly stated that he would not enforce the ban. Throughout the 2024 electoral campaign, Trump had announced – in contrast with most of the Republican Party members of Congress – his opposition to the bill, acknowledging how the platform had been a relevant tool for re-election.[4] On 19 January, Trump announced that he would consider imposing a 90-day delay of the ban and search for a joint-venture between ByteDance and a US company.[5] Two days later, he suggested the possibility that either Elon Musk (CEO of Tesla, owner of X, and Administrator of the Department of Government Efficiency in the new administration), or Larry Ellison (chairman of Oracle) would buy the social media platform.[6]

Abstract:: According to several pre-election polls, the economy was perceived by many US voters as the key topic in deciding whether to vote Democratic or Republican in the 2024 presidential elections.[1] During Joe Biden’s administration, the US GDP grew steadily and unemployment reached very low levels. Nevertheless, for the first time since 2004, the Democratic Party lost the presidency, the popular vote, the House of Representatives and the Senate. This seemingly paradoxical situation, according to some commentators, finds an explanation in the issue of inflation.[2] From this perspective, a significant number of Americans reportedly voted for Donald Trump due to the sharp price increases experienced during the past four years, blaming the outgoing Democratic administration for failing to sufficiently protect the purchasing power of US citizens and businesses. During and after the election campaign, the tycoon has claimed that he can curb inflation, emphasising his plan to intensify the exploitation of domestic energy resources. This proposal – covered by one of the many executive orders signed by Trump upon taking office – could help contain price increases but is unlikely to be a definitive solution. Likewise, its effectiveness could be largely offset by inflationary pressures arising from other policies that the Republican politician has promised to implement.

67. The New Syria and the Regional Balance of Power

Abstract:: The sudden fall of Bashar al-Assad’s regime on 8 December 2024 and the subsequent rise of Hayat Tahrir al-Sham (HTS), now leading the Syrian interim government in the country, have dramatically shaped the regional balance of power. Remarkably, the HTS-led interim government has been making some serious attempts to consolidate its control, and boost legitimacy, but also rebuild Syria after 14 years of civil war and a half-a-century of Assad dynasty rule. In its pursuit to achieve these ends, the interim government has launched diplomatic efforts toward regional and international powerhouses. Everybody, including Russia, is currently welcome to visit Damascus. Yet there is also failure so far to open up the transition to others, which could generate grievances and lead to disruptive regional interference. While the success of such a policy remains to be gauged, the HTS approach to accommodate regional contradiction is worth explaining.

The aim is to further strengthen the EU’s economic security within the framework of its “de-risking” policy, which aims to manage risks coming from the economic and technological engagement with China.[1] The new proposal aims to address major shortcomings in the current screening mechanism, expanding its scope to greenfield investments and European outward FDI. Abstract:: This document provides an English summary of the 2024 edition of IAI’s annual report on Italian foreign policy titled: “L’Italia nell’anno delle grandi elezioni”, developed with the support of the Fondazione Compagnia di San Paolo. The 2024 edition of the report, edited by Ferdinando Nelli Feroci and Leo Goretti, features the contributions of a group of IAI researchers coordinated by the Institute’s Italian Foreign Policy programme. The report covers all the core areas of Italian foreign policy, beginning with the relations with the European Union and European allies and those with the US at the dawn of Donald Trump’s second term. Specific attention is paid to the two major crises in the closest neighbourhood of the country, analysing Italy’s commitment to supporting Ukraine and its position vis-à-vis the Israel-Gaza conflict. An in-depth focus is devoted to the government’s pivot to Africa under the umbrella of the so-called “Mattei Plan”, as well as the relations with the People’s Republic of China and the Indo-Pacific region at large. Structural policies are then addressed, from the defence and aerospace policy to the government’s approach to the energy and climate crises to migration policy. Finally, some considerations are made on the 2024 Italian G7 Presidency and the overall Italian involvement in multilateral fora.

