1. After the Kabul Hotel Attack: The Taliban and China Confront Security Challenges in Afghanistan

Abstract:
On December 12, members of the Islamic State Khorasan Province (ISKP) attacked a local hotel in Kabul, where several Chinese nationals were staying. The attack injured five Chinese nationals along with 18 other victims, while the three attackers were killed by security forces (China Daily, December 14, 2022). It was reported that Chinese businesspeople run the hotel, which is frequently visited by Chinese diplomats and business people (Global Times, December 13, 2022). In response, People’s Republic of China (PRC) Foreign Ministry spokesperson Wang Wenbin stated: “China is deeply shocked at the attack, which is highly egregious, and firmly opposes terrorism in any form” (China Daily, December 14, 2022). The ISKP strike in Kabul will further reinforce Beijing’s commitment to giving special attention to the security and stability of Afghanistan. An unstable and volatile Afghanistan threatens Chinese interests and could be a hurdle to the success of the Belt and Road Initiative (BRI). Moreover, Chinese sources have expressed concern that uncertainty and unrest could lead to Afghanistan becoming a hotbed for terrorists “targeting China’s Xinjiang and its interests overseas, such as the China-Pakistan Economic Corridor (CPEC) projects, where enhanced communication and coordination between China and Pakistan is required to tackle potential threats” (Global Times, August 19, 2021). In response to these challenges, China has sought to provide the Taliban with enough support to combat all forms of terrorism and extremism in Afghanistan.

Abstract:
In 2022, the number of terrorist attacks in Pakistan marked an increase of 27 percent from the previous year. The number of terrorist attacks in the country also continued to rise for the second consecutive year. A total of 262 terrorist attacks in Pakistan in the year – including 14 suicide bombings –claimed in all 419 lives and injured another 734 people. A 25 percent increase has been recorded in fatalities in the outgoing year as compared with 2021. Pak Institute for Peace Studies revealed these statistics in its annual “Pakistan Security Report 2022”. The report further noted that the proscribed Tehreek-e-Taliban Pakistan (TTP) was becoming a major irritant in Islamabad’s relations with the Taliban government in Kabul as the militant group remained one of the major actors of violence in Pakistan in the year 2022. Other critical actors of violence in 2022 were Islamic State-Khorasan (IS-K) and Balochistan Liberation Army (BLA). Over 60 percent of total terrorist attacks recorded in Pakistan in the year were perpetrated by these three militant groups. Similarly, about 95 percent of the total recorded terrorist attacks in Pakistan in 2022 concentrated in in Balochistan and Khyber Pakhtunkhwa provinces.

3. The violent legacy of fascism: Neofascist political violence in Italy, 1969–88

We still have limited knowledge about the long-term effects of fascism on European democracies. European countries experienced cycles of violence between the 1960s and 1980s. Can such violence be explained by legacies of mobilization during fascism? We study whether and how the Italian fascist experience of the 1920s affected political violence during the 1970s and 1980s. We created an original dataset of conflictual events at a subnational level in Italy. Using zero-inflated negative binomial regressions, we find that local membership of the fascist party in 1922—before the institutionalization of the fascist regime—predicts neofascist political violence at the provincial level more than 40 years later. New windows of opportunity facilitate the resurfacing of local fascist legacies: in the months when a new Minister of Interior is appointed, we observe higher levels of neofascist violence in provinces where the early presence of the fascist party was stronger.

Abstract:
Strengthening the integrity of Ghana’s borders is essential for the welfare of the nation and its people. National efforts to prevent illegal cross-border activities, including illicit goods, persons and activities require full involvement of all Ghanaians, especially those living in border areas. This has become even more important considering the regional insecurity posed by terrorist groups and violent extremists. It is therefore imperative that residents be sensitized to potential threats associated with irregular cross-border activities that have a potential to facilitate activities of criminal gangs such as terrorists and violent extremist groups. Furthermore, as violent extremism and terrorist activities have become more prevalent in the West African sub-region it is crucial that these threats are considered when examining the functionality of Ghana’s border security. In an effort to improve awareness among border communities, the Center initiated the project entitled “Enhancing citizen participation in border security”. As part of the project strategies, a baseline survey was conducted within selected border communities to assess the level of awareness regarding border-related threats and gather information on the relationship between border residents and security agencies. The baseline survey was intended to inform the direction and interventions of the broader project. Both border residents and staff of some security agencies were interviewed in each of the 10 regions within where Ghana’s land borders are located. The findings of this survey are contained in this report.

Abstract:
The genuine reintegration of terrorist and extremist offenders is one of the biggest challenges of our times. Because in many cases, only an alleged reintegration into society takes place (u.a. Cherney, 2021; Jawaid, 2017). This mistake can cost lives as we have sadly seen in Vienna 2020. The Vienna attacker was in fact a terrorism recidivist, as he had already been convicted on terrorism counts (Lehberger et al. 2020). This is not just a problem specific to Austria, but it impacts a number of countries within and outside of Europe.

