1. After the Kabul Hotel Attack: The Taliban and China Confront Security Challenges in Afghanistan

Abstract:: On December 12, members of the Islamic State Khorasan Province (ISKP) attacked a local hotel in Kabul, where several Chinese nationals were staying. The attack injured five Chinese nationals along with 18 other victims, while the three attackers were killed by security forces (China Daily, December 14, 2022). It was reported that Chinese businesspeople run the hotel, which is frequently visited by Chinese diplomats and business people (Global Times, December 13, 2022). In response, People’s Republic of China (PRC) Foreign Ministry spokesperson Wang Wenbin stated: “China is deeply shocked at the attack, which is highly egregious, and firmly opposes terrorism in any form” (China Daily, December 14, 2022). The ISKP strike in Kabul will further reinforce Beijing’s commitment to giving special attention to the security and stability of Afghanistan. An unstable and volatile Afghanistan threatens Chinese interests and could be a hurdle to the success of the Belt and Road Initiative (BRI). Moreover, Chinese sources have expressed concern that uncertainty and unrest could lead to Afghanistan becoming a hotbed for terrorists “targeting China’s Xinjiang and its interests overseas, such as the China-Pakistan Economic Corridor (CPEC) projects, where enhanced communication and coordination between China and Pakistan is required to tackle potential threats” (Global Times, August 19, 2021). In response to these challenges, China has sought to provide the Taliban with enough support to combat all forms of terrorism and extremism in Afghanistan.

2. Pakistan Security Report 2022

Abstract:: In 2022, the number of terrorist attacks in Pakistan marked an increase of 27 percent from the previous year. The number of terrorist attacks in the country also continued to rise for the second consecutive year. A total of 262 terrorist attacks in Pakistan in the year – including 14 suicide bombings –claimed in all 419 lives and injured another 734 people. A 25 percent increase has been recorded in fatalities in the outgoing year as compared with 2021. Pak Institute for Peace Studies revealed these statistics in its annual “Pakistan Security Report 2022”. The report further noted that the proscribed Tehreek-e-Taliban Pakistan (TTP) was becoming a major irritant in Islamabad’s relations with the Taliban government in Kabul as the militant group remained one of the major actors of violence in Pakistan in the year 2022. Other critical actors of violence in 2022 were Islamic State-Khorasan (IS-K) and Balochistan Liberation Army (BLA). Over 60 percent of total terrorist attacks recorded in Pakistan in the year were perpetrated by these three militant groups. Similarly, about 95 percent of the total recorded terrorist attacks in Pakistan in 2022 concentrated in in Balochistan and Khyber Pakhtunkhwa provinces.

3. The violent legacy of fascism: Neofascist political violence in Italy, 1969–88

Abstract:: We still have limited knowledge about the long-term effects of fascism on European democracies. European countries experienced cycles of violence between the 1960s and 1980s. Can such violence be explained by legacies of mobilization during fascism? We study whether and how the Italian fascist experience of the 1920s affected political violence during the 1970s and 1980s. We created an original dataset of conflictual events at a subnational level in Italy. Using zero-inflated negative binomial regressions, we find that local membership of the fascist party in 1922—before the institutionalization of the fascist regime—predicts neofascist political violence at the provincial level more than 40 years later. New windows of opportunity facilitate the resurfacing of local fascist legacies: in the months when a new Minister of Interior is appointed, we observe higher levels of neofascist violence in provinces where the early presence of the fascist party was stronger.

4. Assessing Community Sensitivity to Cross-Border Security in Ghana

Abstract:: Strengthening the integrity of Ghana’s borders is essential for the welfare of the nation and its people. National efforts to prevent illegal cross-border activities, including illicit goods, persons and activities require full involvement of all Ghanaians, especially those living in border areas. This has become even more important considering the regional insecurity posed by terrorist groups and violent extremists. It is therefore imperative that residents be sensitized to potential threats associated with irregular cross-border activities that have a potential to facilitate activities of criminal gangs such as terrorists and violent extremist groups. Furthermore, as violent extremism and terrorist activities have become more prevalent in the West African sub-region it is crucial that these threats are considered when examining the functionality of Ghana’s border security. In an effort to improve awareness among border communities, the Center initiated the project entitled “Enhancing citizen participation in border security”. As part of the project strategies, a baseline survey was conducted within selected border communities to assess the level of awareness regarding border-related threats and gather information on the relationship between border residents and security agencies. The baseline survey was intended to inform the direction and interventions of the broader project. Both border residents and staff of some security agencies were interviewed in each of the 10 regions within where Ghana’s land borders are located. The findings of this survey are contained in this report.

Abstract:: The genuine reintegration of terrorist and extremist offenders is one of the biggest challenges of our times. Because in many cases, only an alleged reintegration into society takes place (u.a. Cherney, 2021; Jawaid, 2017). This mistake can cost lives as we have sadly seen in Vienna 2020. The Vienna attacker was in fact a terrorism recidivist, as he had already been convicted on terrorism counts (Lehberger et al. 2020). This is not just a problem specific to Austria, but it impacts a number of countries within and outside of Europe.

Abstract:: The GTI report is produced by the Institute for Economics & Peace (IEP) using data from TerrorismTracker and other sources. TerrorismTracker provides event records on terrorist attacks since 1 January 2007. The dataset contains almost 66,000 terrorist incidents for the period 2007 to 2022. In 2022, deaths from terrorism fell by nine per cent to 6,701 deaths and is now 38 per cent lower than at its peak in 2015. The fall in deaths was mirrored by a reduction in the number of incidents, with attacks declining by almost 28 per cent from 5,463 in 2021 to 3,955 in 2022. However, if Afghanistan was removed from the index, terrorism deaths would have increased by four per cent. Afghanistan remained the country most impacted by terrorism for the fourth consecutive year, despite attacks and deaths falling by 75 per cent and 58 per cent respectively. The GTI does not include acts of state repression and violence by state actors and, as such, acts committed by the Taliban are no longer included in the scope of the report since they took control of the government.

Abstract:: In this study, we aimed to examine the interconnectedness of health and peace, recognizing its significance within global health diplomacy, international relations, and human rights. For that purpose, we used the results from previous and ongoing Global Burden of Disease studies, which represent a comprehensive systematic appraisal of health problems and risks affecting populations worldwide. This paper could use its methodological underpinnings to analyze the impact of war, conflict, and terrorism on mortality and overall human health. In 2000, war and conflict were responsible for an estimated 310,000 deaths globally, compared to 2019, when this number decreased to 69,000. Recent findings reinforced the association between war, conflict, and increased all-cause mortality. Interpersonal violence also significantly contributed to human health loss resulting from disrupted peace. In Europe, disability-adjusted life years due to injury – including those caused by conflict – declined between 2000 and 2019. As we prioritize global health, peace-building initiatives, and global health diplomacy, big data will increasingly play a substantial role in accurately predicting and describing the health effects related to conflicts.

8. Iran and the ‘Axis of Resistance’ Vastly Improved Hamas’s Operational Capabilities

Abstract:: Iran has provided training, equipment, and financing to Hamas over the years, vastly improving the terrorist organization’s capabilities, evidenced by the cross-border attack into Israel on October 7 that resulted in more than 1,400 killed. The unification of Iran’s network of proxies under the purview of the Islamic Revolutionary Guard Corps Quds Force Commander Esmail Qaani has been a force multiplier and cemented Iran’s “unity of fronts” strategy as the most effective means of encircling Israel. Israel has declared its intention to destroy Hamas completely, but any attempt to do so will come at an extremely high cost and could spur other Iranian proxies like Hezbollah to join the fray, prolonging the conflict and increasing the likelihood of a region-wide conflagration.

9. Bankrupting Iran’s Empire of Terror

Abstract:: Hamas’s surprise attack on Israel has left thousands of innocent people dead, set the stage for a bloody and protracted conflict in Gaza, and precipitated a crisis that threatens to engulf the Middle East in a devastating new conflict. To prevent further escalation, the United States needs to act swiftly to intensify economic pressure on the Islamic Republic of Iran and dismantle its terrorist financing networks. Though Iran has denied any involvement, Hamas could not have planned an operation of this scale without critical support from its chief state sponsor. Iran’s Islamic Revolutionary Guard Corps (IRGC) has devoted enormous resources to building up proxy terrorist organizations in order to encircle Israel. According to a 2020 US government estimate, the IRGC provides as much as $700 million to Lebanese Hezbollah and $100 million to Hamas and other Palestinian groups each year. So far, this strategy appears to be working. Hezbollah, the IRGC’s most powerful terrorist partner, is poised to attack from the north, while other Iranian proxies threaten Israel from within Syria and elsewhere. Israel’s newly cordial relations with its Arab neighbors—including its nascent détente with Saudi Arabia—hang precariously in the balance. President Joe Biden’s immediate response to the attacks rightly focused on delivering Israel the political backing and military assistance that it urgently needs. But as the overseer of the global financial system, the United States can also deploy its unique capabilities to constrict the Islamic Republic’s revenues and shut down its global terrorist financing networks. Whether the United States succeeds in doing so will shape events far beyond the Middle East. This conflict is not just another flare-up in a long-troubled region. It reflects an ongoing global realignment wherein powerful adversaries test American strength and resolve with growing coordination and assertiveness. As Russia wages war in Ukraine and Beijing watches carefully, the stakes call for nothing less than a major US endeavor to bankrupt the Islamic Republic’s empire of terror once and for all.