Abstract:: A main priority of the 2024 Italian G7 presidency was to build stronger partnerships with African countries across a number of policy areas, including climate and energy. Italy pushed forward several G7 initiatives to tackle the adverse effects of climate change and resource scarcity in developing regions as well as to enhance energy access in Africa. Despite the relevance of these pledges, it is still unclear how these initiatives can align with, and maximise the impact of, existing climate- and energy-related projects set out in other fora. Still, the Italian G7 was successful in shedding light on the need for stronger intersectionality in G7 processes – finance, climate, infrastructure, food – and in advancing synergies with parallel G20 and climate conferences of the parties (COP) discussions. Canada, South Africa and Brazil, respectively holding the 2025 G7, G20 and COP30 Presidencies, can build on the lesson of the Italian G7 presidency, especially in light of the decreasing attention that major powers such as the United States are paying to multilateral governance regimes.

Abstract:: Italy put a strong emphasis on food and nutrition security during its 2024 G7 Presidency, designing or scaling up plans to transform global food systems. Although the Italian presidency was able to gather consensus on key dimensions such as the food and climate nexus or development finance, structural weaknesses remain. Among them, the limited representation of Global South interests, the lack of space for civil society and farmers’ organisations in the decision-making process and the institutional rivalry between the Finance and the Development Tracks. While the G7 can more easily mobilise consensus and financial solutions to tackle global hunger, it has gradually lost ground to settings such as the G20 or the UN climate conference generally known as COP. The G7 must align its food-security solutions with those designed by other global partners (the G20 Global Alliance Against Hunger and Poverty, or the EU’s Global Gateway) that can more effectively address food insecurity, while tackling all the barriers that make it too risky for local actors and the private sector to invest in sustainable agri-food systems transformation.

Abstract:: The priority should be “preventing divisions within the West and the transatlantic alliance”, while “rooting for” this or that side would not be helpful: it is thus that Italy’s Prime Minister Giorgia Meloni commented on the spat in the Oval Office between President Volodymyr Zelensky and Donald Trump,[1] and by extension, between Washington and Europe. In the aftermath of the clash, while most European leaders openly supported Zelensky, Meloni’s reticence was notable. The choice was tough. Siding with Zelensky would jeopardise Meloni’s aspiration to become the go-to EU leader for Washington. And yet, siding with Trump would lay bare a lack of commitment to Europe and especially the defence of Ukraine, for which Meloni had previously shown constant support. At the ensuing London Summit on Ukraine, Meloni couldn’t hide her discomfort.[2] The resolve of European leaders – spearheaded by the French president Emmanuel Macron and the UK’s Prime Minister Keir Starmer – in advocating for a strategic Europe seemed to shelve Meloni’s carefully crafted plan to leverage her bilateral ties with the Trump administration to bolster her role in Europe – even at the cost of fragmenting its unity. Meanwhile, at home, her junior coalition partner Matteo Salvini openly sided with Trump, in an attempt to present himself as an alternative to Meloni and to win consensus among that sizable chunk of the Italian public opinion who wants to see an end to the war in Ukraine.

78. Can France Provide European Allies with Nuclear Deterrence?

Abstract:: In his speech to fellow citizens on 5 March, French President Emmanuel Macron announced the opening of a “strategic debate on the protection of our allies on the European continent by our (nuclear) deterrent”.[1] It is not the first time: already in the 1990s then-president François Mitterrand alluded to a vocation européenne of French nuclear deterrence.[2] Macron himself proposed, already in February 2020, the opening of a dialogue on the matter.[3] The initiative was not very successful at the time, essentially because European allies considered the security guarantees provided by the United States to Europe through NATO sufficient, together with the repeated reassurances of NATO communiqués that the British and French nuclear forces “have a deterrent role of their own and contribute significantly to the overall security of the Alliance”.[4] This time, however, the reactions by many European allied countries to the French initiative will probably be different. For a simple reason: excluding the deployment of its own forces to Ukraine in the event of a ceasefire and denying security guarantees to Kyiv, the Trump administration fuels the fears of European allies that Washington’s commitment to collective defence is less solid than in the past. Indeed, the Ukraine crisis has shown the limitations of the traditional NATO distinction between Article 5 and non-Article 5 – that is, between those who are members of NATO and therefore protected by collective defence, and those who are not because collective defence is not valid for NATO partners – as it has laid bare how crisis management and cooperative security are having a direct impact on (the perceived lack of US commitment to) collective defence in Europe.

