1. The War against Ukraine and Its Lessons for NATO Militaries: Food for Thought

Abstract:
One year of full-fledged conventional war fought on the European continent between two large countries, including a nuclear power, is obviously a historical watershed for NATO and the whole Euro-Atlantic area, whose strategic implications are yet to be fully assessed. The conflict has already destroyed a number of expectations widely shared in Western Europe, including the ideas that Putin would not have invaded the whole of Ukraine, that Western sanctions would have paralysed his ability to wage a prolonged military campaign, or that Europeans would have diminished their military support to Ukraine over the first wartime winter. Given the ongoing “fog of war” and uncertainty about future scenarios, it is perhaps too early to identify lessons for allies and their militaries. Still, the following elements may be considered food for thought for the Western defence policy communities, cum grano salis.

Abstract:
This report provides a comprehensive assessment of Chinese civilian shipping support to the People’s Liberation Army (PLA), examining civil maritime-military activities from October 2021 through September 2022. As of 2022, the PLA and its reserve civilian merchant fleet are still probably unable to provide significant amphibious landing capabilities or the maritime logistics in austere or challenging environments necessary to support a major cross-strait invasion of Taiwan. However, large volume lift exercises conducted in 2022 suggest that the PLA has made significant progress in the use of civilian vessels for the large-scale lift of PLA troops and equipment into undefended ports, a capability that may be leveraged in a military assault on Taiwan. This report also discusses other civil maritime-military activities not previously observed, including the use of civilian vessels and infrastructure to conceal PLA troop movements, operations from austere ports, use of ocean-going vessels to transport PLA forces along inland waterways, and logistics support for China’s South China Sea outposts.

Abstract:
If there is a war over Taiwan, an extended Chinese blockade is likely to determine the outcome. While a blockade might include intercepting ships at sea, the primary focus would be on sealing airfields and ports, particularly on the west coast of Taiwan. China could sustain that type of blockade indefinitely. Penetrating a prolonged blockade and keeping Taiwan alive would require a serious U.S. investment in systems and operational concepts that we currently do not have. Unless we make that investment, we may win the first battle, defeating an attempted landing. But we cannot win the war.

More than 15 months into the war, Russian attacks against Ukraine’s nuclear plants have yet to release any radiation. As the likelihood of the Zaporizhzhia nuclear plant reopening quickly declines and Putin’s desire to distract the world from his declining political and military standing increases, some experts fear he may want to induce a radiological release from the plant. In any case, Putin’s military assaults against the Zaporizhzhia plant have already set a worrying precedent. Last December, NPEC held a wargame, the results of which The Bulletin of Atomic Scientists just published, to examine what might happen in a future Russian invasion of Ukraine. In this reinvasion in 2037, Russia targets power reactors in Ukraine, Poland, and Romania. The United States plans to build scores of new reactors in these countries. What if Russian missiles targeted them in a future war? NPEC tapped the expertise of Ukrainians, Romanians, NATO officials, Poles, US security experts, and Hill staff to find out. It hosted five sessions over two weeks and ran a three-move wargame. The game’s play revealed how the uncertainties and dangers of military attacks against nuclear power plants can paralyze decision-making and fundamentally alter the course of wars. The military disruptions these uncertainties introduce may far outstrip the safety issues any reactor radiological release might otherwise present. The game’s play revealed three reasons why.

Abstract:
The term “Indo-Pacific” became increasingly significant and was accepted by several countries, including Indonesia. The government welcomed the term as part of its foreign policy projection, which developed its unique perspective or interpretation, including inclusivity, a rule based on international law, and ASEAN’s centrality and cooperation for regional growth. This study would answer the question of how the concept of Indo-Pacific will be interpreted within Indonesia's unique context compared to other countries. Thus, this research aimed to describe several key factors in constructing the Indonesian perspective on the Indo-Pacific concept, particularly under President Jokowi’s leadership. This research applied qualitative with library methods from the primary and secondary data sources. This paper argued six factors that constructed Indonesia’s perspective on Indo-Pacific: maritime historical legacy; the “Bebas-Aktif” principle; ASEAN values; geographical position; and democratic values. The research concluded that Indonesia is one of the major countries that consistently championed the term “Indo-Pacific” within the regional and international spheres, with a “moderate” status in terms of its foreign policy implementation, which is mainly characterized by inclusivity and cooperation in the economy by constructively engaging all countries.

In its efforts to limit the Western defence posture in the Arctic, Russia has successfully exploited the “High North, low tension” mantra and the notion of the Arctic as an exceptional region of peace and cooperation. At the same time, Russia has managed to build its position of relative strength in the Arctic through systematically developing its military capabilities. To create a threat of escalation, Russia has also used offensive military exercises and disruptive hybrid operations against the Western Arctic states in the region. Arctic economic resources and military assets continue to play an essential role for Russia in pursuing its strategic goals, and for its ability to carry out acts of aggression. Through regional cooperative practices, the West has unintentionally facilitated this capacity. The West has limited its military activity in the Arctic to mitigate tensions. This has been a one-sided effort. The Western Arctic states should thus focus on building comprehensive deterrence in the region.

Abstract:
This report examines Russia’s preparations for its full-scale invasion of Ukraine: domestically, in Ukraine itself, in the global information domain, and in building its relationship with China. For Russia, crushing Ukraine’s quest for democracy was central to meeting its objectives of reshaping the post-Cold War order in Europe and globally, restoring its own status, and reconstituting the Russian empire and Russian world. Its preparations in the political and informational, military, and economic domains for a full-scale war in Ukraine were too extensive and overt to go unnoticed, but they were not acted upon. It is hard to avoid the conclusion that the evidence went against the dominant narrative in the West and was simply brushed aside. In the political and informational domains, Russia’s domestic preparations including cementing the regime’s authority, and taking advantage of the population’s Soviet nostalgia and aspirations for the restoration of the Russian world and the empire. Limited economic preparations were intended to safeguard Russia’s economy against current and future Western sanctions, while Russia’s extensive military preparations involved large-scale defence spending and extensive military modernisation efforts. Russia’s preparations beyond its own territory included: a campaign within Ukraine to divide society and discredit the democratically elected leadership; a campaign directed at the rest of the world about Ukraine, discrediting the country and its people as an object of sympathy and support in their resistance against Russia; and a campaign of intimidation designed to instil in western leaders and populations a fear of obstructing, impeding, or offending Russia. Russia also worked to build a relationship with China. China’s support is essential to Putin’s ambitions. But equally, China’s strategy for confronting the United States – which China cannot do alone – depends on Russia remaining at least a quasi-great power.

After the start of Russia’s aggression against Ukraine on February 24, 2022, the arms expenditures and military budget of Russia skyrocketed and continue to grow for the foreseeable future. However, the military industry is under threat Despite the additional massive financial inflow. The military industry could not—with few exceptions—increase the production capacity significantly nor solve its other major problems of workforce deficit and annual net losses. Moreover, the Western embargo on the supply of components, industrial equipment, and technologies makes the further development of the Russian military industry doubtful. Even reverse engineering has become an impossible task. However, the Kremlin’s choice in this situation would be in favor of more arms expenditures and extending the practices of the command economy.

Some of the critical vulnerabilities to Russia’s military operations and systems—revealed during the war in Ukraine—are due to its military culture and poor strategic choices at the beginning of the war including overly ambitious strategic aims. Deficiencies in Russian military culture include a highly centralized decision-making process, a disregard for the welfare of its soldiers, and flagrant dishonesty. Certain aspects of Russia’s military culture, especially the disconnect between front-line soldiers and senior officers, complicate the Russian military’s ability to adapt, develop solutions to obvious deficiencies, and institutionalize lessons learned from the battlefield. Other critical Russian military vulnerabilities are not inherent to its military culture but to Russia’s national demographic and industrial capabilities. Limits in these areas make it difficult for Russia to regenerate military power by either increasing the size of its military or increasing the quality of its weapons systems. Even if Russia’s military culture experiences a post-war military renaissance, its ability to regenerate military power lost in Ukraine will be limited by its declining population and industrial bases as well as Western sanctions on high technology.

10. Moving to an Offshore Balancing Strategy for East Asia

Abstract:
Those calling for Washington to expand U.S. military presence in the Western Pacific have misread the regional security environment. The United States can reduce its military footprint in East Asia without jeopardizing its national security or the stability of the region. China is not poised to dominate East Asia or any other part of the Indo-Pacific region. While the distribution of power in East Asia has shifted in favor of Beijing, it does not follow that China constitutes a major threat to the territorial integrity or political independence of all neighboring states. Regional powers can deter China from launching wars of aggression by investing in the right kinds of defensive weaponry to capitalize on geographic advantages. The United States should play the role of an “offshore balancer” by helping China’s neighbors to become more resilient to coercion from Beijing. The leaders of several prominent states in East Asia are anxious to avoid a “cold war” between the United States and China. Washington should heed their calls for restraint. Pushing these governments to choose a side in the U.S.-China rivalry would needlessly antagonize them. The issue of Taiwanese security presents a special challenge for the United States and its allies. Taiwan has the most to lose from China’s rise and perceives U.S. military support as essential to its survival as a de facto independent entity. However, the United States can retrench from East Asia without “abandoning” Taiwan to China. Peace in East Asia and the wider Indo-Pacific does not depend upon the United States enjoying primacy in the region. On the contrary, the pursuit of U.S. military primacy in the Western Pacific will make it more difficult to maintain regional security and promote economic prosperity over the long term.

Given the depth and breadth of the pandemic-induced recession in Europe, private companies in need of capital and governments looking to shed state-owned enterprises may be tempted to sell shares, assets, or outright ownership to investors with liquidity to spare. Of greatest concern is the role that China might play in Europe, building Beijing’s soft power, weakening allied geopolitical solidarity, and potentially reprising the role it played in the 2010s, when its investments in Europe expanded dramatically. More specifically, there is concern over China’s investments in infrastructure and sensitive technologies relevant to American and allied military operations and capabilities. Whether Europe is prepared and able to parry Beijing’s economic statecraft is somewhat unclear, given varied attitudes toward China and the patchwork of investment screening mechanisms across the continent. Regardless, the outcomes will have significant implications for US security and for the Defense Department specifically. In support of US European Command (EUCOM) and the Department of Homeland Security (DHS), the U.S. Army War College’s Strategic Studies Institute (SSI) assembled an interdisciplinary team to examine these issues and offer actionable policy recommendations for military leaders and decisionmakers on both sides of the Atlantic.

As indicated in the 2018 National Defense Strategy and evolving Multi-Domain Operations doctrine, the assumption the homeland will provide a secure space for mobilization and deployment is no longer valid. This integrated research project goes beyond affirming this assumption and contributes to efforts to mitigate the concerns a contested deployment entails. Following the introductory chapter, Chapter 2, “Army Deployments in a Contested Homeland: A Framework for Protection,” explores how current coordination and cooperation mechanisms between the DoD and state and local government may need realignment, with civil authorities preparing themselves to support military mobilization. Chapter 3, “Strategic Seaports and National Defense in a Contested Environment,” examines the 22 strategic seaports across the United States, identifying issues with throughput, structural integrity, security, readiness, funding, and authorities. Chapter 4, “Single Point of Failure,” identifies how strict adherence to a business efficiency model for munition production and distribution may jeopardize the successful employment of military forces. Chapter 5, “The Interstate Highway System: Reinvestment Needed before a Contested Deployment,” provides the status of the deteriorating road network and explains how associated vulnerabilities could be exploited by an adversary. The two appendices provide points for consideration on cyberattacks and defense and the impacts a full mobilization of reserve forces would have on the homeland.

13. Framing the Future of the US Military Profession

The military profession needs to be redefined by examination of its expertise and jurisdictions of practice, whereas previously the focus was on securing its professional identity. Twenty years ago, the original Future of the Army Profession research project responded to growing concerns among officers that the Army was no longer a profession in light of the post–Cold War drawdown and the onset of global operations including Iraq and Afghanistan. Today, the profession faces recurrent challenges raised by the changing character of war, the renewal of great-power competition, crises surrounding issues of sexual harassment and assault, the effects of a major global pandemic and associated social and political unrest, and the growing societal distrust toward professions in general. Richard Lacquement and Thomas Galvin propose that the questions of professional identity, while still important, are now less salient than those about the professions’ jurisdictions of practice and domains of expert knowledge. Clarifying them will help better prepare US military professionals to exercise discretionary judgment effectively. They also propose a new Future of the US Military Profession research effort that addresses these jurisdictions across service, joint, and defense enterprises to clarify the divisions of professional work and responsibilities. This is a must-read for any steward of the military profession.

14. THE DAY AFTER: Anticipating trouble in the event of a US withdrawal from Syria

With approximately nine hundred troops in northeastern and southeastern Syria, the United States ostensibly aims to prevent the reemergence of the Islamic State group (IS). The withdrawal of US forces from Afghanistan, initiated by the Trump administration and completed by the Biden administration, was followed by the rapid collapse of the pro-Western government of Afghanistan and its replacement by the Taliban. This has led to questions about what will happen if and when US forces withdraw from northeastern Syria. A new issue brief by Atlantic Council’s Senior Fellow Jomana Qaddour examines the social, political, and economic implications and the challenges to US presence in Syria. While the US military presence remains limited in number, this report also underscores how aggregate US influence is much more potent than a force number of nine hundred suggests. US troop presence has enhanced counterterrorism operations, obstructed IS and Iranian smuggling routes, and facilitated humanitarian aid and economic benefits to a population in Syria that would be languishing under even more dire conditions. It can be argued that it has also limited local violence and halted a resurgence of public IS activities. According to the most recent Syria policy review, US presence is limited to the goal of counterterrorism operations, which implies that it is a conditions-based, not calendar-based deployment. Those conditions should include local Syrian forces that can reasonably deny IS a safe haven from which to plot terrorist attacks against the United States and its allies. It is well known that the Assad regime is not likely to provide the necessary capability to assure the United States and its allies that it can prevent IS’s return. In reality, there is little room to positively read the reassertion of Syrian government control over northeastern Syria; and withdrawal from Syria would be a serious gamble for US national security concerns in Syria and the region.