Abstract:
The GTI report is produced by the Institute for Economics & Peace (IEP) using data from TerrorismTracker and other sources. TerrorismTracker provides event records on terrorist attacks since 1 January 2007. The dataset contains almost 66,000 terrorist incidents for the period 2007 to 2022. In 2022, deaths from terrorism fell by nine per cent to 6,701 deaths and is now 38 per cent lower than at its peak in 2015. The fall in deaths was mirrored by a reduction in the number of incidents, with attacks declining by almost 28 per cent from 5,463 in 2021 to 3,955 in 2022. However, if Afghanistan was removed from the index, terrorism deaths would have increased by four per cent. Afghanistan remained the country most impacted by terrorism for the fourth consecutive year, despite attacks and deaths falling by 75 per cent and 58 per cent respectively. The GTI does not include acts of state repression and violence by state actors and, as such, acts committed by the Taliban are no longer included in the scope of the report since they took control of the government.

Abstract:
In this study, we aimed to examine the interconnectedness of health and peace, recognizing its significance within global health diplomacy, international relations, and human rights. For that purpose, we used the results from previous and ongoing Global Burden of Disease studies, which represent a comprehensive systematic appraisal of health problems and risks affecting populations worldwide. This paper could use its methodological underpinnings to analyze the impact of war, conflict, and terrorism on mortality and overall human health. In 2000, war and conflict were responsible for an estimated 310,000 deaths globally, compared to 2019, when this number decreased to 69,000. Recent findings reinforced the association between war, conflict, and increased all-cause mortality. Interpersonal violence also significantly contributed to human health loss resulting from disrupted peace. In Europe, disability-adjusted life years due to injury – including those caused by conflict – declined between 2000 and 2019. As we prioritize global health, peace-building initiatives, and global health diplomacy, big data will increasingly play a substantial role in accurately predicting and describing the health effects related to conflicts.

Iran has provided training, equipment, and financing to Hamas over the years, vastly improving the terrorist organization’s capabilities, evidenced by the cross-border attack into Israel on October 7 that resulted in more than 1,400 killed. The unification of Iran’s network of proxies under the purview of the Islamic Revolutionary Guard Corps Quds Force Commander Esmail Qaani has been a force multiplier and cemented Iran’s “unity of fronts” strategy as the most effective means of encircling Israel. Israel has declared its intention to destroy Hamas completely, but any attempt to do so will come at an extremely high cost and could spur other Iranian proxies like Hezbollah to join the fray, prolonging the conflict and increasing the likelihood of a region-wide conflagration.

Hamas’s surprise attack on Israel has left thousands of innocent people dead, set the stage for a bloody and protracted conflict in Gaza, and precipitated a crisis that threatens to engulf the Middle East in a devastating new conflict. To prevent further escalation, the United States needs to act swiftly to intensify economic pressure on the Islamic Republic of Iran and dismantle its terrorist financing networks. Though Iran has denied any involvement, Hamas could not have planned an operation of this scale without critical support from its chief state sponsor. Iran’s Islamic Revolutionary Guard Corps (IRGC) has devoted enormous resources to building up proxy terrorist organizations in order to encircle Israel. According to a 2020 US government estimate, the IRGC provides as much as $700 million to Lebanese Hezbollah and $100 million to Hamas and other Palestinian groups each year. So far, this strategy appears to be working. Hezbollah, the IRGC’s most powerful terrorist partner, is poised to attack from the north, while other Iranian proxies threaten Israel from within Syria and elsewhere. Israel’s newly cordial relations with its Arab neighbors—including its nascent détente with Saudi Arabia—hang precariously in the balance. President Joe Biden’s immediate response to the attacks rightly focused on delivering Israel the political backing and military assistance that it urgently needs. But as the overseer of the global financial system, the United States can also deploy its unique capabilities to constrict the Islamic Republic’s revenues and shut down its global terrorist financing networks. Whether the United States succeeds in doing so will shape events far beyond the Middle East. This conflict is not just another flare-up in a long-troubled region. It reflects an ongoing global realignment wherein powerful adversaries test American strength and resolve with growing coordination and assertiveness. As Russia wages war in Ukraine and Beijing watches carefully, the stakes call for nothing less than a major US endeavor to bankrupt the Islamic Republic’s empire of terror once and for all.

