3151. Engaging with Fragile and Conflict-Affected States

Abstract:
The coherence and effectiveness of engagement with the world's 'fragile and conflict-affected states'—beyond ethical imperatives and geo-strategic considerations—turns on answers to two vexing questions. First, on what defensible basis is any given country, at any given historical moment, deemed to be (or not to be) 'fragile'? Second, if a defining characteristic of state fragility is low levels of capability to implement core responsibilities, how can international agencies best support domestic public organizations to acquire capability? The first issue may appear to be a methodological one (wherein more and better data would provide a firmer empirical foundation on which to base key decisions) but any determination, especially of marginal cases, must also be grounded in a correspondingly comprehensive theory of change. Similarly, the optimal response to the second issue may appear to be importing technical and rigorously verified ('best practice') solutions, but in fact it is more likely to require a qualitatively different strategy, one able to experiment with alternative design specifications and adapt in real time to changing contextual realities (thereby iterating towards customized 'best fit' solutions). To this end, an alternative approach to the theory, measurement and practice of engaging with fragile states is outlined, in the spirit of rising concerns across the development community that prevailing strategies have demonstrably reached the limits of their effectiveness.

3152. Yemen's National Dialogue

Abstract:
Facing popular protests, a secessionist movement in the south, a spiraling security crisis, and a deep fracturing of political factions, Yemen’s political elite acceded to the Gulf initiative in 2011, which established a caretaker transitional government. The agreement signed in Riyadh stipulated a two-year transitional period and created a National Dialogue Conference (NDC) as a forum to solve the country’s political problems. The results of the National Dialogue will form the basis for a new constitution, and Yemenis will then elect a new government to conclude the transitional period. The National Dialogue has concluded, but it is not clear whether it can really solve Yemen’s political problems. The two-year transitional period ended without a new constitution or elections—these will be held at some undetermined later date—and facts on the ground may be outpacing the deliberations of the political elite and their international backers. The government cannot prevent attacks on its oil pipelines or electrical grid; al-Qa`ida operates with almost impunity in the capital city Sana; the Houthi movement is expanding its area of control, recently taking the symbolically important towns of Huth in Amran and Dammaj in Sa`ada; and the south remains unsettled and far from accepting of any solutions proposed by the Sana elite. In February 2014 the committee created to “resolve” the issue of southern rebellion decided on a federal system of government composed of six regions. Yet most Yemenis do not know what federalism is, and what’s more, they don’t care. Deteriorating security and the rise of poverty have overwhelmed any interest most citizens might have in the details of the elite’s visions for the future of the country. Both Saudi Arabia and the United States, the most important foreign actors in Yemen and backers of the Gulf initiative, are focused on their own regional interests, sometimes to the detriment of Yemeni interests. The Saudis want to maintain their influence on the Yemeni government, fight Iranian influence, and control threats from Yemeni soil spilling over into Saudi Arabia. However, the Saudis recently expelled from the Kingdom hundreds of thousands of Yemeni workers, exacerbating Yemen’s desperate economic situation. The United States is focused on al-Qa`ida and Iran. The American drone campaign continues to wreak havoc, recently killing members of a wedding party in spite of President Obama’s new procedures to bring the targeted assassinations under the color of law, and the United States seems unable to relinquish its misperception that the Houthis in Sa`ada constitute a new Hezbollah. With such deep divisions in Yemen’s political body and in the competing regional agendas of Yemen’s foreign backers, Yemen’s prospects for a peaceful political settlement that will allow the country to stabilize and grow seem dim.

Abstract:
Contrary to what was previously thought, the Arab revolutions have not led to the democratization of the entire Southern Mediterranean region. In fact, the region is today more heterogeneous than before, with some countries heading towards democracy and others plunged into severe internal crisis. Old and new internal and external actors are also willing to gain influence and power amidst diverging conflicts of interests.

Abstract:
On the occasion of the Annual Summit of the Strategic Studies Network (Bangkok, 23-25 February 2014), several EuroMeSCo researchers participated in the kick off meeting of the Working Group “The Arab Spring in Comparative Perspective”. This group, lead by the European Institute of the Mediterranean (IEMed) will involve over 20 EuroMeSCo researchers, who will work throughout the year with the aim of publishing a joint volume on comparative perspectives of the transitions in the Arab world. The Working Group is structured around two main blocks: “Internal changes in transition processes: What priorities?” and “External actors and regional integration”. It consists of a total of 6 working packages, each of them lead by two EuroMeSCo researchers. The topics to be explored are: State building processes and reforms, security sector reform, the role of religion in transitional processes, socio-economic reforms, the role of the European Union in supporting democratic transitions in the Southern Mediterranean and regional integration.