10. Faltering Lion: Analyzing Progress and Setbacks in Somalia’s War against al-Shabaab

Abstract:: Analysts have long understood the war against al-Shabaab, al-Qaeda’s East African affiliate, as “unwinnable” and “[with] no end in sight.” Most have considered the group one of the largest and most sophisticated jihadist insurgencies on the planet while viewing Somalia, the state in which it was born and primarily operates, as a quintessential “failed state.” Yet in mid-2022, many analysts began to change their tune. Al-Shabaab began to suffer its most significant setbacks in a decade at the hands of a clan uprising in Somalia’s central states of Hirshabelle and Galmudug. The uprising quickly received military support from the Federal Government of Somalia (FGS), and some United States officials believe it constitutes Somalia’s Anbar Awakening. Meanwhile, Somali officials speak of this offensive, which they’ve now dubbed Operation Black Lion, as the long-awaited death blow against the group. Unfortunately, the pendulum started to swing back after al-Shabaab began regrouping and counterattacking in early 2023. As of September 2023, the Somali government is struggling to complete the offensive that began last year in central Somalia. All the while, the government promises to achieve ever more ambitious goals for defeating the group in its southern Somalian strongholds by the end of 2024. The question, then, is whether Somalia is really turning a page in the war against al-Shabaab, with the group’s defeat or meaningful degradation in sight for the first time in years, or if the FGS’s battlefield progress in 2022 was merely a short-lived setback for the terrorist group. In this report, I argue that the ongoing, if faltering, offensive against al-Shabaab reveals the dilemma of counterterrorism in the Horn of Africa: On the one hand, al-Shabaab is not invincible, and the group’s center of gravity—its ability to gain a modicum of acceptance or legitimacy from vulnerable Somali communities—has been exposed as fragile. On the other hand, Somalia’s perennial and myriad political disputes, as well as other issues like a lack of state capacity and rampant corruption, are preventing its federal and state governments from capitalizing on the opportunities available to them. Instead, Mogadishu, aware of its limited military capacity, is looking to the militaries of neighboring Kenya and Ethiopia to bear the brunt of its anticipated offensive into southern Somalia, even though these countries’ controversial interventions in Somalia over the years have catalyzed al-Shabaab’s formation and expansion. In any case, there appears to be little appetite from either country to engage in another offensive. Al-Shabaab, for its part, is counterattacking against government forces in central Somalia and looking to expand its operations in neighboring countries—in part to hinder those regional militaries’ potential participation in any forthcoming offensive. Consequently, the situation looks less promising than it did at the end of 2022, and al-Shabaab is unlikely to face a meaningful defeat in the coming months. Instead, the best-case scenario would see this military offensive degrade al-Shabaab over the coming months to the point that the terrorist organization partially fractures and loses some of its popular support, possibly opening up room for the FGS to negotiate with factions of the group. A more likely scenario, however, would see the conflict remain a stalemate, with the government’s current offensive bringing only temporary or superficial gains that do not meaningfully degrade al-Shabaab’s capacity. I have drawn this report from insights I gained during a four-week trip to Kenya and Somalia in June 2023. Within Somalia, I traveled around the federal capital, Mogadishu, as well as the capitals of the states of Jubbaland, Galmudug, and Puntland, in the south, center, and north of the country respectively. I also traveled to the frontline town of Bar Sanguuni, near al-Shabaab–controlled territory in Jubbaland, and separately to Las Anod, a disputed city that both Somaliland and local clans have claimed and that is at the heart of a new regional conflict. Given the sensitivity of discussing security matters in Somalia, I have anonymized the details of interview subjects in almost all references.

Abstract:: This article deals with the threats posed by international terrorism to the security environment in Kosovo, with a particular focus on the period of the emergence of ISIS, when a large number of fighters from Kosovo joined terrorist organisations in the conflict zone of Syria and Iraq. This article attempts to explain the general factors leading to the rise of violent extremism and religious radicalism in Kosovo, as well as why Kosovar fighters joined ISIS. In particular, it examines the institutional responses to counter-terrorism in Kosovo, the elimination of conditions and factors conducive to extremism and radicalism, and the weaknesses of Kosovo institutions in countering terrorism.

Abstract:: On October 7, Hamas killed 1,200 Israelis in the largest terror attack since 9/11, carrying out acts of brutality that matched, and even surpassed, the worst atrocities of the Islamic State. The resulting war in Gaza, the escalation in tensions across the Middle East, and the anger in Arab and Muslim communities over the large number of Palestinian civilians killed in the conflict so far have upended the international terror threat landscape, creating acute concern about reprisals, and given the attacks already seen in France and Belgium, raised the specter of a new global wave of Islamist terror. In our feature article, Devorah Margolin and Matthew Levitt write that “The brutal Hamas-led October 7 attack on Israeli communities near Gaza represented a tactical paradigm shift for the group.” They observe that “the group’s explicit targeted killing and kidnapping of civilians [on October 7] baldly contradicts Hamas’ articulated revised political strategy since it took control of the Gaza Strip in 2007. Ironically, Hamas’ sharp tactical shift only underscores that the group never abandoned its fundamental commitment to the creation of an Islamist state in all of what it considers historical Palestine and the destruction of Israel.” Global jihadi groups have been exploiting the conflict in Gaza to call for attacks. In our feature interview, EU Counter-Terrorism Coordinator Ilkka Salmi says that “these calls to attack or to engage in some terrorist activity spread extremely quickly on social media and that’s why they could have a rapid and serious impact on the security situation. It reminds me of the days back in 2014-2016 when Daesh propaganda was at its high peak. The situation in Israel, combined with that sort of propaganda, could change the security situation in the E.U. quite drastically.” Tore Hamming writes that “three factors are likely to determine the impact of the ongoing events on the trajectory of the terrorism threat in the West: the length of the war, the scale of Israel’s offensive in Gaza, and the degree of support from Western nations to Israel.” Erik Skare stresses that analysts need to holistically examine both what Hamas says and does to better understand the group. He writes: “October 7 likely signifies the victory of those in the movement who have grown frustrated with an excessive focus on politics, advocating instead for a renewed emphasis on violence to reach their long-term goals.” In our second interview, General (Retired) Stephen Townsend, who commanded AFRICOM until August 2022, warns about intensifying jihadi terrorist threats across Africa. He says that al-Qa`ida’s affiliates there are “probably the largest threat to U.S. interests in the region today. And as they gain capacity, they’ll broaden their picture to the region and globally, to include our homeland eventually, I think.” Finally, Asfandyar Mir examines the counterterrorism dilemmas facing the United States in Pakistan and Afghanistan. He writes: “Al-Qa`ida and the Islamic State are pivoting to exploit Hamas’ October 7 terrorist attack on Israel and the civilian harm in Israel’s military campaign in Gaza since … Policymakers should take seriously the risk of a surprise terrorist provocation from Afghanistan.”

Söz konusu ilkenin bir gereği de sözleşme tarafını seçebilme serbestisidir. Ancak iş hukukunda sözleşme serbestisi ilkesine sosyal düşünceler ve işçiyi koruma düşüncesinin sonucu olarak birtakım sınırlamalar getirilmiştir. Bu sınırlamalardan birisi de belli niteliklere sahip işverenlerin engelli, eski hükümlü ve terör mağduru istihdam etme yükümlülüğü yüklenmesidir. Abstract:: Since the mid-2000s, scholars have been using critical theory, poststructuralism, feminism/ queer theory, and postcolonialism to critique the hegemonic narrative of terrorism. They analyze how terrorism discourse (re)produces global hierarchies and power relations. This involves archeological and genealogical research, assessing the formation of the terrorism discourse by analyzing how the peculiar Western discourse has become hegemonic. By incorporating postcolonial and genealogical studies into critical terrorism studies, McQuade and Martini attempt to explain this process in their respective works. Their books are complementary in that they allow readers to trace the historical development of the concept of terrorism from British India to its ubiquity in international institutions. Although they cover different historical periods, it is still possible to see how the concept of terrorism has been used in both of those historical periods – during British colonialism in India in McQuade’s book and after the 1980s in Martini’s book – to normalize discriminatory practices against (post)colonial societies.

Abstract:: On December 12, 2022, the U.S. Department of Justice announced the arrest and detention of Abu Agila Mohammad Mas’ud Kheir Al-Marimi (Mas’ud), 71, of Tunisia and Libya, the suspected maker of the bomb that destroyed Pan American Flight 103 over Lockerbie, Scotland, 34 years earlier. In addition to being a sharp reminder of the tragic deaths of 270 innocent persons in 1988, the announcement of Mas’ud’s arrest also brought home for me decades-old questions about what was “known in advance” and the birth of the U.S. government’s No Double Standard policy. The news about Mas’ud sent my mind swirling back 34 years to the discussion at our weekly section heads meeting in Moscow in mid-December 1988; I participated in these Country Team meetings as embassy Press Attaché. That day, Administrative Counselor Bill Kelly reported receiving an unclassified Federal Aviation Administration (FAA) “Threat to Civil Aviation” warning, sent to several embassies. By citing Pan American specifically, the warning had special resonance for the official Moscow community. At the time, our usual route to the U.S. under required “Fly America” rules put us on Pan American’s daily flight to Frankfurt or London, then onward to the U.S.

Abstract:: In April, Islamic State fighters in Mali seized villages surrounding the city of Menaka, marking the group’s first territorial conquest since losing its final Syrian foothold in 2019. The human cost of these advances has been steep. By May, at least 150,000 individuals had reportedly been displaced, and civilians have been subjected to targeted killings, kidnappings, and looting. The offensive occurred amid a string of regional of security setbacks: namely, France’s August 2022 military withdrawal (which followed the Malian junta’s expressed preference for Russia’s Wagner Group), the April 2023 dissolution of the UN mission in Mali, and the junta’s decision earlier this month to form a tripartite alliance with Burkina Faso and Niger, thereby undermining the French-led G5 Sahel framework designed to thwart jihadist actors in the region. 20. Is Iran Looking to Inspire Shia Homegrown Violent Extremist Attacks?