15. Entangling alliances? Europe, the United States, Asia, and the risk of a new 1914

How has alliance formation and maintenance changed since the Cold War? As Russia invades Ukraine, China threatens Taiwan, Iran harasses Gulf States, and Turkey’s neighbors worry about Ankara’s designs, it is a good time to reassess the validity of alliances for global security. Some believe that traditional military alliances are getting weaker or outmoded, and will increasingly be replaced by looser ad hoc groupings such as the Quad, the defense-alliance trio known as AUKUS, or coalitions for given operations such as those in Kosovo, Afghanistan, Iraq, or Libya. However, standing alliances are proliferating (increasing in numbers), widening (welcoming new members), and deepening (reinforcing solidarity and cooperation). The result is a network of interlocking defense relationships, to which an ever-thicker layer of new security groupings and quasi alliances is being added. The emerging system is complex, and policymakers would do well to think through possible future crises to imagine how the various moving parts would end up interacting. They should avoid drawing on the Cold War as a guiding epoch, as it was a comparatively stable and predictable bipolar order. Alliances will also be consistently tested as well, because, as alliances are created or reinforced, adversaries react and probe their limits. Will this expanding network of alliances create more stability or more instability? Does alliance proliferation reduce or increase the risk of war? And if war erupted somewhere, what would be the risks of escalation? The dawning multipolar world, featuring an increasingly dense network of security arrangements, uncomfortably remind us of the years 1912-1914, shortly before the outbreak of World War I. A definitive answer may be impossible to arrive at, but evidence suggests that the current proliferation of alliances is, on balance, more stabilizing to world order than not. The broad set of alliances, suballiances, and security arrangements act as a “safety belt” for world order, rather than as a “conveyor belt” to catastrophe.

Abstract:
From the very beginning of the Russian invasion of Ukraine, the Belarusian authorities have sided with Russia, supporting it politically and militarily, including making its territory available to the Russian troops. In this way, Belarus is also an aggressor and, as a consequence, the EU and the U.S. have imposed further sanctions on it. Regardless of the attempts to engage in Ukrainian-Russian negotiations, Belarus will be negatively affected by the consequences of its government’s policy and the country, although formally sovereign, has ceased to be perceived as an independent entity in international relations.

Abstract:
Recent advances in big data and analytics, cyber security, automation, and artificial intelligence can make critical contributions to the demonstration of power on the international stage. New technologies not only offer militaries the ability to conduct operations with greater effectiveness but also reduce the potential human cost of operations. In an increasingly digitized world, organizations that do not adopt and leverage these advances can become inefficient and even fall by the wayside. Yet, despite the immense promise of emerging technologies, many organizations struggle to integrate and utilize them. This is true in both the military and business sectors. For business organizations, a failure to adopt and use novel technologies may threaten profits and even their survival. For militaries, where soldiers’ lives are on the line, the consequences can be even more severe. Why is the integration of new technologies often so difficult? This policy brief highlights an important and overlooked reason, namely how gender policy can affect resistance to organizational change. Gender policy reform requires organizations to invest resources in the recruitment and retainment of an inclusive workforce, and therefore demands that organizations be flexible and resilient. Flexibility and resilience are also required to integrate disruptive innovations. Rather than trying to chain a new technology to old systems of ascension and reward, organizations that want to advance technologically must rethink their incentive systems and work hard to restructure entrenched hierarchies.

Abstract:
In the Russo-Ukrainian war, we cannot call the position of one of the main challenges of the 21st century, communist China, “neutral”. Beijing’s position was obvious even before the war: it is pro-Russian, clearly antiWestern, and especially anti-American. China does not condemn Russia’s actions in Ukraine, nor does it call it an invasion. At the same time, reports have emerged of the prospect of Beijing providing military assistance to Moscow, and it is not beyond imagination that China will also help Moscow avoid the sanctions. The course of the war, and time, will show China’s level of support for its strategic partner, Russia. However, despite Moscow’s support and negative attitude towards the West, Beijing will still act according to its long-term strategic goals, and if China distances itself from Russia on specific issues, it will not be because of solidarity with Ukraine, but for its own strategic interests.

Abstract:
Russia’s military industry is a fundamental factor of its national power. The enterprises operating in its defense sector are largely state-owned. Consequently, Russia’s sizeable military corporations and their subsidiary organizations operate not on the principles of a competitive domestic market, which is one of the key foundations of technological progress, but their main goal is to pursue Moscow’s political interests and ensure the stability of the regime. Accordingly, along with military capabilities, having a powerful economic leverage in the form of energy resources, encourages Russia not only to pursue its own economic interests but also intimidate neighboring countries and extort their territories to satisfy its imperialist intentions. The responsibility of the defense industry in Moscow’s current governing model is exactly on what the Russian government itself has based its legitimacy - military modernization, restoring Russia’s strength and greatness. One of its ill-favored manifestations is the military aggression in Ukraine which is claiming the lives of thousands of innocent people. The unprecedented scale of sanctions imposed by the West will clearly affect Moscow’s defense capabilities but the only questions are - when and to what extent? Russian military production, on the one hand, helps the country to pursue an aggressive foreign policy and, on the other hand, arms exports are an important source of country’s budgetary revenues. At the same time, this allows it to exert political influence over the purchasing states. The collapse of the Russian attack on Ukraine may not only sacrifice the hegemonic goals of the latter but also lead to the loss of existing and potential customers of its military weapons. There is no doubt that Russia is experiencing colossal military losses as a result of the war and, at the same time, questions are being raised about the quality of its arms and heavy equipment. Until now, there has been a consensus that Russian armaments were a viable and affordable alternative to Western weapons, although this statement could also be another victim of the war. As a result of the sanctions, Russia faced not only financial but also technical problems. In addition to Western countries, Asia’s leading technology powers have restricted Russia’s access to critical components needed for military production. Existing restrictions apply to advanced technologies such as semiconductors, telecommunications equipment, software and encryption, microelectronics, aviation systems, oil extraction equipment and other manufacturing components. In this context, it is important to discuss the impact that economic sanctions may have on Russia’s military capabilities, its recovery prospects and its aggressive foreign policy in the future.

Abstract:
The protest movement that toppled dictator Omar al-Bashir in 2019 promised a first in post-independence Sudan: democratic government. Although a historic opportunity for Sudan, real democracy threatened Sudanese political and military elites. Regimes formed through agreement between these elites constitute the one constant throughout Sudan’s post-independence period. The gap between the political elites and the protest movement helped the military coup in 2021 entrench their position. Violence, repression, and unrest are widespread – and splits in the broader military camp threaten to spill over into civil war. These splits also precipitate Sudan being drawn into regional conflicts such as in Ethiopia and Chad. The international community and European states have failed to find a viable political pathway to end the coup because they are too focused on working with elites. They need to grasp that both military and civilian elites are responsible for failing to open politics to the people of Sudan. The EU and member states should support pro-democracy actors in Sudan and press for a new political pathway centred on them.

Russia’s illegal war in Ukraine has had profound impact on European and transatlantic security organisations. NATO has taken steps to strengthen its own deterrence and defence posture but, recognising the risk that the war may become or be portrayed as a NATO-Russia conflict, has carefully avoided a direct institutional response. The EU Member States have, by contrast, acted collectively against Russia, notably in implementing robust EU-wide sanctions and in using EU instruments to finance the delivery of lethal weapons to Ukraine. Through these actions, the EU has gone some way towards strengthening its geopolitical posture as envisaged in its most recent strategy document, the Strategic Compass. In this short series of briefs, we examine some aspects of the EU’s response to Russia’s war in Ukraine. The second considers the EU’s longer-term efforts to enhance European military capabilities through initiatives adopted and proposed in the light of the war.

29. How Will China Respond to the Russia-Ukraine Crisis?

How will China respond to a potential Russian military escalation against Ukraine? Relations between Russia and China have intensified in recent years, with Vladimir Putin and Xi Jinping holding regular summits and the two countries’ militaries participating in joint exercises and cooperating in some defense industrial efforts. Ties between Moscow and Beijing are now closer than any time since the days of Stalin and Mao, driven by a shared perception that the United States is each country’s primary foreign policy challenge. One top Russian official told media in December 2021 that the relationship now “exceeds an alliance.”[1] Chinese state media, meanwhile, have vocally backed Russia in arguing that the current crisis stems from the US “using NATO as a tool to cannibalize and squeeze Russia’s strategic space.”[2] The 2014 war in Ukraine and annexation of Crimea was an important factor driving Russia and China closer to each other, as Russia sought to reduce post-Crimea international isolation and as Beijing realized it could drive a hard bargain in its bilateral relationship with Russia on issues like energy. China’s response to the 2014 war, however, was generally to avoid taking sides. China accepted a narrative that placed blame on the West for causing the crisis, with top diplomats citing Western “foreign interference for causing the crisis,” but didn’t approve of Russia’s seizure of Crimea or its military actions in the Donbas.[3] China abstained from voting on the key United Nations resolutions regarding Crimea, for example, and it still declines to recognize Crimea as Russian territory. Similarly, it verbally rejected US and European sanctions on Russia though it let Chinese firms, including the country’s big state-owned banks, abide by these sanctions to avoid being cut off from US financial markets and the international banking system. Compared to 2014, however, China may find it more difficult to avoid involvement in an escalating crisis. Leaders in Beijing and around the world will see the US response to any military escalation against Ukraine as sending signals about whether the US could effectively respond to future crises in the Taiwan Strait or East or South China Seas. The success or failure of US efforts to impose meaningful costs on Russia if it escalates will be seen as a test of whether the US could do something similar in Asia. Moreover, after repeated summits between Chinese President Xi Jinping and Russian President Vladimir Putin, including Xi’s description of Putin as his “best friend,” China’s approach to Russia amid a crisis will also be interpreted as sending signals about China’s own capabilities and influence. Because of this, China will not see a new phase of war between Russia and Ukraine as a peripheral issue in its foreign policy, even though China has no core issues at stake in Ukraine itself. China is most likely to be implicated in the crisis by potential Western sanctions on Russia, which in contrast to 2014 will impose substantially more pressure on Beijing to take sides. China’s decision either to adhere to new Western sanctions or to help Russia avoid them will shape escalation pathways and determine the magnitude of economic and political isolation that sanctions impose.

Afghanistan was not Korea. False analogies to peacetime military garrisons cheapen war and conflate wildly different forms of “support” to U.S. allies. War in Afghanistan was costly—to taxpayers, to civilians, to American soft power, to democratic legitimacy, and to the West’s strategic attention. Thus, withdrawal saved a fortune, saved lives, aided America’s reputation, honored democratic and constitutional principles, and focused Western strategists. War was not protecting Americans from terrorism. Keeping troops in but one of many places terrorists may operate did not meaningfully reduce Americans’ microscopic risk of being harmed in a terrorist attack. War was not helping Afghanistan. Democracy is a strong word for what U.S. forces propped up. Far from maintaining stability, the continued presence of those forces only prolonged armed struggle against a corrupt rentier state, impeding organic or sustainable long-term development. Credibility is highly contextual and unaffected by admitting defeat after 20 years of futile effort. If anything, the resources freed up by withdrawal make the United States better able to honor other commitments.

The wisdom of making wars easier depends on the wisdom of the wars. Rapid military response to all global trouble may sound good, but it can tempt policymakers to intervene even for non-vital interests. U.S. military bases and logistics hubs in and near the Middle East are the primary examples—they make foolish wars too easy to start. Maintaining the ability to use rapid military force in the region has become an end unto itself, unmoored from any clear vital strategic interest. Closing bases will make wars more challenging to start, which will help spur public debate about potential interventions due to the transparent upfront costs required. This will give diplomacy an opportunity to return as the primary policy option in the region. This recommendation is consistent with the U.S. Constitution’s logic. Democracy’s benefit for foreign policymaking is its ability to consider many options and give more time to think through various proposals.

32. Regaining the High Ground Against China: A Plan to Achieve US Naval Aviation Superiority This Decade

The U.S. Navy and Marine Corps face growing challenges ranging from China and Russia to regional threats such as Iran and North Korea, all of whom seek to undermine their neighbors’ stability and revise geopolitical relationships in their favor. Despite the impact of the COVID-19 pandemic and resulting economic downturn, each of these potential adversaries continued to improve its military capabilities, especially the number and reach of precision missiles able to strike U.S. allies and slow or prevent intervention by U.S. naval forces. Supported by commercial and military surveillance networks in every domain, weapons located on adversary territory are capable of threatening U.S. and allied ships, troop formations, and aircraft hundreds of miles away. U.S. naval aviation risks sliding into irrelevance unless Navy and Marine Corps leaders embrace organizational and investment changes that would enable more effective operational concepts against peer adversaries. To support the approaches, naval air forces will need greater reach, adaptability, and capacity, which this study proposes to address by changing the composition of carrier air wings and repurposing aircraft based ashore or on surface combatants and amphibious ships. Rebalancing naval aviation primarily involves force management, supported by additional procurement or modification of existing aircraft and payloads. This contrasts with prevailing Navy and Marine Corps plans, which sustain the existing force with minimal improvements while prioritizing development of next-generation capabilities. Not only does this approach fail to address the urgent nature of Russian and Chinese threats, but it also perpetuates the Navy’s expectation that revolutionary new capabilities will fix problems that demand tactical, organizational, or adaptive technical solutions. That strategy failed to deliver in the cases of the Littoral Combat Ship, Zumwalt-class destroyer, and Ford-class carrier. The F/A-XX program for a sixth-generation air superiority fighter-even if successful-is unlikely to transform naval aviation but could consume resources needed to address peer adversaries during the next decade. The shortfalls facing naval airpower against the People’s Republic of China are significant, but not insurmountable. Analysts have pronounced the death of the aircraft carrier several times since the end of World War II, but by exploiting its adaptability and mobility U.S. naval forces could remain relevant against peer opponents despite the emergence of long-range sensor and precision weapon networks. However, achieving the reach and capacity necessary to counter Chinese aggression in the Indo-Pacific will depend on carriers focusing on the mission only they can do sustainably and at scalelong-range counter-air and strike warfare. Navy and Marine Corps leaders have an opportunity to substantially improve the ability of maritime airpower to influence events in the Indo-Pacific. However, rebalancing naval aviation will require overcoming cultural, organizational, and programmatic hurdles. As described in this report, the necessary changes are possible and affordable, but only if naval leaders embrace the urgency of their challenges and do not continue to hope they can continue to push their problems-and solutions-out into the future.