10. Faltering Lion: Analyzing Progress and Setbacks in Somalia’s War against al-Shabaab

Analysts have long understood the war against al-Shabaab, al-Qaeda’s East African affiliate, as “unwinnable” and “[with] no end in sight.” Most have considered the group one of the largest and most sophisticated jihadist insurgencies on the planet while viewing Somalia, the state in which it was born and primarily operates, as a quintessential “failed state.” Yet in mid-2022, many analysts began to change their tune. Al-Shabaab began to suffer its most significant setbacks in a decade at the hands of a clan uprising in Somalia’s central states of Hirshabelle and Galmudug. The uprising quickly received military support from the Federal Government of Somalia (FGS), and some United States officials believe it constitutes Somalia’s Anbar Awakening. Meanwhile, Somali officials speak of this offensive, which they’ve now dubbed Operation Black Lion, as the long-awaited death blow against the group. Unfortunately, the pendulum started to swing back after al-Shabaab began regrouping and counterattacking in early 2023. As of September 2023, the Somali government is struggling to complete the offensive that began last year in central Somalia. All the while, the government promises to achieve ever more ambitious goals for defeating the group in its southern Somalian strongholds by the end of 2024. The question, then, is whether Somalia is really turning a page in the war against al-Shabaab, with the group’s defeat or meaningful degradation in sight for the first time in years, or if the FGS’s battlefield progress in 2022 was merely a short-lived setback for the terrorist group. In this report, I argue that the ongoing, if faltering, offensive against al-Shabaab reveals the dilemma of counterterrorism in the Horn of Africa: On the one hand, al-Shabaab is not invincible, and the group’s center of gravity—its ability to gain a modicum of acceptance or legitimacy from vulnerable Somali communities—has been exposed as fragile. On the other hand, Somalia’s perennial and myriad political disputes, as well as other issues like a lack of state capacity and rampant corruption, are preventing its federal and state governments from capitalizing on the opportunities available to them. Instead, Mogadishu, aware of its limited military capacity, is looking to the militaries of neighboring Kenya and Ethiopia to bear the brunt of its anticipated offensive into southern Somalia, even though these countries’ controversial interventions in Somalia over the years have catalyzed al-Shabaab’s formation and expansion. In any case, there appears to be little appetite from either country to engage in another offensive. Al-Shabaab, for its part, is counterattacking against government forces in central Somalia and looking to expand its operations in neighboring countries—in part to hinder those regional militaries’ potential participation in any forthcoming offensive. Consequently, the situation looks less promising than it did at the end of 2022, and al-Shabaab is unlikely to face a meaningful defeat in the coming months. Instead, the best-case scenario would see this military offensive degrade al-Shabaab over the coming months to the point that the terrorist organization partially fractures and loses some of its popular support, possibly opening up room for the FGS to negotiate with factions of the group. A more likely scenario, however, would see the conflict remain a stalemate, with the government’s current offensive bringing only temporary or superficial gains that do not meaningfully degrade al-Shabaab’s capacity. I have drawn this report from insights I gained during a four-week trip to Kenya and Somalia in June 2023. Within Somalia, I traveled around the federal capital, Mogadishu, as well as the capitals of the states of Jubbaland, Galmudug, and Puntland, in the south, center, and north of the country respectively. I also traveled to the frontline town of Bar Sanguuni, near al-Shabaab–controlled territory in Jubbaland, and separately to Las Anod, a disputed city that both Somaliland and local clans have claimed and that is at the heart of a new regional conflict. Given the sensitivity of discussing security matters in Somalia, I have anonymized the details of interview subjects in almost all references.

11. The Causes and Consequences of Refugee Flows: A Contemporary Re-Analysis

The world faces a forcible displacement crisis. Across the world, tens of millions of individuals have been forced from their homes and across international boundaries. The causes and consequences of refugee flows are, therefore, the subjects of significant social science inquiry. Unfortunately, historical lack of reliable data on actual refugee flows has significantly limited empirical inferences on these topics. Using data newly released by the United Nations on annual dyadic flows, we replicate twenty-seven studies published in economics and political science journals on the causes and consequences of these flows. We extend fourteen of these. We find that some of the causes of flows described in the literature are less substantively and/or statistically significant than previously reported while others are more. Generally, with some exceptions, we find that previously reported effects of refugees on security conditions are attenuated, suggesting that the literature’s predominant focus on refugees as sources of violent instability may be overstated.

12. Counterterrorism from the Sky? How to Think Over the Horizon about Drones

August 31, 2021, marked the end of the United States’ two-decade military presence in Afghanistan. It also marked the end of U.S. military and intelligence eyes and ears on the ground in a place known to be a safe haven for violent extremist groups. In Afghanistan and other areas where the United States lacks a persistent, physical presence, the Biden administration announced a pivot to “over-the-horizon” counterterrorism operations (OTH- CT) that rely heavily on stand-off assets, such as overhead satellite technology and airpower, in the absence of eyes and ears. While the use of drones—or “remotely piloted aircraft” (RPAs)—to target potential terrorist threats seems to be a cost-effective approach from a military perspective, their use has come under increasing pressure from Capitol Hill, human rights and humanitarian organizations, and others for their effects on civilian populations. Military action almost always carries risk of collateral damage, but the disproportionate civilian impact associated with RPAs is not only troubling from rights and humanitarian perspectives, but it also calls into question the strategic, longer-term rationale of using them for counterterrorism purposes in the first place. Congressional leaders sent a letter to the president on January 20, 2022, about the ongoing OTH-CT strategy review. In it, they point out that “while the intent of U.S. counterterrorism policy may be to target terrorism suspects who threaten U.S. national security, in too many instances, U.S. drone strikes have instead led to unintended and deadly consequences—killing civilians and increasing anger towards the United States.” They, therefore, call on the administration to “review and overhaul U.S. counterterrorism policy to center human rights and the protection of civilians, align with U.S. and international law, prioritize non-lethal tools to address conflict and fragility, and only use force when it is lawful and as a last resort.” Reconciling the risks and implications of RPA strikes is necessary for genuinely implementing President Biden’s calls for a “targeted, precise strategy that goes after terror.” In doing so, the administration also needs to address concerns over civilian casualties alongside meaningful and justifiable military utilization of RPAs. Using RPAs against those who pose an imminent threat to the United States or its allies and partners is sometimes necessary and appropriate, especially in scenarios that are high-risk for crewed aircraft or ground forces. So why wouldn’t the United States use RPAs more broadly at low risk to blood and treasure? Why put soldiers in danger when we can extensively monitor threats and eventually address them from a remotely piloted aircraft high above? The answers are at once simple (e.g., impact on civilians) and complicated (e.g., limited military alternatives), exposing a gulf in understanding and approach to RPA utilization between the advocacy community (and some congressional leaders) and military and intelligence planners. This CSIS brief explores the challenge ahead for the Biden administration. It starts with a contextualization of the OTH-CT strategy review, followed by assessments of the short- and longer-term risks associated with RPA utilization and how to think about risk itself. Offering evidence and framing throughout, the brief ends by detailing two sets of recommendations