Abstract:: An October 2018 report by the National Counterterrorism Center defined Shia homegrown violent extremists as “individuals who are inspired or influenced by state actors such as Iran, foreign terrorist organizations such as Hezbollah, or Shia militant groups but who do not belong to these groups and are not directed by them.” At the time, the prospect of such Shia violence was largely theoretical, and officials could identify no tangible threats on American soil. But the January 2020 targeted killing of Iranian Qods Force commander Qasem Soleimani changed the picture, and U.S. officials could now point to a “catalyzing event,” as envisioned in the NCTC brief. Last year’s attack against writer Salman Rushdie and another at a Las Vegas hotel exemplified how Iran-inspired individuals were motivated to act. In this Policy Note, experts Moustafa Ayad and Matthew Levitt explore lone-offender Shia violence largely through the lens of social media. Abstract:: In U.S. Central Command’s 2022 “year in review” statement on the current status of the fight against the Islamic State, commanding general Michael Kurilla highlighted three categories: (1) “ISIS in detention,” meaning the thousands of men and boys affiliated with the group and held in Iraqi and Syrian prisons; (2) the “potential next generation of ISIS,” meaning the approximately 55,000 women and minors held in camps; and (3) “ISIS at large,” meaning the leaders and operatives that the United States and its partners “are currently fighting in Iraq and Syria.” Although Gen. Kurilla praised the ongoing effort to militarily degrade ISIS, he also noted that the group’s ideology persists, and that “partnered operations” are needed to keep up the pressure. This view aligns with the pivot in U.S. strategy in Syria over the past year and a half, from a military mission to “advising, assisting, and enabling” local partners. At the same time, however, U.S. forces have continued launching unilateral strikes against ISIS leaders in Syria as recently as this month.

22. The Future of Repatriation from Northeast Syria

Abstract:: The Kurdish-led Autonomous Administration of North and East Syria (AANES) recently announced that due to the international community’s slow response to the repatriation of thousands of individuals affiliated with the Islamic State (IS), it will begin to hold “fair and transparent trials in accordance with international and local laws related to terrorism.” The announcement comes after representatives from more than eighty countries gathered in Saudi Arabia on June 8 for a ministerial meeting convened by the Global Coalition Against Daesh, where U.S. Secretary of State Antony Blinken reminded attendees, “We know that repatriation is the only durable solution.” His statement stood out in this context because citizens from many coalition states are still being detained indefinitely in northeast Syria. While the United States has proactively advocated for repatriation across two administrations, most other countries around the world have been reluctant or slow to take such action. To date, approximately 5,500 Iraqis and 2,700 third-country nationals (i.e., not Syrian or Iraqi) have been repatriated from detention camps, and the international community is on track to repatriate more such individuals in 2023 than in years past. Although this is a step in the right direction, it means that more than 10,000 third-country nationals from almost 60 countries remain in detention in northeast Syria, including approximately 2,000 men and boys and 8,000 women and minors. These numbers do not include the more than 18,000 Syrians and 25,000 Iraqis who are also being held indefinitely. With numerous international conflicts dominating daily headlines, much of the international community is no doubt fatigued by the challenges emanating from the fight against IS and the repatriation of IS-affiliated individuals. Yet the AANES announcement and other developments show that these challenges will only proliferate without concerted attention from Washington and its coalition partners.

This anniversary is an opportunity to reflect on the ongoing armed conflict in the Sinjar region and the profound influence on its inhabitants. It also serves as an opportunity to appreciate the resilience of the Yazidis, looking toward a future with new hope and new aspirations—a future where Yazidis can experience peace, stability, justice, and equitable opportunities to reconstruct their lives and their communities. Yazidi resilience is clearly evident in how they bore the burden of this genocide, how they have persevered in the face of ongoing persecution and genocide for centuries, and how they have been steadfast in maintaining their identity and heritage despite these adversities and the repeated campaigns to tarnish their image. Yet Yazidis still face significant challenges in Iraq today. Despite relative stability in the Sinjar region, there are concerns among the Yazidi population about the return of armed conflict between groups vying for influence. Even more troubling, the issue of expulsion and displacement remains unresolved despite the liberation of Sinjar from ISIS in 2015. Many Yazidis still live in displacement camps, where they are without their homes, their land, or their basic rights. These refugees have yet to be materially compensated for their losses.

Abstract:: Despite a recent spike in concern about a resurgence in great power conflict, addressing terrorism and violent extremism has driven the foreign policy debate in the collective West for the better part of two decades since 9/11. In the European Union, these concerns most prominently emerged in the 2003 European Security Strategy (ESS) that identified terrorism and “violent religious extremism” originating in the EU’s neighbourhood and caused by weak institutions, conflict, and state failure as a primary concern. The crux of the matter, however, is how this increased attention translates in policy terms. In other words, is the EU’s chosen CT-P/CVE policy mix balanced and fit for purpose? First, the EU’s CT-P/CVE action can hardly be framed according to a binary security versus democracy logic because of the significant emphasis placed by the EU on socio-economic development to address the structural causes of violent extremism. Second, despite the EU’s developmental focus, the language of good governance and peacebuilding, as well as funding for these areas, are key elements missing from the EU’s engagement. In order to remedy the many upstream and downstream diplomatic trade-offs that EU policymakers face in tackling violent extremism, the EU must begin to frame CT-P/CVE as part of its wider endeavour to support sustainable peace. It can do this by formulating an EU Agenda for Peace that once again underlines the EU’s commitment to promoting inclusive governance, community resilience, and social justice.

Abstract:: This article re-frames the ongoing democracy versus security debate surrounding the European Union’s (EU) policies to counter terrorism and prevent/counter violent extremism (CT-P/CVE). Indeed, extant literature has primarily focused on how the EU’s CTP/CVE-specific emphasis on security concerns has come at the expense of attention towards good governance and social justice, thereby undermining the effectiveness of its approach. After reviewing general concepts discerned from previous research on the EU’s CT-P/CVE policy, tracing its approach over time, analysing key documents, and conducting interviews with policymakers, this analysis finds that the EU – in its words, funding, and policy implementation – also pays significant CT-P/CVE-relevant attention to the structural causes of radicalisation to violent extremism and terrorism by mobilising significant developmentoriented resources and diplomatic energy. By doing so, the EU’s CT-P/CVE policies balance an emphasis on security concerns and broader socio-economic and diplomatic engagement. However, the EU simultaneously de-emphasises good governance and peacebuilding, which must be reinforced and mainstreamed across its primary developmental engagement for the EU’s CT-P/CVE approach to be considered fully fit-for-purpose.

26. Taliban Victory Serves as a Model for Palestinian Terror Groups

Abstract:: World powers and Israel should refuse to recognize the Taliban regime. This would give hope to Middle Eastern terrorist groups like Hamas that they could also gain recognition under the right conditions. Upon returning to government, the Taliban have been implementing a system of civilian administration based on their Islamist ideological background. The consequences for women and minorities have been horrifying. The same can be said about Afghanistan’s economy, which can no longer provide for its starving population. The Taliban began house searches around Kabul recently, drawing criticism from Western diplomats about rights abuses. The Taliban claim that the operations are to find “kidnappers, professional thieves and crime groups,” however, seven residents told Reuters that the searches were spreading fear and appeared indiscriminate. In terms of security, the Afghan-Pakistani border and the Afghan-Iranian border have traditionally been porous, with illicit goods, illegal immigrants, and terrorists linked to al-Qaida and the Islamic State-Khorasan Province moving undetected from one country to another. Similarly, the borders shared by Tajikistan, Turkmenistan, and Uzbekistan with Afghanistan remain characterized by volatility, which exposes those countries to the risk of exportation of terrorism from Afghanistan. Though Afghanistan’s neighbors have engaged in efforts to increase border security by erecting fences, conducting anti-terrorism exercises in the border areas, and relocating troops to border areas, the potential security threats originating from Afghanistan remain a source of great concern for the region and beyond. Nevertheless, for Islamists across the border in Pakistan and elsewhere in the Muslim world, the Taliban’s victory – and ability to hold onto power in Afghanistan – serves as a model they seek to follow. This should cause worry for Israel due to the encouragement this provides to radical Islamist armed groups such as Hamas and Palestinian Islamic Jihad (PIJ) that a return to the armed struggle is the only path to defeat Israel.

Abstract:: The world faces a forcible displacement crisis. Across the world, tens of millions of individuals have been forced from their homes and across international boundaries. The causes and consequences of refugee flows are, therefore, the subjects of significant social science inquiry. Unfortunately, historical lack of reliable data on actual refugee flows has significantly limited empirical inferences on these topics. Using data newly released by the United Nations on annual dyadic flows, we replicate twenty-seven studies published in economics and political science journals on the causes and consequences of these flows. We extend fourteen of these. We find that some of the causes of flows described in the literature are less substantively and/or statistically significant than previously reported while others are more. Generally, with some exceptions, we find that previously reported effects of refugees on security conditions are attenuated, suggesting that the literature’s predominant focus on refugees as sources of violent instability may be overstated.

29. Counterterrorism from the Sky? How to Think Over the Horizon about Drones

Abstract:: August 31, 2021, marked the end of the United States’ two-decade military presence in Afghanistan. It also marked the end of U.S. military and intelligence eyes and ears on the ground in a place known to be a safe haven for violent extremist groups. In Afghanistan and other areas where the United States lacks a persistent, physical presence, the Biden administration announced a pivot to “over-the-horizon” counterterrorism operations (OTH- CT) that rely heavily on stand-off assets, such as overhead satellite technology and airpower, in the absence of eyes and ears. While the use of drones—or “remotely piloted aircraft” (RPAs)—to target potential terrorist threats seems to be a cost-effective approach from a military perspective, their use has come under increasing pressure from Capitol Hill, human rights and humanitarian organizations, and others for their effects on civilian populations. Military action almost always carries risk of collateral damage, but the disproportionate civilian impact associated with RPAs is not only troubling from rights and humanitarian perspectives, but it also calls into question the strategic, longer-term rationale of using them for counterterrorism purposes in the first place. Congressional leaders sent a letter to the president on January 20, 2022, about the ongoing OTH-CT strategy review. In it, they point out that “while the intent of U.S. counterterrorism policy may be to target terrorism suspects who threaten U.S. national security, in too many instances, U.S. drone strikes have instead led to unintended and deadly consequences—killing civilians and increasing anger towards the United States.” They, therefore, call on the administration to “review and overhaul U.S. counterterrorism policy to center human rights and the protection of civilians, align with U.S. and international law, prioritize non-lethal tools to address conflict and fragility, and only use force when it is lawful and as a last resort.” Reconciling the risks and implications of RPA strikes is necessary for genuinely implementing President Biden’s calls for a “targeted, precise strategy that goes after terror.” In doing so, the administration also needs to address concerns over civilian casualties alongside meaningful and justifiable military utilization of RPAs. Using RPAs against those who pose an imminent threat to the United States or its allies and partners is sometimes necessary and appropriate, especially in scenarios that are high-risk for crewed aircraft or ground forces. So why wouldn’t the United States use RPAs more broadly at low risk to blood and treasure? Why put soldiers in danger when we can extensively monitor threats and eventually address them from a remotely piloted aircraft high above? The answers are at once simple (e.g., impact on civilians) and complicated (e.g., limited military alternatives), exposing a gulf in understanding and approach to RPA utilization between the advocacy community (and some congressional leaders) and military and intelligence planners. This CSIS brief explores the challenge ahead for the Biden administration. It starts with a contextualization of the OTH-CT strategy review, followed by assessments of the short- and longer-term risks associated with RPA utilization and how to think about risk itself. Offering evidence and framing throughout, the brief ends by detailing two sets of recommendations