79. The New Partnership among Italy, Japan and the UK on the Global Combat Air Programme (GCAP)

Abstract:: The Global Combat Air Programme (GCAP) launched by Italy, Japan and the UK in 2022 represents a novel partnership among the three countries for the development and production of a next-generation crewed fighter aircraft. A partnership based on equality of rights for and investments by the founding partners, as well as on the principles of Freedom of Action and Freedom of Modification at national level – that means full operational and technological sovereignty on the core platform, differently from the F-35 experience. As such, GCAP presents new challenges and opportunities in political, military and industrial terms, in addition to the programme’s tight schedule and high level of technological ambitions. The cooperation accelerated in 2024 with the establishment of a dedicated international governmental organisation to manage the programme, and the agreement on a joint venture among the three major companies involved on equal foot from the respective countries. This study provides an in-depth and comprehensive analysis of the specific British, Italian and Japanese ways to GCAP, of the programme’s politico-institutional governance and industrial architecture, as well as of training issue and the cross-sectorial implications for Italy. Moreover, a dedicated chapter focuses on the Franco-German-Spanish Future Combat Air System (FCAS) and the US Next-Generation Air Dominance (NGAD) programmes in a comparative perspective. The conclusions outline 15 policy recommendations for Italy concerning GCAP.

81. Exploring options for advancing Kosovo-NATO relations

Abstract:: NATO’s role in Kosovo has been vital since the 1999 intervention and KFOR remains integral for guaranteeing security and stability not only in Republic of Kosovo but also the wider Western Balkans. Public sentiment for full NATO membership is extremely high in Kosovo—over 90% support—reflecting Kosovars’ enduring trust in the NATP alliance. However this overwhelming public support can be affected if Kosovo’s aspirations for closer ties with NATO are not addressed. While, Kosovo’s formal progress toward full membership is politically constrained by the fact that four NATO member states have yet to recognize its independence, there are other options that NATO can pursue to advance relations with Kosovo. In this context, this paper explores options how can Kosovo and NATO advance relations and cooperation. The 1995 study provides core principles for options that are examined in this paper. These principles remain highly relevant for Kosovo. While formal membership is stalled by non-recognizing NATO member states, the paper argues that an inclusive, step-by-step approach can be adapted for a flexible, deeper engagement with Kosovo. A central recommendation is the creation of a “Kosovo Enhanced Cooperation Initiative,” a tailored version of NATO’s partnership mechanisms (e.g., Partnership for Peace, Planning and Review Process, and the Euro-Atlantic Disaster Response Coordination Centre). KECI would aim to strengthen Kosovo’s defense institutions, enhance interoperability, support civil emergency preparedness, and develop broader crisis-management capabilities. Crucially, it would not force any change in the political stance on recognition among NATO member states. The EU-facilitated normalization dialogue between Republic of Kosovo and Serbia is one of the essential elements especially for Kosovo to build the confidence of both skeptical NATO member states and international partners when it comes to Euro-Atlantic integration process of the country. Regular coordination with NATO and the EU, particularly concerning sensitive actions in the north, would affirm that Kosovo’s leaders prioritize strategic partnerships and diplomacy over moves that risks and undermine support for Kosovo. Nevertheless, without any concrete carrots such as anything close to a guarantee that Kosovo gains an open perspective for NATO’s PfP, it is rather difficult for Kosovo to be encouraged to deliver on either an agreement with Serbia or any other agreement.

