261. The Search for Stability in Eastern Europe: Policy Options for Canada

Abstract:
In 2014, a war started in Ukraine that has led to a current death toll of approximately 8000 people. This war was the result of a climax of ongoing challenges in Eastern Europe in its transition from the post-Soviet era. While the region as a whole undertook divergent paths, with some states joining NATO and the EU, Ukraine has struggled for 25 years to find its bearing. Caught between its historical connections to both West and East, and a failure to solve the problem of an oligarchic based economy with a chronic national debt, Ukraine today is the focus of the search for stability in Eastern Europe. Canada and its NATO Allies are fully engaged in assisting Ukraine with its challenges of reform. The Minsk 2 process, established in early 2015, has stabilized the fighting, but a diplomatic resolution remains elusive. Faced with the prospect of either further war, frozen conflict or diplomatic resolution, Canada's new Liberal Government has the option to raise its diplomatic game and bring Canada's experience of ethnic and regional diversity to the negotiating table. Such a contribution to stability would well serve Canada's national interests.

262. Corruption and Political Stability in Post-Conflict Countries: Its There Really a Trade-Off?

Abstract:
The assumption of a trade-off between the levels of corruption and political stability in a post-conflict situations is not new to the peacebuilding debate, but expert opinions deviate significantly on how the former may affect the latter. The study at hand asks whether corruption is a significant obstacle for peacebuilding in post-conflict societies, or might even have a stabilizing effect. The concept of Hybrid Political Orders is used to model post-conflict societies. The basic assumptions of the literature analysis of central concepts of peacebuilding and corruption are tested against the case study of Sierra Leone for the period 2002-2012. Assuming different concepts of factors of political stability, such as legitimacy, it becomes clear that the effect of corruption on political stability can vary significantly, depending on the socio-economic and socio-cultural context, and is not necessarily destabilizing.

Thus the inherent intermediate position of borders has always marked the bordering practices between and within political communities. Abstract:
The Arab world never seemed more unified than during the incandescent days of the 2011 Arab uprisings. Tunisia’s revolution clearly and powerfully inspired Arabs everywhere to take to the streets. Egypt’s January 25 uprising that led to the removal of Hosni Mubarak taught Arab citizens and leaders alike that victory by protestors could succeed. The subsequent wave of protests involved remarkable synergies that could not plausibly be explained without reference to transnational diffusion. Bahrainis, Yemenis and Jordanians alike attempted to replicate the seizure and long-term encampments in Egypt’s Tahrir Square and protestors across the Arab world chanted the same slogans and waved the same signs.

265. Under Fire: Women Human Rights Defenders in Mesoamerica

Abstract:
Women Human Rights Defenders (WHRDs) are integral to the promotion of human rights in their communities and in fostering regional stability. However, WHRDs often face violent repercussions for their work—including physical attacks, death threats and assassinations. The danger faced by WHRDs is particularly acute in Mesoamerica, where there were 1,375 reported attacks against WHRDs in Mexico, Honduras and Guatemala between 2012 and 2013. When assessing how to protect WHRDs, it is important to understand their unique vulnerabilities, which stem from their gender and the subject of their advocacy efforts. Despite a strong normative international legal framework, available regional protection mechanisms through the Organization of American States (OAS) and the nascent development of national laws, Mesoamerican WHRDs work under perilous conditions while their persecutors operate with impunity. While it is the primary responsibility of States to protect WHRDs, the United States has a legal and moral duty to assist this vulnerable population when their own governments are perpetrators of the abuse or fail to provide protection from attacks. This duty arises from UN Security Council Resolution 1325 and its progeny, which embody principles of binding customary international law, as well as the U.S. National Action Plan on Women, Peace and Security, which represents the government’s express commitment to empower women around the world as agents of peace and stability. In addition to maintaining a clear regional policy against femicide, pressuring foreign governments to improve their laws and investigate and punish attacks against WHRDs, and suspending U.S. aid to governments who wantonly abuse or fail to protect defenders, the U.S. can also act in concrete ways to directly benefit WHRDs. This paper recommends that the U.S. begin to strengthen its commitment to WHRDs by: (1) Improving access to existing funds for human rights defenders, and (2) Increasing the availability of temporary humanitarian relocation within the U.S. through longer-term B1 and B2 visas, or by implementing a Temporary Protected Status (TPS)-type program for WHRDs. The implications of these recommendations would allow WHRDs to access available funds with greater ease, and seek temporary respite in the U.S. until safety concerns were eliminated and they could return home to continue their work. WHRDs in Mesoamerica are engaged in promoting democracy and human rights, which strengthens not only their own communities, but also bolsters regional security and stability more broadly. In acting upon these two recommendations, and in remaining cognizant of underlying gender vulnerabilities when exploring new protection mechanisms in consultation with WHRDs, the U.S. will demonstrably strengthen the commitment it made to WHRDs in its National Action Plan on Women, Peace and Security, and confirm its solidarity with advocates of human rights in Mesoamerica and beyond.

Abstract:
Our Spring 2015 volume captures the troubling developments of the past year in the Middle East and North Africa. In 2014, the Syrian conflict that has so beguiled the international community spilled over into Iraq, with the swift and shocking rise of the Islamic State in Iraq and al-Sham (ISIS). ISIS is causing the ever-complex alliances in the region to shift in peculiar ways. In Iraq, US airstrikes provide cover for Iranian-backed militias fighting ISIS; while in Yemen, the United States supports a Saudi intervention against a different Iranianbacked armed group that has taken control of the Yemeni capital. Meanwhile, simmering political disputes in Libya escalated into a full-blown civil war, sparking concern in neighboring Egypt, where the old authoritarian order remains in control despite the country’s popular revolution. The Gulf countries contemplate their responses to record-low oil prices, continuing negotiations between the United States and Iran, and the threat of ISIS. And Tunisia remains one of the region’s only bright spots. In November, Tunisians voted in the country’s first free and fair presidential elections. This year’s Journal brings new analysis to many of these complex events and broader regional trends. We begin with the positive: an exclusive interview with former Tunisian Prime Minister Mehdi Jomaa. In this year’s feature articles: Brian Katulis zooms out to assess the Obama administration’s record in the Middle East over the past six years; Michael Wahid Hanna refutes the notion that the Iraqi and Syrian borders will need to be redrawn as a result of ISIS’ takeover; and Faysal Itani analyzes the US coalition’s strategy to defeat ISIS, arguing that it cannot succeed without empowering Sunni civilians. Muhammed Idris and Joelle Thomas turn to economics in an assessment of the United Arab Emirates’ efforts to go green. Tamirace Fakhoury points out a blind spot in the study of the Middle East and North Africa: how large diaspora communities affect political dynamics in their home countries. Farouk El-Baz takes us to Egypt, where he proposes a grand economic plan to pull the country out of poverty and set it on a path toward longterm growth. From Egypt, we move west to the oft-neglected country of Algeria, where Kheireddine Bekkai argues for more inclusive education policies on national identity. Finally, Amira Maaty comments on the region’s desperate need for robust civil societies, while Sarah McKnight calls for improvements in Jordan’s water policies.

This paper discusses Ukraine’s choice between maintain relations with the EU and Russia, a choice that is not merely a foreign policy choice or a choice between two integration models. Rather, it represents a choice between two normative orders or two different value systems. If Ukraine succeeds in pursuing the European model and breaking away from its tradition of a “captured state,” Russian leverage in Ukraine will also diminish. Therefore, undertaking this transformation is of crucial – if not existential – importance for Ukraine. The very survival of Ukraine’s statehood will depend on it.