Abstract:: Numerous studies demonstrate that terrorism causes strong public reactions immediately after the attack, with important implications for democratic institutions and individual well-being. Yet, are these effects short-lived? We answer this question using a quasi-experimental design and data on three successful and three foiled terrorist attacks in the United Kingdom. We find that heightened risk perceptions and emotional reactions in the wake of successful attacks do not dissipate in the very short run but are sustained over time and up to 130 days after the attacks. We also find that, whereas large-scale attacks cause a long-lasting shift in risk assessments and emotions, the corresponding effect of smaller-scale terrorism incidents appears to subside within one month. Interestingly, foiled attacks can also affect public perceptions, which, however, quickly return to normal levels. We argue that the extent of media coverage is partly responsible for the duration of these effects.

Abstract:: On August 15, 2021, a spokesperson of the Islamic Emirate of Afghanistan, the Taliban’s self- proclaimed state, declared on Twitter: “With the help of God, and the support of the nation, we are now in control of all parts of the country. We would like to congratulate our nation on this big achievement.” After 20 years of conflict with U.S. and NATO coalition forces, no one predicted the speed with which the Taliban would consolidate power and precipitate the collapse of the Afghan government and military. Presenting research conducted by the newly established Centre for Artificial Intelligence, Data, and Conflict (CAIDAC), this report explores social media’s central role in the Taliban’s takeover of Afghanistan and the strategies used by the group to manipulate international and domestic audiences. It examines the Taliban’s social media strategy on Twitter throughout their takeover of Afghanistan, which culminated in the storming of Kabul on August 15, 2021. Specifically, we studied the activity of 63 accounts claimed by the Taliban leadership, spokespersons, and avowed members from April 1 to September 16, 2021. These accounts had more than 2 million followers on Twitter in September 2021. As of May 8, 2022, Taliban content reaches more than 3.3 million accounts. We also examined the broader Taliban ecosystem, which included more than 126,000 Twitter accounts that either retweeted Taliban content or posted content subsequently shared by the Taliban’s core network. We found clear patterns in the group’s communication strategies, visual imagery deployed, and the timing and content of social media activity and events on the ground.

35. Protection Dilemmas Arising from the Reintegration of Former Combatants and the Impact of the Terrorist Designation

Abstract:: The concept and implementation of disarmament, demobilization, and reintegration (DDR) have evolved as DDR-related activities have increasingly occurred in environments where armed conflict is ongoing, no peace agreement has been signed, and armed groups designated as terrorist organizations (AGDTOs) are operating. In parallel, reintegration has increasingly been discussed in the UN counterterrorism architecture through the concept of prosecution, rehabilitation, and reintegration (PRR). The changing context has raised challenges related to reintegration, especially reintegration of former members of AGDTOs. This policy paper analyzes the risks faced by individuals taking part in reintegration processes and by the communities they are reintegrating into. In particular, it analyzes how the designation of an armed group as a terrorist organization by the UN Security Council or by a state impacts these risks while acknowledging that these risks largely depend on the broader context. The paper examines three case studies of current reintegration processes: (1) the process for reincorporating former combatants from the Revolutionary Armed Forces of Colombia–People’s Army (FARC-EP); (2) the defector program for former members of al-Shabaab in Somalia; and (3) the reintegration process for individuals associated with Boko Haram in the Lake Chad Basin. The paper concludes by recommending several steps the UN could take to help ensure that reintegration processes address protection risks, especially for former members of AGDTOs: Tailor reintegration programs to the context, not to whether a group is labeled as a terrorist organization; Design reintegration programs to be gender-sensitive and human rights–compliant; Ensure that PRR and DDR programs are complementary and adopt the Integrated DDR Standards module on AGDTOs; and Keep reintegration and counterterrorism goals distinct.

Abstract:: The departure of ‘foreign fighters’ to join terrorist groups in armed conflicts abroad has led many countries to adopt a policy of citizenship deprivation. This paper demonstrates that citizenship deprivation measures do not have the desired effect for national security, while increasing the risk of statelessness for the children of ‘foreign fighters’. Citizenship deprivation laws in Australia, Austria, Belgium, Canada, Denmark, Germany, France, the Netherlands and the UK and the Netherlands are discussed, in order to view them against international obligations. It concludes that current citizenship deprivation measures are mostly problematic regarding the prohibition of arbitrary citizenship deprivation, the principle of non-discrimination and relevant children’s rights.

Abstract:: Terrorism has emerged as one of the major challenges for the Eurasian regional peace, security, and cooperation. Keeping these challenges in perspective, the Shanghai Cooperation Organization (SCO) was established to eliminate the menace of terrorism, fundamentalism, and secessionism. Against this background, the main objectives of this paper are to examine how terrorism emerged as a major determining factor in the Indo-Pak relations and how the Shanghai Cooperation Organization (SCO), was failed to play its effective role in the Indo-Pak conflict given the Pulwama terror attack. For this research, descriptive and analytical methods were used and the data was collected from secondary sources. The major findings of this article are that terrorism has emerged as one of the major determinants of Indo-Pak relations and the same has become a major challenge for the SCO to resolve the issue. Against the background of terror attacks, it was anticipated that the SCO would play a crucial role to pacify the situation. However, the role played by the SCO in this situation proved marked as a Whack-a-Mole.

Abstract:: This study examines the normative hypothesis explaining the nexus between terrorism and Abrahamic religious tradition, particularly the Boko Haram Islamic fundamentalist sect in North-Eastern Nigeria. It is methodologically structured in quantitative and qualitative methods, where data and information are retrieved from primary and secondary sources. These were presented in a tabular form and analyzed descriptively within the context of the subject matter under investigation. The findings reveal that, beyond the classical arguments usually provided by the Abrahamic religious tradition school, the real reason behind global terrorism is for some overzealous religious bigots to establish a caliphate that will enable them to influence the international system. Based on these findings, the study concluded that the war against global terrorism would be a mirage unless national governments and international organizations fully address these fundamental issues.

Abstract:: Criminal and terrorist organisations are increasingly using cryptocurrencies, thus leading to emerging threats in the cyberspace. Money-laundering, tax evasion, ransomware extortion, trading in illicit goods and services, purchasing of child sexual abuse material and terrorist financing are concerning criminal and terrorist activities involving the use of cryptocurrencies. Bitcoin and Monero are the most used cryptocurrencies among both criminals and terrorists, however other cryptocurrencies such as Litecoin, Dash and Ethereum are being growingly used in criminal and terrorist financial activities. The anonymity/pseudo-anonymity and security characterising cryptocurrencies can challenge law enforcement investigative efforts aimed at countering criminal and terrorist activities. There has not been a widespread adoption of cryptocurrencies by terrorist and criminals yet, however this is likely to change in the next future.

Abstract:: On 24 February 2022, Russia launched an attack on Ukraine. Figure 1 highlights that the invasion comes after a decade of deteriorating relations between Russia, Ukraine and the West. This brief covers several aspects relating to the current Ukrainian war, including the frequency of past acts of terrorism in Russia, Ukraine and Georgia and covers likely future scenarios. It also analyses cyberattacks on Ukraine over the last decade and lead up to the current war. The main finding is that terrorism increases with the intensity of conflict. Both the Georgian conflict in 2008 and the Ukrainian conflict of 2014 saw substantial spikes in terrorist activity around the wars, and as the current war intensifies increased terrorist activity should be expected. Secondly, cyberattacks on Ukraine have markedly increased over the last decade, and especially in the months and weeks leading up to the war. Further, cyberattacks have the potential to unintentionally spill over into other countries because of global connectivity, the effects of which have been seen on numerous occasions. As cyberattacks by nefarious actors are a recent phenomenon, and given the difficulty in the attribution of such attacks, the demarcation between what constitutes a cyberattack, cyber warfare or cyber terrorism are unclear. Regardless, this briefing looks at the broad phenomena of cyberattacks in Ukraine to offer background on recent events.

Abstract:: This is the 16th edition of the Global Peace Index (GPI), which ranks 163 independent states and territories according to their level of peacefulness. Produced by the Institute for Economics and Peace (IEP), the GPI is the world’s leading measure of global peacefulness. This report presents the most comprehensive data-driven analysis to-date on trends in peace, its economic value, and how to develop peaceful societies. The GPI covers 163 countries comprising 99.7 per cent of the world’s population, using 23 qualitative and quantitative indicators from highly respected sources, and measures the state of peace across three domains: the level of societal Safety and Security; the extent of Ongoing Domestic and International Conflict; and the degree of Militarisation. In addition to discussing the findings from the 2022 GPI, the report includes an analysis of the military conflict in Ukraine. It covers likely increases in military spending, new and emerging uses of technology in the war, its impact on food prices and global shipping routes. Abstract:: The Indian state has been adopting controversial policies for countering the Maoist insurgency. Even worse, this behaviour seems to mirror British colonial attitudes against India’s population at some level. Consequently, this article attempts to understand this probable ‘paradoxical’ conduct. With the support of the post-structuralist theory, I discuss state and outsourced terrorist practices of the Indian state apparatus against this insurgency. To reach this goal, first, I try to explicate the concept of state terrorism and its application in India. Then, I analyse the historical development of the Maoist movement and India’s concrete policies of state and outsourced terrorism against this counter-hegemonic movement. I believe the British Raj’s colonial practices have had a deep dialectical influence on India’s state apparatus and major political parties to date. So, this inquiry may clarify the persistence of colonial practices within India.