82. How Does Disinformation Target and Affect Interethnic Relations in Kosovo?

Abstract:: Disinformation and misinformation are pervasive issues in Kosovo, where they exploit existing societal divisions and low trust in institutional narratives. Participants in focus groups and interviews largely defined misinformation as unintentional inaccuracies or partial truths spread due to misunderstanding or lack of verification, while disinformation was seen as deliberately misleading information designed to create division. Though malinformation was not discussed, the distinction between misinformation and disinformation highlights the deliberate nature of the latter in destabilizing interethnic relations. According to a recent NDI Kosovo survey 67% of Kosovo Serbs believe things are moving in the wrong direction, while 41% of Kosovo Albanians believe the opposite. Kosovo Serbs prioritize unemployment (66%) and interethnic tensions (49%) as their primary issues, while Albanians focus more on unemployment (77%) and corruption (56%). There is a significant disparity in perceptions of interethnic relations, while 65% of Kosovo Serbs expect relations to worsen, 53% of Kosovo Albanians are optimistic about improvement. Media consumption is heavily segmented by ethnicity with 79% of the Kosovo Serbs relying on Serbian TV stations daily, with 66% expressing trust in these outlets. Kosovo Albanian respondents primarily use Kosovo TV stations (86%) and social media (50%) as information sources. Trust in information sources remains low across ethnic groups, with reliance on personal networks (friends and family) common for fact-checking.2 Kosovo Serbian community widely believe in disinformation narratives, such as claims of ethnic cleansing plans and mistreatment by Kosovo Police during incidents like the Banjska terrorist attack. Among Kosovo Albanians, skepticism about these narratives is higher, reflecting ethnic polarization. A significant factor enabling both misinformation and disinformation is the skepticism toward institutional narratives—whether from the government, international organizations, or national media. These institutions are widely viewed as biased or agenda-driven, misaligned with the priorities of local communities. Conversely, reliance on familiar sources, such as ethnically divided local news outlets and word-of-mouth communication, exacerbates separation and distrust. These sources, while perceived as relatable and acting in the community’s best interest, are often biased, incomplete, or inaccurate, further reinforcing community echo chambers. Relations between Kosovar Albanians and Kosovar Serbs are frequently manipulated through disinformation to fuel distrust. Actions by the Kosovo Government impacting the Serbian community—such as institutional closures—are framed in Serbian media as ethnic discrimination or even “ethnic cleansing.” Similarly, uncontextualized or sensationalized reports about past events, like the fabricated claim of Albanian children being drowned by Serbs, continue to inflame ethnic hostility. These narratives exploit the unresolved history, reinforcing grievances that hinder reconciliation efforts. Socio-economic hardships, such as high poverty rates and employment gaps, increase susceptibility to disinformation. According to the 2024 Democracy Plus Vulnerability Index, which saw Kosovo’s vulnerability score rise from 41 to 57, economic instability makes individuals more receptive to emotionally charged misinformation.3 Limited access to quality education weakens critical thinking and media literacy, leaving many unable to identify biased information. The National Democratic Institute in their report on Information Integrity in Kosovo Assessment of the Political Economy of Disinformation (July 2022) found that the education system insufficiently prepares citizens for assessing online disinformation, further enhancing vulnerability. The issue of disinformation is not merely a challenge of modern information ecosystems; it is a deliberate strategy employed by internal and external actors to destabilize communities and undermine democratic governance. As digital platforms expand access to information, they also facilitate the rapid spread of false narratives, making it increasingly difficult for communities to discern fact from fiction. This report addresses these challenges with a focus on their implications for interethnic relations between Kosovo Albanians and Serbs. This report is grounded in qualitative research, incorporating insights from two primary sources: Two focus group discussions were conducted with a total of fifteen participants, comprising a mix of Kosovo Albanians and Kosovo Serbs. These discussions provided a grassroots perspective on how disinformation affects interethnic dynamics, exploring lived experiences, perceptions, and community-level challenges. Additionally, nine in-depth interviews were conducted with a diverse range of stakeholders, including local and international experts, representatives from civil society, and government officials. These interviews offered expert insights into the structural, cultural, and political dimensions of disinformation in Kosovo. The combination of these approaches ensures a nuanced understanding of the issue, capturing both macro-level trends and micro-level experiences. The findings are contextualized within existing literature and complemented by statistical data from surveys and prior studies. The report is structured as follows: A detailed analysis of the main themes and insights that emerged from the focus groups and interviews, highlighting the impact of disinformation on interethnic relations, institutional trust, and reconciliation efforts. The next section explores the structural, cultural, and political factors that make Kosovo particularly susceptible to disinformation. A breakdown of the primary methods and stories used in disinformation campaigns, including the roles of media, political actors, and diaspora communities, is also included. An assessment of how disinformation influences community dynamics, perpetuates stereotypes, and undermines peacebuilding initiatives. Kosovo’s ongoing efforts at normalization of relations with Serbia make the issue of disinformation particularly salient. Disinformation not only perpetuates division but also undermines trust in institutions and mediation efforts to normalize relations between Kosovo and Serbia. By addressing the mechanisms and impacts of disinformation, this report seeks to contribute to a deeper understanding of how to better counter disinformation targeting interethnic relations, in order to foster a cohesive and democratic society. The findings and recommendations presented here are intended to serve as a resource for policymakers, civil society organizations, media practitioners, and international actors working to promote peace and reconciliation in Kosovo. At its core, this report emphasizes the importance of fostering resilience against disinformation where interethnic relations are characterized by trust, cooperation, and mutual respect. 85. A silver lining? The US aid freeze should spur Nigeria to greater self-reliance

