2. Employment policy in Mainland Tanzania: what’s in it for women?

- Tanzania has experienced relatively strong and stable economic growth accompanied by social stability over the past two decades. The country is also pursuing an ambitious development plan with significant employment objectives. For development to be fully inclusive, specific attention must be paid to the gendered dimensions of employment policy, in terms of both design and outcomes. This constitutes a key challenge in Tanzania, where women and femaleheaded households are constrained by lower levels of education and social capital, deeper levels of poverty, and limited access to assets—while also being impacted disproportionately by the economic implications of the COVID-19 pandemic. This paper interrogates Tanzania’s employment policies from a gender perspective by adopting a functional approach. We examine policies with (1) a labour market entry-facilitating function, (2) an enterprise- and productivityenhancing function, and (3) a job quality-enhancing function, through their effects on workingage women’s employment in the 2000s. We also discuss the extent to which women’s employment is considered in the broader development approach and social policy model in the country. The analysis draws on a desktop-based scoping review of diverse sources of evidence. The paper shows that several progressive policies have been introduced in the areas of financial services, labour market regulations, and entrepreneurship support, and women’s labour market position has slightly improved in the new millennium. However, women remain at the margins of the broader development strategy, and much needs to be done to enhance women’s access to assets, skills training, and better-quality employment. Further gender-responsive social policy investments would facilitate this process.

3. Exploring social policy trajectories in Mainland Tanzania: Driving for gender-inclusive development?

- In July 2020, the United Republic of Tanzania gained the status of a lower-middleincome country. This came after two decades of significant social policy reforms and transformations in the country’s economic structures. This paper explores social policy trajectories in Mainland Tanzania with a gender lens, to better understand the contributions of these developments to inclusive development. More precisely, we examine past and current policy developments across the areas of health policy, social protection, and employment policy, and the level, reach, and quality of government social policy delivery to working-age women. The paper draws on a scoping review of diverse secondary materials, including academic publications, government policy documents, relevant statistics, and other types of literature. The findings indicate that despite significant advancements in the legal frameworks and increasingly gender-responsive government policy plans, Tanzanian social policy delivery remains two-tiered, with differences in provisions for women in the formal and informal sectors. Additionally, women continue to be largely overlooked in the broader industrialization and development strategy, which hinders the achievement of inclusive development in Tanzania.

4. Stolen decades: the unfulfilled expectations of the Belarusian economic miracle

- The case of the Belarusian economy has puzzled many academic scholars for years. Belarus has often been referred to as a transition outlier, given its relatively fast recovery in 1996 and spectacular growth prior to the global financial crisis without much transformation of its economy. Three decades after gaining its independence, the state control of the economy still remains considerably high. Subsidized financing of state-owned enterprises allowed to preserve production capabilities over the first decade, to achieve some productivity gains in the late 1990s–early 2000s, and to avoid social destabilization. However, with a delay in structural reforms, this economic model, also heavily dependent on the Russian subsidies and foreign debt, has become fatigue, driving the economy into stagnation in the 2010s. The Covid-19 pandemic, the 2020 post-presidential political crisis and Russia’s war in Ukraine in 2022 put further strains on the economy, calling for change. This working paper gives an overview of the Belarusian economic developments before the presidential elections to have a better understanding of how various rigidities of the Belarusian economic model have amplified the detrimental effect of the political unrest for the economy and the Belarusian society overall, and discusses the anticrisis and mid-term economic reforms Belarus will have to undergo.

- The article attempts to analyse and define the specific features of the iGeneration (Z) and Generation Alpha in Ukraine in the context of the political processes and the war taking place in Ukrainian society. The article discusses the generation issues, taking into account the characteristics of the iGeneration (Z) and Generation Alpha. Assuming that a generation is an identifiable group of people who share a similar time of birth and significant events at critical stages of development, the article presents an original approach to determining the specific features of the iGeneration (Z) and Generation Alpha in Ukraine. The Orange Revolution (2004), the Revolution of Dignity (2014) and the hybrid war (2014-2022) and Russian-Ukrainian war (from 24.02.2022) had a significant impact on the formation of the iGeneration (Z) and Generation Alpha in Ukraine.

