1. Xi Demands Fealty Despite Domestic And Foreign Woes

The Politburo held a “democratic life meeting (民主生活会)” on December 21–22, 2023, in which President Xi Jinping gave an internal, unpublished speech. According to accounts provided to the author by three officials at the rank of department head or above, Xi admitted that he had repeatedly postponed the Third Plenum of the 20th Central Committee (which according to Party norms should have taken place in October) because he “could not offer any viable solution for the nation’s problems.” Xi, who is general secretary of the Chinese Communist Party (CCP) and commander-in-chief, went on to blame the other 23 Politburo members and other senior cadres, not only for failing to give him good advice but also for demonstrating signs of disobedience. Reports of Xi’s frank admission of the dire straits of the Party’s leadership were widely circulated on social media. The official Xinhua read-out of the Politburo meeting also cited Xi as demanding “unison of thought” among top-tier officials. This entails adhering closely to the instructions of the “core leadership”—in other words, to Xi himself (Xinhua, December 25, 2023). The supreme leader raised the “two safeguards (两个维护),” a slogan that refers to “safeguarding the authority of comrade Xi Jinping as core of the party” and “safeguarding Xi Jinping Thought on socialism with Chinese characteristics for a new era.” President Xi also admonished his close advisors to “take a firm grip on the internal laws of developments [of issues]; accurately distinguish between events and trends, crises and opportunities, and benefits and harms … and effectively combat risks and take action on the basis of stability” (People’s Daily, December 23, 2023). This instruction tallies with caveats given by Xi throughout the past year, in which he has warned that China faces unprecedented challenges and that the party-state apparatus must ready itself to tackle “black swans and gray rhinos.”

I began writing this essay near the end of a triple jubilee year for Heydar Aliyev: the centenary of his birth, the thirtieth anniversary of his return to Baku (celebrated as National Salvation Day), and the twentieth anniversary of his death. Heydar Aliyev was a significant leader who left a lasting impact in the Caucasus region—not just in Azerbaijan. Heydar Aliyev was indispensable in shaping Azerbaijan’s vision for the future and establishing the country as a vital player in the Silk Road region. Several key traits (in the final part of this essay, I identify nine such traits) characterized his leadership style and contributed to his success, particularly in navigating the complex dynamics of the region between East and West, oil and energy, and its future development. Heydar Aliyev’s presence in Azerbaijan’s history represents a leader who was able to quell civil war and unrest and offer stability to the country, which became instrumental in launching the economic growth, and development of the country—and eventually of the region. These, in turn, enabled several things, including improved living standards, putting Azerbaijan on the global energy map, and significantly modernizing its military. Azerbaijan has demonstrated to the world that sustained economic efforts, accompanied by political patience and apt international analysis and evaluation of the world’s political situation, made true—in the middle of the COVID-19 pandemic—the “day for which all Azerbaijani people were waiting,” namely the return of Karabakh.

Using publicly available databases and drawing on a wide range of indicators, this paper reviews the institutional performance of Mozambique across seven broad categories: rule of law and judicial independence; voice and freedom of expression/association; political participation; accountability and transparency; political instability and violence, and external relations; state legitimacy and political leadership; and governance and state capacity. Overall, the selected indicators point to similar trends within each dimension and suggest limited progress during the last decades. Still, it is fundamental that these insights and the scores presented by the indicators are put into context, and that we understand the historical path of Mozambique, the internal and external factors at play, and the fact that it takes time for progress achieved to be reflected in this type of data.

Climate policy, geopolitics and market forces are coalescing to deliver Australia a global leadership opportunity in critical minerals. To grasp that opportunity, Australia needs both to utilise its domestic mineral endowment and its mining knowledge and technology and to leverage the global footprint of Australian companies to help build a global supply chain network. How Australia responds will not only determine economic benefits to the nation but will also affect the world’s ability to achieve minerals security and the sustainability required for the global energy transition and inclusive economic growth. The global energy transition and other high-technology applications have increased demand for critical minerals, particularly in countries that have strong complex manufacturing industries. At the same time, the concentration of production of many critical minerals, the dominance of China in supply chains and its actions to restrict supply and influence markets, are disrupting both minerals production and availability. In response, developed nations have formulated critical minerals strategies and entered into bilateral and multilateral agreements, involving supplier nations and customer nations, to build alternative supply chains that are more diverse, secure and sustainable. Australia has committed in multiple agreements to work with like-minded nations to achieve this. This report is intended to provide the government with a road map to ‘step up’ to (re)activate Australia’s global mineral leadership.

On January 1, 2024, Japanese Prime Minister Fumio Kishida vowed to propel Japan to the forefront of the international arena amongst nation-states that have a proactive role in key global affairs and issues. In his New Year's address, Kishida affirmed that he will “exert leadership unique to Japan" through summit diplomacy to "overcome challenges," citing issues such as Russia's war on Ukraine and the Israel-Hamas conflict. The Prime Minister’s comments come on the back of official figures released on February 15, 2024, showing that Japan’s economy has slipped to fourth place after being replaced by Germany as the world’s third largest economy. India is projected to overtake both Japan and Germany and become the world's third-largest economy during the current decade. Between Japan's aspirations to become a major global player and its evident economic decline, there are lingering questions about the obstacles it faces in transforming into a significant influential force in a world moving towards multipolarism.