50. The Wisdom of U.S. Military Withdrawal from Afghanistan

Abstract:: Afghanistan was not Korea. False analogies to peacetime military garrisons cheapen war and conflate wildly different forms of “support” to U.S. allies. War in Afghanistan was costly—to taxpayers, to civilians, to American soft power, to democratic legitimacy, and to the West’s strategic attention. Thus, withdrawal saved a fortune, saved lives, aided America’s reputation, honored democratic and constitutional principles, and focused Western strategists. War was not protecting Americans from terrorism. Keeping troops in but one of many places terrorists may operate did not meaningfully reduce Americans’ microscopic risk of being harmed in a terrorist attack. War was not helping Afghanistan. Democracy is a strong word for what U.S. forces propped up. Far from maintaining stability, the continued presence of those forces only prolonged armed struggle against a corrupt rentier state, impeding organic or sustainable long-term development. Credibility is highly contextual and unaffected by admitting defeat after 20 years of futile effort. If anything, the resources freed up by withdrawal make the United States better able to honor other commitments.

51. Al-Shabab in Mozambique: Taking Stock of an Insurgency Under Cover

Abstract:: Since the first attack in October 2017, Mozambique has been confronted with an extremist insurgency called Ansar Al-Sunna Wa Jamma (ASWJ), also known as Al-Shabab (not to be confused with Al-Shabab in Somalia). The alleged Jihadists targeted the Mozambican coastline and have carried out indiscriminate attacks in the Northern province of Cabo Delgado, with the capture of coastal towns Mocimboa Da Praia in 2020 and Palma in 2021 being important markers for the insurgents. The intense five-year conflict has resulted in 4,000 people dead and 800,000 Internally Displaced Persons (IDP), roughly half of the province. The identity of the insurgents has become subject for debate among policy makers and researchers, raising questions about whether the group is primarily a local insurgency or whether there are tangible links to Jihadism in other areas of Africa and the Middle East.

52. Protecting Civilians From Those Who Should Protect Them

Abstract:: As violent attacks targeting civilians in the Sahel region of West Africa are mounting, allegations of abuses perpetrated by Sahelian armed forces share the news with attacks committed by non-state armed groups. This brief analyses the main shortcomings within the governments of Mali, Burkina Faso and Niger with regard to ensuring meaningful Protection of Civilians (PoC) from their own security and defence forces. It finds that formal, structural measures to address state security forces’ abuse of civilians is lacking in all three states, although some promising initiatives to build trust between security forces and civilians have been held on a local level. On a regional level, the OHCHR-mandated Human Rights Compliance Framework, which has partially been adopted by regional force Force Conjointe – G5 Sahel (FC-G5S), represents an example of a mechanism that could ensure better protection of civilians both for the region, and on a national level. However, the advent of Russian paramilitary group Wagner in Mali and the most recent massacre of civilians in Moura is challenging all optimistic forecasting.

53. Seven Myths about the Iran Nuclear Deal

Abstract:: In 2015, President Barack Obama worked with three European powers, the European Union, Iran, China, and Russia to conclude the Iran nuclear deal, officially known as the Joint Comprehensive Plan of Action (JCPOA). In 2018, President Donald Trump formally withdrew the United States from the deal. Instituting his policy of “maximum pressure,” Trump imposed crippling economic sanctions that punished Iran not just for its ongoing nuclear weapons program but also for, among other things, its regional aggression and support for terrorism worldwide. Earlier in 2018, Israeli agents conducted a dramatic operation in Tehran, breaking into a secret warehouse and capturing a trove of Iranian nuclear files. These documents revealed a more advanced and comprehensive nuclear weapons program than had been previously known. The nuclear archive also showed Iranian officials’ plan for concealing nuclear weapons efforts under the guise of civilian research and development, and how Iranian officials systematically deceived the International Atomic Energy Agency (IAEA). As a signatory to the Non-Proliferation Treaty (NPT), Iran is required to cooperate with IAEA inspectors to verify the peaceful nature of its program. After the Israelis shared the nuclear archive with the IAEA, its inspectors found traces of uranium at several undeclared sites. Despite being obligated to do so, Tehran has refused to explain the presence of the uranium or reveal its current location. Iran’s requirements under the NPT are wholly separate from the JCPOA, but Tehran is using the Biden administration’s profound desire to return to the nuclear deal to bring political pressure on the IAEA to close the book on Iran’s violations. A fair-minded observer of Iran’s relations with the IAEA cannot but conclude that Tehran has never wavered from its intention to build a nuclear weapons capability and that its publicly declared “civilian” nuclear activities are an effort to hide its nuclear bomb program in plain sight. From the very inception of the JCPOA, however, the deal’s supporters have spun myths that disguise these self-evident truths. After Trump left the deal, those same supporters continued to recite the old myths while adding some new ones about the purported comparative advantage of the JCPOA over maximum pressure. As President Biden prepares to bring the United States back into the JCPOA, and as the public, the press, and Congress consider the deal's terms, we identify the seven most pernicious myths and explain the reality that they seek to conceal.

54. Seven Myths about the “Historic” Israel-Lebanon Maritime Border Agreement

Abstract:: Commentators in the United States and Israel have hailed the agreement on the maritime border between Israel and Lebanon, which the Biden administration recently brokered, as a great success. They liken it to the Abraham Accords and claim that it is a major step toward normalizing relations between the Jewish State and a historic Arab foe. But a close examination of the agreement simply does not support this view. Amos Hochstein, the US State Department senior advisor for energy security, led the mediation effort to resolve this dispute. He built on the initiatives of Presidents Barack Obama and Donald Trump to reconcile the conflicting claims of Israel, which claimed Line 1 (see map) as the northern border of its exclusive economic zone (EEZ), and Lebanon, which claimed Line 23 as its southern border. In the final months of the Trump administration, Lebanese negotiators revised their claim, moving it further south to Line 29. Beirut, however, never registered this new claim with the United Nations. In other words, Line 23 always remained the official Lebanese position. Abstract:: The European Union’s (EU) development policy is a broad field of activity that has undergone multiple significant modifications in both its definitions and its goals. The external relations of the European Union have long included development policy, resulting in an asymmetrical relationship with Africa. Since the turn of the century, the scope of the EU-Africa relationship has expanded to cover new challenges including climate change, terrorism, trade liberalization, and migration. EU development policies reveal a long-term shift in EU development priorities away from fundamental development goals and toward a wider array of ambitions, actors, and methodologies. Identifying and prioritizing the International Organizations on which it and its member states should best focus their diplomatic and political capital is a challenge. Given the political clout and relevance of the African Continental Free Trade Area (AfCFTA) for the continent’s economic development, the EU can concentrate its efforts on encouraging its implementation by deepening its Economic Partnership Agreements (EPAs). Working together to strengthen multilateralism and support the implementation of the European Green Deal and the AfCFTA form the axis of a new articulated African agency.

Abstract:: This article tries to examine what terrorists think about their actions. Why did they do the violent action? What are inside their mind? How did they justify their violence? This article tries to answer the question by focusing on three main perpetrators of the Bali bombers 2002, i.e. Imam Samudra, Ali Ghufron and Ali Imron. Except Imron who was sentenced to life imprisonment, Samudra and Ghufron has been sentenced to death by Indonesian authority. The authors analyze their mind by reading the texts written by these three bombers and trying to understand and explain its context. This research reveals that the bombers had different understanding of the religious teachings. Samudra and Ghufron believe that their action is based on the true understanding and true depiction of implementation of jihad in Islam. Ali Imron, who previously had the similar believe, was repentant and believed that their action was based on unjustified interpretations of jihad teaching in Islam.

Abstract:: A hostage crisis is one of the hardest and most dangerous situations in the field of negotiation. For example, it happened in the Mindanao hostage crisis on May 2016 when 10 Indonesian sailors were captured by the Abu Sayyaf militia. The crisis was solved successfully because of a small team of non-government personnel from the Sukma Bangsa Foundation. One of the main factors behind their success was the trust-building process in which the negotiators symbolically showed that they have commonalities instead of differences with the perpetrators especially the religion (Islam), cultural background (Malay) and so forth. This article explains the trust-building process in the first phase of the hostage negotiations between the Sukma Bangsa Foundation and the Abu Sayyaf militia. The article takes a qualitative approach using primary data from an interview with one of the negotiators. Furthermore, this article uses the concept of "relatedness" in the trust-building process to analyze the effect of cultural and religious background in bridging the dialogue.

Abstract:: Nearly 20 years after U.S. forces overturned Taliban rule in Afghanistan, the fundamentalist Islamist movement is back in power. This follows the U.S. troop withdrawal in summer 2021 and a failed peace agreement between the United States and the Taliban that was concluded during the Trump administration. The U.S. government must continue to monitor terrorism threats emanating from Afghanistan and work with like-minded nations to protect Afghan civil society, especially women and girls. While competing with China may be America’s number one foreign policy priority, managing terrorism threats and protecting women’s rights in Afghanistan also demands continued U.S. attention and resources. First and foremost, the United States and other international donors must help Afghanistan avoid a humanitarian disaster and ensure average Afghans can meet their basic needs for food, shelter, and access to healthcare. While the United Nations and international humanitarian organizations are finding ways to get cash into the system without funneling it through the Taliban, there is a need to identify a more reliable and sustainable solution to Afghanistan’s liquidity crisis. However, releasing to the Taliban without conditions the nearly $7 billion in Afghan foreign reserves that Washington froze following the Taliban takeover of the country is not the answer. The Biden administration must avoid giving these assets to the Taliban interim government, which comprises mostly individuals who have been sanctioned for their involvement in terrorism.