We believe that Joint All-Domain Command and Control (JADC2) is a critical priority for the Department of Defense (DoD) as it represents the best path towards deterring potential People’s Republic of China (PRC) aggression and addressing the other military challenges of our time. To the DoD, JADC2 represents the capability to sense and make sense of information at all levels, in all phases of war, across all domains, and with all partners, thereby ensuring information advantage at the speed of relevance.1 JADC2 is therefore the US military’s essential technical enabler to leverage joint and coalition capabilities in complex military operations. Practically speaking, this means choosing important operational problems and wiring together the right sensors and decision aids to deliver the right effects to solve them. The result will create operational dilemmas for our adversaries, and new options for US commanders.

US air and naval forces face contested environments over wider areas than ever before. Opponents fighting near their home territory can use long-range surface-to-surface missiles and air defense systems—enabled by a combination of commercial or military satellites and airborne sensors—to threaten US or allied airfields, ships, and aircraft thousands of miles away, as depicted in Figure 1.1 By showing they can slow or prevent US intervention in their regions, aggressors like the People’s Republic of China (PRC), Russia, and Iran hope they can convince neighbors to accept their demands for access, influence, or territory. And if coercion proves unsuccessful, these revisionist powers could employ long-range precision weapons as part of a military offensive to achieve their objectives. Although formidable, long-range weapon and sensor complexes like that of the PRC would not be impenetrable. For example, countermeasures and stealth capabilities could degrade the ability of enemy sensors to target and communicate the location of US ships or aircraft, and self-defense systems could prevent small attacks from being successful. As Figure 1 suggests, against the larger strikes likely to be mounted during war, US ships, aircraft, and bases could also be positioned farther from enemy missile batteries to shrink weapon salvos to within US units’ defensive capacities.3 However, reducing their detectability and attacking from longer ranges would reduce the number and intensity of effects US ships or aircraft could generate. Consequently, adversary leaders may have greater confidence in their ability to win a war on acceptable terms.

Special forces have succeeded especially in such missions, but any BWT effort requires some U.S. ground presence to achieve its goals. As part of its bid to end Middle East “forever wars,” the United States has employed a “by, with, and through” (BWT) doctrine for fighting jihadist adversaries. Such operations rely on local partner forces to assume the bulk of the hard ground combat, sometimes with U.S. accompaniment, while American advisors provide support through training, intelligence, heavy air and artillery assets, equipment, funding, and logistics. BWT missions have seen success over the past two decades in theaters such as Iraq (with the Counter Terrorism Service), Syria (with the Syrian Democratic Forces), and Somalia (with the Danab Brigade). But they do not succeed on their own and must be guided by several principles, including a serious U.S. commitment, alignment of American and partner interests, and strong interpersonal relations between advisors and local actors. In this tightly argued Policy Note, military analyst Ido Levy emphasizes the particular success of U.S.-created special forces in missions against jihadist forces. But he cautions that BWT efforts cannot thrive without some U.S. ground presence and, as occurred in Afghanistan, would likely fail amid an outright American withdrawal.

Tehran’s willingness to pause aspects of its nuclear program may offer opportunities to stoke regime concerns about the potential costs of moving forward. Since halting its crash nuclear weapons program in 2003, the Islamic Republic has pursued a cautious hedging strategy that has enabled it to become an advanced nuclear threshold state, while also avoiding a military confrontation with the United States and Israel. Yet Iran’s willingness to pause aspects of its nuclear program in order to ease pressure—and in turn to pursue more urgent objectives—may help Washington constrain Tehran’s nuclear ambitions by amplifying its concerns about the potential risks and costs of proliferating. In this Policy Focus, military analyst Michael Eisenstadt surveys the evolution of Iran’s nuclear hedging strategy and suggests ways for the United States, along with its allies and partners, to shape the regime’s proliferation calculus with the goal of preventing an Iranian breakout and a nuclearized Middle East.

At the fifth session of the 13th National People’s Congress in early March, the Chinese government announced a defense budget of 1.45 trillion yuan (about $229 billion) for fiscal year 2022, which is a 7.1 percent year-on-year increase from 2021 (Xinhua, March 5). After years of double digit increases in the 2000s and early 2010s, this is the seventh consecutive year that China’s defense spending has grown by single digits. Nevertheless, China has moved up in the global defense spending rankings, and is now second only to the United States in expenditures. In the Indo-Pacific region, China’s military spending increasingly dwarfs that of its neighbors. For example, China now spends more on its military than Japan, South Korea, the Philippines, and India combined (Stockholm International Peace Research Institute [SIPRI], April 2021). For instance, at $229 billion, China’s military spending is three times that of India’s $70 billion figure for 2022 (The Economic Times, March 5). An increase in Beijing’s defense budget raises red flags for China’s neighbors and the U.S. given the growing tensions over Taiwan, the South China Sea, the East China Sea, and the Sino-Indian border dispute in the Himalayas. However, in Chinese eyes, as Beijing-based military expert Wei Dongxu argues, the budget is “proper and reasonable” (Global Times, March 5).

Chinese President Xi Jinping has identified the recruitment and retention of top-notch human capital as key to the People’s Liberation Army’s (PLA) transformation into a “world-class military” by mid-century. In late January 2022, under Xi’s guidance as chairman, China’s Central Military Commission (CMC) issued its “Decision on Strengthening Military Talent Work in the New Era” (关于加强新时代军队人才工作的决定, Guanyu jiaqiang xin shidai jundui rencai gongzuo jueding), which calls human talent “a key element driving the Chinese military’s high-quality development and for winning the initiative in military competition and future warfare.” The decision calls on the PLA to develop high quality, professional talent in key areas—joint operations command, new-type combat forces, science and technology innovation, and strategic management—and for these individuals to provide “firm support” for achieving the Chinese Communist Party’s (CCP) military-strengthening goal and building the PLA into a world-class military (Xinhua, January 26). The CMC’s decision echoes similar past statements by Chinese leaders who have emphasized the need for the “right” kind of people to lead and support China’s armed forces (US Army War College, July 23, 2021). A common thread is the requirement for PLA personnel to fill increasingly specialized billets as the force receives and operates new, high-tech information systems, weapons, and equipment (China Brief, January 14). Apart from pronouncements of desired education and experience levels for incoming servicemembers, the PLA also publicizes certain exclusion criteria. The PLA’s official conscription and recruitment website, for example, specifies several physical requirements including minimum height and passable body mass index (Zhongguo Zhengbing Wang, January 14, 2021). However, evidence indicates other potential exclusion criteria for Chinese service members that are less clearly stated. This article offers a preliminary analysis of PLA views on homosexuals—in most cases, gay men specifically—serving in China’s armed forces. [1] The analysis draws upon 12 academic papers published by PLA-affiliated authors between 2009 and 2019 whose research focused on issues related to homosexuality and/or homosexuals serving in China’s armed forces. Ten of the 12 studies involved test subjects. This topic was difficult to explore due to the paucity of primary source material (PLA authorities may deem content on sexual minorities sensitive and unfit for public consumption). Yet it remains an important issue, as it has implications for the talent pool the PLA can draw from and for homosexual servicemembers’ ability to survive, thrive, and contribute to China’s objective of developing a world-class military force.

The objectives of this paper are to (1) comparatively analyse defence strategies of the Baltic countries against the theory of institutionalism, focusing on factors that affect policy maintenance or change within defence cooperation and (2) assess the current state of defence cooperation in the Baltic countries. The study gives a theoretical overview, relating the theory of new institutionalism to the subject of debate over bureaucratic institutions, which also plays a role in the regional security politics of the Baltic countries. An empirical study compares the defence strategies of Latvia, Estonia and Lithuania. While few studies have investigated this subject before, that the conclusion reached by this investigation is that administrative bodies in the defence sector of the Baltic countries are affected by politically driven processes pertaining to the foreign affairs domain, which play a key role in matters related to cooperation and synchronisation of the defence and security of the Baltic States. The findings suggest that a more focused analysis of the role of institutions and bureaucratic policy in the policy making of the three Baltic countries needs to take place. The study concludes that (1) the current state of defence cooperation in the Baltic countries can be called “developing”; (2) the operation of defence establishments can be called “path dependent”, which is mainly influenced by “external” factors or pressures.

A high performance level in a public organisation is fundamental. The Portuguese Armed Forces can influence the environment, both external and internal, and should therefore have a high performance level and adequate development of military capabilities. For that, it is fundamental to understand the importance of military capabilities for combatting the threats of the 21st century. This paper aims to analyse the influence of military capabilities for combating the current threats and risks in fulfilling the various operations, and for optimising the performance of the Portuguese Armed Forces. A quantitative analysis was carried out from citizen and military convenience samples through correlations between variables, as well as measures of central tendency like mean and standard deviation. The results show that the development of military capabilities has a positive effect on the performance of the Portuguese Armed Forces, combatting conventional threats and risks, as well as threats to civil protection. This capabilities performance is related with the execution of military operations (external and internal). Therefore, a proper development of military capabilities (output) with a special focus on human resources and privilege and the efficiency and quality of the missions (outcomes) are essential to combat the threats of the 21st century.

The US military must create standing, numbered, and regionally aligned Joint warfighting headquarters— American Expeditionary Forces (AEFs)—around a command council and a staff organized into Joint centers and cells. Calls for standing Joint force headquarters are not new, but the demonstrated military effectiveness of the Joint Task Force (JTF) model coupled with increasing service-specific resource requirements and tightening fiscal constraints have resulted in little evolution in joint force headquarters construction since the end of World War II. Analysis of the historical record has shown that joint warfighting is best conducted with a Joint warfighting command subordinate to the geographic combatant commands. However, the Joint Task Force model is problematic because the ad-hoc, post-crisis activation of JTFs, along with their antiquated command and control structure, inherently puts the United States at a strategic and operational disadvantage. In the future, the US military will primarily maintain its competitive advantage, especially in great-power competition, by being a superior and sustainable joint force sooner than its adversaries. The proposed AEFs draw on generations of hard-earned experience to maintain and grow American supremacy in Joint warfighting in an increasingly dangerous world.

At the best of times, the U.S. tends to rush out heavily politicized studies of the lessons of war that are more political ammunition than serious analyses, and while these are followed by long formal studies that are often quite good, they then are often ignored as the flow of events moves on. These are scarcely the best of times. The collapse of the Afghan government and forces has occurred during one of the most partisan periods in American politics, followed by a totally different kind of conflict in Ukraine, all while the U.S. focus on terrorism and regional conflicts that began with 9/11 has been replaced by a focus on competition with nuclear superpowers like Russia and China. The very fact that the war stretched out over two decades has meant that much of the focus on lessons has ignored the first half or more of the war, and the almost inevitable chaos following the U.S. decision to withdraw has led to the focus on the collapse of the Afghan forces and the central government rather than on the actual conduct of the war – and few within the U.S. government now want to rake over the list of past mistakes that turned an initial tactical victory into a massive grand strategic defeat.

Washington has started selling arms that serve a "porcupine" defense strategy to Taiwan. Whether Taipei fully embraces this new approach remains to be seen. Taiwan, claimed by China as a rogue province and armed by the United States, is at a crossroads. Should it continue buying big-ticket US arms, such as advanced fighter jets and tanks, to counter Chinese forces in case of a blockade or invasion? Taipei’s longstanding conventional strategy, which calls for these kinds of arms, views the ambiguous US defense commitment as concerning. Since Washington may not intervene against a Chinese attack, conventionalists want to hold on to Taiwan’s traditional, long-range weapons. Conventionalists also claim that buying big-ticket arms strengthens Washington’s political commitment to Taiwan. However, officials and experts increasingly see another strategy as prudent. Recent Chinese economic growth and military modernization have greatly enhanced Beijing’s capabilities, to the point that many believe Taiwan could not hold out alone against a Chinese invasion. Reformers thus argue that Taiwan needs to start building its forces around small, easily distributed weapons such as mobile anti-ship missiles and patrol boats and make greater investments in reserve forces and territorial defense. This “porcupine” defense strategy can theoretically buy more time for US forces to arrive in a war. The fate of Taiwan’s military strategy, which also depends greatly on political relations between Beijing, Taipei, and Washington, will help determine the strength of deterrence in the Taiwan Strait. A breakdown in this deterrence could lead to US-China war. The United States not only influences Taiwan’s strategy, but has a great stake in its future.

The People’s Liberation Army Navy (PLAN) is building modern surface combatants faster than any other navy in the world. Before these new ships can be deployed, however, their crews must learn how to effectively operate them across the range of missions for which they were designed. In the PLAN, this “basic training” largely occurs at specialized organizations called Vessel Training Centers (VTCs). Since their creation in 1980, VTCs have played a key role in generating combat power for the fleet. But as China’s naval ambitions have grown, the VTCs have been forced to adapt. Since the early 2000s, and especially since 2012, they have faced tremendous pressure to keep pace with the rapid expansion and modernization of the PLAN surface fleet and its growing mission set, improve the standards and quality of vessel training, and uphold the integrity of training evaluations. This report argues that the PLAN’s VTCs have generally risen to the challenge, ensuring that new and recently-repaired ships can quickly reach operational units in a fairly high state of readiness.