Abstract:: Foreign aid has never been the solution to Nigeria’s multiple development challenges. However, the halt to US development assistance1 and the de facto shutdown of the United States Agency for International Development (USAID) will cause additional hardship for Nigeria’s most vulnerable. Modelling based on the International Futures model (IFs)2 , a forecasting platform housed at the University of Denver, suggests that the decision could push approximately 700 000 additional Nigerians into extreme poverty by 2030. The health sector is disproportionately affected by the freeze as it depends excessively on US aid, primarily for the fight against HIV/AIDS and other infectious diseases. Nigeria is one of 10 countries globally that are most reliant on US funding3 for HIV medicines. The US policy shift is a wake-up call for the Tinubu administration to rise to the task of mobilising domestic funds to provide essential services to the population.

Abstract:: According to the World Bank’s Statistical Capacity Index1 , South Africa ranks among the highest on the African continent. This strong foundation positions the country at the forefront of Fourth Industrial Revolution (4IR) technologies, particularly in leveraging government and open-access data to address national and subnational challenges. Cities like Cape Town and eThekwini have established Open Data Portals (ODPs) – online open-access data repositories that enhance transparency, improve service delivery tracking, and help identify pressing socioeconomic and infrastructure challenges. These portals not only benefit municipal decision-making but also provide businesses with valuable datasets to identify investment opportunities, market trends, and areas for social innovation.2 Despite these benefits, South Africa faces challenges in expanding and sustaining ODPs, particularly at the local government level. This presents a unique opportunity for the private sector to support local governments in the development and maintenance of ODPs. Abstract:: This study theorizes the relationship between sovereign debt and income inequality and shows that increases in public indebtedness are robustly associated with increases in the income share of the top one percent in the US since the 1960s. First, the paper outlines the mechanisms through which public debt is linked to the top one percent income share, via interest payments and capital gains from bond trading. Subsequently, it scrutinizes the evolution of public debt and the income share of the top one percent in the US, in parallel with the historical development of political and economic institutions. Building on the historical analysis, it demonstrates econometrically that interest payments and total returns on domestic and foreign public debt are positively associated with the income share of the top one percent in the US for the period 1960 to 2019.

Abstract:: Modern monetary theory argues that all governments that issue their own currency have the same policy space. The present paper argues that this position is wrong. For it to be valid, abstraction must be made from the gravitational force of the US dollar that stems from its backing mass of securities and is transmitted through international investment flows. On recognition of this gravitational force, it becomes clear that the huge size disparity separating the US financial market from those of other markets, and most notably those of the EMEs, translates into an equally huge disparity regarding policy space. The policy implications for EME governments are that they should, where possible, join their financial markets into regional blocs of sufficient sizes as can give their regional currencies enough backing mass to allow them to resist the gravitational pull of the dollar. Only by pooling their currency sovereignty can EME governments retain some scope for pursuing policies independently of those pursued by the US government. On the contrary, any such scope is destroyed if EME governments in countries with small financial markets follow the MMT's advice to retain their local currencies because that advice condemns these currencies to entrapment in the dollar's gravitational field and even possibly to outright dollar colonisation.