Abstract:: At a time when power dynamics in the Middle East region are in flux due to the shifting circumstances of the Islamic State, the drawdown of U.S. troops in the region, and the intensification of Iranian-backed attacks on U.S. and Saudi Arabian targets in the region, an historical look at the support Iran and Lebanese Hezbollah (LH) provided to proxies during the Syrian civil war may yield insights into Iran’s past and present playbook not only in Syria but potentially other contexts. The civil war in Syria was a unique catalyst that intensified Iranian economic, political, and religious activity in the country, which was ongoing since the 1980s. During the conflict, Iran demonstrated the ability to exert influence tactically while also building a religious and social support base in Syrian society. Iran achieved these goals, in part, through raising and supporting various non-state militant groups in Syria. Drawing on open sources and interviews with subject matter experts, this report investigates the nature of Iranian and LH support to proxies operating in Syria from 2011 to 2019. While the nature of Iran’s proxy network is dynamic, it is useful to investigate the network at its peak years to understand existing and potential future structures and capabilities for Iranian external operations. This report investigates support from Iranian actors—inclusive of the IRGC and its various components, notably the Quds Force (IRGC-QF), as well as the Iranian government more generally—and LH through the lens of kinetic (e.g., joint attacks between the militias and Iranian actors and/or LH, personnel placed with militias, and training and weapons provided to militias) and non-kinetic assistance (e.g., funding, logistical support, recruitment and social service assistance, and meetings between Iranian actors and/or LH and militias). Looking at these two categories of support provides a more holistic snapshot of Iranian influence and capacity-building with proxies in Syria. The report’s findings indicate a pattern of support on the part of Iran and LH that potentially indicates a phased rollout of battlefield-related supports to be replaced with longer-term societal entrenchment efforts. Furthermore, Iran and LH share a division of labor between Iranian actors and LH for kinetic supports, but not non-kinetic ones. Specifically, this report found training, weapons provisions, funding, and joint attacks among the most common supports provided by Iran and LH. Finally, of all Iranian actors, this report found the IRGC to be the most prolific supporter to proxies operating in Syria.

Abstract:: The paper aims to define the psychological foundations of lone wolf activism. The analysis that facilitated attaining this goal was based on the Nietzschean concept of resentment theory of compensatory revaluating values that explain the relationships between inferiority and fundamentalism, fanaticism, and ideologically motivated violence. Based on a phenomenological examination of the phenomenon, the author demonstrates that lone wolf activism is founded on two psychologically and sociologically determined successive processes. The first one occurs when a sense of personal inferiority becomes the source of an envy-based hostile attitude toward the world. Later on, this feeling, due to personality defence mechanisms, which bring about the falsification of “primary desires” and the generation of “secondary desires”, transforms into fundamentalism. The second process takes place when, as the result of fundamentalist legitimisation that arise on the level of social rivalry, given fundamentalism is destituted, resulting in fanaticism. The author believes that the knowledge of both processes is necessary to recognise and combat the terrorist activity of lone ideologically motivated individuals.

Abstract:: The paper refers to the evolution of methods, new technologies, and devices in security control processes in light of civil aviation requirements, procedures, and increased flow of passengers. The research problem has been defined as follows: How shall the international airport security controls function in the context of regulatory and operational conditions and current and future threats? In reference to the problem, the research hypothesis was defined as follows: Security control in civil aviation consists of screening persons and detecting prohibited articles and mainly depends on the professional competence of security staff and the proper selection and maintenance of electronic assistive devices. Professional competences refer to personnel’s knowledge, experience, qualification, monitoring, operational supervision, and quality control as part of their tasks. The development of new technologies requires the appropriate selection, commensurate with risk analysis, of electronic assistive devices, including equipment, methods, technical means, and their maintenance in a proper technical condition. The paper presents the results of empirical research conducted amongst experienced aviation security forums. Because of its complexity and unpredictability, this problem still leaves a wide margin for improvement and efficiency. The following research methods were used to solve the research problem: theoretical methods and empirical methods: diagnostic survey and expert interview.

Abstract:: A probe of the group’s commercial activities can yield insights on its Latin American operations, which in recent years have touched not only Colombia but also Peru, Chile, and Bolivia. Research on Hezbollah in Latin America has tended to focus on Venezuela and the Tri-Border Area, covering Argentina, Paraguay, and Brazil, but recent events show that less noted countries deserve attention too. In 2014, for example, Peruvian police arrested a Hezbollah operative in Lima’s Surquillo district for planning a terrorist operation, and security services in the region also evidently disrupted a Hezbollah terrorist plot targeting innocent civilians in Chile. In 2017, Bolivian authorities identified a Hezbollah-affiliated warehouse and seized enough explosive precursor material to produce a two-and-a-half-ton bomb. Then, in fall 2021 in Colombia, local reporting indicated that Hezbollah was planning to assassinate an Israeli national as part of a broader operation that also targeted Americans, reportedly to avenge the January 2020 killing of Iran’s Qods Force commander Qasem Soleimani. In this incisive Policy Note, researcher Aurora Ortega demonstrates how enhanced scrutiny of Hezbollah’s commercial ventures could provide insight into the group’s operations and potentially disrupt its infrastructure in the Western Hemisphere. As part of its bid to end Middle East “forever wars,” the United States has employed a “by, with, and through” (BWT) doctrine for fighting jihadist adversaries. Such operations rely on local partner forces to assume the bulk of the hard ground combat, sometimes with U.S. accompaniment, while American advisors provide support through training, intelligence, heavy air and artillery assets, equipment, funding, and logistics. BWT missions have seen success over the past two decades in theaters such as Iraq (with the Counter Terrorism Service), Syria (with the Syrian Democratic Forces), and Somalia (with the Danab Brigade). But they do not succeed on their own and must be guided by several principles, including a serious U.S. commitment, alignment of American and partner interests, and strong interpersonal relations between advisors and local actors. In this tightly argued Policy Note, military analyst Ido Levy emphasizes the particular success of U.S.-created special forces in missions against jihadist forces. But he cautions that BWT efforts cannot thrive without some U.S. ground presence and, as occurred in Afghanistan, would likely fail amid an outright American withdrawal.

Abstract:: As a key UN vote approaches, Washington should push Turkey to help promote a diverse, balanced economy in HTS-controlled northwest Syria. On July 10, a United Nations vote will decide the future of the cross-border aid mechanism for northwest Syria, an area run by the jihadist group Hayat Tahrir al-Sham (HTS). The mechanism—which facilitates aid to northwest Syria via Turkey without having to go through Damascus—faces the prospect of nonrenewal for the first time since it was created in 2014, as a consequence of the Russian invasion of Ukraine. A failure to renew the mechanism would exacerbate an already daunting humanitarian situation in northwest Syria, where some three-fourths of the population consists of internally displaced persons (IDPs). While aid will likely continue on a far more limited basis if Russia vetoes the mechanism, from a U.S. perspective a more self-reliant HTS-run territory requiring less international assistance would actually be far preferable to a situation in which aid renewal remains subject to periodic dramas. Over the past roughly six years, HTS has transformed itself from an al-Qaeda branch into something resembling a typical regional state governing body, with the group engaging in human rights violations and embracing inflammatory rhetoric. To begin with, it has focused increasingly on developing local institutions and the economy. The group’s strides in governance have been facilitated, in part, by the March 2020 Turkey-Russia ceasefire agreement, which more or less froze the conflict line. Since then, HTS leader Abu Muhammad al-Jawlani has reiterated the value he places on self-sufficiency and constructing a new polity and society that does not rely on outside help. If HTS and its civilian-led Syrian Salvation Government (SSG) actually followed through on Jawlani’s ideas, locals could find other avenues to support themselves. Yet one must acknowledge at this point that HTS has not matched its lofty rhetoric with efforts to develop indigenous capabilities. Instead, it has worked hard to monopolize economic power.

Abstract:: The protracted post-election process has been a step backward for Iraqi democracy, so Washington will need to closely monitor the new leadership’s actions and hold Baghdad to measurable benchmarks. Iraq’s stalled government formation process finally lurched forward on October 17, with new president Abdul Latif Rashid taking office more than a year after the 2021 election. Incoming prime minister Mohammed Shia al-Sudani will now try to ratify his cabinet during a parliamentary session on October 22. If he succeeds as expected, Baghdad will finally close perhaps its most troubled electoral cycle yet—a chapter in which a clear popular vote nearly failed to produce a peaceful transition of power, and the losing factions spurred the biggest winner to abandon parliament through corrupt judicial rulings. Under these sad circumstances, the U.S. government and its partners need to quietly but insistently push for early, inclusive elections to restore legitimacy to the democratic process. Simultaneously, all of Iraq’s friends must watch the new government like a hawk to ensure that militias and corrupt politicians do not attempt to purge technocrats, conduct witch hunts against Western-leaning officials, cover up past graft, or initiate a new wave of “asset-stripping” via state institutions. After many false alarms, the survival of Iraq’s close relationship with the West is truly at stake right now, and only firm expectation-setting can ensure that the partnership continues.

The party at the centre has used social media, especially for two reasons; firstly, the BJP leveraged social media to promote the image of India as a “responsible sovereign” at the global level during the COVID-19 pandemic. The Indian government, under the leadership of Narendra Modi, has exported drugs and medicines to different countries during the first wave of the COVID-19 pandemic. The party has extensively used social media platforms, especially Twitter, to engage with global leaders during the pandemic. Secondly, the party and its right-wing supporters have used social media to highlight the achievements of Modi’s government at the domestic level. The ruling party has used a “free vaccination campaign” for its political gains, and Narendra Modi was portrayed as the “savior” of the Indian people during the pandemic. The BJP and its supporters have also employed social media to target Muslim minorities during the pandemic. This paper also discusses the opposition parties' use of social media, especially Congress, during the pandemic phase in India. The opposition parties have mainly used social media to target and expose the weaknesses of Modi’s government in handling the pandemic in India. This paper analyses the different themes, such as the ruling party’s use of social media to promote its image both at the global and at domestic level, targeting of Muslims for spreading coronavirus, role of opposition parties, internal disputes, international status-seeking, and vaccine diplomacy. To fulfill the requirements of this study, both primary and secondary data collection methods were used.