Abstract:
Nuclear weapons are widely regarded as one of the most lethal aspects of military arsenals ever created. As such, international relations and security experts have long been concerned about their proliferation. To prevent the spread of nuclear weapons, both policymakers and academic researchers have focused on what are commonly thought to be the primary drivers of proliferation: security concerns and domestic politics and economies. This brief examines another important driver: the role of national leaders themselves. Based on a study of 1,400 leaders in office between 1945 and 2000, author Ellen Park shows that leader personality and experience drive decisions about whether—or not—to pursue nuclear weapons, a finding that holds true across countries (rather than being limited to a few unique cases). Put simply, the pursuit of nuclear weapons is systematically influenced by certain attributes of leaders, such as college major, socioeconomic background, and military and international experience. To predict when and where the spread of nuclear and other emerging technologies will emerge next, policymakers should promote interdisciplinary dialogue to cultivate leader profiles and expand their use.

Southeast Asia featured prominently in Beijing’s increasingly strong international efforts to portray China as a source of strategic stability and economic growth with comprehensive global governance plans supportive of interests of developing countries and opposing the United States. These efforts intensified after the landmark 20th Party Congress in October and the 14th National People’s Congress in March. They were reinforced as Xi Jinping emerged from COVID restrictions and preoccupation with domestic matters to engage actively in summitry with leaders of Vietnam, Laos, the Philippines, Cambodia, Malaysia, and Singapore. China’s economic importance for regional countries grew as did its dominance over the contested South China Sea. Its show of force against Taiwan in April had little discernible impact on China-Southeast Asia relations, while notable US advances in military cooperation with the Philippines warranted Chinese warnings that escalated during the reporting period.

Southeast Asia was the center of international attention in November as regional and global leaders gathered at the G20 conference in Indonesia, which took place between the annual ASEAN-hosted summit meetings in Cambodia and the yearly APEC leaders meeting in Thailand. Acute China-US rivalry loomed large in media and other forecasts, warning of a clash of US-Chinese leaders with negative implications feared in Southeast Asia and elsewhere. The positive outcome of the Biden-Xi summit at the G20 conference and related actions eased tensions, which was welcomed, particularly in Southeast Asia, but the implications for the US and allies’ competition with China remain to be seen. Tensions over disputes in the South China Sea continued unabated. President Xi Jinping made his first trip to a major international gathering at the G20 conference followed by the APEC meeting after more than two years of self-imposed isolation in line with his government’s strict COVID-19 restrictions. His visit occurred against the background of China’s unprecedented military show of force in response to US advances in relations with Taiwan, strident criticism of US efforts to increase influence in Southeast Asia and elsewhere, and remarkable warnings about China’s determination to resist adverse international threats in his landmark report to the 20thCommunist Party Congress in October validating his third term as party leader. Representing the United States at the ASEAN and G20 summits, President Joseph Biden gave no ground on Taiwan or other sensitive issues, increased US support for the island government, signed two massive bills calling for over half a trillion dollars of spending to compete with China on high technology and climate change, and imposed strict export controls on advanced computer chip technology to undermine China’s high technology ambitions. Because of protocol and scheduling, Xi and Biden overlapped only at the G20 meeting, making the Xi-Biden summit meeting on the sidelines of that conference a focus of attention. As discussed in the US-China chapter of this edition of Comparative Connections, Xi adopted a more moderate approach in dealing with the United States. He notably ended China’s past insistence that the United States change its policies toward China before China would agree to the Biden government’s longstanding request to work with China to set guardrails to manage US-China rivalry in ways that would avoid military conflict. The Chinese leader’s new approach was accompanied by public diplomacy efforts that were remarkable because they were starkly contrary to Chinese diplomacy throughout 2022. Chinese representatives and commentary endeavored to persuade audiences in Southeast Asia and elsewhere that Xi’s report and recent strident Chinese commentary and provocative actions did not represent China’s intentions. They corrected such “misperceptions” and advised that Chinese intentions were moderate, accommodating, and positive, focused on constructive outreach for cooperation in Southeast Asia and elsewhere. In addition to the United States, targets for this call to improve ties included US allies and partners heretofore strongly criticized by China for their policies in Southeast Asia and elsewhere, notably Japan and Australia.