6. Digitalisation of Poland's post-COVID economy – how to make the best use of the EU Recovery Fund?

- In this report, we show that the level of digitalisation of the Polish economy as a whole is behind European benchmarks and that it is insufficient. This has two dimensions – one is the overall low digital literacy of Polish society and the low demand for digital services, while the other is the insufficient digitalisation of business activities which stems from inefficient programmes and incentives in this respect. These dimensions overlap – human capital deficiencies reduce the benefits from digitalisation efforts on the part of enterprises while digitalisation itself is performed in an inefficient way. We analyse digitisation in several sectoral dimensions to understand the challenges facing specific segments of the Polish economy. We show that the deficiencies in digitalisation are uneven: small firms are lagging behind large firms, while manufacturing firms use existing digital solutions in inefficient ways, lacking integration and strategic vision. Given the existing empirical evidence, improvements in these areas can positively contribute to the costs of running a business and to the way a business is organised as well as improve the allocative efficiency. Improving the degree of the use of digital technology in manufacturing can contribute to maintaining the cost-competitiveness of the sector while digital process innovations can shift it towards non-price competitiveness. Improvements in the digitisation (and digitalisation) of the services sector will help with consumer outreach and facilitate entering foreign markets, in particular for small firms. Last but not least, in light of the identified list of needed improvements, we comment on the potential use of the EU Recovery Fund which was agreed in July 2020 to mitigate the social and economic damage of the COVID-19 pandemic in EU MS. Thanks to this earmarked budget, the European Commission (EC) will be able to borrow EUR 750 billion from capital markets and redistribute it among MS as grants and loans between 2021 and 2027.

- We are pleased to present the report on circular migration flows between Belarus and Poland, Slovakia, and the Czech Republic. It is the product of a fruitful collaboration between four research institutions – Warsaw-based CASE – Center for Social and Economic Research, CASE Belarus, the Institute for Politics and Society (Czech Republic), and the Institute of Economic Research, SAS (Slovakia). The partners teamed up to implement the project “CIRCMIGR: Improving circular migration between Belarus and Poland, Slovakia, and Czechia”. Additionally, Youth Labour Rights, an NGO based in Belarus, was responsible for launching and maintaining a website addressed to Belarusians interested in working in Poland, Slovakia, or the Czech Republic. The implementation of this project was possible thanks to co-financing from the governments of Czechia, Hungary, Poland, and Slovakia through Visegrad Grants from the International Visegrad Fund. The report examines the social and economic drivers and impact of circular migration between Belarus and Poland, Slovakia, and the Czech Republic. The core question the authors sought to address was how managing circular migration could, in the long term, help to optimise labour resources in both the country of origin and the destination countries. In the pages that follow, the authors of the report present the current and forecasted labour market and demographic situation in their respective countries as well as the dynamics and characteristics of short-term labour migration flows between Belarus and Poland, Slovakia, and the Czech Republic, concentrating on the period since 2010. They also outline and discuss related policy responses and evaluate prospects for cooperation on circular migration. Circular migration flows between the countries examined in the report were affected by two events that occurred in 2020. The first was the COVID-19 pandemic. The worldwide spread of the coronavirus caused three major shocks – to public health systems, to states’ economies, and to the global financial system. The pandemic also temporarily closed borders and essentially stopped international migration. These measures, together with the border restrictions and lockdown measures which followed the onset of the COVID-19 pandemic, have affected circular migration flows between Belarus and Poland, Slovakia, and the Czech Republic as well. Surprisingly, in the case of Poland, however, this influence was limited in time and related only to the first months of the pandemic (March-April 2020). In fact, 2020 was the sixth consecutive year since 2014 during which the number of documents issued to Belarusian nationals as part of the simplified system of employing foreign nationals in Poland increased. Longer-term effects of the COVID-19 pandemic on circular migration patterns and related policies are yet to be seen, but preliminary observations are presented in the respective chapters. The second event that occurred in 2020 which affected circular migration flows between Belarus and Poland, Slovakia, and the Czech Republic was the Belarusian presidential election held in August. The announcement of the official results, according to which Alexander Lukashenko could commence his sixth term in office as the president of Belarus, provoked political demonstrations and mass anti-government protests across the country. As a result, officially due to the COVID-19 pandemic, the Belarusian government closed land border crossings for people wishing to leave the country from 21 December 2020 until further notice. This issue, as it is rather recent and thus difficult to evaluate fully, is just signalled in the report. The report is divided into five main parts. It starts with the executive summary, which discusses the concept of circular migration and synthesises the main findings of the country chapters. The country-specific section includes a chapter concentrated on Belarus, followed by chapters dedicated to the Visegrad Group countries under study – Poland, the Czech Republic, and Slovakia. Each country chapter ends with a set of recommendations addressed to policy makers. Notes on the contributors can be found at the end of the report.