There has been a significant rise in the number of domestic terrorist attacks and plots at demonstrations in the United States, according to new CSIS data. The result is escalating violence in U.S. cities between extremists from opposing sides, a major break from historical trends. In 2021, over half of all domestic terrorist incidents occurred in the context of metropolitan demonstrations. In addition, the most frequent targets of attacks were government, military, and law enforcement agencies, who are increasingly at the center of domestic terrorism by extremists of all ideologies.

US Senator Ted Cruz recently called for Yemen’s Houthis to be added to the Foreign Terrorist Organization list—again. The Iran-backed Houthis, also known as Ansar Allah, were designated as terrorists by the Trump administration on January 19, 2021, criminalizing support of the group, but the designation was removed by the Biden administration the following month. Around the world, national terrorist group lists vary considerably, and change over time. Last fall, the UK government announced it would add Hamas to its terrorist list. Other countries, such as the United States, have long designated Hamas a terrorist group, while others, like Russia, have not. Why do some organizations end up on countries’ terrorist group lists? Why are some terrorist lists different than others?

15. Taliban Victory Serves as a Model for Palestinian Terror Groups

Abstract:
World powers and Israel should refuse to recognize the Taliban regime. This would give hope to Middle Eastern terrorist groups like Hamas that they could also gain recognition under the right conditions. Upon returning to government, the Taliban have been implementing a system of civilian administration based on their Islamist ideological background. The consequences for women and minorities have been horrifying. The same can be said about Afghanistan’s economy, which can no longer provide for its starving population. The Taliban began house searches around Kabul recently, drawing criticism from Western diplomats about rights abuses. The Taliban claim that the operations are to find “kidnappers, professional thieves and crime groups,” however, seven residents told Reuters that the searches were spreading fear and appeared indiscriminate. In terms of security, the Afghan-Pakistani border and the Afghan-Iranian border have traditionally been porous, with illicit goods, illegal immigrants, and terrorists linked to al-Qaida and the Islamic State-Khorasan Province moving undetected from one country to another. Similarly, the borders shared by Tajikistan, Turkmenistan, and Uzbekistan with Afghanistan remain characterized by volatility, which exposes those countries to the risk of exportation of terrorism from Afghanistan. Though Afghanistan’s neighbors have engaged in efforts to increase border security by erecting fences, conducting anti-terrorism exercises in the border areas, and relocating troops to border areas, the potential security threats originating from Afghanistan remain a source of great concern for the region and beyond. Nevertheless, for Islamists across the border in Pakistan and elsewhere in the Muslim world, the Taliban’s victory – and ability to hold onto power in Afghanistan – serves as a model they seek to follow. This should cause worry for Israel due to the encouragement this provides to radical Islamist armed groups such as Hamas and Palestinian Islamic Jihad (PIJ) that a return to the armed struggle is the only path to defeat Israel.

Abstract:
Numerous studies demonstrate that terrorism causes strong public reactions immediately after the attack, with important implications for democratic institutions and individual well-being. Yet, are these effects short-lived? We answer this question using a quasi-experimental design and data on three successful and three foiled terrorist attacks in the United Kingdom. We find that heightened risk perceptions and emotional reactions in the wake of successful attacks do not dissipate in the very short run but are sustained over time and up to 130 days after the attacks. We also find that, whereas large-scale attacks cause a long-lasting shift in risk assessments and emotions, the corresponding effect of smaller-scale terrorism incidents appears to subside within one month. Interestingly, foiled attacks can also affect public perceptions, which, however, quickly return to normal levels. We argue that the extent of media coverage is partly responsible for the duration of these effects.

On August 15, 2021, a spokesperson of the Islamic Emirate of Afghanistan, the Taliban’s self- proclaimed state, declared on Twitter: “With the help of God, and the support of the nation, we are now in control of all parts of the country. We would like to congratulate our nation on this big achievement.” After 20 years of conflict with U.S. and NATO coalition forces, no one predicted the speed with which the Taliban would consolidate power and precipitate the collapse of the Afghan government and military. Presenting research conducted by the newly established Centre for Artificial Intelligence, Data, and Conflict (CAIDAC), this report explores social media’s central role in the Taliban’s takeover of Afghanistan and the strategies used by the group to manipulate international and domestic audiences. It examines the Taliban’s social media strategy on Twitter throughout their takeover of Afghanistan, which culminated in the storming of Kabul on August 15, 2021. Specifically, we studied the activity of 63 accounts claimed by the Taliban leadership, spokespersons, and avowed members from April 1 to September 16, 2021. These accounts had more than 2 million followers on Twitter in September 2021. As of May 8, 2022, Taliban content reaches more than 3.3 million accounts. We also examined the broader Taliban ecosystem, which included more than 126,000 Twitter accounts that either retweeted Taliban content or posted content subsequently shared by the Taliban’s core network. We found clear patterns in the group’s communication strategies, visual imagery deployed, and the timing and content of social media activity and events on the ground.