While Georgian Dream (GD) has been attempting to normatively balance between the collective West and Russia for years, the latter’s re-invasion of Ukraine in February 2022 brought increased pressure on the ruling party— ultimately resulting in internal shifts among the elite, and bringing about party-wide discursive change. In the most high-profile case, President Salome Zurabishvili—for the first time since she took office in 2018—was seen openly defying the leadership, and directly contradicting the party line. She has since publicly engaged in several quarrels with the party’s leadership, with one causing the announcement of a lawsuit against her for alleged violations of the Constitution. Despite these disputes, Zurabishvili remains willing to side with Bidzina Ivanishvili, GD founder and former Prime Minister. She openly blamed GD leadership for taking insufficient measures to preemptively shield the oligarch from the possibility of personal sanctions. Zurabishvili’s sudden ‘turn’ against Georgian Dream, though creating some intrigue, remains unsystematically explored. This paper engages in a scenario-outlining exercise, wherein three potential explanations are presented. First, Zurabishvili’s ‘turn’ might have stemmed from valuebased disagreement, with the war in Ukraine revealing the incompatibility of the President’s and GD elites’ values. Second, her ‘turn’ could have been part of a communication strategy, orchestrated to create the illusion of a ‘fragmented leadership’ for public legitimation purposes. Finally, the possibility of patterns of intra-regime (dis)loyalty, alliance-forming, and elite defection being at play is explored. Such patterns are expected to supervene in informal, authoritarian modes of governance and are likely to supervene during heightened crises1 .

Abstract:
The positive and businesslike approach that marked the meeting of the Negev Forum Steering Committee and Working Groups in Abu Dhabi (January 9-10, 2023) proves that the drive to entrench and deepen the Abraham Accords is still ongoing despite the change of government in Israel. Hopes for a breakthrough in Saudi-Israeli relations are also still being nurtured, reflected in practical steps already taken. Moreover, the issue was raised with Jake Sullivan during his visit to Israel. Still, as the Arab saying goes, al-’ajalah min al-shaytan – haste is from the devil – and premature pronouncements have done more harm than good. The change will not come overnight: the Palestinian issue is still a stumbling block, and political dynamics in the Kingdom are complex, at least as long as King Salman still reins in some of his son’s ambitions.

16. Remittances and corruption perceptions in Africa

Abstract:
The relationship between remittances and corruption is contested. For some authors, external income endows individuals with financial buffers, which undermine these individuals’ incentive to hold governments to account and allow rent-seeking politicians to invest fewer resources in public goods. For others, remittance payments undermine clientelist networks and increase individual-level political engagement and accountability. For others still, remittances diffuse social norms, since senders are likely to live in large cities or wealthier countries where corruption is less tolerated. However, despite being rooted in individual-level assumptions, many of the conflicting results in the extant literature have an empirical focus at the aggregate level. In this paper we offer a corrective, explaining variation in individual-level perceptions of corruption among remittance recipients through a new mechanism. With survey data from 34 African countries, we show that recipients are endowed with greater cash income, which is used to bribe officials in the hope of securing preferential access to basic services. This act of paying bribes, coupled with the fact that access does not appear to improve, fuels perceptions that the government is corrupt.

In politics and positions of power, the lack of equitable representation of women is striking. Women represent 49.7 percent of the world population, yet only twenty-seven countries have a female leader as of February 2023.2 Brazil, which elected its first and only woman president in 2011, has seen slow progress in ensuring greater female participation in politics. Political violence against women, among other factors, is a deterring factor for women’s political participation. Political violence is not a new phenomenon, nor it is exclusive to women. However, evolving analysis has identified differences between political violence generally and political violence against women. The latter is directed at women with the intent of restricting their political participation and active voice, while also generalizing women’s participation as “wrong.” In the Brazilian context, political violence against women is a “physical, psychological, economic, symbolic, or sexual aggression against women, with the purpose of preventing or restricting access to and exercise of public functions and/or inducing them to make decisions contrary to their will.” As such, political violence against women plays an important role in deterring women’s active participation in politics—and even more daunting for black, indigenous, or LGBTQI+ (lesbian, gay, bisexual, transgender, or queer) women. Brazil has a unique opportunity to adjust its legislation and reframe the incentives in the political sphere tackle this issue now, ahead of municipal elections in 2024. Doing so will ensure greater and more equitable political participation, enrich the political debate, strengthen the legislative agenda, and further solidify the country’s democratic ethos, even if other challenges to democracy remain. This report presents solutions Brazil could take to reach this more representative and resilient version of democracy.

Dedication to sport and physical prowess have been key elements in the construction of Vladimir Putin’s image since his rise to the Presidency of Russia. Domestically, the Kremlin has promoted a public representation of the President as a strong, energetic, decisive leader who is ‘fit for the job’. Constant emphasis has been placed on how sports – especially judo and those harking back to the Soviet past, such as sambo – forged the manly qualities of Putin, turning him into the living paradigm of Russian hegemonic masculinity. At the international level, Putin’s vigorous and masculine leadership has been turned into a proxy for Russia’s restored status: in the early 2000s, to mark a neat break from the ‘decadence’ of the 1990s; subsequently, to suggest the return of Russia to its great-power status. Hostility against human – especially LGBT – rights in sport has become central to this discourse, not only because they are suggestive of alleged Western decadence, but also because they threaten the gender norms and public image on which Putin’s leadership has been built.