Through most of 2021, the armed Houthi movement appeared unstoppable. As their forces pushed relentlessly toward Marib city, the fall of the last government stronghold in the north began to seem inevitable. Rich in oil and gas, its loss would be a mortal blow to the spiraling economy and political legitimacy of the internationally recognized government. Along frontlines across the country, Houthi forces either held their ground or advanced, showing a cohesiveness, discipline and effectiveness unmatched by the motley array of armed groups opposing them. Houthi drones and ballistic missiles flew across the border into Saudi Arabia, and continued even in the face of retaliatory airstrikes, heightening the cost of conflict for the coalition. Houthi military efforts were buttressed by developments behind the frontlines and beyond Yemen’s borders. A significant threat to the movement emerged and vanished without the Houthis even having to respond. The group was designated a Foreign Terrorist Organization (FTO) in January 2021 as a swan song of the Trump administration in Washington, but the decision was rescinded less than a month later by newly inaugurated US President Joe Biden after the United Nations and aid organizations testified it would paralyze humanitarian operations. For Houthi leaders, it was an affirmation of their strategy of holding the wellbeing of the civilian population hostage, giving the international community the poisoned choice of abandoning people in need or propping up the Houthi state. The group has been able to marshal humanitarian assistance to underwrite economic activity in the areas it controls, helping to legitimate its rule and freeing up resources for its war effort. Houthi security forces have successfully suppressed dissent, and an ever-growing number of children and adults are indoctrinated into the group through the rewriting of school curricula and religious teachings at mosques. The economy remained relatively stable in Houthi-held areas, even as searing inflation took hold elsewhere in the country. Its apparent success has furthered the group’s zealotry and sense of impunity, both on display in September with the public executions of eight men and a minor in Sana’a. In sum, the Houthis’ theocratic state-building project continued to gain steam through 2021. “We will not walk away and leave a vacuum to be filled by China, Russia, or Iran,” President Biden said this July in defense of his administration’s continued commitment to the Middle East.1 His comments reflect a widely held misconception: that a U.S. military exit from the Middle East would empower U.S. adversaries, and thus somehow make Americans less secure.2 U.S. leaders and pundits have expressed similar fears about the danger of creating vacuums by leaving Syria, Afghanistan (before U.S. exit of course), and even Africa, where only smatterings of U.S. troops are stationed.3 Vacuum fears also fuel more general warnings against surrendering influence in the developing world. Chinese investments via its Belt and Road Initiative—a massive set of infrastructure-development loans—for example, are said to exploit a vacuum the United States should compete to fill. Chinese trade in South America, or Russian port calls there, are said to reflect a failure to exert U.S. influence.4 The burgeoning idea behind these claims is that “great power competition,” which once seemed a useful rationale for exiting conflicts and lingering endeavors of the global war on terror, demands winning an open-ended, ill-defined contest for influence with Russia and China in the greater Middle East and developing world, or what is now sometimes called the global south.5 Vacuums that could be said to follow a U.S. exit—not the terrorists or insurgents U.S. forces were deployed to fight—are the new justification for staying.

Formulating US policy toward Iraq can be a fraught matter, given all the debate and disagreement concerning the actions that brought us to the current situation. However, our policy must be formulated in light of it, regardless of views about our past actions. Policy formulation should begin with the realization that Iran has gained a predominant political and military influence in Iraq. Despite efforts of past PM Adel Abdul Mahdi and current PM Mustafa al-Kadhimi, many of the militias comprising the Popular Mobilization Forces (PMF) still answer to Iran, not the Iraqi government. Iran exerts widespread influence throughout the political class. Economically, Iraq remains dependent on Iran for energy;1 religious tourism from Iran to the holy sites in Karbala and Najaf is an important source of revenue; and Iran has flooded markets with cheap food and consumer goods. Although Iraqi oil production has rebounded, the economy remains relatively moribund and the level of basic public services is poor. (That Iraq flares off its natural gas at the same time it is importing it from Iran to produce electricity2 highlights the economic disfunction.) Popular discontent boiled over in 2019, leading to widespread protests. The protests took on an anti-Iranian aspect, and Iran-aligned PMF units attacked the protestors.

51. Competing in Time: Ensuring Capability Advantage and Mission Success through Adaptable Resource Allocation

The keystone of the Department of Defense’s institutional architecture is not acquisition, but rather the budgeting process. This governs its ability to allocate funding to achieve national security objectives, links together requirements and purchasing, sets the calendar of the department, controls changes to investment priority, and serves as the mechanism for Congress to exercise its constitutionally granted appropriations powers. While there have been dozens of acquisition reform efforts, the budgeting process has been nearly untouched since 1961. Bureaucratic resource allocation processes—especially planning, budgeting, and appropriations—are a critical engine for maintaining an edge in a long-term military competition. In the 1950s, this realization was mechanized by the US, when fast-paced military developments with shifting directions were used to drive cost into ponderous Soviet planning processes. Ultimately, Soviet strategists also recognized that agility in resource allocation would ultimately determine the outcome of competition given a sufficiently long horizon. The Department of Defense (DoD) allocates resources through the Planning, Programming, Budget, and Execution (PPBE) system. PPBE is the scheme by which DoD sets its own plans and priorities and also how it asks Congress to approve its spending and provide oversight (often by verifying actual execution against predicted schedule and performance). The history of the PPBE dates to 1961 and is based on period industrial planning concepts. The PPBE’s inflexibility increases the difficulty of rapidly shifting funding to emergent innovations that appear promising, as new programs must typically wait more than two years to be included in the budget. Additionally, the PPBE encodes divisions between research, production, and operations activities that stymy iterative or feedback-based development. A common theme across core DoD processes including the PPBE is an emphasis on long-term prediction of future needs and an attempt to optimize high-performance weapons against projected requirements. When these conditions are not met (whether from shifting technology or shifting adversaries), these processes may not yield optimal, relevant, or militarily effective results. Historical analysis of innovation time cycles—the time measured from the origin of a new concept for military capability until its initial fielding—indicates the cycles were shorter prior to the implementation of the triad of McNamara-era processes, commonly with an average time around five years for both ships and aircraft, and have grown steadily since. Emerging technologies, especially information technologies, are central to future conflict and are largely commercial and globalized. The defense acquisition process and legacy defense industrial base approach struggle to accommodate timely adoption of these technologies, as evidenced by lengthy modern time cycles (more than ten years) for development and fielding of new-start weapon systems. China may have an edge in its resource allocation process, although this topic merits further investigation. Evidence includes their ability to develop and field twenty-five new unmanned aircraft systems from 2010 to 2020, including stealthy carrier-based unmanned systems. Efforts to improve adaptability that focus on acquisition milestones have been only partially successful. Analysis of the chained and linear components of the modern military capability development and fielding process suggests that it is difficult to create a competitive, adaptable resource allocation scheme without revisiting the PPBE and key decision processes that govern the ability to make rapid, early investments in new operational capability or concepts. Incoming administration leadership, military leaders, and Congressional leaders need to revisit institutional structure and the budgeting process recognizing the central role of time in driving innovation, adaptability, and resilience. It is not yet too late to favorably shape the trajectory of long-term military competition with China, but the only hope of an upper hand rests on agility and initiative.

Since the Cold War ended, the US Department of Defense (DoD) has developed doctrine and capabilities predominantly for the most stressing campaigns it could face against opponents such as the People’s Republic of China (PRC), Russia, and North Korea. These worst-case scenarios are intended to ensure US forces can address “lesser-included” cases as well. This approach, however, favors concepts and systems designed for large-scale, high-intensity military conflict, and intelligent US adversaries are unlikely to present US forces with confrontations where DoD could leverage its strengths in missions such as power projection or precision strike. America’s rivals have evolved approaches during the past decade to circumvent US military strengths, such as PRC and Russian gray-zone or hybrid operations, that obtain objectives at lower cost and escalation—albeit over longer timeframes—than traditional military combat. DoD should therefore revise its planning to raise the priority of new scenarios that stress the US military in different ways than theater-wide high-intensity combat such as through protraction, varying levels of escalation and scale, and the use of proxy and paramilitary forces. The People’s Liberation Army (PLA) concept of System Destruction Warfare and the Russian military’s New Generation Warfare are representative of the new approaches being employed against the United States and its allies. Although they are very different in their theory of victory and methodology, both concepts share a focus on information and decision-making as the main battlegrounds for future conflict. They direct attacks on an opponent’s battle network electronically and physically to degrade its ability to obtain accurate information while introducing false information that erodes the opponent’s ability to orient. Simultaneously, military and paramilitary forces would present dilemmas to the opponent by isolating or attacking targets in a manner that neutralized their combat potential and controlled the escalation of a conflict.

53. The Invisible Battlefield: A Technology Strategy for US Electromagnetic Spectrum Superiority

The electromagnetic spectrum (EMS) is a uniquely challenging environment for military operations. Unlike objects physically moving through the air or along the ground or sea, electromagnetic energy travels at the speed of light and cannot be easily contained by walls, boundaries, or exclusion zones. As a result, military EMS activities such as sensing, communications, and electromagnetic warfare (EW) are difficult to separate from one another or from civilian users. The constraints on military EMS access will only grow with the need to allocate spectrum to 5G mobile communications, expanded Wi-Fi coverage, and ubiquitous sensing and communications on vehicles and consumer products. Adversaries, most prominently the People’s Republic of China (PRC) and the Russian Federation, are also countering US military operations in the EMS. They are using passive sensors and jammers to exploit the dependence of expeditionary US forces on active radars for air defense and long-range radio frequency (RF) communications for command and control (C2). As the “home team” in most likely military conflicts, US adversaries can rely to a greater degree on wired communications, multistatic and passive sensing, and their understanding of local conditions to gain an advantage in a highly contested electromagnetic environment. Addressing challenges to US EMS operations will become more difficult as defense budgets come under pressure from costs to combat the ongoing COVID-19 pandemic, respond to economic recession, and service the growing national debt. Given the growing variety of adversary countermeasures and diverse demands for commercial spectrum, attempting to modify or replace Department of Defense (DoD) EMS systems so they avoid specific threats and civilian encroachments is likely to be unaffordable and continually late to need. DoD’s forecast-centric planning approach, embodied in the Joint Capabilities Integration and Development System (JCIDS), is ill-suited to identify capabilities that solve DoD’s EMS challenges in a fiscally constrained and technologically dynamic environment. Forecast-centric planning bases new requirements on the anticipated gaps between capabilities needed to execute desired concepts in future operations and a military force’s current or projected capabilities. This analytic approach depends on assumptions regarding the scenarios in which conflict is likely to occur, the capabilities and tactics to be used by opponents, and the probable actions of US allies and partners. The need to make multiple, interdependent assumptions reduces the accuracy of forecast-centric planning, and when assumptions prove incorrect, budget constraints could reduce the force’s ability to adapt. To regain enduring EMS superiority under today’s conditions of technological and fiscal uncertainty, DoD will need to adopt a decision-centric planning approach in which adaptability is a more important metric than predicted performance against a particular threat in a specific scenario. In contrast with forecast-centric planning’s mobilization of resources to efficiently develop a single solution, decision-centric planning would seek to preserve options for as long as possible within a mission or over a competition. Within operational timeframes, the optionality afforded by a more adaptable force could allow commanders to make faster and more effective decisions, while the complexity imposed on the enemy would degrade its decision-making process. Over strategic and industrial timescales, increasing the adaptability of military systems speeds responses to adversary innovations or enables capability developers to leap ahead of an opponent’s advancements. Adaptability, however, is not sufficient to gain an advantage if the option space is not centered on advantageous capabilities. For example, high-power broadcast radios or scanning search radars can be made highly adaptable using artificial intelligence (AI)-enabled controls, but their risk of counter-detection makes them a poor choice for operations against revisionist powers like the PRC that can deploy numerous distributed passive radiofrequency (RF) sensors in areas where they intend to initiate conflict. This study will use the technique of net assessment to center the option space for new EMS technologies on areas that exploit fundamental asymmetries between the US military and its main competitors.

Defence cooperation in the EU is growing, reflecting the European citizens’ view of the EU as a security enhancer. This policy paper takes stock of current developments and analyses the positions of seven EU member-states on defence integration (France, Germany, Italy, Spain, Poland, Portugal, and Greece). The ‘Magnificent Seven’ are key players in this process, not least because of their large defence budgets and their engagement in the existing forms of cooperation. We examine the defence budget of the seven countries and their breakdown, as well as their participation in Battlegroups, EU military operations and missions, and PESCO projects. The analysis provides significant insights on the national defence priorities. The seven countries form overlapping clusters, according to their political status and aspirations in the European integration process, their economic condition, their geographical location, and their relations with the US and NATO. All of them are facing significant dilemmas and engage in subtle balancing acts, which explains the slow and arduous path of European defence integration.