The concept and implementation of disarmament, demobilization, and reintegration (DDR) have evolved as DDR-related activities have increasingly occurred in environments where armed conflict is ongoing, no peace agreement has been signed, and armed groups designated as terrorist organizations (AGDTOs) are operating. In parallel, reintegration has increasingly been discussed in the UN counterterrorism architecture through the concept of prosecution, rehabilitation, and reintegration (PRR). The changing context has raised challenges related to reintegration, especially reintegration of former members of AGDTOs. This policy paper analyzes the risks faced by individuals taking part in reintegration processes and by the communities they are reintegrating into. In particular, it analyzes how the designation of an armed group as a terrorist organization by the UN Security Council or by a state impacts these risks while acknowledging that these risks largely depend on the broader context. The paper examines three case studies of current reintegration processes: (1) the process for reincorporating former combatants from the Revolutionary Armed Forces of Colombia–People’s Army (FARC-EP); (2) the defector program for former members of al-Shabaab in Somalia; and (3) the reintegration process for individuals associated with Boko Haram in the Lake Chad Basin. The paper concludes by recommending several steps the UN could take to help ensure that reintegration processes address protection risks, especially for former members of AGDTOs: Tailor reintegration programs to the context, not to whether a group is labeled as a terrorist organization; Design reintegration programs to be gender-sensitive and human rights–compliant; Ensure that PRR and DDR programs are complementary and adopt the Integrated DDR Standards module on AGDTOs; and Keep reintegration and counterterrorism goals distinct.

Abstract:
The departure of ‘foreign fighters’ to join terrorist groups in armed conflicts abroad has led many countries to adopt a policy of citizenship deprivation. This paper demonstrates that citizenship deprivation measures do not have the desired effect for national security, while increasing the risk of statelessness for the children of ‘foreign fighters’. Citizenship deprivation laws in Australia, Austria, Belgium, Canada, Denmark, Germany, France, the Netherlands and the UK and the Netherlands are discussed, in order to view them against international obligations. It concludes that current citizenship deprivation measures are mostly problematic regarding the prohibition of arbitrary citizenship deprivation, the principle of non-discrimination and relevant children’s rights.

Terrorism has emerged as one of the major challenges for the Eurasian regional peace, security, and cooperation. Keeping these challenges in perspective, the Shanghai Cooperation Organization (SCO) was established to eliminate the menace of terrorism, fundamentalism, and secessionism. Against this background, the main objectives of this paper are to examine how terrorism emerged as a major determining factor in the Indo-Pak relations and how the Shanghai Cooperation Organization (SCO), was failed to play its effective role in the Indo-Pak conflict given the Pulwama terror attack. For this research, descriptive and analytical methods were used and the data was collected from secondary sources. The major findings of this article are that terrorism has emerged as one of the major determinants of Indo-Pak relations and the same has become a major challenge for the SCO to resolve the issue. Against the background of terror attacks, it was anticipated that the SCO would play a crucial role to pacify the situation. However, the role played by the SCO in this situation proved marked as a Whack-a-Mole.

Abstract:
This study examines the normative hypothesis explaining the nexus between terrorism and Abrahamic religious tradition, particularly the Boko Haram Islamic fundamentalist sect in North-Eastern Nigeria. It is methodologically structured in quantitative and qualitative methods, where data and information are retrieved from primary and secondary sources. These were presented in a tabular form and analyzed descriptively within the context of the subject matter under investigation. The findings reveal that, beyond the classical arguments usually provided by the Abrahamic religious tradition school, the real reason behind global terrorism is for some overzealous religious bigots to establish a caliphate that will enable them to influence the international system. Based on these findings, the study concluded that the war against global terrorism would be a mirage unless national governments and international organizations fully address these fundamental issues.

Criminal and terrorist organisations are increasingly using cryptocurrencies, thus leading to emerging threats in the cyberspace. Money-laundering, tax evasion, ransomware extortion, trading in illicit goods and services, purchasing of child sexual abuse material and terrorist financing are concerning criminal and terrorist activities involving the use of cryptocurrencies. Bitcoin and Monero are the most used cryptocurrencies among both criminals and terrorists, however other cryptocurrencies such as Litecoin, Dash and Ethereum are being growingly used in criminal and terrorist financial activities. The anonymity/pseudo-anonymity and security characterising cryptocurrencies can challenge law enforcement investigative efforts aimed at countering criminal and terrorist activities. There has not been a widespread adoption of cryptocurrencies by terrorist and criminals yet, however this is likely to change in the next future.

On 24 February 2022, Russia launched an attack on Ukraine. Figure 1 highlights that the invasion comes after a decade of deteriorating relations between Russia, Ukraine and the West. This brief covers several aspects relating to the current Ukrainian war, including the frequency of past acts of terrorism in Russia, Ukraine and Georgia and covers likely future scenarios. It also analyses cyberattacks on Ukraine over the last decade and lead up to the current war. The main finding is that terrorism increases with the intensity of conflict. Both the Georgian conflict in 2008 and the Ukrainian conflict of 2014 saw substantial spikes in terrorist activity around the wars, and as the current war intensifies increased terrorist activity should be expected. Secondly, cyberattacks on Ukraine have markedly increased over the last decade, and especially in the months and weeks leading up to the war. Further, cyberattacks have the potential to unintentionally spill over into other countries because of global connectivity, the effects of which have been seen on numerous occasions. As cyberattacks by nefarious actors are a recent phenomenon, and given the difficulty in the attribution of such attacks, the demarcation between what constitutes a cyberattack, cyber warfare or cyber terrorism are unclear. Regardless, this briefing looks at the broad phenomena of cyberattacks in Ukraine to offer background on recent events.