Abstract:: There are persistent multigenerational Black-white gaps in occupational attainment. These racial differences in intergenerational mobility are not caused by differences in family values and behavior (Mason, 2007). For three decades, I have gathered evidence on my family’s intergenerational transition from enslavement to present social and economic circumstances. Charles and Susan Rollins were 32 and 29 years-old, respectively, as enslavement ended in 1865. During Reconstruction, they accumulated wealth, established a successful dairy and other farming, helped found a church and religious organizations, helped found multiple civic organizations, served on boards affiliated with the local university and high school, were elected to County and State public office, had savings and bank accounts for the entire family, and were leaders among an extensive social network. Jim Crow in the South and anti-black racism in the north stymied upward mobility for the Rollins family for the three generations after Charles and Susan, despite the fact that their descendants obtained greater education than their ancestors, displayed a willingness to relocate 100s of miles away from their home, possessed a culture of achievement (hard work, future orientation, married couple families, etc.), were blessed with exceptional social capital, and, perhaps, the relative advantage of being mulattoes.

90. Fracking or No Fracking? How a Green Transition Can Work for Workers

Abstract:: Throughout the 2024 U.S. Presidential campaign, the only climate-related issue to achieve prominence was the question of whether to ban fracking operations in the United States. Donald Trump is a long-time climate denier, and therefore had no qualms in supporting fracking and all other techniques for extracting fossil fuels from the ground. By contrast, Kamala Harris had supported a nationwide ban on fracking during her 2019 presidential campaign. This was due to the severe negative environmental and public health impacts of this natural gas extraction technique and because burning natural gas to produce energy generates CO2 emissions that cause climate change. But Harris opposed a fracking ban in 2024 on the assumption that the ban would impose major costs to the economy of Pennsylvania, which has the second-largest fracking operations among U.S. states, after Texas only. Such negative economic outcomes in Pennsylvania would indeed result if fracking were banned in the U.S. and no large-scale alternative economic activities were introduced into Pennsylvania’s economy. But banning fracking must be understood as one component of a much larger program to advance a viable climate stabilization program, in Pennsylvania, and everywhere else. We find that building a clean energy-dominant infrastructure in Pennsylvania—focused on investments in energy efficiency and renewable energy sources—will generate approximately 160,000 jobs in the state. Meanwhile, phasing down fracking and all other fossil fuel activities by 50 percent between 2026 – 35 will entail job losses in the range of 1,700 per year within the state. We argue that these 1,700 displaced fossil fuel workers should receive just transition policies that include pension, employment and income guarantees, in addition to, as needed, retraining and relocation support. We estimate that such a just transition program for these workers will cost in the range of $240 million per year. This amounts to about 0.02 percent of Pennsylvania’s current GDP. Thus, we show how, between 2026 – 2035, Pennsylvania could phase out 50 percent of all its fossil fuel production activities—including fracking operations—while also providing generous support for workers to transition out of their fossil fuel industry jobs and into activities that both raise public health and environmental standards in the state and contribute toward a viable global climate stabilization project.

Abstract:: Accurate assessment of trends in the availability and affordability of childcare services in the U.S. hinges on accurate assessment of a paid labor force that is difficult to precisely measure, because it spans a wide range of informal and formal institutional arrangements. This paper calls attention to these measurement problems and traces significant changes in the composition of child care and early education employment from 2000 to 2021 based on data from the American Community Survey (ACS). It shows that employment in the Child Day Care Services industry has become an increasingly poor measure of the number of those employed in Child Care and Preschool/Kindergarten occupations, due to increased provision in both Private Household Services and Elementary and Secondary Education industries. Comparisons of worker characteristics and median annual earnings across occupations and industries highlight the effects of institutional context, including differences in the composition of demand for paid care services. Consideration of these issues points to the need for specific improvements in labor force survey design.