55. Risky Business: Future Strategy and Force Options for the Defense Department

Despite the overarching strategic priorities laid out by the Biden administration and initial indicators provided by the Department of Defense (DoD), it is unclear how the next National Defense Strategy (NDS) will prioritize threats and the primary role of the U.S. military. Will the DoD clearly preference China (and to a lesser extent Russia)? Or will it hedge and try to more equally meet the expanded list of threats detailed in the Interim National Security Strategic Guidance? Is the Pentagon’s priority to compete below the threshold of armed conflict, or is it to prepare to defeat a great-power adversary in a large-scale war to strengthen deterrence? Answering these questions is critical to developing a clear strategy that emphasizes the right priorities, activities, and resources. To consider the next defense strategy and the tradeoffs associated with different options, we developed three possible strategies—high-end deterrence, day-to-day competition, and full-spectrum competition—that alter the factors highlighted above and reflect the Biden administration’s stated priorities. Our analysis of the Fiscal Year (FY) 2022 budget indicates that the DoD is trying to do more than constrained budgets can support over the next few years and is moving toward what we term as a strategy of “full-spectrum competition.” It appears as if the Biden administration is pursuing a strategy that seeks to strike a balance between competing in the near term while still enhancing preparedness for great-power conflict, as well as hedging against a range of threats and mitigating risk over time. The forces and posture that are necessary for this competition are quite different from those that are needed to defend against a conventional fait accompli attack by China on Taiwan or Russia on the Baltics. It is unlikely that the United States can build a force that can achieve both of these objectives with the current topline. Our testing of the budget-constrained force associated with the full-spectrum competition strategy finds that it could not successfully fulfill its two primary aims: defeating sub-conventional aggression and Russian and Chinese gray zone tactics, and building a force capable of defeating a great-power adversary attack on its neighbor. Moreover, this strategy risks significant overstretch, the potential for long-term technological overmatch, and inadvertent escalation. The other two strategies focus on China, but day-to-day competition emphasizes the daily military contest with Beijing and the threat of sub-conventional conflict, while high-end deterrence focuses on defeating conventional aggression and achieving a long-term military technological advantage. The day-to-day competition strategy would lose a high-end conflict in East Asia and Europe; it also would fail to halt or overturn sub-conventional land grabs. The competition strategy bets that a large and visible force that actively contests daily military provocations will deter both sub-conventional and conventional aggression, even if the force is not capable of stopping either type of attack. The risk that this assumption fails grows over time because this strategy forgoes investments in advanced technologies, while China and Russia are rapidly seeking to wrest the military technological advantage from the United States. There are also significant escalatory risks associated with an approach that regularly and assertively contests Chinese and Russian forces. We conclude that it is unlikely that competition can be won by the military, even one optimized to face this challenge. More optimistically, our analysis suggests that it is possible to build a force capable of winning one big conflict and overturning sub-conventional aggression with this topline—but only if the department is willing to accept some near-term risk in competition, against other threats, and in other regions. The high-end deterrence strategy mitigates the temporal risk by making near-term improvements in combat capabilities, including expanding stockpiles of preferred long-range munitions, investments to improve the resiliency of U.S. posture in the Indo-Pacific and Europe, and additional investments in cyber and electronic warfare capabilities. It also relies on frontline allies and partners to be responsible for the daily competition. We assert that the high-end deterrence strategy is the best path forward, but it requires a better delineation and ranking of threats and responsibilities for the joint force and strategic discipline over the long run. Congress must also support this strategy and allow the Defense Department to make the hard choices, such as cutting capacity and retiring weapons systems, that are required to rebalance the force for this mission and to sustain its military technological advantage over the long run. Senior Pentagon leaders will need to partner with Congress to help them understand how specific changes are connected to higher order objectives. It is important to note that the FY22 budget is largely an inherited one and the Biden administration is making some significant investments that align with a high-end deterrence strategy. Nevertheless, the 2022 NDS and the FY23 budget will need to accept more risk and further prioritize to prepare the force for the most challenging and consequential threats. If the Biden administration does not make these hard choices or Congress refuses to support this strategy, the chasm between U.S. strategic and military objectives and the costs of achieving them will only grow significantly. Trying to do too much is a risky business that could result in the United States losing its military technological edge and, ultimately, a war against a great power.

This assessment examines the role of county veteran service officers (CVSOs) throughout the United States. The report highlights the services and support available to veterans via CVSOs around the country, and compares their effectiveness against the help offered by staff through other types of veteran service organizations (VSOs). CVSOs provide resources to veterans at the local level, and their roles and experiences vary according to the state- and federal-level VSOs available in that area. Using quantitative analysis, the effectiveness of CVSOs is measured through grant rates of disability compensation claims submitted, as compared to those submitted by state and nonprofit VSOs. This report examines the effectiveness, challenges, barriers, and resources that CVSOs face when serving veterans in their jurisdictions.

57. Improving Joint Operational Concept Development within the U.S. Department of Defense

For the first time in nearly four decades, the DoD is developing joint warfighting concepts designed to counter advanced military rivals—specifically China and Russia. The last such effort took place at the height of the Cold War in the late 1970s and early 1980s to address the strategic and operational challenges posed by the Soviet Union’s conventional advantage on Europe’s Central Front. Now, as the 2018 National Defense Strategy (NDS) emphasizes, the joint force must “prioritize preparedness for war” which includes developing “innovative operational concepts” for military advantage.1 As operational concepts are fundamentally visions of future war that guide future force design and development, the joint force first must answer the question of how it intends to fight future wars before it tries to answer questions of what it needs to fight with. Yet, if the DoD is going to move to “joint concept driven, threat informed capability development,” it faces a considerable challenge in that its joint concept development and experimentation process is fundamentally broken.2 While the post–Cold War era has witnessed repeated efforts to develop joint operational concepts, the process fails to yield innovative warfighting approaches to guide future force and capability development. Instead, the process produces concepts that seem almost intentionally designed not to drive significant change. These concepts are not truly “joint,” but rather lowest-common-denominator assemblages of existing service concepts that privilege service priorities. Any innovative joint ideas that make it through the development process are so watered-down and vague that they fail to provoke change (and thus threaten the interests of key stakeholders). In this environment, individual service concepts win out over joint concepts and drive investment priorities. However, warfighting concepts and critical investments must be joint because the services have become increasingly interdependent at the operational level.3 Moreover, current wargaming and analysis suggest that this operational interdependence will be a critical aspect of future conflict with a highly-capable peer adversary such as China or Russia—whether as a strength or a weakness remains to be seen. One can expect an advanced, adaptive adversary to seek out any gaps and seams presented by the U.S. military and exploit those to its advantage. In this regard, the current joint force is not “joint” enough for a high-end war against a peer adversary that has developed counters to critical, long-standing U.S. operational advantages such as air, maritime, and information dominance. As this paper discusses, successfully waging war at the scale and intensity that a conflict with a peer rival would entail will demand entirely new ways of warfighting that in turn will require a forcing function that integrates individual service capabilities into an actual “joint” fighting force. Recent efforts to develop threat-focused joint warfighting concepts—if successful—represents the best chance for that result actually to occur. This paper briefly discusses three past attempts by the DoD to develop joint concepts, including AirLand Battle, Air-Sea Battle, and a more recent effort, the Advanced Capabilities and Deterrence Panel (ACDP). It uses these examples to showcase the challenges of overcoming stovepiped and parochial service-led efforts and to illustrate the drawbacks of building service-centric concepts and covering them with a patina of jointness. These cases highlight how the persistent pathologies of the joint concept development process have rendered post–Cold War joint concepts useless for encouraging operational innovation or driving change in service investment priorities. Ongoing work to develop new joint warfighting concepts provides the DoD with a long-overdue opportunity to focus its concept development on tangible threats and consequent operational objectives. The current effort is the first time in decades that the DoD is organizing concept development around countering a specific threat instead of supporting idealized notions of how the joint force preferred to operate against vague or undefined groups of adversaries. However, without major changes to what is widely viewed as a consensus process that does not foster a competition of ideas, the DoD risks repeating the same concept development mistakes it has made in the past. Additionally, new joint concepts must be rigorously tested and refined through a campaign of experimentation to validate their viability for future force design. That experimentation piece is currently missing.4 The Joint Staff is trying to rebuild its joint concept development capability after years of neither prioritizing nor adequately resourcing that work. Generating truly new ways of warfighting with the potential to transform future force design will require the sustained attention of the Office of the Secretary of Defense (OSD) and the Chairman and Vice-Chairman of the Joint Chiefs of Staff (CJCS and VCJCS) to push new joint concepts through the system. The DoD’s senior leadership must overcome the tendency of each service to drive toward consensus products that are aimed more at protecting existing priorities and longstanding prerogatives than generating creative ideas.

58. Transitioning to Tech: Transitioning Service Members and Veteran Perceptions Regarding a Career in the Technology Sector

Military experience provides service members with a range of technical and soft skills that can prepare them for meaningful employment in the private sector. Unfortunately, perceptions about the differences between military service and civilian employment can hinder the transition process, leading some veterans to believe they are unqualified for certain roles, or unaware of the steps they can take to gain meaningful employment in positions that seem vastly different from the work they did in uniform. This can be particularly true in the technology sector, where stereotypes and misperceptions—on both sides—can make the gap between military service and employment in a place like Silicon Valley seem insurmountable. However, as many have demonstrated, veterans can successfully make the leap to meaningful employment in the technology sector, and the firms that hire them can benefit from the skills and experience transitioning service members bring to the field. Understanding veteran perceptions about opportunities in technology is therefore an important first step in identifying the hurdles, both real and perceived, to expanding this pathway and getting more military veterans into meaningful employment in this sector. This white paper uses a mixed-methods approach to examine veteran opportunities and perceptions of opportunities in the technology sector. It begins with an overview of current support efforts specific to employment and education in the technology sector provided by the government’s Transition Assistance Program (TAP), technology companies, and veteran-serving nonprofit organizations. The paper then examines the attitudes of veterans in transition with a focus on perceptions of employment opportunities in the technology sector and perceived gaps between the skills transitioning service members have and the skills they believe are necessary to pursue a career in technology. The white paper concludes with recommendations for relevant departments, agencies, programs, employers, veteran-serving organizations, transitioning service members, and veterans. For the purposes of this paper, employment in “technology” is broadly defined to include both jobs that require specific technological skills and general employment in companies that produce technology products. Technology companies range from small startups to large software and e-commerce corporations with a myriad of job titles and a variety of roles requiring different skill sets. The span of technological expertise can cross industries, including technological support and information management for large brick-and-mortar businesses and the medical and financial industries. The analysis provided in this white paper is informed by a survey that CNAS and VetsinTech, a veteran-serving nonprofit, performed from August 31, 2021, through September 18, 2021. The survey yielded over 1,000 responses from veterans, transitioning service members, and active-duty service members. The analysis also incorporates feedback from interviews with action officers at the Department of Defense (DoD), the Department of Veterans Affairs (VA), and the Department of Labor (DoL), as well as veterans currently employed in the technology sector and those who seek to hire veterans in the technology sector.

Until recently, the Arctic was largely immune to the geopolitical tensions that play out between Russia and the transatlantic partners in other regions and on other issues. Indeed, the Arctic is one area where the United States and Russia, together with the other Arctic states, have engaged in quiet cooperation on issues including search and rescue, scientific research, and the environment. Such pragmatic cooperation has been possible in part because bilateral irritants are diffused by shared and cross-cutting interests among all eight Arctic states, as well as the region’s multilayered governance regime.1 However, climate change and the Arctic’s melting sea ice have opened access and allowed for increased human activity, which, in turn, has amplified competition in the region. At stake are core national interests for the Arctic states, ranging from economic opportunities to security and stability. The region’s growing importance and level of activity, alongside the lack of trust and limited dialogue on military issues between Russia and the United States, raise the risk of conflict and instability in the region. For Russia, its part of the Arctic, including an increasingly accessible Northern Sea Route, is central to core national security concerns and an important pillar of the economy and future development. To secure its interests, the Kremlin has taken numerous actions, many of them military, in the Arctic that are of shared concern to the other Arctic nations and NATO.

Militaries around the world believe that the integration of machine learning methods throughout their forces could improve their effectiveness. From algorithms to aid in recruiting and promotion, to those designed for surveillance and early warning, to those used directly on the battlefield, applications of artificial intelligence (AI) could shape the future character of warfare. These uses could also generate significant risks for international stability. These risks relate to broad facets of AI that could shape warfare, limits to machine learning methods that could increase the risks of inadvertent conflict, and specific mission areas, such as nuclear operations, where the use of AI could be dangerous. To reduce these risks and promote international stability, we explore the potential use of confidence-building measures (CBMs), constructed around the shared interests that all countries have in preventing inadvertent war. Though not a panacea, CBMs could create standards for information-sharing and notifications about AI-enabled systems that make inadvertent conflict less likely.

61. Principles for the Combat Employment of Weapon Systems with Autonomous Functionalities

Abstract:
An international debate over lethal autonomous weapon systems (LAWS) has been under way for nearly a decade.1 In 2012, the Department of Defense (DoD) issued formal policy guidance on weapon systems with autonomous functionalities,2 and nations have come together since 2014 to discuss LAWS through the United Nations Convention on Certain Conventional Weapons (CCW). The discussions at the CCW have been hampered by the lack of an agreed-upon definition for LAWS.3 However, states party to the CCW agreed in 2019 that “human responsibility” for the decisions over the use of weapon systems and the use of force “must be retained.”4 Accordingly, discussions now tend to focus on the type and degree of human involvement required to ensure compliance with international humanitarian law and satisfy ethical concerns.5 Several scholars argue these discussions should focus on “developing objective, commonly held, and function-based understandings of autonomy in the military context” (emphasis added).6 The premise of this paper is that the best way to achieve such an understanding is to develop, debate, and agree upon some commonly accepted principles for the employment of weapon systems with autonomous functionalities in armed conflict.7 This is where the legal, ethical, and moral questions about autonomy in warfare are most acute and deserve the most attention. This paper offers a starting point for these discussions. The seven principles proposed in this paper are intended to complement and build on existing DoD guidance, including DoD Directive (DoDD) 3000.09, Autonomy in Weapon Systems, and DoD’s Artificial Intelligence (AI) Principles.8 They are also consistent with the 11 guiding principles adopted in 2019 by the CCW in its “Meeting of the High Contracting Parties to the Convention on Prohibitions or Restrictions on the Use of Certain Conventional Weapons Which May Be Deemed to Be Excessively Injurious or to Have Indiscriminate Effects.”9 These seven new principles concentrate on the responsible use of autonomous functionalities in armed conflict in ways that preserve human judgment and responsibility over the use of force and help minimize the probability of loss of control of the system or unintended engagements, especially against noncombatants. This paper is organized into four sections. The first details the history of U.S. weapon systems with autonomous functionalities. It is intended to give the reader a notion of how these weapons have historically been used, why autonomous functionalities are so useful, and why the DoD retains the right to use them. The second section explains why weapons with autonomous functionalities are now being improved through the addition of AI, an important development that aims to make the weapons more discriminate in the application of force. The third section explains why the DoD should consider publishing a new set of principles for the combat employment of weapon systems with autonomous functionalities. The final section outlines seven proposed principles for consideration.