This is the ninth edition of the Global Terrorism Index (GTI). The report provides a comprehensive summary of the key global trends and patterns in terrorism over the last decade. The calculation of the GTI score takes into account not only deaths, but also incidents, hostages, and injuries from terrorism, weighted over a five-year period. The GTI report is produced by the Institute for Economics & Peace (IEP) using data from TerrorismTracker and other sources. TerrorismTracker provides event records on terrorist attacks since 1 January 2007. The dataset contains over 60,500 terrorist incidents for the period 2007 to 2021.

This is the 16th edition of the Global Peace Index (GPI), which ranks 163 independent states and territories according to their level of peacefulness. Produced by the Institute for Economics and Peace (IEP), the GPI is the world’s leading measure of global peacefulness. This report presents the most comprehensive data-driven analysis to-date on trends in peace, its economic value, and how to develop peaceful societies. The GPI covers 163 countries comprising 99.7 per cent of the world’s population, using 23 qualitative and quantitative indicators from highly respected sources, and measures the state of peace across three domains: the level of societal Safety and Security; the extent of Ongoing Domestic and International Conflict; and the degree of Militarisation. In addition to discussing the findings from the 2022 GPI, the report includes an analysis of the military conflict in Ukraine. It covers likely increases in military spending, new and emerging uses of technology in the war, its impact on food prices and global shipping routes. The report also contains a deeper analysis on violent demonstrations around the world.

The Indian state has been adopting controversial policies for countering the Maoist insurgency. Even worse, this behaviour seems to mirror British colonial attitudes against India’s population at some level. Consequently, this article attempts to understand this probable ‘paradoxical’ conduct. With the support of the post-structuralist theory, I discuss state and outsourced terrorist practices of the Indian state apparatus against this insurgency. To reach this goal, first, I try to explicate the concept of state terrorism and its application in India. Then, I analyse the historical development of the Maoist movement and India’s concrete policies of state and outsourced terrorism against this counter-hegemonic movement. I believe the British Raj’s colonial practices have had a deep dialectical influence on India’s state apparatus and major political parties to date. So, this inquiry may clarify the persistence of colonial practices within India.

Afghanistan was not Korea. False analogies to peacetime military garrisons cheapen war and conflate wildly different forms of “support” to U.S. allies. War in Afghanistan was costly—to taxpayers, to civilians, to American soft power, to democratic legitimacy, and to the West’s strategic attention. Thus, withdrawal saved a fortune, saved lives, aided America’s reputation, honored democratic and constitutional principles, and focused Western strategists. War was not protecting Americans from terrorism. Keeping troops in but one of many places terrorists may operate did not meaningfully reduce Americans’ microscopic risk of being harmed in a terrorist attack. War was not helping Afghanistan. Democracy is a strong word for what U.S. forces propped up. Far from maintaining stability, the continued presence of those forces only prolonged armed struggle against a corrupt rentier state, impeding organic or sustainable long-term development. Credibility is highly contextual and unaffected by admitting defeat after 20 years of futile effort. If anything, the resources freed up by withdrawal make the United States better able to honor other commitments.

Since the first attack in October 2017, Mozambique has been confronted with an extremist insurgency called Ansar Al-Sunna Wa Jamma (ASWJ), also known as Al-Shabab (not to be confused with Al-Shabab in Somalia). The alleged Jihadists targeted the Mozambican coastline and have carried out indiscriminate attacks in the Northern province of Cabo Delgado, with the capture of coastal towns Mocimboa Da Praia in 2020 and Palma in 2021 being important markers for the insurgents. The intense five-year conflict has resulted in 4,000 people dead and 800,000 Internally Displaced Persons (IDP), roughly half of the province. The identity of the insurgents has become subject for debate among policy makers and researchers, raising questions about whether the group is primarily a local insurgency or whether there are tangible links to Jihadism in other areas of Africa and the Middle East.

As violent attacks targeting civilians in the Sahel region of West Africa are mounting, allegations of abuses perpetrated by Sahelian armed forces share the news with attacks committed by non-state armed groups. This brief analyses the main shortcomings within the governments of Mali, Burkina Faso and Niger with regard to ensuring meaningful Protection of Civilians (PoC) from their own security and defence forces. It finds that formal, structural measures to address state security forces’ abuse of civilians is lacking in all three states, although some promising initiatives to build trust between security forces and civilians have been held on a local level. On a regional level, the OHCHR-mandated Human Rights Compliance Framework, which has partially been adopted by regional force Force Conjointe – G5 Sahel (FC-G5S), represents an example of a mechanism that could ensure better protection of civilians both for the region, and on a national level. However, the advent of Russian paramilitary group Wagner in Mali and the most recent massacre of civilians in Moura is challenging all optimistic forecasting.