Abstract:: The International Monetary Fund (IMF) has been one of the world’s most powerful international organizations in setting the parameters for economic reforms in the developing world. In this study, using data from 1980-2018 from 57 countries, we test competing hypotheses surrounding the impact of the IMF’s lending programs on poverty incidence in participant countries. Departing from the prevailing practice of relying on instrumental variables, we employ a novel difference-in-differences approach that ensures clean comparisons between “treatment” and “control” units based on their program participation histories. Besides providing a quantitative estimate of the average program effect, we evaluate whether the IMF’s alleged anti-poverty focus in recent decades has made any difference. We find that IMF program participation leads to large increases (3.6-5.7 percentage points) in the proportion of a country’s population living under the $3.65/day and $6.85/day international poverty lines (2017 PPP) and the countryspecific Societal Poverty Line. We also find that the poverty reduction measures incorporated by the IMF into its programs have not been effective in mitigating the poverty-increasing program effects. Overall, our findings show that IMF programs have been detrimental to the welfare of vulnerable populations in participant countries.

Abstract:: While Cameroon is one of the most endowed African countries in a wide range of overground and underground natural resources, it has struggled to leverage these resources to secure a decent living standard for the majority of its population. Instead of boasting impressive development outcomes, Cameroon is among African resource rich countries that are known for suffering high financial hemorrhage through capital flight. In a sense, capital flight from Africa has become a chronic manifestation of the ‘resource curse’ that tends to plague countries that are endowed with vast amounts of resources in a context of poor institutions and weak regulatory frameworks. This study provides a detailed analysis of the historical emergence of an externally dominated oil sector and the institutional and regulatory arrangements governing the sector to shed light on the causes of the country’s failure to fulfill its potential considering its impressive resource endowment. The evidence may shed light on strategies to usher a new path towards a Cameroonian economy beyond oil.

Abstract:: This paper explores the labor market implications of household formation among same-sex married couples in Brazil, comparing them with different-sex married couples and unpartnered individuals. Using data from the Pesquisa Nacional por Amostra de Domicílios Contínua (PNADC) from 2016 to 2019, the study provides a descriptive overview of same-sex households and analyzes patterns of partnership formation, racial and educational endogamy/homogamy, and paid employment outcomes. Despite data limitations, findings suggest that same-sex couples may benefit from household formation by adopting alternatives to traditional patriarchal dynamics. Women in same-sex partnerships exhibit greater labor market participation and earnings, while men may experience reduced pressure to conform to traditional breadwinner roles. All married/partnered individuals earn a wage premium, relative to unpartnered individuals, but this premium varies by type of couple, sex, and the partner’s education and employment status. The paper highlights the importance of recognizing diverse household structures to fully understand economic well-being and inequities. Further research on the broader spectrum of "families of choice" is necessary to better capture the economic experiences of the LGBTI community in Brazil.

Abstract:: We present a framework to assess green climate finance and the pathways to building a climate aligned financial system. This would involve the strategic reorientation of central bank interventions, national development banks and multilateral and regional banks and coherent purposive collaborations between these institutions and interventions to decisively reshape the contemporary global financial system that is out of tune with the long-term imperatives of climate action. Aligning finance to climate goals at the necessary scale, pace and direction requires the calibration of financial flows across three axes: ‘public-private’; ‘real-financial’ and ‘national-international’. Along the first axis the naturedepleting, climate imperiling logic of short-term private profitability needs to be contained in order to pursue the public priorities of climate action. Along the second axis, policy efforts have to be geared to ensuring that financial flows are financing investments in climate mitigation and adaptation and not simply providing more fodder for the global portfolio glut and financial accumulation. Finally, along the third axis warding global funding and support on appropriate terms has to be provided to the most vulnerable countries while buttressing national ownership of the green mission.