Abstract:
It has been three months since the Taliban entered Kabul and retook control of Afghanistan. According to the head of the U.N. World Food Programme, “23 million people [are now] marching toward starvation. 95% of Afghans don’t have enough food. The economy is collapsing. Winter is coming. This is going to be hell on earth.” In this month’s feature article, Andrew Watkins assesses the Taliban’s efforts to rule Afghanistan so far. He writes that “The Taliban have busied themselves consolidating control, reacting swiftly and harshly to perceived threats. They have not clearly defined the scope or structure of their state, nor have they shared long-term plans for their rank-and-file, many of which continue to operate as they did before August 15, 2021. Taliban leaders have demonstrated the continued primacy of maintaining internal cohesion, a longstanding trait that will likely stunt the group’s response to Afghanistan’s impending economic and humanitarian crises.” Watkins writes that from their perspective, “accepting aid that might sustain their state would prove worthless if doing so fueled a fissure within their own organization. The Taliban would become the very thing their origin story professes they rose up to eradicate and replace: a fractious constellation of militant bands. To put it another way, if Afghanistan’s compounding crises pose the Taliban with the prospect of either failing to provide for the desperate needs of the Afghan people or their own potential fragmentation, the Taliban will put their own organization first.” This month’s interview is with General Richard D. Clarke, commander of U.S. Special Operations Command. In a commentary, Jerome Bjelopera argues that “given that the U.S. national security establishment has taken up great power competition (GPC) as its primary concern recently, and terrorism has slipped from the top position, it is time for the security policy community to place terrorism within a new conceptual framework, one that combines terrorists, violent criminals, drug traffickers, insurgents, and others under the heading of violent non-state actors (VNSA).” Interviews that Matthew Bamber conducted with 43 former Islamic State civilian employees shed light on two distinct categories: those who became full members of the group and those who did not. He writes that “there are significant differences in how these two categories were treated by the Islamic State, the positions they were able to fill, the financial benefits they received, and the processes through which they joined and left Islamic State employment ... Understanding the nuances is important in assessing the culpability of the Islamic State’s civilian workers and the danger they may pose in the future.”

In this month’s feature article, Michael Knights, Crispin Smith, and Hamdi Malik examine the increased discordance within the Iran Threat Network militias in Iraq (muqawama) based on their detailed tracking of recent dynamics for the “Militia Spotlight” platform at the Washington Institute for Near East Policy. They find that “while the IRGC-QF (Islamic Revolutionary Guard Corps-Quds Force) still runs Iran’s covert operations inside Iraq, they face growing difficulties in controlling local militant cells. Hardline anti-U.S. militias struggle with the contending needs to de-escalate U.S.-Iran tensions, meet the demands of their base for anti-U.S. operations, and simultaneously evolve non-kinetic political and social wings.” The authors assess that, having under-performed in the recent elections, the muqawama will likely prioritize a bottom-up approach to building up their political base. And they warn that “any shift from Iran’s de-escalatory position, perhaps linked to a failure of U.S.-Iran nuclear talks—or a more significant loss of Iranian influence over muqawama factions—could trigger a sustained escalation of muqawama operations against the U.S.-led coalition in 2022 and beyond.” In this month’s interview, former U.S. National Security Advisor Lieutenant General (Ret) H.R. McMaster provides his perspective on what led to the Taliban takeover in Afghanistan. In a commentary, Don Rassler argues that the United States needs to better leverage its vast terrorism data holdings by creating a new terrorism and counterterrorism data action plan that exploits the power of data-science and artificial intelligence driven approaches. That plan, he writes, should include five key precepts: 1) reinvest in and advance core terrorism data, 2) strategically leverage captured material, 3) better develop and utilize counterterrorism data, 4) practice data alchemy, and 5) automate basic and other analytical tasks, and augment data. Jonathan Schroden looks at lessons learned from the 2021 collapse of the Afghan National Defense and Security Forces’ (ANDSF). He writes that six themes that emerge are: “the ANDSF collapse was months—if not years—in the making; the United States did not give the ANDSF everything they needed to be independently successful; the ANDSF did put up a fierce fight in many areas; the ANDSF were poorly served by Afghan political leaders; the ANDSF were poorly served by their own commanders; and the Taliban strategy overwhelmed and demoralized the ANDSF. From these themes, there are three key lessons: the ANDSF’s failure had many fathers; the U.S. model of security assistance requires reform; and greater emphasis on non-material factors (e.g., morale) is needed in future security force assessments.”

“A series of extreme far-right cases among members of Germany’s military and police highlight the threat of the enemy within: radicalized extremists within security services, with access to weapons, training, and confidential information,” Florian Flade writes in this month’s feature article. According to Flade, “The specter of armed underground cells being trained by former or current members of the security services has been a wake-up call for authorities. New measures have already been implemented within Germany’s domestic and military intelligence agencies to more effectively root out enemies of the state wearing uniforms. Nevertheless, the threat will most likely persist in the coming years.” He adds that “with the United States and other countries also grappling with this problem set, it is vital to share lessons learned and best practices at the international level.” This month’s interview is with Idriss Mounir Lallali, the Deputy Director and Acting (Interim) Director of the African Centre for the Study and Research on Terrorism (ACSRT), a structure of the African Union Commission (the secretariat of the African Union). Alex Newhouse examines “the multi-node structure” of a global network of violent neo-fascist accelerationists seeking system collapse. He writes that “evidence from Atomwaffen’s development and collapse reveals that it was not the apex of a hierarchy of groups, but rather one node in a larger network of violent accelerationists. This network is built on membership fluidity, frequent communications, and a shared goal of social destruction. This framework is vital to understanding how and why action against individual groups is not sufficient, and why the threat from Atomwaffen has not faded in spite of its reported ‘collapse.’ The lesson to be drawn from the history of the Atomwaffen Division is that the current threat of neo-fascist accelerationism exists more in the evolution of the network as a whole, rather than in any one individual group.” Peter Kirechu examines “Iran’s Currency Laundromats in the Emirates.” He writes that “Since 2014, the United States has sanctioned dozens of Iranian nationals and commercial entities for the illicit acquisition of U.S. and other foreign currencies. A close review of these designations reveals the organized character of Iran’s illicit currency laundering operations and the role of the Islamic Revolutionary Guard Corps (IRGC) in their orchestration. It also shows that Iran relies on a diverse network of illicit commercial entrepreneurs to covertly access foreign currencies abroad. These actors operate under the cover of legitimate commerce and exploit the vulnerabilities of regional economic centers—such as the United Arab Emirates—to provide covert financial resources to the Revolutionary Guards.”

Abstract:
Ten years ago, the United States launched Operation Neptune Spear, the May 2011 raid on Usama bin Ladin’s compound in Abbottabad, Pakistan, which resulted in the death of al-Qa`ida’s founder. In this issue, CTC Sentinel speaks with Admiral (Retired) William McRaven and Nicholas Rasmussen to compare vantage points of the operation from a military and policy perspective. A decade after the raid, the operation continues to offer practitioners, policymakers, and researchers valuable lessons for the future. While some of their reflections pertain to counterterrorism policies and practices, others speak to the importance of leadership at times of uncertainty, discipline, interagency collaboration, and most of all, commitment to a shared mission. According to Rasmussen what makes it “such a compelling story at the 10-year mark is that it has such an important operational story to tell, but also … it’s a remarkable window into presidential decision-making under extraordinary conditions of uncertainty and risk.” McRaven stresses the mission was about justice for the victims of 9/11 and other al-Qa`ida attacks: “We were honored to have the opportunity to go on the mission, but make no mistake about it, this was about 500,000 plus soldiers, sailors, airmen, Marines that took this fight to al-Qa`ida.” In this month’s feature article, Brian Hughes and Cynthia Miller-Idriss assess that the storming of the U.S. Capitol on January 6, 2021, provided a boost to far-right extremists who seek total political and social collapse, an objective sometimes referred to as “accelerationism.” They write that “although many disagreements and personality clashes continue to emerge within and among groups since the storming of the Capitol, there are increasing indications that the typically fractious world of the extreme far-right is becoming more unified toward an objective of overthrowing the country’s prevailing political and social order.” Tim Lister examines the jihadi threat landscape in Mozambique in the wake of an attack by Islamic State-aligned militants on the town of Palma in March 2021. He writes: “for four days, they were rampant, killing at least dozens of local people and destroying much of the town’s infrastructure, including banks, a police station, and food aid warehouses. The attack reverberated around the world because Palma was home to hundreds of foreign workers, most of them contractors for the Total liquefied natural gas (LNG) project on the nearby Afungi Peninsula.” Abdul Sayed and Tore Hamming warn that “after reabsorbing a number of splinter groups, and addressing internal tensions,” the Pakistani Taliban (TTP) has “intensified its campaign of terrorism in Pakistan and is again growing in strength.” Aaron Edwards argues a new approach toward security in Northern Ireland is necessary in the wake of the April 2021 loyalist violence.

Abstract:
President Biden soon has to decide whether to withdraw the remaining 2,500 U.S. troops from Afghanistan to meet a May 1 deadline agreed to by the previous administration. With time ticking down, the Biden administration has launched a major diplomatic push to broker a peace settlement for Afghanistan. As noted by Thomas Ruttig in this month’s feature article, “Whether and how much the Taliban have changed since their repressive rule over Afghanistan before the fall of 2001 is key to whether a potential peace settlement can create a social and political landscape in Afghanistan that is acceptable to the people of Afghanistan, as well as the United States and NATO allies.” Ruttig assesses that “While the Taliban have softened their rhetoric on some issues (for example, on women’s rights and education) and there is evidence of real policy change in certain areas (for example, on the use of media, in the education sector, a greater acceptance of NGOs, and an acceptance that a future political system will need to accommodate at least some of their political rivals), their policy adjustments appear to have been largely driven by political imperatives rather than any fundamental changes in ideology.” He assesses that “Whether some changes in approach will be perpetuated will depend on the ability of Afghan communities and political groups to maintain pressure on the Taliban. This, in turn, depends on continued international attention toward Afghanistan.” Brian Michael Jenkins, in a feature commentary, examines several possible courses of action the Biden administration could take if the U.S. efforts to broker a peace settlement in Afghanistan do not result in a major breakthrough in the coming weeks. He writes: “What makes a decision on which path to follow so difficult is that each option carries a high risk of resulting in bad outcomes.” He notes that “Decisive action always looks good, but a turbulent world also means calculating risks, avoiding unintended consequences, and hedging bets.” This month’s interview is with Mary McCord, the executive director of the Institute for Constitutional Advocacy and Protection at the Georgetown University Law Center, whose previous service in government included working as Acting Assistant Attorney General for National Security at the U.S. Department of Justice from 2016 to 2017. She offers insights on the heightened threat of far-right extremist violence in the United States and how the country’s legal architecture could evolve to counter it. Douglas Weeks argues that there is “too much pessimism” in the United Kingdom about the possibility of deradicalizing terrorist offenders. He writes: “To address the root causes of the threat, the United Kingdom needs to learn lessons from what has worked for successful ‘deradicalization’ mentors and empower their efforts.”

69. “This is War”: Examining Military Experience Among the Capitol Hill Siege Participants

This report uses federal court documents to examine the prevalence, demographics, and characteristics of individuals with military experience who were charged for their involvement in the January 6, 2021, siege on the U.S. Capitol. Several key findings emerge from this analysis. First, this report reveals that most of the arrestees with military experience were veterans. Among the 357 individuals charged as of March 31, 2021, this analysis identified 43 (12%) as having some form of military experience. Of the 43 arrestees with military experience, 40 (93%) had left the military and were veterans at the time of their arrest. Second, there appears to be a greater prevalence of affiliation with domestic violent extremist organizations among arrestees with military experience than those without. 37% of individuals with military experience had affiliations to domestic violent extremist (DVE) organizations like the Oath Keepers and the Proud Boys, around four times more likely to be a part of such groups than those without military experience. Third, there is a large amount of nuance when it comes to arrestees with military experience, among whom were young and old, almost every branch of service, longtime soldiers and those who left early on in their careers. This nuance suggests both a need for more research and continued care in dealing with this difficult issue. NOTE: All of the individuals charged in these documents and examined in this report are innocent until proven guilty.

Abstract:
The political-religious foundation of the Kingdom of Saudi Arabia is Wahhabism that marks its identity, society and politics. The Al Saud dynasty defends and expands Sunni Islam in the region and beyond its borders. In order to understand the interests and objectives of Saudi foreign policy, this article analyzes the main geopolitical elements at the service of the stability and hegemony of the Al Saud house in the most turbulent region of the Middle East. The Saudi government is developing a foreign policy, unsuspected in the past, to maintain its historic alliance with Washington, despite the ups and downs, and to transform the old rivalries between Riyadh and Tehran into new opportunities, including with Israel. This change in Saudi foreign policy is due to the controversial Crown Prince Mohamed bin Salman who knows how to take advantage of the changing regional geopolitics and Saudi financial instruments, but also the military and technological in favor of a more proactive and modern Saudi Arabia, despite his weaknesses./El fundamento político-religioso del Reino de Arabia Saudí es el wahabismo que marca su identidad, su sociedad y su política. La dinastía Al Saud defiende y expande el islam sunní en la región y fuera de sus fronteras. Para poder entender los intereses y objetivos de la política exterior saudí, este artículo analiza los principales elementos geopolíticos al servicio de la estabilidad y hegemonía de la casa Al Saud en la región más convulsa de Oriente Medio. El Gobierno saudí está desarrollando una política exterior, insospechada en el pasado para mantener su histórica alianza con Washington, a pesar de los altibajos, y transformar las viejas rivalidades entre Riad y Teherán en nuevas oportunidades, incluso con Israel. Este cambio en la política exterior saudí se debe al controvertido Príncipe Heredero Mohamed bin Salmán que sabe aprovechar la cambiante geopolítica regional y los instrumentos financieros saudíes, pero también los militares y tecnológicos a favor de una Arabia Saudí más proactiva y moderna, a pesar de sus debilidades.

The inclusion of the gender perspective in military operations is now a legal requirement. This exigency is mainly consequence of the doption of the UNSCR 1325. But it is also an operational requirement derived from the need to take into account in decision-making processes the human factor in all its dimensions, to ensure that military actions are adapted to the reality of the scenario in which they take place. This article tries to show that, in the process of integrating this aspect in operations, decision makers tend to only consider the legal aspects of this issue, ignoring the operational benefits that it entails. The official documents of organizations such as the UN or NATO, recognize this duality but, in practice, do not develop this perspective in their operating procedures. All this creates significant problems for those responsible for integrating the gender perspective in operations and requires the introduction of regulatory changes along these lines./Integrar la perspectiva de género en la conducción de las operaciones militares es una exigencia jurídica derivada principalmente de la RCSNU 1325. Pero es también una exigencia operativa derivada de la necesidad de tener en cuenta en los procesos de toma de decisiones el factor humano en toda su extensión, para garantizar que las actuaciones propias se adaptan a la realidad del escenario en el que se desarrollan. A lo largo de este trabajo se evidencia que, en la integración de este aspecto en las operaciones, se tiende a incidir únicamente en los aspectos jurídicos de esta cuestión, pasando por alto los beneficios operativos que conlleva. Los documentos oficiales de organizaciones como la ONU o la OTAN, reconocen esta dualidad pero, en la práctica, no la desarrollan en sus procedimientos operativos, lo que supone un problema para los responsables de integrar la perspectiva de género en las operaciones y hace necesario introducir cambios normativos en esta línea.