Abstract:: The widespread suffering caused by terrorism has been discussed at length in the media. Unfortunately, there is a relative paucity of empirical research on the nature and causes of terrorism. The present study examines the issue of terrorism quite modestly, but nonetheless significantly. It finds the root cause that generates numerous other causes which increase the incidence of terrorism. This study is unique in terms of its step-by-step implementation of analysis. In the first phase, the study applies thematic analysis and reveals the general causes of terrorism. In the second phase scrutiny of general causes is done to find the root cause of terrorism and finally, multinomial logistic regression is applied to ensure consistency between the results. Multinomial logistic regression reveals that coefficients of all interaction terms are significant, indicating that the effect of religion, geographic location, international players, and communications technology on terrorism depends on legislation and its strategic implementation. Like Ukraine, Pakistan is geographically significant for international players with respect to the containment of China and trade. Weak legislation in Pakistan facilitates international players not only to change the regime of the country but also to create terror groups that misuse religious schools. This study suggests that legislation must be implemented gradually through strategies; otherwise, policy implementation may have an adverse impact. Legislation helps to protect a country from terrorism in two ways. Firstly, it reduces the likelihood of terrorism entering, and secondly, it helps to combat existing terrorism. Based on the findings, this study also recommends counterterrorism, security officials have to work covertly in the media and other sectors which can impact the severity of terrorism in the country; this entails adopting mimicking factors. We expect that the present study will contribute to social and political improvements and have beneficial effects on the economy.

The contentious debate has generated and actively sustained a number of competing theories and convictions. Amidst all this, the already convoluted concept of terrorism has become all the more peculiar. Abstract:: The WCAPS Pipeline Fellowship Program provides an opportunity for college and university students, as well as young adults and early career professionals, to develop a broad understanding of the different dimensions of peace, security, and foreign policy through engagement with WCAPS members, to include young, mid-career and senior level women and men. Oftentimes, the WCAPS Pipeline Fellowship program serves as an introduction to these career paths for young women of color and allows them to seamlessly integrate into the WCAPS community and beyond, thus creating the pipeline we aimed for. The program started locally in Washington D.C. and has since expanded to include participants from across the globe. This most recent cohort had participants from four continents. This dynamic group of women learned about a variety of topics to include Redefining National Security (RNS), emotional intelligence, Women Peace and Security (WPS), and international law as it relates to peacebuilding. WCAPS is very proud to present the policy papers these young women wrote, following months of rigorous research, coordination, and collaboration.

Abstract:: In the afternoon of 1 August, Joe Biden gave a speech from the White House confirming the killing of Al-Qaeda leader, Ayman al-Zawahiri, in Afghanistan. According to senior sources from the administration, Zawahiri was killed by “a precise tailored airstrike” conducted at around 06:30 am local time in the Sherpur neighbourhood of Kabul.[1] The strike was carried out via two Hellfire missiles (allegedly, two R9X missiles) fired from a drone.[2] The area in which the attack was carried out is particularly significant: the Sherpur neighbourhood is located in a deeply protected area of the capital, in which many Taliban leaders now live. Al-Zawahiri was reportedly killed in the house owned by a top aide to senior Taliban leader, Sirajuddin Haqqani.[3]

Abstract:: The goal of this paper is to analyse challenges related to protecting Polish critical infrastructure (CI) against air threats, such as UAVs, as a case study in a wider discussion on protection of critical infrastructure worldwide. The Polish legal definition of critical infrastructure and laws regarding the protection of such facilities are explained in the article in order to provide context. A review of scientific literature and open-source analysis of known air attacks on CI and the capabilities of air platforms are also included, with special attention being paid to unmanned systems. The threats themselves have been divided into two groups of scenarios: peacetime threats and crisis situations that have hybrid wartime scenarios. Depending on the scenario, the different capabilities of actors must be taken into account. Peacetime air threats include the use of commercially available drones. Those devices have limited capabilities, in terms of weaponisation, due to the limited weight of their cargo and the flight range. More advanced devices, including custom–built drones and military systems, can be supplied and used by state actors. Therefore, there are different requirements regarding protection systems. In peacetime, anti-drone systems are certainly recommended due to their capabilities and safety of use for bystanders. In more dangerous scenarios, typical military systems, including Very Short-Range Air Defence, Short-Range Air Defence and Medium Range Air Defence systems have to be employed or dedicated kinetic counter-drone systems deployed.

Abstract:: This paper considers terrorism as potentially ‘intelligent’, as a threat capable of abusing the critical infrastructures of societies and the related methods for knowledge production. Respectively, it sees critical infrastructures as attractive mediums for terrorist influence. The paper describes the contrast between the logic of providing security and certainty for critical infrastructures and the threat of terrorism, which is evolving in terms of its systemic capacities and intelligence. The way security is provided within critical infrastructures and the way intelligent terrorism could operate seem to separate from each other, thereby creating vulnerability. The paper seeks to enhance the conceptual understanding of this question by describing and closing the gap created by the intellectual separation. By doing so, the article will shed light on the conceptual dimension of the (in)security that has gone unnoticed in the interface between critical infrastructures and terrorism. It outlines the aforementioned dilemma and provides conceptual understanding that makes it easier to grasp and communicate further. The paper shows that the intellectual separation has weakened the possibilities for theoretically understanding and practically recognising terrorism as a phenomenon that is becoming systemically more conscious, more intelligent and potentially increasingly capable in a form of violence that exploits the basic structures of societies and the related knowledge methods for its own purposes. As a conclusion, the paper stresses the importance of profoundly critical tools. Such tools are often perceived as being undesirable or even counter-productive in figuring out the mechanism through the very means utilised in providing for security.

Abstract:: Non-state actors have always been interested in obtaining and mastering innovative weapons. According to “lethal empowerment theory”, new technologies will be rapidly adopted and adapted by violent non-state actors when they are accessible, cheap, simple to use, transportable, concealable, and effective. Terrorists are interested in weapons that are useful in a wide range of contexts – “that magnify effects, are symbolically resonant and can be given to unexpected uses.” It is thus important to be vigilant in analysing how actors will leverage and innovate new technologies for malicious purposes, in order to confront the “unknown unknowns” and not repeat the mistakes based on a “failure of imagination”, as highlighted in the 9/11 Commission Report.

Abstract:: Terrorism has been used as a form of combat for centuries. Over the years, the tools used by terrorists have evolved. While attacks with cold weapons still take place, nowadays terrorists also use explosives, machine guns, guided missiles and increasingly often drones. The present growth of the arms market has led to terrorist groups being heavily militarized, as they can successfully acquire modern weapons and subsequently use them in their attacks. This state of affairs has directly affected the security of states and societies, and subsequently became a principal subject of discussion on international security forums. Contemporary global terrorist threats also harness artificial intelligence that supports weaponized robots, missiles, as well as clusters of killer drones. This narrative arose a few years ago, indicating that terrorists may have a vastly greater array of options at their disposal because they may cooperate with some states that would back them up. The chance for terrorist organisations to gain access to artificial intelligence technologies only increased due to the global competition surrounding it. Due to this potential spreading, terrorists will have a chance to operate weapons supported by AI. These events then merge into a deeply concerning scenario which conceivably may have to be confronted. The threat of terrorist organisations possessing and using swarms of drones does not seem to be very distant.

Abstract:: The first decade of the twenty-first century had, very spontaneously, associated right-wing terrorism mostly with Islamic extremist terrorism. However, events from the second decade of the same century seem to provide a deviation in such a narrative. This is mostly due to the rise in crimes committed by far-right groups that are not Islamist (Blackbourn et al, 2019). Scholars have drawn in particular on the work of Ehud Sprinzak, who describes right-wing terrorism as a particular form of terrorism that is distinctly characterized by split delegitimization. These terrorist groups lead off by developing antagonism and conducting acts of violence against groups that they deem to be ‘illegitimate’ - groups that do not belong to their milieu of humanity. Violent confrontations and threatening the state are secondary; however, once assured that the government in power is being negligent in fulfilling the demands of the ‘legitimate’, they begin to reject the government and flout the laws. They, thus function on a dual process of delegitimization that first delegitimizes the unaccepted aggregate and later delegitimizes the government.

Abstract:: Kidnapping in Nigeria is not a new phenomenon but has assumed an alarming dimension in recent times. Acts of kidnapping are increasingly perpetrated by different criminal elements, such as militias, gangs, ritualists, and terrorists, among others, for a variety of reasons. However, the increased frequency, geographical spread, and operational sophistication of kidnapping for ransom (K4R) is a major source of concern for individuals, organisations, the diplomatic community, and, indeed, the Nigerian Government. Much of the concern is about the safety of the victims as well as the cost of this expanding criminal enterprise. For instance, Nigeria’s main geopolitical intelligence platform, SBM Intelligence, estimated that between 2011 and 2020, Nigerians paid at least US$18.34 million (₦7 billion) in ransoms to kidnappers.[1] In the first half of 2021, 2 371 people were kidnapped and the sum of about US$23.84 million (N10 billion) was demanded in ransoms in Nigeria.[2] The targets are as diverse as the actors who benefit from and the factors that underpin the upsurge in K4R. Expatriates, businesspeople, schoolchildren, women, politicians, government officials, diplomats, and traditional rulers, among others, are increasingly being targeted by criminal gangs.[3] The wanton predation on schoolchildren through mass abduction by armed groups that are ideologically or economically motivated is the latest worrisome trend in the pattern of criminal victimisation in Nigeria. This article examines the trajectory of the mass abduction of schoolchildren in northern Nigeria, highlighting the drivers of mass abduction and evaluating emerging responses by the government.