Abstract:: Developing nations face the significant challenge of reconciling their efforts in climate change mitigation with the urgent need for financial resources to adapt to climate-related disasters, achieve sustainable development, and stabilize their economies. The financial requirements for addressing climate impacts span various sectors, including energy transition, energy efficiency, transportation, agriculture, forestry, other land use (AFOLU), and adaptation strategies. Estimates provided by reputable international organizations, such as the International Energy Agency (IEA), the International Renewable Energy Agency (IRENA), and the Intergovernmental Panel on Climate Change (IPCC), suggest that the annual global climate finance needs may range from $4.2 trillion to $5.7 trillion. Within this framework, the share allocated to developing countries is estimated to constitute approximately $1.9 trillion to $2.0 trillion annually, mainly to support mitigation efforts. It is widely acknowledged that developing countries are unlikely to meet these financial demands independently. Consequently, it is projected that around $1 trillion must be sourced from advanced economies, particularly the AnnexII countries. This paper introduces a methodology grounded in the principles of common but differentiated responsibility and respective capability (CBDR-RC). It facilitates a structured distribution of financing responsibilities among Annex II nations. The methodology incorporates the notion of historical responsibility, quantified as carbon debt, while also measuring capability through a balanced consideration of the wealth and gross domestic product (GDP) of the AnnexII countries. The analysis conducted reveals that the United States of America (USA) is required to contribute nearly half of the total financial obligations among the AnnexII countries, with the remaining funds to be apportioned among other nations within this group.

Abstract:: This paper evaluates the IMF's debt sustainability analyses (DSAs), delving into their methodologies and implications and highlighting their problems. Since 2002, the DSAs have been the cornerstone of the IMF programs, providing the primary analytical tool to justify and determine the paths and targets specified. Although the DSAs evolved significantly over time, they have severe foundational problems. They rely heavily on strong assumptions and staff judgments, and thereby, they are primarily non-transparent. Secondly, there are significant issues regarding the conduct of DSAs. They have grown excessively complex, hindering consensus on components without necessarily improving assessment quality. Thirdly, the IMF makes very high-stakes decisions with low precision, relying on persistent over-optimism in growth forecasting and paving the way for tighter fiscal policies. Fourthly, the debt dynamics equation of DSAs is inconsistent with stock flow dynamics because it focuses heavily on the primary balance as the main driver. Fifthly, the IMF's framework does not pay enough attention to the underlying reasons for accumulating external debt in developing nations. It often treats external borrowing as a substitute for domestic debt without accounting for the asymmetric international financial architecture.

Abstract:: This report aims to explore the background of the Hezbollah-Israel conflict and the context surrounding their most recent war. It argues that the causes and consequences of this war have both domestic and broader regional and international dimensions. The report underlines the significant ramifications of this war by analysing the origins, progression, and outcomes of the conflict at both domestic and regional levels, as well as its international resonance. Additionally, it presents policy recommendations to address these challenges, particularly in Lebanon, focusing on containing Hezbollah and strengthening state governance. Eventually, the report highlights two main findings: first, the conflict underscores the profound geopolitical interconnections within the Middle East, illustrating how instability in one nation can create a ripple effect throughout the region, ultimately impacting its overall stability. Second, it stresses the urgent need for carefully considered and well-informed policies to navigate the complexities and interdependencies inherent in the region.

Abstract:: In the aftermath of conflict, National Dialogue and Transitional Justice can both contribute to reconciliation and prevent the recurrence of violence. But what is the nexus between the two? What are key shared characteristics, goals, and complementarities? In this paper, Sylvia Servaes and David Bloomfield explore the interlinkages between National Dialogues and Transitional Justice. They also discuss open questions on how both processes can be further integrated in practice to enhance their relevance and effectiveness. Over the last two decades, National Dialogues have been increasingly recognised as a comprehensive tool for preventing violent conflicts and reaching inclusive political settlements. However, questions remain on how to best integrate certain topics in the design of National Dialogues and how to meaningfully include specific societal groups. The series “National Dialogues at crossroads” aims at addressing this gap. It compiles lessons learned and recommendations on four cross-cutting issues: climate change, digitalisation, protest movements, and Transitional Justice.

Abstract:: The European Union (EU) has been promoting its norms, values, and rules for decades. However, in the current international environment, the EU’s normative power is not being received well outside the EU, particularly in reference to the growing power of illiberal states. Within that context, this study explores EU-China relations across time and unpacks the position of normative power Europe towards China and the Chinese response. The study foregrounds the fruitless attempts of the EU to project its transformative power onto China and the growing resistance by China against this, which it expresses by presenting itself to the West as an alternative power with an alternative understanding of international politics.