Abstract:
The study concerns forecasting the number of soldiers in the Saudi Arabian army based on information obtained from the website: https://data.worldbank.org (The World Bank, 9.03.2020). The research began with a comparative analysis of the number of soldiers in the armies of Saudi Arabia and Russia. The idea for a comparative analysis of the number of armies of Saudi Arabia and the Russian Federation arises from Russian policy in the region of the Middle East countries, including the impact on world oil prices. The comparative analysis showed the similarities and differences in the dynamics of changes in the number of both armies dynamically. Subsequently, the primary time series data analysis on the number of Saudi Arabian troops was performed. The study selected methods for predicting raw data: Holt’s exponential smoothing and Klein’s model for the future. The next stage of the research was forecasting and the analysis and evaluation of the obtained forecasts. Klein’s model was the best forecasting model. The forecast of the number of soldiers in the Saudi Arabian army for 2020 is 251454, and for 2021, it has increased to 251006. The study ends with a summary and conclusions.

The February military take-over in Burma called to mind the tragic events of 1988, while I was serving as press attaché at U.S. Embassy Rangoon. During August and September that year, massive pro-democracy demonstrations resulted in the massacre of several thousand Burmese citizens at the hands of the brutal military regime. Previous attempts to throw off the shackles of totalitarianism, usually led by students, had taken place in 1962, when ruling General Ne Win’s police killed several hundred students at the University of Rangoon and dynamited the historic Students’ Union Building, and again in 1974, when the regime shot down several hundred students who marched in support of a general strike, arrested thousands, closed down schools and universities, and declared martial law. In 1988, there had been no major uprisings for 14 years, but astrologers were predicting that dire events would happen on the magical date of 8/8/88—the four eights of August 8, 1988. At the embassy, we knew things were coming to a boil. There were widespread reports of students being beaten, raped and killed in the notorious Insein Prison north of Rangoon. In the ethnic minority areas, rape, beatings, looting, and the burning down of villages were commonplace wherever the Burmese army operated. The country’s economy was in a shambles. In September of 1987 the regime suddenly and without explanation demonetized all 25, 35, and 75 kyat notes (whose strange denominations were established in a previous demonetization), so that people holding cash were wiped out; 80 percent of the money in circulation became worthless. Hundreds of enraged students stormed out of the prestigious Rangoon Institute of Technology, smashed traffic lights, and burned vehicles. The regime’s inevitable response was to close schools and universities.

Abstract:
Iranian involvement in the Syrian civil war has often made headlines in Israel. Particularly in the context of the Israel Defense Force (IDF)’s so-called campaign between the wars (the Hebrew acronym is Mabam), which has included attempts to prevent Iran from establishing military bases in Syria, keeping Iranian forces away from the Syrian-Israeli border, and thwarting the transfer of precision weapons to Hizballah. But Iranian involvement in Syria goes far beyond the confines of the Israeli-Iranian conflict. As a result of the "Arab Spring" uprising and the Syrian civil war, Iran has succeeded in establishing itself in areas far from the Israeli-Syrian border and extended its influence in Syria beyond the military sphere.

Ahead of Prime Minister Bennett's first visit to Washington, Council data show partisan divides on the Israeli-Palestinian conflict, support for a Palestinian state, and more. In recent years, the US-Israel relationship was stewarded by Israel’s longest-serving leader, former Prime Minister Benjamin Netanyahu, and the man whom he referred to as “the greatest friend that Israel has ever had in the White House,” former President Donald Trump. This week, the first meeting between the two countries’ newly elected leaders, President Joe Biden and Prime Minister Naftali Bennett, will set the tone for a new era of US-Israel relations. New data from the 2021 Chicago Council Survey indicate that some differences in ideas about US policy toward Israel on Capitol Hill—heightened by the 11-day clash between Israel and Hamas last May—have corresponding divisions among the American public. The US public is sharply divided along partisan lines on key issues, including whether to take a side in the Israeli-Palestinian conflict, support for a Palestinian state, and restrictions on the uses of military aid to Israel. Moreover, it’s not just Americans who are at odds with each other. A comparison of the recent Chicago Council Survey and a Viterbi Family Center poll shows that the American public and Jewish Israelis have opposing views on what might be acceptable solutions to the Israeli-Palestinian conflict, while Israeli Arabs and Americans are broadly aligned on acceptable political outcomes.

In the context of hybrid warfare, an urgent question arises as to the adequacy of responding to its challenges. Ukraine, the EU countries and NATO are facing new threats, which require democracies to make changes in military and political activities, to find new forms and methods of ensuring national security. Hybrid warfare as a form of undeclared war is conducted with the integrated use of military and non-military instruments (economic, political, informational and psychological, etc.), which fundamentally changes the nature of military struggle. Thus, the change in the nature of the current armed conflict and the hybrid aggression of the Russian Federation against Ukraine have created an impetus to accelerate transformations and structural changes in the security and defence sector of Ukraine. One of the priority areas of defence reform is the modernization of the management system of the security and defence sector in order to bring it in line with modern military conflicts, achieve interoperability of Ukraine’s defence forces, systematic transition to NATO standards (STANAG) in the organization, armament and training of troops (forces), as well as in the system of operational decision-making.Russia’s aggression against Ukraine has launched a process of destroying the system of European and transatlantic security. The Kremlin’s hybrid actions against Ukraine and other regional states are undermining stability in the area from the Baltic to the Black Sea, creating a serious challenge to peace and security in the region. Ukraine can become a powerful ally with significant military capabilities and invaluable practical experience, including in the field of combating hybrid threats, with successful reforms for NATO membership and a relevant consensus in NATO.

Abstract:
Russia’s capacity to carry out large-scale military operations against Black Sea states allows it to coerce and extort them. Reducing the predictability of such operations is the first step towards deterring them, because Moscow carefully weighs their risks. Western countries should increase their militaries’ interoperability with Black Sea states’ armed forces and improve the infrastructure they use to deploy reinforcements in the region. This would allow them to react to Russian military escalation in kind and thereby increase the risks for Moscow. With Ukraine and Georgia engaged in land wars against Russia, the vulnerabilities of Ukrainian and Georgian airspace and territorial waters have received relatively little attention. Western states could begin to address these vulnerabilities by establishing an international naval presence in the Black Sea. This would counter Russia’s attempts to deny other nations free use of the sea, and could help mitigate long-standing rivalries between allied states in the region. These efforts to enhance Black Sea states’ security will depend on improvements in other areas, particularly the security of government communications, counter-intelligence, the rule of law, and the fight against corruption.

In the new EU Monitor Vojtěch Freitag writes about the ongoing EU’s military mission in the Central Mediterranean Sea called EUNAVFOR MED Irini. The article attempts to overview, critically reflect and present recommendations for the issues connected to it. Notwithstanding EU’s efforts, Sophia had not achieved the prevention ofillicit arms flows. In fact, it could not possibly be successful as the sea is not the only entry point into the vast country. Failure of the embargo has been recently confirmed also by the UN expert panel on Libya, which claimed “total ineffectiveness”. However, the termination of the operation was caused by concerns deemed of greater importance to the member-states than the arms embargo –the question of rescuing and disembarking migrants, an aspect fitting into general EU’s immigration policy debate.

82. Cyber Conscription: Experience and Best Practice from Selected Countries

Cyber conscription is quite a new phenomenon and there is no common definition of the term. Cyber conscripts may carry out a range of functions including technical cybersecurity and cyber defence, as well as IT support, programming and development. They may also serve in more traditional branches such as communications/signals, intelligence, and even social media. This report aims to identify best practices in the use of conscripts and reservists with information and communications technology (ICT)-related education and/or experience, bearing in mind the limited time that they serve. It examines the selection, training and employment of cyber conscripts and reservists in six countries: Denmark, Estonia, Finland, Norway, Sweden and Switzerland. In the countries analysed, the number of volunteers applying for cyber conscription exceeds the military’s needs—there is no immediate need to increase the attractiveness of this type of service. This may change, however, since several nations plan to increase the annual requirement for cyber conscripts. Interviews conducted for this report found that cyber conscripts receive basic military training that mostly follows a uniform pattern common to all conscripts. Only after completing basic military training are cyber conscripts given more specific training, including on cyberspace operations. Several of the armed forces of the countries studied cooperate with universities and have either developed or are planning to launch partnerships with the private sector. Some also provide cyber conscripts with training that gives them a specialist certificate or university credit points. Our report makes recommendations for military authorities that should benefit the armed forces and the individual conscripts, as well as academia and the private sector.

This report provides five policy recommendations to fix this problem: focus Middle East policy on Chinese influence, empower the State Department, re-evaluate the purpose and location of military basing and forces, prioritize business interests, and acknowledge the reality of interacting with authoritarian states. In doing so, the United States can shift resources away from the region and still protect key interests and partners.

84. Russia’s Coercive Diplomacy: Why Did the Kremlin Mass Its Forces Near Ukraine This Spring?

During March and April 2021, the Russian military conducted a large-scale buildup in its regions bordering Ukraine, including Crimea, which Russia annexed in 2014. Scores of videos appeared on TikTok, Telegram, Twitter, and other social media sites showing Russian military equipment, including tanks, infantry fighting vehicles, artillery, and air defense systems, moving toward or appearing in the vicinity of Ukraine’s borders. The United States Department of Defense’s spokesperson John Kirby told reporters that the Russian buildup was even larger than during the peak of the fighting in 2014. Ukrainian officials estimated that the Russian military buildup would reach a total of 120,000 Russian troops with more than fifty-six battalion tactical groups (BTG). United States defense officials gave a lower estimate that 48 BTGs had moved into the border area and 80,000 Russian troops were in Crimea or elsewhere near Ukraine’s borders. To put this in perspective, the Russian military has approximately 850,000-900,000 servicemembers in total, and 168 constant readiness BTGs, according to Russian Defense Minister Sergei Shoigu. If these estimates were accurate, the Russian military massed roughly 10-15% of its total manpower and approximately one third of its BTGs near Ukraine’s borders. In response to the buildup, Chairman of the Joint Chiefs of Staff General Mark Milley, National Security Advisor Jake Sullivan, and President Joe Biden all called their Russian counterparts to discuss the situation. U.S. European Command (EUCOM) raised its alert status to its highest level. The buildup also coincided with an increase in fighting along the line of contact, with at least 36 Ukrainian servicemen killed thus far in 2021. The movement of Russian forces led to intense speculation about Russia’s intentions, including fears of a large-scale ground invasion. However, U.S. intelligence indicated that a large-scale ground invasion was unlikely because of a lack of prepositioned spare parts, field hospitals, ammunition, and other logistics necessary for such an operation. Likewise, EUCOM commander General Tod Wolters said on April 15 that there was a “low to medium” risk of a Russian ground invasion of Ukraine in the coming weeks. On April 22, after the end of a large-scale exercise at the Opuk training area in Crimea, which included an amphibious landing, a helicopter air assault operation with two companies, and a multi-battalion airborne operation with more than two thousand paratroopers and sixty vehicles parachuted from forty Il-76MD transport aircraft, Defense Minister Sergei Shoigu announced that the winter verification tests for the Western and Southern Military Districts had been a success and the troops would return to their permanent bases. However, he indicated that equipment from Central Military District’s 41st Combined Arms Army, which included BM-27 Uragan multiple launch rocket systems and Iskander-M short-range ballistic missile systems and other heavy equipment, would remain at the Pogonovo training area in Voronezh near Ukraine’s border until the Zapad 2021 strategic exercise in September. Furthermore, Shoigu did not state clearly whether all of the equipment and units deployed near Ukraine’s borders outside of Crimea would also return to their bases, nor how those units were employed during the snap inspection. Two weeks after Shoigu’s announcement, U.S. defense officials said that Russia had removed only “a few thousand” troops and that there were approximately 80,000 servicemen near Ukraine’s borders, despite Shoigu’s order for most of those units to return to their permanent bases by May 1. Thus Russia can still escalate rapidly in Ukraine in the future, though the immediate threat of a serious escalation of fighting in the Donbas appears to have passed with Shoigu’s announcement.

As the United States seeks to prepare for a potential conflict with a peer-level adversary, the debate around the utility of the aircraft carrier—and its role in such a contingency—once again has resurfaced. Since the carrier’s adoption over 100 years ago, policymakers and servicemembers have argued over the ship’s mission, size, vulnerability, and—of course—cost. These arguments have become increasingly more pointed as the armed services compete over diminishing financial resources. Former Secretary of the Navy John Lehman, with the assistance of Center for Naval Analyses Analyst Steve Wills, evaluates aircraft carrier options as he has done numerous times in the past. These choices include: Gerald R. Ford-class nuclear-powered, large carrier; Light carriers based on amphibious warfare ships of the Wasp and America class; French nuclear-powered carrier Charles de Gaulle or conventionally powered British Queen Elizabeth-class carrier; A new medium carrier the size of the Cold War Midway-class ships. Lehman and Wills analyze these choices with fact-based criteria by considering a number of questions. What are the missions for air power at sea as the United States again confronts great power rivals in the form of the People’s Republic of China and the Russian Federation? How “survivable” is the carrier in conditions of “modern” combat? How many carriers are needed for a global conflict? How big or small should that flattop be? How many and what type of carrier-based aircraft should it support? Can carrier aviation survive as an effective component of U.S. power projection and sea control capabilities without the kind of longer-range strike aircraft that it possessed during the Cold War? Where are the Carriers examines a wide range of sources, including those from Congress and the Defense Department, as well as carrier studies from both federally and privately funded research institutions, to develop a surprising conclusion on what the next U.S. carrier choice should be.