8. Governance, Social Policy, and Political Economy: Trends in Norway’s Partner Countries

- In 2017–2018, NUPI (the Norwegian Institute of International Affairs) headed a project where political economy analyses were undertaken in eleven of Norway’s partner countries. These analyses were published as eleven separate reports. The reports focused on power relations and political developments in the partner countries, but they also analyzed the nature of governance. After the publication of the World Bank’s Worldwide Governance Indicators for 2019, the MFA approached NUPI and requested that we summarize the findings of this report for Norway’s eleven partner countries and assess these findings in light of the political economy analyses. We were also asked to investigate whether there were any connections between the nature and quality of governance on the one hand, and the nature of social policies and the human rights situation on the other. This report presents the findings of this assessment of the governance scores in the light of the above-mentioned political economy analyses. The report is structured as follows: Firstly, after briefly describing the governance indictors used by the World Bank, we summarize the eleven countries’ scores on the various governance indicators. Secondly, we assess the evolution of governance in the eleven countries, by comparing the scores in the 2019 report with those from 2011. Thirdly, we summarize the findings of the political economy analyses of the eleven countries and discuss how they fit with the governance scores. Finally, we present the eleven countries’ expenditure on social policies, as reported in the ILOs World Social Protection Report, and the human rights situation for the partner countries, and then describe how these findings relate to the governance scores.

9. A Revised European Semester under Centralised Management: the Risk of Overlooking Social Policy

- By adopting a €750 billion recovery plan, European leaders intend to avoid a repeat of the controversial management of the Eurozone crisis and the lack of public investment it engendered. The European Commission has set up a new coordination process to steer public investments and reforms foreseen by the national recovery plans, leaving the fully fledged European Semester aside for an indefinite period. In its current form, however, the management of the recovery package does not offer as many social guarantees as the former Semester did. To mitigate its weak social safeguards, the European Commission must strengthen the role of social affairs actors in its monitoring process. The present policy brief assesses past and present social developments in the framework of the European Semester, and the lessons to be learned from them. Although this paper focuses on the dynamics within the European Commission, it should be noted that similar tensions between social and economic affairs actors also arise within the Council.

10. Social Policy Programme “The Family 500+” – Assumptions, Results, and Costs of Functioning: Is It Worth?

- The unfavorable demographic situation and the falling number of births resulted in an increased interest among Polish politicians in introducing tools to social policy that would reverse this negative trend. Implemented to social policy by Prawo i Sprawiedliwość Party in 2016, the “Family 500+” benefit has become such a tool. According to the government’s intention, this financial aid for families with children aims to reverse the decline in the number of births observed for many years and reduce the scale of poverty among families with the most complex financial situation. After several years of the “Family 500+” Program in force, it is difficult to clearly define whether the goals were achieved and whether the expenses for financing the program were adequate to the results. The aim of the article is an attempt at the assessment of the functioning of the Family 500+ Programme. Both the statutory assumptions of the programme, the costs of its functioning, and its results so far were analyzed. The central part of the analysis covered the period 2016–2019.