38. Seven Myths about the Iran Nuclear Deal

In 2015, President Barack Obama worked with three European powers, the European Union, Iran, China, and Russia to conclude the Iran nuclear deal, officially known as the Joint Comprehensive Plan of Action (JCPOA). In 2018, President Donald Trump formally withdrew the United States from the deal. Instituting his policy of “maximum pressure,” Trump imposed crippling economic sanctions that punished Iran not just for its ongoing nuclear weapons program but also for, among other things, its regional aggression and support for terrorism worldwide. Earlier in 2018, Israeli agents conducted a dramatic operation in Tehran, breaking into a secret warehouse and capturing a trove of Iranian nuclear files. These documents revealed a more advanced and comprehensive nuclear weapons program than had been previously known. The nuclear archive also showed Iranian officials’ plan for concealing nuclear weapons efforts under the guise of civilian research and development, and how Iranian officials systematically deceived the International Atomic Energy Agency (IAEA). As a signatory to the Non-Proliferation Treaty (NPT), Iran is required to cooperate with IAEA inspectors to verify the peaceful nature of its program. After the Israelis shared the nuclear archive with the IAEA, its inspectors found traces of uranium at several undeclared sites. Despite being obligated to do so, Tehran has refused to explain the presence of the uranium or reveal its current location. Iran’s requirements under the NPT are wholly separate from the JCPOA, but Tehran is using the Biden administration’s profound desire to return to the nuclear deal to bring political pressure on the IAEA to close the book on Iran’s violations. A fair-minded observer of Iran’s relations with the IAEA cannot but conclude that Tehran has never wavered from its intention to build a nuclear weapons capability and that its publicly declared “civilian” nuclear activities are an effort to hide its nuclear bomb program in plain sight. From the very inception of the JCPOA, however, the deal’s supporters have spun myths that disguise these self-evident truths. After Trump left the deal, those same supporters continued to recite the old myths while adding some new ones about the purported comparative advantage of the JCPOA over maximum pressure. 39. Seven Myths about the “Historic” Israel-Lebanon Maritime Border Agreement

Commentators in the United States and Israel have hailed the agreement on the maritime border between Israel and Lebanon, which the Biden administration recently brokered, as a great success. They liken it to the Abraham Accords and claim that it is a major step toward normalizing relations between the Jewish State and a historic Arab foe. But a close examination of the agreement simply does not support this view. Amos Hochstein, the US State Department senior advisor for energy security, led the mediation effort to resolve this dispute. He built on the initiatives of Presidents Barack Obama and Donald Trump to reconcile the conflicting claims of Israel, which claimed Line 1 (see map) as the northern border of its exclusive economic zone (EEZ), and Lebanon, which claimed Line 23 as its southern border. In the final months of the Trump administration, Lebanese negotiators revised their claim, moving it further south to Line 29. Beirut, however, never registered this new claim with the United Nations. In other words, Line 23 always remained the official Lebanese position. When Hochstein arrived in Beirut last February, the Lebanese government abruptly dropped its insistence on Line 29 and presented its retreat as a sign of its flexibility, a compromise proposal that it could withdraw if the negotiations failed to produce satisfactory results.

Abstract:
The European Union’s (EU) development policy is a broad field of activity that has undergone multiple significant modifications in both its definitions and its goals. The external relations of the European Union have long included development policy, resulting in an asymmetrical relationship with Africa. Since the turn of the century, the scope of the EU-Africa relationship has expanded to cover new challenges including climate change, terrorism, trade liberalization, and migration. EU development policies reveal a long-term shift in EU development priorities away from fundamental development goals and toward a wider array of ambitions, actors, and methodologies. Identifying and prioritizing the International Organizations on which it and its member states should best focus their diplomatic and political capital is a challenge. Given the political clout and relevance of the African Continental Free Trade Area (AfCFTA) for the continent’s economic development, the EU can concentrate its efforts on encouraging its implementation by deepening its Economic Partnership Agreements (EPAs). Working together to strengthen multilateralism and support the implementation of the European Green Deal and the AfCFTA form the axis of a new articulated African agency.

Abstract:
This article tries to examine what terrorists think about their actions. Why did they do the violent action? What are inside their mind? How did they justify their violence? This article tries to answer the question by focusing on three main perpetrators of the Bali bombers 2002, i.e. Imam Samudra, Ali Ghufron and Ali Imron. Except Imron who was sentenced to life imprisonment, Samudra and Ghufron has been sentenced to death by Indonesian authority. The authors analyze their mind by reading the texts written by these three bombers and trying to understand and explain its context. This research reveals that the bombers had different understanding of the religious teachings. Samudra and Ghufron believe that their action is based on the true understanding and true depiction of implementation of jihad in Islam. Ali Imron, who previously had the similar believe, was repentant and believed that their action was based on unjustified interpretations of jihad teaching in Islam.

Abstract:
A hostage crisis is one of the hardest and most dangerous situations in the field of negotiation. For example, it happened in the Mindanao hostage crisis on May 2016 when 10 Indonesian sailors were captured by the Abu Sayyaf militia. The crisis was solved successfully because of a small team of non-government personnel from the Sukma Bangsa Foundation. One of the main factors behind their success was the trust-building process in which the negotiators symbolically showed that they have commonalities instead of differences with the perpetrators especially the religion (Islam), cultural background (Malay) and so forth. This article explains the trust-building process in the first phase of the hostage negotiations between the Sukma Bangsa Foundation and the Abu Sayyaf militia. The article takes a qualitative approach using primary data from an interview with one of the negotiators. Furthermore, this article uses the concept of "relatedness" in the trust-building process to analyze the effect of cultural and religious background in bridging the dialogue.