Abstract:: In the post-Ba’athist era, stability and national security remain the two key goals. Iraq has suffered from many extremist terrorist groups on several separate stages from 2003 to 2017. The most threatening terrorist group was ISIS (the Islamic State of Iraq and the Levant), which has enormous impacts on Iraqi society, given the vast geographical areas that it controlled, and the dangers, crimes and violations suffered by the Iraqi people with all its components. The main aim of this study is to determine the impacts of ISIS on Iraqi national security. The study relied on Content Analysis Method to analyze the collected data and achieve its aims. Also, the primary research question is about the impact of ISIS on Iraq’s national security from 2014 to 2017. Correspondingly, an international coalition of more than a hundred countries was formed to stop the rapid expansion of ISIS. The number of victims who lost their lives and were affected at the psychological and humanitarian levels was explained in this study. According to the research results, ISIS was seeking long-term goals. The most important was the preparation for disseminating this new extremist ideology. The intelligence and the exploitation of poverty, ignorance, and political conflicts that ISIS used aimed to implant the extremist mentality in the most significant number of attention.

90. Rethinking Military Responses to Terrorism and Insurgency in Nigeria

Abstract:: Since 2003, terrorist insurgency in Nigeria has occasioned complex security and humanitarian crises, especially in the northeast region of the country. Boko Haram, a radical Islamist group from the region, has killed over 30,000 people and caused the displacement of more than 3 million others within the Lake Chad Basin region. Military responses by the Nigerian state and in collaboration with multilateral security agencies have achieved limited success. This paper not only questions the adequacy of military responses to terrorism, as a standalone approach, but it also advances the argument in the extant literature on the obsolescence of excessive militarization of counterterrorism operations as a security management strategy. It suggests the adoption of a more comprehensive and broad-based strategic approach. This is predicated on the limitations of purely military operations in counterterrorism, noting that military responses alone are structurally not designed to deal with the fundamental root causes of terrorism. In this regard, the paper advocates for a combination of military and other non-military counterterrorism approaches that seek to address the fundamental factors that give rise to terrorism.

Abstract:: The changing narratives and operations of al-Qaeda and its Pakistani ally, Tehreek-e-Taliban Pakistan (TTP), in recent years indicate that the anti-state jihadist war in Pakistan will not end with a U.S. withdrawal from Afghanistan in 2021 or thereafter (The News, March 1). Recent speeches by the TTP emir, Mufti Noor Wali Mehsud, to a coalition of senior TTP commanders on the future goals of the war in Pakistan is not the only piece of evidence signifying that this war will continue (Umar Media, August 18, 2020; Umar Media, December 15, 2020). Rather, history also shows this war still has a long way to go. Pakistani Islamists are widely believed to have originally supported al-Qaeda’s war against the Pakistani state due to post-9/11 changes in Pakistan’s foreign policy, which supported the U.S.-led invasion of Afghanistan that expelled the Taliban regime from Kabul. However, the anti-state jihadist war in Pakistan is deeply rooted in the pre-9/11 complexities of Pakistani politics, which culminated in Islamists enabling al-Qaeda operations within Pakistan immediately after 9/11. The war against the Pakistani government is so deeply entrenched that it will remain a challenge for the country even if the widely accepted jihad against the U.S. “infidel occupier” in Afghanistan and its allies, including Pakistan, is no longer a factor.

The $150 million portfolio, which attracted key players of the Turkish defense technological and industrial base, such as Turkish Aerospace Industries (TUSAS) and British Motor Corporation (BMC), will mean more than only defense revenues for Turkey (TRT Haber, December 24, 2020). It will additionally mark Turkish weaponry’s entrance into the Tunisian market against the backdrop of Ankara’s geopolitical quests in North Africa, which has become a geopolitical flashpoint encompassing various forms of militancy, transnational terrorism, and proxy warfare.

Abstract:: On December 7, 2020, following speculation in the news, the Philippines President Rodrigo Duterte finally announced that the government would not offer a holiday ceasefire—as is tradition for this time of year—to the New People’s Army (NPA), the armed wing of the Communist Party of the Philippines (CPP). Abstract:: On December 11, 2020, around 300 male students were kidnapped from a Kankara, Katsina State school in northwestern Nigeria (TheCable, December 13, 2020). The attack was inconsistent with typical northwestern Nigeria banditry operations involving smaller-scale kidnapping and extortion, pillaging, and assassination of local political enemies that have escalated in northwestern Nigerian in recent years. The attack was, however, consistent with the past activities of the Boko Haram faction led by Abubakar Shekau. Shekau’s faction is responsible for the mass killing of male students in their dormitories in 2013 and the Chibok kidnapping of more than 200 female students in Borno State, northeastern Nigeria in 2014. Furthermore, the Kankara kidnapping reflected Boko Haram’s “affiliate system” because the attack was conducted by Boko Haram’s northwestern Nigerian “affiliate” in the Katsina-Niger-Zamfara state axis, which is comprised primarily of bandits (“Niger” refers to Niger State, Nigeria, not the Republic of Niger).

Abstract:: Fletcher Security Review (FSR): Thank you for joining FSR today. To begin, what challenges do you believe countries or security practitioners will face in preventing terrorism or countering violent terrorism in a postCOVID-19 world? Raffaelo Pantucci (RP): There are going to be a lot of challenges. The difficulty with trying to make judgments about what is going to happen in a post-COVID world is that we are not in the post-COVID world yet. We are still in the midst of the pandemic, so a lot of this work and assumptions that we look into are based on assessments of what we think could happen. I think a number of things will happen. First, I think we are going to see real pressure on security forces’ resources. On the one hand, kinetic security forces—police and intelligence services—probably will not suffer too much. But the real dilemma will come with some of the upstream funding. Money is being used to try to stop people from being drawn to violent groups in the first place. Countering violent extremism projects will face immense challenges since it is very hard to understand and make direct causal links between the issues the programs are addressing and the ultimate threats. We are going to see a push on budgets and that will result in cuts for security forces. These will have an impact in different ways in different places. Unfortunately, terrorist threats are global. You can have a good grip on your threat matrix, but it has links across borders which are beyond your control. This creates a potential risk if a country you are connected to does not have a grip on their security and are under the same sort of budgetary pressures, then it is possible you will see a negative knockon effect.

98. Reputation Building as a Strategy for Terror Group Survival

Abstract:: In this paper I investigate terror groups' survival. The fate of terrorists hinges heavily on the power the terror group derives from its reputation. The reputation, which depends on policies and actions the group takes within their constituency, determines the degree to which each group can find recruits, resources, and support for its cause. I contend that terror groups investing on positive or negative reputation within their constituency— the people they claim to represent==are likely to survive longer. Yet, I argue, building a positive reputation has a greater impact on a group’s staying power given that this attracts loyal and committed supporters. Conversely, groups with no clearly defined reputation-building policies undergo an organizational change. I find support for my expectations by testing my arguments over all domestic terror groups active between 1980 and 2011 using the RTG and GTD databases. The findings reveal that once a terrorist group is formed, it is exceedingly difficult to obliterate it so long as it follows a clear reputational strategy to achieve their goals.

99. PTSS Virtual Global Alumni Community of Interest Workshop: The Impact of the COVID–19 Pandemic on Terrorism and Counterterrorism

Abstract:: This paper presents the findings of a George C. Marshall European Center for Security Studies (GCMC) Counterterrorism (CT) Virtual Global Alumni Community of Interest (COI) workshop held on January 20-21, 2021. The objectives of the workshop were as follows: Analyze the effect of the coronavirus pandemic on terrorism and CT nationally and internationally. Identify the extent to which the pandemic has created vulnerabilities that terrorists have been able to exploit to mount attacks and/or attract new recruits. Explore the extent to which the pandemic might make societies more vulnerable to terrorism and irregular warfare in the longer term and the reasons why this could happen. Formulate policy recommendations for the global counterterrorism community from the perspective of GCMC CT Alumni. The virtual workshop was structured around four panels, each with two alumni panelists with practical or academic expertise on the selected topics. GCMC CT faculty acted as panel moderators. The panels examined the impact of the pandemic on terrorist financing as well as terrorism and CT in the Middle East, the Americas, and the Sahel in Africa. Thirty selected global alumni took part in the workshop and raised additional questions and comments after the formal panel sessions. Initially, planning for the COI took place in spring 2020, when it was wrongly assumed that the worst of the pandemic would be over by 2021 and assessments of its impact would, therefore, be relatively conclusive. However, given the continued threat posed by COVID-19, with countries around the world still suffering from its impact, the assessments below must be regarded as interim. Therefore, the workshop made no specific policy recommendations. Marshall Center CT faculty members, along with their colleagues at the Daniel K. Inouye Asia–Pacific Center for Security Studies (APCSS), have researched the impact of the pandemic on terrorism since March 2020.1 The COI followed a survey of alumni on the impact of the pandemic on terrorism and CT conducted in October 2020.2 Over four hundred military and civilian counterterrorism practitioners responded to the survey from Europe, North and South America, Africa, the Middle East, and South Asia. Unsurprisingly, many of the conclusions from the recent workshop are similar to impact statements in the earlier survey.

100. Pakistan Security Report 2020

Abstract:: The year 2020 sustained the declining trend in the incidence of terrorist violence in Pakistan that has been ongoing since 2014. The statistics provided by Pakistan Security Report 2020 indicated a 36 percent decrease in the number of terrorist attacks this year, as compared to 2019; the number of people killed in these attacks also plummeted by 38 percent. However, these plummeting numbers do not suggest, in any way, that the threat of terrorism has been completely eliminated. While multiple factors have contributed, including continuous operational and surveillance campaigns by security forces, and some counter-extremism actions taken under the National Action Plan (NAP), in reducing terrorist violence at the tactical and operational levels, but the militant and sectarian groups have been becoming active again of late. Secondly, the underlying factors of religious extremism and persecution persist in the country, which could feed into terrorist violence and/or faith-based violence by individuals and mobs. While the incidence and level of terrorist violence can be measured, it is very hard to measure extremism and extremist trends in a society. Therefore, a reduction in terrorist violence should not be taken as a measure of a reduction in extremism.