21. The Cross-Border Interbank Payment System: A Case Study in Chinese Economic Leadership

Investigations seeking to explain the rise of China rarely investigate the many new institutions founded to increase China’s economic success and influence over global affairs. In the economic sector, some better-known projects include the Belt and Road Initiative, the Asian Infrastructure Investment Bank, and the New Development Bank. One of the newest and least understood institutions founded to promote international use of the RMB is the Cross-Border Interbank Payment System (CIPS). The purpose of this research is to examine the development, policies, and goals of CIPS in order to better understand the phenomenon of Chinese-lead international economic institutions. Novel evidence for CIPS’s intention to adopt blockchain technology and provide services for currencies other than the RMB is presented. The conclusion to this research is that CIPS is presently too small to pose a threat to the existing SWIFT network or predominance of US dollar transactions in international trade. The way the People’s Liberation Army Navy (PLAN) selects and manages its submarine officers increases the likelihood of human performance errors onboard a PLAN submarine. First, PLAN submarine officers are selected from applicants with among the lowest college entrance examinations of any PLA educational institution, suggesting that PLAN submariners are among the service’s least talented officers. Second, the Party Committee system at the apex of decision-making aboard PLAN submarines may be less agile than other approaches to command, at least in certain circumstances. Lastly, while the policy of embarking flotilla leaders senior to the submarine captain may reduce some of the negative effects associated with the first two conditions, it could lead to reduced performance when senior leaders are not present. If external events during wartime stressed these factors, the likelihood of human-induced error events in the PLAN submarine force could increase substantially.

After a decade of activist policies in the region following the Arab Uprisings, Emirati foreign policy has undergone massive shifts in the past two years. The United Arab Emirates (UAE) has de-escalated and normalized relations with four of the major, and competing, states in the region—Iran, Israel, Turkey and Qatar—as well as with Syria. The UAE is taking a more non-aligned and mediating position in regional and wider issues. The Emirati leadership has made significant progress in using their energy-derived wealth to diversify their economy and ensure retaining a leading position in the world economy in the post-fossil fuels era. Abu Dhabi’s foreign policy is driven, in part, by a perceived need to adapt to a multipolar, “post-American” reality in the region. The country has been irritated, but largely unmoved, by America’s attempts to enlist or coerce them into supporting its policies with respect to Russia and China. The UAE has gained from the crisis between Russia and the West. Oil prices have risen, Russian capital has flown into Emirati financial institutions and investments, and the country has seen a flood of hundreds of thousands of Russian visitors and new residents, leading to a real estate boom.

The core of Wagner leadership was effectively decapitated with the deaths of Yevgeny Prigozhin and Dmitri Uktin, but the group’s fingerprints won’t disappear quickly. Although the Kremlin may attempt to appoint new leadership, semi-nationalize Wagner, or attempt a full takeover, a Wagner descendant organization will continue causing problems for the West. The Wagner model of weaponizing private military companies to use as a foreign policy tool, will continue as well. U.S. and European authorities should avoid complacency by intensifying efforts to counter Wagner and its employees, so that Wagner members cannot slip into anonymity amidst Russian gray zone warfare.

Long-simmering tensions between Sudan’s two most powerful generals broke into open warfare on April 15. A series of ceasefires have failed, and fighting continues in the capital city, Khartoum, and in other areas throughout the country. Street protests in April 2019 prompted Sudan’s security services to oust the former dictator, Omar al-Bashir, and forced them to include civilians in the subsequent transitional government. Ever since, the United States has tried to help those civilians consolidate power.1 In October 2021, however, the two most senior generals in the transitional government—Lieutenant General Mohamed Hamdan Dagalo (usually known as “Hemeti”), leader of the Rapid Support Forces (RSF), and General Abdel Fattah al-Burhan, leader of the Sudanese Armed Forces (SAF)—forced the civilians out. Still, the United States supported negotiations between the junta and elements of the civilian protest movement until both generals’ desire for supreme power forced the confrontation that now threatens to dismember the country.

Previous research shows that leaders’ prior experiences influence their policy decisions. The existing human rights literature focuses mainly on country-level factors, such as economic development, regime type and the conflict situations to explain violations of rights. This research contributes to a flourishing literature on leaders’ role in upholding rights by theorizing why and how the prior experiences of leaders affect the propensity to violate physical integrity rights. It is argued in this article that leaders with a rebel experience, and who have experienced victory in rebellion are less likely to respect human rights, while those who have suffered defeat are more likely to do so. Both types of leaders have demonstrated a willingness to take risks, but in the former case, victory reinforces their belief in taking risks, leading them to keep risk-taking, whereas in the latter, defeat teaches leaders to become more risk averse. Infringing on human rights is indeed risky, potentially leading to negative consequences such as a damaged reputation, accountability, and social upheaval. The empirical analysis of the research demonstrates that having a rebel background alone does not inherently influence a leader’s behavior regarding human rights; what matters is the outcome of the rebellion. The probability of showing respect for rights decreases when a rebellion is won, while it increases when there has been a previous loss in rebellion. The article highlights the importance of using leaders, rather than just states, as a unit of analysis to explain why certain countries commit human rights violations.