According to press information, on 10 September 2021, the Russian Armed Forces plan to start the one-week-long active phase of this year’s annual strategic-level exercise (STRATEX), Zapad (West) 2021, a bilateral large-scale Russo-Belorussian strategic-level exercise, primarily in Belarus and Russia’s Western Military District (MD, see map 1). Large-scale Russian exercises understandably attract much attention and speculation both in Russia and abroad. Most Western comments about Zapad 2017 addressed Russian and international political aspects and detailed several capabilities employed in the exercise and its scenarios or steps and phases. Few, if any, addressed what it meant for the potential of Russian forces to fight wars, which these exercises are all about actually. Russia’s warfighting potential is important for the West writ large for several reasons. Tensions between Russia and NATO are increasing. Russia perceives a growing military threat in its west. Russian strategic documents re-emphasise the importance of military power. Russia actually uses military force to achieve its geopolitical goals, such as in Eastern Ukraine and in Syria.

Compliance with international humanitarian law (IHL) is recognized as a critical benchmark for assessing the acceptability of autonomous weapon systems (AWS). However, in certain key respects, how and to what extent existing IHL rules provide limits on the development and use of AWS remains either subject to debate or underexplored. This report aims to help states form and express their views on the legal provisions that already do, or should, govern the development and use of AWS, particularly with respect to the required type and degree of human–machine interaction. It maps (a) what limits IHL already places on the development and use of AWS; (b) what IHL demands from users of AWS to perform and satisfy IHL obligations, whether the obligations are of a state, an individual or both; and (c) threshold questions concerning the type and degree of human–machine interaction required for IHL compliance. In its findings and recommendations, the report does not pre-judge the policy response that should regulate AWS. Instead, it aims to provide an analytical framework for states and experts to assess how the normative and operational framework regulating the development and use of AWS may need to be clarified and developed further.

World military expenditure in 2020 is estimated to have been $1981 billion, the highest level since 1988—the earliest year for which SIPRI has a consistent estimate for total global military spending. World military expenditure in 2020 was 2.6 per cent higher in real terms than in 2019 and 9.3 per cent higher than in 2011. The global military burden—world military expenditure as a share of global gross domestic product—rose by 0.2 percentage points in 2020, to 2.4 per cent. This increase was largely due to the fact that most countries in the world experienced severe economic downturns in 2020 related to the Covid-19 pandemic, while military expenditure continued to rise overall. This Fact Sheet highlights the regional and national military expenditure data for 2020 and trends over the decade 2011–20. The data is from the updated open-access SIPRI Military Expenditure Database, which provides military spending data by country for the years 1949–2020.

89. The Costs of Working with the Americans in Afghanistan: The United States’ Broken Special Immigrant Visa Process

The United States’ Special Immigrant Visa (SIV) Program was designed to help Afghans and Iraqis who are in danger of being killed as a result of their service to the U.S. government as translators or in other civilian jobs. As of 2020, over 18,000 Afghan applicants have received U.S. visas, along with over 45,000 of their immediate family members, and immigrated to the U.S. The program has been plagued by bureaucratic inefficiencies and significant problems with the application process, resulting in a backlog of an additional 18,800 applications according to a 2019 review of the program. The lives of thousands of these applicants are currently at risk. This report on the Afghan SIV program, based on interviews with over 150 SIV applicants and recipients, as well as a review of other studies of the program, suggests that while the program is well-intentioned and beneficial to certain successful applicants, its current structure puts the lives of applicants at risk and leaves them vulnerable to exploitation before, during and after the process. The lack of a coherent, effective strategy to support these workers, and the failure to implement the program as originally envisioned, leaves applicants stranded in Afghanistan or elsewhere and vulnerable to attacks by the Taliban and criminal groups, as well as other forms of exploitation. This has further undermined the reputation of the United States government in Afghanistan while serving a relatively small percentage of those Afghans who worked closely with the U.S. The program also does little to support those who do receive visas and move to the U.S. They are ultimately disappointed in, and unprepared for, the lack of support they receive upon settling in the United States. The program could do much more to prepare and support these recipients for the challenges they are likely to face during resettlement. The Biden administration’s current review of the SIV program is a good step forward, but unless that review takes a closer look at the true human costs of its flawed processes, it is likely to result in little more than bureaucratic tinkering. The program must be seriously overhauled, based on a reconceptualization of how to best support those who put their lives at risk to assist the United States government. As it is currently structured, the SIV program may in fact be doing more harm than good.

The map illustrates countries in which the U.S. government conducted operations it explicitly described as counterterrorism, in an outgrowth of President George W. Bush's “Global War on Terror.” These operations include air and drone strikes, on-the-ground combat, so-called “Section 127e” programs in which U.S. special operations forces plan and control partner force missions, military exercises in preparation for or as part of counterterrorism missions, and operations to train and assist foreign forces. (The map does not comprehensively cover the full scope of U.S. post-9/11 warfare, as it does not document, for instance, U.S. military bases used for counterterror operations, arms sales to foreign governments, or all deployments of U.S. special operations forces.) Despite the Pentagon’s assertion that the U.S. is shifting its strategic emphasis away from counterterrorism and towards great power competition with Russia and China, examining U.S. military activity on a country-by-country basis shows that there is yet to be a corresponding drawdown of the counterterror apparatus. If anything, the map demonstrates that counterterrorism operations have become more widespread in recent years.

Unlike the British or the Americans, the Turks do not officially designate or name military campaigns in their official histories. This article presents the author’s appraisal of which operations might be considered as the Ottoman army’s campaigns in the First World War. The Ottomans fought a large number of operations and battles in the war but an analysis of these in terms of defining them at the operational level is absent from the extant historiography. Abstract:
Over the past twenty years, domestic military operations in Canada have seen a dramatic increase in the employment of the Primary Reserve (PRes) alongside the Regular Force. This raises an important question regarding how, in an evolving environment, the PRes can be successfully employed in future aid to the civil power roles? This paper argues that the current organization and terms of service for the PRes are not properly structured and mandated to support any large-scale and sustained aid to the civil power operation - and that this forces Canadians to accept risk when it comes to domestic national security. Theoretically, Canadians have relied for decades on what Sokolsky and Leuprecht have defined as an easy rider approach; where the government contributes just enough resources to ensure that the Canadian public respects and values the military effort. As demands increase, future domestic operations may now have to adapt to a new approach where the criteria for success becomes crisis resolution rather than crisis contribution. By examining the current roles and framework under which the PRes operates, the legal obligations that are currently in force, and the proposal that the PRes assume primary responsibility for domestic response operations, this paper concludes that assigning new roles and responsibilities to the PRes without additional legal obligations will not set the conditions for success should a large scale or lengthy call out be required.

93. The Unpredictable Course of Naval Innovation – The Guns of HMS Thunderer

In January 1879, a muzzle-loading gun aboard HMS Thunderer, one of the Royal Navy’s most powerful warships, exploded. A parliamentary investigation determined that the accident occurred because of human error brought about by a highly innovative, but complicated, loading mechanism. Given earlier unsatisfactory experience with early breech-loading guns, contemporary naval engagements and expectations of the future nature of conflict at sea, retention of muzzle-loaders seemed a reasonable course of action. Vast sums were, therefore, spent in ensuring that Britain’s navy had the biggest and most powerful of that type of ordnance. But the explosion and other advances in gun design meant that muzzle-loaders were a dead end, and the incident on Thunderer became the impetus for the Royal Navy to adopt breech-loaders. This incident shines light upon the thinking within the Royal Navy at the time regarding advanced guns. But it also underscores the uncertainty and unpredictability that is inevitably attached to rapid innovation by a large military institution such as the Royal Navy was in the late-19th century. This story is highly relevant to force development considerations today because in any era of continuous technological change, mistakes are inevitable and their expectation should be accommodated within planning.

Abstract:
This article examines the Russian strategic culture after the Cold War. That is, what perspective on the use of military force is guiding the Russian strategic community? It compares Russian conflict behavior in the 1999 Second Chechen War, the 2008 Russo-Georgian War, and the 2014 Russian Invasion of Crimea to find systematic components of Russian strategic culture. Consequently, this analysis systematically describes the development of Russian conflict behavior after the Cold War and elucidate the underlying and persistent Russian strategic culture. The analysis points to a continuing emphasis on conventional forces. Moreover, the employment of conventional force is enabled by peacetime preparations, and then deception and secrecy in the initial period of the conflict.

Submarine cables are critical infrastructure that carry nearly all internet traffic. However, unclear international governance does not always guarantee their protection, leaving global information networks vulnerable to sabotage and espionage. China’s access to submarine cables for strategic manipulation is greatly expanded through the Digital Silk Road and territorial claims in the South China Sea, posing a clear threat that requires a U.S. response. Current U.S. policy is uncoordinated and can be sorted into the isolationist, cooperative, competitive, and militaristic responses, which each present unique frameworks for future action. The isolationist response would disconnect the United States from insecure cable networks, limiting China’s influence over U.S. assets but reducing international connectivity. The cooperative response emphasizes international norms-setting processes to achieve multilateral agreements protecting cables from state influences. The competitive response advocates U.S. competition with China in the submarine cable market through alternate assistance programs, which would increase the redundancy of a secure network. Finally, the militaristic response explores the role of America’s military in defending submarine cables from foreign exploitation. This article recommends that future policy emphasize a combination of the competitive and militaristic responses in order to most immediately and effectively address China’s threat to information security along submarine cables while minimizing U.S. risk.

The UAE has an opportunity to professionalize the military by building its strategic planning and force development capabilities and by committing to international principles of professional military conduct and greater transparency and accountability. After two decades of concerted investment and operational experience, the United Arab Emirates (UAE) armed forces, dubbed “Little Sparta,” are now one of the leading militaries in the region. With approximately 63,000 active uniformed personnel for a population of 9.9 million (only 1.2 million of which are Emirati), allegedly augmented by foreign auxiliary and mercenary forces, the UAE has gained global attention for its role in countering Iran and violent extremist networks and for interventions in Yemen and Libya. It is one of the United States’ closest military partners in the Middle East. American scholar Kenneth Pollack assesses that, taken as a whole, the UAE’s military is the most capable among the Arab states, while there may be variance across the force.

Sometimes, slow, steady changes produce revolutionary results. A case in point is missile and space technologies, which Space and Missile Wars: What Awaits will examine. Long-range missiles, satellites, and space launch vehicles used to be high technology exclusive to the superpowers. Now, scores of states have both. As for ballistic missiles and drones, even non-state actors have them, and these systems are far more accurate than anything the superpowers had even at the height of the Cold War. Then, long-range missiles could only be certain of destroying their targets if they were nuclear-armed and wiped out areas as large as cities. Now, drones are so accurate they can pinpoint and kill single individuals. As for space satellite launchers, they originally were derived from nuclear delivery missiles. None were privately owned. Similarly, almost all space satellites were government property and, until 1965, the owners were only American and Soviet. Now, the French, Chinese, Japanese, British, Indians, Israelis, Ukrainians, Iranians, and North Koreans have all launched satellites of their own. In addition, more than 60 nations own and operate their own satellites and increasingly, satellites are launched, owned, and operated entirely by private entities. These developments are nontrivial. They will define the military competitions with China, Russia, and other hostile states for the next two to three decades. Will the spread of accurate missiles embolden weak actors – small states and terrorist organizations – to threaten stronger states with missile attacks against key civilian targets (dams, reactors, petrochemical plants)? Will weak actors be tempted to use accurate drones to assassinate their adversaries’ key leaders? Will such attacks catalyze war, producing modern Sarajevos that draw in nuclear-armed states (e.g. Israel, Pakistan, India, North Korea, or the superpowers)? With so many new space actors, will anyone be able to attribute hostile actions in space? Will states attack satellites mostly in low Earth orbit or geosynchronous orbit? Will the most important attacks come from antisatellite systems based on Earth, in low Earth orbit, or on or near the moon? This volume is designed to answer these questions.

Although much has been said about the fusion of China’s civilian and military sectors, no detailed, unclassified analysis has been done of how Beijing’s “peaceful” nuclear efforts might be exploited to make more nuclear warheads. Even the U.S. Department of Energy’s own explanations of the export restrictions it imposed on “advanced” nuclear exports to China failed to discuss this. This volume is dedicated to clarifying just what the connection could be. Much of it focuses on China’s advanced fast breeder reactor program and its related plutonium recycling efforts. As explained in this volume’s first chapter, “How Many Nuclear Warheads China Might Acquire by 2030,” the least burdensome way for China to achieve nuclear weapons parity with the United States is simply to use the weaponsgrade plutonium that its planned “peaceful” fast breeder reactor and reprocessing programs will produce to make primaries for the two-stage thermonuclear weapons designs they already have perfected. By exploiting this weapons plutonium and the highly enriched uranium and tritium that China can easily access or make, Beijing by 2030 could conservatively assemble an arsenal of 1,270 warheads (nearly as many as the US currently has deployed on its intercontinental missiles).

100. New Frontiers for Security Cooperation with Seoul and Tokyo

With a new Democratic administration, Washington is almost certain to moderate its demands that Japan and South Korea pay more for American forces on their soil. This should ease tensions with Seoul to Tokyo. To strengthen security relations with Japan and South Korea, though, more will be required. Rather than simply increase their conventional military deployments, Washington, Seoul, and Tokyo will need to collaborate in new ways to enhance allied security. This will entail working more closely on new military frontiers, such as enhancing allied command of outer and cyber space as well as in underwater warfare. Washington, Seoul, and Tokyo will also want to carve out new functional areas of cooperation to make existing energy sources more secure, communications more reliable, data sharing easier and safer, and allied economic assistance to developing nations in strategic zones more effective. Enhanced collaboration in each of these areas has begun but is not yet locked in or fully institutionalized. It should be. Washington, Seoul, and Tokyo need one another to deal with China and North Korea. Yet, how each currently strategically views Beijing and Pyongyang differs. Nor is America’s preferred military approach to deterring Chinese and North Korean adventurism — by preventing Beijing and Pyongyang from projecting military strikes against their neighbors — all that easy to achieve. Adding new, more tractable items to America’s Asian security alliance agenda won’t immediately eliminate these misalignments. But it will strengthen the security ties they have as liberal democracies — bonds Beijing and Pyongyang are straining to fray.