It was organized by EuroMesco, the European Institute of the Meditereanan (IMed) and the Al Ahram Centre for Political and Strategic Studies (ACPSS), wit the support of the Spanish agency for International Development Cooperation (AECID). This was the last of a series of four workshops organised in the framework of a program to strengthen the capacities of think tanks and research institutes in Meditereanan countries, mainly in light of the current democratisation process and regional transformations.

Abstract:
Twenty years ago, the issue of nuclear weapons on the territory of Ukraine and, accordingly, of security assurances to Ukraine in the case of its achieving a non-nuclear status was the focus of attention for policymakers, diplomats and the international expert community. It was also then that it was seemingly resolved once and for all – first through the Trilateral statement by the presidents of Russia, the U.S. and Ukraine (Moscow, January 14, 1994), then through a Memorandum on security assurances in connection with Ukraine’s accession to the Treaty on the Non-Proliferation of Nuclear Weapons (NPT) (Budapest, December 5, 1994), signed by the Russian Federation, Ukraine, the United Kingdom, and the United States.

As Americans, we take for granted the idea of a government that is both free and yet strong enough to preserve the security of its citizens. But the fact is that such a government is a recent invention, first emerging as a result of political thought and practice in eighteenth century England and only coming to full flower in Philadelphia with the drafting of the American Constitution of 1787. As Harvey Mansfield wrote in his book Taming the Prince, “the combination of freedom and strength does not arise easily or naturally,” a fact confirmed “both by the grand outline of modern history and the experience of the ancients.” Throughout history, strong governments have generally been monarchies, but at the expense of freedom. It was in republics that freedom was supposed to reside but, before the creation of the American Republic, the republican form of government had a mixed record at best. Ancient republics were characterized by constant struggle between the few (oligarchs) and the many (the demos) that led to instability and weakness. Modern republics also either came to grief (the German cities) or faded into irrelevance and obscurity (Venice and the Dutch Republic). But in Philadelphia, the Founders created a government that combined the freedom of republics with the strength of monarchies. The Founders’ innovation that permitted this pairing of freedom and security to work was the “executive.” In Mansfield’s words, “the executive provided the strength of monarchy without tolerating its status above the law, so that monarchy would not only be compatible with the rule of law and the supremacy of the Constitution, but would also be expected to serve both. Furthermore, the recasting of monarchy as executive power made it dependably democratic as well as legal and constitutional.”

3159. The Gulf Cooperation Council's Unified Military Command

Abstract:
The Gulf Cooperation Council (GCC), which brings together the countries of Bahrain, Kuwait, Oman, Qatar, Saudi Arabia, and the United Arab Emirates, took an unprecedented step during its 34th Summit (held in Kuwait City on December 10-11 2013) by setting up a unified military command structure for its member states. This move reflects the commitment of the GCC to establish a credible joint defense force able to advance the goal of collective security in the region. This military command will have a force of around 100,000, half of which would be contributed by Saudi Arabia, the main advocate of this initiative. GCC members will coordinate air, land, and marine forces under one common structure. In this regard, Bahrain’s Foreign Minister, Sheikh Khalid Bin Ahmed Al-Khalifa, has stated: “We want to create a central command that coordinates between all sub-commands and makes them work under one umbrella. But, the new structure [the Unified Military Command] won’t replace the Peninsula Shield forces.”[1] In terms of collective defense, the core purposes of this command structure are to provide strategic and operational command for all GCC missions and prepare members for operational employment as interoperable multinational forces. This command is expected to have a minimum number of operational commands (land, air and maritime command) as well as joint intelligence system and integrated missile defense in order to execute essential operational and peacetime missions. The challenge for this plan is to be able to undertake command and control of the full range of the military missions, including command and control multinational and multiservice forces, but more importantly to be able to support operations under the political and strategic direction of the GCC. This means that the main goal is not limited to improving coordination between different parts of existing national defense systems, but rather to establishing a real joint operational command structure. The progress towards a fully integrated defense system would allow the GCC to become a real military alliance along the lines of NATO.

Abstract:
The tougher tone in Germany’s policy towards Russia reflects changes in Berlin’s perception of the eastern giant and in its own self-perception as a power willing to play a more active international role. This readiness for leadership could cement Germany’s status as a key international player whilst handing it the influence necessary to secure its own primary economic interests vis-à-vis Russia. However, it will also require Germany to critically address the long-standing premises of its policy towards Russia, and its appetite to overturn old assumptions remains limited. Lessons drawn by Germany now, in particular with regards to the causes of the Ukraine crisis, will prevail as a guideline for its Russia policy, and as such will also be decisive in the prospects for Polish–German cooperation.