Why was the United States, despite its overwhelming superiority in power, unable to prevent North Korea from developing nuclear weapons? Why did North Korea persist in its nuclear pursuit in the face of U.S. opposition? In this article, we represent nuclear proliferation and counter-proliferation as situations of subjective strategic interaction between states. We measure preferences over strategies and outcomes using operational codes of the leaders of each country, derived via linguistic analysis. Our results indicate that neither the U.S. nor North Korea accurately understood the other side’s preference ordering, and that their operational codes interacted in such a way as to produce an outcome favorable to North Korea – the weaker party - and unfavorable to the U.S. – the stronger. The wider contribution is to show that (mis)perceptions of the goals and resolve of the opponent play a crucial role in the success or failure of strong states to compel weak states and vice versa.

This article investigates whether campaign speeches during the US presidential elections can help predict foreign policy behavior. We use speeches made by Donald J. Trump during his bid for president in 2016. We compare the analysis from 2016 with his actual foreign policy decisions during his tenure, 2017-2020. Operational code analysis and leadership traits analysis approaches are used to analyze candidate Trump’s foreign policy beliefs and strategies associated with them. We use Profiler Plus software to conduct content analysis which produces OCA and LTA results. We use three separate datasets to analyze Trump’s beliefs and traits focusing on his general foreign policy speeches, the MENA region, and a third one only about Islamic State and Syria. Our results show that Trump’s profile indicates a foreign policy orientation that avoids involvement in affairs that are perceived as beyond immediate interests. The consistency between his beliefs and traits during the 2016 campaign and his actual foreign policy behavior leads us to conclude that individual level analysis, and specifically OCA and LTA approaches, are useful tools to analyze, explain and predict foreign policy.

In recent years, the Middle East has often been the subject of foreign interventions and the interests of superpowers. The effect of internal dynamics was pushed to the background in regional developments as a result of this situation. It is very important, however, to analyze the Middle East by understanding the power struggles between the regional powers Turkey, Saudi Arabia, Egypt, and Iran. This article examines the leadership struggle and role conceptualizations between the regional powers of the Middle East with a focus on the relations between Turkey and Saudi Arabia. It argues that Turkey is not a rival to Saudi Arabia's national role conceptions in the Gulf region, but rather a favorable partner when it comes to Gulf security and economic relations. Relations between Turkey and Saudi Arabia will follow a positive course with mutual normalization steps and Turkey's export-led growth and regional cooperation strategies.

In the hours following Hamas’s violent attack on Israel of 7 October, the Saudi authorities called for “an immediate de-escalation”, while noting that they had previously warned against the outcomes of “the continued occupation and depriving Palestinians of their legitimate rights and the repeated systematic provocations against their sanctities”.[1] In a more recent declaration, the Saudi Foreign Minister has reiterated the country’s “categorical rejection of calls for the forced displacement of the Palestinian people from Gaza, and its condemnation of the continued targeting of defenceless civilians there”.[2] Reportedly, the heavy retaliation measures adopted by Israel, whose bombing campaign against Gaza has been one of the most intense of this century,[3] also including the apparent use of white phosphorus,[4] resulted in the halt of the normalisation process between Saudi Arabia and Israel, which should have followed suit on the 2020 Abraham Accords. Only a few weeks before, on 20 September, the Saudi Crown Prince Mohammed bin Salman had announced on US television that “every day, we get closer” to an agreement with Israel.[5] A few days later, Prime Minister Benjamin Netanyahu had reiterated the same optimism in front of the United Nations General Assembly general debate, insisting that the Palestinians should not be given “a veto over new peace treaties with Arab states”.

It has been said numerous times in the last months that the upcoming 14 May elections in Turkey will be a historical watershed for the country. A crunch point that has not yet been widely explored in these months, though, is that of leadership mechanisms and the consequences of a possible change at the helm of the country, for both its democratic transition and the trust that regional allies (EU and NATO countries above all) can place in the country. President Recep Tayyip Erdoğan’s erratic leadership appears to be on a tightrope, challenged by Kemal Kılıçdaroğlu, the head of the Republican People’s Party (Cumhuriyet Halk Partisi, CHP), the largest opposition party leading the Nation Alliance (Millet İttifakı). Due to the osmotic relationship between domestic (related to social cleavages) and regional (mainly securitised) dynamics, what the new leadership of Turkey will be, will also affect the future posture of the country and the willingness (or lack thereof) of other States to establish a trusting relationship with it.