Nearly 20 years after U.S. forces overturned Taliban rule in Afghanistan, the fundamentalist Islamist movement is back in power. This follows the U.S. troop withdrawal in summer 2021 and a failed peace agreement between the United States and the Taliban that was concluded during the Trump administration. The U.S. government must continue to monitor terrorism threats emanating from Afghanistan and work with like-minded nations to protect Afghan civil society, especially women and girls. While competing with China may be America’s number one foreign policy priority, managing terrorism threats and protecting women’s rights in Afghanistan also demands continued U.S. attention and resources. First and foremost, the United States and other international donors must help Afghanistan avoid a humanitarian disaster and ensure average Afghans can meet their basic needs for food, shelter, and access to healthcare. While the United Nations and international humanitarian organizations are finding ways to get cash into the system without funneling it through the Taliban, there is a need to identify a more reliable and sustainable solution to Afghanistan’s liquidity crisis. However, releasing to the Taliban without conditions the nearly $7 billion in Afghan foreign reserves that Washington froze following the Taliban takeover of the country is not the answer. The Biden administration must avoid giving these assets to the Taliban interim government, which comprises mostly individuals who have been sanctioned for their involvement in terrorism.

At a time when power dynamics in the Middle East region are in flux due to the shifting circumstances of the Islamic State, the drawdown of U.S. troops in the region, and the intensification of Iranian-backed attacks on U.S. and Saudi Arabian targets in the region, an historical look at the support Iran and Lebanese Hezbollah (LH) provided to proxies during the Syrian civil war may yield insights into Iran’s past and present playbook not only in Syria but potentially other contexts. The civil war in Syria was a unique catalyst that intensified Iranian economic, political, and religious activity in the country, which was ongoing since the 1980s. During the conflict, Iran demonstrated the ability to exert influence tactically while also building a religious and social support base in Syrian society. Iran achieved these goals, in part, through raising and supporting various non-state militant groups in Syria. Drawing on open sources and interviews with subject matter experts, this report investigates the nature of Iranian and LH support to proxies operating in Syria from 2011 to 2019. While the nature of Iran’s proxy network is dynamic, it is useful to investigate the network at its peak years to understand existing and potential future structures and capabilities for Iranian external operations. This report investigates support from Iranian actors—inclusive of the IRGC and its various components, notably the Quds Force (IRGC-QF), as well as the Iranian government more generally—and LH through the lens of kinetic (e.g., joint attacks between the militias and Iranian actors and/or LH, personnel placed with militias, and training and weapons provided to militias) and non-kinetic assistance (e.g., funding, logistical support, recruitment and social service assistance, and meetings between Iranian actors and/or LH and militias). Looking at these two categories of support provides a more holistic snapshot of Iranian influence and capacity-building with proxies in Syria. The report’s findings indicate a pattern of support on the part of Iran and LH that potentially indicates a phased rollout of battlefield-related supports to be replaced with longer-term societal entrenchment efforts. Furthermore, Iran and LH share a division of labor between Iranian actors and LH for kinetic supports, but not non-kinetic ones. Specifically, this report found training, weapons provisions, funding, and joint attacks among the most common supports provided by Iran and LH. Finally, of all Iranian actors, this report found the IRGC to be the most prolific supporter to proxies operating in Syria.

The paper aims to define the psychological foundations of lone wolf activism. The analysis that facilitated attaining this goal was based on the Nietzschean concept of resentment theory of compensatory revaluating values that explain the relationships between inferiority and fundamentalism, fanaticism, and ideologically motivated violence. Based on a phenomenological examination of the phenomenon, the author demonstrates that lone wolf activism is founded on two psychologically and sociologically determined successive processes. The first one occurs when a sense of personal inferiority becomes the source of an envy-based hostile attitude toward the world. Later on, this feeling, due to personality defence mechanisms, which bring about the falsification of “primary desires” and the generation of “secondary desires”, transforms into fundamentalism. The second process takes place when, as the result of fundamentalist legitimisation that arise on the level of social rivalry, given fundamentalism is destituted, resulting in fanaticism. The author believes that the knowledge of both processes is necessary to recognise and combat the terrorist activity of lone ideologically motivated individuals.

The paper refers to the evolution of methods, new technologies, and devices in security control processes in light of civil aviation requirements, procedures, and increased flow of passengers. The research problem has been defined as follows: How shall the international airport security controls function in the context of regulatory and operational conditions and current and future threats? In reference to the problem, the research hypothesis was defined as follows: Security control in civil aviation consists of screening persons and detecting prohibited articles and mainly depends on the professional competence of security staff and the proper selection and maintenance of electronic assistive devices. Professional competences refer to personnel’s knowledge, experience, qualification, monitoring, operational supervision, and quality control as part of their tasks. The development of new technologies requires the appropriate selection, commensurate with risk analysis, of electronic assistive devices, including equipment, methods, technical means, and their maintenance in a proper technical condition. The paper presents the results of empirical research conducted amongst experienced aviation security forums. Because of its complexity and unpredictability, this problem still leaves a wide margin for improvement and efficiency. The following research methods were used to solve the research problem: theoretical methods and empirical methods: diagnostic survey and expert interview.