The aim of this study is to identify cutting-edge studies on the phenomenon of leadership applied to police work, especially in critical contexts, based on an integrative literature review. The integrative review made it possible to survey publications on the subject in the Scopus, Web of Science, Ebsco Host, ScienceDirect, Core, and SciELO databases. Scientific mapping is complemented with the use of VOSviewer and Google Trends tools. The integrative review resulted in 15 studies that fit the research strategy, bringing different leadership approaches, such as instrumental, transformational, charismatic, consultative, ethical, authentic, military, destructive, and laissez-faire, through qualitative and/or quantitative studies. For bibliometric analysis using VOSviewer, the research corpus was expanded to 63 articles, admitting documents that studied leadership with firefighters, military personnel, and police officers. The analysis showed almost no co-authorship link between the 129 authors. The co-occurrence analysis of keywords reveals that leadership strongly links with law enforcement, police, management, crisis management, emergency management, and decision-making, establishing a close relationship between these concepts and a semantic map that underlies the field of study. The analysis of trends by Google Trends in the science category indicates the stability of interest in the topic of leadership in the world. However, the theme of police leadership produced results close to zero. The findings reveal that few studies address leadership in police organisations, and even fewer if critical, dangerous contexts are examined. The trends analysed indicate that worldwide scientific interest in the subject remains low and the theme must be further explored.

Many people of my generation who took up leading roles in the various “newly independent states” (NIS) after the dissolution of the Soviet Union—i.e., at the beginning of the (renewed) independence and sovereignty period—have their own stories about how seemingly accidental happenstance came to play a decisive role in a career change that led to their rise to public prominence. I have chosen to share a part of mine in part because it seems to relate more directly than most to the views expressed over a series of conversations that took place in the span of a decade or so between me and one of America’s at the time most influential policymakers, Strobe Talbott, regarding the Silk Road region (as the editors of Baku Dialogues aptly refer to our part of the world) during what came to be known as the “unipolar era.” I present it to the reader as part of my continuing reflection on the advice Zbigniew Brzezinski gave at his very first meeting with Georgia’s inaugural foreign minister, Giorgi Khostaria, in 1991 in Washington, DC: try to think contextually and reflect with sobriety and realism on the world around you, so that you and your country may lock onto a destination with “firmness in the right” (quoting Lincoln’s Second Inaugural) whilst retaining the flexibility to adapt your course to occurrences beyond your control. Years later, on the day I presented my ambassadorial credentials, I also met with Zbig, and reminded him of his earlier advice. In response, he remarked that “Georgians should make Georgia not only a democratic state but also a ‘grounded and capable’ one—he used, I distinctly recall, the Russian term “samostoyatelnoye gosudarstvo,” to emphasize how Georgia has to become a country not only able to make but also to defend its sovereign choices. With his usual unrelenting clarity, he reminded me then as well as on numerous later occasions that only Georgians will spill blood for Georgia, always cautioning against the pursuit of what he called the “politics of outside salvation.”

There is a story that Charles de Gaulle one day declared to Finance Minister Antoine Pinay, “the facts may prove me wrong, but history will prove me right,” to which Pinay replied, “but, mon Général, I thought history was written with facts.” At the centenary of his birth, Heydar Aliyev’s impact on Azerbaijani’s post-Soviet destiny has emerged as holistic, even if it is not yet fully appreciated in some part of the globe. Heydar Aliyev, like Charles de Gaulle, rescued his nation from collapse, reconstituted the state’s institutions, and set the course for his country to become aware of its potential. He crafted present-day Azerbaijan and its institutions, along with the memory and culture of his nation’s rise to independence. The formation of the Second Republic and Azerbaijan’s eventual military victory in the 2020 Second Karabakh War strategically bookmark Heydar Aliyev’s national accomplishment and legacy. At its center stands the economic renewal of the country and the effectual redrawing of the strategic map of the Silk Road region. Similar to how de Gaulle had to address the divisive war in Algeria, Aliyev had to deal with the First Karabakh War. He astutely found the breathing space he needed to revamp the nation’s institutional infrastructure. In the early 1990s, ordinary Azerbaijanis were not yet adequately prepared to fight and win against Armenian military power (supported actively by Russia), as the concerns of achieving economic viability in a newly independent republic were manifestly a more urgent priority. Aliyev sought to find the ideal path for saving his country’s face and pride in ending the First Karabakh War without making the sorts of concessions to the Armenian side that would humiliate and demoralize the Azerbaijani people. This was a difficult yet courageous decision. To extend the time and space for ensuring Azerbaijan’s nascent yet fragile state as an independent republic, he found a narrow path to end that war without a conclusive peace agreement by negotiating a ceasefire that would not cede Azerbaijan’s rightful claim to its territorial integrity. His unwavering stance that Azerbaijan could only be whole with all of its Karabakh territory included proved prescient—as the facts of history have sustained.

The United States is the most food-secure country in the world, thanks to the strength and determination of American farmers, ranchers and agricultural producers. With America’s robust resources, we have been committed to ensuring food security at home and around the world, and Kansas has been on the cutting edge of that effort for nearly a century. In September 1953, Peter O’Brien, a farmer from Cheyenne County, Kansas, stood up at his local county Farm Bureau meeting to share an idea. He wanted to donate surplus Kansas grain to hungry people around the world. Over the course of the next several months, today’s Food for Peace program was crafted. The following year, one of Kansas’ favorite sons, President Dwight Eisenhower, signed parts of the program into law. That was the beginning of what is now a longstanding Kansas tradition of commitment, care and leadership in the international effort to address global hunger.

Abstract:
This paper investigates the interplay between bureaucratic politics and decision-making processes within the Trump administration during the COVID-19 pandemic. The pandemic response was shaped by the pulling and tugging between key players, including Vice President Mike Pence, Treasury Secretary Steven Mnuchin, the National Security Council, and President Trump himself. Despite facing resistance from some officials, Trump often achieved his preferred policy outputs, such as undermining public health measures, by relying on a cadre of supportive aides. However, in areas like drug approvals, bureaucratic resistance proved more effective in countering Trump's demands. The paper concludes that the administration's overall pandemic response was abysmal, highlighting how Trump's inexperience and management style exacerbated the challenges posed by a complex crisis that threatened both human lives and economic stability.

42. Merger Policy, Competition and Innovation Leadership: Implications for the UK’s Investment Attractiveness

Abstract:
The UK’s competition regulator has adopted hard-sitting views in its assessment of transnational mergers and acquisitions. Since 2019, the Competition and Markets Authority (CMA) has blocked a historic 59% of all mergers that were under investigation, which is double compared to the previous five years. With increased competence to set conduct requirements for large technology companies, aggressive enforcement by the CMA risks undermining Britain’s ambitions to become a leader in global trade, technology, and innovation.[1] Acquisitions in the technology sector have increasingly been scrutinised by competition authorities over the past decade, often based on the hypothesis that transactions involving large multinational companies tend to be anti-competitive. Authorities’ concerns are based on theories about post-acquisition market structures and the impacts of “killer acquisitions”. While their theories lack empirical justification, competition authorities have increasingly quoted them to assess cases through an ideological lens. Indeed, investigations into acquisitions show that competition authorities can come to markedly distinct conclusions when assessing the impacts on competition over time, especially in technology-intensive industries. The premise that acquisitions of small rivals by large tech companies inherently result in decreased competition lacks solid empirical evidence. Competition authorities often fail to adequately consider efficiency criteria and the resultant benefits for consumers. The proposed acquisition of Activision Blizzard, a video game maker, by Microsoft is a case in point. The UK CMA had initially found that the acquisition would reduce competition in gaming markets. EU and US competition regulators, by contrast, have cleared the transaction, highlighting the uncertain nature of merger review results for international transactions. Large multinational technology companies are major sources of innovation and productivity growth. The services they provide are increasingly pervasive across developed market economies, promising large productivity gains. Small, medium, and young companies in high-tech sectors are also important sources of innovation and productivity growth and, therefore, major targets for investment. Ideologically charged competition enforcement would have a negative impact on the UK’s investment attractiveness. The prospect of an innovative and commercially successful company being taken over by another company is an important precondition for investors to make early-stage and continued seed capital investments. Acquisitions also play an important role in driving investments in business growth and internationalisation. By contrast, there is no hard evidence to support the presumption that acquisitions by major tech companies result in decreased competition. A continuation of aggressive merger enforcement by the UK CMA would undermine investments in innovation-driven UK businesses and reduce access to funding for British venture capital-backed start-ups.

This paper brings the voices of Yemeni women forward. Women were active in the 2011 protests, influencing political developments at key junctures. However, subsequent armed conflicts militarized the political environment and pushed forward a more limited religious agenda that saw more and more women systematically marginalized in the process. This paper outlines these major trends and offers some key recommendations to the government and wider international community to better support women’s participation in peace negotiations and involvement in the Yemeni political arena.

This paper intends to start a conversation about a broad yet crucial question: what does the future hold for Timor-Leste? And in turn, what does that mean for the Indo-Pacific region? It examines key challenges confronting the country over the next decade, with a focus on how economics, governance, and the transnational issues of climate change, pandemic preparedness, and geopolitics will impact the small island nation. Timor-Leste has accomplished a great deal over the past two decades but faces headwinds that, if left unaddressed, could undo much of what it has achieved. Its future is not preordained, and decisions made by Asia’s youngest nation over the coming years will determine the direction it takes. Australia and Indonesia loom large in this equation, and they will certainly have a vested interest in the course Timor-Leste chooses to take.

Abstract:
Europeans are disillusioned with how the global system of international cooperation is handling today’s challenges. Seventy-one per cent of them believe that the system is not working on climate change. Yet it is at the European level that they see a need to strengthen strategic sovereignty. Even in the weeks leading up to Russia’s invasion of Ukraine, when ECFR’s survey took place, a plurality of respondents said that there was a need for European cooperation to guarantee security at their borders and to tackle future pandemics. They are comfortable with the idea of French leadership on such cooperation efforts. The next French president should pursue a strong European foreign policy agenda to protect Europeans against the threats they are most concerned about, driving the European Union to engage geopolitically with Russian and Chinese efforts to reshape the international order. In doing so, the new French president will cement Europeans’ conviction that the EU can face up to today’s challenges.

Abstract:
Russia’s war on Ukraine has weakened European governments’ commitment to EU climate goals. European leaders should intensify their efforts to build clean, sustainable energy security in practice – not just in theory. They should also address the climate challenge as a matter of EU – rather than national – energy sovereignty. Europeans will be locked into longer-term carbon dependency and unable to benefit from economies of scale if they only operate nationally. Strong thought leadership will be needed to achieve this change of mindset. France has an opportunity to build bridges between groups of member states, working alongside the upcoming presidencies of the EU. Denmark, Italy, Spain, the Netherlands, Portugal, and Austria are all willing partners in this, as they are already cooperating to implement the European Green Deal.

Abstract:
The 2011 downfall of Colonel Muammar Gaddafi marked a tipping point for Libya’s southern neighbours in re-defining their roles on the regional north-south axis. The era of an assertive Libyan foreign policy on Africa came to a halt. Simultaneously, as a consequence of the civil war, multiple African actors, both state and non-state, assumed greater influence inside and over Libya. The country moved from being an exporter of security and insecurity to sub-Saharan Africa, as under Gaddafi, to becoming an importer. Some aspects of this largely unnoticed, multi-dimensional “Africanisation” [1] of Libya are likely to take root. Changes in Libya’s and sub-Saharan African actors’ standings within the regional setting represent a new reality on the ground that has not been contextualised and analysed thoroughly enough. Only when the international actors do so will they be able to adequately navigate and constructively engage social, political and security structures within the Libya- sub-Saharan Africa framework. Thus, this paper aims to answer the following research questions: in which specific north-south security-related phenomena did sub-Saharan African actors assume agency? Are the motivations of the actors involved opportunistic or do they include long-term political goals? Which aspects of “Africanisation” are taking solid roots and could be sustained beyond the period of Libya’s instability? Will this change to the regional order be temporary and reversible? What are the implications for the European Union (EU) policies related to peace, security and governance in Libya? For the research, several interviews with representatives of the regional armed groups, policy advisors, policy-makers and researchers with an insightful understanding of local and regional dynamics have been conducted since 2018, including during field research in Sudan in 2019. Those have been supplemented by a comprehensive review of existing literature on cross-border conflict dynamics in the Libya-Sudan-Chad-Niger borderlands, Libya-sub-Saharan African relations and relevant documents of international organisations. Historical methods focusing on the long-term and comprehensive processes seen within a big picture are being supplemented with an analytical approach seeking logical consequences and formulating predictions out of hard data and a comparative approach, where models, institutions and experiences are put together with more or less adequate processes found elsewhere.

48. Advancing the Quantum Advantage: Hybrid Quantum Systems and the Future of American High-Tech Leadership

Quantum computers mark a transformational revolution in information technology. Whereas most computers process data using bits that consist of either a zero or one, quantum computers can use those digits simultaneously through superposition.1 The many resulting benefits will include the discovery of new drugs, new processes for carbon capture and advanced battery research, and a new exactitude in weather prediction, including in dealing with climate change.2 All in all, experts expect the global quantum computing industry to grow to $450–850 billion in value in the next 15 to 30 years.3 Yet because of the challenges of engineering qubits—the physical basis of quantum computing—most authorities push the timeline for full-scale quantum computer commercialization beyond 2040 and as far as 2050. Even some quantum experts do not expect any big breakthroughs until the 2030s at the earliest. The true path to the quantum future is the combination of quantum and classical digital technology, especially in computing, which will powerfully accelerate access to the potential benefits of quantum information science. While key players in the industry, including IBM and Microsoft, have recognized the potential synergy of hybrid architectures and applications, the federal government needs to expand its attention and resources devoted to this aspect of securing America’s quantum future and its leadership in the twenty-first century.

The 2,340 odd teacups have been rearranged in their cupboards, and sobriety has returned to the Great Hall of the People. What is the national and international impact of the 20th CCP Congress that was concluded on Saturday, 22 October 2022? Stability is the key word. When the People’s Republic of China (PRC) was founded in 1949, the country’s first and major concern was to be recognized as a nation state on an equal par with others in the post-World War II world order. As the Western world recognized the nationalist government of the Republic of China (Taiwan) as the legal government and representative of “China” in the United Nations, the PRC turned to the Soviet Union for support, despite earlier ill-fated cooperation between the Communist Parties of the two countries. On 14 February 1950, Mao Zedong and Joseph Stalin concluded the Sino-Soviet Treaty of Friendship, Alliance and Mutual Assistance. The disastrous outcome of Mao’s “Great Leap Forward”, however, brought the “friendship” to a premature end.
